Carlsbad Unified Council PTA president and it would be helpful if you tell us who's on Deck trustee Pearson um just for speaking I just wanted to thank all of our ptas throughout the district as I know each unit held a fantastic staff appreciation event at each school and I was telling my sister this she teaches in Orange Unified and she said I hope your teachers just know how special this is because their school doesn't have a PTA and they don't have staff appreciation week so I think sometimes even as PTA people we take this completely for granted that we do this but not all schools have a whole week of celebrating our great teachers so thankful for all the ptas doing that and I know many of them are continuing to get excited for our

fifth eighth grade promotions and high school graduation and grad nights and I know a lot of work goes on to that and I could personally tell you that planning for this year started the day after last year's promotions so I also wanted to say that the cuc had a committee to give feedback to the district on improvements to be made on how high school selection process goes on and I want to say thank you to Dr Churchill and Dr Brockett to being open to our feedback and for my committee for taking the time and energy for all the suggestions and I just wanted to say in general I really appreciate cabinet especially I'm full of feedback all the time and they're very good at listening to me when they can they Implement when they can't

they tell me why and I just want to say personally in public thank you thank you our next speaker is Laura Pitts good evening good evening I'm Laura Pitts the CEO at Carlsbad Ed foundation and I do have a first grader at Calavera Elementary School first update I wanted to share with you is that cef's board of directors will be reviewing the 2023-24 grant request next week I am anticipating us giving a record number of dollars for Grants this year and our new process where we included two members of cabinet for the grant committee along with our board worked really well there was open dialogue about how grants should be how they should look we reimagined a few grants and I think it will result in some great things for our students I'm looking forward

to sharing with you results once they are finalized secondly I have an update to our senior scholarships that I have shared in previous meetings since our last meeting we had an additional funder come in for another ten thousand dollar Grant sorry a ten thousand dollar scholarship so we are now going to be awarding sixty thousand dollars in senior scholarships I cannot wait for that meeting 13 students will receive Awards ranging from 2500 to 10 000 and there will be two ten thousand dollar Awards next I want to do another reminder about our summer programs we are going to be at Javier Oaks Middle School I do encourage Carlsbad Unified School District parents to consider our camps because the money that we make will go back into the school district additionally families that need Kids Care

in the fall are highly encouraged to enroll today we met capacity at nearly all of our sites and parents were placed on a wait list and so I want to make sure families that need our care will have the access that they need and lastly in case you're unaware our Gala is in three days four days who's counting can't wait to see many of you there and I'll report next month on how we did financially for our students thank you Laura thank you CEF our next speaker is Kaylee t hello my name is Kaylee teagle I've been racking my brain trying to figure out ways to get board members who are more resistant to the Dei plan to vote Yes one of the ways I've thought of is I want you guys to all get

to know each other and myself I've lived and gone to Carlsbad schools my entire K-12 schooling I've been tracking field Captain for two years and these friends that come with me to all these board members are some of my closest friends and I would do anything for them however I'm also I'm also very close with my family and I want to become a special education teacher I am human and I am just like all of you what we want to do now is to ask you guys what we want to see in the Dei plan you said that you cannot interact with any of the things but you can take notes and put them to your District staff I would like to take this time so you guys can take notes so these can be

implemented in added interns because I am a student I want to see classes like Spanish for Spanish-speaking students AP African American history and mandatory professional development training the depressional development training should be multiple times a year and on topics like implicit biases microaggressions and special education the ethnic studies classes should be two trimesters so we can fit as much as possible into the curriculum two police officers should be on every campus and a safe space poster in every classroom on campus as well pins that have pronouns in case their teachers or staff members would like to use it on their lanyard more options for students with allergies for our school lunches gender-neutral bathrooms on all campuses and also more gender neutral uniforms for our trans athletes Google forms sent out to our classes asking students

for their respective pronouns so throughout the semester our teachers can use them in the class for teachers not to out their students to their parents it puts them in an unsafe thank you our next speaker and I'm not going to try to pronounce the last name incorrectly um Segal my name is slogo sawachi and I'm a senior at Sage Creek High School I would like to talk to you today about an important topic that has been the subject of much debate and discussion Dei Dei is an important the DIA is important because it Fosters a sense of belonging and acceptance among our students when our students are called to Rocket to our names their confidence and self-worth are shattered it is your responsibility as a Board of Trustees to ensure that every student feels safe

and respected within our educational Community our students deserve the opportunity to learn from one another's experience and grow into compassionate and open-minded people 544 people from our community sign a petition saying that they they want the DI plan to pass so please listen to our community it is 2023 and we should no longer be debating the importance of Dei we should be actively working to incorporate Dei initiatives into our schools and making sure that all students feel valued and supported we can't keep being scared to have the difficult conversations be the first ones to decide that we need change be the first ones to give our community and students a chance to belong and succeed be the first ones to show that students come first thank you thank you our next speaker is Katrina hello

Katrina weidlick I am here speaking as a teacher resident and parent of two students in the district Kofi Annan the seven Secretary General of the United Nations once said about young people from creating startups to igniting revolutions young people have been toppling the old structures and processes that govern our world just imagine what Solutions might be found if young people are given the space and encouragement to participate and lead I encourage you to prioritize and truly listen with an open mind to the voices of the young people who share their opinions in surveys in School site meetings speaking to the board and at the listening sessions next week thank you thank you our next speaker is Diana Aguirre good evening my name is Diana Aguirre and I'm a Carlsbad resident I'm here speaking because I'm

concerned about after observing many of the school board meetings as well as social media posts about the anti-dei talking point that di plans are not effective in the corporate world I'm here to testify that they are effective I can speak how I've benefited from Dei from a high school perspective University perspective and now in the corporate world we don't we didn't call it Dei for example the reason I went to the University of Arizona was because of a program that targeted to recruit first generation Mexican Americans to attend college and because of that program I participated in a summer program which helped me succeed graduate in the four-year as well I participated in a summer internship program through University of Michigan to provide bipoc students the opportunity to enter the health administration field in addition

I have over 25 years of corporate America experience I've worked for Accenture which is one of the top consulting firms I've worked for a large Hospital providers as well as healthcare insurance industry in all these organizations we have a form of Dei where I've been provide the opportunity to attend a McKinsey Leadership Institute established networking which has been beneficial to my career why is this important because as a school board we want to prepare our students for real life right well d i is real life so please support the Dei plan thank you thank you our next speaker is true or converger did I get it right okay all right thank you I'm Drew guckenberger I'm a father of four students in the Carlsbad Unified School District I'm here tonight to address concerns that we

have about the level of stem offerings at Carlsbad High School as I highlighted to you in an email last August AP Physics was canceled one week before school started last year and Co and AP Chemistry was not offered at all as it hasn't been for several years these are courses that are listed on the official curriculum of the high school and are standard at many high schools around the country they're also table Stakes for getting into many good universities around the country I assume you know this situation is quite different at Sage versus Carlsbad High School if you want to know the situation this year going into next year the students got together and 29 students signed a petition to say that they would take AP Physics if it was offered and provided it to

the administration in February it was not offered 22 students signed up to take AP Chemistry and it was not offered AP Computer Science was also offered then retracted then offered again after parent feedback this is a now under duress after parent follow-up there is a push to potentially add AP Chemistry but with no commitments from the school this is obviously a serious concern that's not a lack of student interest but appears to be a lack of administrator interest I think this needs to be addressed we need to have aligned standards with what we're providing for our students at Carlsbad High and Sage Creek aligned with other Stu other schools around the country this is this is about what we provide as an education for our students thank you thank you our next speaker is Alicia

