001Longfellow Middle School and um Britt passed away last week and she was an amazing Spirit a great asset to our community she had a really Fierce belief in social justice and in equity and really loved our students and she did um her craft with an incredible amount of both skill and um Good Humor she's incredibly funny and um her loss came her death was really unexpected and um it was really a shock for the school community and um a real uh and and has left many of us deeply sad so I want to just honor her and send our cons condolences to her family she has a couple of brothers and uh her husband Steve and their daughter who's a who's a Berkeley student and um uh yeah I just it's you know it's it's
002it's always sad when we lose someone before their time and this and Britt was someone who was both as Kathy Campbell just walked in but um she uh Britt was a really key part of our Union and U I think a really great partner to Cathy and the other teachers and she exhibited her both Grace and fierce commitment to um to Justice through her work uh um at the Union as well as um just in her work as a as a teacher so um so we want to just have a moment of silence and recognition of Brit and all the joy that she brought to all of our our lives in our school district thank you thank you for doing this um I know it's this has been very hard because it's U it's one
003of our teachers but also this comes at the heels of also the loss of some of our former students so it's very difficult for our many of our students our teachers um and our staff so thank you our hearts and prayers go with the families and our students now I'd like to ask everyone to pull out your phone device and please put it on silent if you want to follow along with our agenda you can do so on your phone or you can borrow a computer from Miss chitis and go to Berkeley schools.net and then the Schoolboard tab at the top of the page um you can click on to the board meeting information and then scroll down to today's uh board meeting of uh September 7th like to remind everyone the board meeting is

007to the 824 um item the correction is to the language of the resolution and there's no fiscal impact it's for the record only uh it's corrected bft and uba and certificate management as part of Pur group on action tonight we have our un audited actuals a very large document that's here uh that all the board members have reviewed um it's being presented by our Deputy superintendent and staff this document demonstrates that the financial status of the district's status at the end of June 30th uh and these are the finances that will be presented and tested by our independent auditor we also have again limit it's a resolution that sets forth that the district is compliant and the calculation of what appropriate appropriated limits of funding to BSD is visible in our un audited actuals and
008tonight we're going to be discussing the lcap um two as this is part two of three um in reviewing our local control uh accountability plan um goal two is end the bational predictability of academic achievement by ensuring that all systems are cultur and linguistically responsive to the needs of our students we look forward to tonight's presentations and then on um for information is a smarter balance um that's given to us and at a later time we will have a more uh presentation and discussion so first now we'll like to welcome all of our public for being engaged and coming out to be informed about Berkeley schools and second also to welome the community that's watching online in our TV the vice we have one person um that will be speaking uh the vice president and
009I usually rotate the cards but we only have one person Mr iDine but I don't think he's here I'll finish my speech maybe he'll he'll come in the vice um if your name is called you may seed your time to another speaker to do so please rise when it's your turn to speak state your name and indicate to whom um you're seating your time if you seeing your time by seeding your time you forgo your opportunity to speak at tonight's board meeting on that issue and no one can later seed that time to you to speak speakers are limited to three minutes if someone wants to see their time to you I said that at the president's discretion we can also extend more time if you need translation um when there's one minute left the

011the audience we have children and youth and we ask for everyone to hear tonight to practice in a public and respectful way of getting your message across we will hear as many speakers as we can right now today we only have one um later we'll have board comments and board members are also being limit limited to three minutes um finally other than thanking each member of the public for speaking during the public comment the board does not respond directly to your comments or questions made during this public comment period Please do not take this as an indication of our interest or level compassion for what you are saying I assure you that we all take this very seriously and often wish that we can respond to you directly but then we would be here indefinitely
012board members can if they choose respond in their public in their P during their board comments which are scheduled to uh happen right after public comment uh later in the agenda um board members have computers and soders of staff and are taking notes regarding comments made by our public and we'll perhaps can follow up right now we have one person we have mansur Aden is he outside okay we don't then okay this okay um maybe all right this is the shortest public comment we've had so now there's an opportunity to hear from our unions the district um so our Berkeley Federation teachers is that working more or less yeah there we go great um good evening board members and superintendent Evans my name is Kathy Campbell and I'm the president of the Berkeley Federation of
013teachers I'm reading my comments because that's going to help me I want to begin tonight by expressing the profound sorrow of bft on the loss of longtime BD teachers Brit Alamo thank you director Appel for starting the meeting on this note our hearts go out to her family her students and her colleagues the loss of Brit is a loss to our entire Community as you know Brit was a graduate of the Berkeley public schools and the daughter of a longtime King Middle School teacher her daughter attends a Berkeley school brit was deeply entwined in our town and was an avid champion of our schools in all contexts she was a longtime Long Fellow teacher and had big goals and hopes for her RT position this year she was a funny engaged and caring friend and
014she was integral leader in bft serving as a site rep for many years and and as an original member of our organizing team Brit was a fighter for students for teachers and for public education she saw this as a part of the larger fight for social justice in our country and our world she was passionate about treating teachers with the respect and value they should receive and about the need to struggle work and be an act activist in the name of creating the schools our students deserve we can best honor her memory by continuing this fight we also encourage everyone to contribute to the GoFundMe account that has been set up to assist bris family on a completely different note I want to take this opportunity to express the Gratitude of my members and myself
015to departing assistant superintendent for human resources Del Ruiz this is a significant loss to B USD and one that should cause us all to pause and reflect I've worked with Delia for her entire tenure with BD and will greatly miss her grace principles work ethic and strong commitment to fairness as well as the high standard she has held for Bud employees in the service of students Delia is always willing to hear another point of view to receive new information and to work hard to support employees she is compassionate and dedicated to teachers students in public education we wish Delia well sorry in her new Pursuits and appreciate all she has given to be USD these last six years lastly I want to highlight the progress being made with our English learner students as shown in
016the lcap goto data you have before you tonight especially at the secondary level we see significant progress for our El students this progress is the most pronounced at our high school where a focus on academic Lang language constructing meaning and language objectives has been in place the longest this votes well for our ability to continue to make progress for these students via these important site-based positions over time thank you thank you any other no okay now um there's an opportunity to hear from our district committees do we have any you want to use the mic you pre- technology decoration Generations so you'll have to so I'll start over again good evening directors and super attendant Evans my name is Eric Weaver I'm here on behalf of the citizens Bond oversight committee my original intention was
017to go over the letter that we prepared for you but I understand that you considered it in your closed session so I wanted to tell you thank you for considering it thank you you have any question thank you okay thank you very much for your service so now we'll hear from board members and the superintendent we have 30 minutes board members okay I'll start I'll start us off I'll start us off because it's September attendance awareness month and it's very important for us it's one of the earliest warning signs that a student will drop out of high school um is chronic absence or treny missing 10% of school year for any reason um which is equivalent to two days a month um and whether it's excused or unexcused Nationwide an estimate 5 million to 7.5
018million students are chronically absent every year we have a resolution that's going to come to the board on um I'm sorry we have a resolution that's coming to the board um at our next board meeting and we're and the resolution is essentially um what we're trying to achieve here is essential to uh our student achievement and graduation and we're committed to the success of our students by reducing chronic absenteeism with a focus on starting children as early as their kindergarteners um so we're going to have a focus in both in our schools our secretaries our parent leaz on will be um looking at and being very uh monitoring our students attendance and so we ask all of our parents to please um please participate in being aware and reading the notices that are coming out
