009know we will now move on to item 5.3 oral Communications we have 11 blue cards we might have 12. coming this is the time that members of the public have the opportunity to address the board on any non-agendized item that is within the subject matter jurisdiction of the board ordinarily board members will not respond to presentations and no actions no action may be taken however the board may give direction to staff following a presentation please keep in mind though the school board meetings are business meetings that are conducted in public not Town Hall meetings where there's ongoing discussion between board members and the public as a school board we have a responsibility to ensure that the agenda's business of the district is completed during the meeting we invite you to show support for a speaker
010by waving your fingers rather than clapping or cheering okay is there just d11 okay in order to allow speakers to present their comments ensure we are abley able to properly attend to the business board per board by law 9323 public comments will be limited to 20 minutes that means each speaker will have one minute 45 seconds when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we'll have the timer on the screen and your mic will be muted when your time has expired first speaker is Sugo my name is high school I'm here today to speak on the behalf of our community can you bring your mic down or Mike Dental so we can all hear you thank
011you um my name is and I'm a senior at Sage Creek High School I'm here today to speak on the behalf of our community and students about the importance of diversity equity and inclusion in our schools it is crucial that we prioritize Dei initiatives and act on them now to ensure that our educational programs meet the needs of all students particularly those who are historically marginalized first I would like to thank trustee Rawlings Ward Pearson and Williamson for taking the time to meet with us and for making us feel seen ultimately though we are still being let down I would like to address one trusting particular Mr Beth you've stated that you want to hear from students however when we reached out to you at first you said you would get back to us then
012you said you were too busy then you said it would be best if we met with Mr Pearson then you said you would only meet with Kaylee for 15 minutes how can you claims that you want to hear from syrians when you don't even give them a time of day I'm here today as a student hoping you will listen vote for the DI because it recognizes and celebrates a unique perspectives and experiences that individuals from different backgrounds bring to the table didn't you say that this is for the students well I am a student and this is what I want this is what first looks like thank you next speaker is Courtney hello my name is Courtney Huggins and I have heard time and time again to report my experiences and speak to administrators the
013crazy thing is I have multiple times yet the thing that brings me to pause is the fact that I'm not being understood and valued why would I reach out to the administration when the only solution you guys give me is to look through your book why would I reach out when I feel like nobody around me cares you want to hear from student voices you want feedback you don't take the time or the effort to reach out to students who are discriminated against harassed and called slurs regularly the kids who are affected daily by these actions are the ones that deserve to be heard especially when making decisions like these I am the President of black student union and have been a part of it since my freshman year as president I would love to
014see someone reach out to me or my club advisor to find the right person to come into our club and receive feedback from my members it would be great to see that for a majority of clubs on campus as well this way you have the ability to speak with students and hear what they want and not take time away from students after school you want to hear from student so here I am this is what students first looks like thank you next speaker is Kaylee hello my name is Kaylee teagle prior to attending this meeting a couple of board members told us quote don't you know that Dei isn't on the agenda for April 26th trying to discourage our attendance due to the fear of the uncomfortable the hatred and discrimination students of color in
015our lgbtq plus students have faced is unacceptable and should be addressed countless students have submitted some of these incidents of discrimination they have experienced in cusd our district I email some of these stories to the entire board and only one member responded to the email and in person Miss Williamson's told us quote your Anonymous stories don't do much these stories prove that something needs to be done this is what we want to be added to the Dei plan for the actions and services because you guys want to hear from the students get more feedback from all students on campus make professional development trainings mandatory let there be an unbi unbiased individual with credentials and experience in this field on topics like microaggressions implicit biases and special education this should be a yearly training not a
016one and done training trustee verbeth shared with me that when taking photos for the Carlsbad baseball team she was quote appalled by what they were saying I respectfully asked her what she was going to do about this which she respond to it is not in her job job description only the Board of Trustees have the ability to vote on the Dei plan and that is in your guys's job descriptions you guys should vote on the Dei plan so that every student feels like they are seen welcome and heard on campus this plan does not divide students it brings all of us together and it doesn't single out any person this is what students first looks like next speaker is Laura Pitts good evening I'm Laura Pitts uh CEO of Carlsbad Educational Foundation and I have
017a first grader at Calavera Elementary School I'm happy to share with all of you the annual report I gave it to miss Garcia today so you will each have a copy of that today the Highlight I will say is a total investment of 1.18 million dollars for last year and we also get to thank all of our wonderful donors as well as celebrate individual programs like senior scholarships music and Robotics our Gala is on its way it's coming in one month we have 550 attendees expected right now and I wanted to thank everyone here in the audience and with you that will be there to celebrate with us in the interest of time what else do I have grants we have a new award process that we are going to do we are going to
018be partnering a little bit more closely with the district we have a subcommittee created that Kasha and Brian Brockett will sit on and we will collectively work with them with a subgroup of our own board members to make sure that we're going through a process collectively and that we can talk through changes that actually are needed before a final decision is made and the district will be notified of Grants hopefully before they enter the summer break lastly well two things number one is summer programs I wanted to share one thing and remind anyone that's listening tonight but all of our summer programs will have the proceeds going back into the district we are priced less than many of our competitors for exactly the same camp and so I hope that families will consider our programs
019first and lastly something I wanted to share with you is that yesterday we began our senior scholarship interview process and I get to sit on that along with two counselors from Carlsbad and sage and one of our board members and it was outstanding we've got a great group of students we're going to be giving away fifty thousand dollars worth of scholarships ranging from 2500 to 10 000 as a top award so thank you our next speaker is Mike Barillo good evening Mike Barillo 27-year resident of Carlsbad so I wanted to share some deep thoughts tonight but your temporal handcuffs won't permit that full disclosure of thought so our first amendment was conceived for a good reason unfettered speech before our elected officials to redress grievances with our community is Witness that's the fulcrum of leveraging
020policies that in turn serve everyone screw a speech and you screw the will of the people I could write an email but with no Assurance of recognition no witness by community and no benefit to you all by the absence of community reactions the brown act has been hijacked it's been perverted and used to slop off dissident speech it's worse than communist China at least in China they don't pretend to have a free speech our founding fathers would be sickened that's all I've got to say tonight thank you our next speaker is Kelly Le berthan good evening Kelly lebirth on Carlsbad resident parents rights to raise their children include the right to know what happens when their child is at school Erin Friday stated in a recent edsource article quote California has been on a dangerous
