003it is not a reflection of necessarily any other board members views or the staff or of the district our world changed on October 7th while I've chosen not to watch video or read details about the atrocities that were were and continue to be committed my heart aches for the hundreds of thousands of individuals who are impacted I have made a point of listening to responses by political business educational and religious leaders and have been pleasantly by surprised by most remarks I endorse President Biden's October 10th remarks when he said there are moments in this life when when pure unadulterated evil is Unleashed on the world the people of Israel lived through one such moment this weekend through the bloody hands of the terrorist organization Hamas a group whose stated purpose for being is to kill

004Jews this was an act of sheer evil close quote later in his remarks the president said let's be real clear there is no place for hate in America not against Jews not against Muslims not against anybody if you feel so inclined please join with me for a moment of silence as we send our thoughts and prayers of healing to the victims who are suffering tonight thank you our students are engaged self-directed Learners they are exposed to different learning environments and Pathways students aspire to expand their talents and Achieve Excellence they are good thinkers communicators and problem solvers thank you thank you and we will now take role student board representative Carly Ray Jones here trusty Williamson here trusty Ward here trusty verf here trusty Rings here trusty Pearson here thank you and now move on

010of the public have the opportunity to address the board on any non agendized item that is within the subject matter jurisdiction of the board how many blue cards have we received for non-agenda items we've received a total of seven blue cards okay in order to allow speakers to present their comments ensure we are able to properly attend to the business of the board per board bylaw 9323 public comments will be limited to 20 minutes that this means each speaker will have three minutes when I call your name uh please come to the podium state your name and indicate whether or not you live within the boundaries of the school district first speaker is Laura pets followed by Mike burillo good evening I'm Laura pittz the CEO at Carl's bed Ed foundation and I have two

011boys that attend Carla Vera Elementary um I am excited to be here to update you on a couple of things this year um the first that I believe I've shared with you previously is the foundation has awarded over $1.5 Million worth of funding it is a record-breaking year for the foundation and most notably what I am most excited about is that we have been able to fund full-time music teachers um at combining the prop 28 funds with CF funds at the nine elementary schools and I will share um because now I have an elementary school student last Friday or the Friday before um our Music Teacher was able to do this really wonderful performance in front of our assembly it was for Hispanic Heritage Month and my family is not overly musical my children are

012not getting music education if it's not in in their school and it was just really really wonderful to see that experience and so for me it kind of solidified the importance of specials and particularly music and so I'm just really proud to be bring that to all of our students um we are reviewing second semester Grant requests there's just a handful of Grant requests that we will be looking at in the next couple of weeks it is a collaborative process with the district and so we talk through grants and make sure that it really is using fin um Foundation money in the most impactful way and so we will have that information out to the district um by November and then finally I'm looking at Kids Care I'm happy to let you know that we

013are really settling into a routine uh we are serving over 950 students this year and so it's been the biggest year we've had certainly since the pandemic and I'm just very very proud of our staff of of what they've been able to accomplish so have a great night and thank you Mike Burell good evening Mike Burell resident carlbad uh I'm going to talk a little bit about uh climate propaganda tonight so I received uh a study paper from a friend of mine and her son's in Earth Sciences class sixth grade and I read through it and it's clearly uh propaganda if you're going to teach climate science at grade school level you really need to give both views not use what's strictly in the narrative uh it's a very complex science and it requires a

014lot of study Beyond The Narrative so a lot of people aren't aware that about 1,69 scientists recently sign signed a declaration called the global climate Global Climate intelligence group uh 30 countries around the world uh you can see it on clint. org for climate intelligence so their main points are that uh climate change is natural as well as anthropogenic factors cause warming warming is far slower than predicted by computer simulations climate policy relies on in equate models CO2 is not a pollutant it's an essential to all life on Earth uh if plants die we die global warming has not increased natural disasters despite what the media tells you climate policy must respect scientific and economic realities their statement there is no climate emergency therefore there is no cause for panic and alarm we strongly oppose

015the harmful and unrealistic Net Zero CO2 policy proposed for 2050 go for adaptation instead of mitigation adaption works whatever the causes are so why don't you hear from this uh they don't get a voice they can't publish they get hammered down if they try to publish they don't they're not allowed they don't get uh recognized in the media climate hysteria is largely driven by state sponsored psychological operations and corrupt academic funding um and this is the greatest transfer of wealth that's ever occurred in human history is what's happening right now with the climate agenda CL climate hysteria so we should be teaching opposite theories to the kids if we insist on teaching anything in climate science and we shouldn't be D dangerously biasing young minds so you can go online you can find papers like

