think of how do we keep the students we have how do we build enrollment so that we're not back here in the next couple years and that's it thank you Mrs Cario thank you for your comments next Janet you I think hi good evening everyone I'm Janet U I am a former student of BD in the 80s and 90s and I'm a current parent of a westkan student so um I'm going to pck you back a little bit off Teresa um in speaking about the future of be WD I think with the school consolidation and changes the boundaries this is a great opportunity to improve enrollment into BG schools and um at one of the board meetings we had talked about initiating either a stem program or a science academy Ruskin science lab is a
launching pad to reinstate the old stem program that was there to improve enrollment we we we need to have this open enrollment for families that are interested in stem especially for those who are currently in the district but have their children in private schools for example if you're able to let's say at rusin release 160 spots that's about one class per grade prioritize those who are in the district not currently going into BSD schools I know that kind of is not the great um thing but we need a boost enrollment so cannibalizing from other schools isn't what we want to do next if there's additional spots filled them with students who may want to transfer into rusin because they have this focus on stem and then finally if you if you're able to reach students
outside the district fill the rest of the spots with those students and you would have an additional about 100 students that are not currently enrolled into this into our district hopefully enrolled figuring about 50 kids might transfer in to um because they want that some experience um I think that there is a great opportunity to fill these spots I've heard there's already been phone calls made from Opus Christian parents trying to get into the school and for every phone call that that was made I'm sure there's multiple parents who didn't contact the school right like not everybody who wants these things have a capacity to call um so I think this gives the district this great opportunity to promote a program at every school um I think that would attract more students into our district
um I believe one of the um cheses mentioned like that the dual immersion program can be expanded into Spanish or Vietnamese um that can go into one school I think a leadership and business program that would include Public public speaking debate uh creating business plans that can be created at another school um with the platform that if we attract students at a school like Ruskin at this point it buys us that time to do this and maintain enrollment um and I think this will help improve provide students is this an enhanced way to gain these skills that are necessary to go into high school and gain these um skills for high school and Beyond thank you thank you miss you for your comments next will be pasana happy New Year uh I'm person my son
goes to Majestic Way the other one is Oney old hopefully into Majestic Way Again by so we are very happy with Majestic Way we have no complaints uh we love where we are but the there are some certain things that I want to talk to you about here about transparency the way we've conducted the entire process was very transparent right like all the decisions all the discussions always took place in public that kind of also led to some confusion like for instance like umang said we all thought that the aim one of the uh end result would be that each school will have almost same size of number of enrollments for each School in which meant that boundaries will have to be changed but in the email that we got yesterday or today we see
that the boundaries of the existing schools will not change I'm not complaining but my problem is that I don't want the school district to be where we are right now I I am not advocating for you to change please don't but what ends up happening is I can't see a way for maybe you guys you do what you do best so I'm just coming in from a third person who doesn't know much I don't know how we will get Summerdale to a 55 600 people population I used to live in 94133 near near that mayber road you can't extend way more than that that's pretty much like the end of some so I don't see how you can get more people into suale unless you bring m in which was what I was almost like
thinking that's what you're going to do that's yeah obviously right but I see yesterday that m is going to R in so I'm confused now I mean you have to get people to bruty obviously because BR three has less than 400 students which then some people from Cherry would go there so how are you going to get somewhere to a 550 students enrollment number and and that worries me because I we don't want to be here 5 years from now thinking about you know closing summary like I mean you saved it this time trusty but how do you save it next time I don't see it sa next time and and this also like it gets me to the other part about and I'm not saying this is you know a scheme right like moving
Mi to Raskin makes me really afraid of what will happen to San five years from now mi and Askin means there is an MI Rin K through five and a 6 through 8 sount which is very easy then to make a k through in sount and make my Majestic V kids go to some of school I'm not against going to another school but that's a change for me and I can see it 10 miles away so I want to come and talk to you about it like if you do that that will get the K through R which will have a population for middle school elementary school ratio would be the same issue that we have with PMS that we want to avoid so the only way to save uh enrollments is by increasing enrollments
