001okay good evening it's 5:00 P p.m and I call this meeting to order have any blue cards been received for close session items we've received one blue card for closed session items per Education Code 35145 do5 and government code 549-5433 and indicate whether or not you live within the boundaries of the school district you'll have three minutes we'll have the timer on the screen and your mic will be muted when your time has expired the first speaker is Scott Davidson good evening tonight I thought I'd show up early and start with something you would all enjoy before you go into closed session to discuss my complaint let's all imagine something that everyone in this room would love let's imagine that Scott is wrong wrong let's imagine that I get up here and say something so

002clearly and obviously wrong that it be can be quickly and easily disproven with just a short simple statement wouldn't that be great I can just imagine the Delight on the faces in this room if not only was I wrong but if you could explain to the public how wrong I really was no our enrollment decline wouldn't look worse if Dr Churchill had used the day one number instead of the October count because here is the number proving it no we're not surprised that enrollment is dropping because here here is the demographer report showing that birth rates did suddenly drop in 2017 let me give you a further incentive to prove me wrong I would hate it I would be truly and shockingly embarrassed if it turned out that I had all the wrong numbers and

003all the wrong reports and all the wrong conclusions I would honestly make me look like an idiot because not only would I have been wrong but I would have filed what would turn out to be a completely frivolous complaint against our superintendent and wasted my time and your time investigating a baseless complaint so let me double down I'm asking you to prove me wrong and even better I'll tell you how to prove me wrong take notes if you want but it's really easy ready share the day one number for enrollment for this school year prove that an Apples to Apples comparison of day one numbers wouldn't have been different than the number that Dr Churchill gave us at the board meeting in September easy right just one number and boom Scott is wrong number two

004share the birth rate report showing that birth rates began to drop in 2017 boom Scott is wrong that the birth rates were declining since 2008 even as enrollment went up three share how to superintendent Church Hill had never seen this birth rate report until July which would explain why he's been predicting flat enrollment as recently as the June budget report but yet now he's not surprised that enrollment went down on day one boom Scott is wrong that Dr chair lied about being surprised now look I feel bad leading you through this little fantasy because we all know that that's not going to happen as much as you'd love to prove me wrong you can't because everything I said is true what you should really be thinking about is how you're going to explain to the

007American heritage month which was first declared by President George HW Bush in 1990 it is an important time to educate the general public as well as young people in schools about the bias discrimination and unique challenges faced by Native American indigenous people both historically and currently and the ways in which they have con confronted these challenges they are also not always well represented in media books curricul curriculum Etc there stories are often reduced or excluded when we discuss and teach history and there is a history of exclusion bias and discrimination against Native American people it is important that we learn to be better by understanding our history and take the opportunity to commemorate the rich and diverse cultures traditions and histories and acknowledge the important contributions of Native American indigenous people in honor of this

010around the corner students are excited for sorry at Carl's Village Academy the seniors have been working on their post high school plans students have had guest speakers from Mira Costa Palomar TCI Mira Costa and recruiters from the Marines and navy also uh CF purchased 15 Mac minis to support the graphic design CTE pathway the students at Seaside took advantage of a generous opportunity provided by the old Globe Theater on November 3rd the students and staff saw a performance of Shakespeare's Two Gentlemen of Verona Verona uh both students from Seaside and Village Academy held a no place for hate meeting last week moving on to Sage Creek Sage Creek had a no place for hate workshop on November 3rd where students staff and community members came together with the Anti-Defamation League to discuss how they can

011make their schools and Community more accepting and inclusive they had their first dance of the Year their fall form noral at the crosed flower fields on November 4th Sage Creek is also hosting a canned food drive after Thanksgiving break they have they have their first football home football game or baseball game basketball game oh my God I'm so sorry I messed that up so bad I'm so sorry oh my God basketball game of the season this Thursday and Friday boys basketball will take take on ra Ramona on Thursday and girls basketball will play against Canyon Crest Academy on Friday this week is Sage Creek's finals week and marxy ended their first trimester they will start the second trimester after Thanksgiving break Sage Creek had their Signing Day on November 9th and the Sage Creek dance

012company is hosting its winter performance on November 30th and December 1st in their performance their Performing Art Center moving on to carlb High School Carlsbad High has concluded its water polo and football season and is now moving on to the winter sports on November thir 30th the Lancer dancer show case will begin which takes place at the CHS C Cultural Arts Center cbed held a no place for hate committee on November 7th crsb high is part partnering with live live live stream blood bank to host a blood drive on campus on November 30th the car's bed fire department will be hosting a Lancer life skills Workshop that teaches students basic first aid and CPR on November 9th Carl's B held their Signing Day in the quad to recognize all of their committed student athletes the

013fashion 2 class designed and made their own costumes for Halloween they collaborated with the digital photography class for some photo shoots and lastly the Carl's bed loud crowd was just recognized as the number one student section in San Diego thank you we now thank you we now move on to item 5.2 superintendent report thank you sir I'd like to highlight recent Communications that dovetail nicely with two of our agenda items this evening as you know we publish a weekly District newsletter called carlb unified connections we've received positive feedback about the newsletter especially our practice of recognizing ing staff members through our monthly certificated staff Spotlight and our monthly classified staff Spotlight two weeks ago we were proud to recognize the amazing contributions of our ptas and our ptsas we're very fortunate to have such dedicated

014parent groups supporting our students I'd especially like to thank our president of the carlbad unified Council of ptas Shauna Hurst for her tireless work in support of not just her kids schools but all schools in our district later on the agenda tonight we'll also have the opportunity to recognize all of our incredible parents and in our newsletter last week we shared an update on the work we're doing towards earning no place for hate designations at each of our schools much of the information we'll share later tonight was contained in the newsletter update last week in an attempt to make sure as many folks as possible have access to and an understanding of the work we're doing at each of our campuses there are a couple of people who help make the newsletter come to life

015each week including an Garcia and Bev dicola I'd like to thank both of them for their excellent work that concludes my report thank you Dr chural we now move on to item 5.3 public comment on non-agenda items this is the time that members of the public have the opportunity to address the board on any non agendized item that is within the subject matter and jurisdiction of the board how many blue cords have we been received for non aend genda items we have two blue cards thank you uh with two that's three minutes each in order to allow speaker to present their comments ensure we are able to properly attend to the business of the board per board by law 9323 public comments will be limited to 20 minutes this means as I said each speaker

016will have three minutes each when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district the first speaker is Shauna Hurst well thank you Dr Churchill for that great intro Shauna HSE with the carlbad unified Council of ptas because I'm just going to keep on uh giving the thanks for our ptas uh with my update we have at Valley Middle School PTSA they collected enough first a supplies from their parent Community to build 50 emergency backpacks one for each classroom AOE PTA had an absolutely amazing Veterans Day breakfast in Flag Ceremony with a performance from their Royal Eagle chorus and I get the that there were lots of Tears because they say there were a lot of emotions so

017that's um very easy to do with a Veterans Day event um AOE also raised over $5,000 for their library from their fall book fair and currently they have 54 reflection entries and had a congratulations entering party with metals and donuts and they have over 1,900 canned goods for that will be donated to Hope leadership at CH they also held a book fair raising over 5,000 for their library and on the last day of the book fair we pulled over $1,000 worth of books and distributed those to the classroom libraries and they're currently preparing for their Winterfest Community event Hope Has raised over $20,000 at their monster mesh and they also have approved buying the second gr Team all the supplemental manipulatives for the youly phonic program you definitely need phonic to say all that and

018they also have the rendering for their new native habitat ready to go um because it is November and we're really thinking about gratitude and thanks I just want to say thanks to all the amazing parents and community members who help donate their time and money to raise over almost a million dollars to put back into our school thanks to the parents who hold PTA board positions the volunteers at the book fair as the job aons in the classrooms all the setup and cleanup and on the hundreds of activities that we hold if you just hear all the activities that we hold there's always someone setting it up and taking it down and especially um CD custodial we love them as well so if you're not currently involved with a PTA there's still time we have

019lots of school activities coming um and if you haven't joined or donated and you're happen to be watching this I would really encourage you to do so and I do want thank Dr Churchill for highlighting all of um the ptas and if you haven't read through that and follow everybody on Instagram everyone's posting it's amazing if it you want to see what's really going well in the schools follow that it's awesome so thank you and Happy Thanksgiving our next speaker is Tamara Dixon hello Tamara Dixon this is one of the hardest speeches that I'll ever have to say um It's My First Amendment right to expose the pornographic and the sexually explicit books um and one in particular fun home which is among many other available in the cusd school libraries these books can be

020found as ebooks and auto auto um audio books through the website like Destiny and Sora which is available through epic and clever the author rates this book as an adult graphic novel only not intended for 18 years or younger why have the pornographic books been allowed into our school system at all perhaps truste Williamson who have been who has been in the uh school system for 20 years has been has become complacent and you have allowed this kind of material to come into the cusd um District trusty Pearson you have blinders on I hope this will wake both of you up to the trauma that you have done to the students you are supposed to protect this is an easy equation CRT equals deib equals gender identity equals porn pornography and sexually explicit books I