021crusade to erode parental rights by misinterpreting state law teachers are being induced to withhold information from parents about their child a portion of the state's Education Code sometimes called ab1266 is being incorrectly used to Bar parents from learning that their child has adopted a new gender identity California law does not sanction schools to keep information hidden from parents Education Code section 51101a10 requires that teachers provide parents with that child's school records Federal Law requires transparency under the family educational rights and Privacy Act parents have the right to review education records of their children parents do not seed their rights to make important life decisions and medical choices for their children to the state and school when they send them off thank you our next speaker is Tamara Dixon hello I'm Tamara Dixon Carlsbad resident culturally
022our educational system is teaching young people how to hate each other and to hate our country because of this woke ideology kids are questioning their gender and their transitional family values traditional Family Values teaching Dei in school is creating a divisive racist and Marxist Society teachers groom students to become a victim so the blame can be focused on someone else is that someone else a straight white male or female student who is conservative and goes to church every Sunday students should not be categorized into one group or another forcing them in to identify with a particular group is divisive and morally wrong we are all facing failing our kids it is the teachers who teach this Marxist ideology and the parents who refuse to step forward to oppose this type of divisive teaching come on
023parents let's step up and get involved our next speaker is krisha hi krisha I live in the community and I love celebrating our differences council member Priya Bhatt Patel's letter concerned about importation of far-right ideals pondering to the demands of a white supremacy so people who disagree with Dei which is just a soft term for critical race is labeled a right supremacist let's talk Dei diversity if you have a different opinion than what the far left think you are not allowed to express it otherwise again labeled so no diversity in thought Equity again lowest common denominator a communist ideology and not the same as equality giving every student equal abilities to learn inclusion how can kids feel included if you put them into boxes of oppressor or oppressed or person of color or white supremacist
024again labeling all these labels are the opposite of what everyone says that it the intent of Dei is how about what we bring how about we don't bring Far Right ideas or far-right ideologies into the schools and we just focus on writing reading math and science thank you our next speaker is is Jahan turker uh good evening my name is Asia Han turker and I live in Carlsbad I have two children at Magnolia Elementary and I fully support the Dei plan but I'm not here to speak about that tonight I am here I think to give a good example of our community you might be aware that one of our third grade students Leland suffered a serious brain injury earlier this year since then the Magnolia Community has rallied around Leland's family in fact tonight
025at that pizza place there will be a fundraiser where 25 percent of the proceeds will go directly to benefit Leland's recovery many other businesses have done the same I'd like to personally shout out two of our amazing teachers Don Kramer pigeon and Danielle reens for organizing tonight's event Leland's teacher Melanie Lupica teacher of the year of Carlsbad has been working tirelessly to make sure that Leland's family is supported as well as her remaining students Jill Armstrong Cindy Cramer work with their students to sell Leland strong bracelets and this just scratches the surface of everything that everybody has done to support each other and support this family through this really tragic event so despite what some people might think is happening in our schools I argue that our schools are showing kindness they are leading by
026example and they are working together for the Dignity of all thank you and I hope to see you all tonight our next speaker is Scott Davison my name is Scott Davison and I live in the district I applaud these students who came here tonight to support the Dei plan and I am glad they received support from our teachers and our superintendent but did you notice that we've only heard from students who support the Dei plan I actually agree with many of the things that these students are asking for such as requesting that students who use racial slurs receive consequences for their inappropriate behavior of course that's not what's in our Dei plan which calls for restorative justice that removes consequences from using for using racial slurs that there are other things that I agree with
027them on too like when they say that CRT is very prevalent even though our district says it's not being taught apparently only students with one Viewpoint feel supported enough to share their views I spoke to many who have concerns but they don't feel comfortable because their views sharing their views because we live in a very highly intolerant culture at cusd if we truly want diversity we need Viewpoint diversity where people with different political religious and ethnic viewpoints are respected and heard a truly effective Dei plan will include diverse viewpoints on the Dei committee and in the planning and development of our town halls let's create a dialogue between opposing viewpoints that will truly achieve meaningful diversity equity and inclusion at cusd thank you final speaker is uh Jen Mel Belknap Chan belnap I reside in
028the district and have current cusd students in the Carlsbad city council chamber a quote on the wall reads what is popular for Carlsbad is not always right what is right for Carlsbad is not always popular CRT seems to be a popular Topic in Carlsbad right now a student runs social media account recently advocated for teaching CRT and cusd schools some of the adults who like that Pro CRT post are here in this room tonight in fact trustee Ward's husband Sam liked the post so did the sdcoe I find this interesting because if you go to cusd's official website under the Dei tab the district unequivocally States we do not teach critical race theory in the Carlsbad Unified School District at the bottom of the page is an FAQ link that explains why cusd does not
029teach CRT yet a Union Tribune article dated March 12 2023 quotes trustee Rawlings three times advocating for CRT and cusd schools I find this interesting too because back on March 10 2021 during a board meeting eating trusty Rollings tried to get CRT integrated into our curriculum but failed to Garner a single vote of support from the other trustees so her request was denied trustee Rowling seems to be in a continuous pursuit of implementing CRT and cusd schools trustee Rawlings does not in compliance with governance if trustee Rawlings has a hard time doing the right thing for our cusd community instead of choosing the popular thing I suggest she step aside thank you we now move on to part six consent calendar all matters listed on the consent calendar are considered by the board to be
030routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed from the consent calendar for discussion this is time for public comment how many blue cards been received we have not received any blue cards thank you we now move may I have a motion to no excuse me trustees are there any items to be pulled for discussion okay may I have a motion to approve the consent calendar so moved Williamson second Rollings who was the second one thank you well now take a vote trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to
031zero thank you we'll now move on to a part seven discussion action items item 7.1 development of the 2023-24 local control accountability planner known as the Yellow Cap approval of 2023-24 goals and success indicators trustees this is a discussion action item I will now Hound over to Dr Nye thank you president Pearson trustees and Dr Churchill during the study session at our previous board meeting the board directed staff via consensus to make updates to the draft goals and success indicator document for 2022 2023-24 and bring back changes for approval during this board meeting tonight the change is that you have tonight are listed in exhibit A in red and staff's happy to answer any questions that you might have at this time trustee Williamson thank you and I apologize in advance for not asking this
032I meant to and I did not my question is on the first new success indicator when it says the percentage of students scoring in the low growth band in math and language arts will decrease by two percent is that matched students in other words are we matching we're supposed to my mistake we should have done public comment first and we do have two so can you just trustee Williamson will come back to your question will you remember the question all right well all right okay my apology no problem on this okay this is time for public comment we have two blue cards and I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you'll have three minutes we'll have
033the timer on the screen and your mic will be muted when your time is expired the first speaker is Scott Davison speaking in favor my name is Scott Davidson and I live in the district uh I struggled to follow the lcap presentation and the workshop on March 29th since much of the content was not provided to the public in advance during or after the meeting I will remind the district that this is a violation of the brown act which I have warned the district about previously in an attempt to help the district avoid potential legal liability and provide more transparency to the public what I did glean from the presentation by The District staff is that we're quite content not with just the status quo but with lowering our standards and goals the board didn't
