002as written i'll second that motion all right and then next we will have highlights um and uh dr young i believe you're going to speak on um about the student kindness does that excuse me gethsemane we need to take the vote oh sorry daddy you're me i'm sorry i had to unmute myself and then i have to shrink you guys back okay uh trusty ferrucci yes trustee grubbs yes trustee macelli yes trustee moss yes president zeta yes thank you all right so okay dr yang are you ready for the highlight on student kindness yes i am thank you dr moss i appreciate that before i do that i just want to uh note that dr moss uh will be facilitating the board meeting this evening uh president zeta is is with us and uh uh

003unfortunately she had a fall um during the week and uh she's recovering and uh we we thank you uh president zeta for being here with us tonight even though you're uh recovering not feeling great but thank you so much for being here and uh being part of the process uh and thank you dr mons for stepping in and facilitating meeting and also just like to note ms jensen is here for us this evening as well as miss martinez is out but she will be joining us um at future board meetings so with that i'd like to welcome principal slater wonderful principal over at turner elementary to spend a little bit of time with us this evening highlighting the work that we're doing around the district and the work that he's doing at his school around

004kindness so welcome mr slater hello good evening members of the board are our cabinet in our busd committee community on behalf of our our elementary principals um we wanted to present something on random acts of kindness week and when you think of kindness it's uh it's definitely something that we we infuse in um in our students and our staff and our community uh you know from day one but it during this week we we took some time to put put together some activities for our students uh to practice uh kindness so the next slide and i took two quotes we took two quotes here in light of uh women uh women's history month and uh with amelia earhart and amanda gorman and you know talking also about how how kindness can be a it can

005create kind of a chain reaction that that's super positive and also that um you know everybody has that opportunity to express and be kind and and to be that light as amanda gorman had said in her you know her spectacular speech about that so i wanted to honor um that as well the next slide so started off uh each elementary school did did something special mary farmer i know if you've seen that in the past uh where they did kind of an aerial shot of all their students in uh in red shirts um uh describing a heart and here they put something together um spreading kindness no matter the distance and they did it through their zoom all other students there this was a uh one of the activities that a that was that was

006done in the third grade and a student named darren who put this together on kindness and he said you know just quote some of it the best thing about being kind is it can change the world anyone can be kind it doesn't matter who you are or where you came from or the color of your skin kindness can bring joy most importantly when you are kind it can cause a chain reaction it makes life better it helps people and so it was it was uh pretty cool how darin's writing there was was right in line with the two quotes at the beginning of the presentation so wonderful job darren and also um for the elementary schools uh for schools they were it was kind of a schedule of events each day and uh this this

007was mary farmer's calendar of events that they did and you know there was it could be letter writing or um you know notes to the classmates and and just you know reaching out to somebody in your community to do a good deed so lots of activities there and this is something as i talked about that kindness is something that it starts from day one and uh this was something that was going on at joe henderson this was their kindness calendar for the month of december um and you can you can see you know all the different activities for for each day of the month which was uh pretty amazing and they also did um you know one of the um one of the pictures of with all the children and uh putting it together and

008one in one collective uh shot there so that was was really well done and uh robert simple had this this really wonderful idea this this year of uh taking these wooden hearts and uh distributing distributing distributing them to students to to color and write kind thoughts on and then they put them out in front of of their school the kids came by and and placed them there and uh this this here was our um for matthew turner this was this was one of our um this was our weekly of events a string of events here we had uh you know on tuesday giving a compliment wednesday uh writing a card and drawing a picture for somebody and uh also i really liked something we put in there this year was uh reading a favorite book

009to someone and uh it was great zooming into all the different classrooms and and just seeing that that energy and um and excitement from the kids being kind um and then our next this is uh this is a jam board and this is one of the new things uh talk about coming learning so many new tools with virtual learning and engaging students and this was uh a fifth grade activity from dom's class where kindness is magic and so kids can actually digitally write uh post-it notes and uh place them on the jamboard so that was that was really well done and so many exciting uh ways to you know integrate technology and see the next page and and we did our own thing here with um with again the wooden hearts and what was really

010amazing is our pta um helped facilitate this you know getting the wooden hearts together and uh stringing it up and i was pretty amazed how high some of the students got up there in the tree um they definitely had to climb up a few branches to put some of those up there so uh well done there and uh just a shout out to all our ptas during this time who have uh just worked so diligently um and fiercely with their hearts to um you know to keep things going as best we can and they've just been amazing in helping us um get materials together and pass out the families so um that's what we did there and uh i just want to you know say a word about you know about our district and leading

011by example you know really starts from the top you know dr young and and talking about how culture is king uh you know and just leading leading a community of in inclusiveness uh of equity of kindness and just having that go down to um you know to all our to all our departments that we have and you know just talking about you know being in this in this pandemic you know from the beginning you know from march and just seeing how everybody just uh really took force and and was a team um you know you think about our curriculum department putting everything together for us to uh really hit the ground running and do as best we can to engage kids and keep them learning and uh you know our cdu and and preschool programs

012that have just kept going from august you know really really do an amazing job with our kids you know rit program our department getting everybody your devices just being there you know just speaking about thomas coming to our sites all the time helping troubleshoot keeping things going you know and uh in our hr department just being there for us through the through the whole time uh you know just they're so busy but they always make make time to help us out uh you know our student services and the branches of our sped team all the the behavior uh you know wonderful uh things that they put together for our communities and uh you know our our maintenance and operation team have they've been so great from the beginning helping us get our ppe together and

013you know get mapping things out and our safety plans and uh you know nurse terry it's just been phenomenal what a so solid in helping us do everything that we need to do and uh you know and our business department and everything else you know tim sending out an email today hey you know what we gotta get a little extra money you could get some supplies for your teachers it's really amazing the team that we have and uh you know i'm proud i'm proud of everything that we've done and uh you know we're just ready and with this team and you know anything's anything we can achieve anything and uh one more thing putting my parent hat on i want to thank um the the middle school for the phenomenal job that their uh their

014teachers are doing their generosity of spirit um you know having having two kids going there uh first just just doing such a great job teaching them and uh and all those things after school to engage the kids you know mrs hall and mrs hosmer putting all those kits together for those after-school enrichment programs it's just an honor and uh really proud uh to work for for this great district and also to be a parent in it so thank you everybody for everything that you're doing and our parents man amazing amazing partners with us as as we've done all of this work could not have done it with without you so thank you everybody thank you mr slater well done appreciate all the very kind words i think you covered uh i think you had every

