004government we celebrate July the 4th by flying the American flag which represents the sacrifice our founding fathers made to earn our freedom from Britain the 13 stripes represent the 13 original colonies who form together despite great differences and the 50 stars represent the 50 states of the Union United under our Federalist form of government the American Flag represents all of us as Americans our representative form of government began with the Declaration of Independence which affirmed that we as Americans provide equal rights for all it states we hold these truths to be self-evident that all men are created equal that they are endowed by their creator with certain unalienable rights but among these are life liberty and the pursuit of happiness that to secure these rights governments are instituted among men deriving their just powers from
005the consent of the government thank you okay I'm reading from our District vision our graduates are prepared for Success they confidently move to Life Beyond high school knowing that they have acquired the requisite skills and knowledge they have a passion for Learning and personal growth they can thrive in a high-tech environment they are compassionate thank you all Miss Garcia we will now take role trustee Williamson here trustee Ward here trustee burpeth here trustee Wellings here trustee Pearson here thank you and now we'll move on to part four approval of the agenda trustees please note that in order to provide sufficient time to accomplish the business of the board on tonight's agenda we move the time if we're non-agenda public comments to the end of the meeting as item 7.2 may have a motion to prove
006agenda item 4.1 approval and or reorganization of the July 19 2023 meeting agenda so moved Williamson second Rebecca okay Patricia you want to just repeat the motion uh yeah the motion was to approve the agenda okay Mr Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee berbeth yes trustee rolling yes trustee Pearson yes motion passes five to zero thank you we now move on to part five consent calendar all matters listed on the consent calendar are considered by the board to be routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed from the consent calendar for discussion
007this is a time for public comment how many blue cards been received we have received one blue card for this agenda item okay can I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we'll have the timer on the screen and your mic will be muted when your time has expired the speaker is Sam Ward Mr Ward are you here okay okay last chance okay moving on trustees are there any items to be pulled for discussion trustee Rawlings I would like to pull items 5.2 and 5.8 okay thank you may I have a motion to approve the consent calendar with exception of items 5.2 and 5.8 so I moved to Williamson need a second
008for back okay I'm I'm asking our secretary was Dr Churchill to repeat every motion tonight motion was made by Williamson seconded by verbeth to approve the consent calendar with the exception of items 5.2 and 5.8 trustee Williamson yes trustee Ward trustee for Beth yes trustee Rawlings yes trustee Pearson motion passes five to zero Mr Pearson your microphone is off and then a second and then you can have a discussion okay thank you I've been corrected um may I have a motion to prove item 5.2 and we need a second second okay trustee Rawlings you asked to pull 5.2 for discussion correct Miss Garcia please call for a vote wait wait no I asked for a discussion um and so 5.2 are the minutes from our June 21st meeting and um there's a misstatement um so
009I would like to see if um my colleagues would be willing to correct that before approval of the minutes and um in those minutes it states under item let me find it here please um under item 8.1 in the minutes in the seventh sentence it states Rawlings [Music] okay here we go I'm sorry it was in a different spot so I'm in the seventh sentence it says trustee Rawlings would like to add that when the board is take is talking about what is within the law that it is specific to the plan and what I stated is is that when the board is talking about input from the public that it be specific to the plan so at the end um you can find that information on the tape at five hours and 56 minutes
010and 48 seconds to 5 hours and 58 minutes and 55 seconds so I would like that to be changed before we approve those minutes okay is everybody clear is it the board all clear on that change okay just thumbs okay would you like me to amend my motion to make the change that you just requested that would be great I am in my motion to make yes and I'll second that or do I need a second to a minute if not for an amendment okay thank you not for the amendment okay okay now we go to a vote because it's emotion unless there's any discussion thank you one day we are going to do Rogers Rules of Order but for today we're not um for discussion any discussion no I will go to vote trustee
011Williamson yes trustee Ward yes trustee berbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero okay let's see if we can get this right may I have a motion to prove item 5.8 so moved Williamson second for back Dr Churchill repeat motion please uh yeah be emotional is to approve item 5.8 okay trustee Rollins you asked to pull 5.8 for discussion yes for discussion um on this item there is um and I'm if I look at the Excel spreadsheet I'm going to start with Row one State's Personnel action last name first names that's going to be Row one and um row two through um through 12. um there's multiple temporary contracts and I was recently made aware that um that will hire certificated employees under temporary contract and then they revert to
012probationary employees and that when the employees revert from temporary to probationary that that change is not brought before the board so I was concerned and I wanted to see if I could get three um uh three board members to agree that prior to an employee going from temporary to probationary that that would come before the board for approval so that was my first thing that I wanted to see if I could get consensus on we can have discussion trustee Williamson so near the beginning of the year we have to make sure that the number of temp contracts that we have do not exceed the number of teachers that we have on a leave of absence or out on a categorical funded position so we sit down and we reconcile those that typically takes place early
013in the school year September October November so if we did that we would have to wait till we've gone through that process of reconciling we would have to then bring it back to the board before we then changed over their status uh is that would that be a problem would that be an inconvenience would it be more time or what would be the downside of that it's not something we've done in the past so I could see it taking longer and depending on when the board meeting is otherwise we can when we're going through and reconciling we can contact the teacher and you know give them a new contract very quickly so it would just be the time of bringing it to the board and waiting for the next board meeting before that's approved trustee
014Williamson rationale for for making this request is well as far as um we're being asked to approve new hires as far as either their temporary contract or probationary and but if we we approve temporary and that we're not able to approve probationary um it doesn't make any sense that we're not being asked to approve both employment transactions so from my perspective so we approve going it before they became probationary correct no we're not so they're right now if you look here there's um multiple temporary contracts but when they go to probationary we're not being asked to approve that but we had approved them as right but there's a that's a that's a different employment status just like you know uh resignation or going from you know one status to another status so I'm saying that
015we should you know as a board um we should have the opportunity to approve um they're moving from to probationary status just because it's a change in employment status and we and we we vote on all the or we approve all the other changes in employment status doesn't make any sense that we don't approve that one I guess are there any other changes in employment status that we don't that don't come to us for approval when probation move from year one to year two those don't come back for approval and also when probation moved to permanent those also do not come back to approval and really per Ed code unless a probationary teacher is non-reelected they will automatically move through the years of Probation and then become permanent unless they're non-reelected so Ms Rollins are
016you requesting that all of the at each stage it comes back to us and I would have to double check that because my own impression was is that we we do see them on our on the on the report when they become permanent I thought we'd always seen that but I I could be wrong on that so no my request is just when they go from temporary to probationary is my request but I was under the impression that we did see when they went from probationary to permanent I thought we also were that was subject to approval as well but I could be wrong enough trust your Rollings I had a question for you yes please I'd like to like to hear you're thinking why why it's important for us when we don't do all
017the initial investigations and we don't do all the initial interviewing and we don't do those pieces those administrative pieces but I'm interested to know why why you think that's important well ultimately we are responsible for the approval of employment actions and so it doesn't make any sense to me if we're making these we're approving things without information and a temporary contract again it's temporary it's you know it's a one-year um piece but on a probationary that can that can be much longer and so I you know from my perspective I do believe that um if we're going to be if these are going to be subject to approval by the board we should um uh we should be approving them going from a temporary contract to a permanent contract I'm sorry a probationary contract and
018just a follow-up do you anticipate a series of questions to um to any of Staff regarding that position change status I've asked several questions of Staff already prior to okay tonight okay okay any other trustee verbeth so what is the standard Ben has it always been the same the way it is right now and I'm wondering why the change now as opposed to why wasn't this suggested another time is that a question to sorry to Ms Rawlings please Christy Rawlings um I was unaware that um that the temporary contracts were not coming to the board as when they converted to probationary because my understanding is is how what we do is that we do this reconciliation like mid-september and again I wasn't aware that they that those that they were being converted to probationary um
019in the mid like in the middle of the year what have you I wasn't aware of that but I just just be recently became aware I have a question for mysterious um if we change this process to what this motion or change is what will that do in terms of Staff time timing in terms of to the board those impacts that's what I would need to go back through and establish a process so that we could have it in reasonable times you know typically it's been done within the first three months of the school year so we would go back and revisit that process and I back an estimate later if you wanted on what that process would look like and I have a follow-up to what you just shared how long would it take
020reasonably speaking for you to get back to us with that change in process do it in a Friday report or an export meeting so um and then I have a question for you Crystal Rollins is that time frame work in terms of what you anticipated yes okay that's fine I mean again I'm asking that the board say that this is what we want to do going forward so if I have two thumbs then whenever that happens is fine with me okay Professor Williamson did you want to add something were you going to ask for thumbs or we asked was this part of the are you making it part of the motion to not pass the item or I'm I'm asking as a as a request it is a thumbs okay um are there any other
021comments or questions I'll just say I will not be voting for that because I feel that the system that we have has been and I believe it would be the time that the teachers receive the notification that they that their status has changed so I I'm comfortable with the way they did it and I just have one other follow-up question does this put us I know you can't you don't know the change in the process does this put us at a competitive disadvantage with any teachers I think teachers feel more comfortable when they're on their probationary contract so it you know our goal is to always get them to that contract when we can and that's why we do try to do the reconciliations and move them over as soon as we know you know
022what our areas are and who we can move over so you know our goal is to always make sure we have all the probationaries I don't know how that would make let me restate the question what a teacher say hey I'm not hearing from them I'm going to another District well they still had signed a temporary contract so they're still with us for that year okay okay if there's not no any other questions or comments that we'll see how many thumbs we have and I think the thumbs would be not only to pursue but to get what the process would be the change in the process come back either at a board or a weekly is that which you expect okay um so could I read the request yes thank you so the request is
023that staff add the transition from temporary contract to probationary employee to the certificated Personnel Action Report moving forward correct for for approval for the board for approval for the board yes yeah okay correct so that's what we're asking for thumb for okay so how many thumbs for for the uh request Okay so okay moving on I know I'm going on the same item see let me make sure we can do that is that okay no it's the same it's right we're still in discussion on the 5.8 yes um uh I am um uh and I'm not sure if I have to vote um no on the entire thing or um I am not in favor of um number two number three number four number five I'm nine ten eleven twelve and twelve and because I
024don't have enough information in order to approve the contracts so I I would be voting and either I vote no on the entire thing or I'll vote no on just those numbers okay so then I would just be voting no is that correct okay then I'll just be voting no on the entire episode 5.8 and you've given your reason why I just yeah I just don't have enough information for those particular individuals to approve temporary and probationary contracts okay I think we go to a vote Ms Garcia you want to call for a vote trustee Williamson yes trustee Ward no trustee or Beth yes trustee Rawlings no trustee Pearson uh yes motion passes three to two okay thank you we now move on to part six discussion action items item 6.1 approval strategic plan for
025diversity Equity inclusion and belonging forward together trustee this is a discussion action item Dr Churchill thank you sir trustees I'm proud to bring this item for your approval this evening I'll start by quickly reviewing the background and then I'll hand it off to Dr Nye please note that these slides are the same as the ones we presented on June 21st so we'll move quickly through them slide please we've titled our plan forward together please note one more slide perfect please note that this is not the only working strategic plan in Carlsbad Unified in addition to our local control and accountability plan or lcap we have a three-year strategic plan for educational technology and a three-year strategic plan for career pathways slide each of these plans are rooted in our District's Mission Vision core values and
026graduate profile next slide please shared this slide in previous presentations and I'm happy to come back to it later if needed I would however like to mention that the forward together plan in my opinion has been mischaracterized publicly some of the actions in the plan like the implementation of the Anti-Defamation leagues no place for hate activities for example are designed to support a positive School culture and climate it's been alleged that these activities are a trojan horse for teaching about critical race Theory this is simply not true it's been alleged that the plan lowers academic standards and eliminates consequences for misbehavior this is simply not true it's been alleged that we are providing medical care including surgery and life-altering drugs to students as part of this plan this is simply not true I'm proud of
027our board's 2021 resolution and recognition of pride month the mere acknowledgment of our nation's vibrant lgbtq plus Community has been equated by some to child abuse indoctrination and an erosion of parental rights this is simply not true it's been alleged that the actions in the plan are not measurable this is simply not true and in keeping with our District's continuous Improvement cycle we will report regularly on our progress toward the success indicators in the plan it's been alleged that the funding for the activities in our plan is taking away from hiring more teachers or providing tutoring support this is simply not true most of the funds identified in the plan come from restricted categorical funding sources for things like teacher professional development and can only be spent on those things it's been alleged that a
028teacher on special assignment tosa Position will be used as an enforcer to suppress constitutionally protected Free Speech this is simply not true atosa will be a necessary support to teachers and staff as we implement the activities outlined in the plan it's been alleged that any reference to race in our schools is itself an inherently racist act and teaches children to be racist this is simply not true and finally it's been alleged that we are hiding things from parents this is simply not true regardless of the forward together plan we've always had policies and processes for interested parents to review curriculum materials and our teachers and principals are happy to meet with you if you have questions or concerns about what's happening in your child's classroom we welcome and value parent involvement in our schools indeed
029it's one of the things that make our district a truly special place I'm going to ask Dr Nye to skip forward now to slide 16 15 16 and he'll take it from there thank you so good evening president Pearson trustees and Dr Churchill staff is pleased to present the full draft of the diversity Equity inclusion and belonging plan this evening exhibit a and the agenda item includes a copy of the full draft plan that each goal is highlighted along with their success indicators with as well as 40 specified actions slide 16 this slide outlines the general format and overall areas and themes you can see here the slide highlights the theme at the top structure for learning it then lists the goal in which it's goal number three building structures that incorporate diversity Equity inclusion
030and belonging next to that is the success indicator this is how we measure the success of that specific goal develop structures cusd sites are safe and welcoming for all including training for all students and then next are four action items and a timeline for implementation foreign exhibit a is again a copy of the full plan and exhibit B is a one-page proposed expenditure plan report for actions described in the first year of the plan please note that many of the expenditures are coming from one time grants approximately 88 percent specifically out of educator Effectiveness Grant those funds are required to be spent specifically on staff development and training only about 12 percent are coming from ongoing money identified in the budget the training identified in this plan is consistent with board policy and administrative regulation
0315145.9 which states the superintendent or designee shall provide staff with training that promotes an understanding of diversity equity and inclusion discourages the development of discriminatory attitudes and practices as the board knows we have two other strategic plans that Dr Churchill mention that have been in place for multiple years just for contact staff reviewed the beginning budgets of each of those two other plans the technology plan year one expenditures were approximately 2.9 Million Dollars the career pathway year one expenditures were approximately 1.4 million dollars we currently have allotted staff in both of those plans to help with the day-to-day functions of each of those plans and both plans also include a teacher on special assignment or tosa the deib plan includes diversity Equity inclusion training for all staff using the Anti-Defamation League to provide that training
032the training will include five Training sessions next year specifically around the following topics to create respectful inclusive and safe communities to build understanding of the value and benefits of diversity to improve inter-group relations to eradicate racism and anti-Semitism and all forms of bigotry and to encourage personal responsibility in the promotion of justice and equality teacher training materials will be provided on a district maintained website for the community for the community to view this is consistent with action 1.5 on page 13 of the plan which states develop and maintain a robust website with resources and information regarding cusd's deib plan and initiatives the website will contain a dashboard with progress monitoring for each goal and success indicator so again the purpose of this particular action is to allow for the public to view the professional development
033and training that will occur as I mentioned at the last meeting the plan also includes the implementation of no place for hate program at each of our school sites which was also developed by the Anti-Defamation League the Anti-Defamation League is a widely respected leader in anti-bias training and education and has been for the past 100 years no place for hate adl's school-based program to help schools raise awareness and take action to address bullying and harassment and to create a positive School environments the no place for hate program does not include a set of curriculum it does list out a potential list of activities that schools can engage in but is up to the individual School communities to select activities from the adl's description of no place for hate our program is a holistic school-wide approach
034to improving School climate that amplifies student voices in creating a school they want and leverages the wisdom of teachers administrators and family members to achieve their school climate goals no place for hate programs provide training for adults and students and support student-led programs to build positive School climate in order to become a new place for hate designated School each School must have three identified site-based whole school activities during the year that encourage understanding and reflection around goal areas specifically around deib so an example may include many of our schools have compassion days these are days that center around raising awareness and understanding and empathy for students with disabilities so on these days you will see students engage in a variety of activities and or assemblies focused on raising awareness and positively interacting with building connections
035with students with special needs the Anti-Defamation League will work with schools to enhance those compassion Day activities events as well as work with other schools in the district that currently do not have compassion days and work to incorporate them if that is a school-wide activity the site decides upon consistent with action 1.5 on page 13 of the plan which I mentioned before the website will contain a dashboard but the purpose of that particular action is to allow the public to view these activities that will occur on each of our school sites in order to receive no place for hate status so the major purpose of Staff training and along with the no place for hate program is to provide positive School environments for all students raise awareness and empathy and to provide safe spaces for
036all of our students I went into a lot of data last time I'm going to skip over that in regards to the sheer breath and number of no place for eight schools and districts that are out there but it's substantial many school districts across the country as well as here in San Diego County and across the state of California Implement no place for eight schools with fidelity I want to take some time to clarify some points around the deib plan itself action item 3.2 specifically states that we provide training and designated staff members at every School site on restorative practices this would be a year two initiative as a point of clarification restorative practices do not ignore disciplinary consequences the major purpose of any disciplinary consequence is to curb or prevent the behavior from happening
037in the future an example would be if a student is engaged in a fight with another student that student would most likely be suspended for that offense in conjunction with that suspension however that student may be also part of a follow-up counseling session a no contact contract with the other student potentially even a diversion program in this action we would also be exploring new ways in which we could proactively prevent discipline incidents happening on school campuses this could include the use of restorative circles mentorship and other counseling programs so to be clear this action does not remove consequences or discipline from students the restorative piece is to help include measures and procedures that hopefully will strengthen the concept that students will not repeat that action and will learn from that mistake action 2.6 on page
03816 of this plan States create teacher and student panels to review policies procedures and practices to identify Trends including homework grading assessment attendance and instructional status strategies the panels will identify barriers to Student Success and strategies to overcome those barriers the plan does not include the term Equitable grading practices the purpose of this action is to re as it relates to grading would be to take a look at practices and procedures that may cause barriers for Success an example we would use is around a test retake procedures at the June summary progress meeting you probably remember you heard from several students from CHS that talked about retake policies in some of their math classes if that practice is not consistent from among all algebra teachers as an example that could pose a potential barrier for
039some students and not others having meaningful discussions with teachers and students regarding homework grading assessment attendance and instructional strategies could lead to more aligned practices and better student outcomes there's also no part of the plan that includes gender ideology or Theory curriculum that has never been part of any draft plan or iteration of that plan apart from this plan is this is that the state of California requires all school districts to teach Sexual Health curriculum as part of Education Code 51933 part of that Education Code requires school districts to notify parents and Guardians of the topics being covered and the ability of any parent to opt out of that curriculum in Carlsbad we notify annually if their child is in a Grade where sexual health is being covered but to be clear though the sexual
040health curriculum is not part of the deib plan this plan attempts to create safe welcoming spaces and a sense of belonging for all students regardless of a student's race religion or sexual orientation the plan also includes several measures of success or success indicators that will be reported on the community or to the community and the Board of Trustees each year this plan includes 10 success indicators and 40 actions that will be reported along with annual board meetings and presentations the dashboard included on the website is another way that parents and the community members will be able to Monitor and track success regarding this plan if the plan is approved tonight it will be posted on the district website staff is waiting for the final plan they when we translate that into Spanish and publish a
