005pankow's release of any and all claims that pankow has made or may have against the district arising out of the lease lease backed contract the settlement is a compromise of disputed issues and not an admission of liability or wrongdoing by either party finally during closed session the board considered and rejected liability claim 589668 with a 5-0 vote and without any further ado um does they want to lead us in the pledge of allegiance this evening i would like to all right robert wherever else could please mute and stand i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you robert i think i missed two words but thank you it's only been all

006right um okay so item three c is the adoption of the agenda is there a motion okay all right so emotion by christina and a second by robert uh this is a perfect time to read this statement because members of the board are joining via teleconference all votes tonight are going to be recorded via a roll call no physical location is available for the public to join however members of the public may submit a request to speak to the public comment card available on the district's website and in board docs and trustee gallagher i i do have a request that we table 17g great is that a friendly yes move to approve without 17 tabling 17g second great any discussion seeing none can we please have a roll call vote trustee gallagher aye christie air

008to be able to recognize some westmont high school students and for their achievements at the annual statewide california educational theater association high school theater festival and so in particular i think we are going to have with us tonight katie byron daya hamada let's get those cameras on just like class we also have uh the uh the very famous mr jeff bankford who uh has coached these students throughout this process as the leader of the performing arts program at westmont so the annual statewide california educational theater association high school theater festival gives students a chance to receive high quality feedback scholarships and awards for their theatrical work for the for the first time westmont high school students participated in two of this year's events and received superior rankings katie byron daya hamada and lauren mckeithen received

009first place in the tech works category for their work on their production of clue additionally westmont high school students alma gur and faith lucas received second place in the scene works category for their scene from dog sees god and is it daya or dia it's just armada she prefers to just go by hamada actually okay yeah and um [Music] ahmada also received recognition as outstanding designer for her work on the props for a clue so uh i want to just give mr bank for the chance to fill in with any detail that he thinks would just be important for you all to know trustees oh thank you dr bravo hello everyone um i was super excited to uh get students to be interested in participating in sita this year uh ceta is an event it's

010an it's a statewide organization that normally exists to support teachers california theater teachers whereas thespian supports california students that are involved in theater but this year ceta who annually holds a southern california festival which is quite huge quite large decided that since we're in the pandemic we probably aren't going to get as many painting let's open it up statewide and let's invite the north to join us as well and so um i sup i suggested to my students that they had some amazing work that they had done on our production of clue and they pretty much had what they needed to to to create to go ahead and submit their um their entries into the competition in the festival uh and then i solicited my advanced actors if anyone then would be interested in uh

011finding rehearsing and then filming and then submitting a scene and two actors bravely stood up and said we do that as well so it was an absolute delight but not really a surprise because my kids are amazing all kids are amazing it's just about what you ask of them and these kids really stepped up to the challenge that they were given to given and i'm really proud of their work uh my students have continued in during this pandemic to show themselves as being incredibly resilient and incredibly good at learning how to pivot that's the one silver lining that this pandemic has taught our kids is how to pivot uh during these uh troubled times and to still find ways of producing creating and believing in their following their passion which is theater so i'm very

012very proud of these artists uh both the technical artists and our performance artists for the works they did in the cedar festival this year and trustees as you can see from mr bankford's background to recognize the students uh bernie sanders actually came out to westmont as part of recognition we're taught we're in the top 10 percent the 10 good calculations by the way if you get online quickly you can still order your bernie sanders bobblehead uh i'm not sure if any of you got to see clue uh but we are very proud of our virtual theater production was our first ever full-length virtual theater production and it's streamed for uh two weekends and we are currently in the middle of our first virtual theater full-length musical which will be shrek and that'll be happening oh

013by the end of march maybe in april it kind of depends it takes a long time to do any kind of virtual theater as any of your teachers will tell you in the district um virtual learning distance learning everything takes twice if not three times if not four times long to do and um theater is no stranger to that concept um just with the musical you know singing on zoom doesn't work so you have to pre-record all the vocals and then get this the actors back the pre-recorded edited version of their vocals so they could then lip-sync to themselves to make a film all from the comfort and safety of their own homes so it's a very big undertaking but we're we're excited about uh plowing through this new and uh uncharted territory but i'm

014particularly tonight excited about these five folks who did some amazing work at the sita festival so congratulations to faith and alma for your scene uh from dogs he's got and to lauren and hamada and katie for your work uh as tex on clue amazing congratulations on your place um and and letting everybody know the north can kick butt i think i said that out loud sorry about that awesome yeah and thank you all so much for for joining us tonight i think it's you know as a board right this year has been filled with uh not so happy news all the time right and so i think when we're able to just see all the amazing things you all are still doing right all the hard work you're putting into what you care about what

015you love it's really inspiring and i think makes it all worth worth it so thank you for joining us yes very impressed to hear about all of you jeff could you share with us just a snippet of what the logistics are of creating something that's seen on a stage i mean do students come to the site one at a time to record certain physical scenes but no it's never done that way now all the recording is done from the comfort of their safety of their homes with green screens that we uh that we purchased for them and with ring lights that we purchased for them so they can be lit um effectively uh we are hoping to shoot uh several sequences for shrek in person masked of course and socially distanced uh but that'll depend

016on on where we are once costumes are ready and katie is one of our three costume folks on shrek and she's working very hard to get those costumes ready soon as we can but we're kind of in a holding pattern uh we are doing a bit of choreography rehearsals outside in in a very cold uh environment uh because it's really hard to learn choreography on zoom as well but for the for the props for the technical folks i mean hamada she had to create some amazing effects uh prop effects for our production of clue including a chandelier that had to be somehow built to fall on an actor's head by their mother in their bedroom uh so that it looked like a chandelier was falling on them from above and had to be done safely

017and so hamada do you want to just say how you built that because it was pretty awesome of course um so some things about that we had a very small space to work with the chandelier was not going to be seen for a very long time just flies by the screen and it shouldn't hurt the actor so it should be nice and light so what i used was a hula hoop to create that shape and hold it to make sure that the chandelier could be dropped multiple times as well because we took many takes of this and i put gold paper around it to create that nice thick shape around it and i attached some plastic candles and then some crystals to make sure it was clearly a chandelier as it fell by and it

018was ready to go amazing and then katie had to do an incredible amount of work setting up appointments with actors for them to come and pick up a costume take it home try it on take a photo of himself in it send it back because we couldn't do any live uh fittings in person so it was a lot of pickups dropbox photos oh no that doesn't work gotta get this back out of trim i to fix that katie you want to add anything to that yeah it was basically like normally we just have people we started by like normally we would just take measurements at like one of the early on rehearsals but obviously we couldn't do that so we like made a form that had all videos and instructions on how they had to

019take their measurements and when we got that we had actors come start picking things up and just like doing back and forth of what works and what doesn't and it made it take a lot longer and it was an experience problem solving and managerial skills who knew that art involved those things that's right theater teaches collaboration one of the most often sought after skills in any employer wanting to employ somebody new they want somebody to collaborate well and that's what theater teaches as well as thinking out of the box those are all skills that theater teaches students how to do and then lauren the play the play is set in the mid-1950s and so she had to do a lot of research get all the actors the appropriate look that they had to create by

020themself and she had to teach them how themselves how to do especially for the female characters the hair was a big chore for them lauren um yeah i it absolutely paid off but it was a lot of trust to put in them since as a designer you're normally feeling very like you want to be in control of it um but i think it worked really well and then not to let the actors go unspoken for it's really hard to try to create a relationship with another person when they're only they're not there in front of you and so these two uh amazing actors faith and alma really there they have a friendship outside of class so i think they were able to tap into that but somehow they found a way to connect through the

021internet and through zoom to have a shared scene on stage in this new virtual theater and create a scene where we believed their characters all my faith either if you want to talk about that i can for a second um like you mentioned like mr bankford mentioned like our friendship was very helpful with it because especially working together not just on stage but now that we're online you need to have a lot of trust in each other to have um to have to be able to have realistic relationships on stage so it was very helpful to be able to communicate well and it was just like a fun thing to do and it was nice to get to even though we weren't physically on stage it was nice to get to work together and kind

022of bring something to life i had no faith one to say anything yeah i've always wanted to work with alma and our friendship really helped us communicate really well together and able to be able to work together a lot outside of class and able to um it was really cool because i felt like she was really there with me even though we weren't together in person i could just really sense her in the room with me while i was acting i think that was really because of how close we are it was i really enjoyed working together and i think it really shows in our scene and just as a final plug both all faith are part of advanced theater's annual message play that we're working on right now uh the students created 10 questions

023we submitted to our entire student body and we got back about 640 answers to all 10 of those questions and the students read all those responses all about all akin to a certain theme and have now written five different uh short plays that we will eventually produce for the students all watch and it's their thoughts their words our student and body's words being brought to life on stage and this year's topic this year's message play uh theme is all about dot dot yet i'm not good at this yet i can't do this yet and trying to find that inner motivation to do and learn something new and in the midst of this pandemic that's i think very much a good message for our kids to be thinking about how can i find some way of

024motivating myself to just learn this thing so i can get better at doing whatever it is i'm doing and so that's where we are right now in their class great well thank you all so much again before you leave though we're gonna do this photo uh dr bravo are you gonna take the screenshot on your machine yes i am okay so everyone else just you need to you know turn on your camera and smile you wanna give us a countdown dr bravo uh okay five four three two one [Music] all right we got it thank you so much thank you for having us yeah and have a great rest of your evening thank you good job guys thanks for sharing all right and it was good uh soup um president gallagher that the staff put

025you on that because i in fact would have forgotten to do it had not for that yeah um no no that was great and it's a hard act to follow but we will try and so our student board members your report is next go ahead and take it away we somehow always have to follow these incredible students every time um but we're gonna do the same format um with schools and then we're working with networking and then just personal updates so for boyton um they want to give a quick shout out to giovanni esciano who is the attendance registrar and health clerk and she's been the main translator and interpreter for many events especially the zoom parent night and she was really helpful for the parents that needed multiple languages um and then they had

02635 families attend the zoom parent night which was at the end of january so that they cover topics like community college financial aid graduation status and distance learning supports um and then they also have reps from san jose city college and west valley college coming in this month to present about community college 10 students will graduate boynton this month and then three weeks in a row um they had 55 students with perfect attendance and then 21 students have a gpa of 3.0 or higher so they're really proud of those stats um at leigh they had the relay for life kickoff and they've had many dress-up days and fun fundraisers throughout the few weeks and then they have wednesday drop-in tutorials with counselors um so you can kind of drop in and ask questions about course

027selection for next year and then they've also created a discord for students on campus and so that's another way that they've they're going to try communicating with students um the lee's hidden history club has started a series of informational meetings for black history month movie impact club has collaborated with chess club and csf to host online chess tournaments for charity um and then the information night for the for the other grades um was on january 27th and they're going to be hosting ap honors and elective informational sessions this week at prospect students have been participating in game nights like the league of legends tournaments the college and career center has been hosting zoom calls over lunch for students um game night there's another game night tomorrow where students can play games like among us and

028kahoot in breakout rooms they've been hosting mindful mondays where students can learn how to focus on their mental health they're going to be doing a club rush so they're divided into four days for academic clubs community service clubs culture clubs and activity clubs just to advertise their links um and they've posted all of that on the instagram account and on canvas they're going to be having or they had a informational ap live so students and teachers at prospect all came together to kind of advertise ap programs um the black history month is going to be showcased by btsu um so they're going to be introducing one influential one influential leader of the day throughout the month of february and yearbooks are on sales yes and then for my schools at branham they're doing the screening

029of their winter wishes so it's going to be like kind of a drive-in and it'll be socially distanced there will be in their cars that's the way they've kind of shifted their rally on campus daily learning labs are happening which has been offering some students the ability to learn on campus students can attend their classes online but while at school and with access to more help brandon is also sending out climate and well-being surveys there as they hope to look more into mental health while distance learning is happening there may be a sensitive subject but it's geared to combat bigger problems as well as minor issues that have come up while students are apart asp is working on a homecoming event to try and replace what you know did not get to happen in the

