001[Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] yeah [Music] [Applause] [Music] [Applause] is this microphone on No if you can hear me clap once you can hear me clap twice you can hear me clap three times great we want to just give a little bit of information about how this meetings going to go because we're a big crowd and they'll probably help everybody with their plans for the evening so if you have a purple sheet on your chair and not everybody over here does but lots of people do you can share you can share with your neighbor the purple sheet totally explains I can't find my purple sheet but you all have purple sheets and it explains kind of the order that things are gonna go in and it's really good to read that I

002want our members and everybody here actually to know that tonight we have several kinds of people speaking so we have teacher speaking we have classified staff speaking we have parents speaking we also have our PTA Council is going to speak we also have our citizens Oversight Committee of B SEP and then we have I think those are the main groups oh and then here's the important thing tonight we're asking you to stay and listen to what our board has to say so we don't normally do that but tonight we want you to stick tight we're going to finish our public comment we're going to see what our board has to say if you need to leave at that point we want you to slip out quietly in the back so that the people who can

005by agenda item the board president will rotate through the agenda items in order to hear from at least one person on each of the items he or she will usually call our students first and we'll prioritize those green cards that were submitted by 7:15 please note once again that if there are a lot of cards you may not have a chance to speak during the first opportunity again we encourage you to stay if your name is called and you wish to seat your time to another speaker you may do so by standing up stating your name and indicating to who you'd like to seat your time please note that you can only seat your time to a speaker who is addressing the same topic you have written down on your card by seating your time

006you give up your opportunity to speak on that topic and no one can later seat their time to you we do not allow speakers to combine speaking time from multiple people by the way the president will also determine whether to set tonight's speaking time at 2 or 3 minutes per speaker and on an individual basis the board president also has a discretion to allow extra time for those who need translation or have other speech needs while you are speaking please note that the light at the lectern will turn yellow when there is one minute left when your time has elapsed the light at the lectern will turn red and you will hear a beeping if you are still speaking when your time is up you are allowed to finish your sentence but please do not

007speak beyond that time we understand that there are really important issues that many people feel very passionate out but in order to be fair to all and to hear from as many as possible we ask that you please adhere to these guidelines thank you I'm sorry we're having a little bit of difficulties uploading something and as soon as I do that we'll we'll spool begin a few minutes two minutes [Applause] hello when is not just good evening before I call the open session of today's meeting to order I would like to ask everyone to pull out your phone and device and put it on silent please if our public would like to follow along on online you can do so on your phone or you can borrow a computer from Miss Titus I'd like to

010with us on tonight's agenda is a difficult the critical tasks we have to do we will be finalizing two million in budget cuts for the next year we also have tonight a huge number of teachers classified staff in the audience and parents who are here and children to advocate for the for the importance of adequately compensating our workforce and we want to welcome you and thank you in advance for being here we look forward to hearing your public comments I want to say a few words about the budget cuts items on the agenda tonight and I hope that some of you some or all of you can stay for the important discussion I have seen the school board in my 11 years and I'll make severe cuts to our school district we have had to

011do this in oh seven oh eight and then to 2013-14 we had some relief at the local control funding formula the lcff this funding brought Berkeley back only to the funding it had in 2007 Oh eight before the recession the funding never matched the high cost of living increased cost to healthcare cost benefits lack of affordable housing and increased contribution to pension cost by districts and our employees our state funding for education it's just simply not enough and has left our district unable to compensate our workforce of teachers and classify as they deserve so the call and screams for fair info funding to education is a cry for help for justice and solutions in 2017-18 we realized that projecting costs out for two years that if cuts were not made in 1718 and in 1819

012to a total almost of 2.8 million our district would not be fiscally healthy and may have unqualified audit as board members it is our fiscal responsibility to look and think beyond our current school year it is also important critical to compensate our teachers and workforce so that they can sustain their careers in Berkeley and continue to teach in Berkeley Unified our employees should not have to worry about living paycheck-to-paycheck making hard decisions about leaving the district because they can't afford to live in Berkeley or keep up with the cost and time of commuting and time away from their family because of a long commute or even to hold down a second or third job to support themselves in their family each board member I assure you is committed to individually and collectively advocating for increased

013funding at the state level to our school districts and to education in California we have been meeting with our we have been meeting with and have met with our legislators in fact I was part of a County School Board delegation to Sacramento just yesterday as a school board we have written letters passed a resolution urging the state to fully fund education and we have joined forces with other elected school board members and superintendents and our union partners to say budget cuts and compensation for our workforce is not only a crisis in Oakland and Los Angeles it is here at our Berkeley doorstep and at each school district in California we have provided some information and hard copy tonight both and some of the actions we have taken as well as resources for members of the

014community to take action as well at the state level I hope that we can all work together and take action together write letters car legislators visit legislators office and support email actions it is not lost on each and every board member past and present that we must individually and collectively take action to see a positive change in fair and full funding for education we do these actions for the students of today and tomorrow cease it boy they [Applause] we will now prove the gender are there any changes to the agenda vice-president Leyva Cutler yes I'd like to suggest we move item 18 and 19 to consent those are the policies on homeless students and English language learners unfortunately we can't because we're approving those policies on first reading and under our policy on policies we

015we need to do that you know take in take action but it can be quicker to to accept I'll move the agenda second Director Brown all in favor all right so we welcome you all and second also to work in the community who's listening online I'm sure and now today the thousands of people who are listening to our Berkeley Board thank you tonight we have a brief overview of tonight's meetings transportation is a discussion item that the board will review reminder to a public that I recuse myself from this discussion as I'm one of the programs where I work this item has staff proposes options that the board will review and discuss regarding charging programs after-school programs for their transportation also tonight we'll discuss about the remaining balances of items originally passed proposed on February

0166 and take action on recommending reductions in the amount of 2 million we have 5 other action items on tonight we will hear from Pauline Collins be our assistant superintendent fiscal services regarding our second interim report that covers the period up through January 31st will hold the public hearing for for the Berkeley Federation of Teachers to sunshine proposals and note to the public that issues being negotiated between the district and vft as we begin our negotiations will also discuss staff funding priorities and recommendations for 19:20 of the school year and should funny become available hopefully staff we're looking to create improve efficiencies less paper more time and redress to the needs of the sites the schools in the district we have an approval also as mentioned earlier - - policies on homeless and our English

017language learners so next we have a snapshot on Oxford school well good evening everybody we would like to welcome our principal Beth Rhine and a delegation of our teachers from Oxford here tonight with the with so many of the tensions and challenges that we're all navigating through in public education we think it's a great opportunity to share what's happening in our schools and I want to give credit to our colleague on our friend Judy Appel who wanted to bring these snapshots to the board meeting so we continue to wish Judy and Alison well and tonight welcome Beth and her staff to reset us all on why we're all here and students forgive me I didn't know if their students or family universe' welcome okay now I'd have to use my playground boys all right so

018what we're gonna share with you today is a movie a video about our school it sort of sums up perfectly about Oxford about what's going on and and show highlights our teachers our staff and all the great things happening the wonderful thing about the video is I didn't have to make it that was good because I don't know how to do it but what I two of our amazing after school staff Lindsey Guinan who is a be USD graduate she went through all the elementary schools middle schools in high school as well as Camille class and put this movie together about our school to celebrate parts of Oxford it's ten minutes so we think and everything oh yeah come on miss Frye get up here come on Amy do miss Laval you're up there two

019other Oxford Anthony mr. Kenneth come on Anthony you should come up here to you were with us today here's our staff all these people a Doc's are to make it what it is so we're gonna watch a movie so you can sit back relax I hope this works [Music] this is the story of my life technology issues every time different connector [Music] [Applause] [Music] [Applause] okay here we go now we're gonna watch a stranger to the DA hideaway they say cuz we don't want your broken part shamed you as you are but [Music] my god you are I'm glad I wish you luck [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] hey but Oxford so when I have to describe Oxford I just drive it as little school we have a very tight little community it's

020kooky but it's ours I start with like a family and you know people get along and then it's you know we have confidence so it's a while but normal kids are fabulous I love them even the ones that I feel like I'm probably the hardest on come back and you know say these sweetest things to me so it's a great little school [Music] [Applause] [Music] my favorite teacher was Miss Ennis because she made me understand most of my work because she takes me to miss Kelly's class my friends I live on my friend cuz they just but I'm sad they just woke me up and they make me rise up my experience at Oxford is really fun because everybody knows each other so it's like a big family and my favorite teacher is Miss Foster

021because she played a lot of games with us because she was very fun and she's funny as well I didn't like math but she made it very fun and she made it easier for me to understand it so I actually wake up wanting to go to school because it's a fun place to learn my favorite thing and after this after school my teachers versus girls miss Lewis then his foster name is in it's been Lindsay big a meal awkward is to make friends things I like most about Oxford is all the teachers will put you up and help you through hard times one of my favorite teachers is Jared because he did just PE and he's really funny and he gets a special liking to a lot of a students and all the after school

022teachers know about you and they know how to help you miss Oxford because of all the wonderful staff members they've taught they've all taught me how to be a better student throughout the years I've had like all teachers that I really really liked that challenged me and had me do fun projects prepared me for middle school well I think Oxford is like like my friends really support me and I have a really nice class and my favorite teacher is Miss Ennis he's like super nice to me and my friends yeah she's super patient and mr. Koya well mr. Coyle like like like if I told her something what's kind of secretive she can really keep it and she's like like one of my best friends I'm gonna miss officer because I'm really gonna miss off

023the teachers that have helped change math and I'm gonna really miss working with Masana I'm not I like to help out with Miss Vienna and she she's like she's like a role model to me and my friends are like really supportive for me it's appreciate Missy Anna and my and my teacher and everybody at the school for helping me out something about Oxford is the teachers especially miss Ryan since she's the one who like gives us extra chances and also what I also like about Oxford is that we're not like they give us chances like a time to like start fresh to learn and also for mistakes I'll what what's my favorite thing about Oxford after school because they give magic class after school everything in Oxford is like important for me it's it has

024great teachers and staff members I think my favorite teacher would be Miss Martin because that she also taught us a lot I think I described Oxford as very inspirational because I don't know I guess that it teaches a lot of stuff in middle school and I think it's kind of I won't forget my experiences here [Applause] no thank you Oxford I get an applause for thank Oxford please can we have an applause that's a special treat and you can come at every school board meeting and we'll be featuring another school so now we're gonna continue with our agenda is public comment director Alfred has organized a speaking request by Jena item and the speaker supports or opposes or wish to modify will rotate through the agenda items so that we can hear from at least

025hopefully more than one person on each agenda item from each position if your name is called you may cede your time to another speaker to do so please rise when it is your turn to speak state your name and indicate to whom your seating your time to by seating you're tying you forgo your opportunity to speak at tonight's board meeting on that issue and no one can later cede their time to you to speak on that issue in addition it generally the board's practice to hear from our students on particular issues speakers are limited tonight to two minutes no person may speak for longer than the two minutes okay the so we're ready so we have Mars Macy Goodson and Joe Barca and please come over to the right when your name is called and

026so you'll be ready [Applause] she can also come over to the table yeah there you why I think teachers are important are because without teachers students can't learn and if students can't learn there's not as much opportunities for big things to happen that changed the world to make things better and Joe Baca joke Baca followed by Joey fern good evening my name is Joseph Baca I'm a senior best driver for Berkeley Unified School District and transportation I am number two on the seniority list I was hired in October of 96 I'm I'd like to address the reductions in Transportation we're at a skeleton staff now we can't afford any more reductions in transportation back in 96 when I was hired we were short then were short now we just can't afford any more cuts and

027transportation cuts can be made elsewhere about ten years ago I met with Christian venture she was the assistant no she was athletic director at Berkeley high at the time we got in a discussion about transportation and she was telling me that she was willing to pay a full-time bus driver that would be designated straight to birthday athletics for some reason that never materialized because we're so shorter drivers and transportation that it just never materialized we're we couldn't do it if Berkeley athletics could pay for a bus driver a full-time best driver instead of paying these outside contractors the outside contractors money's allocated like crazy to outside contractors if we had if we had that money in transportation we'd be a lot better off along with the teachers it's getting harder to survive here in Berkeley

028when I retired in 96 we were the top 10 highest paid bus drivers in the state now we're not even in the top hundred my my colleagues are telling me that we need two items in transportation either high morale or high wages we don't want both it'd be nice to have both but we just settle for one of the two we're not getting it so in return we've been losing bus drivers hi back in 96 we had I believe three superintendents one full-time super one superintendent and two assistants one in charge you classified the other in charge of certificated and we had more schools hillside school was still open the children's school was still open and yet Grisi peak was just closing so the fat needs to be cut somewhere else thank you joe-joe fine

029thing sorry and then followed by my dad Joe Joseph Joe Fei enough here thank you I'm sorry for mispronouncing yep so when your name is called if you can come over to the side so you'll be ready to step up thank you all right so thank you teachers you're awesome first off hi my name is Maggie fern and I'm a freshman at Berkeley High School I'm here to talk about the coaches stipends last fall as part of the JV girls water polo team and I'm starting on the varsity girls lacrosse team this season sports are very important to me and I'm working hard to have the opportunity to play in college however I'm at a disadvantage over athletes from other high schools that recognize the value of athletics to the development of students by committing

