whether or not you live within the boundaries of the school district you will have three minutes we'll have the timer on the screen and your mic will be muted when your time is expired the first speaker is Linda Daniels good evening trustees my name is Linda Daniels and I have been lived in Carlsbad for over 10 years I'm an active member of the San Diego building electrification Coalition assigned to schools and the school's committee I have been recently elected to the cea's community advisory Council your CCA and as that I've come here to talk to you about how great we're doing because after two years we have decreased your electricity bill by 7.8 percent and next year is going to go down so much bigger because we just signed a wonderful contract with the desalinization

plant here in Carlsbad which is one of the largest users of electricity in the whole County so that means we're going to have many many more rate payers and everybody's electric bill are going to go down for electricity we're excited about that um we have five cities but two more are joining us next year I think you know with them there's Solana Beach Del Mar Carlsbad and now there's going to be Oceanside Vista San Marcos and Escondido so we're growing a little bit we hope to add maybe two more but we don't want to get too unwieldy at this point um you are currently on the second level of the cea the clean energy Alliance we have three levels and we are asking that's what I'm here for one of the things if you would

opt up to the first level which means the cleanest of energy for the community is healthier it's better and it's better for the students to live and and work in a clean environment I'm also asking you on behalf of the San Diego building electrification the Coalition that you adopt a resolution like the Unified School District of San Diego did for cleaner energy through the schools through building electrification and adding the rest of the panels to your schools and to have a green curriculum that you already have in your new science books I understand uh we're very excited about this and you I've sent a draft letter of this resolution to all the members of the of the council as well as um the ucsd's resolution love to meet for you in the future thank you

for your time bye-bye thank you okay trustees are there any items to be pulled for discussion Steve Rawlings would like to pull items 6.4 6.7 and 6.9 I mean I have a motion to approve the consent calendar with the exception of item 6.4 6.7 and 6.9 so moved Williamson second Rawlings okay trustee Williamson made the motion and trustee Rawling second the motion on proving the consent calendar with exceptions of items 6.4 6.7 and 6.9 Ms Garcia please call for a vote trustee Williamson yes trustee Ward trustee trustee Rawlings yes trustee Pearson yes motion passes four to zero okay may I have a motion to approve item 6.4 so moved Williamson I'll make professors check may I ask questions before we make a motion two questions and then motion discussion so again I have questions before

the motion you can yeah that's uh Professor Rollings go ahead thank you um Mr Dill um we had asked some questions I had asked some questions of you about our sdg e Bill and you had answered many of my questions I truly appreciate that hopefully you can save some time um I did want to address on one of the um uh one of the items that the speaker asked about as far as the levels that we can sign up for as far as clean energy is concerned under the cea could you tell us what those levels are and where we are utility rates and tariffs are very complex and I wasn't prepared to speak to those issues tonight and so I do not know off the top of my head what the differences between those

two levels the items that are on the purchase order log uh essentially are setting or not to exceed limits that we anticipate uh paying sdg e that are already included in the annual budget thank you and I apologize I didn't realize I thought it was fairly easy to know where we were there another question that I had asked that I wanted to do a follow-up on um we've talked about for several years that what savings or cost avoidance we may have due to our solar arrays do you have any information about that and including us moving to the cea did that help us as well with our Solar again I I'm not sure exactly which rate and tariff we're in under the ca we are opted into the cea uh and even though our our

billing is through sdg e um the electric generation is through the the cea so um you know what we can do is review which rate structure we're on I actually went through our bills earlier today in an attempt to answer some of your questions and um it's it's no easier than it is when you're just looking at a straight up uh sdg e-bill uh either if you're in cea or not um so in particular with solar you know those sites that that do have it we are on time of use plans and so um the the most expensive periods of the day uh when uh when the Sun is up uh where we are generating solar we are purchasing less solar at those sites and where we have battery backup storage that's used for what's

called rate shaving where our store storage on the the battery is built up in the morning and it's used the batteries used in the afternoon which is the most expensive time of the day to you know that's when you're not supposed to run your washing machine and dryer at home but our battery will discharge back into our system in order to avoid costs of the most expensive time of use period of the day so that's true whether we're on cea or sdg e-rates we we choose those options that allow us to do that so we are you know attempting to find the the best balance of which rate plan to use given if we're on solar or not and then as far as the um when we're looking at sites with solar and without solar

or do we have a a comparable when it comes to when it comes to kilowatt hours compared one to the other and how much we're actually paying due to the fact that we have solar and then we don't or do we have that information available or is that something that we'd have need to report on that that's something that we would need to spend some time in order just to quantify what that looks like however no two sites are equal they all have different square footages there's a different there's a marked difference between Elementary and secondary sites in terms of how long people are there and and using power and evening activities are not and just the size of those campuses so it's it's a little difficult to do in apples to or Apple's comparison

uh School site to School site to School site but we would have the ability to look at the amount of power that the solar is generating and we can certainly say because of this we're not buying this much at this at these particular School sites so it might not be good to say dollars or kilowatt hours from one school to another but it would be I think a good data point to say here's the offset that we did not have to purchase because we were generating our own power and so I was trying to track that down earlier today and I I could not get into the system that allows me to see that and so I would need more more time to try and do that analysis other questions so we have a motion

by trustee Williamson on 6.4 we needed a second second I do this for each one or do we do it okay so now we have open for discussion on this motion yes trustee all right thank you I want to see if um my fellow trustees would be interested in a future agenda item that where we could um we have had discussions about receiving this information on savings and uh how much our solar is working with and Community Choice energy and the the cea and unfortunately other items have gotten in the way so I would see if my colleagues would be in favor of having a future agenda item where we could receive a presentation on the effectiveness of our solar our energy usage and and electricity usage what would the purpose of the presentation be

just an information or for us to be making other decisions or what I'm not quite sure what the purpose would be it would be for information um I was even thinking um we could even consider it under our facilities um Workshop um if that if we believe that that would be a useful part of our time because number one we do have additional solar within our um phase five of our bond dollars so that's something that we may or may not need depending upon what our usage is how effective the solar panels are are there other programs that we could look at yeah and then secondly um this is something that so be informational um moving forward as we are looking at facilities as well as our budget and how are we utilizing the savings

that we I'm assuming have through our solar and are those dollars going back to the classroom are they being used for additional um additional clean energy components ask a question yeah ask a question question staff yes about what how much time would be involved in preparing that information the looking into what the generation is of our current solar systems uh would be a few hours to to pull all that data and then validate it and make sure that you know everything is correct um you know probably a day of the staff member's time to do that to look at different energy rates and tiers and structures that is very complex work um and and so that I would say would over a period of time you know could add up to some weeks of work

depending on how deep we dive into it and go back in time to compare what was the rate structure then versus now and how do we how do we do an effective comparison of that many districts hire Consultants to do that kind of work and so I wouldn't be proposing that but we could you know try and do something um do that comparison we would also we could also reach out to either cea or sdg E to help us with that and then I'd be relying upon their ability to provide that information to us with with that answer if sdg and he or CA could do it I would support it and then have it maybe come to us in a report but if it's taking step time I would not be supporting that I

understand what that it would be interesting but I would not be supporting using that much staff time at this point um I think it's important for us to analyze that if staff Mr Dell if you think that there's some opportunities either something that's actionable by the board that will change our change the structure enough to save us money I think is where I'm coming from on that one I would support that if if this process that's being suggested it can come with some certain action but for just for analytical purposes without an action I don't think I want to be real supportive of that but I will be if there's some actions either for savings that could be you know do we have to re-prioritize our facility Bond projects do we need you know whatever

that and that I'd like you to be the one who would actually give us those recommendations from that so um um that's that's that's where I'm coming from um the reason I'm requesting it is because um we do have some decisions to make around the facilities around the remainder of our bond number one and number two I would like to see the information not just for information purposes but that the board might be able to give staff Direction in order to help save us money or or to understand how much money we have saved through our solar program and what's happening with those dollars how are we utilizing those dollars that we've saved so that's what I'm hoping for that once we get the information then if staff doesn't have direction for us that we

could provide direction to Steph the first the first part Mr Rawlings about if we have savings where where are those savings gone to I would think right now you could be able to tell us that answer that question um yeah and that's an if yeah you know one of the the challenges with our utility bills which is the item that's under discussion on the consent agenda for the purchase order is when I look at a sdg e bills us both uh electric and gas together and so we have to go in and pull all of that apart and we we've seen quite a spike over the last few years but that's really on the gas side and not the electric side and so um you know I'll say overall yes we're spending more on utilities

than we have before but um it was last year's Spike that we're hedging on um in this upcoming year and hoping to beat the number that you've seen on the purchase order listing by the time we get to the end of the year assuming gas prices stay where they are um you know but in looking at our usage that is something that's definitely valuable for us to do internally um you know you know we are installing more energy efficient Lighting systems and we need to start considering adjusting our HVAC systems back to pre-pandemic levels of running this is where it also gets difficult for us to compare what were we before and now we ran our HVAC way more than we ever have before in order to increase ventilation during a time when that was

extremely important so you know there are savings to be had by making some adjustments just in our habits and our usage that we can do you know electronically and that's work that we're that we're working on right now to do and then aside once you once you gain the efficiency in your systems then you look at rates and other ways to avoid the ongoing costs that you have and so that's a that's a long-term discussion that you know we certainly can focus on this upcoming year I won't press you anymore on the question of whenever we see savings what happens but uh I will support along the same lines because we're just starting school right now and and I would anticipate things are a little uh busy right now at the district office with the

startup so what trustee Williamson proposed I would I would support that which was if FCS no no I know you proposed it but trustee Williams had said she would support if sdg e and cea provided some of the breakouts some of the analysis that we're looking for in your in what you wanted and asked so I I would support that is so I I think this is a thumbs up there's two pieces I'm requesting an agenda and it doesn't have to be right away it's um I would hope that we would have it the information for the September um September 28th facilities meeting of 27 facilities meeting Workshop that's possible if I can't get it all I could get something on there and again for my purposes we're going to be making decisions about how