021would like access to the library to AUD audit the books and have all access to the uh to the websites this is a really really tough thing for me to do and there are books in there that will shock you I hope you guys really know what's going on do you know what's going on you can shake your head but I would I would like to know Dr CH uh Churchill I know that you probably do and Dr n you're supposed to be with the curriculum and what the hell are you doing I'm just I'm just really sad and disappointed with you guys what about you miss Ward you can't even look at me you can't even look at this picture so okay thank you very much thank you we now move on to part

023district I'm a retired CHS teacher and have been in carlb for more than 40 years I've been a long-term advocate of open space and Parks so that's what I'm going to be talking about tonight uh when my children were young we could utilize magnolian Valley Fields almost any time after school on the weekends now with all the security fencing which is needed um access to the fields is limited the city counts the schoolyards it maintains as part of the total Park acreage and therefore access by the public is important and guaranteed tonight you are approving the agreement with the city on the maintenance and the use of these facilities I'm here to ensure that the school district knows of its responsibility to keep those fields open after hours during days when schools is in session

024the head of parks and wck Kyle Lancaster has informed me that the district is responsible for opening and securing those gates from 8:00 a.m. till 10 p.m. during school days um and then the city is supposed to cover the same hours on non-school days um over the last week I stopped by four schools near me when the school was on a holiday and over the weekend only Valley Middle School was obviously open the other three schools were locked up as you work with the city on this please make sure that both the district and the city keep these fields available to our children and families thank you I so okay may I have a motion to approve the consent calendar so moved Williamson second second ver Beth okay trusty Williamson made the motion trusty verf

027yes trusty verth yes truste Rawlings yes trusty Pearson yes motion passes 5 to zero thank you we now move on to 7.2 discussion forward together and no place for hate website resources and public information trustees this is an information discussion item I will now hand over to Dr NY good evening president Pearson trustees and Dr Churchill staff has pleased present tonight the progress we are making regarding the no place for hate status on each of our school sites as you are aware a major component of the forward together plan is the no place for a program implementation at each of our school sites along with the anti-bias training for all of our staff staff both these components are being done with the support of the Anti-Defamation League during the October board meeting staff received the

028following governance requests from the board that staff bring back an update at the next board meeting as to all of the trainings lessons surveys and committees that are being used at the different School sites in the district and the status of the website that is supposed to be providing updates to parents per our stipulation tonight staff plans to highlight these items listed above and also include where this information can be found on our public facing website as I stated earlier these items are also listed in the forward together plan which was approved by the board in July action item 1.4 talks about forming no place for eight committees at each of our school sites that are made up of students and staff we would also highlight parent involvement as well in both no place for

029hate committees and also the workshops action 1.5 talks about developing and maintaining a robust website that include includes items around the no place for hate program staff development as well as progress monitoring even though this is labeled a year two initiative it was clear from the direction that we got from the board that staff uh wanted us to include as much information for the public as possible as it relates to training and no place for hate we envision that the website will continue to grow and evolve especially as progress monitoring tools become available uh on slide three tonight these are the items that we uh plan to discuss and show the following information from the district's website so so we plan on highlighting the no place for hate program components and definitions as well as

030the no place for hate School site activities the staff professional development uh that we've had planned out throughout the entirety of the year as well as information additional information we have a frequently Asked question as well as some other resources that are on the website uh additionally we plan on sharing feedback from both staff and students regarding the no place for hate committees in the workshops as well as staff training that has taken place thus far regarding anti-bias and restorative practices so at this time I'm pleased to be joined tonight by Dr Michael eer uh Dr eer is going to walk us through the website components as well as highlight some of the feedback that we've received thus far from students and staff let's try that again thank you Dr NY president Pearson trustees and

031Dr Churchill for providing me the opportunity to share this work I've separated my presentation into two parts first I'll share what has been posted to the CD website to help our community understand our early efforts in implementing the forward together plan with professional development and the note plays for hate efforts secondly I'll take the opportunity to sh share some student and staff feedback on this work as I share information and feedback you'll likely notice a repetition of words and phrases as all of this work is dedicated to inclusion and a sense of belonging for every child in cusd for the uh first part for the website Dr knif if you can go to the this is our cusd website here uh if you go to Quick links which is probably the easiest way to find

032it we have for together planned listed one of the quick links so uh as you see all the different options here we'll go through each of them and we're going to start here uh with the information about the no place for hate program so at the very top there we have the no place for hate committee which is made up of interested students staff and parents with staff and parent support for the sole purpose of helping each School become a no place for hate school so this is done by empowering students to organize the no place for hate pledge signing on campus and three activities that respond to school needs as determined by student feedback and other site data any student staff member or parent interested in helping students design and Implement activities that are

033intended to help sites reach certification and create inclusion and a sense of belonging for all students can take part in one form or or another throughout the year below the committee you'll see workshops uh the workshop is an in-person anti-bias training with Anti-Defamation League facilitators for students at each site in Carl's bed unified unlike the committee the workshop is limited to a Max of 35 mostly student participants while School staff will be present for each Workshop parents interested in supporting anti-bias efforts may be able to support students in the train as well an anti-bias training is designed to understand ourselves and others recognize bias stereotyping and discrimination so that we together can create safe inclusive and unified school communities the workshops are halfday experiences for elementary and middle schools and a full day for the

034high school for these workshops site coordinators and principles are tasked was selecting a diverse group of student leaders who represent several groups on campus who are interested in taking part in the workshop and have parent permission at our high school coordinators uh and staff attempt to have a represent representation from school leaders across the campus uh with representation from different clubs like the black student union the Muslim Student Association the Jewish Student Union young life as well well as Leaders on sports team and the involvement in leaders in other leadership groups at our middle schools coordinators and principles are looking for representatives from multiple student groups Elementary School workshops are limited to a diverse mix of fourth and fifth grade students so before below this we have information on the pledge so the no place

035for hate pledge uh is part of what is done to become a no place for hate school uh and um what I'll say is part of becoming a no place for hate school is an effort to encourage students to make a commitment to be kind to each other say some say something that they witness harassment or bullying and take responsibility for a positive and inclusive culture in my years as a principal I can share that part of building a positive culture is being purposeful about reminding students how important they are and that they through their actions and words have the power to shift culture the no place for hate pledge is designed to be intentional about having this conversation with students sites are encouraged to share the pledge with students staff and parents as the

036no place for hate committee members gear up for the pledge signing as a means of developing a team effort towards building kind and inclusive communities next up we have our no place for hate activities uh this is the largest lift of becoming a no place for hate school uh schools need to do three different activities throughout the year that are based on student feedback and other data to help schools become more inclusive kind and a place where students have a sense of belonging many of the activities we have done for years could qualify as no place for hate activities such as compassion day uh the the act of Designing and implementing schoolwide activities is the role of the students in the new place for hate committee these activities should reach a schoolwide audience provide an

037opportunity for Meaningful dialogue and have clear goals and objectives I'd also mention I just think it's important to mention that the ADL is a large organization that's been around since 1913 there's a lot of work the ADL is involved in um and the ADL has evolved over time uh they also happen to offer resources for educators like the no place for hate program and anti-bias education we are focused on these two elements as part of our forward together plan so if you want to go back to the main website here or to the four together links and we'll go to the next link which is no place for school activities so as schools complete activities and the pledge signing I'll be updating our website to showcase the work from a districtwide perspective as you can

038see there are already several activities that have occurred this year uh the date at the top re references recommendations from the Anti-Defamation League on when each school when each should be completed to be ready to be considered a no place for hate school by the end of the year want to go back so now we'll go to four together staff professional development and here uh I've listed all of our professional development for for staff as related to our forward together efforts so far this year we have been hard at work this year elevating our our our effort in taking seriously our responsibility of creating schools where every student feels a sense of belonging to this end staff have taken part or will take part in the following a kickoff day focused on building positive inclusive

039culture at work ADL anti-bias trainings this is similar to the student workshop and that they're designed to support staff and understanding each student on campus recognize bias stereo stereotyping and discrimination so we together can help create safe inclusive and unified school communities we've done two restorative practice trainings uh which were presented from the San Diego C County Office of Education the restored practice training is designed to support staff in effectively building positive campus in a respectful and inclusive format restored practices are also an effective way to respond to conflict that may occur on campus I've linked here the Powerpoints used for each of the trainings if anyone is interested in checking them out so we also have uh some frequently asked questions here and we have uh San Diego County's Equity work a link to

040just see some of the work that's happening Beyond Carl's Bad unified that we're not working in a bubble here um and before leaving this page I do want to just make some mention to some lessons we've learned so far early on been like three four months here uh so before uh before moving on to part two um I want to mention that the more people we have working together to support these efforts the more effective we will be in the first few months of our no place for hate efforts we have learned that consistency from sight to sight is important to that end we have a coordinator meeting at the end of this week to review protocols for communications with staff students and families many sites have organized committees and held workshops and many schools