041version of that plan as well we will meet with all stakeholder holder groups in the fall to review the components of the plan which includes our district English learner advisory committee or d-lac lastly I'd like to say that um that the Strategic the Strategic plan like the two others are fluid documents it will come back to the full board annually for review if alterations or changes need to be made it can be made during the review or anytime that the local control accountability plan is being discussed staff is pleased to to present a comprehensive diversity equity and inclusion belonging plan by value by valuing and celebrating diversity we embrace the unique perspectives and experiences of every individual fostering and enriching and dynamic learning environment that nurtures creativity and Innovation Equity ensures that students receive the
042support that they need to thrive the plan hopefully can create a sense of belonging and acceptance for all where students feel respected and empowered to contribute authentically the plan also attempts to cultivate more compassionate and empathy and empathetic students that leaves USD better prepared for college and careers thank you and now I turn it back over to president Pearson thank you Dr Churchill thank you Dr Nye this is time for public comment how many blue cards been received we have a total of 69 blue cards it's going to be a long night um okay thank you in order to allow speakers to present their comments ensure we are able to properly attend the business of the board per board bylaw 9323 public comments are limited to 20 minutes in exceptional circumstances when necessary to ensure
043full opportunity for public input the board president May with board consent adjust the amount of time allowed for public input and or time a lot of free speaker for this item there are 69 69 speakers trustees by a show of thumbs do I have your consensus consensus to extend public comment to 69 minutes so that each speaker can be heard prior to taking action on this item I need thumbs I'm sorry okay thank you each speaker will have one minute for a total of 69 minutes we invite you to show your support for a speaker by waving your fingers rather than clapping or cheering when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we'll have the timer
044on the screen and your mic will be muted when your time is expired the first three speakers are and I always forgive forgive me if I don't pronounce your name correctly first speaker is Ash bearing second is Charity Rose the third is Kaylee Teague hello my name is Ash Bering learning about people and learning about what makes us different will not indoctrinate your kid it won't change anything about them they are them learning about others and how to be a better person when interacting with others is not dividing people you the people against deib are what's dividing people saying it's things like propaganda which is entirely false dib will not be advertising to your kid and so instead simply educating them not only will kids get to learn about themselves kids will get to see
045cultures and other people through their eyes and be able to be taught about them I know firsthand how important that is in our history class we all learned about all different kinds of people but I had never heard people like me mentioned we only touched base barely on it for the first time in my education career last year when we when at the very end of sorry when the beginning of our sorry next speaker hello my name is Charity Rose and I am an honor student here at Sage and an active member of community as a performer singer and actress last night I saw many people including Ray Pearson enjoy production of Tarzan at the Moonlight Amphitheater yesterday you sat and watched a very dark First cast full of black white Latino and Asian performers
046many who are part of the lgbtq community how can you deny people's rights and feel safe and included in our schools denied that their voices and experiences matter me I am one of those students I am one of the performers you enjoy do I not deserve to feel safe and seen from the words of Tarzan why can't they understand the way we feel they just don't trust what they can't explain I know that we are different but deep down inside we are not that different at all [Applause] thank you if it goes on like that I will adjourn the meeting until we have decorum again and then we'll come back out the next three speakers oh I'm sorry Kaylee hello my name is Kaylee teagle and I stand before you tonight in support of deib
047why because everyone deserves a place to belong on campus I want everyone to feel safe and seen no no kids should feel unwelcomed or isolated due to the color of their skin and slurs should never be tolerated past eib tonight so students of color have a safe place on campus so clubs like GSA BSU ASU remain funded so students of color see themselves reflected by the teachers and faculty on campus I walk through these halls and my trans friends are told to kill themselves the lgbtq community are called the epsler why do you why do you treat anyone differently when I thought God a God loved all children until we actually had justice and freedom for all I will be fighting for those who can't every single damn time I will not give up I
048will be the voice for my best friends who are too scared to speak tonight thank you the next three speakers are Melissa farrelli Alicia Sutton and Kurt Theory Theory oh I'm a teacher okay good evening my name is Melissa I'm a Carlsbad homeowner parent of Two and a lifelong resident I read through the proposed Dei plan and I support its implementation along with the Carlsbad Unified Teachers Association and the overwhelming majority of Educators teachers work environments are students learning environments this plan would be pivotal to improve that for my kids and their teachers instilling a more inclusive practice creating a more positive learning space will help thousands of kids succeed through Carlsbad Unified but even more importantly to prepare them for the broader World Beyond this Dei plan is what our teachers want and I
049trust them my fervent prayer is that our school board will uphold your responsibility to make this District in nurturing and positive environment as outlined in your own cusd philosophy thank you again for your attention in this matter hi my name is Alicia Sutton with three kids in the district I don't know how many people are actually listening to what Dr Churchill and Dr Nye said about what actually is deib it doesn't look like many of you were listening who came from Mission Church you should have been on a hike today or tonight but you decide to come here to voice against an ideology which by definition is a system of idea or ideals which form the basis of political Theory you guys are a toxic exam should should you be doing this this is crazy
050so say hello to the cameras because the pastor invited you here and it is against um tax exempt status the only people benefiting from this are the attorneys and one of them is always here by not approving dib plan tonight our district will simply lose 415 000. nothing else would change we will still accept all students unconditionally at least I will I know a good group of people will we don't go to church so thank you hello my name is Kurt Geary in 1966 I was a first grader at Buena Vista Elementary School here in Carlsbad I attended Valley Middle School and graduated from Carlsbad High School I then went on to teach for 37 years in this District last 20 of which I was the teacher advisor to the Carlsbad High School first gender
051sexuality Alliance Club probably more than anyone here I understand the lived experience of LGBT students and staff going back Generations so members of the board tonight you're faced with two Clear Choices you can focus on politics listen to misinformation and fail to support the diversity of the students and staff in this District the result of which will be that young people will die this is not hyperbole I've spent a career trying to prevent it I've attended the funerals or you can pass policies like the one you'll be voting on tonight policies that support the diversity of our students and staff you'll save lives I've seen that too the choices are really thank you next three speakers are Emily Chrysler Haley Shaffer and Sandy Ahern good evening Carlsbad school board members my name is Emily Chrysler
052I do not reside within the boundaries of cusd I come here today in full support of the Dei plan something I only heard of recently in my mind when it was being explained to me I was like wow what an amazing plan Carl's about his passing and then I heard that there are opposers of it and I was like wow that is terrible I'm looking at the people up here and some of the people on the board and I ask you how can you oppose a plan like when you were explaining it you said words like empathy compassion inclusivity how can you oppose that and sit here and sit here with a straight face and look at us and tell us that you are here for the students that you are here representing the students
053and speaking for the students and saying that you are here in the best interest of the students I sit here absolutely discuss it of those of you who oppose this plan something that is helping students thank you hi my name is Haley Shafer and I do not reside in this District but my friends do and I want to address Mission Church Mission Church it is completely horrifying that you all are here I'm deeply sorry you all have so much hate in your hearts that you feel the need to come to these board meetings and try to intimidate students of this school district to vulnerably voice their identity I truly do not know how you all sleep at night news flash separation of church and state exists in public schools you all should be incredibly ashamed
054of yourselves I've got one last thing to say you all might believe members of the LGBT community are the ones that are going to hell but really what sends you to hell is hate foreign hi my name is Sandy Ahern I'm a parent of two in the district I am a resident I'm here just to support this program I know people on both sides you know the whole point is to love each other be kind to each other accept one another for who we are I respect the people from Mission Church wanting to do what's right for them and their families and that's okay but I don't want it to be imposed on the kids that really deserve to have a group put together a plan put together that will protect them if Christianity was
055at War here let's say we lived in an Islamic country and you wanted to be protected you would want that right the same is for all people that are different from you so just because you have beliefs and you respect it it's fine I grew up in a very religious community I believe in God and that's who I am but I don't want to instill my beliefs and push that on other people so I just hope that the board passes this tonight I think it's a really valuable program and thank you for your time our next three speakers are Leah crane Hannah Summerhill and Kelly lipberthen hi my name is Leah crane I'm a resident of Carlsbad I have two children who attend Carlsbad Unified School District Schools and I'm here to ask that you
056please vote Yes and pass the deib plan tonight and move forward on this topic my children have attended your schools for 12 years and in that period I have donated hundreds of hours of my time on campus and off supporting cusd teachers students and staff as a writer I apply for and receive thousands of dollars grant money and funding for these programs at these schools as PTA Executive Board member I lend my voice within our schools aiming when decisions are made that we are considering and meeting the needs of all cusd students Educators staff parents and caregivers I ask that you do the same stop wavering move forward together stand with the national PTA and aim to represent parents caregivers Educators and communities of all children to make every children's potential a reality our Collective
057backgrounds perspective and ideas allowed thank you Summerhill I am the vice president of the carlsbada quality Coalition and I live here in Carlsbad board members please pass the deib plan listen to the students and their overwhelming support I hope you can see through the lies and the misinformation campaign waged by Mission Church how they've used fear-mongering to get people to show up like this to protest things that are not even in the plan I've seen the letters and the videos from Pastor Dave that have inspired this turnout and I think it is truly unethical to lie and use fear to mobilize people here the argument that this plan elevates one group over another ignores America's history of Oppression and systemic racism because we're not starting on square one we cannot get to equality without acknowledging
058and remedying our country's past sins which is something that mission congregants should be familiar with I am not fooled by the transphobic and homophobic agenda please pass this plan thank you all right Kelly Le berthon at its core the plan is about race sexual identity and political indoctrination of children will you vote for each child to have equal opportunity or will you vote for equal outcomes equality or equity will you vote for each child to have the opportunity to be a child and not be forced into this destructive sexual narrative adults are forcing on children truth in science or identity politics will you vote for each child to raise their minds to Great Heights to explore the truth or destroy their young minds into believing they're born into the wrong bodies liberal education or Marxist
059ideology good versus evil this is a legacy vote tonight return to focusing on educating children in traditional subjects choose truth and good vote no on this divisive plan [Applause] next three speakers are Liam Ferguson Curtis pop and Katrina and I always pronounce her name wrong so I'm not I'm not going to say it okay thanks dear Board of Trustees is a homeowner and parent of two children in the Carlsbad Unified School District I'm respectfully asking you to vote no on the Dei plan the topic of Dei is unfortunately heavily divided our community for no reason besides the previous far left majority of the Board of Trustees and health it's president in the outside of Carlsbad political activist pushing it superintendent Churchill has demonstrated that our Carlsbad children feel very safe and had a very high
060satisfaction rate of 88.88 plus they feel very welcome Carlsbad schools uh trustees and staff Focus away from education especially with successful existing anti-bullying harassment hate policies that are already in place in president Unified the national school teachers union the California teachers union new Carlsbad Unified teachers union lobbying and policies over the last two years have created the largest learning loss in modern history all three organizations are lobbying very hard to implement this eei in our schools let's not be on the wrong side of History again in the Carlsbad Unified School District for our children are Urgent about no to end this costly unnecessary distracting thank you I'm a Carlsbad resident parent of four students in Carlsbad public schools at Carlsbad Youth Organization leader and a retired retired naval officer why are all these random people
061here many from out of town to share their thoughts on deib a local church leader invited them here to talk to you about something they don't understand and to convince you they represent the majority opinion they went so far as the canceled Church meetings to show up people because hey what's more important uh what's more Christian than to bullies and trans kids who are already getting bullied enough right but no they're here for one reason only one reason only that's the because their religion tells them that gay and trans people are bad for society any other reasons they bring up tonight or for disingenuous Hyperbole and just bad faith lies this is simply religious objection to the fact that career people dare to exist matter of fact is that queer people do exist queer children
062do exist and most rational people don't find anything inherently moral or unethical with queer people existing all right quote Gandhi true measure thank you thank you sir old members hello Katrina weidler teacher parent and resident of the district and CHS Alum I and others have been labeled as a loud vocal minority by many of the people sitting here in this room today people who have come to this meeting in an attempt to silence discredit and undermine my lived experience and the lived experience of many students well guess what I am a minority I am a latinx woman raised by a Mexican-American mother who was a director in the Cal State system the daughter of a Panamanian father who came to this country to start a new life so yes I am a minority and yes
063I'm vocal I'm vocal about Ed code and District policies that remind you to of your duty to address harassment and discrimination and yes I'm loud I'm loud for those students who are silenced I'm allowed for the 41 of students that reported on the April diab survey that instruction rarely addresses diversity I'm allowed for the students who in World Cafe stated they wanted Hispanic teachers to be role models for Hispanic thank you the next three speakers are Nikki Rudin Dean Sabo and Lauren guys my name is Nikki rudden I'm a mother a teacher born and raised in Carlsbad I'm a cusd alumni and actually my children are fourth generation carlsbadians raise the roof for that I am an active PTA member and I love that my fellow speaker brought up that we should align with national
064and California PTA they have a Dei plan if you are on the current PTA raise the roof and if you are not supporting this plan maybe you should step aside if you don't support this plan from your role in PTA because they have a Dei plan there's a whole Equity plan and I've seen people get up on this microphone where are those voices at where are they so that is that's that's that the other thing let's just have a moment of silence for this 40 of Latino students are not meeting Ela expectations compared to 17 of white students there's an achievement Gap it's here in Carlsbad this plan is about closing that Gap we're not saying we're going to do it but let's start and begin the work everyone needs to hear that we should
065be alarmed at those numbers it's happening Nationwide thank you hello my name is Dean Zaba I live here in Carlsbad I pay a lot of taxes and I served eight years as a trustee on the Oceanside Unified School District board diversity Equity inclusion and belonging in our various team moral values by those here tonight who would never want any child bullied or ridiculed under any circumstances many of those tonight know the deib and cusd will embrace the teaching of values that debase what they and many others teach their own children well these thousands of children feel like they belong when they learn at school that their parents and churches are lying to them you're superintendent in my opinion as academic and professional credentials not commensurate with his positioning compensation in his lack of wisdom he
066has publicly endorsed the indoctrination of hostile values to those children do you think their parents will forget about this when they vote for CEOs trustees in the future parents have a fundamental right to decide what values their kids should be taught that right requires complete transparency to all values included in school thank you sir hi I'm Lauren Geist I'm a Community member I have read the plan through several times Dr Nye who presented the deib plan just stated that there is no gender ideology being pushed in this plan however on page five the plan states that for pride month you will direct staff to and I quote include lessons activities and conversations that engage students in meaningful learning research and writing about our lgbtq students staff and Families how do you reconcile what Dr and
067I just said with that statement we're not asking that the Bible be read in class so please refrain from pushing sexual ideology in class too the plan also states that you will evaluate school and District facilities to ensure Equitable accessible and safe campuses what does this mean who will be going into the girls restrooms girls boys who identify as girls who is this making safe to use your plans language I think this is important for parents to know thank you next uh three speakers are Tom Johnston Guido Ponce JC Cooper hi my name is Tom Johnston I'm a Carlsbad a parent I have two school kids in the district this is actually for the board I think this is sort of this is an embarrassment this how would you allow this to happen past the
068plan this is absurd this is a circus that's all they want is a circus equity and inclusion and diversity is how we move this country forward whatever it is you're doing now is not it it will happen with you or without you in spite of the circus so do something right thank you my name is Giro Ponce and while I do not yet reside in the city of Carlsbad as a parent of a child who will be growing up in the city of Carlsbad I respectfully ask that the Board of Trustees will know on deib tonight you are not voting on whether a certain issue is right or wrong you are voting on what things a child will be taught in the limited time that they spend in school my wife is a public school
069teacher and I know that she is always crunched for time to Simply cover core academics the limited class time that students have should focus on core academics there is a time and a place to discuss other important matters outside of the classroom moreover parents should be the ones to determine when and where their specific students learn about the sexual matters that Dei seeks to teach all the students as a whole I believe that the Board of Trustees would be wise in focusing their efforts to improve the district by spending precious class time and resources on core academics please vote no on deib my name is J.C Cooper and I respectfully ask the Board of Trustees to vote no in adopting any deib plan district-led meetings for Community feedback has revealed significant opposition to the plan
070along with divisiveness among staff students parents the Board of Trustees and the superintendent academically the deib plan only seeks to increase student AG scores by one percent from the Baseline legally cusd opens itself up to significant liability as both schools and corporations Across America are exposing children to sexually aggressive and inappropriate materials and conversations led by adults in positions of authority I propose that the Board of Trustees moved forward with selecting a diverse committee willing to work together to explore alternatives to deib one such alternative is Merit fairness and equality which was just passed by Congress and applied to the United States military the most diverse institution in America please vote no on deib next three speakers are Patrick mcginn Cameron Dixon and John Trion mayor District my opinions are my own I want to
071express the DIA plan sound good but I'm here because I object to this idea that there's an alternative to this gender you were born with I mean when I was you I was I was told a lie that there was free love this is in the 60s you may not embrace my theology about gender but I can tell you that we Embrace that we brought a tidal wave a sexual transmitted diseases I'm going to tell you that this generation has been sold another lie change their gender and I'm telling you it's contrary to their very existence you're going to be sending them down a path in which they're going to be struggling with chemically with every cell in their body to try to change themselves thank you sir hello trustees Tamara Dixon from Carlsbad dib
072is supposed to be inclusive that fails when differences of opinion political or religious beliefs are not tolerated for all the Mission Church people that are coming here for your children and the lgbtq community should really not be happy with what they were saying I'm I'm not happy my name is Jonathan Mayer I am happily living in District three I grew up in apartheid South Africa and went to an all-white all boys school with a curriculum and view that was slanted after this extreme start I came to this country as a young man and fell in love with the country and culture that was so different from mine cooperation on the grand scale sets humans apart and makes us the most competitive species on the planet unlike failed South Africa which did not allow all to
073fully participate America is great because it provides an incredible framework for cooperation and competition to coexist and thrive in addition to providing a safe place for vulnerable students we owe all our students the tools to better understand and empathize with others around them rarely listen and ultimately to compete and cooperate more effectively in the workplace and Civic life an education that values diversity equity and inclusion is essential to this effort please vote Yes our next three speakers are Sharon Bowden July and Lodge and Donovan ishop garage shop I I think it was it's i-s-h-o-p Acker place so how can we achieve this even adults need reminders that not everyone needs to act looks and be the same as we do ourselves to deserve our friendship respect I left a note for a teacher a few
074months ago after substituting her class I complimented her on her chosen lesson materials which included a story about a high IQ gentleman who struggled to relate with others who did not understand his complicated way of speaking it was easy to infer this man had a challenge which was not physical but that he was on the autism spectrum teachers who have this knowledge and access to the materials like this with narrow Divergent and otherwise minority characters can continue this classroom discussion to encourage learning empathy kids will likely see examples of themselves or their peers in these stories and realize that feelings of frustration and isolation can be worked through with more understanding and respect for differences we absolutely need a stronger together plan which can help with this those again thank you thank you ma'am uh
075hi my name is Darwin Isha and I was a part of the graduating class of 2022 at Sage Creek High School and I want to start by saying that in middle school I was anything but your standout student I had numerous suspensions which eventually led to my expulsion in eighth grade going into high school I expected to follow the same path but that's going to admit two amazing teachers who are well educated on diversity equity and inclusion I had a salon Valerie Tapia they showed me how to divert my aggression and negative emotions into something greater I joined in stainless AVID for all four years eventually became the ASB vice president for my Junior and Senior year I was also the varsity Track Captain and I'm now attending San Diego State University and I credit
076almost all of this to these two teachers so if this plan will help make more teachers like them then please vote Yes because I know students who are in the same situation that I was who unfortunately didn't get the amazing guidance that I did and now they're not living up to the standards that they should be so for future students who are like me and even to prevent students from ending up in my situation I think you should vote Yes on the deib Julian Lodge a resident and parent it's bad my family would like to express concern that while 28 of the students in Carlsbad identify as Hispanic or Latino Hispanics and Spanish speakers are mostly absent here tonight yet they are the largest demographic that stands to benefit from a deib plan there were