we spend phase five phase five dollars and right now solar is in the phase five dollars so I would at least want some information about that in order to help me make a decision on how what we're looking for in those phase five phases what is the time frame where we start to have discussions on phase five and we have to start making decisions when you're asking the board for Action yes so our intent actually we're planning the agenda um next week Ms Kimbrell and I so we're going to start outlining it uh the topics for discussion for that late September meeting um really what we wanted to do was give an update budget wise where we are and also address the cost escalation that we've seen in the last two years and what that

impact could be on phases three and four and then uh you know laying the you know opening the discussion on what do we do about phase five and is it um you know it's really an a beginning of the discussion uh for that but with the data in front of us uh on the cost escalation and and how we would anticipate that to increase the costs of phases three and four if we were to apply those increases and would there be room in Phase five um for some or all or none of the projects if we were to pull those dollars forward in order to accomplish what the board had considered higher priority projects back in 2018 so no actual decisions in terms of voting yes or no but it is a workshop type of

a discussion where we can you know get feedback and take information and that will help us as we start the process of determining our our next issuance of bonds which would either be you know next spring or the following following year what the potential timelines could be all or nothing for phase three phase four phase five in it so that's really the the start of that discussion as we're getting into phase 2B right now which was the the tranche of dollars that we most recently issued so we're you know we're moving forward with that and starting to think about really 20 25 and 26 but not that tail end unless we say hey we really are going to look to need to pull those dollars forward in order to accomplish three and four so that's

that's really what we were hoping to discuss uh in five weeks from now uh at that meeting or six weeks from now um but we're as I said next week we're starting to outline the agenda and presentation for those purposes so depending on what kind of analysis or information you can get from sdg and E and CES cea um will to trustee Rawlings request I mean I if he can I mean I think that'd be the natural place to based on what you're requesting I mean I could see it being in a two-parter as well where maybe we get the information prior to the workshop on the the facilities component and then later on down the line we could get more information on the overall electrification and um and our rates and how that folds

in I would be open to that as well so that's a little different than what you originally really originally I'm trying to be flexible so we can um what would you like what we request from from the trustees from the board right now and see what kind of thumbs we get for that I'm trying to meet your interest trustee Pearson and therefore I would be willing to I would be willing to go with whatever you're interested in or how we can work together to where where I can get a report and have information so I feel comfortable in what our savings is where the dollars are going and how to move forward on our facilities whatever that looks like and you're willing to agree to I'm willing to agree to as well I'm in principle

I just didn't want to take away from priorities of what their workload workload is right now what what I yeah and what if the board agrees to uh to direct us to to bring back this information I'll Endeavor to get as much as I can as soon as I possibly can I might have to come back and say we're still not not done there um I will say it in the next board meeting we will have on audited actuals to present and so one of the the pieces of information that I could include in that presentation would be util all in utilities last year now that we've closed the books to what did we spend the prior year maybe not a breakdown between Gas and Electric but all in um what's the trend been for

that total cost because we'll know what we'll know with certainty what those dollars were by by next month for the full fiscal year last year so that might be a data point you'd be interested we certainly could do that it but it might not break it down to solar sites versus non-solar sites because that would take some more work to pull that apart okay with that information then you're flexible on when that's going to be presented long as we're not going to make decisions on phase five is that what I hear you say yes okay I just want to make sure because prior to the workshop I'll be asking these same questions so I can be um so I can be a an effective participant in the workshop other trustees I mean I know we've

been dialoguing but I wanted to make sure before we say thumbs up what are we doing thumbs up for so what are we what are you asking on thumbs up for I'm a little bit confused as far as what what is being requested go ahead what's being requested is a two-part report one uh prior to the facilities workshop and connected to the UN actuals that would do a breakdown of utility bills and comparison to last year this year and then in a future agenda we can be more expansive on our use of electricity comparison from solar to non-solar sites but there would be no rush on that agenda item and that if cea and or sdg E can provide analysis for those um that that would be optimal so is everybody clear so I I

would support showing a comparison between last year's electricity sdg sdg e Bill and this and you know for that last two years that because I I believe Mr Dill said that they'll have that information it won't necessarily be broken down but we can certainly show 2021 this was it 2020. so that that seems like I don't think that would take much extra staff time so that I understand and then the rest as long as we're not directing him to spend days finding data that he would instead reach out to sdg e and say would you can you do this and then give it to us not necessarily as an agenda item but maybe as a report and then if there is a need to have an agenda item then somebody could make that request that

would I would support that okay so am I hearing four thumbs for that staff clear what the request is I'll also say I can I can look back in the files my predecessor may have maintained on what the anticipated savings were based off of the usage in 2018 and 2019 and Mr Wright was was very detailed so I'm hoping I can find something that points back to a baseline And if we can build off of that Baseline you know that's something that I'm interested is as trustees are as well great okay let's move on 6.7 you had questions on 6.7 have we voted on 6.4 we never voted on 6.4 so thank you thank you I'm just trying to move so fast here I better slow down okay here uh so we have a motion

to approve 6.4 uh let's see you want to take a roll trustee Williamson yes trustee Ward yes trustee Rawlings yes trustee Pearson yes motion passes four to zero okay now 6.7 as for the item to be pulled because I'll be voting no I don't have enough information in order to vote in favor I just said that on 6.7 I would be I pulled the item because I'll be voting no because I don't have enough information okay trustees I moved approval of item 6.7 so we need a motion before we can discuss right I just I just made one yeah I I make move approval of item 6.7 Williamson okay need a second I'll second for purpose of discussion you don't understand any other further discussion okay Steve Williamson yes trustee Ward yes trustee Rawlings no

trustee Pearson yes Ocean passes three to one 6.9 thank you um 6.9 is our contract with a renewal of our contract with Republic and I had which is our waste management company and I had asked if I could see the contract and it was it wasn't we wouldn't didn't have enough time to see the contract so I did ask Mr Dill some additional information about how our Waste Management has changed from our previous Waste Management to this Waste Management um specifically around recycling as you'll recall we've had issues with Recycling and to my knowledge I don't believe we ever had a complete recycling program in our high schools and so I wanted to get some more information from Mr Dill so um Mr Dill could you describe our recycling program now under Republic and how

that relates to our current contract so this is renewal of our existing contract and we always have had recycling at all of our sites including our high schools there was from what I hear confusion over whether that was true or not but we always have had a recycling ability at all of our school sites over the last year in particular we added organic waste recycling or diversion so uh so now we are capturing our food waste and diverting that into the composting landfill and not the the general landfill so that's something that was added with Republic over the last year over time of this this current contract we have reduced the number of our bins dumpsters for General landfill use and replace those with recycling bins and so are pickups of recycling have increased over

time I actually completely separate from the questions that were asked for me I had a discussion today with the with representative from the city of Carlsbad who says they are working on information on our waste diversion over time and that they have definitely seen an increase in our diversion from the landfills and so they don't have the finals on that but they're working on getting that information to us so that was just a coincidentally timed that that conversation happened today so they are they are certainly you know from the the city who oversees uh you know waste in general even though we have a separate private contract with Republic they're seeing those results as well across the district so um you know I I again we have the ability we have the the separate bins

we have the separate dumpsters all to capture the appropriate amount of waste we had Republic come to our custodial in-service two weeks ago and they did a special presentation for all of our custodial staff on ensuring that all waste is properly captured in the in the proper containers because that helps them as they take things to the whichever is the appropriate facility to make sure that it's not contaminated with unauthorized waste so we do we have done that training with our front line staff who are responsible for making sure that we're doing this and their supervisor and director was part of those discussions as well so they're fully aware of their responsibilities to make sure that this program is implemented and ongoing and continues to to increase and thrive Mr Rawlings and do they provide

training for our nutrition staff as well as our some other staff as far as how to um to have less even less waste and um and ways to and ways to recycle or use different items so we're composting instead of recycling or reusable materials do they provide that type of training I'm not sure if they provide that training although you know I will say that we are switching to compostable trays this year and if you see a few of the old ones it's because we're getting through our stock but we have ordered uh the compostable trays and so our nutrition services management is looking at ways that we have recyclable compostable materials that will enter the waste stream and that we are always trying to find that fine line of making sure that we serve

all students but not to the point to where we are throwing food away because we have over ordered and overproduced so we're always trying to to find that correct balance of what's the demand at each School side on a daily basis and and also on Monday as we welcome back our nutrition services workers we will be reiterating the offer versus serve so we don't have to put an item on a on a student's tray that will not be that will not be eaten and thrown away so it not only does that save our costs but it saves the what goes into the the waste stream and we want to make sure that we accomplish both of those goals so Royal Republic is not necessarily doing that our nutrition services management is doing that work and

making sure that their Frontline people are aware of it as well Dr Knight did you want to add in okay I just want to make sure from from where you said sure when you say we always had recycling at the high schools are you saying since we had Republic yes okay so and we've only had Republic for a year correct no this is the uh third year of this so since we've had Republican and it's third year very good okay and um so just to be clear they also provide the bends for the for the classrooms as well the recycling and the non recycling uh not the in classroom waste bins but uh but we we will get uh some of the outdoor from them and of course where we put the the waste you

know that's labeled for you know the appropriate and of course that's their equipment their dumpsters and things so and I didn't ask this in advance but um are we still receiving a grant to provide the in-classroom um events uh that is winding down and so that was the purpose of the of the city's phone call to me today to say that this that program is winding down and you know it'll officially be the handoff to us with no further assistance from the city um which I said that's okay because we've got all of this in place and we've got the great rapport with Republic um and so it was a very good conversation that we had with them today thank you okay so we need a motion uh on 6.9 move approval of item 6.9

