four three two guys I pledge allegiance of the United States [Music] one nation under God indivisible don't fall asleep a course called resource Conservation District proposal John cunnington is here from the course called resource Conservation District and he's going to discuss a future establishment of a pollinator Garden Elementary School under the guidance of the CRC John good evening everybody thanks for having me resource Conservation District or CRC to sort it up we're a special district in eastern Air county is solely Grant funded so we're having organization um locally governed by volunteer board of directors um over the years we've participate in a variety of events such as school reduction we are the regional firewise coordinators in the area invasive species removal and dump sites reforestation events and pollinator and Canadian plant habitats which is so
I'm sure most of you know but um the pollinators have been in shark applying um yes they do about 75 of those flowering plants at 35 levels in concerts for our reproduction and since the 80s they've been declined due to habitat loss ssidious things um because we rely on those improvements for our pollination of our food crops we rely heavily on them for our uh our entire system in 2019 CRC came together to discuss a shared interest and we partnered with North Fork Elementary School in the current Family Farm to create a pollinator and habitat at the school by installing headrooms around their running personal Garden we used about 800 clubs and had about 200 students come together in a day to plant a entire environment so we work with a non-profit organization called Xerxes
they're the largest non-profit for conservation of invertebrates species in Louisville and they awarded us one kit in 2019 and then two kids in 2022 to go ahead and admitted areas of the hedgerows and um and 2023 crcd was awarded funds to participation in the block grant from the California Association of our CDs they came through the wildlife conservations CRC is proposing a great new pollinator habitats in schools and working Alliance throughout the summer County over the next three years we hope to partner with local school sites to accomplish the same type of program we have in our report we currently have Landover agreements approved by Joanna gain use in the Unified School District this year as well so earlier this year in 2023 we applied for two habitat kits for awesome Elementary these two Garden
kits along with native wildflower seed mix will be used to create three rows of plants to meet on Center around the perimeter of the garden this will create a three to four foot wide Hedgerow or out and resize the lassum garden that it's approximately five thousand square feet so crcd along with students and staff can prepare plant and maintain the habitat CRC funds cover both supplies and staff time to install Monitor and maintain the habitat until 37 the landowner agreement in front of the board requires the plans not be removed before 2033 parking and that time CRC staff or representative civil Ally conservation one may want to monitor the site but our agreement will say that we provide advanced notice all school safety guidelines regarding background checks checking in the office and interaction with the
cycle on campus um it's very easy to find multiple studies on the importance of getting students outside when it comes to education outdoor education Sports emotional behavior and intellectual development there's a wide variety of existing pollinator habitat School curriculum and citizen science initiative they're readily available but there are just so many more opportunities for educators to incorporate these habitats and discussions on botany biology ecology history references throughout literature made American studies in art is habitat will be an ongoing project a lot of schools like assuming to increase biodiversity improve integrated Pest Management by adding beneficial insects to the school garden and participate in ongoing worldwide conservation effort of quality even more exciting these habitats act as a living laboratory for project-based learning because the children invested in Plants bugs and interconnected life cycles and CR
City hopes to collaborate with a sooner or manipulation opportunities to the students so thank you when you say a pollinator Garden are we talking big boxes or no so we will just be creating the actual habit happens [Music] yes so what we'll be doing is we'll be planting uh milkweed which is the main break in the monarch caterpillar and so you guys will want our butterfly and then we'll also be planting nectar species which help feed these butterflies throughout the life throughout the broken season so you have the Milky which comes up in June or so and beats for a few months depending on the variety but then we have pastors things that each of this [Music] I know I ended the uh we'll soon expert there so so now we're not trying to do
that we're just trying to bring the plants in which will bring the native species in thank you okay all right moving on to our consent agenda any discussions not at all oh I do have one question the um the speech and language Therapy Services is that the same company we've been using or is that a different company and it's but last year we were a contract with two people and this year we're with one okay you'll see on the warrants it'll be a little bit less as we have on our two half times okay great thank you any other questions or comments okay um roll call vote Hi and hi all right moving on to monthly items and financial reports approval of monthly warrants um okay any questions or discussion my email Tara a question
um regarding the award Association I believe the dues and they were there were different amounts they didn't understand if they have four people why they would pay different due amounts but it's based on salary so there's a formula with a percent of the salary actually it's five because we have uh okay there's uh the three principles plus uh Michelle and Randy yeah every year they plug in that person's annual step and then it gives you the number that the Jews are yeah sure they pay for their membership oh gotcha yeah thank you and I had a question on the expenditure that Yosemite school district for music so yeah thank you that was the advantage program yeah that's a great program happy to see so that's once a year that you yes uh they uh and
it changes year to year because it's based on a high school band teacher's salary as well as the music assistants in the classroom um but yes we've had that for several years and our students attend first period band from the students yeah and when they get to the high school it's been great because they've had a whole year of that yeah management fantastic program yeah I had to get reminded on that too because I saw the figure and I thought that's a lot of abandons from us and I realized I was let me put it on this uh earlier and uh you know a year okay um any more discussion on what that is I just have a comment I really like seeing all of that that was exciting that was awesome because all of
our site secretaries work with the teachers to make a card for everybody because in the past they would just get in like a big box of crayons or a big box of pens so the way they set it up this year with the vendors each teacher could submit a cart and uh to try to help it be organized between the secretaries and Indians you've already had 300 plus purchase orders among other things to order but so there's been a lot of ordering going on told everybody you've got to get them in here now or as soon as they lose or something is there any other questions or comments dual call vote hi hi warrants are approved all right quarterly reports so this is uh an information item um we report quarterly on investments and this
is for the period from April through June um and you can see the attached statements there we have our pars open trust which is what our Actuarial study that we'll talk about later and then the County Treasury and you can see in the County Treasury fund uh it's up uh 2.8 2.08 from 1.65 this is the last time we reported and then oped liability is up slightly from the last time we reported as well and that's the money that's set aside in the trust to cover the ongoing cost of retirees uh Health and Welfare okay um any questions on the quarterly reports this morning all right the education protective protection act expenses so this we reported at our June blows out the began to report just to say that all the funds were spent because