077a handful of Spanish-speaking students at the Buena Vista listening session and while people from out of town and people who have no students attending cusd mainly from churches or welcomed inside the Hispanic parents were sent outside to a segregated table The Immigrant Spanish-speaking parents literally did not have a place at the table there is nothing about speaking Spanish that requires a table outside this moment Illustrated why the district needs a deid plan um okay sorry I think I'm done I'm going to run out of time thank you our next three speakers are Allison Williams Molly Woods and Austin hanch e good evening my name is Allison Williams and I'm a teacher here in the district I also want to apologize I was told my toddler was being too loud outside as a single parent who's
078also a foster parent I'm doing the best I can these last few years in education have been especially difficult and I want us to be reminded of the resolve and resilience that cusd staff and students have shown through it over these last months and years you've heard many voices voices of people that have never put together a lesson plan that have never had a student have a panic attack in front of them that have never sat down with students to hear how being called the n-word or the f word makes them feel people who've never taken an educational course who do not hold any degrees in education but you've also heard the voices of our very own students teachers alumni and parents what they want feel and believe hearing a variety of voices is important
079but I hope you make decisions based on Direct lived experiences of professional students and their families voices my name is Molly woodstrake I am not a resident of the district I am the President of Encinitas for equality a racial Justice and equity-based non-profit I'm here as a community member valuing the voices of students above all others because after all in a place of Education they are the most important voices to listen to the brave students in this room and District have been asking pleading imploring the district to create a learning environment that celebrates diversity Fosters inclusion and encourages a sense of respect for all identities and cultures and I commend the team who has worked diligently to bring this deib plan forward I'll keep this short listen to the students they know what they need
080to feel safe to feel valued to reach their Highest Potential put your politics and personal Ambitions aside and do what you were elected to do put these students first into our faith-based neighbors and board members who are regularly meeting with local churches pastors may I remind you of Philippians 2.34 do nothing out of selfish ambition or vain conceit rather in humility value others above yourselves not looking to your own interests but each of you to the interest thank you dear Carlsbad Unified School District hi my name is Austin and I'm a lifelong resident of Carlsbad the ambassador of the North County eligibilityq Center and I went to a Pacific Rim Elementary School from kindergarten to third grade twice the deib is important because it teaches everyone to be kind to one another while Mission Church
081teaches everyone to hate one another and I saw their website and is all based on lies don't listen to Mission church and don't believe a single word they say so please cosd do the right thing tonight and vote Yes on adding the diversity equity and inclusion into all Carlsbad schools thank you three speakers are Valencia Porter Diana Aguirre and William whites hi I'm a Carlsbad resident business owner medical doctor and parent of two kids we pulled our kid out of the Carlsbad school district for good and sent them to Oceanside because of bullying harassment and discrimination they experienced by students and staff discipline alone does not work our other kid has been on the verge of leaving the school district because of these same issues which make the school environment unsafe and unfit for learning
082these are kind compassionate honorable students who who had lead roles in their school musicals and positively contribute to the school environment these are the types of kids that you lose when you fail to address diaib don't delay support this plan today in your April survey 44 percent of students stated they sometimes or never spend time thinking about events from another person's point of view and 42 percent said they sometimes would never learn about people from different backgrounds how can you have compassion and empathy for people who are different from you if you never learn about them and I'm a resident in Carlsbad and Ms verbeth's District I'm a proud first generation Mexican-American when I started school I did not speak any English I have been a mentor from with the Big Brothers Big Sisters for
083over 10 years a volunteer with operational Operation HOPE I volunteered sdp judge at a local high school I'm a big supporter of students for Dei I'm here today because I'm testifying for my personal experience that Dei plans do work in Corporate America I have over 20 plus years and I have benefited from Dei plans they evolve over time I please ask you to support this plan listen to the students all the community members here who support it and pass this plan thank you thank you good evening my name is William whites I'm 17 years old and a senior at Sage Creek High School I'm an openly gay man who has lived in Carlsbad for most of my life no one in the school district has pushed an lgbtq agenda on me I came out at
08410. and I stand here wondering who would oppose a measure that promotes an inclusive and diverse viewpoint on the world as a student I want to learn about other people's struggles other people's experiences as a student I want other students voices heard and learn about their history I want to learn from people that are marginalized ignored and discriminated against because it's a gay Jewish person who has been discriminated against I want people to learn from my story I end with this fact that I have not used any of the public restrooms at a cusd school since eighth grade thank you and please support deib foreign next three speakers are Rhonda Weist Linda Daniels and Joe dassel good evening my name is Rhonda Wiest I live in Carlsbad I don't go to Mission Church my child
085attends a cusd school and I'm also a teacher in Vista Unified we teach students to write argumentative essays using claim evidence and reasoning structure the claim of those in favor of a Dei program is that it will create safe spaces for all students their evidence presented at UC or excuse me cusd board meetings has been student and teacher testimonies of harassment and bullying at our high schools their reasoning is that the Dei program will create campuses free of these behaviors we can all agree that no student should ever be subjected to harassment or bullying however my claim is that cusd does not need the Dei program to address these behaviors my evidence is the California Ed code article 5.5 the safe place to learn acts section 234 prohibits discrimination harassment intimidation and bullying so cusd
086do your job follow Ed code but don't deflect your responsibility by voting for Dei good evening the Board of Trustees my name is Linda Daniels I'm a 10-year resident of Carlsbad I'm speaking tonight to express my strong support for implementing a comprehensive plan of diversity Equity inclusion and belonging to the Carlsbad Unified School District in the past and right now I have many lbtq Coupe friends and I've had residences in New York San Francisco here and then unfortunately in Dallas in Dallas a good friend of mine was I was fired from his job this is the friend who made the term intensive care lotion you know the company and they said he just didn't fit into the workplace anymore his personalities was wrong and then when he went for references he used them as a
087reference they told everybody that he was gay he had to move out of Dallas my other friend had his children taken away from him by the courts no visitation rights whatsoever because they were so afraid he was going to rub off on his gayness would drop off on them thank you for voting my name is Joe darazella and 36 years ago my husband and I immigrated from the states to the States from South Africa with our three children we were happy to leave racism behind and to settle in California as we saw what was a Melting Pot of people ready to accept others not like themselves we have raised our three children and nine grandchildren here in Carlsbad but in these last few years things have changed and we are seeing more and more Division
088and racism based on skin color and that is very disturbing we are also seeing that you have if you have a different Viewpoint there is no tolerance only discrimination things are going backwards not forward this is not the America we came to it is a shame that I cannot with all good conscience send my grandchildren to Public Schools like Carlsbad where they are teaching them to hate America to be racist and getting harmed by all this gender sexual ideology Dei is unapproved thank you our next three speakers are Chelsea Welsh Marin Vaughn and Michelle Antonio hi I'm Chelsea Welsh I'm a resident of Carlsbad a district employee and a District Parent deib does not take time or resources away from math or science or any other subject it enhances them by fostering an environment of
089inclusivity for all students just like the curb cut effect teaching through a lens of diversity in an inclusive environment benefits everyone although surveys show that the majority of straight white cusd students currently feel supported and represented at school they also show that Minority populations do not share that sentiment it's not the place of those who feel fine to dismiss the calls of those who are suffering believe them and help them everyone will benefit a local church has launched a crusade against teib primarily because they don't believe in the legitimacy of trans people this is bigotry plain and simple and it's being used deliberately and effectively to distract you from your responsibilities to Carlsbad students thank you hello my name is Marin Bond the parent of two Elementary age children here in Carlsbad as I know
090my time is going to run short let me be clear I fully support the board passing this as you well know our kids spend at least six hours a day on campus and during that time they deserve to be in a public school environment where they're heard respected and supported in whatever way they need a sense of belonging is essential to building self-esteem my kids and your kids deserve to learn the hard history and develop critical thinking skills as they examine that history and our current culture as a result they will be well positioned to make informed decisions that improve our community it's essential to hear and process information from diverse authors and diverse perspectives to hear the stories that have been tossed aside by the majority I want to know these stories I want
091my kids to know these stories then let's take a look in the mirror and reflect on our own experience and consider for one moment how that works thank you hello my name is Michelle Antonio I've been a student here in the Carlsbad Unified District since kindergarten and I'm going to be a senior that's a pretty long time I support div being at Sage Creek I've had encounters where I have felt uncomfortable it's sad to say I'm a Latina I am a minority but with teachers like and resources like Mr law Miss Topia the AVID program in Mana I was able to feel included and accepted by my teachers now I'm going to focus on mana mana is a Latina organization Ray Pearson I you know that very well you have supported this organization since I
092was in seventh grade I have spoken to you many times and you said I could be a leader and here I am today speaking up for what I think is right di is for the students we say that children are the future but how is that going to happen if we don't support them if you don't give them the correct resources it's embarrassing that we're not supporting this I don't know why we're talking about ideology and sexual theories this is for planning for futures for education for college dib is important it's not for Mission Church it's for us thank you oh God our next three speakers are the chi Wu China Aiden McDaniel and Donner Chris stack Renaissance everyone okay my name is I have been constant residents since 2004. I'm here to support our
093beautiful student everyone there I love them okay and we need to make sure our students have environment where they can learn freely without the fear of harassment is our Collective responsibility to ensure they can learn freely without a threat of balance and all harassment the dib plans were created environment which is inclusive and diverse so that every student will feel free and supported at their school on the other hand is disturbing to learn the misinformation information to spread by by other people say dis devices that's not true di is hey it's not true thank you good evening my name is Donna rensack and I am a mental health psychotherapist I've adopted in human sexuality and I'm here to talk about the importance of teaching sexuality in school children of my generation grew up graduated from
094high school not even understanding how sperm connected with egg so women were having babies and they didn't know exactly how that happened um we oftentimes find that when you give the parents the requirements to teach their children parents with personality disorders often will not share or provide that information and also substance thank you ma'am thank you hi my name is Aidan McDaniel I'm a now alumni to the first stage Creek High School um my biggest question today is what is teaching sexual ideology or gender politics in our schools mean because I don't think anyone could actually Define that because it's not a thing all that's being done is saying hey these people exist hey we should be kind when you have parents or not even parents just random people who came from a church uh
095telling you that these people don't exist or that we shouldn't be teaching these ideologies one thing that is literally just saying support these people see how they are being hurt and help them that is your job that is what you are supposed to be doing when I came up here last time and talked about the bullying me and my friends experience the woman after me who opposed the diab came up and said if you are being bullied in school it's because you have a bad personality that's the Outlook people these people have thank you next three speakers are Gary Lewis Amy mucken and tiger Reed thank you hi Gary Lewis two kids in the district to those who are preaching teach Math and Science with the information that all Educators including mental health professionals should
096just stick to the basics we don't understand how intellect fostering Education Works on a daily basis what specific concept are you opposed to is the gender of your student his or her identity and values threatened by the acceptance of all students if so you'd have to ask yourself why I will also not be lectured to by a group of people who base their values and the protests of this very plan on faith which is fine but which by its very definition is not based on proof we have had some good Christian people speak in support of dieb and there are good Christians in opposition I'm friends with many of them but this is proof that there are thousands of interpretations of each biblical verse and tenet why would you choose the most cynical fear and
097hate-based anti-love anti-acceptance narrowly construed interpretation and try to use it to exclude whole subgroups of people Hello friends and Community my name is Amy mucken I'm A Carlsbad homeowner parent of a child at an elementary cusd school PTA member at that school and an Engaged Community member human rights are not options I am here to strongly support the students and the acceptance of the deib plan in the safe place to learn act 512-04.5 instructions shall include the early history of California and a study of the role and contributions of both men and women Native Americans African-Americans mexican-americans Asian Americans lesbian European Americans gay bisexual transgender Americans persons with disabilities and members of other ethnic and cultural groups to the economic political and Social Development of California and the United States of America honor the cusd
098students who have shown here today to advocate for themselves their peers and those who follow you are inspiring thank you hi I'm tiger real I'm uh I live inside cusd and I'm a father of a parent father child at an elementary school and I feel much better after walking in here I'm going to say this uh first of all thank you to the Board of Trustees for voting for United for the diap plan it's important and thank you to the students you guys are just awesome listen to them that's that's really all it is and the last thing I have to say is that um religious bigotry is not a viable opinion it's a disease thank you our next three speakers are Eva Carlson Zach Flores David Maynard good evening I want to thank you
099all administrators trustees and teachers for your dedication my husband and I are long-time Carlsbad homeowners I'd like to talk today about respect and dignity which of course should be accorded people of all Races both genders all cultures and all Persuasions let there be consistent and firm consequences whenever respect and dignity are violated by students or Those Who oversee them you have a grave and weighty vote before you today I submit to you that support for Dei does not Foster respect and dignity thank you thank hello I'm Zach Flores and I'm opposing uh well Dei may seem abnormal there are significant concerns that need to be addressed focus on categorizing individuals based on race gender and other identity markers ultimately leads you divisive in segregated environment some Dei programs have pushed particularly ideological agendas even condemning
100the United States as a system of white supremacy and divide students based on their Matrix of Oppression EI initiatives inadvertently marginalize certain groups and diverse resources from essential academic subjects We should strive for a well-rounded education that prepares our children for Success we must prioritize an inclusive learning environment that values diversity without creating unnecessary divisions or promoting a specific agenda thank you hello my name is David Menard and I'm here because I'm asking the Board of Trustees to vote no on the deib program I'm here because I love children all children and as a parent and a community leader I have watched this plan divide not unite our community this plan does not require Viewpoint diversity this has already been clearly demonstrated by those who claim that anyone holding a different opinion on deib is
101unsafe bigoted and going to hell clearly the people being harassed are not those excuse me clearly people being harassed are those against the eib superintendent Ben Churchill has also exposed himself as having disdain and intolerance towards anyone against a different opinion than his the dip the deib program is an act it is immeasurable you say it is but there are no measurable goals of success furthermore it allows controversial gender Theory and sexual orientation for students without parental consent again you say it doesn't but this has been proven Nationwide thank you next three speakers are Chris Bolden Jen cliver Evan buck how many what good evening my name is Chris Bolden um and I am a I'm an accountant president of Carlsbad um I've read the draft and as always it is painted with positive and
102colorful language that would make one feel reading it that you found a solution to a more harmonious School environment but what the draft lacks is Clarity for example what is Harmony teacher training in curriculum do you guys know what it includes also teachers will be encouraged to go to uh Equity conference in San Diego County what does that entail is it really to strengthen a bond between all Races and Creeds or will it just divide us more board members do you really feel so confident that you know enough about these training and curriculum that they will bring people together if you don't know them clearly vote no bottom line is we need to focus on kindness and academic subject areas if not this school district district is going to empty out good evening my name
103is Jen kliewer and thank you to the Board of Trustees thank you to everyone who's here I wanted to just ask before this has passed to consider something that my husband and I have seen this last year at our school at Pacific Rim we volunteer every morning for 15 minutes before school starts we love the students we have seen so many different opportunities to help these students navigate some conflict be included some of the things that I think this plan really strives for so what I'm asking is to have a plan that it hires new people educated people to be teaching during recesses during the breaks catching these different actions that are dividing people and not putting that on the classroom teachers that to really emphasize the value of Education during lunch time during recess
104during the hallway time and thank you for considering that all right good evening everyone my name is Evan Buck I am a concerned citizen from Vista Unified School District contrary to the misinformation and frankly incendiary rhetoric from several prior speakers we at the Mission Church have nothing but love compassion and care for the lgbtqia plus Community it is precisely because I do care for all voices and wish for all voices to be heard that I oppose this plan we are just as much members as a community and deserve to have our voices be heard as each and every one of you I look around the world today and see other countries far outpace the United States and almost every academic category why do you think that is I can't say for certain but one thing
105I do know is that having our schools focus on unnecessary and divisive plans instead of the skills our students need to succeed will not help in the slightest our request is simple do the jobs that you were hired to do please craft a truly inclusive plan with input from everybody in the community that teaches our students the skills that they need to succeed nothing more and nothing thank you sir trustee Rawlings I'd like to request a break do I have three thumbs for uh taking a break I need a I need some thumbs I think I see three okay we will take a 10 minute break foreign thank you our next three speakers are Jesus Randy Krauss and Kevin Dazzle Mr bojalo hello trustees I come to you as someone who has a brother and
106sister in the district I'm asking you to vote knowing that the eib plan to keep School curriculum to core subjects like math and science implementing a dip eib curriculum will cause diversity as I have seen in my brother's experience who has told me he feels like he can't say anything in opposition to the plan because he feels he feels he will be canceled it should be a parent's decision to teach these subjects within their own home not enough public education space where students go to learn facts and not ideologies not all families are privileged to afford private school so keep in mind the families that rely on public education to give their children a good education setting them up for college and the real world which doesn't revolve around feelings but facts as a Hispanic
107minority it shouldn't take more than common decency to know how to treat people with respect we all know bullying is wrong in any decent parent will teach their children to treat people the way you'd want to be treated any same person wouldn't approve to give someone suffering from anorexia liposuction because they feel overweight thank you sir Randy Krause say Carlsbad taxpayer Viewpoint discrimination is prohibited by law when a school district singles out a particular opinion on a subject matter and doesn't allow other viewpoints that's Viewpoint discrimination two questions does the district intend to teach children that they can select their own gender an lgbtq viewpoint does the school district intend to teach children that God created humans only into two Sexes male and female a Christian report if you answer yes to one question and
108no to the other that's Viewpoint discrimination you may say the district can't teach the biblical perspective due to separation of church and state that's a Pandora's box and a classic case for the U.S Supreme Court on the one hand you can't engage in Viewpoint discrimination on the other hand you can't teach the biblical perspective without violating separation of church and state the only way out is to say thank you sir you know Jesus was first Kevin dassel there he is okay my name is when my firstborn was birthed in 2012 nurse held up myself said it's a boy I said are you sure and they said yes look at him there was no confusion in the room the same can be said about my other next two girls when they were born there was no
109confusion the doctors were served God did not make a mistake when he created them perfectly in His image my wife and I are working very hard to raise our son and our two girls to be men and women who love and respect others and to know the truth and to be critical thinkers now consider the scenario if one of my daughters were to be a late bloomer and going to public school the social pressures to look to look a certain way to be a certain way is very confusing for kids it is not the role of the school thank you sir thank you sir our next three speakers are Danny Cooper Bradley siminski and Andrew Hall good evening my name is Kenny Cooper I have been a parent of seven children who went to Carlsbad
110High School and graduated from there I have a senior this year and I have been a teacher at Carlsbad High School for 37 years um I am 100 for diversity equality inclusion belonging of all of our students 100 percent but I am not for this Dei B program because I believe we can use the money and much better spot I believe that we can take this money and use it towards counselors that can work with kids on individual bases that can take care of those issues on an individual basis I want you to understand we love children we want the best for all children and that's why I'm still here after 37 years I think thank you my name is Bradley I am not a resident of the cusd Board District so my opinion doesn't
111matter here instead I'm going to voice the opinions of the students and alumni of the cusd district who are overwhelmingly asking you to pass this deib program and have begged and pleaded and let you know their stories of how they face discrimination in their own schools and are simply asking to be included in the same way that people like me straight white heterosexual men have experienced their entire lives and if teaching about lgbtq people in the community is considered sexual ideology then I'm here to call out the teaching of heterosexual ideology and the brainwashing of our students about the heteronormative agenda the far right heteronormative agenda so please vote for the deib program to end sexual ideology teaching in our schools thank you uh Andrew Hall I just came to the decision that I'm not
112going to try to convince anybody um I think that there's no chance that I'm going to do that I'm going to share in the 48 seconds that I have that I'm a Christian physician I see lots of folks that are gay lots of folks are in lesbian and more and more I'm seeing people that are transitioning interestingly this morning um I had a 19 year old lady who came in who was having fluoride problems with sweating she's on 250 milligrams of testosterone once weekly I don't see how that's good I don't see how that you know I didn't say this at the break but I wanted to thank all of you for showing respect for each other I know there's a lot of differences in this room so I just wanted to thank you for
