out the rest of uh this fiscal year we have about six months left and then uh he is making uh his proposal which goes through you know the next six months through the state legislature uh goes back to his desk for something for him to finally sign uh towards the end of June um the next this January proposal is just that it's his proposal he works with the State's Department of Finance uh they report to the governor and they work together to come up uh with their um budget numbers and um some highlights from that in the uh What uh the pocket budget that you have um the one page it just uh is an attempt to show some highlights from the Govern Governor's budget proposal up up at the top um you see State

revenues and you kind of track those um from uh about six months ago back when the 2324 uh budget was enacted um what they do when they enact a budget they look at basically three years at a time so they look at the current budget year and they go back one year and they go forward one year and so um we are looking at uh three years of State revenues U for last year 2223 current year 2324 and the budget coming up year of 2425 and the governor and the Department of Finance has put together the governor's budget you know we're really we're really try to you know we focus on 2425 but what they do is they go back and they true up um prior year and current year and then they project out

for the budget so unfortunately overall of those three years State revenues are down by by um a material amount um if you look at those uh three columns over the three years the revenues are down by$ 42.9 billion so that's a really really big reduction and uh that obviously impacts what type of budget the governor puts together and proposes and so uh below that section of the state revenues off to the left is the uh it's called proposition 98 um and that's a proposition that funds uh California schools and there's a minimum amount that's guaranteed based on that proposition that was passed by the voters and again they look at three years and back when back uh in June of 23 um the enacted budget had those uh three three budgeted amounts for the three

years and now the governor's come out with his proposal and you can see in every year either uh the prior years have been reduced Down based on what's come in to the state funds and then he's uh reducing uh the 2425 budget by uh 2.5 million and that's just based on what the current numbers are showing for revenues coming in um that uh because of the reduction in state revenues um the cost of living adjust commonly referred to as Cola uh originally um projected of just under 4% um is now in the governor's budget proposal less than 1% at 0.76% for next year which is really really small if you were to compare the outer years for 25 26 and outward those um uh they I think each one came down a little bit um

I think 25 26 came down about a half a percent and the other ones came down a little bit less than that but the big big reduction to address Lower State revenues is uh the governor's proposal for 2425 of the 0.76% um that is after the governor is also proposing to to uh tap into the state's rainy day fund for education so the governor uh and the department of f Finance are incorporating the reduced State revenues and saying well we don't want to um give even a bigger reduction to the cola and we'll tap into the state rainy day fund to um help provide for that minimal 0.76 Cola um a couple other things um so we're going to obviously watch state budget Cola very carefully um like I said over the next few months

uh tax revenues continue to get um collected um and as the governor does every year in May he comes out with a May revise budget um which we start hearing about a little bit sooner than May and we'll definitely pass that information along as we get it um Down Below in the bottom part of this pocket budget there's few boxes there programs unchanged by the governor and so they're um uh attempting to celebrate um no midyear cuts no uh cash deferrals and no program roll back so basically um they're saying if given the dire condition or the financial concerns at the state at least they're not taking stuff back is what the the changes here are um there's a new thing off to the right uh which again it's just a proposal it's what the

governor is proposing to call instructional continuity um to help um pardon those could be yeah and so we'll monitor that again it has to go through the budget process like everything else we don't really have a whole lot of details be besides what's provided there in the in the highlights here about um you know offering some type of um makeup time for kids that miss school um so that they can stay on track in their in their uh education program down in the lower left box this is something that we have to just keep our eyes on so the learning recovery emergency block grant is one of those State one-time funds that we are using to in our lcap uh in our rolling three-year plan to fund those one-time programs some onetime positions some onetime

programs and what's interesting is the governor in his proposal is so this there's a little catch here he's saying hey if you got any of those unspent funds we want you to document how you're going to use them for uh for the remaining year or two or three and how are you focusing on students um most impacted by learning loss and so we feel pretty good about what we're doing we'll meet that criteria we don't have any details um it's an attempt I guess to keep districts on track to serving the kids most in need and then in the very the final thing I'll share from the pocket budget here is on school facility funds um the State just like um locally uh we ask our local community for school facility funds the state helps

provide some matching funds for that and they're not going to provide those State matching funds um as soon or as fast as they were planning to and they're cutting back a little bit we are in line for as much as we can get um we are checking to see if this reduction or this uh postponement of the state matching funds would impact us with our um with our applications on on file we we don't have that information as of now and then the other piece is they keep delaying um State Facility funds for TK classrooms no and yet the Mandate for us to offer TK is still there it's not us to offer though it's a mandate it's a mandate op have to do it anyway and now we've got to come up with the

