right 530 was called a meeting to order uh before we stand for the moment of silence and Pledge of Allegiance uh I like the moment of silence tonight to be in honor of uh Andrew Novak who recently passed away here in Big Bear um Andrew is the son of Ken nettleback uh who is a science teacher at the high school and Julie nettleback who is a Works in our libraries Angie was a student in the district here uh grew up going through our school system I had the pleasure of teaching him in seventh grade he was a great kid real smart real great sense of humor he went on to our high school where Andrew was part of our state championship team uh where you got to run alongside uh some of his his good

friends Connor McCutchen Preston Carlisle Jake Murray and they all speak very highly of him and always have um after our high school he had gone on to college and wanted to become a teacher he did a student teaching in our school district and uh he helped our district working as a long time sub but as we all know he was most well known for being an exemplary cross-country coach he helped coach the high school and the middle school the kids absolutely loved him I'm good friends with Mr shutter who is the head coach and he can't say enough about Andrew and we're extremely happy that Angie was able to coach this fall his last season coaching at Big Bear middle school and was able to have an award based on his name the Angie nevillebeck

grit award for the cross country team and that he was here and able to hand out that report reward for the first time in the first recipient um so tonight during the moment of silence let's please uh keep Andrew in our mind and um you know his parents in our mind and uh it's a loss for our community uh but we're very grateful for the time we had with Andrew and what he did for all of our students here in Victor so with that please stand for home Asylum ready again the United States of America as to the Republic for which it stands one nation under God indivisible with liberation of justice for Iran before we get started there are a few more things I want to read uh that some of the members of

our educational Community have wanted to share about Andrew this is from Manny Marquez the principal at the middle school one of our most essential tasks as Bear Valley Educators is to provide our students opportunities to discover their passions Sanju did this every time he stepped foot on our campus his passion for running and coaching was an absolute gift to the students and staff of pdms we are brokenhearted over the loss of Andrew but we are so grateful of his gift that he shared with us his passion will live on through all the bbms runners he nurtured and supported this was from Steve Ellis of Big Bear Middle School teacher Andrew was my student teacher and fellow cross-country coach as I worked closely with him what's shown through always was Andrew's before the students he had

a way to get students to listen and do real work for him this is the art of teaching he made kids want to work hard because he knew they knew he cared about each one of them deeply he will be greatly missed and from Samantha Swanson Big Bear Middle School teacher Andrew was a fierce competitor who strived to make Bear Valley Unified great most of all he wanted to he wanted the best for his students in running he saw them as individuals and every day encouraged them to reach their full potential even as a fellow coach I will continue to be inspired by Andrew's love of running and passion for seeing young people succeed and lastly Andrew was all about the students he fought to stay healthy for the cross-country team and their events supporting

the students is what kept Him going we are grateful for the passion he shared with us and he will be greatly missed moving on um to number seven the report of action taken in closed session uh the action pertaining to student Personnel item number 22-23-005 is a call for a motion to expel to the remainder of this semester with conditions are to be met for violating Education Code section 48 900 uh roll call please uh isomo seconds profile please aye Roberts aye aye smart go ahead and for item 7B there was no action taken let's move on to number eight community staff presentations and I'd like to introduce Mrs Miss Rachel Green who's the senior manager with our daily and she will present Bear Valley Unified School Districts on audited actual singing all doctors thank

you yes I'll be presenting that I audit it actually yeah so um you guys were all presented that a lot of the factual is probably last september-ish and what we did is we went through and we actually performed tests and we audited those with actual so now in hopefully you guys have had a chance to look at a copy of the audit report um we did ship those out to you guys hopefully you guys received them and there is a page in the audit report that we'd really like to refer everybody to is what's known as the summary of auditor YouTube store I'm not sure if there's okay so yeah so a page 84 in the actual report itself the summary about those results actually gave us a nice decision presentation yeah um I don't

