006tennis and coming up October 29th is our flag football game against Carl's bed High our freshmen will join link crw Fall Fest on Halloween in hopes of bringing their classes closer together Sage recently participated in the 2024 mock elction giving students Hands-On opportunity to engage in within the electoral process within their AP government classes looking towards the upcoming weeks we have our annual canned food drive the report for crossbed high school they recently celebrated a very successful Lancer Day parade and homecoming game on the 5th they had record attendance at their dance with over 1,700 tickets sold recently the football team won against Poway on the 11th this Friday they have their senior night pink and powder game they will be celebrating their dance cheer football band and loudcloud groups ASB class is also raising

007awareness for breast cancer throughout the month of October through a WID spread competition to wrap up Sports most of their teams will be finishing their league seasons and getting ready for playoffs the report for cbad Seaside Academy the teachers are working with over 70 full-time and part-time students this year they have been getting familiar with their online curriculum through uity and it's been a great way for them to balance their education within the individual goals and schedules the teachers have ve have been very supportive helping them stay on track and succeed in their flexible learning environment this year students from both cbad Village Academy and seaside Academy had the chance to participate in the cbad High School homecoming festivals they entered the float into the parade and it was a fantastic opportunity for students to

008show their spirit and be part of a larger School Community looking ahead on Wednesday October 16th cosb seide Academy is partnering with the cbad fire department for Hands-On training sessions at cbad Village Academy every student and teacher will receed training in CPR how to handle Airway obstruction bleeding treatment and opioid overdose first aid this training will equip them with life-saving skills and could make a real difference in emergency thank you for your time and continued support of our schools thank you we now move on to item 5.2 superintendent report Dr chcho thank you so much uh it's been an honor to serve the carlbad community as your superintendent for the past eight plus years uh and I'm incredibly proud of the work that we've accomplished together as I transition to a new role in the

009paway Unified School District I'll be excited to see how the next permanent leader of carlbad schools Builds on our strong foundation and takes our district to the next level I'm proud of our board I'm proud of our Collective accomplishments uh and I'm proud of the leadership team in place at the district level uh and at our school sites uh they're Second To None I feel confident that this is an ideal time for me to take a new step in my career and I leave Carl's bed in very good hands and in very good shape in terms of academics finance and facilities and human resources and if you need me my new office is not too far away thank you thank you uh we now move on to item 5.3 public comment on non-agenda items this

010is the time that members of the public have the opportunity to address the board on any non-agenda items that is within the subject matter jurisdiction of the board how many blue cards have we received for non-agenda items we have five blue cards thank you in order to allow speakers to present their comments and ensure we are able to properly attend to the business of the board per bylaw 9323 public comments will be limited to 20 minutes this means each speaker will have three minutes when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district the first speaker is Rachel Marino at good evening Rachel Marina watt uh teachers union president I rise tonight to extend my heartfelt thanks to

011Dr Churchill for his years of dedicated service to our district his impact goes far beyond the tangible successes and accomplishments of the past eight years Dr chel brought with him a spirit of possibility launching new programs that have enriched our children our students and my child children's um experiences and created lasting opportunities his genuine joy in watching students succeed and the unwavering support he has shown to teachers are felt deeply across our district we are profoundly grateful for his leadership as someone who sometimes wrestles with internal cynicism it has been refreshing to work with someone who sees the world with clear eyes and still believes in its goodness Dr Churchill believes in people in the importance of the work we do here and he makes difficult decisions every day with kindness at its core Powe

012does not yet know just how lucky they are but they will in short order especially when they'll get to hear more of Ben's bangers Dr Churchill I speak for many when I say please don't go but I speak for just as many when I say that we understand and we wish you great joy in your endeavors thank you next speaker is Laura pittz I'm Laura pittz I'm the CEO at carlb Educational Foundation and I have two kids at Cala Elementary School I want to Echo what the previous um speaker just said I've really enjoyed working with Dr Churchill I wish you the best of luck I implore the board to please find someone that is is easy to work with I recognize I am easy to work with my whole job is to raise money

013for the district and to put on programs for the district so I'm an easy sell but I just really appreciate how much he's able to and he has been willing to lift up the PTA the CF and it's just been really helpful in um getting our message out so thank you um I also wanted tonight to give you an update on our teacher grant program um as I shared with you guys last meeting we um launched a secondary teacher grant program for the first time last month teachers were not notified and we were able to give over 51 about $51,000 um supporting 11 grants and so I wanted to give you a highlight on a couple of them um several requests came in to kind of flip the classroom and um take into consideration some

014of the trainings and and I believe like the way that you guys are looking to run classrooms and so we got uh requests from an English class at uh Carl bed high school we got requests from um a math program at stageek actually the math department at Sage Creek similar requests to be able to get whiteboard so students can be standing up do more Collaborative Learning and I'm pleased to say the the announcement was made and the English class uh was up and running within 7 days so it was very very cool to see that um we also were able to help transform an outdoor learning space at Cala Middle School um they took an unused learning spa or unused like just dirt and they built a garden and one of the things I thought

015was really cool was I went to go check out what they were doing and I do know it was a collaborative project that PTA had given some money we had given some money when I went there there some Middle School parents and they were so excited because Middle School parents don't get as many opportunities to volunteer and so they their kids were not mortified they were there it was just created this like very beautiful environment for them just to work so I thought that was really neat um and the other thing I wanted to share with you is we were also able to fund heart rate monitors for um the PE department at Sage Creek and um PE is not something that typically we fund because we are within music Steam and educational Innovation PE

016doesn't usually fall within that but when we got the request about the heart rate monitors and the integration of Technology the the committee that was looking at this thought that was really Innovative and they just thought that was a really great way to use our fund so I'm excited they're going to be executing that I believe in the next week or so so this program is expected to run annually um right now it is just at the secondary level so all middle and high school teachers are encouraged to apply and there will be a window open in the spring um and we Our intention is to notify teachers before they break for summer of their funding for next school year so um anyway anybody that is interested in in helping to be a part of

017this program organ ganizations or individuals that want to be a part of it are certainly welcome to contact us and we would love to help connect them with potential projects so thank you so much thank you our next speaker is Julian Lodge hi I'm Julian I have um two kids who are graduates from carlbad schools and one still in the district and I'm just here uh as a parent um with an unscripted thank you for Dr Church Hill um so just wanted to share with you that my kids are thriving they're happy um my oldest I visited last weekend he's out in Denver he's 22 years old he has a job as an aeronautical engineer he's in a double Masters program um he's well adjusted he's responsible and I would like to take all the

018credit for it um but I can't I have to say thank you to all of you here in the room um and and to this community and Carl's Bad schools I did not do it alone um his wonderful second grade teacher gave him a great start right here Michelle Ward I think that was the happiest year of his life um but Dr Churchill I just want to say thank you uh my my second kid's just started college he's doing electrical engineering and finding his classes boring because they're so easy because he was so well prepared um and then my my third is at Valley he is all about soccer and Mrs B's uh music program and life is good so I just want to thank you for uh how they've been able to thrive academically

019but also um they're happy they're happy kids and as a parent I can't ask for anything better so I'm just here to say thank you um you're going to be very very missed uh your professionalism your big heart um you're going to leave some big shoes to fill and I know that I like the previous speaker say you know just think of all the parents standing behind me who aren't here tonight just thank you thank you next speaker is Scott Davidson two years ago the president of the teachers union came to this dis and called three Schoolboard candidates myself included Liars bigots and Bullies this followed her initial statement that we owe each other a modum of respect all three candidates myself included were parents of children in cusd Imagine hearing that and realizing that

020your child would be taught by that teacher in a few years all I will say is that I'm thankful for the amazing summer school program at Mira Costa the English Professor there is topnotch the union President also said quote the moral and ethical bar should not be lower for a Schoolboard trustee than for a teacher I could not agree more that's why I am so fascinated by the candidates that the union is funding for Schoolboard this year one of them who is also a teacher tells the students and parents who visit her classroom website that she grew up in incus but when she campaigns for school board she tells everyone up here that she's a lifelong Carl's Bad resident if I were her I would be concerned that the union president might call her a

021liar the other candidate they endorse claims that if she is elected she will bring a positive attitude and quote a willingness to learn from diverse perspectives unquote but on a Carl's Bad social media post she said a Carl's Bad Teacher in a current School board member quote don't deserve the privilege of teaching or making decisions for our Public Schools unquote and accused a local pastor of keeping a real close eye on the curves of young girls if I were her I would be concerned that the union president might get up here and call her a bigot finally both Union funded candidates have been campaigning with board president and Union negotiator Kathy Rawlings who earlier this year was found by the fppc to have violated State conflict of interest laws three separate times by hiding her

022seat CTA income from the public now you're right that doesn't make her a bully but kicking the board vice president out of a meeting does if I were her I would be concerned that the union president might get up here and call her a bully I wish I could agree that quote we owe each other a modum of respect but as the saying goes respect is earned not given you know what else is earned our votes next speaker is aahan turker I like your shirt Scott good evening my name is asahan turker I'm of course a carlbad resident and a parent of two awesome kids at Magnolia Elementary School um I'm also candidate for this board and actually the only reason I was going to mention that was because I wanted to share a story

023about how I was interviewed by a student at stage Creek from stage Creek um who is doing a story uh for the um the journalism program there on all of the candidates that are running for Schoolboard uh my interview was the day after Dr Churchill's um bombshell uh announcement um and while the original questions they sent around didn't contemplate his departure like any good aspiring journalist he you know threw out a question that I wasn't prepared to answer but was happy to answer and that question was what qualities would you look for in a new superintendent and I thought that was a great question question um oh sorry thank you is that better um other than the obvious qualities of you know experience education background uh I believe that the best leaders are uniters and

024and not dividers I said that I would look for the Relentless Spirit of innovation the drive to hold others accountable an appreciation for our diverse Community willingness to be open and an unwavering commitment to public education uh afterwards I turned to my favorite recruiting tool that I use often at work um to see how a few other award-winning superintendant describe themselves in their profiles um and some of the additional characteristics that jumped out at me that I thought sounded very inspirational were Eternal student champion of children compassionate leader budget Mastermind uh although I think that's you right um but um and probably one of my favorites radical Optimist um I've heard that before but I thought that was a really neat way for somebody in a leadership position to describe themselves um this is going

025to be a very pivotal time for cusd as we move forward and the new superintendent obviously will set the educational Direction in tone for our schools which I hope continues to be a more positive one um and now more than ever we really need to come together to make the best choice for our new Chief academic officer um as I like to refer to it as to lead us forward and also making sure that we have a stable transition process in place to minimize any disruption um for the remainder of the school year I know some people have mentioned that to me as a as a question in their minds like what are we going to do for the rest of the year as we go through this process um on a final note I

026know we're getting to the end of our uh the year of meetings so I did want to extend a thank you to our outgoing trustee members um uh Pearson and Williamson um for their many respective years of putting students first and thanking them for the opportunity that I had to meet with you both in person um when I requested it uh I wish you both and Dr Churchill uh the best of luck in all of your endeavors thank you thank you uh we now move on to part six consent calendar all matters listed on the consent calendar are considered by the board to be routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there

028not okay please go ahead okay um do we have any oversight over fees which are charged by the booster clubs and make sure that the fees are appropriate yeah typically school booster clubs are School connected organizations um principles I would say work directly with booster clubs um to try to keep a hold on what those fees are certainly we don't um uh we're not allowed to um uh exclude any student um for failure to pay for anything uh they're allowed to participate and be part of any sports or any organization um so the fees are optional and uh not required are there other questions thank you any discussion I'm sorry I have a motion to approve item 6.15 so moved to Williamson is there a second second Pearson okay and uh now discussion there any

029discussion trusty verth sure um so I just there was an example recently in the news with sandig sandigo unified and one of their clubs um the booster club fees and the distribution of those so I just I didn't know you know what we do as far as oversight I wasn't familiar with that and how involved we are with distribution of funds and um how we help keep everything above board and distribute those funds equitably so that's what was driving my [Music] question okay thank you um I do have some concerns about pulling an item without um following the protocol of and and the questions could have been answered prior to the meeting and our our governance handbook does talk about uh doing that as well so my apologies I've been dealing with something so sorry

030okay thank you are there's any other discussion Miss Garcia please call for a vote trusty Pearson yes trusty Williamson yes trusty Ward yes trusty verb yes trusty Rawlings yes motion passes 5 to zero thank you uh we now move on to part seven uh information discussion action items uh 7.1 is approval of the technology new three-year strategic plan for 2024 2027 Tres this is a discussion action item I will now hand it over to Dr Rob NY thank you president Rollings trustees and Dr Churchill uh on August 14 2024 staff presented a new three-year technology strategic plan for consideration after discussion no changes were made to the plan in exhibit a that is now being presented for final approval this evening staff would recommend after uh questions that uh the board approve the plan moving