Williamson second Rawlings okay any discussion I just wanted to say that um I would just want to thank Mr Dill for getting that information as quickly as you did I know that that's been something that has been our discussion for several years as far as Recycling and on the fact that Republic does do composting as well as as well as the recycling program that they'll be able to offset our need for the grant which I think is perfect timing so I just wanted to say thank you and for making sure that our contract for services includes those things for the future any other discussion Ms Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee Rawlings yes trustee Pearson yes motion passes four to zero thank you we'll now move on to

part seven discussion action items item 7.1 report to the board District three-year technology plan annual update update trustees this is an information discussion item I will now hand over to Dr Nye thank you president Pearson trustees and Dr Churchill tonight we're pleased to present to you our cusd's educational technology Plan update this is a three-year plan and we're in year three of that update I'm joined by director Alan tonight so we're pleased I just realized that this is probably his introduction to you all he's been with us for the past year in this capacity as a director but prior to that he was a teacher on special assignment as well as a a teacher at several of our school sites director Allen has done a fantastic job in this past year he has that unique

expertise where he comes from the instructional side of the house and he is an instructional expert but he also has that expertise on the technical side of things so whether it relates to servers and you know your backbone IP addresses he's got a lot of expertise in that area as well so we're lucky to have him he's a little bit of a unicorn there's not a lot of those that exist that have both of those expertise but we're pleased to present the plan so I'm going to turn it over to him and he's going to walk you through some of the highlights of the year three plan thank you Dr nine thank you for having me tonight nice to see you all while I'm giving thank yous because I have a microphone and feel a

responsibility to say thank you to the many people who touch technology in our district as I prepared this and as I see every day so many hands go into making sure that at the end of the day it's all functioning well so thank you construction and the no fiscal purchasing our iats our lmts obviously the tech department and I would of course be remiss not to thank our teachers because at the end of the day we keep it functioning they're the ones who point it toward a very meaningful purpose in terms of a world-class education so big thank you to our teachers as well you driving okay as we come into year three of our there we go our technology plan I kind of wanted to cover some of the highlights of our both small

medium and larger projects talk about our progress in each um one I think glaringly obviously thing to say is there's more technology than ever I think covet gave us a bump forward with a lot of that as well and so in um in the spirit of that we have three Focus the short-term one is balancing Technology support with needs and Staffing availability there's just so much more now to attend to so that's something that is always on our radar in terms of Staffing a medium term focus is a timeline for funding sources for technology refreshes particularly as we come out of a time where there's lots of one-time dollars we're going to be really intelligent and collaborative about but what does that mean to refresh technology over time does anyone at the table have a

phone that's older than five years old probably not so that's the way technology works and as coming up with a plan for that refresh to make sure that world-class education is happening one of our medium focus and then our long-term focus is just always clarifying the vision and values of why we're doing what we're doing it's not just tech for Tech's sake it's Tech because it's really creating that experience some of our big projects uh right now if I can speak to those just really quickly that's right um access point uniformity across the district so we are making sure that all of those little APS on the ceiling that give you a wireless connection are uniform so they work with our backend system really well because we want our Network uptime to be strong if

we have a one-to-one program it means anytime you flip one of those devices open it should connect seamlessly and that's something we did this summer to use e-rate actually to make sure that happened across the district um security cameras at all schools Wi-Fi for Outdoor Learning spaces which we can talk more about specifically we're in the middle of gigacom helping us do that installation right now so that's exciting to talk about we're working on an emergency failover system heaven forbid there's an accident or something happens and the network goes down to the school side we'd like to design an emergency system that kicks over and lets everything come back up live teachers can still use phones people can still speak through intercoms Etc so that's a big project for us right now and then just

Network upgrades some of our smaller projects are establishing MFA for all of our staff you have had multi-factor authentication for a while where you go to log in and it says check your phone or please please put in number we actually initiated that for all cusd staff just before Summer started for the sake of security in our district thank you these seven goals are the primary goals that are outlined in our current technology plan we feel really excited at having we feel we've accomplished each of these and so we'll go into a little more detail in the next few slides of how we did that and what that looks like but these are the seven I think one of the big ones that was on our radar was actually uh number seven having a single

source for communication for parents in terms of uh being communicated with but also grades and progress and learning Etc I know that with a second grader myself it's really appreciated when I can just go find that information very quickly and that's something we've been working on as well these three bullets are going to look a little confusing so I'm going to just kind of clarify what each of them about three years ago three four years ago we pushed really hard to have Aries become our primary way in which we communicate great progress to parents School Loop went away in that regards and so Aries became our initiative what we've seen is that there's been increased Gradebook Creation in that time but overall a decreased number of the number of Staff members using that now right

away we look at and go well you put a little check next to the seven how is that a check mark on that goal and what I want to clarify there is I think the initiative was really targeted at secondary schools middle schools and high schools in particular when you look at those rates over three years it's consistently been high adoption almost 100 per School site where that number came in as far as decreased staff I had to dig into the data a little bit in Aries and find out what let's tell the story of what's going on there and what I noticed is that at elementary sites in particular Fidelity to the Aries Gradebook is really hit or miss per School site for a number of reasons one during covid 2021 there was an

initiative to have everyone make a Gradebook so it looks like the data everyone has a Gradebook well everyone made a great book because they all went to a training and they all made a great book as to who continues to use the grade book that kind of got fleshed out over the next few years some school sites very much others not so much I dug into that a little bit qualitatively and found that at the elementary level Aries Gradebook may or may not be the greatest solution for how to express standards-based grading over time a couple of school sites have done it really well others have chosen not to adopt that but that's why those bullet points are written that way generally speaking that goal very very high in terms of secondary usage of that

as a primary Communicator of great progress the first goal is students will use technology in all content areas leading to increased engagement and achievement you can see that our annual technology survey is filled out by students staff families and it said I pay more attention in class because of Technology 65 percent that's actually up a little bit I know that's something with technology that's always part of the conversations as technology focuses distract us we work really hard in the instructional arm to create digital citizenship and create Norms around how we use our technology and the purpose of it and so I'm happy to see that that number is increasing the second one says I learned more in school because of Technology obviously we'd like to see that number be high and that's a strong number

it'd be really unfortunate if that were a low number and then we across all the grade levels we just saw how much are you using the device in that class you notice that while certain numbers seem to be a little bit lower since last year English and science as far as using it it's important to know that they're still in the 90s so we're talking about like a very strong usage across subject this is I think the most interesting slide lots of text on here so I'll let you digest that as I read the first part goal three is to provide teachers with training to incorporate technology into teaching of all content areas with special emphasis on student social emotional knowing the first three bullet points are really fascinating considering the last three points I

think I'm better understanding overall you see there's an increased number of people feeling individually supported by technology there's an increased number of people saying my site is supported in the area of Technology uh and people say I currently adequately am supported in the area of edtech and training all of those are very positive I'm very supportive interesting then that we look at the next three bullets that says I'm using technology to enable more effective teaching learning it's like Drop in the 90s very strong I have positive attitudes toward using technology in the classroom I see a drop there still in the 90s and we see I feel confident using technology as part of my job and it takes some time to speak to what I've been seeing in those bullet points what I'm seeing is

that our teachers being the amazing people they are are always looking to learn and grow and use toward purposes that are meaningful in the classroom they feel very supported what I think we're seeing is we're on this precipice of a lot of change in terms of Technology we have a new technology upgrade coming into many classrooms this is where we don't have a projector anymore with like the static screen at the beginning we have a device like this a TV that can move around we're casting we're more mobile what I read this is I was all very positive just people telling us we are here to do a good job we just need to make sure we feel as this shift happens we're parted of the shift and we're included in that shift so that's

that's how I goal number five is a one-to-one tank open devices for all students we are at just over 20 000 devices for students at this point eight thousand of which a little over are expired already and by expired this doesn't mean they're not usable it means that Google used to give five years of uh software updates to the machines at which point they still function but over time maybe you've noticed too with an old phone or an old computer just doesn't quite function as well as it needs to it doesn't play nice with certain programs this is something we keep an eye on because you can imagine in terms of a refresh five years is not a lot of time before more technology to purchase Google's actually been a little bit like beat to

the fire with this because that's a little bit by Design on their part and they now have extended that to nine years of software updates so that'll help us very much make our devices last a little bit longer but for now you can see that 8 000 of which which is a significant number are currently excited these are some of the core questions that we dug into from the year I can go through each one but I know there were two that really stood out to me that I wanted to pinpoint on and then I could also go to the ones that stand out to you um I think the first one I understand the vision for technology in Carlsbad Unified is really really important because I think it's hard if you don't understand what

we're going for to then go enact that in your classroom I'd like to say 77 is a decently strong number and we're excited to see that we'd be more excited for that even larger obviously so that's communication on our end not just communication at people but including them in that Vision as well I think is really important as we go to make this shift faster upgrade I like that everyone feels very supported with technology my team and I take a lot of pride in that number so that's nice to see um where I what stood out to me was the technology devices in Carlsbad Unified work reliably that 71 wasn't my favorite number so I'd like to dig a little bit more into what we mean when they're not reliable that can mean a lot

of things when someone says it's not reliable and we want to better understand what that means the other thing that stood out to me was I feel confident using technology as part of my job 89 that's great right because it's increasingly becoming the driver of what happens every moment in a classroom I'm happy to hear that people feel that strong I'd also like that number to be but now as we go into this next phase where we get a chance to draft the technology plan going into the next three years we're in a really exciting time I think because we went from an implementation phase make it happen to I think what's going to be called an impact phase we've proven we can make it happen we've proven we can do a one-to-one we've proven