015department well uh thank you mr slater thank you so much that was a really nice presentation it does make us you know realize that there's just little things that we can do that are just it makes such a difference for people so so thank you thank you everybody well done david all right so um next we are on um for reports which is item 9.1 so um we have a student michaela um be sharing with us i know that our liberty high school representative is not here is that correct mr yang dr that's correct all right so michaela where you're up okay hi everyone i usually have maddie with me but she is cheer practice so that's exciting um to start off i'll just go off of that athletics are back um super exciting it's

016so nice to see some of my friends being able to get back on the field i know football is back track golf and then cheer i know those are back for sure as of right now i believe um but we also um for leadership we're actually doing interviews tomorrow for like our class to see who our next um student leaders are of the school next year so that's super exciting um the seniors are going to be interviewing them from like lunch to like three i think um but yeah we saw the ongoing panther podcast the last one we had was with miss k so if you guys haven't checked that out definitely should um super interesting and then we've been working with miss k to plan a senior night um that's it's a lot of

017playing but um it's definitely um i'm super excited for it we have a forum going out and it's due tomorrow for like those who actually want to participate in it and then we're going to start filming on the 27th i believe um that our campus supervisors are going to help us with that and things like that um so for past things that we've done we had a our senior structure pickups was like i think it was for two weeks the last week and then the week before that um we had about we had over 100 seniors order and it was just nice seeing them because i was at all of those pickups so super nice seeing people again and then we had a mental health video we actually like entered a contest it's um it

018was from this website called directing change so we're going to see how that turned out it was from the leadership class so it was mostly seniors that like filmed for it but yeah college acceptances are starting to come out i know a lot of us are getting excited about that and then miss kate announced our cap and gown pick up it's on april 16th friday and that's when our senior um senior night is supposed to go out too so we can like go along with like the hype of um cap and gown pickups so yeah we also have actually we have a virtual town hall meeting with congressman thompson i know that the our gov classes ap classes are um they ask questions so they have like he's talking for like 15 minutes and then

019they're having like a q a with all of their questions so i know that the seniors are very excited about that i think it's open to people i'm i'm not sure because they told us we could come so i'm pretty sure it is um but yeah there's a lot going on but i'm happy to report thank you thank you so much any um any board members have any questions or comments from michaela okay well thank you michaela we appreciate you okay so next up we have our superintendent's report dr yang thank you very much thank you michaela uh always loved hearing from students and you're making me think uh you start talking about cap and gown and all that stuff that this time of year starts like accelerating to you know to where it just

020really speeds up so just love hearing all those fun things at the high school just a couple of comments from me appreciate mr slater uh you know the comments about culture uh and then um in organizations we were talking about this as the management team that all organizations have a culture and it develops on its own whether or not you pay attention to it so on the board level from us all the way through the system for us to as we have as we do continue to think about culture and how we affect it in positive ways because when we do it affects our big reason for being here which is all of our students so we appreciate mr slater a great agenda for us this evening from mr rahil talking about things with finance

021and dr beatson talking about equity and opportunity and the good work that continues to take shape there and i think uh initial advancements with vaccination availability uh in solano county and certainly in uh busd so it's a big deal um and it happened within days so we're excited and interested to share that news with you tonight and dr gil will be doing that so with that just uh welcome everybody and look forward to a great board meeting thank you um next is item 9.3 board reports any trustees do you have anything to report okay mrs farucci um just real quickly i sat in with rotary this week um and they they work very closely with liberty high school their focus really this time was on their scholarships as the kids are getting ready to approach

022their graduation as well um they do instead of really focusing on academic scholarships they also look at some merit awards for the students so that's always real positive and real exciting and it brings the kids um a nice supportive chunk of change as they move on to the next phase of their life so that is in process they also started planning for their um their career fair which they're trying to see how that's going to look online because normally people are coming in over the course of a week to talk to students so they're planning that out as well so and of course then they're planning out what graduation is going to look like so it looks like we're going to have some big news coming up from there and i was also asked again

023to give a shout out to mr rahil in his office um with his new procedure for sites accessing money they kim reported that it's really easy and she feels very supported and everybody was really happy with that because again rotary gives them a small working budget to support um the students at liberty high school as well and then i have to admit and i'll apologize publicly i blew the district curriculum meeting i think sherry was able to stay on my computer kept kicking me out i decided that they said i was online too luck i don't know what happened but anyways i'm sorry for that to everybody that's just on the team but i tried [Music] any other board members have anything to report all right and i'll just share that we have our i

026your comments respectful and that students may be watching the board meeting so this time we'll hear our public comments hi i'm joy lerner i have um grandchildren uh of mixed race at indonesia schools and i'm very concerned about uh about equity and feel uh it really can't wait and glad that you're taking action to make steps better for for them and for all children i want a curriculum that is historically correct and includes uh the contributions of all people in the united states and the world please adopt 1619 project uh to your curriculum most important also is to hire full-time mental health professionals thank you very much hi my name is robert crowley i'm a venetian resident and i live over on easton court i'm calling about discussion item 12.2 update discussion on equity and

027opportunity i think uh first i'd like to just you know thank the board for listening to our community voices um and i understand that there's a lot of progress that we're trying to make but i really think there needs to be a hard look at the 1619 project and especially how we can incorporate the curriculum within busd i understand there's a webinar that's been attended the past couple weekends but from my understanding it's more been about why we should do it i think the why is obvious our curriculum that we teach within the education system within this country is incredibly outdated a lot of it focuses on lies um and and kind of white supremacist views of of american history and leaves out a lot of really really important ideas voices and lives and we

028as a community could be a leader in changing education curriculum updating education curriculum and if you look at schools that are doing this they're getting awards for it because they're being leaders and i think we as a community that's so tight-knit and understanding and trying to better ourselves we could also be leaders in this so please look into the 16-19 project focus on how we could bring the curriculum to venetia unified school district starting with you know elementary and middle schools and we're going to see how much a difference it's going to make in our community thank you for your time hi my name is shawn henderson my address is 159 incline place phoenicia california 94510 i'm calling about discussion item 12.2 i'm a parent of children who attend both venetia high school and venetian

029middle school i want to bring to your attention concerns that i have that the school district has not done enough to address racial inequity in our schools i'm concerned about this because my youngest son is black and i feel that if the school doesn't make some major changes that he just won't get what he needs from the school district in regard to discussion item 12.2 update and discussion on equity and opportunity i would like to thank the district for listening to our community voices as we work together to take actionable steps forward to make our schools more equitable for all of our children as we continue to move forward with an equitable lens i want to strongly advocate for our children to have access to a curriculum that is historically accurate reflective and representative of