031forward thank you anything else no that is it okay um and are there any blue cards that have been received we have a total of one blue card thank you when I call your name uh please uh come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes uh we will have the timer on the screen and your mic will be muted when your time has expired the first speaker is Bonnie miles hello we do live within the school district as you are aware students have been using School issued Chromebooks to watch inappropriate content on YouTube access and play inappropriate games on unblocked games such as the game bit life and watch create and share sexually explicit content during school

032hours on your school Chromebooks using your school Wi-Fi my attempts over the past year to discuss these concerns with school and District administration have fallen on deaf ears in communicating with parents and fellow PTA members it has become clear I am not alone in my frustration one teacher in this District shared that her daughter's Chromebook screen saver was changed by a here to Mel genitalia while she was in elementary school when I informed the district that Elementary age children were able to look up pictures of girls in underwear and bras on their school Chromebooks while at school they told me they could technically block these words from being searched however they chose not to their argument was that the students at the high school need to be able to look up these things of taking

033a fashion class I have taught and trained my children the potential risks and dangers associated with the internet and they know how to handle and communicate with me when they come across these things which is why I even aware of YouTube videos Auto advancing to cartoon pornograph while on Chromebooks at school peer is next to them in class creating pornography using AI websites peer trying to show them inappropriate pictures of girls on their Chromebooks games like bit life that's founds on games unblocked that allow you to make choices such as getting an abortion if you're pregnant say yes to oxycodon determine sexual identity hook up at the girl at a club and then hear moaning noises get achievements such as a lustful life because you had physical intimacy with a lot of people have surgeries

034for removal lengthening of particular body parts I could go on with our current filtering system our kids will have access to inappropriate content it is essential that that we are not handing these Chromebooks over to children with no intention of supervision on any given day I could walk on to an elementary and middle school campus and see Children and Youth on their Chromebooks accessing the internet with no adult supervision sitting in a teacher classroom on break my elementary son's friends have been able to spend every single day on their Chromebooks watching YouTube and also playing video games on websites that have been banned by The District in this situation the school and District have been breaking all of these rules found in the district's acceptable use agreement that I just handed you all students should

035have adult supervision when using the internet no one's monitoring them cusd technology and Telecom tion resources are to be used for educational purposes again these people are youtubing and gaming for fun on campus do not attempt to bypass filters use proxy servers or otherwise attempt to circumvent security measures and placed by CD they're actually seeing games unblocked and some of the websites with bypass measures while teachers may be in the classroom they are not supervising the children if they are actually supervising the children they're seeing them while doing these things and doing nothing about it I'm not asking children teachers to supervise children on their lunch and recess breaks that's not what I'm asking what I'm asking is that we stop allowing teachers to give students Chromebooks at recess and lunch for so many reasons

036um so my Solutions no Chromebooks dur resist in lunch Middle School teachers have the ability to add a glance see each what each of their students are doing on their Chromebooks is this accessible to elementary school teachers if it is they want to know how to access it and use it um I appreciate the effort that went into creating the acceptable use agreement and I'm asking that as a district we abide by it for the safety and health of our children Administration what are you going to do to ensure these District policies are enforced moving forward what discipline and action will be taken if students or staff are not abiding by it and what steps are going to be taken to improve the filtering of these Chromebooks thank you thank you trusties are there questions

037I know I have one but someone else trusty gamson um yes I I guess my question is could Staff address what was just presented to us yeah I can try to attempt to address some of the uh uh issues that were raised you know we we have multiple layers of protection if you will as it relates to students accessing uh inappropriate websites we do have a filter uh that uh staff and students and parents for that matter have the ability to uh email our director of technology and we can um ban specific websites ban specific content uh we also use bark which is another uh monitoring system where administrators are pinged when students try to access an appropriate sites um anytime we find a student that's um violating the acceptable use policy we we practice

038prog Progressive discipline just like any other um situation where student is breaking a rule uh we go through uh the process with that and students would be given consequences uh furthermore we do have uh a digital citizenship where we're trying to be proactive with students um we use common sense media where they learn about uh several different things um students uh being respectful and um using safe appropriate websites um the ethical use of Technology covering topics such as Online safety appropriate content and the importance of hearing to the acceptable use agreement um we will continue to work with all all Partners to try to make sure that it's um safe and students are only accessing websites through our devices uh that have an educational purpose um and we'll continue to enforce disciplinary consequences for students

039that are not so we're not perfect obviously there are occasions when students are going to uh navigate that system I do believe our director of technology is very um Forward Thinking in those things he's meeting uh monthly with other directors of technology to try to figure out ways that we can block inappro content while allowing our students uh access to appropriate educational content so that would be my response is that a followup go ahead to the uh topic of of recess and lunchtime is there when obviously there's not a teacher supervising what is the what is the um policy as far as taking Chromebooks at that time yeah it's a good question i' I'd have to check with our individual School sites to to see um you know there's campus monitors that are out there

040but I I don't know to the extent of how students are being monitored um and if they're restricting use um at some of our sites or not so um let me research that and and look into that and I can provide more information I also have a followup on that is there another followup I have a followup to that too trusty ver be I recall we received an email as a board from um a substitute teacher in our school district about the use of Chromebooks during a recess and lunchtime and her concern for that so I know that it's been brought up before and personally as somebody who is an advocate for physical activity I'm you know a huge proponent of our kids moving around rather than sitting more than they're already sitting in the

041classroom so I'd love to look into ways that we can is there a question yeah so I just didn't know if you remember this is discussion so is there a question yeah so you recall did you receive that email also from one of our teachers I may have um and and uh it's worth exploring I I don't know what each individual site's doing at this point in time but staff can investigate that further thank you is this a followup is that a followup okay trusty person uh trusty webson had a question about why students are let's let's take primaries and uh primary grades why they would have their Chromebook out during lunch or nutrition is there a reason for that no you know I I I I can't think of primary thing being kindergarten first

042and second graders I I don't see that too much when I'm walking around um it doesn't mean that it's not happening but let let staff investigate you know to the extent of what is happening and then what are some of the restrictions that we do around that and how are we supervising in kind of those unsupervised uh atmospheres of recess and lunch I I don't know the answer to that at this point in time I you know when I walk around campuses at lunch and break I don't see too many Primary students out on um Chromebooks they're usually playing they're on the playground playing um but it doesn't mean that they're not exceptions to that so I I I don't know let us look more into that I also have a followup um uh since

043we're looking at the technology plan is there anything within the technology plan that addresses firewalls and filters and blocking of websites and that sort of thing yeah it doesn't um go into it goal two touches upon uh the proactive side of things and it talks a little bit about um the the Common Sense Media and you know the ideas that we have lessons that we're trying to address um to be proactive with that but as far as the firewalls I don't believe there's mention of firewalls and some of the Protections in the actual Tech plan are you raising your hand for a particular reason because I can answer this question for you pretty simp you like yes I would like thank you there we go um the web system that we use is called uh

044it's called ibox and it's a web it's a cloud filter that we use the reason why students sometimes may see something could be deemed inappropriate is because the outside vendors that are producing the websites are using what's called meta tags and they are putting meta tags on their content that says for kids for all agents so when the web filter goes to scrub it and look for these types of meta tags it's seeing that seeing a safe uh safe metat tag and allowing it to go through I will tell you that director uh director Allen does a very good job of resetting our filter every couple of weeks or months to make sure the metat tags are reread all the time so we have new metat tags and new filters happening all the time but

045the metat tags are changed often by the vendors on the outside which is why that content is sometimes getting through thank you for that Insight I really appreciate it um my other question is is that um I remember bringing this up during um the cell phone discussion and so um and I was assured that um we had much um that we had better filters um on our equipment than we do than we do on on outside equipment um and so I my question is is um is there a system that is better than what we have that can be purchased yeah I would have to consult with director Allan I I would imagine there is not at this point in time as I mentioned before he he's uh very active uh in meeting with other

046directors of Technology throughout the county and they're having those discussions all the time about what is the most powerful filter that we can use what is the most effective and they often dialogue about that so um but I can double check with director Allen I I can't imagine him not bringing that forward if if it's available so other questions trusty bth so just to clarify um when we talk about the goal of issuing onetoone devices to all students we're including TK and kindergarten is that correct yeah and one to one may be a little bit we we talk about one to one at at the primary level what we're really talking about is access we want students at the kindergarten first grade and second grade to have access to you know a Chromebook but that

047doesn't necessarily mean that they're taking them home they're bringing them back they're using them on a daily basis it it means that when they have an activity that's educational in nature that requires it that they have access to that and oftentimes that's through carts that they have or through you know um access to them in classrooms but it doesn't mean that they're taking them back and forth if that makes sense thank you Jessy Williamson did you have a question that actually took care of my question thank you okay twisty for be um so in go five um can you explain the words which were chosen in the rationale to take full advantage of new learning opportunities students will require uninhibited use of a mobile computer what is uninhibited use yeah I apologize I uh I

050to send it back to staff and um and ask them to incorporate filters and um firewalls um within our technology plan um I would be in favor of doing that Jesse wison for clarification you're not asking them to change a practice they're just you're just asking them to change the verbage of the plan I would like part of the plan to be um better firewalls better protection for students when they're using technology so you are asking them to change the current practices it's not just adding verbiage to the plan you want them to beef up I'm I'm just trying to clarify what is yes yeah and right and I'm I'm asking are that that be part of the plan so being in a three-year plan that we would be researching and looking into better protections

051for our students and that we would and of course I would leave that up to staff on where that would be incorporated um I think the one-on-one devices may be a good spot for it that you know that we're going to provide one-on-one um devices but we're also going to um ensure protections you know that may be a good place for it but I would leave that up to staff where they think the more appropriate place for this would be but as a district I would think part of our technology plan should be to protect students and so that that's what I would like to see as as a part of a three-year plan that we that that would be part of what we're um trying to achieve over a three-year period Jessy W so

052are you asking it to be part of a goal or is part of their technology plan or that it is mentioned that they are always looking to have better protections I'm I'm I'm only wondering just because it's a it's a constant chase you know just like you heard him mention that these outside companies are always you know upping the metatags and things like that that he mentioned for example and um um and I think that's constantly changing all the time so it it's it's kind of a Chase of a game so I are you looking that to be a goal are you looking that to be kind of just verbiage inside the plan that is saying that they will be researching and looking at ensuring that they're consistently looking at protections for students and for

053me that's what I'm um uh I'm I'm asking staff to find the best spot for that but yes as a as a as part of a goal I'm not saying that I wanted a a complete goal but as a part of a goal or a few goals that we would also incorporate as as trust Beth talked about that we were providing opportunities for students but maybe safe opportunities for students um and that uh we will make it part of our mission to um include those those safety measures and upgrades as we go forward so I find that when um that when we make it part of our strategic plan that it has more of an opportunity to to be done and to and to be part of the whole process so that that's why I

054wanted it to be included yeah I and and I agree with you and I think it's a good idea I I I just want to make sure that there's an understanding that if it is a goal it might not be met because there's a constant you know it it's changing all the time these companies are always trying to get through school district filters and Tech filters so I think if the goal is set to be that we are working toward finding those protections and researching I think that makes sense um but to ensure that that will happen um and that kids all the they will all have those blockers and filters and they will be solid I think is not realistic and that's why I'm saying I'm not sure I want it I'm not looking

055for it to be a whole separate goal but to be incorporated in our current goals in our technology plan JY Pearson uh just just a follow up on the conversation about protection for our students um I think it's there should be a caution unless our director of Technology can tell us that it's going to be bulletproof that even though we may have it built into the language of the plan um are we building an expectation to parents and teachers in particular that even with the Greatest Latest filters that it's bulletproof in other words kids will not have access to content that they should have no that so I'd be interested to say that um that a director technology can say that one way or the other because if we're going to put in the plan

056there's an expectation that comes with that um particularly for our parents and I just want to make sure we don't build an expectation we can't deliver trusty Williamson um was staff aware that you were going to be probably maybe considering voting no because it wasn't included in it is this were they aware of those yes I I specifically asked for um uh as part of the presentation to address this issue unfortunately it wasn't and so um so I wouldn't say I was I was going to vote no but I expected to get some information that as as it repres represented in the plan that I didn't receive so that's why I'm now doing this okay yeah thank you and so the plan this is what the second time we've seen the plan right didn't we

057see it a month or two ago or whenever it was and so um if we voted no if we all voted no or if three people voted no what would that I guess and is it may I ask a question yes you may thank you so I'll ask so if three people on the board voted no and asking for you to come back with what um president Rollins had requested would that hold up progress would that would that have an impact on somewhere that that may be an unforeseen consequence no I don't for see um that occurring we would just go through make alterations based on board Direction and then uh try to bring the plan back in a timely fashion so that that's Incorporated trusty Pearson um it's not that I won't vote but

