003from uh Carlsbad student I remember a time back in ninth grade when I was sitting at a table during lunch and the people around me began looking up racial slurs and shouting them at students as they walked by this being one of my first impressions of this school district I've seen my friends be referred to as monkeys and other animals obviously meant as a racist comment based on their skin or heritage I've witnessed the abundance of transphobia and homophobia that plagues our campuses as students belittle each other and harass People based on their identity how are we as students meant to learn and perform to the best of our abilities if we are constantly being confronted with the bigotry and ignorance of our peers truly if there is one thing I ask you to take
004away from what I've said it is please don't ignore the struggles of your students our students choosing to turn a blind eye will only hurt students more students should see a board that will stand by them not one that willfully ignores them I end this with a quote from Dr King Nothing in all the world is more dangerous than sincere ignorance and conscientious stupidity and that's something I hope that we can all meditate on [Applause] okay our students are engaged self-directed Learners they are exposed to different learning environments and Pathways students aspire to expand their talents and Achieve Excellence they are good thinkers communicators and problem solvers we will now take role trustee Williamson here trustee Ward here trustee verbeth here trustee Rawlings here thank you and we now move to a part four approval
005of the agenda trustees please note that in order to provide sufficient time to accomplish the business of the board on tonight's agenda we've moved the timing for non-agenda public comments to the end of the meeting as item 9.2 I'd also like to make item 8.1 approval of strategic plan for diversity equity and inclusion and belonging forward together and information discussion item instead of a discussion action item as trustee Pearson is not here this evening by making this change we can proceed with the presentation public comment and board discussion tonight and postpone a vote on the item until all five trustees are in attendance may have a motion to approve agenda item 4.1 with the change of item 8.1 to an information discussion item so moved Williamson second for Beth thank you any questions I'm sorry
006any discussion seeing none Miss Garcia could you please call for a vote trustee Williamson yes trustee Ward no trustee verbeth yes trustee Rawlings yes motion passes three to one thank you we now move on to part five consent calendar all matters listed on the consent calendar are considered by the board to be routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed from the consent calendar for discussion this is the time for public comment have any blue cards been received there are no blue cards for this item trustees are there any items to be pulled for discussion I actually have an
007item to be pulled and it is 5.3 so I'd like to pull 5.3 may have a motion to approve the consent calendar with the exception of 5.3 so moved Williamson I have a motion in a second Miss Garcia could you call for the vote trustee Williamson yes trustee Ward yes trustee berbeth yes trustee Rawlings yes motion passes four to zero we have a motion to approve 5.3 so moved Williamson second for Beth thank you um the reason I um I asked for item 5.3 to be pulled is I will be voting no on the minutes from the for the May 25th 2023 meeting it in my view it doesn't accurately reflect the discussion and it doesn't accurately affect reflect the motion that was made specifically around the request around the agenda item so I will
008be voting now any further discussion Miss Garcia could you please call for a vote trustee Williamson yes trustee word trustee verbeth yes trustee Rowling no motion fails two to two thank you I will now move on to part 6.1 information discussion items item 6.1 presentation 2022 2023 lcap summary of progress trustees this is an information discussion item I will now hand it over to Dr Churchill thank you trustees this is an annual item we're always excited to welcome our principals I'm going to hand it over to Dr Nye to take us through the agenda thank you vice president Rawlings trustees and Dr Churchill good evening again and tonight we'll be presenting our our annual summary of progress as it relates to our 2022-23 annual goals and success indicators the topics for this evening include are
009summary of success indicators that we have data for at this point in time as you know some of our metrics we'll need to be back in September because the data has not yet been finalized but we'll bring that back in in September to update the board highlights from student outcomes and point out areas of progress we will also be hearing from our outstanding principals as Dr Churchill mentioned regarding signature programs and achievements that align with our district goals and discuss plans and actions moving forward for next year so in the area of goal number one this has to do with people outcomes so that students leave cusd prepared for college slash career we have six overarching success indicators in this goal area and these are what those look like those success indicators have nine academic
010targets this is a running total of those targets that we currently have finalized data for we currently have met all of the Targets in ela and math for our star assessments those are our internal assessments we also have met the percentage of students enrolled in at least one advanced class in high school although it's still preliminary data we're on track to meet all of our s back targets which include Targets in ela math and the cast test in science and we'll bring back data as I mentioned again in the fall when it is finalized we are still calculating the percentage of graduates meeting a to G standards and we'll bring back that data in the fall as well and lastly the state has indicated that the College and Career Dashboard will resume posting information beginning
011next year so we won't have that but all in all this scorecard looks very well it looks like we're on track to meet all of our academic targets for this school year some reminders about our star assessments these are our internal assessments that we give in English language arts and math three times a year we do that in the fall the winter and the spring the assessments are given in reading and math as I mentioned before grades 2 through 12 for reading and grades 1 through Algebra 2 and all of grade 11 for math we also have an early literacy tool that we use for Renaissance star in K1 and 2 and we're transitioning to a new tool next year that we're going to use for early readers there's two different type of reports each
012each year that we get out of the star assessments the first one is the percent proficient report which is based on state cuts course and I always give the analogy of a high jumper you know if if we State Testing requires that every student jump off over a certain amount or a certain height so all students must jump over a seven foot bar as an example if they want to show proficiency and so similarly our star data is the same way for the state proficiency cut scores we also though have a a student growth percentile this is another report that we get out of star and this is based on growth over the over the course of a year so you can imagine some students at the beginning of the year they might only be
013able to jump three feet over that bar but by the end of the year they are able to jump six feet they're still not meeting State proficiency that seven foot bar but they grew three feet in in nature in essence and so we want to capture that growth we want to celebrate some of that growth because we do get students well well below grade level in our classrooms and we want to acknowledge the hard work of our teachers and bringing them up several grade levels so this is this uh star reading proficiency rate as I mentioned before this is every student has to jump over this bar um as far as proficiency at the elementary level 62 percent of our students were meeting proficiency levels in the fall you can see here 71 percent of
014those or a 9 increase we're meeting those proficiency levels in the spring a one percent increase for our middle school students a two percent increase for our high school students for an overall 3.2 percent increase in ela you see again elementary students 60 percent in the fall in math that increased to 68 percent proficient or an an eight percent increase uh four percent for Middle School seven percent for high school for a 6.6 percent overall increase in math we do break this down by subgroup populations and these are our unduplicated students so English language Learners economically disadvantaged and special education the state requires that we report out on those student population groups you'll see there that we saw a seven percent increase for our English language Learners however they are much farther below our overall
015average on where they are proficiency wise economically disadvantaged we saw a 2.2 percent increase in special education students 7.6 percent increase so good growth as well as for math as well good growth in this particular group we also break uh our star reading result proficiency rates down by ethnicity you can see here the different ethnic groups that we report out on on the lcap we also have captured here and uh you'll see the breakdowns of each of those groups identified that's for English language arts and for math proficiencies uh we did see good Guru good growth in all of these areas for black students we did not see the anticipated growth that we'd like to see so we'll have to create some actions and services specifically targeting uh specific subgroups and and try to get
016after why we didn't see the increases there uh I mentioned before the the growth report in regards to Star um so we did see grow targets and math and Ela were both met for this year's percentage of students in higher typical growth bands and those increase from two percent from the fall to the spring so the way star works is it places students in the fall it gives them kind of a baseline score and it it anticipates growth for high high growth bands for typical growth bands and low growth bands over the course or over the Arc of a year and the goal is to obviously move more kids into higher typical growth bands throughout the throughout the entirety of the year and move them out of that low growth band so we did increase
017and hit our Targets in both of those we did also capture last year's data so growth targets and math and Ela increase from last year to this year and higher typical bands so last year at this point in time we were at 64.3 percent of our students uh in higher typical growth bands this year we were at 70 percent which is an increase of about 500 students in more higher typical bands and as well in math we were at 68 last year we increased that to 71.8 or an increase of about 200 students there so we'd like to hear from stories and I'm going to be quiet now and hear from our principals uh we we love to hear antidotes that they have and successes that they've had throughout the course of the school year
018in goal area number one we're going to be kicked off by none other than the Fantastic principal at Carlsbad hi Julie Redfield Julie [Applause] okay thank you good evening trustees and stakeholders in audience tonight I'm excited to update you on a new intervention math class that we Implement implemented this school year at Carlsbad High School this is aligned with our district school Success indicator number one ensuring that 80 percent or more of our graduates meet the a through G graduation requirements this year we offered an algebra 1 and an Algebra 2 intervention class 0 period this class is designed to reteach the previously learned material in the students algebra classes if the student scored 63 percent or lower for some reason they were referred by their teacher to the zero period class during zero period
019the teachers would re-teach the material for two weeks after the two weeks the teachers would then reassess the students for Mastery and as you can see on our data in the algebra 1 intervention zero period 169 students attended the intervention this year we had a great Improvement of 93 percent of those students scored 77 percent better than their original score which is amazing for the algebra 2 class that is referred from their teachers 150 students attended the intervention and we had a great success of 95 improving their score of 71 or better if these students had not have attended the intervention classes they would not have been successful in reaching Mastery in that class the students who attended regularly and again this is on a referral basis they did not have to go but if
020they chose to go to zero period they benefited in multiple ways one their confidence in math they were able to go back to their math class and show Mastery and have confidence we had some students who went every single zero period they were referred to and they gained their Mastery but they also gained the a through G algebra requirement so at this time we have a testimony from two students who benefited from the algebra one and two intervention class and without this they would not be on track for a through G this is Mrs giordani from Buena Vista cusd adopted a science curriculum called building blocks of science 3D so Carolina and the Smithsonian partner together to bring a phenomena and problem-based modules for the Elementary classroom the curriculum is designed to prepare today's students
021for their future a future where stem jobs abound teamwork and collaboration are critical and the ability to explain your thinking to others is necessary for Success several Buena Vista Elementary teachers participated in the science adoption process and have worked together to plan implementation for next year each grade level will have about three complete will have sorry three complete units of curriculum that range from 7 to 12 weeks in length and since our school is smaller we will be working in multi-grade level teams so K through two teachers and then three through five teachers will be working to support each other in the curriculum implementation for next year uh steam instruction was robustly supported by the Carlsbad Education Foundation this year a class is rotated through 45-minute Hands-On activities each week in addition we added earthitude
022projects which utilized our new Outdoor Learning area each grade level created a different project to support the garden and Outdoor Learning kindergarten raised and released butterflies first graders made Sun Catchers second graders made bird houses and we were able to put those up fourth graders created a vertical garden wall and fifth graders um decorated a Dry Creek bed with painted rocks and other found materials science day and field trips were another way our students experienced real world science again thanks to the Carlsbad Education Foundation for their support they went to agua harianda Coastal Roots Farms San Diego Children's Museum visited us are just a few of the Hands-On science field trips that were supported by the Carlsbad Ed Foundation this was a great year for science at Buena Vista but we're looking forward to an
023even better year once our steam lab gets installed and with the implementation with the implementation of our new Hands-On science curriculum so thank you all right next up we have principal tubs Pacific Rim Elementary good evening we're super excited that when we look at goal number one and how we're supporting that Dr Nye actually mentioned the hard-working teachers they're just phenomenal and outstanding we also have some phenomenal students who are always hard at work and then our families as well if you look at the slide a couple of the highlights that make a lot of this all come together and allow us to exceed our goals involves the ability level grouping in math the great work here is our fourth and fifth grade they don't operate as separate grade levels they actually all work together
024as a team that works specifically well we had a combination class for the first time in about six years so that involves teamwork across those grade levels and so to have all of those teachers across those grade levels jump in together and working to figure out and collaborate how do we how do we make the schedule work number one but how do we meet the needs of the students and these groups are not static so every time there's a unit they read evaluate the level of where are the students at and then the students will move to different classes where they're going to get some specific targeted instruction another program that we have is our ability to track their reading levels and that is something that's looked at every single month and so the teachers
025are working hard to provide some intervention and that is also where we have the benefit of our parents who provide donations we have intervention specialists at kindergarten first second and third grade our staff's also looking at possibly expanding that to fourth grade as we look at some of the challenges we know those students as kindergarteners their year was cut as abbreviated year then the following year was also less than what we were used to and so looking at how can we continue to support them so we're seeing some gaps that we're wanting to address and these programs are push in and pull out programs so we leave it up to the teachers to know their students best and know how to best utilize those support people in the classroom you'll see some other programs there
026we have Mrs Sims she provides our professional development for math talks and if you haven't seen that there's a link it's active in your file check that out she has actually organized that for every single grade level and so when she presents those at our faculty meetings they're very engaging math talks way just to really Inspire the students and keep them engaged through that process you'll also see there that we have 19 different languages spoken among our students on our campus so that's an increase of seven from just last year and so we appreciate that the district has the Lexia program as we can help students build their vocabulary and so they're working dedicating 20 minutes every single day we have a lot of Staff who are making sure that that they're fulfilling that program
027there and then of course the District computer-based programs thank you so much and within that when we have we're talking about the intervention specialist it's important for me to also mention thank you for supporting our counselors they're very involved in the process in our multi-tiered support system and so when we look at the academics they're also looking at the emotional side and the social side and the behavioral so we want to make sure we're taking a look at to the whole student so thank you so much for keeping our counselors going for next year we're already planning and we have new things going and can't wait to share those with with you so one of our last programs here students are so excited that we're able to bring love on a leash so we have
028we have a lot of dogs on our campus and who doesn't love reading with a dog right next to you and so that right there the enthusiasm for the students getting to participate in that program and so that's with our first graders we're actually looking to maybe expand that because we found when we took those dogs out on the playground and let the upper students boy their attention went right there so just another way for us to continue to encourage and engage our students and we're so blessed that we have so many wonderful families that support all of our students as well so thank you all right and next up we have principal flowers from avier Oaks Middle School trustees and community members I appreciate giving us the opportunity to give us stories from the
029field Aviara Oates Middle School I'm proud to highlight this year a program that we've put in place for the last few years including through the pandemic that supports our reading growth year over year for the last five years we've consistently hit our goals in reading and one of the programs that we have that supports that is our reading across the curriculum you can see in the chart on the bottom it's a little bit of a mountain climb there so the first three marks are from last year's we entered it 71 percent and then grew and then that drop isn't really a drop it's just the following year we start tracking the new group of students that come up to us from the elementary schools and they came in a little bit lower and but we
030shoot we show that growth again and that's been consistent year over year are reading across the curriculum program sounds pretty basic it's just get everybody to read every day across all subject areas so that jumped from elementary school as Mr Tubbs and our other Elementary feeders tell us is you know the kids enjoy and connect and then they get to middle school and they have those subject areas that are separate from each other and they may not think that reading is important in their drama class or they may not think it's important in their band class or science class but the commitment of our teachers at Aviara Oates Middle School is that indeed it is so the focus on our reading across the curriculum program is with non-fiction reading year over year we've been using
031the district supported Achieve 3000 program and used it at Aviara oats with Fidelity in our County we're one of the top performing achieved three thousand schools in our percentage growth and it is it is directly correlated to you seeing the program with fidelity so that means that every student reads at least two non-fiction articles a week and you might think okay that's not such a big deal but in a cheap 3000 article comes with it um a set of comprehension questions that match what our state and our benchmark assessments reflect and that is can you read this content and pull from it the information you need to process information utilize that information make decisions about questions that are being asked so continuous exposure to non-fiction reading is what has been our strive at Javier Oates
032middle school and this program we have really appreciated um getting our all of our team on board was no trouble at all especially this last year when we expanded Beyond Achieve 3000 and invited our teachers to consider other non-fiction reading with Associated assessments along with it so we found that there might not have been as many articles about the Arts that we had hoped for but our art teacher and some of our elective teachers have professional documents of their own that they can pull from and then have correlating assessments that give that same impression so not an impression excuse me that same dad at back and so across the board we had it 100 of our teachers participate in Reading across curriculum 100 of the teachers means one hundred percent of the students and we
033see once again that strong growth at Avi roads Middle School in Reading we expect that that will continue year over year as our students improve their reading and improve their progress towards um goal number one thank you all right next up we have principal Rossiter at Hope Elementary system of supports otherwise known as mtss throughout this Academic Year hope school psychologist Jesse Roberson and Primary Learning Center teacher Jennifer Stewart developed and delivered a comprehensive series of five professional development sessions focused on mtss for our teachers we began by establishing a foundational understanding of mtss and gradually progressed through various topics over the year these topics included Tier 1 and tier 2 academic supports social emotional supports at the tier two and three levels and finally collaboration and problem solving for tier three academics throughout this
034journey teachers actively collaborated with their grade level teams to design and Implement grade specific academic and social emotional goals support this process teachers were provided collaboration time to analyze assessment data and identify suitable interventions for their students they worked closely together engaging in discussions about at-risk students and leveraging each other's expertise to devise effective support strategies for instance in third grade teachers collaborated to implement A specialized curriculum tailored to address the needs of a specific group of students who were significantly below grade level in Reading with great success to facilitate targeted interventions we employed various approaches such as small group pull out reading intervention in first and second grade one-on-one pull out reading support through the everyone a Reader Program in third grade and classroom-based interventions such as small group instruction one-on-one instruction leveled reading
035groups and materials targeted reteaching and differentiated practice materials additionally we Leverage The involvement of parent Volunteers in diverse ways to enhance student growth monitoring and success we also Incorporated adaptive practice programs such as Freckle i-Ready Achieve 3000 smartians and Lexia El to further support student progress in our efforts to identify students in need of interventions we relied on Star data as one of our key sources of information according to our star reading scores hope students demonstrated an impressive 5.1 percent increase from Fall to Spring while they're in ela while star math scores exhibited a remarkable growth of 10.5 percent during the same period moreover the percentage of students meeting or surpassing typical growth in math another significant success indicator Rose by 7.3 percent from Fall to Spring the collective commitment of our teachers the targeted
036interventions implemented and the positive outcomes observed in our students academic progress exemplify the dedication and effectiveness of our mtss implementation at Hope Elementary [Music] all right and next up we have principal devich from poinsettia Elementary give you a little update on poinsettia School in the area of math we've had some really nice growth uh pre-covered days our overall Mass scores have gone up eight percentage points from 75 to 83 and really pumped to tell you that we're doing good things in math and language arts as well our star scores uh hold that same Trend in the last year we've been up eight percentage points so I'm I'm really happy that it's uh um reflecting first grade all the way through fifth grade and then the reasons why I think um from my Kelly school days