know anything about Maps um so the summary monitor's results gives us a really good summary synopsis of the three audit opinions under over the district so the whole purpose of our external audit is to write their three opinions and that's one of the financial statements which is the automated actuals one over your federal Awards and one over your state Awards so if you look at page 84 the audit report you'll see here we have a nice bold header that says financial statements and it says type of Auditors report issue and we issued an unmodified opinion now that doesn't really sound that great but that's actually the highest level of assurance that we can give to you so this is exactly what the district wants you want to unmodified opinion I need to get an audience

if there's anything other than unmodified there that means something left having a report and I'm not excited you know but you'll also see that we are required to present if we have any internal control deficiencies over your financial statements or have your report that we have done so moving down to the federal Awards you'll see here that we have no internal control findings or weaknesses over your federal compliance which is great we were also able to issue an unmodified opinion over your federal Awards also great and we did not have any audit finances to disclose surrounding their Federal Rewards in the middle of this page it does identified that we did audit the code monies that you guys received so that was the answer here and that was about 34 of your total federal report

so to have no audit findings no internal control deficiency as we look at 34 of your guys's expenditures to have no finances really a great audit report so we're really happy to report that and lastly we have a state compliance audit opinion and you will see there that we have no internal control trainings and we also were able to issue an unmodified opinion so three unmodified opinions that means the district has a very clean report card which is great um you'll also see on the next few pages are the scheduled findings and question costs those are blank pages which is exactly what you want to see if you see any words on those pages again that means something went wrong and we're very happy to report that that did not have so we had a

wonderful audit this year I want to thank everybody at the district as well as the school sites it really does see the village to get this audit done time so I do want to thank everybody for their cooperation so I'd be happy to answer any questions any questions when you say this is Linda's fault I will tell you Linda runs a tight ship I appreciate that this is Linda's fault for unmodified opinions um she really does do a great job every single year perfect so we do appreciate her her diligence in that helps you agree so a huge congratulations to Linda yeah she's not here tonight she's all but a huge congratulations to her and all the hard work that she puts into making sure everything is in the right spot and thank you so

much for coming up and doing the report photos I really appreciate it yeah we're tired of it I bet you guys are sorry I like to visit it I like to visit so thank you for having me everything great thank you very much thank you appreciate it all right next is the hearing section uh for public comment we do have uh public comment cards uh before I read the card let me go through and read the legalese uh before public comment uh this communication item is included on the agenda of each regular board meeting to provide an opportunity for citizens to make suggestions or identify concerns about matters affecting the district or to suggested item be scheduled for future agenda items the president invites anyone wishing to address the governing board on any item that

her gender also she was actually confused as to which gender to start dating which was old enough to date this confusion led to different deep depression and she contemplated suicide with her not long friend um they were going to perform this act together at the same night even though they were in different cities at the time they were going to go at the same diet anyway she spent time in rehab and is now home recovery this again I reached out to we his people that they care to assist me including non-nosed and so I have tonight Chinese Associated yeah my name is your granddaughter in our district uh no she is not excuse in California yeah thank you all right that's it thank you Bobby thank you appreciate it would anyone else like to speak

worked in child care for over 10 years and knew many of our students and their parents before coming to be USD she's excited to continue her career in the transportation department and this is also because we're Madeline is retired so we're losing Madeline which is a huge loss too but we're really excited that Mercy is going to be taking that position a huge congratulations to Mercy so um Justin Wilson Justin is our new campus safety at Big Bear middle school and he's excited to start his career with bbusd helping keeps kids safe at Beaver middle school and we really need safety um campus safety so please if you know people encourage them to apply for those positions um Joseph Bueno is our 12-month custodian at Big Bear high school and Joseph comes to Bear Valley