we have the infrastructure albeit needing a little more bolstering to make it all function now it's but what is all of it doing and what is the impact of the solution and I'm excited to include that in our plan we're going to primarily use the technology advisory committee the tax committee that meets once a month all sorts of constituents administrators members of the community teachers iats who come and give insight into our current technology plan it's going to be exciting to get all of those perspectives and those constituents in the same room to say what does impact look like and how do we design for that and I'd like to say we can see a draft of that plan January February if the board feels doing that thing teachers aren't supposed to do right I'm

just talking at you a lot so I'm looking forward to the chance to get questions back my way but I do want to touch on one more thing uh we were informed that school loop was going away about a month before they were going away uh that was our current website provider for school websites oddly enough their competitors let us know before they did so clearly uh things are moving very quick for school loop but um to the really credit of our team how quickly we moved and vendors obviously gave us their presentations we ended up going with smart sites because of the integration with parent Square which we already it was so fundamental in our district so that'll be really nice parents were actually own smart sites um the migration went pretty well all

things considered we had some issues where um no Daddy our current like web host couldn't Point our old links toward the new site and so we were having a little bit of issue there we did some learning to find out that when you have a DOT us like a government URL GoDaddy has a little bit of trouble just easily pointing things one learning for us from there is that going forward no matter what we will always tie links to The Domain we own we didn't own School Loop we were renting it basically we own carlsbadusd.net and so going forward we will always connect everything to that no matter where we go from here in terms of a website and so that will be smoother so that was a good learning experience and a real credit

to I want to call out uh Sharon Merchant our web developer for all the work she's done to make sure that transition has happened so that concludes our presentation and we'll turn it back over to president Pearson [Music] let me try this again this is a time for public comment and any blue cards been received yes there has been when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we will have the timer on the screen and your mic will be muted when your time is expired the first speaker is Scott Davison thank you good evening my name is Scott Davis and I live within the district I just have a few quick

comments on our technology plan which is to ask the board if the board thinks that the questions we're asking about the technology plan really help determine whether technology is beneficial to students and learning the questions seem to ask the students and staff if they think technology is useful but they don't actually determine if learning is actually improving for those students as many of us know technology was a complete failure for many students during the pandemic what are we doing to truly evaluate whether or not technology is a help or a hindrance to our students abilities to learn do we have some classes taught with technology and some without to compare whether or not students improve more or less in different scenarios these are the questions we should be asking about technology and its use in

our classrooms it would also be helpful to understand the cost of our technology programs we have thousands of devices that are expired even though they are likely fully functional are we required to replace them and then are there options for providers which will not preemptively expire before the end of their shelf lives as an example I'm reading from a 2015 MacBook Pro which is now eight years old and still fully functional I note that in the warrant listing tonight we just spent sixty one thousand dollars on 24-inch MacBooks for Carlsbad High School perhaps this is a good purchase the decision if we plan to use these devices for eight years but if they expire after only a few we might want to reevaluate our purchase options and agreements finally I want to make a personal

comment about an apparent technology problem with the security cameras here at Sage Creek the ones at my house notify me if there is any type of motion or noise but the ones at Sage Creek apparently don't it would be nice if we could look into an upgrade so I don't have to call the police at 1am to report a break-in to this very room which I could hear and see all the way from across the Canyon thank you [Music] staff do you have anything to add no I believe uh director Allen did mention the idea that you know the first three years of the technology plan as mentioned before was about implementation of devices and hopefully as we address those next three years in a technology plan we're going to be looking at Effectiveness and

and the impact that technology is having on education educational outcomes so I believe that was addressed in the presentation okay trustees do you have any questions trustee War trustee Ward so thank you director Allen for your presentation that was great um I just want to refer back to slide eight so I think the responses that are that you talk about in slide Aid are a lot a lot of the technical uses in terms of the impact that it's had on staff but your goal there mentions with special emphasis on student emotional social emotional development so curious about what types of things are you doing to support that um how are we navigating with technology and supporting students because I know that is a ever-changing field that you have to evolve with and also support the

social emotional needs of students so because it's on that slide I was curious if you could speak to that sure thank you miss work so in terms of specifically the technical end of the social emotional development and I'm sure instruction speak to this a little bit too one initiative we currently have too I would say is fold it into our digital citizenship curriculum is an emphasis on the appropriate use and not just appropriate as how much is too much am I using it for things that are making me a better learner am I using it for things that are making not a better learner a better person someone who doesn't feel like technology is making a positive impact on my life so that's the digital citizenship aspect of it I know something that we do

quarterly I want to say is we push out a Kelvin survey to students where they can give us that feedback anonymously and again from a technical piece we can push that out through those Chromebooks there was a question about what about students who bring their own device they still very much have access to the Kelvin survey it doesn't pop up as automatically because they don't manage their devices but they have full access to it in their Chrome browser and I would say those are the two initiatives we're currently using to measure that particular part of the goal and is there anything that staff is getting trained on to support you know social emotional well-being and supporting students when it comes to technology use instruction might be able to speak to that yeah as far as

they do receive training on Harmony as an example at the elementary level on social emotional learning and how to implement that um we do work with our counselors again with the Common Sense Media so we're using common sense a lot for the [Music] um for the digital citizenship component of that and then they're also receiving um but those would be the big things in regards to social emotional as it relates to technology yeah yeah at the elementary level correct yes trustee Rawlings um and thank you for the presentation I found it very interesting um speaking of the Calvin pop-up survey we heard from student our student board members that they they weren't receiving because they were using their own devices or they were maybe logged into their personal emails um how do you plan on

dealing with that for the future to make sure that we get as many responses as possible thank you for that I think that's a communication thing um I think it was just unaware that when you log in even on your personal device if you're logged into Chrome with your student account that's where those little extensions come across the top one of which is Kelvin that a student could click on anytime and if there's an available survey that will come up as well I just think there was lack of awareness given that typically it just pops up and so I think everyone assumes oh well it never popped up on my computer I must not have access to it so I think we could do a um an improved job of just communicating that out spot

probably to teachers because it tends to be an orchestrated time that the students do it and so that would be a nice way to make sure that everyone has access to it what's also nice is that in a one-to-one environment in those unique situations let's say for some reason that MacBook wasn't going to work with that every student's guaranteed access to a device to be able to take that step Mr Rawlings so will that be kind of part of the plan for the next three years to ensure that that all students are not just only have access but are actually participating when when it's appropriate I believe so I believe to make that data increasingly meaningful then we would like to have a full Fidelity to it as possible and if that's a communication thing

on our end we can certainly include that on the plan and it could also be a training component as well that we need to increase training with teachers around Calvin as well so I would imagine both of those things would be baked into the new plan just use any other questions I I have a couple um do you report out failure rates and outage reports I didn't see anything about I did see in slide 11 the work the network is Works reliably I think that was like 65 percent yes so like that so just in terms of that number how that all builds into that number yeah that's that's actually a really interesting one because perception is very important if you look at our at T Business Center the downtime for the network over the

year is or the uptime I should say is like 99.2 I mean very very high how interesting then that when people are in this critical moment of teaching any hiccup feels like 65 percent of the time it's working right even when you can show that's not I don't say not true but that's it is up but what's key there is better understanding from our teachers and our staff members when you say reliability that could mean a lot of things that doesn't mean the network went down it means my phone disconnected from it and I'm supposed to be on the staff Network right because there's a setting that says that renews the lease every couple times it could be that with our new AP installs one needs to be rebooted the network didn't go down the

AP just needs to be rebooted so that it works I think the 99.2 percent is a really great number I'm I'm proud of that I think the 65 is a more important number because at the end of the day our teachers need to know when they walk in rooms things are going to work and when they don't there's a reliable mechanism to very quickly make them work and so that's where our ticketing system comes in that's where we can reboot APS as quickly as possible we have our IET so we're on site we can go check Network closets for us if we need to so we of course would like to see that number go up I think nothing stings more I remember being in the classroom than a day where everything was planned and

students come and that's the class that the network went down for all the other ones that was up but now I have this like off thing because this class didn't get it that hurts that hurts deeper than just well hey it was only down for 30 minutes I'd say yeah but the impact that had on my classroom is significant and so I just wonder if maybe that's where that perception's coming from our goal is to say um those moments may happen per communication and for us making sure our infrastructure is strong that's the best way for us to gain the trust of teachers that things are working so follow up on that drinks then process wise what will happen differently what do you see differently so the perception goes from 65 percent up to whatever

percentage you want to get it to I I would be really interested to go dig into the data to see how many of those came from CHS I say that only because here's one example that of course on the first day of finals in January that's when the servers that run the network at CHS in particular went down of course it was so what we did from there is we said it was all of our servers in the server Health they were not running at maximum memory capacity uh the reason for it was um it's kind of like having a Ferrari that can go 200 miles an hour but really you just need to drive around town and go on the freeway you don't need to max out the capacity of that car we decided

to air on going with the Ferrari so we've maxed out all of the servers at each of our school sites with the maximum memory capacity they can have we also make sure that we are doing redundant backups at different sites so when one goes down we can quickly deploy that server to the new site so that we can get that Network back up as soon as possible and I just have one other question yes slide seven sure thank you this may be also for Dr Knight do you have plans to look at those numbers there and see about how subgroups fit into those numbers sure I'm a data nerd so I would love to do that um yeah specifically because otherwise I don't think there's as much action item associated with the numbers so I

would be interested to get a full picture of that reporting okay great thank you Professor Williamson I've been listening to everything that you said but I also was looking at our website because the last time I looked there were lots of broken links so okay so it's it's looking great my question about the website it looks like we have a different logo was that an intentional um change the the name no it would not be intentional so well if if it there is a different logo there that would be unintentional a while ago and I hadn't noticed typically the the word Unified School District in at least in our other things I've seen it does not look like that it anyway I was just wondering if that had been an intentional change or if somebody