019from your schools we'll also be having a week of Celebration correct um in our school so we invite our board members to also maybe go go out to the schools welcome children as they get off the bus high- five them um because we want our students in school learning the I won't go into reading all of the the resolution but it'll come forward at our next board meeting um because chronic absence absence exacerbates the achievement Gap that separates low-income students from their peers since students from low-income families are both most likely to be chronically absent and most likely to be affected academically by missing school so please let's all be aware and uh let's go out there to our schools and celebrate our children for coming to school okay thank you um my office hours
020were last week they were changed for this month and so I will be out I am will be attending the Latino School Board Association um conference in San Diego Thank you next Judy M are fast um just want to remind everyone that my office hours are always the last Saturday of the month so that means this month September it'll be September 24th at 10:30 at Cafe Leela which is s Pablo at about Delaware Street and also for those of you that are trying to get in contact with me um I will be out of the country actually starting tomorrow and I will not be returning until really right before uh our next board meeting I'm trying to work in a great vacation between board meetings so um I will be not checking my email so
021I will get back to you when I return and uh other than that I just want to welcome everyone to a new school year I know it's been a few days now and hopefully everything has settled down and uh you know every year is a great beginning and I'm hoping that um even more things will fall into place as we continue to work toward making uh our school district one that every children is nurtured and succeeds so thank you and all the teachers and classified staff out there thank you for all the work that you do I know it'll be another great year want me to go um so I wanted to reiterate and and second on behalf of the board um everything that Kathy Campbell said about Delia Ruiz and to thank her on
022on behalf of all of us for your service to the district um as some of you know she has one um glaring flaw which is her um love of the Los Angeles Dodgers but she you can borrow Josh's if she um but you've never that's right but Del you've never let that flaw get in the way of your professionalism and your dedication to the district um HR this job as Kathy said this job is so important and it's so difficult and um you and to do it well you need um compassion and diligence and and really the utmost professionalism dealing with some very challenging situations and you that is what that's who you are um and we are so grateful and and hayward's Gain Is is certainly our loss um we got you um did
023sign as a very we did not get you a cap no we should have um a very small token of our appreciation um these flowers and we have a card for you that we'll give you at the end of the meeting um but we we just thank you and um and appreciate everything you've done for the district thank you thank you T um um you always have good lines Ty I wish I could come with that good line um want to Echo Delia um and my appreciation for all your work um you started about when I started on the board and so you yeah so you're of all I've known um but it I you know it's one of those things where um it's not probably the you know the sexiest position but it is
024you know a crucial important position and when things are going smoothly it's kind of like okay yeah everything's going smoothly and you know things have gone smoothly way more often than not and that's a testament to your ability and your position and your dedication to your job um want to welcome back my fellow director director keys uh wasn't here last week but um glad to have you sitting next to me and have you here for a second year um I will probably need to cancel September office hours uh both for profer professional and personal reasons um but uh there's a possibility I'll throw it in at the last Saturday of the month we'll have to see policy committee meeting this Friday at 2:15 we will be discussing the uh expulsion uh a are that corresponds
025to the expulsion policy that we approved uh uh in June was it June May June June um also we'll be considering guns and schools policy that uh is the result of a of a a law change that that occurred um although there will be many more opportunities to do this if you are in front of a computer I suggest you log on to registertovote.ca.gov and register to vote thank you so good evening um oh I don't get to go on vacation like Karen to Lisbon but um I'm so happy to be here we had a great opening of school tomor right we had a great opening of school thank you teachers custodians maintenance folks cafeteria folks staff everybody body um that made uh it a great opening we're about 98% of our projected enrollment um
026we look it looks like we'll have 100% by the end of the week um our elementary schools are having back to school night this Thursday um September the 8th um check with your schools uh your school your child school to see the exact time uh middle schools uh will be September the 15th and high school will be September member the 22nd I do want to thank Tasha Henman for being the acting chairperson for parent advisory committee until we hold our elections um our local control accountability plan or lcap uh met all the compliance requirements and was officially approved by the Alama County Office of Education so thank you team and I too want to thank dilia uh for doing an outstanding job you will be greatly missed um you've done so much in B USD
027um it is definitely a loss for us but Hayward uh with all the stuff going on over there they need you but we need you too but I understand um and then finally I do want to say um we will miss Britt um she was a dynamic member of the community um everyone knows she taught at Long Fellow um and she was loved by her staff students and we just want to say our hearts and our prayers are with the family thank you um okay a couple of things first I also want to thank all of our staff and um ad the teachers administrators and all of our support and other classified staff for a smooth start of the school year I I'm only on this job four years but I will definitely say that
028I've heard the least from um anybody uh about any glitches so that's always a good a good sign so thank you and um thanks for parents for getting your kids to school on time um and uh so that's first thing I I also want to thank you dilia um I'm also the you you've you've been the only person who I've known in this job since I've been up here and I um I know it can be a really challenging position you're never like HR is never the most popular position in town um but you've handled all that with handled any bumps with Grace and I know helped us get our systems together in a really good way and I know you're leaving a good Legacy so thank you for that and wish you the best
029of luck you're just going to keep moving going to keep moving North till like eventually you um maybe end up in Portland or something uh so thank you for your time and um finally I wanted to I wanted to just uh announce that uh we got an email today from uh our director of student services uh Susan Craig that our school has created a nonbinary binary gender option in power school so that students can have uh don't have to choose between male and female which is the case um with all the state forms and um certainly any other Federal forms so hopefully Berkeley is once again kind of leading the way um with this and I was really happy to see that not only did we make those changes internally but also that uh Susan
030Dr Craig is advocating at the state level to try to get the CDE to make those changes so that they could impact students all over the state and that's really amazing I thought it was great that I didn't hear about it till it was done and uh because I both as the one out that I know of LGBT person up here I don't want to say that I'm the only one the only one I know of and um also that uh with a kid who's gender queer that um it was great to have um it was great you know that you just did that advocacy so thank you and I guess I'm also should thank Jimmy the guy from Jimmy the guy from technology who actually created the form Jimmy um so uh my office
031hours are going to be on September 17th 10 a.m. and I'm G to have them I'm moving back to ca Cafe Lea because it's really Pleasant you can play parking that's it anything about the beginning of the new year alante welcome back okay so we have a new person on the Das do we have our can we are gonna excuse me are youz so UMD like to welcome our new um public information officer char Charles Charles Perez bz bz my family says burz I think that's probably close just made you Latino well well thank you very much I'm I'm I'm very glad to be here and I look forward to working with everyone thank you okay so we will continue now with our um agenda and um so we need a motion for our consent
032so can we have a motion to I'll move the cons okay motion by director hemple do we have a second second by director Appel and all those in favor I I okay so now we'll move to our action the UN audit 15 16 actuals and with it'll be done also with the Gan correct yeah we can do that that's a resolution um so okay so we're presenting tonight our 215 2016 un audited actuals um closing the the books and so um this is actually prior to uh the independent audit of our records our financial records and um Pauline who's our director of financial services will be presenting um presenting the UN audited actuals okay is that it now can everybody hear okay so um I'll be presenting the unaudited actuals which is um we're looking