money to create class space and tire teachers right in bathrooms and yes bathrooms which is a big one yeah so what what we're doing is we're using our local bond funds to um provide TK uh classrooms now and then we will get again get in line uh and document what we've done and sub MIT to the state for reimbursement on all of the TK facility Works we've done so far so we're keeping track of that um and we'll uh submit that as soon as the state um provides the funding for the TK facilities I I have a question and and you might not have the answer to this right now and that's totally fine but as I look at the gosh like just the the budget it doesn't like in the prop 98 minimum guarant

it for 2425 it looks like the governor is proposing more than last year is that am I reading that right if you uh yeah and um yeah you just have to identify what what two numbers that you're comparing and 10 19.1 yeah if you so here in January of 24 what the governor has done again looking at three years based on the current information that the Department of Finance has what they're saying is that when 23 and 24 is done when 23 24 started um they put a budget together at 108.3 okay billion now six months later in January of 24 they're saying oops the revenues aren't coming in like we thought or the and or the expenditures are higher we have to reduce reduce the 20 the current 2324 state budget by 2.7 million

and that gets it down to 105.6 for the current 2324 year at the state level so then he also did a similar uh reduction for what was projected for 2425 and so if you compare what currently the governor is proposing for 2425 for a prop 98 uh budget for the schools at 10 19.1 billion right if you compare it to his updated um 2324 number of 105.6 yes that's an increase um if you compare it to what we were expecting uh back in June of the 108.3 it's still an increase but uh not as much right and then the cola is 76 but he set the cola at eight and a half percent last year and we I don't know and I know you don't have the answer I'm just commenting I don't get that

yeah they have I have um a historical uh chart of kis I'll bring that back or I'll I can send it out early and I can also bring it back here to show you it is it's it's kind of it's ups and downs and highs and lows and we are and sometimes what you'll see is you'll see these Peaks at the like like the 82 two and then you have this Valley and then it slowly starts to go back up and then it goes back down again over several years so what what would be nice is a nice stable gradual increase um but we go on this up and down ride always okay do we ever get more than the prop 98 minimum guarantee um sometimes we do yeah sometimes the governor in an effort

and the state in an effort not to um uh not to reduce funding to schools will give um some funds above the prop 98 minimum yeah I seem to remember at csba and you might have heard them talking about how it's really important to that school trust board trustees get out there and you know Lobby on behalf of the district to get in line for any extra money because everybody's going to be trying to get extra money okay thank you Mr rill and there's actually a a thing that I signed up with and Mrs grub signed up with and you're welcome to sign up too um for csba is doing a virtual uh connection with board members from across our County and we're going to be uh able to meet with Governor not the governor

but the the the local politicians that are in Sacramento and Lobby for what we feel is important for the districts as a whole you know we're all suffering in different areas but it's important that we do this so and there will be some training um because our the timing will be pretty uh low right so you have to have your your talking points and yes and so that's something that we should all be talking about about as a district as to what is important to us as well as to the state of California that's great thank you for doing that that's really you're welcome to join us yes okay no but I think it's great that we're taking that initiative you know that's awesome it's a virtual event as well okay yes it's vir great

yeah okay thank you again Mr rill thank you um next up is Dr beatson good evening hello good evening good evening so I'm here tonight to um share with you uh how we've performed on the California dashboard and so the California dashboard is a public facing um dashboard that you can look at and see all kinds of data and it really emphasizes the state priorities on which we are measured as a district which also need to show up in our lcap and this just tells a little bit about the dashboard it's an online tool um it was on hold since covid and it's just coming back in its full capacity this year um it uh is how the state determines who's eligible for differentiated assistance and support and um one of the things that is

also just came back this year were the 5 by5 um grids and I'll show you an example of those in this slide deck where our data is uh presented on two axes a status so how did we do this year and change how did we do in comparison to last year so even if we performed low but we grew that's a that's like a plus so you get credit for the growth so that's why they always have to look at status and change this is an example of what that grid looks like this is not our data but just what that that grid looks like and you get marked you want to you know I always say uh blue is best green is good blue is best you want to head up to that wrer

that upper right hand quadrant but any growth that you make is a positive growth and you get kind of credit for that if you will can I can I just ask for a little clarification on the colors here absolutely so blue is best so then we have green yellow orange red I I assume that red red is red is not good not good well um can you give me um a definition of the other three sure it would be almost like if you were thinking of um uh exceed the standards would be blue okay meeting the standards would be green approaching the standards would be yellow if we want to think about it in that term that makes sense to me far below though I do want to just continue to emphasize red is never