034object to lowering our goals for school safety and mental health or discuss the issues with declining confidence by parents staff and students in our ability to produce students with critical thinking skills or who are lifelong Learners despite some Fuzzy Math offered by The District staff there is no question that the vast majority of these numbers are going down I hope tonight that the board will be a bit more inquisitive about where we are as a district and where we want to go thank you our next our next speaker is Alicia Sutton hello everyone my name is Alicia Sutton and I have three kids and we live in Carlsbad I hold a position with PTA every year I also all volunteer at my kids school every week I'm always involved with my kids education and I
035appreciate that cusd gives me that my parental right to know as much as I want to know about what my kids are learning in their classrooms we get a message from parent square at least once a week usually more we get an email from our kids teacher teachers at least once a week as well via Google Classroom listing our kids assignments and highlighting what books and topics will be discussed during the upcoming week I read all of these emails if I have a question I can message every teacher using parent Square however the elk cap stakeholder survey results appear that to indicate that about 24 percent of Carlsbad parents are not aware of all the information our school district makes available to all the parents Florida Texas other parts of the country are advocating for
036parental rights in education but Carlsbad has been involving parents since my older boy started at Kelly Elementary 10 years ago probably before that it's just a matter of how involved each parent wants to be all parents should be involved in their kids education read the emails that come from Google Classroom every Friday find out what your kids will be learning about and what books they'll be reading the next week if you're unhappy with any of the contents contact the teacher using parent square if you're unhappy with the teacher's response make an appointment to talk to the principal if you're still unhappy write a letter to the board or come to a board meeting and voice your grievances our kids are growing up so fast let's spend our time dealing with issues that are actually affecting
037our kids in Carlsbad thank you staff do you have anything to add no not at this time okay now we'll go back to questions trustee Williamson yes those are cohorted numbers so they take a baseline test in the fall and those same students are measured and tracked to the spring so yes thank you and would that be the same with the Stars assessment yeah the the first two success indicators are the star the S back I'm sorry the S back are not cohort uh numbers they they're different every single year so those would not be cohort in numbers so we're not tracking from third grade to fourth grade to see if the would it be possible to to do the Matched cohort of of that yeah so is that something that maybe would when we're
038having discussion that I I would ask my fellow board members if they'd be interested in having that information and then we could um report on that so we're actually seeing if individual students are are making the progress yes if you want to alter the low performance band to make that cohort numbers we could certainly do that from year to year thank you trustee Rawlings thank you um I did have a question about the implementation of the deib plan and um I wanted to know um how we could Implement 85 percent of the um of the plan when we're not having the town halls until May after the next board meeting and that we won't have a final vote until after school is out will that will that have a problem implementing this plan it could
039potentially you know we we're taking a baseline number but certainly it's it's we're making an educated guess on what those year one initiatives would be but they could always change based on the survey information that we have available now as well as the town hall meetings correct I'm sorry just to be clear these are 23 24 goals so these are for next school year right so we're saying at the end of next school year the success indicator shows we would complete 85 percent of next year's tax tasks at the end of next year follow-ups trustee Rawlings and a follow-up to that is that um I wanted to find out what the rationale was in order in scheduling the town halls after the May 19th meeting and then which would impact the ability to implement which
040the reason I'm asking is because um it seems to me that we would want to be doing professional development prior to school starting or right at the start of school as part of the implementation process yeah so when uh we got the direction to Old Town Hall style meetings uh no later than June 1st we kind of back mapped it a little bit to see when we could get that done May 23rd is the date that we elected based on looking at all of our school calendars and events it's it's challenging at the end of the school year to find a date that's going to work for every school Community we've already heard about a choir concert that's happening uh concurrent with with the earlier uh May 23rd meeting but we think we've got a
041solution for those students and families but that is all to say if the May 23rd date is our first opportunity to have Town Hall style meetings then we couldn't bring something back to you until the next meeting which would be in June we do need some time after those meetings to kind of collate the information that we've received and feed that back into the work that Dr Nye and Steve are doing I guess my question is is what was the rationale in scheduling it the 23rd after the meeting the only rationale was that we were trying to find a date that didn't have multiple conflicts at other schools trustees any other questions trustee for Beth needing some current data it appears that our UC and CSU admission rates are going down or dropping off a
042little bit and not sure what the rate has been in the past years but I'm wondering if we have any data to um corroborate that whether you have any recommendations on whether we should possibly increase our goal for the percentage of graduates who meet a through G requirements I'm just concerned about some of our students who are really performing very well and still not getting into UC schools do you have any data on that can you help us understand what's going on sure yeah the the percentage of students meeting uccsu eligibility is not going down that that is up above 80 percent and that has actually rebounded since covet I think we had a year where we're at about 69 percent we've rebounded to a point where we're pre-pandemic level in regards to uccsu data
043we do also Monitor and track students entering into four-year universities as well as two-year universities I don't have that information available to me at this point in time I believe we include that data in mid-year reports though and we can certainly bring that back at the end of the year if if trustees want to see where we're at in regards to a student each class and and their entry into uce CSUS as well as community colleges yeah were you done trustee Rawlings yes on the um success indicator regarding the career Pathways and work based learning um was there any discussion about connecting the um the metric with students so students are aware of all the resources available to them or they if they already have a job are they connecting with the work experience classes
044that sort of thing [Music] yes we did have some conversation about this I appreciate our dialogue as well um you know potentially we could modify this particular goal or success indicator to include some language around connecting students I I wrote down the purpose of the career exploration Continuum would be to connect students to resources and experiences regarding career exploration the purpose of the cusd career exploration Continuum is to really just synthesize all of the things that we're doing in one place in one document K-12 in regards to Career exploration and then we can better assess you know how do we come up with a metric at that point in time but certainly the goal of that document is to connect the students to the resources themselves listed in the document we may want to be
045more explicit and staff is open to that idea of being more explicit about that being the attention of the document so some language we'd be open to adding in that area any other questions trustees trustee for Beth mental health school safety and social emotional learning I noticed that our draft Target dropped by five percent can you help elaborate and why we don't think it's possible to increase this metric I just think safety is super important especially this time um and so could you help us understand that yeah we equally believe that safety security as well as mental health is a top priority this was a brand new assessment this year using Kelvin so we really were taking kind of a a shot in the dark if you will in regards to metrics and goals specifically