113showing respect to each other our next speaker our next three speakers are Joelle Jenna rosiel and Eliza Bosch I'm Joelle I'm a home homeowner in Carlsbad with school-aged children I think that people are being misrepresented none of us support bullying none of us want active discrimination in our schools from students or staff all of us want our kids to feel safe included and have a sense of belonging we all want people to be loved we are all created and loved by God not one side in here tonight is promoting hate racism or sexism however it is reckless for us as adults to promote and encourage kids to pursue changing their gender before they have completed puberty when we know 80 to 90 percent of those kids will identify with their biological sex after puberty we're
114asking you to stop encouraging and teaching the transitioning of our children our children are perfect and beautiful just as they are no need for chemical castration drugs thank you ma'am hello I'm Jenna oziel a resident in Carlsbad and I have a daughter who attends Magnolia Elementary I am the incoming PTA president next year as well um how many have seen the new website which is great by the way okay um I was looking on it today and how many people know that we as a district started were one of the districts that started the great kindness challenge so it's now a worldwide project and how ironic that is a school district we are the only District nearby that is not kind enough to have a plan or program that stands up for a diversity Equity
115inclusion belonging cusd started something to teach kindness to Children yet as adults we cannot be kind enough to accept people that don't fit into the status quo or are different than what some people think are acceptable so I urge you to please change that and approve it tonight thank you my name is Eliza Bosque I am a graduate and I'm a graduate of Sage Creek High School and I'm proudly a trans woman and bisexual I always felt uncomfortable at school and the only reason I avoided harassment was because I made myself unapproachable additionally all throughout school I watched many of my black and brown friends struggled to get respect from both students and staff consistent ly hearing the board's treatment of my friends and former classmates has been heartbreaking adults intimidating children in disregarding their
116genuine attempts to seek your help adults claiming that their stories of this treatment are false I know what you seek it's controlled you are trying to instill fear in us and spread hate with religion as a shield fascism I don't know if you've forgotten what this country is about but this is it is a democracy power to the people not power over people education is meant to widen our Horizons and teach our future Generations how to make the world a better place your status quo is overdone and toxic everybody deserves respect thank you nervous yeah next three speakers are uh Hannah Kian Christina mcgordrick and Brandon Johnson hey hi I'm Hannah Keane and I've lived in Carlsbad since the first grade and I'm about to be a senior since trans since transferring into cusd in
1172012 from a Jewish private school I faced anti-Semitism that I had never seen before I was only in first grade and I already knew that there was something different as a gay person sometimes I wonder if I would have been better off staying in San Diego let everything that we said here today be a warning a warning that change is coming whether you like it or not the deib bill is not an evil scheme to indoctrinate your kids it's meant to create awareness and empathy something that I've seen many people here today struggle with and I hope that you know that if you don't support the youth in this community when you're older you'll be wondering why your grandchildren never come to visit and this may be why you're resisting the changes that we need
118so greatly and the world will change anyways despite what you think those children the queer and trans youth will never forgive you so listen to us listen to students and those from Mission church if you're going to pray pray for yourself thank you I've been a resident homeowner taxpayer and mother to three boys in Carlsbad Unified Schools for eight years I am here to voice my strong support for agenda item 6.1 the deid plan in our Public School District did you know the California Department of Education specifically includes in their definition of the public school Under the ninth bullet point that public schools are non-sectarian meaning not involving or relating to a specific religious sect or political group this publicly available on the Department of Education webpage the Carlsbad Unified School District is a public
119District that is maintained at a public expense for the education of the children of a community that constitutes a part of a system of a free public education including primary and secondary schools it is not a school district exclusively for the enrollment of One race ethnicity or religion that would be the definition of a private school tonight we are asking you to approve the site up good evening my name is brandonson on the reside in the district and I'm the president of the carlsbadi polity coalition I'm here today in support strong support of the DI plan and must Express the use of anti-trines rhetoric against the plan is backed by hate and not Faith being a member of the lgbtq plus Community is equated to an ideology even though it is not a choice to
120be a member of the group and nor are they mentioned in the bible under modern lens those deem to be deviant due to things outside of their control of the time the Old Testament eunuchs and women considered Barren were barred from the Assembly of the Lord until Jesus accepted them in the New Testament those of Faith would also understand that those who are intersex were born that way and attempts to make them one sex always leads to difficulties for context intersex numbers similarly to redheads worldwide and I doubt you'd consider them to be God's mistake faith and forgiveness are meant to be methods of inclusion please recognize when it's politically skewed to harm inclusive efforts like this one outside of honest critiques of it beyond that thank you thank you sir next three speakers are
121rafina Walker Joel Trotter or Trotta at this one ah okay uh Vanessa Forsyth I am a resident of Carlsbad and I have four children that attend each of the schools here I would like to just pray Ephesians 6 over us finally be strong in the Lord and in his mighty power put on the full armor of God so that you can take your stand against the devil's schemes for our struggle is not against flesh and blood but against the rulers against the authorities against the powers of this dark world and against the spiritual forces of evil and the Heavenly realms therefore put on the full armor of God so that when the day of evil comes you may be after you have been able to done everything to stand stand firm then with the belt
122of Truth buckled around your waist with the breastplate of righteousness in place and with your feet fitted with the Readiness that comes from the gospel of peace in addition to all this take up the shield of Faith with which you can extinguish all the flaming arrows of the evil one hello my name is Joelle Trotta I live in Encinitas my nephews and niece are in this District I respectfully ask you to vote in opposition to deib I believe that every person is created equal and precious in God's eyes and are entitled to equal rights and protection new plans often have unintended consequences I'm extremely concerned about the safety of our biological girls in bathrooms locker rooms and plainfields in the schools my background I'm an educated at Vista Unified School District in the core subjects
123Reading Writing arithmetic I became a licensed architect I designed all seven buildings from Madison Middle School in Vista great effort went into the design and safety and privacy in those locker rooms and bathrooms in that school when nine non-biological girls that were very small minority are allowed to share these spaces with biological girls girls have lost their rights to privacy and safe space thank you hi my name is Vanessa Forsyth and I reside in Carlsbad but not in the Unified School District here and I have lived here for over 20 years and I've been a school nurse I'm now retired for 20 years and I'm here to say please pass this plan it's needed we need to show our support for all the kids all the students and when I worked the health office was
124for some students the only safe place because they didn't feel that they were safe in other bathrooms other than mine because some of them identified as a different gender than we were assigned as birth some of them were neurodiverse some of them were just look different than other kids and they were told that they weren't okay and I was concerned about those kids and still am because some of them made self-harming and ended up being sexually exploited so again thank you yeah that's it our final three speakers are Marie Curry Andrew Apple and Kyle Hawkins my name is Andrew Opel you want me to just begin can I give my time back sorry I have a well-planned speech thank you my name is Andrew outfell and I graduated from Carlsbad High in 2007. the board
125members are considering the implementation of a strategic plan for diversity equity and inclusion diversity but not regarding the diversity of critical thought Equity but not for all and potentially opposing belief systems and inclusion except for people of faith you can't profess diversity and publicly rebuke someone who shares a different belief than you Mr superintendent you can't profess equity and publicly shun those who are religious because of their faith Miss Board member Ward you can't claim to be inclusive while you lift up one group of thinking sirs and Madam board members you ask the people of Carlsbad to believe the individuals who are championing diversity Equity inclusion when the fact is that these very individuals fail to demonstrate in their current roles and occupations board members and faculty member are specifically opening themselves up to Legal
126repercussions in light of their own ability to live out the thank you that's it thank you for what you do no it's not easy so thank you we want all students to have an educational experience free from bullying harassment anything like that they're actually all in support of diversity equity and inclusion what needs to be made clear is get through all the smoke and mirrors and get to the Crux of the matter those of us in opposition to specific plan are specifically opposed to the fact that it can and will be used as an ideological Trojan Horse to bring in a radical worldview that's obsessed with gender race and sexuality I would like to point to objective facts that we have the benefit of looking at these programs Across the Nation over the last several
127years to see things that are happening whether you like it or not things like students getting transitioned without parents knowledge boys and girls bathrooms pornographic and sexually explicit materials and children's curriculums and libraries not to our kids not carlsbados thank you sir I think there was a last speaker was Marie Curry okay last call for Marie is she here okay staff do you have anything to add not at this time trustees do you have any questions of staff trustee Williamson thank you those of you who have spoken um Dr Nye with the goal of Effectiveness and efficiency including reducing the duplication of efforts it seems to make sense to use the no place for hate umbrella to organize as many activities as possible if once we get to the board discussion there is agreement to
128replace the wording in 1.4 with form no place for hate committees at each site including students teachers and parents who work with administrators to implement deib related activities would you have any concerns now if that's the will of the board and they want to do that staff would be supportive of that recommendation other questions trustee for Beth in the past six months trustees have asked for evidence for the effectiveness of Dei plans but we haven't received any information my understanding from discussing this issue with Dr Nye is that this is because the board never made a formal request for this information is that correct we have given some information regarding certain components of the plan but that is correct the board has not directed staff to conduct any research in regards to deib in general
129so if the board wanted evidence about whether Dei programs are successful we would need a majority to agree to ask for this and that never happened is that correct to my knowledge staff was never directed to conduct a research on deib no thank you trustee Rawlings a follow-up on trustee Williamson's question um would if there were individual committees at each site would those sites be able to opt out or if the if a plan was passed would they be required to um to form a no place for hate committee yeah each School site the plan itself requires that each School site form a no place for hate committee correct other questions trustee Williamson it's been and again using npfh as the program would you be comfortable if we delete item 2.3 if we had board
130consensus obviously we'll have this discussion and those funds would be made available to um put in the general staff training staff development funding this is something that we're currently doing so we're capturing something in the plan that we currently are already doing as long as staff is free to send teachers to conferences and workshops and continue that if the board directs us to remove that from the plan I'd be comfortable but with that as long as we still have that ability to teachers and staff members would still have that ability to go to those conferences I would just say again though it it does benefit us to capture that in the actual plan you know what we're trying to do is is capture all the activities that teachers are engaged in as well as students
131for that added transparency as well trustee Rawlings could you repeat the number on the plan that you had just asked about trustee Williamson on the budget item it's 2.3 I think that there's nothing I was looking I put this together from the budget page it was 2.3 okay so is it 2.3 on the deib plan my budget page okay because that was all online got it okay thank you okay can I ask one more question Williamson um so do we know what action item that it that that budget item is associated with they actually align the budget uh exhibit as well as the exhibit that I'm casting up now which is the option 2.3 and 2.3 on the budget okay they're the same yes trustee verbat since we're talking about no place for hate will
132the district office be giving instructions to staff about which program should not be used with students such as lessons and books that are in the resource section of the no place for hate programs again that is not part of the no place for hate curriculum there is no curriculum prescribed and no place for hate there are only activities and as far as staff is concerned they're free to any school sites free to choose any of those activities or the activities that they already have existing at their school sites to build upon so what would prevent a teacher or student from selecting an objectionable lesson book or assembly content for use in one of these trainings again nothing would prevent a teacher from pulling out a novel or a piece of material that was from a
133national library Warehouse or any other particular online repository we do have policies and procedures in place though that teachers are to teach to the curriculum the prescribed curriculum that's adopted by the state of California and our teachers adhere to that if there is a challenge to curriculum we have a policy in place where parents or any member of the community can make a challenge to any particular piece of curriculum that they find objectionable so we would continue that practice but teachers have some flexibility as it relates to supplemental materials that they introduce but it has to align to the courses and the and the standards of that class thank you other questions Rusty Williamson yes so on the 3.7 which which right now reads develop and facilitate discussions with panels of students in grades 6
134through 12. it was on uh Dr Knight would you come be comfortable if the word um gave this direction to change that to encourage middle and high school school middle and high schools to facilitate discussions with students then who represent our diverse demographics to communicate their experience and stuff in other words rather than having that be something that it looks like the district is developing and facilitating it's being driven by the week we would as the district we would be encouraging it but the responsibility for it is at the middle and high schools are you all right with that yeah again staff would be fine with that because that's going to be occurring irregardless through the no Pace no place for hate programs um so you know as long as that is a component and
135no place for hate is a component of all the schools staff would be comfortable with that other questions trustee verbeth would it be possible to provide all of the teacher trainings programs and curriculum for the Dei plan to parents in advance of it being provided to all the students I know staff at stage Creek were given a Dei training a few years ago but as far as I know there's no way to access the video of the training yeah I'll let Dr Brockett he's been in touch more frequently with the Anti-Defamation League but maybe he can address that question so yeah those trainings are are developed specific they have a framework again for staff training similar to the the no place for hate program in general we would be working with them to develop what
136those trainings specifically would include and look like and one of the things that we have talked about already is again making via that public web facing website available the information and the topics that are being covered in the in the various activities and we can certainly work with no place for hate or the ADL to make those teacher training at least you know to what we can the topics and background on those available as well thank you Josh says other questions trust me you um Dr now you and I have had the discussion about the tosa and um and I know that I have mentioned to you that I would be asking the fellow board members to support Redlands Jose to use the services of Dr Ecker in his in his new position as coordinator
137of services his responsibility according to the um press release was to oversee the implementation of ordinator of uh of the multi-tiered system of supports which is one of the components of the Dei plan the eib plan Dr Ecker is respected by our principals by staff by students and parents and is a proven innovator I recognize that you had wanted to have his I'm full-time in the mtss rather than having it also be over overlooking the eib implementation but I just wanted to because I'm going to be bringing that up to the board members of the discussion I just wanted to give you the opportunity if you wanted to give your input um regarding that issue yeah staff would not support that recommendation staff believed strongly that the work that Dr Ecker is going to be
138engaged in around multi-tiered systems of support really will be a full-time Endeavor he's he's in charge of aligning all our district interventions not just academic interventions but behavioral interventions as well as social emotional interventions which we think is going to be a monumentous task while there is that overlap in the plan we believe we've established a good model of our other two strategic plans both of those plans did incorporate a teacher-on special assignment that did a tremendous amount of work and coordination and they were successful models in the past we think that that is a critical component for Success moving forward as well trustee Rawlings Dr Churchill in your time in the district have you ever been aware of a of a board directing staff to hire certain people for certain positions uh no no
139I do have a follow-up question to trustee Williamson on the tosa position um if I understand it's it's being funded the first year for categorical so what happens to year two uh the first year is under educator or Effectiveness dollars and I believe that Grant goes out multiple years so we could fund the position at least to get many of these procedures in place like that public facing website as an example where we're compiling all the activities of 16 different schools into a public-facing website where the community can view that as well as a dynamic dashboard on how we're doing on our goals and objectives but my understanding of that Grant is it does last for at least the next couple years so we'd be covered to at least get these programs and procedures in
140place question about the Grant and the California legislature's budgeting process and I think Mr Dill will probably respond to this one is the potential for years two or three be taken out of the state budget this is uh this was money that we received up front don't think that it's likely that they would claw that back in Future Years thank you other questions trustees trustee verpeth my understanding is we are currently using restorted practices and I'd like to know to what extent are we already using and training staff and restorative practices we don't have a formal training that we currently use what the plan initiates is in year two we potentially will use Orange County or San Diego County Department of Education as a potential training for restorative practices that's more consistent I would say
141right now it's inconsistently being applied but each individual School site has certain restorative practices that they utilize but it's not consistent from site to site and can you speak to the success of those practices that are at those sites I don't have specific data on the recidivism rate of certain things I know that students that have been expelled in the past or suspended in the past we've had pretty good percentages of students not repeating those types of infractions but I don't know to what degree I don't have that data in front of me trustee Williamson I think you had a question yes um Dr Nye we have also mentioned the adding provide academic interventions for elementary struggling students as identified by The District in the under the third goal one of those are you just
142wanted to is there anything you wanted to address regarding that and that would be the eight hundred thousand dollars that the that the board had mentioned yeah staffs uh um appreciative of the additional funds we we haven't had the opportunity yet to work with Elementary principals to talk about what that will look like at each of our school sites nor have we had the opportunity to kind of formalize what that will look like as far as the distributions based on students that aren't meeting academic goals in s back or aren't meeting cast goals or aren't meeting some of our other reading proficiency goals in Achieve3000 but we are appreciative of the extra dollars and we'll be working with them to develop plans as well as to measure the effectiveness of the intervention plans at each
143of those sites that we Implement so but beyond that we don't have any other comments at this point in time so you have no objections in adding that to this plan as far as in the plan itself as far as are you talking about the expenditure plan we would not have an objection to adding it to the expenditure plan the exhibit B sorry I'm casting up exhibit a three point to okay hold on so specifically some language in in this section is that what you're referring to sorry it would be in oh I see and it would also be included as an item and it would be included in the forward together targets yeah staff would not have an objection if if we wanted to add if we were directed by staff to put a
144action item 3.2 um in in this goal area number three that specifically talked about the uh the additional intervention monies that will be used to meet the needs of struggling students we would not have an opposition to that should the board direct us to do that first two Rawlings yes as a follow-up to that would um on page 19 3.3 would that would um the intervention strategies the PBIS for every school would that be part of what you're talking about for interventions no I think what uh trustee uh Williamson's referring to is an academic Intervention which we hit upon it sorry to the audience that I'm scrolling through these pages so fast but we hit upon that uh specifically yeah and 3.18 where we maintain additional Staffing sections specifically for intervention and grades TK through
14512 for students in need of additional academic support I think what trustee Williamson is referring to is having another action that specifically calls out the K-5 intervention or tk5 intervention and staff would not be opposed to adding something specific to that money and if that were to be added would it be in Year One yes we anticipate that money's only in year one at this point in time and that we would uh we would be implementing it next year trustee Ward you had a question well I was just going to say I I could see it there but could it also be used to support the mtss as well because we do the multi-tiered system of supports does tackle academic support as well so on 2.7 I wonder if that we could also incorporate some
146of that money toward incorporating that intervention support as well yes staff wouldn't be opposed to either of those options trustee for Beth you had a question yep um in view of the recent Supreme Court decisions striking down race-based emissions and colleges have we evaluated the Dei plan to determine if any of our proposed programs which use race to identify students and provide additional Services may be legally problematic now not at this time another question Jessica Williamson I'm going to be asking ask the board for support I sent graduates and identified subgroups completing ADT requirements will increase by three percent prior year that the percent of students in identified Subs groups meeting or exceeding standards will increase by five percent in ela and four percent in caste and the percent of high school students in identified
147student groups will increase enrollment and honors AP or Community College classes by two persons because I believe it's increasing the percents because we're trying to close the achievement Gap so would you is there anything you'd want to address the board regarding any of those before we have that conversation now if that's the direction of the board and we want to reset those targets staff would um staff would uh welcome that direction if that's the direction we're given Christie Rawlings that also require an lcap change as well if that were to be adopted we report on those in the lcap I I don't I'd have to go back and review whether or not those are specific targets that are listed in the lcap I know we report on our results but I don't know if we
148necessarily report on Targets in the okay other questions Christopher Beth okay last one will we be expanding or reconstituting the existing Dei committee to ensure that it represents a diversity of different viewpoints I think the hope is to yes cast as wide and out as possible and um get as many people as possible and as many different opinions as possible on a committee throughout the process so that we're hearing from many different perspectives yes and how does that happen it's a good question you know I think we need a advertise the ability to be on a committee I think we need to obviously reach out to our community members and our partners as much as possible make that process as transparent and open as possible so we can get uh as many people that want
149to be on the committee usually it's trying to encourage people to be a participant is the challenge so I'm not so certain that in this case we'll have that challenge so it's a matter of getting the word out there and and getting people in the room and hearing from those perspectives so I would imagine though that we will go back and try to reconstitute that once the plan's been approved another question trustee Williamson the plan or not explaining if they are or if they are not and then and then in the description and would you be doing the same with the terms like hate motivated speech and other um phrases and words that uh appear in the plan staff is currently working on an FAQ documents um and we'll be publishing that I would imagine