037Pacific Rim uh to poinsettia uh we've had and believed in that math club that's five days a week uh October through May making sure that our third through fifth graders have that uh multiplication facts just mastered and it's just the foundation of everything to build upon um are we're definitely committed to The Freckle program for the personalized adaptive learning and then and fourth again at Kelly School Pacific Rim and Kelly we're doing uh fluid uh math groups with regular rotations in our fourth and fifth grade uh and usually after uh at least uh one to two tests will reflect and see if we need to move groups to different ability groups I'm making sure we're sort of tailoring our instruction to meet them at their instructional levels so good things that poinsettia thank you all
038right next up we have uh principal boss at Jefferson Elementary good evening we are excited to share that our high or typical growth increased in ela 13 from last year to this year and in math 10.4 percent and if you notice in the other graphs for Star Ela and star math are all student group increased two percent our language Learners increased 11.1 percent and our students with special education increased seven percent in math our all student group increased 10.4 percent our English Learners six percent and our special ed students 3.9 and we are excited to share our programs that extend and accelerate learning not only within the school day but before and after school these programs not only provide academic support but really promote attendance school connectedness and supports social emotional learning through collaboration interaction
039and fun [Music] our specials are an opportunity for our students to practice the skills and standards they learn in the classroom in a Hands-On real world application for example if students are learning measurement rather than doing an additional practice workbook page or sheet on measurement the students are measuring how much cubic feet of mulch or soil is needed for a planter box they're using measurement when increasing or DC decreasing the quantity in recipes comparing and contrasting the length of fish in the fish lab and using math when working with our hydroponic farms in The Innovation Labs students keep observation journals and utilize Grammar and Writing standards as well as the scientific process mathematical practices and the science and engineering practices and cross-cutting Concepts these specials also provide opportunities for collaboration academic discourse and opportunities to
040be self-directed learners our specials incorporate all of the IB essential elements the learner profile the attributes to learning and allow our students to use the choose act and reflect cycle because at Jefferson we believe that while knowledge is important if you don't do anything with it you're really not using your knowledge to its full potential and lastly our specials are an excellent way to promote CTE and expose our students to professionals within the community Through guest teachers after school specials and field trips and now if somebody could hit my video please you can hear from the students [Music] instructions my favorite special was science because it was not only educational incorporate all your money it helps me learn how to work in groups because I used to be like working by myself [Music] yeah um
041[Music] like a lot of times because you see your Center and only everything is stress you should or she needed alcohols what was your favorite thing about this shot right [Music] all right and next up I'm gonna play the video again now next up is uh principal Espinoza who's going to highlight Carlsbad Village Academy as well as Carlsbad Seaside Academy everybody good to see you I didn't want to sit down because you know you just want to hear the voices from behind the chair but uh I just wanted to say that first of all thank you for all your support this year we made some heavy impact on our students and one of the things that I really enjoy working with the students both at CVA and seaside is figuring out well hey what's what's
042their what's next you know for many of them many often times they come over there and College and Career is just something that's just something nebulous and further down the road and they don't even want to think about it but really put a heavy focus on it this year and what we you know what was really impressive is that 45 percent of our Seaside students took at least one or more College Community College classes and that has been a really heavy impact on a lot of our students one of our students actually two of our students actually graduated with an associate's degree on graduation day so you know so both of their both families saved a lot of money as far as you know they're as far as their education um you know 10 of
043our seniors at CVA took one or more classes at community college and that and that's been really something that we pushed for this year you know we hosted FAFSA workshops because and that was and that that was a really a challenge because many of our parents and students didn't have any idea of how to navigate this whole thing and we really tried to get them to understand it's like this was the door for them to use to take advantage of that MiraCosta promise and and that really was you know I mean it was a Monumental task and we had you know going back and forth and working with them again and again but we got a lot of our students to go through the whole FAFSA process we've hosted our military and Industry professionals coming
044on campus and I'm happy to say that we had such a heavy effect I have two students that are currently in military processing and looking to enlist and they never thought about that at the beginning of the school year um nearly 100 of our seniors applied to MiraCosta and completed the campus orientation so they've taken three steps to get to starting College in the fall and at the end of this year 74 of our students are on their way to starting Community College in the fall and that's a real I'm really proud of that for my my seniors at both schools um every student that would say walks across set stage and they're enrolled either at Community College or 40 University and that's a big increase from last year so I was very proud of
045that as well our MiraCosta counselors were pivotal and helped us out tremendously came into classroom presentations worked individually with students you know and um and I the one thing there's two success stories that I want to talk about I have one student his name is Pat and at the beginning of the year Pat had no inclination no thought there was no way he was going to college he was done with school we got him to go on a tour of MiraCosta he walked into the auto shop and his eyes exploded and this young man is so excited he is enrolled in the fall he is going to take his Automotive classes and he's taking those steps towards towards uh towards his career and the other success story I have is I have another student a
046young lady who appreciates education because education was taken away from her when she was first through fifth grade she was a refugee from Syria everything was saying that this young lady came to the United States learned English in fifth grade came through our Pro and when she got to our program she was excited and wanted to learn we helped her we got her into the Community College through through her four years she she got her CNA she is on her way to becoming a nurse she's been accepted in nursing school and I couldn't be more proud of these two students and the numerous other students that are making their way towards college so College and Career Readiness was a big big Focus this year and thank you for your help all right as we transition
047I do want to thank the principals that are on stage now we'll ask our next group of principals to come on up just really quickly in goal area number one as we look forward to next year we plan on continuing many of the interventions that we have put in place we're thankful to have some of those one-time additional dollars to keep our sections our additional sections that seem to be having a positive impact on student growth we'll continue with our supplemental English language arts and math curriculum uh and K-12 and that's Freckle which is an Adaptive curriculum we'll examine additional opportunities for early college credit and we'll continue with many of our ELD programs and our sheltered El sections as well as our multi-tiered system of support and our Focus around interventions and resources so
048on goal area number two I'm going to turn this over to Dr Brockett and he's gonna highlight those goals and then we'll hear from the principals in this area okay thank you Dr Nye and thank you Trustees for having us here this evening I wanted to touch real quickly on our goal to success indicators and as you know we've got three of them in the areas of professional development the implementation of the diversity equity and inclusion plan as well as student surveys to measure Stu school safety school connectedness school climate and social emotional and mental health during the course of the year in those areas this year we uh we met our success um we did not meet our Target for the diversity Equity inclusion plan and we for obvious reasons we're still in in
049conversation about that uh and then uh third administered student check-ins we did administer those surveys four times over the course of the year um but fell just short of the favorability rating on those and are continuing to work with our team and our principals to dig into the areas for why and actions that we can take to help benefit that I did want to highlight a couple of areas in professional development that I mentioned there just a handful of the bullet points that are up here right now number one at the top are our August PD days we continue to provide both um all uh staff training in certain areas but also menus of options for our our teachers uh to you know select things that are relevant and meaningful to them to their particular
050subject areas or areas of Interest or areas that they would like to grow over the course of the year so I think that's a strong reason why we continue to get great feedback from teachers about those PD opportunities and then I want to highlight some areas where our uh extraordinary team of uh toses that work with us at the district and provide uh you know great support directly to the teachers some areas that they've impacted the second bullet up there are cusd learns technology PDS with our tectosa Kelly Fleury and director Robert Allen they've put those on a couple times this year and just provided an amazing opportunity for teachers to both present to one another as well as to learn new things the number five and six down there or bullets five and six
051I should say around our restructured elementary grade level meetings our subject area leadership team and our mssa meetings that's the core work we do with our our teacher leaders in both Elementary and secondary and we've got our secondary tosa Mary Martin our elementary tosa Kim Guillen and our math Dosa John Moreno who work closely with those teacher teams and provide direct support to them and really help them be leaders on their campuses as well as doing great work in the classroom and then last but not least the eighth bullet up there is the K-12 science Summit which was held in May of 2023 as you know we have a new science tosa Ashley Crawford who has jumped in she's actually hasn't even started her job technically yet um and has jumped in with both feet
052and hosted a K-12 science teachers from across the district in May for a science Summit to really take a step back look at what we're doing in science and and prepare and provide a springboards for some of the great work that we're going to do in the year ahead so with that I'll hand off again to our principals for stories from the field starting with uh principal shoe either from here at Sage Creek all right thank you okay well good evening everyone uh thanks for having us um really for us at Sage Creek I think um just taking us through the Journey of professional growth something that we're very proud of at Sage Creek is our Collective mindset of continuing to be lifelong Learners continuing to grow professionally um and that's evidenced by some of
053the things I'll allude to here so for us really going back to the previous school year we started taking feedback from our teachers and our team in regards to what do we want to focus on instructionally and so we arrived at the conclusion of incorporation of student collaboration and student collaborative activities to increase levels of rigor critical thinking and inquiry and really that stemmed from conversations um in talking about best practices through our AVID program and what we did is we brought in our amazing Avid teachers to train our staff and we started with our leadership team and we evolved to our whole staff and we had ongoing PD for our PLC teams but essentially we are focusing on how does collaboration benefit students in a classroom setting well we saw very easily that they
054were working together towards a common goal developing positive Independence working in focused study groups and supporting the Learners of others through inquiry asking those questions answering those questions together we were very pleased with this work and we continued it throughout the year in addition to that kind of over on the right side the professional development and training we engaged in outside of that specific Focus area um we engaged in whole staff mtss 504 IEP professional development led by our administrative team as well as our intervention counselor our amazing science teachers engaged in a pilot of ngss curriculum continuing to look at Best Practices with meeting those ngss standards we have amazing Tech coaches on site that engage our staff in best practices in regards to technology integration focusing on artificial intelligence and best practices within
055the classroom setting we also had intro to algebra a new course at Sage Creek we had planning days and curriculum writing for that and then of course Common Assessment writing in all core Department areas lastly what I'd really like to highlight is our journey in regards to instructional rounds and this is a protocol that is not uncommon but over the last couple years something that we've really tried to amplify and really dig in as a as a site and so we kind of title this again this professional growth idea of learning from each other while professional development and growth takes on many shapes and forms what we've found at Sage Creek is that teachers learning from each other and having the opportunity the time and space to see each other in action tremendously benefits the
056work that we do our teachers are able to get into classrooms observe each other have conversations and debrief about best practices and what they want to take back to their own instruction we've seen student-centered activities focusing on teachers as facilitators collaborative group settings where teachers are setting up collaborative groups for student-centered learning activities I pulled this quote from one of our teachers it was an aha moment it was refreshing to see my own students in different content areas I was able to reflect more about my own instructional practices and I think that really speaks to that reflective attitude and that growth mindset that our staff has at Sage Creek and if Dr Nair Dr Brockett wants to play a little testimonial this is one of our amazing teachers Miss Fisher Minecraft PE for me the
057exciting things you're doing and how you know a dance teacher is managing students and also needs students [Music] the best experience I hadn't heard about the tutorial method before I reminded conferences but seeing any action was really wonderful where you can see students tutoring on the students the white board meeting for the feedback in the city something you have to see action to figure out how to implement class using the tutorial level and it was wonderful so overall so next up we have principal Johnson at uh Valley Middle School good evening trustees Dr Churchill and team and Community thank you for having us tonight we actually do look forward to coming and sharing all the things that we do throughout the year and I'm happy to be here this year because last year as you
058know Valley Middle School was receiving a school's to watch recognition in Washington D.C and I mentioned that as it is part of the work that we've launched here has been an outcome of being recognized for the aspects of a middle school that create connectedness and community and continuing growth and learning and so the few areas that I want to speak to and goal to are professional learning but also learning for students and Community as well as programs on campus that act in the same way not only creating a sense of belonging but also learning about each other's ideas differences and how we can celebrate our goals at our school so professional learning for us we are continually growing as a staff to continue to meet the needs of the students that are in our seats
059as we know no class is the same and so we always need to really know and understand our students and the differences that they bring to our school and with that what we started a few years ago actually to now is the grading for Equity so not only grading but assessment development so we had several key areas looking at the learner and their Journey no one-size assessment fits all because our students aren't all the same as well as learning targets posted and clear so students know and understand what is expected and then lastly opportunities to retake Assessments in order to focus on the learning versus just the score so we have I'm happy to report across campus all classrooms allow for retakes the focus is on the learning there are aspects that are expected of
060students to help with that targeted Intervention which you heard in other presentations regarding that mtss model and so but that's one key area that was an outcome of this the other is moving away from grading homework for example and many more specific aspects that as board members you're welcome to look through just that one pager that has a few that we discussed this work has been done both from teacher interest what they wanted to do for students as well as through consultant support to come out and meet with individual teachers coach as well as meet in small leadership groups to continue the work so I'm excited to see where they go also as we talked about learning and teaching and understanding we are really proud of our community outreach that we did this year around
061our showing of Race To Be human again knowing that all of our students have different experiences and backgrounds it's important that we understand that and we also teach and learn and so we were happy to be able to not only show a community showing but as well to all of our students through our advisory program which allowed for lessons connected to that that were counselor created along with the supports of the film and also teacher parents and Community member panel who spoke to their particular aspect of what it's like to be accepted for who they are um and so we're really proud of that it was one of the best attended that we had for our Spanish-speaking families who were able to view the film with the subtitles in Spanish have translation and reported things
062such as it's the first time they felt heard or seen in our school district um so I'm really excited about that and then I mentioned clubs so I think clubs are important part and there is a learning aspect to that because if you visit any campus and when love clubs are happening and we have gosh I think 23 or more clubs at Valley and they all are able to be uh hold events and activities to bring awareness or learn or have fun together and so we are very excited that we established the first cusd Middle School black student union wearing their t-shirt tonight very proud of our students and Mrs Burris she is the teacher advisor and so I'm looking forward to seeing more of that in the rest of our schools here in Carlsbad
063so thank you again for having us all right and next up we have Emma Cobb from Principal Cobb from Kelly Elementary thank you for having us this evening as part of goal two I wanted to highlight the professional learning that took place at Kelly this year and we decided that we were going to implement a new educational strategy called edger protocols and I have a short video up there if someone can play it of a teacher who's going to introduce what they are she's enthusiastic about them I am too I think you should check them out um these if you walk into the classrooms and you see these edger protocols in action and they engage our students in collaboration communication creativity and critical thinking our teachers use them to facilitate their instruction and students use
064them to really be able to focus on the content that they're trying to learn so each protocol they have funny names like cyber sandwich and random Emoji writing but each protocol has its own set of directions and once the students learn those directions then the focus isn't on how to complete the assignment but the content that they're actually trying to learn teachers simply flip out the content and it just expedites the process and gives it more Focus so last summer a group of four teachers and I attended an academy to learn about edu protocols and to decide if we thought they would be a good fit for Kelly and we decided that they were and so we made a plan to use all of our staff meetings this year to teach our teachers how to
065use them and this teaching came in the form of our our teacher leaders teaching what the protocols were but then also providing support for planning and implementation in the classroom um we were very intentional about how we went about this so that the content and the information teachers were receiving was applicable to the grade level span that the teachers work in obviously something they're doing in first grade is not going to be applicable in fifth grade and vice versa this um proved to be successful at the end of the year we gave a survey to teachers and as you can see up there um 85 percent of our students felt that edu protocols would increase student engagement 80 percent felt that they increased student achievement 90 percent of them felt this was a valuable learning
066tool for students they are sorry 95 of them thought that I'm doing this out of order I apologize 95 of them believe that this tool was useful and this training that they received is something that is beneficial to their teaching they like the way that we went about teaching it they felt it was meaningful and then back to the 90s they liked edger protocols they found that they were valuable and they will continue to use them next year in their classrooms I think the last thing to add is I'm really proud of these teacher leaders because in addition to providing this professional learning at Kelly they are also presenting it to other district teachers and they did that through the cusd learns events that Dr Brockett talked about earlier so we're going to continue this
067next year and really looking forward to the continued growth [Music] thank you to the principals and they're a game changer I want to just touch on a few of the action steps uh under goal two looking ahead um under number three up there continuing our subject area leadership team meetings we're going to be doing work especially at the secondary level next year to uh to really refocus on what our vision is for education in each of our departments common practices and expected learning outcomes across grade levels and across departments so we're excited about that work number six up there I want to highlight our new ngss alliance science materials which as you know we've adopted for K5 so teachers at the elementary level will be doing a lot of work to prepare for that implementation
068and we're excited about that and then nine and ten our teachers don't wrap up the year and just go off many of our teachers work uh do significant work during the summer months both on their own informally and informal uh ways that we provide we've got right now about 120 teachers working in summer Institute on a variety of topics and then our elementary teachers in large part because they're doing science training when we come back in August um uh started working with director opposite here and with uh Kim Guillen developed an elementary sizzling summer that gives them an additional professional development opportunity prior to the time that teachers would usually return to school because they wanted to make sure that they had an opportunity to engage in a variety of other topics in addition to
069the science curriculum so we're excited about all those action steps in addition to the other items that will be discussed when we look at the lcap under goal 2 a little bit later with that I'll hand off to director opposite to talk about goal three around engagement thank you and good evening thanks for having us okay okay it's about engagement so engagement of our families as well as our students so the two success indicators here are about parent University that the sessions that we offer for family engagement based on their interest and then also the students that are meeting our graduate profile attributes as based on the survey so in these two indicators for the parent University this kind of has two parts there the relevance of the topics that are offered as well as
070the number of participants and we met both of those um for the core survey that we administered while we did not quite get that two percent increase we did increase overall by 1.4 percent so it was still an increase and then there are six areas um we met four out of those six areas so these are just some of the topics that were offered we had like 28 different topics that were offered as well as you saw like over almost 100 uh 1200 participants um some of these are are repeats from previous years and then some of them are are new things just based on information that we heard from our families and then some of the social emotional activities social emotional learning activities that we engaged in this year is really just continuing our