on June 28th we hadn't finished out the fiscal year yet they will have it on for that month and so on um but we receive 166 910 and we use that for two uh teacher salaries one full salary and a portion of about half of another salary and that's what it's supposed to be used for so we're just saying that we met that requirement yeah okay any um comments on that um ready Actuarial study moped liability so that was posted online but I did tonight and what that is is the state path legislation that you're required to put on your books the cost of the liability of Health and Welfare benefits for your retirees the way it was negotiated in our contract it was anyone who worked here 2008 and before would have a lifetime
until they reach Medicare age Health and Welfare benefits so they just do a calculation to figure out what that cost is and luckily before I came here Maureen was awesome and the district they got the trust set up with parts so the money was set aside to cover that costs a lot of districts are finding that to be a huge uh deficit or a liability on their books whereas in our case it isn't because we are protected by having that adjustment there's around I think currently we have maybe a dozen employees that are retired that receive Health and Welfare and then we have around 25 or 26 that are active employees so they do this study just to see what the current rates are insurance and then talking about our investment and in this case
the main uh the main thing that I'm sure you don't want me to go through this whole thing and I have a bunch of stuff to go over time um is that we have a it's called a net uh open asset so instead of having a liability we have an asset because we have over what um the cost would be so in the future as we go along you know paying those benefits we have that money in the trust set aside if we would need it to cover those costs and it's 620 87 17 is the OPEC asset so you're thinking I just saw the par statement our trust is 1.2 million well they deduct the cost of the Health and Welfare for everybody that I mentioned and then that's what's left over that's extra
um and it fluctuates year to year um and you can leave it there to grow in the trust it could be put towards like stirs and pers retirement costs there's other districts that withdrawn from the trust to kind of help with that cost but ours we've always um just had it there in the portfolio feels like a great state because yeah I mean when I got here and I had been to different training with other cdos or like do you guys already have that set aside and you have an asset um because once they've made you put it on the books and on the financial statements as a liability in our case it's the benefit could be the asset um I was like that's great I really inherited something that will be really good for
the district and we've always been pretty fiscally conservative so as a district so I'm happy that that's there yeah thank you that's just information that's good thank you they have extra copies if anyone wanted it but it's posted online okay moving on to the hearing of persons wishing to address the board that you're going to show for the three minutes we only have one person so it shouldn't be easier this time and you can speak on any topic that's not on our agenda it's this one is not so okay thank you so much and I want to say thank you to the board I know this you are working with the school sacrificially so I appreciate that and for children and for families I appeal to you as a mother of four children the grandmother
of Supply I have been an educator in public and private schools as well as homeschool and children's ministry I have a master's degree from Fresno State and consider educational worthy and a lifelong Pursuit I've spent years educating myself on the growing phenomena of gender confusion and this new social contagion that is having deleterious effects on our children families and ultimately Society I've listened to hundreds of hours of testimonies attended seminars and I'm friends with many who have come out of the LGBT community those coming out of this lifestyle are talking about the nightmare the pain of ruining their lives and wish someone would have loved them enough to address their real problems rather than pushing an agenda I want no child or family to have to go through this school districts that include nor parents
and families will continue to suffer great losses we are now seeing lawsuits against school districts and parents who are not apprised of their students gender confusion and even lawsuits against doctors and medical institutions who have pushed cutting off body parts and giving hormones reading offers to confuse children and as more as this happened the schools will have more and more homeschool families and alternative schools so I was shocked at the vitriol in last month's meeting that I heard online against something so simple as granting parental rights with the parental notification policy what parent would think it's okay for the school to keep secrets and even mind rather than to be notified of a child has encountered any significant physical injury or expressed suicidal intent or is requesting to be identified or treated as a gender
that does not align with their birth certificate School District policies should reflect the importance of the parents rule in raising their child and not have to train teachers October I think you just told me they will lose their job if they if they do that if they don't hide them it is the school's responsibility to work with the parents and Guardians who are the ones responsible for that child and has been public policy in California the parents have been seen as partners in education not Spectators and laws from policies that give kids privacy from their parents do not exist I appeal to the board of everyone's here and ask if you would be okay with the school keeping secrets about your child going through a difficult time especially on topics that could be life-altering it
is a parent's right to know children are alone to the school and not government property parents are critical component but the child's well-being and have the right to guide the child's upbringing being intimately involved with any decision for that child God okay perfect timing letters that were sent in and wanted to be read during public comment alien what the same topic now the first one comes from Sarah Bond to whom it may concern outing transgender students could be extremely dangerous for some students who may not feel safe or supported at home or elsewhere I am the parent of a transgender child a member of pflag and a member of free Palm hubs my child struggled with telling us and we're a very accepting and loving home hmm my child didn't choose to be born this
way but to see how freen and the transformation in their mental health when they finally told us their truth isn't it's indescribable not all transgender children have this luxury I can't imagine I can't even imagine how a child who knows their parents will not affirm their gender identity struggles with wanting to be themselves but also feeling safe and secure lgbtq young people have much higher rates of suicide risk and victimization than their size gender and straight tears transgender youth in particular are more likely to experience anxiety depression and Suicidal Thoughts attempts and worse a majority of lgbtq students reported feeling unsafe at school because of their sexual orientation gender identity or gender expression and affirming School environment for lgbtq young people can improve their mental health and reduce their risk of suicide transgender and non-binary
middle and high school students who reported that most or all of their teachers respect their pronouns reported lower rates of attempting suicide in the past year compared to those who reported fewer teachers respecting their pronouns schools must ensure the physical mental and emotional well-being of transgender and gender non-conforming students every student has the right to learn and thrive in a school environment that promotes safety privacy and acceptance finally California's constitution and state anti-discrimination laws including California's equal protection Clause California's education and government code and California's constitutional rights privacy protect transgender students from being forcibly outed if you take your commitment to the community's children as seriously as you Proclaim with your mission statement and so then every child a promise you should also protect your transgender Union from forcibly outing them and potentially exposing them