041have shared this information with families students and staff however we want to be sure that this is true for all staff students and families in our effort to involve and inform as many stakeholders in this important work so number one some of the things we will review with coordinators moving forward is that all parents at a site are informed about no place for hate committees prior to their formation with an explanation on the purpose of the committee and the summary of Duties and responsibility secondly sites publicize information about the no place for hate pledge prior to organizing the signing and share details regarding planned activities prior to implementation finally we will continue to work with coordinators and principles to attempt to get as many interested students staff and parents as possible involved in our efforts

042to achieve no place for hate schools and in the event that there's a reason why why numbers need to be limited a process is used by sites for selection My Hope Is that this provides us with a mo with momentum across the district in supporting inclusion and sense of belonging for every child our ultimate goal in schools is to support a path towards self-actualization where students understand themselves and lean into their strengths interest and values in pursuit of gainful employment and a fulfilled life maso's research around a hierarchy of needs dating back to 1943 is a building block for supporting this path to self-action actualization Educators understand that we do not learn for students we create an environment that is likely to lead to academic success and self-actualization for educators supporting student self-actualization lies in

043our ability to build positive relationships find relevance in our curriculum and partnering with our students and families to take responsibility for growth over time it is therefore both academically and ethically important to Educators that all students feel safe and and a sense of belonging in our schools having a coordinated districtwide effort to do just this can be a powerful way to move C CD forward and helping every child reach self-actualization it may be for this reason that the feedback on the antibi anti-bias training presented by the Anti-Defamation League has been so positive overwhelmingly the staff and cusd see anti-bias work as relevant to their role as Educators with this percentage equaling out to only three cusd employees responding negatively to the question of is anti-bias training relevant to my role as an educator Across The

044District staff responded with appreciation for the time to consider the culture of our schools and classrooms in pursuit of being the best Educators we can be as mentioned previous previously staff continued efforts in building positive cultures on campus through restored practice training hosted by CD and presented by the San Diego County off Office of Education representatives from each School site in cusd received an introduction to restored practices and restor of circles on October 12th if you wanted and we could see here um pretty good feedback from from staff who partic partic this 100% of people said that the goals of the training were met with 96% strongly agreeing we also held a restorative conflict intervention and restorative conferencing training on November 1st you want get that and again we had some great response from our

045staff members with 100% uh feeling that the goals of the training were met with 92.9% strongly agreeing with that statement as mentioned previously our site you uh as as mentioned previously our site no place for hate coordinators and site administrators have begun sharing information with students staff and parents about the forming of no place for hate committees for example Carl's B high school and Sage Creek High School have shared information with student staff and parents and have provided ways for students to provide input I've included some feed back from students regarding their desire to be part of this committee these committees then um review uh student perception data to think about next steps as mentioned earlier the role of each site's no place for hate committee is or is to organize a pledge by students

046to treat everyone with respect and speak up against hate on campus and three activities meant to lead to a campus that honors each student and build the unity of of the school community here we see students sharing about inclusivity and working together with fellow classmates to respond to hate speech and improving campus culture what we see in these quotes are leaders that feel empowered to make positive change on their campuses and in the community a few of our sites have begun the process of signing the no no place for hate pledge which is a commitment to be kind to others and speak up against bullying and harassment and a few of our elementary schools have already hosted activities like compassion day and other activities intended to support positive inclusive environments on campus on the left

047is an example at AAR Oaks Elementary School where the counselor with the support of leaders student leaders uh talked about the importance of including everyone in a variety of activities like working together in class playing games together at recess and sitting together at lunch on the right is an image from this year's compassion Day held both at Kelly and Jefferson building off a beautiful tradition of learning about ability awareness here in carlbad unified compassion day is an anti-bias focused activity with the pursuit of knowing full knowing more fully every fellow student on our campus finally our student no place for hate workshops have happened at a number of our schools Sage Creek held their workshop as previously mentioned on November 3rd the workshop ended with students creating sticky notes that detailed their thoughts feelings and

048next steps Dr wayy the principal at Sage Creek High School noted that there was not a single negative sticky note on this board students shared that they felt heard that there is hope that the early work can be a foundation for a whole Community approach to positivity inclusiveness and a school where every student feels a sense of belonging I'll I I'll end with a quote from a student at the Sage Creek Workshop as she reflected on a time she was the target of harassment in her words I was reminded that we must maintain focus on the ultimate goal of unity in our schools and our district however the path to Unity runs through the personal experiences of each child who calls cusd home it is through the responsibility of all of us to support the

049individual pathway of each child by honoring and celebrating our differences we will be we will build unified sustained strength in the words of our ADL facilitator the anti-bias workshops are simply challenging us to know each other education is both personal and Collective our schools are about each child however the effectiveness of our schools is highly dependent on building safe inclusive schools where students believe in their abilities to create positive change Ford together highlights the responsibility and the power we all have to create a place of belonging for every student who walks through the gates of a cusd school thank you to those who have already started playing a role in this effort and those that will I'm extremely hopeful for the path forward for our schools and grateful for the care that this community shows

051students every suggested reading list will be posted on the district website unquote that wasn't just truste Williamson's word to the parents and students and teachers in the public but the entire board that agreed to this but here we are in November and hardly anything has been posted to the district website at Sage Creek where I have a student and where I participate in the no place for hate committee the staff went to a training in August the staff then selected a no place for hate lesson called the identity Iceberg which was given to students during their advisory classes in September third the no place for hate committee had already met twice before an invite was sent out to parents and students including a third meeting which I did attend finally Sage Creek just held an

052all day training for staff as Dr eer mentioned and students none of this is on the cusd website if you wonder why the public doesn't trust you this is exactly why you don't have any interest in being transparent with the parents about the Dei plan what you should tell staff is that if they're not going to post the content online first then they can't conduct these trainings meetings and lessons watch how fast it would appear so what did Total transparency mean to you something you said to justify passing a harmful and divisive plan Barry Weiss a former New York Times editor who is Jewish epitomized everything wrong with The Dei plan in her recent article appropriately and simply titled n Dei she said it's not about diversity Equity or inclusion it's about arrogating power to

053a movement that threatens not just Jews but America itself she wrote how even Jewish organizations had transformed themselves to prop up these anti-semitic ideas and she gave an example of an anti-bias training which promotes this oppressor colonist Viewpoint widely held by many anti-semites today the training was put on by you guessed it the Anti-Defamation League of San Diego that's in charge of R Dei plan what did it say that quote we must teach them how to unpack systemic oppression so that they can think critically and actively challenge it you know like how Jews have oppressed Palestinians and deserve to be challenged or resisted will the board and staff Comm commit to reviewing our no place for hate programs to ensure that we're not actually teaching our kids to be anti-semitic using an organization captured by

054those who are supposed to be fighting it in the first place thank you our next speaker is Kelly Le beran Kelly lethon Carl resident Dei is not the solution it is the problem Al jazer news reported quote October 7 Hamas Fighters massacred 1,400 people at an Israeli Music Festival video showed gunman descending in paragliders mowing down fleeing revelers with automatic fire many victims were shot in the back videos taken by Hamas show them killing women men and butchering babies the dying words of Curts from Joseph Conrad's book Heart of Darkness come to my mind the horror the horror then college campuses across the country erupted in pramas demonstrations with students and professors joining Hamas calling for the genocidal end of Israel by wiping it out from the river to the Sea how did we get

055here the short answer is Dei diversity equity and inclusion are exactly what we've said divisive intolerant and hateful teaching children to view everything through the prism of race and identity you are either oppressor or oppressed college students cater walling for the elimination of Jews are the same ones who called for safe spaces vigilance against microaggressions and for student belonging and valid ation but if you're a Jewish student trapped in a college library as pramas protesters beat on the doors to get in belonging in validation don't include you because they label you an oppressor this is Dei teaching carlb Embraces the oppressor oppressed model in equity systems of Oppression training here's the first slide from the training teaching students to Everyone by identities that systemic oppression exists in all institutions Dei does not lead to inclusion

056and belonging rather it uses hate and division to lead our children into a Heart of Darkness Dei is not the solution it is the problem our young people trained to believe the oppressor oppressed Paradigm are filled with hate for Israel and for their own country in a few few weeks is Hanukah a Jewish celebration marking the miraculous victory of the macabees over Greek occupiers in BCE after recapturing the Holy Temple they searched for Pure oil with which to light the manura and found just enough to burn for one day but miraculously it burned for eight let's join our Jewish brothers and sisters in lighting candles our next speaker is Merill um forgive me if I Adrian well I'll be brief because I only expected about a minute the US seems to be engaged in a

057very lopsided culture War we have the state and by that I mean the government choosing sides we we see Justice and the media choosing to advance a divisive political ideology and suppress Western values we also see it in the Lawless lawlessness that has overtaken our cities and the subversion of the white culture and it's playing out in our schools Dei was approved by the cusd school board with some reservations on the part of some of the trustees what does it look like what are the outcomes that young people who are exposed to it Come Away with the proposed ethnic film studies curriculum focused on negative portrayals of minorities in Old films hardly a microcosm of the real world and certainly not the modern world my concern is this Dei adopts the old oppressed oppressor theme