071lessons at all of the different levels so with the advisory lessons that we have at secondary the harmony lessons that we offer at elementary as well as like some check-ins with the the students again those parent University topics as well as as videos that are available and we just kind of uh picked a few of the um a snapshot of kind of the overall Kelvin results from our last uh check-in pulse that was conducted in April and broken out by like elementary middle and high school it's in a different order because when you grab it from uh Kelvin it ranks it based on the uh area that had the highest favorable rating down to the lowest you can see it's slightly different based on those those areas but still pretty high uh favorable ratings in
072each of those areas of safety School climate connectedness and then the emotional health or well-being and with that I believe we are going to turn it over to principal Nelson from Magnolia uh thank you and good evening as I thought about student engagement there were any number of different things that we could have highlighted from Magnolia uh whether it be you know our work in the Innovation lab project-based learning uh student electives uh CGI Matthews there's quite a bit happening this year but one of the things I thought really captured uh our focus on increasing student engagement is our team mag which stands for multi-age group class we do have a short video because the kids of course can tell the story better than I can just a note before we play the video we
073are in our second year of implementation and this video was created last year so fear not we're not engaging in widespread masking or anything like that but the video does show us at a different stage in time so you can go ahead and play that call it [Applause] super right now foreign uh so the program itself has been quite successful uh it's spawned from kind of a concept we have here at Magnolia which is really around you know we view our job as making sure that if we do nothing else we want kids to leave us at the end of fifth grade feeling a positive perception of themselves and a positive perception of school because those two things will carry them the furthest and so we really want to look at how can we be
074most efficient and more most uh efficacious in the work that we do by structuring our classes in this way we provide opportunity within the context of the classroom to provide both remediation for students aren't needing that support as well as extension for students who are maybe working a little bit ahead and and likewise we're able to really develop what I have up here term soft skills but I like to call them transformational skills of skills that really helps students be successful in the future of communication collaboration critical thinking and creativity they really develop those skills and a much more rapid Pace because they're having to implement much more refined strategies when they're working with students that may be older or younger than they are overall it's about creating a more personalized experience for kids so
075that they can feel engaged and positive about the work that they're doing and experience the greatest level of success and we see from our students and from our parents that it's wildly successful we have very high request rates to remain in the program very high request rates to enter the program we think that this is something that we can leverage moving forward in some of our other classes as well okay next up I think I'm going to do that every time next up uh from Calavera Hills Middle School Dr Ecker thank you I trustees thank you for providing us the opportunity to speak this evening during our summary of progress presentation so I decided to go a bit of a different direction I'd like to highlight uh the general focus we have on meaningful and
076relevant instruction at Calavera Middle School a little different than focusing on the specific area but don't worry I wrote down what I was going to write because I do tend to drone on sometimes I've been told uh so here goes uh Ron Berger points out that when students finish their schooling when everything that we do to support them has been done and they move to make their impact on the world they will be judged by two things the quality of their character and the quality of their work I am proud that cusd prioritizes in our lcap the goal that we will support student progress in areas that directly link to College and Career preparedness as detailed in our graduate profile this year CHMS has continued our efforts to provide our students with experiences that allow
077them to make a difference in their community and take ownership of their own learning we have seen firsthand that when students are provided with autonomy provided work with purpose take charge of their own personal growth their intrinsic drive to achieve lofty goals is ignited and so we are proud to report that this year in the climate surveys that we offered three times a year 95 percent of our students share that they have the opportunity to do things that make a difference while learning at CHMS 96 of students shared that they have the opportunity to express themselves through their work in their classes at CHMS note this year we were were student Showcases of learning at our exhibition night that's the picture on the left uh presenting their ideas on environmental impact at the city council
078that's the picture on the right making their perspective he heard here at school board meetings creating podcasts and videos speaking with confidence and conviction furthermore our students embarked on projects that were bigger than themselves they Embrace maker challenges that led to remarkable outcomes four of our students designed and rewired a switch controlled Paw Patrol car for a preschool student with cerebral palsy that's the picture in the middle this work was highlighted by the Carlsbad Ed foundation in their video the next Engineers if you haven't seen it check it out on YouTube still others designed and created accessibility devices for family members classmates and even strangers students exemplified empathy compassion and true Spirit of community these acts help create a norm supportive loving communities they provide real support for others however they also help students grow
079into the leaders community members and the future employees that we all need at CHMS we cultivate an environment that encourages collaboration teamwork and creativity empowering our students to tackle real world problems with innovative solutions I'm excited to see what comes next from CHMS in a place filled with intrinsically driven staff and students anything is possible thank you for your continued support of the work of our students and team at cusd and at chm all right next up uh is principal Heinz and he apologizes for not being in attendance tonight he phoned earlier today and he's got a pretty bad bad cold he did want me to emphasize however how proud he is of the work that was accomplished this year at Javier Oaks Elementary School he was especially proud of the strides that were made
080regarding interventions and the use of data to drive meaningful academic gains he is proud of the staff there and their commitment to academic excellence and we hope that he feels better okay so I'm going to turn it over to turn it over to our last principal of the evening principal Fuentes from Calavera Hills Elementary good evening as we look at goal three I wanted to highlight the contributions of our team at Calavera Hills Elementary School in working to develop an environment where not only every child but every family feels valued and supported because with that strong Foundation it paves the way for academic success the addition of our community Liaisons help to improve Community Building efforts and parent participation parent participation in schools this year we sought to organize more events for our Spanish-speaking families
081to ensure that parents were well informed and felt more connected on campus we held capacitos every other month as a platform for open discussions on school-related matters and during these informal meetings we conducted training sessions on Lexia our program for our English Learners and parent Square to make sure families had access to and understood the importance of utilizing these resources in support of their child's language development and empowering them to actively engage in their child's education additionally we are proud to report a significant increase in participation at our elac meetings through our Outreach efforts of our bilingual team and then collaborating with our neighboring schools Calavera Hills Middle and Hope Elementary because we share so many families and then we changed up the format a little bit to include student recognitions in addition to the
082required informational pieces we felt that more families felt welcome to attend and participate in these meetings we set out to celebrate student achievements in an effort to motivate our students and families in their Journey towards reclassification furthermore Che hosted the empowering mono Amano eight-week parent series with Dr Via Real which again our bilingual team was instrumental in garnering participation from across the district and this series equipped parents with valuable information on relevant topics and at the end of the series we celebrated 33 parents with a graduation in potluck so that's them with all their certificates very exciting we also recognize the importance of staying in touch with the needs of our community so through family feedback surveys personal phone calls and just listening listening when we made attendance calls when parents came into the office
083we gained a deeper understanding of the needs of our community so we've been able to access resources to support our families such as providing weekly produce boxes and maintaining a daily food cupboard for those facing food insecurity as well as providing shoes backpacks clothing and school supplies for our students as needed so undeniably our community Liaisons have been a huge asset in helping us to Foster Community increase participation and help improve family access to school we've seen about 10 to 15 more families at our meetings we reclassified nine English Learners this year and our Els increased over four percent in both reading and math on our Universal screener from Fall to Spring this year and we continue to grow a network of um our support with adding gotcha back San Diego to our support team
084this fall we continue to develop that wellness support system with these resources and with the community support so thank you all right so looking ahead on some of the action steps for this goal are really just continuing and refining those parent University offerings based on interest of families continuing the social emotional curriculum continuing with the elementary counselors as you heard from several of our principals how valuable they are as well as continue with like our community these Liaisons and then we're also looking at improving attendance and then consistent disciplinary practices across the district really using that multi-tiered system of support for the academics that you saw on the previous slide as well as for attendance and behavior and then using our tosa for career CTE career Pathways and then really increasing those work-based learning opportunities
085for students so in conclusion we we have three strategic plans that two currently and one that we're working on our technology plan that we plan on providing annual updates uh in July so that will come next month uh in July of 2023 and that will be the third year of that plan our career pathway plan we provide that annual update to the board in October November and that'll be uh year three of that plan as well and then diversity Equity inclusion and belonging plan which we would anticipate an annual update to the board in September of 2024 and we'd be in year one of that plan so running total of our scorecard of all of our goals and success indicators were anticipated to meet all nine of our academic Targets this year which is a
086huge success I want to just point out again the accomplishments of all of our teachers all of our parents students as well as our fantastic site leaders I cannot thank them enough I feel honored and privileged to be working with such a talented team in the area of conditions of learning we anticipate hitting two of the four targets there and in the uh in the goal of Engagement we anticipate meaning two out of the three targets there and with that uh I would turn it back over to uh vice president uh trustee Rawlings uh and uh it's all yours thank you this is time for public comment have any blue cards been received we have one blue card for this agenda item thank you when I call your name please come to the podium state
087your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we will have the timer on the screen and your mic will be muted when your time has expired our speaker is Shauna Hearst good evening Shawna Hurst wow I always love this board meeting I I love hearing from our amazing principals they always know that I have to send my love at this meeting to them and have to pull blue card so I just want to thank all of our principals for amazing years amazing year and nine out of nine for pupil achievement really that's like so amazing so excited to be a part of this district and part of the ptas that we support and I just want to do a little bit of
088a shout out with so many of the things that they talked about the principles that are part of the ptas do help to provide support we've been a part of registration this year Family dance hunt Fest plays Winterfest parent night fundraisers Multicultural night the race to be human kindness week Book Fairs we support CEF science days career days Garden campus beautification all those amazing things are um with a parent uh teacher organizations behind it and we love being on the campuses we love the principles invite us on are part of the campus this year we've probably had at least 65 000 volunteer hours as a PTA and we have donated directly to Carlsbad Unified over 575 thousand dollars most of these funds go to enhance all these lcap goals of helping pupil outcomes and learning
089they're used for usually to pay for additional Staffing and PE stem art intervention and others these resources give teachers additional time for prep grade level meetings professional development and other activities that help enhance principal I mean pupil outcomes we also give a lot of money that helps directly in the classroom enabling teachers to provide a lot of programs and systems that are they're not able to with site funds we love being on our campuses we love giving back to our schools and we are excited to be a part of continuing to be part of cusd we have a lot of principal changes next year and I know as the ptas we've already been talking about how to make sure we welcome our new principals on site and work together with them and of course it's
090not I have to just send out my love to Dr Ecker because after 10 great years at chm he's leading us to go to the district office I've already gotten emotional about him about leaving at exhibition nights so I just want to say that we've loved him we wish him the best he really is amazing um administrator at our site so many he gave the most phenomenal speech at promotion it's posted on the internet if you want to go listen to it just thank you we wish you the best we are excited for you to be a parent at our school next year and you get to get the principal emails so um thank you we look forward to working with all of our principals next year thank you um staff do you have anything
091to add just that sorry ah there we go just that our time's up yes there you go that's what you have to add okay weather um trustees do you have any questions Joe questions first any questions okay trustees do you have any discussion or comments to Steve Williamson thank you and I want to thank staff for that presentation I was just reflecting this is the 23rd year that I've I've sat and listened to the principal summary of progress and I don't think that at any other year we have reached all of our academic goals ever to my recollection so that's a huge accomplishment we've had a lot of tough things happen over the last few years and to to work so hard to get our students to where they are Meeting those goals that I
092think that's fabulous and I recognize there's a lot of growth left um that we need to work on but anyway I do want to really sincerely thank you and I believe that you guys have done an absolutely fabulous job over the last for the last couple of years so thank you so much any other discussion trustee trustee word I also want to say thank you for all the great work that all of you did it's great to hear all of those incredible stories I'm new to the board but I've been in the district as a teacher and as a parent and I know that you have all done incredible things as a parent I know that so thank you for all the wonderful things that you did this year awesome year great job just even
093breath I want to say thank you as well I've been a parent for many years here in this District some of you have had my children and I've appreciated you as administrators and Educators that are in this room and it's hard work and you deal with a lot on a daily basis so thank you thank you for your continued commitment to our students and to Excellence into making this the the school district that we have so thank you and I'm sorry I haven't seen all of you yet but I'll be making my way in the fall to some of your school sites thank you and I also wanted to express my thanks this is my favorite meeting of the year as well and I it's so great to see the the high level programs that
094we say that we want to have happen here and then watching you put it together and really implement it and have the splash that we saw tonight is um is very rewarding for me so thank you very much foreign and now we move on to uh part 7.1 public hearing item 7.1 presentation and public hearing 2023-24 local control accountability plan the lcat and a stakeholder input trustees this is a public hearing and an informational discussion item I will now hand it over to Dr Nye thank you again uh trustees and Dr Churchill we have posted on our cosd website as of May 19 2023 with an email address to collect additional feedback on our local control accountability plan for next year we've met with members of the sdcoe review team on June 8th and collected
095their feedback and information suggestions which we've incorporated into the current draft plan as well as we met with the district English learner advisory committee or d-lac on May 24th 2023 to review the plan and get additional feedback we did get a lot of feedback a lot of good feedback from our dvac review comments we tried to capture some of those comments in this additional slide they had asked again for tutoring and support at the site levels for many of the student body that needed extra intervention an expansion of summer programs Support classes and as well if if possible a more English language development classes they asked about after school opportunities and before school opportunities which we highlighted the elop program and potentially some areas that we can connect them to those as well as any
096types of scholarship information for sports and after school sports we said we investigate those with the boys and girls club as well as Carlsbad Parks and Rec so we were happy to get their comments um and uh we appreciated those and we've Incorporated some of those into the lcap as well so at this point in time staff's happy to turn it back over to uh vice president Rollins and we'll go from there thank you this is the time and place designated for public hearing pertaining to the 2324 local control accountability plan have any blue cards been received we have a total of five blue cards for this public hearing thank you when I call your name please come to the podium state your name and indicate whether you live in the district within the boundaries
097of the school district you will have three minutes we will have the timer on the screen and your mic will be muted when your time has expired the first speaker is Scott Davison hi my name is Scott Davison I love the district do you remember the last time you bought tickets to a movie before you even decided whether or not to go to the movies it sounds odd but that's the best analogy I can think of for why we would approve a budget for a Dei and maybe be Plan before you even decide if you want to have a Dei and maybe be plan nothing inspires more confidence in voting in the voting public than watching a school board essentially run a meeting backwards especially when it comes to managing our dwindling taxpayer resources since
098this is the first time we're seeing the breakdown of this proposed Dei and maybe be plan and budget I did some quick research and noticed a few other Oddities apparently we plan to spend seventy one thousand dollars on the Dei without the B plan last year even though the plan hadn't even been approved fortunately we end up only spending 11 881 so here's the question if you can spend money on a plan before it's even approved what's the point of even having a plan or even asking the board to approve it in the first place thank you thank you [Applause] next speaker is Kelly Le berthon foreign [Music] Carlsbad resident trainings come with a hefty price tag budget item 2.1 no place for hate training 85 000. budget item 2.2 Harmony training to ensure consistent
099implementation of the district's social emotional learning fifteen thousand item 2.8 hire a Dei enforcer 125 000. with these political appointments you have to follow the money cusd has three Equity committees already with a super majority of establishment Elite points of view zero diversity of thought budget goal one develop another committee will have the same lack of diversity of thought that'll be nine thousand dollars it is time to end this divisive political indoctrination invading the Carlsbad USD curriculum and schools no on all these budget increases thank you Katrina weidler hello trustees my name is Katrina weidelick I am a Carlsbad resident a parent of two children in the district and teacher every parent can agree that we want only the best for our children however some feel that the best schools only teach Reading Writing math
100science and history but in reality an excellent school and an Innovative District does much more than that as stated in the lcap plan only 73 percent of students feel safe leaving 27 percent that is almost 3 000 students in our 10 000 student K-12 District who feel unsafe teaching only core subjects is not going to make those kids feel safe but many of the initiatives in the Dei plan and budget will hopefully make even one of those 3 000 students safer I am also here to remind you of your duty to ensure Carlsbad Unified follows the laws guidelines and codes set forth by the California Department of Education more specifically Senate Bill 48 which added language to Ed code section 51204.5 which prescribes the inclusion of the contributions of various groups in the history of
101California and the United States SB 48 added the expanded language which now includes a study of the role and contributions of Native Americans African-Americans mexican-americans Asian American specific Islanders European Americans lesbian gay bisexual and transgender Americans persons with disabilities and members of other ethnic and cultural groups to the economic political and Social Development and the United States of America and California with particular emphasis on portraying the role of these groups in contemporary Society in addition districts are obligated to to protect students from discriminatory harassment which you can also find in the CDE duty to protect students webpage for more information rejecting the lcap plan and deib budget based upon religious beliefs or biases against lgbtqia plus individuals or any other historically marginalized group will be seen as discriminatory religious beliefs are not a justification for
102discriminatory acts against groups protected by the fair act and constitute a failure to uphold your duty to meet California guidelines for Education pass the lcat plan including the budget for a deib to support students especially the 27 percent who feel unsafe thank you [Applause] thank you next speaker is Jean turker hello trustees I don't think I've ever gotten three minutes to actually speak so um I came with some short remarks that obviously had to be revised a little bit given tonight's uh somewhat disappointing um events obviously we hope that Justin Pearson is okay but I'm I'm disappointed that the board will not be voting um on the deib plan um my name is ajahan turker I live in Carlsbad and have two children in cusd and I fully support uh the budget for the lcap
103plan and specifically the deib plan which I have a copy of that I actually shared with my neighbor who I don't think had actually seen it so thank you for reading it um and if anybody else would like to see it I'm happy to share it it's also publicly available on the website please read it before you get up here and spread misinformation is clear create a comprehensive deib plan with a three-year implementation timeline this has been in the works since 2021 it didn't get approved last year because my understanding was it was sent back to the drawing board for staff to refine we are not here our purpose was not to derail the plan tonight but rather to move it forward the plan has clear goals it has success indicators and it has measurable
104action items there will be more opportunities to continue this dialogue and share progress against those goals over the course of the next three years and parents can remain involved if you want to find out how read the plan the cost yes there are costs they are an investment to ensure that students develop broad perspective perspectives investment in the professional development of our teachers and administrators who need to remember that their duty is to students they must at Duty must always come first I'm here tonight because I'm sick and tired and I don't want our community divided by those acting in their own interests versus the interests of our students cusd students and parents are well were depending on your leadership and your courage tonight to approve this plan those of us truly vested in cusd