033at our budgets to how we actually close the books and this is the predominant feature um focus is the UN audited um so as an overview we met the 3% reserved which is required by the state and we had an undesignated projecting ending fund balance um that was $4.5 million and we ended the year with an undesignated ending fund balance of $3.2 million um the ending fund balance before assignments and designations is $612 12,00 ,000 less than we projected and in addition we committed $3.2 million and $1.2 million for common core expenditures in 1617 and $2 million for BP program support in 1617 we also assigned $3.1 million so 59,000 for eia replacement carryover $161,000 for bcce negotiations for benefits $2.3 million an estimate for the 16117 bonus and $620,000 for supplemental um Grant in
034for lcap so our variance report um it's in our book um on pages um 13 to 19 but I'm just summarizing the variances and there in more detail on um in our books so first looking at our revenues our revenues are less than projections um by $236,000 and that's predom predominantly due to State funding assumptions for lcff and other state funding when we look at our our expenditures we have an unspent balance of $1.2 million but a lot of that $620,000 was due um is as a result of our lcap carryover so that amount is actually um reserved for lcap so it's a planned um unspent amount and then in addition to that the $161,000 for BCC negotiations that's um ons spent cuz we're planning on spending that in um 1617 the carryover Lea replacement
035and Common Core that's $102,000 um we also have un spent in some other in some of our programs and services continuing education home to school and CTE that's 278,000 we have onetime budget Savings of 569 th000 um and in some cases our expenditures exceeded our budget by 364,000 and our indirect cost came in less than budgeted and that's a total of the $1.2 million uh when we look at our transfers and contributions we actually ended up contributing $1.5 million more to um a net to um predominantly as a result of our contribution to special ed we also contributed $109,000 to meet our 3% Reserve uh we transferred that to fund 17 our Special Reserve fund um BP's contribution came in $138,000 less than projected and again the special education was $1.3 Million so those three
036factors actually accounted for a variance of a 6 $612 that I mentioned earlier and when we look at um at special education um we we looked at it closely to figure out what was going on and um a lot of the the difference was actually one time um we we estimate that these will be one-time expenditures so we had an increase in non-public agency services is of $421,000 our settlement costs including private placements legal and other services were 579,000 more than budgeted um we had $40,000 as a reduction in revenue and then we also had increased salaries and benefits and other costs of $283,000 so that's the 1.3 additional amount that we contributed to special ed um and then we look at our structural deficit so we look at the change in fund balance and
037that was $4.5 Million that's a um it's a surplus but then um we have 4.9 million in onetime mandated cost reimbursement that's 4.9 million so the difference is 420 but then we also had one-time expenditures which we'll look at at the following slide of 2.1 million so our structural Surplus is $1.6 million so this is a list of our onetime expenditures we you see we have common core lit coaches art counselors um carryover for transportation and the larger ones technology expenses transportation bus repair and cash in loose for 6 months it was a retroactive cost so um that totals our 2. $1 million which um we referred to on the previous slide and when looking at other funds um adult education fund they had an ending fund balance of 771 th000 and as a reminder
038it's subject to the maintenance of effort like special education Child Development Fund had an ending fund balance of $164,000 the general fund contributed $276,000 and were budgeted to contribute 16244 in 1617 Cafe cior fund um fund balance was $55,000 they are deficit spending and they are projected to to deficit spend by a higher amount in 1617 um the Special Reserve fund fund 20 this was a fund that we opened last year and it's a reserve fund to set aside funds for future cost of post employment benefits we transferred a net amount of $1.2 million and it has an ending fund balance of 5.2 million 3.6 million of this amount is actually accounted for in the financial disclosure for determinating determination of outstanding liability as of June 30th 2015 of 3 million so that's from our
039audited financial statements fund 67 um the as a reminder fund 67 um it accounts for our long-term liability to fund workers Scamp and general property claims and we had an actal report in June dat um just June 2016 and the amount that they asked us to reserve for workers comp was 8.9 million and 291,000 for general property liability and these include long-term amounts there are short-term and long-term amounts but because they're an Enterprise fund we have to account for the entire amount in our financial statements um as a result of this um of booking the these entries we have a negative ending fund balance of $3.2 million um and this was based on the recommendation of our Auditors we did have to book these entries um there um the actural study is in is suggesting
040that we increase the funding from um for our payroll but that recommended funding increase will generate 312,000 in 1617 so that's it um so any questions can we go back to the last page um the last one that it's expected that to contribute an additional 312 yeah that's the rate that they suggest that we um that we whenever we run the payroll we allocate a rate um for each dollar of payroll or $100 a payroll that we run um there's a rate built in so it's 2 2.39 % and and it was 2.05 so with that change it's going to generate an extra $312,000 and we go back to the page 10 I have another question general fund but isn't that is that 312 general fund money that's going to be going into a special
041fund for our post-retirement obligations no this is workers come I mean I mean sorry uh this this is um workers this is not um yeah that's workers comp so this one is fun 67 for workers comp I'm sorry that's what I meant so no um fund 20 um that's that's a different no but is that but I'm sorry for workers comp as that money that's now general fund that will be transferred into workers comp I it's all funds so it's a rate per payroll we have payroll in Adult Ed fund it's state and federal it's it's all of the funds where there's employee being do we know how much of impact it is on our general fund is that part of one of those earlier numbers um no it's not um it's going to be
042an impact in 167 it's probably about 60% of the total don't you think that's probably the general fund okay but that doesn't really kick in until next year or hopefully we have the new B set passed correct yes so which other slide page 10 on 10 um in terms of the cafeteria fund m I'm sorry I jumped ahead on this um where was it on I guess was it here yeah on the cafeteria fund there um the fund Bal and it's expected it's expected to increase by in 167 the def to what do we attribute that to um I think well we have a one-time bonus of 3% in 16 17 that's going to increase the cost there would probably be an increase in food cost but it's um it's it's listed in um our
043book we have a detailed explanation of all our expenses so we could take a closer look at that and the comp study is a part of that figure as well oh okay all right any other questions board members director hemp just to follow up on that uh I remember when I probably first came on this board and um our nutrition program was new with um our i w say exactly farm to table but our emphasis on healthier choices and organic food and at one point we were spending uh half a million dollars or maybe even $600,000 a year in general fund in order to cover the cost and it was a a concerted effort to be able to Su self- sustain a healthy program cuz you know that's part of what we were trying to
044show other school districts that you can make this choice and and make it in a way that um you you can fully support it in your cafeteria fund so I don't know if this has been something that we've been looking at because you know I don't want it to see it you know kind of inch its way up to half a million dollars again and then I have one other question yeah I actually have a board presentation that'll be coming forward this fall um our free and reduced numbers are lower as a district and that money was helping cover our Universal breakfast program no longer covering yes so we may have to make some other choices so we have some recommendations that will be coming forward in the fall on how we could um improve
045the revenues for the cafeteria fund um there's some issues at some of our sites as well um related to um you know properly accounting for um students that should be we should be funded for so there there's we we put together a report already so we're looking at this because as that deficit grows you see the fund balance is not large enough to absorb it so we definitely have to come up with some um recommendations to try to prevent an additional contribution from the general fund right exactly it's like let's catch it now before you know we start going up and then have to use general fund the other question I had was about the non-public agency services and I know that there was additional costs that are possibly one time but um this has
046come up in the past is how often do we do any EV valuation of our non-public placements um you know because I I I we have heard I know board members have been concerned about just our cultural competency and our efficacy see of a lot of our third party vendors that provide direct services to our students but you know with our non-public agency um placements for these are mostly students well these are students with um special education needs that are beyond what we feel that we can um um provide within the context of what our District offers I know that at some point we were looking at um additional either with our County or West Contra Casta County or Oakland looking at ways that perhaps we can bring some of these services if not to