016this this is from Professor uh abdas in Russia and he's a professor at St Petersburg University and he came up with actually a model [Music] okay all yours our next speaker is Kelly leerin Kelly leberthon carlbad resident promises promises the district's deib plan makes many promises proclaiming we will go forward together on the journey to diversity Equity inclusion and belonging slide eight promises quote parents and community members partner with teachers to provide unique educational opportunities for students slide 12 States District staff heard us at the listening sessions assuring us they build trust with staff parents and Community communicate transparently and include diverse perspectives but actions speak louder than words here's where we are now teachers report staff trainings have started but the content isn't available students are receiving Dei lessons but the website has no

017content parents report their school Dei committees are already full even though no invites were sent out staff were apparently handpicking political allies to avoid any criticism of the Dei plan at the June board meeting truste Rawlings asked who would be on the Dei B advisory committee Dr NY responded quote we would work on Advertising at school sites for students and staff we will have to work on how we advertise to the community we're going to try to include as many folks f as possible from many different perspectives truste Williamson later offered three stipulations beginning with quote all voices are welcome one of our core values States we respect the views of others through an open exchange of ideas to me this means that the Dei advisory committee and student committees will include individuals with differing

018Point viewpoints parents and faith-based groups are part of the process second total transparency every training every unit presented to students every suggested reading list will be posted on the website trustees Pearson and Wilson I call on you to demand the superintendent and staff be held to their Promises of transparency collaboration and inclusion of diverse perspectives when they make excuses like the plan projects the website be developed in year two isn't it incredibly convenient if you don't want the community to have access to information make all the trainings committees and surveys year one and make the website year to the only people being invited already belong to the club so trustees Pearson and Williamson in particular I the time is now to hold staff accountable for the promises made to the community thank you our next

019speaker and if I mispronounce your last name forgive me I'm sorry uh Adrien JB oh hi there I'm Adrianne jub my son's a kindergartener at Magnolia I'm here to speak about uh a working parents desire for full day kindergarten it's been a really tough uh start of the school year and I'd like to share with you what it looks like scheduling lies to have a late hourl kindergarten so if you're a late owl kindergartener starts at 10:00 a.m. they have 1 hour with their peers then there's a snack time and then they have instruction until 1:30 so if you're a working parent as we are to find Child Care from 7:30 till 10: and then 1:30 till 5: is incredibly difficult in addition there's no beel break for the uh late owl kindergarteners until 1:30

020um it's it's CA a couple issues at our house just coming home hungry and it's we're working through it we're going to get through it but it is logistically difficult to have a 5-year-old eat lunch at 1:30 I don't assume many of you do your best work when you're hry I can tell you that's not true for Hunter um in addition it's not great for the teachers they don't have a meal break period either because they're in class with the kindergarteners from the the early birds from 8 until 1:30 again they break is when the kids have a snack break so um the difficult hours make it very difficult on Child Care um and Kids Care ends up being the majority of the hours that my son spends at school and that's no disrespect to

021what Kids Care does they they're doing the best they can but the majority of my son's working hours in school should be with an accredited teacher it's just not the case when you have half day kindergarten in addition the class size is significantly different the early birds CL class has 15 students and the late owls have nine when we asked to make a change to the Early Bird we were told there was a weit list of parents trying to get their kid into early bird because the late owl is so at disadvantage logistically Red Ribbon Week sounds amazing every late out will has to become an early bird on that week because you've got to change your child care plans to be part of the community that we would desperately like to be included in

022um the class time is very short for kinder gardeners the the fancy tool that you uh acquired Fidelity can't even be used they don't have time in the short amount of time they have with the kids um I believe enrollment goes up 10% in first grade and that's because so many working parents are choosing full day private kindergarten because half day is just logistically difficult um I my request is you consider thinking about being not the last District between every Local District in San Diego to offer full I Kinder thank you for your consideration our next speaker is Katrina hello Katrina wilick um parent and teacher and resident within the district um I first wanted to start off by sharing a wonderful story of my daughter here she goes to cala and I was really

023happy to hear that her school was celebrating Hispanic heritage month and not just with a statement but with full integration um the music teacher was acknowledging it by teaching the students songs in Spanish and English and encouraging them to dance and my own daughter got to dance in front of her entire School representing her own Heritage and being able to bring my parents to that my family to that meant so much to me unfortunately I could not find that the school board had made a proclamation acknowledging Hispanic and latinx Heritage month so I come here today to read to you the one that San Diego unified reads and passes every year whereas National Hispanic Heritage Month is a 30-day period starting on September 15th the day which represents the anniversary of Independence for five Latin