to harm thank you sir [Applause] the second letter says good evening my name is Lexi Jenkins I am a junior at Fresno State and I graduated from Yosemite High School I also attended wasuma Elementary I am extremely opposed to forcing teachers and school administrators to identify and report on students who are questioning or talking about their gender identity in school this policy is not only blatant discrimination against lgbtq plus students but it violates their constitutional rights this policy would directly violate lgbtq plus students constitutional rights which are protected under the California equal protection Clause account the California education and government code California constitutional rights privacy this information is supported by the California Constitution and the California attorney general Rob bonto as well as blatantly violating lgbtq plus students constitutional rights to privacy and equal treatment
this policy would directly endanger lgbtq plus students according to the 2015 U.S transgender survey 77 percent of transgender students reported harassment or assault fifteen percent ran away or were kicked out of their homes by their Guardians as a result of being outed and 46 percent of transgender students reported missing at least one day of school because they felt unsafe at school according to the Trevor Project an lgbtq plus between ages 8 13 and 24 attempt suicide every 45 seconds this is the result of blatant discriminatory policies such as the policy the board is trying to pass today if the board chooses to pass this policy and ignore the California Constitution peer-reviewed statistics and the opinions of the humanity they are knowingly endangering lgbtq plus youth they are knowingly increasing the risk of abuse harassment homelessness
and suicide of lgbtq plus youth in our community if the board passes this follows are saying we do not value or care about the lives of your lgbtq plus children in this community if this policy is passed by the board as Community organizers we will collect a petition that will be sent to the California attorney general Rob doctor who is currently launching a lawsuit against Chino Valley Unified School District a district which attempted to enforce the policy we are discussing today demonstrated by his actions against Chino Valley the Attorney General will not tolerate human rights violations such as this policy and will act against the school district please vote against this policy to preserve the constitutional rights of all students and show the community that you value the lives of all children all the best
Lexi juniors thank you okay we have another member of the audience that um Robert Anderson did I get that right thanks Robert just Glover okay that's fine uh this is the first PTA meeting up three minutes first one I've gone to uh I heard what happened last month I have two kids and I think everybody has the right to raise their kid the way they want to be seen as far as the you know teachers schools get involved I think that's just way out of hand they should have no business and my daughter or my son's life you know I mean as far as stuff like that and I mean obviously I'm going to look up policies and procedures for the school district and everything like that and teachers and stuff like that but that's
not right you know that's like me saying how would you guys feel if I took your daughter you're a kid got wasted drunk I believe I give me some pills you know I'm like it's not right you just you don't do that um it's just a moral code you know it's just really frustrating to see this it's like how did we get here I mean really how do we get here freaking children they're kids I mean I understand like the suicide baby you want to talk to you know I mean suicide baby and all that stuff kids that take those drugs those hormones that's why they get really bad at suicide yes and it's just disgusting because you're forcing what's killing them you know if you really cared for the kid or something like that
you would take the counseling you know you would do a whole bunch of stuff you know but that's not the way I mean you're just you're killing kids but you know just the whole agenda is sick and it's demonic it's just evil straight up evil that's what it is I mean that's all I have to say but this is just absolutely disgusting okay okay thank you Mr pero you've requested three minutes but you didn't disclose your topic oh there's a topic on our agenda same topic all right go ahead sorry so my name is John arrow and this is addressing the parental notification policy on August 29th of 23 the Speckles Union School District in Monterey County sell it for a hundred thousand dollars with a mother after the school transitioned your 11 year old
daughter without her consent the child was told by our school and she might have to be upset because she didn't know who she was truly was inside from there the school allowed her to use the boy's bathroom he was male pronouns refer to her as and socially transitioned away from her mother and when the mother found out she stood in school and they settled for a hundred thousand dollars so that school district just lost a hundred thousand dollars in 2021 a ninth grade daughter was raped and the girl's restroom she was 15 years old she was raped by a boy who was dressed in a skirt that was going into the girl's bed restroom she they the boy raped her the school did not notify the parents they did not notify the police the parents
sued and the governor just absolved and pardoned that man that spoke out against that for he got arrested for disorgan combat because he spoke up at a school board meeting National polls show that most people support parental notification and when it comes to protecting our kids parents instruct parents instincts Trump Party Loyalty so you hear two arguments you heard them in a letter that you just read tonight is oh when this is out of your students no it's not the students have already outed themselves their peers know it their teachers know it their social media knows it everybody knows it except the parents and then they make the claim that if the parents find out they're going to kick them out of the school and yet some of those statistics they were excited with the
parents kicking them out you go right to CBC website those kids were bullied in school or bullied on social media or bullied in their everyday lives not to mention the confusion going on between their two ears that's what contributes to the majority of the suicide and you look at the whole lbgt Community the suicide rate is two to three times what it is in the heterosexual Community the disease rate is two to three times even same-sex couples the the breakup is two to three times throughout the heterosexual community and it has nothing to do in that case with LGBT or anything I mean transition to transgender or anything else so it's a bogus argument the other thing is school districts are afraid of this because of what I call the fearport well if we pass
this then we're going to get sued like the secretary of the AG just sued Chino's Valley School District I guarantee you that case will not fly and it will eventually go to the Supreme Court and the Supreme Court Will Rule and Chino's uh favor and all these other offices that are happening by the parents of the school so the school is in a catch-22 situation you're not in an easy situation you can get sued if you don't pass a parental notification you can get sued possibly you're going to go see one because this is a test case with what the Aging just did so if that goes through so you can get sued either way so my my solution is do the right thing and pass a parental modification policy okay thank you John um
[Music] you can alter your meeting last month I heard a 21 letters and people that are against you know parents rights I can't believe and you had two today I can't believe there's nobody for parents for being notified you know for what's going on and I don't know how many people up here have kids but I think you're all like this please be notified that's uh I'm not when we're here excuse me I think he's a president of the Teachers Association who's here anyway we asked him afterwards um one of my friend asked me if a guy went in a girl's bathroom within restaurants and um and there's an incident of what what do you think about that and hear what his comment was I don't have any comment he says I identify as a