Sutton hello my name is Alicia Sutton I have three kids in the district the latest lcap report shows that our math scores are declining and yet we spend our face-to-face time with school board members on Dei politics it wasn't spoken about much before the pandemic but now the acronym Dei dominates our school board discussions and we even need a town hall to discuss it even further I recall the last election a few months ago our school board candidates campaigned under the message let's keep politics out of K-12 education and our kids are behind in school and we need to get our kids caught up to their grade level I completely agree let's do that overall our test scores already indicate that cusd kids are getting back to pre-pandemic levels and thriving compared to the rest

of the country however I know they can still do better I've heard some parents say let's focus on core academics and not about hurt feelings let me ask you this when your kids are sad frustrated or angry do they perform well when they play sports or do their homework that's when you see them so you can speak firsthand about their state of mind my kids will do poorly in those situations until we calm them down and get them to their Happy State again at school we spent over where the kids spent over six hours of their day the staff are responsible for their health and well-being the framework that operate they operate under to ensure their students are happy focused and ready to learn is our District's deib plan Carlsbad Unified has always had a

school culture built around kindness and respect for others when students are kind to each other and respect their Educators it creates a learning environment that students will thrive in sorry I can't finish it so thank you our next speaker is Elijah Dixon hi there my name is ellia Dixon I'm a freshman at Carlsbad um this season we just finished off our beach volleyball and indoor season and I'm Pro putting courts on the Carlsbad campus as a daughter of two working parents it's not always easy to get to practices at four o'clock from the campus because no one can take me there so either I ride my bike and then I have to ride home at night time in the dark because practices end at sunset or I have to rely on my friends to give

me rides and that's not always sustainable by putting courts we're also able to have more students come to our games and have a higher student section when we're off campus nobody can come to our games because it's so far away and we aren't able to have the athletic trainer come to our games because she can't get off campus all the time by putting the courts on we're able to increase those things and also make it easier for students to get to the campus thank you okay hopefully I get this name right that's right is it Carmen Dixon I got it wrong hey good evening superintendent Churchill and trustees my name is lorian Dixon thank you and my husband and I are Carlsbad residents and parents of three scholar athletes currently enrolled at Carlsbad USD our

oldest daughter at Dean is a junior at Carlsbad High School and she has played three years on the volleyball team and our middle daughter Elia who you just met is a freshman at CHS and has been a member of both the indoor and the beach volleyball teams I'm speaking before you today in support of the installation of beach volleyball courts on the CHS campus growth beach volleyball has just wrapped its second year as a CIF sport our teams had an overwhelming number of students trying out 65 kids for two teams JV and varsity and the projection is that the interest is only growing to date we've been utilizing the sand quartz at Frazee Beach which is not sustainable for the long term due to competing for court time with clubs and recreational users but also

due to ongoing significant beach erosion installing courts on campus would help the district meet the equity requirements established under Title IX for equal accommodations for by providing for facilities for girls Sports on campus and it would also provide additional resources for our PE programs it would Aid students who don't have adequate transportation to go off campus to participate in sports and it would save travel time a suitable location has been identified on campus a dirt patch adjacent to the tennis courts from a first look these courts should have simple Ada access and should easily be easy to install with little demo work required we the parents of the beach volleyball program are invested in the growth of this program and we commit to participating in fundraising to assist in the design and construction of these

courts thank you for your time thank you our next speaker is Shea Gary good evening I'm Shea Geary and I'm here as a resident and parent of two CSD students want to express my support there's a demand for sand volleyball courts on campus at Carlsbad High School and I'd like to express support for evaluating additional construction bids to make this happen on behalf of students and athletes on campus corporate courts will enable our athletes to practice five days a week they currently have limited practice time since they share the court with other community organizations campus courts will also ensure practice facilities are consistent uh in a consistent condition and not subject to beach corrosion issues campus courts will provide access to more athletes and younger athletes unable to drive to Ponto for Beach PE or

Frazee for team practices as beach volleyball is one of the fastest growing high school and Collegiate Sports this is a smart investment in our students future thank you thank you thank you all we now move on to part six consent calendar all matters listed on the consent calendar are considered by the board to be routine and we enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed from the consent calendar for discussion this is the time for public comment have any blue cards been received we have received one blue card for this item thank you when I call your name please come to the podium

state your name and indicate whether or not you live within the boundaries of the school district you all three minutes of the timer on the screen and your mic will be muted when your time is expired speakers Scott Davidson my name is Scott Davis and I live in the district I'd like to provide a word of caution against improving the legal contract tonight with the France Law Group to join the lawsuit against social media companies for causing the Mental Health crisis in our youth I hope that our legal counsel advised you of the potential risks of engaging in this type of lawsuit particularly when these social media companies get to put on their defense the first thing they're going to ask is what else could have contributed to the Mental Health crisis in our youth

and the next thing they're going to ask is could it have been school closures this won't be hard to prove seen as there are mountains of studies and other evidence showing that keeping our kids out of school for over a year was particularly harmful to our children's mental health I personally know that won't be hard to prove here in cusd because we filed a lawsuit which included dozens of Stories of the horrendous impacts of school closures on our kids here in Carlsbad the question is are you prepared to answer those questions when they asked to take your deposition and discuss why you voted numerous times to keep our schools closed for over a year even when these stories kept piling up will you be ready to explain why you weren't at fault what happens when

some of those parents and students find out that you're trying to get money out of these social media companies well they also decide that they should come get money out of our school district for the mental health consequences of school closures now the idea that we can blame social media companies for the mental health issues of our children our experiences it seems pretty far-fetched you might think it also seems far-fetched that parents might come after you for the harm from school closures too but you might want to consult with the bishop School District a few hours north of us because they recently just settled claims by only a few parents for over four hundred thousand dollars including a requirement that the staff receive mandatory training on respecting the civil and constitutional rights of our children

joining this lawsuit is likely to put a big Target on our backs not just from the social media companies which have plenty of money to go through Discovery and figure out every decision we made that contributed to the Mental Health crisis in our schools but also from the parents who will be all too happy to take that evidence and bring their own claims for the damage they know we cost thank you trustees are there any items to be pulled for discussion yes I'd like to pull item 6.7 trustee Pearson staff requested that we remove item 6.7 from the agenda based on the action reported out of closed session so remove rather than pull for discussion do you want to read um to well staff has pulled that item so it's no longer okay may I

have a motion to approve the consent calendar without item 6.7 so moved Williamson second for Beth trustee Williamson made the motion trustee verbeth second the motion Miss Garcia please call for a vote trustee Williamson yes trustee Ward trustee for Beth yes trustee Rawling yes trustee Pearson yes motion passes five to zero thank you we now move on to part seven discussion action items item 7.1 approval of the 2023-24 local control accountability plan known as lcap aligned to actions and services trustees this is a discussion action item I will now hand it over to Dr Nye thank you president Pearson trustees and Dr Churchill tonight staff is pleased to present our draft local control accountability plan which includes actions and services for the 2023-24 school year the primary purpose of the plan is to identify increased

or improved services for high needs students the state uses the term unduplicated students and each district in California is required to show how they are using funds in your annual lcap plan in Carlsbad Unified it's anticipated based on projected enrollment that the amount we will be receiving is approximately 5 million 416 898 dollars based on unduplicated projections it's important to note that these funds are not a separate budget their funds identified in the plan and they're a subset of the district's overall larger budget and therefore most of the expenditures that are called out in the plan are already existing expenditures that are in place as I mentioned earlier the projected amount we are anticipated to receive from duplicated students is approximately five and a half million dollars the current draft plan identifies uh approximately 6

million three hundred and eighty eight thousand dollars in anticipated expenditures in order for those expenditures to count towards our unduplicated amounts they must come from the district's ongoing budget although we cannot count expenditures from one-time sources we have captured that in the plan if they primarily support increase or improve services for unduplicated students some of those one-time grants you see here they include the learning recovery emergency block grant the a to G completion Improvement Grant the educator Effectiveness Grant and the art music instructional materials Grant the purpose of exhibit B is to distill down our 80-page documents that includes the lcap into one page of actions and expenditures I do not plan on spending a lot of time on either exhibits A or B but we're happy to answer questions about those exhibits after staff's