030fall so they are currently brainstorming ideas and have been reaching out to the student body they're also doing as much they can to accommodate to the incoming freshman class there are offers for small on-site covet 19 safe orientation sign-ups for the freshmen to see the campus there's also recorded eighth grade video for families that is available to view at del mar there's a new club which is the innovative designers of tomorrow which is a non-profit dedicated to providing accessible design design education to high school students they had picture day for grades 9 10 11 yesterday there were also opportunities for on-campus senior portraits last week a choir is preparing singing valentine's which we offered for free this year teachers are asking students for suggestions on how to use class time through a lot of google

031forms and surveys they've increased in class and teachers are checking in on students by offering one-on-one meetings during office hours or after school the weekly info news letters from principal lopez have been continuing and they've been a great way to get all the resources kind of compact in one place and then at westmont they've had one-on-ones with the counselors yesterday which was the last chance for juniors to talk to their counselors about their classes and schedules for next year the westmont art club continues its effort in providing artistic opportunities for students by organizing the first virtual art show it's currently accepting submissions for 2d art 3d art and more all work will be displayed on a website at the end of march and all students be able to view the displayed work and vote for

032the winner asb is hosting a webinar next week with ashley grove who is a will glenn alumni and spelman senior she'll be sharing the benefits of attending an historically black college and university and the transition from south bay uh there will also be a club fair on february 10th for for an opera for each club to give an opportunity of a 10-minute presentation about what will happening what is happening and more opportunities for students to get involved in terms of what's working um scheduling for next year students were able to schedule their classes through aries this year so it made the process a lot easier you can go to counselors if you needed help but you didn't have to rely on them to pick your classes so there's a lot more freedom um and then

033just seeing an overall um ease on homework loads um their teachers have been a lot more mindful of the amount that they're assigning all the important information has been uploaded onto canvas so students don't really have to hop between platforms to get all the information and everything just seems a lot more organized this year it seems like teachers and students kind of have the flow down and it's a lot more organized yes and then for what is not working other wi-fi issues and power outages have been happening the past couple weeks given the weather and it's preventing students from completing work in addition it's difficult to use apps like pure deck on your phone while zoom is also running at the same time some students are worried about their technology but also just ep testing

034because they know that the psat was offered in person or wondering if ap testing will also be offered in person and whether students are able to do it at home and there's also recently branham's bear witness page published an article on student-led protests for athletics many students were arguing in the chat on the importance of covert 19 safety however the chat blew up to over 1700 messages and many of which had offensive language and insults directed at other students this comment section was eventually disabled and then finally there are many complexities that arrive from having a sub so a lot of students have difficulties when their teacher is not there and be able to navigate zoom links being able to get on track in class so if there is a sub is important to let

035students know in advance and be able to shift technology over in terms of what we've done um we've had a few meetings just brainstorming what we want out of the mental health resolution and we started to kind of roughly plan out a timeline to see what we really want um and then we also had our second ssac meeting of the semester where we discussed reopening and brainstormed how we can implement certain solutions to mental health and then please follow cohsd underscore ssac that's our instagram account where you can kind of get updates on what ssac and what we are doing um and then just other things please continue to socially distance and wear masks the pandemic just never seems to end and it continues to get worse but please make sure you're being careful and

036wearing masks yes and then we also had our first site visit yesterday at westmont it was a really great crowd and we missed shifts kind of our questions in a different focus on what we were doing last semester uh we also met with the superintendent about a week ago of course just can discuss more of what we are working on and how we can kind of move forward and then we have kind of been planning out the rest of the semester and what we need to do and what we hope to achieve and then a couple other updates beval announced updates on what requirements are needed for sports and also what cancellation dates would be so those are all available and then college and career centers have been hosting college app help for juniors and

037scholarship tip for seniors be on the lookout for these and everything your school ccc has to offer so thank you all any questions riley really quick uh you mentioned there was a chat that kind of went awry what platform was that on uh it was instagram it it's like inside comments i'm sorry yeah all right um so see no other questions we will move on to our next item which is public comments thank you both so much for your report really quick the board welcomes comments from the public if you'd like to address the board please fill out the digital blue card that's located on our website and on board docs you will be called on to comment when your item is breached on the agenda if your item is not on the agenda you

038will comment at this time provisions of the california brown act preclude any action being taken on any item that does not appear on the posted agenda for action oral presentations and communications so the board are limited to three minutes per person and 20 minutes per topic we do have three digital blue cards tonight uh one i think falls under just general public comment so we'll start there with ken smith who wants to speak about high school athletics [Music] all right trusty gallagher i have ken here all right hi ken you're on with the board i know you had two blue cards tonight uh but you could talk about the high school sports portion and we'll call you back for the reopening portion okay but thank you uh and you have three minutes take it away

039okay um the uh a national football um i forget the name of it they did away with the tears in about 43 other states i don't know whether this is the correct forum for this but i was wondering what we can do to become one of those states that did away with the tier system so that way sports can be played and that's basically it okay great and so this isn't really the forum for that outside of us hearing that's a concern for you if you send uh me or dr bravo or any of the board members an email um we can respond that way okay okay our email address is on the district website i think the clarification would be okay in this case because he's your director yeah robert do you know you

040know well i the tier system's been set up by the state in the county the ccs is working with them and to try and clear a way for us to see ourselves to sports but certainly the county is going to be the one that's going to approve any sports that happen if you just think about nfl and nhl were all outside of the state for their season so yeah okay okay but 40 44 other states played football high school football and so anyway i know this is the wrong form so i apologize and thank you you're good no we appreciate the wrong forum you could mention it yeah great thank you very much all right and i apologize i thought there was like a i didn't realize it was covered relay i thought there was

041like a football tearing uh or something right so i apologize for no problem not fully understanding that um all right so without any further ado we'll move on to item 7 comments from associations we do not have anyone from csea or sau here to speak tonight but we do have laura garceau from the campbell high school teachers association sounds good all right testy gallagher we have laurel on the phone all right hey welcome to the meeting uh take it away when you're ready thank you uh my name is laurel garcia i'm the chista executive board secretary and french teacher at branham high school i have a short message tonight um so i'm just going to get right into it chista supports the resolution on tonight's agenda condemning violence the violence of january 6. we hope

042to see more details soon about the board's third focus area diversity belonging and inclusion training as chsd moves into the budget process for next year we encourage trustees to consider the idea of bringing social workers to all campuses it is our understanding that there would be an increase in the overall cost of approximately 15 000 per campus we hope that you will ask staff to evaluate the impact of the pilot at branham and provide a comparison of the benefits of cassie counselors versus social workers thank you great thank you laurel somebody i missed what she said social something at each campus uh she was asking if we could expand the um the social worker pilot that we have at brandon across all our sites thank you all right um so that takes us to item

043eight our superintendent's report dr bravo thank you president gallagher and as the student board member shared with you and you may know already february is black history month and while it's important that we recognize the perspective of all americans all the time february is set aside especially to to really focus us on the contribution of african americans so i'm really looking forward to some of the activities that the sites and students are planning especially the student panel that's going to take place on february 24th where student panelists are going to be bringing their different perspectives about what students can how they can work together to create positive and welcoming environments on all of our campuses if you had an opportunity to read the staff newsletter of this week then we're going to use february to

044kick off a staff book club which is going to look at titles specifically to help us think even deeper about issues related to equity and the first book is going to be 400 souls it just came out this week and it's a really really i've had a chance to read some of it and uh it's just a really great uh review of african american history that i think folks will enjoy and of course you all can feel free to sign up as well as staff if you want to participate february is also a career tech education month and we are happy that as part of the consent agenda that we have several grants for you to approve that will help us boost our cte programs by enhancing technology and virtual work based learning opportunities and

045uh for this for now i'll say more later in the in the uh the meeting but for now uh just as a reminder this is national school counseling week which at our last board meeting you passed a resolution wreck in recognition of and i just want to take the opportunity again to thank all school counselors working in the district for the vital work they're engaged in and the unique contributions they make that contribute to students emotional social well-being college and career readiness and academic success great thank you dr bravo that takes us to item nine which is our informational items uh just as a reminder presentations are 15 minutes or less in length and then we'll open up to board questions from there uh 9a though is metro ed and silicon valley cte linda madam

046president i'll make it short nothing particularly uplifting tonight i shared with you last time that we had lost our top two contact tax at the department of finance uh jeff bell and jennifer and they had um been so encouraging last november with interest with promises of help with requests for documentation we did everything they asked and then we as i told you we heard nothing and they have both moved on to other positions so we need to reestablish rebuild our contacts with the department of finance but we are moving full bore ahead with pressing for legislative efforts and i'm not going to go into specifics at this point but jim canova and alisson i did have a zoom on friday with one of our assemblymen and i had a phone call on monday with the

047chief of staff of another um and one of the things i was asking for is that if nothing else if you don't carry legislation get us back in touch with whoever is heading up dof at the moment i was not surprised but you'd think i'd run out of outrage but when i read about the governor's budget yesterday so the largest system of higher education in the united states california's community colleges i'm reading serve more than 2 million students per year community colleges have educated about 80 percent of the state's firefighters law enforcement personnel and emergency medical technicians as well as 70 percent of the state's nurses because of the large number of californians who attend community colleges and the role they play in workforce development and job training it is imperative they be adequately funded

048to lead the state's economic recovery how nice we aren't getting a direct dime but the community college system is getting 380 million that's been set aside for them so once more we have just been and and i just don't know what more at this point i can do to get the state to recognize we're here and you don't value us but you're going to miss us when we're gone um one of the things i did was i uh among a whole lot of other things new documentation i created but i also sent revived and sent the uh the bank of letters i've collected in support of metroid svcte to the two people i was speaking with and they're 136 and there's some pretty high powered people on the list of writers and some really touching

049and informative letters but if you're trying to wow people with bulk with sheer numbers 136 doesn't cut it i don't have access due to privacy laws and properly so to the database of current and former students at metrorad or i could really bulk up that number i have repeatedly asked our teachers counselors principals and i've heard from some got some really good letters from some but not nearly enough who know the value of metroid svcte in the lives of our students so again anybody in sound of my voice who wants to go on our website get my email address and shoot me a letter about the value of these programs love to have it i'll keep adding but right now we're just praying that we can convince one of a number of people to either

050carry legislation for us or co-author it with a couple of others and see if we can get it over the line because nothing but a return to our direct funding is going to solve this problem bottom line is the state assembly caused this problem they're the ones that let us fall through the cracks in 2013 by approving the lcff they need to fix it same thing with the department of of uh finance they're there to serve their constituency well hi we're constituency so i'm i'm getting a little more um i think maybe direct in my approach and and less nice and polite um because i'm out of time so that's where i that's where i would like to leave it thank you great thank you i know there's hours and hours and hours that goes

051into that so thank you for doing that on top of everything else on this board and beyond so appreciate it um okay so item nine b is to review our audit report of financial statements as of june 30th and review the summary of the auditor's results and we do have bill williams joining us today welcome hello board you can hear me again and get a thumbs up to make sure awesome okay yeah we'll uh we'll let you know in the 15 minutes is up and uh it is all yours you shouldn't have a problem okay well i put together a powerpoint should be sharing right now um can you see it no we can't so hold on oh wait a minute that might be it can you see there we go okay there you go

052sorry guys this is new to us too this is your your number three for me this year doing a remote board meeting and trying to get comfortable once again with powerpoint so here we go i'm gonna be looking sideways a little bit here well i want my slide advance here right clicking on it and then advancing okay there's sorry about that okay that's the first time i've had to do that usually just moves for me i just want to thank the board again for inviting us to come present your audit to you we definitely went with that powerpoint this year rather than trying to scroll through the 125 what not page pdf report on you but just remind you kind of what our process is we visit the school sites under normal circumstances we made

053it out to the district once and then everything kind of shut down so all of our audits this year were obviously done remotely which was a massive challenge for everybody getting the documentation from clients was very difficult having to get it all electronically plus you don't have an auditor kind of hovering over your desk to get the information we need to complete the audit timely so the state recognized that they push the normally your audits are due by december 15th they've pushed that date back to march 31st um luckily yours got completed with about 20 others i would say to date we've issued about 20 out of 90. normally those 90 would have been issued by december 15th so that kind of tells you the struggles that we've been having here um your audit went