good but it's status and change and that's a difference from way back when we did the old CST testing which was you only got that score but now they look at how did you do the year before and if you if your change was a positive change even if you stay in the red but you move over because you've maintained that's a good credit in your so if you move over horizontally yes okay so you can move horizontal and vertical or diagonal on this and I can show you an example of how our district did and it makes a little bit more sense that way I I when I was going through this I was thinking what do the colors mean y so really if you think about it like that you you want to

makes sense to me thank you L you're welcome and so I have a few slides that I want to go through that really I just I called the the highlights from all of the dashboard data we could spend days looking at it um I did provide all of it to you for your uh viewing pleasure if you would like and you can also go on it's kind of fun to go on to the dashboard itself because you can compare ourselves to other school districts and there's lots of different clicks you can do there but just a few things I wanted to point out of some of our successes so under suspensions um we had first of all no schools in the red so that's a a great thing um and suspensions is one of the

areas where you want to decline declining is a good thing um and so uh I have to say Robert simple um decline significantly and their school moved to the Green in the suspension category under chronic absenteeism which you know is an area that we continue to focus on Dr OIC is working tremendously hard to do our attendance campaign again uh Robert simple that's another area you want to decline most places you want to increase chronic absenteeism you want to decline uh Robert simple did a great job has declined significantly into the yellow I also need to I should have said this before this is based on all of last year's data so it's just it just was released right before winter break okay um uh graduation rates um we always have a very high performance

and we have been in the blue forever in terms of graduation rates a year ago um Liberty High School gotten a little bit of a pickle because they didn't have quite as many students graduate they didn't do the colors back then so I can't tell you what color they were but they have increased their graduation rate last year so that's a good thing for them um in terms of Casp data again both in ela and math we've had no schools in the red so that's a we're not where we want to be we know we have a lot of room to grow but we're not in that bottom category which is good um at the high school level in ela the the high school 11th grade increased dramatically it's only given in 11th grade and

they're in the blue so our English Department at the high school is doing a a rockstar job there and in math we have three of our elementary schools that really increased and they're in the blue and the green and so that was really good which is interesting because this is where the status and change really helps us so while when we looked at our scores I did I think I did that presentation back in October or November we still in the 50s and 60 percentile for how many students are meeting standard but when they look at how did we do compared to the year before that's where we get that good credit if you will so we can be in the green there because we made enough of a jump does that make sense okay

I mean so the cast and math but I don't see the high school in here how did they do slide oh that's next slide yes this is the summary of successes um so then we are going to call them opportunities more places that we can continue to focus our efforts so uh overall suspensions we need to continue to look at and that's again this is how did we do status and change for the past two school years and so we're in Orange um we've increased suspensions across the board um and in chronic absenteeism we also know that that's an area of continued Focus um uh we do have two schools in the red there Ela for um Casp we had two schools incase and so that is an area of concern we want to be

going in the other direction and then mathematics um again right there we're in the orange for BMS they went down um and then over in the right hand bottom box not only do we look at how did the schools overall do and how did we do overall as a district we also um they also check us on how do we do for every student group and so you can see that we have several student groups that we are um really focusing on and I call them out because on the lcap we need to call out any groups in orange and red okay and so those are our groups that are orange and red and you can see the the the student groups and the areas that we need to focus on so this I'm just

going to go over one of these actually I'll go over as many of them as you would like um I did put all of the dashboards overall dashboards in for all the school sites this is our suspension data as a district and so if you look at this one you can see where each School fell on the dashboard and um trusty grubs I wanted to talk again so when they talk about status and change it's what's called distance get very complicated but it's a distance from three so if three is meeting standard they measure your increase and how much you increased or you maintained or you declined from how far you are from that standard that distance it's called distance from three it's no it's distance from 3 three is like meeting the standard if

you will and so it's it's how far above or below that you are but it's not in increments of three I know it's a very complicated system but you can just look you want to be heading to the upper right hand quadrant of this yes if that makes sense any questions that I can answer for you on here so does the state automatically think if you have less suspension somehow behaviors better it seems like it seems very shallow to me because it all it means is you stop suspending people it doesn't necessarily mean the behavior is better is that their mindset you know I they they are changing how many for what you can suspend students for they really want districts to try what they call other means of susp other means of Correction so

how do we teach kids different Behavior because one of the things that we do know is that suspension doesn't necessarily solve the issue what it does do is it gives a break from the issue for the student and the the school but it doesn't typically change behavior um the other thing for the dashboard is is it counts any student that was suspended one time but if you have a student that was suspended 10 times that student only counts once so they don't count each individual suspension they'll count the number of students that were suspended the other thing to note is that um students will count in every category that they sit in and so if you are a multilanguage English learner and you are socioeconomically disadvantaged and you are Hispanic you'll count in all three

