004board with that let's have our first Speaker Kristen Lowry from North Shore would you like to come up thank you board all right I'll set my timer thank you guys for coming tonight and thank you for having me able to speak I promise you I will be presenting a fabulous High Trails amazing presentation things calm down these next three weeks are not those weeks um I'm speaking to you tonight on class size overages at this time of the year we are looking at next year we're looking at transfers we're looking at what our numbers are and specifically fourth and fifth grade and I bring this up because at North Shore this year all fourth and fifth grade classes were 33 or 34 students at the same time Baldwin classrooms were 21 20 four students so
005for me I have a 4-5 combo I get a little bit of both and to be in a position where I am one third of a class more than somebody else and when we're talking fourth and fifth phrase that's 13 more essays that's 13 more kids who are having some problems that needed to be addressed and I bring this up because we spend time at High Trails last week and when you're at High Trails you're in smaller groups there is an attention to social emotional learning talking about some things that in class of 33 and 34 you don't get to get into too much and I understand some of it's personal and its growth and its group work and it's team building fantastic but when we're at 33 and 34 and they're at 21 and
00624 it's really hard to say that it's Apples to Apples I understand that some efforts were made to find somebody to help them lighten that load even things out I would just caution you that in 2023 you're not going to find teachers after Labor Day the teachers are being picked on and picked up right now and um I would just encourage you to look at those transfers the paperwork is online and the requirements for a transfer are also online they include attendance they include include behavior and I'm looking at some of these transfers I'm wondering how can they be rubber stamped into our school when we have clear behavior problems and clear problems with attendance and with grades all three of those things are part of your policy our policy I'm about 30 seconds from
007being done in about 30 seconds from going home and going to sleep but I want to encourage you to look at those numbers now I'm not going to be in fourth or fifth grade next year for many years I'm leaving for the fifth grade we work an hour and 15 minutes more per week because we do not have a 15 minute break in the morning for the same pay the 13 more students in Baldwin has I'm going to second grade sounds like a great adventure to me and I look forward to that but I would ask for some caution please and with that my time attention [Applause] [Music] um thank you thank you I have an only alarm clock so thank you okay cool all right let's move on our next feature I want to
008make sure that we have everyone who's speaking on the same topic speaking together to make sure that you're not going back and forth between these topics awesome as I suspected I think we're um good all right so let's have our next sneaker Matthew shaper if you'd like to come up and speak yeah you don't have to if you don't like if you wouldn't like to but you're welcome to all right sorry so um what I wanted to address was build ae1314 and uh suddenly metabolis Haley that authored that bill was not interested in the Assembly of the state capital uh since we were visiting next year all right could possibly be seen on the floor I'd like to show why the assemblyman said he wrote the Bill the reason he introduced the bill was because
009he saw a trend up and down the state of California where schools were implementing policies that excluded parents in the Affairs of their kids specifically schools implemented policies saying that children had a right to privacy from their own parents he said that this is nonsense there are no such legal doctrines kids don't have privacy from their purchase kids don't have capacity to make decisions as minors and the parents are critical components to their best interests so when they found out there were school districts actively transitioning kids without their parents knowledge or consent this is an issue such a great issue that he thought it was appropriate to take action on and when he introduced kv-1314 the bill is real simple it doesn't out anyone what it says is if schools are going to actively participate
010in the social transitioning of the minor the parents must be notified it doesn't change anything at school in regard to how the child identifies at school or any other decisions the child makes at school all it says is that the parents are to be brought into the loop and they have to know what's happening this has been public policy in California since the beginning parents have been seen as partners in education not Spectators and really what the core of this issue is is who has the best interest of the kids in mind is it their parents or the government supplements submits to us an itu that nobody has better interest for their own kids their well-being and their safeties and their own parents these are the demands or family their parents not the government what
011this fight is about and why you are seeing such ritual in California is people want to own our kids nobody owns our kids it belongs to their parents this should be reaffirmed that is the love and he encourages all districts including this District to enact this policy thanks for listening thank you uh next person up is Robert John grant grant Robert oh thank you I'm Dr Robert Grant I'm a pastor at Summit Christian Fellowship and the Cal Baptist professor of Education professor and a public school teacher and I actually have two transgender students on my caseload right now so I have an intimate understanding of what's going on but what I wanted to bring about today was the research implications so those in opposition to proposition brought out Austin at all 2020 and and stated
012that 82 percent of transgender individuals had suicidal ideation and then 40 percent actually attempted suicide which is totally correct but what was it mentioned was that there are risk factors involved and protective factors and so self-stigma adverse childhood experiences contribute to the suicidal ideation and the suicide attempts and then you have protective factors of school belonging and family and peer support so my presupposition is this if the parents are taken out of the equation how can they be a support to the student amen amen and it takes a community to come together to work together to bring up a child and that's what I'm asking in fact I'm begging the sport to consider that moreover moreover with this research as it sits right now if a school a teacher anyone were not to communicate the
013way that this is written it could create liability issues for the school district and that's not good either they they do not need any more liability than they already do it's um I I would hope that the board would consider this and from a community standpoint and it's not a political thing I I have and a lot of people here have the schools and the children's best interest at heart so please consider these things as you go forward thank you very much [Music] next up Cindy Duprey you all know that I'm a constitutionalist and it's happening and happening it's more and more prevalent in our media Outlets so I'm going to read something and I'm going to make it very clear nearly 100 years ago the Supreme Court acknowledged that a child is not the
014mere creature of the state those who nurture him and direct his Destiny have the right coupled with a high duty to recognize and prepare him for additional obligations from Paris Versus Society of sisters 268 U.S 510 and 1925 also the Supreme Court affirmed that the fundamental Act of the parent in the companionship care and custody of the management of their children from Stanley versus Illinois 405 U.S 6 45 1972 that same year Wisconsin and Yoder 406 U.S 205 1972 the court declared that this primary role of the parents and the upbringing of their children is now established Beyond debate as an enduring American tradition so I repeat myself parents are legally emotionally and financially responsible for the lives of their children let the school board and the school share this entirety of what is transpiring
015at the school from social emotional learning to gender issues the parents have a right to be informed I suggest highly that you take this real seriously because it's just a matter of time thank you [Music] that's true everybody um first of all I want to say um for letting us um have ab1314 on the agenda um I'm second Miss Lowry um as I didn't know she was speaking about this um I really do encourage you to for the teachers for this because my kids in fourth grade and it's a lot and not only for a lot of homework for my kid it's a lot on but I can see the amount of love for particular teacher as well so I just want to Second her on that um a month ago I emailed Dr Suzuki
016asking the district policy for notifying the parents if a child wants to change genders and the identities security plan and I have yet to hear this response to the second part of the question I don't know if you got that part um anyways I'm I'm just here to get more answers um legaling a child like they said is um is in the care of a an adult or their parent until they're 18 years old as an active parent I want to be involved in my children's lives and I don't want the government or the schools interfering with my relationships with my kids um the school already has implemented the social emotional learning plan which is comes across as something really nice and you know we want emotional we want our kids to be stable but