046around the Kelvin surveys what we found is we've initiated Kelvin now last year and then this year is we found that those targets are not attainable at this point in time you know we we believe that the goal that we landed on is still a stretch goal to hit it would still be it would still take significant work and professional development and Outreach for student education but it is a more measurable goal that we think we can achieve but it is a stretch goal it's not something that we think is easily achievable we we just haven't come close to that Target last year this year at this point in time thank you okay so you know there's no further questions may I have a motion to prove the goals and success indicators for the 2023-24
047local control accountability plan known as lcap so moved Williamson need a second second for discussion okay trustee Rawlings second the motion discussion Christy Williamson so for the the item that I had brought up what my thought is if I have support from my fellow trustees is so it sounds like it is a matched cohort looking at the for the star data it is not for the S back because it would narrow the end it would limit the end so much if it's a matched cohort because that would uh you would anyway it would it would really lower it um because you lose a whole grade because you they would only be reporting on the students from the third grade who were below basic or who didn't make the sense and then in the fourth grade
048didn't so but if we could get that data on a back tab I believe it would it's very important to look at actual individual students to see how many of our lower performing students are are the individual students are low performing year after year after year or have have moved out of that rather than just looking at overall so I'm fine leaving it the way that it is on the the French sheet but that if we could ask staff to also provide in a report or in a back tab a matched uh cohort for the S back trustee Robinson you're asking uh the rest of your colleagues here the rest of the trustees if they would support that we knew that by thumbs or we need a separate motion does everybody understand what trustee Williamson
049is proposing trustee Rawlings I I need some more clarification so when you're talking about individual students are you tracking them I'm not sure how you're tracking those students year over year are you looking at subgroups I'm talking about individual students who would if in as a third grade into all the individual students who did not meet the standard we would then look at them in the fourth grade and say okay there were 300 students that did not meet it in third grade there were only 200 that didn't meet the standard in fourth grade rather than looking at and we're talking about individual match students we're not looking at overall so okay my question is is that if we started this year you won't have year over year data so you would start with let's say
050your 300 students so then you would have to this would we would have to be committed to tracking that data for multiple years in order to get the um in order to get what you're looking for exactly correct so so the third graders this year there would be no report for them at all because they haven't taken it so their first year would be as fourth graders so in order to do it you're asking for a multi-year commitment to in order to get the data you're looking for correct well it would also be the students who took it last year or who take it this year's a third grade they we would have their information next year as fourth graders so it would it would be about the same students every the same grade span
051every year the same grade span not the same students so I'm not tracking a student from third grade to fourth grade to fifth grade to sixth grade no we're checking the grade not the cohort no sorry it's what I mean is there would never be a report for third grade students because they did not take the test as second graders so so every fourth grade individual student we would look at who did not meet the standard and if they also did not meet the standard as a third grade they would be included in this report every third grade student from last year who did not meet standard and did meet it in fourth grade then that individual student would be part of this that the number would have gone down the students who did not
052meet standard and others were not talking about the entire group we're talking about matched students which Narrows the number because it has to be students who were here last year and this year or the ones that will be here this year and next year and then what do you do with that information once you have it the same thing that they report so there would be we could say last year 45 of the Matched students moved from not meeting standards to meeting standards and then so and so then we would hope to increase that by two percent or by one percent the next year so more students who had who were not meeting standards will be meeting standards in fact if I could just interject we we do this now and we could easily include
053this we we run pivot tables for aspect data that monitors and tracks band growth band jumpers and band decliners as well so it's something that we could easily reproduce into a back tab item thank you Dr Knight Professor Ward oh so do we have to finish that up first yeah we want to finish that one up and see if there's thumbs for that to be added so we're still on that trustee rolling and I remember we had this conversation about three years ago as far as band jumpers and band um then we were looking at the bands so um and I'm not sure why we didn't continue that but yes I would support what you're talking about because we did have that conversation and I just needed clarification on what you're looking for any other
054questions on this we need uh thumbs of support of that okay we've got five thumbs to that Dr now you said that is possible to do it let's move on trustee for Beth okay just did you have something no good thank you it's okay no it's fine go ahead okay so just following up with my question about uh success indicator 4 for goal one college career Readiness is it possible for staff to investigate our UC CSU admission rates over the past 10 years and see if there are any trends that we should be concerned with um because it you know we were at 82.9 percent we dropped to 80 and now we're our draft Target is at 88 or higher I'm wondering if we could go set that Target for 83 percent like we were
055at at 2020 to 2021 just would like some more information on that sure so we're just so we're in discussion right now trustees so let me see what you trustees or how they think about your point and this is only because we are we have been hearing reports that are personal reports from people that we are seeing a decrease in UC CSU admission rates and then we'll come to you we'll come to you trustee trustee Williamson um thank you so my understanding trustee verbeth is that the admission rates to UC Berkeley and UCLA have decreased last year and it looks like they're probably decreasing this year not just in Carlsbad but in many top-notch districts throughout California and so is is that the data that you were because because we are still having admitted to
056other UC and Cal State schools those two seem to be particularly um affected for for whatever reason is that the data that you were concerned about or was it something in addition to that I just needed some clarification well I just think we should look at some Trends perhaps you know and identify those schools perhaps sorry but is it is regarding those two specific schools or is it students who are meeting the a to G that's a different I'm just different rate so yeah okay so so could you then I'm sorry could you then again um State what it is that you are concerned about well I just want to look at the trends that we're seeing as far as our admission rates overall and Are there specific schools that we're having a harder time
057getting into and maybe why why is that happening and so so it's not the a to G rate it completion it is the admission to specific colleges so okay all right trustee Ward thank you so in regard to that just curious um so where are you getting your date data like where is that coming from that information well we talked to principal in our school district and they told you that okay that are admission rates to you so becoming more difficult we're not getting in as much as we were okay yeah just did a tour last week okay yeah Christy Rawlings um then you mentioned 80 percent and 83 percent are you talking about the a3g that you want to change that on for our success indicators or do you want to add a success
058indicator that talks about UCS and um or I'm confused on what your request is if you want to add one or if you want to increase the percentages for a through G or what what your request is I guess I'm just concerned that um yeah the a through G rate maybe we need to set that goal back up higher and is that would that help our students I'm not quite sure why we're decreasing that Target and I just heard about this potential Trend that we're seeing and so I just thought we might want to consider increasing that Trend or that Target okay right I'm just gonna say I I would not be in favor of that because our um our goal is 80 or higher and we've hit higher than that we've hit 82.9 has
059been the results and from my perspective the um the a through g i you know I agree with having it there but the other the problem with it is is that it oftentimes restricts students from electives that they want to take and some of the career Pathways that they want to pursue when they have to do an athletes it keeps athletes from taking additional um uh electives that they want so I would not be in favor of increasing it to 85 percent or higher air 90 or higher I think that 80 percent or higher captures the additional amounts that we could we could get so that's where I stand on that success indicator trustee Williamson I would support asking staff to present us with a report of and and we used to get this of