054very well once again um we have a whole new fiscal staff apparently that we're going to have to get to know in this group virtual world here now that we heard that sharon is leaving also but um your internal controls we had no uh findings in the report your federal compliance which is very important we had no findings there um we had one minor finding on some of the state compliance items that we need to test it was basically that the bell schedule that was being used at the continuation site was not updated in aries so aries uses that bell schedule to calculate ada for that program so it was it was miscalculating the ada a little bit it's just something that needs to be kind of calendared and make sure that those things match

055up at the end of the year um or throughout the year it looked like when i was just kind of glancing through your board agendas you some seemed like you had your oversight committee meeting last night the bond oversight committee just to let you as the district board know there were no findings in that audit and review as well um mentioned it over the last several years the md a is in the front of your report it's on your pdf pages 7 through 15. that is a really good little cliff note section to read for board members especially if you're new i mentioned it last year and it is helpful again that remember any time in your report or in the end the management discussion and analysis you see a reference to net position that

056is the entity wide finance statement so that would mean it's all the funds combined together all of your fixed assets dropped in as well as your long-term obligations your bonds your op your net pension liability all of that lumped together so again that is net position fund balance is basically that it's the balance that's left in your funds individually your finance statements again your statement is of position position statement of um activities are on pages 16 through 18 in your audit report the fund financial statements follow behind that um there's notes in the middle of your audit report that show what you know what your cash balances are held in who your receivables are due from who your payables are due to the biggest section in the your audit report is going to be debt

057related the payment schedules are there your other postal employment benefit disclosures the net pension liability disclosures are massive they're probably 25 pages with just within those i'm getting to some of the financials here your net position was a negative 8.9 million i will get into that in just a minute your unrestricted net position was 64.5 again this is entity wide this is all of the district's debt coming out of this number your go bonds are 372 million ending balance tax payer funded your net open liability was 12 million you had a 14 million dollar total opeb liability less about 2.1 million in the opeb uh irrevocable trust which brings that net down um your net pension obligation this is the big one this is the district's fair share and i know we've talked about it

058before but it it causes that top row to be negative basically so we want to focus on this again the net pension obligation was 100 million dollars for campbell high school district so again that is the district's fair share of the stirs and pers unfunded pension obligations at the state rate increases we all know what they're trying to do to battle this you know the return on the planned investments have a lot to do with this everybody's obviously hoping this number is going to go down but for now everybody has to report their fair share of that relatively big number there your general fund increased um 1.7 million to 32 million your available reserves um and it's slightly under six percent six percent kind of what your target is which is a good target we

059don't want um anywhere you know near three percent which is the state required minimum we really don't like the terminology of that um so we wanted to put a little blurb in here on the presentation in that you know the state's minimum of three percent is the level at which point you hit that a district uh will be looked at closer by the state by the county office of education and by your auditors to be sure that you're going to remain fiscally solvent so we really don't want the three percent viewed as you know a target or anything it's it's a minimum at which point if you fall below people are going to start taking a hard look at you so at six percent we're really good there um your ada has increased substantially over

060the last years continuous continually doing so um regarding fiscal year 2021 distance learning wow what i mean we have been bombarded if you can imagine with our clients with questions on distance learning what's going to be required what's going to be looked at the use of the covet grant funding as well has been several meetings webinars on it so what we can tell you is that it didn't look as terrible as what we thought it was going to look like as far as auditing this thing in 2021 we are going to be looking at the development and documentation of what synchronous and asynchronous assignments were provided to the students on a daily weekly basis making sure that that documentation is will substantiate that a minimum instructional day was provided to those students whether the student

061participated the entire day or not isn't really our concern at this point on the audit side but just the documentation that you had made your teachers had made available to the students on a daily basis a minimum instructional offering whether that be live synchronous or assignments online courses what not to make up the asynchronous learning we will need to ensure that the district adopted a re-engagement plan and that was all over the place so we're not expecting any problems there we did not see in the early draft of the audit guide whether that plan was going to be tested as far as those students that missed maybe 60 during the week you know where's the documentation that you reached out via email you reached out via phone calls um whatever trying to get a hold

062of the students or the parents we did not see that in the audit guide that we again got kind of an early glance at um so continuation education is out independent study testing is out because as you probably know cde is not making a distinction between any of those programs this year it's all distance learning everybody's falling under the same guidelines so those two alternative ed attendance compliance areas are coming out of the autoguy for 2021. basically they're not applicable anymore the other big change that you will see in 2021 is that all of your student body activities that you've seen in your in a fiduciary fund where you just kind of see the cash balances those are going to be brought into a special revenue fund which is cafeteria deferred maintenance i don't remember

063what the other special revenue funds were but it's going to be a fund now in the district and it will report total revenues and expenditures beginning and ending cash in your fund financial statement starting in 2021 that is gas 34 that was delayed it was supposed to be implemented in 1920 it got delayed a year due to covet along with a lot a lot of other accounting changes got pushed back um so that's what we're expecting for next year but this this year's audit 1920 went really well like i said i have to really congratulate with all the turnover that was going on in the in the district for us to be able to get your audit out really speaks uh a ton about the fiscal department you guys have there um it like i

064said 20 of 90 is not great you're one of the 20 and with what was going on it's really good we've been in contact with karen um we've actually um nancy went to one of our other clients so we'll we're still in contact with nancy and rory i think said a non-profit and up in the bay area where you guys are and we've kept in contact with him as well so keeping those doors open he hated to see them leave but you have a good staff there and we'll get to know uh all the newbies i guess is what we'll say once we can get up there and get our 2021 audits rolling we're a few months away for sure all right is that that into the presentation that was it yes we got hit

065next awesome yeah if uh you could stop sharing we'll go back to the board view um and trustees do you have any questions what are the implications for us of not having provided the required testing of the plan being followed the like i said i didn't see us having to test the plan the only thing that we're going to have to do is make sure that a plan was adopted um it basically implemented which you know it's it's the students that miss 60 of the week what is the district going to do to re-engage those students reach out to them find out why you know i mean our clients are running into all kinds of things um they don't have wireless you know they don't have computers they just the list goes on and on

066and on and some kids just do not do well with distance learning but that that rein peered re-engagement plan um basically we're just gonna have to make sure that you have one and from what we saw and bill just to clarify it's not that you didn't see the district had something it's that you weren't your firm was not able to handle others right well that that was 20 that's for 2021 that's for the current field score we haven't even started auditing 2021 yet that's what's coming up 1920 all of this stuff you're you're you're good with this stuff this is this is the current school year's audit we haven't even started yet bill um you mentioned six percent is where it looks good and where would you expect us where would you want us to

067be what's kind of the average that you're seeing for our size district well you know i'm i'm seeing right now i'm seeing people usually above 10 maybe about 12 percent but a lot of that also has to do with how the administration kind of segregates their ending fund balance in the general fund because there could be some districts really like to get kind of drill down and detailed into putting a lot of funds in the committed fund balance putting a lot of balances in the assigned fund balances for very specific purposes like school site carryovers uh instructional material adoptions next year putting a little bit extra aside for opeb that's not in the trust but is just an extra set aside within the general fund and every time you kind of drill down and get

068those additional classifications in your fund balance it pulls it out of the reserves right so it really depends on we kind of look at everything as a whole if you're at six percent but we see a substantial about a amount of itemized committed and assigned fund balances then we're okay we're okay with six percent so it really depends on the makeup of your general fund different districts just do it differently some of them have a 20 available reserve because they don't assign or commit anything they say okay we're just going to let it all fall to the bottom we have all these things we need to do and we know it needs to be down there and it really doesn't matter to us as long as we see that you've got an ending fund bounce

069that's going to support things going forward the sturgeon pers increases and whatnot and that the 102 million that we're showing is are is that about what we're seeing from most districts for our size or we have it it's you know it's really based on your contributions industries and pers and it's always a year behind so as of 2019 what they do is they take the total net pension liability statewide of those pools and they say campbell union high school district contributed 0.5 percent of the stirs contributions for that year so you get that piece of the liability so really it's it's exactly appropriate depending on the size of the district in your contributions and discursion purse thank you bill um two two questions um on the trust for the opeb um we're kind of glossed

070over it is the trust performing to the level that is allowing us to meet the obligation the op obligation well no i don't think so i think that and you'd really need to deal with the actuaries on that because i believe the actuarial assumptions that we were seeing this year was about god there's not a lot of districts that have a trust so i'm thinking of a discount rate here that's usually three percent they probably have about a two to three percent return on investment and i don't know what the trust was um but to keep up with that obligation you know the two million dollars is a good start but if there's a way to keep pumping more money into that trust that's how that open liability is going to drop down none of

071the trusts are making a lot of money right now because they're trying to safeguard the funds really you know you're not going to be in something that's going to give you a 15 return because you can take a 50 loss you know in the same way there's you know there's a balancing act there so i mean it's it's it's a it's a it's better than putting your money just in a bank you know they're performing better than the interest you're gonna get but they're not they're just they're not in this environment they're not producing you know six seven eight percent returns from what i'm seeing right because they can't day trade game game stuff exactly right and then my second question about our pension liability um in terms of the impact to the general fund

072um can can you give us like a you know for every every doc for every um it it accounts for 20 of our general funds spend or or for every new dollar that comes in can you give us something that kind of a headline the net pension liability really is the only way it impacts your general fund and it's a pretty big impact is that the continually are raising your stirs and purge rates and that's how they're trying to get that pension liability down um and also your employees rates i mean they're raising they're raising on both sides to try and get that down so really the impact it's having is the future rate increases in your on in the operations of your general fund but other than that the the net pension liability itself

073is almost like this you know for transparency they made everybody recognize it it's been there for years and up until about three four years ago nobody ever reported it on their financial statements stirs and pers reported it but the entities that are paying industries in person never had to so due to transparency they're making everybody record this thing again in your entity-wide statements only this is not a general fund liability so it's one of those liabilities like debt like your cops like capital leases that's being reflected over there and driving your net pension liability down into into a negative which is doing to everybody i mean nobody's got enough balance to take that hit but really the the biggest impact is the continuous rate increases thursday and purge is pushing out which is making it

074difficult to basically keep you know cost of living it it's shrinking shrinking paychecks and and with us with a basic aid district it's it's our ability to generate enough new revenue each year to keep up with the increases is what's incredibly impactful right right and again you know it's it's impacting your your teachers and your classified staff less than the paycheck i mean that's a big hit okay thank you thanks for mentioning that bill because that's big too that's really our employees it is any other questions comments okay all right we take do we take action on this okay great um thank you bill all right guys thank you have a good evening i don't know if you all noticed but someone walked behind bill like opened the door and looked in and then walked

075out uh catch it on the replay on youtube later um all right item 9c is our initial bargaining proposals from campbell union high school district and the california schools school employees association or csea chapter 266. meredith hello hi hi trustees uh meredith hudson and i um that this item i'll be introducing the um initial bargaining proposals and then we'll ask you to act on them a little bit later in the agenda but we want to present them now for the community to be able to review and then we'll have a public hearing and again action in a little while so um if you don't mind i might just introduce um both c and d because we're presenting uh both sets so we hope to we are in multi-year agreements with both california school employees association

076csea and with service employees international union seiu we're in multi-year agreements already and so these are our reopening negotiations that we hope to start we've got limited articles that are open but we still sunshine them here for the community so item c is our proposal along with cscas and item d is our proposal along with seiu and we're all very much aligned in what we are hoping to discuss during this round of bargaining that's it great uh so like meredith said this is coming back in a little bit but there are any questions at this point okay great uh so i'll take us to 9e the first reading of a new batch of board policies this dr bravo yes it is all right so trustees once again uh via our friends at csba we have

077a new set of recommended changes to board policy the majority of these changes have to do with uh changes in law and um there are a couple of the new policies that are optional that are not necessarily uh changed because of change in law but in particular the board policy on political activities employees is updated i think in large part just because that is such a topic in the world we live in today and then the board policy on awards for achievement is updated to add some language for the presentation of bi-literacy awards great and then for those watching at home typically we do a first read to look over these and answer any questions people might have and then we'll bring it back for our next meeting for a second read are there any