017I feel like that's also the parents um duty to put their um sorry they're um their imprint on their kids through through their religion and things like that so um when the school does not notify a parent of what's going on with their child then you're taking the rights of the parents away which is to protect them and under the Constitution um section 14 and how the Supreme Court has acknowledged that we are the parents of our children and we have they're under our care mental health issues is a big um issue as we know and for personal experience that the absence of a parent and their love and affection and guidance can deeply sway the way a child deals with certain situations um as the CBC reports the suicide rate in children between 10
018and 24 years old is the third reason cause of death and that scares me as a parent especially with covid and seeing how the pressure my southern Europe was um we are simply just asking for better communication with all of you guys and um and for the mental health of our kids so that something goes on I want to know I want communication with all of you um if there's something my kids doing wrong and I need to you know step that up you know obviously we just need better communication and in my family we tell our kids to not keep secrets from adults so it's um it's really weird to think that I am going to be kept secrets from my child with you guys so um I just asked what you would do
019as a parent for the kid my in our grades they you know thank you so much thanks Kelly is Christine Smith thank you hi I'm Christine Smith and I'm a Community member my kids did go to school at uh in Big Bear um everybody else's team just said what I was going to say but I would like to reiterate that uh maybe 1314 um he plays these guys who looked off and keep the parents in the loop parents are critical to the upgrading of children I understand that there's a lot of parents who aren't very responsible with their kids and maybe that factors into some of these decisions to cut the parents out but most parents care about their kids more than life they can't be cut out and just for the kids on the
020mental health to be cut off from their clearances in the savings even though they they don't want their parents told their parents Supernatural so anyway that's all I have to say the next Randy del Castillo hi my name is Randy del Castillo and I am a Community member I'm a retired teacher and a program excuse me a grandparent of two beautiful granddaughters one in middle school and one in the high school I have something I wanted to read to you um it's about the suicide or the social emotional learning and the routine and how it helps to reduce suicide-rate in children we need to express that parents need to be more active in the child's life and in their social emotional learning suicide and natural health is increasing in children parents need to be more
021involved and to be more open with their children if parents are not involved in what is happening in school if there are secrets at school being with health for parents then parents aren't involved and as a board I believe that you should encourage more involvement and communication um with the parents and with their children if they're a social emotional learning issues of a child at school then the parents should become more involved in order to reduce the suicide rate in children and I may say some things that people have already said but I'm going to say them again um some of the statistics we're done by the American Society for the positive care of children according to Centers for Disease Control for youth between the ages of 10 and 14 suicide is the third leading
022cause of death suicide results in approximately four thousand severed lives lost each year each day in our nation there are an average over 5 and 400 suicide attempts by young people from grades seven to twelve four out of five teenagers who attempt suicide by giving clear warnings clear warning signs the American Society for the positive care of children is dedicated to preventing child maltreatment and raising awareness of the lifelong impacts of adverse childhood experiences by providing parents with the skills tools and educational resources that build their confidence also the capacity to create more positive childhood experiences in order to accomplish the building of confidence in the child the parents need to be informed in what is happening in their child's life some of the risk factors in suicide include bullying loss of relationships conflict in
023relationships and social isolation currently if a child seeks counseling at school from some of these many suicide risk factors the parent is prohibited for becoming involved or even being notified remember one of the suicide risk factors deals with loss of relationship let's not increase the loss of the parent-child relationship by isolating the child or the parent and cutting the parent out of their child's School social emotional learning and I remember one thing my husband used to always tell at kids when they were growing up the other was always tell there's something going on that you don't understand or if something's going on in somebody's doing something do you always tell you don't want to keep secrets thank you very much for listening thank you our next speaker Daniel cobransen oh sure um Jack wants to
024ask a clarifying question ma'am yamina's statement that you said parents are prohibited from being informed of ideation of suicide where did you get them yes it says some of the risk factors in suicide this is I include bullying loss of relationships conflict relationships and social isolation was that you you had made the statement that that the schools prohibited from contacting parents if the child has such an issue an ideation and some of these is what I watched yeah that's and I know that to be a fact that the schools required I should have said it in some in some schools okay it is that's not the case in ourselves I wanted it to be clear and that I'm grateful for thank thank you for clarifying all right Daniel hey it's good to see everybody I
025was here uh about two months ago and I was the only person here and if we do this every time because it's uh unbelievable what's going on my mom was the uh one of the original Mama bears thank you I find a picture it's from 1955 and you'll never be able to guess which one's name anybody here my mom was born in 1915 my dad in 1906 my grandma 1876 and my grandpa 1869. can anybody beat that yeah my grandmother was 1875. hey let's solve this we'll wrestle for it anyway she was one of the original Russell Mama bears for my graduation I got a history book it's been chewed on by some rats I got this because even then she said this book will never be published and not only that because the Rats
026of California have destroyed any of the history in 1965 I had a Constitution test I got a 99 on it and I'm still tick because um Kathy swallow got a hundred anyway fish rots from the head down and boy does our president stink no such thing as someone else's child he said over no no as somebody's Elsa's child no such thing others hold the kite string the teachers for that what's going on and it's in all of the upper government in our state we've got the justice department the FBI going after parents at meetings like this because you speak out against some of the craziness that's going on in the state there's uh babies page after page of things they're trying to pass without the parents from uh get taken shots to fighting legal documents
027from the parents it just goes on and on we've got a group of people they hate Christians and Judaism they hate the flag they hate the Constitution they hate almost everything even in California we got people tearing down the El Camino Real Bells they've all been taken out they take down statues and nephilis their reps Sierra and it just doesn't stop are they going to start burning down the missions too I mean it's getting that way they're doing churches destroying that different churches all over the place we're in trouble and we need groups like this every meeting every school board this can't just go on so I think this is uh really good we get people here but I didn't really discussed it with the stuff that our state people are trying to do it
028just goes on and on and on and I'd like to thank you thank you next up is Bobby Hazelton foreign members president Simona I am here tonight to voice my concerns regarding ad 1314 I feel it is important to say what should be obvious that is that it is essential for parents to know what is happening in their child's life seeing parents are legally responsible for their children until age 18 it goes without saying that parents should not be excluded from any life-altering decisions that affect their children if a child were to get in trouble at a school at school or with the law the parent would be the first contacted because parents are the ones legally emotionally and financially responsible for their child under 18 years of age so also if a child's struggling
029is struggling with gender ID at school I believe the parent must be notified but my grandchildren have struggled with social emotional learning and gender ID in one granddaughter's struggle as a teen she began to wonder what gender she would soon date she brought it to her mother's attention and they worked through the struggle that there was peer pressure from students at school the parents were not involved with their daughter's school of counseling during the school year the parents continued to work with their child at home that were blinded by what was transpiring at a school totally surprised at what what was to happen next it was live threatened excuse me life-changing our granddaughter awakened her mother one night and told her that she had just chickened out from committing suicide their granddaughter surrendered blades with
