been moved and seconded. All in favor say I. I. Oppose. Motion passes. Thank you very much. Please continue item. We are now on item number nine. Comments from the public on non-aggenda items. All right. Before I ask and we have several speakers this evening. Before I ask the speaker to speak, I would like to read the speaker conduct. For all who wish to address the board during public comment periods, speakers are requested to state your name and affiliation for the record. Each speaker will be given three minutes to address the board, five minutes per organization, and a maximum of 20 minutes per topic. However, in exceptional circumstances, when necessary to ensure full opportunity for public input, the board president may with board consent adjust the amount of time allowed for public input and or the
time allotted for each speaker. Any such adjustment shall be done equitably so as to allow diversity of viewpoints. The president may also ask members of the public with the same viewpoint to select a few individuals to address the board on behalf of what viewpoint board by law 9323. Speakers are reminded to communicate with respect, fairness, and courtousness to each other and to all present. We ask that you not use the name of any district employee in your comments. The board welcomes orderly communication from the public. Thank you. The first speaker is Michelle Esformma. Hello. Um, I have two topics on my card, so I think we do one at a time. Okay. My name is Michelle Sporma. My son is a seventh grader at Morell Middle School and a graduate of Vincy Park. I have
two topics I'd like to bring up. The first one is that I've learned that this school year that the students at Morell eat lunch outside year round. This includes when it's wet and raining, when the wind is howling, during the extreme heat, high pollen count days, and at the rare rare times when it hails, and it did hail um during the time. Um there's no indoor space for the students to eat in. The multi-purpose room has no tables and students are not allowed to eat in there at all, not even while standing. They're only allowed to get their food and leave. Um, when it rains, the students are primarily in the outside amphitheater under the covered solar panels. But as you know, these solar panels often leak and don't extend to the entire seating area.
So, they often so they offer little coverage for those that are lucky enough to get there first. For the unlucky, they hover under an umbrella or just bare it. Or like with my son and his friends do, they find a little space of the overhang of the roof for one of the buildings and they just huddle there and eat their lunch. So, um, and I didn't find out about this until one day, uh, my son, he brings lunch cuz he has food allergies. So, he his container was nearly full and I asked him about it. He's all well. I only had time to eat a couple bites before I could um go in the gym. They allow the kids to go into the gym only on really um heavy rainy days like like the atmospheric
river days. Um but they can't eat inside. So, it's a matter of like do you eat lunch or do you get drenched? Um, and outside I've counted about three covered lunch benches that I was able to find around campus, and those only hold about five to six people. So, not many people um can can actually sit at a table. Um, on these days when my son has to make a decision of whether to get out of the cold and wet weather or sit outside and eat lunch or get drenched, um, he just has to make his quick decision, you know, and that one day he just ate two bites before going in cuz that's all he could bear before, you know, having to walk in. Um, we tell our kids to pay attention and listen
in class, but how can they when they cannot properly refuel and re-energize their minds and bodies? Being forced to eat outside in the inclement weather sends a message to the students that they don't matter and nobody cares because they come from uh like we came from Vincy Park where everything was great and then we came to the middle school and it seemed everything was downhill and it it seemed like a basic need uh or um requirement that need assumed that would be offered by the school and I asked other parents about it. They were also um surprised and appalled that this was happening and nobody knew because you know middle schoolers don't talk to their parents about these things. They just bear it. Um I wanted to ask um if we're able to set aside
funds for the new gym at Pedmont, can we make it a priority sometime in the future um for a new multi-purpose room or a lunchroom for the moral? Um in the short term, can we allow the students to eat in the gym? And I understand um maybe they don't allow it because they're afraid the gym will get ruined or someone has to clean it before the before PE, but um maybe we could restrict it to like the um the benches um and not the floor itself. So, you know, the floor can still be used for gym the gym um or PE. Um secondly, we could if we could purchase tables and chairs for the multi-purpose room and um consider uh having two lunch periods possibly to so kids can have a place to go inside.