058I do have some reluctance because there's going to be two new board members that are going to inherit this plan um and they don't have a say so on the plan voting for it either way so um you know I will vote for but I I'm kind of wrestling with that um with a plan that two board members are voting on it that aren't going to be here to support it going forward just you Beth I'm in agreement with President Rawlings I do think it's important to highlight some of that specific language around safety um you know the internet's it's a great place but it's also a dangerous place and I think we need to hear you know our our um speaker today you know describe some of the dangers and other parents also share

059those concerns and so I think it's important to put it in one of our goals as well thank you additional discussion trusty Williamson I I I appreciate the work that went into this and I and I know that you that you do work very hard to make sure that things are safe but I I will be voting no simply and part of the reason what um Mr Pearson said I believe that I would like to see it come back to the new board and I think that by perhaps if three of us vote no then then it will for sure come back maybe in a more timely manner so but anyway so I so I will be voting no okay because if we vote that um it will limit discussion so um chusty Pearson go

060ahead uh in the practice of voting know um I've had one of my colleagues also share my concern um I too will be voting no um because I just think it's fair and I think it's right that the new board members really wait because this is this technology plan has impacts on budget we're having a whole conversation about safety um and they have to live with that and they have to live with the community uh impact and I think they should have a say so in that so I'll be voting no since it sounds like we're not going to have the the um the technology plan as it exists today um that um we could also table this um because there's a motion a second on the floor so we could also table it until

062is brought back as well and is everyone in agreement with that as well okay so we're going to have supervision and Technology safety I'm going to call it does that work okay excellent thank you so much and uh we can move on then um we now move on to item 7.2 approval career Pathways and Career Technical education new three-year strategic plan trustees this is discussion action item I will now hand it over to Dr Rob NY and thank you again president Rollings trustees Dr Churchill I'm going to actually give this to Dr Brockett uh who's also here with uh Nicole morch they're going to co-present this item tonight and I'll turn it over to him and we're going to start tonight with a with an annual update on some of the progress that we've made

063over the last year for which I'm going to hand right off to miss Marsh right down um thank you you were presented um with a draft oh thank you you were presented with a draft of our next 24 through 27 strategic plan um I think yeah okay um and this is a look at what we're hoping to cover with that which Dr Brockett will outline but I wanted to First outline some of the successes that we were able to realize as part of the pre three years um and kind of just show this visual in terms of where we sit within the larger vision of the school mission and vision and graduate profile um in our district we have our mission to offer every student an extraordinary education in an inspiring environment and we believe

064very deeply in The Graduate profile preparing students for Success after they leave K12 education so our um next phase of the Strategic plan sits within that larger picture next slide please this is just a snapshot of some of our successes from the previous plan which was 21 through 24 um 69% of our students in high school last year were participating in a high school career pathway so out of about 3700 students we had 2566 that were participants in a pathway um we've seen a study increase in our completers since 2021 which has been great um we have an 80% increase um starting with 192 students in 2021 last year we had 346 students that completed all parts of a pathway and we're also pleased with our increase in participants which has pretty much doubled since

065um 2021 where we were at about 1,500 students and last year we recorded 389 um so getting more students in involved in those programs has been really successful um our biggest area I think of success which we're proud of as a team is our work-based learning experiences and giving students access to those um we've seen a huge jump um not only with the respect to how we report those experiences as a district but also just more access for more students to things like career chats and internships and participating in technical skill competitions um you can see the numbers break down there but um we had over almost 3,000 students last year who heard from guest speakers at the secondary level that we we captured um I'm sure there was more than that but that was

066the number we captured and um quite a few students of course who participated in things like earning an industry certificate or earning college credit while they were still in high school or even getting high school credit for having a job while they're in high school so things of that nature um I think are really building our students to be um you know larger tools for Success After High School next slide please um I wanted to just give credit where credit is due in terms of successes to the team of people that make this work successful and possible um we have an incredible team of not only teachers and PTSA collaborators but our grade level leads at the elementary and middle school come together and provide feedback on behalf of their grade levels and our district

067leadership at the site and District level um support this work as well um we're also thankful for feedback we get from our student Sur surveys and um all of this kind of comes together with our annual Advisory board meetings as well as our quarterly leadership meetings so that we can kind of continue to move forward with this work because we've got a large body of people that believe in it next slide please um this is a growing number of our industry and Community Partners we're going to have to come up with a different system for how we share these at some point because I think we're at critical mass with space here um but at um at current count we're at about 55 active relationships with either Community Partners or industry collaborators that work regularly

068with our district whether that be providing up-to-date equipment or training or coming into classrooms or giving opportunities for industry visits or just experiences that the students can have and so because of these Partnerships we are able to offer cuttingedge um instruction and learning to our students next slide please um what that looks like on a boots on the ground level is um you know development of those academic and technical skills through relevant and integrated learning experiences um business students looking at profit margins when they're going to sell their wees at a trade show middle school students live streaming our Lancer football games because they have the techn techology and the knowledge to do so um biomed students getting stopped the bleed certifications and um AI integration in autonomous vehicles in our computer science are just

069some examples of that next slide please and also um we're very proud of a development this last three years of a TK through 12 Continuum of experiences um you've seen it in previous board meetings um this is what it looks like that's in the slide but um essentially explaining an explanation and a forward- facing document for families students teachers and parents of What exploration looks like at each of our grade levels um as well as an list of experiences for each of those grade levels that we offer to students as they move from TK through 12 yeah that one there you go thank you um next slide please that's okay I think that clicked on it to yeah and just as we go back um that Continuum looks very different whether we're talking about a

070kindergartener or first grader that's really just developing more self-awareness and strengths and interests and passions of what they're all about as a kid versus a middle schooler who might be just exploring and learning about new careers that they didn't know were even in existence versus a high school student who is looking more at career preparedness through things like industry certifications and um off-campus learning opportunities um this is what that looks like as in a micro level with one pathway so um that alignment piece for our Kinder students at AOE got to visit um uh our middle school students in the construction pathway when they learn about how to build a scale model and our middle school students provide that mentorship to our Kinders so similarly our Middle School construction students when they learn about framing

071um get an opportunity to go over and connect with our lucardi construction team which is actually building um buildings at AOE and um learning directly from the experts is such a powerful thing when they get to see a live you know actual um build and talk to the experts that are building it and our high school students get the opportunity as part of the construction Pathway to attend the San Diego trades Expo every year at Poway um Palomar College where where they meet with electricians they meet with Journeymen they meet with plumbers they put on the gear and they get that experience of what it's actually like to live that profession next slide please um in addition to the success of those experiences part of that comes from building a database and a system for

072how we collect those experiences so we have a method now within the district um which we've actually been sharing out with other districts for how we collect work-based learning experiences and Define each of those experiences to our teachers and our students um that helps us not only to develop a baseline but just to know what types of things kids have access to and what we're offering to students at each grade level next slide please and also we have um we're fortunate to be building a database which gets updated weekly of student opportunities for work-based learning so students can go on a link where they can see upto-date opportunities for apprenticeships or volunteer opportunities or jobs um things that are in their area of interest that they can apply for um and we've also had partnership

073with our ptsas for offering after school workshops that they sponsor with food um where we have um resume workshops and um life skill certifications that students can sign up for next slide please um and then lastly in terms of aligning with our graduate profile we want our students to have those 21st century skills so it's really about development of the whole child and we have a Futures Academy that we've continued to build um where we have resources and what we call modules that students can take to build those 21st century skills they can earn a 21st century skills certificate upon completion of that of those modules um which just further arms them with more Tools in their tool belt for what they want to do next after they graduate next slide please um these are

074just two um images that show at our two high schools Sage Creek High School on the left and Carl's bot on the right the number of courses that students can take while they are in high school that will give them early college credit that's a huge Advantage for our students in carlbad that can graduate with not only AP opportunities but these are classes where they take it with their High school teacher during the high school day for free and if they do decide to apply for early college credit they can do so and earn that college credit much of which is transferable either to UC or CSU schools we continue to build um that list with the collaboration from Mira Costa and Palomar and some of our local community colleges but it's a great resource

075for our students next slide please and um just on a very micro level to give you an idea of kind of where we're where we are and where we're going um this is our business pathway um we offer to our n9th and 10th grade students at carlbad high school the opportunity to take intro to business or an art class both of which um give them exposure to business fundamentals um you can see that in one of those classes they get the they have the opportunity to get um early college credit for business 120 at Mira Costa um or if they take art and business they do an Adobe Photoshop and can ofis certification in their soft more junior year they can take marketing which also has the option for early college credit and then Virtual

076Enterprise is the Capstone class where they run a student L business and that is also articulated for college credit um our business environments is a class that's optional to students but they get high school elective credit for having a job um so they simply turn in their pay stubs and they also get some um some employability skills training in that as well and then if you click One More Time Dr I this is kind of what we'd like to build towards in this next phase of our three-year strategic plan um we'd like to work with Mira Coast to offer a dual enrollment fifth class um having being able to do that will allow our high school to be one of the first in the area to have what's called a business certificate where they can

077graduate um from their senior year of high school not only with a diploma but also potentially with something like a business certificate that would give them will leg up if they choose to pursue that in college or in a career next slide please we work on this stuff uh every day and it still brings a smile to my face to see the uh construction pathway images of our kindergarteners connecting with our middle schoolers and our middle schoolers connecting with our high schoolers and our middle schoolers and high schoolers connecting with real industry like that is the work that's what this work is all about and in like one slide I I I applaud uh Miss morish on capturing that in one slide I I it was uh that's awesome to see and so to that

078end um we really um have established these six goals and and as we shared back in June these are the same six goals that we're going to carry forward with the intent of really continuing to build Upon A A really phenomenal Foundation um that has been built in these areas and the success indicators or the goal metrics I I we call them uh are have not made any substantive changes uh either since the last time we came together uh back in June what we did get in June was uh several trustee questions which I did want to uh address uh today in brief following the June meeting uh you'll recall I did follow up with trustees with some detail about those questions but let me just remind you and I'll hit the high points um

079tonight um we did have a question that came up about um about Equitable uh funding for Pathways um and and one of the challenges is um that we have different needs at different times even in similar Pathways different things will come up and I shared with trustees a specific example of how when a need was raised um and we became aware of that staff worked to um identify as funding source work with the teacher about what those needs were and we were during the last school year able to address um that need um with uh with that specific teacher and and we continue to do so and as you can see we've got three action items in our draft strategic plan that specifically address allocation of fiscal resources evaluation of programmatic needs and we go

080through that on an annual basis um and rely on our our uh teachers working with our industry Partners to give us that feedback and then we find um those uh opportunities we just submitted uh a new round of uh of C Grant request funding to the state and we identified some specific projects in there that we'll be working on for the next year as well we had a question as well about uh specific curricular content and the and the specific question was about business pathway including discussion of legal models for businesses uh Miss King our business pathway uh teacher did uh did uh confirm that in the Virtual Enterprise class that is something that students learn uh because they are building a business in Virtual Enterprise um she also indicated that was something that could

081be expanded to the marketing class and and this type of curricular refinement is something that we do on an ongoing basis again back to our work on an annual basis working with those teachers on the 12 elements of a highquality pathway one of those elements has to do with curriculum that is industry aligned based on needs and and developed in collaboration both with our our staff as well as our industry Partners to identify those areas so we'll continue to look at that I I will note that she did caution that anyone wanting to start a business should seek professional legal advice about how to do that though we can certainly lay a foundation for that in the class and then and then finally uh we got a question about new pathway development um and I

082shared some uh detailed information with trustees specifically about uh culinary arts and nutrition Hospitality which were the two that that came up uh in the June meeting um there was some uh I I shared some research from the centers for excellence which advised caution about um those areas in part because of uh of low wages and or low demand in our region in those particular areas with some exceptions and kind of some sub fields in there um we do however regularly review a variety of different opportunities for new Pathways and those are based on um funding you know interest um availability of teachers Etc we developed a process for evaluating new Pathways with as a part of our last strategic plan and and just a snapshot of some of the things that we've recently had

083discussion about uh would include uh Green Tech uh athletic training public health and human development Vel M education and expanding business pathway opportunities to Sage Creek in addition to carlb high school so I I caution that those are all just in various phases of discussion so they may not be on the you know course request form in February for next year but they're all things that we're working on from different angles either through uh dual enrollment opportunities with our community college Partners or potential dual enrollment opportunities with uh csusm and miss morish and I were on a meeting today to learn a little bit more about uh growing opportunities in that area um some of them are dependent on on grant funding and other things that we might look to uh do in the future

