Um, so as we're looking to what we're currently doing, CF is in the midst of our busiest season. Um, the deadline for CUSD teachers and district to submit
005grants to the foundation um is this coming April 27th. Uh, the committee will then review all the grant requests and we will have um the notifications out to the district before the end of the school year so that teachers, faculty, staff can plan for the 2025 school year. Additionally, our senior scholarship interview process is underway. Uh we had over 80 applicants for the CEF senior scholarships which is um over double from what we had last year and I have to say the quality of candidates cannot be understated. Um the committee is going to have a difficult time um working through these applicants and scholarships recipients will be notified at their respective school senior awards evenings. Um we expect to give over $60,000 in scholarships this year for the summer programs. The demand has increased and
006as I have shared previously, we are experiencing record enrollment. Families interested in summer programs really need to enroll right away. Um half of our specialty half-day camps have reached capacity and um we have not reached capacity for our full day summer adventure program, but we do expect to. So again, families that need care this summer are really encouraged to enroll right away. Um, we're also excited to share with you that we have a new program that we are going to be partnering with the district to offer an extended day for the summer language academy that is going to take place run by the district at Jefferson Elementary School. So, we are going to take over when the program ends and offer an extended day for families and offer some of the same programs that we're
007doing at our summer adventure camp so the kids can have a really super fun summer at summer at um Jefferson as well. The program does not run on Fridays and so we are running a program for those kiddos on Fridays as well and we'll be doing a field trip every single Friday for the summer for them and right now we have about 50 students coming per day. Additionally, I have mentioned a couple of times to you about our summer academy. Um I want to point out to everyone listening that our PE program, the deadline to enroll is rapidly approaching in about two weeks. The program begins before the school year ends on May 19th and students must be enrolled by May 9th to solidify a spot for that online program. And our academic courses, families
008have a little bit more time for our geometry and our Spanish 123. Those programs will start during the summer. And then last but not least, I of course have to give a plug for our gala. Tickets are still available. Um I know everyone in this room, I know everyone listening online cares a great deal about our students. Um, this is a very fun way to give back to the community. And so I just encourage everyone if you're sitting here and you're like, I'm not a gala gal or guy, you guys. You might be. So give yourself a chance. My name is Rachel Marino Watt, and I'm honored to speak to you tonight as the president of the Carlsbad Teachers Union representing the dedicated educators who show up for our our students every day. I'd like to start with a note of excitement. Cuda will once again be participating in the spring Carlsbad Street Fair on May 4th where we'll be giving away free books to children our can in in our community. It's one of our favorite ways to connect with families and support literacy in a fun, engaging way. Tomorrow we begin our bargaining sessions with the district. As always, we approach this process in good faith, looking forward
010to productive conversations about the real challenges our educators face and to working collaboratively with the district to find meaningful solutions. Looking ahead, I'm also eager for the opportunity to work with our incoming superintendent. I've heard many positive things about Dr. Norman from people I know and respect, most notably that she is fair and deeply committed to listening and learning. Thank you to the board for your thoughtful work in choosing someone to lead our district into the future. As we enter this new chapter with bargaining ahead and new leadership on the horizon, I want to share something I said during the superintendent search process. Our educators aren't just looking for a leader who listens. We need someone who hears. Too often, teachers feel their voices are acknowledged, but their concerns remained unressed. Carl'sb is full of
011extraordinary people. People who work hard, adapt quickly, and pull off small miracles every single day. People who deserve to be truly heard. As teachers often do, I'd like us to also consider the voices of our students, especially those who may not always feel seen or safe. Some of our transgender and our questioning students face unique challenges. National data reminds us that these students experience higher rates of bullying and feelings of unsafety at school. That should concern all of us because every child deserves to feel safe, welcomed, and valued on our campuses. And while passionate discussions happen in this room, we must be careful that our words never contribute to a sense of fear or exclusion for any group of students. Let's make sure our actions and conversations reflect a commitment to inclusion and compassion. Teachers