024American countries and last through October 15th whereas Hispanic Heritage Month celebrates Hispanic culture and contributions to our community and nation and whereas no matter the term one identifies as whether whether it be Hispanic Latino latinx or Cho Chana we speak of people whose history is Rich and who have positively influenced and continue to influence our nation state region and schools through entrepreneurship commitment to community service deep value of justice and Liberty and social and cultural life this is available on their website you can look it up um but I encourage you to consider proclamations for other Heritage months coming up throughout the calendar year um and please look into this for the future for next year so that my own daughter can recognize that her District also stands behind her school and her own family

025thank you our next speaker is uh Tamara Dixon hello Tamara Dixon from uh carlbad Dr um Churchill can I give you this to read thank you and you can read out loud please no ma'am this is your time to speak so you can't say this out loud okay why not this is your time okay all right so if uh Dr Churchill can't read it then I will read it for him since it is so vulgar um this is from all boys aren't blue he got on top of me and inserted himself into my bottom actually bottom is not what it really says it was the worst pain I think I ever felt in my life he then added more lube and tried again which felt better but not by much he began his stroking motion

026eventually I I felt a mix of pleasure with the pain I can't say that I didn't enjoy it because I did but it was painful for sure my first time this book is rated four out of five and it is not for um adults younger than 18 years old so it should not be in schools it's necessary for the entire library to be shut down so we can inventor it um we want to look at all of the pornography and uh gender affirming books the ebooks all websites including Trevor Trevor's project Sora websites and every everything in all the cusd um School libr libraries this book contains sexual nudity sexual activities including sexual assault Al alternate gender identities profanity and d uh derogatory terms alcohol and drug use and controversial racer racial commentary okay I'm

027sorry that you couldn't read that because if you can't read it why do we have it in the school district and why should why should an 18-year-old be able to read it so I'm pretty I'm pretty embarrassed for you get these books out and let me come into the library I've been asking you for two years our next speaker is Scott Davison last week a religious extremist terrorist group attacked Israel and killed over 1,000 Jews raping and murdering innocent women and children and taking over 150 hostages if it had happened in the US it would have been the equivalent of a dozen 911s combined with over 50,000 people dead it is the worst attack on Jews since the Holocaust the terrorist attack was motivated by one thing hate Hamas has written in its Charter that

028it will obliterate Israel and that their day of judgment will not come about until Muslims fight Jews and kill them thankfully cusd just approved its Dei plan and it's implementing the Anti-Defamation League's no place for hate program in the district with a mission of quote addressing hate in any form unquote but we didn't instead we waited a full week before receiving a bland statement from superintendent Churchill about the outbreak of war in the Middle East not a single mention of hate why couldn't our superintendent condemn the rape and murder of innocent women and children by a religious extremist group well for one it's because the word hate has been redefined to mean someone who disagrees with me we witnessed that in May when Dr Churchill condemned the religious views of one of his employees who

029is simply speaking out of love and concern for children experiencing gender dysphoria but because Dr Churchill doesn't share those views he condemned them as hate but by re redefining hate cusd like many other schools and universities has in fact become the place for hate you just have to turn on the news and to see dozens of student groups at us colleges like Harvard blaming Israel for the attack and justifying the horrific violence against innocent civilians this is the consequence of teaching our students about systemic racism and the oppression of people of color by white people which can only be solved by demolishing our institutions and decolonizing Israel to remove the white oppressors do you recognize these critical race Theory terms you should they are straight out of the film Academy ethnic studies course that you

030approved in March so why won't Dr Churchill condemn the Hate by Hamas against the Jews perhaps it's because he disagrees with Judaism and would rather condemn them just like he did to Christians back in May changing your public statement from thoughts and prayers to thoughts and hearts is The Telltale sign of someone hostile to religion but perhaps it's worse perhaps it's because if he truly believes in critical race Theory violence against your white oppressor is Justified in order to demolish racist institutions and decolonize your land it's not hate it's Justice why did we fight the Dei plan this is why it teaches hate not tolerance we'll now move on to part six consent calendar all matters list on the consent calendar are considered by the board to be routine and will be enacted by the