of those so you count three times so you count three times your score would count three times it does keep coming I could have kept going with that I just so box but I think at some point the state has to look and say okay for the behaviors what about all the other kids that are actually doing what they're supposed to be doing and if you are not allowed to remove this kid that is a an issue and causing other people to not feel safe or anything else because suddenly now you can't suspend for anything I'm not saying don't try other things but you know you I think the idea of reducing the things that you can suspend for is not necess I'm not saying this because you can do anything about it but this

as somebody who actually is in a classroom and sees it and a lot of the other kids lose out because the kids you know they don't do anything outside of don't suspend and it doesn't seem to change anything and it's frustrating to say oh let's reduce it to a number and if you have less suspensions I honestly think that they think oh that means things are better the behavior is better because there's less but that there's no correlation there there's not a correlation you have a good point there so I wonder what the what then is Vish what do what are we doing bisha unified to help reduce suspensions but help but also maybe more importantly change behaviors what programs do we have in place well uh one of the big ones and the state

really pushes this as well is p PBIS and really looking at positive behavior interventions and supports and so really getting on Things Early providing training providing other um you know sometimes the staff will have kids do modules to teach them different ways of Behaving and so very clear rules very clear expectations teaching what those rules are providing incentives for doing the right thing um um so that's one of the big so those two things sort of go hand inand and it's really trying to develop a positive School climate where the way of being is not to be having fights in the quad and doing all those kind of things that from a perspective of somebody again that actually does you know that is big because what I notice is is that the uh culture is

not good at a SCH scho then the kids there's a tendency to have more of those fights and everything but if you can do those things to change the culture hey we're a successful School these are the ways you should be that can make a big difference in combating the outside pressures to not do those things and like I said I know you're it's not you're not going to solve The World's problems it was just a soapbox thing because this reducing everything to a number I think does everybody a disservice it's it's part of a picture but it's not the whole picture for sure thank you you're welcome I I think no that's right and just to to kind of end on this piece I think one of the things is is just really trying

to get schools um to think about other ways of supporting students and that's that's the the second piece besides PBIS is the multi-tiered systems of support and so what you think of a triangle that first tier is 85% of the students should be able to either learn or behave in that regular you know everybody kind of gets what they need regular uh uh support from the classroom and from the school and then there's that next tier so some students need to have a behavior plan or head to the Wellness Center or you you start to put some additional supports in place and so that's the second piece is trying to identify that early like what's the what's the behavior about versus we're just going to suspend kids which is the old I mean that's a

very old school and I think they're just trying to minimize that so that some school districts that may do that very easily just suspend students or kick them out we're just reducing that I don't think there's an expectation that it goes away totally but just let's try to provide some tools for students so that they can make better choices we had a training on this in TSS who coordinates it do we have a a coordinator at each site because the key with the mtss also is that you identify because you'd be shocked all these different things oh look at this this kid you know for me if I have a kid that's failing I look at all their grades is it just me or is it everybody you know the totally different School District obviously

but you notice that there are multiple classes that are failing well who's do we have a person at every site that's identifying those kids in those tiers so so we can get the support because there's a tendency everyone's doing their own thing and people fall through the cracks otherwise so do we have a coordinator at each site who's looking to flag we don't have a coordinator per se but we have each School site has what they call a tier one and a tier 2 mtss team so there's teams of teachers that are sort of that first layer where they start to look at what's happening are do we have some High Flyers do we have some kids that are would be like in the yellow that we're starting to get worried about and how do

we start to handle that that's that and um Dr OIC oversees that whole program because otherwise people fall through the crack absolutely people don't connect the dots thank you you're welcome so I have a lot of these data slides in here I'm happy to go through I I know 42 data slides um but I wanted you to have the data to look at um I'm go through as many of them as you want in in depth or I can skip to the summary slide and go back if you have more questions so what's your direction for me I'm thinking summary because we have the backup and you're here to answer questions so I think that might be on the I'm sorry on The Chronic absenteeism I'm curious the third column maintain from prior year de