we not going to be able to do this without it so thank you for what you do let's think about it and let's get there thank you thank you person thank you for your for your comments next is Susan Lee hi board uh my name is Susan Lee uh I hope the district actually allows both inra and intra um District transfers to increase enrollment numbers districtwide I know we keep saying we have open enrollment but that's not the experience of the parents trying to get into the district and um schools and let's use specialized programs to increase enrollment at our schools we have three special programs PPP Mi and rcin science lab our three speciales programs are at three separate schools wuskin already has the science lab if we move Mi to Ruskin that's two
specialized schools uh two specialized programs in one school as a former rusin parent and homeowner I'm really upset about that and many rusin parents are upset because this change is not in the best interest of the entire District why would you have one school benefit by getting two specialized programs it's actually not fair to the other five schools that have no specialized programs more schools will likely close in the future if they don't have special programs that help increase enrollment at those schools by moving Mi to Ruskin the district is preventing resident students at three of schools up forclosure from getting access to ruskin's academic program and it's science lab we want to improve all of the specialized programs and also create new ones at rkin if you put two specialized programs in there will
be no room to strengthen and grow those programs it will be almost at maximum capacity the Mi program has proven that it does increase enrollment at its home school resin doesn't need the Mi program if it just needs open enrollment the Mi program should be used to boost enrollment at a different school with declining enrollment and no specialized program the board has already discussed some Mi placement Alternatives like Summerdale but there's other schools too figure out which school would benefit more than rusin and has the cap has the capacity for possible expansion of the m program that's the better long-term solution for our district thank you thank you thank you s next one is um Nina good evening board members my name is n SE and I'm alumni of Ruskin and seront and I'm a
Community member I wanted to talk about uh equity issu I think one of the things that you know I'm not going to reiterate what my neighbors have mentioned here in terms of dividing up and making sure special programs are not concentrated just at Ruskin but I think one of the things that we really need to be cognizant of is the support that students are going to need in the schools that are closed and then the the schools that are going to be impacted by additional students I'd like to understand from this board and this District what type of support School psychologists therapists what sort of support are you going to be providing to those students I mean it's easy to say go to a website but the fact is that online therapy is not going
to work for a lot of kids especially for not young children so I'd like to understand what level of investment this school district is going to provide for those students are you going to is there a plan to add additional School psychologists or is the assumption that the current staff is going to be able to handle that because I highly doubt that I think any sort of disruption is going to be significantly detrimental to the kids whose schools are closing and certainly for those who are going to be impacted by uh the additional students so I think that's the you know I think that's needs to be brought up as well and you know we I think we need to the community needs to understand what level of support these kids are going to get
thank you thank you Nina and that ends our public comments we shall I'll continue on to item number 10 which is reports and presentation a quarterly report on Williams complaints superintendent please thank you um for the quarterly report I'll move this to Dr mccre we'll share an update for this reporting period right from October 1st to December 31st we did have a complaint from the fa facilities at Lan View Elementary School which was resolved within the same quarter thank you Dr MC letter B um measure You Construction Bond program update superintendent please yes I invite Mr Tony kisto our director of bond facilities and modernization will provide you with your monthly report hello [Music] everyone I'm just there we go okay again measure you will start going through we will I'll update you on all
the projects and an overall schedule of what's going on um first thing is that we completed since the last um I think we did an update in November we finished uh the fire alarm at Majestic Way we've also completed the security alarm projects at Noble Summerdale and Toyon those will actually be turned over on Tuesday of next week we've done all the training they've monitored it like two weeks so that we could make sure we got all the bugs out um and then also that's not on the list one of the things we completed since I did the report was the exhaust fan replacement for phase two um things we have out to bid are the Fire or the PA replacement for Brook train rusin we'll start that'll come to the board in February and
we'll start that right after that things we're bidding right now are the exterior siding replacement at Vincy park that's going to bid next week the exterior painting at Vincy Park that'll bid in February and in the fire alarm replacement at Vincy Park that also bids next week um all of these will happen next summer um next thing is the HVAC replacement at the old district office 1376 um that'll be completed at the end of March um window replacements at pedmont they'll actually start at the February break and then finish sometime in mid July um field upgrades at Northwood they're going to actually start that also at so they can get a lot of work when the kids are gone and then finish it up and that'll a little bit depend on the weather to make