Um or lastly, bring in more benches and um set them under the existing built-in shelters. Mrs. Sporma, thank you for your time, for your comments, please. Thank you very much. Okay, she had a second. Oh, yeah. You have a second item. Go ahead. Yes. Okay. But the second topic is the fact that Morel has no lockers on campus. Um I'd like to find out why. Um our principal was fairly new, so he didn't know the background of the reason why. Um I've had to buy a second backpack to fit all of the items my son has to carry with him each day because the first one, which was 33 L, was way too small for everything he has to carry. Um so my son carries around 19 pounds all day. And this is without hardbound
books. His backpack has a binder, a music book, a daily planner, multiple notebooks for each class, a Chromebook, lunch, snacks, a 302 oz water bottle because the only refill station is only available during lunchtime. During the winter, you can add on a jacket and an umbrella. And on other days, he carries a second bag to hold his PE clothes in when he has to bring them home or sports gear for after school sports such as soccer cleat, shinguards, and uniform. And extra water for the after school sports because there's no water outside for them to refill. Um, even without books, students still need a locker. I understand the concern for prohibited items, but these days they have lockers that you can see through. And so hopefully you could consider this um lockers for our students
because you know when I see my son leave um the car each day to go to school and I see him carry that backpack I just cringe cuz I know I remember my days in school with books and just having to carry that all day without any relief is a lot. Thank you. Thank you Mrs. Sporma. Next to speak is Mr. Joe Herman. All right. Good evening. Good evening, trustees and cabinet. My name is Joe Herman. I am a second grade teacher at Brookree Elementary. I have been teaching in Beressa for 29 years and I'm the president of the California Teachers Association of Beressa or CAB. Tonight, as the spokesperson for CATAB, I would like to present to the trustees and to the administration CAB's bargaining goals petition for the 2425 school year. These signed
petitions represent 84% of our educators, teachers whose signatures were gathered in only five days. And I'd like to read the petition. to the Berasa Union School District Board of Trustees and Cabinet. As dedicated educators at Berasa Union School District, we are united to win an agreement and our 2425 reopeners that accomplish the following goals. a fair wage increase for all CATAB members to retra to retain and attract qualified staff. Reducing the cost of health care. Elimination of two unnecessary professional development days with no loss in compensation. Expand prep time for K3 teachers. Class sizes for TK and K3 allow us to provide the best instruction for our students. Case loads for speech language pathologist and special day class teachers that reflect the increasing needs for these critical services. Together we can win an agreement that
puts the needs of students and educators first. What do these petitions signify? They signify that Cabab is serious about making these changes. CATAB hopes that the trustees and the administration will work with us to accomplish these goals that are in the best interest of students and our members. During these most challenging of times, it is imperative now that we work together more than we have ever done so in the past to accomplish these goals stated on the petition. As I conclude, our CAB educators teachers will be sharing why these goals are so important to each and every one of them. And with that, I'd like our V vice president to hand out the petitions to the trustees and to our superintendent who can share with the rest of cabinet. Thank you, Mr. Herman. Thank you
very much. We shall continue. The next speaker is Percible Sero. Did I Okay, that is correct. Good evening superintendent and board of and board members. My name is Pcel Szo and my youngest daughter Sloan is a kinder student in the special needs SDC program at Lane View. I'm here to address a concern that impacts not only my family but many others in our community. The need for our children to have immediate access to a restroom. As we transition to Northwood, it is critical that we consider the unique needs of our children, our younger special needs students, particularly those whose restroom needs are outlined in their individualized education plans, their EIPs. Without this accommodation, we risk compromising their health, their safety, dignity, and ability to fully participate in their education. My child, like many others, is
still developing essential potty training skills. For childrens with develop developmental delays, especially those with autism, restrooms access is not a simple routine or task. These children relay rely heavily on their teachers for guidance, encouragement, and sometimes physical assistance. When restrooms are located outside the classroom, it creates challenges. Teachers cannot assist inside the restrooms due to privacy concerns and the walk itself can cause anxiety or difficulty for the child. This is disruptive and can create negative impact on their learning and emotional well-being. According to California Education Code section 56,000, students with disabilities are entitled to a free and appropriate public education, which includes providing reasonable accommodations such as bathroom access as outlined in their EIPs. And the importance of minimizing disruption to a child's routines is also reflected in section 220, which mandates that schools ensure
equal access to educational opportunities without discrimination. Having restrooms inside the classroom will eliminate unnecessary disruptions, allowing students to remain engaged, focused on their learning. It is also it will also help preserve their emotional stability and dignity, allowing them to thrive in a safe and respectful environment. I ask that we prioritize these critical needs as we plan for class assignments at Northwood. And by doing so, we can ensure that all students, especially those with special needs, have access and support they need to succeed. We look forward to the opportunity for collaborating with Northwood and create a more inclusive learning environment for all. Thank you. Thank you, Mr. Ceso. The next speaker is Gina Pagan. Did I say the last name right? Pagan. Oh, it's Pagan. Yes, but we'll take Pagan. Good morning board. Good. Wow, that