030the contributions of all ethnic groups to the culture of the united states for the last superintendent update from dr young dated february 18th the curriculum department is preparing to to begin their curriculum audits which entails quote evaluating existing materials through the lens of equity during this process process i strongly urge the curriculum team to consider adapting the 1619 project curriculum as well as other culturally responsible responsive curriculums into all of our classrooms then also to require each venetia teacher to utilize these curricula to successfully integrate them into their daily teaching additionally i'd like to ask that the district works on as the district works on a quote solidifying additional professional learning opportunities for staff centered on culturally responsive practices diversity and equity end quote that the district continued to urge all of our bsu busd

031teachers and staff members to attend lindsay fuller's upcoming anti-racist workshop training which are now being fully funded by our district 40 slots are currently available for this training in the coming months in addition i'd like to respectfully ask that our district part partner with circles for social change as this incredible team can provide much needed layers of support for all of our students and the usd district and staff members as our children transition back to the classroom lastly i would like to advocate for all students to have equitable access to mental health services this goal can be achieved by staffing each school site with full-time mental health court services composed of counselors school psychologists and teachers who have participated in the robust anti-racist training previously mentioned thank you for your time brittany sapien for public

032comment my comment tonight is regarding the potential start of hybrid learning on march 22nd i would like the board to address this sometime tonight i was surprised to learn that hybrid was not on the agenda this evening given that all the school principals had sent out emails this past week updating families on the potential start of in-person learning and stated that we would be updated by march 8th which is next week i would like to know how and when the start of hybrid is going to be determined thank you hi my name is shelby delaney i live in keegan court indonesia i'm calling in regarding discussion item 12.2 update and discussion on equity and opportunity i would like to thank everyone for having this on the agenda and discussing it i think it's one of

033the most important things you can do for our community right now um i want to emphasize the need for venetia to incorporate a changing curriculum specifically adding the 1619 curriculum for our students throughout all of the usd from k through 12. i think it's extremely important to educate all of our kids about the histories that we have in addition to that i think that we need to have continued education and trainings for teachers and staff ongoing racial bias and uh anti-racist workshops for all of our teachers so that they can adequately incorporate these curriculums and adequately teach their students of color lastly i would like to advocate for some mental health services now more than ever especially with covid and kids that have been inside indoors on screens for all these months it's going to

034be more important than ever that we have adequate research resources for all of our kids regarding mental health psychologists counselors etc thank you for your time and again strongly urges the 1619 project to be incorporated as well as ongoing training for racial and equity training for teachers and staff thank you good evening my name is christa herrera i've been a finisher resident since 2009. i have an adult son who attended both venetia middle school and benicia high school and i currently have two young sons too attend school at robert temple elementary school um i would first like to thank our district for listening to our city voices as we work together to take actionable steps forward to make our schools and more more equitable for all of our children i was encouraged to read the

035last superintendent update from dr young dated february 18 that the curriculum department is preparing to begin their curriculum audits which entails evaluating existing materials through the lens of equity during this process i strongly urge the curriculum team to consider adapting the 1619 project as well as other culturally responsive curriculum into all of our classrooms additionally i ask that as the district works on solidifying additional professional learning opportunities for your staff centered on culturally responsive practices diversity and equity that the district continues to urge all of our busc teachers and staff members to attend lindsay fuller's upcoming anti-racist workshop training which are now being i'm told funded by the district for 40 slots currently available for the training he's training in the coming months our wonderful teacher professional learning community that was founded by two robert

036simple teachers and now has i believe close to 30 um participants we call them our plc group some of those teachers have already experienced some of lindsey solo's training and it would be great for the district to advertise this opportunity widely to all of our school sites so that all of our busu staff are aware of its availability i ask that our board members please keep an eye on the progress of how these trainings are being utilized as always thank you for your time and your commitment and willingness to serve our community in this manner thank you goodbye my name is dejan mckissick 159 krc has drive initia phone number five one zero four one seven six three three two my son is a seventh grader at the nation middle school i am a maintenance

037and facilities director as an independent school in marin county i want to share with you my challenges and the progress that have been made in the last 12 months on the covered uv opened for a summer school last june uh with our primary program and then this was crucial in ironing out any kinks that would make a 2020-2021 school year not apropos we use a standard approach to be opening last august and now have all error k through fifth grade there five days a week and then it's three there's five four days a week and we intend by doing a month having this five days a week we use a static approach to reacting and now throughout this entire process we have not had one covert transmitted coded case on our campus not one waiting

038for me to dr matt willis and the marine county public health officer and what he has told us since last march and what he told me back then still rings true if you are inside you wear a mask and you stay five feet away if you're outside and he promotes students getting outside you can be five or six feet away okay still wear a mask but we were then 12 to 15 student cohorts and it worked for us we're getting a large campus but what we did do is we reorganize our schedule especially at pick up and drop off to ensure that cohorts would not mix with a maximum of 15 students per cohort and it has worked for us i know it's been definitely being in a public school situation but if the if

039the structure is in place then you can do this i am more than willing to speak to your um your facilities directors um to let them know what succeeded and you're in as you're probably well aware you are 15 times more likely to test positive recovered in the community than what you are in a school setting this is not just the usa um based on usa data this is in europe and in new zealand i understand that to make this work you need to have a lot more uh everyone needs to be invested in that and that's why the vaccination roller is crucial to making this happen i know that um in marine county ppe is readily available we've got uh outdoor classrooms we have um [Music] i i don't know if i i don't

040want to compare our marine counties to solana it there are a lot more options available i'm willing to speak to anyone should they need any assistance in this because it is hello my name is amy lerner and i am at 524 cooper indonesia california and i am um calling about discussion item 12.2 which is on dis uh equity and opportunity i first off want to thank the school for making steps towards providing more equitable education for all of our students i personally want to advocate that all of our children have access to curriculum that is historically relevant and it represents the contributions of all the ethnic groups and i highly encourage you to consider adopting the 1619 project curriculum i also want to advocate for having a full-time staff member that addresses mental health health

041services at each school site and teachers of color are at each school site as well more teachers of color i have two children one is that joe henderson and one is at benicia unif um middle school and they in in would benefit from this and i would like to see it happen when they are here in the school district and not in 10 years so i highly encourage you to do this right now this is the time thank you so much hi my name is scott swabota and i represent the 30 or so parents of the venetian unified vaccine task force please accept this message as a public comment for the open session we are a focused group of pragmatic busc parents representing the ultimate stakeholders with the least heard voices the students our initial

042mission was simple to accelerate the inclusion of busc educators into priority vaccination groups so that our fabulous teachers and staff could return to in-person teaching that our students so desperately need our purpose has broadened as we focus our vision toward helping to reopen in-person classrooms on all busc campuses safely and helping to keep them open i would like to recognize dr charles young dr leslie beaton alfredo romero the benicia teachers association our school board of trustees and the committed parents of our task force we look forward to playing an active and helpful role in making progress towards helping to reopen safely it is our expectation that the progress we have seen in our shared goal continues on behalf of the venetian unified vaccine task force we thank you for your support that concludes our public