underway and students and staff came back renewed it was exciting to see how ready to go they were I did well all of our leadership team our principals had the opportunity to visit Baldwin today and during our leadership team we walk through all the different classrooms and it was really exciting to see what's going on at Baldwin what we did see was a lot of Engagement we saw taking strategies happening but we also saw just a lot of Engagement students working in different groups and small groups so that you heard a lot of student talk and just the level of rigor it was exciting to see the level of rigor there so it was just an amazing visit and really it was uplifting for all of us I'd also like to do a huge thank

you to our maintenance department for the extra work that was required to clear the snow after we had I don't know if everybody's aware of this we had a major mechanical plow issue so one of our our largest plow went down and some of you may have had the joy of seeing it sitting in the middle of the driveway at Big Bear high school because we couldn't move it because you can't I guess move a plow if you can't start it up yeah and so um I know that Craig worked out you know together and they ended up getting it moved at least they got started to move but that was a real blowing then we had a second one that also went out so the maintenance team in our custodial staff worked around the

clock to ensure that we were able to return to school today and I just have to say a huge thank you to them because that's that was great for us so thank you again opportunity uh let's move on to governing board member reports anyone have anything to report no I'll report we uh today uh oh wait I have one more thing I'm sorry all right one more thing my understanding is that our speech and language pathology student um student is teacher is going to be coming is that right are you in the audience today yes yes Chelsea we're so excited on it but throughout the board agenda to be approved to come as a student as a student speech lightning pathology so thank you very much [Applause] can you share a little bit about yourself

and your background yeah if you want um yeah uh well I I'm attending Loma Linda for my masters currently um which I have a year and a half left my husband and I have a master classy we moved up here about a year and a half ago which we love it up here um the community here has been so wonderful to us and five Simpson just super excited he's gonna be in the district I applied here as a substitute teacher so I'm finishing up my training right now and hopefully I can move around meet some faces before I start student teaching and kind of just get my face around stuff and you'll be working with Joe Rowe right so we're thrilled and we definitely need to speech and language yes we do thank you yes

tell us anything you need and we will make it happen all together so thank you thank you thank you [Applause] this used to be called a regular winner okay so hopefully there's more uh company board supports I want just want to report that uh we got to go over this morning and make waffles I'm really good at stirring that's about it for the uh for our transportation department it was really nice to sit down with them and chat with them about what they do every day and just let them know that we appreciate uh what they do especially in days like two days ago when they have the weather and the bus stops and they were talking about all the Jake turns they had to do because the plowing that's out there and you know

how stressful everything is but that uh they really like their job that they're the first to interface with their kids every day and they get to see their smiling face so it was great to see the mechanics too and challenge the mechanics while I was a former student and uh talk about all the hard work they're doing over with so it was really neat to meet them I actually get to spend some time chatting with them and learn more about them and about the job so it was fun fun time Paul puts a little too much band in the waffle liner so you know what happens when you do that big cat Terry will appreciate this they plug like all the waffle items into one outlet and the fuse kept going they just kept flipping

it back yes yes it was a fun time so anyone else all right let's move on to the cabinet report uh Dr Suzuki okay um give us his update is the project manager so Terry I put this one up and let me know I have two unless you have one to switch okay okay is this the correct one for right now this is the correct one so good evening everybody um you asked me if there were any updates prior to February 1st Dakota and talk to you about updates here's the exciting news we've got comments back from DSA shortly after the December 7th board meeting the comments with the exception of two were very very minimal typos current code type of things that needed to be addressed you know just corrected as part of the

plan um so they're 95 of that work is done right now and they are anticipating their intake on the Tuesday of next week and then at that point they will have a scheduled appointment with DSA three weeks later and then we'll be in the final process to get these plans approved so as I mentioned we have two kind of outstanding things that came up in there and I met with Dr Folks at the clock committee we kind of discussed this one is um the way DSA and um any agency looks at this building or this facility is a path to travel and basically what they do is they consider the path to travel way up here at the existing parking lot so any kind of handicap parking or Ada parking or any kind of curb