058that grew out of critical r Bas Theory and renamed diversity equity and inclusion in light of the push back of crt's negative Concepts it is well known that words have power we going to go add hominum here just a moment Dr eer you gave a wonderful presentation but you know what stood out for me I kept hearing the word hate hate hate over and over again and even though it's precluded by some words that modify it hate was the word that came out that gets embedded in people words have the power to manipulate as well as to mislead I think what we have here is a classic case to mislead while diversity is supposedly celebrated in fact it is focusing on differences people naturally collect with those they have something in common with that is

059human nature that is why you find people with common backgrounds in countries of or origin living in proximity to one another quite frankly I love learning about different cultures I have lived among them in Texas the Latin culture in North America the Muslim culture and in southern Europe a laidback culture I have found that sharing their food and learning their customs and their history created a profound respect between us it has nothing to do with skin color or ethnicity ethnicity or the country of origin you do not build Respect by a negative focus on differences and a rejection of everything good or bad that has ever occurred in the relationship I do not know how advanced the planning of the curriculum is but I believe it is thank you our next speaker is Katrina hello

060Katrina wilick uh resident um so fun news uh last Friday I went to my 20-year reunion from carlswood high school yes I'm that old um but amongst us catching up about our families and kids I was able to hear from fellow alums uh that they were really grateful to see the work that the district was doing in moving towards being more inclusive and welcoming so while I um well I did want to share a few comments though I'm not here to attack Public Schools or the district I'm not here to silence students I am not here to sew Discord and conflict I am here to support the district as a parent first and also as a teacher I'm here to celebrate the progress the district has made and do what I can to move us

061forward to making schools welcoming and inclusive for all students yes this work isn't perfect and yes there are going to be challenges but it's progress It's a step one of many in the right direction if leaders like Harvey Milk Caesar Chavez Ida B Wells and Frederick Douglas listened to the critics who were saying they were demanding too much causing too much conflict where would we be we have a rich diverse and sometimes painful history of both empowering and silencing the marginalized embracing and excluding those who are different celebrating and criticizing those who speak up for justice so I ask ask you what side will you be on as a teacher your wish and your dream is that students will use their voice that they will speak up that they will share their story let's show

062students that they have a voice that their identity is valued that they can impact change one thing I've heard over and over from students is frustration that they report the slurs they discuss the harassment they suggest the solutions they plan they propose but nothing gets done so let's give students a chance let's show them that we value their voice thank you our next speaker is uh Jen [Music] murger good evening everyone I'm Jen hurger um and I live in the district I have two boys one at Valley Middle School and one at carlb High um I see Dei and inclusion and diversity probably different than some speakers in this room um I've been blessed both my boys are from Ethiopia so we're a transracial adoptive family so I have learned so much and I've learned

063a lot through my own progression um one thing I will say I came here to say was that I'm so grateful to all of you the board and all of you for all of your hard work on uh to moving together forward and no place for hate I'm able to be um on the parent committee at CHS for no place for hate and I was able to attend one of the student Le meetings and it was so inspirational to me and it was so um it gave me so much hope that these kids are so much better I think at discussing being respectful with each other with different views with white children marginalized children um kids who have felt harassed bullied slurred against and they were all talking about how they could create a safe

064environment and how when they would have different views that they could come together and create something a solution that helps them understand each other better so to me Dei isn't this big thing where it's teaching you you're oppressed I would never teach my sons that they are victims of anyone we're trying to get everyone to just understand and know what you don't know as a white woman I experience the worlds may be different than my black sons right or as an Asian woman woman you may experience different things than you do as a white woman so I just feel we need to understand each other and be open and create a better place for every children every child no matter what their race is if they're white and they're supposed to be the oppressor by

065some political definition that they're children they don't know what they're doing even when they make a mistake they just need to be taught what to do so I was really impressed and I'm so grateful to be on the committee and witness what these kids can do thank you all for all your hard work I really appreciate it our next speaker is Allison Emery yes hello everyone uh Alison Emery um I am a resident a lifelong and also have a daughter who's now attending Valley Middle School uh very excited I'm also an educator in uh North County schools and was excited and very pleased to move over over to Valley um one of the things things I really love about this District uh and the things that I've seen so far uh besides my own you

066know practical experience um is that school safety is paramont um one of the things as an educator that we know and you said so well is a m before Bloom uh and my students my own child know that we cannot do anything until we first keep them safe and it is also not up to us to decide what makes someone feel safe and what makes someone feel unsafe um um so with that a couple noticings along uh I really appreciate the new uh bike safety training program I love it not only seeing it in the morning when I drop off my daughter but seeing students you to sit on the street this practical application that they can take out into the world also the new updated emergency backpacks provided by our lovely PTO uh that

067really help keep our students safe in the unlikely emergency that something should happen and additionally uh my own School uses the Great great kindness challenge so I thank you for that in past experience now moving forward to today I appreciate the steps forward with to get forward together and United against hate I think it takes everything we've been doing and just applies it one step further I have seen um and read about the experienc trainings uh I love the cohesive elements and the parts that bring the staff and the students together and the accountability piece is also really important um they talk about it being a courageous practice and I think that is what we need is to be courageous to keep choosing love over hate um and to make sure that all voices are

068heard and lifted empowering students should be our number one priority um and I believe that creating those intentional practices and a meaningful uh space for Meaningful dialogue is um in very important into that practice um in order to guide what will be our future citizens so Carl's B of today is very different from my youth but one thing I do know is that Carl's bed has been and will always be for all students because if we know better we do better thank you okay that's the uh conclusion of public comment trustees do you have any questions Tristy Rawlings thank you and uh thank you Dr eard for um that presentation um one of the questions I had was um I I heard the word kindness a lot uh throughout and be kind and kindness throughout

069the presentation um are we coordinating our efforts under the great kindness challenge with our efforts um with our forward together plan and the initial pieces that we're working on with no place for hate thank you for the kind comments what uh couldn't help myself I so I what I would say is that our student what I mentioned is our student committees they look at they look at data they think about hey what can we do here uh in the conversations I've had with coordinators we'll continue to have with coordinators I think it makes a lot of sense uh that we're here where we are and we like that what happened in the past it's still relevant to what's going on today and one of the things like what we saw at Compassion day I think

070it's highly likely that we see kindness week and kindness days or kindness based activities around that time period wrapped in because I could just see it fits really well uh with no place for hate efforts on a campus so I can't tell you for sure that's what they're going to choose but I would think it's likely other questions uh trusty forbath you is there a website which lists all of the no place for hate activi and lessons that we can provide to parents and students and teachers um the link in the no place for hate activities on our website now just provides a sample lesson and activity but not a catalog Or List yeah uh no place for hate and the Anti-Defamation League does have a website with uh activities um you know staff has

071been not reluctant to post those but hesitant to post those in that they're not necessarily the activities that schools will be choosing in fact uh in our experience of the four activities that have already been taken place they've chosen from none of those activities so the idea that we would post up some activities that we aren't choosing um could mislead people into believing that those were the activities that were actually uh the students are actually choosing so we haven't done that to date should uh we get direct direction that the board wants us to post those activities to our website we could um but that's the reason why we haven't posted them to date trusty Rollings um another question and this may be for Mr dill or um Dr NY um I I know that

072um Dr E eard originally had a previous commitment prior to um being assigned to the um uh forward together plan um have we made some arrangements to still address mtss yes um Dr Ecker is wearing multiple hats in this case um we've been able to when when the direction was taken we met as an instructional services staff to kind of uh divvy up responsibilities and roles and he still plays a major role in the mtss process he's been going out to school sites meeting with uh schools during their uh professional Prof development time and giving them lots of information about the mtss rollout and um professional development and training so he has an active role in both trusty Rawlings as a followup um and again are you able to coordinate efforts so we're not continually

073adding to the plate but actually um working uh combining efforts so when you're on campus you're working with forward together and mtss at the same time I could think of examples where I was on a campus and being able to have a conversation in one in one topic and walk across the hall and have a conversation with other you know meeting with intervention teachers often I mean I think one thing that I'll mention about it is I mentioned maslo at the at the beginning of this presentation it's also the way I begin the conversation about mtss so it there are some ways in which we like we think about the spaces and the cultures and the rooms that are most likely to lead Le to effective learning outcomes for kids so there's there's Dove tailing

074wherever possible just other questions I have a couple questions um in the plan other than what we already had have is there plans other than the Committees to survey students and even parents about the impacts of what is going on on each of the campuses so I'm going to I'll answer this in a couple different ways one of the things the the ADL uh says to C to coordinators uh and committees um as part of the work and they say it's optional uh is that you can survey your students and a lot of our schools do that because what you're trying to do is come up with activities that match the needs of of what of your school and it's hard to know that without some sort of surveying or some sort of conversation um