Clin bonish Unified District placement is that the entire District or I I was confused about the words District plac yeah that's yes that's the entire District so they look at where's our whole District placement we're placed we maintained so we still have very high chronic absenteeism but we didn't go up a ton and we didn't go down a ton we pretty much maintained but then it will show where every School site is as well and this is from last year this is last year and as compared to the year before yes and we're going to be better this coming yeah coming out every year out of CO's better so sense any others that people have questions that okay so I'm going to skip ahead as you can see there's a lot of them these are

really interesting ones where you can look at the student groups around every single priority and you can see kind of where they land in the colors the good news for us uh we get in trouble when we have a student group that has two Reds and we don't have any student groups right now that are showing up with two uh Reds in two different priorities is true um and so I did want to just do a very quick um report on nwea which is our local assessment that we give to all students in grades 1 through 8 in ela and math and then at the high school level any students in math one two or three which is your what we would say kind of your grade level math take the nwaa and any students

in your ERWC English classes 9 10 11 12 which which is your grade level English class takes that we don't give it to students in um any of the AP classes because they do super well and there's no um information that teachers can glean that really helps them know where to help students because they do very very well and we don't want students to take a test just to take a test but I want to highlight a couple of things about our nwaa data and remind you that it is highly highly correlated to the C ASP and so right now when we give the nwaa we say if we don't do anything different this is about how we'll do on the Casp and so our teachers are doing a great job uh beginning to really

dig into this data you can get down to the student level it can tell you what um standard or Topic in say the math assessment they really struggled on and what you need to teach them next and so that's a really great thing but um I just wanted to to point out a couple things in the top left box as you know our K3 teachers are piloting um a new Ela curriculum um there's one like kindergarten at Farmer is piloting so one uh grade level at each site so uh each of the four Elementary sites has one grade level doing the pilot they showed significant Improvement um in their scores from both last year and their growth from this year so we don't usually see that in a pilot because it's pretty short but they're

seeing tremendous growth there um at the high at the Liberty High School our um 12th grade students really out outperformed where their growth Target was and one of the reminders for um nwaa is you get two scores one is a growth Target so it's very personal so I take the test in September and then it tells me based on where you are this is where you should be when you take it again in the winter and so that's your your personal growth and they give you a Target they outperformed their target they also do achievement like are you meeting grade level standards so that's there's two ways to look at that data and then um I think that one of the things I'm the most uh excited about is the math department at the middle

school they are piloting in sixth and seventh grade the updated CPM curriculum I want to do a shout out to Christine Mitchell who is one of our sixth grade math teachers but she's also a trainer for CPM and so this year she got a 20% uh one period a day to do coaching with the rest of the team to help implement this curriculum and uh 67% of all the students in um math met or exceeded their growth Target and the students in the math pilot showed huge growth and we remember when we looked at those cast scores that that is tremendous growth for them and so I'm really excited about that and here it is right right here so if you look at um the top row it's the growth so back all way over

to the right in 2122 the students in uh BMS 6th grade performed at the 46 percentile for growth all to Winter last year 49th percentile this year 67th percentile and then achievement is the next row so they went from 45% to 55% this year 51% % at our above grade level that's in sixth grade they only have five students in the red in the nwea out of sixth grade and then if you look at and I'll just point out the the bottom um well the top as well so you had 41st percentile for growth for seventh grade this is the the teachers that are piloting that curriculum now they're at 76 percentile it's the seventh grade and then again 53% to 59% so that very deliberate conscious uh collaboration coaching teamwork um implementing this new

curriculum is really making a difference on the growth the nwaa what is there a formula it uses to decide how much each student should grow I mean what do they what do they base your growth Target on you know that's a great question I don't have the answer for you tonight it is a nationally it's actually a global F normed assessment and so they'll they must do some sort of formula about what the average growth is if you're performing here but I don't be normed against it's not going to be individually oh hey you got to here we think right no it every once you get five you know 5% or 10 okay figured thank you you're welcome do we do we have any um indication as to why it dropped from 55 to 51

in the student achievement winter um I don't know no those are from two different years you referencing oh you're on the slide before on the uh sixth grade middle school yep they went down a tiny bit I'm on 23 it is a small draw yeah but it's it's a drop when we've went up so well right pivoted again Dr beatson did we use um CPM before and is this just an updated version yes do you know what the what I don't know what's changed that's getting through it seems like I think they have more um collaboration built in the other thing that the teachers are doing that I think is part of this curriculum but they're also bringing in um this work on vertical surfaces and so instead of students sitting individually and working out

problems at their desk or even just collaborating this way they all have whiteboards or whiteboard surfaces up around their room and so the teachers will give problems and the students get up and they work in groups and they solve problems and they go around and look at how the students so there's this even just that the physicality of being standing and working here and looking at how did you solve this and how did I solve this and so there's a lot more of that explanation of multiple ways to get to the answer of a problem um I can give you a much better or Miss rice can give you a much better deeper dive or we can have U Christine Mitchell come and kind of talk about that too if you are interested one thing