043comment thank you and we appreciate your comments we really do so thank you for that all right so our next item is um item number 11 which is consent calendar action items all matters listed under the consent calendar are considered by the board to be routine and will be approved by the board in one motion there will be no discussion on these items unless members of the board staff or public request specific items to be pulled and discussed so at this time i'd like to ask for a motion on our consent calendar items i move to approve i'll second that motion you're waiting next you have to roll call betty i think you're i can't hear her yeah we can't hear you daddy [Applause] shot mute no it's not showing her she's on you yeah

044it's not showing she's on mute but i can't hear her at all yeah no volume betty there she is there you are now you're not so this is so you back betty if this is a roll call item dr moss so we're yes we need to why don't i take on that role and i'll just go around uh miss rauchi yes dr moss yes miss grubbs yes president zeta yes trustee masali yes okay looks like we have um approved motion all right thank you okay next is is item 12 which are um items so 12.1 is update and discussion regarding the vaccination process for education employees in solano county dr yang thank you very much i mentioned this in my opening i turn it over to my colleague my esteemed colleague dr gill she says

045dr young don't give me credit um but she has just done an incredible job with this effort that started on monday and she's been working around the clock on this and so just thank you dr phil had been just tremendous so uh give her an opportunity to provide some exciting uh information around the vaccine thank you doctor young good evening trustees um miss jada um hope you're feeling better and our community members before i start the presentation i do want to give a shout out to a really huge team effort one from our employees because they really want the vaccine and second from doctor young and our county superintendent uh miss uh lizette estrella uh henderson uh everybody did it played a key role in making this happen and all of a sudden we made

046made things happen within three days so i'll quickly go over this presentation and and share with you what process we have followed so um as i shared earlier that our staff has been very interested uh in wanting the vaccination which is obviously understandable we also found out that the there is lots of vaccination is available in sono county right now um and all the employees who want to get vaccinated um have been either scheduled um or in the process of scheduling but most of them actually i want to say 99 99.9 or 100 have been scheduled and are uh should be receiving their second dose by april 9th and uh sono county also has opened additional clinics i am also um taking this opportunity to uh share with all the employees who are listening or

047their colleagues who are listening that if anybody hasn't scheduled an appointment and they are nation unified school district employee uh solano county clinics have uh lots of stuff still open for tomorrow saturday and sunday now please uh schedule them i have sent the links to you uh in couple different emails yesterday and also i believe tuesday night too so look out for my email if you haven't or email me i would be happy to help you schedule it literally takes two minutes whatever we can do to support you we are we are there for you so what so just going back couple weeks ago uh uh what we had done uh we had submitted our covert 19 safety plan and to the susana county and the health department we had also surveyed our staff regarding

048their vaccination interest now i'll share the data in a second and we also then communicated our vaccination needs with the sauna county office of education based on all of that information we received uh quotes from uh solano county superintendent on sunday evening actually and uh and uh regarding and also the the clinics information and uh as of right now as i shared earlier all of the strife who is wanting vaccination are covered so the first survey we had done was on february 22nd we have 460 employees in our district 326 took the survey approximately 9 90 wanted the vaccination and then on march 1st early in the morning uh we met we see because we had received uh uh vaccination codes done now these codes are from the governors 10 um of the vaccination that

049governor had said for the educators that's where these where these codes come from came from so uh we got together came up with a plan uh to figure out how to distribute these codes uh to the employees we also took input from our vt and csc uni union leaders and um to to determine exactly which person needed him um we sent another survey on march 1st and and by working together with our union leaders we also figured out the four phases based on the governor's criteria for prioritizing um uh the vaccination first for staff we're currently working with students so in phase one we had employees who are currently working in person with students in some shape or form and then phase two we thought about we'll have elementary teachers elementary paraprofessionals and and uh

050any tech employees and then phase three secondary uh employees and then some of the other sports staff and then phase four would have been um or was the uh admin and district office staff and so on and um uh this again all of this was done within from 8 30 in the morning until we worked until like 10 30 11 o'clock that night to get all of this work done so that day when we sent the survey 334 employees took the survey this was a happy news and surprise good happy surprise for us that uh about more than 150 percent of the employees had already taken once one dose by march 1st on their own by going through other um uh uh ways to get the vaccination and other approximately fifty percent wanted him um

051and then we also asked them the ones who had already taken a doze that by when they will have their second dose out of the 168 employees who had said they had already taken their first dose uh about 93 said we will have their our second dose by march 31st only 7 percent are the ones who would have it by march april 9th so uh that was about 50 of those employees who took the survey then we worked with the rest of the employees and we said who would like the code if if we are able to send the code to help help you schedule your vaccinations um and approximately uh 46 46 said yes we would like the code because i do want to say out of the 53 percent that is showing right

052here 50 percent have already taken it so the only three about three percent of the ones who weren't interested in it um and the rest of the out of the 334 employees i did the math today uh 324 wanted it or already have had it uh 10 10 employees were the ones who were saying i'm not interested in getting this vaccination so um again as i said earlier uh we have 460 employees in our district uh 334 took the survey we also find found out that about 80 employees who didn't take the survey um from informal conversations that they were also had already taken one of their first roses and uh so um so that means uh over 200 employees by march 1st that already had received at least one dose and so on march

0531st we sent codes to uh most of the employees in phase one actually all of the employees in phase one who wanted it and so then uh we also received information from um the solano county that the additional clinics were being uh offered for employees starting today all the way to sunday and uh the first rose that's been first was happening and then the second dose is happening uh at the end of march and early april so by uh april 6th uh all of these employees who are going through the solano county's clinics will have their both of their doses and um so um i i do want to uh here say that this was one of those things where uh uh monday night tuesday and uh even yesterday uh i might had received um

054at least 150 to 200 emails from employees anywhere from saying my code isn't working or actually the codes were working but because of the process they had to use so it was taking longer time so we actually worked with sono county and say can you make this change in your in your uh registration form can you make that change again i do want to take an opportunity publicly thank uh uh our our senator county of office education every time we made a phone call and said can you change the form in this way can you change the form in that way they did and uh uh it was like they were literally working for us that's what it felt like they made us feel very special um so um overall um uh again huge thanks

055to our employees for the enthusiasm for getting the vaccination and our unions um and dr young for his leadership and working with the solar county and that as of today uh every single employee who uh wanted uh who would like to get vaccinated should have already received their first dose or should have been should receive it by on this sunday uh or in the near future uh again i do want to say one more time uh solano county uh clinic all still has openings uh if anybody is interested they haven't registered yet or they change their mind uh please go ahead and sign up if you have any questions need to have any assistance uh i'm here to serve you help you support you in any shape or form even to register you if needed