012have always been on the forefront of that mission. We'll keep showing up, advocating, and doing the work, but we cannot do it alone. If we truly want to protect our children, we must do so together with honesty, with heart, and with a shared sense of purpose. Thank you for your time. Thank you. I did acknowledge this last month, but I'd like to do it again. The extraordinary retirement effort that you put in um getting to the selection of Dr. Norman was unbelievable. Five special meetings on top of dozens of hours outside of the meetings, including one whole weekend. I don't know how many hours
013that was, but it was 15 or 18 hours throughout that process. Thank you, Dr. Norman. Looking forward to transitioning with you and uh congratulations. Thank you. My name is Mala Kaziz and I'm an eighth grader at Calvary Hills Middle School. I'm here tonight to speak about racism occurring in our school district as well as insensitivity and lack of education on religion and ethnicities going on for
015a while now. I have I have been experiencing racism from others for a long time in our school district. And although I have tried my best to kindly educate and point others to sources where they could familiarize themselves, I believe the issue lies in the hands of the district. A lack of meaningful education on diverse religions, ethnicities, and even geography can result in can result in uh students being inclined to racism even if their intent is innocent. For example, years after 9/11, Muslims in schools are still being called terrorists and anyone from the Middle East is being classified as such. Even as a joke, these supposed jokes are harmful to my community and many others. Um, another example of insensitivity is from the article Learning for Justice that states that in 2018 we reported a
016disturbing number of incidents involving identity based slurs, hateful symbols, bigotry, and the harassment of children in schools. This hostility reflects what's happening outside of school walls and in our political and social media culture. I request that we create more classes or programs that promote diversity education along with more measures to prevent and address harassment based on race, religion, or ethnicity. Education is key to removing ignorance and our district should play a central role in making that effort. Thank you. Thank you for comments. Thank you. Um, next speaker is uh Mike Bonello. That's Mike Burllo. So uh welcome Dr. Norman, welcome. Uh, I just have one ask and it has to do with, uh, getting back to basics, right? I was told in the corporate world never to use a slogan because you can never live
017up to it or it gets misconstrued. But I've got a good one. So, teach the core, nothing more. And we need to bring back the basics. We need to focus on the basics rather than a lot of the peripheral stuff going on. reading and writing proficiency. So in the nation right now, 21% of adults, 43 million people are below the literacy level. Mathematics, 8th grade is ranked 20 globally. Weak foundational skills, poor problem solving, number system, knowledge gaps. 26% of eth grade prof non-proficient in math. You're listening up Dr. Nye the curriculum guy, right? It's important to go back to basics. History. I think when I was a kid, I didn't learn history as well as I should have. We need to bring back history. And I'm running out of time, so I'm going to
018go to science. Physics first curriculum. That was uh led by Lean Leman years ago. He died. Uh kids need to know what science really is, and they're not. And they have a lot of misconceptions about science. and some misconceptions. Thank you. Next speaker is Scott [Music] Davidson. I'm here in support of the free speech rights of our school community, the right of students to discuss controversial topics, their right to invite speakers to discuss those topics, and the right of parents to participate in those discussions. But while it seems the entire audience supports these rights, the district apparently does not. When parents asked what the director of a gender clinic and a self-described BDSM subject matter expert would be talking about during ally week at Sage Creek, a community event for all of the Sage Creek
019community to attend at lunch. The school suddenly didn't want to speak and they canled the speaker. The parents who raised this issue never asked for that and there are plenty of us here who clearly want to talk about these issues. If you really want to prepare students for the real world, you should prepare them to have difficult conversations, hear different points of view, and learn how to solve our problems together. What this incident represents is a failure by our district to protect our rights and prepare our students for the future. We all deserve better. Next speaker is Mrs. Strange. It seems corruption points to the teachers union leadership. That's you, President Rawlings. Also a California Teachers Association employee. As a gay woman in the rainbow community, I think maybe you and the English teacher pushing
020kink on kids ought to get the handcuffs out. Be together forever in jail. Ms. Rawlings, vet your speakers, inform parents, and stop funneling kids from the classroom to the operation room. This cannot, this fetish can not only cost the district millions of dollars, but you too could be held personally liable. Some people in here will say, I've heard this, pedophilia is a gender. Um I didn't feel that this was a welcoming environment for my GSA students. And yes, I'm also a GSA co-advisor. I wanted to thank the district