150in the next couple weeks that includes terminology and what is in the plan versus what is not um so yes we anticipate publishing that [Music] um in the next few weeks other questions okay uh we're at a point now may I have a motion to approve the four together plan so moved Williamson second Rawlings it was a second ward I think yeah the award Dr church we want to repeat the uh motion I know I believe the motion was to approve the plan okay and I see here on the script it says exhibit a is that a separate motion or is that part of the same motion the plan is exhibiting on the agenda okay so we have a motion uh so we're open for discussion I'd like to start Mr Rawlings thank you I
151just want to say that as I did on June 21st that I'm very appreciative of uh Steph's plan I do things a little late I would have liked to have seen it last year but better late than never and I feel the support um your efforts and I do believe that the current plan does capture on the board discussions as well as the unanimous consensus reached on the goals and success indicators and the actions would be representative of um and be measurable of those success indicators so I truly appreciate your work in identifying those things I also wanted to um to remind my colleagues that in our Unity of purpose section A it does talk about we establish clear meaningful goals and maintain Focus against the against those goals while we remain open to input
152we only change if the input causes a major shift we base our decision on thorough evaluation of available facts not on emotion personal bias or public pressure I also want to remind the board that we have an administrative regulation 6143 that specifically States instruction shall include the early history of California and a study of the role and contributions of men women Native Americans African Americans Mexican Americans Asian Americans Pacific Islanders European Americans lesbian gay bisexual and transgender Americans persons with disabilities and members of other ethnic and cultural groups to the economic political and Social Development of California and this is based on Education Code 51204.5 and 60040 so much of the things that we are talking about today is take is this plan is just reflective of what we are required to do and putting
153it in focus and creating a strategic plan in order to achieve our board policy that already exists so I do encourage my colleagues to vote in favor of this plan I understand if we want to do some tweaks to the action items in order to make it better but ultimately I do think we're already doing these things and I also think that we should not be trying to micromanage staff and how this is implemented I think our we are responsible for the oversight and the general philosophies but we need to give staff the space to perform the day-to-day functions and Implement board policy as it stands thank you trustee Williamson as I mentioned this in changing the wording uh just so that we have an umbrella of the no place for hate and then everything
154is falling under that rather than having a whole lot of committees or groups that I'm not quite sure where they fit to change the word into form no place for hate committees at each site including the students teachers and parents to work with administrators to implement eib related activities sorry what what number are you referring to I think it's 1.4 oh 1.4 foreign what would you like it to say so in other words it would be falling under the no place for hate and so it would read form no place for hate committees at each site including students teachers and parents to work with administrators to implement deib related activities is that a question regarding that go ahead trust your Rollins I just wanted to clarify um how do you see this different than what's
155already currently here and do you find it is it right would it be if you're not suggesting that it would would be optional at each site you're still saying that it would be required to use it and in each side is it under this plan and it is wide so the difference is if we have lots of different communities what led to this is I asked is this the Dei is this the no place for hit committee and it's like well it could be but I don't know but and so it's like let's quit everything that we can under one umbrella so we know what we're talking about we don't have competing groups that we have a that's that's and then are you suggesting that anything's deleted in Lua and if we're going to State
156this then are there sections that would be deleted that mention committees or no no this would thank you I could support that so I think you're looking for support for that change so I think we could do this with the thumbs Dr Churchill okay how many thermostats do I see for that I'm sorry can you read it one more time how you want it stated form no place for hate committees at each site including students teachers and parents who work with administrators to implement deib related activities I I just have a question what's your intent say it again to have rather than having lots of different committees lots of different programs that's our for our first year have a focus on no place for hate try to put as many things to incorporate that with
157the no place for hate program this item looked very close to something that's already in the no place for hate I mean it it looks like identical to it actually and so rather than or very close to it so I'm just recommending that whenever possible we be able to operate under a single umbrella okay for efficiency it just seems like it seems to mix okay permission to ask Dr Churchill a question sure in the event since we have a motion to adopt the the current plan as is if we make specific changes would we need to amend the motion as um as once we agree or not agree on changes yeah so the the cleanest way here is if we give thumbs so consensus from the board on any specific changes then I don't recall
158who made the motion I'll go back and look but that person would would we'd ask them to modify the motion to adopt the plan with the changes that import as a chief consensus on [Music] Okay so there's three there's five okay um other comments the motion as is I have a lot more of it but why don't we we'll see if anybody can come back to trustee Williamson trust whoever yeah I was elected to this board seven months ago to support all students I have met and spoken with numerous parents the equality coalition students for Dei teachers community members as well as other cusd students we all agree that Carlsbad is a very special Community where we want all our students to feel safe to thrive to belong and to develop critical thinking skills necessary
159to maneuver in a complex world we agree there is no place for hate and bullying we agree on the need to promote diversity inclusiveness and Viewpoint diversity we have the difficult task of ensuring that every student is provided with a safe environment graded equally and given the resources they need to succeed we have many policies and programs already in place to help students whether to improve academic outcomes reduce bullying combat discrimination or clubs to represent the various interests of our student body we need to support existing programs which are in place to continue our efforts to decrease bullying and discrimination support our students with special needs and embrace our differences the mandated upcoming ethnic studies curriculum will teach students to appreciate other cultures and broaden their world view with budget cuts looming it is even
160more important that we look at whether new programs are effective whether they benefit all students and whether the program can be funded for several years in the five meetings we have had on the Dei plan I've yet to see any evidence that these Dei plans work or that they benefit all of our students we have also received a significant amount of evidence from the public that these plans don't work and actually teach students to discriminate and stereotype one another based on their race religion or gender finally it is clear that our community is interested but sharply divided on this plan hundreds in the community took the time to attend our listening and learning sessions and we're told that we would be reviewing and considering their feedback but so far no changes have been made despite
161the dozens of pages of feedback the intentions of the deib plan are good but I am actually very concerned about the many parents teachers and students in the community who are actually afraid to speak out who have told me that they don't feel safe expressing their thoughts about the Dei plan out of fear of retaliation if someone shares their views and is publicly condemned or attacked as a liar bigot or a bully can we really say that we are creating safe spaces for all students teachers staff and parents there isn't there is inequity in Carlsbad but there are no shortcuts in education and inequity will not be solved by eliminating discipline lowering academic standards or claiming that cusd is no place for hate we all can do better as a parent of a current cusd
162student I interact with students parents and teachers daily I talk to them on the sidelines in the carpool and in the neighborhoods they do not feel safe speaking out for fear of retaliation why not put into place the necessary guardrails to help make everyone in the community feel comfortable and safe I appreciate the new title of our plan forward together because that is exactly what we have to do it is clear tonight that we still have work to do before we can truly move forward together I will be voting no because I do not see evidence-based recommendations I believe we already have programs and policies in place to provide a safe and nurturing environment for our students period thank you [Applause] please please understand thank you thank you trustee Rawlings just either Beth are you
163um are you now revoking your consensus vote for the goals and success indicators that are indicated in the plan and if so what we agreed on June 21st that we would be specific in identifying input and making changes to the plan are you saying that you're not willing to provide specifics in order to to create the plan that you're comfortable with what I'm saying is I have yet to see evidence that this plan is going to work and I believe that we have programs and policies in place that protect our students that are providing safe places and we need to provide safe spaces for all students and I have watched this community divide and I've seen people be called Liars bigots and bullies and where is where is the acceptance there I don't see it
164so show me that this plan is going to work and really change our kids Futures I think I've heard from enough parents in this community people who care myself I raise my kids to love others I raise my kids to be good citizens I don't need a school to do that I need their support but I do that and I don't think we need to spend 415 thousand dollars on a plan right now that we do not know is going to work but but again my question is that you agreed as a governing body on June 20 or June 21st that you would would only take input that would provide specifics to the written document and that's in the minutes so I'm asking if you could provide some specifics that we can add or subtract
165to the plan that would achieve the goals that you're doing that you agreed to on June 21st I've asked I would like to ask for evidence that this plan is going to work and if but that wasn't my question I'm asking use for specifics no I'm asking you agreed to be specific and all I'm doing is asking you to be specific as you agreed to trustee rolling as a governance body as again as the Misty Rawlings yes she answered the career question no she did not maybe not the way you wanted the question she answered it she agreed to specifics and now she's not providing specifics I mean she's going against the agreement that we reached on June 21st as a governing body as a unanimous consent so it's unfortunate that that we as a
166governing body can reach agreements and then you're willing to just revoke those agreements and that's that causes problems as a as a as a colleague with under governing handbook as well as reaching agreements it's hard to trust um your work and that that's I it's unfortunate that when we reach agreements that we can't have that that we that when we reach agreements that we can't count on you to follow through on those which is unfortunate so president your president trustee Ward I just want you know I hear a lot of emotion that is coming out of her um trustee for Beth and that's all well and done but I think that if you're revoking a vote that you have made that we should be provided with a reasonable reason and you should point out specifics
167about why you want that change and why you're revoking that because we we have all sat here and this has been on the table for a very long time so I I think I think not just us we are owed that but families parents students these students are owed that so if you're revoking that there's a lot of emotion but nothing really specific we're here to vote on this plan is that correct and that vote is either a yes or a no and my vote is no why do I have to provide any more reason my vote is no because you it on these success indicators before this is part of the plan but I'm waiting for the evidence and I do not see evidence that the Dei plans are working I need that evidence
168for me to vote Yes curious have you for me when I get this info invited by the staff I investigate all this I look up no place for hate I lock up all of these organizations I look up different districts that have been working on it right did you take the opportunity to do that I do take the opportunity thank you and I've been waiting for the information from Dr Churchill and and trustee Pearson went to Poway to find out information and there were no measurable outcomes I was waiting for that information so they came back to you and told you that there were no measurable outcomes that is correct any other more discussion I I I'm sorry may I ask can I have permission sure we're in discussion right now but discussion still can
169ask questions superintendent Churchill Dr Nye did you stay yes go ahead trustee Ward I'm sorry did you state that to her that there were no measurable outcome I had a conversation with trustee verbaff and the conversation was that there was absent of Staff certain staff members that they were waiting on specific metrics in the plan but that was my response to her trustee Williamson and then I'm going to make a comment after trustee Williamson actually a long comment but go ahead so I still have some items that I had mentioned to Dr Nye that I'd like to do see if I have or consensus for uh one is are all of you comfortable with add-in 3.2 the component of providing academic interventions Elementary struggling students as an element in this plan can you reference 2.2
170I think it's 3.3.2 in other words we would add it which number again I'm sorry trustee Williamson whatever the last number is in the threes it would be the next number 3.20 I missed a desk to add 3.20 correct yes and what I have a question before I we do thumbs um what's your intent for a struggling student and I believe that that's a very important component of this plan what's different than what we had before when we had when we've had the same issue in our district since the pandemic and we've been working on that why is this I don't understand what's different so the board authorized I believe you were not here at that meeting the board authorized staff to spend to to move eight hundred thousand dollars that was in a block
171grant to and apply it to elementary schools identifying the after they have identified struggling students and then they would monitor it and I believe that that is a very important component of this plan is to help provide academic support to struggling students and so I think it should be captured in the plan if I understand also there was 800 000 to correct me if I'm wrong Mr Dill that there was a question in the state budget on that and if you can bring some clarity to that it would be added back in if there's a f but I think you can answer the if yes there is significant restoration of the Arts music and instructional materials discretionary block grant which was the one that was in question when the funding was when when this discussion
172item was added then removed and then added back again and again I think that was the the meeting that you weren't present when the board agreed to do that um the the writing was on the wall that with the state budget act that not only that Grant had been almost fully restored but also the learning recovery emergency block grant as well as part of the state budget Act okay so just to understand the reality of the eight hundred thousand dollars that was going to happen with or without this plan may I win yes on June 28th as part of item 7.2 the budget discussion uh trustee Williamson asked and we received four thumbs to direct staff to add a budget item in the 23-24 school year for 800 000 to be used for struggling elementary
173students as identified by their scores on S back star tests and Achieve three thousand and then there's some additional language there but the board did provide Direction via consensus so that's what I believe trustee Wellington has discussing but that was if I remember that was on that boat was not tied to the plan but that's not correct in a prior meeting we had some discussion about that but on the 28th the question was would we direct staff to add a budget item Fortress he said yes and so I think trustee Williamson's intent I don't mean to put words in your mouth but we're trying to align the action you took via consensus at a previous board meeting with the actions in this plan okay that's that's not my understanding but that's okay so I think
174we're ready to take thumbs on that that item on that okay I'm gonna hold you here because I need to I need to share my comments and then you can come back and and trustees please bear with me they're I'm gonna not try to duplicate what's already been said so I'm trying to edit on live here but I do want to thank all those that do care about our students including our students staff former staff Who provided emails public comment for and against this plan especially residents of Carlsbad and I want to thanks to all the staff that has worked on this plan because I know there's been a lot of time put into this plan as a supporter of the tenants of dib in a life professionally and personally with examples of support um
175I had a way this plan unfortunately that the words diversity Equity inclusion belonging have been so politicized in our community in our state in our country and in the media they have become divisive and disunifying I had the opportunity with Dr Churchill to go to Poway Unified I requested this and met with their superintendent and their board president to ask how the plan was working after three years they call their plan racial equity and inclusion to meet specific issues that have appeared in the media a swastika painted on a Jewish home during Hanukkah in 2008. racist comments and bullying towards black students in February of 2023 they had no metrics to show impacts of the marginalized students which also includes special needs English language learners were academically performing better increased attendance add internal surveys on
176belonging less racism and inclusion so much of the proposed the eye plan is already in our El Cap as I see it specifically csusd provides a comprehensive curriculum enabling all students to excel as they meet the challenges and opportunities of a changing world all of our Carlsbad Unified Schools offer students the means to succeed by providing programs that maximize the abilities talents and interests of each individual csusd has also instituted three three-year strategic plans in the areas of technology and career Pathways and Career Technical education have been unifying and not divisive these success Educators have been specific for Clear outcomes the forward to gather success indicators seem to me to be more aspirational than evidence-based however I will say on some of the showing some of the improvements yes those are actual goals but I'm
177not sure the plan would be responsible we're doing things already in my view that we're to get those results anyway what has been stirring to me is speaking to current and former students their experiences on campuses which this plan is supposed to address considering Carlsbad Unified is committed to the tenants of diversity Equity inclusion belonging for all students and staff cusd administrator regulation 5145.9 States the superintendent of designee shall design strategies to promote harmonious relationships among students prevent incidents of hate motivated Behavior the extent possible and address such incidence and autonomy matter when they occur students will provide a respectful inclusive and safe learning environment that protects them from discrimination harassment intimidation bullying or any other type of behavior that's motivated by hate and then it goes on to talk about some of the things
178that this plan is supposed to address I'm not happy with 85 percent that was in the dib because that 15 percent represents a lot of students that are not so the students that are here in The Graduate Center here I want you to know where I'm coming from on that those numbers on that and there was uh when I look at that that AR you know I said what can we do with this plan that is going to be a bridge between two different groups that are here today and by the way I know because I received hundreds of emails for and against the plan that not everybody who's foreign against is in this room today including teachers and I am not going to be satisfied with this plan unless I see something that's going
179to bridge that so I'm still waiting to hear from my colleagues here which I have not heard you tell me how we're going to get this to unify this community and then you might get my support but right now I'm not for it um I'm I'm questioning whether I should continue in trying to look at the targets because I would um it might be well let me let me go ahead and finish it and I do have something to say and I'm hoping that maybe it might help clarify why my feelings about this um do I have the support of my fellow board members to increase to set goals forward to other targets if we could go to that place the a to G requirements increasing at three percent the ELA and math s back
180scores five percent and four percent for cast that's a question yes Dr Knight said he was comfortable with it and so I this is I we need board consensus I wouldn't support that correct currently the the goals the the targets that are being posed to us would not narrow the achievement Gap and so this would narrow the achievement Gap this would be by it might it would it would make the percent um go all higher than what is in our in the lcap so we would be the eight hundred thousand dollars that is going to be earmarked for the struggling Elementary students then the expectation would be that they would be basically outperforming the students making more growth for the students that are not receiving that extra support so that's what that's what the intent
181is is your microphone on can we ask staff if that's reasonable and doable yeah trustee Rawlings trustee Pearson would that help bridge the gap if it was passed that you were referring to a no welcome okay that I'm not sure it's appropriate that you weigh in on it if it's not going to achieve what you're asking it to achieve and to be put into this plan that's your opinion I do want to say thank you thank you trustee Williamson for putting students first and making that statement thank you the next request that I had made was what let's let's go back here so you were looking for thumbs was there was there at least three on that okay about was instead of hiring a tosa to have Dr Ecker in his new position of coordinator
182of student services overseeing the implementation of the program for them for the fifth year that would in s save 120 000 and I believe that he has unique qualities that would actually help lead to the success of the plan I believe that he has his skills the expertise he has the knowledge of the district he has a wonderful background of really focusing on the whole child that I believe that that would be a real benefit to the implementation can I ask you a question about that that 120 000 is not can't be used for something else correct use for many other things it can be used for teacher training it can be used I mean the future development professional development it so yes it can be used further unless doctor I believe that this is
183important that we really need to be able to ask questions are you Mr Dill yeah that's part of the educator Effectiveness Grant and so uh the key component these are restricted funds that would be used for teacher training which is where the concept of using a tosa to implement this program to train teachers about the the plan and the activities they're in would be an appropriate use of that fund if we didn't use it for atosa you are you're correct we could use that for other types of teacher professional development but only that the response that I heard from Dr Nye was that they weren't he was was not supportive of that because they've got enough for his job description now how do you respond to that when we hit tosa but that he would
184be comfortable that Dr Ecker could that that it was doable so I heard something different tonight from him than I had heard in the past we've talked about it a couple trustee Rollins I'm a huge fan of Dr Eckert and i would support his input into that working and I do believe that that falls under his current his new job description but I would be concerned about overloading him and and um and trying to spread him too thin which in my view could create a situation where you'd you we're only getting Meteo to work Medio To Mediocre work out of somebody that we know can provide excellent work and so that would be my concern is is that he would be spread too thin I would be in favor of you know if we wanted
185to look at you know split assignments or something like that if your concern is the dollars I would you know I would be in favor of something like that but I would hate to see Dr Eckerd be taken away from the current assignment that he has so I I couldn't support that one his is a new assignment it isn't something that it isn't as though something but stop doing that has already been done in the past he has a new assignment we've never had in this District or and so that that's why I felt that it would be a good fit for it and it might it might delay the mtss for a year for a few months but I believe that the greater good would be to have the this implementation done by someone
186who I believe would do an excellent job and again I agree with you on the excellent job part um but then the other piece of it is is that one of the reasons for the new position was to also relieve um uh Tim Evanson because he's had wears five different hats in this District as well so that was what my understanding was when we first brought um doc when we first created that position so that would be another piece and again I expect that both Dr Eckard and Tim Evanson would be involved in implementation here um overall I mean just because of the nature of what we're asking um within the plan um so I would anticipate they're going to be involved anyway which would help me to be comfortable again I'm just not comfortable
187because of the workload component I wholeheartedly agree that Dr Eckard would be fantastic if it wouldn't um put a large burden on his workload I think I'm struggling with this one because I'm hearing two different pieces of information tonight um and without having a finite on that I can't support it as is now I have to take what was presented tonight you know I wasn't at the last meeting or that episode six so um that being the being the case and you know I'm and I like the idea of Dr Eckert only because the grants for three years even though it would be the toaster you know what happens to year four in year five I don't think these issues go away after three years you know I think they're continuous it'll be a continuous