056um uh please reach out to me questions i have a question um when you went back to the the numbers so we we still had a very fairly large portion of teachers or staff members that didn't answer the the survey right we did but then i found out from uh it was mainly elementary schools actually because i did i was able to go back and say where which schools we haven't received the data so i actually checked with the principals personally and said i haven't received the data back from your teachers or from your staff members are you aware they shared with me uh the reason they are um some of their or most of their employees didn't take the survey because they don't really need district school districts help like that piece anymore they're

057already ahead of the game in the process and um i had another question um there was about a 10 difference of the employees that will choose not to take the vaccine correct out of our entire population it's approximately i want to say out of the 460 employees maybe 30 40 people who may choose not to that's what it seems like okay and are we going to require them to share their documentation before they go on campus uh that's a great question my understanding is as of right now uh we cannot mandate this is hepa laws but there will be something we will check with legal um to see what uh as an employer can we require can we ask the employees to show us or not okay yeah thank you thank you and even even

058law firms are figuring out right now what is possible what is not and so on yeah no it's all new i i get it all right thank you kush or dr gill thank you dr gill that was um i i like seeing the real concrete information so yeah very clear picture so and thank you for your efforts and making sure that that happened and that you know staff had access so thank you it was actually it was fun i had like one called like 11 o'clock at night it it felt good like people were so excited that we were talking and saying gosh this is not working that's not working we're sitting together and trying to figure out like in the middle of the night i don't know i really loved it i'll say that

059and and you know what another good thing is there are a lot of employees i got a chance to talk to within last three days that i hadn't talked to for several months anywhere from food service to cdu to our teacher assistants supervision department staff teachers everybody so so i i found it exciting it is good to be at this point because i know i got my vaccination today and i almost cried because i was so happy that we're at least moving in a you know in a direction so that we can be safer so thank you yeah no we even got a phone call from the county superintendent because dr yang was really pushing on on everything and saying do you guys need anything else like at like eight o'clock at night i'm just

060thinking do you have any other other employees do you want me to offer more vaccination clinics we said no we're good um and they even like offered all sorts of different kind of things so we felt very special yeah it's fantastic news i mean such a difference for where we were a month ago or even two weeks ago there we were like so yeah dr young you guys thank you so much for pushing on that because for so long they were withholding you know everything all the vaccines and now because you guys pushed it's getting out there and people are getting vaccinated we really appreciate it thank you yeah thanks again because she did an amazing job that's quite a turnaround in a matter of what 72 hours wow what a difference that made yeah

061so thank you thank you i want to thank dr yang for giving me the opportunity and run with it you because i think it felt like you know forward motion right right so one you know one thing i'd point out too you know whatever influences surge in uh vaccine supply i know that you know carolyn fields is the bta union president the union leads in all of the school districts in solano county wrote a letter i think to the county soup and uh and the director of the health department and you know maybe that helped as well so great whatever whatever it all took and we were in a good place we could see the finish line now i mean this has been such a long process and we're almost to the point of having

062people be safe and be able to go back safely so it's very nice correct all right so our next item is 12.2 which is update and discussion and equity and opportunity dr beatson oh before uh dr beetson before you start i just i know this is all feels like we're all thanking each other but you know why not in the spirit of the kindness week might we do that as much as possible but i want to thank dr beatzen and her team for all the great work on this and you know i keep thinking about the equity work just quickly uh equity and opportunity for our system of having a leavening effect uh and that it helps to build our community in ways that's you know inclusive and i keep thinking hopeful and i really

063think we should also think about this work as being inspiring that it to be inspired that we were able to you know meet the needs of all of our kids and figure out where those those gaps and those barriers are so uh with that uh dr beets we look forward to hearing from you again good evening excellent thank you it's my honor and privilege to be here to share some of the great work that our team has has been working on in this area and i also want to thank dr gill because she did amaze an amazing lift and it's amazing how quickly things shifted over just the last few days so thank you for all of that okay um so dr young i think you actually just said this slide this is a quote

064by our very own dr young um just really thinking about equity and the reason why why are we embarking on this um it's a moral imperative for us and that it is an opportunity to promote and to look at our system um from the big stuff to the small stuff and help us build community with everyone inclusive hopeful and inspiring so you stole my thunder there i had hidden your quote right in this um presentation so tonight um i'm hoping to do uh four things with you one is share about parent meetings that we've had over the past two weeks since we last met talk with you about some new professional learning opportunities we actually heard about some of them from some of our public comment this evening but i want to give you a

065little bit more information on that talk with you about the amazing work that miss rice and mrs golson are tosa have been working on in the area of curriculum and then talk to you about some next steps for the system and moving the system work ahead so since we met last um we have uh had parent meetings a district meeting so our african-american parent group met we met with miss corona and our special education parent group and then miss rice led our district english language advisory committee as well so between those three groups we've met with over 100 parents over the last two weeks and um and then our principals have had several site-based meetings as well so they're ptos ptg's uh ptsa and site council meetings have met and during those meetings we have

066lots of conversation about um the work of the district in this area of equity what the needs are and we did it through lcap stakeholder engagement because as you know part of the lcap process is um soliciting feedback from all parents and all parents have had the opportunity to provide input through a survey but then we also went out to specific student groups or parent groups of students to solicit even more information and so what we did was we presented some data we presented the process and then all the parents went into breakout rooms where they could have in-depth conversation in several areas one is how is our district doing as a whole um in our our in living into if you will our vision our characteristics and our beliefs uh statements and what areas

067do we need to improve in um we they talked about equity and barriers in our system they talked about the future and hope of what we want education in phoenicia to be as we come out the other side of the pandemic because we know that that is getting closer and closer and really exciting and so it's an opportunity for us um to uh make some some changes in the education system as dr young always likes to say it's been unfrozen now for the first time in hundreds of years and so before we freeze up again what are some things that we want to take this opportunity to to do um and then the other uh part of the conversation that that these parent groups have had is really about how do we support our students

068academically so socially and emotionally uh as we move forward and what are the best ways to do that so we have lots and lots and lots of data and so miss ferrucci get ready because on tuesday we have our el capitans meeting and we will be slicing and dicing and looking at all of that data to figure out where it fits in our lcap process and so that's that's what we'll be doing and so the next hopefully uh in the very near future we'll be able to bring that data back to you but we just closed i'm actually getting some last feedback from some sites and some students um by tomorrow so we'll have all of the data to to be looking at in professional learning you did hear uh from some of our speakers