021staff and board members for their support of ALA week GSA club at Sage Creek. I was able to attend the Friday community event. Unfortunately, I didn't see a lot of these people here at that event either, but it was a wonderful event having students stand up and share their stories really bravely. And that's the magic of schools where you can have kids who are empowered, who can speak up, take action, and bring people together. And I see that every week in my hallway when the Christian club invites their pastors to come as guest speakers to their club meetings, when Mana Club invites Latino women as business leaders as guest speakers, and yes, even GSA invites guest speakers. It just seems though that GSA is the only club being targeted and questioned about their guest speakers
022because the same amendments, the same ED codes, the same district policies, and the same processes that those clubs use to bring in guest speakers are the same ones that GSA uses as well. And I'm sure there's also a lot of attorneys who would like to provide some insight on ensuring that students have their First Amendment rights. Thank you. Thank you. Next speaker is Jean Walker. Hi, I received an email from the Democratic Club of Carlsbad and Oceanside regarding an issue of great concern to me, the First Amendment and a speaker at Sage Creek High School whose rights may have been violated. According to the Secretary of State's website, this speaker's company is currently prohibited from doing business in California. So, I hope the school did not contract with them to pay them money. I was
023very surprised to find the speaker's website advertises workshops in kink 101 and examining self-injurious behavior, erotic play, and body modification. This speaker clearly advertises an expertise in issues far beyond what teens are prepared for. I know for myself, I am not okay with a speaker like this uh being scheduled. It has nothing to do with gender or sexual orientation. It has to do with the responsibility to provide appropriate highquality speakers for campus events. The Demco email intimates that people can't even have their own thoughts on this issue, even providing a template for residents from outside Carlsbad to send to the school board. And astonishingly, that template encourages the school district to prohibit any student contact with one of the district's parents absent a court order. Are you kidding me? I am sure you receive many
024cop copy and paste versions of this template. I am sure many of the people who sent it didn't read the template long enough and have no idea they're asking you to violate. Thank you. Um, I come from a OD school district where they have a score of six out of 10. You guys are 30 points above in math, science, and reading over USD, which is awesome. The graduation rate at OSD is 89%. Your guys is 95. You guys are doing a great job. It's so uh it's refreshing to come into a district like this. Uh your your teacher to
025student ratio is 22 to1. My wife and I have been going to OSD schoolboard meetings for three years. Um sounds like you guys made your decision, unfortunately. But never once did uh Andrea Norman did she ever stand up for the parents or ask them for their concerns. Never once does she offer advice how to fix the grades. Never once does she offer help to get the porn out of the libraries. Never once did she advocate for kids. Not once did we ever hear her speak for up for kids. And um never once did she fight for the kids to learn the constitution of the Bill of Rights. Uh she was a mentor of Julie Vatitali who was just a disaster. We call her Dr. dread over in OD. And um I just really hope that
026you guys and the parents of Carl'sbad hold her accountable because in my opinion, I hope to God you guys didn't make a bad decision because uh you guys are you guys have a score again of 10 out of 10 out of the state and this is from public schooled.com. So please keep your eyes on her that she doesn't bring your district down because you know I just I just Thank you. Uh Rosie Alggera. Yes. So to echo that sentiment, Andrea Norman, it was a huge disappointment for the last three years that never once did you advocate for the children or listen to the community. You guys actually weaponized the the attorneys and sent letters to us because we were holding you guys accountable and you know all of this is true. So, I hope that
027you have the moral courage to do the right thing because they're giving you a chance here. And I hope that you're not an extension of Max Disposidian, Dr. Julie Vatelli here trying to trans kids. And the other thing I wanted to address was the Satanist that Sarah Hunter, a teacher and an activist here in your school district, thought it was prudent to allow an entire week to sexualize and indoctrinate innocent children with our tax dollars. That's horrible. This man, Mea Beach, Satanist into bondage, domination, Sato masochism. His page is horrific with torture devices. And he's also the gender director clinic from the gender clinic. And you guys invited him to speak with vulnerable kids. That is disgusting. And that is child abuse. That's horrible. You should never have a person like that around children. You
028guys have a constitutional oath to uphold all of the laws and you have a duty to protect the children and these are predators that you are allowing to come onto the school grounds to speak with kids about what uh say. I do live in the district and um I would like to know if this new superintendent will avoid promoting the liberal teachers union agenda um and instead keep politics out of the classroom and focus on the district's two fiduciary duties to ensure student learning and keep a balanced budget. Are you willing to dismantle the divisive and discriminatory DEI CRT programs of the prior administration? DEI