says it all. Good morning. It's good evening everybody. So I am a speech language pathologist and I am here today to talk about 1980. In 1980 uh California decided to make an average case load for speech language pathologists uh of 55 students. I don't know about you guys, but I'm not operating in the same way we did in 1980 or anywhere near that. In 1980, there were two to four live births per 10,000 children born that had were diagnosed clinically with autism in 1980 when this law came into effect. Autism is now 1 in 36 children. It is part of our new normal and we need to celebrate and honor these children by providing them the best quality of services and education that we can give because they are our future. In 1980, an IEP
was one to two pages in triplicate that you would tear off and hand to a parent. My average IEP for a single sound articulation, that means for a child who simply cannot say their R, is pages. Multiple signatures and a formal standardized assessment is required. In 1980, there were four standardized assessments for language. I can't even count how many we have now. And I'm very proud of Beressa for purchasing those necessary tools to identify the needs of our students. um in 19 uh oh preschool assessment reports. We are now required to do a formal assessment report and they average from 19 to 45 pages in this district. Adding to the load, in 1995 the government decided that SLPs could do medical billing to bring funding back into the school districts for the crucial services that
we provide. that is also 15 years older than the law of 55. When we stretch and take and don't support our service providers, we open the district up to litigation as we simply do not have enough time to do it all. We need to do better for our kids than we did in the 1980s. Thank you. Thank you, Miss Kagan. Hagan. Sorry. Our next speaker is uh Miss Melanie [Applause] Anttoveros. Hello. My name is Melanie Antveros. I'm a teacher at Sierramont. I think some of you know me from having taught your children US history. I am speaking here to begin with for a fellow teacher at my school who could not be here because she's actually working her second job so that she can live in this valley. So, I'm going to read what she
wrote. Dear school board members, as a teacher in our district, I regret I am unable to be present at today's meeting to speak in person. The reality of working a second job in addition to teaching to afford living in the Bay Area has made it difficult for me to attend, but I feel compelled to share my thoughts. The cost of living here is overwhelming and it is becoming increasingly hard to balance my duties as an educator with the financial strain and exhaustion from rushing from school to my second job. I ask you to consider raising teacher salaries not just to retain quality teachers but to ensure that we can focus fully on our students without the constant stress of financial instability. Thank you for your time and consideration and I won't mention the name because
you said not to mention other employees names. Okay. Um so the second thing I wanted to address was the two predition two professional development days that have been added to our workload every year. Um we have done several surveys and over 75% of our teachers find that they are ineffective for what for their needs. Personally in my classroom I have not found them to be relevant to my subject matter. In fact, I have gone out and found professional development in other places. For example, Santa Cruz County um board of education where I found where I went to professional development over the summer. And from that, I had three lessons plans that I brought to back to my class. A clan uh land acknowledgement, mapping a growing nation, and Native American artifacts, which I got specifically
from a professional development done outside this district. I've also attended teaching American history incl um developments and book talks including two this last weekend. One was on the Barbar Pirates. The other was on Jim Crow laws. So I am constantly finding relevant and applicable professional development as I believe every teacher in this district does that we can you utilize and use and bring lesson plans into our classroom on our own. So we do not need the we have nine times throughout the year of professional development on Thursdays. The additional two days are not necessary and I think our time could be better used to prepare for the coming year. Thank you. Thank you. Thank you miss. Our next speaker is Rose Wood. Okay. All right. Thank you. I'm um Rosewood with SDC Lane View four
or five and standing is the other SDC team that's at the different sites and our what we are wanting to bring to attention is that our case loads and workloads have changed and have increased. Our workload has had um the severity of needs on our students have required us to hold additional IEPs, meet with different service providers, and we're all very willing to do it, but we cannot continue at the capacity that we're being asked to work. We can't give the service level that we feel each of these students deserve. So our proposal is to reduce our capacity, our case load number from 10 currently with the mod severe program to eight and to the at mild moderate from 12 to 10. and that will allow us more opportunity to work with our students and
provide more opportunities for them to be in inclusion practices. Another concern that we had is that in the beginning of the school year, we have brought to the attention to the members of personnel that we have had safety concerns and that we had tried to find ways to provide safe conditions, not just um where we were feeling as though we weren't being heard. And that we have also asked that in the event that we cannot have that reduction in cap that we get back to our service support services that we used to have that was a reduction that was done where we used to have for instance in our mods program we used to have three team member support and it went to two and then we had higher incident reports that came in and