075I like to say it like dig where you stand right this is where we are this is our campus what can we do to improve the work or improve the what it feels like to be here um other than that I say we we uh continue to to do the surveying that we've done before uh the Kelvin survey um we do uh the California healthy kids survey uh and we have multiple sites that that provide their own climate surveys as well and then the followup on that on the particularly the Kelvin survey is Dr do you anticipate being able to see um some qualitative changes and attitudinal from all the activities we're doing on each of the campuses in that survey so the student you'll be able to isolate and say uh let's just use

076marginalized students they're going I feel better I feel more belonging on this campus is that your expectation Dr eard so what I'd say is is is that when you look at the questions in the Kelvin survey they they're slightly different as you might imagine at the secondary level than the than at the elementary school level at the secondary level we we directly ask students around harassment in several categories you know based off race based off religion Etc um and so we we could see based off student feedback and what they're sharing uh how that perception or that that that experience changes there's other questions in there as well uh that we could look at and see over time at the at the elementary school the question is more like are you are you aware of

077this happening on your campus and in that way it's it it might actually in as we as we talk about it as we share experience it might that might increase and might not actually say anything about whether the actual incidents are decreasing or increasing but that students might be more aware of things happening on their campus but in that one there'd be more of like a sense of belonging question that we would look at that would be more appropriate for what we're looking for from Elementary School students I wanted to see if there was any other question I had another one but trusty verth I do um when we were developing the Dei plan um there was concern in our community about teaching gender ideologies and CRT and we had a discussion today about the

078things that the staff has learned moving since the time we started developing the no place for hate committees and um the workshop and all that can you speak to the things that you've learned and what our goals are moving forward and communicating and being transparent with our [Music] community I I guess what I'd say is that um I want to I like I I really do feel like when we talk about the deib effort and where the endzone is on the work the end zone to me is when everybody decides that it is all of our responsibility to make sure that every student has a sense of belonging on campus the um the pathway to doing that uh is like like I've learned a lot about anti-bias work right like that it's it's really around

079fully knowing another person and when we think about it that way it it makes a whole lot of sense about how that could drop barriers that we have or how we put ourselves in click it actually can create unified campuses um in this process we want to include as many people as possible so I I had mentioned earlier about sharing information about committees about uh the pledge signing about the activities uh I think it's important and I think it benefits Us in this work if every family is aware of what's planned what do the students think are needed what is that going to look like on campus and hey we might need some help doing this that or the other so that they can be involved in that conversation so as a followup to that

080um will that then be communicated by site to those families not on the website correct so on the website what I think makes the most sense to me is that we display what the work is of our community but as a member of each School Community uh I would think you would hear from the administration or the coordinators are both about hey here's what's coming up next week which could include the canned food drive but ALS Al hey we're doing this no place for hate activity here's what it's about here's some information about it let us know if you want to help and we'll certainly you know one of the lessons learned that I've had is that we need to in this case certainly overc communicate wherever we can and and the idea that we

081have meetings with coordinators tomorrow uh we'll set forth those expectations that we need to be out in front communicating with parents in advance of uh activities happening and in advance of committees happening and I know Dr eer mentioned that as well um so the expectation will be met moving forward that anything that we're doing that we're trying to Loop in parents from the get-go from the start of things even in advance so that that is the big lesson learned that I've had in this in that we've had some schools just run with this and they were almost out in front of us and we're we're not perfect by any means and we make mistakes all the time and I I think that uh what we're going to try to do moving forward is communicate as

082much as we can with parents as well as students and staff about the process and and and how we can uh really build good school communities so have one more followup follow up on yes same same followup so will you be providing to parents at each site the content that's in the lessons and activities is that the intent of the District staff yeah the the intent is for activities that are planned to be communicating that out prior to those activities moving forward uh where the students have created something to push those out through the administration or through the coordinators so that parents and students are aware of those activities happening on the campuses so yes and then also Dr reer would be uh posting those hopefully as we get those in advance uh post seen

083those on the website prior to those activities occurring yes thank you I just have one final final question either for Dr NY or Dr eer is community members where I'm trying to remember where community members can participate how if they're not a parent certainly they're not a student they're not an educator but they're a taxpayer and a Community member and they they we get people coming in here during community and so is there a place for them in this to participate yeah I would certainly say that any community community member that wants to be involved in that process should contact a principal uh of any any School site and I'm sure there are ways that uh we can get them involved in in some way as long as they're wanting to move the work forward

084and and support the students so we're always looking for uh volunteers to help uh with that work so contact the principles and uh see how they can get more involved in that we would welcome that absolutely thank you trustees uh is there any discussion amongst us trustee Williamson well um first of all I want to thank staff and I appreciate I Dr eer and do Dr um n both spent considerable time with me going over some questions and and I and I appreciate it and I appreciate the answers that you provide Ed in your presentation it was very helpful um just to and and I and I appreciate um and I guess I'll I'll now address my fellow board members when I had made sure that or I had made my support for the de

086who likes to focus on um on past other than Lessons Learned and I so I think that we have lessons learned and so I'd like to just look at the at moving forward and so and I hope that as board members that we take the same attitude and that we um I believe that we have that there are Lessons Learned and that we can um when we see things maybe that that um maybe are not posted or the parents are aren't getting the words that getting the information that they would like that I believe that that we certainly have a responsibility to reach out to you know to Dr and I or to Dr eer because they are seem to be extremely accommodating and just you know to share the information so I anyway I

087believe that as a board member it's not really our responsibility to be in the weeds but it's also but it is our responsibility um to be responsive to the community and so anyway that that's just the um what what kind of puts on my mind and that's it so so thank you very much trust rolls thank you um and and I would agree I think that it's not our role to get in the weeds and that um as described um this sounds like a individual School site driven and to me that's what I love about it I love that this is a you know a individual School sites driven by students I mean that's the thing that I love that the educators are there to provide the framework to be able to um provide the

088the space necessary in order to um do the work provide some resources but the students get to decide how this is run and we as the adults shouldn't be getting in the way of that in my opinion and so I do agree that if there's a problem of transparency that that should be dealt with at the school site and that we as the board um again need to stay out of their way and and let them create their School site um and and their approach to this work and so um that I'm I'm really thrilled that that's the direction we're going and that we're not recreating the Wheel by utilizing by looking at we have to work with mtss we have an incredible the great kindness challenge that Carl's bed unified is known for you

089know why recreate the wheel I mean incorporating those things into our programs and again allowing the students to take the lead I think is the um the the best way to to move this forward and um I'm thrilled with the restor of Justice um uh and the restra of practices and how well received that is in some are as it hasn't been and so I just applaud your work in that area as well um because ultimately we're not in the we're not in the business of punishment we're in the in the business of um corrective action and so I do believe and conflict resolution and resolving conflict to move forward and so I do think restored practices are an integral part of that and again thrilled with the responses from that so thank you for

090all the work and um I look forward to continued success thank you other comments just discussion you have a comment I just want to say Dr eer that I mean my eyes were welling up just seeing everything that you presented today and I thought you did a great job of being really transparent with the program and I really appreciate that I I know you have a lot on your shoulders you have mtss PBIS and this plan and you did a fantastic job of presenting it and overseeing it through all the schools and I I know that work because I do it too and I know um what those activities look like and I think that it does really create such a positive environment for students and it's so important especially because of all the things

097okay uh thank you now we move on to item 7.5 First Amendment to the executed leas lease back agreement with CW driver companies for the Valley modernization Project to incorporate the final guaranteed maximum price trustees this is a discussion action item I will hand over to Mr Dill thank you and I'll just say we only do those annexations every few years and I've not done one since uh 2016 so sorry for The Stumbling through that um the the next item 7.5 is uh to approve the final guaranteed maximum price uh for the modernization of Valley Middle School uh we will always bring you a preliminary guaranteed maximum price and often there is additional design work that is necessary before we can get to the final guaranteed maximum price as we work through the design process

098to get plans through DSA um and in reaching this point with uh with our construction manager CW driver um the final guaranteed maximum price has gone up by $1.5 million um this is not surprising you due to the nature of cost escalation that we've seen um and other you know design elements that we had to work through to get through uh plan approval uh so I would recommend that the board approve this final guaranteed maximum price uh with respect to the additional cost of the $1.5 million um we would tap into these certificates of participation that were issued last year uh that were issued for the purpose of covering uh the unexpected cost escalation that we've experienced in the last few years okay this is time for public comment have any blue cards been received

101motion passes 5 to zero thank you I'd like to request a five minute bathroom break sure all right okay H The gavo Works um okay we are back uh we now move on to item 7.6 discussion governance team request in the brown Act trustees this is an information discussion item I will now hand over to Dr Church great thank you thank you Dr NY for driving for me on the next slide you'll see uh this item came out of two requests at our previous meeting trusty Williamson asked that the topic of governance team requests be added to the agenda uh and specified requests for a staff presentation on the brown act as well uh trusty Rawlings requested as a part of this discussion um to consider previous requests by the board on the next slide