029creates and amplifies prejuditial hostility and exacerbates interpersonal conflict and needs to be rescended in order to avoid the possibility of losing federal funding, let alone the harm it causes to our learning environment. In 2021, Oklahoma banned CRT and DEI because of Ruter's research found that DEI training actually increases prejudice and people are more likely after enduring this training to express viewpoints um that Adolf Hitler actually advocated. It does not appeal to our better nature but accuses anyone who disagrees that America is systematically racist as next speaker is Jolene Vananiel. Hi, my name is Jolene. I'm a resident of Carlsbad and parent to three in the district two at Sage Creek. I want to start by saying I've had no issue with ally week in the years past. My daughters are classmates, teammates, and friends with
030GSA members, and I'm happy to have them show support for their classmates and join them at ally lunch event if they so choose. However, when the school allows unvetted speakers from an organization which promotes controversial and unsafe healthcare and medical practices, and how to access gender affirming care without parental knowledge or consent, we've got a problem. The complete lack of transparency is most disturbing as the notification of the event was given only after pressure by a few of us parents and even then the announcement by principal way conveniently failed to mention the speakers and organization's presence. When we inquired about what the speakers would be presenting to the entire student body as this is not a closed club meeting but open to all and whether parents could attend, we were giving given conflicting messages. Providing
031transparency is key to building and ma maintaining trust between parents and school administration. And this certainly did not move us in that direction. There absolutely needs to be parental notification with full transparency if outside organizations are going to be allowed on campus even if done in a closed setting. And this includes parents rights to know who the speakers are, who they represent, what they are presenting, and what materials they are providing. The school was wise to cancel this particular individual's scheduled speaking engage engagement, but it should not have required. Thank you. Next speaker is Cara Boneno. Um, I'm here to ask and pretty much beg the district to be a partner with parents in our
032child's education. That doesn't just include the core curriculum, but that includes any speakers. Um, I'm in agreement that all groups should be able to meet on campus. However, if there's external speakers, we would like to know that they're properly vetted. In this case of Ally Week, I don't think they were properly vetted. I'm glad that students felt um confident and strong enough and safe enough to share their stories, but that's really not what was going on or what the intent of the speakers were. When you are having speakers come from clinics that provide gender affirming care often to minors without parental consent, that becomes a liability for the district, the school, and potentially even the GSA club adviser. Would you have a dentist coming in to offer root canals to minors? Would you have somebody
033from an abortion clinic coming in to tell details about where students could go and get abortions? Okay. Well, I don't think that that's appropriate. I'd like um I think somebody else mentioned the school uh district getting back to basics and to focus on the core reading, writing, and arithmetic. 0341968, the MPA has surveyed parents annually to determine American parents perceptions and expectations as they relate to movie content. The original goal was simple. quote, "Provide American parents with a reliable and easytouse tool to help them make viewing choices for their children while also protecting First Amendment rights of filmmakers and the creative process." Close quote. As we consider the Oh, sorry, that's from the 50th. webpage. As we consider the cultural conversation happening in our community and online, we need to frame the issue correctly. This is not about free speech. Rather, it is about determining what is age appropriate content and especially with regard to sensitive issues, whether or not parents will be notified of planned exposure to speakers, topics, or material that might infringe on their 14th amendment right to care, guide, and make healthc
035care decisions for their children. In Mirabelli versus Olsen, a San Diego federal judge sided with parents constitutional rights. And in Riverside, a California state court sided with parents rights, again saying parents rights are superior to a right of privacy belonging to their child. Any child showing up to purchase tickets for an R-rated movie would be required to have a parent or guardian present. Recently, a parent in the district tried to create a climate of intimidation over a speaker invited by the Sage Creek GSA, publicly promoting false allegations, and potentially putting staff, students, and the guest speaker at risk. This attempt at silencing voices, creating further division and exclusion and potentially unsafe environment because they did not agree with the speaker's viewpoint only underscores the urgent need for our schools to visitly support all students, especially those who are LGBTQ plus. Therefore, I urge the board to agendaize the discussion and approval of flying the pride flag for the month of June. As a physician, I know that compassion and belonging aren't just nice ideals. They are essential to students mental health and academic success. Research from US schools shows that when