this concern of being able to balance safety in our space and provide educational growth and opportunities had become an ongoing conversation. So, we're here to request a reconsideration of what we are capable of doing to provide these students their opportunity at equal access education. So, does that sound correct? Yes. Thank you. Okay. Thank you. Thank you. Thank you, Miss Wood. The next speaker is Natasha Gillespie. Hi, I'm Natasha Gillespie. I'm a speech therapist um in this district. Um I've been a speech therapist um for eight years. Wait, no. I've been in the district for eight years. I've been a speech therapist for five years. Yay. Um, okay. I just want to talk about case load and workload models. Um, so our case loads are just they're too high as we've heard. Um, they like the
workload is is increasing like every day. It's it's more and more. Um, California has some of the highest case load size sizes in the country. And that was published um by ASHA and CASSHA which ASHA is the American Speech and Hearing Association and CASSHA is the California um association. Um the median manageable case load size was 40 and that was in 2022. So that's looking at the way things have changed over the years since 1980. Um it's just changing and our case loads are not. Um, so I just want to reiterate and request lowering case load and thinking about our workload when doing that, please. Thank you. Thank you, Miss Gillespie. The next speaker is Katherine Walterbeek. [Applause] Good evening. As I stand here tonight, I understand this is a very uncertain, scary, and volatile
time for us as we navigate the changes in Beras, a district of which I have been a part of for three decades, not only as a teacher, but also as a parent over a 13-year span. Nevertheless, the one component that doesn't change is the fact that we teachers have to beg almost every year for a raise and better working conditions that we rightfully deserve. I always believe that the hierarchy hierarchy of the district, you take care of us teachers, then we will do everything in our power to take care of the most important piece of our district, our students and their families. Unfortunately, I feel we are only taken care of when we find ourselves in this exact situation. Again, almost every year, begging, pleading, and justifying why we deserve a decent raise to which
we can support our families, stay in our homes, and take care of ourselves to where we are provided decent classroom working conditions. so our students can learn in an optimal environment. We families and our we have families and ourselves to take care of every single day. The district promotes self-wellness, yet we need to worry from year to year if a raise will match the constant increase in everyday living costs. We need to worry whether we'll have to work a second job during the summer or even during the year. We need to worry whether our medical coverage will increase. And in this case, last year, the Kaiser family plan increase wiped out my last raise to the very penny. Why is that okay? Does family not matter to you just to save a few thousand dollars?
The fact is that we do care. We care every day. We care about our students, their families. We spend our own money year after year. We spend up to 20 hours extra every week, nights and weekends, grading, emailing, preparing lessons, school events, um, attending school events, adjunct duties, SST, IEPs, conferences, attending our own professional developments, reading the latest and best strategies, attending conferences that are no longer funded by the district. All on our own time. Why? Because we care without asking all of you for more. We accept our responsibilities and we follow through. So when is a district going to accept their responsibility to care of us? When the district doesn't care to ensure we teachers feel financially secure, where does that leave us? We wonder why we work extra hard to get so little
in return. And yes, we do love our students, which in itself is priceless, but our students don't pay our bills. I believe the district board members should take a risk and start investing in us teachers again. Let's not waste our negotiation team's time taking them away from their classroom counseling and leadership roles, deciding what you can't give us because of the unvalidated reasons or excuses, but instead start looking for the money that we do have, especially from the consolidation and the teacher layoffs that just happened. we sorry uh but instead start looking for the money to give us a sense of hope and security so we can continue educating our students the way we want and know how without sacrificing our well-being. We are all making adjustments next year, but one very important adjustment should
be agreeing to the raise and improving the working conditions of which we are currently requesting and negotiating. Please don't expect us to do more and more each year with the same amount of resources or even less at times if you aren't willing to invest in us more and more each year. Thank you, Miss Walter Beak. Okay, time is up. Thank you for your comments, Mr. President. Madam President, could I add a little excess time? Could I yield my time to Miss Walterbe, please? Whatever time is. Go ahead. Thank you. Please don't expect us to do more and more each year with the same amount of resources or even less at times if you aren't willing to invest in us more and more each year. the amount of time and money you spend on the district
trying to come up with evidence we don't deserve a decent be put toward giving us what we're asking for next year will be look look very different for all of us the atmosphere culture and climate will be different why not help us navigate this a little easier and treat it's like we actually matter to the district thank you thank you our next speaker is I believe is Christie It's Christy Gurnie. Did I say that correctly? Okay, good. Thank you. Hi, I'm Christy Gurnie. I'm a third grade teacher at Brookry Elementary. Um, I'm here today to speak about class size and prep time. Um, in my class I have 26 students plus I mainstream another child for about an hour a day. So 27 students. The fourth grade class above me has 28 students. And while