102you'll see uh in terms of background or governance team handbook does address uh does address trusty announcements and requests it indicates that trusty remarks will include announcements regarding committees they sit on in which they represent the board and information that helps other trustees do their job better uh the governance team handbook goes on to State requests could include giving direction to the superintendent that an item be added to a future agenda or making requests for information from the superintendent or other board meetings and then it stipulates as feasible board members are to discuss requests with the superintendent prior to the board meeting uh the governance team handbook as you recall is something that we update and approve every year following a governance team handbook this one was most recently um updated I think July or

103January or February of 2023 moving on to the next slide also in terms of uh current considerations the brown act uh we refer to the Ralph m brown act as a brown act um it notes that no action or discussion shall be undertaken on any item not appearing on the posted agenda uh so that's kind of the the organizing um idea here in in terms of the issue at hand when it comes to the brown act if it's not on the agenda it shouldn't be uh discussed and certainly no action should be taken Brown act does provide some additional points of clarification for example it states that a member of the legislative body or its staff may ask a question for clarification may make a brief announcement or make a brief report on his or

104her own activities that's so those are allowable um despite those items not being on the agenda um as well uh a member of the legislative body May provide a reference to staff um or other resources for factual information May request staff to report back to the body at a subsequent meeting or take action to direct staff to place a matter of business on a future agenda so the previous slide had some items from our governance team handbook which are in alignment with uh these stipulations of the brown act hopefully that makes sense moving on then uh trusty Rawlings did ask that the previous governance team requests be available for for discussion um she provided some examples I attached those as exhibits C through n and they are there for the board and public to review

105uh so if we move on to the last slide uh before we pause and I hand it back to um trusty Pearson I thought it would be helpful perhaps for the purposes of our discussion um if if I uh provided some recommendations relative to governance team requests um certainly this is the board's item the board asked to have the discussion but I thought it might be helpful at least From staff's perspective uh to to make some recommendations um I think it's really important that we aim for clarity and that's Clarity for trustees that's Clarity for staff and that's Clarity for the public um uh I think it's also very important that we consider the efficiency of our board meetings um so moving forward I would recommend um that you consider modifying the the agenda item

106which is labeled as governance team reports and request s and again this modification would be um to ensure Clarity of understanding and to promote the efficiency of our board meetings um I would recommend for your consideration that instead of the one standard item we have right now which is governance team reports and requests uh that in fact we break it up into three discrete topics as standing agenda items we could have one that would be governance team reports and we would be clear that for this agenda item trustees will report on their committee assignments um and other pertinent activities performed in their role as trustees uh so for the sake of clarity a standing agenda item governance team reports a second item could be trustey requests for information from staff and a third uh item

107could be truste requests for future discussion items um to to be crystal clear that we are providing an opportunity for trustees to uh either ask staff for some information and to get consensus from their fellow trustees that that's an important task or um that something Rises to the level of of being added to a future agenda um I'd recommend that that when trustees bring request for information or request for future agenda agenda items that they be very specific about the purpose of the request so as to help other trustees make a decision about providing consensus on that um you know it goes without saying uh that that the the expectation that board members discuss requests with the superintendent in advance of the meeting um would would still be a great practice um there's a process

108already outlined in our board bylaw 9322 for trustees to request that items uh be added to future board meetings the the process here I think complements that so so trustees have the opportunity to either ask in advance of a meeting or uh bring it bring it to the the rest of the board for consideration so again no discussion on these items uh we would still be limited in scope in terms of uh uh what we could talk about um but uh as I said for the purposes of clarity and the purposes of efficiency perhaps these modifications would make sense um so I'll pause there hand it over to trusty Pearson uh this is time for public comment have any blue cards been received we have received one blue card when I call your name please

109come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we'll have the timer on the screen and your mic will be muted when your time has expired the first speaker is Scott Davidson I appreciate trusty Williamson's request to put the issue of requests on the agenda for discussion tonight nothing would make me happier than not having to send countless Brown act violations every time the board fails to to you know provide an opportunity for the public to hear about an issue before the board either discusses or votes on that issue as many of us know this board and particularly our superintendent have an ongoing problem with transparency and with understanding governance procedure and protocols these procedures are not inconsequential

110as we found out in May when the board apparently inadvertently violated the brown act relating to an issue on flying the pride flag only a few members of the audience understood that the brown Act was violated and had to send formal warning letters since the board did not acknowledge its own failure worse in order to correct the vi Brown act violation the board was forced to call a special meeting but failed to properly describe the reason for the meeting misleading a large crowd of students parents teachers and Community activists into the false belief that a substantive decision on the pride flag would be made when in fact the meeting was simply to remedy their legal violation as many of us know this led to an angry Outburst by the crowd requiring our board president to

111be escorted out of the building by the car B police department so I hope during the discussion tonight that the board not only focuses on correcting the governance protocols that led to these continuous violations but also will be willing to be more transparent with the public when these violations occur as many of us attorneys who follow board meetings can tell you a public board commits a violation of the brown act at almost every meeting but it's the intent that matters is this board attempting to be transparent and inadvertently failing to meet those requirements or is the board doing its best to avoid admitting when it's failed causing inadvertent incidents of community outrage that further and unnecessarily divide our community thank you trustees do you have any questions trusty Rawlings Dr Churchill could you repeat the

112three categories I have reports and requests for information governance team reports trustee requests for information from staff and trustey requests for future discussion items no trusty Rollings um as far as the discussion items would the topic be listed um or how would um could you flesh that out a little bit more yeah sure so there's a couple of ways to to um get after this as I noted board bylaw 9322 provides a process for trustees to request that an item be added to the agenda and in our typical fashion a trustees you know a trustee meets with the super attendant and suggests this is something I'd like to to be added to the agenda um that same board bylaw describes the responsibility of the board president and the superintendent to determine what goes on to

113a to a board agenda so um you know over time this has worked uh fairly well where a trustee requests an item be added to the to the board agenda if it's something that makes sense the board president superintendent or an agreement we bring that to an agenda planning meeting it gets added to a to to an upcoming meeting agenda um in certain cases uh there may be reason for the board president superintendent to say I I don't think that's appropriate to be brought to to a to a meeting um the board bylaw then describes uh a situation in which a trustee who had a request for an item denied um can then ask that uh the the board consider whether or not that item be added so I can imagine a scenario in which

114uh a trustee uh asks for something to be added to the agenda is denied for some reason and that then a trustee in advance of a uh agenda being published could request I'd like to um you know have this be brought to the board for for consideration as uh stated in our board bylaws in that scenario um under the heading of trusty requests for future discussion items uh it would be possible yes to to enumerate here's the topic of of the request um that said I can also Imagine a scenario in which uh it's the Monday or Tuesday of a week of a board meeting and a trustee says you know there's something that I really think needs to be discussed um and and uh staff might in that instance say you know why don't

115you bring it to the standing item um we would not have had the opportunity however to to notice that what what's important to note here is that if it's if it's not listed in the agenda we can't have a discussion about it um so so the standing item of trustee requests for future discussion items gives the rest of the board the opportunity to say thumbs up or thumbs down yes we would like that item to come forward at a future meeting it's a long answer I hope I captured it other questions see no questions trustees this time for discussion trustee Williamson thank you for bringing this back so quickly I appreciate it um I'm I'm not really interested in looking at at the past again other than the lessons learned and I really like what

116Dr Churchill what you presented I I believe that's consistent actually with with what has happened in the board and you know in years past um and so I believe that it kind of is bringing us back to how we we had agreed to to conduct this this agenda item so I um I would I'm totally supportive of those um and I think that that actually is reflected in our governance handbook and in our bylaws and so I believe that it's just clarifying certain um that that we're not g that we are not ever giving direction in in in this item to to take action other than the only the only direction we would be giving if I'm heard you correctly is to put an agenda item on in the future we're not directing any type

117of other action and I think that that's consistent also with the spirit of the brown act so I I support that just a Clarity Dr Churchill if the trustee since we're not doing any consensus we taking no action here on this item but the trustees want to take some action based on some of your recommendations what is going to be the process um so there's a couple of ways to handle it uh if it seems to me that there are no objections to what we're describing then uh staff would bring to our next agenda planning meeting uh the the an agenda with these items listed and then per our process board president board vice president meet to do agenda planning with superintendent and a cabinet we would make those decisions I don't need board action

118this evening in fact you can't take action because we didn't list it as an action item um so what I'm hoping to get tonight is a general sense that there's no objections to moving forward with this um we we will move forward um and as with all things it can be an iterative process we we may get through this and realize in several months that um there's an additional tweak to be made for for the sake of clarity and efficiency uh uh that that's something I think we should be open to at this time however I'm just looking to make sure there's no major objections uh and then we would bring to our next agenda planning meeting a recommendation to have these items so because we can't can't take any actions tonight trusty Williamson says