078questions about any of these nope they look good for approval for me from my perspective cool let's seeing [Music] no other questions comments uh we will move on and this will come back at our march 4th meeting is that right dr bravo that's correct okay great awesome so item 10 is our consent calendar action on all consent calendar items will be acted upon in one motion with no discussion prior to the board vote unless a board member or the superintendent request that any such item be removed the consent calendar for discussion by trustees or any interested party each consent item approved by the board shall be deemed to have been considered in full and adopted as recommended does anyone want to pull any items from tonight's consent calendar and if so which one is it

079all right it's not seeing any i want to just confirm linda she's here in case she had one move to approve pending linda [Laughter] what was the problem we just want to make sure you're here i was here okay great great well your camera was off so we didn't know so you don't have any items to pull is that correct no do not okay great so there's a motion by robert is there a second second i'll second uh christina beat you to it give it to christina so motion by rob goodbye christina any discussion seeing none can we please have a roll call vote gallagher aye trustee aris man aye christy brown aye christie trustee barrage hi okay well the 5-0 vote the consent calendar passes and that takes us all the way down to

080item 16a consideration of action regarding district response to coven 19 uh we do have two digital blue cards this evening so we'll start with those um if we could get ken smith on the line again who wants to speak on the cdc recommendations to safely open in-person school trustee gallagher i have ken on the line hey ken welcome back uh you have three minutes take it away when you're ready okay um well i've um i was watching dr fauci and with the cdc recommending um that the teachers do not need to be vaccinated prior to teaching which is what i've been saying since august and [Music] um i i think we should be moving a little bit harder to get some hybrids going with um school with the schools with the high schools here uh

081i just don't understand why we're dragging our feet so much i've been teaching since july in person and i just i just don't understand this and that's all i wanted to say okay great thank you very much thank you all right then our final caller is tracy pickering who wants to speak about school reopening trustee gallagher i have tracy here all right hi tracy you're on with the board uh you have three minutes take it away hi i honestly thought that there were going to be a lot more people speaking so i have this kind of prepared for a minute but i have i have more to say so first of all thank you so much for hearing me out i i'm a parent of a senior at lee and i'm um just you know

082a little frustrated and he's missed half of his junior year he's missed his entire senior year um you know on his way out you guys have heard this from me and several other parents in the community but and i know you all have put so much time and thought into this topic and i do appreciate that but um just to be heard is important and i'm sure you are all aware that we can now look to neighboring states and schools in our own state that have remained open and now to private schools within our own community that see children are thriving back in school and the risks have been mitigated communities all around us as a whole as a whole have found a way to make this work even where their covet cases are or

083were higher than um you know per 100 000 cases per 100 000 than ours so um having said that i can see that in our lifetime coven 19 has brought higher risk and much uncertainty i did listen into the union school district meeting the other night as i have a fifth grader there um and a lot of the educators comments um or you know echoing just that they're uncertain in these uncertain times and they just don't know and we're in purple tier um and because of that uncertainty as a result we've listened to and trusted the cdc at the initial shutdown now the cdc has determined that with proper protocols which our district has shown have been and will be implemented the risks are sufficiently reduced so as to allow our teachers and children to

084resume in-person instruction safely so why are we not trusting these people as the experts that they are at this time other communities have we here do not live in a special bubble and i'm ashamed to live in a community that cannot figure out how to do what is right for our kids um i i just i don't think we can keep pretending that our children are fine they're not fine um what is not uncertain and what is a fact is that kids are failing falling behind and becoming depressed or even suicidal even mr williams tonight and his report verifies some of the very real problems that our students are having with distance learning lastly i just want to make it clear i am not anti-teacher my um own sister-in-law teaches in turlock and she has

085been in person teaching for a number of months she is a rock star um i i hear that there's a perceived divide between parents and teachers and that's just not what this community needs i cannot agree with the refusal to roll up our collective sleeves and make a return to in-person instruction happen especially now that it has been well established that a kids are suffering long-lasting trauma and b the risks to adults have been mitigated and this is backed by the same scientists that shut us down in the first place it's time to get our kids back to salvage what is left of this year so i implore you to please draw your line in the sand and open our schools now thank you all right thank you tracy all right and that concludes our

086digital blue cards for the evening so we are uh back in 16a consideration of action regarding district response to covet 19. uh for those of you following along just as a reminder that our board did consider moving up uh in our phased approach to reopening uh at our last board meeting at which point it was decided that we will be reevaluating that either at a special board meeting in late february or in on march 4th at a regular scheduled meeting um and so just reminder the frame of kind of what this meeting is taking place in we'll kick it over to dr bravo you uh trustee gallagher and uh mr keating if i could get the slide i just have a few slides to review with you tonight uh as you probably know we remain

087in the purple tier on the state's tearing system and as such at this time reopening is not an option for us this week in a meeting with county superintendents the public representatives from the public health department or the county health department were asked any sense of when or how long it might take to get back to to red or the you know move one tear up and they declined to answer the question and they told us there's just no way of knowing so although things are moving or in a positive trend in particular questions remain about new mutations new versions of the virus which may be more transmissible and again it's really up to us as citizens are we going to do everything we can to try and slow the spread so in particular they're

088concerned about super bowl parties so if you're if you're watching listening think twice if we could uh so you know when we take this up at the the next board meeting i will have more recommendation based on what we know in a couple more weeks but i just wanted to review a couple of other things with you if i could have the first slide please so as you did at the outset uh president gallagher this is just a reminder of the different levels that we have been talking about and trying to move towards providing more in-person services to students over time and so we are in this level one place of distance learning with very limited in-person support and what we are looking at is the potential of moving to level two and three where

089we have uh staff who are able teaching staff who are able to return to campuses so we can provide more services to students level four as i said previously is probably not going to be achievable this spring level four is the concept that we would be able to have in-person instruction by family preference meaning any family that wanted to send their student free in-person instruction would have that option i continue to believe that unfortunately that is probably not going to be likely through the month of january we have continued to process the requests that we have for workplace accommodations from staff and we have a pretty high number of staff we do believe would qualify for such accommodations additionally you have to have a strong sub pool to uh to be reopened in these times

090because of quarantining requirements if a teacher has to quarantine um you need subs and we're trying to do everything we can to build up the sub pool but that remains to be a challenge next slide so this is uh the chart that shows the the progress of covet in the community and as you can see a a worsening that started in november that does appear to have uh come to its peak and is on the the way down that's positive but even where we're at now is still higher than we were in the summer search so we still have a ways to go next slide please so between now and the next board meeting i'm meeting with each of the site administrators the principals and build customized school site plans now we have plans for

091phase two and three so really it's customized in the sense of figuring out okay because of staff that may have accommodations and may not be able to return me in person what what can we do at each individual site specifically in terms of which courses could we offer when could we offer them to which students we could and we have implemented covid employee testing at school site district office and school sites we're going to be having some staff information system sessions inviting all staff to attend optional information sessions just to see uh you know the different kinds of of efforts we put in place to mitigate virus transmission and information in q and a sessions on covet 19 safety procedures and planning updates we're going to continue to work with our labor partners around seeing

092if we can have some agreements about the conditions under which teachers would feel safe and other staff as well feel safe and we're going to be doing presentations at elax we're going to bring back the facebook lives that we were doing in the fall and uh to communicate with parents around where we think uh we're going in this spring i have the next slide please so this slide is just to review a little bit about the state of athletics that has been at the forefront of many people's minds the last few weeks especially so this is just a snapshot of how the california interscholastic federation has created revised seasons for different athletics so we have started we are in cfi cif season one and the sports that uh are allowed during this time is would

093be traditional competitive cheer versus contemporary or modern competition there's a difference in there cross country field hockey football gymnastics skiing snowboarding girls volleyball water polo and then season two would start in march and go to june and that would be for badminton baseball basketball competitive sport cheer golf lacrosse soccer softball swimming diving tennis track and field boys volleyball and wrestling now this is though contingent on what tier a county is in so just because a sport has its season happening right now it doesn't mean it can necessarily take place it depends on what tier the counting is on so that's what this uh what this chart says so in the purple tier we are at now the sports allowed our cross-country golf we don't have just in case you thought we did we don't have

094skiing and snowboarding teams but so so for example though football which is in season now in this new scheme we can't actually do because of the purple tier but some of these other things like cross country we can and we do have our schools are mobilizing to try and do some of these sports that we are allowed to if we were to move into red then baseball field hockey girls across softball those become allowable and really if you look at the trend and how this chart works the ones that are allowable first are the ones that are done all outside and ones that tend to be uh individual and they'll allow for the athletes to to space and not be next to each other so for those who are fans of of wrestling and basketball

095you can see that those would be the last sports uh that would be able to start so i just wanted to give you all an opportunity just to ask any questions you might have about the state of athletics so i have a question it's not directly related to athletics but what is your sense you know i know that you're in conversations with the other superintendents across the county and across the state um what's your sense in terms of whether there might be any county or state um you know decisions on reopening schools or is it still pretty much up to districts no one could know for sure right i do have some kind of a feeling that by the end of this month that we may have more and clearer uh guidance around the reopening

096of schools okay so yeah and from a political and there are many decisions that are being made at county level or state level that we don't necessarily have input right um but i think that both the governor's office and the legislature they are seeing and have to recognize the uh the increasing [Music] um guidance that we're receiving from groups like the cdc or if you're following the news i think last week the uh the pediatricians of ucsf wrote wrote a letter to san francisco unified saying you should open it immediately this week doctors in the los angeles area did something similar for southern california [Music] so i think that there is enough momentum building that there is going to to likely be some new set of guidance within the next three weeks okay and then

097in the meantime we're still continuing to plan as if we're not going to get any additional guidance is that right we are we are planning right now as if with the information and the guidance we're under right now okay thank you so the most binding guidance we have at the moment in terms of social distancing is coming from the county correct yes it and if the cdc were to um produce a social distancing guideline that was less stringent and the county had not rescinded theirs where would that leave us for social distancing 8 500 kids the county would override the more restrictive set of expectations would apply okay because because that i think is what separates us so painfully from the lower grades it's just the sheer weight of numbers and these the space in

098which to um to honor that guideline i don't know how we would address it dr bravo you just said that we're going on as if we're not going to reopen or what we have now but you are talking with principals about plans should they change so it would probably be safer to say you're looking at what sites might be able to do i don't think that's awesome yeah thank you trustee verita um i i think what i was responding to i thought that trustee aerosmith was asking if we were um anticipating new guidance and what so when i say no it just means i'm not necessarily acting right now as if we know what new guidance is going to be but all means we absolutely now and i have asked the principals to figure out

099okay let's let's get very real in our planning and start naming names meaning okay let's recognize these are the staff members who it does not look like would have accommodations and could be there in person and then let's start looking at our student body and who are those students we can clearly see are most struggling especially you know students who are failing classes and then to what extent can we accommodate uh students whether it's we can only do a few based on staff if we can get that number to be larger based on other things we could do with staff so those that's definitely happening so we are working right now so that um if at the next board meeting the board decided we would be able to move swiftly on whatever decision was made

100at that time thank you dr bob do you have more slides john do i have more slides no okay can we go back to boardview thank you sorry i think i think i'll just say just speaking just a little bit more on just the the state of politics in our state is that one of the new expectations in the governor's most recent plan for reopening had to do with student testing so going beyond periodic testing of staff which we had geared up to do but has now added into the mix expectation around student testing and so in as much as the governor has made statements about really supporting us coming back in person doing everything we can his latest uh recommendation puts an even greater expectation on districts so we have to figure out well

101how would we uh test students and how and how is that going to be managed and paid for and all those kinds of things so again i i think i i appreciate that president biden has talked about his his goal to get schools going again within his first 100 days but i could i am concerned though that he has really said that he's referring to k-8 in the first 100 days so uh you know hopefully we will do whatever we can though so that we do have more opportunities for students to be on campus dr robert two questions for you one around subs to become a sub you essentially have to take the sea best have a college degree like what what are the requirements to be a sub and like a great question can

102we recruit subs from like our parent like yes we can what's that look what they have to do exactly and there has been the waiver of some requirements in order to help build the pool and uh meredith hudson has activated her camera because she's got something to say about it i would say the most important thing that um folks the first step where we'll be holding um a few more information sessions for parents and perspective um people who want to get involved and be a part of the solution um we've had we've held one and we'll have a few more soon so i'd say first stay on the lookout for info sessions so we can walk them through that process but uh the other quick headline is yes we have they're the sea best or