030financial resources last fall there is only one coach for all for water polo teams working with over 100 athletes three water polo coaching positions were unfilled as there was only one person a generous Berkeley High graduate and retired teacher willing to commit the hundreds of hours required to coach a team for the 1,200 to 16 dollars the $1,600 offered this means that 27 freshman girls like me who tried the sport for the first time only received instruction when he wasn't busy splitting duties with a varsity team now that lacrosse season has started the teams we are competing against have multiple coaches for each team meanwhile are our only assistant coach position remains unfilled because there's no qualified girls lacrosse coach willing to work for the $5 an hour offered by the district the budget proposal

031before you tonight recommends a modest increase to the stipends paid to the BHS coaches this money would go directly to the 74 coaches who spend hours a day with over 1200 Berkeley high athletes our coaches play an important role in our time at BHS and it is time we stop asking them to essentially volunteer their time please approve the recommended budget increase thank you and go jackets in in the remaining time I would just like to say that coaches I spend so much time with and so do all the student-athletes and they really help us not only athletes but as young men and women and they help develop us as people and give us the skills we need to survive in our life and I feel like that just not being valued right now so

032I'd like to see that very valued Myra Joseph [Applause] Maira Joseph followed by Stephanie Allen and winds wind skills LaRocca see good evening board members and superintendent Evans my name is Marisa venema kindergarten two-way immersion teacher at Sylvia Mendez and I've been an educator for 13 years and I've taught at Berkley for six of those years teaching is something that has come naturally to me and I enjoy being an educator I've been I've enjoyed being an educator since I was 10 years old I grew up with a family of seven brothers and sisters and I became tutors to my younger brothers and sisters a tutor sorry teaching is personal and it makes my hat and my soul very happy when my students and I sorry when I see my students I'm reminded of my brothers

033and sisters and how I have contributed to the ascension of the beautiful productive world citizens they've become I love coming to school every day and learning something new with my students I love the community that we parents students and staff have worked so hard to build so our students learn in the best environment possible currently my children attend the USD elementary and preschool and I am saddened by the fact that I cannot afford to send them to after-school programs because my mortgage and preschool fields eat up two thirds of my paycheck and I do not qualify for a sliding scale I am lucky if by the end of the month I'm able to have enough money to have a fun day with my children since I cannot afford to live in Berkeley I am forced

034to commute to school losing quality time with my children and time getting ready for school losing this hour is of my day is a huge burden because although I try to maximize my time for prep I don't have enough time my children get out at different times which forces me to juggle mom and teacher time and since I'm not able to afford care after care I have to make sure my children are okay before I continue prepping long after we get home and my mom had his off late night I have been asked or I've wanted to tutor my students during after school hours but I'm unable to so this makes me feel like I failed my students but I also it also makes me feel like I'm neglecting my own children when I don't

035take care of them as well personally I feel like I'm not meeting the needs of the people that I care most at both fronts I love my job and I want to be successful every day helping my students reach the goals by meeting the needs of my own children as well help me help me and the community you and I serve by helping Berkeley teachers live in the community they contribute to we mean a salary that will allow us to raise our family with dignity pay our mortgages and debts without sacrificing families and our students thank you we will have we can have more speakers if everybody keeps to the two minutes so when the light turns on please we can have we can squeeze more people and so now Stephanie and Winn where'd they

036go they're not here Stephanie Alan okay move on to Rachel Alpert followed by Rayna Torben Rena Dorf hi my name is Rachel Alpert and I'm Berkeley highs junior class vice president before I begin I just want to express my support for all the teachers and classified staff who are here I'm here today to thank you for your action on getting free mention aprotic syn BOC bathrooms and to offer my thoughts on the cost of those products which I understand you may be discussing tonight I appreciate the suggestion to make the products meet certain environmental and health standards I also think it is in everyone's best interest to make this as cheap as possible providing free mention or products in bathrooms should be a simple and easy way to remove a barrier to success for many

037students keeping the cost of providing these products low will show that this solution does not have to come as a burden to the district for this reason I suggest that the district use the same products that are currently being used in the Berkeley high bathrooms which are meant to go in the dispensers and can be bought in bulk at a reasonable price girls across the district are so grateful for the action you have already taken to make sure dispensers and products will be available starting next fall in all schools I hope that this policy does not become an unnecessary financial burden for the district the most important thing is that these products be replaced consistently providing menstral products in gender-neutral bathrooms is important and it doesn't have to be as costly as the budget assessment

038predicts I suggest having a box or container in those bathrooms filled with products there are companies that make wall-mounted containers for this specific purpose and they cost about $20 since the gender-neutral bathrooms likely get less foot traffic than other bathrooms this could be just as effective as and much cheaper than dispensers of course there needs to be equal access to products and gender-neutral bathrooms but you could try this first and if it doesn't work install dispensers vos D is now a leader in protecting girls access to education by being the first in the state to adopt this policy other districts will be looking to Berkeley to emulate its policy and it is important that it be presented as an affordable option for other districts to adopt thank you briea followed by Stephen Hopkins hello my

039name is Rena Dourif and I'm a parent of a 5th and 8th grader and Berkeley schools my kids have both attended a community-based after-school program in Berkeley throughout their elementary school years this program named ADA is one of the programs that the district proposes to charge transportations for transportation services community-based after-school programs do not only serve the families who attend but also provide an important service to the district by taking pressure off the system proved to provide all families with care as one of the founders of ADA after school I want to first share a bit of context when we started the program in Berkeley nine years ago there was not enough capacity nor flexibility in B USD school-based after-school programs to serve all the children who needed after-school care most families who attended community-based

040after-school programs already pay more for this service than those who utilize the school based offerings the cost strategy that is proposed in this treats all service as if it's the same even though many of the kids who are used this B USD transportation get their after-school programs I'll are eligible for free be USD transportation based on the fact that they live over 1.5 miles from the school they were assigned these circumstances make it so this proposal disproportionately impacts families who don't have an adult available to transport and care for their children during working hours I understand the fiscal challenges the district faces but believe there needs to be a better process related to planning pricing and communication regarding the implementation of a fee associated with busing to Berkeley community after school programs further if implemented

041families need more lead time to budget for these additional costs since programs will need to pass the costs along to them thank you for your time Stephen Hopkins followed by Joyce Brown [Applause] Stephen Hopkins followed by Joyce Brown hello everyone my name is Joyce Brown and I've lived in Brooklyn for 11 years I don't want my mom hurts right now that's why we can't talk I'd like to talk about I am here to advocate for our speak for the students were disabled I'm sorry to stills with disabilities and special needs I've been working in the school district for about five or six years with child children in the disabilities program the special needs program and I've noticed that they are in need of a lot more services than they're getting yeah you use you can

042move the microphone over if you want it from the classroom to the yard and I believe that the board I'm requesting that the board increase funding for the disabled students program those with special needs we need to put a case load cat teachers who work with students with disabilities especially needs because it's a difficult task I've also just because of my experience in the UM in the schools and with working with my grandson who is autistic and has a speech impediment and some of the things that I've noticed in the the the program where they deal with communication with the kids it's not working for him so I'm requesting that that possibly possibly one thing that you finish your thought sign language sign language be added to the curriculum for those that have serious difficulty

043with verbal communication and asked for sex education also thank you okay patty Bonzo followed by Ricky morena Moreno patty bonza followed by Ricky Moreno Ricky that's good evening board members and superintendent Evans my name is patty Bonsall and I'm lucky you see I had an auspicious start leading me to a career as a teacher one of the most rewarding jobs on the planet being an educator must be in my genes for my maternal grandmother my maternal aunt as well as my mother were career public school teachers my mother widowed at age 33 raised seven children on a teacher's salary in Southern California she was able to buy a modest home and though not rolling in the dough we weren't left wanting four of us thought mom's job is pretty cool we saw a future in

044teaching and we followed in her footsteps I am now in my 16th year of teaching at Willard middle school and I've taught in Berkeley Unified since 1987 I'm old and it's precisely because I'm old that I'm lucky Berkeley's veteran teachers don't have to worry about whether we can sustain of living where we work it's Berkeley's young educators who aren't so lucky most cannot continue to teach in Berkeley because their future here looks bleak in 2019 they cannot possibly afford to live anywhere within shouting distance nor can they even afford the very basics and that's just for themselves talented young teachers may be able to cobble enough together for some simple living in Berkeley for a while however those who want to start a family by a modest home or take care of a sick loved

045one find that they will have to take their teaching talent elsewhere it is at that point that all of us Berkeley teacher Berkeley students Berkeley community become unlucky question it's a future of teaching merely luck or is that your Board's decision political will that will decide whether Berkeley can recruit and retain teaching talent I have to teach to children who've matriculated through their marvelous Berkeley school system and one of them my oldest has a crazy idea that he'd like to pay it forward and teach you can be the ones who decide if he can do it so here in Berkeley or go elsewhere thank you yeah Ricky followed by Denis Stefon ready good evening members of the board my name is Ricky Moreno and I am a parent member of the BU SD gender inclusive

046schools Alliance we're a group of families with transgender and non-binary and gender expansive kids we work together to support each other and to partner with the district to make sure that our schools are gender inclusive and welcoming for all students tonight we want to appreciate the important work you the school board and the district administration have done to put into place both policy and practices that support LGBTQ students in our schools while there is definitely a long way to go we can assure you that our children have felt the impact thank you for adding a non-binary gender marker to your IT systems and making sure that forums and email reflect students preferred names and pronouns to the teachers counselors and staff we thank you for supporting our students each day as they navigate their lives

047in bu SD we thank you for helping our kids find solutions to work around the inadequate all gender bathroom and locker room facilities we see all the work you are doing long hours open hearts and we are grateful we recognize that you are entering into contract negotiations this year and we want you to know that we support you moving on there are going to be some significant changes in leadership in the coming year at BU SD a new superintendent and three new principals it is critical to us that you as a board remember the importance of all the diversity that exists in our PUSD community and ensure that the candidates you choose are aware educated and empowered to support everyone and help us move forward in the work we are doing last but certainly not

048least our children have incredibly dedicated teachers teachers who have stood up for them when they are misgendered by their peers teachers who have helped to make sure their preferred names show up on logins email and school rosters teachers who make a point to highlight LGBTQ role models in math science literature and more we are grateful for the professional development that has already taken place but it is not enough we know that PD time is limited but we ask that you consider a commitment to regular and ongoing PD so that all teachers staff and administrators can continue to do this important work of assuring that our schools are gender inclusive welcoming and safe for all of our students thank you thank you the nice that one followed by Yvette valerka Denise swallowed by Yvette allarakha good

049evening board members and superintendent community members my name is Denise de flow I'm a parent elac member and PSC rep for slamming days before to start I'm thinking about more president appeal hoping she for continued recovery today I want to share strong feelings when teacher and educators are leaving I feel hurt they are part of my extended family I'm sure the decision were hard to make I really hope that the district signs an affordable agreement with the Union so our teacher and educator can afford to do as an English Learner Tonia Sylvia Mendez and feel we are in a privileged position given that we are white and both my husband and I have had opportunities to access higher education the English learners labelled impact us in a very different way than does it does to

050other children and family who carries this lever at our school site most of them are Latinas all Spanish speaking also given the fact that I can afford to attend and learn from parents meeting not having to work two or three jobs just to afford to stay in this community today I want to address agenda item 19 approval of revision to education for English Learner while I am Sandford for this needed revision where I see the greatest need he used to make sure current policies are being implemented at every level district school site and in the classroom parents at Sylvia Mendez ELAC and other school sites have been asking at least for the past two years when will the e l master plan be revised no timeline release share what is a plan for special needs

051English Learner how will English Learner be supported to continue their growth instead of sliding during the summer how is B USD allocating resources to site to monitor and support en a new classify student in our current content certainly including math and mandated by state what is B or C plan to monitor and support classify student for four years after reclassification now that they are identified as unduplicated students subgroup and that the district gets L cap supplemental funds for them I'm hoping that you approval of the board policy is the first step so district is taking to address this question and needs thank you followed by Yvette malarkey followed by Andrea Callum Yvette palaka I teach her Martin Luther King middle school I'm on The BFG Executive Board I'm with the EON BAM caucus first I

052want to thank the students and tell you we stand here in solidarity with you as well as with a bus driver who spoke around of cuts and transportation especially since those are cuts to Berkeley's historic school desegregation plan which we remain committed to but public education is a civil right and teachers and school support staff are leading a new and long overdue movement in Berkeley and in California to force politicians including in this room to spend more money for public schools starting with paying those of us who work in the schools every day in a state with a sixth largest economy in the world we shouldn't be kept in needless and ongoing crisis in July our contract expires and we need a raise the cost of living in the Bay Area increases 4% each year

053and anything less than 4% each year is not a genuine raise our last contract was a piddly 1% over three years and the classified workers here have only been offered a criminal 1% for their contract we've already lost too many incredible teachers and were on the verge of leading of losing more today this directly impacts our students right now students don't yet have their own union we hope that changes but that means what we win in our contract is not just our working conditions it's our students learning conditions if we're gonna keep the quality of education in Berkeley and make it even better we better keep carrillo teachers in Berkeley we better reduce class sizes get smaller caseloads for counselors and for special education staff and more al support the strike wave is not just