119she's fine with that recommendation one of the ways we typically ask the trustees as thumbs but we can't do that tonight because we're not taking any actions tonight so you got to help as a parliamentarian in keeping us on track here so we don't do a brown act violation in this process as well yeah I'm just listening for any major concerns from trustees that we would take into consideration as we build the next agenda yeah okay Tristy Rollings thank you um uh when we look at the way we have used governance team reports and requests I mean we have some very specific requests and directions from staff um from these past items so I do not agree that the brown Act was violated however um I'm not willing to um spend precious education dollars to

120um pay attorney's fees or what have you um in the instance that a judge doesn't agree with me therefore I do believe that um uh that the suggestions from uh Dr Churchill um uh meet the needs of our um uh of what we're looking for and doesn't disenfranchise the voters or silence have you know could have the um ability to silence uh members of the board um but I do think that um that board members should have the ability to um uh to direct staff Andor um and make requests based on agenda items and for information so long as it's relevant to the operation of the district and so that's where for me I'm in agreement with the solution um and not looking backwards per se but also looking at what our practice was for

121many many years and um you know when I look at you know Tristy Williamson made requests often about you know what topics were going to be at parent universities and those were implemented uh lifeguard uh Staffing shortages those were implemented by trusty Jones so it's not as if this never happened in the past it's just now if we are moving forward um I've been in many many districts and many many districts operate under this practice um and it only takes one board member to direct staff to say hey I want a workshop on this topic and it happens so again I'm not suggesting that this is in any way of violation um however um I do think our our education dollars should be spent in the classroom and not in courtrooms and attorneys fees so

122I'm very supportive of what um Dr Churchill is asking any further discuss go ahead trusty verth thank you so thank you I I like those three ideas I just want to clarify that any request by a board member I believe to take any type of action other than a request for information should be agreed upon by consensus and then placed on the agend agenda for a future meeting that's all okay anybody else okay did you give you your feedback yes thank you okay moving on thank you and now we move on to uh item 7.7 s approval resolution 17- 2324 designating November as parent involvement month trustees this is a discussion action item I will hand it over to Dr Churchill uh thank you so for this item um Community member requested that the board

123consider a resolution designating November as parental involvement month as I just noted uh previously our board bylaw 9322 um gives the responsibility for determining what goes on each posted agenda to the board president and superintendent uh we agree that parents are valued Partners play an important role in the accomplishment of District goals uh and we appreciate the suggestion to recognize this month as parental involvement month we have so many dedicated parent groups in our district from the ptas and ptsas at each site to the variety of booster organizations for athletics Visual and Performing Arts broadcasting speech and debate and more to the various foundations in our district including site-based parent run foundations as well as the carlb Educational Foundation to the many parent volunteers on our campuses each and every day helping with classroom project

124s tutoring uh Miss Hurst Mrs Hurst mentioned Book Fairs uh I know that we have pancake breakfasts uh parents provide activities during recess brunch and lunch um parental involvement is a true strength of our district and it is fitting that we recognize parents in valuable contributions through the attached resolution uh which does use language from the California State pta's website thank you this is time for public comment have any blue cards been received we've received one blue card when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes first speaker is Scott Davidson good evening I uh noticed Dr Churchill left out the carlb education Alliance but I understand that he only recognizes parent

125groups that agree with him so I get it I know it probably won't surprise you to hear that I watch a lot of school board meetings 2020 I watched dozens of school boards concerned with the harm to children from school closures decide to reopen their schools some had consulted their attorneys and realized like CD's Law Firm said in July 2020 that state law required all schools to quote offer some form of in-person instruction to all students unquote some listened to parents the majority of whom wanted their kids back in school and offered those families the option to return while also offering other families an option to stay remote but that wasn't this board this board cowered before the demands of the teachers union and allowed them to dictate the timeline of our reopening ignoring the

126majority of parents who wanted our kids to return We quickly understood why our superintendent is married to a teacher in this district one of our trustees is employed by the teachers union other trustees were either endorsed by the unions during their campaigns or had close relationships with Union leadership what our board and superintendent weren't interested in was listening to parents so we the parents had to file lawsuit just to be heard so here we are tonight with a resolution about parental involvement I know it might seem shocking to some that a board and superintendent with this sorted history would take action to support parents but guess what they didn't the idea for a par parent involvement resolution was a request that I made to this board last month as members of the public are allowed

127to do under state law but guess what this isn't it apparently the resolution that I suggested was simply too prop parent for this superintendent and board to support court so superintendent Churchill rewrote it from a proud statement about parental rights into a soft meaningless resolution asking parents to join the PTA apparently they were so afraid of speaking out in favor of parents that they didn't even want to post the original resolution on their website to be honest I never really thought that the superintendent would even approve my request even though he was required to by law there are few superintendents as hostile to parents as Dr Churchill but what I didn't expect is that he would pretend to approve my request tell me it was approved and then secretly swap it out and put his

128own in there all in order to remove the statements supporting parents that he clearly doesn't support trustees do you have any questions Tristy Rawlings yes um Dr Trill will this be a standing resolution so we would um do it every year like we do um Red Ribbon Week and those types of things um I got to be honest I I hadn't considered that so certainly a welcome feedback from the board as to whether or not this is something to bring back annually we absolutely can if that's uh the will of the board trusty Rings uh would that require uh a request to be um put forward with our new format potentially in let's say September or October or would it would we need to have that discussion tonight um that's a great question uh I

129think um I'll I'll listen to trustee feedback this evening and and then we can kind of determine how best to move forward on on making that a permanent thing sure Mr Rawlings I would be very much in favor of having it be a standing resolution similar to some of our other um resolutions recognizing teachers and administrators and I think parents are definitely um one of those Partners as well other questions trustees okay may I have a motion to to approve resolution number 17- 2324 designating November as parent invol involvement month so moved Williamson second Rawlings okay trustee Williamson made the motion and trustee Rawling second the motion discussion trustee Williamson um my understanding is that uh the purpose of a resolution is to express Collective sentiment on a particular issue resolutions are not binding law

130or policy with that in mind I'll be voting to approve this the proposed re resolution as is with in the draft resolution that was provided by a community community member there was mention of notifying parents of the specific limited circumstances in which a parent will not be notified of information about their student and the legal basis for those circumstances I would ask my um my fellow board members if they support indirect this indirect directing staff as part of this resolution um but not included in the wording to include that information in the annual parent notification letter I let the superintendent know I would be making this request and he said he felt it was doable to be clear this is my request in the annual parent notification letter the district will include the specific circumstances

131under which a parent would not be notified of information about their student and the legal basis Dr churel just in terms of process right now so we're having a discussion on a resolution um in trusty Williamson has a request how does that fit in to the discussion and then the action um so so our governance team handbook is clear that there are times when during a discussion item um certain requests may be be made we we call it using thumbs but really it's the consensus method of of ensuring that um a majority of the board wishes to to you know do the thing that the one trustee suggested so in this case um I think it would be perfectly appropriate uh for the board president to ask if there are thumbs in support of trusty

132Williamson's recommendation trust can I get clarification can I ask a clarifying question yes trusty Ward so the request that you're making isn't in regard to this item though right it's for the annual notification that we give to parents is that isn't that separate to this okay now now you're yeah yeah so so I don't understand why we're why this is okay if this is the item that we are talking about here so can we do that let's finish hold on hold on that's so so have something to add to that yeah okay as a comment or a question okay trustee Rawlings Dr Churchill I would be curious if this is allowed to proceed why couldn't your recommendation proceed in the previous agenda item uh you are all making me think very hardly about many things

133uh and I hope you recognize this as a sincere attempt to to not misstep right I think um the the the type of scrutiny on public boards today is such that it's important that we're following the rules and that we are um applying equally the things that we set out in our governance team handbook um when truste Williamson talked to me earlier today about her comment it it it seemed to me to make perfect sense as part of this discussion however listening to what trusty Ward said um in light of all the things we just talked about I am reconsidering uh my my affirmation of uh trusty Williams Williamson's request at this time so um I think that to to be true to the things that we just talked about it would make sense to

134restrict this conversation to the resolution at hand and then if there are additional pieces uh along the lines of what trusty Williamson is asking for perhaps we ought to bring that at another time and I don't know trusty Williamson you and I talked about it earlier and be happy to hear your thoughts on so let me just weigh in um my opinion is this doesn't apply to this resolution and I think it wouldn't be I think it'd be inconsistent if we took this up right now um and I don't know if if it violates or not I just think it's inconsistent so I I do think I do think it's it's a great suggestion uh and should be brought up but not during this discussion of the resolution how it how it in my mind

135how it started was I was going to ask that that sentence be added to this resolution and that we would vote on it tonight and so that we would have the disc and so but then I had kind of mentioned that to Dr Churchill and he said well I'm not sure if if we I'm comfortable changing the resolution and voting on it at the same time and so it would maybe would be better to have it brought back the resolution and then we would no longer be in November and so that's kind of how in my mind I I totally get it and I'm and I'm very willing to say okay let's just I'll make it as a a request to bring it back as another agenda item but that was the that was where