103that basic skills test uh we have a waiver for at least this year so there are fewer steps uh to become a certificated or credentialed substitute um and we now uh thanks to your board approval are able to reimburse those interested applicants and some of those fees there's a background check process there's an application fee that is not cheap um and so we were able to approve i'm sorry reimburse some of those fees after substitutes are teaching with us for 10 days or 20 days so i would say stay on the lookout we'll have some more information and coming out to family members too i will also note too that there is a credential or certificated substitute and then there are classified substitutes that can also assist our sites with the operational support um we're

104building up additional staff but the testing and all of those other sort of operational components are just more or more work for our staff and so we have a couple different ways to tap in great thank you and then a question oh sorry linda go ahead well i wish a group of administrators would get together and form some sort of a lobby to bring about some change in the seabest thing because the way it was unless it has changed you had to take a test that encompassed all these different areas for example if i wanted to substitute in english there's higher mathematics on the seabest test and if substitutes could take a seabest test geared to the area of concentration in which they wanted to perform we could probably reduce some of our shortfall in

105substitutes because that that test right now if i had to take that test today i'd probably be uncomfortable and i'd make a great idea i think you would crush it no i don't think i would i crushed it in english i wouldn't crush it in mathematics no i know i wouldn't all right and the second question i have is around uh requests for accommodation can you explain like what how does that work what is checked and like what percent it might you might not have the answers tonight maybe it's better for a future meeting but like roughly what percent of our staff has requested this and which what percent is eligible but like i think that's interesting to to think through sure i'm fine to just give a high level process so we we opened

106the window where we opened the process um in december and provided information session for employees and they're we we've articulated they're basically you know there's there's always an accommodation process for an employee who's not able to fulfill the main functions of their of their job for whatever reason um but that's been sort of broadened under these circumstances as dr bravo's articulated previously around especially for those employees who are at a more serious risk of illness or live with someone or care for someone also at risk and then again those that may have significant child care problems because of schools being closed um so again the process is submitting a request and some additional documentation that explains that it may be a medical certification we our department doesn't ask for the actual underlying reason but a

107medical provider to be able to attest to that issue um i think at last glance we were we were definitely beyond a quarter of our of our teaching staff who had um requested and appeared to meet the eligibility for some type of accommodation more than a quarter of an hour well i want to put a little bit of a point on it though so we know we're already at more than a quarter but there are enough applications that while they may be incomplete um or still missing some piece if we if we don't rule and we think that some of those probably uh could not be successfully completed but some of them could be but if we go to the to the side of predicting that they they all in fact could be uh completed

108and then verified we could be looking at something closer to 45 and that would be extremely limiting got it and that that's where subs would subs be able to fill in that 45 or 25 i don't think i don't think there's enough subs out there to get us that far um but again i think what we need to think about is not in terms of we're going to be i'm going to use air quotes open it's not about we're going to be open or not open i think it's going to be more about how many students can we get on campus in one way or another okay that's helpful thank you those are my questions so um a couple of uh i guess just thoughts i don't know if i have questions if if some

109questions come out they will um first of all um bob i want to continue to commend you on the readiness for our district to be able to reopen um going as far back as uh june 30th of when the guidelines came out from the department of public health and with dr dewan the message was very clear from public health if you follow these guidelines you can operate schools safely during the pandemic and this district has put and our staff has put a ton of work and effort in making sure that we can follow those guidelines acquiring ppe ventilation social distancing and signages and things like that the contact tracing um you know all that stuff is all about uh being able to reopen or excuse me allow more uh uh people on on our campuses

110in a safe fashion during the pandemic the the issue that we're facing is that there's a big caveat in terms of you can operate safely if you follow these guidelines if with if where you're at has um is is fairly under or under control i don't know if that's the right word to use but isn't surging like it is right now isn't purple isn't uh you know the hospital capacity isn't at zero and things like that and so even with um you know the the numbers are starting to look better around hospital capacity and yes the fear around more surges as super bowl is coming up and and lunar new year is coming up and things like that that there could be more surge in in hospitalizations and things like that and and start to

111our health care system again but the pivot really has come down to now that the vaccines are being rolled out and the vaccine programs are being better operationalized um the the key to all of this the key you know the light is at the end of the tunnel right you know how far further to the end of the tunnel right and the key is really in that whole mass is in mass vaccination and um the state of california unfortunately falls into the don't let this happen to you category in terms of how we're managing our vaccination program um this whole idea of the tears and the priorities and everybody having these conversations over who goes next is a red herring because that you know beyond the people that are treating uh covet people right or

112people who are infected right now the goal is to get everybody vaccinated and we've gotta open up our capacity and we've got to start um just having places where we can be vaccinating hundreds of thousands of people a day um and you know when we get there and we start doing that you know quibbling over who gets to go next is just a deterrent to the the overall goal of being able to follow our our our plan for safely returning students and staff to um to school so given that there is so much um that's out of our span of control i mean it's going to take quite an effort by a number of municipalities and government government operations and things like that and trust me i have 15 years working in biotech the pharmaceutical

113supply chain is always pretty complicated so that doesn't help either in terms of making sure that the supplies are there but this is a big issue and um sitting and waiting for conditions to change um i you know i i'm not sure if that's the right approach and i think that it's important to acknowledge and our student board members are very good about keeping this in front of us the impact back to our students from a social emotional perspective um is the thing that i think i'm worried the most about right now and so i'm kind of wondering if at this moment in time if our goal around bringing people back for in-person instruction in-person learning opportunities maybe we should think about shifting that and shifting more towards just bringing back students for some social

114emotional op or social opportunities opportunities for them to safely you know do whatever it is the kids are doing these days right um and and and and perhaps that doesn't rely as much on uh certificated personnel to be able to provide those kinds of opportunities can we find ways for our student athletes who and and i don't even want to get into the back and forth about what's been happening about is it the county is it the league is it you know and all those stuff you know you know that's beyond our span of control what things can we do today for our students for student athletes to be able to enjoy that part of their school experience and then and then lastly you know june is going to come faster than we think it

115is it's 30 february where how'd that happen right um can we start getting ready for some end or for some rite of passage ceremonies can we have a really awesome graduation uh for our seniors this year um and and mark their achievement and you know if anybody deserves uh you know some some celebration of their accomplishments it certainly is the class of 2021 for the resiliency um in in what they've been doing so i'm just kind of wondering if maybe it's time to move the goal posts on what we're trying to do with reopening and just focus on what are some measured things that we can do to just help students with their social emotional well-being well we can we are very grateful for those coaches that do want to continue engaging with their athletes

116and one of the things that um you know we've worked with our administrators around is that we we were not paying stipends in the first semester as we did not see sports happening this semester we're moving forward and we're saying and we're saying you know what you're going to get this type and if you're working with students you're going to stipend if if the season doesn't happen that's not going to be the determiner it's you you working with the students so we're definitely looking for ways in which we can support opportunities for for students to to be on campus for sure great so bored are any more thoughts on this subject all right so as a reminder uh this will come back um we'll reevaluate a new recommendation from the superintendent either late february or

117at our march first march meeting um board it's been about two hours usually this is when i ask if people want to take a quick recess i see a couple nods so let's do that let's try to come back at 804 pm all right people around the computers want to come back turn their camera on foreign all right so i'll call this meeting back to order it's 804 pm right on time thank you everyone so either 16b is to review draft board professional development work plan for 2021. um so just as a refresher each of us kind of took a section based on our last conversation to kind of plan out what it might look like for some of us we may have written something down for others it might be a more verbal discussion

118um and we will start to think through what the work might look like um if stacey did you want to start with yours the one you and linda worked on what's the best way to tackle this one linda you want to go for i'm happy to go first um i apologize i've got my command center here and i'm on multiple computers so i keep hitting the wrong well you're mouse all right so um essentially um what our desired outcomes are or what we're recommending in terms of outcomes on board develop on board professional development is to engage in a continuous improvement process that integrates board professional development into the normal course of business for the district governance team and to determine the appropriate goals and measurements to denote progress and enable accountability for the board

119and so um we've created um five milestones for the work plan the first being approve the work plan which i think we can do tonight with a bunch of nodding of the head then we would go through and review and update board protocols and doc and then the third one would be documenting board norms and then the last two are related to accountability so the first would be looking at documenting a board self-evaluation slash accountability process so we've talked about this for years you know typically when you do evaluation you set some goals you monitor and then you evaluate and you look at how can we have done things better what can we do you know things like that so a process along those lines and we don't really have target completions determined yet for

120those and then the same thing with the superintendent so um you know right now we have a process for evaluating the superintendent and um we've got some i i guess i'd call them maybe ad hoc things that we do throughout the year to monitor um uh and and give feedback and things like that so we thought that it would be a good thing to do in the second half of the year as we you know the count you know in the count you know we have the calendar year and then in july the next school year begins that we can spend some time kind of documenting an overall accountability process and to implement for the 21 22 school year so um i'll i'll stop there if there's linda if you want to add anything or

121if if there's any commentary and linda your muted uh if you note on page two there's a table that says proposed activity there are some things that for this to actually be meaningful and work out well and drive us forward in making change in how we uh how effectively we operate there will be a couple of times when each of us will be asked to do a little bit of preparation before the meeting you know and come with the meeting for come to the meeting with your contributions ready to make otherwise we won't be very effective at getting this done awesome so let's do this let's have everyone kind of go through i think we will just see we're all working with similar dates right we'll start to see where things might overlap or we

122might have to move some stuff around but let's just get the overall structure out and then revisit that the sequencing and like conflicts there yes i think i was gonna say it's always a good idea to point out that the only time we can work on this is in a meeting like this sometimes people are new to a meeting and don't realize that but i just want to say that we some people go why don't you do this work behind the scenes can't be done um we can work individually or as two but then you can't talk to a third so some of this work will seem like minute because that's the only way we can work it's different than most other than any other board corporate or otherwise they can work including state legislators

123who can do all they want and create a whole plan without talking to anybody else so thank you for letting me interject no no it's that's that's a good reminder for those watching uh i apologize it's probably frustrating to watch an analogy actually it depends on your mindset because what robert just talked about is really kind of something that's is miraculous that the business of the school does the business of the board is conducted in public yeah transparently you get to see this um that is uh that makes me cry which is also the bad news all right all right let's move on okay so uh let's go over what uh robert and i worked on um i will take responsibility for changing up the format just a little and embedding some of the milestones

124and timelines into one thing um but basically no worries sorry i said no worries to that everybody it's it's your plan man yeah thank you thank you um so basically what we're looking to do is is develop two things right one is updating our mission statement document and two is having an actionable strategic plane document with metrics right like i think that's where the consensus was from the board um and then just start to lay out what that sequencing might look like um so each date has a section for pre-work uh the focus of the meeting kind of the goal of that day and then what the homework is for next time um and so basically in this sequence we would start and we look at our um work plan today right get some general

125consensus on it and that would kick off the next segment in which we're doing activities that bring us closer to a draft mission statement document that is updated right so take the one we have now what's working what isn't uh do you want to tear up the whole thing do we want to use it as the frame right like go through that process of having those discussions once we come out of that um then it's more around trying to narrow down some you know strategic places we want to focus in on and apply some metrics to it at a high level that's that's what this plan walks us through um the dates are you know the dates or the dates but they're arbitrary right we can kick them up or back um but i think

126there's enough there that we can have a draft and in this one we would adopt both of those at our final meeting in june so that we can kick off the next school year with those in hand robert anything to add cool for the benefit of the public that might wonder why we are doing this and if it's just a sort of a high level exercise thing that we do to take some sort of box it is incredibly meaningful and when staff work on the the lcap and how our budgets are allocated our mission and our strategic plan are front and center of what guides those critical activities and translates into what actually happens um in the classroom so it's not um it's not some sort of geek exercise it is intended to be something

127that has a very uh vital meaning awesome thank you yeah and then the only thing i forgot is um you know it's a rough draft and then as we go through we can change you know if we want opportunities for input and hey we have this draft that we've come up with let's send it out to you know certain groups and have them give feedback on it that's something we can work in as well um so let's go ahead and kick it over to our dei uh discussion or plan christina all right great um so just to frame a little bit there there is some stuff in writing um however this plan last time just to bring you back we had agreed that we wanted external facilitation and so given that i'm bringing to you