Cuts ramps anything like that start up here and they'll park it in the main parking lot travel through the school would come down this was the revised path to travel to the field now with that the comment came back that this parking lot that we thought we would need for Ada parking is no longer needed so we do still need a drive-through parking lot or drive-through emergency Lane so emergency vehicles can pull in also uh drop off type of area but we do not need the parking stalls any longer so the other issue that came as part of the parking area was a structural issue with this retaining wall that's right here DSA says that anything that's five feet or above you have to have structural counts they have to be inspected with special inspection

processes and so what the the architect came back to us they're going to be working on those structural things but they came back and said well since we don't have to have it you guys really want it and if you really want the parking lot do you want this or they would like to have this removed that'll illuminate some of these structural issues and then maybe keep this or just eliminate this altogether now one of the things we talked about Dr folks and I had talked about when we initially when I brought this concept I think it was on the seventh is this area here is kind of a congestion Point everybody's going to be coming in this way this way pathway and then how do you get in and sell tickets how do people

exit the confusion talking with the high school you know they were talking about possibly maybe putting a ticket thing up here but then with if we eliminate this we can do some sort of a formal entryway here that would actually enter into the stadium itself so Mary if you would switch to the next groin and can you blow it up just a little bit maybe move it down to where it's yeah they're going this is okay so this is kind of the concept that they had them directly eliminated it's a parking lot you'd actually come through them just to drive through drop off Emergency entry exit this or turn around for emergency vehicles but you wouldn't have any parking stalls and what this does is is we kind of talk this out it may eliminate

a lot of confusion it may limit a lot of fighting and you know who gets a certain spot this type of thing the other thing if it does is it eliminates a lot of things that are due that you would have to improve with a parking lot a couple of those things were the as we had in the last drawing in this area we had the EV parking spaces that is required if you have 10 spaces or more in any new parking area the existing parking area doesn't count all we have to do is make sure that that meets current Ada code and that's going to be done with the science lab renovation project but there will you know that would eliminate that which would be a cost I think we estimated the architect estimated

Somewhere In Sixty thousand dollars you run that EV infrastructure it's not the charging itself it's basically just conduits no wires no anything else just the conduits for future um use when they probably will or some point mandate that we have to put in spots there the other thing is it does is um we all know we've all been to Middle School everything if you have to park over here the path of least resistance is probably going to be parking up and down Baldwin over at the park you know and how much would actually be used in for the the main parking lot coming across the field a long way down so if they're going to be parking here we probably won't need this parking lot but that's what I wanted to bring to you it's

going to this area here they have a bicycle thing would be a little bit more modified bigger area for ticket sales and then where we had discussed before of gaining this whole area off here in this corner now we can basically get it off here to here and then this keeps this facility secured and then they won't we won't have to worry about so much you know people coming up this way or coming in around this way around through the gates so what I'm seeking tonight is basically direction do we want to move forward with this design it's not going to stop the intake on the DSA what what what's going to be generated with this is if we decide to move forward with this they will move these slope lines out just a little

bit to deal with these structural issues and the comments that are made from DSA so they will not have to do provide those additional structural counts and also then we can further discuss fine-tuning this area but it's not going to affect the intake and we anticipate and this is based on whether that our construction schedule is Right On Target for the 20 start on the 27th of March they are telling me that we will be completed the construction schedule says about the 27th of August with a punch list item completion full turnover paperwork completed project filed out with DSA sometime in early to mid October so it was still looking good right now with weather and dsas but if we have to if there's any other delays with anything um on the once they see

the comments then it could push the construction schedule out a little bit more but so I'm just asking direction if the board would be um willing to take this into consideration we'll have a discussion what's the financial impact can we save money you're going to save money so basically you're gonna you're still gonna have the cost of this curbing driveway sidewalk you're going to eliminate I think roughly 15 parking spots here I don't know roughly I think the estimate was 200 000 for that whole thing so we probably cut that in half so a hundred thousand with the additional uh cost for the EB infrastructure is that two lanes wide two cars wide that that drive through so this is two lanes wide so there could be people dropping off and then they can still

see if you can drop off and then pull out now this is going to narrow down and we could probably we you know we could possibly push this we don't really want to push it too much to this side because of the intersection so we could probably widen this out a little bit if we wanted to do two lanes but I think it would be best if we came in they came in and came out so you could drop off pull out a round and then get pulled out of rounds such as two lanes right okay right and then it's required that we have it that wide so if you do have an emergency vehicle that pulls in here and Parks you still have enough room to get other emergency vehicles in here well no