yeah I see um let me drag this over I can show you so you mean in the upper left-hand corner and I believe there's a scroller that had her logo where it's in black or it says Carlsbad Unified School and I believe the Unified School District used to be under Carlsbad but maybe we've changed that a follicle and I just hadn't noticed I can look at the back end functionality of it I don't know that looks very uniform to love the way smart sites has font so I can look to see can we modify that and put a picture I'm not giving any direction I was just asking if there had been a change that because sometimes things change in I was I was just not one that I'm aware yeah yes yeah this okay

yeah I can't remember when our logos were adopted um I don't remember I know there were several iterations you had a running logo for letterhead as an example so we can check with our website uh developer and see how we landed on that that's fine trustee Rawlings a follow-up to that one um is the migration process complete I wouldn't call it complete yet so the initial efforts were put into the district website and then now we have school site access to begin working on our web developer did an amazing job so smartsites helped us with the initial migration I think they were helping a lot of people with a migration who were coming from cool because I think they did like that okay here and then you guys got to take it from here well

that means one person our web developer is going through all of those sites and rearranging things and making sure links are working and she's working feverishly all day every day to make sure that those are working what we've decided to do is now train uh site employees to have a little bit more of that granular ability to do the same and then they can work at a faster Pace than one person can try to update all of these things but I wouldn't call it a complete migration trust your wall lines do we have an ETA of completion uh ideally I would like to have had that yesterday but um I think when school starts next week we'd like to be in a place where functionally parents can go to those websites links are not breaking

necessarily but they may not be as robust in terms of everything that will eventually be on that site our goal by school starting is that a thing is not working director of Our Lives um and as a board member I mean obviously start of school is number one priority and parent access the number one priority but I've tried to do some research like you know we archive our our agendas from 10 years ago and our minutes and all that and so is I'm assuming that's the last priority I just checked they're there probably they're there I just checked that's what I was doing yes but it is it goes to the actual agenda and not um because I the link is there but then when you click on it it takes you to the actual

agenda okay again I was just um so what I'm hearing when do you think the entire thing will be complete not just ready for start of school um as far as I mean websites are always in development right as far as what could change functionally though um I would think that by the start of school everything is again like I said working and then a principal May in October go you know I'd really like a page that has this because we have an upcoming event but as far as their functional phones to them by the time school starts other questions trustees okay oh you do I'm sorry trustee Rawlings um on slide three um you spoke about Outdoor Learning spaces yes yes and um I did see it in the slides and I know that

that's been a priority for several years but I didn't see it in the plan and so is that something that we anticipate being in the next three year plan I'm gonna say yes to that because I think the infrastructure there without there being intention behind it going back to this idea of impact it could just kind of Wither and not become a thing so I think including it in the plan make sure that impact is the goal of those spaces okay um and then when you were talking about Aries I don't know what slide it's on you were talking about Aries for the grade book and the One-Stop shop for grade books one of the things that I've noticed as a parent is that um is that we'll see the we'll see the upcoming assignments

and then we'll see the progress report a weekly progress report but we're not seeing what happened in between was the assignment late was the assignment missed those types of things is that are you planning on fixing that or having that be part of our future for your strategic plan absolutely from what I've seen the notifications are increasingly granular to what you could be notified about so it could be like a great alert a great drops below a certain threshold or hey this is due this week or this this was due and it wasn't turned in from what I'm seeing and what they're developing that's all fully capable of doing so now it's just about intentionally designing making sure that either we've enabled on Aura in our end or it's been communicated to parents for example

they can enable that level of notification on there so it is going to be in the next three year planner you're staff is intending on having it in the next year or next iteration of the three-year plan yes yes okay and then another question on Gray books um with Elementary you were saying that they were required to create a Gradebook but not really utilizing it one of the concerns I've heard from elementary teachers is that is that as they're grading assignments that they can't put that information in to be able to just at the end of the semester or what have you just to be able to press a button and it adds it all up and creates the the standard is that something that you're planning on working on for the next three year

plan as well it's yeah it's possible it did really a lot of these moments come down to the functionality of the software being used there are always ways to take data put it somewhere else crunch numbers and make that happen we worry a little bit about um we'd like a seamless system for teachers to honor their time and so too much of that and you're not really doing that for teachers anymore so I'm going to say within the functionality of Aries or at least some ways in which we can make that a little more streamlined for teachers yeah is this a follow-up on that question I wanted to hear what Dr Churchill had to say no I'll just say I know it's possible because I've seen it so I've seen elementary teachers use the Aries

Gradebook record assignments daily weekly overtime and then use the the magical power of Aries to kick out some sort of end of term grave obviously they didn't use their own expertise to make determinations about about how to record that but yep it's totally possible go ahead and follow up on let's just hear what I'm saying okay and then and just to be clear then what Dr Churchill said that's something that we're going to try to maximize in the next three year plan because again that's something that Elementary folks have had concerns about that at the end of the semester when they're doing report cards it takes them hours and hours and it feels like the secondary just has to press a button so so I just want to make sure that that's something that is

um uh that we're looking at that and we have the capabilities we just need to make sure that it um we expand the functionality okay great thank you Professor Williamson thank you I did ask I asked my questions ahead of time but the one that regarding the chat gbt the AI if you could I think that many people are interested in what our policy is or lack of policy or what what our plans are and if you could just answer that question that would be great sure I was just going to have chat GPT write the policy for us actually great idea yeah no I know that's obviously something that's very front and center for a lot of us as we talk about education and what these powerful devices can help us do when it

initially uh became a thing so to speak I would say like early spring our initial reaction was not to necessarily block it from the firewall or from devices I think we've always had a spirit of um let's be productive in how these tools exist in the students world so going into the end of the year we actually thought it would be a nice step to form a panel of teachers administrators and a couple of constituents from various School sites to come together and say let's first talk about what this is and where we think we're going with this as a Carlsbad District I'd like to believe we're shifting away from what is this thing to we understand there's this thing what is our policy now in using it at school sites we don't have anything

officially written yet but I'd like to involve that panel and probably the broader community and conversations around what are norms in terms of using chat GPT what's interesting is a lot of it comes back to policies we already have in place around academic honesty so I think when it boils down to that it gets a little more complexible could I cite chat GPT I used it can I cite it that I used it I think we need to get into some Norms there that teachers could really help us drive in terms of those conversations again coming back to that panel but a lot of that is captured already where if you just copy paste from chat GPT that's just academic honest um I do want to say that as we go forward I'd like to

build a culture of continuing to maintain what I think is our tradition of an open mind to powerful tools and the things they can help us do what I would be really avoidant of is from a fear-based perspective going let's get those trackers so we can nail people when they're doing the wrong thing I think that is completely the wrong message in terms of how we approach this but rather promote students curiosity and ability to learn while also having policies in place to say and when that's abused we have a protocol for that thank you any other any other questions trustee Rawlings um one last question as far as the um the next three-year plan you said it you anticipate I'm assuming a draft coming before the board in January February and then what would

be the process for board input and public input and then final draft coming before the board yeah we would anticipate a first draft coming in January February and then bringing back a subsequent final revision of that in March to be approved if that's an appropriate timeline depending on how many changes are made and then we give an update similarly on that plan kind of moving forward after that thank you any other questions trustees thank you thank you thank you we now move on to item 7.2 measure HH Bond program monthly update trustees this I just have a question was there going to be any discussion or were we just going to have questions on that item you're right I keep moving trying to move you're right we need to have a discussion trustee Williamson I

don't have anything to say I just wanted the opportunity I just want to say thank you for the update on the plan and for um uh and also the ability for the public and the board to chime in on additions because I agree with you trustee Williamson I think that we do need to have a um an area that talks about chat gbt we may want to even change some of our goals based on new technology and those types of things so um so I'm hoping that we as a board can have and the public can have as much input as possible in order to create the next three-year plan because things do change so quickly that I think it's going to be more than just moving around a few um a few paragraphs and

that sort of thing in my opinion I'd just like to add one other comments really towards hopefully my colleagues here would feel the same way is that that the perception in the classroom about failure becomes part of the goal to improve that perception so we have teachers going on this is great technology and it does work and it's there when I need it and I don't have to explain to students whatever the reason is something's not working particularly if it's a certain teaching that they're having that's real critical to do that so I'm just hoping my colleagues here would see the same same thing when we get into the goal setting and the next three year plan anything else okay now we'll move on to 7.2 measure HH Bond program monthly update this is an

information discussion item I'll now hand over to Mr Dill thank you and we are now returning to monthly Bond program updates so uh as we are uh just a few days away from school reopening uh I will say that our construction Crews have been very busy over the summer some of you got to see that firsthand last month when we had the independent oversight committee tour I know several board members attended for for all or part of that as they were as they were able to and that is always my favorite meeting of the year because you can actually see physical tangible things that are happening and so not only did we have board members we had our ioc members I see Shauna Hearst in the audience who is is one of our representatives in