060where our students are being accepted and she especially in the UC and Cal State schools as well as ivy league and and compare that perhaps with previous years if that's not if that's not something that would take an enormous amount of time I know that it would it would certainly be easy for this year I don't know if records have always been kept but I believe that that could if that would be helpful to you to see um if that if if that Trend that the principal did share is is seems to be actually a trend down as he had indicated it was so I would support that long and staff explain some of the macro effects going on with college admissions because there's a whole bunch of things going on uh in our country
061and in California that impact Admissions and not to discuss it but I would if that satisfies trustee verbat and that supports what you're saying trustee Williams said I would be I would support something of that effect so we know what what are the macro effects not just the percentages because without knowing the reasons to me that I I won't support just the reason for it trustee Rawlings can I ask how this is supporting our lcap our goals and our success indicators if we click the data what is how is that what is that doing for what we're talking about right here trustee Robinson I'm trying to support what a fellow board member has has brought up and in my mind we want to have when we say to ensure that students demonstrate academic growth and
062proficiencies so they leave TK ready for college career if for some reason they are not having the qualifications that they need to go to the college they want I think that's part that's information that we should be able to provide them and so I think so that's how it fits I'm not opposed to that I'm just saying that I think that's it so what I'm hearing is the data would not be connected to the success indicator or would not necessarily be connected to the goal that that we would have 30 of our students going to UC schools let's say that that's not what you're you're not attempting to connect it to Our Success indicators I would not be advocating adding a success indicator related to which schools are they are being accepted in okay that's
063my question so if we're just Gathering data as more informational then I could support that so I um before we take thumbs Dr Nye I know you've been monitoring the conversation the discussion here would you mind I think you get a sense where we're at and what our concern is so we do get a report from National Clearinghouse which lists each class and where they are going to school so whether that be a UC CSU it lists that them out by number and we could certainly compile that information so you can see uh Trends in that regard and it lists community colleges as well so that's a report that's pretty easily accessible that we could we could provide with the macro I just want to get uh Clarity a little bit more clarity on that
064so get some national and Statewide Trends on College admission give you an example Dr Knight my example may not be truthful this year past years this was true could you speak right closely I'll get closer all right um so there was some data out there that the UCS were looking for more money from students who they were accepting more students from out of state and foreign students because they got more money from them than in-state students which would impact our students in terms of getting accepted that's the macro that's an example of a macro impact yeah that would take a little bit more time but we could we could certainly try to explore you know what are some of those potential barriers um just to make the distinction a to G makes students call it
065UC and CSU eligible doesn't guarantee them admission into their college of choice it gives them a scope and sequence of classes that make them UC CSU eligible our our college going rate is something different you know students may be eligible but for numerous reasons they may choose to go into the workplace directly after high school they may choose to go to a vocational school or trade school so you know they the the goal is to make them eligible and then obviously uh that's the a to G rate but we could certainly look at where our students are going and provide that data um you know historically from the last 10 years let's say Dr Churchill thank you Dr and I yeah I just I just wanted to jump in and make sure that we were
066clear with you what we can provide and what we can't provide we have a data sharing agreement with the national Clearinghouse organization that allows them to to know students and track where they are in college National Clearinghouse can only track the colleges and universities in the United States that upload that information to the National Clearinghouse we understand it's about 90 percent or so many private institutions are not captured so it's anecdotal data at best that is reported back we find it useful right because it tells us year over year you know what number of kids are going to MiraCosta College or Palomar College what number of kids are going to Cal Poly slow and you at UCLA any number of colleges to however to draw any conclusions about our Effectiveness as a school system based
067on the relative number of kids that go to Cal Berkeley each year I think is not fair I think to Mr Pearson's point the the macro forces at work here about the affordability of college in America about any number of drivers both economic social cultural political whatever those are we're not in a position to assess and evaluate we're not even in a position to assess or evaluate the acceptance rates of our students we don't know how many colleges and universities kids apply to and what percentage of our students get get accepted right so to be clear I think we're very supportive of reporting back to you the anecdotal data from National Clearinghouse about where our kids go and we'd love to share that in the in a weekly update to you and and then as
068you review that if there are additional questions that come we'd be happy to get after it and to be clear one more point I'm so sorry Mr Pearson the the the Dr and I was very clear about what a through G rate is that's the metric that we use to determine whether or not we're successful on our overall academic goal and that has been a goal of 80 or higher for the last three or four years perhaps we saw year over year increases in a through G rate in our district over the last 10 years probably to give you some context when I first got here we were at 59 so we've increased that number not to mine that that's all from teachers and staff that and students and families that got that work done
069but that's quite an increase absolutely trustee Ward um so I I would want to investigate what the principal told two and because it sounds like that wasn't the information that you got from Dr Nye so I don't know if having them do all this work is you know valuable if that data that you that anecdotal data that you got isn't necessarily true so I think there's some clarity that was given both Dr nine Dr Churchill in terms of what trustee verbeth initially was concerned about and requested and trustee Williamson weighed in and I waited Steve Rawlings weighed in as well too um so now we know what they can do and what they can't do and how does that affect the lcap going back to I think trustee Rawlings brought that point so I just
070want to make sure that if we're going to do a thumbs what are we doing a thumbs for as it relates to the l cap part to do that and I'm going to kind of go back to you trustee or Beth now that you've heard so originally I was wondering if we could increase that Target I've I've been educated as to why it's an appropriate Target so I'm just asking if we can get some more information which they have agreed they can get more about tracking information that doesn't mean so if you're the success indicator are you asking for right now right now from the trustees to increase that number okay what you're asking for is just that so the other thumb is everybody understanding yes trustee Rawlings doesn't understand I can read it back
071staff to share a report about where our students are being accepted into college and compare that with prior years to the extent possible please provide in a future Friday report and we can do that and that's not time consuming and just to confirm that's not connected to a success indicator correct that's that this is something I'm viewing this as uh trustee request that comes as part of the discussion uh no impact on the success indicator thank you now I understand yes everybody player okay um are there thumbs for that request okay so there's there's uh four to four to one on the request thank you other discussion on the lcap trustee Rawlings I think trustee Ward was next mm-hmm well I had a couple questions um so I'm wondering and I wanted to have this