047at least another to to kind of do um there may be some services that we could provide in conjunction with another public agency as opposed to the private sector so I don't know how we're looking at it both from the point of view of I I think that placing the students within our district is the best for all concern you're not uh the student doesn't have the transportation issues we don't incur the transportation cost and it's within our own staff and so to me that we can monitor it for quality easier than a third party so I guess are we looking at that and also just how often do we um you know do we do site visits you know just kind of what do we do for quality control as well as to make
048sure that it's culturally competent when appropriate I may not be able to answer all of those questions um but we want to make sure we differentiate between non-public agency and non-public schools our nonpublic school cost was actually down this is non-public agency service which is your sites your occupational th therapist and contracted Services um not the schools you know the the students are actually being placed in schools that cost went down in 1516 from 1415 um and some of the reasons these went up um was that we had a to back Bill behind some vacancies that we had for that people were on medical leave um some sites and then a specific instructional Aid that we contracted out for as part of a legal settlement so was various reasons this is this should be a
049one-time cost um most of this should be a one-time cost but we're not you're never 100% sure so we're not expecting to have this additional increase as an ongoing increase but I think for me it's like the larger question of reviewing kind of the third- party um delivery of services to our students I not having you know there's okay you certainly heard in the community what you know um differences of of what the quality is considered to be other the cultural competency in some of those services and just you know um unless the a parent complains and I don't know what we're doing proactively to make sure that those services or you know at least as good as if we were to do them ourselves I mean I I think it's a great question it's
050something we can we can look into as far as providing a more robust evaluation we do you we do disaggregate students who are receiving those services and you know along the lines of the different special education assessments that go out are you know in-house assessments and our state assessments but the notion of actually going in and evaluating them in kind of a quasi evaluative process like we would our own employees that would be a new project that we we certainly could look into the development of something like that right now it's just disaggregating kids by the the same assessments they get in general ed services well I think this year we're we're going to be looking at RTI which includes special education is kind of a project and so I think looking at our our
051um third party vendors as part of that whole deeper uh drill down into special ed um because we want to make sure that those services are as high quality as possible as relevant as possible meets the needs of our kids as much as possible and that we are very Hands-On in the in the con uh in the delivery of those Services whether we do it ourselves or if it's a third party okay thank you do you have any other comments yeah um the next slide please so I think uh broadly speaking this is probably the most important slide of the presentation at the bottom line in particular um I've been on the board now for six years and we've always run like tight budgets and we've always been financially strong but I think our structural
052Surplus has never been on paper actually positive we've always come in good we've always been good but has the structural Surplus been been positive no we we projected this in our multi-year projection so 1516 because of the Adult Ed Money not having to be transferred was a positive figure in 1617 it's only a 100,000 or it's in a negative by 100,000 so the multi-year already showed actually was 2 million when we last presented the multi-year and then the following year was a negative 100,000 and the year after that was about the same so this is close to what we projected okay this is still I mean it's very it's very encouraging and and if you look at for those of you who have um memorized the um this document if you look at page 33
053the um unrestricted ending fund balance for 1516 is slightly lower than it was uh last year audited and then lower so in some senses our unrestricted ending fund balance has gone down but it's been because of decisions we've made corre deliberately and consciously and we're actually in a much stronger financial position and a much stronger programmatic position than we were 2 3 four years ago so it's um it's it's just overall it's a very very positive report I think obviously as always it reflects well on your ability to keep us focused on what we can and cannot spend yeah we just have some big ticket items in 1617 there's a 2% ongoing salary increase in 1617 the compensation study which was close to a million is also in 1617 so our 1516 look you know
054it's going to be a lot more positive than but it it sets us up well to handle those sorts of UPS you know expected pressures and if they're having forbid as a recession it sets us up to handle unexpected pressures as well can you um go to the next slide please no um one more sorry number 10 so on the on the adult ed the ending fund balance is significantly higher um um this year than it was last year is that is that because of the thee and the 2 point whatever million do we know is there a sense um just so you know we got additional funding above thee um that's right because of what you did and we didn't complet got superintend we weren't able to completely get it expended but we do
055have I mean principal has plans for all right good good good for for the thousands who are watching um it's a lot of sort of inside baseball but but basically our Deputy superintendent um as part of a Consortium of of of school districts lobbed incredibly hard to get us what we consider to be our fair share of the funding since we maintained our adult Le program and everyone else around it cut so while they benefited from those cuts financially we stuck with our program where other so so our argument is that look you know we we stuck by this program so we deserve some of this extra funding so you did a great job getting us thank you for that that reminder um uh we talked briefly about child development and cafeteria um it's something
056that we often times talk about and I appreciate your attentive to it in the slides and the presentation for you know for the fall typically as my understanding is that they we we they appear to be deficit spending we're always very concerned about them in most years they come out okay in part because of your diligence and attention to the detail there so we'll see it looks like we may need to you know the ability of you of both of you to sort of keep things running smoothly may need to require more attention because you're bringing forward something in in a few months but um I'd say that the fact that we're still here you know in 2016 is is very positive even though it looks like we'll need to tweak it a little bit
057it's very positive that we made it this far um let's see I just wanted to add in terms of Child Development there is an um an expectation that in in child development that the there'll be an increase in January and possibly another one in July of 10% to the re daily reimbursement rate so how that will affect this I'm not really clear but that's a good because uh Berkeley UniFi has not gotten an increase in seven years I think I believe in the in the reimbursement rate so it's it'll be interesting to see how that flushes out okay um next slide please on the the last bullet so director hle I think raised this is the 300,000 or 200,000 for the general fund whatever the amount is has that is that in our current 16
05817 budget no okay so this is an this is when we when we do a budget update this will be an added expenditure to the general fund corre okay that that makes sense and yeah for 16 for 16 17 we approved the budget in June but when you when we um update it it will include it okay um uh and then just just to flag that um know we have this policy around around lcff and lcap and the setting aside any unspent supplemental funds that we have and it is now up to 600,000 over two years so we should look at you know where I'm assuming we'll at some point you know look at what we under spent then compared to budget and I know we we covered a little bit in the past we'll
059cover it in the future we don't need to go to detail now about it but I just want to remind us that the reason we are doing that is because when the next recession does hit and at some point it would um we will lose significant amounts of funding and um in the past often times what happens is that those um programs that that Target uh certain populations of students you know can can be most at risk and so this money was set aside to protect those programs from those types of cuts and in our policy I don't have in front of me but my recollection is that once that Reserve gets to a thousand uh sorry a million dollars or something to that effect then we can think about using that for onetime expenditures
060in our LC cap but we build it up so we have that cushion in case we hit we hit um a bump on the road so I mean I wish we in some ways we had spent more of it but it's you know we benefit either way um so it's it's good to have to have it there and I think our reduction in our free and reduced student population could also impact our funding level so we want to also have the contingency for that as well other directors this is an action item so we'll need a motion to accept the UN audit audited actuals so moved moved by director Daniel so I have a second second director amle all in favor I not director Keys is not on the dice so I know thank you