128some options of types of external facilitation um i don't have as firm of you know dates and um things aren't as firm because we would be relying on potentially an external group or person to flesh out these details and so um i did a little bit of reaching out to different people and there's a few different paths we can go down so one is um lowest cost financially we're looking at probably two to four sessions over the course of this calendar year um focusing more heavily on virtual or independent experiences um like closer to this time hoping that we can do more of the in-person as we get further through the year um and so the lowest cost option would be that we are working with staff that dr bravo decides who's going to be

129helping facilitate i'm happy to help you know figure out structures and different things um that would be kind of the um most in-house option i guess um path b is we could do a workshop um so national equity project which we've used before for some of their coaching workshops they have a standalone three-hour workshop um in may that's kind of a an intro for people who are growing professionals and leaders to learn about equity and a lot of these different issues and that could kind of we could do some individual stuff and then that could kick us off and then we could do some more in-house stuff after that um the path c is there is um a consulting group that offers a series of it's about 10 hours so they they generally do four

130sessions that are about two to two and a half hours um a series uh and that would be fully facilitated by this external group um and then that would be the most expensive obviously um and so depending on kind of which direction the board wants to move in i can then start flushing out um the details of those based on who else is involved um and you know what their availability would be right now the dates that i have in there are you know the one um may 26th which is right before one of our board workshops in on may 27th um the one thing with that one is it is a 9 a.m to a 12 p.m um there also could be more of these available later in the year but they've only got

131stuff listed through about may right now um but i basically have the workshop dates listed right now um given that i need more input from you all um so that's where that's why i have kind of session one like maybe in may july august workshop session two and then potentially session three in november if we were to do the four we would have to figure out where to go so um that's why the next milestones are figuring out which path we want to go down naming external facilitators getting those dates on the calendar and then we can move from there um i'm a little confused did you have somebody specific in mind for us to work with on may 26th so that's the the conference i found was um one through the national equity project

132okay um which we've had administrators and coaches i know that are some of our teachers have taken part in some of their training and who's the consulting group you mentioned for option c so they're called so i got this um referral from someone who works at city year and they had uh worked with a group called awaken um but awaken right now is so bombarded that they're not taking on anybody um new but this man named dr joel brown he used to work with them and now he um his consulting group is called um pneumos p-n-e-u-m-o-s-l-l-c um and so like i said it's it's normally he said like a four-part series but i asked you know if we if we wanted to do like you know half of it and only do two sessions or

133something would that be possible and he said yes it's possible to do less sessions but he still would want to do the full curriculum and so instead of doing four two hour sessions it might be like two four hour sessions which might be too long um and so he would want to go through the full um the full content numos did you ask him why he called his group numos i did not interesting can you spell it one more time because you started with letters i didn't expect n-e-u-m-o-s one more time for dyslexia guy p ah n-e-u-m-o-s like pneumonia thank you you're welcome so i can jump in with a couple of thoughts i think um i think they're recognizing that these this training is gonna be more powerful in person right and so i

134think that's something we talked about the last time is in the second half of the year there's a much more highly high there's a higher likelihood we will all be in person and can like really dive in i think kicking off with something from the national equity project that we're doing kind of on our own to kind of start off maybe that's something we go through we have opportunities for discussion but then some we do have some more in-depth in-person stuff in the second half of the year um seems like a way to kind of have the best of both worlds i do think having someone in-house is not it's great but i think it it's it's helpful to have someone that you don't know already right um coming in and helping us well and

135someone who's been immersed in the work for a while you know i mean dedicated to this in in particular i probably would agree with everything except the last part only because i don't know if we have a resource that's available within our mix so if there was a recommendation that we got within our mix i might be open to that but that's only because i don't know but otherwise i think the national equity project mostly because we've got people that are already talking that language that they presented it could give us a starting point for our more personal uh discussions as a board and i think that that would you know one thing i was considering was the brown act and you know having to stream a potential you know workshop but this one is

136one that's it's happening independently and it wouldn't be just for us so i believe that we could all attend it um without that being a meeting because it's not us discussing district business um and we could come back the following day have some level of discussion at the workshop um but we can double check on that but that was one thing that was i was considering as well yes great yeah i agree i was gonna say that's like csba right exactly right exactly all right so i'm hearing that option b where we start at least with this um you know conference or this one standalone workshop and then we can build out from there um sounds good to me okay great so now we have gone through all potential schedules and work work plans and

137ask one question about the schedule yeah yeah please was our hope to include the student board members and is that going to be tough for them at nine to noon it's all that's a good question i think if we're doing it in may and their term ends like at the beginning of june it's a maybe or maybe i don't know i don't know would you all want to participate if that if it was on that date if we could yeah and it seems like it's going to be on a wednesday so we probably could because we don't have school maybe maybe we can write you a note okay somebody else is gonna have to sign it nobody's taking it the workshop is called the water we swim in implicit bias and structural racism workshop okay

138so now we've done all this right and we have some proposed schedules so what's the best way to proceed from here are there places there might be traffic jams of hey we're trying to do 15 things in one workshop or does it seem clear so to me it seems clear that for the march 25th workshop we're going to do some work around uh protocols and norms and the the mission statement the current strategic vision update which i think is a good scope i think we can um uh pull some uh and and uh so for for the work that linda and i have been planning out we have some homework assignments and we want to do some check-ins at the march 4th meeting so that we know we're going to be ready for uh at

139the march 4th and the march 18th from the eating so that we know we'll be ready to be highly efficient at on the 25th and then take action at that first meeting in april to approve our new protocols and norms what we work on um so i don't know if you want to add for the strategic plan work plan um you uh hold on a second i got the wrong one up there you kind of gave a homework assignment to um i don't know if you want to do the same type of follow the same type of thing where we can have a an agenda or something agendized on the fourth and on the 18th to just kind of like check in and make sure that um we're all doing our homework and that we're

140going to be ready for the 25th and then basically for the 25th we're going to have x amount of time and we can have some discussions along you know with the fourth and the 18th in those agendas um topics to kind of talk about how much time do we think we're going to need to accomplish this on the 25th etc etc etc and then split the work many hands make light work awesome okay yeah that sounds good so let's i'll make sure that that's agendized for our next meeting um i guess that's when we will get our homework assignments heading into well actually i think linda and i are ready to give your homework assignment right now for protocols um uh mrs cortea would you like to give the homework assignment or she's a teacher

141she'll do it better than i well it's it's uh it's on your page um for the march 4th meeting prioritize list of board protocols for review update and creation so in other words get out your board protocols handbook if you want to use that as your starting point and grace through it and see what catches your eye as some that are more important more impactful more meaningful than others that we might need to review revisit possibly update and then get your creative juices going and ask yourself is there a protocol that we kind of need that isn't in here you know what did she leave out last time so that would be the uh that would be the assignment for march 4. and then um march 18 is the governance team self-reflection on effective norms

142this would be a time to prepare by giving some thought to how we do things how well do we think it's working what would we like to continue doing what should we stop doing what should we start doing so but for right now i think that the focus should be um rather than getting too far ahead of ourselves because when i get homework assignments i kind of like to knock off one at a time you can see what they are you can look at the page focus right now on the protocols the prioritized list of board protocols for review update and creation and come prepared with that stacey anything to add nope okay it makes sense everybody agree and we gotta record it on our own do we put in a google uh survey or

143something like where should we record it for the fourth i think just record it on your own okay cool we also agree that when we do have homework we get reminders like the monday before the meeting okay who should give reminders i can't send that out without violating the brown act so i'll ask dr bravo if he would send out a reminder i can do that actually we actually we can give reminders we can do outward communication to the five of us as long as nobody responds right just as a reminder your homework is awesome especially if it doesn't as long as you have like opinions right if it's like right no opinions just yeah guys reminder that's my opinion that your homework is due oh no that's a fact all right okay um are

144we good with that because i forgot something oh yes please um so in the meantime um while we you know are scheduling that workshop until may um the fabulous laura hallinan reached out to me today from del mar and she shared with me a really awesome resource that um their college and career specialist chastity knight shared with their staff and it's a 21 day challenge to read and listen and act to um to build your racial equity habits and so i can share that i took it i took a look at it and it's really cool because you can choose all these different ways to read listen watch there's like short videos documentaries there's reflection questions connect and so they've got a nice little checklist of choosing different types to do each day and so

145if you're interested in that just to do your own learning in the meantime i can send you that link as well um you send that tonight yeah for tomorrow i'm sorry i'm going to be traveling and it'd be great to knock some out let's just send it out to all of us yeah something it's about right now and it's um it's a different thing but um some of you may have noticed that uh pbs has been airing off and on for the last week the documentary biography of maya angelou and it is terrific it's riveting really you want to get yourself comfortable before it starts or i guess you can all pause it but i i found it impossible to tear myself away from so i recommend it all right is there anything else on

14616b all right good job team we'll move on to 16c discuss consider approval of resolution 38 condemning the january 6 2021 insurrection and violence at the us capitol uh stacy point of order president gallagher i i move that we move this to the policy committee board bylaws 9322 that we operate under says governing board member agenda shall reflect the district's vision and goals and the board focus on student learning i suggest we move this the policy committee to see if this fits the um the definition of board paul's board bylaw 93 22 which is it shall be about student learning we should be focused on the things that are important and as it was pointed out in a lawsuit that was filed today in san francisco by none other than the city council and mayor

147of san francisco against their school district for not focusing on opening schools not focusing on student health not focusing on teacher health um i move that since this is not a student learning item this is a statement by a board member that would like to make it and i suggest that board member make that statement somewhere else all right so there's been a motion is there a second what is the do we have a policy subcommittee i did my second motion would be to create a board by law committee okay since it doesn't fit our bylaws it's not something we should be spending time on i've got a list here of 25 28 items and i just barely started scratching the surface but that we should be focused on we should be talking about student

148health lost learning teacher health mental health there were some proposals tonight that are new to things we're not already working on not to mention the work plan we just put together well what pointing you anything i'd like to respond uh if i may okay okay uh i'm not sure that this is as distanced from student learning as it might first appear um and i'm gonna read some something from some notes i just made for myself um teachers and and i've got stack of clippings all around me that i pull some of this from teachers in some districts have been directed to steer away from discussion of the events of january 6. one group was even told to talk about it in a neutral way and this is not a case where there are two valid

149sides the bottom line is what happened was wrong it violated the constitution it created an unsettled and anxious climate that threatens democracy going forward history is about facts civics is about among other things learning how to evaluate source material to arrive as closely as possible at the facts our educators should not feel that they need to shy away from encouraging inquiry in these difficult times uh examples of some forms of inquiry might be was it by definition an insurrection it's a really great debate topic if there is no accountability what could that mean for the future who should be held to account and why what role is played in such events by conspiracy theories and misinformation campaigns absent a strong response to the outrage that occurred we risk living in a culture of deceit with

150the myth of a stolen election and our students want to talk about this and our social studies teachers need to know where they stand in being able to lead those discussions in those inquiries i appreciate the points linda we i didn't ask us to not talk about it i didn't ask our teachers to not talk about it our teachers are left to make the decisions about what's important in the classes as it relates to what they're doing it's not for us to do that's not in in what our bylaws are but this is somebody that wants to make a statement there's certainly other statements that can be made about previous events that aren't being talked about there can be um discussion about um we didn't ask our teachers not to talk about it in fact

151i saw emails that were exactly the opposite be prepared to talk about it um that were sent from administrators and teachers were responding and responsible for that that's not for the board to do we have elected officials at the right level we have federal elected officials that are acting on this now it's not it's not for us to decide we there's a lot of issues that we don't have any purview on but we don't have to get involved in every issue that comes across every city every state every every country there's plenty of stuff to talk about we don't need to do that we're here to discuss ourselves we're here to discuss um education and we're here to take care of our community point of order point of order point of order yeah what what