crocodile what kind of a statement is that from a school board member or president of the preacher something saying I'm a crocodile a crocodile is goddamn creditor okay making a stupid statement like that and he said it twice and I think um if you guys are parents up here you would like me notified if there's a problem with your kid you know you don't want to keep them you know the parents have raised their kids from from five years ten years or whatever they know more about their kids than you guys do whatever the teachers and so what about parents rights okay that's all I got to say thank you all right thank you Joe all right so we're moving on to our active items we have the canned hearing resolution 24. so this is
something that's required and in fact if you read the resolution it says 1979 is when this is enacted um it is a form that's in the state software saying we meet this requirement and we've always met the calculation there is an article there that I included a link to if you really want to learn more but we are required to have a resolution for that annually once we complete the unaudited actuals and um and that we meet that calculation this is an action item it's a hearing meaning it's required it's not my question yeah since there's a resolution should I read it yeah [Music] so we met the calculation for this year and at the requirement for the guns you would just sign the resolution after and we're good yeah unless anyone has questions yeah
you close here it's already been closed all right um this is an action item that we have a motion I'll make a motion to approve the Gan limit second oh second okay any further discussion okay roll call vote hi Hi and hi okay here we go public hearing resolution 2406 statement of assurance for fiscal year 23-24 regarding State instructional materials open another public here okay in front of you on the agenda gives a background cites the Ed code um where this is a requirement we are stating that um each and every student has access to their textbooks instructional materials um register provided Chromebooks and so we limit the requirements okay all right I make a motion that we approve the resolution 2406. all right I make a motion that we approve resolution 2406. second okay
okay roll call vote hi and I okay all right this was a little less now for the um approving of the Oak Creek Intermediate freezer and cooler replacement bid contract so the um oci site is where our Central Kitchen is and that's where we prepare all the meals and then they're delivered to OES misuma to be served for breakfast at lunch the walk-in fridge and freezer there which is two separate rooms um is over 30 years old and every year if you look back on warrants we've had repairs through strategic mechanical we've been kind of limping it along as long as we could luckily this last year actually 21 22 22 23 we received they're called kit funds they're kitchen infrastructure and this is great because it's exactly what they should be used for we
worked with Kurt Pollock who is our former board member who still helps us as a fiscal advisor and that was illegal contracts even it asked about a previous meeting where the um the lawyer was able to drop because you have to follow specific requirements when you're putting a bid out you put a notice in the paper and then Robert and I um sat and waited when the bid was closing and we had to you know stamp any documents you received and then you don't open the bids until after that it's really the whole process I'm glad that we had Kurt's help as well as that legal department a legal company to help us and we the lowest bidder we had was Valley air and they're going to do the work I think the main goal
is over December uh over Christmas break but um in the meantime they have to demolish the old unit so we're going to rent Kurt uh located at um portable outdoor fridge freezer that we can use because we have to have somewhere to put all our food we can't do the same lunches the first six months or whatever so renting that will be demolishing it and then Valley air will be doing the work actually their bid was really the lowest and it's a great bid um and we're using the kitchen infrastructure funds for all of it which are all part of fun you know part of fund one but they're specifically for cafeteria and Child Nutrition so that will impact our budget because it's uh those funds you have to use by the end of this
year and they're just specifically for any kind of infrastructure and upgrades so I also attached their bid packet um that's the formal packet that we had posted online and in the paper um the link to it so they have to provide all that as well as have a bond say they have insurance and all those requirements because of the cost of the project being over the bid threshold that's when you have to go through this whole process but we're excited to get that and I know the cat the cafeteria staff's really excited too with the other fridge and freezer going out and having all the issues it's had leaking and such interesting to see the specs that's a big one yeah I think basically like two rooms if you ever wanted to visit in oci
and see yeah and figure enough uh food for a week's worth of um 800 students well not everybody so let's say yeah so is this just for the installation of a new one no it's the equipment the labor the electrical the refrigeration coolant ultimate we'll have that rented unit temporarily on site and we will probably put out a parent's square if they can't complete it all uh through the two weeks of the holiday break um you know maybe we would have to do some sack lunches and use the um the outdoor refrigeration unit until it's completely up and running but they they guesstimate that they can finish it within that time frame all right remove approval of the Oak Creek Intermediate free circular replacement s all right um any further discussion and I okay oops
the optional board policies okay sorry adoption of foreign policies this is uh uh these were first reads last month and now they're up for uh adoption so [Music] you want anything reading I've only got through about half of them so I liked it votes [Music] I will commend my motion too you know so you can get her questions answers [Music] yeah is there a second to that motion which ones are you want to know a second to have a discussion oh all right well just a second have I ended this guy okay so we have a motion a second announcements opportunities yeah I just want to take an opportunity to read these more in depth before we approve them because they're all brand new okay we realize we're gonna have another batch coming the October
batch is usually the largest of the year so you know okay all right so you have negotiate it in a second any further discussion and then you have to take a look I think we should have a vote so what are we going on um restate your motion restate your emotional that you amended well I hold my motion so that she could have your questions you can't pull emotion well we've said you are going to amend it so what is that that answers Denise's question I don't know the words you're like are you admitting your motion to delay vote until next month yeah let's do that okay and that's your second edition to delay okay there's your motion on your second any further discussion so that gives her time to answer her answered questions now
no is everyone in agreement let's vote on that on Denise and I'll go with the i think [Music] all right okay all right so then they are moving to the unordered the actuals so there's a cover sheet there um which behind it it has fund one which is usually what I will give you my highlighted the revenue and expenses as well as our ending balance I'm not going to go in a great deal detail on the cover sheet and the time one attachment because my presentation will cover the highlights of that um there's also the full unaudited actuals attached which is the entire incident 85-page document all the fun forms and all the financial forms it's also posted on our website as well if um someone isn't accessing the agenda but wanted to read it