105will stand behind you thank you for serving our students [Applause] thank you next speaker is Jen Zamora foreign good evening trustees my name is Jen Zamora I have I did have four kids in the district to have recently graduated in the last year and a half um first I want to acknowledge and thank all of our amazing Educators in this room um thank you for providing detailed reports regarding the work that is happening in our schools your continued transparency is very much appreciated um first I also want to state that I know many of these Educators work Way Beyond contract hours you love your students and staff and want to contribute to their successes I want to personally thank you for all that you have endured for the last three years in education I know
106it has not been for the faint of heart and I hope that you will have time to reflect rest and re-energize over the summer break in regards to div it is unfortunate there are a lot of misconceptions about what our schools in cusd provide to our students and what deib is a few of our board members sat here a few months ago and opened the conversation to faith-based communities in hindsight I hope they had time to reflect on a missed opportunity to to connect with members of the NAACP the lgtbq's resource center University dad popular and many other organizations supporting our diver our diverse community this invite has created a lot of unnecessary trauma and drama within our community so let me State this I believe in separation of church and state I believe in
107div dib initiatives and schools focus on valuing and embracing diversity in all its forms ensuring equal access and opportunities for every student fostering a sense of belonging and challenging systemic barriers and biases it celebrates individual differences and prepares students to thrive in the real world cusd has been discussing Dei for a few years as well as many other school districts higher education and companies across the globe this is not new and was not developed by one individual Carlsbad Unified is not alone on the student on this journey let me also add dib is not CRT dib is not sexualizing our students dib is not creating or promoting racism daeib is not lying to parents or harming students also dib is not butchering our children I hope that in the next board meeting that you guys
108will pass and move forward with the dip plan thank you [Applause] thank you staff do you have anything to add no not at this time thank you trustees do you have any questions trustee Williamson thank you um my question is if if there is a change made in the budget of the deib plan and so we assume that we adopt this um tell me are we what what are the implications for that foreign is aware the adopted budget is not the only time that the board has an opportunity to review and approve our spending plan the plan that you will see later tonight and adopt next week is based on a set of assumptions that was developed beginning in January through this this last week if there are any changes that are suggested that would
109come out of this meeting or subsequent to the state budget act we have several opportunities either at a 45-day revision that first interim second interim or or frankly uh the board could take action to change priorities and and make budget adjustments that correspond to that at any time during the the year plus or minus either way that that would work so that was going to be my intro on my next item uh but uh hopefully that answers your question any other trustee questions you ain't done any discussion trustee Williamson ah thank you um board members as you know at an earlier board meeting I received full board support from my request to use one-time Arts music instructional materials discretionary block grant money to add an intervention teacher intervention teach elementary Skype when the governor indicated
110that he planned to cut that funding I reluctantly asked for support of the board to remove that budget item since the legislature indicates that it still intends to fund a block of Grant commitment in spite of the governor's continued resistance I feel more optimistic so I'm making a slightly modified request that I believe will fall under this item 7.2 and then also perhaps item 7 8.1 so but I just want to say it one time I propose that if the Arts music instruction materials discretionary block grant is fully funded we allocate 800 000 on a one-time basis to help elementary students who are struggling academically the students will be identified by their performance on this year's star and sbax tests as well as achieve three thousand and sites would receive funding based on the number
111of students who qualified principals would work with teachers and district office staff to determine the appropriate support for each child on the list and would monitor progress much like the watch list was I was monitored this last year I realized that we have many struggling middle and high school students as well but with limited funds it seems that these those funds can best be used to get students on a path for academic success while they're young in keeping with board practice Mr Dill Dr Nye and Dr Churchill are all aware of my request and expressed cautious support except for Mr Dill while he supports the concept of additional support for struggling students he's concerned that the funding might not materialize since the state as Mr Dill just mentioned since the state has another week before
112they must finalize their budget we won't have time to include this item in the lcap or on the annual budget that we will be asked to adopt next week but this week staff can be prepared if there is support by my fellow board members to move forward if circumstances allow including adding it as a line item in our 45-day budget revised so this time I'm asking for support for debt profit for that proposal thank you are there any trustee questions I do have a question um Mr dill What would constitute in your mind fully funding of the um Arts and Music the original amount that was allocated it was in the range of 6.5 million dollars this year that amount is proposed to be cut in half and which is what is reflected in our
113current budget assumption so fully funded could be all the way up to that original amount which you know off the top of my head I'll say rounded to 6.5 it might be a little plus or minus um that original allocation amount that would be fully funded and trustee Williamson is that your intent that it would need to reach the 6.5 million in order to implement your request that was my intent thank you trustees do we have consensus for this item and it's a unanimous thank you was there any any additional questions Mr deal not for me at this time and Dr Churchill was that clear thank you any additional discussion um I was actually going to say how disappointed I was that we were not able to include the intervention teacher so I'm thankful that
114you brought it to our attention and that um uh that we potentially can't include that in the future because that was my one disappointment with the current lcap so thank you and now we move on to 7.2 presentation and public hearing proposed annual budget 2023-24 trustees this is a public hearing and a discussion action item I will now hand it over to Mr Eric Dill foreign okay thank you Trustees for bearing with me as I hooked up a cable and got this up here streaming um this is the first look at the proposed budget uh the board will be considering this next week at its next regularly scheduled meeting for Budget adoption um you know following up on the comments I made just a few minutes ago you know first of all uh you know
115any budget plan that we look like is a plan based off of a certain set of assumptions and is a snapshot in time and any of those assumptions can change as either we are developing the budget or as we get into a budget year and the board has several opportunities to question and weigh in on the budget items and any of the priorities or assumptions that that go into that it's uh Not Unusual as a matter of fact it's the norm for the district to develop its budget and present it for adoption before the state has finalized its own budget in back in the old days sometimes the budget didn't get adopted into until August or September we're fortunate that it does get adopted and signed by the end of June by Statute but that
116final deal is not done yet so you know all of this is to say that based off of what the final compromises between the legislature and the governor there are likely to be changes that I can anticipate right now but I don't know for certain so if there's anything that's significantly impacts either revenue or expenditures or any of our out year assumptions we would recommend having what's called a 45-day revision where we would bring this back within 45 days of the governor signing the budget to to explain what changes would be necessary as a result of that act and certainly we can we can make any other adjustments along the way as well so I will I'll get into the budget presentation we'll have time for questions and discussion after the other the final thing
117that I will say and I think it might be in my my closing slides is um just a reminder uh to the board that the requirement is for the board to adopt a budget before June 30th when the budget me uh public hearing and adoption meetings were pushed to the last two weeks of uh June I I cautioned the board to say we will not have time to make any changes just because of the timing of the two meetings being back to back so if there are any changes we would simply pull those forward into a 45-day revision or if it's minor it could be first interim as well so again there there are opportunities to make changes but the board's obligation is to adopt a budget next Wednesday night I'll remind you of that
118so themes for for the budget uh you'll hear me reiterate over and over as I run through Revenue expenditures and and our ending balance um you know that we do make a number of assumptions this is the result of a very lengthy budget development process which starts in January and all of that information flows to the person who is now sitting behind me uh Ms aracely Salazar who is our director of fiscal Services I asked her to come up and sit here just as our our principals got to sit up here I wanted her to sit up here as well and also it's reflective of she's the person behind the scenes who does all of the work and I just come up and talk about it I also wanted to say she's the one who
119makes sure that all these folks get paid because she also oversees payroll so so they can all applaud her later but it is a a Monumental task to get uh you know nearly 10 000 budget line lines into this final form that that you see attached to the document tonight um when we talk about uh Staffing we have made a number of Staffing adjustments uh you know first and foremost we do adjust our staffing every year to our actual enrollment and that continues on until we actually see the the whites of students eyes in the in the early fall so there could be changes there um we've made I'll walk you through that when we get there I'll talk a little bit more about the the mid-year cuts to this year's State block grants because
120it does have a ripple effect uh not only on this year's budget but the out years a little discussion about prop 28 and and how we're addressing that and as usual we use the most cautious assumptions for both revenue and expenditures and wait for that final budget Act so in talking about the mid-year block grants this is really just to reiterate um as part of next year's budget act the governor proposed to cut two major block grants that were allocated to us this year and so we've we refer to that as a mid-year cut this is not something that we have seen since the beginning of the Great Recession or that where that strategy was used for the state's cash purposes so we were a bit surprised by that when it happened in January uh
121to be to propose to cut the Arts music and Structural Materials discretionary block grant we had already adopted a plan on how to spend those dollars um the governor then doubled down in May and further cut that Grant and also cut what's called The Learning recovery emergency block grant we also had a plan for those dollars which included sustaining certificated staff that were brought on during the pandemic and during the recovery to address learning supports and other needs of students and so um you know those cuts of this year of dollars we received this year but had not planned on spending until the next two years does have a ripple effect on the budget and if those dollars are not restored we will have to have continued conversation on how do we address the loss
122of those dollars it's really not a problem for this upcoming budget year that starts in a week and a half but it is a problem for 24.25 if the remaining funds that we had intended to spend are not there so that would be a discussion into the next school year but as is we're sustaining all the things that we said that we were going to sustain for next year on the proposed general fund this is just the very high level look uh this is would be the back of the napkin view of our budget and how that compares to this year I'll walk through uh in a little bit more detail the revenue and the expenditures and where the variances are and how those net out the biggest change that you see on here and
123and you know I do put the negatives in Red so they pop out uh really is the change in um the the expiration of the federal one-time dollars and also those two block grants that we received this year even at the lower level that's now reflected but we would not be receiving those next year so those one-time dollars have gone away but the ongoing dollars are continuing this is uh an expanded out version of that and it outlines the difference between our the general fund has two main categories unrestricted and restricted funding and uh and then we roll that up into the combined so you can see uh where the variances are for unrestricted and restricted this year compared to next year uh if you were to look at it as a pretty picture this
124would be the pretty picture version uh and you can see our history is that revenue and expenditures tie very close together in this District in a perfect world they would be even every year we don't live in a perfect world so sometimes there's a little plus a little minus but more or less we we are making good use of the resources that we receive those last two columns which are this year and next year you can see the blue bar is higher that is revenue and that reflects the one-time grants that we received that we planned on spending next year which is why expenditures are higher in the following year these are the revenue assumptions I won't read each one of those I know the boards had a chance to to look at these at
125these assumptions and see the presentation ahead of time when the when the agenda was posted on Friday but none of these are what I would call surprises we were anything that um that is drastic would be the the cuts to the proposed cuts to the block grants which we knew back in January and then continuing in May so no no surprises since the May revision and the revenue assumptions on proposition 28 which is the Arts and Music funding that was approved by voters last year we still do not have an official allocation from the state on this and the reason why is that proposition 28 is calculated as a one percent of proposition 98 and so we have to conclude this year for them to look at what the minimum guarantee would be based off
126of the state revenue that was received this year and the portion that would be due to K-12 education with state revenue down that minimum guarantee would potentially be down as well and so the forecast is what we thought we were going to receive earlier in the year will be slightly less based off of state revenue that has come in and a re-benching of proposition 98 based off of the state's Revenue so what we have done uh we are proceeding with the hiring of Elementary music teachers which was a plan that uh the first thing that we decided to use those dollars for uh we still don't have a lot of detail either on the exact spending rules on proposition 28 those have not been promulgated uh from the state uh or any audit requirements so
127since we don't have a a precise funding level uh or even uh the the exact rules on some of the funding we're going to proceed with the hiring of Elementary but we're holding off on secondary until we have certainty around exactly how much we will be receiving and then we'll work on the plan to start push using those dollars to push into our secondary level we are in terms of the revenue budget we're putting in just enough prop 28 Revenue to cover the expenditure of those Elementary music teachers but we'll true that up once we get that actual allocation which may not be in until the fall so there is there's definitely a lag and it's usually we would know more about this but this was a voter initiative this wasn't something that came through
128the legislature and they still are struggling in many ways to take the voter intent language and put it into regulations that we can all anticipate and and rely upon and and I'm told that we won't even see the money until next spring so even if they give us a dollar amount uh we won't see the doll the actual cash until much later uh a concern that that we have on the budget side um is uh you know simply the uh the increased uh cost of special education with additional students being identified for services while at the same time uh the allocation that we receive from our selpa is decreasing so uh those two lines are going in different directions which means that our unrestricted general fund contributes more in order to continue to provide the
129services that we need to for students with disabilities and to meet the needs of of students with IEPs so you know no no Jeopardy in those services not being done but it does take away additional unrestricted dollars for a program that is considered restricted so on uh on general fund Revenue uh the tail of the tape on that is we will have an increase in our our major ongoing funding source that's the local control funding formula uh from this year compared to next year um the uh the uh proposed Cola the statutory Cola is agreed to by both the governor and the legislature so we're using that assumption we feel that it's safe that's multiplied towards a three-year rolling average of our average daily attendance and it Nets out to that many dollars just under
130seven million dollars on the federal side the negative is simply removing the last of uh the federal covid related dollars we will no longer be receiving those and so those dollars are gone the federal level is basically consistent with the amount that we receive pre-pandemic so we're kind of back to to normal on the federal funding on the state side uh same story The the drop in those doll dollars reflects that we receive two major uh one-time grants this current year we would not receive those next year so that shows a funding drop that's been known since the beginning of this budget year we have reduced the revenue down to what the governor's proposal is uh if those dollars are restored it goes back up uh and then on the local that's a combination of
131the self-offending and we always back out any uh donation uh funding that we receive we've booked those donate that donation Revenue as it's brought in because it's less predictable um so that will rise during the year just the components of our local control funding formula for your information this shows the dollars per student that we receive by grade span and uh for for the different grades uh both our base Grant and then the supplemental Grant it's divided by all students it's not divided by just our unduplicated students it's just easier to show it this way because it's consistent and then our our average dollars per student K-12 tk12 would be in the orange on the right so on the average uh just a little over eleven thousand dollars per student is what we're receiving through
132the local control funding formula the vast majority of those dollars uh first come from local property tax uh the rest of that bucket is filled up with state aid and the educational protection account so we still are receiving dollars from the state to reach our full entitlement for local control funding formula we're very close to basic Aid which is uh when you receive more property tax than you're entitled to we're really on the edge and depending on how different factors play out in the next few years we could be slightly in slightly out we could be bouncing in and out when it comes to being in either one of those funding statuses you get the one that gives you more money so that's a good thing but there are complications when you're bouncing in and
133out uh you either want to be all the way you want to be all the way in in one funding formula or the other it is it is a difficult transition especially if you're going in and out and in and out so that's something that we'll be watching very carefully uh over the next few years on expenditure assumptions I already walked through some of the assumptions that we make but we always build in the uh the increases for both certificating classified salaries as employees move on step or column we look at the rates for any pension contribution if those rates change we build those in pers is going up next year stirs the rate is staying the same but salaries are higher so we pay more for stirs on books materials and supplies uh some
134of the things that are happening here uh as the board knows we made significant investments in student Chromebooks during the pandemic and those were paid for with the one-time dollars that we received during that time to help ensure remote learning could occur now as those devices age out they become part of the ongoing operating budget as we replace that so those have moved from restricted to unrestricted and now we're accounting for those dollars in an ongoing way on the on the unrestricted side on Services we're definitely seeing a rise in our special education Transportation costs so a goal is to to rein in those costs and really that's done through efficiency it's not done through making decisions on who gets it or not students either qualify or not but we'll try to be more efficient
135with that and and look at all of our options as we go into this next year in the final year of our current contract we also uh had to contract out for staff that support students with disabilities during the last year as our own staff were unavailable just because of the labor shortage the Assumption in the budget is uh we will hire more of our own staff contract less so there's an increase in classified salaries a decrease in Services we would prefer to have those people be our employees and so you know we endeavored all throughout the last year to do that the budget assumes we will continue to try and hire our own people first before we con before we contract out to meet those needs uh this is just a graph showing the
136increase in our special education costs over the last few years both core services in instruction and services and the transportation costs on top of that uh this is a rundown uh just on the full-time equivalence of uh both certificated and classified Staffing so you can see the different categories of both certificated and classified and what the net changes are uh from this year into into next year um you know certainly the the increase on the on the classified side uh is reflecting that increase in instructional assistance over what we had this year it really is just building back into the budget well the ones we started with the beginning of last year and didn't end up with this year and then uh the the certificated side is you know adding additional counseling support and then
137making adjustments for both the music teachers and Staffing to our enrollment on expenditures you see how that plays out throughout the budget the um the books and supplies the increases very low that item always goes up when we uh when we bring the budget back to at first interim after we close out this year and we see what dollars are available for carryover on restricted programs or any donation dollars that were unspent at the end of the year those go back to the school sites and so you always typically see the books and Supply number go back up when we bring a subsequent revision to the board this is two different ways of of of looking at the same expenditure budget uh with the expenditures on the left showing who or what we spend those
138dollars on and on the right is what purpose uh do we spend those those dollars on so on the right you can see instruction pupil Services instruction related Services is most certainly the the biggest piece of the budget as as it should be on the left hand side you can see where people business and so most of our dollars go to salaries and benefits on the ending balance we're able to meet our minimum uh requirement for the current and subsequent to fiscal years so uh if you don't certify the budget as positive qualified or negative at adoption but if you were doing that right now it would be a positive budget the unrestricted general fund we do reflect a modest surf plus there is a deficit on the restricted side but that again is it
139reflects that we received dollars this year that we did not spend next year we will spend those dollars that we will not receive next year so that if you look at it over the course of two years there would be balance because of that that plan it's okay to have a plan deficit it's an unplanned one that you worry about and as we close the books uh in starting the week after next uh any uh savings that we are able to capture through unspent budgets that will increase the beginning balances for next year we'll update you on that in September so this is the ending balance comparison um again the the biggest red numbers there on the restricted side is exactly what we plan to do and how the breakout of those dollars Below in