031board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed from the consent calendar for discussion have any blue cards been received we do not have any blue cards are trustees are there any items to be pulled for discussion trustee Williamson yes I would like to pull item 6.32 carlb High School athletic teams who qualify for the CIF State Championship events are there any other items May I have a motion to approve the consent calendar with the exception of item 6.32 motion second who was the second I'm sorry okay trustee Ward made the motion and trustee Rawling second the motion Miss Garcia please call for a vote trusty Williamson

032yes trusty Ward yes trusty verbet yes trusty Rollings yes trusty Pearson yes motion passes 5 to z32 may I have a motion to approve item 6.32 so moved Williamson second Rawlings truste Williamson made the motion trustee Rawlings second the motion discussion yes um while I understand the intent behind this request I would only be able to support it if the the board still receives the same information regarding overnight travel for the CIF Championship events that every other team or group provides to the board I let Dr Churchill know that I would be asking staff to make a recommendation regarding how they plan to provide that information to us yes staff will bring each event once they qualify for the board upon ratification so every time a team uh qualifies we will bring bring that back

033to be ratified uh by the board after the event has occurred if it is going to be before you're going to bring it as soon as it as soon as possible yeah the the unfortunat of this is that we don't know when teams qualify as you were aware and and sometimes we find out only a few weeks prior to that they can uh compete so there will be occasions where we bring them back for ratification uh obviously if we have uh for as much notice as possible we'll bring those back as soon as we have that information I'm fine with it then thank you okay any other discussion Miss Garcia please call for a vote trusty Williamson yes trusty Ward yes trusty verth yes trusty Rollings yes trusty Pearson yes motion passes 5 to zero

034thank you we'll now move on to part seven discussion action items item 7.1 approval of cusd Luna tenative agreement an AB 1200 2756 Financial disclosure trustees this is a discussion action item I will hand it over to assistant superintendent Megan Aras uh thank you it is respectfully recommended that the Board of Trustees approve the cusd Luna tentative agreement dated October 3rd 2023 and the accompanying Financial disclosure certifying that the district can meet its Financial Obligations under the proposed agreement the agreement includes for all unit members who completed their contracted work year or retired in the 2022 2023 school year be provided a 5% on schedule salary increase retroactive to July 1st 2022 in addition steps 7-9 will increase by 1.1% and step 12 through 14 will increase by 1.2% retroactive to July 1st 2022 thank

0397.3 measure HH Bond program monthly update trustees is an information discussion item I'll now hand it over to assistant superintendent Eric Dill thank you and sorry hot mic here and good evening uh to the board just a few updates I know we had a lengthy session uh just a couple of weeks ago ago on on facilities um and I will share some good news and on some questions that came up from that uh the day after the study session we received uh notice from the um division of State architect that they were preparing to get ready to give us our grant amount for reimbursement for the Magnolia project and so uh it looks like all of the final paperwork is in and now we're in the line to get on their agenda I actually pulled

040up the modernization unfunded list today and we're on the first page and last time I checked we were on page seven of 15 so we're actually uh right there at the top their next two meetings are in November and May so we're watching those two agendas to see if we appear on that list um the reimbursement amount on the on the grant agreement was uh just a little under $1.2 million so if we receive those dollars we will use that to offset future measure HH project costs um so we basically just roll those forward and considered a reimbursement on the on the phase one project that we had so that was good news and it came first thing the the morning after I wish it had come the day before so I could have reported

041that out um some other good news since then uh is that we received DSA approval for both uh the AOE and Valley projects and so while those were on a slight hold a few weeks ago we're now uh ramping back up to get work going on uh the the interior instruction and structural work uh at Valley Middle School uh so we'll continue on that work for a midyear turnover of I think it's the 500 600 buildings still working through uh through City approval for storm water and Grading um at AOE and Valley we're working on building 300 which is the steam art and music uh building we had done all the demolition for that so we were just waiting for DSA approval so now we're we're resuming that work as well at uh calava Hills

042we're still working through the county of San Diego approval on the reclaimed water plans that uh interferes with where we're going to pour the pad for that steam building that steam building is still in the fabrication process we're about 90% complete on that but as soon as uh we get the county approval we're going to pour the pad and get that building delivered and get that uh connected as soon as possible and then at buen Vista we're working through uh both city state and uh city and state approvals on that uh so we're hoping by the end of the calendar year that we'll we'll work through the BB process um earlier on the consent agenda the board gave approval for us to begin working with uh several construction management companies to do pre-construction work uh