069tonight that we have some learning communities going on and i want to give a big shout out to andrew barrett and ali cornwell they are teachers at robert simple elementary school and they started this movement several months ago they they had a former colleague that they knew lindsay fuller who they brought in to run some professional learning communities on um race and anti-anti-racism after school hours and they do have between 20 and 30 teachers attending those sessions we have since met with um lindsay as a district and uh have hired her to do some spring sessions with other staff who are interested so we heard about that this evening i also want to um acknowledge ariane whiting aaron bieber michelle benke chapman and lindsey doms who are also instrumental in helping get this work going

070they have a representative teacher from each elementary school that's helping to lead the work alongside their their principles and so those learning communities are happening the other ones that are happening right now and i do believe some of the school board members are participating as well in some sessions um on trauma-informed care and restorative practices and so those are happening where teachers are volunteering their time to continue their own learning journey in those areas to support students when they come back the other piece that you see here is facilitated sessions and so miss rice has set up two facilitated sessions one has already occurred the second one will be happening um next week i believe with epic for education um they are the organization that is led by uh dr nancy dome and our staff

071have and and you all as well have access to seven learning modules everything from microaggressions to implicit bias all sorts of of topics around equity diversity and inclusion um and now they're coming and holding facilitated uh dialogue conversations where teachers or anyone who attends can practice their compassionate dialogue um protocol which is called the rir and it stands for recognize interrupt and repair and it's a way to engage in conversation um in a way that is respectful but also helps to move that conversation forward around those topics and so those are happening currently and then um we also um are working to set up a board study session uh with a facilitator to do some more of this work on equity and looking at systems and how does uh our system continue to locate not

072locate but to um define barriers and remove barriers for students and and really come to um a common understanding of what equity means in venetian unified school district and we're going to be doing that with our administrators and our board as well and i do believe that we have several administrators attending that csva session as well so that's exciting miss rice has really taken the lead here in work on curriculum and um one of the things that we are working on is looking to do an equity audit so between the time we met last we have had a district curriculum council meeting and she brought several tools that we could potentially use to do that work that is where you look at not only new curriculum that you're adopting so that's one thing is beefing

073up that process we already had a pretty robust process for evaluating potential new curriculum but then also a new tool to look at our existing curriculum and to find where we have gaps um and in making sure that we have multiple perspectives in all of our our curriculum that we are using and so we are looking at a variety of tools that we can use and our district curriculum council looked at them and we will continue to put one together we'll probably pull from several different components there she's also done and led our middle school and high school in a deep dive around the 1619 curriculum attended some webinars pulled apart the resources um so the 1619 is a collection of secondary articles it's not a full curriculum in and of itself um and actually

074the 1619 project is working to put lessons together to accompany those articles they're not it's not fully built out at this time um and she's also reaching out to uh uc davis and uc berkeley history projects and they're sharing additional resources both for uh curriculum audits that we can use and materials that are robust and show multiple perspectives so we're trying to look at what is out there what fits our need what do we already have where are some gaps um and so that has been uh really really helpful in moving this work forward and then as a system and one of the things i want to acknowledge we all feel a tremendous urgency because this is the um thoroughfare if you will to all the work that we do here in the district and

075we want to do it really well and we want it to last well beyond this year and next year but this have it become the way we do things and so we're looking at everything from high level district work to all different parts of our system and some parts move much quicker than others because we want to make sure that we bring different voices to the table so one of the things that we're working on is putting together a district equity advisory team that can help us look at different parts of our system and then um work with say a district curriculum council to look at how do we put together the right professional development how do we put together the right curriculum audit tools and so that they could work with different groups and

076and sort of have representation from everyone so that then it's sort of an accordion uh process the other thing that we're doing and i have a meeting um on tuesday morning with several different um professional learning potential partners and facilitators because we have so uh we want to do work in so many areas at one time where we're looking to partner with several uh different facilitators to help us do that work some with our admin uh some professional developers to help work with our teachers um and uh then to help us look at our system as a whole and identify those areas in which we need to do some work and so we're going to bring the the some of the potential uh folks together tuesday morning to to sort of do a meet and

077greet if you will and make sure that all the work that we're doing even when we use multiple partners is aligned and helping us move efficiently in the same direction i talked a little bit about the work that the lcap is doing pulling together all of that feedback one of the things that uh will come out of that is is a map of our equity work and actions and um and how that will play out over the next three years because as we said we want this to be sustaining systemic work and then we're really thinking about professional learning and how is it offered in our district we have as you know two professional learning days as a district where all teachers um participate in different professional learning opportunities but we're also trying to think

078about how else that could look so that it sustains over time one of the the pieces of feedback that we've gotten from the plc group that's working is they really like how they can go deep on a particular topic with a cohort of trusted colleagues for a couple hours at a time each month and so it really helps them deepen their learning and make the work more ongoing right now our structure is that we have two full days and so we're we're talking with district curriculum council and others to really think about well how else could it look what other creative ways can we find to offer professional learning to everyone so we have some that everyone's going to do and then uh professional learning that will continue to be offered as um as as

079optional for folks and when we have all of that done we will have uh at least a three-year professional learning plan as well that underscores and holds up all the work of the lcap um to help us know what direction that we're heading in and this is the second time tonight that we're seeing this quote we've probably all seen it over the last month or so that this is hard work and sometimes we're having uh conversations where we're all in agreement and it's wonderful and sometimes we're having to have some of those challenging conversations but we do know that it is the right work and that we will be brave enough to continue to do this work on behalf of all of the students here in benisha unified and then i always want to leave

080you and members of our public with uh resources if folks are interested so some of these have been on this slide before i did add a new one down here at the bottom it's about a 30 minute video it's really wonderful um as as you may know i used to be an educator in vermont for many many years and so i still always scour uh some of the work that's happening out there on the east coast and this is from their education association and it's called an i am from here video and it's put on by students and i found it really powerful so i encourage you if you have a few extra minutes to give it um give it a view and with that um that is the end of my presentation what questions

081or or comments or feedback or direction uh do you have for me wait a minute uh um i do have a question sure i just want to say thank you for the for the update i wanted i'm curious to know with um with the modules is this and i and i can't remember because you probably did tell us this at another board meeting um but is this these modules from epic or um epoch education are they is it open to all of the all of the district like every employee we we have signed up every employee um classified staff i think all of you have gotten uh invites to it if you need help let me know we can re-get you we get you that's not even a word we can get we can resend

082you the um the link but yes every uh employee in the district has access all year to these modules and do you know so far like what percentage of employees have actually um are engaging in it do you know um you know i don't miss rice did know um about which modules were the most popular i don't know if we got numbers so all employees all certificated employees had to do at least three because they were about that they're about an hour a piece um and that was part of our professional learning plan i don't have the number for you i can probably get it for classified and see how many of those miss rice do you have probably not at your fingertips that information no not on my fingertips but it it's a very