084but all of those come together because of interest uh request uh things that we hear on feedback from uh from students uh or our Community Partners and so we'll continue to look at those opportunities and again we continue to have processes uh in our plan for addressing those and with that I'll hand back to Dr n yeah so that concludes staff's president presentation we'll turn it back over to president Rawlings for questions and public comment thank you and this is the time for public comment have any blue cards been received we do not have any blue cards thank you and trustees do you have any questions trust ver Beth can you explain how the students are told about all these opportunities and internship opportunities and how are they reminded and that kind of thing yeah

085I we we do one of our big goals is around mark marketing and and you know that communication piece and I I'll I'll caution that that Nicole could probably spend the next hour answering that question but but she she'll give you some detail that okay so right now as we are here in this meeting the College and Career Fair is going on at Carl Fat High School which um has a great turnout I've been getting updates from the um folks that are supporting that event um so that's one way that we support not only opportunities for looking at options for students but also we have our own resources as a district for Pathways at that event um and then we do um during our High School tours when we have middle school students coming to

086evaluate which high school is the best fit for them they learn not only about our Pathways but about all of the vapa electives and other opportunities that they can take um and we are fortunate because we have some of these Pathways starting as early as Middle School that they start to have those conversations with their middle school counselors and teachers um when they're thinking about what they might want to choose in high school and which things might fit within their strengths inventories and their conversations that they've had around what they're interested in and I'll just add to that real briefly back to the back to the Continuum we we do have a plan to now that we've got that Continuum kind of built out to also communicate that on a wider level districtwide to families

087so that they're aware of kind of those touch points over the course of their students journey through cusd any other trustee questions trusty Pearson so that's internal communication how do we communicate all those great things that we are doing externally like to the community yeah so we we collaborate uh we collaborate broadly you know with with the uh Chamber of Commerce uh our collaboration work with uh carlbad Education Foundation with all those industry partners that we're working with um with uh developing relationships with the Rotary uh and the and the interest in developing a mentorship relationships there um so it's through those Community Partnerships uh Miss moris chairs the uh Chamber of Commerce education committee um and does a great job of bringing in uh many times our career pathway teachers to be able to

088make those Community connections there um we had recent stories in the carlbad Business Journal um as well as Dr Churchill has highlighted uh I believe a couple times uh some of our career pathway teachers already this year so there's variety of of ways that we're hitting that communication out to the community and and really trying to one talk about the great things that we're doing but also capture that support and those connections where we can other questions Justus back I had asked a question and maybe it got buried it you kind of touched upon it a little bit regarding equitable distribution of funds maybe you can speak to this um my understanding and correct me if I'm wrong is that sometimes funds can only be released to certain teachers if they've achieved a certain certification

089or have a certain level of Education correct is that right yeah so so a number of the of the CTE specific Grant programs are tied to CTE you know teachers credential teachers um one of the things that we have been able to do by by better articulating out our programs across the board um we can have uh introductory CTE classes that don't necessarily have to be taught by a CTE teacher so as we do work developing some of our Pathways out and really kind of capturing in the fold of what that career Ed Continuum is across the board um we in in the funding example that I shared with trustees earlier that that was one sort of shift that we made in terms of uh where we didn't have a CTE teacher we we really

090kind of captured that as a part of a of an ongoing pathway as an introductory level class which is not necessarily how we had sort of captured that previously so um that'll that has some things that come with it in terms of doing some of the the CTE related work that go with it um but that's that's the that's what we look at there are other grant funding opportunities sometimes that we pull um in in other areas to try to try to fill gaps but that's sort of the creative game that we try to make sure that we're you know meeting the needs that we have across the board have a followup on that um as as you and I had discussed that um the grants are specific to C CTE teachers and those are

091only in the at the high school level correct in that we even though we have CTE programs the middle school and Elementary are not uh Grant funded through CTE is that correct we actually do have several CTE credential teachers at the middle school level um but not all of our programs necessarily Middle School level are are with CTE credential teachers so it's a it's a little bit of a mix but when you and I talked before that the grants aren't contingent at middle school they're only contingent at the high school level is that correct yeah that's and that's what I'm saying about the introductory level classes we can capture that way that's yeah that's correct trusty PE is there a time sensitivity on approving this plan or can it be a can it be presented

092to the new board I see a common theme uh yeah we're doing the work um you know know I I uh I'll leave that to the discretion of the board I don't think it's contingent time contingent at this point in time um we think we're continuing with the great work and we just wanted to share that and depending on if that gets approved tonight or some other time we're going to continue with a good work any other questions no other questions um may I have a motion to approve the new CTE and career pathway strategic plan exhibit a so moved second I have a motion from trusty verth a second from trusty Ward is there any discussion trusty Pearson I would vote Yes if it was to the new board but I will vote no

094meeting their needs and I and I absolutely love every story that I hear of a student being touched by attending a class or being doing a a work experience and and giving them Direction in their life I think that it's just fabulous and so I um I'm hoping that one of the last things I do as a board memb is to say yes is to vote that because I I do truly uh appreciate the um the vision that our staff has had on this and and the the great work that's that's being done so thank you very much just Beth I just want to say thank you this is a great great program it's a it's a highlight in our district my student my own children have benefited hugely from it and are now using

095it in their lives and so um I've just been able to interact with a lot of students who've been benefiting from it so thank you for all the work you're doing and I will be voting yes other discussion trusty Pearson um even though I'm going to vote no because that it's not no on the plan the you guys are do as you know in private conversations just love what you're doing love what you're look thinking I had and really one of the most um telling numbers is the the uh amount of kids students that when we started into where we're at now and if I you didn't add one of these pieces is how you had two sections you add an additional section on the business which is very telling uh about how the students

097skills workshops in a resume workshop awesome her resume was amazing by the way absolutely that's fantastic well Tristy Pearson I'm going to try to convince you to vote Yes and the reason I'm going to try to vote um ask you to vote Yes and try to persuade you is that um I know we don't see eye to eye on everything but this is one thing that I think you and I have pioneered over the years and um and so um I think you should be voting yes on it because you helped to create this I mean the first pathway that came forward back when susette lovely was as a you know brought that forward as a grant and I think you and I were so passionate about how are we going to make this better

098how are we going to build it how we going to do it and every single time this has come before us both you and I have been incredibly passionate about continuing those life skills continuing those opportunities that just aren't College driven but are also you know um uh just career and even just by the the slash that I always kept saying I didn't want it um you know and career I always wanted it College slash career because there are lots of careers that students can go on to that don't um incorporate college so I would I would really ask you to be a make this a part of what you leave behind for Carl's bed unified and to vote yes because this is an incredible program again one of my favorites I I hate to

099play favorites but um and I'll will tell you working with other districts um around the county um they don't have a Continuum and I know that that came as this board asked for that Continuum we wanted to see career Pathways from TK I might even say from TK all the way to 12 and again that isn't happening in other districts where we have that that you know everything that we're doing for you know for career development at all levels of Education um was was born in at this board and and you were part of that and so I do you know I'm gonna ask you and and uh um to ask you to reconsider and to vote Yes on this plan that's very compelling argument uh president rings so it's a little difficult to uh

100continue however I will vote Yes with one caveat that's probably one of the few times president Rawling has ever convinced me to uh change my vote in our the nine years we've served together um that being said um the C there are a couple candidates here in the audience and I would hope that they hear saw this plan and that before election day that they actually uh give some feedback to the team uh about their thoughts about the plan um I didn't want to leave you guys out so uh out of it um because you'll have to live with it so yes I am going to change my vote and um and I would hope the candidates U do give some input because some of them are going to get elected okay thanks thank you

101any other discussion Miss Garcia please call for a vote student board representative Ella Dy yes trusty Pearson okay yes trusty Williamson yes trusty Ward yes trusty verth yes trusty rling yes motion passes 5 to zero thank you and uh we will now move on to item 7.3 approval Bond financing and future phase priorities trustees this is a discussion action item I will now hand it over to Mr Eric Dill thank you for the quick change here so continuing on our construction pathway discussion uh in anticipation of next month where we'll be asking the board to take action to authorize issuing the Final Phase of uh of bond funds uh we wanted to have a quick discussion about future phases and uh also continuing the theme of giving work to the new board um there's some

102of that built into this discussion tonight so first I just wanted to always remind where we are uh in looking at uh the the all of the work that's been completed across the district um phase one being complete phase two uh essentially wrapping up with a couple of exceptions that I'll that I'll talk about but uh Valley while it's listed under construction really we're just uh finalizing punch list items same with Calavera Hills as we're actually in the process of closing that out on paper uh moving into uh design the board recently approved uh the uh conceptual designs of Aviara Oaks and Pacific Rim Elementary so we are um AAR Oaks middle and Pacific Rim Elementary so we're in the process of completing those construction documents uh and then we always like to go back

103and show you know all of the other work that was uh that was envisioned by the 2018 districtwide facilities master plan and you know this is the work that we'll be looking at uh over the next couple of years with the funds that are remaining and that really is highlighted here on this slide with phases three and four which I would say is the Final Phase whatever we decide to call uh this work it would be Final Phase with the final draw of bond funds so diving in a little bit deeper uh earlier this year we talked about uh how construction costs have just increased tremendously since the plan was first created last night I I had a discussion with an architect and I hadn't told him about this slide with the uh cost escalation

104from 2018 to 2024 but he mentioned that uh he was speaking with one of his colleagues in San Bernardino County and he has a project that's currently at $1,600 a square foot so uh you know each each project is a little bit different depending on what goes in but uh costs just continue to rise and that's put uh great pressure uh on the projects that are currently underway the projects that are currently in design and those that we'll be seeing in the in the upcoming years so in addition to the supply supply chain issues uh inflationary issues the bidding Vol volatility with labor and construction costs which the builders are putting into their bids as a hedge when they they when they bid on our projects we've also had a number of regulatory changes that

105have added to the scope of work that were not foreseeing in 2018 and so we have to build these things in uh when we're designing and that just adds to the costs of the infrastructure and things that go into the buildings before we even begin to think of what we can put in into the classrooms and believe me um we want to complete the work in the classroom not work in the ground not work in the walls you know and all these other things so we're always looking at you know how can we be compliant and put as much improvement into the classroom environment as possible so all of these pressures are currently affecting those projects that are either under construction or or in design so uh we we plan on continuing with the design

106and bid package for all of our current phase 2 and 2B schools so Aviara middle uh we should be submitting to the division of State Architects within the next two weeks uh Pacific Rim will will be not too far behind buen a Vista is in uh review with both uh DSA and the City of carlbad and as we're receiving comments back and looking at a lot of work that's going into the infrastructure Miss Kimbrell and I are looking for ways to uh really as I said pull that work out of the ground and put it into the classroom and maintaining the priorities that we have for that uh that site to remove old portable classrooms and give uh comparable improvements to that site that we have been able to accomplish at our other older elementary

107schools as well so uh we're looking at some options that we we we may be bringing back in the near future same with carlbad Village Academy uh that we do have some uh some ideas that uh we would be ready to to be speaking about probably in the next two months so uh of how we can uh move forward with a a project for CVA so again uh you know we're we're looking at the work that we've done across all the grade levels and making sure that we hit those main items when we go to the remaining schools uh that are to be worked on but the main difference uh with the final phases of schools are these really are our newest schools and so you know each of our schools started at a different

108place some of our schools have been modernized in the past maybe they've been modernized more than once in the past maybe some of them received their first modernization really when we're looking at um Cal both Cal Point CIA and Sage Creek this would be their first opportunity to have some sort of a campus refresh uh different from the other campuses that we've been to there are not old aging Portables at these schools and so uh as we look at what uh should we be doing at these schools uh what we really need to look at first or what are the critical needs uh and go back to the 2018 master plan look at the things that we envisioned would be the critical needs by the time we got to phases three and four um and

109then make sure that we look back at what did we do at other elementary schools what did we do at other middle schools uh really the two high schools are are near parity uh and make sure that we have accomplished steam classrooms for example um we we built a new steam classroom at Valley Middle School or or refurbished a new steam space for Valley Middle School we will be building uh new steam CTE spaces when construction gets underway at avara middle hopefully this upcoming summer for for next school year uh so we want to make sure that calava which had the first steam lab but is nowhere near what we've done at the other school sites has something comparable when we get to that school and so that we've got an equal educational experience uh

110for for the students that are at calava Middle School um Sage Creek you know again it's our it's our newest school so we want to make sure that we uh look back at that plan which really didn't have a lot of items uh identified for sage and um maybe just one last look at Carl's bat High even though we've done a lot of work there it is our our oldest high school so what we would be uh also uh wanting to make sure that we accomplish at the remaining schools and maybe this is also where we we Loop in Carl's Bad high again is the remaining security improvements so we've done a lot with access control as we've moved through the school sites with card access and electronic locks uh at the school sites and