188Improvement every year and I I guess I no no there may be three there may be three thumbs when we do thumbs for that what you want to do I'm just giving you the reason why I'm not going to support it Joseph Williams and I'll just add one piece of information one of the reasons I'm willing to support the plan is I believe that he's the person who would really implement it in a way that would Bridge a gap in the community and it ended so that anyway I don't know if that piece of information makes a difference but he is one of the reasons why I was while I had some reservations I felt that that that could make a big difference that helps um that helps but uh let me ask you do
189you do you also think trustee Wilson that we would see actual results in Year One I mean in terms of any attitudinal surveys that students would say you know what I feel more included here I feel more I don't see as much bias I don't see as much harassment you know all the things why we're doing this plan uh do you think that we would see those kinds of things in year one with Dr Ecker doing versus maybe a tosa doing it that's a really different I know these are difficult questions what I believe is that I believe that he would help bridge the I believe he would help bring the community together I believe that he has the expertise I mean I've said it already I I believe that he um I I believe
190that he could help make this plan a success let me go ahead and read what I was just going to say at the end yeah trust you wrong sure are you saying that you probably would not vote for the plan if Dr record was not in that position I I can't hold on she's finished may I asked to have a question a question may I ask staff a question it's okay yeah um if that were to occur um would it be possible to um bring on a tosa to work on mtss I I think anything's possible so yes the answer to your question is yes in that case because that would relieve him from the workload burden I could support that so long as there would be um some some workload again some work load
191relief in the area of mtss if um if you could could you support a tosa working on the mtss and see mine was a duel her dual reason one was the because I believe in his leadership the second was because of the physical impact so that would not um another question except so are you saying that we would put off mtss well or as as quickly as it would if you were doing it full time but but it would we would work to that point another question of Staff oh okay and then I have a question after you okay Dr Nye um could there be um um could mtss be um I guess put somewhat on the back burner um during the first two years uh I no I would I would think and multi-tiered
192systems of support are part of a district-wide initiative that we would need to do um so we you know staff will get the work done is what I would say and so as best as we can but I yeah but but yes mtss needs to occur and the initiatives in the eib plan if passed would need to occur as well so uh we will do our best to do all that work trust your word you know I I had a statement I wanted to read but before I did read it I just wanted to say that you know this plan has been in the works for a very long time since 2021 I believe and I feel like you know you had your words president Pearson um are very disheartening it it saddens me especially
193because you've had the opportunity to help guide this for this long and now you're sharing that you're not going to support it and you know I'm thinking about all the students and when I read all of my emails and responded to every single one um what I noticed was that there are a lot of form letters out there and a lot of those were from people that weren't part of our community and I it saddens me that you're swayed by that so um I just wanted to share this um thank you thank you to the staff for your commitment to this plan in your hard work it's been a long time in education we speak a lot about meeting kids where they are and differentiating or instruction and making sure they are engaged this these
194seem to be simple ideas but supporting students is complicated public education is the one place where we work to meet the needs of our students and families if they are hungry we provide food pantries access to social emotional support if there are special needs we provide them with the tools they need to learn teachers staff members do this because we care about each student there's an image all educators are familiar with and it is one where three students are trying to see over a fence a tall student medium and short student trying to look over two of them cannot are you familiar with that so do we leave the other two without access or do we provide them with support so that they can all see over the fence we provide extra boxes to the
195medium and short student in public education we do this every day it could be a stool counseling a smile extra time in class scaffolding of problems a safe space a break to deal with a friendship we do a lot so school is more than just reading writing and math and sometimes without supporting all aspects of a student's needs the Reading Writing and math might not even matter the deib plan provides consistent and clear guidelines and training for staff and students to help everyone consistently get what they need so they can tackle school and what we hope they have when they leave a great education so I ask my fellow board members tonight to provide access to all of our students and a clear plan so that all students have an opportunity to that great education
196from cusd as strong healthy confident individuals and past the deity plan the cusd staff has worked so hard to put together trustee Williamson I had a question for you on Dr Ecker you have a lot of confidence why do you have confidence that he would be able to execute plan Bridge some real big division here in our community some fear by retro fear of teachers not speaking up because they're scared of their colleagues um what what gives you that confidence that's a really that's a very good question I've seen him and I'm a little uncomfortable talking about him as a board member this is I'm I'm using many anyway I'm just kind of thinking is this the appropriate thing to be doing to be talking about an employee this way but I've seen him in
197controversial situations before I've seen him putting together a plan in the program at his site that was new and that did not necessarily have full support when he began it um including some board members including myself that that I really was concerned that there was not enough focus on the traditional testing and on um and on those type but and on on traditional testing and traditional methods but he was able to without offending me without offending as far as I can tell other people he could bring the community together creating an environment where the students are really doing some amazing things and we're engaged and were unified I believe that that's what is needed I believe that that's what's needed in this situation I truly do I think that to he has the respective principles
198and principles are going to be a key component of this he has the respect of my I can tell his community of his students and so I believe that he that this is not like the technology plan this is not like the um what's our other plan career career Pathways there this division division make this plan um work in a way that that a toasted would really have a challenge Rawlings and then trustee Ward Jesse Williamson um if if I were to reach consensus on this piece um would you be voting in favor of the plan then I will give you my support I know so I'm I'm in agreement on uh Dr Eckerd being in charge of the deib oh is this trustee word is this about Dr X yes okay trustee work right
199and then we'll take the thumb Krusty Williamson I I agree with you um Dr Ecker he's great and the way you speak about him is spot on I think you're exactly right he's Fair he can handle tough situations I think he had he is going to have a lot to do and I think atosa would help to really tackle this work as well is it possible to use Dr Ecker because collaboration is huge in education to have the tosa work under with the guidance of Mr Ecker Dr Ecker and would you feel comfortable with that because you know one of the things that we really believe in education is that we want to mentor and support staff to be better and to learn skills and having a toast of maybe work under Dr Ecker and
200they have his guidance might be a really great collaboration to tackle this work if it weren't for the physical impact I would always agree with that but I'm I'm looking at both the I'm looking at the physical impact as well so it was a double thing and I believe we have eight hundred thousand dollars that's going to be going to some type of intervention or Elementary my guess is we that part of that could even be um there might be something in mtss in in that that could be certainly the some of the work that those intervention people are doing and so so there would have to be some collaboration so anyways so so so some of the work that maybe he would be doing could be could be performed by the the this that
201for that eight hundred thousand dollars as well but I am just not interested in in this plan having that additional 125 000 at this time I didn't feel that I would rather go like bit more baby steps as far as physically um but I and but and you know as I've said I believe he's the right person yeah well everything I think he's fully capable but I I also understand how as the site principal myself I know what the workload is and I'm sure for a director it's even more so so to tackle on this as well in addition to what he's going to be doing I think with not be looking to see the success of your plan Okay so I believe he's a coordinator yeah trustee Ward um would it make a difference
202if we if we don't have enough votes to get this thing passed or to have Dr Eckard um perform the duties I just want to make sure that that's why I'm asking you that question yes yes thank you thank you in regard to that before we do thumbs I do I have another question for you trustee Williams year one goes by they make a report um your expectations on results more than what was presented in in year two and year three but Year One because I'm kind of interested I'll let you know if he's going to be the bridge part I'm also looking at some results that I didn't see in Poway that really concerned me three years superintendent said yeah we need to work on the metrics the measurements so you know that really
203concerned me because I I said aspirationally it made everybody really happy who was behind the plan but there's no evidence to say the plan really changed anything you know there might have been stories at certain schools but there was no evidence and that's not what we do in Carlsbad Unified we've always been able to go back to our students to our teachers and everybody says hey we did really good here that we're improving on here our lcap has been really has been that kind of effort you know and we show Real Results so I I'm I'm kind of directing that to you to see what your opinion is and I'll come to you trustee Rawlings since I got an answer okay I'm going to answer that Within what I'm about to say okay um I'm
204grateful to be a member of the Carlsbad Community recently there has been much discussion about what divides us but there is no doubt that we have one thing in common which is we care about our children and what's what's best for them I believe the primary role of public school is to provide an environment in which all students can achieve at high levels in a safe and fiscally sound environment when um when staff presented the 2022-23 summary of progress last month I was pleased to note that for the first time in my memory we met our overall academic growth targets however when we took a look at the subgroup data both overall performance and growth year over year the results are very troubling this isn't new we've talked about it for the achievement gap for
205decades though through providing resources and hard work by staff and administrators we made progress in recent years but after covid and the resulting school closures and quarantining requirements that that hit our students in the subgroups particularly hard thus my primary interest in this plan is to help our struggling students Thrive academically and Achieve at high levels Summer Bridge courses career Pathways bilingual Community Liaisons multi-tiered system of supports and extra resources for struggling students can make this happen I believe all that is included but we've done a lot of this through the years and we and they still are not where they we would hope they would be surveys indicate that most students regard our schools as safe but too many too many do not whether through a lack of awareness insensitivity or intentional hostility we
206have students who are being made to feel they don't belong and are welcome on our campuses we have board policies student handbooks and resolutions that remind us to treat all students and staff with dignity and respect but we're still falling short thus my secondary interest in this plan is to create a culture where all students and Staff feel that they matter it's not perfect but the no place for hate curriculum is a starting point that can unite our deib program under one powerful message and give us a common language which I believe is essential for lasting change all this must be accomplished within a physically sound budget time after time I've seen initiatives flounder due to lack of ongoing funding by scaling back somewhat the first year I believe that we will be better prepared
207to identify how to weave the principles of dignity and respect into the fabric of our everyday school life so in answer to your a short answer to your question Mr Pearson I believe that by the end of the year our subgroups that are identified students will be performing better academically through this plan for two reasons one because because they will receive academic support and two because they will feel more that they belong at school the second one is going to be very difficult to measure and so if you ask are we going to see a different in our climate survey we might and we might not but I believe that the increase in academic performance reflects both and I believe that that's one of the reasons why we haven't made the progress that we have
208hoped for in the past is that we did not have an intentional system in place that provided that that the feeling of belonging or of that every student mattered so does that that yeah that's really helpful by the way you know that's very helpful so thank you trustee Rollins would that bridge the gap for you trustee Pearson uh it's a gamble for me but I'm willing I'm willing to see in the first year yes to be honest with you so you'd be willing to vote in favor if um in favor of the plan if Dr Eckert okay then misleading is leading this effort okay and he knows he's coming into where there's some big Chasm because in case it matters I've spoken with him about it this would not this will not surprise to you
209okay he didn't necessarily have me on the back and say great thank you for the offer but but he he has I did mention it to him and his eyes lit up so and I mean another um piece of it is is that um 2.4 does talk about um professional development for mtss in year one so there is some overlap and so um again if that Bridges the gap for you trustee Pearson and it'll get a yes vote I'm in favor from trustee Williamson so um can we take thumbs on this so maybe this is the time we we um the Dr Eckert leading I know to your sugar in here but but um we do the thumbs on Dr Eckert so let's see without having adding a separate Jose without having a separatosa yes
210okay so there's four um can I call for the question because I think trustee Williamson has more I have this one is I just want to say that I appreciate the input from from the community and I appreciate the opportunity that that we have to have this discussion what concerns me very deeply is that when we this disparage others because of their political social or religious views or make them feel that they don't belong or welcome this plan cannot we need to not exclude we need to ins in spite of maybe things that are that hurt us we need to be willing to include to listen not necessarily to agree with but to listen because we don't want to be as soon as we start excluding then we go back to where we were before
211the plan needs to be we need to be willing to be inclusive and which means sometimes we have we will be listening to hard things I thought you had something else like you wanna because you said you had several other is that it that's all I'm there are a couple that I'm just letting go okay okay we did get the um the targets right yeah okay okay yes trust your volume um Dr Churchill who is the maker of the motion uh trustee Williamson made the motion wouldn't that be ironic if I don't if I don't amend my emotion um I I would like to move to amend my motion as Dr Churchill is about to read the amendments thank you so there are four things that you uh the board of Chief consensus on success
212indicator 1.4 while I don't have the exact verbiage written down here we'll go back to the tape it involved changing a site-specific deib student committee to a no place for hate committee uh so we'll get that verbiage but that was uh unanimous there were four thumbs to add a new action as 3.20 with a reference to academic interventions for struggling students based on the board's direction to spend um 800 000 From the Block ramp to support elementary students uh there was there were three thumbs to increase the forward together targets at the end of goal three so the E through G rate for the student groups would be three percent Ela and math targets would be five percent and the science Target would be four percent um and finally four thumbs to remove the tosa
213position and assign the work to the student services coordinator position and actually there was one more to add the performance for the the struggling students that the staff would come up with a a Target performance and I did not mention that one but I would ask for support for that in other words in the target academic targets that we have the a to G we have the S back that there would also be one that staff would have a target for the the students who are identified the elementary students were identified as struggling that there would be some type of a of a part of a Target that the staff would then bring to us when they present the results at some point and say this is how we're we are identifying that the students
214who receive these supports actually outperformed or didn't outperform um other students okay for that last one um if we have a through G we have S back what would be the tool in order to identify the targets or to I to identify meeting of the targets the staff would that when we had set aside the eight hundred thousand dollars it was going to be based the students would be identified based on three things achieved three thousand um the us back yes so we've technically already agreed to those tools we would just have a report staff utilizing those three tools that we've already identified yes okay Okay so so okay that's you know I'm gonna say once again you know I there's been several trustees here who've been showing a lot of respect when a disrespectful
215comment like that is made it really it really talks to the the point about why we're we're having such a long conversation and it's not very representative some of your fellow either former or current students so I would ask again now please hold back those kind of comments it doesn't help the process at all so is that captured in the additional Amendment to the emotion so there are now five things here there are four thumbs to add a target for struggling students to the four particular targets and Dr Nye on the team work on that and so the motion has been amended and that's what's before the board correct second word do we both separately or now but now that those have been all added into the motion those have been added into the motion
216so so now when when we do a roll call on the on the motion those are all those are considered amendments to the motion okay that's the new motion okay so I think for clarity purposes we would back the motion and the amendments to be clear so the the motion uh to approve the plan the motion was to approve the plan um with the following changes success indicator 1.4 use the verbiage of a no place for hate committee uh in lieu of the site specifically add a new action to item 3.20 referencing academic interventions for struggling students increase the forward together targets a through G3 Ela math five percent science four percent uh add a target for struggling students in the forward together targets and remove the tosa position and assign that work to the
217student services coordinator position uh trustees everybody understand the motion and the amendments okay and trustee Williamson yes trustee Ward yes trustee verbeth no trustee Rawlings yes trustee Pearson yes motion passes four to one thank you we now move on to 6.2 revision aboard policies first reading trustees this is a discussion action item Dr Churchill thank you sir before we begin can we have a motion to extend the meeting past 10 pm please so moved Rawlings second Williamson motion to extend the meeting past 10 pm it was motioned by Rawlings seconded by Williamson is there any discussion I think I have to make that motion to have them move that motion um so there's a motion to extend who made the motion trustee Williamson yes award trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion
218passes five to zero okay Dr Knight in a moment I'll have you Dr and I in a moment I'll can you um pull that second slide deck up uh sorry which one 6.2 can you re-share that with me Dr Churchill I apologize trustees give us one moment while we're getting the um presentation together so sorry okay trustees thank you um I have I think four slides here that I put together after the posting after the posting of the agenda these four slides are just simply to kind of move the conversation along um so I'm sorry I did not share these with you or with the public in advance there's nothing substantive here it's simply um to help us with the conversation so uh next slide please there we go so at the May 25th meeting
219as a typo on that slide at the May 25th meeting staff was directed to schedule an agenda item during the summer to create a policy and process to address requests for displaying Flags in addition to the U.S flag and the California state flag next slide please staff recommends that the board adopts CS I'm sorry doctor I cannot hear you there's two points all right my apologies trying to get us out of here so uh as I noted May 25th meeting staff was directed to schedule this agenda item this evening to talk about a policy and process for displaying Flags uh so we generally recommend that the board adopt csba recommended language where possible for for board policies csva's model policy guide includes recommended language for BP 6115 and that is quote in addition the board
220May through the adoption of a resolution authorize the display of symbolic Flags or banners in support of specific awareness months so that's we currently have bp6115 we do not have that that third sentence and that's a csva recommendation so our 6115 ceremonies and observances was last updated by the board on September 15 the associated administrative regulation AR 6115 was last updated at the same time by establishing a policy such as the one proposed the board will have the ability to display symbolic flags of the board's choosing without being obligated to fly every flag requested by the public by requiring a board resolution in support of specific Flags the board will make clear that the display of such Flags is the agency's protected speech and not intended to serve as a forum for free expression by
221the public next slide please so if the changes right if the change is approved by the board staff will then update the associated AR with a process to reflect the updated policy and then at a future meeting we would bring back trustee Ward's specific request for a resolution to fly the pride flag during the month of June at issue today is the board's consideration of a revision to BP 6115 as shown in board docs based on Direction given by the board in May staff recommends approving the revision tonight as a first reading and then we bring it back for final approval as a second reading at a future meeting can you put that that's all are you going to put up the the recommendation I'm sorry no but uh if you go back so there
222in the second sentence you can see uh csva's recommended language in addition the board made through the adoption of a resolution authorized the display of symbolic Flags or banners and support of specific awareness months and I believe in the exhibit that we added to the item we added a phrase to the end of that policy uh let me tell you exactly we also added on the designated flagpole at determined sites so you can see csba's recommended language that's what we posted in board docs again this is not new information the slide is just to give us something to look uh we attached to the agenda the recommended updated language okay um how many speakers do we have we have a total of four blue cards okay so this is a time for public comment we
223have four if we have four blue cards in order to allow speakers to present their comments ensure we are able to properly attend to the business of the board per board by law 9323 public comments will be limited to 20 minutes this means each speaker will have three minutes we invite you to show support for our speaker by waving your fingers rather than clapping or cheering when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we will have the excuse me we'll have the timer on the screen and your mic will be muted when your time is expired the first first three speakers are JC Cooper David Menard and Haley Shaffer nah check there we go my name
224is quickly I know each of you have a very difficult job and regardless of your vote and Direction please know we will continue to pray for you as I know that you want the best for the well-being of the students and our desire is to see the same thing so thank you for the positions that you sit in and we will continue to pray for you I ask you to vote no on the adoption of Ceremonies and observances changes Carlsbad Unified is a public school district which currently flies two flags the American flag and the state flag of California which is both representative of where all students staff and administration of cusd live the language in this agenda if approved authorizes the display of symbolic Flags or banners in support of specific awareness months health
225awareness recognizes 190 special awareness months California Department of Education recognizes 56 special awareness months how will cusd determine what flags to fly and how long they are flown are there any flags that will not be considered and what is the criteria for accepting a flag be flown if I'm not mistaken since June 2023 to date the Carlsbad city council has already received over 16 flag requests once again I asked not to promote divisive agendas masquerading as inclusiveness please vote now my name is David Menard and I also want to thank you all for the tremendous hard work you put into this I know it was emotional and you know a Charged audience and a lot of other things and we really appreciate you hearing our voices and the work that you put into doing what