030her parents and the appropriate authorities were contacted sorry my granddaughter spent the end of the school year a part of the summer in a facility for confused children half the parents been important of the social emotional brain and counseling at the school the situation would have been much different my grandma daughter's mother then and currently does work for the same school district with her daughter attempts I also have a grandson who displayed gender again identity confusion last summer I took school shopping and then he asked if he could purchase slightly different School attire later he asked me if it were possible for a person to identify as non-binary his mother too works in the same school district as her son it was never told of his ACL counseling or his request for gender ID change
031I believe Eric should be mutually supportive and respectful respectable Partners in education of the children within the public schools thank you for listening and thank you for considering AV 1314 father can ask the questions at the beginning of the story about your daughter when we have a discussion with the mother can you read that again at the very beginning did the daughter come to the mother did the mother go to the daughter the daughter came from okay okay and both times great both times that was great last up is Susie Latham oh did I get that right come on up or if you want to speak from there that's fine no I'll talk to you whatever is easier for you thank you I have been listening thank you for making me the last one because
032I have been listening to all of these testimonies and um how did we get to this point where we are taking a minor and he decides he wants to be a male or a female a different gender their their brain isn't fully developed yet to make that decision and now we're having it this should even I'm 68. this would have never come up but within the family you know within the parents within the grandparents it isn't a school issue the school if it comes to to um to the school then the school should inform the parent and you know I just disagree with all of this um I have a lot of friends that are like to be and play the role of a different agenda which that's okay but there are 18 they're 21
033or they're over that limit but the thing is is I used to be an officer on the PTA uh two years in a row Secretary of the PTA and vice president of the Peta down at Charles Hoffman elementary school and I put in so many volunteer hours they had to give me a plaque so I have been around different kids with different issues learning disabilities and uh dyslexia and emotional things and a lot of times there's a lot of peer pressure if that's the the thing that's going around uh that time um where they had to wear certain designer pants or shoes or things like that now the thing is is this is a major mutilation of the body this is something that um are you going to pay for the operation if something goes
034wrong um are you going to be responsible for that how about the hormone change do the parents have to uh put up with that uh you know we've gone through the menopause in life what even when a woman goes through you're going to let a child go through something like that the thing is is they're trying to find out their identity and uh you know I had a whole thing like this I I haven't read anything on here because I was so touched by everybody's uh comments and what they were concerned with and the thing is is I'm concerned that the school or the state of California is going to allow somebody who's six ten uh even 17 uh to be able to make that decision when they haven't even defined who they are yet
035and through learning through critical thinking they can learn to be the individual they need to be and once in 21 they they can't even drink or drive or smoke a cigarette or or do whatever um with you know because of the law now the thing is is with the LIE oh that's fine if I isn't it yeah you can just wrap it up the thing is is consider these are kids they aren't fully developed um if they have a fever and they're really young um they can go into convulsions you know the thing is they can't make those decisions because they're too young they're too immature and through good teaching which is our schools um we can get these kids to be more of a critical thinker and decide who they want to be and
036to be the best they can be great thank you [Applause] can imagine public speak I saw you came away you want to speak okay I just come by to encourage everybody I got a call and uh yes please okay it's wrong meat and Eddie and where do you live in the valley uh Moon Ridge okay okay um this was unexpected um I would just say just you know from a lot of stuff that I picked up and gathered and read I come from a different place not so much uh more of a spiritual place you know seeing things I believe what we're up against is the Battle of good versus evil thank you it's gone past the point of of truly just having a difference of opinion do we go I don't know if we
037build the wall 18 or 309 feet this is much deeper and profound and scary that these little young children are giving these life-altering surgeries cutting off body parts you know if body parts that is in hormone blockers that's it's demonic as far as I'm concerned it's on a whole different level and I'm just going to buy things I I'm going to pray for each and every one of you guys the judge will be open that you would see to be able to differentiate light from the darkness that we that's come upon this scope on this globe come upon this plan uh come upon this planet and I think everybody here sees it and knows it and understands in some way we're wrestling with something way deeper and darker than anybody would have ever thought in
038our life partner [Music] and so the only way to fight you know [Music] this battle our weapons are not are not carnal but they're spiritual and we have to pray like we've never prayed before in our entire lives drop to our knees and reach out and cry out to the god that created the Sun Moon the Earth the Stars gave us everything that we have here gave us two eyes and knows amount we're in Desperate Times folks desperate times dark times that we never would have thought I'm just astounded I know I'm not saying I but I know all of us feel the same way yeah so my encouragement is we need to be just in prayer we can we can give our opinions and that's awesome and thank God we're still in a country
039that we can offer Amendment praise the Lord for that great and anyway thank you [Music] can you we still have a card you can even do it afterwards yeah so we have you brought one here I want to remind people that this is on school related issues so we want to make sure it's focused on issues relating to school not just to something that can be discussed in a regular meeting uh so yes if you'd like to and yes the hand up back there you'd like to speak just real quick yeah I just want to make it clear that you guys are the ones that are trying to do any of this stuff you guys are the ones that are putting it forced to we can you guys can vote on you guys aren't the
040Enemy No you're in part of the school system yeah thank you cheers Paul so thank you and you're from the valley uh yes my husband is Pastor Robert Brown well I just wanted to say really quick um I wasn't planning on saying anything but what came to me is I'm licensed for the State of California as a domestic violence advocate and um we get a lot of training on sexual trafficking sex trafficking England and the things that I was hearing it just dawned on me that you know we teach our kids you don't keep secrets from me and Dad you know that way that's a layer of protection when somebody molests them and when you when you make that um easy for the kids when you tell the kids that you don't have to tell
041your parents about this it's the start of grooming and I really I you know I thank you for listening to me and I know that you guys are here to do a job and um and I I do believe that you care about the kids but I really encourage you to think about the grooming part because if they start to feel that it's a normal thing to not have to tell Mom and Dad they're going to be easily groomed and that's dangerous [Music] all right let's actually will close the details sections [Music] I'm sorry I saw you waving back there before [Music] I've never been to one of these days no okay if you can just give it to um an honor to be here I respect all of you so much and there's a
042lot of sweet prayers and I love our school district I can't think of anything more important besides being a parent or grandparents [Music] um this school is with our kids so all I want to do is um buy a show of hands can every anybody here who is in support of adopting the language of ab1314 raise your hand [Applause] [Music] Community correspondence regarding AP 1314 Dr Suzuki [Music] um that's where the author of the bill actually spoke to I know that we did watch that piece as well it's hard to hear you oh I'm sorry but that's rare you're probably going to receive a correspondence a letter from our community member about a majority it went to all of our board members and um had asked us to look at the video of the author
043of baby 1314 so all the board members had that and then to consider looking at a resolution because AV 13 14 didn't go forward at the state level however asking us to look at the resolution um supporting that type of language so that was the what um Paul and samoyager our president will be skinny and then our abortion thing okay where did you want me to start with responsible for response that we had from the 1814. there's a lot um I'll say one thing while you're looking at that um currently in our district I know in our school the if somebody brings that information to us our school counselors make every effort to have that student tell their parent and they say can we even call your parents so that you have your parents come