152is your what is your point i do apologize in the middle of my conversation is not appropriate you can let me finish and then you can ask for a point of order please go ahead point of order um trustee varg has made a motion which would essentially prevent us from uh take uh taking up this um uh resolution tonight um is there a second to basically say no let's not talk about this tonight and then we can move on yeah so that's my next point there's there was no second so objecting objection noted we will proceed um and you can you know vote appropriately thank you accordingly after that um that's how the process works thank you yeah yeah and thank you for having a civil discussion so uh stacy do you want to go

153ahead and introduce your resolution i i do and um before i do i i want to invite the student board members to be part of the discussion and i want to invite them to if they care to cast provisional vote if we get to a vote on this tonight i want to if they choose to do that i'd like to invite them for that so um there's a story that upon exiting the constitutional convention in august of 1787 benjamin franklin was approached by a group of citizens asking what sort of government the delegates had created his reply a republic if you can keep it the fundamental meaning of his answer is that democratic republics like ours are not simply created upon the consent of the people they also depend upon the active and informed involvement

154of the people now it's been a few years since i studied american history in high school so i did a little research on the 1787 constitutional convention and what i found is that at its creation the united states constitution was not regarded by those delegates of the convention as a perfect document but rather considered the better of any other alternative that would emerge it's good to know that the concept of don't let the don't let the perfect be the enemy of the good was popular among the delegation they signed that document with the hope that a national unity would grow over time 232 years later it is the constitution itself that has become our nation's most powerful symbol of unity as an example as elected officials we swear an oath to protect and defend the

155constitution now one of the characteristics of our board that i'm most proud of is that we are five people with diverse mindsets who share a unity of purpose to provide the best possible education to the children of our community despite our differences we routinely discuss and debate critical issues with respect for each other my intentions for bringing this resolution forward tonight are twofold first to declare our defense of the constitution by condemning the insurrection and violence on january 6th i believe we came dangerously close to losing our democratic republic on that day and as elected office holders under that constitution we have a responsibility to our constituents to declare that we are for our democratic republic and not for its demise after 232 years as a beacon of hope to the world second this is

156a teachable moment for our students and as linda um very gracefully told us there are i've heard the stories as well of educators struggling with how to have these conversations in light of how divided we are as a nation and this is where we as a board can lead by example and send the message that while we appreciate this can be difficult as educators we all starting with the board have a responsibility to take a stand for our democracy so with that i will open up for commentary feedback the pleasure of the board all right any comments questions suggestions all right is there a motion uh no i just was waiting to make sure that nobody else wanted to speak first yeah i some things that are before me here to stacy's point ironically on

157the 20th which was inauguration day this appeared in the san francisco chronicle woman gets 43 years for criticizing monarchy this happened in thailand also ironic is that siam was changed to the name thailand in 1948 because thailand means land of the free so it's kind of painful when you think about it uh the rest there was another piece in the same chronicle um where immigrants talked about their experiences with insurrection and the belief that some of us have that it can't happen here and their feelings to the contrary one woman was a survivor of the uprisings in croatia in the 1990s another talked about chile our democracy said one is more resilient than our foes may have assumed but more fragile than its defenders may think and um in terms of fragility i'd like to

158apply that to the human body i think we are we are a country that gets information new information on every kind of topic in the world every five minutes and when we are several weeks out from something we already have kind of a firewall between us and it so i'd like to remind us that of a few salient facts about what happened to people to fragile bodies on that day the physical toll on officers who defended the capital from this mob is becoming clearer with reports by police officials and federal prosecutors indicating that about 140 officers were injured officers who were not issued helmets have sustained head injuries one has two cracked ribs and another two smashed spinal discs another was stabbed with a metal fence stake and one is losing his eye i'm sorry

159to be so graphic no i'm not not really police officer brian d siknik we know of course died trying to defend the capitol and one capital police officer and one d.c officer who responded to the scene have committed suicide since the attack so this wasn't just a big hot mess with a lot of scared people this was way way more and the final thing that i want to say because i may not get another chance apparently i think this document serves to create clarity especially for our teachers around the difference between taking a partisan position which is prohibited and taking the position that americans can either support the constitution and the republic it defines or allow it to go up in flames this is not a partisan issue it is a citizenship issue this goes

160way beyond party affiliation into a divide that is much starker and very simple every individual has the option to make a choice to stand for the preservation or the destruction of the republic and the means by which that republic may remain viable far into the future a reliance on our constitution and the values it promotes and while not explicitly stated in the resolution i think embedded in the resolution is the implication that we stand as a board for truth not fabrications for accountability not amnesia for justice not expediency and i would also encourage our teachers and admin to increase across the curriculum emphasis on fact checker checking gathering information from diverse sources and applying the accepted accepted techniques for evaluating the veracity of those sources never has there been in my view a greater need

161for thoughtfulness and critical thinking skills all right any more discussion or is there a motion i'll move to approve is there a second i would second but i also although i uh certainly want to approve the resolution i think there are a few word smithing bits uh especially in terms of well just a few word smithing bits that i'd like to offer before we do our final approval if that's okay yeah all right christine do you want to withdraw your motion you're still looking for a second either way i'll make the second okay before we before we vote could i um so i i'll withdraw thank you okay london what are your wordsmithing suggestions um they're not numbered but if you count down to whereas number six uh one really uh simple insertion of a

162word um whereas the rather than use the presence um the presence of the symbols not the use i mean i didn't see anybody beating anybody over the head with a t-shirt it's change the word use the presence change used to presence okay what else you got stacy is that something that you would be yeah that's fine okay number seven um i have a longer one that i would have to send over probably in writing rather than somebody to try to take it down but if you listen and see what you think of it um after the words house and senate and the third line so um after the words house and senate i would just strike what's there i don't know where you're talking about what paragraph um it's the seventh whereas from the top

163number seven and then in the third line of number seven where it begins with house and senate i would like to strike what comes after house and senate to be replaced by something a little bit longer but perhaps with a tad more clarity house and senate whose refusal to acknowledge the legitimacy of the election was in direct opposition to the many state elections officials from both parties and members of the judiciary and even the nation's attorney general who ruled that claims of fraud were repeatedly unsubstantiated i think that uh spells out more clearly the context prior to time we can get that language in writing and it's also on the on the video so we haven't recorded but stacy do you like i'm friendly it's a friendly amendment okay should we um go ahead linda

164sorry oh no please go ahead use your head i was just gonna say should we go ahead and add a paragraph that says whereas nancy pelosi asked for the um election in 2004 to be the electors to be withheld because they wanted to check into improprieties in the voting system in 2004 so it was okay then to question the vote tally but it's not okay in 2021. so should we put a paragraph there that states that well just if you can help me better understand robert how that is relevant to the facts of what happened on january 6 2021 well the point that linda just made was because they questioned it that was that was bad but when they questioned it in 2005 it wasn't bad i just i don't know how it flipped if

165we're going to make a point should we so that our students know we include all the facts we ohio had some things that were called into question and miss pelosi i'm sorry congresswoman pelosi at the time said this is our constitutional um pause so we can take a look that's why we do this just like we do we discuss things here they discuss things there at that time so it was okay then and the statements were made and they were very strong just like they were this time about why we take a pause and take a look at some of the things that came out so i think there should be a whereas to that so that we're more reflective of truth so i think um what the what what the original intention of this

166particular paragraph was was to kind of and and the way it reads is um and some republican members of the house and senate who for months spewed misinformation about the election and its results not unlike what happened in 2005 just reversed but exactly the same thing when it came to this meeting and this vote it was asked to be stopped so they could take a look and take a pause and her statement was this is how we do democracy this is our constitutional right and this is where we do it well you can't take that pause unless somebody calls for it because the same thing you just called for the vote count was certified in the state of ohio so so let me let me take a uh attempt at this so here here's my

167guess my guess is that there's not going to be a meeting of the minds on this resolution um my guess is that if we debated was the actions of not just 2005 but 2008 2011. 2 000. it goes back robert i understand the point i if we're sitting down over drinks i would talk about how i think it's a radically different situation right we're not going to solve that tonight um i think the point is taken um i assume that's not friendly stacy and we can move on to our next that is correct so does that work well i'd just say since at the last meeting i asked to be involved in the drafting of this but wasn't made aware that it was even put together until it showed up in our packet i think

168maybe it's a good time for us to do that maybe we can so and i was gonna i was gonna talk to the brown act issue um before i started but be honest i got a little thrown by your action robert so i did send you an email kind of explaining um that i had actually had while i drafted this this resolution it was the result of several conversations that i'd had with linda out after the insurrection and um and i felt that those conversations created a brown act between linda and i and that's why i didn't send it to you ahead of time and so now it's out in the open everybody um understands the the brown act aspect of this thank you i did not know that i i did find your email

169at this time it was unfortunately mixed in with some other stuff apologies um i could have probably texted your called you but uh well yeah no if you talk to another board member we can't talk about it anymore but i didn't know that that was the case and when i saw it i was kind of blindsided by some of the paragraphs over there yeah not my intention but um and again sorry about the impact okay i had a a another one for number nine uh hang on a second let's get clarity on the last one okay um can you read it one more time why well i didn't i didn't write it but what i'm going to say is just state a piece of it and then we can wordsmith it later robert can can

170you i just want to because i don't know what we've done with linda's okay suggestion yet oh you were asking me i'm sorry i apologize number seven you're talking about yeah so um uh and and i think uh i'm a little confused because the resolution speaks to the act of insurrection this was a this was a violent mob and let me suggest this instead of trying to wordsmith paragraph seven um when we just strike it robert would that be acceptable to you if the idea of taking paragraph seven out is so that we don't have to put the paragraph i recommended um i think it's only only um um taking that point out um but sure take it out i i i wanted to linda's point this really it's about the insurrection it's about the

171you know and it's about um the most important piece on this document for me is the the one now therefore be it resolved that we condemn the incitement of violence and actions of the uh the answer the insurrection so in the spirit of compromise and trying to be balanced and things like that and respecting that uh robert our our diversity of mindset um i would suggest that we just strike um paragraph seven whereas the instrument to disrupt the constitution was instigated encouraged and cited etc etc etc would that be um would that be a good um compromise remove seven linda i'm i'm fine with doing that okay and i think if you remove seven probably nine is pretty much in the same vein you might want to go directly from eight to ten okay i

172i i will take that and let's we'll strike whereas after the insurrection when the counting of electoral votes resumed um on the be it resolved um i have some language that i think is exactly the spirit of what your be it resolved says but i just want to see what you think of this particular language and so i'll say it slowly and then you can accept or reject and i'm fine either way be it resolved and state that such conduct has no place in our republic whose long record of a recurring and peaceful transfer of power has served as a shining standard of democracy throughout the world what what's the pleasure of the board so a couple paths right um one is we could treat this as a first read and maybe you and linda

173word smith a bit more offline and comes back right um two i mean we we are pretty close potentially to at least a vote um but stacey it's your i'm happy with either set of language i'm good with either one but therefore you're you're saying that was your last statement linda replaces the current therefore be it resolved or it's addition add to it uh well it it um okay so it would be we the campbell union high school district board of trustees most vehemently condemned the incitement of violence and state that such conduct has no place in our republic whose long record of a recurring and peaceful transfer of power has long served as a shining standard of democracy throughout the world because we have heard from country after country shock and dismay um yeah

174i don't know that i want to kind of go back to the beacon of hope kind of think because you know our standing in the world right now um is the the the beacon is is that the light bulb needs to be changed right um so i'm i'm fine i'm fine with the the the words that as they are and if anybody else you know wants to make changes so i'll move to approve with the word use changed to presence and striking the seventh and whereas i had i was waiting for linda's i apologize i was just waiting for hers to be decided on whether it would be added or not um no i'm fine uh the only thing i would do is capitalize republic then if you're keeping it the same um somewhere in

175there is the word republic i believe why every board should have an english teacher um well i've lost it somewhere nope it's in the final therefore be it resolved oh yeah okay so yeah last line and then when it i'm not sure if it fits in here but i i do know that there were other events of insurrections and violence that weren't condemned that we're not condemned you're saying i'm sorry i didn't hear that robert not condemned prior to this event and i don't know if it makes sense to put it in there or we only want to talk about this violence so my reading of this is that this is about um people trying to take over the capital some of them had weapons and want to execute members of congress uh and that