I don't want to take away anything from the fourth and fifth grade teachers, um, she has two 50-minute preps a week, two full days each year to do parent teacher conferences. I am grateful for the 30 minutes that we have now have for our prep, but I have time to make a class set of copies. I am regularly at school the last one to leave except for the night custodian. I am often walking out after 7:00 p.m. and that's my choice, but it's not okay. I need time during the day. I need to be able to take care of these kids the way they need, you know, give them what they need. And I'm just not able to with 30 minutes once a week. So, I am asking for you to please consider lowering class
size for the primary grades as well as increasing our prep time to at this point 45 minutes a week. Okay. Thank you. Thank you, Miss Gurnie. I think that that concludes our public speakers. We shall continue with the meeting now. Thank you very much. Item number 10 is reports and presentation. A school transition update. Dr. Fuentes, please. Thank you. At this time, we'll share with the board um the additional steps that have occurred since last meeting as we prepare for our transition for next school year. So, we'll start with um business services and we'll invite Mr. Franklin to share with you his portion of this report. [Music] All right. Good evening. Um so um business services on the facility side for school transition. Um upcoming uh projects or projects that are out to bidder in
design. We actually completed removing trees at the three schools that are getting portables. You can see those there. And so the removal of those trees is so that we can then pave that area to place the portables and we will end up planting new trees elsewhere on the property in place of those. Um we're bidding out the asphalt work at the three schools and asphalt work will be done during spring break. And then the projects that are in design, um the portable relocations at um Majestic, Northwood, and Ruskin are all being submitted, either have been submitted or being submitted in the next day or two. And then um we'll be bidding that out. Um we're still working with um our school site principles and our ED services team on adding um some shorter fencing around
some of the TK playgrounds. That was a concern that was brought up. So, we're kind of working with um two of the school sites that don't have fencing to add that. And what we're really needing to look at is um how big of an area to fence off so it's not just around the playground so that there's extra additional space, but we have to kind of figure that out exactly how much space is appropriate. Um and then we're finalizing preschool and TK classroom locations. We've met with the principles and um taking a look at any restroom modifications that need to be done based on some of those placements for uh some of our uh special needs programs, especially at the preschool level. As far as moving, um Tony's actually met with all of the schools
multiple times um and met individually with staff members that have requested it to talk about the moving schedule and what that might look like. Um, so he's been responding to those questions and concerns and the recommendation for the award of the moving services is actually on this evening's board agenda. I believe it's the last item on the agenda. So, we'll have that mover in place. We'll be able to then finalize plans with that mover and give them uh more of an approximate amount of um moves that we have based on the classroom configurations that um we've been going over with all of the school sites. and we'll be able to start planning that out so that um we can hopefully seamlessly move our staff this summer. That's all for business. Before you go, Kevin, are
there any additional questions for this section? Questions, comments from the board? None. No, none. Good evening. Just a quick update on the enrollment and the student placement piece. So um this past uh March 28th, the school placement letters that were sent out to all of the parents at Cherrywood, Lane View, and Toyon were due back at their home school letting us know if they are coming back and accepting the um new placement for their students. And so the school clerks are tabulating those results. uh the last week and reaching out to parents who had not submitted the placement letters and so they were doing that the week of March 31st. Uh we sent out another reminder the early or this week and for the most part we're getting pretty good results either by uh phone
calls, emails and making um just to confirm our numbers so that we can uh look at the number of students that are going to be placed at our new schools. In addition to that, we've also received over 160 intradist transfer requests specifically for elementary schools and um 48 intra district requests submitted for middle schools. And once again, we're going to be working through those uh requests over the next couple of weeks. Um, one of the big, um, schools that, uh, parents are requesting is Ruskin. And there's very limited space specifically at Rus Ruskin for new students. If we have students that want to leave Ruskin and some of these very impacted schools, we'll definitely approve those so that we can make room for incoming students. Um, similar to uh, middle school, the majority of our
requests are for Sierramont Middle School. And the same thing, we're looking at any students that want out of um, Sierramont. And, uh, we're prioritizing um, at this point um, students who are who have siblings at the school sites. So, we have to look at that. Making sure that um if incoming students are being placed at a different school and they want to be with their older brother and sister, we're definitely looking at that as a priority. We're also looking at um employees of the district and prioritizing them. And then, of course, looking at um schools that have been closed and potential issues with um daycare and pickup. And so those are all the different pieces that we're looking at um in the next couple of weeks so that we can get those information, excuse me,