044in and we can share that information because I would say many of us know I mean we know that the parents are Partners we know that you're essential in our kids lives and um that is what our high school is doing I know our middle school as well is we want students and parents to come together to support So currently and I see Tina Ray not even had the back of this we've had this conversations are the schools required to help in any kind of transitioning and or do we help in transitioning in any way shape or form there is absolutely never no hormone transitioning no business difficult transitioning currently and I think that you're going over some of the other pieces that the state has asked us where they are asking us to look
045at privacy laws for students but privacy laws if the student is at risk at all um and then parents are notified in any way so right now we do not do any physical transition of students a student can tell a school they want to be called another gender in those cases we say please let us contact your parent and talk to your parent Have you shared this with your parent we are really very forceful with that the we know we know the risks of what a transgender student can go through and we know the increased suicide rates so at this point that is every bit on one of the areas that we discuss there are times where parents come in as well with their students and they ask for a social transition plan or they
046ask for the student if the student may say I want to identify as male I want my pronoun to be called he and him and we have parents who actually come in with their students and build those types of things out so at this point um we have a few social plans where kids are still trying to figure it out but very few at this point but we have no absolutely no medical distribution no encouraging of a student I'm very much with what you said in the front is that we want students to find their identities who they are but I do believe that parents are pivotal in that conversation that that's where as far as our schools stand in wanting the parent to be apart because we know how fragile it is um to
047walk through any of those types of pieces that our students walk through all right thank you so the question at hand during the board discussion is whether or not at this point in time we feel like we want to support uh what may be a bill that doesn't exist now but perhaps in the future we're going to decide now whether you want to support it but I think it's great to discuss where things stand now um I did a bunch of research uh with Miss Suzuki on behalf of the board and uh we I've talked to attorneys and got legal opinions uh with the California Department of Education and looked at csba's legal guidance I think they pretty much corroborate each other the best and most thorough explanation is six Sheets if you refer to
048Google csba California School Board Association legal guidance on rights of transgender and gender non-conforming students in school what the csba does is they take all the legal stuff that's out there they have teams of attorneys not just one attorney that we have and they piece together uh all the legalities and all the practices uh from all the school districts and then give us recommendations on what we are to do per the law of the State of California and federal law yeah yeah so in Lane the toxic app goes back to assembly Bill 1266 which is pretty much the legislation that we have to follow by law with children which we'll get into later it was followed up by another Senate bill that supported that Senate Bill 179 it was upheld in federal court at the
049U.S court of appeals a ninth circuit the ninth circuit in 2020 under privacy versus bar it was upheld again in Boston versus Clayton GT versus Gloucester County School Board the office of civil rights and the U.S Department of Education issued guidance as a result of that that's all taken into it into account when coming up with their recommendations it talks about our role as a school board and it makes it clear and I think you guys are going to like this all public employees are required by law to take the O contained in the California Constitution Article 20 Section 3 which includes an affirmation that the employee supports the U.S Constitution the California Constitution and all federal and state laws references guidance is the way in which Lea local Education Association employees are critical to
050ensuring that these laws are upcoming so we are required per our own to follow the law so there's additional federal federal law in addition to the state law Title IX with education amendments in 1972 in Civil Rights Act of 86 there was a civil rights complaint against the Arcadia Unified School District lots of legal precedent to what's going on today to me the most relevant thing is there are dozens of cases right now that are working their way up through state courts including Speckles Unified School District versus the state of California in State Court there are other challenges to rules like ab1266 that are in federal court as well so we don't really know if anything's going to get overturned or where things are going to stand um if we move forward so what does
0511266 say so 1266 and the guidance from putting together all these lawsuits including 1266 says a student's decision to inform the Lea that their gender identity differs from their assigned sex of birth is extremely personal and private at the same time the decision May potentially involve very public components for example if the student starts to go by a different name despite this potential for public awareness leas are required to with rare exceptions respect limitations that a student places on the disclosure of the student's transgender status and consider the students privacy rights and safety associated with this information including not sharing that information with the students parents except with the student's authorization [Music] okay so that's some of them so that is that's the wordings that we have to go by in short uh we are
052not allowed to share it unless we think that it is going to be a harm to the child at a school district now someone mentioned liability before you can see it go both ways if we do tell a parent that child might go home and commit suicide after an interaction with their parents they might be the victim of physical assault mental assault sexual assault because of that that's happened many times I'm sure um so you talked about liability of not telling parents there's also liability with telling parents so which way do you go well we thought in my opinion we followed the law because that's what we swore notes to do and if we have a liability then at least pardon me pardon him we gave you guys a chance to talk this is our
053chance to have a talk in a discussion so we're going to have a discussion and then at the end if people want to add that might be an opportunity otherwise you know what it's going to turn into right yeah so uh with the whatever so with lb 12 ab1266 uh if we feel that there's there might be a harm to the student that's a requirement of us then to tell the parents about it so that's where things stand illegally for us it's all our attorney the California School Board Association Guidance the California Department of Education guidance all basically has says the same thing if we don't follow it we could be liable so I wanted to have the discussion with the board now first yeah well okay I mean our policy is that if a
054student comes in and talks to a counselor or talks to Any teacher to strongly in the strongest way possible encourage them to telegram to involve their parents in the discussion okay that would constitute permission would it not when the student absolutely okay yes absolutely okay so the only time we wouldn't child prepare is if the student is adamantly saying no do not tell my parents that's very difficult for a counselor anyway but you also run the risk of is that students fragile in another way right I mean so yes we tell I would say parents we strongly encourage it however we've had a situation where Tina um wanted to make sure to tell her and the student said if you tell my parent I will see the school district um so we also have students
055who are very close of age right like 17 or so um they'd also put that back but I would say I don't know of any of our cases except for that one where they decided not to tell the parent we really say how can we help you how do we work with you to be able to tell your parent this the parent can be a huge support to you we want the parent as a partner so we do everything we can to put there but it is legal we're still in this legal piece and even R is pretty rare right it's rare even our school board policy that we adopted which comes from csba because they have the attorneys that know the best practices within the legal constraints states that the district should meet with
056the student and the student's parents if the student can sense to gather more information the next line is the district strongly desires to have parents participate in discussions concerning a student's gender expression identity at school students have certain constitutional protections that must be taken into account Article 1 Section 1 of the California Constitution states that all individuals including minors enjoy your right to privacy on this topic the California Department of Education provides a transgender a gender non-conforming student may not express their gender identity openly in all contexts including at home revealing the student's gender identity or expression of Others May compromise the student's safety thus preserving a student's privacy is of the utmost importance the right of transgender students to keep their transgender status private is grounded in California's anti-discrimination laws as well as federal