072conversation and I thought I think this was brought up before and I'm wondering what I would like to do is have our success indicators show about our different subgroups and how are different subgroups are being affected and how successful they are in with um the star or the S back and even if their College and Career ready and I would like to see if we can have a success indicator so we can Target different demographics and different socio-economic groups are low socioeconomic does everybody understand trustee Awards [Music] discussion on that I'm not sure I understand good could you provide some more specifics as far as we have a success indicator about the ELA I don't know why I'm losing my voice the measured by District interim star so these are the very first one would
073you want to add a sentence to that yes so I'm wondering if well I have a question about that too but I'm wondering if like even within that first line if we're looking at growth from the fall to the spring if we could also look we could break that down so we can look at specific subgroups so our typical lower performing subgroups I would like to know what they are and maybe we can have those or that are traditionally not performing well in our district if we can indicate that so we can see where they are and also see their growth over the year trustee Williamson when the data is presented to us it is broken down by that so is that are you as long as as long as we receive that data and
074it's part of a report it does that suffice at one point we did have that and it got so many uh so much stuff on this that was hard to see anything and so it's like okay as long as we get the data and that we um I believe it was put on a back tab as a matter of fact and so you you will see it so but does that suffice or you wanted it to be actually I would like it to be a measure and I don't understand what you're saying when you see back tab what does that mean okay there if this one doesn't have it but when when this is finalized there will be several other tabs and there will be a tab that will that will show subgroups there will
075be a tab that will show um previous years there's I mean so almost measured the same exact way so it will show fall too for the yes different subgroups and and it will quite often show previous years I mean so it will it will look very much like this but it will be in more detail they drill down they and they drill down by school they drill down by class by by grade level so it's they mix it they they drill down in many ways Okay so not looking this I mean great that they give us that information by school or class but absolutely is that correct Rob yes we um we break it down uh by numerous subgroups uh socioeconomically disadvantaged English language learner special education we'll do that by sight we traditionally do
076that for S back we have not uh done that to my knowledge traditionally we we keep internal records of that first star but I don't believe we've included that we certainly could include that moving forward though yeah I would like to see that for Star because that's something that you're doing year to year right for every grade yes so we could include that as well so is that your request yes does everybody understand the request from trustee Ward trustee Rollins I just want to verify that we're not adding an additional success indicator or we're saying that certain subgroups are going to grow by x amount right because that's that data is still going to contribute to this success indicator correct right so you're just asking to make sure that we see that data yes okay
077yes then I'm in favor yes so just for clarification the addition is that we will add it for Star the star the district assessment right us for trustee Awards request F clear on the request I didn't I had one more another question kind of discussion so I just want to make sure I'm understanding the success indicator correctly so it's saying that um students scoring higher typical growth so there could be 68 percent or 68 percent of I'll say 50 percent of students are performing higher typical growth in the fall and the way we're going to measure our success is that they only grow by two percent by Spring right that's what we're saying so every year if students come in in the fall they could be coming in and taking the test and performing at
07825 percent only 25 percent of them could be performing at higher typical growth and we would still be successful we would show be we would still be showing success if they grow by two percent by Spring what what this goal points yeah just for clarification what this goal is showing is they take a baseline score in the fall in the fall and uh the goal is to move uh two percent more students uh into the higher typical growth Brands price but that's 100 that could be hundreds of students but that could also be a lot less too I mean it depends how many students are like how can we ensure or how can we work toward having more students that are going to be performing at high or typical growth I mean because you're we're
079only measuring it by from the fall to the spring right so we only want whatever percentage of students are performing at at typical higher typical growth that come in they come in they take the star exam and there are five students that are performing High right so we want um by the end of the year there are seven kids but don't we really want seven kids to be performing high at the beginning of the year and raising that to nine kids by the end so I I guess like it does that not to interrupt but sure it's it's counting the students that if you're in the higher typical growth band you still have to maintain that uh what it's capturing is students that are in the low growth band and moving to a higher typical
080growth band so it it's doing both it's it's saying you have to maintain that level of growth over the course of the year and if you're in a low growth band we have to move a percentage of those students into typical or high growth bands so okay because I'm looking okay so like if so if you have less how do you so if you have less kids that are coming in that are at high or that are at or high growth like how do you you're you're just stating here that that group is going to move up two percent and I think this other I can't it's kind of hard to read because you did it in red but it says um but the students that are not that are low growth in the low
081growth band will decrease by two percent right so wouldn't the percentage if you're at or high typical growth students were lower I mean you're you're going to want that low growth band to be larger right so you can get more of those students up now I I you know we're we're trying to capture students where they're at at that fall assessment and then that becomes the Baseline for growth for those students over the course of a year um it it in essence this this was I believe a request that came from trustee Williamson they're kind of doing the same thing these two uh uh if you will two success indicators now in this one area if we're moving students from low growth bands into higher typical growth bands it's the same thing as decreasing our
082uh low growth band it's it's we only have three bands so it's if we're accomplishing the top we're accomplishing the portion in red as well can I add one thing I'm sorry so you know I think something that you and I had a brief conversation about was maybe the the discomfort with the uncertainty of establishing a goal now of two percent growth when we don't know what the Baseline is going to be in the fall right and so some of the concern potentially is how do we know if two percent's an appropriate Target like this year 70-ish percent of our students were in the typical or high growth band at the beginning of the year but what if next year it's not that high right so that's some of the the discomfort and after we
083talked I've been thinking about it and it did occur to me that we have some safeguards in place so you know we'll look at this year's uh start of the year and then we'll get to our summary of progress report in June at the end of this year and then we'll get to September of the new school year and we do an unreported data presentation it has been the practice of this board following that unreported data presentation to consider the adjustment of some targets if we've received data now after the start of the school year that would indicate as you know we fear might happen right as you indicated could be a fear so I'm not saying that we're afraid that will happen I'm saying right the big what if right what if next year's
084kids in the fall come in performing lower than we want them to so I guess for our purposes the establishment of the goal today is relatively arbitrary we've done a two percent beginning to end a year growth goal for the last couple of years and it's been sufficient that said you do have the opportunity in the fall to to take a look at the entirety of this year's data as well as uh you know some preview of The Fall data and we could adjust up the target if it seemed to okay I don't know if that helps does that help okay so just you are going back to your request is there an additional request um not for that okay so if the one in red the the one that I had proposed that we
085had I had support for the percentage of students scoring in the low growth band if that actually is being covered by the first one I'm fine removing it I didn't thinking about that there are only three bands not four or five which is what we've had in the past it that with the S back then it really doesn't um make sense to have that one for um it really doesn't make sense to have that one for the star because it's we're saying the same thing twice so I'm fine removing it for Star not for ask back is that you want to get consensus from yes okay so why don't you restate what you want because the one that I asked that we add is actually redundant with the one that was already in place which