I mean Terry and I'm busy as he said we discussed it earlier I think this is a great change actually I think it improves it being able to adjust the fence line away from the corner I think will make it more attractive and better security so all in all I think this is this is great news so people who need special access will still have a drop-off area super close so just at the parking car elsewhere yes and the official Ada would then be coming through the school which is quite a long way but we had to drop off yes okay and the other benefit I didn't mention is there's a possibility that the existing some of the for the majority of the existing old growth trees that are along Maple now because we're not

doing that those parking stalls we may be able to save some of those so parking is legal all the way from the high school on Maple all the way up to the corner yes so it's all going to be cars these cars and you're all targeting them off the car no and I sidewalk the whole way from this from the high school to the corner of maple and I would anticipate that there may be some like visiting people who aren't just familiar with the do you park in the remaining parking lot and then come across the field kind of like what they do right the baseball right and Baldwin Lanes wide enough apart you can park up all the lane on the right hand side going up and you can park on the other side

of the vehicle the neighbors are here yeah yeah the neighbors yeah but but it's a pretty wide history stall of the parking lot isn't good yeah right as far as the with the foundation stuff that's down behind Baldwin Lane ninety percent of the complaints against that project were people parking on Baltimore for the School okay okay during special events when they parked like open houses yeah it's an open house back to school night I mean people just park and I went to the last open I think was the last back to school night and the principal came on and went would whoever's driving the white Jeep Cherokee you're parked across some of these driveway police go move um and so there will be issues but we may need to figure out it may need to

be no parking on on the residential side yeah yeah I mean I think that's where we'll likely have it and if you want to park on our side that's the problem the parking lot residential settings can probably have to get it or parking by special apartment or something yeah because you don't want to I don't eliminate their ability to park confirm otherwise right but this this has no effect like Jerry said about and that's going to be a problem with that as well and we can't have a decision to make this a it's off the chart it's off this but to the bottom going off to the left we have a paved area there right okay right here yeah the old parking lot for Baldwin yeah so what we could do possibly not as part

of this project is um do something here grade wise and maybe do a short side block I mean these are all this is basically like a v-shaped hill for drainage so this would have to be thought out if it's a problem for later and then if you park in the parking lot of Transportation those lower parking lots of come down through that one but it won't be part of this project I bet you didn't walk down this whatever putting his sidewalkers is there a sidewalk along Baldwin Lane on this project no no okay I don't think so yeah yeah the the county just extended the sidewalk from where it ended at the old uh beyond the bell site all the way down and that goes all the way almost to um yeah third place down

to 38 that's right yeah that's a space Department one of their big projects over the summer the property parking show you the apartment yeah yeah that's quite a bit of Darkness that's great and we even I even discussed well why don't we just eliminate everything and make everyone come from the school side itself but you have to still have it you still have to have an entry point into this venue separate from coming down from the school and you still have to have an emergency public trucks yeah but we don't have to allow a drop off right I this is a better one yeah okay yeah okay yes last big item that I want to discuss and just so you're all aware of it it's not going to affect this opening or the construction schedule

but because there are no permanent restrooms cited we only have up here as a future restroom and this is basically four parties right now the distance of it because the distance from here to the school site exceeds the maximum this is designated as a special event facility until we can put in permanent restrooms and what they mean by special event is obviously football games so once in every now and then type of events so it can't be used for PE it can't be used for the day-to-day things that you would for a classroom until the restroom facility is is put in what are the Portables don't work no they don't they don't consider Portable Restrooms as um meeting the criteria for almost a permanent fixture how much would a restroom to put about so so