140how we set aside the components of the ending balance uh these are the components of the ending balance that the board has previously committed no change there other than every year we increase the band uniform replacement fund by ten thousand dollars so that's reflected there everything else in terms of board commitments uh stays static from this year to next year I thought I would show this uh we've never shown this to you in the budget presentation it's always included in the in the full document of the restricted general fund ending balances this shows all of those dollars that have strings attached to them uh and the anticipated balances for this year and at the end of next year what those anticipated balances would be really it's showing that we are no longer in the business
141of Esser or any of those other federal funds those are fully expended and that the learning recovery and Arts and Music dollars will be significantly spent and the resources will be slim for the following year if there is no restoration to either one of those grants this is a statement of our balances and excess of the state's requirement that we have at least a minimum three percent Reserve uh we always show this to you of course uh it is good to have more than the minimum uh because that would only carry us for uh just several weeks of of cash on hand if that reflected our cash balance and we certainly want to make sure that we have dollars to get through any actions by the state or any other unforeseen circumstances and so we
142we present those dollars but we are below the the 10 percent uh cap on unrestricted uh reserves that that has been triggered last year and this year so we meet that requirement as well uh I won't go through the multi-year revenue assumptions uh the the board has seen these before uh and just get to the bottom line which is as we look out over the next three years what this chart shows with both revenue and expenditures blue being unrestricted green being restricted what you see across the three years as a very stable spending plan with very stable level of reserves that hopefully could weather a storm that that we'd either will or will not happen but we will have resources to to manage any downturn or any further actions by the state to lower Revenue
143that that we may or may not get so this is a very stable budget that that I would recommend that the board adopt so when would you do that tonight we're having the discussion uh next week would be adoption of the annual budget if needed and depending on the date that the governor signs uh the budget act it would be July or August when we would bring a 45-day revision that's a very simple revision we can do that on a spreadsheet we don't do the the hundreds page document that you see tonight in September we bring you the unaudited actuals where we capture savings and adjust the beginning balances and then once again in December will be the next opportunity after that for the board to review and weigh in on the budget with our
144first interim budget report so with that I turn it back to trustee Rollins thank you and this is the time this is the time that excuse me mother there we go okay I'm sorry I got lost for a second this is the time and place designated for a public hearing and pertaining to the proposal proposed annual budget 2324. have any blue cards been received we have two blue cards thank you when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we will have the timer on the screen and your mic will be muted when your time has expired the first speaker is Dominique menente good evening my name is Dominic manente and I
145reside in the district I'm here tonight to call attention the fact that the proposed budget does not include a salary increase a salary schedule increase for teachers and staff uh while I'm confident in uh Mr Dill's projections and Analysis historically this board uh it has been the practice of this board not to approve or to approve budgets that do not account for increases to the salary salary schedule for teachers and staff this practice not only seems fiscally irresponsible but sends a message to teachers and staff that they are not valued by this board unfortunately this practice also means teachers and staff are left to fight for fair compensation while sometimes when often little revenue is left to be sent it is understandable that there are years when salary increases for staff are not appropriate or
146reasonable because of the fiscal Outlook of the district however this is clearly not one of those years as the summary States the governor's budget includes an 8.22 cost of living a judgment adjustment to the local control funding formula which conservatively projects 7 million new and ongoing unrestricted dollars for the district there are certainly funds available to budget increases to the salary schedule as we just saw from our principals this district and these schools are doing amazing things and as you know teachers and staff are in an integral part of making Carlsbad Unified a world-class District what message is being sent to not only teachers and staff but families and students in our community if there's no evidence in the budget that shows this board values retaining and attracting quality teachers keep in mind teachers and
147staff are not asking for a raise we're only asking to be fairly compensated in relation to the rising costs of living please show your support for the dedicated teachers and staff of Carlsbad Unified School District by waiting to approve a budget that includes a fair salary increase schedule thank you thank you next speaker is Skip Hammond [Music] good evening trustees uh my name is I'm a resident of the Carlsbad Unified School District and I withdrawal my request for comment thank you staff do you have anything to add uh not at this time thank you trustees do you have any questions uh thank you for the presentation just one question when you mentioned that our Salpa funds are decreasing I'm sure you've told us but the reason for that is that I don't remember could you
148refresh my memory certainly and I didn't spend too much time on that on that slide um while the dollars per student are going up for that specific funding stream um they are allocated to districts based off of their average daily attendance so State uh Statewide supple-wide district-wide average daily attendance has been declining over the last few years and so when you multiply more dollars per student times fewer students you see those dollars decreasing special education funding is not allocated uh based on the number of students with disabilities who are served and so this has actually been a problem since prior to the pandemic when the Statewide decline in average daily attendance began because at that same same time districts were identifying students at higher numbers with special needs and so so yes those lines have
149been going in the opposite direction from a Statewide perspective for quite some time and not only is that happening with the with the gross dollars that are coming through the selpa but the selpa also has its own overhead and as it increases its budget the net that is left over to distribute to districts also can be decreased by that amount and so so we're seeing approximately six hundred thousand dollars less this year or I'm sorry next year than we had this year based off of those two factors of average daily attendance and the the selfas overhead chipping away any other board questions just either Beth are we anticipating our enrollment to change significantly in the fall and how would that affect our staffing so we're we're looking at uh essentially a flat enrollment for next
150year and so there's a difference between enrollment and average daily attendance and um uh we we do adjust enrollment numbers um every year and where we can find efficiencies you know we we staff to the formula the students that we have are you know moving through the system and so as they're as we have bubbles that are moving into secondary away from elementary the Staffing formulas look a little different on that and so we're able to to capture some efficiencies in there but at the same time we're also adding Elementary music teachers that before were paid by donations so you know there's there's some adjustments happening both ways in terms of Staffing um to to continue to meet the needs of students additional questions trustee Warren um Mr Dill for the prop 28 funding when
151because I know other districts are actually receiving that and they're actually spending it and getting ready for next year so just curious how when do you see that happen for Carlsbad yeah so uh what many districts did this current year is they use the Arts music instructional materials block grant for Arts and Music funding and so many districts kick-started their music program using that we determined to use it for instructional materials but some districts use those dollars so it may be if you're hearing from other districts that this year they were using money for additional Arts and Music it was coming out of that block grant we didn't we made a different decision on those dollars um we were given informal estimates at the beginning of the year of what prop 28 could look like
152for our district which we used as a planning tool but we do not want to plug in Revenue that's not going to happen and so when we started to see the decline in state revenue knowing that that would have an impact you know I became concerned that if we fully budgeted against that estimate that we would come up short and so in in having discussions internally we you know determine okay first of all let's make good on our um uh I don't want to say it was a promise but it was a commitment to to implement that music program at the elementary level the complication at the secondary level is um with exactly how those funds can be used it's pretty simple at the elementary level it's more complicated with the number of sections and
153exactly how do you define art I see it everywhere but you know how do you define art and how that fits into a master schedule so until we get more certainty on the rules and exactly what the funding level is we thought it was prudent to hold off on any further planning at that level well certainly when we get those dollars they will be restricted for a certain purpose so we will use them for that purpose you are allowed to carry those dollars over so anything that that can't be implemented say by the second half of the year you know could be used one to perhaps kick start by instruments and you know other equipment this year and plan the Staffing piece for secondary the second year so you know we've got lots of options
154ahead but I really do want to wait until the rules are clear and the dollars are certain so just to clarify I I know the difference it wasn't that I was speaking to the actual prop 28 money that was starting to be looked at for the 23-24 school year so I was just curious about that and then um within those estimates did we get any guidance on possibly using a portion of that estimate to kind of prepare for the 23-24 school year the again the the estimates that I have are actually from school Services of California they're not coming from CDE or the Department of Finance and so it's while they're they're generally very reliable in their estimates um not until we actually have um a budget bill with those dollars in the funding formula
155in there can we really know what that means and so the school Services estimate is probably very close but it could be off and and we don't want to have a bad day any additional questions I do is it a follow-up to that one no okay I had a question too is there any other questions okay um Mr Dill you and I had had a conversation about CTE and ensuring that we have Equity amongst our schools in those programs especially in middle school and then we also had a speaker talking about um you know budgeting for salaries and then we also had a request to make some adjustments what are the time frames that can where the board could ask staff to make adjustments to the budget is it the first interim second interim 45-day
156revision or at what points can the board make those requests sure uh in terms of the the budget development um I will say the time that I'm paying the the closest attention to the board and what what goals and actions and services are when you're having those discussions in the spring in the workshop and the follow-up discussions that Dr Nye leads because lots of ideas are presented and you know I'm capturing either consensus or things that are actually making it into the plan and we then plan on okay how would we work this into the budget so that that is key number one is during that process but as uh but there are many different touch points along the way as Dr Nye pointed out we will be bringing a report on the CTE plan
157in October November and so as the board reviews that plan and the status if the board has a vision for what it wants to see in student outcomes or you know parity Equity across grade levels that would be an excellent opportunity to have that discussion and you know that would be recorded and if there's consensus either by thumbs or motions um you know similar to the the what happened with item 7.1 earlier today um you know we would work that in as you know a budget request that would make its way into the budget so from a board perspective there's there are those Workshop opportunities there are other strategic plans uh where the board has opportunity to say we support this or or staff we would like to see this outcome can you develop a
158plan that does that we figure the actions and services and the dollars that are attached to that bring those back as part of either that planning process or the budget planning process and then of course as you just mentioned the 45-day the um the interim the two interim budgets you know even at the time when we we present unaudited actuals in September that could also be a discussion to say hey we now see you're reflecting a higher beginning balance or additional revenue from the state and the trailer bills that have now been signed in August we could have a discussion on how to use additional Revenue sources at that time as well so plenty of opportunities thank you Dusty where did you have additional question um so you mentioned about uh how much money or
159that it was costing a lot in terms of special education staff and Contracting out and do you anticipate a change with that that we can instead of Contracting out that we can hire the district can hire and you know what are your plans with that are you preparing for that you know participating in County hiring fairs or you know so we can't because I do know that and that cost is very high and it does impact our schools sure so you know that's really a question for Mr Grove or Ms Arius um uh but you know our our goal is that we hire our own people first and so that's the Assumption we built in the budget it's actually what we started this year with as well and we had to make changes through the
160year we actually lowered salaries and we increase Services correspondingly when we could not find people to fill those jobs however we were able to find services that would come in and do it so we did have budget shifts through the year we've shifted it back to our own people and that certainly is our goal and if Mr Grove would like to talk about the hiring practices I guess first when when Mr Dill says that we reduce salaries what it means is the budget line for salaries not that we reduced salaries because that would uh that would work against the the prospect of hiring more folks the reality is the agency's had difficulties finding sufficient staff as well the labor shortage is something we've been experiencing pretty much in every Market sector there is some indication
161that that may be lessening we have been participating in recruitment fairs as a district you may have noticed that all of our district Vehicles now are sporting lovely magnetic recruitment advertisements on the side of them so we're getting a little bit more creative about our Outreach and trying to get into the market ahead of time so that we're hiring sufficient people without necessarily the spots to put them in knowing that we will have the need come come fall great another question yeah um just for my learning the other assignments that you have listed here on um slide 20 what is that other assignments is just the dollars that are above and beyond the five percent minimum uh board reserve requirement that we have not put a name on and so those dollars would be available
162for any other economic uncertainties that we may see you know certainly with the loss of of dollars that we were promised at the beginning of this year it's good to have an additional cushion should those things happen to you and so other assignments is basically you know between that that five percent board minimum and the 10 percent cap on um on unassigned reserves then uh assigned an unassigned reserves that's the difference okay so just for my understanding so the max is 10 percent but the minimum is three percent but we're at five percent in addition to that we have the monies that are in that other assignments line correct so the the commitments uh don't count towards that that 10 cap so the board has said previously we would like uh the district to set
163aside these dollars so we have done that when you take that out you look at the the five percent minimum plus any other dollars cannot exceed ten percent last question sorry um and you have their how how many times I mean because I'm new how many times have you like actually dipped into that well uh you know there's both restricted and unrestricted reserves and so you see you know in the presentation that we are intentionally dipping into restricted reserves next year because we built them up this year and we're spending them next year so that's that is a intentional spending plan that uses savings from one year to to spend the other uh you know last year we did have a slight unrestricted deficit and so um the that impacts the bottom line so the
164unrestricted reserves actually decreased last year and then increased this year and is that percentage different or you know I don't know what the percentages are but the the but we were able to maintain all of our required minimums and stay below the required maximums thanks any additional trustee questions thank you uh may I have a motion to accept the proposed 23-24 annual budget exhibit a so moved Williamson a second and uh trustee discussion trustee Williamson I just want to have it in the recorded in the minutes that the staff is directing or the board is directing staff to allocate allocate eight hundred thousand dollars to provide extra support for struggling elementary students if the Arts music and instrument instructional materials discretionary blog Grant is fully funded I couldn't totally hear that just clarify for me
165okay it's just a reminder that in under this agenda item that what we decided on the last agenda item will actually be part of the budget it's not only going to be on the lcap it's also going to be on the budget thank you that's what I was in Clara any other discussion I also have some discussion um I would like to make a request of my colleagues to see if we could um request that as part of the unaudited actuals or if we do have a 45 day that we have a discussion about the the equity within our CTE programs I'll just remind the board that we had this discussion back at the beginning of the year and I don't know if you recall trustee Williamson but I was referring to some of our
166programs that have more equipment than others in our middle school and I was advised to wait till we have a budget discussion to deal with those issues and so what I'd like to instead of taking time today because I understand that we can't make a lot of changes anyway what I'm requesting of the of my colleagues that we connect it to either a 45-day or the unadactuals and that we could have an additional discussion about the equity amongst CTE programs at our different sites Jesse Williamson so when it was brought up before was it during the CTE presentation yes that's okay okay that makes sense to me so I'd like to see thumbs for my colleagues and is the direction clear from staff thank you in any other discussion okay uh Miss Garcia could you
167call for a vote trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes motion passes four to zero thank you and I had a request for a break so we will be taking a 10 minute break and we will return at 8 47. thank you thank you we want to continue with the meeting so we now move uh on to 8.1 information discussion action item approval of our discussion of the Strategic plan for diversity equity and inclusion belonging forward together trustees based on the motion approved in item 4.1 this is now an information discussion item and we will not take action on this item tonight I will now hand it over to Dr Churchill next slide please Dr nine for Steve Zam uh proud to introduce this item tonight I'll start by sharing
168some of the background and then I'll hand it off to Dr Nye to present the draft plan we've titled forward together a strategic plan for diversity Equity inclusion and belonging next slide please as Dr and I mentioned earlier this is not the only working strategic plan in Carlsbad Unified in addition to our local control and accountability plan or lcap we also have a three-year strategic plan for educational technology and a three-year strategic plan for career Pathways next slide each of these plans are rooted in our District's Mission Vision core values and graduate profile next I've shared this slide in previous presentations and I think it's a great illustration of what we're trying to accomplish when city planners determined that wheelchair users required an additional accommodation to more safely Traverse City Streets they introduced what's known
169as a curb cut while it was intended to address the specific needs of wheelchair users something interesting happened after it was implemented it turns out that many members of our community benefit from Curb Cuts bicycle Riders senior citizens parents with strollers and even delivery drivers two will many members of our school Community benefit from the actions described in forward together this plan is not about taking anything away from folks rather it's about ensuring that our classrooms are safe and welcoming for all in order to provide opportunities for every student to excel go to the next slide please and actually one more thank you there were many opportunities for stakeholder feedback and data collection over the past two years you can see here some of the primary inputs used in development of this plan we'll also
170listen to public feedback tonight and as the board directed during the approval of the agenda at the beginning of the meeting will bring the plan back for formal approval at an upcoming meeting as you know we posted the draft plan publicly in board docs as part of this agenda item on Friday June 16th the goals and success indicators for the plan received board consensus back in February and were posted to the district website in March these were used as the basis for the development of the plan in fact we've made at least 13 presentations to the board over the past two years that made some reference to the development of the plan each of these are posted to our website as well Dr nye's team met with over 1 000 educational Partners through a variety
171of listening and learning sessions Community meetings and focus groups over the past two years this broad range of educational Partners included families community members students and staff representing all grade levels and school sites online surveys such as our annual lcap surveys an equity survey in 2022 and a deib survey in 2023 also resulted in over 8 000 participants sharing ideas and feedback accordingly it will be staff's recommendation that the board approved the forward together plan at an upcoming meeting as soon as all five trustees can be in attendance so that we can continue planning for the new school year of course as with any item on the agenda it's always within the purview of the board to provide different direction or a different timeline for approval and implementation I am however truly hopeful that a
172plan can be approved in the very near future and that our community can rally around the ideas in the plan and with that I'll hand it over to Dr Nye all right thank you Dr Churchill and thank you trustees and good evening again as Dr Churchill had mentioned uh there are numerous ways in which we collected the feedback regarding the deib plan over the past several years staff attempted to compile the feedback into categories under these three overarching themes and I just wanted to read those out loud so theme one is communicating and communication and understanding and some of the areas that we compiled to the top were building trust with staff parents and Community create regular opportunities for input and engagement communicate consistently and transparently understand and include diverse perspectives culture race language Etc
173and students and staff want to be safe respected and engaged theme two systematic or system-wide support staff training and professional learning instructional practices and assessment curriculum class offerings and materials accountability and high expectations and differentiated support systems for students theme three structures for learning emotional and mental health and wellness diversity of staff and representation positive School climate Behavior expectations and accountability as well as closing academic gaps this is the listing of each of the goals and success indicators that were approved by the board in February is staff did add a third success indicator under goal one as you can see here otherwise our two success indicators would have already been accomplished so we added developed district and site-based advisory committees to engage in meaningful conversations collect feedback share information and communicate progress towards goals and
174success indicators as well as in the plan we added actions and services around that particular success indicator since that time that these have been adopted staff have been working to align all of these goals and success indicators with actions and actionable ways to achieve those exhibit a includes a copy of the full draft with each goal highlighted along with the success indicators and as I mentioned before 40 specific actions that are listed in the plan forward together this slide outlines the general format for each of the areas and themes so you'll see at the top theme three this is an example structures for learning the goal is highlighted in blue there build structures that incorporate diversity Equity inclusion and belonging and then we have the success indicator that directly relates to that goal and theme