038students feel accepted and supported, they attend more regularly, perform better on tests, and are more likely to graduate. Isn't that what we're here for? Raising the pride flag for the month of June is more than a symbolic gesture. It's not about politics. It's about safety, belonging, and respect. I urge the board to take this important step and lead with compassion. Let us show our students that they belong here exactly as they are. Please agendaize raising the PL flag plag. Thank you. The superintendent is a local agency executive and a proposed contract with Andrea Norman is before us this evening. The proposed contract will be for a term of approximately 3 years beginning on June 16th and ending June 30th, 2028. Dr. Norman will receive an annual salary of $285,000. She will receive the same health benefits available to other management employees, life insurance, and eligibility for retiree health benefits. I want to express my support for the hiring of our new superintendent and the contract presented tonight. First, it's good to actually get a copy of the contract in advance of the meeting. Second, the contract looks fair and represents our expectations for the level of responsibility for a district of our size. You're never going to get a lawyer to approve of everything in a contract. As I
043noted earlier in close session, it still includes the meto clause, which gives the superintendent the same percentage raise they negotiate with our certificated staff. I know we would all love to negotiate our own races, but this is a privilege apparently reserved for the leaders of public schools. You would never see a clause like this in a corporate contract for a CEO because it literally incentivizes the CEO to bankrupt the company for their own benefit. There are some other obvious issues in the contract that are present in almost every contract in the state, such as providing a three-year contract when state law only allows for one. Again, if you were in a private corporation, this contract provision would be voided immediately. But, as they say, it's good enough for government work. I do want to say
044that apart from the good and bad in the contract, today is an exciting day for Carlbad Unified as we start a new chapter with new leadership and a new commitment to improvement. Personally, I will say that the culture here at the district office has already made big strides just since December, and I have enjoyed the willingness of our staff and our interim superintendent to have conversations about difficult issues. I even appreciate that Superintendent Schmidt simply replies to emails and acknowledges them. As we know from earlier tonight, we're still going to encounter issues, but Dr. Dr. Norman has the opportunity to define a culture of transparency, accountability, community engagement, and academic excellence that will immediately filter throughout Carlsbad Unified and breathe new life into our public schools. I am excited about the opportunity to build more
045bridges. Dr. Norman, welcome. Thank you. Next speaker is Janice Ha. Haka. Hi. Hello. My name is Janice Hoka. I'm an educational consultant who is actively involved with several North County public school districts, including Oceanside Unified. I'm speaking today on agenda item 7.1 because I want to raise serious concerns about Dr. Andrea Norman's current role as associate superintendent of business services in Oceanside Unified. Along with Superintendent Vatitali and the board, Dr. Norman bears responsibility for decisions that have endangered students and staff at Pablo Talk Elementary, particularly given that the California Department of Education designated her as the point of contract contact for the 14 Williams complaints filed at that school this year. Despite Pablo Talk being in the middle of a major modernization project, the district chose to keep students on an active construction site. This
046decision has not been only been disruptive but unsafe. At the start of the school year, students had no access to water or shade. Temporary shade structures were eventually installed but they were deemed unsafe and a teacher was injured. Just days into the year, a construction vehicle hit a power pole causing a fire. Yet, there were no clear evacuation procedures in place. Even now, as of today, Pablo Talk students and staff continue to endure the stress and disruption of a hazardous learning environment with students still having access to active construction areas. To make matters worse, construction costs have increased by millions of dollars beyond the original bids with just eight contracts totaling over $5.2 million in added expenses. Trustee Rawlings, as someone who attended the same event for Representative Mike Leaven with Oceanside community members, I
047assume you were made aware of issues at Oceanside Unified, not just at Pablo Talk, but also at Santa Margarita and Martin Luther King Jr. schools. And given that you spoke directly with the Pablo Tak parent at that event, I'm surprised you support promoting a member of OSD's leadership team to serve as Carl'sbad Unified's next superintendent. I also want to raise a concern about transparency. Unlike Carlsbad Unified, Oceanside Unified has not has only been publishing purchase order listings, not the paid warrant listings. This limits the public's ability to track how and when taxpayer dollars are actually spent and it undermines accountability. I hope this is something Carlsbad Unified will not tolerate. Finally, I want to make clear why I'm speaking here tonight. Parents and their children have faced retaliation for speaking out, including at Oceanside Unified.