presentation we will post all three exhibits and have and have set up an email account to collect further feedback from the public and bring information back to the board during the June 21st board public hearing the overall plan aligns with our three overall goals and success indicators goal one is to ensure that students demonstrate academic growth and proficiencies so that they leave TK through trout TK through grade 12 ready for college and career so in bullet one goal one an action is to ensure uniform implementation through professional learning aligned with district-wide initiatives some specific elements or actions that will support this is to continue funding a few of our teachers which are teachers on special assignment we have an elementary and a secondary tosa along with a tosa specifically that supports math in grades K

through 12. our top tosa has helped to provide professional development for teachers provide differentiated instruction instructional materials and strategies to teachers and classrooms they help to coordinate essential learning outcomes for grade levels at the elementary level and as well at the secondary level specific subject areas our matosa is working specifically with Math teachers K through 12 regarding professional development and training instructional alignment from site to site regarding math practices so a portion of the three ptosis salaries are attributed to the ongoing supplemental budget specifically for unduplicated students you will most likely see continued services in the areas that we feel are helping leverage our Student Success indicators however throughout the next couple slides you will see additional items that staff is recommending based on feedback from stakeholder groups as well as impact from trustees during

the march study session some of those examples include an additional science tosa to help with the implementation of new curriculum being implemented K-5 and potentially being created and curated in grades 6 through 12. these funds will come out of the art music and instructional materials Grant we're using for several upcoming curriculum adoptions we also have in the addition of a mtss which stands for uh multiple tiered systems of support for student services coordinator and then the additional off ratio teachers to support intervention and maintain lower class sizes on the next slide you'll also see increased counselor supports specifically at the elementary middle school level along with maintaining many of the supports that we added last year in the in the area of Mental Health Services so this last slide in goal area one shows the

total amount of actions and services identified in the lcap in goal area one it breaks down those expenditures into local control funding formula base as well as local control funding formula supplemental and then we also have a federal or other category as well so in this case you'll see total expenditures equaling 29 million eight hundred and twenty three thousand coming from lcff base is 19 350 lcff supplemental 5 million 459 and then federal dollars just equaling over 5 million in goal area number two this is aligning student learning to state adopted standards supported by materials instruction and technology and a safe and clean environment all of the current actions and expenditures are currently ongoing and staff doesn't recommend any changes in the first area in the second slide regarding actions and services under this goal

we're recommending additional purchases of AED units at both of our Comprehensive High Schools we're also asking for an additional professional development training as it relates to the diversity Equity inclusion and belonging plan an additional tosa specifically focus on the implementation of deib we know that the Strategic plan in CTE has a good model and that the tosa is actually the two doses there have been very instrumental in coordinating a lot of that work as it relates to the Career Technical education strategic plan and we believe a deib tosa would be beneficial as we move forward with that strategic plan as well the money for the deib tosa would come out of one-time Grant funds and we've also in this category set aside training regarding gun violence prevention using the Sandy Hook promise next year so

in this area and goal number two I'm not going to go over the numbers here but we've broken it down to total expenditures again lcff based supplemental and federal dollars the next slide is the beginning of goal number three engaging parents staff and the community to promote unique educational opportunities for students again most of these items are continuation of items that we've captured in previous years I would add in the first area that we're continually looking for ways to allow for career exploration at the TK through five grade levels as well as in grades 6 through 12 looking for additional career internships and work based learning opportunities with the intent to connect students to those enrichment opportunities the CTE strategic plan continues to be our guide in this area in regards to you this last

slide under the goals under goal number three the new item here is around the seal of Civic engagement we're hopeful to be able to offer this to students who meet the criteria and include this on our diplomas potentially for next year's graduating seniors and this is very similar to the Seal of by literacy that we award some students for being biliterate in multiple languages so you'll see expenditures in this area and then the last slide lists some of the additional board requests that came out of the March study session along with what we heard specifically from stakeholder groups um and this shows the increased services that we're allotting to many of those requests so you'll see here an additional three million 546 000 or 546 918 dollars to continue with additional mental health services so

that's not just for next year that's a combination of mental health services that we added last year as well as this year so it's a continuation of some of the mental health services that we brought on after covid and then a continuation of uh uh or an addition to some of those Mental Health Services moving forward to give you an example there's an additional 885 thousand dollars or capturing for uh classified support specifically to look at completion for work order response time and cleaning standards there's some additional money for programs regarding the gun violence prevention program and then additional dollars in place for class size reduction additional sections to lower class sizes or maintain lower class sizes and intervention teachers to provide additional support to the tune of about four million dollars there so with

that staff recommends that the board approved the 2023-24 draft lcap which is exhibit a in this item a copy as I mentioned before of the draft lcap will be posted to our website by this Friday in order to collect further feedback we'll collect that feedback we'll bring that to the June March or the June study session along with uh any additional comments that we get from the board so with that I'm happy to answer any questions and I know we have public comment prior to that first we have thank you Dr Nye it's time for public comment have any blue cards been received we have received a total of three blue cards for this item three when I called I'm sorry when I call your name please come to the podium state your name and

indicate whether or not you live within the boundaries of the school district you will have three minutes we will have the timer on the screen and your mic will be muted when your time is expired first speaker's Karine Katrina sorry hello Katrina weidlick I am here speaking as a teacher resident and parent of two students in the district recently many students in the district took their AP exams after months and months of preparation studying and practice tests after reviewing the released exams for this year I was happy to see diverse voices on the tests AP Literature featured excerpts from a black author Niecy shawl and Brenda panado a dominican-american writer AP Language and Composition featured former First Lady Michelle Obama Maxine Hong Kingston a chinese-american feminist writer Rita Dove a renowned black poet and Carlos

corberlo son of Cuban immigrants and a former member of the House of Representatives the U.S history AP test featured Sojourner Truth W.E.B DuBois Frederick Douglass Josephine L Baker a female factory worker and Joseph Wilson a southern black man who wrote books to convince whites that the African-American community in his adopted city did indeed have a class structure and offered advice to his own black readers it also asked students to examine how citizenship Changed by examining the experiences and words of black men and women indigenous people Chinese immigrants and Puerto Ricans as well as to address the growth of civil rights activism I say this to help you understand the importance of deib with the deib plan we can prepare students to discuss race and the experience of marginalized groups in a respectful and inclusive manner

in content areas as well as equip Educators with the skills needed to ensure classes such as AP classes are Equitable support the individual needs of students and that is it is relevant to each student's unique experience please vote in favor of the draft lcat plan and the deib activities and strategies included thank you thank you our next speaker is Shauna Shauna Hearst I have two kids in the district both at this school right here Calvary middle I know I'm a broken record but I'm gonna just keep advocating until you approve tonight's lcap plan that supports the middle school counselor additional high school counselors and continuing with the elementary counseling that's I know it's baked in the plan but I'm just going to keep speaking until it's voted so um and I also just wanted to

acknowledge the efforts of Ashley Crawford and Nicole moish on the career Pathways they've done a fabulous job this past year a special shout out to Nicole who's been coming to some of our psac meetings and really pushing out the information to to really help build that Pathways I think a lot of the block has been is parents just not knowing all the things that are involved in that plan Nicole's been making great strides in getting that out and I continue to see that building next year and um I also think it would continue to build if we don't always refer to it as CTE let's just call it career Pathways because that's something that parents actually understand we don't know what CTE stands for and to be honest I attend all the meetings and I

still can't tell you what it stands for but I understand career Pathways so that's my two cents just continue to support we do a lot of amazing things at our district and always looking for um to continue to improve but I know sometimes we're like we're doing so good we're just sometimes go after these little things that most we're just lucky to really be in in the weeds working on these kind of detail things so really appreciate all the work and effort that's gone into it thanks thank you our next speaker is Elise uh Alicia Sutton hello again um I'm Alicia Sutton have three kids in the district I'm looking forward to the UCSD sorry I know my voice is going in out listening and learning session I was asking Michelle um trustee Michelle earlier