057and state laws disclosing that a student is transgendered without receiving its permission May violate California's anti-discrimination law by increasing the students vulnerable vulnerability to harassment and violate the students right to privacy pursuant to the above protection schools must consult with a transgender student to determine who can't or will be informed of the student's transgender status if anyone including the student's family but that's the state of the union now as far as where the law stands and according to csba California Department of Education and our personal attorneys for the district legally a student it may not change their legal name in our records or they may not change their gender in our records because those are part of the legal record a parent would have to be notified if the student s willing to legally change
058their name instead of just a nickname or want their gender legally noted as changed in our documents and that's still a legal basis I mean I would add that there's the law to follow we are we are Republicans abuses from the state of California and I've said over again that's muscle but in practice we're really encouraging our students to involve their parents we're we're gaining our students Trust for this group of students and I'm glad that Tina's here because I think that she can probably speak to him as well that to give them a safe space so that they can have the conversations with adults that can help them because their brains are not fully dogged as you know absolutely true to really help them in this process to involve their parents they absolutely should
059be involved involving their parents but some may be frightened to do so um for many different reasons and others like Bobby had mentioned you know you know thank God your grandchildren went to your daughter tell her what was going on with them if we as the school district can help our kids and that transition of getting into a comfortable space for community that's the most powerful thing is with our principals with our counselors absolutely the most powerful thing to help them through discovering who they really are I think on that same note um you know I I don't like putting it on other people sometimes you know taking own responsibility is important and I think there's responsibility on behalf of the parent that includes me I'm pointing at myself too to have that kind of
060relationship with your family members where you don't feel that way to me if there's a student who is fearful um telling your parents about something like that I think there has to be some owners put on the parent and the parents cannot have a relationship like that that's why I asked you the question Bobby I thought it was great that that the granddaughter the daughter had the strength and the relationship with the mother who go to the mother so I think that Faith leaders in the community making the school district can help with parenting to help them on the other thing too that I thought was kind of didn't make sense to me with all of this is if a student is has become a parent to a teacher or a School employee that they
061are transgender and they are being called by a different name in school particularly in Big Bear where word travels be to life yes I would find it very difficult to believe that that parent wouldn't know through the grapevine yeah through the school we don't get we don't give it up but they've given it up to other people but yeah I mean we put it this way what is the most litigious thing in school district in the school district the Privacy the teachers you guys are wrong I'm looking it up it's the Privacy rights of our employees and our students you know so even though they are telling all their friends like what okay well there's a reason we discuss employees and personality yeah explosions in closed sessions are allowed to because it's so private I
062don't think we can soon this whole concept it's so convoluted and you start to think in terms of the actual practical implications right that it just seems pretty clear to me at least that if a student has gone to a teacher or other member of the staff and said okay I want to be referred to in the other gender I want to be he instead of she I want to begin with her or whatever okay then and I want you to do to always address me in that manner from like this day forward that at that point they've given up their right to practice but what's the right we have an obligation what is we have an obligation at that point what if you what if you ask the student is it okay to tell
063your parent and they said no well then I think you would engage in a conversation and if he says I am concerned for my personal well-being and safety from the way I've heard my mother and father talked about what they would do to their children if they said they were transgender then perhaps we need to talk to Child Protective Services [Applause] let me tell you about the efficiencies of a child protective services with situations that you would think would be absolutely undeniable kids in closets locked in closet smelling of urine and Child Protective Services could not get them out of the house they're both doing well nowadays that was 1996. so would not that Trigger or mandatory reporting if a child said if I tell if I if I do something at home I fear
064for my well-being doesn't that yes yes I'm saying when's Jamie's birthday is he 18 years he just turned 18 that was another question I was gonna have Kelly mention that what happened so well but in California it's very different I've got four kids my oldest is especially so it didn't come up until recently I have a 17 year old that that uh had to go to an allergy dock as a parent she has to give me permission starting at 13 years old in the state of California to be involved in any medical decisions what the state of California at 13 you're allowed to make your own medical decisions because I'm like well okay if the if my child it okay but I'm telling you my my kids had to sign a release for me to
065be able to go into their UCLA my chart to have a discussion with the allergy.com Zyrtec and you know whatever it's does that mean is that a recent because they should pay for their own insurance and I don't know the recency certainly probably within the last decade ah my kids have been over 18 tomorrow but right so it's as a parent of of now two three kids over 13 and I've got one about to turn 13.50 it's dumbfounding to me that they can make their own decisions as someone pointed out they're not and I joined the military and I was in a war zone before my brain was fully developed um it's oh it's crazy you know sure we'll rely on non-developed people to serve in the military and I think it did very good
066for me but the it's absolutely crazy that in the state of California 13 year olds can make independent medical decisions armed with that this is about 89. yeah armed with that kill people in California they can make Independence decisions starting at 13 years old and their right to privacy McDonald Bank your financially responsible for they're essentially being treated as as adults for medical purposes and for as Paul uh mentioned right of privacy feel like as a parent I have no control over what goes oh that's not true right wow he is a school district would not give each student any medication without your signature thank you so please know that we would not we don't want anymore the question at hand is what will we support a measure that hasn't even been presented yet we
067don't know if it's going to be presented yet um and in the midst of there are likely to be a lot of legal rulings in state court and federal courts which may go one way or the other which is going to determine whether it's even going to be on the ballot court has a chance of passing or if it's going to be unconstitutional it can't be put on that Constitution so at this point in time I don't think I have enough information to go on I don't know what it says yet I don't think it'll be the same terms I don't know what the courts are going to have said I have more research to do you know one of the things that I always find is really interesting is looking up the insta different
068groups support this children's rights privacy or transgender rights in general and you got the American Association of Pediatrics hundreds of thousands of children doctors who've given up 15 years of their life to study before they can you know maybe you have seen more children than any of us have seen how many have seen the outcome what's that how many doctors did you say I don't know tens of thousands you said hundreds of thousands of dollars okay tens of thousand okay okay yeah tens and tens of thousands of Pediatrics the American Medical Association National Institute of Health the American Academy of Child and Adolescent psychology I want to look more into that and say why do you think it is more harmful to a child what does your data show you see in thousands of children
069maybe tens of thousands of children you know 100 000 children who they have data on what happens when people are out here what's the result is there physical more often physical and mental uh distress put on the child are they more likely to commit suicide when they're being forced to be out I don't know I just think it's really interesting that all these people who have access to far more transgender people and especially the psychologists following their paths and what happens when different scenarios happen that they would have a better idea of what would be safer than anything else that I've heard from anyone else tonight because it's back 67 000 members so that's I mean these are things that I want to look into you know I personally want to talk to transgender people