111this this work is moving through with the phases of construction we've not done that at Carl's Bad high so maybe that's one more reason to go back to carlbad high one more time and you know again in the the needs assessment we would go back and look at everything that was developed in 2018 and then build cost estimates for all of the work that we would identify as now in 2024 25 as crucial as maybe uh need to do nice to do and if we have dollars remaining and uh and and really contain it to uh these remaining schools and then as we um as we uh develop that in the spring we would have a conversation with the new board of here are all of the needs we've identified here's a preliminary budget for

112all of these remaining items now lining that up against the funds that are remaining what should our priorities be and then if we're able to accomplish all of that what should be you know the the other work that we should be look at looking at accomplishing with the remaining bond funds that we have so that will be part of the the ask in just a few minutes um but just as a preview for next board meeting uh there will be a one item with a a number of attachments that will be hundreds of Pages as long uh where we will be bringing forward the resolution authorizing the issuance of sale of uh the remaining $87 million in bond funds uh the authorization uh we would be requesting at the next meeting the sale we would

113not actually um take place until in January it takes a little while between the authorization and the sale occurring and our our uh financial adviser and our underwriter uh are are are telling me that January's great time to go out because uh all of the districts that will be um uh on the ballot for November won't be ready to issue yet so we'll get ahead of the billions of dollars of uh bonds that will be sold later in the spring so we won't have much competition in January because we'll we'll be ahead of that game so we'll have the preliminary official statement the bond purchase agreement these are all and then we will have the discussion of the estimated Debt Service the interest costs the structure of the bonds Etc so we'll be disclosing all

114of that at the next uh board meeting and of course we're always looking at uh issuing the bonds at the best price possible the best interest rates possible with flexibility to uh refinance the bonds at future dates uh should the interest rates approve improve so uh all of that will be the discussion next month uh with the request of the board to authorize us to continue the work that needs to happen to accomplish the sale in January probably about mid January and then uh you those funds would be allocated towards all of our remaining projects that at this point are unbid so um the the action that uh we are requesting is that uh you know we proceed with the current phase 2 andb projects uh and that you direct us to conduct a needs

115assessment and budget estimates at the remaining three uh phase three and four schools which are listed there so that can help inform the fin phase priorities once we have issued the final $87 million and that we would bring that back in the spring to have a a full discussion in light of the current cost environment and that is the end of that that presentation thank you this is the time for public comment have any blue cards been received we do not have any blue cards with no blue cards trustees do you have any questions truste Williamson will you be bringing next month the underwriter the the Tim cardi replacement to come and answer any questions that the board might have or you going to wait and do that later uh so uh Mr cardi was

117with the same number of classrooms um that there's no concerns about um maybe removing those and putting less classrooms if especially if um the School site needs it yeah so we we have uh always had a plan to reduce the number of classrooms based off of uh enrollment projections and to uh make sure that we've got some flexibility but it's not necessarily a onetoone replacement at every School site based off of uh projections that we have um in the future so you are looking at um attendance and enrollment projections when you're considering that and also probably taking in um site input principal input because you know we classrooms are used for different purposes yes so okay so and then we're ensuring that like we have that when you're replacing the old Portables yes and we

118we do look at how every classroom is utilized on a School site uh as when we're in the early design phases to make sure that if there's a classroom that by the Numbers doesn't appear to be necessary but is being used for um ancillary services to students and so we need a space say for speech pathologists psychologists uh you know or or other special programs that are at the site uh we make sure that we take that into consideration on how the needs extra classroom spaces above and beyond what say their their formula would suggest follow follow up go ahead and in terms of the enrollment in the attendance I know you know new development pops up is that considered or like how how do you deal with that yes the we do uh enrollment

119projections every year and the demographers uh have conversations with the planners at the city of carlbad look at all of the spaces that are zoned for future residential but not yet developed and what the long-term plans are for those sites within each of our attendance areas and uh based off of what the known plans are for those sites uh what would the expected yield be uh of numbers of students that would come out of those future single or multif family developments and all of those are factored into the enrollment projections okay thank you MH other questions trust verf um Mr manay came and spoke to us about the CAC what are our plans what what are we going to do with the CAC at carlb high school well the the last time we spoke about

120this uh we showed that we had about $14 million originally identified as a budget for that and we would be looking at over $30 million um uh to just to do expansion work or maybe even a Brand New School uh this overall needs assessment for uh each of our sites would we've already got that work done uh because we had to do this for our phase 2B uh so we could incorporate that into the overall needs assessment for Carl's bed high and just say here's here is a project here is a budget for or an estimated cost for that project and that could be part of the spring 2025 live discussion although I would say by the time we would get out to uh 2026 or 27 to design and build that that would probably

121be at least half of the $87 million that we're looking at at drawing down in a few months other questions I have a question um uh we had talked earlier so I I was hoping I'd see something here but um if prop 2 does pass how could Carl's bed benefit and could there be some of the projects in Phase five or some of the projects that now might even be in phase four that we might be able to um accomplish like a CAC or something like that sure thank you uh we are looking at uh our eligibility for modernization funding at each of our sites we we actually hired a new consultant to do that uh because we weren't confident that we were getting our full um eligibility in the the ways we were doing

122it in the past uh so they're doing that work right now to see if there are some additional State funds that we could draw down so I'm not ready to to give a number on that but uh we we're looking even at uh some of the the projects that we just completed to see if we can retroactively apply uh Jefferson in particular is one uh that we believe that we have it's a very complex system believe it or not that the state has uh put in place to to pull down bond funds uh and it really is based off of the student counts the age of the school uh when was the last time that it was modernized and so it all goes into you know multiple formula it's a for very complex formula that's

123eventually spits out a number and says you you may receive this many dollars um we actually did receive uh a little over a million dollars uh for Magnolia and so you know that's just being put back into the pot for uh to help uh fund part of the measure HH projects going forward so it's it's as if we received that million and had a a million of HH funds uh available now for future projects um and originally uh we believed it was only about $800,000 but by the time we came out the other side it was 1.1 so uh so we are doing that assessment for the recent projects and the upcoming projects um so that we can get in line uh for prop two funds should that pass and and part of prop two

124is also going to be rep prioritizing how the funds are given to District uh and so we would also need to look at that to see okay where would we fall in line in terms of priority to the state to provide funds to a district with our demographics and you know a number of other different factors that will go in uh to the application that all that being said I never count on state funding until we have it so um uh you know if we proceed with several million dollars worth of applications uh we will not be able to do anything with that money until the state transfers it to us and that might be 2 3 4 nine years down the road when they finally get down to us that the Magnolia um application

125took about four or five years for us to finally see the funding and we do actually have um I'm sorry I'm giving a much longer answer to this um the we do have uh two applications in for avara Oaks Elementary and so as you know those funds hopefully make it up to um the old prop 51 list uh to be issued to us you know we we do have one application a two-pronged application in for avar Oaks so again kind of going back to my original question so from what you know about proposition two that that Carl's Bad would be eligible to take advantage um we just don't know how much and and what the timing might be but we would under the current um uh what's on the ballot now we would be able

126to take advantage of that correct and I would say um millions of dollars not tens of millions is what we would be looking at at least from what I'm seeing right now but again the consultant is doing her work perfect that was my question yeah um um other questions I have one more um so you had talked about the needs assessment um but we've we've kind of already done that as far as what we wanted in um uh you know in the different phases so is the staff needs assessment would that just be kind of a um just kind of going back and reorganizing based on the escalated costs and that sort of thing or would it be kind of a menu that we come back to the board to say okay this is what

127we think this is going to cost what does the board um want to do based on the staff's work yes so what we would do is we would start with the 2018 plan and all of the things that were envisioned uh at the remaining sites and so that will help be the starting point of that then at also takes you know a physical inspection of the school sites to say Okay that was 2018 today is 2024 what are the what's the condition as we see now because we thought we knew what it would look like in 2024 are we good are we not good is there something that's critical then we would look at what code changes have happened uh since that we did not know about in 2018 that could create other priorities uh

128you know a good example um is anywhere that we are putting in a new building we have to factor in solar and battery backup that was not a thing back in 20 2018 so if we're looking at a a spot where we've got a new permanent building okay that cost has to be factored into that project um and so you know and so on and so forth so we will We it really is sort of like a mini master plan um that's what Miss Kimbrell calls it um and but it but it starts with the work that has already been done and everything that we've done along the way and then also you know making sure that if we if we you know provided uh again like the steam lab example if we did uh

129steam or CTE classrooms at other Elementary Middle Middle School sites do we have something that is comparable at the remaining site so that we can then come back to the board and say okay here would be our recommendations these are critical facility needs that we're going to need to do these are a few code change thing changes that we will also have to incorp inate these would be goals to accomplish at these sites based off of either the work that we've done in the past or what was envisioned in the past to H to happen dollar amounts uh attached to all of those and if we exceed that then we have the discussion about okay how do we prioritize you know based off of what we see today um versus what we thought we would

132thank you president Rawlings trustees let me get this post it again there we go uh wait one second there we go uh that's okay at the September uh 2024 board meeting the board reviewed unreported data and staff made recommendations for the minor modifications to the success indicators for the 2425 school year staff was also asked to make one additional language revision at that meeting um the staff has incorporated those changes into the final proposed document which is exhibit a before you tonight staff recommends after questions and uh public comments that you approve the goals and success indicators for the 2425 school year and I'll turn it back over to president Rollings thank you and this is time for public comment have any blue cards been received we have two blue cards thank you uh when

133I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have 3 minutes we will have the timer on the screen and your mic will will be muted when your time has expired the first speaker is Scott [Music] Davidson you all received a copy of my uniform complaint this morning so I'll keep this brief first I want to thank Dr NY for being willing to have a conversation about an issue that we disagree on that's one more conversation than I've ever had with Dr Churchill in the four years that I've been advocating in cusd Dr NY and I still disagree but I would be happy to have a conversation with him again about it any day I look

134forward to new leadership that is capable of having difficult conversations but I'll save that comment for 7.7 eliminating standardized testing for our worst performing students is a bad look it reeks of an unwillingness to be accountable to parents and the public for failing academic strategies the conversations I had with the California Department of Education and the San Diego County Office of Education were enlightening what started is an effort to clarify that quote your district is permitted to make small amendments unquote to the lcap turned into quote you should file a complaint and here's how to appeal to the to the CDE if you read my complaint you'll notice the Stark differences between the report that parents received for the star math assessment and the report that parents received for the mdtp assessment I went back

135and forth twice with my son's teacher just to figure out what the numbers mean what I learned is that while the mdtp is valuable for teachers it's worthless for parents it doesn't tell us if our kids deor help and it certainly doesn't tell us how they stack up against other kids in their class in their school in The District in the state or in the country but the star test tells me that with one simple number but I get what's happening here that that one number is bad only 40% of high school students were proficient in math despite truste Rawlings trying to use her CTE talking points to claim that it's the test that's bad another test just confirmed the same thing only 42% of CHS seniors were proficient in math on the last esac

136it's one thing to throw out the tests but it's another thing entirely to try and sneak in a change after the LC cap has been approved and without meeting with stakeholders that specifically mention these scores like the superintendent's own advisory committee if cusd truly wanted to Foster an atmosphere of transparency and accountability cusd would air on the side of caution and push these changes through during the lengthy lcap amendment process in the spring but that's not really the going theme of cusd these days is it fortunately there is a state law to help keep superintendent in Church Hill honest oh and by the way that law applies in paway too next speaker is Katrina wck hi Katrina widle um I live within the boundaries of the district crossbed unified parent teacher and proud member of

137our teacher Union and I definitely care about this otherwise I wouldn't have made my children sit through all that Bond measure stuff I'm sorry okay um so I am concerned with listing Star as the indicator of Mastery of ela standards for several reasons first and foremost star is simply a reading diagnostic assessment as listed on the California Department of Ed website it is not meant to determine Mastery of Standards secondly star does not assess student writing proficiency at all nor does it or can it assess speaking and listening skills that are also part of the standards we are required to teach or in my case the skills on an the AP test it is simply a diagnostic tool delivered in about 30 minutes I do use it as a tool to inform my planning and

138instruction and figure out what areas I need to focus on and focus for individual students as well but I'm not comfortable using this tool to determine our District's Effectiveness in supporting student achievement in the area of ela in addition there are challenges with utilizing star scores as the sole indicator of student achievement and learning when we have other indicators of student progress this week I held deliberation sessions where we discuss the issues of curriculum and oversight to demonstrate our understanding of crafting arguments and claims this is not on the star Diagnostic in addition students were required to summarize both sides of the issue and clarify their understanding by asking questions this is on the star diagnostic this week I also introduced whiteboards thank you carlb Ed Foundation where students can collaborate and discuss and visualize