if we have a schedule of who's going to be where because there's three sites Kelly poinsettia and Buena Vista so it would be good to know which trustees or staff will be at each location you're going to be have to be prepared to answer some tough questions I'm hoping they come out because you know we hear Dei High Level all these things but people aren't asking the questions that's bugging them in my opinion and then the district has to be transparent with the details than the parents and the community members can rely if they're not then they will rely on National Media or social media the source of information and as we know Carlsbad is not like many other places in the country um some questions that I hope people will ask I know I

have questions under the DI framework what is the procedure for handling a student who has a question about gender identity what do you do in elementary level middle school and high school and that I think would clear up a lot of misconceptions for people who are just listening on how it's handled in Florida or Texas elsewhere in the country um two second one if a parent wants certain books lesson plans or video content banned what is the district's policy for handling this I hope it never happens and you know I believe in um people having the right to read and teach whatever they'd like to but we need to know if a parent does bring up something that's happened in Florida where a teacher is being reprimanded for showing a movie with a prominent gay

character so what is the process for this District on handling this and then lastly what is the district's plan for handling gen transgender athletes even if we don't have students who fit into this category now we should know what the plan is to ease the minds of parents who are concerned about this issue because I've spoken I'm right there in the middle I've I have friends on both sides and the ones that are against Dei have concerns about their daughters competing in high school sports and so that is something you would want to address when we get to that meeting next week thank you here staff do you have anything to add no not at this time trustees do you have any questions thank you Dr Nye through the lcap process we heard from teachers

administrators and parents alike that our elementary age students are struggling with this in mind at a previous meeting I received support from my fellow trustees to address the needs of these students by adding intervention and intervention teacher at each elementary site for one year I had spoken to Cabinet prior to the meeting and was told we could use some one-time textbook money since the art music and instructional materials block grant could be used for textbooks in light of the governor's recent proposal to cut a large part of the block rack block grant would it be now your recommendation that the board give direction to remove the expense of those additional seven off ratio intervention teachers well in answer to the the question um the the governor did propose on Friday and his May revision to

further cut grants that we received this year and we would if this proposal is successful we would lose another three million dollars in funds that were promised to us this year when I had the earlier conversation as trustee Williamson points out um you know I've I felt if we had been fully funded in that Arts and Music and instructional materials discretionary block grant and continue to use it for that instructional materials purpose we could release some of what had been previously allocated for instructional materials using that one-time money now what I would say is the the unrestricted Reserve is more precious and if that cut to the I'll just call it instructional materials block grant does go through we will not have the same level of funds that we had originally presented to you in

a multi-year funding program for the next round of I think four different subjects of instructional materials adoption so we may need those dollars to complete that plan in in terms of the the people that were proposed to be paid by recasting those dollars we were struggling behind the scenes and how to exactly you know take the steps necessary to add nine more temporary teachers on temporary contracts as we can only do that with restricted sources so there was going to have to be a moving some expenditures into unrestricted taking the same number of dollars and putting them in the Arts and materials block grant so that it would balance out between restricted and unrestricted and we would have um those additional staff members tied to a restricted funding source that we could unwind at the

end of the next year without running into Ed code issues on on release of staff so that was the plan on Friday morning but by 10 o'clock that morning it it did get muddied by the additional cut to to the Arts and Music block grant which would have been the pathway to make that request of adding additional staff next year to happen because remember the last name of of that block grant is discretionary and even though there's a number of intended uses we could have ultimately moved some discretionary expenditures in there but still take advantage of their one-time nature for a temporary use next year so My my position on this is that you know really we need to shore up the unrestricted side of the the budget in order to account for the loss

of potential loss of restricted funds should the governor be successful with his proposal next month and I would just add as we look at the numbers and look at the expenditures we do have concerns as as Mr Dylan mentioned in regards to you being able to sustain instructional materials over the next four cycles of adoption so we we have social studies that's on the horizon we have foreign language it's on the horizon so there's some big adoptions that we have concerns with the cut of that one particular Grant and then we also wanted to make sure that we could sustain the additional class size reduction for as long as possible as well at the elementary level and the Middle School level so with that being said yeah I think that there's some concern with the

recent cuts that the governor is proposing and being able to sustain those things and if I could just add one more thing just to make clear he also proposed a new mid-year cut to the learning recovery emergency block grant um that was five and a half million that we received this year that we intended to use to sustain the additional staff that we brought on in the last two years for two more years using those dollars now there's a concern as to whether we would have the ability to if that cut goes through to sustain the same number of the already one additional teacher at elementary that we added for two more years so that that is a concern as well because that was actually a deeper cut to that Grant percentage-wise than to the

discretionary block grant so it was a double whammy on Friday morning that we were not expecting Mr Grove thank you yes I just wanted to clarify that the positions that are in question are the additional intervention ftes the additional ft ftes were proposed currently we've added one additional FTE to each Elementary School for the purposes of intervention and those those positions are projected to continue next year so we're only talking as I understand it the additional pension positions so so my assumption is the time that we would address this is what the motion has been made and then we would have board discussion and then and then if if there is consensus by the board then we could give direction to remove that nine hundred thousand dollar expense from the um from that section is

that correct okay correct Christy Rawlings that was your question go ahead thank you um actually on exhibit B I know you didn't dive into it but I did and if you look at exhibit B uh moving down to gold two and that would be a number five let me see I'm sorry number four is there a reason why you didn't include the emphasis on bathrooms in that um uh in this section of exhibit B no and we certainly could add that into the action itself I would say that's part of our overall cleaning standards would be would include bathrooms um how the reason I'm asking is because the success indicator that was approved had an emphasis on bathrooms and I just want to make sure that the dollars are connected specific for that emphasis trust

these other questions come back just I do have a question one of our speakers brought up about our CTE just going by career paths is there required by the state that we have to go by CTE no um we have to have certain reporting features though that that require us to report students that are in classes that are taught by a teacher that holds a CTE credential so a Career Technical education credential but there's no requirement on what we call it you know it's a career what we call our strategic plan as a career pathway strategic plan we do interchange that I do that sometimes as well I'd be the first to admit that but um they the career Pathways is a little bit more broader definition and I think it's the intent of the

board to more capture what we're trying to do there with career pathways thank you Dr and I trustee Rollins thank you and under the um again under exhibit B goal three section one um is there a reason why we didn't add in here the connection to students under the CTE plan [Music] there's no particular reason we we certainly again could add something in that talks about not only expanding the types of work based learning opportunities but to connect those uh opportunities to students as well so we'd be happy to do that Dr Churchill just for process clarification if there's any changes to language do we do this by motion do we do this by thumbs what's the process I think in these cases Dr and I understands the request that doesn't have any problem with

it um ultimately he has to revise the final L cop l cap document to reflect these so I think unless Dr and I unless you'd like consensus via thumbs I think trustee weimson is this not an action item this is an action so so any discussing I'm sorry I didn't mean to cut you off we're discussing exhibit B which you are not approving exhibit B is just an example you're approving exhibit a so exhibit B I don't know when would exhibit B ever be looked at again Dr and I we would post it most likely um it would be posted along with the full lcap as well as the slide deck but um I mean if if the board felt more comfortable absolutely we could we could ask for consensus via thumbs to make the

additions that trustee Rawlings is requesting trustee Williamson I just think that follows our procedure that um that just to be clear I just asked questions I haven't made a request exactly that's why I was thinking that we're kind of going ahead of yes I have not made any requests at this time thank you other questions trustees trustee Williamson um yes well the um on the let's see on the Dei plan the cost of 459 000 where did you get that what did you was that did that did you find that like going to check with other districts to see what they have um put put their their line item is on that or where did that come from uh we um we anticipated professional development costs both for students and staff uh the cost of