I currently have a contract with Miller to look into design of a restroom that will meet the capacity of the stadium and also be in this somewhere in this area to meet the requirements so we can use it for day-to-day use and we're estimating a round with cost DSA fees architecture fees around four hundred thousands for the restroom because I'm saving them we just saved 150 bucks 150. um because that's where kids practice that's you know right after school right so if it's an event center or they're not allowed to practice there we go look so that would be a big glitch because we're expecting kids to have access to the field so and and we've been calling it the largest classroom Yes actually yeah what's the distance do you know offhand how many feet

it has to be from there I used to do it well I'll just give you an example when we did when we took away the portable restrooms at North Shore next to your own club or that North Shore Middle School yeah up on the upper field we had to put we actually have design and things for an additional restroom building up there for that but because most everybody said oh we're just going to use the lower field TSA never really said okay you're gonna have to put this restroom facility in because there are no real classrooms out there had we have put I mean there was some talk about putting two portables up there because at the time you know we were kind of overcrowded people were saying well we need some more additional Portables

you took the old ones away we need to to add that to it so their work designed for that and there is the infrastructure in for that if we ever wanted to do that in the future but I think it's 400 75 feet if I recall what you can go between restrooms to consider permanent facilities so being that this isn't going to be done until october-ish and we're probably just going to have a few hopefully some special events how long will it take us to submit plans what's the timeline if we were to submit plans ASAP and so I am pushing Miller right now to get those conceptual drawings done get them back to you guys so you can look them over approval and make any kind of changes have them reviewed with the high

school there's going to be two restrooms we talked about a storage small storage area and also at concessions area kind of what they have over there now but not full cook type of meals for concessions we would anticipate getting that done sometime hopefully aprilish because it's not that big a deal get it into DSA mesh 123. April 23 maybe May early maybe his latest June have this facility on track we get this closed out and then beginning of next spring we open up ground and start doing a restroom facility ready for the 24 maybe 20 23 24 right so basically we're missing out on a couple of late fall months before they can't use it anyway for the most part right it's got to be they're going to be doing an indoor sports right and

if it'll be done for the first spring that they'll be able to use it I mean weather pushes this out you know obviously if it weather pushes out we get Monsoon rains and stuff that yeah because any kind of havoc on that one that September opening day it's probably going to be pushed back I'm hoping not but it'll be pushed back and then you know spring Sports will obviously be using this right and then at some point we'll be able to start kind of like what we're doing now in the early spring have a complete it shouldn't take that long to build that type of look right um and have it ready for that 24-25 school year sorry so the storage though you said small but what about like high jump pads and all that

stuff I think the plan I looked at was 25 by 16 . so I don't know about that they're going to have to put something additional I might have to talk to Google hurdles and that kind of stuff definitely they could use you know but you know or depending on uh you know just move it in and move something in temporary use it until the season's over move it out I mean because it's 25 by 16 is not big storage capacity when you have what football soccer track and field yeah so what I'm getting at is there can be an economy of scale if we're only adding make instead of 25 by 16 25 by 30 or whatever and it's going to cost 20 000 more because it's essentially unimproved space this is the time

we have to look at that right right because just adding slab and and if it's a metal building and the extra metal Now's the Time to do this right so we'll bring those Concepts back as soon as I know it has those terminal did you take on us okay any comments it's all good everyone we're gonna have to put a restroom there yeah yeah big features of this was for PE right obviously yeah that's going to be whoa it's there it's kind of like we're going to be swimming pool in 105 degree heat you can't go in great thanks everybody appreciate it thank you I'm into Kathy 40s here I want to make sure that you heard that Terry clearly stated that the football stadium will be done by September 1st August 27th I'm saying