139their learning task together a student shared I think working as a group worked well and being able to collaborate our ideas with each other was helpful and I learned the importance of trying to understand all sides in an argument and being open to All Views I realized how well I work in in group settings compared to just working alone for these activities this is an on the star diagnostic when students seek an internship a job a volunteer position no one is asking them for their star reading score they are seeing if they can present themselves with confidence demonstrate creativity and analyze from multiple points of view when students are applying to college they are writing essays and applying for scholarships using their writing skills all of this is not on the star diagnostic student achievement

140and learning is more than just test scores and that is coming from an AP teacher thank you thank you trustees do you have any questions you have a question trusty for Beth so with the move to am I on okay M to mdtp will there be any standardized tests for high school students in grade NES 9 10 and 12 to measure math proficiency and comparison to students outside of cusd yeah the mdtp doesn't not have that function it will measure growth over the course of his school year um but it doesn't um have uh National or state comparisons um as an option to the mdtp and just couple points of clarification if I could uh what we're asking you to approve this evening is our 24 25 goals and success indicators uh the board has

141always had that document uh be uh a standalone document from the lcap the lcap is was approved by this board and is on our district website has been since June and has not been changed but um uh it's important to note that those two documents while they align somewhat they don't align identically and there are things that are measured in the lcap app that are not on our goals and success indicators annually and the board has always said that there are certain things that we prioritize here in carlbad that we want to make an emphasis on and those become our goals and success indicators the Crux the argument and the uniform complaint that you received is do we have an obligation once we adjust our goals and success indicators do we have an obligation to

142go through a more formalized process to go back and amend our LC AP which was approved and I would say this staff has always been under the impression that the lcap you can make adjustments throughout the course of the year and there's actually places for that in the actual document itself I'm going to read to you what the county has said which which has oversight of our Arup and I think it's telling it said historically leas have had the flexibility to adjust aspects of the elcap such as implementation methods for actions measures for Progress for goals or funding sources without having to follow a more rigorous procedure associated with substantive material revisions outlined in Education Code 52062 such adjustments are typically reflected in the goal analysis section of the lcap so there is a section

143in the lcap that allows you annually to talk about changes that you've made throughout the course of the year and it's staff's understanding that we would go through at the end of the year and true up if you will the changes the minor changes that you're making in the success indicators in the annual update she goes on to say that while the more formal PL processes Reser reserve for significant changes like adding or removing goals which we are not doing making large funding changes which we are not doing or all Alterna or altering actions intended to enhance services for unduplicated students we are not doing as well so it really doesn't in in staff's mind it doesn't meet the bar that we would need to go through a more formal process to go back and

144change our lcap we could true up per the template and go back and do that what we're asking you to approve tonight is the goals and success indicators for the 2425 school year where which we presented last time we were transparent in the idea that you know we felt that we've been meeting with mat math teachers at the secondary level and we heard from content experts that said Math teachers themselves High School Math teachers while we appreciate the star exam at the high school level we are going to use the results from the mdtp in a more actionable way throughout the course of the school year and it's going to help our students and so we listen to our content experts there is a measurement tool that we're allowed to use to measure growth from

145this point in the fall to the point in the spring but they don't have that one particular report that star has that nationalizes a growth report however I would argue that it's more valuable to get more accurate results from for your teachers to make that more actionable the the content the the assessments themselves are aligned specifically to the courses that the teachers are teaching and the star doesn't do that the star is going to give an assessment for a ninth grader or a 10th grader or an 11th grader this is specific to algebra geometry Algebra 2 calculus pre-calculus so it's specific to the courses the students are taking and therefore our Math teachers are saying that's more valuable information for us to have to make adjustments formative assessments are used and and I heard Miss

146Wick talk about this and she might have left but format the purpose of a formative assessment is exactly that it's supposed to guide teachers to make instructional changes throughout the course of a school year um we've we've adapted that slightly to say we also are using them as a tool to show growth within the school year as well because the espac doesn't do that and so we believe um again that by switching uh this assessment it's going to provide more valuable information for our teachers for our students and ultimately that's going to uh help parents um because kids are going to be more successful in math so I'll leave it at that and happy to answer any other questions that you have are there additional questions just back so what kind of report can you

147provide to the board regarding MD mdtp assessments sure what we'll be able to show is uh how those students did in relation to the standards for that specific course in the fall and then take a snapshot and then be able to show growth or lack of growth from Fall to spring for those particular students the other nice feature and we we haven't explored this yet and maybe we'll come back to this at some point in time it does give you a Readiness score for the next school year so if you're in algebra what is your Readiness score then to go into geometry and I would imagine if we get good feedback from it I think that that could be something as well that we incorporate into our success indicators as well so those are the

157now hand it over to Dr tro thank you trustees and I'm not getting choked up I want you to know I have a frog in my throat my eyes start watering it's it's not the content it's the yes so thank you thank you so uh the agenda item this evening is to begin the process of recruitment for an interim Superintendent at a future date likely after the election in November the board will need to discuss the process and timelines for recruiting a full-time permanent superintendent that's not the item before you tonight however uh tonight's discussion has been agendized specifically to discuss next steps for the interim position to ensure stability for staff parents and students with minimal disruptions during the transition period uh between permanent superintendents uh so the the board has several options for

158appointing an interim superintendent uh I'll go through two option one is you could name a current employee as an as interim superintendent that person could do two jobs at once or you could backfill that employee with an interim position as well um option two you could recruit uh a retired superintendent with governance experience and contract with them to serve as interim superintendent this person would be subject to calster earning Lim earning limitations which likely means they could only work part-time if you wanted the same person to serve until the board hires a new permanent superintendent um of those options our recommendation is that the board uh consider recruiting and Contracting with a calster retiree to serve as interim superintendent on a part-time basis until a new permanent superintendent is hired um I recommend against selecting

159a current employee uh for a number of reasons primarily um in order to accomplish the goals set forth in our lcap and our Associated strategic plans my recommendation is that the team uh this team needs to uh be owed to focus on those primary objectives and it would be hard to do uh two things at once um so as part of this agenda item staff is asking uh for board consensus on a couple of recommendations uh one board consensus for staff to begin the recruitment of an interim superintendent and two board consensus for staff to recruit um from a potential pool of retired superintendant who might be interested in serving in a part-time limited duration role subject to calster learning earning limit Li itations um in my mind the top priority for the interim should

160be to steer the ship on its current heading I see a number of mission critical objectives for the interim superintendent including the following job number one training to new trustees and ensuring effective governance uh number two maintaining stability for staff and parents and students during the transition between permanent superintendant uh and number three focus on and support our District goals including our wigs our lcap uh ongoing facilities and construction uh and and the Strategic plans that the board has approved um so if there's board consensus on those items then um uh we have a second close session tonight Mrs Aras can discuss confidential items such as compensation duration of contract candidate vetting and and more um but I'll pause there and and turn it over to miss Aras if you have anything to add sure

165list of what I hope you'll find find someone who is willing to have a conversation with someone they disagree with find someone who is willing to see both sides of an issue find someone who understands that there are two sides of an issue find someone who creates a culture of honesty and not a culture of Silence find someone who is willing to acknowledge bad outcomes instead of hiding them from the board and the public find someone where complaints are welcomed as opportunities for improvement and not ignored as threats to weak leadership find someone who is willing to create committees with diverse viewpoints not just with those who affirm their existing views find someone who is willing to stand up for students and not just employees find someone who is willing to stand up for all

166of our students and not just those with the same political viewpoints find someone who is willing to stand up for all of our employees and not just those with the same religious or perhaps I should say anti-religious beliefs find someone who has read the Constitution specifically the First Amendment find someone who understands at focusing on identity and identity politics is not the way to build Unity but the road to division find someone who understands that celebrating only a few groups on campus does not create a sense of belonging for all groups find someone who is committed to increasing academic goals not ensuring that those goals stay the same find someone who doesn't expect an automatic raise just because he negotiated the one for his wife find someone who will actually push back against the unions

167and get a smaller class sizes and more intervention teachers instead of automatic and maximum raises and finally find someone who listens to your lawyers when they said state law required that every school district must offer every student an opportunity for in-person instruction because sentencing thousands of students to remote learning for over a year wasn't just wrong it was against the law and if you had just done that I never would have been here in the first place next speaker is shaa Hurst I really just pulled the blue card I'm shaa Hurst just in case I had something to say and I guess I would probably agree just hearing the two options my only thought as someone who used to hire and recruit a lot is how many retired superintendant who could work part-time live in

168San Diego County or South Orange County because if I was just thinking logistically you know my there's you a lot okay that's good to hear I figure there's a lot there's a lot of districts so as long as there's a good pool cuz I can't see anyone relocating for a part-time interim job but anyways and I would just say to the interim and soon to be permanent superintendent that I probably will not co-chair another Bond so that's not on the table for me just but we still need to pull funding for the one we have and finish that one so I think we're good on that one so anyways good luck to our board and obviously we'll miss Dr Churchill and I was sad to read your email last week but not surprised because um

169you're a great superintendent and have other possibilities and then I'm the crazy mom that went and listened to the Powe unified board meeting to hear your salary package and I was like I know that's more than his package here so there's many reasons to um move on but I think it's a great opportunity for you and a great opportunity for us and look forward to the next few years at cusd and supporting who however we go and both the interm and the current I mean in the future permanent superintendent I would say let's hope that that's my last superintendent to get us over the next three and a half years for sure so anyways that's my two cents thank you um okay the the questions was not on my script but um I'm going to

170open it up for questions first trusty willamson thank you I'll um reiterate questions that I had asked you earlier and they are um could you you talked about Mission critical and and you listed those things but they're not really as specific as you had um mentioned when we were uh talking earlier if you could just kind of reiterate your the specific Mission critical and then I'm going to have a followup I think after that sure thing so um if if there's kind of three buckets the first one would be focusing on governance um that would include onboarding and and uh training and providing ongoing support to two new um Board of Trustees members uh and then helping to to run effective board meetings um uh so that's that's part of the the first one that's

171governance um the second one uh I I enumerated as maintaining stability for staff and parents parents and students during the transition um uh there's a few things underneath that bucket um availability and support for principles um uh I think is is a big part of that um you know Dr NY and I talked briefly about what the evaluation process supervision and evaluation of principles looks like um and and trusty Williamson when you and I first talked um uh you know I suggested that I think the interim one of the primary roles might be to continue with principal supervision and evaluation um I thought about that a little bit more and and now you know my my thinking shifted I wonder whether or not Dr NY could help play a a key role in that um

172uh because he sits with me and principles and goal setting and uh and those sorts of things um but the interim certainly would would be available to provide support and oversight um so that's part of it um you know there's there's weekly cabinet meetings and there's stakeholder groups like like our our psac tsac lsac sa- saac um I I would definitely recommend that the interim superintendent play a role in attending uh those meetings collaborating with those stakeholder groups to ensure continuity of of uh Community voice as as the district is moving forward um and then the third big group is focusing on supporting District goals so you know our principles have wigs wildly important goals we have everything in the LC cap and we have the facilities work the upcoming Bond sale and then the

173subsequent facilities planning the Strategic plans for uh you know we talked about two of them tonight um I mentioned steering the ship on the current heading uh you know my recommendation would be to have the interim help find ways to continue to build internal capacity um and and to be available to support folks so does that help a little bit more in terms of thinking yeah yeah that does and you have a followup yes good um so as you're thinking of those items um my understanding is that that stirs that they can work about a thousand hours I'll look to this areas to answer the earnings there's an amount that is set each year the amount for this year is around 74,000 total so then we'd have to see what hours dollar no $74,000 I'm

174sorry okay okay okay total so for this school year so about and it's about $1,000 a day for a interim is it can be anywhere from a thousand probably more like 1,500 um is about although I would caution you some of these are topics that we've reserved for close session to preserve the board's bargaining ability with and entering into a contract with somebody and I guess where I'm going is about how many days would you anticipate in order to to accomplish these Mission critical items that you mentioned to us how many days a week would you anticipate that the interim would be needing well I I I think in a in a general sense in my mind I was thinking you know the recommendation would be you know two to three days a week over

175a period of time uh over the period of whatever the time is I I think those Mission critical objectives could be accomplished by the interim superintendent can I ask another follow up follow up okay then keeping that in mind does that mean that we would need to have two interim superintendent Pro um because I think that um over that the hours might go over that limit would that be what uh what you would be thinking of that's possible it really just depends on what's negotiated with the with the individual and whether or not within that earnings cap there's enough time for them to to to to work two or three days a week we'd have to work that out and that would be part of what we negotiate with somebody let me ask one more