136it came in my mind was I I wanted to add it to this resolution and then that and the Dr Churchill was a little uncomfortable with that which I totally get we have changed resolutions before the nth when we have voted on them that that would not be unprecedented but this is a is a larger shift than we typically have and so so that's that that was that's the background of it but I'm totally comfortable waiting in and having to be a separate agenda item trusty Rawlings in my view I would be um open to it as a separate agenda item on a different agenda and in addition it is a um if we're talking about parent notifications those are usually done at the beginning of the school year so we certainly have plenty of

137time to do that so that would be my I you know I I would be open to at least having the discussion on a separate agenda item but I do agree that I don't see it being consistent especially with the conversation that we just had Dr church and thank you in response to trusty Rawlings request um perhaps it it would be more appropriate as part of this discussion item to to give thumbs on whether or not this is simply an annual resolution or a one-time resolution right because it's it is it does deal with what we're talking about here right so I was yeah again I'm trusty Rollins as part of the discussion I would like to see if I could get support from the fellow board members to make this an annual resolution um

138and so we don't have to make the request to agendize it and bring it Forward um and so I'd like to um see if I can get three thumbs for this to be an annual resolution for November I'm waiting for the I'm waiting for their board president to ask us that well thank you trusty Williamson um do we have thumbs for trustee Rawlings um suggestion that this become a um become annualized and not brought up on on an annual basis I'm probably I'm misquoting her but in fact why don't I just have trusty Rollins repeat it because I'm mencing it here my request is to make this a an annual resolution similar to the resolutions that we have around teachers and administrators within the district okay thumbs again okay there's five thumbs okay let's go

140a second on the floor is that correct to to approve this resolution so at first at minimum you have to go through that process of voting year or a on the motion on the floor trustee Rawlings um but trusty for Beth it it seems a bit inconsistent where you just voted to have the resolution become an annual resolution well but that but that's what you that's what you agreed to and then now you're saying that you don't approve the resolution so I'm confused well I guess I'm confused by the information that's been shared and so it's new to me and I I've just been processing all of this information and I just feel like we have some questions that still need to be answered and there seems to be but then why would you then

141why would you well I think it's a great idea and so I answered that question which was do we want this to be an annual resolution and yes I think that's a great idea but there seems to be questions about what the content is so that's why well the resolution that we that we asking about is this resolution not additional verbage on it so you're in agreement for this resolution to be an annual resolution correct well then I'm GNA say no then I guess I'm going to retract that vote because I was voting on the name of the resolution but so we we haven't voted we we just we voted on the motion yes but we didn't we haven't taken a vote yet so it's your choice on this um I I I I do

142like to add a little I do like to add a little discussion is that um I have complete confidence in the PTA organization as being a representative organization in terms of language and I just want to make that comment um because it has served our district very well PTA and all our other parent or organizations as well too um so the language that Dr Churchill had used from the PTA from California PTA not Carl's bat United PTA um I felt completely confident and I will be voting for this resolution any other discussion so clarifying question so when we gave the thumbs we we gave the thumbs for it to come back every November this what is written here yes is what we gave thumbs for to come back yes okay with no changes how it

143is right now is what we voted what we said that was the request thumbs up all of us five okay just making sure see Williams so my thumb was for a resolution to come back every year on um acknowledging parents it wasn't necessarily we I didn't hear this it has to be this word for word resolution I'm totally supportive of this and I and like I said I would be happy in just adding the paragraph to the parent notification letter I don't think it needs to be added to the resolution but I don't I mean I think that's kind of split in hairs to challenge somebody why they would support the resolution and not um and and want to change some that was my request so okay so I and maybe we need to be

145whereas a home environment that encourages learning is a bigger factor in student achievement than a parents income education level or or cultural background whereas whether it's reading together monitoring homework at the kitchen table talking to teachers about a child's progress joining PTA or taking an active part in School governance and decision-making parent involvement is vital to student achievement and whereas Decades of Research indicates that students with involved parents are more more likely to attend school regularly perform better in school develop better social skills and go on to postsecondary education and whereas California's local control funding formula lcff requires school districts to engage parents in making important decisions about their schools to support students success including the requirement for parent involvement in shaping schools District's local control and accountability plans lcap and whereas every School site

146in Carl's bed Unified School District currently has an active PTA or PTSA and whereas the national PTA and the California state PTA have partnered with education leaders develop national standards for Family School Partnerships by focusing on what we can do all what we can all du together to support students achievement These research-based Blueprints make it easy and effective for families Educators and community members to work towards our shared goals and whereas carlb Unified School District board policy 602 states that the Board of Trustees recognizes that parents Guardians are their child children's first and most influential teachers and that sustained parent Guardian involvement in the education of their children contributes greatly to student ACH achievement in a positive School environment and whereas Carl's bed Unified School oh oops car's bed Education Code 51100 recognizes that it

147is essential to our democratic form of government that parents and guardians of school AG children attending public schools and other citizens participate in approving public education institutions specifically involving parents and guardians of pupils in the education process is fundamental to a healthy system of public education now therefore be it resolved that the Carl bed Unified School District Board of Trustees designates the month of November as parent involvement month within our school district celebrating the invaluable contributions of parents Guardians and family members to the education and well-being of our students and and be it further resolved that we encourage all schools within our district to show our appreciation for the important role that parents Guardians and families play in our children's lives and be it further resolved that we call upon our districts administrators teachers and

148staff to foster a culture of openness communication and collaboration with parents Guardians and family members and to actively engage them as partners in the education of our students adopted an approve approved by the Board of Trustees of the Carl's bed Unified School District on this 15th day of November 2023 great thank you we now move on to part eight Communications part two item 8.1 governance team report reports and request are there any governance team reports well I actually have two um so um I got to attend the Veterans Day ceremony at AOE a AR Elementary um amazing just amazing uh this is a parent driven event um the whole school was in attendance uh veterans from the community and active duty members who are parents of many of the students that the school attended uh

149but I thought what was very critical was that this was a a learning event for our students what Veterans Day actually means and I was just uh I was just blown away um by the event and I've attended a couple years the other report and trusty ver Beth and I participated in the uh 2023 fall csud CTE Advisory board meeting um I hope hopefully all the trustees have an opportunity you can just kind of Nod your head so I don't reiterate what you've already read um that it was a great report uh hopefully you get an opportunity to read all of it I didn't know if trusty verth wanted to add any things of putting you on the spot but uh we had talked prior to this um I I do want to add just

150a couple comments this is year three if you know of the Strategic plan for CTE um there are in our our district there are 17 CTE career Pathways there are 25 CTE certificated teachers there are 20 courses for early college credit you can correct me if I got the numbers wrong anywhere here Dr NY um the uh advisory chair for the 20232 is an Alum of Carl's Bad unified and cars P High School Aaron BAC who's an employee Troy City hospital and and we heard from two three four four students uh who got realtime industry experience and it was just amazing what they had to report uh of their experiences um everything from being a documentarian working with NFL films so that was pretty cool to uh being involved with ucsd's um one of their

151biotech elements as well so um this is where we've been going on this we see more opportunities uh for that so we always encourage the community to get involved in this uh initiative as well so thank you any requests had a report oh may I trusty Ward is that okay yeah um sorry I'm learning how to use these off and on off and on now that I'm 5050 okay so um I just wanted to share that I had the opportunity on actually actually on Lancer day to visit three of our schools so Jefferson um calar Hills Elementary and Cal Hills Middle so I really like being able to go and see all the different schools and the different programs and see the students and all the things that they are doing and learning academically so

152I hope to have the opportunity to visit all the schools on my next break um so that was really nice to do and and it was just great seeing all the great things that our teachers are doing and all the great work that um the principles are leading so and I know that has a lot to do with the work that you do so thank you for that um also on Wednesday October 25th I got to go to the deac meeting and the staff did a great job um sharing about fpm and our current status with our ELD students I really appreciated that they reached out to the community and shared all about what's happening and were very transparent and also got um community and parent input and that we got to talk and work

153together and I liked that I was able to sit with some of the parents and talk to them as well and learn about what they are and I really also appreciated that they were asking for suggestions um from our parents and some of the ideas that were shared were um a class to support language for students before they transition to school homework support um tutoring and classes to support English language conversations so I mean there is a lot more but those were some of the things that I captured but it was really great to um the staff interact um there's a lot of um uh District people there and there's a lot of uh principles and I think there are some teachers there too so it really nice to see that and that that much

154involvement I feel like typically you don't see that at deac meetings so it was nice to get that involvement so great work okay any request Tristy Williamson and I did check with Dr Churchill about this request um at a at a future board meeting I'm asking that we have an agenda item that we have uh provided in our annual parent notification letter that the district would include the specific circumstances under which a parent would not be not would not be notified of information about their student and the legal basis so with request I think okay did everybody understand the request okay do I have thumbs for that request okay okay thank you any of other other request seeing no more request uh it is 8:23 and the regular meeting is now adjourned our next regular