get that information out to um parents hopefully by the end of May. Okay. Comments from the board? No comments? Thank you, Dr. Mareri. Good evening once again board for human resources. Uh we have preliminary assigned all the classroom teachers with a grade level and a site including all the teachers that are coming from the schools that were closed and that happened on March the 24th. Moving forward, if there are any new vacancies, HR will be posting all new vacancies on Fridays and we'll give all the teachers a week to submit an interest form. The first posting took place on April the 4th and the due date for that is April the 11th. Uh so after this Friday, again, any new vacancies will be posted and whoever is interested um may apply to those positions. That's
it for me. Comments from the board? None. Thank you, Mr. Cabrera. We shall continue to B 10B, the quarterly report on Williams complaints. Dr. Fuentes, please. Yes. At this time, I'll ask Dr. McCur to please report if we've had any occurrences. So, no complaints were filed with any school in the district during the quarter reported January 1st through March 31st, 2025. Thank you, Dr. McCreary. We shall continue to see measure U construction bond program update. Um, Dr. Fentes, please. Yes. And with this, we invite uh Tony Kisto to review uh the progress that's been made for the past two months, I believe. Right. Correct. Cool. Thanks, Kim. So, again, we'll go through if I can remember. There we go. We'll go through the Oh, well, measure U. We already talked about school consolidation in the
previous update. This is the wrong Okay. Um first thing is at Piedmont site electrical we actually completed that I think about a week ago. So that actually completes the gym project. So PG& finally came out and let us um add the portables. So we were able to remove the old switch gear that held the old building L. Any so that's complete. Um things that are out that we actually bid in the last two months. Um last month you actually approved the um award of the exterior painting at Vincy Park and on this board we have a re recommendation to approve the PA projects for Majestic Way, Somerdale and Vincy Park. Um projects out to bid again we have the security alarm projects for Brook Tree, Majestic Way, Ruskin. We also, since I did this, we
have the warehouse project, warehouse replacement project out to bid and the paving improvements at the uh old district office. Um, things that we're working on right now, again, they're finishing up the HVAC for the old district office. I think they're still waiting for some heaters to install into the duct work. We should get that within the next, what is this, April, by the end of May. Um, Pedmont Windows over break, they're going to install all the windows in wings H and I, and then they'll do the remainder of the windows during the summer. Um, the field project at Northwood, we're actually that's on hold until we actually install the asphalt for Northwood portables because that changed a little bit once we did that, but they'll finish that sometime after break. Um, the monument signs have
been completed. Um, we actually just walked all of them today. I'll have some pictures for next month. Um, interior door replacements at the sister schools. Again, those are the double doors into the pods. Those will happen over the break. Uh, again, PA replacement for Ruskin, Brookree, and Somerdale. We actually received all the PA devices about a week ago. So, they're going to start installing them over the break and that'll take them about 3 weeks to get them all done. Uh modernization of the portables at Majestic Way, that's the least portable we actually or the uh county portable we bought um for a dollar last December. That's going to happen over the April break. Um the Vincy Park portables that were leased, that's where Sunshine School, those are almost complete. Um they should be done by
next Friday at the latest. um exterior sighting that'll happen this summer at Vincy Park and then the fire alarm that's al actually started at Vincy Park and that's ahead of schedule and that's actually moving real well. Um also we have the solar projects at the central kitchen. We're just waiting for a time to actually hook it up with P Gen and then they'll be completed. So we're hoping to do that over break but we still haven't gotten a date from P Gen to do that. And then the contractor has actually ordered all the steel and everything for all the remaining projects for solar that are going to happen this summer. And then things that are in design again the security projects. I think we have five schools left to finish. Um public the PA project
again we have Noble, Sieront um we're getting actually prices in the next month. So once we get that we'll bring that to the board and hopefully we'll have all these finished by January of next year. Um, and then Vincy Park modernization, that's actually in DSA right now. Um, we'll bid that out. So, we'll do that work during the summer of 26. Um, and then the fire alarm replacement at Northwood, that's actually been approved by DSA. So, we're going to bid that in August and do that work during the fall. And then these are all the comprehensive infrastructure renewal and utility assessments, basically all our energy projects. So, a lot of these are still in DSA. Again, like I said, the solar ones we've actually started on. Um, Brook Trail happened this summer. Toyan will happen
this summer. And then additional storage. We have a recommendation for the board for the additional casework at these schools at this board meeting. Again, the paving projects were out to bid and then this kitchen assessments the architect's working on and we're just waiting for a report. And here's the schedule of what we have going on. And again, this is a picture of Piedmont when we took the screens off. So it'll the windows at the multi-purpose purpose will look similar to this when we're done. I mean, it actually it doesn't look like this, but it actually looks pretty good without the screens on [Laughter] it. Any questions? Oops. Just one quick question on the uh warehouse uh replacement. So it's only it's being partially funded by measure U right we're getting money from the insurance for
for correct just wanted to clarify that. So thank you. Any more questions comments from the board? None. Thank you. Thank you very much for the excellent updates. We shall continue then. Item number 11 is the superintendence report. Dr. Poentes, thank you. Um, just a few reminders. First, uh, openhouse season has begun. So, Lane View has already kicked it off for us by hosting their open house a week ago, and tomorrow there'll be several uh, elementary sites that will have their open houses, and we'll have several others uh, coming up. So, please uh, just take time to review your schedule. if you're able to attend any of those events. I know the community appreciates um that and it's a good opportunity to see how much the students have accomplished and certainly um give gratitude to all