Thank you again, President Rawlings, trustees, and superintendent Schmidt. Uh, as a result of the board study session on March 26, staff has included the proposed 202526 goals and success indicators included in exhibit A, which I'm projecting now. First, I wanted to thank each of you again for the rich discussion and deliberation regarding our annual goals. As I mentioned that night, the establishment of clear goals and success criteria is one of your most important
061roles and it really provides staff a common direction for our work. So, thank you again for that discussion. Tonight, I wanted to go through and highlight the goals and success indicators as well as highlight any changes that were made at that time. Once we have finalized goals and success indicators, staff will begin the work of aligning those with actions and services to include them in the LCAP and bring them back for further discussion in May along with a completed draft of the entire LCAP plan. It is also important to note that this is a discussion action item tonight. We will be bringing the LCAP back though three additional times uh once in May and two times in June before the final version gets submitted to the county. Also, as part of our continuous improvement cycle,
062we bring back the goals and success and getters yet again in the fall after we take a lowest band. So, anybody that's below proficiency in a band, it's measuring their growth as well as is it it's also measuring cohort uh data from students that remain in proficiency bands. So we'd run a pivot table from year to year that would allow us to see all of that growth and capture that in one measure. And then as a followup, the previous 1.4 just what did that measure then? If it only measured Yeah, it it only measured students in the lowest performing band from the previous year. uh and growth of a totally new group of students in that lowest performing band the following year that are in the same grade. So it'd be third grade from last
063year to this year. Fourth grade growth, right? Or whatever. Yeah. Fourth or whatever grade we're whatever grade we're talking about. It wasn't delineated by grade even. It was students that tested. So it was measuring students from all grades in the lowest performing band from one year to the next. Got it. Okay. Thank you. I had a question. Trusty word. Is that a followup? No. Okay. Um I this is just clarification. So the wording is kind of is confusing for me. So you have increase by 3 percentage points. The percentage increase three percentage points. The percentage of students and do you mean increase three percentage points of the proportion of students in grades four through eight that are moving one performance span or that are maintaining you know proficiency or higher. We could I I don't
064understand how you're increasing by three percentage points the percent what percentage of students are you talking about? Yeah, it would mean if you had 5% in the lowest performing band from one year um you would want to decrease that percentage obviously um to the next year the percentage of students in that band. So, uh, it's number of students. You could change it to number if you if that's a little bit more clear clearly written. But you're trying to you're trying to increase students jumping bands from the lowest the two lowest performing bands into higher performing bands and you're capturing the percentage of those students, the match cohort students that are doing that from one year to the next. Okay. So, so three percentage points of the students who are either advancing at least one performance
065level or maintaining proficiency or higher is what you're saying. Okay. Other questions? Trust. So, can you see a benefit in leaving the previous success 1.4 because it is measuring something a little bit different. Can you see a benefit to the board to the community? Uh I think this goal is better or per you know success indicators better. Um I I I hesitate to think that um you know I I worry about the the scale and the number of success indicators that we have. So that's always a concern of mine. Um I do believe this gets after the intent of what was discussed. However, if there's a majority of trustees that feel like that success indicator needs to be added back in, staff wouldn't be opposed to it. It would just be another thing to measure.
066Other questions? Well, follow up. So, again, it wouldn't be a problem for staff to leave success indicator 1.5 as is, but add 11th grade. Is that correct? Yes, that's correct. And then that would encapsulate the previous success indicator 1.4 that was taken up. Basically it it would en encapsulate the 11th grade students. So yes, um it it in my mind it still hits the only difference being that one was measuring cohort. This is measuring cohort data and the other was not. So that's the only difference. This would still capture the same thing as far as performance band jumpers. Yes. Okay. And we're looking at all bands. Correct. We are. Yes. Fistry. And sorry, it was a while ago. Refresh my memory. Was the original staff recommendation to eliminate 1.4 and yet we made some some
067changes to kind of come to the cohorting language that we have now. Is that correct? That is correct. Other questions? I have trusty W. Um, okay. Uh, let me go back to that document for a minute. Oh. Um, so I know you mentioned that we were we wanted to capture what was in the forward together plan for 1.4 because that information was stated in there. Wondering though um, in regard to the local assessment, it I I know we're measuring those subgroups with local assessments. Is that something that we can include in the local assessments as well? Um, I don't think you need to add another success indicator, but I'm thinking is it possible to add in parentheses those subgroups within the the local assessment to ensure that we are capturing that data? Yeah. Um, we