086was the percentage of students scoring high or typical growth in math and Ela measured by District interim star assessment will increase two percent that is redundant with the percentage of students scoring in the low growth band will decrease by two percent it's saying the same thing so I'm saying I'm fine removing the one that right now is in red which is talking about decreasing two percent because whatever we increase by we're going to be decreasing the other one by that same percent is there I'll talk tonight and and I'm sorry just to be clear so when someone makes a motion this evening to approve the stuff oh there is a motion on the floor so we will just have to either modify the motion amend the motion or understand that it's not approved as written
087it's approved for the change can I request that we have a running tab so that you that you will you'll you'll State the change the changes and then I made the motion I'll then amend my motion but okay okay trustee Rawlings thank you um I have a concern about um the uh diversity equity and inclusion belonging um plan and its ability to be implemented appropriately based on the success indicator I was um I do have a concern that we had a running document of when we were going to schedule meetings and um My Hope was is that we would be able to have a document before the public a final for final approval before school lets out and I personally don't believe that that I think there's been a lot of interest in that I
088think there's lots of folks that are wanting to give input and I think want to be involved in that final approval process and I I think we're doing a disservice by not having that meeting before school lets out um so from my perspective I would like to suggest that and I think it would help with the implementation of the 85 percent of the uh for the first year because a lot of those professional developments and those types of things have you need to make those arrangements ahead of time to be able to get professional development in this area so I'm suggesting that we schedule a special meeting on June 7th um that's committed just to the uh for approval of the diversity equity and inclusion belonging plan for um so we can have it hopefully
089completed approved any amendments done before our school is out and then we could take that off of the agenda for the June meeting I have a question for trustee Rawlings yes how does that fit into that discussion about timeline with staff again staff did say that there could be you know there might be some issues with professional development if uh scheduling that's professional development if we don't have an approved plan with actions and services by um uh by the beginning or before school lets out because you have to secure let's say you have to secure potentially teachers on special assignment or Consultants or you know you need to secure those things prior to school letting out because it's harder to get those people prior to that happening or after that happens stood and clarify for
090me Dr Nair Dr Churchill that the forums aggregating all everything we it would take longer than that timeline to meet at June 7th if I got it wrong you know please clarify is that the uh we're going to call them listening and learning sessions and those are scheduled on May 23rd so sorry I was trying to pull up my calendar at the same time it gives us two weeks in between the town staff is open to you whatever the board requests at this point in time if if you vote to have a special meeting and you want us to have that data ready we'll have the data ready um or we'll bring the information at the regular schedule meeting so either way staff's fine okay any comments about that request that's actual that's actual change
091and that's time to disaggregate them the data from the surveys too right that gives you enough time to do that okay trustee Williamson I would if staff feels that that's prudent then I'm fine but if that's such a busy time of year we've taken a long time on the Dei plan to rush it at the very end in order to meet a deadline that I'm not sure that that deadline really will have that much of an um I don't know that it needs to be done before school is out so I would hate to rush it and and maybe not give due consideration to some of the feedback um sometimes you kind of have to sit on something and let staff talk about it it's such a busy time of year there's there's stuff going
092on every day so I I would hesitate to move it forward I mean if we want to um my guess is most uh I don't know that by we're moving we've moved it Forward two weeks is that what you're asking yeah so I got I guess I would I would I would like to keep it as it is unless staff would kind of would confirm that that could not that that would not affect the quality or the comprehensiveness or the um of the of the final of the plan that would be presented to us that to me that's very important we've taken a long time and I and I don't I just don't want to rush it at the end well I think Dr and I did say that it wouldn't be a ble I
093don't think he said it wouldn't be a problem I think it's possible but but what I want to hear is they'll they will say they will do anything that the board asked them to do but that doesn't mean staff would certainly appreciate the extra time to um dive more into the stakeholder feedback that we receive from the forums we've never uh we don't know how many people are coming to the community forums we don't know what type of feedback we're going to get how much we're going to have to decipher and sort through the survey we have that information we're starting to disaggregate that but the community forums are kind of an unknown at this point in time we've never done those to that degree and we don't know how much we're going to have
094to sort through decipher and then incorporate into a plan and turn that around so we'd certainly appreciate the extra time if that's something that could be given I I think from my viewpoint on this is that we because we haven't done this before and it is towards the end of the school year I just want to make sure it's complete we're not rushing something that we might miss or we're not getting a full valuation and staff full 100 percent being able to dive into some things that may take a little more time we don't know what we don't know at this point I think that's what I heard so with that in mind a two-week Delta of time I don't think it's going to make the difference except in the completeness comprehensiveness of something that
095is going to be real critical to execution and so that that's the reason why I support keeping the time frame that we have now what is the time frame that's the um but right now it's scheduled for the June 21st meeting but I will say too it that it's been on our running calendar for May 19th and unfortunately the committee you know booked the forums for after that meeting which that's where I was a little bit concerned that the committee um you know didn't take that into consideration as well and I I expressed this this concern back in February that I really wanted to have this thing complete you know we've been you know we've been working on it for two years and that you know and the fact that you know that our constituents
096and the people that have been meeting after meeting after meeting to discuss this you know many of them are going to be on vacation off to college off to you know doing other things and it's not going to be during the school year and so that's why I think that personally I think we're doing our constituents a disservice for a two-week period of time but again I expressed this concern back in February before we were even working with you know having forums or looking at um or um you know while these things were being scheduled it's been on the calendar since you know I think it's been since but it'd be it would be February that it was that that's where that was going to be and then because the Farms were scheduled when they
097were now it's been pushed back It's Just In fairness to the process some of the delay was because we had two new trustees and we wanted to make sure that we gave the two new trustees as much time as they needed to get up to speed on something that was very critical to our district and I think we did right by doing that personally and as trustee so I don't I I hear your point trustee Rollins I hear your point clearly on that uh that doesn't change my position so to trustee Rawlings uh request then I think we should take thumbs and see how many thumbs we have to move that up is there first of all trustees clear about trustee rocks request trustee War no I'm asking I just want to make sure everybody's
098clear about it because yes I'm wondering to like what I know more time is always great but is it really just the data that you would need to gather from the town hall meetings and you said that Rob you said that all the survey results are already being you're already diving into that so it's really the town hall information that you would just need to get together is that correct yes okay so it's not a whole lot of other things it's uh it's that in conjunction with incorporating that into a plan right so yeah it's full of those things okay so we're going to go ahead and take thumbs to all those uh okay so I see I just see two thumbs for it passive and thank you for that Exchange trustee Rollins thank you