Sherry I was thinking about your question you look the math sixth grade piloting if you think about cohorts I'm not saying it's the answer but 2223 and 2324 are two different groups of kids sixth graders so when you're measuring you don't know if you really to look at growth you you'd look at okay how they do as fifth graders versus six the same cohort but since you're it's not really a drop to me it's not a drop because that 2223 might have just been a higher achieving cohort 23 24 might have grown but they might have started a lower space so I think people got to not look at that and say oh they dropped because it's two different groups of kids yeah and their growth is 67% so they had tremendous growth just a

thought yeah it's good and then just a couple other um pieces I want to highlight um so first grade at Robert simple is doing the pilot for ELA curriculum and um their average achievement level on nwea was 59% higher than the district and again I'm shouting that out because oftentimes they're The Underdogs and I really want to highlight the the good work that they're doing over there awesome um and then again Matthew Turner is doing the second grade pilot and you can again see even if you just look at the achiev 78% of the students met or exceeded the expected um achievement level on nwaa this year and they were in the 50s in the previous years and the the purpose for showing those was just to show pattern right so you've seen typically they're

in the 40s for growth they got 69% growth 50s for achievement they got 78% for achievement this year so again new curriculum implementing it with Fidelity lot of support and professional development around that so that's good work by our teams um and I just want to I'm going to skip these These are the growth slides that you can see so the the just so you know how to read them the orange triangle is where the expected growth was and the blue box is what we actually did so I'm going to skip through these and then um just quickly last year based on our performance we were in um support and assistance with the count and they came in and they did some work with us um based on our our 2022 dashboard we were eligible

for this differentiated assistance I don't know that we're going to be eligible this year we might be out of it we haven't got an official word but in order to be eligible you have to meet um uh student groups have to be in two different priority areas um as explained Down Below on this slide and I don't see it when I look at our priority areas but we haven't gotten official word yet um this is what we were in for last year or that we focused on this year really focusing on absenteeism because knowing that when kids are here the rest of the things increase as well um and then we also have a uh Federal program CSI and atsi I talked with you about this last year so we are focusing on again chronic

absenteeism same same areas same groups of students but it's the federal lens um which our County supports Us in as well so we're doing the same type of work for both of those um and then just I'm not going to go through all of these but what are we doing in response to this um well one was having our County Office come and continue to work with our uh Equity leadership team really focusing on sense of belonging attendance um because those types of things will make a difference in all of those areas so that's a new one I've gone through everything else um that was in the blue last time I presented um the next slide um I wrote down we're going to be uh bringing to you the um K3 curriculum for adop for

hopeful adoption um in February and then our uh fourth through eth grade will also be looking at new curriculum because we know that it makes a huge difference and so they'll either be piloting this spring or next fall so we're working with them on what makes the the most difference there and um we are going to continue to work with SC uh our County office to look at how do we support continue to support our special education work and our Continuum of services and so that's work that we're doing with our county office have a question with the support from the county office what are they giving you are they giving you some research-based best practices or like what are they bringing in to really kind of assist with the process sure thanks for asking

that question so for in the equity team one of the things they're coming in to do is helping to facilitate our groups and they're going to help us do some of the in between work that we was sort of stalling us before so we'd meet for an hour and a half once a month the teams the small teams would come up with things they wanted to do but then nobody had time in between the teachers didn't have time in between to go and implement the work collect more data talk to students do empathy interviews all of that analyze some data so they will help us do some of that in between work and bring it back to the next meeting so then we can take that next step that that's an example of some of

the work um and then I put in a glossery of terms you're very welcome any questions thank you very much thank you all right thank you Dr beon and thank you for putting that in for us um I know it helps me um so we're going to um go down to our action items first up I'm going to introduce Mr Ray yes good evening uh tonight we have an action item for you to approve um both District audits we have our regular uh full District audit and then the second one is for our bond program and uh we have our district auditor uh from James Marta CPA uh Mr rates Sharma and so he's going to um highlight um some information in his summaries of each audit um the actual audits um are also attached

in the board packet thank you hello everyone hello good afternoon G it evening evening yes I apologize but you are going to see number three in one of these reports somewhere giving your heads up it's the number of night so with that my name is riches Sharma I'm one of the uh team members that were part of the audit when we went through this and as you can see this is the financial audit as of June 30th 2023 in the agenda what you'll see is uh communication with those charge with governments is essentially a letter to you essentially saying what we have done you'll also see the financial audit report you'll see the internal control letter it's internal control letter is just essentially telling you if there's any significant deficiencies or material weaknesses that were

identified during the audit the other couple of letters that you will see is a state letter a state compliance letter and a federal single audit compliance letter now as far as the financial audit goes um you can see on the presentation but the scope of the engagement is we're doing a financial audit so essentially we're getting the numbers and going through to determine if the financial statements are presented fairly along those lines we do look at some governmental activities we're looking at what your major funds are non- major funds are on the financial statements we also look at what the notes to the financial statements are when you're looking at an audit report one of the best things to figure out how the entity or how the school's going is to be able to look