Ms Wells who is a parent leader uh joined us uh for part of the tour so she could see what was going on at Valley um and and just speaking about the ioc and coming in on the heels of our technology plan and discussion of the website um we know every July August the San Diego County taxpayers Association looks at our website to see if we have all of our transparency information up and running and we knew as as school loop went away that this was something that we needed to make sure that we got on there because of the timing of that so thank you to Mr Allen and his staff I know they were busy working on all of the links of things that we had of historical information and Ms Hurst was

also clicking on those links feverishly and we had several discussions over the last few weeks about making sure everything is up there so she has responded as our representatives to the taxpayers association that we have all of the information up it's still we're having some issues with the website but all of the transparency information is on the website if you can get to it and we continue to check every single link to make sure that the information is not broken on there so we'll we'll continue to to work on that site but everything is up so in terms of uh of what is going on and what things will look like next week uh Ms Kimbrell and I uh we walked all of the sites last week we're going to be walking again on Monday

morning as uh we'll be two days away from opening so um being in touch with the contractors on on last minute items things are moving very quickly and I will be at all of the school sites that have been under construction on day one to make sure that that things that needed to get done got done at um so just scrolling through the work that was done over the summer and I have no presentation tonight so uh it's just me uh uh and Aviara Oaks we did significant work in that 500 and 600 buildings uh doing interior remodels uh also re-roofing those buildings and uh taking down Landscaping that went right up to the windows Edge and and took that down um for for a number of purposes we also accelerated part of the the

project while we were able to and have done the demolition in the 300 building which will be the remodeled uh steam art and music building and so the demolition has been done we're waiting for the final increment to DSA stamped plans but at least we've got the demolition done which means as soon as we're ready to go we can we can head into that building same with building 800 that building is is slated for Demolition and and as part of increment two Recon destruction of a new building in place we have t we had teachers in there they're now moving back into the 500s and 600s and once we have the DSA approval on on increment two um then we'll we'll be in a position where we can go in and do the demolition on

on 800 and then start the the construction uh next summer on on that building uh going into the the brand new Modular Buildings uh which will be called the 900s to replace the old 900s which are on the blacktop these 900s will be down uh near the the preschool drop-off parking area so we'll have kids care there and and other classrooms so a lot of work that was the uh one of the true summer Sprint projects that we had going on and I can't wait to see it again on on Monday morning as they were feverishly laying down carpet and doing other work inside of those classrooms to get things done on on uh Jefferson uh we're finishing up that project so uh that was uh that started last year and now we're in a

position where uh where Jefferson will be complete uh the work over the summer was interior remodeling of the 700s and we also completed I think it's the 400s building where the Steam and culinary arts classrooms were um we we completed the work on the other the other half of that building over the summer there is we also uh installed a new play structure at that school site so new new play equipment and new surfacing the rubberized surfacing is there so that will be a great addition to that playground I will say that we are dealing with a delivery item on new desks for the 700s so we're scrambling right now to make sure that we've got uh that we have learning surfaces in all of those classrooms when when school is open as teachers are

moving in now we had anticipated that the desk would be here and they're not so we're following up and and trying to get that resolved so that is a hiccup but we will make sure that there is a place for kids to learn on uh on the first day of school um at hope we uh we're winding up on that project after many years the lunch shelter and uh and shade structure uh have been installed uh blacktop laid down in areas that had been dirt for several years as we waited to get our our storm water and Grading permits we had uh approval of that I forget the exact dates but we had approval from that from the city on a Monday by Wednesday we had all the trenches dug that we needed to dig

and we have the the new storm water retention basins uh in place so the the big work that remains at Hope is restoring the fields and the grass and so sod has been I believe the sod has been laid down uh this week and we'll begin watering on that so so that those surfaces are back to normal and then once we're complete with all of that work the last thing to do is to re-energize the reclaimed water system that will be done with the city of Carlsbad the Municipal Water District and also the county of San Diego environmental health department will be there to do all the necessary pressure check and cross-connection testing we will be there also with them to make sure that that system is functioning as it should before they reinstall the

meter and allow us to run the reclaimed water system right now we do have potable water which is being used for irrigation so right now only potable water is being used on the site but once we have the okay from our agency partners we will be restoring that system at Kelly I'm sorry at hope I said Kelly because I was just about to go into Kelly at Kelly we also did storm water upgrades nobody can see that because we did that in the parking lot and have now recovered and that that parking lot so it's an underground system rather than above ground system I get my updates on Kelly twice a day when I drive by it and uh so twice a day seven days a week I I get updates on on Kelly uh

and so I can see the progress on that we also did some work inside permanent classrooms where we did lighting upgrades uh inside those classrooms so Kelly will also be a project that uh that will be complete at uh Calavera Hills Elementary uh we did improvements on a path of travel particularly in the drop-off area and then also installed utilities for the future steam classroom unfortunately because that site has reclaimed water and the area of the classroom is where we would need to make adjustments to the system we've had to go through a review with the city and also with the county of San Diego and we're waiting for approval from the county for us to be able to sever that connection before we can install the foundation and lay the steam classroom the steam

classroom is being built right now it's we just don't have it so it will be ready as soon as as we get the approval and Ms Kimbrell is following up regularly with the county on on the progress of of that approval they have two people in the entire County who review all of these plans and so we have a good relationship with them and they worked with us great on on the Hope situation um but they're going through their process on on this particular one on the front end so uh we're anticipating end of September for delivery of that building so it's not there right now but it is in an area that is away from the rest of the school so that work can continue and be done during the school year we don't

need to wait for a break or next summer to get that this project done during the school year and by fall or mid-year we should have that classroom ready to be occupied and and used finally with Valley Middle School a lot of work going on in the 500s and 600s with interior demolition that work to reconfigure those interior spaces is continuing it is on schedule and uh and has always been on the timeline to be completed in the fall when this fall it's several months so not fall by opening day but but within the school year uh and so we're continuing to work on that we did uh re-roof several buildings so we have Roofing improvements and then a lot of other work that people will not see but they will appreciate uh as we

replaced some utility lines on the site including sewer lines which have been a problem at that school with backing up and we removed Some Trees and Landscaping to prevent uh further problems with those with those sewer lines so a better Enviro government at the school will be present when we reopen despite the fact that our interior quad is still torn up waiting for some additional work to be done so a lot of work will continue at Valley and it will just continue on and on through this year and it's a it is a like one of those puzzles where one of the tiles is missing and you have to slide all of the tiles around really I think at some point every teacher will move at Valley in and out as we move through the

campus to to upgrade and renovate each of the permanent interior classrooms at that school so uh as we've already spoken about next month we will be doing a facilities workshop and we'll start outlining that that agenda next week as we anticipate things that we want to bring to the board's attention during that study session so with that I'm open to any questions and public comment first okay this is the time for public comment how many blue cards been received we do not have any blue cards staff do you have anything to add no okay trust trustees do you have any questions trustee Rawlings at um our Oaks um are they on time will they be ready for the open of school yes uh I will just say yes we already have uh staff moving into

classrooms when I was out there on Friday um I think it was the 500s is was just about complete with this I think it's the 600s if I don't have them mixed up was two days behind that one so um there they were working feverishly to get all that work done and I do know that teachers are moving back into their spaces Rawlings and um I know we had this conversation on site but I just wanted to verify are there relocatables at Jefferson are they the same ones that we had said they that way back when we approved the bond or did was there an upgrade with those at Jefferson the uh to my knowledge and I wasn't here 2018. um so since I have been here the plan was to renovate the existing classrooms

at Jefferson so we did not remove and replace we renovated similar to what we did at Kelly Elementary so uh the those buildings were able to be renovated to extend the life of those assets and so you go inside those classrooms they look brand new I was I was in them on Friday any other questions trustees okay now there's discussion any discussion trustee Rawlings I just wanted to say that I was thoroughly impressed with that renovation at Jefferson of those relocatables because if I recall we were talking about replacing those and the renovation of those I mean they look like permanent buildings I mean I was so impressed with the um the way they they um they blend in with the foundation and the before and after is amazing and especially since it's a renovation

and not a replacement I was very impressed if you get an opportunity to take a look I think you will be too any other discussion okay Mr Dale thank you thank your team I certainly will I thank them every day we now move on to item 7.3 approval first amendment revision to the preliminary guaranteed maximum price related to the Aviara Oaks Elementary school modernization project for the Saudi construction company in the amount of 547 trustees this is a discussion action item and with Mr doe thank you as I as I mentioned in some of my jargon in the last item I spoke of increment one and increment two we have an overall contract with lasardi for the value of the entire project we are still in DSA approval for the second piece of that and

we we broke it up into two increments so that we could get a Kickstart and get this work done this summer so we did work that did not require approval by the city of Carlsbad this summer we are still in plan approval both on the on the city side and DSA for increment two but as we as we received back our our DSA approval and made design changes according to that um you know that was that did result in some kind of a trickle and a ripple effect on several other trades and so that required going back and getting approval for additional costs related to the work I'll say that's net of some value engineering that we did as well so we were able to bring that bring that total cost down um and so

this would be to increase we're still calling it the preliminary guaranteed maximum price because the final guaranteed maximum price will be once we have increment two plans and then we'll come back usually we just do a preliminary and a final unfortunately we've done a preliminary now another preliminary and then we'll do the final uh once we have that DSA and City approval on our full plans unfortunately whenever we need to go back to contractors with additional scope of work that really is based off of current labor and materials cost now versus when they might have originally bid that work in the past and so that plus profit and overhead does cost does result in some cost escalation we still have uh on increment one a contingency that we set aside and so we still have

approximately 150 000 left on that uh contingency budget so uh if we can get through uh increment one without having to encroach into that contingency which is really for unforeseen conditions that we might run into we can use those savings to offset this increase and so we can we can pull some of that back down and we recommend that the that the board approve uh this change so that we can complete this work and pay our contractor for it okay this is the time for excuse me this is time for public comment have any blue cards been received we do not have any blue cards okay anything else to add at this point okay trustees do you have any questions I have a question Mr Dill um you may mention about escalation impact since the

last time reported to us what percentage of was on that budget was escalated uh on on this I would have to look back and see the difference between uh what our estimate was on Aviara Oaks total I know there was an increase from our estimate to uh when we did the first preliminary guaranteed maximum price uh overall um two years ago construction costs increased 16 percent and then another nine percent on top of that last year so that's not nine and going down to 16 going down to nine that was 16 plus nine uh so different building materials have have risen and fallen over the last few years and it really depends on what day is today and what what package are we bidding uh on on what we're going to pay so but but

to get back to the question it's it's not unheard of to see you know anywhere approximately 25 increases on construction costs both from materials and labor and uh and so this is what is really coloring the conversation that we will be having next month as we start to think out of our remaining projects knowing that we want to get that work done but having to refresh our cost estimates from 2018 even though we had built-in escalation assumptions to add even more onto that potential escalation and determine what options we would have to effectuate all of that work and I have a follow-up so with that in mind with that escalation what is the scope how's scope been adjusted or amended or you know a good a good example uh of that we did do at