054stopping in Oakland and I know I am not the only one here ready to join that strike wave if it means winning the schools that our students deserve Andre column followed by Liz Jackson two minutes please thank you my name is Andre Kellerman want to adjust board in our superintendent mr. Evans recently this came across our emails which is a district service assistant that job already exists it's called a safety officer the duties in question and things that are asked of this person already exists so we had multiple safety officers who were laid off we had multiple safety officers who left and I've been in this district since 1999 I've been a safety officer since 2007 and there has been hardly any opportunity at advancements when I got into the district I had an 8:30

055to 4:30 shift I now have a 10:00 to 6:00 shift I cannot attend school I cannot get a second job it takes an hour and a half for me to get here and I only live 30 minutes from the school that I work at so that means said when I see that there's a job or an opportunity for those of us in the district and a chance of advancement why are these jobs existing when you laid off why am I sitting here in the back of the room hearing that there's a two million dollar deficit but there's money for a job that already exists where people who are on the thirty nine monthly hire this why aren't they good afforded this opportunity if this is going to be the norm things need to change thank

056you this Jackson follow but nah nah-nah le Andre Andrea hi I'm a parent in Berkeley my kids are Felix five and Salma age seven and I'm here to voice the outcry and insist that we pay our teachers and staff a living wage my daughters on those second grader BAM her teachers so far our beloved they're here tonight mr. Molloy mr. Hamilton miss Thomas I saw miss Shireen miss Marley they are gifted educators they've taught her to devour books to examine rocks to think about numbers how to request her personal space persist I I know that the the research confirms the experience that she's had which is that teachers make all the difference in educational outcomes you know that too also the staff is Alma's third week of kindergarten she fell off the rings in the

057K yard and smashed her arm and miss Brenda Stanford was there to scoop her up scooped her up from underneath the play structure and carry her to the office call our emergency numbers and stabilize her arm that was shaped like a triangle and hold her in her arms waiting for me to get there all the while managing the front desk of the school and we so many of our families have stories like that of teachers and staff who take care of us we know that teachers and staff are our partners in raising our kids and are the building blocks of our whole community so how are our teachers and staff going to live here to take care of us and the answer is they are not going to they can't they are leaving there's an

058exodus and it's already started so at BAM we lost seven teachers last year seven of these amazing teachers we've lost two already this year and we're gonna lose two more thank you as a parent of an incoming kindergartner this is terrifying and I don't know if there's gonna be any teachers left thank you Nayeli and right followed by Joe Vick Vega hello I am now le I am a third grader in Russia laborious class as Sylvia Mendez Elementary I support all the teachers in the Berkeley School District I like going to school every day and I want to learn and take advantage of the amazing opportunity that I have two months I just want to say that I have an amazing school that helps me understand me and my world I ask that you gave

059our teachers a fair contract so that they can stay here thank you thank you Joe Vega followed by a Zika heal good evening uh Berkeley Unified School Board teachers staff and family I wanted to speak about increasing stipends for coaches I'm following such a great case foot by Maddie and so excuse me Maggie and joy fern they put up the great case for the need for increasing coaching stipends I'm speaking more of a from a parent perspective just letting families know that coaches bring out the best in Berkeley High School student athletes sports bring families and friends together to support the teams they open up Berkeley High student at student athletes to and teammates for friendships that last a lifetime and they're also shepherded by the coaches at Berkeley High School our coaches deserve better

060for all the their dedication and time spent with these athletes developing them not only as fine athletes but fine fine people and I speak on behalf of my kids who my oldest son who spent time with his coach both in cross-country and track and who developed my son Roger into a fine athlete and prepared him for college and he said San Luis Obispo now and he dedicates a lot of his success to the time spent with his coach Brad Johnson at Berkeley hi thank you yes Zika Hill followed by Mark ramya [Applause] good evening my name is it Cahill I work for transportation and I'm a mechanic one once once said find what you want to do find what you like to do you don't have to work one day in your life I like

061what I do and I'm good at it every time I do something I've been a brain proves forward and that's what I did I email the boards about the concerns that I have about Transportation Department and today I'm here actually to set up the record correctly about the what have been said at the last meeting on the February the 20th all my research my remarks were actually taken out of context by the Transportation Department and were used against me to discredit my opinions and my expertise I have mr. Hariri made the comment to the transportation manager quote when I was speaking with the mechanic earlier he was telling me he couldn't take it a particular overtime after one week unquote he didn't say who he was but the manager responded that it was soon he

062responded she responded mr. Cahill he didn't say mr. Cahill he said the mechanic so you can see now that they attacking me personally then focusing on this issue were having at the Transportation Department and this is also as a complaint and so you can see that I wasn't only the only mechanic who was taken over time but you can see my name was singled out it's for to keep me quiet and she stated that the electric engines they know the electric because I don't have engines I assure you they have engines they have motors thank you thank you Mark Romney uh followed by Amanda Hardy no and that Amanda Cardenas our last speaker my name is Mark Romney I'm at BHS I'm an instructional assistant on September 28th 2017 I filed a complaint with B

063USD and was later told that the form I used for complaints had changed as of September twenty first twenty twenty first twenty seventeen so I was instructed to add information unfortunately in my new complaint procedure board policy thirteen eleven I discovered an error that gave the complainant of the complaint type F no method to appeal to either the CDE or the superintendent I reported the air sixty days passed in which the written decision for my complaint was supposed to be provided I got no decision but was merely asked two questions by the DCO title nine coordinator miss Clark and was told that a written decision would come thereafter sadly no written request from Miss Clark asking for a time extension was provided in addition to no case number given another sixty days passed with no

064written decision from miss Clark so I appealed to Superintendent dr. Evans on February 28th 2018 according to board policy thirteen eleven I was supposed to receive a written response to the appeal within fifteen school days eighteen days thereafter I accidentally ran it into the superintendent at BHS and he told me that my complaint was misplaced in his office twenty days after the filing appeal on March 29th 2018 I received an email from Miss dr. Evans office stating acknowledgment that he had received my appeal and there there would be 60 days from the date February 28th 2018 by which I would get a written response on Monday April 30th I got no written response by that date I complain to dr. Evans on May 1st for which he initially said he would not respond to my

065complaint because I lacked addressing him by the title doctor he later gave an invitation to meet with him on June 25th 2018 he also promised a follow through of the original complaint to be done by Lisa Graham by June 4th 2018 which didn't happen until June 11th 2018 that response was basically that response basically said that everything I complained about my sight is just fine and going forward I would seek out my supervisor in the future the very supervisor had complained about Amanda cardi No [Applause] [Music] good evening to the board I am Amanda Cardinal special education case manager at MLK middle school and I'm a member of BFT representing preschool and K through 12 full inclusion educators in the USD in California the richest nation the richest state in the nation were 49th in

066class size while the state permits packing 33 kindergarteners into a classroom in Berkeley we collectively agree and research supports this does not produce the positive learning outcomes for children in Berkeley we prioritize keeping class sizes significantly below the state maximum to improve student outcomes however in bu SD we do not have smaller than average special education caseloads special ed case managers in Berkeley do our job to the benefit of everyone we provide direct instruction to students in Common Core Standards across multiple grade levels and subjects modify curriculum write and implement individual education plans and academic assessment reports and collaborate with teachers support staff service providers and families and find time outside our Duty day to complete legally binding paperwork update team members schedule and facilitate IEP meetings when caseloads are too high with the ever

067increasing number of assessments and paperwork case managers cannot effectively serve and teach students and classroom teachers and students are left under supported this has a major negative impact on all of our students and on every classroom the FT has identified two key priorities to improve the u.s. DS full inclusion model number one caseload caps in order to provide more support for students number two limiting formal assessments which take case managers away from the classroom when they provide the services that most directly support students and teachers we love our jobs and we love students it is becoming increasingly more difficult for us to perform our jobs effect it's time for B USD to truly support full inclusion which ultimately supports all students teachers and Families thank you for your time [Applause] thank you that concludes public

068comment can we hear it one more time very loud from everybody here can we hear you one more time really loud now [Applause] thank you we as a board truly appreciate the time and the community that the community takes to speak to the board during public comment we do not respond directly to the comments or questions made during the public comment period please do not take that as an indication of our interests or a level of compassion for what you are saying and for your issue I can assure you that we all take these comments seriously and often wish we can respond directly to the public but then we'd be here indefinitely board members can if they choose respond to the public comment during their board during their comments that we have scheduled and our

069super and staff also take note and oftentimes we'll follow up with a speaker board members yeah so I didn't hadn't said that earlier so I wanted to make sure that you knew that that we are taking notes here so you can also remember to email us at board of the IDI at Berkeley dotnet for any additional comments that you didn't get to say or your speeches that you also wrote now there's an opportunity to hear from the unions and the district as for unions the berkeley council classified employees ovcc which represents the vast majority of our non management non-certificated personnel and the berkeley federation of teachers or BFD represents all not management certificate employees and local 21 which represents most of our classified management of employees and then the union of berkeley administrators or you

070cuba each again has five minutes to address the board on issues of the union's choosing the speaker rotates each meeting but who we can we have tonight thank you good afternoon No good evening I'm sorry it's been a long day Lynette Robinson president of the Berkley Council of classified employees this night is actually about our teachers because they're going into they're just getting to the point of where the classified already are we can't afford to live in Berkeley we don't even get the respect from the district to get a decent offer we get cut I'm sorry to say so that you guys can get a raise because all the proposals that are being made right now they're telling us who we're going to lose and those are the people who are in the classrooms with

071you your coworkers we're the ones who are in there with the students helping to make this happen but you're cutting us you shouldn't be taking any of these jobs away to support students I keep seeing you need to be investing in our children if you actually add the numbers up correctly because remember I went to transparent California because the numbers on transparent California were wrong and you had to fix them and I was told that they were calculated wrong by somebody who retired then our verification letters had our hourly and our monthly pay in correct again the system had a screen that all the information is wrong for our board what we keep asking you to do is actually make decisions independent of the district look at the numbers actually look at the numbers because

072you need to figure out which children you want to succeed based on all your cuts you keep asking for more money for the low achieving children but then you cut all the staff that's supporting the low achieving children problems go away then you create a new program a safety officer came up here and said you've created a job that's in this office for you guys because you need somebody to walk you to your cards when you get off work not to support the students so you cut safety officers so you can get a personal bodyguard that shouldn't be the safety of our students is more important than any of you but you don't care about that enough our children are supposed to be the moat and I say our children because that's what they are

073they are our children we invest in them every day we are bleeding to make sure these children succeed all we've asked is that you do the same literally do the same you pull jobs out of the air top-heavy chop from the top let's start building ground up that's where our children are there's no integrity in cutting children there has never been integrity and cutting children I'm asking you why is it so easy for you to steal from our children you're stealing their futures you're still in their opportunities by making these unnecessary cuts because you can't tell us that the money's not there not when you keep recreating these positions you have all this wealth in this room I know somebody in here that's on the chopping block can do one of these other jobs but

074you don't even offer them to us you offer to a friend we're serious about we're talking about Oakland didn't do anything Berkeley's ready to do everything thank you good evening board members and superintendent Evans my name is Cathy Campbell and I'm the president of the Berkeley Federation of Teachers as you can see tonight I am joined by hundreds of my fellow educators both certificated and classified as well as parents and community members we are here to show our fierce commitment to our profession and to public education we are here to bring into focus critical needs of Berkeley educators and students we are here to tell you we absolutely love our jobs our students our families our colleagues in our community but that working in Berkeley has become utterly unsustainable for far too many of us

075we are here to insist that you bring the full weight of your resources influence and authority and join us in our fight to keep these talented teachers rooted in Berkeley in our negotiations we have the opportunity to address some of the most pressing issues facing our schools number one we need a stable teaching and classified staff in Berkeley in order to meet our students needs and to expedite progress on our equity gaps we need to be able to staff all of our positions and to retain our talented teachers as you know our competitiveness with nearby districts has slipped and this must be addressed we are right above Oakland now in some categories we have positions that we have not been able to fill this year the first time I have seen this happen in my

07612 years as BFT president this year we have had more teachers leaving mid-year for financial reasons than we have ever had before we risk significant teacher and classified staff turnover if we do not address this issue aggressively number two we need more staff to fully implement our full inclusion model of Education for all we need caseload caps so that our caste case managers can better serve students and fulfill IEP s and we need more education specialists to make our very unique and powerful model work as it was intended to for all students an increase in staff and in our ability to serve students comprehensively will reduce our legal costs and will likely save our district money in the end most importantly this is the right thing to do for students and their families and we

077have an opportunity to significantly improve education for our students by adopting an academic calendar that ends first semester before I went to recess this change will allow for more meaningful final exams less wasted instructional time in January and a real break for our secondary students now we know that funding is tight we know that there are many needs and priorities we know that it will not be easy for you to find a way to pay the raises that are needed and we understand that larger solutions are needed to address inadequate staff funding and the regional housing crisis but we also know that our young teachers are commuting long distances or squeezing into shared living or staying with their parents we know that our mid-career teachers are asking themselves if they can both start a family