226you feel is best for the students on this new flag policy I'm asking the trustees to vote no if you change your flag policy you really are opening up a Pandora's Box uh superintendent Churchill you said that the board will decide the question is how will the board decide there are so many different Flags uh who's going to decide and how will the board decide these things uh how long does how will cusd determine what flags to fly and how they're flown and uh how are their other flags going to be not allowed what about is the Islamic flag the jihadist flag the Hindu flag the Christian flag the BLM flag the Confederate flag who decides what to promote and what is denied what is the criteria for such decisions Carlsbad Unified currently flies two
227flags the American flag and the California state flag both of these are proper because they promote patriotism honor and respect for our great nation these two flags have worked great for over 200 years the real tragedy here is that this is just one more deceptively worded agenda item being used to once again promote an lgbtq ideology agenda upon our children and I don't know why the an elementary school with children ages 5 to 11 years old needs to fly a flag with a special a sexual agenda uh so I'd ask that you please do not continue to promote divisive agendas masquerading as an inclusiveness please vote no on this new flag policy more first three is Haley here Haley Shaffer she had a late thank you okay so uh Jen belnap resident the United States
228flag and the California state flag are the only two flags that include 100 of the citizenry of Carlsbad no matter one's religion sex gender identity race political philosophy Etc we are all Californians we are all Americans please adopt a policy that emphasizes Unity by continuing to fly the only two flags that include everyone let's unify our community okay let's see [Music] staff do you have any uh comments nope dad trustees do you have any questions trustee Rollins yes um I as a member of the board policy ad hoc committee I asked some questions and asked that some some verbiage be added and I never received a response so I wanted to find out if that was looked at and if I have a response now yes ma'am we added a you asked for the on
229the designated flagpole at determined sites to be added to the end and we did if you look in the exhibit that's there and then the question that I had okay um it was um uh I mean there are School sites where we do fly the distinguished schools flag um our is do will schools still have an option to do that or would that have to come before the board yeah I I see that as wholly separate from the discussion we're having right now uh if you drove up tonight you would have seen the distinguished School flag flying outside of stationery guys um that that's something that I think is a source of Pride for all of our students and staff and there's nothing getting in the way of uh the principal's ability to fly unless
230you direct this otherwise you could direct us otherwise [Music] can you provide the difference then I mean it sounds like there's a sense of Pride when it comes to the pride flag so I guess where I'm coming from is is that will principals still have the autonomy to fly whatever flag they choose to or are there only certain flags and will there those be defined as as you said the sounds like the principal had all authority to fly the distinguished School flag which you know I'm not saying I'm against I'm just saying that why would why does the principal have the authority to do that but not other flags and how will those be determined under this policy so whether or not you adopt this policy um our flagpoles have are not I'm trying to
231think of the best way to put this concisely we have only flown uh agency approved messages on our flag poles right the only things that I can recall even ever having seen the U.S flag the California flag and the distinguished schools flag I I can't recall seeing something other than those on reflex an honor School flag polls right so so yeah I think we've empowered our principles to fly the distinguished School flag and I don't think there's anything getting in the way of them doing that follow-up yeah so again is that the only one it's the only one I can think of no is that the only one under this policy that a school an individual school could fly on the designated determined or the flagpole at determined sites is that the only one or
232would this I guess would this policy take away the autonomy whether it's passed or not of principles to make the decision at their particular School site on what flags to fly and not to fly or would this restrict them by the board the only they could only fly a flag of the board um uh passed a resolution distinction that came to mind uh with me is that a distinguished School flag is a display of an award um and it's not necessarily as uh celebrating a month or recognition so that that's a distinction I think that we've made before if that helps not my question so I understand the board to have an interest in a regulating what what flies on our flagpoles right so um you know I think it's important that this board weighs
233in on whether or not you're open to Flying anything else if if that means to you that any flag including a distinguished school's flag needs to come before the board per Year resolution then then we'll handle it that way we're simply trying to figure out how best to let the board make a decision because it seems clear to me that the board has interest in uh regulating what messages are flown on their flagpoles [Music] other questions trustees trustee verbat um Dr Churchill why do you recommend that we change the policy the board directed staff to bring back a policy for consideration [Music] another question did you have follow-up to that question so were were there any other options other than the one that's being proposed I believe at the city of Carlsbad they have several
234options that were proposed it's possible but as I uh indicated earlier we'll generally recommend csva language it's it's vetted by csba legal counsel we you know subscribe to their model policy guide as a resource so so that's the reason why we brought csba language [Music] did you have another more did legal counsel review this proposed change and approve it I did not ask legal counsel to review this because as I said we we know that csba language is reviewed by their legal counsel and so why did legal counsel previously indicate that we needed to reject flag requests but now believe that we should accept them I don't think that's accurate I think what legal counsel originally stated was that if a flag is raised by District administration School administration or by resolution of the board
235then we protect our right to maintain agency messages on our flagpoles legal legal counsels recommendation was or advice I'm sorry was that if we start accepting requests then you've opened a public forum for for expression so if there's a request you say yes to one request then you fall into a potential slippery slope of having to say yes to all requests so the difference here is that the board would be taking action to approve a resolution to fly a particular flag so it's no longer the requested speech of Staff or students it's the board speech that that's the distinction that that our attorney made originally a couple years ago when we were asked about this um does that help yeah you and I have talked about this a little bit so I just I some
236of the questions that were mentioned this evening are similar questions that I have is how how are we going to go about doing this and you said maybe there'd be a trustee who would sponsor a flag how do we go about picking which flag we're going to fly a certain month like if there's multiple Flags requested on the same month how do we decide how does how does that work so and and you know I referenced that I'd read an article in which it was posited that some cities may choose to have a council member or a trustee be the one to you know sponsor a flag so that that I was reporting back to you something that I had read and in an article um our goal this evening would be to find out
237whether or not a majority of the board supports the flying supports a policy that would allow you to fly other flags if the majority of the board is interested in moving forward as a first reading we'd get to a second reading at that time at the second reading I think staff can certainly pull together what an administrative regulation might look like to support the policy itself we did not pull together that AR yet I I you know tried to handicap what the discussion might look like this evening and if in fact there's no board consent system before with such policy than the the ARs necessary so if in fact you approve this as a first reading this evening our responsibility would be to come back with the policy and we draft an AR for you
238to review as well at the second reading but I'm sorry I don't have any specific details yet I want to see how this goes tonight okay thank you um so does that I know we all will have us we would have a second reading if this passes but does the burden then become the boards the board's burden to make decisions regarding determining which groups to Grant or deny yeah that's really always the board's burden right if you know we have not historically passed a lot of resolutions this particular board has not um so but you always have the option to pass a resolution a board always has the option to support uh you know anything that you want to support that's that's certainly within your jurisdiction so a resolution on a flag or a resolution
239in recognition of a particular month or a resolution you know in support of X Y and Z that's always within your purview service other questions rep did you have another okay okay if there's no further questions uh may have a motion to prove board policy 6115 as a first rating move second Rawlings so everyone understands this is on the first reading uh discussion Christy Rawlings thank you um trustee Williamson as a colleague on the ad hoc committee this was one that I didn't see a comment from you and so I was a little bit concerned I was going to reach out to you but then I I felt it would be better to ask you here because my questions hadn't been answered either so I on all the other policies we've had either had input
240or discussion and I didn't see anything from you on this one okay hello going closer it's not turning on no [Music] more purposes thank you I was under the impression that any discussion would take place here we have had the policy in the past if if there was if we um if there was something that I had written that you said that you didn't agree with then we I then we had no discussion that it would just come here so I just assumed that so that's why I because I did not I did not want to if I had said anything in that then if I talked with anyone else that would be a brown act violation and so I just chose not to mention to make any comment there and I also actually didn't
241talk with anyone else about it either but well no and that's where I guess um that's where I was concerned because on all the other policies that was either agreement or even if there was input like I added input in mind that we would have that that we would both know what each other's input was so that's why I was a little concerned that this is the only one out of the 150 policies that we've review that there wasn't comments right like I said because I knew I would not be supporting it that I knew that if I had written that there if I then talked with another board member that would be a brown act violation and so I did not want to do that and so that's so I decided that it would
242be the wise course of action would be not to say anything thank you did you have follow-up on enter any other discussion on this well I'll uh oh go ahead okay and we just came off uh came off a very uh difficult discussion on diversity Equity inclusion and belonging I've been following the city of Carlsbad on on flags it hasn't been real great for the city and I do agree with comments that say there's there are two flags actually there's three flags there's two flags that Unite um our community specifically our school Community one is the United States flag federal flag and one is a state flag and then for the specific school if they become a distinguished recognition than that whole school community gets the benefit of having that flag and getting the recognition
243if we start flying other flags um it's not unifying it recognizes one particular group one particular belief system and it it it causes division it doesn't cause it for that group it's great and they feel good about it but there's it doesn't do what the United States flag and the California flag and distinguished if a school gets distinguished so I'm not I am not one to be supporting changing policy at this this point for those reasons um at this point Christy Rawlings thank you um trustee for Beth um uh did you um ask all those questions of the superintendent prior to this meeting um according to section B3 of our governance handbook Churchill and I had a conversation did you ask those questions though as as our governance handbook request and so why did you
244feel that they needed to be asked here as well because I didn't not want to surprise anybody and that's what we've been asked to do but we've also been asked to ask the questions call or email the questions to the superintendent and we were asked actually by staff to make sure that we ask questions prior to the meeting to make sure we didn't go till midnight so I'm asking why why weren't those questions asked prior too because we're asked thank you other discussion um I'll be supporting obviously um because I seconded the motion of this board policy um I do think that um that principals should have the autonomy to decide whether to fly a flag or not fly a flag so that's why I added that language I don't believe that the board should
245be the ones to direct individual principles um and that's why I stated um that I the policy should State on the designated flagpole because I also don't think that the board should restrict a principal from having a flag in their Lobby or having a flag in their um piece and you know I'm going to be perfectly honest um you know Vista didn't even need a policy they didn't need any of that the superintendent took it upon themselves himself to fly the flag and so to me I think this is um I mean I think this is a no-brainer but I also think that you know staff has should have the ability without board intervention to take leadership roles at their school sites and at their district and so in my view I just think that
246the the board is um is overstepping in trying to micromanage the leadership of this District in flank Flags or you know allowing their school sites to function as they see fit in order to help students learn and to feel like they belong so again I think either way this policy could pass or not pass but I am not in favor at all of taking away that the ability of our leadership teams to make decisions without the board having their fingerprints on every little thing [Music] any other uh any other discussion trustee Ward yeah and I support this too I believe that you know when we are flying let's say the pride flag it's to support a marginalized group we want students that don't have access and aren't supported and don't feel that they belong to
247feel that they belong in our district and that's why you saw it flown in Vista and that's why we're seeing it in the city because we want that Community to feel included and I think that in education that's what we that's what we do we support subgroups of students that aren't making it or need support and you know we find different ways to make sure and give them a sense of belonging and I think that's what that's what this policy will do and it gives us you know the it's we still have to share a resolution correct to enable to fly like the a certain kind of flag I'm sorry can you ask the question again um so right here it says through the adoption of a resolution we can we could be authorized so
248this isn't saying what kind of flag that we are actually flying there still has to be a resolution and that has to be approved in order for a flag to be flown that's correct yeah this this policy would make clear that the board is reserving the right to approve resolutions in support of uh specific Flags but you'd have to bring each of those back individually as a as a resolution for future consideration yes [Music] any further comments or discussion okay then we will miss miss Garcia please call for a vote trustee Williamson no trustee Ward yes trustee verbeth no trustee Rawlings yes trustee Pearson no motion fails two to three thanks we will now move on to item 6.3 approval middle school science instructional materials adoption trustees this is a discussion action item Dr Nye
249just want to remind everybody we are at where are we at we are at 10 27. I'll read real fast president Pearson and doc doctor why don't we wait just there's a little people are leaving and it's so we can hear you I'm loud I can't I can talk consistent with board policy instructional materials adoption 6161.1 staff is bringing forward a middle school science adoption TCI brings science alive Integrated Science grades six seven and eight for middle school science programs I'd like to introduce Dr Brockett who will concisely cover the two slides that we use to uh select the select the middle school science adoption and then we're happy to answer any questions so you ruined my opening line I was going to say I only have 18 slides here on the adoption here no
250uh but two quick slides just to give you a little bit of review and background on the process a couple things that you'll notice here is as we timelined out the process for um for the review of materials um we're going back over four years now of course there was a pandemic at some point in the middle there that caused some destruction but this has been a lengthy process in which teachers at the middle school level have piloted six different uh materials approved state-approved materials I have been impressed with the teachers throughout this process as they have really passionately sought to have a the best ngss aligned textbooks to support instruction in the classroom as by way of background I'll remind you that we're going back now 10 years in adoption of The Next Gen
251Science standards so teachers have essentially been doing a lot of of work on their own to develop NGS aligned materials over those 10 years they've done phenomenal work in our Middle School team in particular is is very committed and passionate about that work which is what made this part of what made this a rigorous process was the commitment of the teachers that were involved um so going back to 2019 we had committee members that got involved in reviewing all of the state approved materials through this spring we we piloted the last two of those six pilot materials and in may teachers uh from the pilot committee deliberated and voted to recommend the TCI bring science alive curriculum we've had those textbooks available at the district office and posted on the website availability for them to
252be reviewed uh in June and July of this year next one there um just some of the highlights of of uh the teachers feedback on things that they uh that they felt were particularly strong about this uh bring science a live curriculum I'll just highlight a couple uh number one and two uh talking about the alignment to The Next Gen Science standards and three-dimensional learning which is one of the core pieces that's really different about next-gen science standards so three dimensions being engineering practices integrated into all of the uh topics and subject matters cross-cutting Concepts which are are big level Concepts that go across disciplines and throughout different units and disciplinary core ideas so those are some of the big kind of overarching core uh core phenomena that students are investigating in science classes and
253then down to the fifth bullet there universal access and instructional supports so really these materials are are well suited for Learners at all levels in terms of providing some intervention tools students that are on level as well as enrichment for students that may be going Beyond some of the things that that would normally be done in the classroom so among those other items there as well teachers really felt like and our committee felt like that was the uh that was the best option for our students moving forward and that's all I have for you unless there are any comments or questions on this item uh first this is time for public comment we'll get there Dr Brockett we will get there have any blue cards been received we have one Blue Guard say you do
254not have any blue cards I apologize I jumped after one agenda item we do not have any blue cards for this we have no blue cards okay okay uh trustees do you have any questions seriously okay uh may I have a motion to approve the selection of TCI bring science alive integrated Science grades six seven and eight first edition for use in middle school science courses motion second trustee Ward rosty Rawlings okay discussion Christy Rawlings I'm surprised with all the talk of transparency that nobody had any comments or aren't hanging around for very long um I wanted to say thank you so much um Dr Nye for answering my questions all my questions in advance I was very impressed with the emphasis on climate change and the impacts of climate change and actually providing uh
255vocabulary around the cause of climate change and um and what students can do in the future to help offset them that that because that's going to be their future and so I was very impressed and thank you so much for answering I mean I had an abundant of questions and I truly appreciate you answering them all in advance that was so nice of you and I did want to also say it was um I was very impressed with the way the district did provide kind of an open session to where literally anybody that wanted to look at the all the curriculum could go into the district office and preview all the curriculum available I did not have the time unfortunately but and then I appreciate also that you put that on the agenda so there
256was no question that these materials were available for an extended period time for the public to review so I truly appreciate all the efforts that you put into this and um and again for answering those questions and it does appear that the materials were some of the best around climate change which obviously is one of my biggest concerns so truly appreciate all the work and I will be voting in favor [Music] any other discussion okay let's go see it please call for a vote Misty Williamson yes yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we'll now move on to 6.4 approval cusd cuta tenant of agreement and ab1200 12756 Financial disclosures trustees this is a discussion action item I'll now hand it over
257to assistant superintendent me again Arias thank you it is respectfully recommended that the Board of Trustees approve exhibit a the cusd Cuda tentative agreement dated June 22nd 2023 which includes a five percent increase to the salary schedule effective July 1st 2022 and exhibit B the financial disclosure which certifies that the district can meet its Financial Obligations under the proposed agreement okay this is time for public comment how many blue cards been received we have one blue card for this item foreign we have one blue card uh when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries boundaries of the school district you have three minutes we'll have the timer on the screen and your mic will be muted when your time is
258expired our one speaker is Kaylee teagle hello my name is graduated from Sage Creek I just wanted to express my support for the raise for our teachers and I will also like to emphasize that we should continue working with our classified employees for them also to get a raise as they are only making minimum wage which is what I make even more with tips and they don't get tips even though I see them on campus every single day and then I just would like to share that the teachers in this room that were called hateful things and rude comments are the teachers who helped me graduate high school and if it weren't for them students would not be graduating and you guys would have a bigger problem because enrollment would go down and then passing
259a Dei plan and other issues enrollment going down and losing your funding would become a way bigger issue that's it I love my teachers okay trustees do you have any questions no okay may I have an approach and may I have a motion to prove the cusd cuta tentative agreement data June 22nd 2023 exhibit a in the company a B 1200 12 2756 Financial disclosure exhibit B motion second discussion do we have any discussion okay see no discussion uh Miss Garcia please call for a vote trustee Williamson yes yes trustee Ward yes trustee burbap yes trustee Rawlings yes trustee Pearson yes motion passes five to zero okay thank you we now move on to item 6.5 approval compensation increase for unrepresented employees management supervisory supervisory confidential groups trustee this is a discussion action item I'll
260now hand it over to miss 35 salary increase for management supervisory and confidential groups effective July 1st 2022 consistent with that just approved for certificate staff it's time for public comment have any blue cards been received we have one blue card for this agenda item when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you'll have three minutes we'll have the timer on the screen and your mic will be muted when time has expired JB Scranton may it please the board JB's Grant and your number one substitute and foster parent I still don't live in the district so tonight is a night of five percent for everyone teachers are getting five percent management five percent five percent for
261executives in the C Suites five percent across the board except for one other unit that is not mentioned the header on this agenda item is unrepresented employees now the teachers uh five percent they deserve double that whenever we go into the classrooms as substitutes they have curriculum and lesson plans and materials all laid out in thoroughness and in detail making sure that we can have success in the classroom and I can tell you we are not losing instructional days in Carlsbad because there are materials to get us through the curriculum and through the day these teachers do a phenomenal job better than any other districts that I work in so teachers five percent yes management I don't know basically they're getting two percent above inflation so economically how do you justify giving them two percent
262how have they added two percent to the value of this Enterprise of this asset the one group that is not mentioned in this agenda item are the substitutes if you will recall one year ago almost to the night is when you cut our pay by 24 percent uh that was also a night when people were getting five percent raises you did not justify or explain your rationale for cutting our pay by 24 and giving everyone else five here's another situation everyone else is getting five percent basically by doing nothing for the substitutes you're giving us a three percent pay cut we do a very difficult job we are disrespected we are underpaid we are the workhorses of the school district and giving five percent to management hurts um for this reason um well if you
263were to consider giving five percent to substitutes what would that look like for your information we get 190 a day now five percent would be ten bucks round it up to two hundred dollars that's what would five percent would look like to the substitute Corps so for those reasons because it hurts seeing everyone else get raises while we are left behind please vote no on this agenda item staff do you have anything to add trustees do you have any questions may have a motion to approve a five percent salary increase for management supervisory and confidential groups effective July 1st 2022 consistent with that already provided to certificated staff just the award made the motion trustee wrong is that wrong for Beth trustee for Beth seconded the motion discussion is there any discussion okay Miss Garcia