atosa was also built into that also the cost potentially of an ethnic studies build out and curriculum so that was all baked into a cost where we're estimating at this point in time and over what time period is is that just for one year or that is like part of a two or three year plan what we anticipated was this would be Year One cost correct other questions okay Professor rolling says you have some other questions no may I trustees may I have a motion to approve the 2023-24 draft local control accountability plan exhibit a so moved Rawlings second Williamson trustee Rawlings made the motion trustee Williamson's second the motion discussion trustee Williamson if I have support from my fellow board members I would like us to instruct staff direct staff to remove that nine

hundred thousand dollar item for the seven for the additional the the additional intervention teachers at the elementary sites because the funding source that we had we're basing that on is it is in Jeopardy and it can certainly be added but I I'm not comfortable if we follow our procedure if we're going to identify new expenses we're going to offset them anyway so but I would like to see if I have consensus my fellow board members to do that and I did talk with staff and they had prior to this meeting and that was their recommendation so you'd like to hear from the other trustees okay Christy Rawlings I'm still comfortable with the expense I do believe that our reserves reflect much more than is required by the state and I do believe that our students

do need this intervention and we are talking um as we agreed on one time so I'm comfortable with the expense so I would be voting no on that motion I'm sorry if you're requesting consensus I would be voting now on that comments okay other discussion trustee Rawlings thank you did you want to seek consensus first I think it would be helpful if we could just at least show a thumbs now because if if there are no thumbs if there if the thumbs don't carry then we don't need to amend the motion and I think if if we if it does carry then we probably should note it somehow and I'd rather not have to start the discussion over again so what we need to do is the thumbs on Amendment on removing the the request

to have the additional Intervention basically a second intervention teacher at each elementary site does everybody understand okay how many thumbs do we have for that to capture that Dr Churchill it was a 3-2 in favor trustee Rawlings thank you and thank you staff for spending time answering a lot of my questions around um especially exhibit B um I did want to make a request if we could make those two changes one to add emphasis to the bathrooms under the cleaning standards and the second would be to add connecting to students we as a board made that decision with the success indicators and I do believe it's really important to connect dollars and resources when we when we say we want to have a success indicator I do believe that we need to connect dollars in

and resources and I do believe exhibit B does that so I would like to add those two pieces to that document if I have consensus do you want to what what action you want to take on that trustee Rawlings I would like consensus of the board to add emphasis on bathrooms to go to section four and then add a connection to students on exhibit B goal three section one okay does everybody understand what um would you when you say connect to students could you give it maybe an example of what it is that you're trying I'm not sure what it is that you're trying to direct stuff to do okay we have a listing and it's similar to what the speaker spoke about we have a we have a list of items that we're looking

at BizTown Coastal Roots you know outlining the within the graduate profile career Pathways but we had the discussion when we adopted the lcap that we need to make sure that we're connecting those items to students or connecting students to what we have offered so let's say a student has a job but they don't know that we have a work experience class so connecting those two items where a student has a job they are at least aware of our work experience class as an example [Music] is there any way that you could Wordsmith and just so that I'm still not sure what it is that you're trying to ask staff to do I'm supporting you in principle I'm just trying to figure out what you mean but we actually added that language into the lcap and

so all I'm asking for is that language that we added on the success indicator to be added into exhibit B the exact language so the in the first row on goal three the First Column yes the first call or the first row under goal three in the first column or in the yes yes First Column yes Dr Nye staffs I think we understand the request then we think we can add directly the language okay first of all just everybody I understand trustee rolling's requests Sue rolling on in you want to speak a little louder no it's actually in the first column under goal three yeah but what language are you asking to put in there and um we don't have a copy of the um of the revised lcamp that we approved at our last

meeting but at that last meeting under the success indicators we adopted new language one said emphasize on bathrooms and the second one emphasized students in that section all I'm asking for is the column one connect that Dr Churchill is going to cast it so you can thank you see the language yeah I'll share here the goals and success indicators that were approved here's the document I'm gonna have to scroll up and then zoom in to show you where we were at so I believe the success indicator in question is this one career Pathways and work based learning updated and approved success indicator reads establish a baseline of the number of students participating in current work based learning experiences by completing the cusc career exploration Continuum a participation growth metric will be developed in future years

so we we've committed to quantifying the number of students participating in current work-based learning experiences so we could reflect that language into the uh exhibit B as recommended does that help trustee Ward Senator claret okay we're ready to to if everybody understands what trustee Rawlings is asking for how many thumbs do we have okay further discussion Mr Garcia please call for a vote do we um Mr Rollins did you make the motion who made the motion to um are you willing to amend the motion or should we vote it down and then make a new emotion we'll need to vote it down thank you okay so if you so if you want to have that removed you vote no on the motion and then I'll make a new motion and then we'll vote on it

so if you want the nine the three of us voted with thumbs to remove the nine hundred thousand so we will vote no on this on the motion that's on the floor Claire it's mud okay good First Step first of all I want to make sure all the trustees everybody's clear okay you can go for a vote Yes student representative Headley no trustee Williamson no trustee Ward wait I'm sorry this is for what we already voted on with them which the what you're saying the motion on the floor is to approve exhibit a as written no yes no sorry emotion fails four to one I I moved at we one to four that we approve exhibit a with the except with the exception that we remove nine hundred thousand dollars from the block grant that

was going to be used to fund the extra intervention Elementary teachers no but no I don't could I make a recommendation that you just you remove the additional nine uh intervention teachers I that's just what I said that I've I've moved that we accept that we approve exhibit a with the exception of removing the nine intervention elementary teachers that were added correct yeah the first motion failed so this one we're now going to prove the plan we need a we need a second before we can go to discussion trustee award okay discussion purposes otherwise motion fails you can second it I'll make a second for professor's discussion okay now we're open for discussion okay trustee Rawlings um I I will I will not be voting in favor um again I do believe we can afford

these intervention teachers our students need these intervention teachers I think we have that we do have a commitment and um with the with a with seven million dollars in lcff stabilization fund I am confident that we could afford it so I'm going to be voting now okay so we're having a discussion about changing exhibit a to support the removal of the 900 for the intervention teachers correct and I I'm actually aligning with Kathy and what she's saying I do not want to remove the 900 any other to skip for any other discussion let's go to a vote student representative Hedley yes trustee Williamson yes trustee Ward trustee for Beth yes trustee Rawlings no trustee Pearson yes motion passes three to two thank you now we move on to item 7.2 measure HH Bond program monthly

update trustees this is an information discussion item I will now turn it over to Mr Gill good evening this is just a quick verbal update there were a number of attachments that were were added to this but just to give an update on on this particular item in the bond program we do have the independent oversight committee report attached the committee completed that report at their last last meeting and approved that just a reminder that this particular report covers an 18-month period because they have decided to align their annual report with the calendar year so that when they bring the report to you in Spring that it's a little bit more recent history and we're not talking about the previous school year so this one only will be 18 months and from this point on

their report will be a calendar year annual report always a pleasure of working with our ioc members and they do put a lot of thought into their work and also this report the summer project updates are attached to it's a graphic and and written format of what I updated the board at the last meeting of all of the work that we'll be doing at seven different sites using uh project I'm sorry prop HH dollars we have made some minor revisions to what was attached to the board meeting for some clarity and some grammar uh cleanup since the board since the board agenda was attached those will be published tomorrow so as of right now they're still the same slightly incorrect versions on the board agenda but they'll be on the board web page tomorrow we'll

also be sending the these documents to the principles of each of the schools so they can in turn communicate with their school communities on all of the work that's going to be happening this summer I'll say everything is substantially the same it's just a few minor changes here and there we do have seven sites that will be under construction and I do want to mention Hope Elementary uh as we've been waiting you know patiently for the re both the reclaimed water permits and also the storm water and Grading permits um we're now at the point where actually on the consent agenda earlier you approved a uh an encroachment agreement uh with the city that allows us that was one of their last documents that they needed us to approve we now have their final submission