176being incited by a conspiracy group called q anon and a bunch of fake news about elections being stolen right i think if there's other parts of pieces of violence throughout american history we can't catch them all no i wasn't trying to do that but but i think i think it is important to be specific about this is not okay right sitting and watching this happen is was a shocking event that happened less than a month ago um and equally shocking though and and not really condemned was violence in the streets well we're going to continue to take the streets we're going to continue to fight we're going to continue to destroy property and those are quotes from congress people as things were happening around the country well if you have a resolution on that you're

177welcome to introduce it would it be good to put that there because it didn't get condemned it got encouraged yeah i would say the difference is one is is people protesting in the streets right and some of whom were violent oh yeah some of who i mean there were two million people there but there weren't two million people in the capital look i read i read drudge and aoan every day and i read msnbc and you know the liberal stuff i get both sides of the argument right i think this is very specific around um insurrection at the capitol i got to ask my question thank you no fair fair i like it well if i i don't agree with it but i like that we can have this discussion is what i'm trying that

178and that's and that's the whole point of this robert um that we're showing them how to do it right i have no problem with the conversation can i make the motion now let's recap before you do kiki let's just talk about all the different changes there was change of word use to something to present presence used to presence seven and nine and we capitalized republic okay i'll move to approve with those changes i'll second that all right so there's been a motion in a second and i before we i just want to ask the student board members if they want to chime in if they want to be part of the vote before we actually commence the vote i agree with what we're voting with currently um you can choose if you want to keep

179us included in that or not um that's your decision never a reason not to include students okay so uh let's let's let's have provisional votes by our student board members as part of the vote whenever you're ready to call for the vote and i asked riley before but we heard from katanjelli but just make sure he he's comfortable with voting yes i am okay thank you right is there any other discussion before we vote um i'll say really quick it is it's not formulated very well but i think the idea of um thank you for bringing this resolution forward i think it's important to take stands on social issues that affect our students and our government but i think i think one one thing just to keep in the back of our minds is what

180are the conditions that led to this event this doesn't happen in a vacuum um i read this book about six months ago called how democracies die which is a very enlightening book and scared me and so when i started seeing this stuff happening uh i don't know i just my reaction was to buy more books on how to save democracies during the era of the internet right what is the effect of being able to consume exactly what i want to consume that makes me feel really good about myself and oh look i i have the progressive news feed versus the conservative news feed versus the moderate news feed um what's our responsibility as a school district to help kids who are growing up in this era where it's it's going to be hard for them

181to see any other point of view because all these companies are just shoving what they want to hear down their throats all day um and so i just named that because i think it doesn't end at a resolution right there's like linda said it's how do we have fact checking how do we make sure that kids can have the conversations that we had today on this virtual diet so like we fundamentally disagree on some stuff and that's okay because you might agree on the next item right i think that's what keeps this experiment going but i think it is dangerously close to ending um you know whether it's this event or one in three months from now or you know 10 years from now um so i just want to name that because i think

182it's important right that that we continue this and continue to think about that as a board and as individuals who are leaders in our community um so if you have any good book recommendations uh let me know that's what i got i'd like to just add to that caitlyn if i could and that was i had a great conversation with my key employee she's my operations manager for my business and um we are on different sides of the aisle and she was talking about the stuff that she was seeing and it was just very sad to hear what she saw from the reporting of what happened that day and then i shared with her what i saw because she didn't see it and what was very clear to me was we both got two totally

183different pictures of what happened that day she saw no pictures of any protesters being hit with sticks or being pepper sprayed i did i saw no pictures of selfies being taken by capitol police and protesters she did and that that continued through the rest of us talking about what we saw and it was very embarrassing to me that number one i didn't see those i now have and she didn't see what i saw and she now has but that was um something that was really scary to me and i see it continuing didn't change as a result of that event yeah so thanks for bringing it up yeah well an albright's book is a good one too uh robert to your point it covet is really exacerbating everything what what we need is a coming

184together in this country is people who are able to say what you just said and for people who are getting alternate streams or opposite streams of information to come together in small groups little coffee clutches in people's homes and say well this is where i get my information this is what i'm hearing this is where i get mine what i'm hearing people need to start talking to their neighbors again we've stopped doing that and it's horrific all right anything else yeah i just want to thank everybody for um doing this maybe uncomfortable for some uh activity um as i said uh the thing that i'm most proud of is that um we can have that we routinely have these kinds of con discussions um and even when we get impassioned we still have respect for

185one another and we listened to each other we made compromises and hopefully we have not stacy's resolution but the board's resolution all right so let's go and take a vote we'll start with our provisional votes and then move on to the board rusty jane hi trustee anderson hi kirsty gallagher hi trustee air smith hi christy brown aye christie goytea aye rusty barrage i'm going to abstain all right with the 401 vote and 2-0 vote from our student board members the resolution passes and that's going to take us to item 17a 17a is a public hearing which i'll open right now on initial bargaining proposal from campbell union high school district to the california school employees association chapter 266 i'm gonna leave this public hearing open while we go through 17b and then close it uh

186since people watching at home are on a about a one minute delay so meredith whenever you're ready sure i'm happy to introduce our um bargaining proposal again i mentioned earlier what there's a reopener negotiation so we just have uh two articles that we're proposing uh that is in alignment with with csca's articles also um so again this is for csea for reopener negotiations for this year great at this point i will close the public hearing and open a new public hearing or actually we are now in consideration of 17b so is there a motion to approve second motion by stacy second by christina uh any discussion seeing none can we please have a roll call vote steve gallagher trustee air smith hi christy brown aye hey before i vote president gallagher i just thought about

187what we just did we left the public hearing open then we voted on what the public hearing was about without hearing somebody that may call i would suggest that we not vote on it until the public hearing is closed because they might have a point that would change our vote got it got it okay um well at this point i will close the public hearing that that is a good point so why don't we um there's no public comment uh so can we do a re-vote i apologize that i didn't count but you're 100 right and i was wrong there thank you trustee gallagher aye rusty ayers aye rusty brown aye christie goytia aye steve hi all right with the five-oh vote it passes item 17c i'm going to open a public hearing an initial

188bargaining proposal from the campbell union high school district to service employees international union local 521. meredith do you want to introduce this item sure i'll do it while the public hearing is open before you vote um again this is our sunshine for seiu and a multi-year agreement um and i should clarify actually it's really three articles that we've opened i think for both compensation and health and welfare often come together and then for seiu our vacation article too and very much in alignment with the items that seiu wants to discuss all right and we have no public comments on this item at this point i will close the public hearing and look for motions on 17d second motion by robert second by christina any discussion seeing none can you please have a roll call vote

189trustee gallagher aye christie air smith aye christy brown aye christy goytea and trustee barrett okay with the 500 passes item 17e is to approve 2021 compensation for certificated and classified management and confidential employees and trustees again this is um pretty straightforward i do want to clarify this is our recommendation for compensation increases for this year um we we are with our management and confidential employees they are not represented so we hold uh meet and confirm meetings with both of those groups and um have done so and shared this recommendation with them and um there they've expressed their their gratitude i do want to just note though again in the definition of certificated and classified management that is um are all of our management positions but does not include executive cabinet superintendent or assistant superintendents um

190and again so our recommendation is our management um off schedule salary increase for this year is an alignment with similar to our teacher off schedule and then the confidential is uh four thousand dollars so those are for off schedule salary increases for those groups for this year we say this year this academic year this school year yes yeah that's right thanks move to proof second all right motion by robert second by stacy is there any discussion seeing none can we please have a roll call vote rusty gallagher hi trustee aerosmith hi trustee brown hi all right uh passes 17e is to con discuss and consider approval of the revised 2122 academic calendar and trustees tonight i'm actually just going this is really just discussion so we're not bringing a recommendation or a change to you

191but wanted to just alert you and tell you a little bit about what we've what we've done so far and i think john has it with will bring the calendar the academic calendar up for me just because it might help to see it thank you um so what i wanted to alert you to is just a little bit of an unusual um circumstance or something we recognized in our calendar so if we go backwards for just a sec if you remember in 2019 we for the first time brought a two-year academic calendar this school year and next school year we're very excited about that but also cautious that we could um find glitches and we have and so just to define that very quickly um if you look point orient yourself to february of 2022

192uh so this is february break for next school year um uh the president's day holiday legal holiday should be the third monday of the of the month so it should actually be on the 21st unfortunately though our break was scheduled for the week before and a couple of our our partner districts also followed suit we have convened our calendar committee and reached out to our partner districts to gauge sort of input and and recommendations and our calendar committee overwhelmingly recommended that because we're still a year out that we work with our partner districts if possible to move our february break to the week of the 21st so that it would align with the federal legal legal holiday that parents would would have so that our parents have at least that one day off that the

193students are off rather than our students being off for a full week and then the parents having a federal holiday if that makes sense um but we are definitely committed to staying in sync with our partner districts so i've brought the issue up to them it does look like they are willing for those who have already sort of adopted our previous calendar that they're willing to to make some adjustments so we're all boots are working together over the next month to negotiate and revise and then probably bring to you in early march a revision with that february break moved and we'll work to communicate with our families in the meantime that this is our intention and what we'd be planning to do especially for those who might be planning a year out for some some

194time off so i wanted to just alert you tonight no action that you need to take and we'll bring you hopefully a revised calendar next month as a previous board member i know you know from feeder district how excited we were that we went with a two-year calendar and yes these things happen so that's great i'm glad you're working together it saves them a lot for us to be in sync yeah it's very appreciated great thank you meredith thank you all uh just as a reminder 17g was uh taken off the agenda when we adopted it and so we are down in 20a to ratify amendment 4 for eric inspections incorporated for prospect high school swimming pool alterations eric welcome good evening board um so on this side and board we're asking for the approval

195for an extension for iraq inspections which is our dsa inspector on the pool project it has been delayed because of dsa um ccds that have been put into place some of the vertical bracing on piping has have been rescheduled and redesigned and so it had to go to dsa for a delay and so that's why we're extending the inspection uh contract with the inspector on this good news is monday and tuesday we're filling that pool with water and so with two weeks of of chemical balancing we'll be in that in the pool for students in about two and a half weeks so this is the last delay for this project and we're asking the board to approve this what was the amount that cost us because of the state change uh on this i'd have

196to look at i i think it's about fifteen thousand dollars for the extension on the inspectors contract thank you yes sir move to approve say all right motion by me second by robert uh is there any discussion seeing none can we please have a roll call vote rusty gallagher hi passes uh we're now in board comments 21a uh just as a reminder to the board that we are going back to closed session this evening so the length of your comments are in your hands uh christina airsmith can you kick us off uh no report for tonight well let's go in uh our traditional order unless you want popcorn we could we could oh no it's good it's good i um i didn't explain my abs abstention earlier and i'll take this opportunity to just say

197there were still pieces in the resolution i think that wasn't the proper place for it but i really appreciate the process and being able to work together so thank you i don't have anything else i'm looking forward to seeing that pool eric can we see that pool and still stay socially distant together thank you i have no report for tonight uh there's an opportunity to talk to uh pam foley on saturday morning about traffic concerns you may have so i'm going to try to connect with her to continue uh nattering away about um racing and sideshows in our area and that kind of thing so if anybody wants to join in that's her office hours on saturday morning and i think you probably got the same email i did letting you know that but just

198a reminder i am i have had to add to my list of friends um people who have coveted it keeps expanding in unexpected places um but it caused me to drive out to the in the countryside on tuesday to deliver some food to their porch and i saw something i never expected to see so i was well rewarded for making my trip have you ever seen a statue of a raring horse wearing a diaper and dressed like cupid with a heart and a bow an arrow i have yeah well we have we have a rancher in the area with a sense of humor i said yeah so um you know i just i just thought i would share that it is astonishing to me that um when things just seem really grim all through this

199pandemic people have set things out for their neighbors put out signs put out painted rocks done things to make people feel a little better put a smile on someone's face and i think it's uh i think it's just uh charming and terribly important that's all all right um i'll skip my report and we'll move on to 22a future agenda items anything here outside of the all the plans we made tonight okay cool so board um just as a reminder we are going back into closed session and so uh at this point we'll adjourn back into closed session a little sorry use the same link as closed session from earlier yeah same link as before um do people want a couple minutes to take a break okay two like three minutes two minutes two minutes okay