043for Pacific Rim carlbad Village Academy a and the uh carlbad High Cultural Arts Center so we're going to start that work of defining what the scope is uh and then we'll bring back contracts at a later date uh for the board uh approval we are going to kick off uh preconstruction meetings on Friday at Pacific Rim uh in light of the flood that happened in the 400s building we're moving as fast as we possibly can so um we're we're kickstarting that project on Friday with uh the contractor the architect has already been engaged with that so this starts the preconstruction phase uh to develop the specifications and the scope of work so that we can get in and and reconstruct the interior of that building so a jump start on that project uh because of

044the unfortunate flood but we're moving as fast as we can so those are all of my updates for this evening and if the board has any questions I'm happy to answer those this is time for public comment uh have any blue cards been received we've received a total of one blue card okay when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you have three minutes we will have the timer on the screen and you your mic will be muted when your time has expired the first and only speaker is shaa Hurst good evening um I was unable to come to your working study session a few weeks ago because I was enjoying a great trip with my

045mom and daughter in Italy and um I did watch it and I just wanted to come to speak to a couple points that were in that meeting as it relates to HH as one of the co-chairs for the bond there was a lot not a lot but there was multiple discussions on whether or not phase five how phase five was portrayed in the public and so I dug this binder out from 2018 and I don't know exactly where this came from but this is something that says about phase five it says phase five contains projects that are the lowest priority which could be eliminated if State matching funds which Mr Dill just talked about yay we got a few aren't received and construction costs escalate well we know they've just escalated slight lightly just a

046little more than we anticipated however these projects are important and when State matching dollars are received projects would be phased in accordingly and I know Mr Dill talked quite about this extensively at the HH um working session it says ideally projects would be restored to coincide with work occurring at the same campus we already talked a lot about how it just makes sense if you already have a contractor there to bang out all work so I also do remember um joking with people back in 2018 when we were trying to pass it that they go oh you're doing this just because your kids schools are going to benefit from it and I said if you really look at it my kids schools are in phase four and five so it's going to be a wing

047and a prayer if they get anything so I do it doesn't make me happy to say that because ideally I would love our bond dollars to cover every project in the FMP but we also know that back when we did the FMP P like our schools are so different from coid we didn't have transitional kindergarten there's so many moving variables so I still really hope that phase four and phase five are complete but it is what it is right inflation is what inflation is and I just wanted to kind of go on record that we were always hoping phase FES happen but we kind of knew that it might not so we continue to hope for matching dollars and less inflation I don't know or at least stop the inflation something um and can have

058camarina who lost his life in the line of duty today Red Ribbon Week was has grown and is recognized nationally as a time for schools community and local businesses Across the Nation to come together to support our young people in making healthy choices staff respectfully recommends that the board pass the Red Ribbon Week resolution uh which celebrates Red Ribbon Week October 23rd through the 27th and I'll turn it back over to president Pearson I thought I was going to have a hard time with that long script okay okay this is time for public comment have any blue cards been received we do not have any blue cards okay trustees do you have any questions may I have a motion to adopt resolution 14- 2324 for Red Ribbon Week motion second for Beth trusty Ward made

059the motion trusty verf second of the motion discussion trusty Rawlings thank you and I just wanted to thank Dr NY for um following up with um our discussion at the city schools um meeting that uh trusty Pearson and I attended that um there is a focus in our city around Fentanyl and that you were able to utilize some of the resources available through our city to bring those into our schools so I appreciate that collaboration and um being respond responsive to current events um in our schools where this is not just a um we're not just reading a resolution but we're actually taking action and taking advantage of resources that um are available to um for all of our students thank you and and I just like to add thank you Tristy rings for that

060um I like to add also that the collaboration we're increasing our collaboration with the city uh to the benefit of our kids all our kids in our community um we it's not just fent all but we have a drug problem we have a lot of drugs in Carl's Bad and our kids are affected by it so um you know Red Ribbon Week uh means a lot to this community as well so thank you okay is there any further discussion Miss Garcia please call for a vote student representative to the board Jones yes trusty Williamson yes trusty Ward yes trusty verth yes trusty Rings yes trusty Pearson yes motion passes 5 to zero okay we're going to read the resolution um okay on a motion of member Ward and seconded by truste verth the following resolution

061is adopted you want whereas carlb Unified School District supports the goals of Red Ribbon Week to choose to live a healthy productive and substance-free lifestyle and whereas it it is imperative that community members launch prevention education efforts tied to the ideals of red ribon week and whereas Community coalitions across the country are sponsoring the California red ribbon campaign in cooperation with the national Red Ribbon campaign to offer citizens the opportunity to demonstrate their commitment to Healthy Lifestyles and whereas the Red Ribbon campaign will be celebrated in every community in America during Red Ribbon celebration October 23rd to the 27th 2023 and whereas business government law enforcement schools religious institutions service organizations youth medical institutions senior citizens military sports teams and individ individual uals with Will demonstrate their commitment to Healthy Lifestyles by wearing and displaying