of our staff and and greet our parents um and thank them for all the work they do with our kids every day. In addition, I just want to again uh say thank you to all of our parents and community members that supported our career days this past month. uh they were pretty phenomenal and we are also having a career day at the elementary level. I saw had the chance to attend Lane View's career day and so just appreciate um the volunteer time that our parents and community members have given to share uh their career paths with our students and a big shout out to our counselors um at the middle schools and our principles who um help coordinate those events along with their um PTAs that support breakfast and and lunchons and all of those
good things. Um, and then also we have our upcoming spring break. This has been a very delayed spring break. It's a late one this year. So, our schools will be closed from Friday, April 18th through uh the 27th. Our district office will remain open for business during that time. That's all I have. Thank you. Thank you, Dr. Poentes. Any comments from or announcements from the board? None. All right. Thank you very much. We shall go down then to item number 15, review and action. Superintendent, please. So, item A1, um, it is recommended the board establish the board of trustees regular board meeting dates for the 202526 school year as proposed. Thank you very much. Any any comments from the board? It is recommended the board review and approve board policy 1260, educational foundation for a first reading. This um policy has been updated to incorporate language regarding um proposition 28 arts and music funding and um the provision that it is not to be co- uh uh don any donations that are utilized um from foundations towards these types of programs do not uh cannot supplant the prop 28 funding. Thank you very much. Any comments from the board? If not, could I have a motion, please, for approval? To approve. Second. It's been It's been moved and seconded. All in favor, say, "I oppose." All right. Motion is carried. Roman numeral number
three is board policy 2121, superintendent contract. Dr. Fuentes. So, this is also language that's being updated. Um, as we've had the practice that salary compensation for superintendent must be reported out in public session. So, it's adjusting that language um in our policy to ensure that that's in alignment. It also is adding language with new law SB494, which prohibits a governing board from taking action uh to terminate a superintendent under very specific um conditions. Thank you very much. Any comments from the board? Motion. Move to approve board policy 2121. Second. It's been moved and seconded. All in favor say I. I. Opposed. All right. Motion is carried. Um item number Roman numeral number four, board bylaw 9220, governing board elections. Dr. Fuentes, please. Thank you. It's recommended the board review and approve board bylaw 9220. Governing
board elections also for a first reading. Um this policy is also updating with new laws AB764 um as well as um the the attached exhibit which is the next item that talks about um the various offenses a person may not have in order to run for board. So your eligibility requirements. Yes. Thank you very much. Any comments or could I have a motion unless you have a comment first? Just quick question. It says about talks about fair and inclusive redistricting. So that's the AB764, right? What are So that's a set of set of rules for local governments um including school districts regarding the redistric redistricting process. Isn't that handled by the county usually? Um, so everybody has it its own jurisdiction and as a school board you have your jurisdiction across our community. So it's
applying those rules. Oh, I see. Okay, fair enough. Okay, any more comments? Could I have a motion for approval? I'll move to approve this. Second. It's been moved and seconded. All right. All in favor say I. I. Opposed. Motion is carried. All right. Roman numeral number five, board exhibit new E19220 governing board elections. Dr. Fuentes, um I've already reported that one with the previous um the previous bylaw. It is recommended that the board approve for a first reading. We still have to vote on this one. Okay. Could any comments or could I have a motion for approval? Move to approve. Second. It's been moved and seconded. All in favor say I. I. Opposed. Motion is carried. Let's continue on to Roman numeral six, board bylaw 9223, filling vacancies. Dr. Fuentes, it is recommended the board
review and approve board bylaw 9223, filling vacancies for a first reading. This is updating language um to include AB 1326 uh which requires um if we were to have a vacancy to make sure we post um the appointment opportunity on our website all the various communications that need to go out to the community to keep them informed of that available seat. Thank you. Comments or could I have a motion for approval? Move to approve. Second. That's right. It's been moved and seconded. All in favor say I. I. Opposed? None. Motion is approved. Let's go down to B. Business services Roman numeral one. Received by the board of education of the surplus property advisory committee. Final report on findings and recommendations. Dr. Fuentes. Thank you. It is recommended the board receive the 7-Eleven committee report. The
board's not required to take action, but you're going to accept their report this evening, which we do have a presentation. Thank you. All right. So, good evening board. Um, today I'm here as the uh chairperson of the surplus property advisory committee or the 7-Eleven committee. Um in attendance I also have my co-chair uh Marty Michaels and a couple of other individuals who participated in the actual committee. So the committee was a Brown Act committee that allowed for um uh public attendance. Um we had a chance to meet three times starting on March 18th. Last meeting was on April 3rd and it did incorporate I mean sorry include 11 members. So you can see with the report these are the 11 members. they all made up pretty much um the um represented um I guess the