at the footnotes on the financial statements can you guys hear me okay okay sorry uh okay and then um there is also some required supplementary information that that is required by the auditing standards as well as supplementary information that is good for you guys to take a look at now communication with those charge with governance and you'll see in here sorry might as well just take a look at this piece now on the finan um on the governance letter you'll see that the financial statements are essentially the responsibility of the of the school district we help prepared but you take ownership of that piece um our job is to just Express an opinion and we are expressing a unmodified opinion which is the best opinion that you can get anything else uh you got to

be looking at it really closely now when we were going through the financial audit we um did work closely with with the school district and some of the key employees uh we were making some preliminary inquiries in terms of how the processes are working what's been documented we did do that in accordance with the scope of the audit as per uh our engagement letter and we also discussed with management about when we were going to start doing it we started doing our interim audit which is before the year end so that we could get a head start on looking at some of the transactions that you that have been processed and if there're meeting the control requirements that are being asked for so we did talk about the timing and we were able to do

the timing component uh in line with what was set up so reporting to you there um there were no cons consultation with other management or accounting firms there there were no disagreements with the uh with the management team and um we also received a management representation letter which is part of requirement for the uh auditing standards it's essentially management stating that hey we provided you all the information we've made everything aware to you so you can do the things that you need to do for the audit the other part of the governance letter is the significant accounting policies and this um whenever you're looking at a financial audit report one of the biggest things is estimates or some type of management uh management estimates that are associated with the financial statements on school districts collectibility

of receivables what is owed to you and are they collectible we did take a look at that then also you have net pension liability and the opep liability the retirement liability these have actual studies and therefore there are estimates Associated there are essentially judge uh uh judgments estimate judgments so these are some of the significant accounting policies can you give me a quick second I'm thirsty try not talking too fast so as far as the um audit process again we're looking to provide assur part of that audit process is coming in here and gaining an understanding about your internal controls what's happening Who's involved who's reviewing who's processing we do test of controls we gather evidence and then we're also looking at the reporting methods the accounting reporting methods like you're ACR the things that

you need to ACR so the results of the audit component we're able to do the audit as plan we did not have any deviation in that there were nothing identified and there were no nothing significant adjustment reflected on the financial statements now with the financial statement piece first page uh page one to three is the opinion of the audit report and again the opinion is unmodified now if you're having a hard time going to sleep start reading pages 4 through n that will help help you understand what the school district is doing but definitely put you to sleep I apologize it's just written on hearing so the next thing is looking at financial statements right graph graphs are such an easy way to look at how financials are doing so you can see here the

first two bars are total assets assets of the school district and you can see that it increased 6.4 million from last year so it went up from 121 million to 127 million deferred outflows what is deferred outflows deferred outflows are some new requirements that gasby is putting so that we are supposed to report what is possibly uh something that You' be paying out down the line or receiving down the line on this slide you're seeing deferred outflows and deferred inflows those are mostly uh pension and opep related numbers that come from your actual study you can see that the outflows went up 59,000 and the inflows which is essentially a liability went down by $3.5 million now in the middle is the bar graph that shows total liabilities and liabilities went down sorry liabilities went

up1 15.9 million it went up because of the pension and opep liability ility so pretty much what the actuary is stating the actuary is looking at this uh at these numbers and the actuary is telling us to uh telling the school district to record the financials using June 30th 2022 data on June 30th 30 uh June 30th 2023 financials so actoral studies are always 12 months behind and the numbers that are being reflected are always is 12 months behind but you're seeing that the liabilities did go up and that's why the net position which is the equity went down as we all know the investment Market has done better in the 2023 year so the expectation would be that we're going to see less liability because you're going to have favorable investment developments um but

that's again to be seen when we get the June 30th 2023 actoral report that is a mouthful to say I did promise you number three somewhere here right so okay so with this now you're seeing the blue boxes and you can see that the total assets are at 1 1227 million which increased 6 6.4 million is mostly driven by Capital assets from the measure as Bond differred outflows again increased and that's due to actural changes the red boxes which are liabilities went up by 15.9 million again pension and um opep liability and then District net position as a whole did go down 6 million and it's now at negative 3.6 million all due to the actual study any any questions on this you are happy with the number of Threes here right I apologize I