083high percentage um and um i would say the majority have done more than three um of the modules as well it's been ongoing um it comes to my email so it's kind of constantly going on but i can get that for you if you'd like and then for the professional learning communities i know one of the sites have been actively engaging in this work for a while as you shared um do they have a chance to collaborate with the other um staff like across the district so yes i'm sorry no i just want to know if they have a chance to collaborate and share and you know just learn from each other that way they do and actually um it's not only uh robert simple um staff that are attending those there are staff from

084every primarily elementary in the start but we do have uh some secondary um teachers joining and i haven't looked at the registration for the last one that we just put out to see who's who's on for that yet we just sent that out did anybody else have any questions any other trustees any questions you know i think i just wanted to say thank you i really appreciate all of the energy that's going in um you're you've come up with a really robust plan and and i and i know it takes a lot of work and i just want to say thank you thank you thank you it's a team effort for sure all right thank you all right so our next item is um item 13 which is non-consent action items um 13.1 consideration approval

085of resolution number 20-21-13 release of temporary certificated employees and dr gail thank you dr moss uh again good evening um governing board dr young and our community members this is an annual item we bring forward as is written in the rational because we have some teachers who are either on leave or they are working part-time so to speak is called willie brown uh stress reduced workload uh so if a teacher is on stress reduced workload that means they may be working sixty percent fifty percent something like that during a specific school year we still owe them their full-time regular position anytime they want to come back full-time so that's why we always have to hire temporary teachers every year to fill fill back those positions and by law we are required to release these positions

086and re-hire uh again for next school year so um i'm just requesting to the board to approve this so that we can go through our annual process of releasing and then based on the need next year depending on which teachers request leave or or part time stress reduce workload anything like that then we will identify that need and enterprise and uh hire those people again so at this time i'd like to call for a motion on approval for this resolution i move that we approve the resolution to release temporary employees second thought and i'll try do you hear me yes trustee ferrucci yes trusty grubs you're muted oh you're muted yes thank you trusty miseli yes trusty moss yes and president zeta yes thank you thank you all right so our next item is um

08713.2 consideration and approval of of the 2021 second interim financial report for the venetian unified school district yes good good evening everyone i have our second interim financial report to present to you tonight and ask for your action to approve it i'm going to go ahead and share my screen and take you through a series of slides and hopefully uh you have the presentation up on the screen now um so again it's our second interim financial report here we are in march we do this every year uh and then we're gonna come back um at the end of the year just before we close the books on june 30th and provide you an update then along with any um update from the governor and his state budget uh so what we look for i'm gonna

088go ahead and click through a series of slides is uh we always look at the budget year and the following two year years out given the coveted pandemic and [Music] the re recent fluctuation fluctuations in the state uh budget we extended that out a couple years um obviously information gets updated um every year so that uh information in the outer years are our best uh estimates at this point in time um so every year when we present our interim financial reports we remind ourselves what are the big fiscal factors in our school budget and pretty much in all school budgets throughout california and we start with those known salary costs um since our our budget is made up between 85 and 90 of salary related um costs and uh we have our salary schedule so

089we have movement on our salary schedules which is around 400 000 a year and um up until recently uh in the current year the state did give us a break on our retirement rates but in the outer years uh they're scheduled to go up in fact in 2223 if the state doesn't make a change we're gonna take uh it's kind of a catch up uh for the retirement uh rate break that they gave us in the current year catch up in a couple years out there so we'll track that pretty closely um we look at everything else uh other revenues and expenditures well we got less special ed funds this year um don't anticipate that in the outer years but we'll be putting our special ed budget together with the solano county group um here

090over the next month or two uh and then um this year uh our school district here in venetia received about 2.2 million dollars from a variety of sources for covid relief um and so we're utilizing those um uh in regards to uh preparing uh operating our schools now in hybrid and then starting to prepare for some sort of hybrid in person so we are aware that um the federal government and the state of california will give us a next round of coveted relief funds right now for next year the federal government is providing just under 500 000 to our school district so we're going to be putting a plan together and bring that back to you in addition to that um federal coveted package uh the state of california is also proposing some covet release

091funds and and we can bring that back to you um there is some progress uh in the state legislature today i believe that now goes to the governor for his final okay so we'll bring that back to you here very shortly in a week uh probably or two to show you what that might be for the upcoming year i'm gonna scroll down a little bit uh we um have this next section on what's called lcff which is the local control funding formula and that is the main way the state of california funds our school districts based on a per student allocation and what all these numbers represent uh there you see a bunch of negatives kind of floating across the screen here is due to our declining and still student enrollment and so you can

092see uh you know finish the school district we're losing you know anywhere from 100 plus each year to about 45 or 40. and um what the state of california is doing at the moment is they're giving us a hold harmless in the 2122 school year so um even though um we are declining enrollment they're they're not going to take away our funding that year um however again in this outer year 2223 uh they're making up for it and um they're they're saying okay we'll give you a break in 2122 but in we're gonna fund you on the actual kids in your schools so enrollment isn't a constant we constantly monitor that we keep in touch with our principals and office folks to see how enrollment's doing and as of right now in the current information

093uh binisha unified is is continuing to to um see a decline in our overall enrollment our our the number of students we have at each grade level is about 300 and so we have about 300 kindergarteners and 300 first graders and we used to have more kids per grade level at the secondary level but that's really um coming back down to that 300 level as well um with the less students we do look at our staffing formulas and we're able to adjust staffing um downward accordingly so this is for less students we take advantage of that uh in our staffing allocations um then the state of california also looks at a cost of living adjustment that they apply to the funding formula and so um this year it was um um flat funding um next

094year what the governor did in uh his uh proposal his budget proposal that he came out with in uh january uh is he proposed a cost of living adjustment of 3.84 so almost four percent uh for the upcoming fiscal year that starts july 1. so everything that we've seen so far we haven't seen any signs of fiscal distress at the state of california the legislature looks at that they continue the department of finance continues to monitor those numbers and in may of this year the governor comes out with a may revise budget which includes an updated cost of living adjustment which will either confirm the 3.84 for next year or we'll modify it according to that current information so that's a big number that we're going to keep our eyes on uh in the outer

095years the projections aren't quite that much they're in the one to two percent range um based on all of that information you can see our lcff funding to our school district it was um lower this year there is a bump next year because they're they're holding this harmless on that declining enrollment and there's a proposal of a big cola cost of living adjustment but you can see in that outer year when our retirement rates go up and we get less funding due to our declining enrollment and there's only a 1.28 percent cola that um there is a actual a reduction in our funding um given all of this you'll see in just a couple slides here uh even though we have this fluctuating funding levels um at this point our school district is uh projecting