sure that it's warm enough so we can actually seed the ground and so the Grass Grows um again the exhaust fan replacement project has been completed School mon um excuse me Monument signs they're actually done but we still have to walk with them because we're not happy with how they all look so that'll be at least probably another month before they're done indoor door Replacements at the sister schools Brook tree Majestic and summer again these are the doors into the pods they're not actually the classroom doors so those are the double doors you walk into again they'll start that at one of the brakes and they'll finish at one of the brakes they're just waiting for the Panic Hardware that's the push Hardware to get receive that because they have to do everything all at
once they can't take something off and let it sit um next thing is a warehouse project we'll bid that in April and start that in June um fire alarm replacement both those projects are at DSA right now the state architect so we're just waiting I think toyan we actually got comments back yesterday so then they actually correct the comments and go back to the state and actually finalize the drawings and Northwood we're still waiting for comments to come back um Northwood will actually do next summer not this summer um security AR security alarm replacement projects the next projects we're going to do will be um Brook tree Summerdale Majestic Way um they're going to walk those next week finalize all the scope we'll bid them and then we'll get those started um then the next
thing is the public address we're going to do Vincy Park Summerdale Majestic Way we'll do Vincy Park this summer when we're doing a lot of the other projects at the same time um the ra fencing will do next summer that's where we're basically gonna I think it's pods or Wings B and C are actually open to the fields we're going to close that so basically the whole campus is enclosed um again payment projects we'll be doing the paving replacement of the playgrounds at pedmont and we're going to seal coat all the other asphalt because then you're supposed to seal coat for maintenance every five years have hopefully have the asphalt last longer and then the old district office we're going to do an overlay for that to clean up the parking lot again the comprehensive
INF structure renewal and utilities assessment Pro projects okay so the mechanical ones unit replacement Noble this summer we're going to replace all 35 units Morel we're going to replace all 30 units and pman we're going to replace the five units at the Portables so then the HVAC system replacement that's basically right now we have a central plant and we're going to convert that to have individ individual units at each classroom so that this way if the central plant goes down right now basically the whole school loses heat or cooling when we do individual ones it'll just be a classroom so it'll make it'll be a lot easier for us to control things um again Brook tree is going to happen this summer Majestic Way and Summerdale will happen next summer and then Toyon will actually
happen this summer also and then the Solar projects we have Cherrywood where we're putting parking lot structure over the the front Bays of the parking where there is no par solar right now and they I think they get three charging stations the Central Kitchen that's going to happen over the brakes it might happen over February and April um and then also Lane view there we're going to extend the solar that's in the field that will happen this summer most likely after we do summer school then Pont again we're going to do the roofs that'll at the gym that'll happen this summer um Sierra we're going to do parking lot structures in the kind of the big piece of the parking lot there'll be one down the center that'll happen actually during summer school um then
the district office again they'll do that at the February and probably April break and then Morel which isn't on here which I've left off again we're going to put in solar or structures for parking in the parking lot and again that'll happen this summer and then we have Vincy Park modernization that went to DSA yesterday we're going to bid that to go out to bid for the summer of 26 again that's um replacing all the doors and um frames for all the classrooms we're reorganizing the office so that then you can you can't actually walk into the school there'll be doors so it'll stop you um we're going to add storage and reconfigure some of the pod storage and then any Ada scope that DSA requires um and then also we have additional storage at
all the Pods at the sister school so one of the problems we know that right now with us having kids moving in all the schools we have to create more storage especially for all the curriculum so right now we're looking at those three schools because we know we can get that done this summer um again then there's modernization of Portables there's one at Majestic Way that I think last board we actually purchased from the county we're going to refurbish that turn that into a classroom and in Vincy Park the um Sunshine School Portables they moved out so we're going to basically again renovate those so we can use those as classrooms um also we're going to start all the kitchen assessments for all the kitchen schools so the architect's going to start walking through assess