checklist that we can now turn and submit to the city and that will be done next week I have to notarize the document that you approved today so next week we will be giving everything with the checklist to the city we've had many different we've had many conversations with them over the last few weeks and at that point they scheduled their meeting with our construction team and their folks who will oversee the project and following that meeting that gets scheduled is when we would anticipate the permit to be issued that's exactly what happened with Kelly when we got to the end of the process there so we uh are finally the light at the end of the tunnel I have to give kudos to Ms Kimbrell who has been on the phone with multiple people

from the city and they've been very patient with her as she's followed up with them practically every day several times a day in different departments to make sure that everything is in line and that we won't have any surprises when we go to submit our final check our final documents and the final check list next week so I hope to give the official thumbs up and hooray very soon but we're as close as we've ever been on on Hope and then finally on on the program update we do have a number of proposals that we have requested from different Construction services companies we have the bond program management proposals that have come in we have six responses so we will be evaluating those that is for the construction Management Services better performed in in the

office under Ms Kimbrell and project management services and then we close today on the architect RFP we had 21 submissions and so that was as of two o'clock today we haven't had a chance to open and look at any of those so we start the evaluation process tomorrow to award a new pool of Architects for projects going forward on phase 2B and Beyond so those are the updates for this month thank you Mr Dill this is a time for public comment have any blue cards been received we've received one blue card for this item and I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes of the timer on the screen and your mic

will be muted when your time is expired the speaker is Nicole Medrano hello again everybody my name is Nicole Medrano I am hope PTA president and my kids are both at hope they're in Kinder and I live in the district so we are very excited about our new principal and we are very excited that we are making so much progress on construction um I don't really remember the rules I know you can't I'm not supposed to really answer questions but we are so excited to get a clear timeline on construction which we hope we will get very soon and to have it wrapped up over summer um it is so important to us because we are really going after a fresh start moving forward our PTA has done amazing work this year bringing our community

together bringing positivity and a sense of connectedness again to our school and I think having this Construction done before the start of the new school year I hope I we are crossing our fingers I think we'll really contribute to that so I know there are some questions that parents have asked me um what is the plan for the side yard the little side area by Kinder it's supposed to be a Kinder play area right now the weeds are about as tall as me and the kids obviously can't play there um that was one and then we heard that there may be some e-bike uh storage right next to the Kinder entrance and exit which doesn't seem like a very safe place also that's where traffic comes out of our driveway or of our parking lot

so we are concerned about that safety issue um so thank you again let's keep plugging and chugging away and I'll keep emailing um thank you again thank you Mr dill or any staff do you have anything to add yes I'll say that that we've always said as soon as we have the final permit in hand that that would allow us to then create the timeline for the construction schedule going forward the board previously awarded a contract for this work so that we would be ready to go as soon as we had that final document in two more agenda items you'll be approving some changes to that contract but that's all in an effort to make sure that once we're ready to go we can go thank you Mr Dill any any other staff members need

to comment correct trustees do you have any questions are you going to also have a discussion I'm waiting to see if there's any questions first and then we'll go to discussion trustee Williamson okay discussion I just want to make a brief comment when this last summer when I was when we went on like a U.S history tour trip at the Liberty Square there was a in Philadelphia there was a copy of the proof print of the U.S Constitution and the Rumor by the docent told us that actually George Washington looked at that document at the proof print and he found a typo in it and so he they stopped production before they distributed the Constitution to to throughout the colonies throughout the United States and it really struck me that sometimes we have to be

very intentional in order to have things be right forever so I may have been the person who um made some change some edits on on this that mystery Dill was referring to not that I'm comparing myself to George Washington but I I think that it's um it's always a good idea in my mind to have anything that comes out from the district be correct and and have good grammar and have and and be as clear as it possibly can be and so if if there's ever a time when something like this is going to be coming out with their would the board be comfortable with having a designated person before something goes out to the public um review these and and it could be like a staff person or another is there is there an

interest and and I have did not bring this up to um to Cabinet but I feel that sometimes sometimes I'm the one who does it and I'll I'll continue doing it but I think that I just want to make sure see how everybody else feels about it if anyone has any comments or or your thoughts on um on making sure that when things go out that they go out looking like a real like a and it looks wonderful it was there were just some inconsistencies I would agree with you that anything we send down the public should be made sure that it's grammatically and it's intentional and clear Clarity on that what about rescue trustees what do you think for Steve Rawlings I'm not sure I'm comfortable directing staff to do that specific piece but

I do believe that that would be the expectation of this board that that items go out um without spelling errors and uh that are intentional and um so I I would just I would just say that I would have that expectation I'm assuming the board has that same expectation and I think we could vote on that but I wouldn't be in favor of directing staff to assign somebody to overlook something I don't think that that's our role but I do believe that you know setting expectations for public-facing documents is within our role I'm comfortable with that yep thank you trustee berbeth for trustee Ward thoughts yeah I I mean I agree we want everything that goes out that's public facing should be grammatically correct and should be presentable I agree I don't think we um

I feel like they're all probably doing that I don't think we have to assign a special person just for that role I'm in agreement um I I think it's the majority everybody is not doing any directive on that is just an expectation okay other uh discussion thank you now we'll move on item 7.3 approval final guaranteed maximum price for Kelly Elementary School phase two this it trustees this is a discussion action item Mr Dell thank you and uh these uh sometimes in the past were brought forward on the contracted Services report but we thought was important to discuss these openly and publicly as a separate item particularly given the the large cost of our construction projects and and these particular change orders I can talk about both of them uh together you'll vote individually on

the next two because they're both similar and it's also the same contractor who was awarded the same con uh two contracts for the uh for the two schools uh with uh with Kelly and hope the board previously approved preliminary guaranteed maximum prices uh that allowed the contractor to work with the architect do some more refining and then put the final version out for hard bids of their subcontractors in both cases those bids came back higher than what the preliminary estimate was um it is typical for us to have a preliminary and then a guaranteed final final guaranteed maximum price in this case uh the the dollar amounts went up in both in both cases it's not that we added any scope to the projects uh it's really a reflection of the bidding environment that we

are in right now we are covering some of these increases with the contingency budget that has already been set aside so we will have some offset there and as always once we get into construction we're always looking for ways to you know provide the best value at the most competitive price and that's the work of our staff to work with the contractor architect once the project gets underway to find incremental savings along the way but the good news is with the approval of the final guaranteed maximum price that is the cap unless we do change the scope of the of the project so this is also based off of the contractor being able to do further investigative work at the school side so they are essentially on the hook for any unforeseen conditions and and

that sort of thing it assumes that they have had a full opportunity to evaluate the project look at the the buildings the the grounds Etc and build that into the price so this is the not to exceed amount in both of these cases I and then as a final point I will say that uh we still have funds available from the certificates of participation that we issued last year which we intentionally did as a hedge against inflation that we saw coming and so any any costs that were in excess of what we expected we still have room to cover those out of the cops Jill thank you it's time for public comment how many blue cards been received we do not have any blue cards for this item okay Steve's do you have any questions

trustee Rawlings and just to be clear we will not have to be looking to phase five for these particular increases so you know with phase five we're really going to be you know as we get into phases three and four looking at what the the bidding environment is at that point the scope of the projects and determining whether we need to start to re-prioritize phase five and so that would be a discussion that we would start to have next year at this point uh the incremental increase we have funds on hand to cover that and that's through the CD CDP is that correct uh certificates of participation thank you cops there you go the cops and so that's so we're covering the increases through the cops not necessarily looking to face right and not the