061so the next item is our Gan resolution um Gan limit resolution olution I'm turn this over to um Miss Cleveland um it's just a resolution so for approval it's action action is needed it's an appropriation how what they use to appro determine the amount of funding we're getting in the back of the book so can we have a motion also to approve the Gan limit motion motion by director Daniels second by director FAL all those in favor I and noted director Keys is still not here so let's move on to our discuss thank you very much thank you for your time and so the next item is our lcap um our local control accountability plan um we are providing information the evaluation piece for our goal number two uh which is to end racial predictability
062of academic achievement by ensuring that all systems are culturally and linguistically responsive to the needs of students we had to some great results and so I have um Debbie and Pat here to do a quick presentation and we'll be able to answer some questions afterwards guys introduce and Miss riddle so before before we get started this evening uh we're very happy to introduce a new addition to our ed services team we'd like to introduce Miss ebony dansy she's our new Ela Middle School TSA we're excited to have her join the team she will work with our Middle School uh teachers and principls to hopefully adopt a new curriculum program for the Middle School level and thank you very much we're ready for the slides and as um was shared this is goal two two of
063the three-part series of evaluation for the lcap um just to note that this is an internal evaluation it is not a requirement by the state but rather something that we provide um in our depth of evaluation and services through our BP measure and elcap so um an overview briefly of the packet and the presentation um slides is the lcap uh goal two is um contains the annual measurable objectives supplement mentally funded goals demographics performance and annual update summary in the slide itself there is a link to that PDF so um we will go through these slides quickly and I ask that questions be asked there's going to be that Temptation again as soon as we celebrate the data um to ask the questions that we save them until the end so again goal two is
064a different goal than goal one in the sense that it's it's more of a narrative we look more at our qualitative um responsiveness and um it's really around ending the racial predictability of academic achievement by ensuring that all systems are culturally and linguistically responsive to the needs of our students um the areas of success are really around professional development and equity practices and our professional learning communities that um Maggie riddle will be sharing with with us the increase in the Recruitment and Retention of teachers of color um Kathy Campbell has already mentioned this but the growth and proficiency of our English Learners and English language development we are uh looking deeper at our reclassification rate because that dipped slightly so digging right in um the first of the goals is the professional learning communities this
065is in the packet or in the evaluation on pages two through four two is the Amo and three and four is the narrative the qualitative and quantitative um piece MERS trained last year and actually it was pre uh through 8 and included let me scoot over here and included our teachers on special assignment our um music department vappa department and many many of our staff including our coordination of services teams and so um with that we launched into using student work to really identify need rather than just other data points additionally really analyzing how kids are actually doing um by examining their work so 100% of our coordination of services team and Leadership teams were trained in a three-day PLC training and then administrators another separate day just forite administrators and um all of these
066folks you see listed on the S on the uh slide came out to the trainings and are carrying on the PLC work directly at the sites um while it's not the exact same hi Petra Petra was my student I had to stop and say hello to her I didn't realize that was you Petra hi nice to see you there yeah um sorry for that um but at any rate um while it's different in implementation across all of our sites it is a very strong process and we're very proud of of that initiative and the way it's really taking root at the schools and so our next steps are this year we have uh three days coming up and we are branching out a little bit because the way the PLC really becomes more strong more
067a part of the school is for classroom teachers to be more and more a part of the actual trainings and so this year's sites the same sites the same scope spectrum of people will be coming out again principles will go through the training another entire Year's worth of training and they will bring classroom teachers who will join the work and then take the work back to the sites this year we're also stretching that out to the best of our ability into um Regular cycles of inquiry around data and so this morning for example we started in the regular Wednesday principal meeting with a really strong analysis of our spring data and moving forward through the school year so those are scheduled out throughout the year they're in six and seven week intervals and uh we're
068lining them up to the assessments so that we can take a look at how our kids are doing on an ongoing basis and of course this is all connected to our Equity work because it's our goal of course to end the disparities and achievement amongst our students and the PLC is one of our vehicles for getting there thank you very much and our next um goal that we really looked at was the focal measures of success for the teacher Recruitment and Retention we did hire the consultant this year and what we you will see from the data from 1516 over over 30% of our newly hired teachers in 1516 were black African-American and or Latino um this is 17 7% more than 1415 our goal was 5% so that's fantastic and overall our uh teachers
069of color that was an increase over two years overall of teachers of color by 6% um I was able to meet with the consultant this morning and in early looking at the uh early data for 16 17 36% of our new hires are teachers of color and that's a result of ongoing Outreach and Recruitment and the addition of two career fair and I do also want to say um thank you to dilia Ruiz personally um um when we talk about this uh the consultant is cultivating the relationship with 14 potential teacher candidates um that are enrolled in the teacher prep preparation programs um and she is following up with the seven black African-American Andor Latino teachers that were lost to other districts for one or more reasons um next steps that she's going to be
070looking at this year is really the additional recruitment fairs continuing that ongoing relationship um she's looking at piloting a teachers of color Network at one of the sites to include more than just the nuded Berkeley teachers the consultant the site principal and also she's really looking at um assuring that retention rate and following up both with both unions um that are represent presented behind us um and and connecting with a pair of professionals as well so that those are some goals for this next year um and we wanted to spend our the bulk of our time um looking at where we spend the bulk of our money which is the English Learners so there's a couple of slides on this um this is found in Pages seven and eight Broken Out by elementary middle and
071high school and thank you Kathy for pointing that out so um there were English learner teachers at every site providing systematic ELD instruction to targeted English Learners um the models varied by site and number of El's and as Kathy shared we had an aln constructing meaning academic language development for those that are learning acronyms um and constructing meaning used at grades 6 through 12 um we wanted to look deeper at the data and the number so first of all looking at the demographics and you can look at it by elementary middle and high school we had more English learners but the percent of the total went down just slightly um what's very interesting is many people make the mistake of saying English Learners and thinking Spanish speakers about 50% of our English Learners are Spanish
072speakers the other 50% have 37 to 40 different languages spoken and this is something that the English learner teachers really want to point out and share um our lowincome English Learners um that stayed about the same at 67% so they meet the the um lcap requirements both under low income and being an English learner and as I shared the redesignation rate dropped slightly this was mostly at the middle school where it dropped and that's when the redesignation happens um but that's really that deep look into what is required for redesignation and that's changed um as Kathy shared uh there is a title three goal called the annual measurable achievement objective and I wanted to really look at a fiveyear growth pattern as we will be looking that in at that in goal three for suspensions
073and attendance and other pieces so when you look at five years of ama1 which is progress on the sell the students must show progress move from a one to a two a beginning to early intermediate from early intermediate to intermediate and they must if they meet the early Advanced or Advanced they must stay there if they go behind they do not show progress on the S so what we see over four years that our English Learners are meeting progress and there is an error on that slide I can see it right here on in front of me um but they are making progress on the sell it's actually 2.4% so if you subtract 2.4% it's um that's the number um and the ama2 are newcomers are showing over those five years 5.5% you see es
074and flows but this is a cohort of students that were following and our lowincome long-term English Learners are showing the most growth over the five years and you're seeing a 12.5% growth on that um and when you look at our cohort of ama2 students the percent of annual growth for that one year is 4.8% we met the state Target as well as meeting um the long-term Target so I'm going to um hand this so after reviewing the data and really taking a look at the federal compliance U requirements for English Learners um there's a couple of um areas that we'd like to focus on in this coming school year first of all the state has been very explicit around the types of English language development that should happen for our students there should be integrated