096we will not have to entertain budget cuts based on on these assumptions i've just taken you through so just a couple more slides here um we put our retirement calculations on its own page we have our stirs retirement program and our for our teachers and certificated employees and our purge retirement program so we're just tracking our retirement rates you can see that they've increased significantly over the years and our additional amounts paid into the systems are quite a bit there's a little glimmer of hope in the outer years if the rates stick we're still playing paying a considerable amount but it's not going up so you can see at least it stabilizes out there in 23.24 if i just scroll down a little bit um the pers retirement system um it's still increasing in those

097outer years but not quite as much as it is as it is in the next couple of years so click on our next tab here um we have our revenues that are in our current budget for this current 2021 year just under 51 million dollars again this big uh three quarters of the pie is the state lcff funding based on our per student funds uh plus some other state programs and federal programs we uh click on our expenditures uh so you'll if you compare the two you'll see that we're actually spending more at 53 and a half million dollars and that's due to some of our carryover funds that we've received in prior years but did not spend and uh those carry over into the current year when when we're able to spend them so

098we're required to report our expenditures in the year that they're spent um so we have our expenditures at the end of the fiscal year we're left with um our fund balance which is our ending balance which is at 8.6 million dollars it includes the state uh required three percent reserve our school board has its local school board policy reserve which uh when added with the three percent it's the equivalent of one month payroll uh and then we have some uh one-time carryover monies um that are at one time in nature and uh can be carried over into the future for one-time purposes and then there's a small uh 425 000 for restricted programs that we don't anticipate spending this year um as we uh look again in the the current fiscal year 2021 and a

099few years out we plot the numbers up here you can see um our operating deficit um it goes from two and a half million to a positive nine hundred thousand and then given the current assumptions uh it it it does continue to operate at about a million dollar loss again as the years go out um we continually update the assumptions based on based on the current information so those numbers will change each year as the new information comes in and we use that down here in this bottom section where we look at projected fund balances in the current year and the years out so you can see we do maintain um our fund balance it does decrease based on those operating deficits but our um required reserves are maintained throughout throughout these budget years um

100we keep these slides in here um forgive me if the print's a little bit small but it is in the package it's just our reminders of maintaining that reserve it's our critical responsibility to keep a sound budget if we get into fiscal distress the county and the state gets involved and starts to take over the financial operations of the school district um and many more reasons um to maintain a healthy reserve it helps protect against changes in state tax revenues and it also assists us when um the state issues ious which is which it is doing right now um next year the governor's proposing only one month of a state iou but to the to the extent uh the state owes you money and doesn't pay you um it the reserve can be drawn upon

101to meet your cash obligations uh excuse forgive my light is blinking a little bit here um okay and this is just another way to look at our reserves to show you uh that we are maintaining our reserves and uh we also have a history all the way back to oh 809 of our annual operations um you can see the graft the goal just to be break even but in some years uh some of the funds carry over uh so depending on depending on that you you might have some negative amounts uh showing up in the um up in that graph i'm going to just um i going to click over and wrapping up the second in them financial report um we'll go through just a couple more slides here i think it's important to remind

102everyone that the state of california does fund its schools on the local control funding formula right now that's about nine thousand one hundred and fifty eight dollars per student um that does use the zero cola that was provided this year um it also includes a 20 bump called the supplemental grant for those students who are enrolled in the freeman edge lunch program english learners are for our homeless slash foster youth and right now that's about of our student population are part of one of those three groups listed above our next steps um are to continue to monitor those multi-year projections not only the current year but a few years out and then also keep in close contact with our cash balances especially when the state is issuing state ious we do not want to do

103that same thing here locally and issue ious for our obligations so we need to monitor and manage our cash accordingly final slide is uh we're asking you to um approve our second interim report uh once that happens we file that with our solano county office of the ed and the california department of ed we come back to you in a couple months in may after the governor revises his budget proposal with the may revise budget which again is for the 21 22 school year and we'll report back to you what uh that uh may revise proposal has on our uh school school budget here and that does wrap up the presentation tonight so thank you very much and if you have any questions i'd be happy to answer them do you have a question i

104do i just got bumped out must be my computer maybe it's getting tired actually the question i have tim is i was reading today um uh that reopening plan that the governor is going to supposedly sign tomorrow so one of the things about the money that he's allotting and i don't remember if it's the two billion dollar pocket or the other additional funds but that's supposedly from what i understood we're not going to get paid for one of the re one of the ious this school year because the money that's how they're getting the money for that packet and i want to say it was the may i owe you um how does that affect our bottom line i guess is what i'm asking because if we're not going to get we're not going to

105get our iou and then we're gonna get this special designated money that can only be used for something that puts our budget in a different light yeah great point so um my understanding uh if the governor signs what the legislature looked at today in regards to the next round of state coded funds um that that was part of his january proposal and um we have already accounted for the current year ious in our cash flow and um if if needed um our our school district can uh take a temporary loan from solano county to get us through this year as we've already planned um for next year's budget his the governor's proposal with these covid funds it only included one month of iou and that was june 2022 which would be paid in july 2022

106so the state iou proposal on the table right now was much different and much less compared to what we've already accounted for in the current cash deferral cool so if he signs tomorrow um the the cash deferral part it would not it really wouldn't impact our district um because we would account for that um following your cash deferral um with the county um at that point in you know springtime of 2022. right but if we borrow from the county we have to pay them back right yes yes so we will um pay them back so the state has given us um their iou payback schedule and so according to that payback schedule which happens through the winter of 2021 as soon as we would get that um we could um we would be able to

107pay back the county on that schedule or sooner okay all right thank you yeah i just wanted clarity on that because i thought well you're really not giving us extra money you're really making it almost like a categorical so that it only gets used in one area but we're still we're going to end up losing in some way all right thank you for explaining that you bet any other questions or comments from both members okay well at this time i would like to um i need to um we need a recommendation to approve the 2021 second interim financial report for the usd i move that we approve the 2020 2021 second interim report i'll approve i'll second that trustee perucci yes trustee grubbs yes trustee maseli yes trustee moss yes president zeta yes thank you

108guess what that's the end well can we before we go we had discussed uh the need with all the information we've been given i know there were some mou signed with the district about having a special board meeting next week possibly wednesday what is the appropriate procedure to put that on the docket uh we'll we'll uh we'll take care of that and we'll prepare that uh agenda based on that recommendation for wednesday thank you well thank you dr moss all right so if there isn't anything else i believe that we're at the end of our meeting do i need do i need a recommendation to return or can we adjourn all right i'm gonna go bang that gavel all right have a good night guys good night everybody thank you you