and on our website we have a section called Financial reports under the business office um so if you want to go to the presentation I will go through that now and then if you have questions um if you can hold your questions till the end so that I can get through my presentation I hope that it works yeah thank you okay so this is the 22-23 unaudited actuals this is all all year um you'll see me report initially on the budget then the first and second interim and then this is the like the fourth quarter this is the final saying where we ended up the year at and um the Otters will be finishing up their audit in these next few months so I started making these tables the last week presentation so you can
see the difference so here you can see uh the 2223 original budget so we're talking about what was passed in June of um and then to what we ended the year at um and through the first interim and second interim there were also changes so it looks like a bigger difference on the on the far right column but if you follow along with each quarter you'll see um it's it's more gradual but you can see there our beginning balance had changed um after the previous fiscal year was closed and money was rolled over um our lcff Revenue went up slightly due to the taxes um and um federal and state revenues fluctuated due to different uh coveted funds or after school learning so our overall revenues were up and then the expenses um you can
see there uh compared to what we budgeted where we ended up with the salaries and benefits obviously that's from raising costs that big increase you see there and then other operating expense expenses um that's any kind of services utilities um leases anything like that and then Capital outlay um that's where we did a lot of our covid fund projects so the clocks and locks and other uh HVAC other improvements to our sites which I've presented at previous meetings so we ended the year with a higher ending balance which I'm going to break down on a future slide but if you look down at the bottom in bed there most of that is restricted and I've gone over that before in other presentations where it's specific programs like the art music Grant and learning loss and
Esther coveted funds things like that so that ending balance that's restricted is just for those specific programs our River um but we with 655 000 but we only have a little bit above that um left because most of it is restricted so here you can see the breakdown of the revenues and the expenses made uh part of our revenue is the lcff which is the property taxes that we receive and then state and local you can see state and federal are a good chunk of that too because of like e-lock the after-school Grant which is State and then the covet funds which are federal as well as Title One and other Federal programs and then expenses you can see the majority there the budget is the salary and benefits I think it's uh somewhere in
I think about 72 of the expenses and then all the other projects with what I mentioned on the previous slide with the services and capital Outlet problems so this next slide is our enrollment Ada history so you can see uh back um about nine uh eight nine years ago where we had 855 students fast forward five years before the pandemic and we had 8.91 and then you'll see later on my enrollment report we're now we're at 800. um in the past where you can see in the middle bars usually the Ada which is the average daily attendance is about 40 or 50 less than our enrollment but then after covid it's been more substantial and it's 70 or 80 less just due to more absences maybe more people keeping their kids home you know if
they're sick and they're not sure if they have co-lit or they have other things going on health issues and such so that's why the projection for 2324 shows us that the 800 students which is our current enrollment report and then the APA is a little lower based on the trends of the past few years with the absences but hopefully those absences will start to lessen them you know as um maybe if these command systems and health gets better or maybe they make school a big priority so these are contributions to other programs routine restricted maintenance you're required to contribute three percent of your expenses so that was just a slight change from the budget to the actual and that's just um if they call it routine maintenance because it's maintenance for all your facilities it
could be anything from Paving rooms and windows and they have amount set aside each year because a lot of the buildings and Facilities you know are older and so there's always projects related to that that the mot team comes up with each year so they make sure that they take care and Robert presents it different meetings about that so they make sure they take care of the priorities in terms of things that need to be fixed or replaced and then special education you can see there that went up quite a bit that's the biggest part of the change where we budgeted the total down there of 1 million two hundred fifteen thousand six hundred fifteen dollars and then the actuals was one million 794 685 with a difference of five hundred and seventy nine thousand
seventy dollars and you may say do you know what the heck is that and I made a list here so there's the county Transportation Bill back uh but each district in the county pays a portion of special ed Transportation because they transport some students at each district of special programs and they bought some new buses a few years ago so they've been spreading out that cost over the districts that was around 200 000 more we contracted speech services which is around 195 000. um other specialist we added additional SEC teacher and the aides that go with that we also had our special ed coordinator last year was the teacher on the salary schedule in the previous year it was a retired stirs member so their cap is about half horse so when we had it
switched to a coordinator that cost went up we had one on one aids for specific students who had that in their IEP which is very important and then parent mileage which some of you had mentioned that past meetings on the warrants because we had two or three different students being transported to County programs and because we don't have an extra bus or extra staff to transport you're legally required to transport special ed students not regular but special ed because it's part of them their IEP and then getting to school so if you don't have a way to transport them and we tried even coordinating with other districts in the county then the parent gets the mileage reimbursement which we saw on the warrant so that was actually a pretty big cost and then also Yosemite
did transport one student for us that they had going to a similar program but they charge us a portion of that just like you saw at the music program and that was around 50 000. so all those wonderful programs and things that we had that's what added up to that increase [Music] um so usually with special ed we receive around 300 000 in federal and state funding and then we make up the difference so that so that contribution is so um it it is pretty substantial when you're adding all those things it's basically just coming out of the main unrestricted funding and having to support that program and that's why I've always advocated in my position for others got to be a need for more funding for special ed from the from the government and
from the state because if every district is in the same boat where these programs and the needs of our students have gone up but we're not receiving the funding that covers the cost of it um the ending fund balance I had that there on the the first slide but you can see um in this June 2023 uh we had the the next year's budget and we had like the projected actuals so um that was projected at 3.1 million and then the actual ending fund balance was 3.4 million because it was a 287 000 difference which is actually pretty good if you look back historically usually our ending fund balance fluctuates it's been more the last few years over five uh four or five hundred thousand difference so it's a little bit less of a difference