demographic that was necessary um for this type of committee. Um so we were tasked with uh coming up with two recommendations. Uh the first being that we recommend the surplus of these properties. Um and you can see that we are go to page two where it's the one right there at the bottom. So we do recommend um that we do surplus these three properties. Um the three properties were uh Lane View, Cherrywood and Toy. Uh our second tasks task was to come up with a list of um acceptable uses or for these future properties. Um so you can see here that there's a list about you know 10 or so items that the board I mean not the board um the committee discussed and had some pretty good feelings and good discussions about what types
of uses that we should have for these surplus properties. Um however we did have um some pretty strong um conversations around the first three and we felt that these were the these were the strongest ones that we felt are the most um acceptable to be used. So the first one being the sell or lease of workhouse workforce housing purposes of nonprofitations to public schools. Um and that was recommendation by the committee. So we present the report. Thank you very much. Any comments from the board? None. All right. I just would like to add first I I just want to thank um our committee for their participation. Several of them also um had participated in our school consolidation committee process. So had a lot of good understanding of our facilities and our district needs. Some of
them have also been on our budget stabilization committee. And so also um understand you know the just the revenue and the structural deficit that we've been trying to address and you know the different opportunities we've talked about on how to create revenue streams for the district. And so this certainly um the 7-Eleven committee allowed for that discussion. So I just wanted to give my personal thanks. I know we have several members here of the committee as well as our attorney Harold Freeman who worked with the committee at at every session able to give them um any of the legal feedback to all of the nuances to this process. So we appreciate them um providing this feedback to the district. Okay. Thank you very much for that report. On behalf of the board, we shall more
than happy to receive the 711 committee report. Thank you, Josh. Oh, we need to Oh, we need to have a motion, assistant. Oh, okay. Just to secure it. All right. Could I have a motion, please? Move to receive the 7-Eleven committee report. Second. All right. It's been moved and seconded. All in favor say I. I. Opposed? Motion is carried. Thank you very much. Roman numeral number two, resolution 24-18, declaring properties as exempt surplus land. Dr. Fuentes, please. It is recommended the board approve resolution 2418 declaring the properties as exempt surplus land. And so, um, for you motion, I don't know if Mr. Franklin or Mr. Freeman would like to share a bit about this resolution and uh the critical component that it is to our next steps. Thank you. I always have the pleasure button
there. I have the pleasure of pushing the button. I always have the pleasure of trying to explain the law in this area in ways that are simple and I've gotten it down to the basic following concept which is until 2020 school districts were exempt under the surplus land act in California which applies to fire districts and cities and counties when they sell or lease property and you followed the education code. Um the confusion that now results is that in 2020 the legislature in its always infinite wisdom decided to add school districts to the surplus land act but then to allow you to exempt yourselves from the surplus land act. And two of the bases for you to exempt yourself from the surplus land act uh is one that you had a 7-Eleven committee process which
you've just completed and two is that proceeds from any sale or lease of the props district program which obviously would be the case. It's all you can do with it. Uh so when you put all of that together uh we now have to go through the step of having the board adopt a resolution that formally declares yourself as exempt that then gets submitted to a state agency housing and community development that has 30 days to agree or disagree with they don't within 30 days um it's automatically determined that you are exempt. Good news is that housing and community development essentially grants all of these. So, I don't know why the legislature makes us go through this extra step, but they make us go through this extra step. It basically removes all of the surplus land
act pieces and you remain governed by the education code exactly as it was before the law changed in 2020. So, that's what the resolution accomplishes. Um, I did want to clarify adopting this resolution is not a decision to sell the property, to lease the property. It's not committing you to anything. It's just removing you from one step of procedures from the state. All right. Thank you. Any comments from the board? If not, could I have a motion, please, for the resolution? Move to approve resolution 2418. Second. It's been moved and seconded. Uh, this is a roll call vote, please. Miss Gomez. Yes. President Bak. Trustee Jimenez. I. Trustee W I. Trustees Trinasan I. Um when there is under the pricing listing for the third item Sudath relocation systems under unit pricing it currently reads $39,000 plus the actual figure is $21,411. That also then adjusts the total amount which currently reads 302,000. There
you can see the figure and the actual number is $283,79487. Sounds good. So it is recommended that the board approve this agreement with the correction. Thank you very much. That's even sounds better question. Yes. So I just wanted to uh clarify. I think at the last uh meeting the the presentation was to uh there there was a there there was a statement that said we will go with the uh optimal price you know the person the company that is best suited for this uh project correct not just based on cost uh also based on experience and correct it was based on best value for the district best value for the district so I just wanted to point that out that you know I know there's like different numbers over there.