176followup followup okay then with that in mind um do you know of any situations circumstances under which actually maybe two people might be hired and that one would be this interim superintendent and one could be like an adjunct or could be maybe report to Dr n or to help with the principal side in other words to take a chunk of that so perhaps they wouldn't have to work to the three um days a week maybe it could be one or two days a week and then we could have or that the new the the um District could have the same interim superintendent for the entire period rather than having two so I'm not familiar with that model after you asked me about it previously I you know asked a few other folks and I you

177know I in my quick brief conversations I didn't hear anyone say yeah we've done that more common is uh uh employing an interim superintendent for three or four months they get close to their earnings limit or they say I'm I'm really only interested in working for three or four months and and then uh the district employe a second interim superintendent um I'm not suggesting that's the way it has to happen here but that's the other model if I've seen more than one over an extended duration of time that they've been um uh consecutive chronologically not overlapping at the same time um however you know the board is certainly free to make any any decision they want about how how to structure uh subject to whether we can find somebody to do that you if I

178if I could I believe Santa Monica Malibu did that and it didn't work well because you had nobody knew which one was in charge and they both had different thoughts and Direction and so it uh I believe it was Santa Monica malow it just occurred to me um and it what there's a reason why other districts haven't done it is your is yours a followup because I have a followup if not okay okay um so my followup is um when you talk about the earnings limit when does the clock start so is it um January to January is it school year to school year or is it um what is the what is the time frame on the earnings limit um I can double check but I think it's for the school year but let

179me double check on that see if it's thank you other go ahead trusty Pearson so um new information about the working restriction piece um Dr churcha you've been uh the face of the district out in the community and faced to the school Community as well too that's time consuming so in your thinking how do you who's going to cover that well it's a great question I I I think you know we we have capacity here on on staff to to do some of those things but I guess I'd want to drill down a little more deeply like what specifically are you talking about you know last night you and I were both in attendance trusty Ward was there as well at the CF um uh uh I don't remember what it was called but a

180CF event let me just R uh chamber activities uh Ed Foundation facilities yeah um or functions um calate San Marcos um Mar Costa College yeah should I go on yeah no no no no thank you that's helpful that's that's great um you know I would say that uh you're gonna if I were in your shoes I would be empowering the interim superintendent to to to to talk with staff about what are all the things on the calendar in a given week and and who can be responsible for what I I think the the interim superintendent will um need to have priorities and and those priorities might be um internal facing uh working with principes and staff um and and cabinet and then um some of the folks on the team could take the external pieces

181conversely it it may be desire of this board to have the interim Focus externally and go to those events and focus the time there and then rely on on staff here to um keep some of the internal things going so it's going to have to be a collaboration I guess followup followup go uh city of Carlsbad yes so who is going to interface with the city of carlbad yeah so so you're asking um sort of tactical questions that we have not yet determined well we we would love Direct from the board in terms of moving forward to recruit an interim and and I think once we have a sense of who that person is and how much time is available then we'll sit down and work on the tactics of who's responsible for what when

182how and why and we'd love to absolutely report back to you so that the board has a clear understanding of of what to expect thank you yeah tra beff you gave us two options and I'm just wondering I've never done this before um does it have to be a retired superintendent no no no I uh when we talked internally and I and I talked to a few other folks um the the you when you think about who might be available to do to do this work right um there's there's not a lot of non-retired superintendents on the street um so so so you know what I mean like that that's why the recommendation from us is look for a retired suit because they have governance team experience they worked with uh school boards and and

183I think they could slot right in um I'm not suggesting there aren't other options those were the two options that I think make most sense to me but by all means the board could explore other options if you wanted to I hope that makes sense it does I just didn't know if we were limited to that or if we could explore other options if there was somebody in this area who knows our schools and has worked in our schools before and yeah it's your decision I'm I just didn't know if we were restricted to those two thank you but I I do want to clarify because I was um so could you repeat the two because the recommendations from staff are to direct staff to begin the recruitment process and for an interim and then

184bring back um several individuals to the board or was it one individual to bring back candidate I didn't say um you know I think at the you know so so number one we want to know is the board interested in staff beginning the process of recruiting an interim yes or no so yes or no right that's that's an and you know so and you're recommending yes and we're recommending yes yeah yeah um the recommendation is allow the new board to be elected be seated and then that board can talk about how to fill the permanent role in the meantime Ed Ed code requires that you have someone who who can fulfill the duties and role of respon responsibility as superintendent so so just for a simple timing thing let us start working on this now

185on your behalf um and and then uh the second one was we were interested in knowing if the board is satisfied with our recommendation to seek out a pool of retired superintendent that's cool because if you're not then then we'd want some additional direction from you um does that make sense I just wanted clarification on that before we continued going on uh trusty Ward you were next you're good okay trusty for bth is there an opportunity to ask our community what they would like because well I I know you're saying we're looking at retired superintendents but if we were to open the pool to other qualified people could that open a door for somebody who could then perhaps move from interim to permanent and I don't know if I'm asking this question correctly um but

186no no I understand so I mean if if instead of a staff reaching out directly to possible candidates and developing a pool if the board preferred to have an application process where anyone could apply for the position regardless of of their retirement status that's different um you could do that uh I I just I wonder about how quickly we could get that up and running and I and I wonder about the you know fruitfulness of that um how many folks are out there you know there there is an ed Coda requirement it's not Ed code says something along the lines of superintendent are to be credentialed unless the local governing board decides that they don't need to be credential right so so there need to be some time um for the board to discuss all

187of that as well so you know an applic ation process would be different and more timec consuming than than what we're describing which is we'd bring you a pool and you review that and make a decision so some of this is just from from my perspective it's trying to be expeditious so that um by the time I transition out you you're in a place to appoint someone who can fulfill the necessary roles other questions I did have one also um would you anticipate when we bring in an interim that they would also be able to assist the board in hiring the permanent superintendent would would that be an attribute you think the board should be looking for I mean that's up to the board you know ultimately it's the it's solely the responsibility of the

188board to make the selection of the next superintendent and and I would argue it's solely up to the board to to you know decide timeline and process and all of that right my question is as you mentioned a lot of different Mission critical m Would You Do you believe what mission critical would be is is that an interim would be able to assist the the new board um in actually that process uh to to the extent that the interim could help um work with uh direct assistant superintendent Aras to find a search firm Etc then yes I think that that person could could could do some of that work um for me Mission critical is supporting the board in effective governance and whatever that means that takes yeah so just to clarify you would include

189the selection as part of that governance the consideration of search firms for example you think so okay well and just one more um when we say search firms then it would also be to um trusty verb best's point that um uh as far as you know conducting surveys and potential forums or um or uh um workshops and all those things as well yeah I mean so so that's not part of our agendized item this evening but but I think that when you do determine how to move forward on a search you'll be determining how to do forums and everything else I don't necessarily think that the interim superintendent is going to play a role I think you're going to pay a consultant to do that okay that's that was my question thank you that that

190was what I was getting yes yes I think okay very good JY Williamson what do you anticipate as how much time would you want to have with the newly appointed interim superintendent and what what what what would that handoff be like um yeah great question uh it's fairly tactical and I don't know that I've gone that far in my thinking but if there's a possibility of some overlap great if there is not um that's okay too I'll make sure that I'm available to to to help with transition sort of stuff even if it's after my departure date I you know I'm invested in making sure that the new person's successful any additional questions okay because it's the information item now discussion uh by the board so any discussion trusty Williamson the thought of having um

191two interim superintendents when you have at least two new board members seems a little o um less than ideal and I'm I really would like to consider the thought of having an interim and then having a second person who is not goes by the not an interim superintendent it's but it's someone who would be hired to pick up some of the superintendent's responsibilities and it could be you know the principal oversight and evaluation and then and maybe that person could maybe be a former principal or um and then that person would would actually report to Dr NY and and so that would take that whole chunk away from the superintendent in the hopes that the interim could last the I think it's going to be like seven months and I believe that a lot of

192the time is going to be taken in establishing relationships between the superintendent and the board and for the board members to go through that twice as well as the superintendent to go through twice for having two inters anyway I would just like to if there would be a way and I of having one in room superintendent rather than having to you know looking forward to that looking ahead and then maybe some of the items that Dr Churchill kind of Chunk that this chunk could be assigned specifically that person so which would not come into the same issue that Mr Dill talked about where that they didn't know who was doing what in other words there's one one specific interim superintendent but then we would some of those typical duties would be given to a different

193person so anyway that's just and justy Winston I I do want to um uh just interject that um the board hasn't decided whether it's going to be a 7 a month period of time so that's going to be a decision that so like I say it you know and I'm not sure that that that decision I don't think is going to be made here tonight so I just want to um just make sure process check just you're talking what what can we talk about right now on this right I'm just saying that right that that's what I'm trying to it's not necessarily a process check but I'm just saying that um that deciding between two and one and those types of things and duration has not the duration piece would is not something that we're

194deciding right now as for for conversation purposes only trusty what so for um this discussion I I would go with the option two that the staff is recommending and for the board to start recruitment um also just want to say thank you to Ben for um or superintendent Churchill Dr Churchill for um putting these you know Main important parts the training of the new trustees stability and the number three um list of things that he shared so um I would like to to move forward with that Tristy Pearson now that I know what I can say and not say um I would agree with that too and reason I would agree with option two is because um thinking about smooth transition um for the whole district and also giving enough time to the new board

195to set the process up for hiring the new um because they have to get up to speed as as being a new board members and then giving the cabinet um giving the cabinet uh just marching orders to keep going forward on that and not add any nuances that might take them away from priorities that we've already said set for them in terms of goal setting and everything lcap and so forth so that's why I think option two uh gives that kind of uh stability to our district other discussion yes just wison and I agree with option two yes that that was part of the supposition of what I what I was presented but yes and I too agree with um option two and um since I will be the only board member that has actually

196gone through this process that will be left um I do believe that um that the interim would play a role in just and I recognize it's the recruitment the recruitment firm that would need to be involved with that but um uh I do believe that staff was was helpful um in the process of well just just what to expect in those types of things so I think that that would be helpful with an entirely new board except for me so I that's why I do think option two is the best because we can get that person up and running relatively quickly before um or at least um uh um you know by our next meeting would be the hope so um that's so I do agree with option too trusty Williamson if I can just

197respond to that um staff made it very clear that the in previous situations the superintendent has totally there's been a wall during the recruitment process and through everything so the the this previous superintendent really did not staff was assist staff assisted but the just when you said that in the past that superintendent I that hasn't been what I've seen in fact that there was a there was a very specific wall run I do not want to know who's they didn't know who was applying they didn't they didn't know about the search firms it was all it was all through Mr Grove but but anyway so just wanted to clarify this well I I know I spoke with I'm sorry um with superintendent levelyy I spoke with her for hours asking her about just the process

198in general not and again she it wasn't about you know who was being interviewed and all that but it was definitely about the process and what to expect and you know you know where would where do we do the interviews for instance I mean just you know Logistics type stuff that I had no idea about um that and I think this is different because an outgoing superintendent I think is different than an interim you know I think an interim and to your point um trusty Pearson um I'm not sure in interim someone who's going to be here just to kind of hold down the fort you know would be um uh that their time should be spent maybe doing some of the things that you discuss so and again that's a um um they're not

199a permanent uh they're not a permanent superintendent so I think we do have to look at the tasks and the things that um we would be asking this person to do it it's not going to be the same that's from my perspective it's not going to be the same same so that's all I was you know the process you know again being the only board member that will be will be going through that process that has gone through the process I you know I would definitely want that um I would want that interim to be um able to assist so um any other discussion trust for Beth um since we um are under a time crunch and Dr CH Churchill said that for expediency sake um it's best to hire a retired superintendent for this

202don't we get the full story trusty Rollings says she told trusty verth that they were not to discuss the substance of an issue being placed on the agenda that you can only discuss the order of the agenda and that's true I've read the brown act a few times so let me ask you a question trusty Rollings why wasn't parental notification placed on the agenda this summer The Board voted to do so last November and agreed that it would come before the board before August so the only reason that it didn't come up as if someone decided to willfully ignore a majority vote of the board and not place it on the agenda and as you've noted the only person who would have been able to do that would be you and deciding to do that

203would have been required a substantive discussion of why which would have been improper right so perhaps it's time for the board to fess up about who's breaking the rules around here $10,000 in attorney's fees is a pretty steep price to hide something from the public although it's just taxpayer money so what do you care perhaps the real benefit was keeping an item off the agenda to protect some ugly Secrets happening in cusd what might that be well perhaps it's related to the gender support plan that I asked to place on the agenda for tonight which superintendent Churchill erroneously denied as well I can imagine that parents who just get to see page one of this plan and see the options for keeping a child's gender transition a secret from their parents might get upset about