which is good the reason is the budget's sitting there where things weren't spent so that money rolls into the ending balance um remembering that 2 million um 755 and 715 is restricted again and that's in the full unaudited actuals packet there's a page of all the restricted programs that add up to that amount um so the rest of it is just the unrestricted balance that you have to use for your reserve and we also have an additional board policy reserve of an additional I believe six to ten percent but right now we only have about 0.01 texture our monthly expenses are around 650 000 as you saw when you approve the payroll and then around 200 000 for AP so um does not cover all of that so it's good to have a higher ending
fund balance because we are deficit spending which means we're spending more than what's coming in and it chips away at it um and right now the ending fund balance in 23.24 and the financials is not meeting the reserve but we can reduce some budgets maybe in services or supplies um you know or if we get more Revenue but usually get more Revenue when you have higher attendance or more enrollment so it's a little bit of a balancing act right now so it could could be different it could have less less funding with 45 and a student um so the next action item will be this cea waiver but I did want to have a couple of slides on that and I know I have a couple of new board members but there's a form from
the state software that calculates the cost of instruction and your required Elementary districts are required to spend 60 percent on classroom instruction and that does include teachers and aides to anyone who provide classified and certificate that are providing instruction but many people and legislators have been advocating for changing that formula there is anything I do it automatically calculates and it gives you a percent because a lot of those other things that I list there I'm not going to read them all or part of the whole picture you know getting the student to school feeding them giving them books and supplies and other supports um so that's all part of the instruction picture so a lot of bills have been brought forth but nothing has been changed in terms of cea but if you look at
our current cea we came in at 51.68 and then the top number there is the cost of the classroom instruction the bottom number is all of our other expenses so when you add in 1.5 million in covid Esser fund projects as well as 194 000 in contracted speech because normally your speech pathologist is an instructional position so instead you're doing it as a service and that was those 5 000 objects you know so that is not counted as instruction so that does impact us meeting our DEA and all my County meetings a lot of other districts in our County and of course across the state are meeting this but we have a waiver that's what the next item is so I mean um I'm just going over this but as long as the county approves
our waiver which they have in the past several years then they won't take back the funding that we're sure um these two next two slides are from school services from the budget Workshop that we attended um they said why you know why do we complete it I'm not going to read through them all but I just wanted to give you some information so it's a legal requirement of Ed code it has the salaries of teachers and paraprofessionals against the total expenditures and certain programs are kept out of the calculation and then at the bottom there you'll see the required percentages so Elementary districts High School Districts and then a unified district is an Elementary and high school that's combined and so you think of our neighbors up the street there they had to get 55
and you know if they didn't need it um even having a lower percentage isn't helping which I don't really did so this was um also from our budget presentation and they were talking about who met it and you can see their Elementary is the highest one because we have the highest percentage we have to meet and it only goes to 21-22 it'll be interesting to see what's for this 22-23 year but over half the districts in the state did not meet that 60 requirement as compared to 2009 where it was maybe a quarter and everybody's saying it's largely due to the coveted funds these funds are great we can do all these improvements to make our campuses safer you know putting a new air filtration Paving um the locks clocks things that make the campuses
safe but in a way it's like we it shoots we shoot ourselves in the foot because it's like that number is on that total was on the bottom of the Dominator and it makes it impossible to meet the CPA if anyone has questions the Auditors will visit in October to finish up the audit and then um the next thing that we will report on is the first interim and then that's when the Auditors have to turn in their report to the state and then they usually come in the January meeting to present the audit report oh so do you do you know why the high schools have a different percentage that they're required because at elementary schools I think because their funding model is different they receive a higher level of fun funding as well
as unified districts if you look at the local control funding formula it's different if you're a high school district or a unified district so it must be something to do with that I'm not certain because they receive more funding I would guess that's what it is I mean if you even look at any of our positions teachers at other districts that are unified or High School District salary schedules are higher because those districts receive your funding than an Elementary District so I would I would I guess that it's related to that we'd be closer with all this if we were a unified district yeah we would like we would like to meet it where not for all the Covenant yes we took those out of the denominator we can't dump millions of dollars of expenditures
without affecting your CD action yeah and I mean those funds expire too so these are great things that we've gotten to do what we have done them if we didn't have the funds um and they expire there's most of them expired September 2023 and then there's one last batch that expires so it will dwindle down over time but each year there's always new one-time fun things coming in um like the after school learning art Music Learning loss those that's around two million dollars right there in time grants that are new that we're getting so it's gonna be a constant balance Act so in your opinion with the special ed those expenses that you know the Speech Pathology might drop yes I feel like this year that'll be you know about half Transportation Michelle's been working
with um the students and the families being transported and um I just saw an email to meet with Robert and Randy to come up with but if we bought a van we would have a position and for a driver and try to transfer that could save um you know you're paying for a salary benefits or you're paying the reimbursement which is 0.65 I have 65 cents a mile to the parents yeah but parents that are going all the way to Madera where these special programs are I mean that could be 90 something miles a day you know making two trips right yeah so yeah we're trying to find other Solutions like that to help so these are ongoing it's just it's almost like you're trading you know maybe we don't have to buy a bus
for special ed but then there's something else that comes along so this is an ongoing you know this 50 is always an ongoing or 60 that we have to meet yes it's just but if you look back and you'll see that in my next cover sheet we before all the coveted funds and all that we always were able to meet it or come early close yeah okay foreign this is an action item do we have a motion to improve I'll make a motion to approve the unauded unaudited actuals a second okay any further discussion drinks the lotion here all right uh roll call vote I I bye all right okay moving on to the approval of the cea waiver so you'll see all the documents there mainly I'm just going to refer to the cover
sheet but that waiver application is the form the county requires I also included form cea but that's also in the full on an audited actuals packet that I mentioned this on the website and on my last uh attachment for the unaude actuals and then you have to have a waiver explanation um saying why you didn't need it and we're just saying you know because if you project out and take away all those coveted funds um you know it those funds are going to go away and then it can be a hardship not having that as I mentioned you're currently not meeting the reserve but if you look there at the cover sheet um I just highlighted to make it simple so the cost of classroom compensation for 2223 uh was six million 940 141 and