078and teach in Berkeley we know that our veteran teachers are desperately hoping they can afford to send their own children to college and retire in their own community and we've come out in unity tonight to be sure you know these things too as we look for options to find the meaningful raise that will be needed to improve Berkeley's competitiveness with nearby districts and to retain our talented staff great creativity tenacity and commitment will be required we all need to work at both the local and the state levels to address this challenge we need to find both short and long term solutions some steps that will be required include further examining our budget making use of our ending fund balance looking at possible new local revenue fighting hard as a community for commercial property tax reform

079in 2020 and here's the last thing playing a strong role in efforts to pressure our Democratic controlled legislature and our governor to get California out of the bottom ranks of education funding in our country California is the fifth largest economy in the world and it's shameful that we are 41st in the nation in per-pupil funding we have more billionaires in this state that any state in the United States and we have more students in poverty in this state than any other state this has got to change and has been done in Arizona and West Virginia and Oklahoma and soon Tennessee and other states we may need to join together to shut down our schools for a day this spring or more to say we've had it enough is enough this must change we must act

080with decisiveness and urgency and with students at the forefront of our hearts and minds our students and our families are counting on us thank you do we have thank you do we have any other union reps thank you no so we'll continue now if there's any district committee thank you good evening my name is Weldon Bradstreet and I'm a co-chair person of the be SEP planning and oversight committee also known as the piano committee I'm here tonight to present the piano committees comments to the board on the current round of be USD general fund budget cuts for the 2019 2020 school year as you know be SEP is the Berklee Schools excellence program our citywide special tax measure on behalf of the piano committee I like again to thank the voters of Berkley for their

081generous support of our public schools approving this measure in 2016 with a record eighty eight point nine percent vote this support provides 30 million dollars per year to our schools which is 20% of the entire district budget our district would look very different without the programs that be SEP supports thanks to Pisa we have smaller class sizes wonderful libraries in every school a strong music program funds for professional development and program evaluation instructional technology counseling and other supports for struggling students and much much more besa also provides three million dollars to distribute it among our seventeen school sites so that each school site can spend on programs that best help students learn and grow if we're not forth funds be set provides our district would be in dire straits and yet it's still not enough

082to meet the needs of our students and our staff there is still a huge shortfall of state funding that has plagued our schools ever since proposition 13 decimated public funding for public education so as a district we are once again facing painful budget cuts or painful reductions to our general fund I'd like to repeat and underscore that the necessity for these budget cuts comes primarily from the failure of the state of California to adequately fund our public schools local resources alone cannot solve this problem I want to speak now about the relationship between bisa and the Jim fun because you have on tonight's agenda and on future agendas proposals for use of be SEP funnel and costs to be SEP in order to accommodate cuts to the general fund over the years the funding for

083certain programs has switched between general fund and B sub depending on which resource had of funds available for the appropriate purposes in the case of B SEP the funds depend on the rates charged for under our locals tax measure and in the case of the general fund available funds depends on decisions made at the state level these resources must work hand in hand to fund the best possible educational experience for our Berkeley students the piano's oversight duties include ensuring that proposed expenditures fit within the legal parameters of the B sub measure which restricts how funds can be expended so while bisa does provide our district with more per pupil funding than many surrounding districts the additional dollars are connected to specific purposes that are mandated by the terms of the B sub measure such as

084paying for the additional teaching staff necessary to maintain our smaller class sizes that means by the way that this year b sep will pay for over 130 additional classroom teachers that's one third of our teaching staff to keep our elementary school staff at a twenty three to one student-teacher ratio and our secondary school staff to 28 to one and that cost beats up a total of fourteen million dollars these class size reduction dollars cannot be diverted to other purposes the piano also has a planning role that looks at sustainability for the life of the eight year measure there are many variables to consider including changing state taxes varying in school enrollment fluctuating state education budgets all of which can be difficult to predict we know that expenses are likely to increase but we don't know

085by how much so you may have noted that B sub currently maintains high fund balances particularly in the largest resource the one called high quality instruction which pays for so many of our teachers the existence of those unbalances is an intended feature of the current beset measure to avoid running out of money during the measures later years which has happened in the past the piano and board must act as stewards of the funds and of the fund balances the piano committee has been thoughtful and careful in reviewing the additional positions programs and projected costs that have been proposed to be funded by B SEP including those on tonight's agenda with still more abusive budgets coming this spring we know that the board will always be thoughtful and careful when when authorizing the use of B

086suppress or PSA's always balancing the need to support the present needs of our students and staff with the duty of careful stewardship and appropriate use of the funds entrusted to us by the taxpayers again we thank the Burke motors of Berkeley for providing crucial support for our schools and we strongly urge continued advocacy at the state level so that support for our vital programs and compensation for our hard-working staff is based not just on local resources but on equitable and full funding from the state of California thank you any other committee I am rob Collier representing the PTA Council and our president Mark Oasis is out of the country this this week the PTA Council by its bylaws can take no stand on the specifics of the teacher contract negotiations and so we'll remain neutral

087in that regard however the PTA Council does strongly support the overall concept of substantial raises for teachers and staff for the same reasons that have been so eloquently described by other speakers the PTA is of course parent-teacher Association typically it's been a parent organization we want to put the T back in the PTA we are grateful for the teachers and staff who gives so much to our children we respect them we working in Berkeley schools should not should not be an act of charity but a successful outcome to the negotiations will require unusual preparation and the PTAs want to emphasize a couple points here we urge the school district to recognize that even if additional state funding is made available even if statewide prop 13 reform does take place it is likely that the pay

088raises for teachers and staff will require a local parcel tax in 2020 to pay for them just as in LA and Oakland those contracts are being followed by local parcel taxes this means that although Berkeley's voters and taxpayers will not be at the negotiating table they will be the 800-pound gorilla lurking in the shadows they will have ultimate veto power in that case just presenting voters with a bill for the contract after the contract has been signed as a take it or leave it pay it or else ultimatum would be a risky strategy and we think it is unnecessary so communicating with Berkeley's 800-pound gorillas is crucial and it should be a two-way process in other words the district will need to educate the public about the underlying facts and it will need to cannot

089conduct public opinion polls to measure voter support for the various options that are on the table not after the deal is sealed but before to help inform the decisions as they're being made and as they're being discussed in all this we hope you will view the PTAs as partners we would be glad to work with you the board the district and the Union to develop public support for a rational just and equitable solution thanks and good luck there's no there is anybody else sorry I've been having issues with my voice um so now we'll start with board comments and direct the student directed do you have sure hi um I want to thank all the teachers for coming out tonight I know it's I have had a few of you past and present as my

090teachers yeah and you have had a really dramatic impact on my lives these past few years it's it's been it's been monumental and I think that the fact that you aren't paid enough and that this service this public service of being a teacher isn't valued in society and in this district I think that that's a travesty and it is an issue very much on the statewide level prop 98 is a very large number thrown at us but it's not large enough we're still bottom at the very very bottom in the nation for per pupil spending or towards the bottom and with that being said I still think that that doesn't excuse the district from planning a helping hand in and making sure that we can compensate you to the extent that is possible so 1%

091no total shame we have to be doing better and we deserve you deserve it and we ought to fulfill that need so thank you for coming out and thank you for the impact that you have had in my lives [Applause] hi everybody good evening first I want to recognize two new appointments well as soon as we pass our consent calendar two new appointments to the Youth Commission Mollica Hari and Aden Freud Minh to Berkeley hide juniors who are student leaders and are going to be excellent members of the Commission so mock and Aden if you could stand so you could be recognized they waited a long time for that but they got to hear a lot of great speeches so I hope it was worth it thank you thank you for your service to the

092city into the school district I want to thank everyone who came out and those of you who managed to stay so much so much gratitude to our certificated and classified staff for for being here and for the tremendous demonstration tonight I don't care what the context is if you put me in a room with a bunch of Berkeley teachers and classified staff I feel surrounded by passion brilliance and dedication we're about to embark on we're about to embark on some difficult negotiations but they're difficult because I think everybody in the room and everybody who was in the room in the past hour recognizes two key facts number one our teachers and our classified employees are underpaid in Berkeley across the state and across the country I think it's one of the the moral outrages of

093our time as well as one of our greatest policy failures that the professionals who teach and care for our children every day are not the MA not among the very highest paid members of our society number two as many speakers have mentioned our state criminally under funds public education is and has been doing so for more than 40 years ever since prop 13 was passed in 1978 we need to do better by the children of this state our students deserve more and they absolutely deserve teachers and classified staff who are paid a living wage so these two realities make budget negotiations difficult as you all know or and we've talked about tonight already we're finalizing two million dollars in ongoing budget cuts tonight for some context it might be worth keeping in mind that every

0941% raise across all of our employees cost the district about 1 million dollars it's not a secret it's not confidential it's just the reality of what's at stake when we and other districts try to do our best to make hard decisions with completely inadequate resources that were given by the state all that said I'm confident that we will be able to reach a fair contract that does right by our employees and preserves our fiscal stability and I hope that as we enter into these negotiations with our union partners we keep in mind that although we are about to be on opposite sides of the bargaining table we can absolutely march hand-in-hand to Sacramento to demand more funding for public education and one that no matter what we are united in our mission to provide the

095very best that we can for our students so again I want to thank you all for being here tonight it really means a great deal to all of us I'm gonna and just say thank you to everyone it's we're a stronger voice when we're all together in this in this fight in this battle to bring California to the top 10 in education I'm yesterday as I spoke earlier it went to Sacramento and one of the things that I heard clearly is that our legislators in our in our County support education support everything that we're asking for and support bringing California to the top 10 but we need to reach out to those other districts that don't and so I encourage you if you have family members you have fam friends in other districts that are

096not supportive then we need to reach out to them we need to talk to them we need to talk to school board members in those districts we need to talk superintendents need to talk to those superintendents to talk to their legislators to endorse voting for education fair full funding for education because Alameda County is quite supportive and very out there to support these fair funding for education but we need to go out to those other districts so I encourage us to start looking out for those who are on the edge in the ledge and not making definitive stances against for funding for education on another note I'd like to also appoint Omid asking me to the peace and justice committee he's a UC Berkeley student and he'll be joining us on the commission I also

097want to thank Rachel Alper for your leadership and comments on menstral products and their access to our students our school sites you're correct we don't want to price to reduce how our how much access the students will have to our supplies so I will make sure that we look at all our options to ensure price never impedes the access to the supplies for our and so we'll see Julie good evening I also want to thank all of you who turned out and those who turned out that departed I'm inspired by the Oxford students in the video I want to thank them for the presentation that they did tonight and just echo that what we heard from them which is you know teachers and staff at our school sites are at the heart of our children's

098lives and they're in our children's lives for their entire their entire life they having a trusted teacher and/or staff an adult in their elementary middle and high school years is what creates successful adults in our community and so the value you know that our teachers and staff bring is is you know beyond measure as a parent of two Berkeley grads some of the my kids student teachers were in the room and I want to say you don't just have an impact on students you have an impact on us as parents because you will stay dear to our hearts because you helped our children thrive so you know it the parent who is here for Sylvia Mendez it's an emotional time because it's really hard issues that we're trying to face right now and my fear

099is that you know we're grappling with these budget cuts and you know frankly I don't think it's over I don't think it's just this year I think we're going to be looking at hard budget times next year especially if our state doesn't take action and take the the wealth of reserves it's sitting on and put it in education and do the prop 13 reform I think our challenges we share the goals of increasing the compensation package for our teachers and our staff the path of how we get there might differ but the goal and what we want to achieve is the same and so I think the question becomes how do we work together in partnership and how do we harness that creativity and des NASA T that President Campbell mentioned and try to problem-solve

100and work together to come to Salou Asians one of the things that we definitely need to do in looking at our fair compensation package is we also made a decision at the last meeting or last couple of meetings that we want to look at teacher and staff housing because we know that there are certain circumstances around the housing market that even with an increase in compensation the affordability of living here is still beyond the beans of many people so I urge you to keep track and support the housing discussions that we're having and we want to work in partnership with the city and we're going before the housing Advisory Commission on April 4th at 7:00 p.m. at the South Berkeley Senior Center to ask for funding to do the planning and pre development to identify

101a site owned by Berkeley Unified where we can do teacher and staff housing so we need to look at a myriad of issues in order to support our teachers and staff and lastly I think you know we need and it said over and over again that this is a state and a national issue and we need to really work together to advocate and you know whether it's saying that this Berkeley Unified needs to get more special ed funding and it shouldn't just go to the districts that have concentration dollars or whether it's advocating for more after-school funding or whether it's advocating for more pension reform we've got to go together to Sacramento and really lobby our state legislators and we have very progressive legislators in our area and sometimes we kind of rest on our

102laurels thinking they're going to do our work but they can't they need us to be up there and like vice president Leyva Cutler said we have to use our resources to hit as many legislators as we can so I want to thank you all for coming out I want to thank the PTA for offering the support because the reality is it's a community-wide issue this is not an issue with the board and the teachers or the board and the classified staff or the administration it's a community-wide issue on what is it we're going to do to support education in Berkeley good evening everyone as always thank you so much for coming out tonight thank you for sacrificing dinner family dinner times for sacrificing bedtime stories for sacrificing Netflix time to just to be here tonight