it so that we can determine what we need to do at the remaining schools and then one other thing that we don't have on here that I forgot to put on here is we are actually relocating Portables to Vincy Park and a majestic way so at Vincy Park we're going to relocate three Portables and hopefully this summer we'll put a bathroom portable on it but that's just determined if we can actually get it in time and in Majestic Way we're going to add two portables and then next summer we're going to locate two portables that are on the site and most likely at another restroom and then here's the schedule of everything that we're going to do and does anybody have any questions so I saw that you know a couple of projects at Toyon
and um Lan View schools scheduled for closure why are we doing those uh you know projects there if the schools are going to be vacated next year so during the whole process we had to keep moving moving along and so like at toyan we've already purchased all the equipment to do the units so we're just going to keep going because for H for HVAC so we're just going to move on and do it so and again that'll hopefully solve the problems we have right now with the um Central kit the central plant so that we'll be able to lease the property it'll be a lot easier to lease and then Lane view again that was one of the solar ones we know we can still generate even though we don't we might lease it we're
still going to generate um um Power from that right energy we'll still be able to get credits for that that's the whole thing got and when originally when they looked at the solar they looked at the where we'd get the most bang for our buck that's one of one of the things they were looking at so same can I ask this question the same question so for Cherrywood you have mentioned that there will be three charging stations e charging stations uh is it if we have the equipment for it already can we install it in a different school no the state requires us now that whenever you put in solar in a par in a parking structor the state requires you to have so many to go with it I see so you have to
have two for a car and one for a [Music] van but there are other schools so I think moral Morel is getting four um the central gchen andot is I think getting four or five and I think that might be it but yeah we're adding them in other places too anything else any more questions comments no thank you thank you Tony for that update thank you we shall continue on then to item number 11 which is the superintendent report Dr Fuentes please thank you um happy New Year to everyone uh again just to I Just Want to Thank our community for coming out and providing feedback as we move forward in these next steps in transition it's really helpful to have their insight and also to hear what they're hearing from their communities so just
wanted to be sure to acknowledge that as we continue to move forward in our planning we know that we do have an upcoming study session that will be focused on the boundary changes um our demographer Tom Williams is currently doing that with the board's direction of impacting um making sure the students that are impacted uh have the opportunity to attend their nearest school um as well as being mindful of the importance of balancing School sites so he's uh diligently working on that and will be bringing his proposal to you on January 29th um for further discussion and review in addition um I wanted just thank Nina also for mentioning the importance of mental health to our students that's certainly something that's been top of mind and I do want to commend all of our um
social workers across the district um especially um after uh the uh last meeting when the decision was made we had uh extra social workers at the impacted sites and I was able to see them working with our our children and the many feelings that they have you know as they try to understand uh the transition that we're in and so we are committed to continuing to provide those supports for our students and our staff and families as we take these next steps um so we we you know I just want to appreciate you for bringing that uh forward because that is a critical piece you know we talk often about many of the logistics and operational pieces that are part of change um but there's a lot of feelings and mixed emotions that go along
with it so that transition process is also being mindful of of those and working you know with our students our staff our parents it is going to take all of our community to ensure that all of our students whether they're at a closed school or welcoming school that everyone transitions positively um next school year so I want to just make sure that everyone also keep keeps that in mind because our children watch us you know they listen to our conversations even though we're working hard to vent and express emotions you know that we're feeling um but you know we want to make sure that they know that we're there for them and we want them to have a great school next year with great staff and you know and fam supporting their learning and that
will always be our our focus in addition to that um and there will be lots more information to come in that direction I also want to mention to the board another um important topic that's been discussed across the school districts in Santa clar County which is a lot of concern regarding changes in potential immigration policy uh I had a meeting um this morning and yesterday at the with the County Office of Education they've put together a variety of supports for school districts to have available for any families and staff that may be concerned about it we'll be going over uh the different um directions that the CDE has put together for schools attorney general Bon has put together a quick resource guide um for schools on how to handle any potential situations that may come