070firsthand to see what it's like to be them to hear what they have to say about it I think being a good board member is here on both sides and see her in all sides it's a mental illness I'm a long I'm a long way out from being able to commit to anything in either direction at this point as one board member quote I'm seriously okay I'm very pleased that our policy is to make every effort to convince the students that their parents need to be involved okay yeah that's absolutely essential all right um and that we well I recognize the right of privacy and we have to respect that but we can I think play a critical role in a child's life in working with them in times of crises and bringing counselors and
071and talk to them and hopefully because we are partners with the parents and so if there's a real problem at home then that's another problem for us to try to help the student deal with okay but under normal circumstances and what I'm hearing under normal circumstances compared to are notified it's the extreme exception that they might know Tina would you thanks for asking we work very diligently to try to get our parents to ask us because then I would set up a parent asks you I say can we set up a meeting I'm going to tell you how I handled the one that said I'm going to sue you I said okay so then first I went and saw an attorney from church so I clarify that but what I did was I looked at
072the parent and I said you have some concerns and I'm encouraging all parents I tell them it's time for Pillow Talk in high school it's time to know what's going on with your kids so that when you reach out to me as an administrator let's have a meeting let's bring your child in and then I draw them to have that conversation because legally if they say no I have to legally say no but if I could bring them together Mom and Dad student come on hand let's talk then I get something movement so my parents I need you involved I need you to be involved and not just depend on us to have those conversations I hear that's where you want to be then let's encourage our community to be that because we get locked
073into a position that I have a student looking at me and saying I'm going to take your credential well bottom line is I want to support that kid but I want to support that parent so come together let's all do it together and we can make a difference for our kids [Music] [Applause] back to school night guys I say parents I need you more than ever let's partner together let's do this together and that's what I continue to say because it is first parents I want to partner with you but if your child says I don't feel safe I can't talk to you I'm not going to talk to you call me because you're going to see the warning signs at home you're going to see what's happening around because you spend more hours with
074your kids than I do so come let's partner together but don't blame it on the school district if we're not doing it because we're doing the best we can that's I think from what I hear from you uh is that we do our best right unlike maybe other districts in California that are nationwide we want to have our parents involved absolutely and I don't think you want to have an uncomfortable conversation but sometimes you have to correct um so and I believe coming alongside those students I will tell them I will come along I will have those conversations I will walk you through it that's my goal that's my whole model in life come alongside others for their success so if a kid needs me to go through that conversation I have no problem having
075those conversations but I also need my parents on side too it's not I can't we can't change lives on our own we need each other we need to work it together and so that's how I handled that one I I actually called the parent parent called me I said let's have a meeting let's bring them in it comes out eventually because you draw in the questions you draw in the answers I don't get to say it but it will come out when you have that meeting but we need to partner together and bring it and I know you parents see it if you are concerned so parents being booked it towards the request that was in the letter is concerned whether we support the bill if that's not a bill yet how do you feel
076I expect how I feel I I feel itself is it something that you feel ready to support now or do you want to wait until you see if the seat exists I mean there is nothing right now right 13 14 died so there's nothing to support right um I'm comfortable with our policy and what we're doing okay with the kids because I think parents are important I'm not comfortable adopting resolutions on things that are hypothetical yeah the parents that are here and grandparents are here tonight are parents that are involved in their kids lives in quality of their grandchildren's lives and that's not every single parent in our community unfortunately so I applaud you for being here and speaking out on behalf of you as a parent issue as a grandparent um I think as
077a board if there's something we can we can more support our principles and our teachers and and bring that connection of these two might be in a different home where they can't address the appearance they can't they feel it's unsafe or you know a number of different places so we're going to do that so if there's anything that a board can do and we talk about in moving forward is that what what more can we do to support those who are dealing with the situation at our school sites because that really again that's our power with helping these kids um do the table with their parents parents I I we have one School site really that this affects the most um though Middle School I can see it may be affecting but and I have
078the utmost trust that Tina takes care of it appropriately right I I wouldn't want any other person right now yeah and I I will close with uh the line that I read from our policy the district strongly desires to participate in discussions concerning the students gender expression or inner identity at school uh agree that parents are important and I'm glad you all came here because as board members the things we hear on the street like we are putting through hormones in children's food how about you which ones go to the girls which want to go to the boys they switch the genders and everyone these things just aren't happening that teachers and administrators are trying to hide and protect children from you know never talking to their parents about these issues it's the opposite that's
079going on you know we want to engage parents we want children to tell them but by law we cannot do that we would be liable so um you know I'm looking forward to seeing what comes up in the future looking forward to learning a lot a lot a lot more about this and in the future if this bill does come back uh then I think it happens on the discussion at that time hopefully after some of these state and federal cases have been handled okay with that being said we'll go ahead one last thing if they're having parents out there watching if they have any question about what's going on in their child's classroom okay call the teacher okay and they want to hear they want to be involved okay and if you talk to
080the teacher and you don't get satisfaction then call the principal okay because you're important that's right okay and that's always the case don't be afraid if you have a question ask okay because that's what everybody comes us down to the the everybody in the schools yeah so if we're all done let's do just a couple minutes of questions we're gonna put a cap on it construction we gotta move on with our meetings but I know some people have raised their hands and want to make comments uh body so let's have a question about what if you say that you wanted the children to be more involved with face group and you have I said that oh is that what you said no I said that I said that understanding that there seemed to be from
081the speaker here a lot of people acknowledge that there are religious organizations here that you with the people that you affect can have those conversations they look to you for guidance spiritual guidance you're the ones that can talk with them and make the yeah and create those relationship with them where they don't fear they'll feel fearful to discuss these kind of things so um with when you say this speak with the teachers and the principals um and this is off topic because it's not an issue which I'm debating whether or not I don't want to get into that with you guys because I already know how you guys feel and I already know the pushback I've gotten from certain things but when when we had an issue at North Shore and we discussed it with
082the the teacher and the school bus driver and the principal and they basically said that it was my child my niece and nephew my son my neighbors their kids all said they saw a little girl with a vape pen and it was their word against her and they sided with the little girl because her family was had a bad she had a bad family life so why is my daughter and my kid the kids in my street are afraid to get on the bus they're afraid to be around this little girl nobody does anything about it the principal doesn't do anything about it and we there's no trust there's no it's just there's no consequence there's yeah there is no consequences and so when we we feel like we can't why bother if nobody does
083anything about it and because their the life of the child is isn't like my my fine home so where do we draw the line of um What Child is gets the attention or doesn't get the attention because of their home situation I don't I I'm thinking of these individual issues it's so hard to comment because we get these all the time right and then I go into research and I find out that there's been reports done investigations done and there's a reasoning for the school district's decision so if that hasn't been explained to you I don't know why but we I mean enabled you can't answer that question without knowing all the details of these specifics talking to the people involved yeah if it's something that's that serious and you are not getting straight answers