075English language development that should happen every day as part of core instruction in our core subjects and there should be designated English language development for our students who are newcomers and for students who are identified as long-term English Learners so as we look at a curriculum for the middle school we will look for a curriculum in ela curriculum that has ELD embeded so that it will be integrated in the daily instruction and we're working with our El teachers and our lit coaches at the elementary um level to um identify strategies and an approach to ensure that ELD is integrated in the daily tcrwp instructional program we started today with the six- week data cycles and part of the data Cycles will be for principles to have a Keen Eye on the outcomes for their English
076language Learners especially the ones that we've identified starting in grade four and up as long-term Els and um there will be a new assessment we will no longer be um assessing our students at the beginning of the school year using the selt the um New assessment will be called elpac and we're waiting for more instruction and Direction but my understanding is that it will be administered twice a year and it will be a computer-based assessment for students in grades three and up and there will be a adult to student assessment similar to selt for the students in grades TK through two thank you Pat and I do want to note on page eight um just the tremendous growth that our s cohort made from uh 1415 to 1516 for example example our lowincome cohort in
077middle school went from 57% of the cohort to 67% so 10 percentage points growth the 9th through 12th graders the longterm lowincome cohort 58% to 70% making progress and then ama2 we went from 57% to 62% in middle school and 50% to 63% in high school so our long-term English Learners and our all of our English Learners are making growth especially as they move along um the continu and with that said it was a very exciting morning as we were working with our principles our Target this year is really to ensure cultural and linguistic responsive responsiveness using data having um the principles the teachers engage with the data through illuminate assuring that we are looking at multiple measures so looking at race at ethnicity at language development at the number of absences that's included on
078the slides and and all of these were noted this morning by the principles of those connections and who we really want to Target within those um case management groups as they develop those and further goals so with that said um we are going to move on to questions and discussion board members thank you very much thank you thank you board members questions comments thought thoughts J okay um thank you and it's good to continue to have overall um good news in the sense that I think this is the first year that I'm starting to see double digigit uh progress in many of our uh categories um know there's always more work that needs to be done but this to me is the qualitative break I've been looking for and I'm hoping that things accelerate even
079more and in those places where we're not seeing the growth um I think you know we are seeing some differences potentially in the need for more targeted direct service programs um you know we in our last um data presentation um you know it seems that when we have students in either Bridge or Avid you know we are seeing amazing success uh but those students that we haven't yet um um hugged into those programs so so to speak you know we're we're obviously seeing that when we we don't provide those Services you know we we we still aren't seeing the progress that we would like to see so thanks for everyone's work um questions that I had was about uh the teachers of color and one is I I know that this something we've discussed before
080but I want to say it in public and also as a reminder it's not just getting them it's keeping them and so I am hoping that all the principles are being given some addition um I don't know pointers about you know how to keep staff you know how to make staff welcome you know not you know um as and I'm sure that uh bft as well I know that they have their um teachers of color kind of caucus for lack of a better word and that bft is also reaching out uh to our new new teachers in general but making sure that our our new teachers of color are plugged in with their peers and so you know they have a support network um and and so in that there's like a regular check-in just
081to make sure that anything that we can do I mean sometimes you I mean just as some of our students are beginning to have racial isolation you can have racial isolation as staff and so just to make sure that uh we're not losing teachers in ways that we don't need to lose them because they don't feel supported uh the other question I had about it seems that our I am looking forward to us relooking at our Master English language learner um plan um I I think think that we've certainly seen a change in the composition of our um Spanish speaking population in in Berkeley but this news that 50% of our students are in fact um speaking a language other than than um um Spanish as their first language I'd like to know a little
082bit more about that like what are the top languages you know is there an identifiable group that maybe is at 10 or 15% you know of a percentage that um you know depending on how they're doing may need to be targeted but at the very least if they're not targeted in the sense of our l cap they're targeted in terms of understanding that we might need to think about translators we might need to think about Outreach workers I'm particularly thinking about some of our Arab speaking population who I feel um it's kind of I going to say underground but know we see them but I don't I don't really from various different cultures and backgrounds it's not just one so I think you know I I would like to see a little bit more about
083what we're doing with with some of our population um uh we rightly spend a lot of time on our on our Spanish language um dominant populations but I would like to to take a a a more of a dive in some of our other popul I suspect that we have some significant other populations so I will provide um the languages to you in in Friday notes and then I will taking the notes to be able to follow up on the other cuz I know at one point we had a fairly substantial YY population and I just wanted to make sure that there aren't kind of um identifiable populations that um that we're not you know making a that that might um benefit from us reaching out to them as opposed to waiting for them to
084come to us and other than that um I um we're going in the right direction uh thank you staff for all that you've done I know Pat You' spent a lot of time and I'll just end with saying that um what I said before is that I hope that this data gets to our our Pac as quickly as possible um you know we want to look at some deeper dives into RTI and some of our other programs and they won't be able to do that deeper dive unless we program that in so that they and other groups whether it's the anti-racism task force whether it's our Equity team you know get a chance for some real input before it comes to to the board come this spring director P thank you um yeah just a
085a little bit of a followup on some of that so you're going to provide the languages with the number or percentage of students as well great yes um that's helpful and I just want to Echo everyone's the in the optimism flowing from both last week's report or last meeting's report and this one on goals one and two so uh it certainly is indicates a really positive um direction for the district and I think we're just going to see I honestly think we're going to just see more of it as a lot of the initiatives that have been put in place are um if we stick with them and just make them deeper and I think that your presentation um indicated that so that's really exciting um I did also have a couple of questions about
086um about the teachers of Color part of the uh of the of the report and first of all um this is just a clarification because I I I know it's not exactly this way but I was kind of surprised by this so it looks like we have 41% of our teachers who are not white who don't identify as white either or I mean I guess some of them are other but is that correct did I understand that correctly because that's was that was a surprise to me that that number would be so high so that so yes we had uh in 1516 there were 55% that identified as white so yes and then 45% did not or identified as more as not as white solely white yeah that surprised me um okay so I just
087wanted to make sure I read that properly um and then um you know we had the some conversations I think kind of maybe they were offline or in more informal settings but we did have some conversations about starting to pla to um to track the race and ethnicity of our administrators and our counselors and so I'm wondering if that's something that we can also include I mean I I if it's in Friday notes or I think actually some place that's Friday notes are are not are not public so something that's public so that we can also track back that even though it whether or not it's like built into the lcap because it's not an original goal but I think that that's that's kind of a Next Step so I'm wondering what you think of
088that if that's yes absolutely um the first step is to gather the complete information on our newly hired teachers and um that it's they're still signing contracts and all of that and yes that is a next step is gathering um and we have the information and sharing that information out our on our administrators of color our counselors of color and those um in a variety of different and a variety of different um unions and yeah and I was specifically talking about those two because of AD there's administrators are relatively there aren't that many of them and um just keeping track of who we who we who we are who's leading our our schools it's not the only thing that's obviously there's a lot of indicators of what we were looking for but I think I