but certainly um across the county everyone wants to assure our families here in Santa Clara County of you know their protections and their rights um especially in sending their stud students to school we want to be sure that our families know that schools are a safe place and that we're here to support them there is a coalition letter that's going to be coming forward in the next week or so from the county office of Ed as well as all of the school districts um within the county uh committed to providing those protections for our children thank you thank you Dr fenes item number 12 any comments and announcements coming from the board none all right we'll continue then to review and discussion item 14 is from none of the public hearings item 15 review and
an action a business services Roman unal one acceptance of 2024 annual Financial audit Dr frenes please thank you um the is the time of year each year that we have our independent audit done of our District budget as well as of our bond funds we work with Nigro and Nigro and this evening Jessica Barry is here to provide the board an update of their review thank you and happy New Year although for this presentation we're looking back to 23 24 um as was said my name is Jessica Barry I'm a partner with Nigro and Nigro I've had the pleasure of working with your district for a number of years now but for this presentation what I usually like to do is just a brief overview of the audit process kind of a layout of what's
in the audit report and then I'm more than happy to dig into details or answer any questions if you'd like um further discussion on any any of the areas that I touch on so when it comes to our audit process that's taking place throughout the year we really do it in three phases uh the first one actually will be starting up again here pretty soon for you for the the next year but that's our site visits at that point we do a rotation of your different School sites and we actually visit the campuses we look at attendance taking procedures on campus as well as at the middle schools we'll look at the ASB transactions that are being handled on campus and uh take a sample of those transactions as well obviously attendance is a Big
Driver of a lot of your different funding sources so we want to make sure there's proper controls checks and balances over how attendance is being taken fast forward a little bit and we do our next visit sometime in kind of spring or early summer and at that point we're at the district office working with the team there books aren't closed yet so we're really not digging deep into the financial side but we're looking at controls and compliance for the controls we're sampling different transactions from a number of areas across your funds this would be warrants going out money coming in some payroll transactions some journal entries again a variety of different things making sure that there's those checks and balances proper approvals on those transactions timeliness supporting documentation that sort of thing we also conduct
interviews with a lot of the different staff that are involved in these transactions and have them walk us through their processes and procedur so we can understand the the flow of information and how the transactions occur we also at this point are spending a good chunk of our time on Federal and State compliance we have a state audit guide that we're required to follow as far as what areas we look at for State compliance there's a lot of different things that are involved in that it can be anything from notices having to be out to board by certain dates or allowability of certain expenditures uh this is the first year under audit for the expanded learning opportunity program so a lot of time and effort going into that is that program's unfolding the different compliance
areas involved there and then we also do federal compliance as well and we rotate which federal programs we look at each year so that there's coverage across those fast forward again we come back out in the fall for our what we call our year end visit at this point your books are closed and so we're really spending most of our time focusing on the financials we're working our way through your unaudited actuals and tying those numbers out to supporting documentation so for example you have a certain amount of cash reported we're tying that out to cashing County to bank statements confirmations things like that a certain amount of accounts payable we're tying that out to invoices to supporting documentation again really just working our way through those unaudited actuals and focusing on the financials at
that point we would also finish up any state or federal compliance that still needed to be finished off of year-end numbers all of that leads to very fun audit reports um that you would have seen so I'll give you a brief overview of what's in the audit report uh it really starts off very beginning after table of contents with our opinion letter and your opinion this year is a unmodified opinion or what's known as a clean opinion which is what you'd be hoping for saying that we agree that the financials as presented here are presented fairly in all material aspects that's that opening letter after that there's about roughly 10 pages or so of what's management discussion and Analysis it's really just shortened or condensed financial statements but it shows current year as well as
prior year in this case 23 24 and 2223 for comparative purposes and gives very brief explanations for what went up what went down and some just general overall reasons there I sometimes jokingly refer to this as the cliff notes of the audit report in that opening section there um after that are the full financial statements so really same information but with all the additional detail in there for those full financials and then after that the bulk of the actual report itself is really dedicated to notes there's a lot of required language required disclosures when it comes to accounting practices and procedures there's espec especially lengthy required disclosures when it comes to any debt pensions or OPB so you'll see a lot of notes related to those there's also some schedules in the back that are