that was 800 000 more than what we spent on classroom instructions on the previous cea form in 2122 but then you look down below there in the gray and the total expenses or the total cost of Education how is 13 million 429 855 so that's 2.2 million more so think about the green there the top number what you're spending on instruction all our great teachers instructional AIDS and then the bottom is all the expenses with adding 800 000 the top but 2.2 million the bottom one is just basic math that you're not going to meet that 60 and I tell you this gives me heartache every year I try to think of different ways to add you know to make sure we're coding everything correctly to make sure everything is the way it's supposed to
be and it bugs me every time because I feel like it's a test that I'm not passing but I understand with looking back historically where we made it before we had the coveted funds and then talking with all the other districts and people in my cohort around the state that are in the same boat and I expect to see that bar graph really be different for 22-23 with those funds covet funds expiring um there's not a lot we can do with those coveted fund projects and again the cost of the contracted speech in the denominator that skews the percentage and makes us unable to meet cea I'm disappointed but as I mentioned the form it's been around for a while and it calculates it and and even with giving you know we had an eight
percent raise we want you know to do more and then it's like we have that much increase in the cost of instruction compensation and we still don't need it I thought it was going to be a lot closer it looks to me like we're we're yes because otherwise the amount that your um your percent is short which is on the waiver application they will release they will withheld from they will withhold from your allocation um but if the county or the waiver I'm sorry it looks like we're pre-approved for the waiver well as long as the um we pan tonight but we send it to the county and they've approved it the last three years they've been doing that for all the districts in the county so I'm going to move approval of this 2020
to 2023 cea further questions or discussions right roll call mode aye aye aye um Alaska [Music] all right approval of the Consolidated application part one and two questions so usually we have this on the agenda earlier this year there is some delays with the website and the federal reporting um actually part of it was due in June right when the budget was due and I kind of sent an email to CD like this is a really bad time of year to have the student because it's a really complicated you can see it's a 29 page form they want you to look at two to three years worth of federal expenditures and you kind of have to remember what was that before because some things can roll over year to year you have to figure out
how it was allocated between the years um basically this is just for our federal funding which is Title One and that's for our low-income Foster homeless Youth and English Learners and then our Title II which is for Teacher development and mentoring and title III which is English Learners overall all of that probably about 620 000 funding that we have in our federal funding but each year you're required to you can see that I attached the application there and it has all the different pages some of them if you look at the dates you'll see that I completed that just now in August and some of them were required earlier in the year but they ask you to put it on the agenda to approve everything all together so that's all of them there yeah some
of them are from June and some of them are from Ohio turned in by the 30th um yes and so I went on it was August 31st so I went on um and submitted all those that way this year they won't um hold back any of my federal funding and our Title One funding is the biggest amount which is around 580 000 of the 620 I mentioned that goes towards our reading intervention labs and teachers and AIDS and um different applications and instructional materials as well as any teachers that go to conferences in training we use title two and bits of mentoring for for new teachers so those funds are really important okay the move approval a second okay any further questions any questions okay we'll call vote hi and hi okay all right this
is not an action item this is a uh first creation oh it is first reading and action item okay for regulation 6183 home and Hospital instruction yeah this is rare that we bring it forward as a first reading and action um but uh we took the time to review it you can kind of see some common sense to it um everything that's on there that is not highlighted is our existing regulation um this has not been a big issue but recently we've had some parents um whose children were in a situation where they they required a home or hospital instruction in their home um State their expectation that once the teacher arrived they were going to go run some errands and not be present there's a lot of liability there's a lot wrong with that
so if we wanted to update our regulation and everything that is highlighted is what I am proposing we add as a layer of protection for the district and our employees and we looked at some other districts too and see how they had that to make sure as we knew other districts did already have that um very important the love approval of regulations 61-83 open Hospital instruction thank you looks like a good idea [Music] anything else okay all right moving on to information items Madeira County Superintendent of Schools elk cap clarifications [Music] so this is just this happens every year we submit the lcaps to the county after the public hearing and the approval in June and then they take a look at it and make sure it meets all the requirements for the state and
usually there's a few clarifications that need to be kind of shored up in order to do that so they send a letter just letting us know like you know yeah we're going to help you with this these are a few things that you need to fix I work with somebody down at the County gym Sargent we short up we fix it and then they submit it so that's just saying that that you know we we've been going through that process so that actually finished yesterday we need the final final final Final oh okay I'll check her email I just sent you another file okay let me change a number one number yeah that's all this goes so um anyways they were going over that at the County office today and just making sure all the
boxes were checked because they're going to send all those to the state for approval so it looks like they can change one number so we'll do that and then they'll send it to the state and then we always get a letter back from them saying that it's been approved so are they gonna send another letter but none of these little boxes on it no they're going to send a letter saying that it's been approved yeah this is all Natural Things yeah and that's all been done yep aside from Apparently one number that we need to go into DTS and I feel so much better we'll probably do it right now yeah yeah 103 Pages yeah very good Yep this is um all right moving on to the enrollment report much of a change from the
August meeting um we um I mean we're let's see in August we have 805 we had 800 as of when I did this report which is a week ago um but you can see there are just some small changes to each of the sites but still um see um quite a difference from last year you know with 845 but we do have um one less kindergarten classrooms I don't know if less kids are being born and we're gonna have an influx in the next year or what's going on with that um and with bliss you know little bit less students but you know we had a lot of eighth graders that graduated from that but we still have a good number in that program but yeah I have another question what did we what was
the enrollment that we faced our budget on we have based it on the 845 but then you also use the Ada which is the average of the three years okay so then once we have our attendance of this year that'll be mixed into the three years yeah but it was we were budgeting on having more students yes in terms of what lcff funding we would receive so that will be adjusted as you see through the interims um it's usually Park of about 11 to 12 000 per student in the lcfs formula so if you figure that times you know 45 students substantial but were people you know leaving this date and um moving to other areas so this isn't a unique problem to our district have some pretty high enrollment numbers here in Oakhurst Elementary