068capture it anyways. So, and um the the question is do you want that to be part of your success criteria on the goals and success indicators on the front? So, we still monitor it, we track it, we report on it. Um but is that something that you want to be part of the frontfacing document? And so that's something that you need to discuss and and uh have that conversation. Staff wouldn't be opposed to that, but again, we're talking about that would be another three success indicators. Um but we're still Well, I'm not asking getting after that work for sure. I hear you. Thank you. Um and I'm not saying to add another success indicator. I'm just saying to just include that we are going to be capturing those subgroups. within the local assessments and I'm
069and I'm thinking that could be included in like su success indicator um 1.2 um since that is similar to the state assessment in terms of achievement rather than growth even though I think it's probably better for those subgroups to be within the academic growth area. because usually you're tracking progress. So I noticed that you you mentioned following the forward together plan and that's why the target was set to 5%. Is that also the um why we set the target to decrease 5% for success indicator 3.4 chronic absenteeism because that was 2% before. So I just wanted to know is that
070the same line of thinking? It's It's actually 5% as currently written. Oh, is it? Yeah, we we made a recommendation. That recommendation did not pass and so we've kept it at the 5%. But that's something for the board to decide. not a change to the printed document. Okay. So your
071the staff recommendation is change to student wellness and spelling and that's it. Correct. Okay. I just wanted to clarify that just for success indicator 2.4 student wellness. Um the second sentence which you and I have discussed talks about measurable guidelines. Um, and there seems to be some, we don't know what those guidelines are going to be yet or how we're going to measure them. Um, so how do we know how much this is going to cost um to measure these different targets? Do we have any idea part of uh I know that we have a wellness committee planned uh shortly. So, um, we'll we'll start if this is passed tonight, we can start having those conversations to get a better sense. We'll work with, uh, director Hyde to talk about some of the nutritional, sustainability,
072food delivery models and, um, get some general cost on what that would look like and include that in the actions and services when we bring that back in May. But we won't know actuals. we'll be able to kind of have a somewhat of an understanding, but until those targets are totally set, we're going to we may need to adjust things um as they go. As a followup, um so these targets could potentially change. Okay. Yeah, I I would say they could change uh in the board policy revision itself. um or they could change in this front-facing docu document as well. And then as a follow-up to that, by by setting up the measurable goals, that technically wouldn't cost anything for the first year, correct? It would wouldn't it be in the second year that we
073would see potential costs based on the targets established? Yes, potentially. I know that director Hyde wants to get working on some of these things. So, we may incorporate some of that stuff in there as far as um knowing that there's some um targets that are going to be around food delivery as an example and additional staffing or additional hours for staffing around that. That could be something that he's considering already. I know that he's already brought that to cabinet at one point in time. So, um that could be something that's considered as well. So, examples like that. But you're right, President Rawlings, the bulk of the this will um not require any additional costs until we actually establish what those targets are. And then a follow-up to that is so if there was already things
074that um Director Hyde was already planning on doing, would we capture those in the LCAP? But and then would we also use those dollar amounts against the LCAP or would it be would it be a portion on either side or how how would that look if the director was already planning on doing some of these things and it just happens to coincide with what the board is um um identifying in the LCAP. Yeah. Again, the the purpose of the LCAP and the budget in the LCAP is to identify services going to unduplicated students. If we were um adding services for all students, um it may or may not be captured in that document. It would certainly be captured in the overall budget. Um and we'd we'd work on that through the budget process, but I
075see Miss Okonnell wanting to chime in as well. I would just add that any costs associated with the programs that um director Hyde would implement would come from the nutrition services fund itself which is self- sustaining and so it would not come from general fund and therefore wouldn't necessarily count towards our expenditure requirements under LCAP. Does that make sense? Oh, one other question then. One of those unduplicated categories is free and reduced lunch. Correct. And so would could there be additional funds expended based on um through the LCAP based on the um free and reduced lunch unduplicated students? Yes, potentially. For sure. Thank you, Trusty Henry. 076time between because this is over one year and there was the talk of the 2% but then over three years that adds up to six. Um can you remind me again about what um the five percentage was that the original recommended um from the staff? I don't have it in front of me. I believe the staff uh recommendation was 2%. And because we felt like if we hit 5% uh this year, which is the current target, and an additional 2% the next year, we were already looking at a chronic absenteeism rate at the elementary school, some of our elementary schools at like roughly 10%. So, we'd in essence be cutting it down to roughly 3%. And we just felt like um with five and five that could potentially get us at a 0% chronic absenteeism