the the the excess cost can come out of the cops rather than from measure HH funds thank you other questions trustees may I have a motion to approve amendment number one change order number zero zero one contract HH 2223-10k and authorize additional funding of 437 472 dollars to lasardi construction company for phase two modernization at Kelly Elementary School so moved Williamson second Rawlings trustee Williamson made the motion trustee Rawlings second emotion discussion seeing no discussion Miss Garcia please call for a vote student representative Headley yes trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you now move on to item 7.4 approval final guaranteed maximum price for Hope Elementary School phase two trustees this is a discussion action item Mr Dill rinse and

repeat from my last item okay this time for public comic trustees do you have any questions you have a motion to prove amendment number one change order number zero zero one contract HH 2223-10 H in authorized additional funding of 585 479 to lasardi construction company for the phase two modernization at Hope Elementary School so moved Williamson who made the motion I'm sorry William Williamson trustee Ward May II discussion Mr Garcia please call for a vote student representative Headley yes trustee Williamson yes trustee Ward yes trustee burbap yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we'll now move on to item 7.5 revision excuse me revision and board policies first reading trustees this is a discussion action item I will now hand over to Dr Churchill thank you trustee Pearson

this item was tabled at the last meeting so carried over to tonight three of the four policies are identical to what was listed in last month's agenda we did make some edits to the board policy 6146.1 High School graduation requirements and we noted that in the posted agenda this time so we would this evening ask for you to approve as a first reading three of the four policies we'd ask you to approve as a first reading and waive the second reading for the high school graduation requirements so that we can meet a timeline for some students IEPs before the end of this school year thank you uh trustees do you have any questions for Dr Churchill do we have any public comment we do not have any blue cards trustee Rawlings thank you um uh

doctor and I thank you for discussing uh Chris policy which is the high school graduation requirements 6146.1 and on page two at the bottom it discusses the alternative graduation requirements and it talks about the board directing staff to establish a process whereby students families and school officials can work together to design programs of study to meet their particular needs and post-secondary goals of individual students um where is that process listed and also where how does this differ from what you're asking to be changed and just to be clear because this states that you can have an individual plan why do we need the additional um why do we need the additional language if this is saying that there could be a plan designed for individual students for graduation the alternative graduation process is listed down

below so that they talk about the differences between the regular graduation plan and the alternative graduation plan is highlighted in green and it starts three courses of mathematics through at least geometry and then it kind of highlights which mathematics courses one course in visual performing arts or World Language and then it does say a signed understanding by the student and his or her parents or Guardians of the alternative plan which outlines the potential consequences on Direct admission to the University of California or California State University so that does somewhat outline a process in which a counselor is meeting with a a family member and they're entering in a contract saying that they're opting out of a to G as an example but we could be more explicit if if we get direction from the board

is to list any additional information in there and why do we need the additional language when we have the language that talks about individual individual graduation plans why do we need the additional language that's being proposed tonight you're talking about what what additional language what what specific the IEP language all the way down special education language because if we can adapt a an individualized graduation plan why do we need additional language that outlines a more specific plan yeah the the Ed code provision that was passed specifically does a carve out for certain students that are not working towards a traditional high school diploma they are typically students that enter into our adult transition plan and these are students that are working on life and functional skills that are much different than you know we're modifying

certain um certain standards in a classroom so the the Ed code provision that was passed and the law that was passed basically said if those students are working towards a scope and sequence it doesn't necessarily have to be our graduation requirements then we should enter into an IEP with those families and allow them to receive a diploma we're talking about 14 15 students that are part of that adult transition plan that kind of move on to the ATP program so it's a small subset so I I guess that that's the reason why the new language is in there in regards to uh complying with that Ed code do you follow up So within the alternative graduation requirements it specifically says thus the board direct staff to establish a process whereby students families and school officials

can work together to design programs of study to meet the particular needs and post-secondary goals so what you described why doesn't that fall under what you just described we have to be I think more explicit in compliance with the Education Code that was passed so the language that's listed below gets us in compliance with that law that has passed thank you other questions I'm going to ask for two motions on this item first may I have a motion to approve board policies 5148.2 6158 and 6170.1 as a first reading so moved Williamson second for Beth trustee made the motion trustee verbeth second discussion trustee Rawlings for 6146.1 I understand the sense of urgency for that for that policy however I would like an opportunity to have further discussion and be more explicit under that language

to have language in a policy that says we're going to direct staff to do something and then it's not very explicit on what that process is I I find it to be confusing and so I'd like the opportunity to if we can get consensus from the board to bring that policy back sometime during the summer to have further discussion do we have a timeline on the on the uh on this either Dr nyer Dr Churchill just the point of clarification um 6146.1 was not part of the motion yeah we pulled the other three for this one yeah sorry did you want to withdraw those comments I like I will Reserve those comments for the next motion thank you trustee Williamson we're in discussion right so I would just like to ask my fellow board members

if you would support the concept that we used to do with the board policies which is that it they would come before when they're they're updated and changed it would come before two board members they would and it was Miss Rollins and me uh we would we looked at them and if the two of us both agreed with the changes then it just it would come as a consent item if it if it if it didn't we would if there were minor changes and if we both agreed then that would be noted but and if not then it would come almost as an individual item it seemed to be streamlined in that way that everyone wasn't having to look through the changes but it is it was very helpful for both of us to see

the old version to see the csba recommendation to see the rationale and have access to the Ed code but I don't know that everyone wants to go through that anyway it seemed to be an expedited process and if there is interest in I believe that staff would recommend continuing to do that is I think was my assumption but I just want to see if the fellow board members are willing to um to do that I guess Ms Rowling's value should ask you if you're still there I just want to say yes Mr Rawlings um I will hardly agree I think I wouldn't have all these questions uh tonight if we would have had that Committee in place we could have had a conversation however my understanding from Dr Churchill is we would have to establish

a standing committee instead of an ad hoc Committee in order to have that continue but I I may be wrong but that was my understanding my and and maybe we'll need to check about this if we're not actually meeting which we didn't it was a a document that we were simply making putting an ex-on or something like that so I I don't know but I think it probably would be worth checking out to see yeah thank you so I I agree with trustee Williamson I've thought about this a little bit and I think having two individual trustees uh review electronically the draft proposals that the borders the staff is putting together before coming to the board um I don't think there's any issue with that we wouldn't be meeting formally so it wouldn't be a

committee it would rather be you know two individual trustees just providing feedback to staff in advance the full board would still get to see all the policies would get to ask questions and and ultimately take a vote so there's no issues there in terms of governance so it so would you report sorry so would we also learn like what the two board members are recommending to and what changes and just curious so staff had recommended this to Elisa before already to do this committee so so we had an ad hoc board subcommittee maybe a year ago or more I don't recall the time frame it all Blends together but we we did form an ad hoc committee that met specifically to sit down with staff and review policies um an ad hoc board subcommittee exists

for a moment in time to accomplish a task and then it's disbanded so to trustee Rawlings point if we wanted to have an ongoing committee we could establish a board committee that that would just be like our health and wellness committee or any number of other standing committees I don't think that's necessary I think in this case simply we've got a volunteer in trustee Williamson and a volunteer in trustee Rawlings who are willing to be an extra set of eyes on our board policy before they get added to the board agenda and you would absolutely have the ability to ask those Trustees for their feedback during the meeting so that you'd get to hear exactly what they waited on okay I guess my question too was when did staff recommend that to Elisa because I

don't I didn't hear that happening in this meeting so I believe trustee Williamson just asked okay the question would she mentioned there'd be support she mentioned that she said well staff recommended that we do this so I was just curious when that conversation happened because I didn't hear it happen here I believe excuse me so when uh when the all the board policies came to us before the last meeting I asked I think Dr Nye why didn't we see these like we have over the last year and a half because we had and there was they were not following the process they had done before and he said oh I think we talked about this at cabinet and we you know and so and and I said well do you was that working and he