089think that would be good along with the for the same reasons that we're looking at the teachers and counselors particularly because we've just hired three new counselors to do the RJ work I think it's um because of some of our specific goals in that uh initiative and that in that through those efforts that it would be you know just and all the kind of supports that the counselors provide I think making sure that we have counselors that are reflecting some of the students that we want them to work with and great so uh what I will do is ask our EV our ELC cap evaluator to follow up because you are correct it's it's going to be easier to collect that information on smaller group than the larger group and as soon as we can
090gather that um I will bring it to cabinet and great Z it up did you have something to say on that I was just going to say two of the three Middle School RJ counselors are people of color good to hear um I am um and then finally um I you know a lot of this is great information both from goal one and goal two and I know we're going to get goal three in a couple of weeks which I think also is going to have some really positive um be good news so I want to know what's the plan maybe I should talk to our new public information officer but what's our plan for getting this information out in a really digestible way to the school community and the parent Community because I really
091think you know this this is information we should all be aware of and we should be celebrating and also holding ourselves accountable and looking at where we are doing well and then the places where we still need to do well so um once we present all of this information to the board we're going to assemble up assemble all of this in a nice package and we will do a press release um to um Berkeley side Berkeley times and also I do have a meeting um in October um with the NAACP and um we're going to share like all of this good news with as many members of the community as we possibly can through as many vehicles as we can it'd be great to get some nice looking infographics up there on our we met
092today actually to start um updating our infograph from last year and so we're excited there's so so much good stuff we don't have room to put it all on there so we'll we'll look for guidance from Dr Evans about what to highlight and finally in addition to recognizing the the great work I also have to say Debbie that I think that the reports themselves are just really well done they're really well written they're concise and they're easy to understand so I actually think that'll make it easier to make that information available to the public and I want to say that the other day goal one happened to be sitting in the car and Allison was picking up Tris and she started reading goal one and I got back at the car and she's like oh
093this is really well written who wrote this and she is really very um has very high standards when it comes to writing so it was a good quote you know she this is really well written so I agree with her and so thank you there it's a it's I'm I'm very proud of proud of them and the work behind them of course and just to follow up before I forget my thought um we are I did meet also with Cheryl Johnson from um the city of Berkeley and once we've shared out the three goals uh they will also be having a city council meeting to share that but I felt it was um and what I should ref her is it's important that you receive the information first yeah it would be really good to
094get that sometime in the next and um we will be I mean that concise information that we provided in June um will be we'll try and bridge that together with the infographic and um great the great news thank you director ala so I also had a question um about the teachers of color um item which is um really promising and I guess my question is I was thinking about it in the con um the analogy to the restorative justice work we're doing where um we've sort of recognized that we needed some outside help and we had a consultant we've had we've we've contracted with people um to help sort of jump start what we're doing and and change our practices but but that we've also realized I think or come to the conclusion that what
095that ideally we would embed these new practices and approaches to what we do um in District staff and in in our school sites um and so my question about the teachers of color maybe this is a question for either Dr Evans or or Miss Ruiz on her way out is what what are we doing to because we can't have a consultant forever so what are we doing to um embed what we're learning from the consultant into our um ongoing HR practices HR in terms of the Recruitment and then as director hemple said also the retention um of teachers of color so that these these um um gains continue to be made uh even after we don't have a consultant yeah that's a good point so I've actually thought about that and um one of the
096things I would like to do is embed that into a permanent position in HR combining those responsibilities with other responsibilities um whether it's Recruitment and so forth so it's just trying to figure out how we can do that um so that we can sustain some of the work that we've done so far okay thanks director Daniels and student directors no questions Josh I got like 20 minutes you know like I might make a few jokes talk really slowly um I mean I think most of the comments we we talked about in terms of the the presentation the fact that this is um you know reflects focused resources to to particular outcomes um and that that is sort of consistent with what we saw with go one and the previous presentation the comments and the questions
097I think um addressed most of it the the presentation continues to be uh you know really impressive and um you know the my recollection was that the funding for plc's was not in our year one lcap that was added in year two it we obviously approved the lcap for 16 17 so we're we're off and going but do we think that at some point it may need additional resource allocations to continue to be successful to sort of take it to the next level or do we think that the current amount is is sufficient given what we want to use plc's for a little hard to answer always pleas Mike please say say yes Maggie we need more there's a simple answer to that question the answer is yes they're telling say yes so yes the
098answer is yes we need more money okay so I mean I you know we we I've said this before and you know while we need to be very um thoughtful in terms of how we allocate our funds when we see that something is working and we believe in a program um and and we didn't we haven't talked at length this time about RTI but that's a huge expenditure with I think it's fair to say some positive results and some mixed results um but when we see results from actions that are clearer maybe or it's it's I say it's more it's easier to tie it to a particular expenditure it it appeals to me as a as one board member because education is so complicated and and complex and messy that when we can get a
099a tighter sort of causal effect I want to like figure out how we can put more money behind that because then we know we're going to get if if the causal effect is there you know even even better outcome so I don't know whether the uh you know PLC is is one of them but it seems like it's something that we as a district in it seems like it's something that is research tested and it seems like something that has led to measurable outcomes in Bud and so I that I mean that's not the only one there are many different actions we could have this conversation around but it's it's just it's a small allocation and I bring it up because if if it even required a doubling that's not a significant expenditure and yet
100it could have a a systemic effect so we actually talked about um increasing the number of teachers um participating in plc's because we know that that is one way to be more strategic and being more Focus um with what we need to do and provide for our students can I can I just address that real quick so but my understanding of what we're paying for with the plc's is the Consultants to come to train principles to train principles and and some staff teachers this year teachers and teachers oh that's right that's right but but I guess I I would have the same question ah had but the teachers of color isn't the point to embed these practices in our employees so that we're not spend $4,000 every year to pay outside people to yeah and
101I think it's a good it's a good time to point out that even though it's not lcab funded the math project at Berkeley High where we have teachers literally working in a daily PLC with extra release time as they constructed math one both our raw Pass rates and our CSU UC eligibility for that first year math went up last year and in addition uh to to being able to work more effectively and collabor collaboratively on an ongoing basis they've developed U you know teacher notes for almost every lesson uh there's special ed differentiation materials that have been included so I think that's an area where you guys have approved a pretty significant expenditure into what is in effect already a PLC right yeah I'm sorry no please I mean once we've once we feel like
102we've we've allocated the funds necessary to train our everybody in what a p PLC is and how it operates I would be much more comfortable spending money for the for the time for teachers to spend actually collaborate I I was I was specifically referring to the PLC training not not release time I mean that is maybe something we want to explore as well but but specifically you know do my limited understanding is that there are you know levels of sort of PLC sophistication and that we we don't have a a no I mean yes oh okay yes okay so and and and that we do our our principal core is not static and when they come in they may that may or may not be a strength of theirs and so um well in a