175develop structures to ensure cusd sites are safe and welcoming for all including training for students regarding building a learning community of inclusivity respect and equity and then there are actions associated with that particular goal and success indicator you'll also notice that it's a little hard to see maybe for the audience but to the right of that is an implementation year so similar to the way we did our CTE plan our career pathway plan we have a three-year strategic model in place and so we wouldn't anticipate all of these actions being done in year one we've spaced those out accordingly for um just workload as well as you know what we can accomplish in in each of the years these are the links to the exhibits exhibit a as I mentioned before is the full draft
176plan and exhibit B is an expenditure plan with proposed expenditure actions described in the first year I'd like to note that many of the expenditures are coming from one-time grants that we've identified approximately 88 percent of the expenditures of the four hundred thousand dollar budget that we're anticipating is coming from one-time grants only about 12 percent would be coming from ongoing money identified in the budget in closing I want to thank all of the people who provided input that we received from the staff as well as the staff that helped create the draft plan one of the key areas of the plan is a proposed partnership with the Anti-Defamation League the Anti-Defamation League is a widely respected leader in anti-bias training and education for over a hundred years no place for hate is ADL school-based
177program that helps schools raise awareness and take action to address bullying and harassment to create positive School environments from the ADL description of no place for hate our program they're quoted as saying our program is holistic school-wide approach to improving School climate that amplifies students voices in creating the school they want and leveraging the wisdom of teachers administrators family members to achieve their goals in climate no place for hate programs provide training for adults and students and support and student-led support programs to build positive School climate some of their program goals are to create respectful inclusive and safe communities to build understanding of the value of benefits of diversity to improve inter-group relations to eradicate racism anti-Semitism and all forms of bigotry and to include personal responsibility in the promotion of justice and equality many
178Local Schools as well as schools Across the Nation use no no place for hate just to give you a few statistics nationally 2 596 schools use no place for eight programs 216 schools in California and 169 here in San Diego County participating students include over 2 million nationally 216 000 in California and 139 000 students here in San Diego County in a recent call with no place for hate local Representatives they reiterated these core values and principles and also explained that their curriculum does not include critical race Theory or CRT the no place for hate framework allows for schools to select site-based activities that are personalized and meet the needs of our school communities and with that I'm happy to turn it back over to you vice president Rawlings thank you this is the time
179for public comment have any blue cards been received we have 52 blue cards for this agenda item in order to allow speakers to present their comments and ensure we are able to properly attend to the business of the board per board bylaw 9323 public comments are limited to 20 minutes in exceptional circumstances when necessary to ensure full opportunity for public input the board president May with board consent adjust the amount of time allowed for public input and or time allotment for each speaker for this item because there are 52 speakers trustees by a show of thumbs do I have consensus to extend public comment to 20 26 minutes which would give each speaker 30 seconds trustee Williamson um I would be comfortable extending so that each person gets one minute this is a plan that
180has been long time in the making and so I would be comfortable [Applause] maybe we have an order maybe we have order please [Applause] trustee Williamson can you repeat your comment please I I was just saying I would be comfortable extending the time because this is a we've been working on this a long time the community is very interested and involved and invested and I would like to hear from everyone not everyone everyone well we're going to talk about that new cards yes um how did the other um I'm not interested in that but um if if there's more consensus then um a minute would be fine I have two I'm interested okay uh do we have three trustees that are interested in that so um each will get one minute um and uh um
181I also wanted to state that um that due to the reorganization of the meeting um we normally and customarily uh use our fingertips instead of clapping and so therefore it was um it was missed in the beginning of the meeting so we allowed for it however we will be going back to our tradition which means we we invite you to um to show your support for the speakers by waving your fingers rather than clapping or um or cheering and this will also help to save time in order to allow for one minute for speakers I will also ask for three speakers to come up at a time so we can keep the flow of speakers attending so the first speaker that I have is um Liam Ferguson second speaker is might might barello and third
182speaker is uh krisha [Music] um meeting community [Music] um devices [Music] thank you next speaker [Music] legislature identity now please um again [Music] foreign the plan is extensive five hundred thousand dollars for the first year the listening and learning sessions never even went over the plan we support education not indoctrination is just a new language series agenda thank you [Music] good evening my name is educated by these wonderful Educators um every day d-e-i-b is not divisive it's supported by the national PTA by the Board of Education because they are in it with the children they are there to make sure our students are educated well-rounded and ready to move on by diverse Futures whether they work whether they go to school they are prepared our kids are going to get kicked out of colleges because
183they don't know yes we've all seen it every where I'm Tamara Dixon is a divisive teaching that these teachers want to teach our children it is making them victims and giving them um okay let's let's go over that okay I just want to say we are all failing our kids it is the teachers who teach the Marxist ideologies and the parents who refuse to step forward to oppose this type of device of teaching parents it's time to step up and get involved with your child at school my last thought for you um trustees is the philosophy of the school room in one generation will be the physical philosophy of government in the next and that's from Abraham Lincoln and basically what it means thank you um Katrina Kathy Murphy and Heather [Music] my husband attended
184a religious law school and we were married in a church but together we made the decision to send our kids to public school and I made the decision to teach in a public school because of the indoctrination misinformation and teachings that were not aligned to our family's values we do not want our children indoctrinated we want them attending a diverse School District Embraces deib [Music] e Kathy Murphy okay moving on Heather Benson UMC for 15 years I've been on the volunteer for over 15 yearsd for three years every student those whose parents are for and against eib will benefit from a positive school and environment we want students who according to your own cusd vision and graduate profile are career in college ready is a necessity Dei is human kindness in action it is intelligent
185and inclusive preparing students for a diverse future I want to congratulate our principals most of you who I've known worked with volunteered for over the last 15 years um thank you um the next three are Janine Austin hananich and Scott Davidson good evening thank you for the opportunity um there's obviously a lot of diversity even in this room tonight so based on that I have three simple requests For You full curricular transparency make it easy for parents and the public to find the curriculum number two full parental rights give your parents the option to opt out of any curriculum that they find unsuitable for their child number three no gender ideology in the curriculum or the classroom this issue I think is best stressed by the family thank you please next speaker [Music] hi my
186name is safely without being bullied you say no this opens the door for students to be able to be a bully let's teach our kids to be respectful to one another please pass the daib so that we are kids to be kind to one another and not bully anyone we are all tired of hearing that kids are alive let's pass this thank you [Music] don't cross that bridge the best way to the top is to drive into the Ravine with this car I will sell you for 450 but wait you asked me there faster trust me the man says everyone else at the bottom so you decide to think about it for two years and you say no together [Music] please uh Diana Gary Steve Morrell and Sharon Bowden Houdini on the summer solstice and
187I'm a homeowner I'm here because I'm a big supporter of the students for Dei and I have learned a lot about bullying that's been happening amongst our students CRT the diversity plan shows a commitment the Dei plan shows that were passed against anti-racist education and also supporting the lgbtq Plus we're resonated with the Valley Middle School presentation is the movie race to be human when the principal said it was the first time some of the students were actually seen and heard on campus and that is what d d i b is all about thank you morale no Steve um plan on track I'm asking you to please not let it become derailed by those who genuinely misunderstand or intentionally mislead others even is and how much is needed one example Harmony stream for all teachers
188this social emotional learning program needs to be equitably implemented itself too many students and even adults who should know better are getting it we know it's true thank you uh next year Jordan King Cooper and Michelle Van Hooten good evening thank you for the opportunity my name is Jordan King I'm a Carlsbad resident taxpayer property owner uh in my day job I'm also a police officer in an inner city area of California uh I've seen firsthand in my own police department and in schools in my area where this Equity University training is having positive effects so I'm going to ask very politely it's going to have a good effect on our kids it's going to be beneficial for the future it's going to help our children succeed across a diverse and in beautiful globe good
189luck [Music] my name is Jason Cooper and I'm a proud graduate of Magnolia Valley and CHS all students deserve to be treated with dignity and respect all students deserve the opportunity to have access to an academic curriculum to help them be successful all students should be kept safe while after school in Carlsbad disrespect academic success and safety hinge on sexual identity or religion [Music] a sexual ideology looking to masquerade as part of an academic curriculum may I remind you these are children minors and human beings who are incredibly vulnerable keep di out of our schools and continue your excellent work which has clearly been reflected in the data and testimonies presented by our principles here tonight thank you next speaker order please education right it's no place for hate but education is about education is
190it about math it's about literacy the best thing we can do for children is give them an education the worst thing we can do is divide them I I just want to ask one question what is identity politics done to unify us as a nation you're working hard but to stop this division let us do the best for our children let's do the best for our nation let's love each other like we should next three are Alicia Torres Lori Varga and Christine Robertson [Music] going once I do live in the district I have two children who attend um I wanted to come down tonight my husband and I were born and raised here and feel very fortunate to have such amazing public schools for children to attend thank you for making the right choice moving
191forward with implementation development and funding of this program um we as a Christian family we are so very fortunate to have a um our children attend a religious education otter Parish every Sunday I believe in the separation of Christian State I do understand this is um this this is all this is all a congregation that has come forward so I thought it was very important that you know that as a fellow Christian that we do also support this [Music] is accountable and how to respect the parental rights it is really beyond me even within the same skin color we are a diverse population we are inclusive because we do we love our fellow man no matter what you look like no matter who you are no matter what you are choosing that's not a place
192for this and in this educational setting I believe that you guys should do the right thing and spend the money where it's needed [Applause] next speaker [Music] and is [Music] we need to pass it thank you um the next few speakers are Madison Watts Alicia Sutton and Mary Oren foreign [Music] yeah that each of each person here has a perspective that deserves to be heard equally including me that is what dib does it makes students feel valued the real objection to this plan is that it makes some people feel uncomfortable let's make no mistake these reactionaries many of whom do not live in our district feel uncomfortable about the presence of people that the deity plan will help be seen and included we should not allow their discomfort to tear apart our supportive Community please
193choose to increase the safety and belonging of all students and how they feel in our Carlsbad schools hello my name is Alicia Sutton and I have three kids in the district Rewritten my speech like so many times um basically yeah [Music] it's all about simple humans we teach our kids to be kind respectful human beings no bullying you know all those things it's always been here but now we're calling it something that there's a movement to get rid of [Music] doing this evening um thank you so much for your great work my name is supports and feels tremendous gratitude toward our great teachers and leaders in the community who are doing all it can to help our youth navigate today and tomorrow so that when our kids get to lead they will be the best
194they can be to help guide generations of more kids to come let's make forward together happen to provide deib for kids and watch them build world of power strength inclusion that we can all be proud of celebrate applaud and enjoy thank you so much for your important work I really appreciate it thank you the next three are Christina McGoldrick Drake and Mason Burns [Music] Unified School District is a public District that is maintained a public expense for the education of children of a community that constitutes a system of free public education including primary and secondary schools it is not a school district exclusively for the enrollment of One race ethnicity or religion that would be the definition of a private school thank you hello my name is Carlsbad um I have three kids two that
195are four CSC students that are in other districts and one that is the current COC student um that's what this community is about passion and passion is an emotion emotions are great passengers but they're terrible drivers transition please on the plane to spend valuable time and money educating students on core academics not forcing sexualizing ideologies into children's classrooms cusd has not provided any data or evidence that Dei improves the academic and social environment for all students in Dei we use to pressure lgbtq sexual ideologies upon children in the community us next three are Danny Cooper David Menard and Grant Wells [Music] High School for the past 36 years I agree 100 there is no place for hate I am here to speak though against approval for the Dei agreed to them not because I am
196against any particular group but because of what the curriculum has uh embedded sexual ideology content being taught to our children even more so I am extremely concerned about the lack of transparency of the parents regarding the teaching of this curriculum parents must have a hundred percent transparency from this district for their children as a teacher at CHS I am constantly being told to uh always be in contact with the parents regarding uh behaviora why should that change it should not and must not that this does not happen please please [Music] hello my name is David Bernard I'm a member of the community I have two grandchildren in the district I uh thank you for hearing me uh nice meeting the cusd is doing a great job protecting students from discrimination and bullying and all the
197things that you are Desiring to accomplish in the eei virtually every principle and every video championed deid and this belonging environment which I think is wonderful uh there's great care being taken to ensure there's no racism or exclusion in our schools and I would say Well done uh in May of uh this year the cusd held the Dei listening learning meetings and then the problem was you never revealed the Dei plan and I'm wondering why uh why was not revealed until this last week or so I'm wondering what was done with the public feedback from these evenings uh the parent feedback from these meetings was overwhelmingly against the eei as I went through it 427 against ncei and only 159 supporting it that's a three times [Applause] order please [Applause] standards I believe we need
198to take a deep assessment of that in addition we sat through additional budget conversations where there's now a 10 million dollar deficit which was projected because Federal funding was guaranteed the major concern I have is as you can see from tonight there is Major division with this plan it needs to be reviewed and assessed it does not promote the objectives you've already heard those that are being accomplished I would wish for this money to be dedicated somewhere else where you can achieve the Milestones with which you set out for thank you next three speakers are Randy Krause Amy Calhoun and Jane Palmer my name is Randy krausen earlier tonight I heard someone say have the courage to pass the Dei it doesn't occur to me that that really takes much courage because the staff isn't
199showing anything but positive let's just pass this Dei so in preparation for tonight's meeting actually a couple of weeks ago I started researching this myself and what I would encourage you to have the courage to do is to actually put aside your own social and political opinions and just look at the science and the facts the risk of getting this wrong is really too high the lgbtq agenda is not based on hard science I was searching for it though but I did find studies on both sides of this issue and reaching opposite conclusions in my two seconds if you look at the risks how can you make Calhoun foreign [Music] Calhoun you live in the district and I have a daughter who attended Sage Creek di is directly impacted my own child for example my
200daughter's English honors class was extremely challenging she was struggling because the content of what was on the test and the finals was not being taught in class when I asked what was being covered she shared two pieces of artwork the first one was about lgbtq Prejudice the symbols in the Arts suggested that if you don't support this agenda then you would want to kill a homosexual person the next piece was called The Surrender by Joseph Griffith this artwork depicts America as a hateful evil country and implies that Americans are excessively racist this was being taught in place of what my child was expected to know for a test California's 42 out of 50 states in State Testing cusd needs to focus on English math science and history based on our experience I don't see how
201cusd has time to be focused on anything else [Applause] order please order please next speaker good evening my name is Jane Palmer I've been a resident in Carlsbad for 35 years sexuality and gender ideologies do not belong in the schools as a community we must stand for the truth we need to put our foot down and say enough is enough schools are meant to be for teaching subjects like Reading Writing and math we need to return to the basics of education and focus on what is really important on campus on campus these topics such as sexuality Should Be A Private Matter between families and their children parents have every right to support their child in whichever way suits them the best but public school students are here to learn please allow our children to be
202children let the children learn and grow in the school district instead of indoctrinating them and pushing life-altering decisions I hope that the Carlsbad Unified School District will agree that parents deserve every right to have full transparency in their child's education and bring it back to the basics and teach our students Reading Writing and math and not sexuality or gender Meryl Adrian Lori Varga and Matthew Locker so are you speaking okay third one great thank you go ahead Matthew Locker hi my name is Matt uh I wrote a little speech almost 10 pm and I think everybody uh agrees We're Not Gonna really convince each other of anything please pass this plan I think you have heard enough things tonight both in support of it and you've heard people speak against it in ways that should
203convince us all it's totally necessary please pass this plan thank you thank you um last call Merrell Adrian and Lori Varga okay next three is uh okay I don't know how to pronounce it Brandon T I can't read the writing um Jason Muir and Tyler Brown [Music] first I wasn't sure if I was first okay um good evening I'm Brandon Johnson Carlsbad resident and president of the Carlsbad equality coalition I stand today in support of your Dei plan a plan has become entwined to discussions that have Breezy Pat our concerns at the recent city council meeting the lgbtq plus communities compared to extreme ideologies like Nazism let's remember that one of the earliest acts have been times by the Nazis was to burn the books of The Institute of sex research a clinic that supported
204transgender individuals lightning advocacy for lgbtq plus rights or any group seeking equal rights is such a regime as a misrepresented that borders undangerous as we navigate discussions about this Dia plan let us remember the importance of college respect let's equip our children not with fear or Prejudice but with respect in understanding instead of called time to enabled where intentional heat of those negatively impacted by assistance we should have outgrown I urge the board to adopt this di plan of forming the worth and dignity of every student thank you next speaker hi my name is Jason here I live just outside the district but my kids also play with other kids and Carlsbad district and our whole family and you know things out here but what am I asking for I'm asking for a full transparency
205and curriculum and parental rights I would like to say no to sexual identity and gender ideology curriculum groups or celebrations on public school campus ceramifications of exposing kids to these ideologies and are detrimental risks include High suicide rates and gender dysphoria the Dei plan goes against my beliefs and values I want transparency with what is being taught so parents can make an educated choice to expose their kids to these controversial topics let us get back to teaching the basics like math and science and not following trends like the big commercial companies across the United States like Target next speaker [Music] Tyler Brown I have four kids in the district I appreciated the trustee opening with a quote from Reverend Dr Martin Luther King somebody I look up to he was a reverend and he championed
206the Civil Rights Movement he did so I believe with Christian principles now that's not to say that anybody should be indoctrinated with what I believe I agree with that public school separation of church and state I see that every day my daughter the other day was told she was not allowed to read a Bible during sustained silent reading okay so I see the separation every day and I'm not asking to push my values on to you I'm asking for what you're preaching here inclusion let's sit together and let's rewrite this thing in a way that does include everybody there's opposition obviously not everybody is feeling welcome safe and included it's our kids I love you I want to include you include me let's work together and find something that we can all agree on next
207speakers are uh Karina McDaniel Aiden McDaniel and Kathy brother hi everyone I apologize for being shaky I just had a baby so I'm operating on caffeine and babies um I'm here in support of the deid plan um I think it's been shown you know I when I was in school not too long ago did not receive education that taught me about diversity both in the LGBT community and with different races and that was a great disservice I had to spend a long time reteaching myself and learning things that should be taught in school my brother who I fostered who just graduated Sage Creek um he also has experienced firsthand um words examples and instances on campus showing that we need this we need students to learn that it is important that we embrace our differences
208and that we are being kind and accommodating on my last note I I urge everyone to take this righteousness to the government to ask them why they're not putting more funding in Ada that's part of eie is yrr disabled students not being supported as they should uh hi I'm Aiden McDaniel um I am a recent graduate at Sage Creek High School um if there's one thing that I have to take away from this site it's that I'm frankly scared uh seeing the way people have belittled the experiences of of me and my friends and classmates who have been harassed and bullied on campus all throughout our experiences on high school it it's scary to see the gross negligence and naive nature of the community members at our school who just refuse to acknowledge these experiences