Aviara Oaks uh was just changing the roofing material uh where we where we realized a half a million dollar savings just on the the roofing material in this increment one um by going from a standing steam seam metal roof on the new Roofing structure to what's actually PVC and so it's a it's a plastic roofing material but it looks like uh the the metal roofing so from the ground looks the same but it's actually a different and more durable product and that resulted in in quite a bit of savings so now we're going to replicate that when we get into phase two and so that will be even more savings on on the roofing costs than you know we built but right now I'm only I'm only looking at increment one um but yes so

we're we're looking for those things where um it's it's not sacrificing um the goal of the project which is to replace an old roof um but still you know aesthetically pleasing and fitting in with the overall project at a much lower cost so um and I I will say Ms Kimbrell is very talented at this um and in working with our Architects and finding um other options to accomplish the same goal thank you other questions may have a motion to approve the First Amendment to contract HH 2223-16 and authorize additional funding of 547 340 to lasardi construction company for the Aviara Oaks Elementary school modernization project so moved Williamson second Rawlings so we have a motion and um trustee Wilson made the motion and trustee Rollins second the motion discussion no discussion okay Mr Garcia

please call for a vote Steve Williamson yes trustee Ward yes trustee Rawlings yes trustee Pearson yes motion passes four to zero thank you we'll now move on to item 7.4 approval contract Amendment and salary adjustment to the superintendent Employment contract trustees this is a discussion action item on August 5th the board met in closed session to discuss the superintendent evaluation for the 2022-23 school year and on August 9th we met with the superintendent present the evaluation I am pleased to report that the Super China received a satisfactory rating and recommended his contract be extended by one year to June 30th 2026 and he be afforded the same seller increase as certificated management which is five percent effective July 1st 2022. this is time for public comment have any blue cards been received we have one

blue card [Music] when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you all three minutes we'll have the timer on the screen and your mic will be muted when your time has expired the first speaker is Scott Davison [Music] tonight the board is voted on a 13 000 retroactive bonus and a thirteen thousand dollar raise for Dr Churchill along with a one-year contract extension that will keep him in place for a full school year after two trustees may be gone from this board is it fair to commit parents and students to a leader long after your time here the five percent raise is customary since that's the same race Dr Churchill and his staff negotiated for him

and his staff although classified staff haven't gotten a raise yet you know I can't think of anything better than being able to negotiate my own raise with myself well actually being able to elect Your Own Boss like our teachers union does with our board and then have them approve your own raise that's pretty good too it's hard to imagine how superintendent Churchill received a good review but twenty six thousand dollars in a contract extension makes it pretty obvious that he did I'm sure the public would love to know how that happened but of course we don't get even a hint of information on that process do we perhaps he's evaluated on the amount of bad press that he gets for the district the board doesn't really vote no on anything so I would be willing

to bet a lot of money maybe even thirteen thousand dollars that you're going to approve his bonus and his raise tonight so I thought I would at least offer Dr Churchill some free legal advice going forward in case you find yourself being pressured by an anonymous group of left-wing activists to attack a member of your staff again I took the liberty of writing out an alternative public statement that might better reflect the district's Dei goals whoa I am aware of the comments made by a cusd administrator which were illegally recorded and posted online as part of an anonymous attack on him and his church I am disappointed to see this type of attack on one of our staff and I affirm the fundamental constitutional rights of all of our staff students and parents to freely

and share their beliefs about our policies and programs as we invited them to do at our upcoming Dei Town Halls I understand that many of us will often disagree but we are committed to creating opportunities for respectful dialogue with different groups in our community in order to build respect and understanding and avoid these types of incidents in the future as it does not reflect our goals of creating inclusion and belonging at cusd you're free to use this statement next time around word for word thank [Music] Dr Churchill do you have anything to add okay trustees do you have any questions may I have a motion to approve the superintendent's contract extension through June 30th 2026 and a 5 salary increase effective July 1st 2022 applied in coordinates with amendment number eight of the superintendent employment

contract so moved to Williamson I'll second the motion trustee Ward second of the motion to approve discussion I think um it's been a challenging time for our district in many ways and um we spent a lot a long time deliberating on this and I thought it was good work we thought we did on this and I think Dr Churchill has led a district through and continuously through some very difficult difficult conversations to with the community as well as with the general Community as well as with the school community and I just wanted to recognize that leadership um as well as the academics and getting our kids back from a very difficult time in the pandemic and getting staff back and getting us back on course to how this District can perform and continue to perform

and continue to accelerate the performance as well and some of the staff since that time you've hired in some of the changes that have been made as well too so I'd like to recognize that piece any other comments discussion Ms Garcia please call for a vote justy Williamson yes trustee Ward trustee Rawlings yes trustee Pearson yes motion passes four to zero thank you we'll now move on to item 7.5 revision and board policies third reading trustees this is a discussion action item I will now hand over to Dr Churchill thank you very much this is the third reading as you noted the second reading occurred sorry on the July 19th board meeting we made a number of changes based on discussion that evening and we're asking you to approve it this evening all right this

is time for public comment have any blue cards been received we do not have any blue cards uh Dr Churchill do you have anything to add okay trustees do you have any questions may have a motion to approve board policy 6120 trustee award oh you're ahead of me yeah let me let me just finish yeah finish this may I have a motion to prove board policy 6120 as a third reading trustee award okay trustee Ward made the motion and trustee Williams since second emotion discussion seeing no discussion of trustee Rawlings I'm just gonna say this and many other policies that we're going to look at tonight did go through the ad hoc committee and I think the committee does work very well and um on this one there was consensus between the two board members

on the committee any other discussion Ms Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee Rawlings yes trustee Pearson yes motion passes four to zero thank you we now move on to item 7.6 revision of board policies first reading trustees this is a discussion action on Ammon al-handed over to Dr Churchill uh thank you there's a number of board policies here and there's a couple of ARS typically we don't bring ARS for Board review and approval but in this case as part of a federal program monitoring process it was recommended that we have these adopted by the board so if you have any questions about that process I'm certain Dr and I can speak to it this is this is time for public comment how many blue cards been received we

do not have any blue cards Dr Churchill do you have anything to add trustees do you have any questions I have one can you explain the federal oversight or Dr Nye could you explain it's in essence it's an audit of programs so they're looking at specific programs the states coming in and looking at specific programs of any Lea that receives federal dollars so they identify those in advance one of the things that they're looking at is uniform complaints as an example policies and procedures around that so we have to ensure that we have up-to-date administrative regulations as well as board policies that pertain to that and then we will provide that information to a auditing committee at the state and and it's routine and random as Mr Dillard said yes I don't believe I've been

part of a Federal program monitoring since I've been here I've been here about 10 years so we were uh we drew the lucky straw on this end yeah and and I will say it's something that you're informed that your number is up and so uh they will notify you and then come in I had this at San Diego and they were just going into it as I was leaving Santa Clara that's not why I left but uh but we were just informed as I was leaving that particular District that they were doing the program management audit so it's just something that occurs regularly randomly and routinely just a question on [Music] staff time for reporting what what is the staff time for reporting on this it's pretty it's pretty intensive um you know so we

have several staff members working with the state on on the auditing requirements and providing them information that all occur over the next next few months we're preparing information for them to review okay well thank you okay may I have a motion to prove board policies 1312.3 6163.4 6174 in administrative regulations 1312.3 1312.4 and approve as a first reading I would like to move to to adopt all policies except for 6163.4 and exhibit f and g for our first reading reading and to waive this second reading is that captured yes exhibit f and g and and then the motion also includes waiting the second reading for the other ones I'm sorry just so I make sure I have it so so do you want to approve 6163.4 with the exceptions of exhibits f and g Onna

exhibit FNG r6163.4 questions I have a question can we wave a second reading if we don't have a full board that's my understanding it's uh while we can it has not been our practice if if five of you are not here I don't think we've waived the second reading process check we haven't had a second yet say could you could you I couldn't hear you would you say we haven't had a second what I said was before a second I needed to have I had that question before I seconded to see if it was even um allowed before um so I I will I will second it your second for the uh for the process so that we can discuss it yes okay let's repeat back this is trustee Rawlings motion second by trustee Williamson

Dr Churchill if you could read back the motion sure thing yet still approve as a first reading and waive the second reading for the let's see here all of them except for 6163.4 so that would be you'd be approving as a first reading and waving the second reading for board policies 1312.3 6174 and then add Rags 13 12.3 13 12.4 okay we're in discussion um now it's a question do we already have questions we already had questions yeah we're in discussions truster Williamson so I guess is there a reason that you would want to waive the second reading of reading of it is there like does it need to be do we need it tonight in order to have something occur is it going to hold something up I guess it's my question I was

under the impression that it would be beneficial with the federal audit that we have these in place so so we do need to have it finished tonight as a finalized rather than just as a first reading yeah I don't think that's a requirement it's preferred that we could gather that information but it's not a requirement I don't want to mess with the federal government so I'm I'm you know I mean if my preferred practice is to not waive the second reading not waive the first reading if but not yet not with the second reading if we're not all here but if there is a reason to to do it tonight then I'd be willing to go ahead I had a question for you trustee Rawlings yes other than what you just mentioned was there anything

else driving for this not including I think what is it 6174 yes I'll address that one did you want to speak to the waving of the second no okay I had it separate okay then um if we if you want to pull up um board policy 6163.4 wait oh we're not there yet okay we need to vote on the first on the first group right okay I thought you were asking me a question about what I wanted to change foreign right now we can discuss the two board policies and the two ad regs on which you made the motion okay okay because there was an exclusion of that I'll withdraw my question and wait okay any other discussion okay Mr C please call for a vote trustee Williamson yes trustee Ward trustee Rawlings yes trustee