said yeah we you know it was working well so that was so that was the shorthand of or maybe maybe Dr Churchill is the one who said yes it was working well well but anyway whoever it was said yes we you know that it was nice to do it that way okay I was just curious about that because I think that's the second time that I heard her say that that staff recommended something that I don't think it was necessarily discussed here so I was just curious when things are recommended yeah so and and maybe that shorthand conversation and we ought to be more precise staff has not made a formal recommendation to the board regarding this so that that's not an accurate statement we've not made a formal recommendation I hope that helps yeah

yeah I apologize if I I just meant that they had said yeah that sounds like a good idea so I shouldn't have used the word recommended I didn't mean to do that all right yeah just that background information is great because two of us haven't been on the board so we didn't even know about that's that committee or what you're talking about so that information is helpful so we're still in discussion on the motion um let me see how we're seeing it do we take a thumbs to see if all the board is supportive of having the standing committee not the ad hoc committee we're not asking for a committee it simply it would trustee will is the board comfortable with trustee Williamson and trustee Rawlings be an extra set of eyes to provide feedback

let me ask the board first is everybody comfortable with that yeah I'm comfortable as long as any changes that are made are also shared so I want to know what's being discussed okay so that's an understanding to our great volunteers right here who are going to have fun reviewing policy and doing that so to get thumbs just to memorialize this to do that and then we're back to the motion on the discussion on the motion any further discussion on the motion student representative Headley Steve Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you next may I have a motion approved board policy 6146.1 as a first reading and waive the second reading a motion second Williamson trustee Ward made the motion seconded by

trustee Williamson discussion trustee Rawlings what I said before I'll defer to Dr and I when when you might want to bring that back for additional discussion if they approve it as a second reading tonight yeah I think we could certainly bring it back over the summer or certainly uh August September timeline for sure is that something we need consensus to do to bring it back or is that something that I can request as a just more of a request or how does that work I mean since we're on the topic it would be helpful right now just if there's consensus from the board via thumbs to bring back the graduation requirement policy for an additional future discussion that'd be helpful for staff to know that there's consensus to do so question trustee Williamson um I

would request that Ms Rawlings that you meet with Dr Nye before it comes back and that you sit down and actually go specifically what where you see the redundancy in other words because I think it's difficult for me to follow exactly what it was that you were trying to to to do so if you could meet with him before it comes back that would be helpful to me and I just had a thought would it be possible for us to since we are going to do kind of informally review these things would be possible for you and I to kind of go over the policies and then bring back our thoughts not necessarily recommendation but thoughts on the policy or just um speak with Dr Nye and then bring it back I think in lieu

of our in light of our just recent conversation that I would I'd be more comfortable if you would just meet with him and then and then we could all hear the input at the same time I I think that's fine yeah so that we decided that you are both going to informally meet to go over it not this particular one this is it because what I had requested is that I understand the urgency of passing this policy tonight and waive the second reading however I do believe that there are some um that there could be some more concise language in the the process that is indicated in the policy and I'd like the board to have a further discussion on that and so what um trustee Williamson is recommending is that I meet with Dr

Nye to have further discussion on where I where I would believe there could be some more concise language so not so any other policies that come forward prior to the board meeting of a first reading that would go um trustee Williamson and I would review those first kind of say yes we think this is good or no this doesn't follow our current practice why don't we why don't we change it up a bit before it comes back to the board and then have the discussion with the full board for future policies this one particular is a little bit different because again I'm saying I'll go ahead and vote in favor of it do the urgency but I'd like us to have a second review on pieces that aren't as urgent okay okay does that make

sense right what I'm asking for is consensus to bring it back in August that's what I'm asking for now so let me ask just a clarifying question may need some help from staff here if we don't vote now for this everything just stays the same right now policy wise so any of the students that are on IEPs the Ed code specifically says that you know for this narrow subset of students the incoming 10th graders we have to hold IEPs for those students I think there's about nine of them prior to the start of next school year in order to uh write it into their IEP that they be working towards a diploma so that's the urgency of this particular board policy and that's why staff's recommendation is to waive the second reading in this case

with the understanding that we could always Implement that and then bring the entire policy back for further discussion at a later time and that's what my request is trustee Rawlings go ahead that's my request is to bring it back in August my only concern was that this wouldn't infect any kids any excuse me any students that would be graduating this year that was my only concern if it passes no okay any other and we're doing thumbs first for this okay look at that and then we'll go to if there's any further discussion on the motion any further discussion on the motion no okay Mr Garcia please call for a vote student representative Hedley yes trustee Williamson yes trustee Ward yes trustee or Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero

thank you now move on to part A governance team reports and requests are there any governance team reports trustee Rawlings thank you um the this was tabled from last meeting and many of the items were discussed from the wellness committee so I just wanted to highlight a few additional items that were not brought up in our last meeting um as far as the wellness committee is concerned and trustee verbeth um please chime in if uh um if there's something I missed um one thing that was reported is that we have 33 total water stations in um on our campuses and then we're adding five additional also the um uh and the PTA are finding ways to promote reusable water bottles on campuses as well and and we should be getting a a food waste update

in our at our next meeting concerning Republic's dates and they're going to be providing some training on recycling as well as food waste programs and um and then one of the things that we did talk about is is the role that Rosemary Eshelman has been playing uh concerning uh different Mental Health Resources specifically the champion program that talks to elementary students and high school students are involved in that we also have the tobacco use prevention education as well as a specific Grant renewals in those areas and that's I just want to make sure that the board had that and did you have anything else to add [Music] I want to thank you trustee Rawlings trustee for Beth for the work you've been doing on that committee as well any other governance request trustee Williamson now

come back um yes um Miss Headley could you send to miss Garcia your report tonight especially of the upcoming activities at the high schools yes and then if it could be distributed to us that would be great thank you trustee Rawlings thank you I have two requests and I do recognize that there is no discussion allowed so I just want to make sure that that's clear I totally recognize that that I would like to make a request that we that the district office fly the pride flag on June 1st of this year Dr Churchill I just want to ask your giving that direction staff yeah thank you and I I appreciate trustee Rawlings acknowledging that we cannot have a discussion about this because it wasn't properly agendized generally speaking uh it would be inappropriate for

the board to give direction for staff to take action as part of governance requests trustees could ask could you bring back for a future item a discussion of flying the pride flag for example so you know my recommendation would be to limit a request to um either asking for some additional information or that an item be brought back at a future board meeting date I don't believe it would be appropriate for the board to give staff direction to take action as part of governance requests that is that in our NR is that well the brown Act is very clear about our statutory requirement to post something 72 hours in advance for the public to know and understand any deliberations that the board might undertake thank you for that Clarity on that so I still made

the request and I'd like to take thumbs please so I when there's a requests then I guess whereas thumbs up board on this and there's no discussion on a request in a governance request to do this so are you asking for a specific time frame June 1st Jim we're gonna have to do thumbs on this on this piece request do this and this is for discussion to be agenda's okay yeah then I have a second request your second request I'd like to request that staff bring back or that we agendize that staff agenda is over the summer um an agenda item to create a policy and or process to to address different requests for use of our flagpoles for Flying Flags I'm gonna for flying different types of flags that there would be a process

that we would go through for different requests like that and that we would agendize that in order to discuss a process and procedure to do that I just need a Clarity uh state law or any any that already articulates that I can't think of anything in our board policy or ARS that speak specifically to displaying any flag other than the flag of the United States and the flag of the State of California um so so we are required to fly both of those and we do proudly do so I believe the request is to have a discussion about what to do in the case that there are requests to fly other flags and so I understand the request and we could certainly agendize an item to have that discussion over the summer if there were

three thumbs to do so okay to serve everybody understand the request yes okay we'll do thumbs and that any other requests trustees okay we don't have any more okay okay this time are returning to closed session to continue item 2.6 there's no action to be taken and there will be no report following the closed session we will adjourn excuse me we will our next regular meeting will take place on June 21st 2023 at 6 PM the meeting will be held at the Sage Creek High School Performing Arts Center thank you