084from a teacher you go to the principal if not the principal we call the district office if not you go to the superintendent was kind enough for me to pull out the investigation he's kind enough to pull out me people's statements pull out emails that people would send and it wasn't exactly what it was appeared to be at first and unfortunately sometimes you don't know that because of student privacy so well we can even pull the video on the bus which I mean there's cases where we pulled the video on the bus to check because right we want to make sure the kids are safe I mean that wouldn't be acceptable right and that absolutely but the way the little girls apparently does this is is like like through her sleep breathing it in breathing
085it out so the video doesn't show you you know what I'm saying and so Mike yes specifically on 20 seconds that's all I'll need so the bigger liability would lie with a parent that wasn't informed and then their child committed suicide versus the opposite of that where let's say that the a minor child sues the school district I mean if you look at the the statistics on that I mean just from a strictly liability standpoint really to me it's really non-existent with the minor child suing the school district for privacy versus a wrongful death lawsuit I mean just consider that that's all I'm saying right because what if this is what if you tell someone they go home and the kid gets killed by this one of the things and again we all know it
086doesn't come down to liability and totality right you know it also comes down to doing what's right you know yeah but in the school district as we've learned if you decide to disobey laws they give us the money they take over school districts and come in and do what they want if you start not following laws there are consequences when you don't follow a law especially in a school district so with something like that you are almost always I dare say always if you're following the law that's in place can you go into court and say we were following a law that right here it says that we have to follow even if it's unethical even if you don't like it liability sense and liabilities and everything you're going to be less liable if you're
087following the law then you say we're not going to follow the law we're going to do this we follow the laws in Germany too so just say yes so when does it becomes a mental health issue so where does it become a mental health issue if it would it be a boy wants to be a girl a girl wants to be a boy or what they want to be a cat what if they want to be a top ramen noodle when do you when do we send them for therapy right right that's a good question no it's a mental health issue right yes yes their parents aren't aware of that well it's not a parent aren't aware of anything you should be aware right we'll discuss that when it comes down to we start talking
088about it because maybe I think what people really understand because there's two sets there's a lot of administrative law and there's constitutional law constitutional law trumps any administrative law so when they write these things if there is if that law is not in agreement with the Constitution it's null and void on its face under Mayberry and Madison of the 1800s end of story so it depends on how far you want to take this but every one of the people on I'm almost 100 positive that write those laws is Administrative laws and it has nothing to do with the Constitution I've questioned the board many times and so has we the people of big bear.com to say question your counsel how much do they know about constitutional law to look up and to see if maybe
0891266 which has been around since 2018 has been constitutionally challenged to stand on to get rid of that law it would have gone to the Supreme Court that's not necessarily true that's nice there's a lot of laws that you need to be opposed last question um his point uh her point he was talking about kids coming home and worried about getting so in a closet or whether because that's a very real that was a posture that's a real very real issue however flipping around the kid comes home and your little boy is now a girl and a couple years later he committed suicide what is that old Vietnam war vet you want to do where are they going to take it oh gee I just have to understand our new policy is this way there's
090a lot of crazy people out there in the Hills that just won't get past some of these issues secondly it starts with us that's right you cut those roots off the tree guys it's got to go from there itself that's right all right thank you all for coming after participating yeah [Music] [Applause] I walked around the village with you when you were like five years old ammonia foreign [Music] results oh I know there wasn't for us oh it's not for us yeah that's why I sent them in writing oh yeah you know you guys did have to close the door I got some hats you can wear sometimes cheers she is a phenomenal teacher where are you moving from I actually live up here she's an amazing teacher we are blessed to be able to
091happen did you get a updated periodic tables do you have any updated periodic tables yeah last year my kids thought it was like so old it used to have like four elements yeah it's so messy with you because I'll put um some coffees for my kids we don't use all the ones if they're gonna call those elements that they're man-made include was definitely the planet it's always been and always shot I agree I think it happened it depends who you ask whether it's like planetary scientist or an uh astronomer yeah yeah the planetary scientists say yes [Music] they want more business more famous the better yeah oh yes they do a lot so did you grow up with sure I did not I moved up in 2016 August 2016 . we're um prior to well

099excited to have everybody on board foreign [Applause] and so um first I would just like to share that we are last board meeting where we worked on the math transition and the board had asked the math team to go ahead and go back to go back and look at the different would it be possible to go and transition Algebra 2 as well what they found was that there were too many of the different standards that they would be missing and so that wasn't that wasn't an option that they recommended they recommended that we stay with the transition that we are currently going to move forward and that um anybody who wanted to go to Algebra 2 and switch that that they would offer it through Edge annuity and through value well now we're offering it
100not failing now so they would also have that option if they wanted to do that but they felt that the students would be much more successful because too many standards would be missed and it would be a huge gap that we're willing to make efforts that parents are oh absolutely any parent that wants to switch will make sure to make those efforts to make sure that they can switch great let's move on to governing board member reports anybody I was able to go along with Dr Suzuki to the open house as usual you check out the Artisan first absolutely fantastic it was so neat when I was in there because I saw three kids who showed up with their parents and they didn't know whether they wanted ribbon yet oh somebody's nice to see how
101excited for kids and they got around all the classrooms and they were all wonderful I particularly like Lauren showers costume not only because she's a former student of mine and that they're in the midst of the pinewood derby but she had The Invention Convention documents and what the kids were doing from there which I thought was really cool kids coming up with conventions and going through the process of how you develop it and then eventually making convention so I'm really curious tomorrow night expectation at 5 15 and also some of the events will also be at steam night which is next per week so and we also have a speaker to see them [Applause] so hopefully that'll be just as great as uh the kids ideas were great you know someone really funny and some
102were uh actually things that might have a patented something so there's a good variety all right uh let's move on to the next section the cabinet reports with Miss Rosato Mrs biscuit I claim my husband all the time I asked Terry to come uh I had sent in one of my weekly notes that Bear Valley Electric would like and eat to have a permanent easement for moving uh overhead electrical lines underground Your Mind Correct on that perfect okay so before I signed the intent letter I wanted to have Direction conversation with the governing board to get direction from them and I do have a copy of the Maps if you'd like me to pull it up as far as did you have any questions it's going to be disrupted are they putting a they got
103an underground across our entrance what are they doing okay so well the nothing's been determined yet because I haven't signed anything that's the reason why I'm wanting to come in here Tina can you pull the there we go a little bit probably no yeah don't you think really yeah depends on right there and and really do the contract for that yes the wires in it right I have the letters okay [Applause] [Music] [Applause] yeah perfect okay so this is North Shore okay okay this is the far okay the property line up there is the former Jerry Wood property right Palace currently the driveway that goes down in to buy the portals is indicated there by driveway there's two big large uh electric poles with a Transformer Bank what they want to do is basically put