209because they don't want to confront their own bigoted ideology and at the end of the day I think the biggest thing to kind of just take away from this is like please listen to your students please understand that the people you are not hearing are the people you need to focus on the most that is what the deib plan will help are the students that don't have a voice the marginalized students on our campus thank you my name is Kathy Strother and I lived in Carlsbad for 46 years my three kids went to school here and I have seven grandkids that go to school here I support the deib plan I was a teacher for 35 years and anyone that's worked with kids knows that the more inclusive you are and the more you help
210them the better off they'll be and everybody I agree with the gentleman it's listening to this tonight scares me next three speakers are gailian Thomas Thompson Chi Wu Chang and Nathan apfel you pronounced my name wrong um I'm Laura vanlow it was a couple months back [Music] it was a couple how many back what is your name Laura van low okay go ahead my name is Laura vanlow and I'm a resident here in Carlsbad and I don't know for this Dei the reason why is please stop wasting my tax dollars please stop wasting children's time in school the precious time to teach them something that has a place to be taught in school we need Math Science History not something that revolves around sex not something and it does you know what your parents are
211there teach you and if you don't like it's not you guys but if somebody doesn't like me growing up it's my personality I don't care it's not about what I wear my religious beliefs it's I don't like people because I don't like their personality has nothing to do with what they believe in who they're dating who they're having sex with and this isn't discrimination and you know the school board does have the power to do the right thing and the right thing is a focus to focus on the real education and this isn't the popular vote this is the right data is awesome teaches you things one of the things I saw is that when you guys gave extra math time the student's grades went way up that's a little bit of a key is
212spend more time teaching the kids that are failing in certain areas regardless of what they look like regardless of what color shirts they wear it doesn't matter we should all love the kids want what's best for them and I believe that we all do the problem comes in we have more data as well and unfortunately that night the data that I'm that I'm speaking about is what happens to kids that have confused ideology and an adult comes along and tells them that the situation they're in is good for them and I saw that firsthand at the meeting there were three teachers and they said I don't believe you as a parent have the right to know what I'm teaching that was here in this District that is wrong so what we need to do is
213go back to the basics and teach thank you hi my name is Yu Chen I'm I have been a resident since 2004. I'm here to support the IB plan and also support the organization student for Dei uh I also want to take opportunity to debunk some misconception and deceiving deceptive concept about Dei some people can di equal to communists which is wrong di is inclusive under the eye everybody's welcome it in spite of their religion skin color and race or gender identity to claim the d i equal to communist is wrong Di has never been taught or practiced in communist China thank you did you say Nathan Apple yes okay so I have friends actually that I went to high school with on both sides of the aisle and so I think it's pretty beautiful
214because everybody's passionate about this um my concern is that when you take an inch you always take a mile and so I'm looking at your theme three structures for Learning and it says diversity of staff so who's going to resign from the staff on the stage to equalize the voices here that's just I expect that once this vote is done however that vote goes so just make that list the names thank you next three speakers are Eric Puente Caroline these aired and again our egler hi my name is Caroline bizaard and three of my children three of my grandchildren attended and graduated from carlstad my youngest grandchild is here in support as well of deid um you know I'm wearing a rainbow button today that says take action against bullying and I just have to
215say that to me those who want to deny students of color and lgbtq students the right to support one another through things like clubs pure advocacy celebrations of their unique history and culture are trying to bully the cusd school board into backing down on a plan that supports all of our students who deserve to feel the same sense of belonging that their kids do I see a lot of white people saying there's no problem when children of color have said in the survey that they don't feel that they belong and it's really frustrating to hear people who have this privilege stand up and complain as if they're the ones who are pro-diversity hello I'm Gunner Engler and I am a student in Carlsbad Unified School District and I would like to address the amount of
216hatred and not inclusiveness in this community but the not inclusiveness is also I don't support this act just because you make it when you make it so people have when you spend more time on people who you spend more time on one thing when someone's hated on and you try to help them more you can't fix hate Hate's always going to be there and I believe all people are equal they're all loved by God in my belief and we all just need to be very we just need to support each other but we don't need to spend more money on something that's not going to help thank you is Eric here okay nowhere next three are Reverend Madison Shockley Miguel and Sean I am the Reverend Madison Shockley I Pastor the pilgrim United Church of
217Christ directly across the street from Carlsbad High School I want to commend the trustees on advancing this deib program in Carlsbad Unified School District it is very much needed when we moved to Carlsbad 19 years ago it wasn't six months before someone spray painted a swastika on my wife's car in our driveway my son was among the one percent of black students at Carlsbad High School he felt lonely and isolated and he depended on black staff to make him feel safe that was 19 years ago last week I talked to a black student in Carlsberg High School who was begging her father to send her to a more diverse School we need to be intentional about diversity because we were intentional about discrimination [Applause] my name's Miguel new to the community with beautiful kids that
218I have to decide where they go the purpose of education is to give the student the intellectual tools to analyze whether verbally or numerically and to reach conclusions based on logic and evidence that's Thomas well one of the greatest minds of our time I love diversity matter of fact I would love to teach that to my kids on a regular basis and I will do that at home as a parent I do not believe that you should put a widespread program throughout School that is going to continue to negate the educational purpose of what school is about teaching teaching the core subjects that will put them and I can pull like I'm a black guy my mom's educator for 30 years and she was black I could pull out too but I'm not going to
219do that that's not the point right that's more diversity but my goal here is that if you're gonna take control and put the efforts into listening to your constituents and focus on the educational piece thank you and I need to interrupt the next speaker for a moment may I have a motion to extend the meeting trustees so move to Williamson second for Beth any discussion Ms Garcia please call for a vote trustee Williamson yes trustee Ward trustee River bath yes trustee Rawlings yes motion passes four to zero thank you sorry for the interruption um good evening my name is Sean Frederick Frederickson would it be accurate to say public education is focused on non-sectarian curriculum fortified by science removing the church from the state yes which church why would a school district deny scientific law
220and claim that a man can become a woman then proselytize that belief the odd ethereal belief that a boy can feel like a girl that a child's spirit is trapped in the wrong body is a concept that we Are Spiritual rather than the measurable science which is religion how can one feel trapped in the body without some spiritual Revelation think about it do you see Champion chimpanzees running around mutilating penises and creating makeshift vaginas of course not they're not religious but you are for claiming to be a sectarian School you seem to have overlooked the cult religion under your nose secular humanism pay attention for We Are glass speaker is Dave Hance [Applause] Dave Hance [Music] my name is Dane I'm a Christian and a homeowner on the border of the district there is a
221liability on behalf of the administration which they are about to assume evidenced by the legal backlash against those collateral to the affirmation of children's identity gender identification be aware of the legal phenomenon of undue influence which is typically characterized by a relationship between the superior and a subordinate where there is an imbalance of power and you might further characterize this as a relationship between a teacher and a student could an Administration exert in undue influence over a child to the extent influence was celebrated within the classroom and given a dib is the inclusion of people of diverse backgrounds and the celebration of their differences then yes I believe this could be a reality an impressionable student be influenced to life decisions resulting in regret the answer to this lies within the work of clinicians like
222Miriam Grossman who have recognized that gender dysphoria is manifesting along the same thank you um trustees it's your turn do you have any questions [Music] I have to find my chief okay um staff have we surveyed teachers regarding changes in behavior and attitudes of students as a result of the harmony program either survey teachers or talk with principals about that could you share that information chime in we haven't to my knowledge we haven't surveyed teachers about the effectiveness we do ask annually about the our graduate profile attributes so we're surveying students annually in harmony curriculum helps to provide insights into how they're doing on our graduate profiles and in addition we also use the Kelvin survey to measure our scl progress we haven't surveyed teachers per se but we didn't have had conversations with them
223at grade level meetings or department meetings I actually have a follow-up to that unless you do okay um are you including the surveys that we take for El Cap around professional development since professional development's a big part of the div plan yeah we we survey every teacher we survey every teacher after they receive some type of professional development about the relevance of the professional development how they apply that into their classroom so if they did receive a training on social emotional learning they would be part of that survey yes other questions um trustee vervette did the staff make any changes to the plan based on the community feedback that was provided from the listening and learning sessions yeah I would say that the themes that we created were created after those listening and learning sessions
224I know one in particular around a dynamic dashboard for families where we could post what it is the types of activities that students would be engaged in regards to deib as well as the professional development and training for teachers that was added into the plan I think it's action 1.3 I believe under goal number one and and I do think that as we provide activities and the no place for hate program is an example the more that we can show the types of activities that students are engaged in will really help to Foster what it is students are trying to do on the campus as well as staff and maybe demystify some some of misperceptions possibly any followers trustee Williamson for action item 2.3 uh what was the feedback from teachers who attended the SD
225Coe Equity conference last year would it and it would be I have like yeah we didn't we didn't have uh teachers attend the conference last year uh it was full as a matter of fact um it filled up quite uh quickly uh we did have teachers uh attend the previous year I I don't know offhand it was well received by the teachers that attended but I don't know the specific uh data that was on that okay we can ask a second question since my first one couldn't be answered do you have a follow-up no okay are there other trustees you brought up the um no place for hate and there's been some discussion today by our comments made so I am concerned about some of those resources you and I did speak on Monday about
226those and um some have been identified as anti-semitic and inappropriate I'm not comfortable with supporting um a plan until we have more information on which resources are going to be provided we've heard that parents want transparency and so you talked about an activities dashboard and you provided also um their question well I just wanted to make sure that we are going to be providing this to our community so will we be providing the No Place hate activity library and will students or parents have an option to opt out if they don't want to participate yeah then the no place for hate activities are the way it was explained to me is that they are suggested activities that students can and staff at each of the school sites can participate in um but staff can as
227well as students can choose any activity that they want the thought is to when they select those types of things to put the information on the website we haven't created the website yet but to put that information on the website so families can see what that looks like to see what the activities that they'd be engaged in but the the no place for hate really is a framework it's not really a curriculum per se they're not prescribing curriculum that you have to use so it is very much site specific and they're gonna work with site students as well as site staff to determine what fits best on each of their campuses and and the thought would be then once those are selected then those become part of a public-facing website so families can see what
228those activities are and as a follow-up so how are the students selected to be part of these groups and how is the advisor selected yeah I'll turn it over to Dr Brockett on that one you can talk a little bit more about the selection process and how they how they go about that yeah that's a that's a good question and we haven't gotten that deep in the weeds yet to be honest with you um these would need to be students that would be interested in in being leaders on their campus uh in terms of of the activities that would be implemented where there would be expectation that they would be involved in in selecting activities uh that they would be involved in in developing and delivering those activities on their site um you know in
229in one example I I know of you know students will go classroom to classroom for example and and give you know brief presentations to their peers about a particular topic that they may have identified on campus and so those would need to be students that would be interested in doing that kind of work and working together collaboratively with their student with their site team students and staff to identify what topics they'd want to cover how that would be handled site to site whether there was you know more interest than could be than could be accommodated for it for that group or whether they could expand the size of group that'll help to be something that the sites would work out as they as they identify those groups and and the staff to lead those groups
230another follow-up so the 85 000 than we talked about is just for the first year and then that dollar figure will come down because that isn't for initial training is that correct yeah the large bulk of the cost is around staff training I believe there is some student training once those student groups are identified but the large bulk is uh around some staff professional development that they would do throughout the course of that first year and I'll just add to that then the student training would continue year after year you'd presumably have new student committees coming in each each year and you train them to be able to you know again identify deliver activities but staff training would not necessarily need to be an annual uh I actually have a follow-up on that you mentioned
231the dashboard a few times will the curriculum and some of the other trainings and videos and those types of things all be uploaded onto the website and the dashboard we're gonna do as uh yes we're going to do as good as job as we can working with ADL on providing that information as long as it's not copyrighted information or anything like that but we would want to share as much as possible about the activities that the students are engaged in the staff didn't develop the staff development that the teachers would be engaged in as well we think that that would be a good thing again for parents to see and for each of the school sites kind of demonstrate exactly what's going on on each of the campuses trustee Williamson um on item actually item
2322.5 it talks about um getting a planning committee of teachers and administrators to identify strategies for teaching students to engage in civil discourse in and out of the classroom and that so there'll be a civil discourse committee could you explain what what does that mean by what are you talking about in that one yeah I'll have Dr Brockett take that one but uh yeah I'll chime in if needed yeah absolutely I I can share with you you know anticipating some of the things that were coming up I I pulled the definition of civil discourse from the National Council for the social studies um and so if you'll bear with me I'll just read that to you a civil discourse is a conversation in which there is a mutual airing of views it is not a
233contest rather it is intended to promote Mutual understanding civil discourse follows general rules of polite Behavior there's really just one rule of civil discourse don't make it personal this means to stick to the issues in a civil discussion you use logic persuasion evidence information and argumentation to make a point or defend a position but you would not attack the other individual personally civil discourse means being respectful of the other person and his or her views each person in a civil discourse is entitled to his or her own opinions and is entitled to be treated with respect and dignity and and so you know civil discourse really feeds off of the types of discussion uh uh Frameworks that that teachers often employ in classrooms uh you know all over uh the country and espec and in
234Carlsbad as well and so you know with uh I think the rise Uh I that that I think teachers have noted and and staff has sometimes seen in incivility we feel like it's a it's a valuable toolbox to be able to provide to teachers when uh discussions you know happen in the classroom in the course of of regular regular learning conversation English class for example or social studies class with current events things like that to to have teachers have a toolbox to be able to help support their students in uh in having simple discourse and knowing how to engage with people that may have different views thank you trustee um item 2.5 and 2.6 um how are we involving parents in the deib plan when the plan mentions Committees of teachers and students why aren't
235parents included in those options could you repeat the question I'm sorry trustee burbell yeah we certainly though uh are going to have plan are going to have Committees of parents as well I think in uh goal number one it talks about having committees that involve parents as well and the community as well as teachers and students so certainly parents are an important part of that conversation that we would not exclude and we would continue to have ongoing conversation I I would just say that a strategic plan as well is not a finite it's not a fixed document any of our strategic plans are fluid and we're constantly bringing those back to the board for revisions and so that feedback and input and those committees I would imagine that we're meeting with parents as well as
236staff and students are going to be critical components to gauge how we're doing with this so I I don't imagine us excluding parents from any part of of that conversation thank you is there additional questions to Steve Williamson thank you so um action item 3.8 it talks about um okay it's not 3.8 all three second item maybe it's 3.6 okay yes 3.6 it says establish a baseline for harassment slash bullying including racial epithets and hate motivated speech in an annual survey could you define I know this sounds kind of silly would you define what you mean by hate motivated speech yeah so so we have existing board policy 5145.9 that that defines hate motivated Behavior including speech um and and the definition uh included in that board policy is that hate voted hate motivated behavior
237is any Behavior intended to cause emotional suffering physical injury or property damage through intimidation harassment bigoted slurs or epithets force or threat of force or vandalism motivated in part or whole by bias or hostility toward the victim's real or perceived race color ancestry nationality national origin immigration status ethnic group identification oh ethic group identification ethnicity Age religion marital status pregnancy rental status physical or mental disability medical condition sex sexual orientation gender gender identity gender expression or genetic information or any other characteristic identified in Ed codes or government codes that are listed in there so that's the existing board policy regarding uh hate motivated Behavior you ask a follow-up follow-up thank you then if someone has a different opinion about something with sexual orientation or something is that hate motivated speech or hate motivated behavior I'm
238just trying to clarify um if difference is having a different Viewpoint if that could be classified as as hate motivated Behavior so I I think that would be highly situational I mean we we also have existing board policy of freedom of expression uh and uh and case law and education code that protect freedom of expression so you know what what you know when we look at the case law we think of you know a tinker tinker view Des Moines it's the is the you know uh the big Landmark case there um and and schools there are asked to evaluate whether there's a substantial disruption uh in a given speech or act and and so you know what at that far end of the spectrum or whether it's things that happen in the ongoing course of
239the day which principles deal with in terms of allegations of bullying or harassment or you know she's bothering me or whatever it may be our principals make you know evaluations of those situations on a regular basis to determine what the level of appropriate intervention and response would be um so you know on a basic level a difference of opinion I would say no on the surface that doesn't seem like it would it would Elevate to that level but again every situation is different and you know like I say our Educators evaluate those situations on a regular basis and just to follow up um trustee verbough action item 1.3 on that previous question that you asked that says to form a district-wide deib advisory committee that will meet three times a year to discuss progress towards
240goals and Targets in the Strategic plan the advisory committee will be comprised of students parents and staff so that is included just wanted to point that out I actually have a follow up on that on the advisory as we're developing these advisory committees will we include folks that have been on the focus groups and the and the um the cafes and those types of things and the exam of the existing committees and clubs that are on campus now yeah I think we're going to try to include as many folks as possible from many different perspectives and hear from as many people as possible and as a follow-up how will those folks be selected yeah that's a good question we haven't uh sifted that out yet I I would imagine would probably uh work on Advertising
241it at school sites for students as well as staff um we'll have to work on how we advertise that to the community and folks that want to come in and be on a committee community-wise as well other questions because I have one um you had mentioned in the beginning that 88 of the the deib plan is being funded through one-time Grant dollars would those dollars be available if we did not have a deib plan the majority of the dollars right now that we dedicated our educator effective installers which is a grant that we receive for professional development and training so yes if we did not use those towards some type of professional development and training in this area we would in essence have that in other areas to spend but just to clarify it would
242have to be used for professional development that's correct thank you any other questions discussion trustee Williamson um thank you staff for your work thanks to our students and community and for the feedback you've provided regarding our efforts to make our schools a better place for all students to learn whatever Dei plan is ultimately approved it will take Community Support to make it happen before we start talking about individual components of the plan I'm asking for consideration and support of my fellow Trustees for the following stipulations as we continue on this journey understanding that Mr Pearson is not here and so this I'm this I'm putting it out now and we probably need to have another discussion later but first all voices are welcome in fact we discourage Viewpoint discrimination one of our core values States