103so thank you for being here for this historic meeting I have to echo Julie's sentiments Oxford thank you so much for that amazing and dynamic snapshot of your school I think it's so important and impactful that we hear student voice and oftentimes we don't get a chance to hear student voice and so thank you for for sharing that tonight and also I was really excited to see my nephew in the video so you earn some extra brownie points so thank you for that I'm happy to announce my office hours they will take place on the fourth wednesdays of the month from 8 a.m. to 9:30 a.m. at sassy foods which is located on University so I recognize that my office hours are not typical hours however I would like to provide a space for stakeholders

104and community members that may not be able to attend on weekends or evening hours although she just stepped out of the room I wanted to acknowledge my mom who was here this evening she doesn't always get a chance to come to board meetings but she made a choice as the mother of a teacher to be here tonight and show her support to educators that she put her trust in 22 years ago here in be USD so thank you mom for for being here educators the rest of my comments tonight are dedicated to thanking and appreciating you and to let you know that we hear you we see you and we value you it is no secret that we are all here today because of the impact of amazing educators who constantly put the needs of

105their students before their own personal needs we recognize and understand that many of those educators were and still are here in the room tonight thank you Dan plan Z who just left but use my teacher love him anyway so I know all too well that as an educator it may seem it may be easy to feel that you are undervalued overworked and underpaid but I am here to remind you that your work our work matters we recognize that your work doesn't just start at 7:30 and in at 3:30 we recognize that you take your work home with you on weekends evenings and even holidays we value you we recognize that you are the heartbeats of our schools and that you are often called upon to be more than what is in your job description you

106are second parents doctors and nurses counselors and confidants crisis managers and even givers of second chances we hear you we recognize that your salaries are unfit and unfair we recognize that of the salaries you do have a portion of that is always donated back to the classroom we recognize that you spend your own money on supplies snacks and even classroom decorations we see you we heard in the student testimonies tonight that educators make the difference we know that educators help to change the narratives and help to close the gaps we respect your commitment to taking a holistic approach to educating children that you did not birth BFT b c c e we hear you we value you we see you and we support you we are working with you in the in the fight for

107adequate compensation we have mentioned tonight that we've mentioned tonight about our resolution that we brought forth a while ago we mentioned tonight about lobbying and Sacramento and also about keeping the lines of communication open between the board b ft and b c c/e we know that we have to for we know that we must have full funding for education from the state of California we are with you United in the fight publication public education is under attack we know what we must do stand up and fight back thank you for being here tonight Thank You director Brown that was so eloquent and I echo everything that was said up here tonight today or earlier this morning I had the opportunity to attend a class mr. Dalton's class and the way he inspired as he was

108facilitating a conversation with three attorneys I'm talking about the criminal justice system and their role and how they got to be where they were was really inspiring and even as the superintendent when you're walking into classrooms you see that light from the students but you also see the light from the teachers this shining so bright and Ana motivates you as well as it challenges you and I miss those days you know when I was in the classroom but now I'm up here and it's very very different but the teaching and the love of teaching and never leaves you it's always with you it stays with you and as I see classified educated the parents the students I'm inspired and but at the same time I'm left with this challenge from the funding that I received

109from the state to provide this adequate compensation that is so well deserved to our employees and I can assure you all of us up here are dedicated to doing what we can to provide that compensation this is adequate that's fair but we also have to keep in mind that we have to have a stable a positive certification a positive budget that's something that we have to keep in mind that we have to have a budget that can afford what we want to give and sustain that and it's not easy there's so much work to be done and I know we can do this work together when we partner together and that's what we're going to have to do it's just not here it's the fight at the state where we need to demand more money

110for our schools our students deserve this we deserve this and finally I wanted to say just shout out to the staff administration students at Oxford for expired Asst that was pretty amazing for us to get a snapshot of what's going on at the school and so I want to thank them for that so thank you for coming out tonight everyone like to help her yeah director Browns mention of her mother reminded me that my mom is sitting here who is a lifelong teacher including several years at Berkeley high lifetime educator so I mean I couldn't let kiddies recognize her mom without me recognizing my mom well now I have to one-up you again because your mom gave me this incredible math textbook that I use in my classroom so I appreciate you more than you

111guys okay so now [Applause] fascination fire it up for education turning to mike across the nation [Applause] thank you summation okay so can I have a motion to approve the consent calendar so direct student director approval and who is a second director Brown and all those in favor aye so the next item is transportation and I'm going to recuse myself and also I'm gonna pass over the rest of the agenda to tie to director Alpert because my voice in my throat starts going out so I just want to say that we've had so many iterations of this item and how we got to the 100 thousand and we backed into this and we've done this in a variety of ways trying to get this amount assistant superintendent balance B's going to just review it one

112more time quickly I'm not sure if there's much more we have to say or can say on this item but I'm going to turn it over to her and again this item is a hundred thousand dollars that we are coming up with to support the two million dollars for the budget reductions for 1920 so good evening board members and dr. Evans I'm here again to talk about after school transportation fees our transportation manager couldn't be here she had a previous engagement so as dr. Evans mentioned this this subject came up when we are looking at budget reductions and it was we were made aware of our after-school programs that that were we were providing transportation for and there were not be us the after-school programs so as dr. Evans mentioned we came up with an

113amount which was based on our our field trip rates just in terms of starting the discussion so now that we're taking a deeper dive we actually looked at our routes and what does it actually cost the district of it if you were if it will just to provide transportation so in terms of additional backgrounds what we determined that not all students and after-school programs are eligible for home to school transportation we haven't gone in and done a deep diverse to exactly how many but some of these students that were providing this after-school program for they would not be eligible for home to school transportation and then in terms of looking at the at how much it actually cost us we looked at the the bus going from MLK to San Pablo Park and we determined

114that that bus would not go there to that route it wouldn't go to San Pablo Park it would go to another stop so we estimated it took anywhere from 10 to 15 minutes to actually navigate from a designated stop for home to school to possibly a non designated stop and I guess this is an average and we determined with traffic and wait time and getting back to the other two our designated route it will take anywhere from 10 to 15 minutes we looked at the cost the fuel the driver time they add an administrative cost and we determined we came up with 20 9 cents per minute and then we looked at this with the existing programs that were offering I mean the number of buses that were actually using to do these after-school programs

115we determined it would generate anywhere from forty three thousand dollars to six to three thousand dollars if we excluded our programs that that have over fifty percent free and reduced we would get forty three thousand dollars but if we included everybody we would get sixty three thousand dollars so not an exact science but something that we looked at that actually examined what does it actually take to provide this transportation and again these students we would not necessarily be providing home to school transportation for and then we thought well we don't want to do anything that's onerous and just really difficult to administer so we looked at what did we just did an average cost of $1.00 per student per ride and that would generate about a hundred and ninety nine thousand dollars so we are

116all over the map we are coming back with several suggestions but this is our just an estimate of what we think how this program would roll out if it was approved thank you assistant superintendent Tom's B do you want to start I'll just start by just making a quick comment which is that I I do appreciate your the effort to come up with these different ways of calculating the the this fee and that I understand that initially there was an idea that this was that the principal was correct that that we should be charging in some way for something that we had not previously charged for that other districts either don't do or they charge for and in that since that decision was made to think about charging the roll out of it was a

117little rocky in terms of some of the communication with the providers and since then there have been a number of different efforts to try to come up with a calculation that makes some sense and that it's clear and so I I know you're all over the map but that just means that you've provided a number of different ways to do this and and I think what we need to figure out is whether we want to you know go forward with any of these ways and whether we have additional questions I do just want to remind us that we're this this this discussion is separated because of director Lee the colors recusal but in conjunction with what we're about to discuss we have already approved all but the the mechanic position in this in this item

118how about a total of 180 for Liz it's beeping on us $184,000 so if we so we just that's sort of where we are now in terms of in terms of this item and then what we'll be discussing in the next item so I want to echo your appreciation I know that this has been a very challenging item in in a variety of ways and I and Pauline I want to appreciate your time because I know that you've really worked hard with our manager transportation to try to figure out resolution that makes sense I don't think we've quite gotten there yet which gives me pause and and moving forward on it so let me just say I don't have any more questions I don't I don't think we can ask any more questions at this

119point I am NOT opposed to the concept of charging some fee for transportation there are two factors I think I would like to take into consideration as we think about it and and I do want to say that I want it to be based on reality not assumptions because we say well we think a lot of the students might not qualify but we don't know because we haven't done the analysis and I just want to clarify for the listening public there was a lot of discussion about the fact that we charge our learns and our bears program for the late after school bus and therefore we had justification for charging for this bus the reason we charge for the late after school bus is because that is a whole shift that didn't exist before there

120was after school buses at 3 o'clock 3:30 whatever time school ended and when the district brought in the extended learning programs that are now called learns and we were suddenly letting out hundreds of kids at 5 o'clock or 5:30 or 6:00 we needed a bus that meant a different shift for drivers have been a different rotation for buses and that's why they were charged when we do an after school bus that is the bus time when buses are there when school's out anyway it's not an extra shift it might be extra stops but it's not an extra shift all right so I think that that comparison is a little bit of apples and oranges so I kind of want to separate that one I want to take into account like we said last time and

121you highlighted which of the programs have more than 50% of their population are low-income because as one of the speaker said during public comment these are the children that we want to make sure have really good you know opportunities for after school we do not want them to become latchkey kids and the other component that I know I talked to you about but I really want to unpack an analysis of the buses that are going across zones because I think if we are transporting children within a zone then I think there's legitimacy to adding a stuff where we're we're really aggregating kids and dropping them at one spot instead of the potential of taking ten kids to their home neighborhoods whereas if we're crossing a zone that is potentially an extras trip and I know

122that you wanted to kind of understand a little bit more how the how the routes work within zone or out of zone right so I would ask so I guess what I would want to say and I'm not going to make a motion yet because I want to hear what other folks say but I'm supportive of putting in a budget amount for this I'm not ready to approve the equation or the calculation that determines how it's going to get charged and I don't know if we can separate the two things and say come back when you're ready to have a calculation that we feel we can feel really confident in that makes some sense so you know it could be that we say up to a hundred thousand but maybe it comes back with forty-three

123maybe it comes back with eighty maybe it comes back with a hundred but that there needs to be a rhyme of really justifiable rationale around it and I did find out that in terms of students going across so and Silverman is an open zone and Malcolm X is a dual zone school so they have southeast so we do have this was from Sheila's email so she does share that business director Hariri or Brown do you have comments no no well so I basically agree with everything that you said Treacher Sinai except I'm not sure about your proposal but i but I your criteria your principles seem right to me including your support for the principle of charging to some extent which I do agree with and and and appreciate the suggestion from staff that we

124do that I'm a little I know that the providers all got this too frightening notice a long time ago so they're certainly unnoticed that something it's maybe coming but on the other hand I'm a little nervous about waiting much longer to tell them how much they're gonna have to charge probably pass on to parents so you know under your formulation they might not know till the end you know I don't know how long it might take to to come back with a clear formula what we could recommend you know come back with it clear and not three but you know come back with a clear formula you know I don't know so I was thinking you know in April April 10th or I don't know what are you thinking yeah I was thinking we could

125come back the first as soon as possible and we can work this out actually but what I would like is for us to approve that amount up to that 100,000 so that we can include that into the bunch of reductions so that's one thing and the second thing is maybe we can work with someone in helping us come up with some type of formula I mean because we worked on this quite a bit and so maybe we can just get a little community to come together to work this out I mean yeah I mean it's it's obviously a conflict but some of the some of the parents who have spoken probably who under who have told us that they understand that there might have to be a fee imposed yeah they understand it's there's a

126fee but it just seems like there's some I don't wanna see interest in looking at the formula the formula just is not right no I know I was gonna say some of it it might be it might be possible to involve in the discussion of what what a fair and clear but we actually can do that and I know of one I would love to be a part of that so let me take a stab and making a motion or let me toss it out there and we can massage it and see what you guys think but what if we moved that we put a fee amount in the budget recommendations of up to $100,000 and that programs that are serving more than 50% low-income would be exempted from the fee which is what I

127think we talked about last time and that the analysis come back but we look at this issue of end zone versus out of zone I don't have a recommendation of what that formula would be but I think we need to look at that do a better analysis of who's riding the buses and then come back in April and I'm you know whether it's April 10th or April 20 what's the second meeting that's 24th maybe April 24th just to be kind of generous on time with a formula and maybe there's a couple of us on the board who could be sounding boards I said I mean a couple of us maybe have been more engaged or harassing you and information and that we make a decision on the dollar amount and how the fee is going

128to be administered you know the final dollar amount and how the fee will be administered at that April meeting the fee would not be imposed until the next fiscal year correct so if this motion is that right yes it's a 1920 the this fall yeah so if we make a decision in April that gives the programs if they're setting up their budgets for their next fiscal year they're probably doing in April May June the same time and so they've got time to adapt and if they get notification you know they hear they're listening to the board meeting they know that we're still discussing that you know they may not know exactly what who's going to get charged and how much but they know that it's still being discussed okay I think I think I think

129there's a there's a pro and con de saying up to a hundred thousand dollars the the con is that it might not be a hundred thousand dollars and then we haven't met our target cuts but the pro which I think weighs the con is that it will be a real number and I think that we owe it to the providers that we give them a real number so I think we have to be willing to know that it might come back significantly lower than hundred thousand dollars do you agree with that yeah well I mean I think if we just ballpark what you said is there's the one scenario that is 43 to 66 thousand depending on so I think yeah I think we have to acknowledge that we maybe don't hit the exact 2