077rate, which I'm off for perfection, but I don't know if we actually if that's a realistic goal or not. To follow up with that, I seem to remember it being 2% for that reason, but um I defer to to staff in the notes based on that. Is that a question or Yeah, I I it was it based on the notes was I remember having a you know vivid discussion about the 2% versus the five and it was clear through the notes that we landed on the five. That's just a really important band. So, and we also Which one are you talking about? I'm talking about 1.5 now, but Oh, we it was 1.4 in the previous presentation, last meeting. So when we took our vote there was a lot of
079confusion and we voted to keep it and then but then we also voted to change it. So my I would like um my fellow trustees to consider keeping it in the sense that we will add 11th graders to 1.5 because they were included in the previous 1.4 for success indicator and right now the way 1.5 is written only grades four through eight are the matched cohort. So I would like to add 11th graders even though we will miss a couple years we still can track the eighth graders who stay in the system who are testing again in 11th grade. And I did talk to Dr. Nye about this and he said it's you know it can be done. So I would like to make sure that we include that grade 11 and then I will
080be satisfied with removing the previous 1.4 if that makes sense. Trust Hamry. Yeah. Um I guess my question concern I don't feel like there's a harm but I wonder if what the purpose because would we still be tracking the 3% performance from 8th grade to 11th grade? Because if that was the case I would expect to see you know hopefully larger growth. Um, so I'm not sure that that really fits here. Um, I do feel like it is included in um the 1.3 um from the previous year because that includes all students on the state assessment. Um, but this is more for the point and correct me if I'm wrong of just tracking within those the match cohort. Um I um would you want um Trusty Verbbeth to address um your your question to her
081as far as changing that? How do we track that? Um you know from 8th to 11th with that performance ban increase if there's you know I would hope that there be more um do you feel like it's not captured in 1.3 and if not how would that 3% be encapsulated? That's a great question. I'm going to defer to Dr. deny. Um I am not an expert in how to do cohort data. Um but I do think that the ESPback does measure the 11th graders for a reason and I want I don't want to lose that band of students. Um so the only way I'm going to say yes to this and removing the previous 1.4 for is if somehow we can keep that grade in here somehow where it's meaningful as well. So I don't

And if we go back to the meeting notes, there were three of us who voted to keep that. Then there was some confusion that took place and there was some rewarding and adding of cohort data. So what I'm saying is I would like to keep success indicator 1.4. That was the 1.4 for in the previous that's now 1.5 with the cohort with cohorts but the way it's written now it does not include the 11th graders which were included in the success indicator from 1.4. And I think if there was something deficient in the data that we got from 11th grade, it would for us to like constructively figure out what what the fix is would be hard to do. So then I'm going to propose to my fellow trustees that we put back in the original success indicator 1.4 and in addition to what we see here and just shift them down. And are they falling through the cracks? is that transition from the lower grades where there is more control with one teacher in one classroom to that broader environment. 094I think at least from my perspective the objection is that I'm not sure we need to add it just for the 11th grade when we have 1.3. So that's from my perspective because we are doing it four through six for that for those bands. But 1.3 does not look at the lower band but if you're if you have students meeting or exceeding so it says increase the percentage of students meeting or exceeding standards. So if you have like 40% of kids meeting or exceeding then you would know that the other students the 60% are not. So you don't really So if that percentage goes up then the other percentage would go down. So then you would know that there's a band of kids that aren't proficient or exceeding. 106how speakers are invited and vetted before coming onto our campuses, I am concerned that our students are being blamed for things that should be the responsibility of adults. That includes vetting speakers and determining whether content complies with education code. There also seems to be confusion on whether club meetings and club sponsored community events are activities which are subject to parental involvement. It is important to educate administrators, educators, and the community about existing district and legal policies surrounding student club rights, including the distinction between non-instructional club activities and classroom instruction. It is also important that administrators, educators, students, and parents are protected and supported when policies are upheld. Therefore, I would like to request that we agendaize a discussion of our current board policies, administrative regulations and school site practices for how student clubs select speakers,
107vet those speakers, and provide information about those speakers to the student body and the community for both club meetings and broader community events for the entire student body. Thank you. And then was there an indication of how much staff time that that would take? No. How much time would that take from staff? So I'm not certain.