062red ribbons and wristbands during this weekl long campaign an whereas the the Board of Trustees of the carlbad Unified School District further commits its resources to ensure the success of the Red Ribbon campaign and therefore it be resolved that the carlbad Unified School District does hereby support October 23rd through 27th 2023 as red ribbon celebration and encourages its students and staff to participate in healthy choices and school activities making a visible statement that we are firmly committed to be a healthy community and be it further resolve that the Carl bed Unified School District on this 18th day of October 2023 encourages students and staff to commit to a substance-free community in which to live a healthy lifestyle thank you okay we now move on to 7.10 yes we do uh trustee this is a uh

063revision of board policies first reading this is a discussion action item I hand over to Dr Churchill uh thank you trustees there are two policies before you as a first reading the changes were recommended and vetted by csba legal council and have been reviewed in advance by trustees Williams and and Rawlings uh regarding BP 13330 a trustee asked if we could conditionally approve the regist of Voters request to use our facilities as a polling place the the short answer is no I did meet with the registar of Voters a few years ago and he was clear that government code allows the registar to determine which sites are most needed and we don't have the option of refusing that said we are very supportive of working with the registar to make in-person voting as easy as

064as possible for as many people as possible even when it proves to be an additional burden on our schools I think it's important to acknowledge the additional burden while at the same time reassuring staff and families that will work closely with our law enforcement Partners to ensure that our campuses are safe and secure while we cannot decline the request to use our sites as polling places we do have the ability to determine the best location on campus to use and we can also determine how to deploy existing staff like campus monitors and district office staff to facilitate these days in a smooth safe and worldly fashion uh one more note on 1330 and that's that a word is missing and the final copy uh which is one of the exhibits under the section titled use

065of school facility as polling place in the second sentence the word may was left out it should read the board may also authorize it's Etc uh we'll ask that the motion to approve this policy includes the change thank you this is time for public comment have any blue cards been received we do not have any blue cards trustees do you have any questions trusty ver Beth um I understand that the board rejected a uh request in 2022 to change all board policies to remove pronouns was there a subsequent discussion or vote to allow these changes to be made to these policies I don't recall uh no would these changes require a new discussion and vote by the board on this specific issue I'm sorry which change are you referring to to remove pronouns in it's

066board policy so I'm sorry can you I was just wondering if um we need to have a new discussion as a board on removing the pronouns that's what it says here we're putting in the student's name instead of his or her um could you just sort of point out to me in the exhibit what you're referring to and I can yep try question if you go to the second page of policy 1113 and you scroll down the top of it it's we're getting rid of his and her and we're putting the students name and then again the last sentence before government code we do the same thing uh the last paragraph y so so I see yeah so in um this is exhibit a uh you'll see strikethroughs and then you'll see green additions of

067language uh we pulled that directly from the csba recommendations um so before you tonight is consideration of a first reading as presented by staff should the board direct staff to make modification to the verbiage in exhibit a we would then make those changes and bring it back for a second reading at our next meeting so it's certainly within the purview of the board to determine the verbiage to be used in board policy what you see before you today is uh the recommendation of csba thank you other questions trusty Rawlings oh I you had a question uh any other questions okay may have a motion to approve board policies 1113 and 1330 and approve as a first reading so moved Williamson with the change that Dr church I mentioned second ward thank you okay trusty Williamson

068made the motion trusty Ward second the motion discussion truste Rawlings I would like to offer a friendly Amendment to the motion that we um that we uh bypass the uh second reading so um we have to have a second discussion the person motion wanted to amend it they could do that so trustee Willam Williamson um would you accept the amendment I so accept Okay thank you trusty Williamson so now that has been accepted so the motion on the floor is to approve well I'm sorry can we repeat the request I didn't hear it because I was distracted the yeah the the request was to amend the motion so that uh with trusty Williamson's concurrence because she made the motion it would now be uh to approve the policies of first reading and wave the second