130million dollar cut if it ends up coming back a few thousand dollars short ok so you've made a motion to approve a cut of up to I'm just gonna restate it I mean I was pretty feet a revenue a revenue amount up and to up up to a hundred thousand dollars okay that we exempt programs that serve more than fifty percent low income that we take into account the end zone travel or end zone versus out of zone travel right and you come back on what do you think April 20 at 10th or April 24th I think probably April 10th April 10th and I'm happy to be a sounding board for equations okay is there a second for that motion I'll second that motion okay any more discussion all right all in favor aye okay

131the motion passes for it to 0 with director Appel absent and excused and director David Cutler recused I will go get director level Cutler okay Victor Brown will go get director level color all right Thank you Thank You director Sinai for helping us do that and thank you assistant superintendent Hans V yeah you ready Prescott Paulina's take a call we'll be right with you ready okay good evening we are back for our third discussion and taking potentially asking the board to take action on the budget reductions this is a discussion in action on those remaining items so we'll be very quick with a lot of the context was set clearly in public comment tonight prior year's process just want a note to the community that there was a budget advisory process that included six public

132meetings between October and January and that the initial staff recommendations and the SBAC modifications became superintendent's recommendation and here we are at our third meeting regarding the proposed two million dollars in budget reductions which staff was directed to propose in June of 2018 On February 6th the board came to preliminary agreement on just over 1.1 million dollars of the two million dollar reduction target On February 20th preliminary agreement on nearly an additional 700,000 and so tonight as director Alper said during the last item we have the items that remain for 184 thousand dollars and we just took action on transportation or have a solution in place or next step so what remains is any discussion about the additional travel and at the top of the list the mechanic's position for $84,000 that was just an

133information slide that we had from last time and we'll leave it there maybe maybe put it on the mechanic slide just because I think it well I guess the two things we're discussing are the mechanic's position and the travel were we not coming back with any more information around the facilities fees I thought the revenue around facilities fees was also something we were going to look at okay well I'll just throw something out really quick we were at the facilities meeting this morning and it was one of the things that was on the agenda was the renovations of the King auditorium and one of the comments that was just made as we were talking about it is one of the things about rebuilding or renovating the King Auditorium will make it more rentable and that

134you know rentals have really gone down at King and I'm like oh do we take that into consideration when we were looking at our rental fees and nobody really knew so I just wanted to flag if we could think about the King Auditorium make sure that gets included because that's kind of a bigger ticket item for rentals and that's something we might want to market and promote because they said in the Facilities Committee that it would be ready by the fall this coming fall and was there mentioned during the discussions I think we had a brief discussion in cabinet where mr. kelis our facilities director was talking about the the types of rentals that we had were primarily qualifying at the non profit rate or some sort of exemption rating so there wasn't significant revenue

135to be gained let me suggest this because there's two there's the rental fees and there's also the reduction in our waste disposal fees we had talked about so let me put those aside for a minute and let's let's talk about the mechanic's position and the additional travel position and I'll just start and this isn't a cut-off discussion but it's just to start to make a motion I will make a motion to approve this reduction not because I want to but because I understand that we need to make some difficult positions and I'm persuaded by our staffs representation that though they don't want to be down a mechanic fewer than there is currently that the department can still provide the same level of service that they're currently providing or at least sufficient service so I'll make

136the motion to approve this particular reduction comments it might be worthwhile to I think you put this in Friday notes but I think it might be willing it'd be good for a public comment on why this doesn't fit with measure H because I think we asked that question at the last meeting and I think it'd be good for the public to know why this does not fit with measure H which is the maintenance tab right so we looked at the language in the maintenance tax and it specifically talked to it I don't have it right here in front of me but specifically talked about maintenance and it would be a stretch for us to actually include our mechanics in that particular category unless we could see that an additional mechanic is working exclusively on maintenance

137vehicles which which they don't so that was one of the reasons why we thought it wouldn't be a good fit what our maintenance vehicles exactly I assumed their trucks and various vehicles that are used barrel maintenance department they're the Gardner's have their trucks I could get that information for you exactly and that you know on that any other comments questions or a second director sign I second it okay so now again is there any more discussion or should we vote okay doing do roll call vote please no director sigh night okay what I'm sorry I'm passing right now director Brown Pass director Albert yes vice president Leyva Cutler no - nose - pass ammonia well no the passing just meant they're coming back to them I'm ready to vote no I'll also put now okay

138so the motion fails one two three no one two four okay I I'd like to go back to just as a comment to follow up that one of the things that I had suggested is that would this would be our look and see year with electrical buses and to see how what's going on in terms of the time spent of mechanics I'm really even though you know there's assurances that the big coverages for three mechanics life happens more than we would like and I could see many situations and we have it in our classrooms why wouldn't it happen in transportation that suddenly find herself of one mechanic so I would like to see this as coming back as something that we would look at but also something that we would monitor throughout the year in

139terms of what happens with weather I don't know which mechanic it is but what happens in the in the in having these electrical buses and smaller buses also so I'd really like to have I don't know how we would measure that but we can figure it out and think with transportation in terms of how we can see this yeah I just want to say it was a hard decision because we want you know I it's not arbitrary to get to two million we need to get to the cuts and I really do trust what our staff are saying but I have just my reservations are around safety and around coverage and I know that the manager has said that the supervisor will cover it but the supervisor also has a full-time job in addition to

140the maintenance the mechanic work that they do and so I don't have a clear sense of what the trade-off is for really the workload and then my concern is around exhaustion and the capacity so I'm I'm supportive of what vice-president labor Cutler says in the sense of a let's look and see but I just the safety issue kind of trumps it which is why I've been conflicted about it okay well let's let's move on from that particular item and is there anything with respect to travel my and I thought that we had kind of we had approved the additional travel reduction that the budget Advisory Committee had recommended so we were we were down to the pretty bare-bones with respect to travel right or is there any staff suggesting that there's any room left or

141no I think we well I think last time I said no but I think there is a way that there's um that we can meet required travel and reduce an additional $25,000 very kind of soft cuts if you will you know we don't know if something comes up if in some of the travel that we look at also crosses over into other budgets there's yeah travel in El Cap traveling beat up so some of the stuff that we look like we looked at it it's issues who could be a goal to reduce another 20 to 25 but I don't know that that's a hard and guaranteed production okay well I doubt is there any objection to the to $25,000 cut even though we understand that yeah you know it it's a goal to go I

142want to propose it I've mentioned before the waste reduction and I understand that there's two parts of the savings that can come from a sustainability plan waste reduction wasted action and waste disposal fees and lower energy costs and my understanding from staff and I understand either of you two but is that the electricity fees we haven't started to turn it off campaign yet and that the electricity fees may rise and so it wouldn't that would not be a real cut to suggest that we reduce our electrical fees the but I also understand that we do think that we can save the what the staff projection was $8,000 in waste disposal fees since we're going to be doing more of recycling and composting so I'd like to push us to make that amount $10,000 so that

143there's a ten thousand reduction ten thousand dollar reduction in the waste disposal line item so that's that's a proposal does anyone have any concerns about that okay so we've got twenty five thousand I'll say this we won't have a discussion about it but there's no reason I can't say it out loud even the director David Cutler has recused herself but we have approved up to a hundred thousand dollars in fees for the after school transportation even though we understand that it could be as little as half of that um but if we want to call that a hundred thousand dollars for now we can and we've not approved the $85,000 mechanics fee reduction 84,000 but we've just approved thirty five thousand right is everybody out with me yeah so so 84 minus twenty-five I wouldn't

144just come back to the rental fees the director son I brought up man so we get about a half a million dollars a year from the rental fees they haven't been changed in 14 years there's several there's two tiers there's the the market rate and then the the direct cost rate which is which is based really not so much on non profits as as much as whether the the renter charges yeah yeah for the further for admission and whether it serves students there's there's some criteria written in the fact that hasn't been they haven't been increased in 14 years and that we get a significant amount of money from them makes me think that we could probably make up the difference or come close to that with an increase in rental fees but that it

145also is a complicated thing because we charge different amounts for different facilities so and I think that my understand from talking to facilities staff is that that's they want to do it they wanted to do it in the but it's not an it's not like a quick thing it's not as easy as the after-school transportation fees but you got there verse so man be made that overtime versus one big bolt that there's a plan for the next five years to in terms of what rates could be so that we can't do a catch-up generalize the increase in rates and then you'd have to monitor who actually was renting what over time to see if we generated there already but I guess what I'm suggesting is let's change that let's let's look into change raising the

146fees and in a responsible you know clear way it would probably be done through the policy committee actually but and I don't know if it could be done in time to actually start charging the fees in the next fiscal year might be able to might be able to charge them in January you know in the middle of the fiscal year and still you know realize some of the revenue from it so if we could I guess my suggestion would be not we have to vote on this but if we direct staff to facility staff - yeah - look into raising the fees and work with the policy committee if necessary to raise the rental fees dr. Evans does that sound good to you so does everyone on board of that so we're actually providing that

147direction to staff to facility staff to work on that and then okay and I can speak for my colleague on the policy committee and say we're available to help with that so can we say we reached close to two million I think it's a testament to our staff and in the process that as Luud last year they're not you know hundreds of people here you know upset about of course they're upset but they're not here screaming at us because they know that the process they've had an opportunity to be heard they know that we've done this responsibly and so I really want to appreciate staff for facilitating that that really really excellent process and the numbers that we're about to hear in in one of the next items the second interim are based on an

148assumption that we made two million dollars in cuts so it's a it's a real thing that we had to do in order to have these numbers make sense so I guess is there anything else then on this issue yeah I just feel obligated to say one one last time for this budget round that I still totally appreciate the amount of work that staff have put in to all of the match nations and proposals and creativity and to our be subcommittee because of what's been transitioned and transferred over to be SEF into El Cap and making sure that those committees were engaged in the dialogue was extremely important I still hold serious reservations for the positions we've moved into one time funding in beset under the measure a carryover dollars and whether it's the CTE position

149which I have serious concerns about that being in one-time money the counselors which you know you guys came back last time with a framework of how to look at addressing the the needs of the counselors at the high school that I you know the things we've put into El Cap making sure that we're not supplanting any of our funding that we've we've cut we've gotten to 2 million but we're not done because we really need to figure out for those things that really can't get cut what does that mean for next year and how do we plan for that now so I thank you and I think this is really hard work but it's not like we wait until you know the next round before we start talking about it again and I want to

150thank staff for their hard work and well as well as be SEP for us in providing some of these reductions and I just want to thank the board I know it has it was pretty tough and I just wanted you to know that none of the cuts were easy and we realized that all of the cuts would have some type of impact on someone and it was pretty hard and again I just want to thank the staff for being creative but unfortunately I think that we might have to look at cuts again next year and I hate to be the bearer of bad news but the way things are going and I just want to say that central office has really taken a lot of hits and I'm really concerned about about that and being

151able to continue the level of service and support that we provide our schools but the next wave if we should do this will definitely hit the classrooms so I just want to follow up on thank you dr. Evans and director Sinai for your comments what associate superintendents Gary what's the on the counselors positions where you you you gave us some of the options the potential options what would you say is the timeline for a plan to actually make a decision about how to how to ensure that those positions remain but are not generally funded how do well when are we gonna decide from among those options yeah I mean I think I think we'll be forced to do that no later than the middle of next year I mean we have if not sooner I

152would let me let me pull that back and say by October of next year what we've done is create a situation where we can carry those positions for the year and we've bought ourselves a little insurance with the ending fund balance that we've created in measure a by offloading some of that stuff into the Block Grant that we recently received so there's a chance that we can fund a hundred percent of the counselors and Dean of attendants for next year not a chance we can do that and then maybe 75 percent of those three items in the subsequent year so either a counselor and the Dean all of that could get up ended if we have to make more dramatic cuts which the superintendent was referring to but that that is the contingency plan now

153so we would be looking at a plan for 2021 and then a potential more dramatic reduction for 2122 if some broader state reform didn't bring new revenue so superintendent Evans I'm just curious in the sense of whether it makes sense to keep a smaller scale Budget Committee together because I do think this is kind of an ongoing process because we're in negotiations we're gonna have to figure out actually probably you know fairly soon what the future budget is going to have to be looking like I really want to I'm going to you know beat my little hammer again around the CTE is that that has all sorts of match and generating revenue but it doesn't fund the directors program manager mr. seals position so like we need to kind of plan for that and so

154whether so even October feels late you know to be having the discussion so I'm not sure what the best format if it's you know maybe just a small board committee that works with the superintendent to get feedback on you know how we're planning whether it's dates and timelines on when to get recommendations back but it just feels like it's a little bit of an ongoing iterative process and there might be not solution tonight but maybe we're thinking about you know keeping a smaller budget committee together the timeframe is fine I mean that's not an issue to me you want to wait actually after may revise anyway to see what but what happens yeah but we start we started over this summer and and we don't have to decide this tonight but we started over the