103perfect world I might agree with you vice president Alper that um uh you know it it we can really think about as a one-time expenditure I don't I I'm not sure that we in reality that that is how we want to think about it um and again since it is such a small expenditure given all of the other ones only 40,000 60,000 you know you know a doubling of that is is a very small increase but it may lead to a significant impact again I'm not advocating it for it one way or the other I'm just I I highlight it because it's something that is small and yet we we think it has real meaning in comparison to other much larger expenditures where we think it has meaning but it we haven't necessarily been as
104confident for one reason or another so can I just respond to that go were you go no go ahead I just because I think that this is a really interesting conversation because this is an for me this is an example where the teachers began to really advocate for peer-based professional development way back and I know Maggie was also very invested in this and I actually remember we made the decision to move some of the some of the funds that we were going to spend for restoring of Justice not not for this year but last year over to these plc's at Maggie's request and that um the lesson for me is that I think what I'm hearing from what you're saying is this seems like a really a strategy that's working we want to invest in
105it and so maybe think about how would where what do we need to do to help us get to that next level of sophistication and so if you can maybe figure that out with one another and together perhaps with the teachers union I think that I would be very interested in that and just Ty for me this is really different than um than the other question because if you have an ongoing consultant who's actually like putting hours into something and then you know ultimately you either should hire somebody or institutionalize the practice in this case I feel like it's kind of training so the training is going to always be like to a new level or trainings people who haven't been trained or you know I I feel like the training in this case helps
106us also stay task and accountable to continuing to do the work which can be a very tenuous initiative like it's if I get the sense that if there wasn't like an ongoing commitment to making sure that this keeps going that it'd be really easy for schools to kind of revert back to the old way of doing collaborations and calling them plc's so that's where I feel like there it's kind of different I appreciate your question Jos because I think where you're getting at is how do we help deepen that like really anchor it Josh did you have another okay well I well I wanted to thank you on on that on the PLC I can myself barely on P the only thing that I would add to that in terms of the discussion is how
107do we um evaluate ourselves and how do the principles especially when it starts with the principles in terms of how effective it it is and what else needs to change or change up or you know do more of do less of and whether that happens at some point in the mid place and or at the end but it would be good to get that feedback and then you obviously you'll see it also in each School site in terms of where where it's bubbling up and so and being aware of that um for uh for me in terms of one of the I think we I spoke earlier uh about my interest and I hope that we can bring more the integration of the ELA with the English language Learners with our math uh literacy coaches
108that kind and I think you have some plans for that um with our new Ela and our we have a new um es uh El um TSA teacher on special assignment that'll be working with our students and teachers um I think my concern when I saw the the percentage of time that was in direct and administrative if you can speak a little bit to that in terms of where we building the foundation for now that is going to be implemented in in this next second year yeah so um dedrick's position actually was dually funded last year he was partially 50% of his position was funded out of elcap and our expectation around that 50% was that he'd be out at the school site supporting the El teachers providing coaching um ensuring that they had proper
109materials and training as well as supporting the ongoing assessments so starting the year with the selt assessments and then supporting both to and um lant with um administering the adapt assessment so that they had on an ongoing cycle of U data collection so um I think he did a good job with that he also worked with our daac um and he also monitored the data for the Els and was able to participate in um the cost meetings as needed for students that were really struggling so I think um he did exactly what we identified as the key responsibilities for that role and have we audited or at least gone out there or I think you have in terms of the 30 minutes of instruction in El ELD for our students has that happened do we
110know how it's happening across the district well in terms of last in terms of last year with d yes I monitored that and met with DED and ensured that every single site had a a schedule with the kids in groups according to their salt level and that they were receiving those minutes yes good and and going back to the master plan that is that that's something that we've said last year that we were going to revise and we're so we're waiting until uh about two weeks from now for the feds and the state to decide um how Essa is going to impact um districts in California and once we have that information we plan to convene the um master plan committee that will consist of parents and District staff and um make a recommendation we
111also need to really carefully look at look at our student population um because that may impact our recommendations for prog programmatic um classroom and course offerings um in the future um I guess just this one question that's actually come up at a pack meeting probably early on um and that was about CH students who are not English language learners but are below in their reading in terms of how we're serving better serving those students who don't have the in the elementary I know we have academic language that's happening in the middle school and the high school but those students and specifically targeting those students um with their language needs which bubbles over to uh the math needs too um so every school has an inter vention program for students who are struggling at be that
112includes programs such as reading recovery L early literacy groups and a variety of other interventions that uh we use with anyone who's below grade level and so those are in place at every single site and um we have a whole plan for how we are working with the youngest kids with reading recovery and level literacy intervention to try and interrupt that cycle but yes we have programming at every site yeah through through the RTI program and the RTI program is directly connected to the PLC work and when we report on the RTI we can go into that a little bit more good they're hand in hand okay and this uh to go back to the plc's and align with your question is really I wish I could have taken a picture this morning of the
113principles and staff engaging with the data to to look at their students look at the students that are struggling um look specifically and ask those specific questions around which areas are they struggling in and how can we address those areas and that's both with the early literacy and um one of the the other pieces is the early literacy ramp up program as well as Thinking Out Loud all right thank you thank you everybody for uh your work on this um any other questions no okay so what we have right now we have um we just had the information on Smarter Balance so people will look at that we I'll come back later at another time to discuss it and no other but we have extended board comments and our board evaluation who will do our
114board evaluation today I might have I think I volunteered okay so I just since we have some time I thought it would be interesting for the board to know that the State Board is meeting tomorrow and they are going to be adopting what will be known as the lcff evaluation rubrics which will be uh the basically the accountability system um measuring how well school districts and schools are doing and just so you know we're doing away with the API there are going to be the the evaluation rubrics will include three sections it will include a data display it will include something called statements of model practice and it will call uh it will include links to external resources the data display will have a series of indicators there will be State indicators we graded on
115a colorcoded system of five colors based upon both our growth our our status like you know how well we're doing on graduation rates and what our change in graduation rates is and um there will be State indicators about six of them and then another five local indicators that we will be that we will self-determine to meet or have not met so more information to follow but just thought that that would be interesting yes it will be so it's very very different I think the format has changed too so it'll be a bit more eye friendly uh we we we we will see okay if if you would like to discuss that I'd be I'd love to hear your thoughts okay all right so I'm doing the um closing closing ceremonies uh to what degree did
116we frame agenda items um with an introduction I think we framed the agenda items pretty well there weren't that many discussion items um we allotted time pretty well today I think we went five minutes over on the budget which was fine and four minutes under on the lcap so we did a good job we we did we we um the president and superintendent and I allocated extra time 5 minutes extra to the lcap discussion because we went over 5 minutes last time so we're pretty close um and I think that the data um presentation as as director Appel said is is um so helpful in doing what we're trying to do which is address the fundamental problem at the root of issues and not just the symptoms and the um the format in which we're
117getting the data makes it much easier to do that um so I think we did it well but we did it well because staff presented the data to us extremely well uh and um welcome again to Mr burus we're thrilled to have you with us AKA pis yeah or Paris thank you all right great you can go that's going to be his name yes yes oh how much come on you guys unusual yes e okay spe than um of e Miss all e for