after the notes again some lengthy required schedules when it comes to pension and opvs that's some of the larger ones in there but there'll also be a budgetary comparison schedule a schedule of your average daily attendance for the year your instructional time as well as one that lists out all your different Federal expenditures for the year so that's kind of the the highlights of what those schedules are in the back after the schedules you get to three additional opinion letters that are all the way in the back so that first one kind of our overall opinion but the back on there's one on our opinion based off of governmental auditing standards one based off of federal and one off of state so controls and compliance over each of those areas so those are those three
opinion letters that are in the back and then after those we have any findings that camp during the audit for the year as well as any resolution of Prior your findings and the very very back any management comments so these are things that are not at the severity of a finding but something that can be a best practice or Improvement area again pretty quick overview as I went through it but I'm more than happy to talk more in depth about our process or any area of the report you might have questions on thank you Jessica Bo do you have any questions for Jessica all right thank you so much for that all right could I have a motion please to accept move to accept a second it's been moved and seconded all in favor say
I I oose all 5 to zero motion is carried thank you Jessica thank you I think I down for the next one as well on it acceptance of 2023 2024 Bond measure L and U annual independent financial and performance audit Dr fenes yes it is also recommended the board accept the 2023 24 Bond measure lnu annual independent financial and performance audit and Jessica will continue her discussion now with the bond review so it'll probably be a little bit briefer since this is a much more shorter report this is really pulling out that fund 21 related to the bond and having its own separate audit report that you're looking at here um we really run our testing over the bond at the same time that we're doing our testing for the district as a whole but
the bond we spend a lot of time zeroing in on testing of expenditures and of contracts procurement bidding those types of things that's really our main focus when we're doing the bond obviously the purpose of the bond is to spend money on capital projects and so really a focus in on the expenditures happening um the Bond report is actually fairly small so not not too much detail in here but again starts off with that opinion letter with that cleaner unmodified opinion that you're looking for and then um has the financial statement specific to the bond or your fund 21 as well as required notes following that um and then if there were any findings they would be listed in the back of that report so again really similar information to what's presented in the main
audit report it's just pulling out specifically the bond section thank you and any comments from the board none I will need a motion please to accept move to accept second it's been moved on seconded all in favor say I I oppos 5 to Z motion is carried thank you Jessica thank you we shall continue to a Roman numeral three measure a committee appointment Dr Fuentes yes thank you it is recommended the board appoint cab unit member Aeron sensy to the measure a committee this is our um parcel tax oversight committee uh we have some open seats and um we have a union representative that is open to being part of that committee you need to vote on this one do you have any questions any comments from the board I will need a motion please
move to approve second thank you it's been moved and seconded to appoint cab unit member Ain sadinski all in favor say iose 5 to Z motion is carried we shall continue to just on just on a side note I want to take advantage that we do have several community members here in the audience we are always seeking uh membership for measure a committee our parcel tax oversight as well as our seot committee which oversees our bond funds so we wel welcome you know our parents and uh community members to inquire about that you can reach out to our business department and uh that's a great way to get involved with these um projects and get an understanding of the um priorities in in those areas thank you Dr FES all right we shall continue then
to a Roman numeral number four safe trans Transportation Inc agreement ratification to provide basic transport a Services Dr frenes please it is recommended the board ratify the safe trans Transportation Inc agreement to provide basic transportation services for various students uh we're still in need um of filling some of our bus driver positions so this is a contract for continuity of that service for our students I will need a motion to ratify oh quick question to clarify too so if we're able to hire a bus driver this contract also won't go into effect for that specific position too yeah just to clarify and I move to approve I need a second second all right been and seconded to ratify the safe trans Transportation uh all in favor say I I oppose zero 5 to zero motion
is carried we shall continue thank you oh item 16 request for staff followup MO none all right item 17 items for future agendas any comments regarding that if none oh 18 is ajour could I have a motion please move to Jour second it's been more un seconded to adjourn the meeting all in favor say I hi hi meeting adjourned at 7:56 p.m. thank you and happy New Year again