155summer now whether we want to bring that group in earlier September is fine but it's again remember is for the following year yeah and I just want to I was referencing we will have a limited number of contingencies if the funding source doesn't change so I think October to determine how you know how we use those counselors for the following year I wasn't talking about whether or not we could figure out alternative funding sources I agree with the idea of keeping the dialogue moving because even from an optimistic view if funding changes some of the comments that we've heard whether it's in PA C or in piano is people want to make sure we're keeping track of things that have been put in to be SEP or moved into El Cap and that if the

156general fund got right we should have sort of a priority list for what can come back to kind of create space and those revenue sources again - all right thank you I assume it's the same two of you for the next item yeah looks that way that's can we do can we make this one 30 minutes I don't yeah it's not a lengthy presentation so I made it pinwheel this is the now that we've cut to million dollars what what is staff proposing to spend yes is counter-intuitive is that sounds there we go okay second encounter pharmacy we were light one director go ahead okay thanks so obviously the last couple of years have been unique circumstances where we're dealing with large reduction targets but this time of year we generally bring forward proposals for

157any new ongoing expenditures or one-time expenditures for the subsequent school year so tonight we're going to give you a list of proposed ongoing and one-time expenditures for 2019 2020 obviously there is minimal funding we just agreed to two million dollars in reduction or close to two million dollars a reduction so there is minimal funding for new ongoing expenditures given the budget reductions and the broader fiscal context we are proposing additional ongoing expenditures beginning in school year 1920 of a hundred and twenty three thousand five hundred dollars and this is the four areas where we are looking to make those investments the increase in stipends for athletic Coaches the addition of the availability of sanitary products that was talked about in public comment emergency supplies for schools and the estimated ongoing costs associated with administrative systems

158upgrades that is getting us more paperless in more departments and with more processes on both the the item for the sanitary products and the administrative upgrades there are some one-time startup costs if you will with both of those items so you'll see those in our one-time proposals as well so we've tried to asterisk those or say see below and those are the amounts I don't know if it's the preference of the board to discuss the ongoing expenditures than the one-time expenditures or - since it's such a brief list to look at them both and then have one discussion let's do the latter okay the proposed one-time expenditures for 1920 the administrative systems upgrades what you saw in the previous slide was what we think the ongoing maintenance and licensing costs associated with those upgrades are

159and that $85,000 is an estimate of what it would take to upgrade some of our requisition systems personnel related systems etc the other one-time costs you see is the expiration of alternative special education delivery models we're gonna spend a little bit of time tonight showing you a list of things that we are unable to propose for financial reasons but represent what we think are long-term and ongoing district needs so the $30,000 for the expiration of special education delivery models is well shy of the assistant director or additional administrator that the the gillaspie report recommended relative to special education improvements but it is a way for us to dedicate some hours or possibly some FTE to someone to look at alternative methods for delivering special education that may provide the services we need to provide kids

160but really also assist us in thinking about ways to contain those costs there's been a request for a demographic enrollment study a ten-year plan that comes from facilities as we get deeper into the master facilities planning process or completing the master facilities planning process process and get ready for just the bond development that is a service has been requested polling costs proposed one-time expenditures for the upcoming development of facilities bond and special taxes for 2020 that's a cost that's comparable I think to what we talked about with visa and sanitary products initiative 23 to 30 thousand dollars in start-up costs our facilities director john cleese pointed out late to me that i should note that though that cost includes in the first year the $8,000 so the eight to ten thousand dollars is a project

161did cost for the ongoing maintenance of that program and that 23 to 30 thousand dollars would actually include that eight to ten thousand in the first year so those those costs are coupled and that's uh that's the second part of our discussion just say the second part of discussion is going to be we just wanted to briefly and and quickly go through a list of resources and positions for long term needs we think it's beneficial even though we're reducing and there's a limited amount of what we could propose I think this gives folks an idea of where there still is need across the district well can I suggest that you actually do that and now because I think that looking at the ones that you are proposing that we actually fund it would be helpful

162to have what we're all the things that we're not okay yeah that's fine so these are these are not currently proposed for 1920 but again represent what we see as long term needs an assistant director a coordinator for special education talked about this briefly a moment ago this was one of the key recommendations of the gillaspie report we really need to create some bandwidth to develop systems and to sharpen processes while our current executive director is dealing with lots of mediation litigation and sorting through a backlog of special education of in progress issues we believe that we are going to need an increase in our ongoing annual instructional materials increase it's been about the same allocation for ten years an inflation alone the costs of products are rising the things that we are implementing our

163inquiry by design curriculum for example at the middle school is a far more expensive curriculum and some of the stuff that we unsurprisingly adopted 10-15 years ago tech budget impacted by increasing costs this is a request from the Technology Director to look at the ways that some of the maintenance of the mission critical systems as he puts as he puts it have increased and have been the those increases have been absorbed by the technology budget and therefore there's a need to to increase the technology budget to deal with those increases lots of discussion about having a point person district-wide to really tighten up our our handling of the requests the developing and then the monitoring and maintenance of section 504 plans that is a that would be a coordinator position working out of student services

164some of these requests obviously would require negotiations and conferring and consultation with our bargaining units but they are concepts that we think are important nonetheless a big-ticket item would be the consideration of a seventh period day for middle schools we've made two significant structural changes in our program in the last two or three years one is the added preparation time in grades 1 2 3 and the universal 9th grade program at Berkeley High School and in discussion with our middle school administrators this is a concept that we've long long talked about to create spaces in the day where kids could receive intervention during the day where research shows that it's more effective without having to give up an elective or where kids who were on par academically if you will would have an additional range

165of electives that they could choose from an HR generalist I don't know if you want to speak to that at all over there my colleague just to give a brief explanation the last three years we have put on the yes at the captain talking about the help that we need in HR and I think my predecessor Delia Ruiz had put this on I think in 2014 and I think we moved away from it but I see the need for it and I think the need is now to be able to help our district move forward with the paperless endeavors that we're trying to to establish and also with all the different reports that are being generated on a daily basis I think that that would also help our department there's a lot of need and

166restructure in HR and we're not able to do it with the capacity that we are now with the staff that we have currently this is a rather large item and I certainly won't read through this slide but I'll just summarize it to say that we have made significant investments in the last four or five years in getting very very close to or actually at a one-to-one student to device ratio in grades three to five now we're in grade seven and eight and as we kind of increase our inventory they need to maintain these devices upkeep these or in some cases upgrade these devices and replace them is significant we think we're going to get to a place in a couple years where the availability of online content is gonna allow us to really make some

167transfer of these costs I don't think it's gonna reduce cost because I think some of the textbook companies have figured out how to license materials in a way where there's still there's still a profit there obviously so nonetheless there's still lots of instructional advantage to having kids accessing content on devices but our investments over time are going to create an ongoing need to upgrade and upkeep them that's that the wishlist was a lot longer but this is what we distilled to bring okay thank you so so this is just from the agenda for discussion then I think what the plan we had talked about was that we would go through these not not the not the second half the one yeah and see whether there any questions that the board has if there are easy

168quick answers you could give them now but if not you could bring them back in that same protocol that we did for the reduction which was that was a three meeting process I think it was yeah three no it was yes I held up two yes but it was a far more extensive list and obviously but I think that we could go through ask our questions right it could be just two meetings and then at the next meeting come back with answers and then we can vote on which ones so you it can be questions or if you want if you have a comment you want to make you can make it but really we're trying to get it what more information do you need in order to determine whether to approve these expenditures keeping

169in mind again the presentation we're about to have on the budget is assuming that we with respect to the ongoing expenditures make none of these new expenditures the the numbers that assistant superintendent phones B's about to present and the second interim are based on a projection based on a budget that includes two million dollars in cuts and zero additional ongoing expenditures so and so any if we spend $50,000 on increased coaching stipends well anything that so if we just we just approved two million hours and cuts if we approve an additional fifty thousand dollars and ongoing expenses that's the same thing as only making one thousand nine hundred and fifty thousand dollars 1 million nine hundred fifty thousand are some cuts I'm not saying we can't do it but so so let's start with it

170so we're not voting we're just do people have questions that they won't answer so on the stipends for athletic Coaches I have two questions one is in order to increase the stipends for coaches we need to separate them out from the BFT contract have we done that yes we've done that okay so I do want to say that I'm with respect to the increasing the Athletics coaches stipends which i think is a worthy all of these are worthy goals and the things on the second list or worthy goes in there things that are not even on that was like the nurse additional nursing capacity is not even on the second list so there's all sorts of things that we can want to do we couldn't even we have not even been able to increase the

171size for athletic Coaches in past years because they've been negotiated with BFT in there in the BFT contract and so it is a step forward to have separated them out which we've done and I commend staff and and also the advocates for the for Berkeley High athletic who have really pushed us to do that and now we can either this year or in a future year actually increase the stipend so I'm glad to hear that that first step which is an important step even though it doesn't result in any more money for anybody it has been done um my second question is assistant superinten falls me do you know whether I know that this $50,000 gets us closer to the median related to other districts do we know if you were thinking of this in

172terms of a percent raise what that would represent actually this I'm not aware I have to follow I think we have to do more work with that because the original plan was they requested it like a little over a hundred thousand dollars there's just no way so we have to check and see what that would bring us to the fifty thousand I think that the question you're asking is given what we took what we pay currently what would an additional fifty thousand on that total reflect in terms of injuries yeah in terms of a percent percentage increase so my understanding is that the proposal from the community was a hundred thousand dollars which would bring us up to the middle basically of for that area but initially yeah seventy thousand but that between seventy and

173a hundred thousand it was up to a hundred thousand because it initially didn't include your right you didn't but so my question is not what this where would this would put us in relation to other districts it would be where does this put us in relation to what they're currently getting what percent raise would this represent any other any other questions on that director brown no okay questions comments on the sanitary products I definitely I really you know we're creating a sustainability plan then I think that you know the by organic I think is important you know I've just been reading some some articles on how land fields and I think it's just worth it for us to to make this expense so I'd be interested to see what welcome what we come up with

174I just feel that this is just part of the bigger plan that we have and for us not to ensure their bio Gary ganic would be contrary and I would contrary to our plan and our goals and also I just I just believe it that we should be part of this movement so we've been asked to come back with the cost because that we had a very very broad projection of to 20 on top so who you want us to come back at the next meeting yeah you know yet it has mentioned we're one of the very few school districts I think once we make a move I think other school districts and that will bring perhaps the price also down so I don't know I just feel like this is something that we should

175invest in I wonder if we could can we I think and I think this is consistent with what director Lee Keller said and I know this is a little bit in the weeds but if we could just see the difference in what we're talking about in the in the different products there's also suggestion that maybe the the original the original estimate from facilities when we passed the policy we don't have a choice because we passed the policy great but we have a choice about that the original policy the original estimate was $5,000 annually for the products and a $5,000 one-year one-time cost for the dispensers so I understand the new facilities director has a higher estimate for them startup costs and there was a suggestion in public comment that that may be more than it

176needs to be said maybe just if we could get a little bit more detail on where this come from it sure products well there's nice break it down I think it's just for you just breaking it down well what we're providing now and you know yeah it sounds like there's two questions there's the question of whether or not what we're projecting as a 23 to 30 thousand dollar startup cost can't be done for less what the actual ongoing of a cost of a non-organic thing would be and then the cost of a more bio friendly or environmentally friendly product yes questions about emergencies with suppliers questions about the ongoing cost associated with administrative systems upgrades I have a question on that one as it's connected to the HR generalists and to the other ongoing costs

177this ongoing costs for administrative and I think it's on the next page did I see 85,000 administrated of systems so if we have these two things that going on and then we're thus the proposal is for HR generalist wouldn't the systems of putting in that we're putting in in improve our efficiency and how many people we have in payroll paying payroll to do because we're gonna have a system that is working for us and it's a it's gonna be incredibly different from what we have right now yeah I think we would have an understanding of that once we we're not actually proposing the generalist now but this might kind of refocus the discussion about the need for the generalist I would like to see how that plays how they're all connected in terms of the

178HR and and the current staffing that we have well it because we have a lot of people that are inputting from paper on to and some of that will go away I think with the new systems yeah I'm not sure that we're looking at the I'm not sure where the the administrative systems upgrading and Evelyn might have a different perspective is really about manat not reducing the work volume but really improving the efficiency and the reliability of the processing and the systems less loss forms less requisitions being caught at a certain place so it's not being proposed as a workload solution it's more of an efficiency solution if that makes sense I don't know if I I think going paperless is this also and maybe I don't it's not clear in terms of this visit

179or the systems upgrade for our payroll specifically I'm thinking is this enough this is this what's being proposed for our payroll you could do Mike [Music] which like the one that shows the the ongoing cost right there 47,000 mm-hmm that's the system so great one time and then there's 85,000 annually that we well it looks like the ongoing of the ongoing upgrades will facilitate workflow in HR Payroll benefits position control fiscal services special ad student services admissions ed services IT so everywhere so it sounds like your question is if we're streamlining the practices the staffing configuration might evolve to something different and we don't know that yet but it doesn't sound like the I don't remember what the position is called the coordinator the generalist is not really up for discussion right now you've just