Pearson yes motion passes four to zero 61.74 may have a motion to prove board policy 6163.4 I would like to move that we um that we add an additional statement or additional wording as part of the first reading in paragraph it is a paragraph two um the last sentence States assigned to students in order to ensure that they are appropriate for the intended purpose and the age of the student comma board policy oh and I'm sorry and consistent with board policies philosophies and education code so I just wanted the the last um the last part of the sentence to say and consistent with board policies philosophies and education code Education Code so that's my motion yes it's a motion to approve as a first reading board policies 6163.4 with one addition and paragraph two the

last sentence add to the end of that sentence and consistent with board policies philosophies and education code we need a second a second okay so you have a second okay discussion Christy Rollins yes the reason um I was looking at this is that um uh because we're talking about um acceptable use I think it's important that we have a clear understanding that appropriateness is not just what I think it is but is determined by our board policies Education Code and philosophies so I just want to make that clear in the policy when we're talking about appropriate use of of media in the classroom and I just think it makes it clearer so there's no confusion on the term appropriateness and what that means Professor Williamson yeah we had we did have this discussion in the

in the subcommittee and I and I appreciate the explanation and the the clarification that would be bringing um my thought was we have made a policy or practice of trying not to change the words unless it makes it from csba because we know that it has gone through it has been vetted carefully and unless it's inconsistent with Carlsbad practice that um for a couple of reasons one is because we know that through csb it has been vetted and two when it comes to us again we would have to change it again we'd have to somehow kind of keep a record of all the changes that we've made so that when the board policy comes to us again with revisions as the elbows do that we wouldn't we'd have to change at the end so my

thought is I believe that it's I believe that it's clear what it says and I don't and I don't know that our practice would change with the added words and I guess maybe I should just ask that would our practice change with the words that were added can I I know that we're in discussion but I couldn't ask this question before because it wasn't on the um it wasn't in front of us so Mr Pearson is all right if I ask staff that question my name is Dave foreign yes go ahead okay so what our practice change by adding those words I don't think the practice would change only because we you know would be consistent with board policies philosophies and we have to be consistent with Education Code so whether it's stated or not

I think it would happen I'm not opposed to the addition of the sentence I do however recognize what um trustee Williamson mentioned about you know this is another thing to keep track of as we look down the line at Future changes and I apologize I wasn't at the ad hoc subcommittee meeting or the last subcommittee meeting so to follow the discussion but the more we can stick to csba language obviously that's the preferred um so so that we can track changes over time I I agree that I don't think it would change our practice we are going to follow Ed code Provisions we are going to follow our board policies so whether that's explicitly stated or not we're still going to follow those things I just just wanted to add one thing um I like

the consistency with csba being that we don't have an attorney in the room here for us I'm just wondering if an attorney would say something if you add these words this could mean this to do that and and that's my only concern because we don't have a legal a legal opinion about adding those words and they may be very nominal and may seem very harmless but in the legal world I don't know that I don't know if that's there was recommended language from csba regarding the flag policy and we removed some of that language so I just want to make sure that I'm sorry the one thing that I could add is that you know if you're approving it as a first reading it has to come back as a second reading and if there

is some direction from staff in between the first reading and the second reading to get um you know legal opinion we could certainly do that but you know my non-legal opinion is I I don't think the words that we're adding here would cause us any problems okay and we've done it in the past first two Rawlings and part of the reason why we started the ad hoc committee to begin with was to try to address things that are unique to Carlsbad and that are a part of our of what we believe is important in our in our district and the reason I'm saying this is because we have had lengthy discussions and debates around certain um you know curriculum in the classroom and what is appropriate and what isn't appropriate and um and also when

we talk about student use of technology that can be a broad you know the term appropriate is very broad yet in our state our Ed code has certain things that they do consider appropriate that maybe individual parents wouldn't consider appropriate or in other states may not be considered appropriate so that's why I'm saying that I think the extra clarification especially when we're talking about student use of Technology because there is consequences to student use of Technology as well I think the more clarity we can add to a policy the better and for parents to understand what's appropriate as well as in this particular policy I think it's and it wouldn't be a legal issue because both of our staff have said that's our practice anyway so by just adding the words and giving more clarity

to what our practice is there doesn't seem to be a need for a legal opinion on this one um what I do like about the edition of words it has a really a local flavor to it our district specifically and I think that's admirable in all our practices actually but um being with staff has already shared I don't think there's a need if you're comfortable that we don't need a legal opinion on that and if you don't then I'm fine with that in terms of the discussion any other any other discussion okay Mr Cedar please call for a vote trustee Williamson no trustee Ward yes trustee Rawlings yes trustee Pearson yes motion passes three to one just for clarification that's coming back for a second reading thank you we now move on to part eight

year thank you Dr Churchill we are indeed uh thank you sure we'll now move on to item 8.2 oral Communications this is the time that members of the public have the opportunity to dress support on any non-agendized item that is within the subject matter jurisdiction of the board we have received two blue cards um in order to allow speaker to present their comments and sure we are able we are able to properly attend the business of the board per board by law 9323 public comments will be limited to 20 minutes this means each speaker will have three minutes when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we'll have the timer on the screen and your mic

will be muted when your time has expired the first speaker is Shauna Hearst one child at Calvary middle one at Sage and my first update is just for me personally have a request to have public comment go to the front of the meeting I realize some meetings it makes more sense to be at the end of the meeting but I think this meeting would have made more sense if it was in the beginning of the meeting so I would ask the board to change up that agenda moving forward um also I'm here as a cuc Carlsbad Unified Council of pta's President and I just want to say although students come back next week the parent volunteers have been back this week in the last few weeks in full force working with admin and staff getting

ready for all the things that are coming I think I've been on the campus every day this week and a few last week so I want to represent I just want to say thank you to all the parent volunteers who helped make registration and all the other things go who help get the spirit wear and all the things that help welcome back our students and our staff I know many of the ptas have breakfast and lunch and all sorts of goodies come in and over the next few days to welcome our staff as well I also want to say this is our time where we ask for our parents and our community to join and donate to our PTA we can't do all these things without dollars coming in to support our schools and we

would just ask our parents if they're still watching this meeting to join their School site PTA and also um appreciate Dr Churchill on September 8th is going to have our annual PTA day where he sends the email out with all the links to all of the unit sites to join PTA so and I also wanted to thank all of our cabinet this is also the time of year I think I've hit up every uscosd employee in this room except for maybe superintendent Arius I'll think of something to send you an email on real soon but everyone else I've hit up so I want to appreciate that they actually email me back and listen to my suggestions or complaints or some of both so I do appreciate that and um thank them from that and look

forward to an exciting 23 24 school year holy moly time goes by fast summer went by really fast thank you our next speaker is Scott Davidson [Music] my name is Scott Davis and I reside in the district at the last board meeting superintendent Churchill attacked parents concerned with the Dei plan by listing each of their concerns misrepresenting many others and then flippantly dismissing them stating this is simply not true no evidence was provided just an emphatic insistence that parents were for life we decided to fact check his claims which all turned out to be false I will outline several here Dr Churchill claimed it is simply not true that the Dei plan is a trojan horse for teaching critical race Theory but the no place for hate program is filled with lessons and resources on

CRT and systemic racism including a table talk on CRT which suggests to children as young as 10 that they should ask their school to host a forum on CRT you said it's simply not true that the plan lowers academic standards and eliminates consequences for misbehavior but goal two of the plan explores barriers that lead to disproportionate grades which Dr Nye has previously described as eliminating grades for homework goal 3.2 is restorative practices which sdcoe explicitly describes as avoiding punishment in favor of counseling he said it's simply not true that the elements of the plan aren't measurable but trustee Pearson confirmed at the same meeting that poway's Dei plan copied by D had no metrics to show impacts on the marginalized students Dr Churchill says we will measure academics and incidents of harassment bullying but since

we already have programs for these goals it will be impossible to determine if the Dei plan actually caused these changes he said it's simply not true that this is taking away from hiring teachers or tutors because these funds can only be used for teacher training but we can of course use those funds to train teachers on how to improve academic he said it's simply not true that all references to race are inherently racist and teach children to be racist I'm sure there's some content that's appropriate but the Dei plan targets improvements to all members of Just One race a racist assumption that they need assistance simply based on the color of their skin Dr Nye claimed that no part of the plan includes gender ideology but the no place for hate resource guide includes numerous

resources and books on gender identity pronouns transgender athlete bands and books to teach six-year-olds how to learn how a boy can come across finally Dr Churchill said it's simply not true that we are hiding things from parents except the no place for hate program ask teachers not to reveal a student's gender identity to their parents and of course Dr Churchill continues to hide the origins of our Tei plan the only truthful statement was when Dr Nye said there is no set curriculum that's exactly Our concern because any teacher can pick any of these controversial topics and teach to our students as long as they deem it relevant to their curriculum thank [Music] thank you we'll now move on to part nine governance team reports and requests are there any government excuse me governance team reports

none okay are there any requests trustee Williamson uh yes I would request that we receive a copy of the back tonight's schedules for the various schools so that we will be able to attend those okay so we need some thumbs um we need some thumbs for that request okay any other requests Jesse Rawlings can we have the same information for first day of school as far as what staff is attending which first days of school for the first day of school can we get the same or can we get information on which staff is attending where other requests see no requests for the request part 10 continuation I don't think we have any more blue cards do we okay it is uh what time is it it's uh 8 22 and the regular meeting is

now adjourned our next regular meeting will take place on September 13th 2023 at 6 pm at the district office thank you all