264please call for a vote trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we now move on to item 6.6 contract amendments salary adjustments for unrepresented employees assistant superintendents employment contracts trustee this discussion item I will now hand over to Dr Churchill uh thank you sir it's respectfully recommended that the Board of Trustees approve a five percent salary increase effective July 1st 2022 and a contract extension through June 30th 2026 to the assistant superintendent's employment contracts [Music] it's time for public comment have any blue cards been received we have one blue card for this agenda item can I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school
265district you out three minutes we will have the timer on the screen and your mic will be muted when your time is expired JB Scranton thank you Mr chairman again JB Scranton I would like to incorporate by reference my objections to this salary increase under the previous agenda item for example if you look at um I believe it's attachment aim for HR HR is being given five percent two hundred twenty thousand dollars basically a quarter million dollars of taxpayer money why how does HR deserve a quarter million dollars well in my opinion in my experience HR is failing for two reasons number one HR creates a toxic work environment HR still engages in a practice of retaliation blacklisting they have secret and dispersed record-keeping systems that create a toxic and unhealthy environment to work in
266um this school district has Staffing problems I can't let's see one two three times in the last month and a half two months of the school year the bat signal went up what do I mean that bad the bad signal it is a distress call that goes out via email to the substitute board at 7 30 in the morning we have unfilled positions all hands on deck please come bail us out please help us that's the bat signal that's an admission that you are short staffed you don't have enough substitutes to cover these vacant positions and you fail in your basic Mission if you cannot have a teacher in the classroom why don't people want to work in this District as substitutes number one it's a toxic work environment number two compensation and I will
267incorporate by reference my remarks about compensation under the previous agenda item so for three for these reasons um please vote no item 6.6 5 increase staff do you have anything to add trustees do you have any questions may have a motion to approve a five percent salary increase fact of July 1st 2022 in a contract extension through June 30th 2026 to the assistant superintendent's employment contracts so moved Rawlings it was a second Mr Ward second okay discussion see no discussion Ms Garcia please call for a vote trustee Williamson trustee Ward yes trustee verb yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we'll now move on to item 6.7 revision of the board policy second reading trustees this discussion actually and I will now honor to Dr Church Dr Churchill
268just before you start we're about um 14 minutes before 11 o'clock do we need a motion nope okay uh you've got a number of policies before you this evening you approve them as a first reading on June 28th or we're asking for uh approval as a second reading this evening okay this is time for public comment how many blue cards been received we do not have any blue cards for this item thank you trustees do you have any questions trustee Rawlings yes on item 6120 I had made a comment as well on the um on our spreadsheet for our ad hoc committee that asked about what parent and guardian involvement looks like when we talk about it all stages including the strategies being used to increase the student's rate of learning I wanted to see
269if I can get an answer for that [Music] yeah I I would say that um in regards to intervention we certainly want to include families as it relates to student study team meetings 504 IEP meetings and and so that I think that that is what it's referring to in regards to an intervention process that is formalized by the district that any time we're trying to intercede with students whether it be academic behavioral we're trying to Loop in the parents in that process ssds do that as well Mr Rawlings do you ever have any problems getting parents to be involved how often uh I would say um you know it happens from time to time I wouldn't say uh yeah I would say that for the most part parents are involved and they are receptive they're
270looking for answers as well so we're trying to work as a team collaboratively to try to intervene whether it be academic and that's the purpose of the student study team team is to bring everybody involved that would have an impact on that student's life and hopefully create plans to intercede and intervene Mr Rawlings and then how do parents um how are parents involved in developing strategies I mean it seems to me that that's that the expertise would be amongst the teacher and the team and those types of things yeah I think it's at home strategies as well so you know when you talk about organizational skills or study skills one of the things that happens is you know talk to us as a family about how your son or daughter comes home and and does
271homework do they have a dedicated time do they have a dedicated space so those types of things where we'd involve the families in in those discussions so I think that that's what it means I I don't um you know families aren't weighing in on student interventions in school that's a more of a teacher role administrator role but they do have feedback on that as well but I think for the most part we're talking about that home to school coordination doctor well either Dr Churchill Dr Nye if I remember on these board policies this was recommended csba language that is correct I yes what would you except for this one we made significant there were some changes to this one I believe there was more mention on response to intervention and we use the term multi-tiered
272system of sports so we we changed several language points on that and I just have a follow-up I know we're talking about these particular board policies and we've made a lot of changes over the last year based on changes with csba do we hear from other districts the impacts of some of these changes before we actually execute on them like have they been positive experiences have they been negative experience no change or anything I'm sure other districts adopt the csba language I don't know if they adopted before it we do or after we do but do we have any do we have any data or stories or anything from any other districts yeah I I don't uh I don't have a lot of stories to tell in regards to board policy yeah I I I
273know that it is a common practice that many districts do use csba language but as far as hearing from them about how that's going I don't have information on that so we don't know what impacts they are before we actually Implement those no okay trustee Williamson when we had talked about the idol is response to instruction and intervention and then there's no reference to the RTI squared in in the body of it and I and I had asked if we could change the title to reflect the fact that we call it mtss in our districts and I believe that you said that we can't change the title because of board docs is there a way that we could at least put it in parentheses or somewhere because if if you don't really understand a education
274speak you would think that the policy title has nothing to do with with the with the content because we don't make any reference to the title within the body of us the connection between rtii and um mtss yeah I don't know the answer to that but we could certainly investigate whether or not we can put it I think we I think I had asked that before and so yeah I I believe director opposite said that there's some technical challenge with changing the titles of the policies in gamut correct then maybe and I know this is a second reading I had assumed that there would be some type of a cross-reference when we when we received back that where we would see the connection between the r t i i and the mtss is that possible
275or we we could certainly add in the body you know mtss as a header there are a little different um I'm sorry go ahead well and and the fact is if it's if the mtss is not response to instruction intervention then we probably should not shouldn't be calling it out so I'm not going to vote no because of it but we had I thought we'd had this conversation and that something was going to occur because of it in order to make the connection between the title and the content of the policy but staff can certainly work on a bridge paragraph that explains something to that degree we'd be happy to do that process check can we have those conversations after emotions made can I can I energize I'm just concerned that we're starting to get
276in discussion prior to prior to a motion being made because we're in questions right now correct we don't have a motion right so we're in questions only that's that's going to be my question thank you yes and that was that was a good and then we need to have a discussion but it was a question trustee award thank you I know this is a specified I have some additions that I wanted to make I'm not sure what that process is you had issues or questions I would like I'm wondering if I can make some additions to this board policy not until discussion total emotions made right and so I'm asking what that process is that's the question so after emotion is made in a second we go to discussion that would be I think the
277appropriate time for you to suggest some of the changes you'd like to see and if you get support from your trust your fellow trustees then we'll make those changes um alternately uh you could ask that we bring it back for a third reading with some of those changes if there's consensus so great yep okay thank you any other questions no okay we have a motion to approve board policies zero four three zero zero four five zero 5116.1 6120-6173 and 6173.1 as a second reading I make a motion for what you just said with the exception of policy 6120 second okay okay so trustee Rawlings second let's read back so everybody understands that motion looks like now so the motion is to approve as a second reading board policy zero four three zero zero four five
278zero five one one six dot one six one seven three and six one seven three dot one okay so we have a we have a motion's made discussion so now I bring it up no because that's the one trust me no discussion on that well I I you left out one so we'll vote on this one and then we'll make a motion on the 6120 and then have a discussion okay these two of us have okay three of us too Miss Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rowling yes trustee Pearson yes motion passes five to zero okay so um you want to make a new motion I move approval of policy 6120 Williamson for purposes of discussion I'll second that for purposes of discussion
279Rawlings okay mine's easy I'd like to I'd like to see this come back for our third reading to include instead of let me see in the the second to last paragraph It's it says the superintendent designation shall ensure that parents Guardians are involved at all stages of the process including the strategies being used to increase the student's rate of learning I'm all in favor of parent involvement but I do understand that sometimes that can be difficult and students need to get the learning that and the interventions they need even though there might be some delays with parents working parents those types of things so I would like to see that be changed to um instead of shall ensure that I would like it to say shall encourage delete that parents Guardians so there's an encouragement
280instead of shall ensure that the parents are involved at all steps that they will encourage parents to be involved at all stages including strategies but can continue the work with the students absent the word show our absent the word shall ensure the two words so that's my recommended change trustee related to her yes if we leave it as is would that preclude something moving forward in mtss if the parent did not choose to participate no nothing I can think of trustee award and come back so I go ahead it's a follow-up to that piece and um a parent could file a complaint under this with this language if there wasn't a if if there if the superintendent designee did not ensure the participation and so that's where there's a complaint where you know how many
281phone calls have to be made how many um meetings have to be set before um you've ensured that there's involvement so that's the only reason I'm trying to again I think that you know I'm not trying to not involve parents at all what I'm saying is is that you know that a reasonable effort should be made and we should be encouraging but saying shall ensure I think impedes the work that the staff needs to do with the student and so that's what I'm concerned about is that there could be complaints um lodged under that language Ed code that this is not language that csba got from I'm not seeing any references to Ed code at the bottom but on all of our policies when there's Ed code it lists all the Ed code references staff
282doctor say something no it's just I know that trustee Ward was also uh wanting to weigh in on this policy pardon trustee Rawlings just asked for thumbs on a particular request um can I stop before I do the thumbs I know you want to do thumbs but I'm ready to do thumbs but without so do we have any idea on the percentage of interventions without parents or you know on that is it you know do we have is it like a majority no no I I wouldn't ballpark in I would I would if you're asking me to Ballpark a percentage I would say maybe 10 15 that are not involved in some form or another but that's a complete guess at this point in time okay okay I I think of trustee Ward this go
283ahead impatiently waiting yes thank you I have [Music] so I just wanted to read those out loud and hoping I have support from is it is this on on this particular yes related so wait what it's regarding this board policy but it's not the request I'm making it's a separate request okay so I think we have to do thumbs on this and then come back and you make your request okay trustee do you think that that might result in your parents or Guardians actually being involved because they we wouldn't make it a priority that's my concern I'm more than willing to change the language but shall insure means you have to you know again you're making 20 30 phone calls to make sure that that that that that means the parent has to be involved
284that's what shell ensure means so I'm open to any other language if you think that that diminishes the priority because I totally agree with the priority I'm not suggesting that at all I'm just saying that sometimes time can be spent trying to get a hold of parents rather than working with students and that's where you know at there are times and at you know again total ballpark totally get it but an educated guess of 10 to 15 percent in my view that's a lot of time that's a lot of Staff time being dedicated to getting hold of parents rather than working with students and that's so I totally am in favor and if you can come up with a better word I'm fine with it but challenge sure has meaning and that's where we could
285get complaints or we have more time committed to getting hold of parents than I think is you know is necessary when we really want to get to working with the student okay I think we go ahead and take thumbs on trustee Rawlings change on that okay how many are for that change okay it's five trustee Ward now sorry there okay so I shared said uh Robin or Dr Nye and superintendent Churchill can follow along but in the first paragraph and I'm hoping I've support on this as part of mtss it's a multi-tiered system which means it's touching different areas so academic social emotional needs and behavior and that's why it's multi-tiered when you're supporting students so one of the additions or a few of the additions I would like to add in the first paragraph
286where it says behavioral I would like to include and social emotional so we're supporting if you're following along clarify where you are again first paragraph second well I have smaller font so so social emotional yeah if you want to follow along here um second paragraph I wanted to also add social emotionally so we're including that so we're support supporting students behaviorally and social emotional font in that second paragraph also at the end identify the intervention supports for students to meet their individualized learning needs because we are looking to support with interventions where they're where they are in the fourth paragraph This Will can you repeat that last one please yeah we're trying to cast it right now trustee Ward and this is with her changes okay much better the green is what I added um
287so just based on what's provided by the California Department of Education I included this too this will be based on a problem-solving systems process and method to identify problems develop interventions and evaluate the effectiveness of the intervention in a multi-tiered system of Service delivery just making sure that we are supporting students where they are tackling what their needs are and problem solving as a sight team and in the third to last paragraph adding it will also include positive behavioral and social emotional supports that will be developed School wide so one of the aspects of mtss is to make sure that you're doing something that's provided for the entire school and not just where RTI is a little bit different from that where it's a little bit more focused on his specific student or class or
288group learning group you're capturing that so those are the additions um I'm recommending and hoping I have support from my fellow board members on that trustee that's what I'm requesting I said is that what I'm requesting okay is it okay if I ask Dr a question would would this change any of the processes or the or what we're doing right now no I think this just better defines what we will be doing as well as what we're currently doing so staff staff would be in agreement of the recommended changes trustee Rawlings I'm in favor of the changes I think that especially using social emotional um because that's kind of the language we use now and social emotional doesn't always mean that there's behavioral um problems or behavioral issues so I think that it's a it's
289a good addition and better defines what we're doing and what we're working on so I'm in favor of it is there a way that uh it's casted with the suggested change is there a way to do that just that's it that's it right there okay so it's paragraph two this will be based on where where are we at all the green is okay okay any other comments before we do thumbs on trustee Awards changes you see a need to have some type of a connection connecting the response instruction getting with what with the body or do you think that I I don't think you really need that the multi-tiered system of support is intervention right right okay so okay then I'm fine not making any other additional change because I think that gives it more
290of an expertise out a little bit more trying to idle with the okay are we ready to go to the thumbs any other question okay how many support five okay any other changes so let's see vote who made the motion um the motion was made by Oh you mean motion on this this was for decision Williamson and defy her motion amend my emotion to incorporate the changes recommended by trustees board and response did you have one that got problems also and trustee Rollins trustee Rawlings um could you add that staff would need to bring it back for our third reading with the Incorporated changes absolutely and it amended it will come back for a third reading reading so we have to talk about yep trustee Williamson trustee Ward yes trustee verbeth yes trustee Rollings yes
291trustee Pearson yes motion passes five to zero okay I think we are on part seven Communications up first is uh item 7.1 superintendent's report Dr Churchill thank you very brief report for me this evening we annually publish a list of awards and accomplishments at the end of each school year I'm a little bit Tardy on getting that put together but it is ready to go and so tomorrow when we send out the board wrap up we will also include our annual 2223 Awards and accomplishments document okay thank you Dr Churchill now move on to item 7.2 oral Communications this is time that members of the public have the opportunity to address the board on any non-agendized item that is within the subject manner jurisdiction of the board how many book words have we received we
292have a total of eight blue cards for this agenda item okay um in order to allow speakers to present their comments ensure we are able to properly attend to the business of the board per board bylaw 9323 public comments will be limited to 20 minutes that means the speaker will have two and a half minutes when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we'll have the timer on the screen and your mic will be muted when your time is expired first three speakers are Kaylee teagle Jen belnap and Alicia Sutton I believe that brings us to seven speakers so can you give everybody three minutes Jen hold on I was just gonna ask that same question
293if you could confirm that all speakers are here if not then can we give them the full three minutes yeah we can we can add another so I'm gonna I don't believe is is Miss teagle here she's gone okay so we'll put that one let me ask the third speaker is uh Chelsea Welsh she's gone okay next on that is Sam Ward uh next is Holly J come on I know this person's not gone uh Rachel Moreno ought okay you're the third speaker sir Jen Alicia Sutton then Rachel or in a lot you're welcome I've been attending end of religious discrimination I've heard calls for separation of church and state that when taken in the context of the delivery demonstrate a lack of understanding the concept of that phrase the First Amendment of the United
294States Constitution says Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof this means that our government will not establish a specific state-sponsored religion one that citizens must adhere to her that laws would specifically be attached to in other words the government will not say that all citizens must be Catholic and that our laws must align with Catholicism the same would be true of secular humanism or of any other faith this does not mean that we cannot have religion in government both houses of Congress have their own full-time chaplains who begin each day of the Congressional session with the prayer over the years there have been three notable court cases where this position and practice were challenged in all three cases the role of chaplain has been upheld one

296Square separation of church and state does not mean no religion in public or government settings I'd like to add further the National Institutes of Health NIH runs a National Library of Medicine nlm an abstract published in the nlm database entitled religious communities and human flourishing says participation in religious Services is associated with numerous aspects of human flourishing including happiness life satisfaction mental and physical health meaning and purpose character and virtue and close social relationships evidence for the effects of religious communities on these outcomes now comes from rigorous longitudinal studies designed with extensive confounding control it may be the Confluence of religious values and practices reinforced by social ties and Norms that give religious communities their powerful effects on so many aspects of human flourishing in other words a religious community is a healthy Community lastly
297I'd like to remind everyone that in its Brilliance the United States Constitution allows for non-believers to exist freely in society right alongside Believers belief in a higher power or being or non-belief in either of those things is protected by the unalienable rights to pursue life liberty and the pursuit of happiness thank you Alicia sudden hello Alicia Sutton and I have three kids in the district I respect the religious people who were here what I did not receive was a pastor who mobilized a group with a statement that says a young 12 13 year old child was not curvy not as developed we'll go into Carlsbad Unified or in a public school district and get um what do you call it like supported I guess by GSA groups and then realize oh maybe I'm not a
298girl I'm a boy now dress like one those are ignorant statements that I am opposed to okay first of all I did not mean to address Jen directly but I do respect your um your faith um why I'm here still is because I want to apologize I teach my kids respect and I was very disrespectful in shouting out I was just confused that a public elected public official can just not put thumbs up or down to something that they're voting on that's just like she doesn't even want to be here so I apologize that to the everyone up there that I did that I shouldn't have you know there's a way decorum there's a way to do this and I apologize for that um Williamson I very much appreciate how you tried so hard to
299come up with a bridge to build a bridge and then eventually got um trustee Pearson to listen and to think to change his mind you know he came in with probably a no vote and he wanted a bridge you gave him that and he listened and that's why we have um four votes so thank you very much for that I do appreciate all your hard work um I'm normally not very political but it just seems like the religious faith based people have just brought too much of politics into this so that's why I'm here but again I thank you all for your time for being here for late into the night good night foreign good evening or should I say good night Rachel greenawat I'm the Carlsbad Unified teachers union president um I'd like to
300thank you for your time and your efforts all tonight um I'd like to speak to two different issues that I saw I meet with teachers once a month and ask them what's going on in their campuses oh what would make their job easier the overwhelming issue in this past year that they came to me about is behavior on their campuses month after month I heard of inconsistent application of restorative practices students disrupting learning environments and a lack of respect across the board Dr Ecker was hired to coordinate mtss and PBIS which in part we're supposed to address those issues I've assured teachers multiple times that the district has a plan to address those issues from the top down 120 thousand dollars for a tosa represents two thousandths of a percent of your budget and there
301is a grant to pay for it so I find myself confused and frustrated on behalf of teachers your own district office staff expressed the idea that Dr Ecker was needed in a full-time position where he is and the reasoning was unclear as to why those those choices were made I'd like to encourage trustees to make their arguments a bit more clear in the future when these enormous Staffing movements that affect the entire District are happening I also want to point out that BP 6120 pointed out the need for mtss and PBIS in your own board policy um second Mr Pearson I wanted to draw your attention to the inconsistent application of your gavel and schooling of the audience if clapping isn't to be loud it must not be allowed at any opportunity after one Outburst
302this evening the comment that I heard was thank you while I believe the thank you was to dismiss the current Speaker it wasn't followed by an admonishment and sounded like you were thinking the audience for its response I would like to ask for greater consistency in control of the audience and thank you okay thank you when I move on to part A governance team reports and requests are there any governance team reports are there any requests okay German and next next meeting it is uh time is it is 11 23 and the regular meeting is now adjourned our next regular meeting will take place on August 16th 2023 at 6 PM the meeting will be held at Sage Creek High School Performing Arts Center thank you trustees and staff