180identified it and I think what you're saying vice-president is we don't know at this point whether it's going to be needed if we're revamping the way the administration is done right it's several positions because it sounds like we have several positions at work in payroll so it's almost looking at the whole system so I don't know how this would man packed us in terms of more efficiencies and people most people don't know so it's just because I have no concept that I just know that computerizing some of the things would help inefficiency yeah I mean I would second that I I'm I this has been something we've been talking about for a long time and it seems to be sorely needed across the district so okay any other any questions about that one can your

181the next slide pesco okay oh that was it for the I'm going yes okay so now these are questions about one-time expenditures we already talked about the sanitary products is this the only slide on this page okay so we just talked about administrative systems upgrades no so exploration of alternative special ed delivery models picture Center so I'm gonna ask this also in the context that I don't know if I support any of these given the cuts we just made that one of the things that the report also talked about was the importance and the need for training our instructional assistants so I don't know if when you identified what would be the one time only why the exploration of alternative education delivery models might have risen to the top over say training of our IAS

182because that I don't know if you would call that at one time or if I mean obviously it's ongoing we need to do it every year but that might be something that I would flag as something to think about yeah we can definitely do that one of the models that would be explored and not to get too into the weeds on it would be modified Learning Centres which is a concept we're interested in part because it saves some costs and is arguably least restrictive for kids and we frequently have issues with ia vacancy so I don't disagree in any way that we don't need to train that that segment of our staff better but some of the models were considering also help us mitigate the impact of not having is on a lot of sites

183okay other questions about the demographic demographic study dr. Brown so I don't know if I'm just quite sold on this and maybe I'm just needing more information but have we seen any neighboring districts who have benefited from this ten-year study plan and and how can you just tell me like how is that gonna directly impact us or help us just thinking about it $20,000 yeah I mean I won't do as good a job of this as mr. Colley's would if he was here and I'll certainly try to bring back some more details from the facility side for you I think that the rationale is that as we're engaged in this master planning process and developing that and when you look at our enrollment trends over the past 10 years you could draw conclusions without digging

184deeper that hey if if those enrollment trends continued we need 17 20 more classrooms in B USD by you know whatever the out year would be 10 years out so this is just an idea to try to get a pretty comprehensive study in place in tandem with that master plan so we really when we're making decisions about what to invest in with our facilities we've got as we've got more information than just kind of our year-to-year admissions projections that we use it's gonna see every district pretty much does a demographic study particularly when they're doing a master plan you really want to see what's out there was being you want to look at new facilities new buildings whether it be commercial residential buildings and we just don't have that capacity to be able to project

185out there what's being built and how many buildings and so forth or how many kids that will bring into the district so just about every district does a demographic study every every five about every five years it's a good question Director Brown because that there is there is always some risk in the accuracy of the study and and we did see that in our last study that was prepared I think when I first got into the seat we were talking about flex rooms and what was available and there was a wide gap between what we were saying annually so I'm happy to bring back more details and your question about how it's been beneficial another district try to get some more information for that move on since we have five more items on the agenda

186and polling costs any more questions I mean any questions okay so what I'm going to suggest is that if we any of us have concerns about these items that you want to raise to bring them up with dr. Evans between now and the next time we have this meeting said that superintendent has a sense of where the board is on amazed and thank you thank you both you okay now we're gonna go to the okay are we ready yeah okay okay so I'll be presenting the second interim report hmm everybody's so this is our second interim report and that takes us through the cutoff for this is January 31st and we're actually looking at our budget in terms of how we think we're going to project our actual expenses through June 30th so of the

187first time we did this was the first interim and that was through October so now we're looking at the change from October to January and how we think we're going to end the year so our presentation or my presentation tonight will have the second interim or multi-year projections and next steps so our agenda we're going to look at our framework and budget highlights changes since first interim our revenues and expenses multi-year assumptions and projections our reserves designations and our next steps so this framework that I'm showing it's pretty um it may be hard for everybody to see this but this is in our book it's our our our general fund that what what rolls up in our our sacs reporting so in Berkeley we are very fortunate to have our measure H fund we're fortunate

188to have B SEP provides a lot of services but if you look at this framework you can see that the unrestricted general fund which is a fund that most other districts work with and the restricted general fund that rolls up to the reporting in sacks if you will so we have the benefit of B sub and measure H but it somewhat distorts our version when we are looking at our our revenues or expenses when compared to other districts for example the total revenues for the unrestricted general fund ninety five point six million the same number when you look at measure H and B CEPS fund it's a hundred and thirty two point nine so with that a man I'm not going to take you through every every step but I just wanted to make sure

189that everyone knows that when we're talking about our Sachs reporting for the fund one we have to take into account or be SEP and our measure H which of course comes with additional administrative costs salaries and and other expenses so with that being said the highlights we did meet our three percent Reserve required by the state and we did have an increase in our contribution to our special education program in the amount of point eight million dollars and that's because we had increases in our non-public schools or agencies as well as settlements and you may remember that the first interim we had an increase of 0.5 million dollars so that's a total of 1.3 an increase in increased budget for a special education program from where from when we adopted the budget our ending fund

190balance increased by 0.5 million since the first interim and that obviously was impacted by our increase you know contribution to the special ed program we ended the second interim with an undesignated fund balance of two million dollars this was after designating 1.2 million dollars and that designation has to do with our L cap and our share of the three percent as well as our our petty cash one if you will so our ending fund balance was surely 3.2 million we designated 1.2 so we were left with a 2 million dollar balance after designations changes since first interim we actually received $75,000 in revenue from a CoA and that was for differentiated assistance and I was asked that the Audit Committee if this amount was restricted or unrestricted it comes in technically as unrestricted funding in

191terms of how it's categorized but it has to be used for our McKinney Vento program so we received on the planned use for the expenses and it's in line with the keep with the reporter required intention of this funding so when we looked at our salaries and benefits and all of this is in your book I'm just kind of summarizing really briefly but we went through this in great detail in the audit committee so in terms of what we did at the second interim we looked at unspent balances and we took a real careful look this time as opposed to waiting on till we closed the books to kind of see you know how we act what we actually spent so we really wanted to have a really good estimate of what our actual expenses

192with beef at the end of the year so we went through and we took savings arm in unspent positions we looked at unspent balances in budgets and we noticed that we needed an adjustment in our health and welfare that was a little bit above what we would do from the vacant position so we had a slight correction in our health and welfare the other expenses there were one-time savings in point five million of point five million dollars related to supply services and capital outlay and what we must remember is that these savings actually totaled 1.2 million dollars but that's one time so we're looking at our budget we you know we adopt our budget we think this is what it's going to be first in term is a little early for us to determine savings

193because that goes through October know that were January we're taking a deeper look at our savings but then we kind of we think these are one-time because we haven't filled positions we haven't spent balances so in our multi-year put projections these costs are technically added back in expenses and again I mentioned our contribution that we did increase our contributions especially this is a look at the unrestricted general fund so remembering from our first chart this is us the first column it's not the total column the book would have a two would include measure H and B SEP as well so this is just the way that we would look at our our funding and you can see as expected or lcff funding is the majority of this funding and then in our unrestricted same thing

194it's just a general fund o on unrestricted and again as we know our salaries and our benefits it takes about the majority of our budget so let's look at our multi er assumptions and projections this this multi-year projection is based on the governor's budget and it has the increased Cola in nineteen twenty three point four six and the revised school in our base funding and our supplemental funding we're using the assumptions in the calculator and when we looked at our lcff funding at second interim we did not increase our ad a because based on our enrollment we didn't think it was prudent to increase our ad a so it's pretty flat at this time but you can see the increased Cola is giving us significant increase in revenue in our lcff funding our expenses as

195as as time as director Alper mentioned our expenses are none of the projected expenses that we looked at tonight are in any these numbers they're just what we're estimating for expenses for the various years however we do have the two million dollars dollars in reduction that number is going to be more like one point nine nine but so we didn't quite get or two million but we're very close but so total expenses we are taking the the reductions and these are ongoing so it kind of goes into both columns our sources and uses you can see in 1819 the 5.6 million last barrel contribution to special ed is included you can see that number decreases decreases at 5.2 million in 1920 and stays the same in 2021 that's because of the 800,000 that we put

196in at second interim we think 400,000 of that would be one time due to the settlements that were increased settlements that we have this year so our ending fund balance 3.2 million 5.2 and 7.3 we're designating the the L cap and our share of the 3% so we focus on the undesignated and ending fund balance is two million 4.1 million and 6.2 million remember this does not include any any increase salaries and salaries increases will be ongoing so 6.2 million is a pretty pretty significant number but again that does not take into account any any increases this is just a quick summary of our assumptions and I'm not going to spend a lot of time on these and as is as as we do for other multis we remove one year one-time expenses from our

197expenditures and again we're just seeing that our revenues are based on the assumptions in the dartboard so when we look at our next steps we look at all the things that are facing our district and the things that we have to to budget for and and face on an ongoing basis all rising pension costs we got a bit of a reprieve from the governor's budget it's still an increase but a lesser increase our special education costs we continue to monitor that definitely cost containments needed but at the same time we have to make sure our special education all students needs are met future negotiations our facilities costs or unduplicated student count and our enrollment these are all important factors that we have to take into account and then we're looking at her the budget cycle

198we're now at the point we've done the governor's budget were in the process of building the 1920 budget the next step will be the governor's may revise and then in June we have the enacted budget so when we bring our budget back it will be based on the governor's may revise and hopefully there won't be too many changes to the enact from the mayor vice so they enacted budget so are there questions thank you and director Brown and I had a chance to ask him any questions about this at the Audit Committee as any other colleagues asked questions yeah well I probably have more but I'll start with one and this actually pig piggy backs a little bit on the question earlier around the demographic study looking at our demographic changes and the gentrification of

199our community is there any anticipation that our I guess it would be the Supplemental funds for our unduplicated students my reduce over the next you know few years due to changing demographics yes I think it's going to go down it has gone down I think we're at 35 percent started in at 40-something percent so our free and reduced numbers have gone down or or what other category I know our free and reduced numbers are definitely going down because it's also impacting our nutrition program funding as well so the rationale for doing demographic study to look at what the trend is gonna be and then what act is gonna be on our future funding and so not just facilities but correct hmm any other questions okay is there a motion to approve the said thank you

200so much our motion to approve the second a second okay second by turkey leave a color all in favor okay director Brown you had asked me to bring the information about be set so I have handouts piece in it okay sorry just to say what Pauline is about to pass out some Baxter an audit committee meeting if she could give us some sort of cheat sheet or handout that shows us how all of our Oh perfect thank you how all of our beast that money is spent or our restrictions on our beset funds and also measure H will be coming soon okay thank you now I'm gonna open the public hearing on the initial proposals so here anybody here for public comment on the successor agreement with the district in BFT okay I'll close the

201public hearing can I have a motion to approve the staff proposal motion by director Sinai I'll second it all in favor hi okay we haven't had to do this for a while but we're getting we cannot only under our rules do this once but we need to extend them I think right I'm gonna ask that extend them in about ten minutes to 11:10 so I'll move chicks in the meeting way 11 10 is there a second second by directly the color all in favor hi okay we cannot extend it past 11:10 now we're going to move to possession of two different items which are revisions which are essentially mandated revisions to our policies in order to meet federal program monitoring deadlines these are not meant to be a substantive to some of these are stuffins

202have changed but they're not meant to be substantive discussion of the way we educate homeless students or the way we educate English learners and Drescher Leyva Cutler can speak to this too if you'd like in the policy committee we have asked for time to have a more real discussion of these items but we need to for compliance reasons approve these changes tonight so the first one and because it's on first reading as I mentioned earlier in the night under our policies we need to do it I'm not on the consent calendar and it needs to be by a supermajority of the board so the first one is item 18 which is revisions to our education for homeless students is there a motion to approve the revisions to board policy sixty one seventy three motions by

203vice president Leyva Cutler is there a second second by a director Hariri we need to do a roll call vote too director Sinai I director Brown I you rector Albert all right eisah president cut leave a chi okay moving on to number 19 is anything you wanted to say no I just wanted to two things one that this policy is because we have to comply and prove it but I also wanted it to go back to D Lac and be translated for our delight group and because I anticipate that possibly this would change as we gear up to do our master plan and roadmap and so I'm hoping that will circle back to this should any policy need to be changed thank you I'll move to approve the revisions to board policy sixty one seventy

204four is there a second second by director sinai director sinai i director brown director Alfred president label Cutler Hey okay those are approved now moving to item 20 associate superintendent Scuderi if you could just say a few words about the Block Grant sure the low-performing students Block Grant was a state funded grant that came through to support students who were not performing well on state assessments in English language arts and mathematics students who did not meet the unduplicated criteria used for El Cap supplemental funding nor qualified for special education services the allocation to the district currently is estimated to be four hundred fifty eight thousand dollars we've laid out a plan which is in tonight's agenda to use that over two years which also helps to create some relief in El Cap given some of

205the things that we've been putting we are putting into El Cap or choosing to put it into El Cap because of the budget reductions and also helps to increase that measure a fund balance that we talked about earlier which buys us some time with the proposed counselor and administrator cuts hey thank you sir motion to approve the the expenditures for the low-performing students Block Grant to make motion motion by a vise presently the cutler ii by director brown on favor now I really regret extending the meeting is there public comment no all right okay well thank you for staying wait did we really get through everything we did 10:57 meeting adjourned