fourth and fifth grade class yes those bigger classes usually um there we have had it split up more between the teachers but um I think overall the 800 students we could see that that worked out they do have some big numbers though we have some rock and roll teachers keep in mind it was agreed with our arguments for the eight percent raise it came with the caveat that the district was going to be facing Some Cuts and we didn't want it to be Personnel um naturally but we did have some vacancies due to retirement and there were folks moving on and those positions were not filled they weren't back as a result so this is happening but we also negotiated in the contract that um once a teacher's Home Room reaches 30 above 32 then
they receive additional compensation for that month be nice to have some parent help volunteers particularly the younger classes yeah do we um have like a exit like survey and find out why families are leaving our district uh not a formal survey yeah we just kind of ask them and if they feel like sharing or they'll tell us I was just curious if there was something like some commonality that you know we can pay attention to and address if there was then we would take yeah necessary action and sometimes yeah right right because they just are like a no-show yeah usually it's Something's Happened with a family of necessitates sure a lot of times be a parent whose job takes them away and they don't have anybody to pick the kids up for school so they
need to take the kids is it happened a few years ago we had 890 so um you know when I got down to 1845 I was thinking oh man that's quite a difference but I was really surprised at the start of this year I was on Aries like I'm doing something wrong I hit up Nicole I'm like what's going on why that's the number [Music] I don't know maybe it'll maybe it'll go up a little bit maybe throughout the year it does fluctuate okay Enter District transfer uh you can see in front of me there that since our last meeting we had two transfers out of our district we went to assembly unified the other went to Mountain Home uh but there were four transfers into our district three coming from tawanaki and one from
Yosemite [Music] all right so moving on to accomplishments and other reasons to celebrate throughout the district last positive things happening throughout the district over the last month but to start off with tonight we'll be going down the end of this month to Madera at the County office and honoring last year's recipients of administrator of the Year teacher of the year and employee of the year and uh last year Tara was our administrator of the Year Kat Williams was a teacher of the year also she's changed categories and the Chuck primary of course with our employee of the year um Tara and Kat went on to the county level competition and came up just short in the end but all the recipients from all the districts in Madera County will be coming together for a real
nice formal event at the end of the month so I wanted to put that on everybody's radar coming from our principals if you click on Oak Creek Intermediate School there all right School McGrew says students are doing a great job writing PBIS points and will be able to spin them at our first pack station event on September 21st six oci teachers have signed up to provide experiences that sell for pack points and experiences include pumpkin carving and all you can eat lunch at Round Table Pizza ASB elections were recently held in teachers Mrs Hatfield and Mrs longboard are overseeing the leadership Club Mr Peterson is running an intramural volleyball at lunch recess with 74 students currently participating the leadership class taught by Mrs Hatfield travels to OES every Wednesday during first period to read aloud

they did have the opportunity to win goldfish they're not the ones that swim the little Goldfish crackers instead but it's the same game [Music] a lot of creativity a lot of creativity um Switching gears a little bit under comprehensive school safety on August 30th principals McGrew and Williams and I attended a webinar that was conducted by the L.A County Office of Education regarding changes so the processes that are have to be used to create our comprehensive safety plans uh the concepts were again discussed earlier this week in our weekly meeting that I have with our principals um and I've shared with the board prior to this meeting that we're going away from the one comprehensive plan that's implemented district-wide and we'll have individual plans at each site those are to be created by a site
Safety Committee the way we've run our district Safety Committee in the past where it was a giant umbrella is not sufficient to meet the requirements of our safety Point construction so there'll be individual site safety committees at each School site in the district moving forward we are likely going to utilize the existing School site Council and then build build around that but also to be included on those committees are certificated employees classified staff parents and other school Partners including those around the concept of safety so emergency First Responders uh each school as I said will have its own and we're really looking at utilizing the schoolside council because then they have their hands on like the single or the school plan for student achievement and then assault report uh the lcap development so this will
allow everybody to see the big picture and how the conferences their plan is part of all of them so there'll be more information coming out we've had two emergency uh management responses uh in the district over the last couple of weeks they need to call uh paramedics the ones that was one was here at OES and kudos to the teams at both sides everybody did what they were supposed to do they spring to action we got the adult staff members who were having some difficulties who left in the day that they needed and just shout out to the team and of all the planning all the drilling is really paying off and then there's several items here from tech department that you can look through updates on the door project clocks and bells Chromebooks and
the new website yeah when you go on there uh you'll see some Drone footage of the school sites in the district it's really nice [Music] thank you [Music] okay so thank you Randy board member comments we started with the news I wanted to address the people that came to speak because I think sometimes you might think if you've never been to a meeting that we're not listening to you because we can't respond but we're not allowed to respond so I just wanted to let you know that that we appreciate your comments and we are listening to you so thank you for coming we appreciate the input um and I also wanted to say that I went to the awesome Carnival I volunteered and it was a wonderful evening it's great to see the families out
enjoying themselves enjoying their kids it was a wonderful fundraiser very well organized in fact I showed up in grubby clothes because I thought I was going to get snow cone syrup all over me and then I was sent away because they had too many volunteers because I actually have to go to three different booths before I found someone that would take me in so thank you to Mrs Starr for uh for finding a place for me but I saw a really um I saw the children being so polite I was at that we were making masks and bookmarks and all the kids were pleased and thank you and appreciated the parents were super appreciative so it was a lovely evening so um thank you to everyone at wasuma for for all the hard work so
thank you sorry you couldn't make that did you get a snow cone I did not but I got an elsid gift certificate in the silent auction so I'm still a winner well I absolutely love the idea of the grandparents day and building strong families and that brought to mind a really fond memory when my older daughter was in high school the English teacher and it was Mrs Solomon she had an assignment called Carpe Diem and she seized the day and it had a list of activities that you could choose to do and it just gave me some incredible memories one that we did was she planted flowers we went to Grandma's house and put all the beautiful flowers in her front porch and then another one was making dinner so she had to make dinner