069reading oh okay y so as long as you seconded what she yeah okay good y then that's the motion on the flooor okay discussion trusty Rawlings and just to reiterate that that would include the word may that was missing from the final draft thank you perfect thank you any further discussion M Garcia please call for a vote student representative to the board Jones yes trusty Williamson yes trusty Ward yes trusty verth yes trusty Rollings yes trusty Pearson yes motion passes 5 to zero okay thank you now we move on to part eight Communications part two item 8.1 governance team reports and requests for this item I'd like to remind trustees about what is written in our governance team handbook trustee remarks will include announcements regarding committees they sit on in which they represent the board

070and information that helps other trustees do their job better requests could include giving direction to the superintendent that an item be added to a future agenda or making requests for information from the superintendent or other board members as feasible board members are to discuss requests with the superintendent prior to the board meeting with that that in mind are there any governance team reports trusty Rawlings and then trusty verth I just it reminded me when we were reading the proclamation that we have not um reported out on our city schools meeting so I did want to just do a quick um we did have a city schools meeting um and uh one of the things that was one of the things that um we agreed to um I wasn't able to make the previous one as

071vice president but one of the things that was agreed to is is that we would um work to accommodate all schedules um so that the schools could be represented by both uh President and Vice President um in those meetings so that was one uh really nice thing we also talked about um some of the things that we are doing here in carlbad with other districts um in uh enenas and and other school districts because the Carl's bed uh police department um covers multiple school districts including s Marcos um and uh it also and sandigo as well so um we were able to share some of the good things that are happening here in uh Carl's Bad around um parent universities for instance that the other districts does do not have parent universities um and uh

072seem to be very open to um working with that since that's one of the ways that we work with carbed um city and we were are able to get information to our parents and our community around the collaboration that we were talking about earlier so I just want to do a quick report that we did meet it is on I believe it was recorded So if others want to see the entire thing they could so thank you thank you and I just like to add there there was a conversation about uh ebike safety um and how's that going and you know I was proud to know that uh cusd uh has taken the lead um in a couple areas one is that students who Park their bike have to go through a a training um

073and so we thought that was initiating that and I think some other districts Dr church are starting to adopt that policy as well too um we did ask for some uh data on are we seeing less accidents um of ebikes and do they record the accidents by age group because we're obviously interested in everybody less ebikes but particularly specifically young people under 18 uh to do that and I don't I think they are starting from our request which was also multiple districts is to start recording that data as well and then I just want to comment again about fentanyl um the police department said and the fire department said we don't have currently young people have really an issue with fenyl but from a preventive side that doesn't mean we're off the hook because as

074you know a lot of other drugs are laced with fenol um and so I think trusty Rawlings and myself we spoke up to that point and said uh you know we're not off the hook just because we're not having recorded of overdoses of under 18 of Fentanyl and and any uh uh deaths from fenol is that we want to work on prevention of our kids of understanding that if you uh experiment with let's say cannabis marijuana or pot depending on what you're call it these days um it could be laced with fentanyl and you could die from your first try at it so um I think there is a um there is a uh awareness by our city um and that we're collaborating on that and we continue to move that forward okay other uh

075trusty verette yes at the June 21st meeting the board stipulated that we would provide a website with all the lessons and trainings about the Dei plan to parents before it was provided to students this is separate from the website described in the Dei plan for year two to track the success indicators for the plan we now have evidence that both staff training student lessons surveys and committees are being conducted which are not on the website therefore I would like to request that staff bring back an update at the next board meeting as to all of the trainings lessons surveys and committees that are being used at the different School sites in the district and the status of the website that is supposed to be providing those updates to the parents per our stipulation so it

076it take we do this by thumbs uh on these requests and so it takes a majority of the trustees to agree to a request so does everybody understand the request from sure Dr Churchill was this discussed with you prior to um today's meeting uh yes it was I'm going to have to ask truste verf to read back again however because I didn't capture it all but yeah yeah we did have a conversation earlier today about the request before that happens can you um advise the board what your response was that that it was uh a request appropriate for uh this portion of the agenda you want to repeat the request and then we'll so I'm requesting that staff bring back an update at the next board meeting as to all of the trainings lessons surve

077surveys and committees that are being used at the different School sites in the district and the status of the website that is supposed to be providing those updates to the parents per our stipulation okay can I have thumbs on on U those that agree with that request okay so there are three there are three thumbs we can't ask questions was it your thumb up there was four so we'll bring back an update of there's four thumbs up for that request other governance team reports oh I'm sorry I didn't I didn't see your thumb were you skipping me or were you skipping somebody else no I didn't see your thumb trusty award okay there was five thumbs for that request um are there any any other requests trustey Williamson thank you I'm requesting that the topic