accountants are not good at jokes so on the next on the next slide is the statement of there is essentially your income statement and you can see that the total revenues did go up 1.3 million expenses did go up 32 million and that's because of the pension liability pension in OPB and that's why you're seeing a change in net position of 1.3 million from a numbers perspective again okay blue boxes total revenues are are at 82.2 million and that's an increase of 1.3 million from last year and that's due to increase in taxes federal state state aid receives offset by the decrease in Prior SFP funding and the bond funding also there is a 35% increase on the levy taxes and another 36% from the federal and state aid now the red boxes are pretty

much your expenses and expenses increase 32 million you can see that it is it is because of the liabilities but the the majority of the boxes which are the instructions in the people Services that's roughly about 66.7 million or 75% of your expenses so they're being so 75% of expenses are on those categories and lastly you're seeing that the net position went down by 31 million I mean the net income went down by 30 Milli 31 million okay here this is the general revenues and you can see the blue graph which somehow it changed but okay lcf F funding is about 72% of the entire revenues and that's roughly about 47.8 million you can see the Federal Bar which is about 4.5% and that's roughly about 2 2.9 Million and then you have state revenues

of of about 11 million which is about 16% the thing that I want to point out is that the lcf of funding is at roughly about 72 73% okay so if you're looking at that the next slide is looking at expenses the big bar the blue bar is the certified salaries certificated salaries and that's roughly about 27 million classified salary is orange and it's about 16% so about 9.4 million and the benefits related to Personnel is roughly about 15.7 million all combined is roughly about 86% of your expenses so lcsf funding is about 70 73% and then personel cost is about 86% Al righty Financial Trends one of the good things about the the audit report is this page right here it's a good way to figure out oh I was going to say there's

a three three column here but there's a four but it's good to know where you were where you are and where you're going so looking at this you can see that the actuals for the 2122 and 21 2021 and 2122 you have the actuals for the current year audit which is 2223 and then the adopted budget based upon the first interim which is 23 24 the general fund has increased by 80 8.2 million over the past three years the fiscal year is projected to decrease about 2.1 million for the for a district size for a district of this size your the state of California recommends available reserves to be about 3% of the total General funds transfer out and outgo and the district is meeting that requirement the other thing that I wanted to point

out was you can see the Ada going down over time from 4.4 million down I'm sorry 44,000 down to almost 4,083 graph from a graph perspective you can see historically the Ada going down and that's just something to be aware of as as you're going through this process now getting away from the numbers the three that we are issuing are the State Controllers um um the State Controllers report which is essentially saying that there is no that there's no finding a non-compliance issue we're also issuing a significant deficiency letter internal control letter without any deficiencies or material weaknesses and the other thing that we are issuing is the federal compliance Report with no uh with no findings and doing the testing on the single audit we're me we're seeing that the requirements are being met

all in all you're seeing that the net position uh did decreased by 6 million the district is um ongoing projects are being funded until um the the funds are being spent down and then we'd like to thank Tim rill and the District staff on getting the audit done any questions on this audit thank you any questions no thank thank you so much for being here and sitting through the rest of our meeting we appreciate it this is my first time and I loved it thank you so much and thank you Mr rill I know it's a lot of work and and uh and thanks to the rest of the staff that helped provide the numbers awesome job seg we we're segueing into the bond audit yeah seg well you're not you're not going anywhere so

welcome back thank you I did such a good job that you just wanted me to be done yes so just going through the bond audit and again the bond has been around since 2015 there were a couple of series of issues so I'll just go through the first couple of sides is just discussing when the bond was issued but again from a governance letter perspective we were meeting the deadline as required the planning items were discussed um all those things were met so I'm just going to go through this piece directly to the number piece opinion letter okay so you'll see that the balance sheet for the bond is showing $6 million of assets accounts payable which is essentially warrants that need to be paid at the end of the year that hasn't been paid

that's about $4.3 million leaving a restricted net position of fund balance of about $1.8 million I I did want to mention that um there was a slight change um in the bond report that was issued and it's partly due to us noticing that um there was a bond draw down that was uh transferred over from the general fund into the building fund to pay the claims and the report that was initially issued didn't show that line item so we went back and revised it to show that so what you're seeing on the presentation is essentially $83,000 of revenues and that's strictly the interest earnings on the cash that's available about $8.6 million to pay out all the claims towards the towards the bond and then uh the transfers of 1.6 million leading to a net

position of $1.8 million this is a performance this is a performance audit and part of the performance audits tells us that hey you have to go look at transactions for all the things that have been paid out and at the minimum were're required to test 80% of the expenditures so when we went through the and did this we tested more than 80% to meet the requirement we looked at all the expenditures if they were being paid in compli in line with what the requirements were and they were in conclusion the expenditures all meet the bond measure um at the end of the day and with that there were no matters to be reported on the bond performance report and there were no findings on the internal control letter any questions thank you looking at my