243we respect the views of others through an open exchange of ideas specifically to me this means that the Dei advisory committee that's mentioned in action item 1.3 and the site-specific deib student committees and panels which are action items 1.4 2.6 and 3.7 will include students with and individuals with differing perspectives and viewpoints additionally parents and individ and various groups including faith-based are not only welcome but encouraged to be part of the process second we have total transparency as we have discussed already every staff training every unit that will be presented to students every suggested reading list will be posted on the district website with as much detail as Allowed by the third party providers third follow at times we may decide we need to be able to hear so we can understand what we are
244agreeing to thank you third while at times we may disagree about the interpretation of Ed code or state and federal laws the board will follow the law and focus on what is within our Authority and responsibility while all voices are welcome we ask the input be centered on issues that are within the purview of the board so those are the three things that I would like to put out there that I would hope that we could get agreement as board members to that [Music] are there any questions I have some um when you talk about um all voices and all perspectives can you what do you mean by that can you flesh that out a little bit for me um I guess I don't I think the words are self-explanatory I I guess I'm not
245not plea please can I say something to them yes please I really appreciate you being here you don't know how tough it is to to be up here on the board and to try to really have a good conversation and a discussion we really have worked hard to listen to you carefully tonight and if you could I know that you feel very passionately one way or you know in many ways if you could hold your responses so we can really have a discussion now I think it would be helpful for all of us I just I just invite you to do this anyway so um thank you for saying that thank you and again I'm not trying to I when you say all perspectives I mean I totally agree with the concept I just want
246to know what that looks like because if you say all perspectives I mean we have 11 000 students and there you can't get work done with 11 000 students in the room so when you're saying representation from you know the the list of um groups that we've identified as you know that have been defined as diversity I'm all for that but when you say all you know again I think if you get too many people involved and and you have all these different folks in the room then you don't get anything done and so that's what I'm that's what I'm getting at I hear what you're saying and I believe if we look at the representation that we're talking about with diversity um the list yes and and would we get a representative from each
247person from each item protected group each time probably not I don't I don't know if we would if enough students enough um you know but what I think the key to me is we discourage Viewpoint discrimination I I just found that phrase and I love that and I I feel that um if we're not careful all of us have a tendency to roll our eyes at somebody else's Viewpoint and so and that's discouraging Viewpoint um discrimination that's encouraging dew points anyway I would I I would hope that we can um listen carefully and and if someone has a Viewpoint that's very different than ours we can we can they can be part of the group they can they can participate we we don't they don't you know I would hope that we wouldn't be shaming
248them that we wouldn't be saying hey what you're saying is against my beliefs or what you're saying is um not according to Ed code I mean as far as student groups that we need to have conversations we need to have perspectives so that's what's that's what it's saying and say the third one again please Okay the third one is while at times we may disagree with about the interpretation of Ed code or state and federal laws the board will follow the law and focus on what is within our Authority and responsibility while all voices are welcome we ask that input be centered on issues that are within the purview of the board can you provide a little more description of that let me okay as it relates to this plan [Music] um I think probably
249one would be we received a lot of input about um no clubs on campus that are supporting lgbtq plus that that's Ed code and so I appreciate input but we don't have the that's not within our purview that that is Ed code and so let's focus on things that is things that are within our purview things that we can that we have um choice on if someone wants to um Lobby Sacramento about things that are in Ed code that's fabulous but lets us focus on the things that we really have control over so that that's what it was try to be productive and and really work together are there any other questions okay um hi oh go ahead trustee what we're having discussion right yes yes okay um so so what you're saying is if
250there's laws around lgbtqia we understand it but that's not something that's that we're trying to negotiate or work around it's it's the law so we let it be that's what you're saying that we would yes that we would encourage people who are providing feedback to us provide feedback about things that we can control right yes and then um let me just add one for you and the purpose for that is I would like us to be unified as much as possible and so the things that we that aren't in our control let's not focus on that that that's why okay um and and I agree with you Elisa on hearing different perspectives I think that's really important I I think that's the value of this plan is that we are looking at different perspectives and
251different viewpoints and different people and different backgrounds and so that that is the value of this of this plan so I agree with you on that point I I want to get a better understanding though like you mentioned faith-based groups so I just want to know what you mean by faith-based groups because from my understanding in talking to superintendent Churchill that's never been um a part of um surveying and things like that so because typically parents stakeholder groups parents teachers staff members they're you know they attend church so they're kind of part of of that group anyways right so I just I want to get understanding what how you define faith-based groups um if you're looking to just make sure that they're feeling included in the process or if it's or you're trying to get
252actually a religious perspective so I'm trying to figure out I want to get a better understanding of why you want faith-based groups to be a part an intentional part of this conversation that's a good question and I think we kind of alluded to it in an earlier board meeting when you asked kind of a similar question in my mind there are two specific um reasons one is the religion is one of the classifications that we need to make sure there that's included I think it's in our our definition of diversity if I remember correctly and so that is a group that we need to make sure is is included when we're talking about diversity so you want to get a religious perspective on the plan is what you're saying religious perspective I want to make
253sure that people of Faith are included when we're talking diversity because they're one of the groups just as we have we went we we went and visited you know various um the lgbtq um groups we talked you know and so we would be that that was one of the groups that um that we heard from we did not we had not heard from from um faith-based groups years ago when we put together our um strategic I think it was our strategic strategic planner Michigan we at that time reached out to like we did this time to the Chamber of Commerce we reached out to faith-based groups and had almost like a town hall meeting and so it's not without precedent and we felt that the faith-based groups are an important and integral part of our
254community there there's and so in our Public School document is what I'm hearing I'm not sure that I would say it's a faith perspective I'm saying it is the people would we I guess maybe so do you want the lgbtq perspective that's one of the groups do you want a faith-based perspective I guess if you're if you want to look at it that way then then maybe so why I wasn't asking about that I was asking specifically I was diving into that question regarding what I said about what are you what are what is the point of including them you're trying to get a religious perspective or are you you just want to make sure that they're feeling inclusive if it's that you're trying to get a faith-based perspective as part of the plan then
255I I just want to understand that because I think it's important that if we're going to do that we're going to include and have a plan on in a process on how we're going to invite every religious organization because I think it's important that we're not it's not just you know some random draw of people to show up and so I think it's important that we are very intentional about inviting every religious group because if we're being inclusive we don't want any of these religious groups to see that oh well this religious group got to go and attend this event but we weren't invited right and I think it can't just be oh you know they're numbers available in a Google search I think it has to be more intentional or we're sending out invitations
256and making sure that we are inviting you know not just evangelicals but Catholics Jewish people we just want to make sure that everyone is part of it so I I think if we're going to do that we have to be very clear and I think if we're going to include faith-based groups it's really important that we're including other groups as well I mean to be inclusive but I that's why I'm trying to get a clear definition is it just that they're part of our community and you want the community to and you want them to feel included in the community because I feel like a lot of our stakeholders do attention are part of our community and attend differentials so that's why I'm trying to get a clear understanding of what I'm I just wanted
257to can you clarify because again this is your proposal so I just want to make sure that you're the one that's clarifying so we know what we're agreeing to or not I thought I did clarify so I guess I guess I'm not sure what else okay what I heard okay and I'll just you know you know what I heard is that um is that are we wanting the faith-based perspective to to help develop the plan or just be included in the action items that are listed now that are on the Committees and that we would have a just as we would with other groups it would be a broad-based or broad faith-based participation in the Committees and in some of the other aspects of the plan is that what you're saying yes okay great and
258then I think is that what you were asking I just want to verify yeah okay okay and then I just just to follow up on that before and I uh just even Beth um that would include also absence of Faith too correct so that would be atheists would be included in that correct okay great trustee or Beth I just wanted to clarify I think when the search was done that when the invitations were sent out I believe all faith-based groups were invited so that was my understanding so maybe someone can clarify that I would say that was my understanding too but I think what we're talking about is actually within the plan and how and uh trustee Williamson's proposal well actually maybe one of the staff members can respond to that question can we ask
259them are we just still discussing we're discussing okay um because again we are responding to trustee Williamson's proposal so I want to make sure that we're that we're staying on track of there I just want to make sure that we're you know if we're including faith-based groups are also considering other groups too so um you know different groups like The gsas lgbtqia I think that's what that's what we said when we were clarifying all I think that's what we said great any other discussion with um uh trustee Williamson's I would just want to add one additional piece um and I'm in favor of what I I will give it a thumbs up um I would just like to add one thing and when we're talking about what what's within the law I would also like
260to be specific within the plan specific within the plan so when we are getting input we are implementing it's what we actually have on the paper um that because I heard a lot of input as well that I was looking for it in the plan I didn't see any anything that related to the the input and the question so I would hope that we as a board would look at input as being specific to what's actually in the written document and so I would I would be very much in favor of supporting what you're talking about is if we could include that as well because I think that will also help us stay on track and to be able to be responsive to the community when we're receiving input based on specifics okay and you're
261willing to include that okay then I have a thumb and we have I'm sorry are you giving direction right now because I'm not clear what the direction is okay um I'm going to ask trustee Williamson to read it back but I think we have four thumbs for it trustee Ward I didn't see a thumb I just want to be clear that okay did you need more clarity um yeah I just want to make maybe she could read back the plan with our excellent right thank you okay first all voices are welcome in fact we will discourage Viewpoint discrimination one of our should be the whole thing or just the first sentence I'll read the whole thing one of our core values States we respect the views of others through an open exchange of ideas specifically
262to me this means that the Dei advisory committee and site-specific deib student committees and panels will include individuals with different perspectives and viewpoints additionally parents and various groups including faith-based are not only welcome but are encouraged to be part of the process second we have total transparency every staff training every unit that will be presented to students every suggested reading list will be posted on the district website with as much detail as Allowed by the third party providers third while at times we may disagree about the interpretation of Ed code or state and federal laws the board will follow the law and focus on what is within our Authority slash responsibility while all voices are welcome we ask that input be centered on issues that are within the purview of the board and then we
263can add and that are specific to the plan foreign -based groups are also going to be part of that and also other groups such as because I think all she said was all voices are welcome but she mentioned faith-based groups but I think that was in the conversation I don't think that was within the specifics that was more of the of the when I was asking for definitions that was where we talked about that well then I don't I I'm not comfortable accepting that I just want to make sure that we're being inclusive and are we accepting that or what are we doing what we can do is I'm totally comfortable just having to be additionally parents and various groups are not only welcome but are encouraged to be part of the pro of the
264um process I'm fine with that okay or could we even say as defined or as defined by diversity as stated in the plan okay various groups is fine too okay great so I've got the text this is to be included in the plan that the next iteration that we bring back I read it as more of a philosophy of implementation in my mind this is if we have these basic stipulations in place then that will help me as I'm looking through the plan so it's not it does not become um codified within the plant itself it is just our and our shared understanding that it helps to further Define what is in the plan is what I'm hearing is that is that what you're hearing as well absolutely I just wanted to make sure because
265there was an intent to include it in the plan okay excellent and so is there any problem in doing this as far as staff is concerned thank you and I saw three thumbs but let's do it one more time excellent so we wrote that down somewhere [Music] right thank you any further discussion a lot trustee Williams I've talked about sorry for Beth will we be discussing this again or is this the only discussion time when Ray uh Chelsea Pearson's back well we should probably discuss that but it wouldn't be next week because we do want it to have we want to have all five trustees here um but there would be um my understanding is is that it would go back similar to how we've had let's say the the budget where there's an adoption
266and then approval so that's kind of how um that this is our review and discussion component and so yes there would be additional discussion did you want to discuss something no wait so there is going to be additional discussion to this plan again at the final approval meeting yes okay you're gonna wait okay Jesse Williamson yeah um given the how late it is um I have three pages of of discussion but I think that I will also wait until Mr Pearson is here and having said that I do have some quite a few several reservations and um recommendations and so I don't know that I would even advertise it when we meet again for this that it would be final I would just simply say anyway I'm just giving you a heads up that yeah
267well I would say that if there's specific changes that you want to make to the plan Now's the Time to see if there's three thumbs for it I mean to be honest with you because the next time is I mean that's going to be the um I mean that's when the the plan would be either proved or not approved at that point and this would that would give staff an opportunity to to respond to that and I guess where I'm coming from is I'm pretty confident that there would probably not be three thumbs for it tonight and so I think that perhaps rather than have it going through the exercise tonight and then going through the same exercise again probably is not a good use of everyone's time so I think that I'll probably just
268hold off and and and share my we're not voting on it tonight and if there are changes this is a discussion we should have an opportunity to I mean I agree with you Kathy is what I'm saying well and again it's not it's more about structure as far as you know the procedural and and process those types of things and so um similar to the budget I mean once it's adopted it could certainly be changed on the road but um uh it would be it would have to be put off for the vote again if that were to occur or not depending upon consensus of the board correct okay um I do have comments um I would just like to say I'm um after uh after two years of work um this is a long
269time coming in my opinion um what we heard tonight from a lot of the principals is a lot of this work is already happening and I think staff did a great job in in uh working with the things that we are already doing as a district and have brought those things together in a more focused way in order for us to achieve our goals when I read through this plan it's like oh yeah we're doing that oh yeah this is already part of what you know what cusd cusd does on a regular basis so I was very pleased to see the plan and to see the specifics and that I see a lot of the input of this board over the last two years within this plan as well as a lot of the discussion
270um within the community and with students so I'm very pleased with the plan I think it's it's been I wish it we would have seen this last year but I'm still happy that it's here so thank you for all the work that you've put into this any other discussion okay we're moving on to um to and thank you again and uh we're moving on to um item 8.2 approval resolution number 30-223 education protection account EPA oh you know what I'm gonna stop one more I'm gonna step back a moment um is there a specific um uh you said you didn't want it advertised so I just I want to go back um as far as the meeting where we would have where we would have an approval meeting is there a um uh would that
271be left up to agenda planning yes in your mind okay I just wanted to verify that before we moved on sorry okay so agenda planning would make the decision on when that would come back perfect thank you okay so now um approval resolution number 30223 education protection account EPA requirements trustees this is a discussion action item I will now hand it over to Mr ericdle thank you and good evening once again this is a routine item that the board reviews and approves every year this simply details that component of our state aid that is called the educational protection account or the board reviews and approves how we use those we essentially take those dollars and we apply them towards teacher salaries so that is the report and the that would be how we use the
272dollars this year how we're going to use the dollars next year and the resolution accepts that normally that comes right after the budget presentation but we had a little break time for public comment have any blue cards been received we do not have any blue cards thank you and trustees do you have any questions may have a motion to approve the approval of resolution number 30-223 Exhibit C so moved Williamson second verb thank you and discussion [Music] no discussion Ms Garcia will you call for the vote trustee Williamson yes trustee Ward yes trustee berbeth yes trustee Rawlings yes motion passes four to zero thank you now we moved to uh part nine Communications item 9.1 superintendent's report Dr Churchill no report this evening thank you thank you um item 9.2 oral Communications this is the
273time that members of the public have the opportunity to address the board on any non-agenda items that is within the subject matter jurisdiction of the board have we received any blue cards for this non-agenda item we have a total of nine blue cards we have nine blue cards in order to allow speakers to present their comments and ensure we are able to properly attend to the business of the board per board bylaw 9323 public comments will be limited to 20 minutes this means each speaker will have and it's two minutes and 15 seconds when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we will have the timer on the screen and your microphone will be muted when
274the time expires and um I would I would still appreciate you using your fingertips instead of cheering and clapping first speaker is Scott Davison this is Carlsbad being divided 2023 is filled with escalating fighting over controversy issues from ethnic studies to provide Flags to repeated meetings on Dei and occasionally why now the board requested Dei plan for 21 months the ethnic studies curriculum will be required for several more years if it's even funded there was no controversy last year when superintendent Churchill denied a student request to fly the pride flag strange isn't it what is more Troublesome is that there are some groups they're willing to make false accusations of racism against other students simply to justify the need for a Dei plan we now have a school environment where our teachers and administrators feel
275compelled to wear buttons and that state you are safe with us and where students tell the board that if you don't support them and they're flagged then you don't support them at all is this the environment you want in our schools our classroom should be safe for everyone and if they're not we have a teacher problem fortunately the vast majority of our students report being safe and valued at school what we seem to have are a few groups intent on dividing us with manufactured problems for political gain fortunately it seems to be having the opposite effect our Carlsbad Community is waking up to these divisive efforts and uniting to preserve the positive inclusive and respectful community that we have fostered here for decades as long as our superintendent remains hostile to parents and transparency these
276issues won't end I would respectfully ask the board to refocus your mission to provide every student with an extraordinary education in an inspiring environment thank you Katrina weilik good evening hello Katrina wide Lake resident and parent and teacher it was mentioned in comments that all voices are welcomed I respectfully disagree only religious faith-based groups were explicitly invited to listening and learning sessions only religious and faith-based groups were mentioned in the deib plan not local community groups like the NAACP not the lgbtq center not P flag not monitor North County not the CEC only religious faith-based groups sounds like discrimination and bias to me I sacrificed hours away from my young children to write speeches review the deib plants it was students attend meeting after meeting to get to this point and still we aren't where
277we should be but you know what I will still be here I will be at every meeting I possibly can I've been here at meetings for the last year a lot of these people haven't look around they're gone this is their level of dedication I was part of the District 20 years ago as a student and I am back as a parent and teacher and some of these kids are also going to come back too what kind of District are they going to come back to fun story I work diligently to get into USC several AP classes hours of extracurricular starting at GSA club that exists today but something happened that I will never forget a girl said she only got in because she's Hispanic and when I started the GSA Club I was told
278by my own teacher that I was leading them to hell all my achievements whittled down and erased because of my identity in who I served as an ally that is nothing compared to the trauma bullying and harassment students today are experiencing and how do I know this because I sit with them because they come to my room and they tell me their story please stop delaying the vote on deib agenda is a vote on the deib plan for the next meeting and agendize the flying of the pride flag during the month of June as you mentioned in the last meeting today is the first day of summer thank you Jen hamburger Jen okay moving on Heather Benson okay I'm Alicia Sutton nope Laura van low nope Tracy Carmichael skip hemen Sam Ward okay then we
279that concludes the um 9.2 and uh thank you for that and we now move on to Part 10 governance team reports and requests are there any reports are there any requests okay then we will move on to um on part 11 we don't need to so it is it is 10 55 and the regular meeting is now adjourned our next regular scheduled meeting will take place on June 28 2023 at 6 PM the meeting will be held at the Carlsbad Unified School District office