078of governance team requests be added as an agenda item at an upcoming meeting as quickly as soon as possible while this topic would most appropriately be discussed at a board governance Workshop it doesn't appear that the workshop will be held until February at the earliest and there have been some requests that have been made during governance team requests in recent board meetings that have caused me concern relative to the brown act I spoke to the superintendent last week and um asked if we could have an agenda item to tonight and he said that because it was so close to the they had already had agenda planning and so he suggested that I bring the request up at the meeting tonight um to be clear I'm asking for board support to direct the superintendent to add

079a governance team request to add governance team requests as an agenda item so we can have a discussion about what is and isn't appropriate to request I would anticipate that there would be a brief staff presentation regarding Brown act and Then followed by a board discussion so we can just have a shared understanding I wait till you finish before I ask for uh can I see thumbs for that request that's five thumbs thank you trustees are there any other tr trustey forette recently I heard that the UK is planning a nationwide ban on cell phones in Schools starting next year and I saw a related study which indicated that schools which prohibited cell phone use saw an increase of an equivalent of 5 days of additional instruction particularly for students who had fallen far behind

080at school I would like staff to research the potential benefits and downsides of a districtwide ban on cell phone use in the classro with options for implementing a ban share the research with the board in a report report and then agendize this issue for discussion I can't have discussion so not now um are you done I am done okay um trustees I show thumbs those that support that can't ask questions to govern questions to Dr chur okay um can you advise approximately how much staff time this might take yeah Dr NY and I talked about that and we're not really sure um uh hopefully based on trusty verf's comments there should be an availability of research on the item on the issue uh so we'll we'll pull together what uh rear research exists and go

081from there so it's hard to say it'll take some time okay okay can I show a thumbs uh uh that agree on on the request my qu I do have a question I'm sorry I'm still Pro kind of slowly processing here wait sorry can we ask questions of of Dr Churchill IED to ask questions or Dr Churchill yeah generally the only question that's asked is how much time is that going to take that's typically right so a procedural has that been disc in advance and then how much time those are generally the questions other than that we get into very murky Waters in terms of non- agendized discussion that's correct that's correct so so the request the request now is uh for staff to do some research provide a report and then um have a

082future agendized discussion and and so my question is again what did you say as far as you the amount of time that you would be willing to be put into it before you would say enough I guess is what I'd be asking it it you know uh Dr I department is outstanding uh they are however uh a lean department and so I don't know how much time we have available to to look into into this but we could certainly you know spend a couple hours pulling together research and determining if that's sufficient for the for the request I imagine we'd pull some research provide a report to the board and then we can hear back from folks if that's sufficient okay let me retake the uh the request uh how many are supportive of it

083and how many are not supportive of it uh those in favor my thumb is up assuming it's a couple of hours of research okay okay it does pass as far as thumbs on the request other other request or reports trusty Rawlings I had just an addon to um trusty verb's um request or I'm sorry uh trusty Williamson's request about governance um Team requests um that um we also uh look at previous requests by the board that have been approved in the past okay let me get some clarification if a request has already been made and thumbs of up are you making an additional request no I'm making a add-on to what um I would like to see the agenda item discussed at that time let me let me get a process check here okay from

084Dr Churchill uh so the board has already indicated consensus on the request to add a agenda item on the topic of governance seam requests so yep we're doing that I as I hear trusty Rawlings she's asking that as part of that item I wrote down also look at previous requests by the board that have been improved in the past so provide additional information to the board about previous requests that have been approved that's trusty Williamson I don't that that's not what her request was that that's correct trusty Rollings is adding to her request she's asking so we if you're adding to the request then we need to ask the rest of the trustees if they agree with that additional request so does everybody understand that from a process check okay trusty Williamson made a request

085we approve the request trustee Rawlings wants to add on to the request some additional uh information to discuss for that to happen we have to have a majority of the trustees to agree to that add-on and her request is only two hours no this is a different this is no my my request is as part of the governance team uh request agenda item to be put on a future agenda and I believe it's going to be on the next next agenda that um we not only include a discussion on current um process and procedures of requests by the board but that we also have a discussion of previous requests by the board that have been approved are you still not clear okay just want to make sure okay um with that in mind how many

086um trustees with thumbs agree with that add-on it passes okay any other requests seeing no other requests move on um are there any other speakers continuation of public comment on agenda items I don't think we've had any other request okay well my goodness um German and next meeting I have a second to close session it is uh I think what time is it 7:22 and the regular meeting is now adjourned our next regular meeting will take place on November 15th 2023 at 6 p.m. the carlbad Unified School District thank you all