104a pole closer to the entrance to the driveway and underground from there and Connect into our utilities over where the existing poles are at the reason why is it presents a little safer you don't have overhead lines in those Transformer banks on the existing poles I asked them can we go all the way and cross the highway well that's a whole different yeah they won't do so basically it's from the entryway underground to the existing location and tie into the existing okay so points of connection I'm going to block our exit for a period of time while they're doing it the their hope is to do it during a break it's only going to take probably hope yeah it all depends on when we if we do you know allow the season it or they
105will have or not for they will have to coordinate either this proposal or they will come back with a different proposal if we refuse their their easement to replace skeletal pearls those are scheduled be replaced okay and final writing all right my only concern is the operation of the school absolutely I agree with you okay Queen we are all integration yes I mean it looks to me like they could trench across probably in a day okay and if necessary that you're put in steel plates but granting the easement should have the stipulation that they will not disrupt that any work in the easement will not be disrupted to the school during non-schooling your powers that the easement isn't noted there where they're talking about because my kids went there so I've spent a lot of
106time parking up against that end right and Paul JV was there so the I think there's like a sidewalk or a bunch of dirt there's a sidewalk there's actually parking there's a site and then it kind of cuts out and the sidewalk to the corner so they would be cutting across the parking you know there's like eight parking stalls so they're cutting across the parking not up against where the fence the fence no because I think that fence is actually in the problem so I I know someone that lives in my house that used to do easements for Bear Valley Electric and they generally don't pay for an easement but you can ask for stuff like I would think part of this would be okay we want to fence along there along that portion of
107the property and assurance that they're going to have to go underneath our block wall there so is you know and it may look fine for now but two years from now when the Cinders start falling in the hole because the concrete cracks or whatever that might be an issue so um just like when we're out at the site talking about fencing to keep kids from going into that roundabout I would think okay if we can get them to put in fencing for us then we have fencing on the roundabout we're we're getting dangerously close to being able to secure the site other easement information so um so what I'm saying is I I want us to ask for something absolutely so I can sign if the governing board or an agreement sign the letter of
108intent to get a contract of what they're wanting and so that we can also say this is what we're wanting and even if we have to have another special board meeting so all the board members can go out there and Bully them that'll work for me [Applause] and I can tell you that when they trench across our asphalt they won't damage it and they will say they're going to put it back to better and you can never really do that so right and patches still sing yes and so we should probably get some compensation for the future we're going to have to repay that parking lot at some point okay and this will probably hasten the need to do that um so we should get that conversation is that already have a master plan yes
109what year it's pretty close to being ready to repave I mean the original plan was we did the playgrounds first first we did all that well it's cutting into the playground on the other side of that wall I consider that playground where the kids yes exactly that I mean when we go there for um like the fall festivals and stuff yeah that's where everything happens yeah the two caveats are in the intent that not this doesn't and impede School happens over vacations um give us something free and two things if if they pay that they either have to compensate us for future repairs that are going to happen on it or that they commit to doing those repairs when we call them and say hey this thing's starting to sink and you repaint or we
110might be able to get them to pay as part of it yeah whatever it is in the way to school and Jack wants free stuff do they have a time frame on how long it will take to do this six weeks they're talking about seven to ten days okay so they start at the early July or the end the hardest part about the whole project it's not the Bear Valley Electric part that's the simple part it's the coordination with the other utilities yes as we've discovered with the football field power pulls up behind me over Chautauqua Bear Valley Electric is fairly efficient about getting their stuff in and out it's just coordination so everybody else gets their stuff off the old existing stiff poles and then is coordinating to get our data and any phone
111lines attached back at the point of connection the city of Big Bear Lake David Lawrence approach you get it off by this or I cut them down with a chainsaw right wow there's telephone poles with just the Verizon Wire yeah we're going across state until everything else in the Moon that was there for what yeah um so does the Grand Valley Electric do the work they have their food are they subcontract their contract out they kind of this would be like Grand Valley not likely doing the digging okay to do the digging and all the underground they'd simply come in either their outsourcedure and redo the lines well it could be a local too they better make sure they know the time frame too anyhow right sounds good to me so it's like those cavities
112an agreement that I can sign the intent to get a contract in to start the negotiation sure yes thank you yes thank you in front of my house on Fox one today and yesterday with no notifications no notification yeah so we were out of power nine hours you've got to make sure you're on that now oh yeah well what I'll do is I will make sure that the power and phone is taken care of first because that seems to be the and then we will coordinate for Bear Valley Electric to do all their switch out as soon as they get their poles in and and set to go with all their feeders coming into our points of connection before they even de-energize anything going in there the worst thing with people yeah they can't disconnect
113our internet access no all right thank you let's move on to the next item number 10 curriculum instruction report first reading of the 2324 instructional minutes and Bell schedules from all Bear Valley Unified School sites is there a First and a second any discussion is there a significant difference I I've looked at them and it's like the difference is that the high school switched from a 40-minute lunch to a 30-minute lunch so that five minutes that they pick up there they'll get out five minutes earlier um the other difference but they still start at the same time um due to the Elementary bus challenges we've had this year um Middle School will start at eight seven fifty five instead of 805 and that will alleviate some of the late buses for the elementary and so
114that's the only major choice that we've had but it creates a nightmare for parents stroking high school and middle school off high school starts first right yeah at 7 40. but they can go to breakfast you can drop them off at zero 720 breakfast starts so you can start them as early as 7 20 to drop them off right and then and we have quite a few on campus at 720 yeah but shortening the lunch shorten is the opportunity for problems too correct yes correct this year is the first year we ever piloted during the 40 minute and it's because I wanted to go to one lunch versus two lunch and our Child Nutrition discovered that they really could serve everybody within the 30 minutes so we're returning back to 30 minutes this year we
115did 40 for the first time so 30 minutes but one month right yeah 30 minutes of one lunch it was significantly different for experience and they rip it was all around students wanted to get back to 30 as well the majority wanted that okay what number folks all right Eric um Roberts aye Selena hi uh number 11 personnel report certificate of approval of the time of agreement between the vvusd and the certificated bargaining unit bbea for the 24 25 school year is there first or second coming forward second any discussion roll call please board member folks hi Eric [Applause] you're up aye Roberts sorry Samaya all right I thought we pulled B we didn't pull it at the beginning yes okay yeah that was the one that we told you um so now we're on
116to suggestions for future meeting agendas closing of our planning session in June right that's in June we have a counseling fan presented at the end of June and we have our ltac presentation coming up 500 I'll prep those first yeah it would be interesting I don't know if this needs to be an agenda item but it would be interesting to see what ways you can support parents on an issue like this you know are there speakers who come and talk about you know both sides of the the story and then but more importantly how parents can facilitate those kind of conversations so that they run smoother you know because we had great parents here tonight and Tina you spoke great about parents and getting students students and parents involved but I know having taught and
117that was when we were 40 playing with these slush I can imagine what it's like now parents that will not talk and will not want to have a conversation and I think those are the ones that you worry about right yeah we do our best we do our due diligence are the staff members out there are they all aware of ab12 yes 66 I have right I believe that they are not unless they think that they're in danger of some sort of all right with that uh why don't we return I'll see you June 7th at 5 30.