204something like this I wonder if anybody on the board has even seen this until tonight until I sent it to you who therefore cost the district $10,000 in legal fees that was an interesting admission especially since invoices from law firms are confidential and prohibited from being disclosed did you self-report your own Brown act violation and I'm sure that you didn't so I'm sure the rest of the board took steps to report that instead right no to the rest of the board the board president's conduct is on you to reign in you are an example to the new board that will be sworn in in less than two months do you want to to set an example of a board that follows the rules or one that allows its members to ignore votes ignore rules and

209with the additional changes that you've made um and and um I I'll stay why I I think it still leaves up too much interpretation in terms of who can participate If the vice president can participate in the uh board planning meetings or not can I on justy word um but you know we've added new people to that right so we've already added additional an additional person to that and can I also just State why um um I wouldn't vote for because I just wrote something up and I just want to be able to read it um why I would not be voting for it in without your changes yes you can do that okay um so either with uh trustee Rawlings change or I would request that it be reverted back to its original wording

210uh my reason for this request and I just want to share this with the trustees is said it stems from a fact when trusty Williamson proposed a change she referenced a personal example where she disagreed with a decision which led to the suggest suggested Amendment as trustees our decision should be made in the best interest of students and I don't recall any articulation of how and why this change is in the best interest of students but rather driven by personal interest and I'm just really not comfortable with um moving forward with that change also I just want to state that you know trusty Williamson has also really pushed on not deviating from any csba models and because they are carefully and thoughtfully vetted but but here it seems to be not an issue trusty verth

211did you have a followup I want to go follow up first okay trust Beth yes I'd like to follow up on trustee Ward's comment um I do believe that trusty Williamson's amendments are in the best interest of our students and for the past 25 years or more this this board has always Incorporated the cabinet which is in addition to the board bylaw as well as the vice president so that questions can be asked and answered um and there is a Viewpoint diversity on um in those meetings and so I believe that um Dr Churchill as well as other superintendents have valued those insights and Dr Churchill expressed that um during his evaluation I spoke to him about that and I believe that this is something that um you know our school district uh has felt

212that is important outside of csba and we do not have to adopt everything that csba says they are suggestions and so I believe that it is in the best interest of our students and our community so I will not be voting for the Amendments and changes that uh president Rawlings is making a recommendation for and the reason for the the Amendments is number one the um the current form of the board bylaw um still makes the president responsible for the agenda but doesn't provide the um the decision-making process available and number two when there's disruptions and the lack of efficiency takes away from student um from uh our mission which is all about the students and so when there's chaos disruption undermining there's no um uh there's no learning going on it just becomes this

213um uh this back and forth battle where um you're not getting the work done that you're assigned to do and so this the other piece is is that um when if if there's no if there's nobody making a final decision when you have three people in the room you have and they all have differences of opinion who who makes the final decision and that seems to be um uh that seems to be um absent so and again if there's this type of of disruption you know who takes that responsibility and for that type of meeting and it falls on the president but then you don't provide any discretion uh for this so um again that's why I I figured I would at least make a take a stab at um making some amendments that seem

214more um uh appropriate for the um for the bylaw um and so um I unless there's any other discussion Jessy Williamson yeah I guess I feel I do feel compelled to respond um to miss Ward's comments I believe that when I had made these recommendations it wasn't in regard to anything that had happened to me when I was serving as board president board vice president it was as a result of um trusty verth being excluded from participating currently and um and that and I had I think I had stated that and then subsequently I was asked questions well what would you do what would you do and then that's when I had said well I was probably in situations where so it could so so it was not I wasn't going from my personal experience

217insert yourself into into those decisions um and that um and um I believe that it's it's very much micromanaging and when you both or when there was a hesitancy to vote on something that would impact the future board that you voted no and trusty Pearson I had to encourage you to vote Yes on something that you were going to vote no because you didn't want to impact the future board for you to insist on this board bylaw I find um um I find disrespectful and I do find um uh I I'm I'm saddened by the fact that you feel so compelled to leave that as a parting gift to the board so I will be voting now trusty Pearson so trusty Pearson is it so since you called me out um president Rawlings um I

218would hope you consider before we were ever on the board that this board board pass boards use the President and Vice President as a also a training ground for vice presidents to become president so it it would be continue to be an efficient board and it's disheartening to me that you have as I perceive taken on to say that we're leaving a thing what we're doing is or I'll speak for myself what I'm doing is keeping the success of this District in terms of future boards and the success of uh board planning or excuse me board secession to continue so if a vice president succeeds into a presidency they are trained and particularly in light of having two new board members where you're going to need experience on that so I I see this as

219a very favorable opportunity to see that the future board including an interim superintendent a new superintendent is keeping the board um stability I think um that csba training says and I've had to do this many times my personal agendas are taken back and my agenda is really for the benefit of all kids in this District so as I serve on anything here agenda planning too and you you know I had a decision to make very similar to yours and I said yes voted for you R because I saw that it was more important for consistency in the future and stability of this board than my own personal maybe my own personal issues with you so that was more important and that's a priority so it's discouraging to see how you've called me out and I'm

220G to call you back out Kathy excuse me president Rawlings trist verth I was going to reserve this comment um but I'm going to say it now last month our meeting ran late I was unable to make my final statements regarding this board policy or board bylaw 9322 I'd like to discuss some statements that were made at the last meeting about the potential revisions the agenda planning meeting is not a closed session meeting and the issue is related to a public vote consensus vote that was made by our board in November of 2023 so the public is entitled to know what happened our board voted to place the issue of Parental notification on the agenda for an open session meeting before August that didn't happen so if the public wants to understand why this issue

221came up it's because a majority consensus vote of the board by thumbs was ignored by the superintendent and the board president at the last meeting when the comment was made that I prevented the superintendent and the board president from doing their jobs and cost the district money I would like to State the opposite is true last November the board took a public vote to place an item on the agenda the item was removed from the agenda and I noticed this during an agenda planning meeting prior to June and I brought it to the attention of the superintendent and the board president during our planning meeting I have been accused of being dismissive and disrespectful by discussing the merits of specific items when I simply expressed my concern during a board agenda planning meeting that an

222item which had a consensus vote by the board to be placed on the agenda was removed president Rawlings commented last month that the purpose of the board agenda planning meeting is for the ordering of the agenda and time frames for items for discussion on the agenda that is exactly what I did as a member of the board and the vice president of the board I am required to ensure that those rules are followed and when the board president decides not to honor a majority vote that warrants a discussion and does have the potential to cost us time and legal fees it also took hours of my time to conduct research regarding this matter we have rules for a reason and that means we have to follow those rules if those rules aren't followed then there

223are legal repercussions for those rules and what is shocking to me is the willingness of our board to ignore a majority consensus vote of thumbs made by the board a vote that we made ourselves for reasons which are highly inappropriate and that is my statement any other discussion I'll I'll just say that um the public will be able to see exactly what um the emails and everything because I have made a public information request for that information and so the public can make a decision for themselves about um uh any disrupt ition that they may have perceived or not perceived Miss Garcia please call for the vote trusty Pearson there it is yes trusty Williamson yes trusty Ward no trusty verth yes trusty Rawlings no motion passes 3 to two next item is 7.9 approval

226wrong I'm sorry um just he highlighted uh the variety of Youth oriented programs that were attended throughout the summer by over 10,000 community members and that participated in the programs this past summer um it was International literacy day in September and he wanted to highlight that the city promotes literacy through the summer literacy reading program and this summer approximately 3,000 participants um participated and that was an increase of 20% from last year with community members logging in over 25,000 hours of reading time um they're also looking for volunteer tutors for the adult literacy program and you can email the library if if you want to get involved they highlighted the new Monro Street pool um which was approved in September by the city council uh over $18 million in funding was authorized to update the

227pool which was originally built in 1982 and it requires significant repairs and upgrades to remain operational um so some of the things that the voters were weighed in on um uh the design was selected and they um included a larger pool with 50% more Lanes an 8ft wall to reduce noise to the surrounding neighborhood a larger pool deck with outdoor lockers and showers an updated locker room more shade over the bleacher area a larger parking lot new entrances upgraded pool equipment storage areas replacing existing solar water heat heating system as well as inst installation of rooftop solar panels to generate electricity so the contract will be awarded in early 25 and it will take about 18 months to complete two superintendant were available to attend the meeting um superintendent from Encinitas Union School District um

228Dr Andre gray and Dr stefari from Sano unified both emphasized their great kickoffs to the school year we miss Dr Churchill he was under the weather um but we U missed you and we had a great kickoff as well here in carlb unified um they shared how they reviewed District vision and goals and one of the things that I really appreciated Dr Andre gray sharing is they um their District wanted to really work on imprint uh improving the sense of belonging and they did that by hiring four bilingual Community leasons with person who personally reach out to families in the community Through phone calls and personal connections and there was a direct correlation with increased participation in the activities that are offered through the school district but not a direct Cor ation to um attendance

229and they said that they were going to be working on that next and looking at obstacles and barriers to attendance in school um Dr stefari shared that they have a brand new elcap plan with three big goals to increase and enhance student opportunities for Access belonging and increased achievement and they're currently um working on a feedback process transparent feedback process of unit development for ethnic studies which um we're embarking on here um one of the um presentations had to uh was called critical incident communication uh it was conducted by police captain Ryan Opa fire chief Kevin Lind and Tim Evanson from our school district um they one of I really learned a lot from this uh presentation this had to do with a governance request that I had made following up on the incident in

230April at carlb high school during the lockdown um and so I learned that there are two things that happen um with Public Safety Communications for developing events and one is the Gathering of information and one is the delivery of information and I think this is important for parents and I would really invite parents to check out this meeting on the city website because it's very informative um especially as a followup to what happened in April but the Gathering of information that's unvetted the delivery of information is the vetted and so there was some complaints in our community from parents and concerns that you know unvetted information had leaked and that was where some of the fears were um um originating so I thought they did a great job explaining um some of the things that

231they um lessons that they learned because I think that makes us all better when we we accept the fact that we're not perfect and we did the best we could at the time but we want to better next time well we hope there's not a next time but um it was a hoax phone call um that they were anticipating both Public Safety and school districts were aware of this hoax that was circulating and they were planning on it um while the hoax call was anticipated the unvetted information which which circulated created more chaos than necessary and um so I really appreciated the five things that the captain of um the Fire or the police dep Department um mentioned you can go online and look at them but they have uh looked over the whole situation

232they've looked at their communication with us they've looked at um their communication with what's called northcom system which reaches out to the north county community um other fire districts and other police departments and so they're looking at reformatting their call types because some of the call types gave uh the the the community kind of a high alert and the reason they do that is because they want to have as much U Manpower Personnel to respond if needed so they basically over plan and that for me as a parent was very comforting to understand the process that they go through and that's why some of us were um wondering why is the SWAT team there well the SWAT team actually the police chief he he mentioned they happen to be in the area they weren't called

233to be in because we needed them they were happen to be in the area doing some practice drills and they came so there were just a lot of pieces of information that I felt were um very valuable I encourage the public to check it out um they did en encourage everyone to uh download this app it's called The Genesis protect app g n a Ys and again you can go online and look at this but what this Genesis app does is it um they have a geograph graphically um identify different segments in our community and if you download this app you can pick your favorite zones within our community so you're like if your kid goes to Sage you can pick that zone and if your your home is in aviera you can pick that

234zone or if you have a kid at Valley Middle you can pick that zone so it gives you realtime information that's updated from both fire and police so it's called The Genesis app um Tim uh Evanson and Dr NY and I also spoke as a followup to this meeting and we agreed that clear communication and followup with our our families after the incident is also important they did a great job following up with the students um on campus at carlb high school and I talked to Julie Redfield about that the principal and um but we we did agree that we could do better messaging to our community after the incident so that they have a clear understanding as to what happened and have all the facts laid out and so I was appreciative of Dr

235NY and Tim coming alongside and saying yep we are willing to grow in this area too and make it better so um that's that's my update um there was an environmental sustainability program update there were presentations both by the city of carlbad climate action Katie um manager Katie hendrik and then a senior program manager a APAC Jones and they did a great job talking about our uh recycling programs that are being used very successfully in our community and our school districts and that's the end of my report thank you and now we move on to 8.2 trusty requests for information from staff trustees are there requests for information from staff that have already been discussed with the superintendent and have been recommended to bring to the board I do have a request um and uh

236I had discussed it with um Dr Trill and we had all agreed that we wanted the um public information request to be placed in a portal on the website and it has been and so I wanted to get information from um uh from staff what it would take instead of having just um numbers that there actually be um just a brief uh summary of what or an indication a word of what it entails so if the information request was about curriculum that it would State curriculum um so it would make it easier to search so I was um I wanted to see if I get consensus from the board to see if that would be um possibility to do okay any other is that work for you okay great thank you and um any other