099um I would like to as far as the success indicator what number is it on goal three success indicator 2 I would like there to be an additional either add it to the career exploration Continuum or add it to the actual success indicator that connects the the resources to students that I think that that's should be part of our success indicator that not only we have these programs but that we are connecting them to students and I believe that that should be part of the success indicator because most of these things we're already doing but it's about connecting them to students can you give an example just say how would that look I'm a student has a job but they're they were unaware of our work experience class that's how it would connect and that
100they didn't know that they could get Class Credit for a job that they already have and so if we connect that to a student I think that indicates success so just developing the the career exploration Continuum to me is great but if we're not connecting it to students then it's just words on a paper so it could how I'm not understanding how that would how that would look how would we measure it how would we know so what would the what would the success indicator be it how would we measurable that it would be connected to a student that I don't know 20 of our students are participating in one at least one of the resources in the career exploration continuum which would it would be a lot more because I think every student in
101fifth grade participates in BizTown for instance so that's a connection right so it's not an increase obviously or is it establishing a baseline or right because we're we're creating the the Continuum that's what's been created that's the attachment onto the success indicator and it goes from K I think even TK through 12. and so what we're saying is we have a work experience class but then how many students are in that class for instance how many students have you know um achieved or um fill that paperwork for a work permit or how many students went to the job fair at Sage Creek a few weeks ago how many students actually went to one of the booths and just because just because we have the programs doesn't mean we're connecting them to students so that's my
102point is that data that's currently um collected no because this is we're just establishing this yes so that's why I'm asking so so right now none of that we're establishing the Baseline so all we're saying is is that as part of the continuum that we are connecting to students would that Continuum and maybe would that continue include identifying ways that of success as far as that the data that you're talking about collecting those facts would that be so rather than not being a success indicator that would be you simply would give directions that would be included as part of that ways to for this year because you have to establish a Baseline right so it would not be changing the success indicator it would just be saying that should be part of this Continuum because
103I well because all we're doing is establishing the Baseline so as the part of the establishment would be connecting to students because if you read the success indicator it says establish a baseline of current work based learning experiences so it's the resources by completing the cusd career exploration Continuum so that a growth metric can be developed in future years so the growth metric would be how it's impacting students that's not what it says though if you read the Continuum it doesn't say anything about how it connects to students if I may I'm sorry I believe that trustee Rawlings is describing Our intention for this success indicator we're establishing a Baseline and perhaps I should read a baseline number of students engaged in current work based learning experiences right but that's the point our Baseline would
104include and Dr and I tell me if I've totally missed it but here are all the things that we're offering and here's how many kids are in them and then the next year we set the growth cool but that's not what it says the the current success in Decatur doesn't say that it doesn't say how many kids it just says we have all this stuff but it doesn't say and this is how many kids are participating right so that's what I was that's all I was getting at so we could add like just a couple words here establish a baseline for students number of students in current work-based learning experiences and that's possible yes we're we we wanted to start with actually getting a comprehensive list together of exactly what is a work based learning
105experience and then we will begin matching how many students are involved in each one of those activities and then establish some type of growth Target from that point but um the first part is to actually complete that cusd career exploration Continuum and then also try to capture how many students are involved in each one of those activities we're talking about hundreds and hundreds of activities K-12 and so yeah this is going to be a challenging one for us we really struggled with what this could look like and you know what is a work-based learning experience and so we're we're still wrapping our heads around this one but I I do agree with trustee Rawlings it does us no good to establish a list if we're not connecting students to that list and so that is
106the intention it's not stated here though I I agree with you so with first of all that ever all the trustees understand what trustee Rawlings is requesting and changing the language or the addition yes I assumed that that part of this Continuum was was the was who's in who's involved or were so if as long as if that's part of the Continuum then you're fine with it yes but it's not that's why that's why what um Dr Nye and I discussed is just adding a few words to the success indicator that connects those things because all it is is right now at a list so we're compiling all the stuff that we're doing so what I heard him say I thought was there's going to be a they're going to first develop the list and
107then they're going to list then they're going to indicate what students are are participating is that not what you just said that's the intention yes but it's not obviously stated here um to that degree okay and that's what I'm asking for it okay thank you I got it okay are we ready to do thumbs or does some of the trustee clarification no I need to know what words we're going to be saying because we're going to be voting on this tonight so we need to um Dr Churchill do you have the words that you're going to be amending this to or are we not going to be voting on it no we would love for you to vote on this this evening so okay then let's not move on sorry wordsmithing here so establish a
108baseline uh including the number of students involved in current work based learning experiences that works everybody understand how many thumbs five moving on okay wow okay I'm ready to amend it further discussion Dr Churchill are we we had a lot of suggestions we had some changes do we need to go through all those and amend the the motion to include those yes there are only two uh two changes to success indicators that we've received the only things we need to amend motion correct so if trustee Williamson would amend her motion to include the change I'm sorry to include the removal of the new Target for the low growth band in the success indicator for star as well as adding the verbiage that we just discussed establish a baseline including the number of students involved and
109work based learning so amended second no we're not we're not okay so as such it's amended that what's the second one the first one is removing the low growth band Target and the second one was adding the words including the number of students so now I think we're ready to vote I believe we are now ready to vote okay trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero in the mobile okay by the way trustees thank you thank you for all that uh we now move on to item seven point is your microphone on yes it is I'm not speaking loud enough am I I'm going to be eating my mic I just want you to know um okay I will do it so
110everyone can hear um item 7.2 approval resolution number 25 -223 authorizing a preliminary guaranteed maximum price execution and delivery of a slightly sublease Construction Services agreement and other acts relating to the district's Valley Middle School modernization project trustees this is a discussion action item I will now hand over to Mr Eric Dill thank you and this will be I'll get all of my good evenings out of the way for the next three items uh good evening trustees um I I think most of the information is right in the motion that President Pearson mentioned um but I will be met I will point out that uh this is establishing a preliminary price for the scope of work that the board has previously reviewed considered and given us the go-ahead to move forward on the price that
111we have preliminarily is 2.1 million dollars higher than we had estimated previously and this is going to be a recurring theme as we continue to bring projects forward and it is a result of the current construction bidding Market um so uh you know in approving this item this will allow our construction manager CW driver to work more closely with the architect and get actual bids locked in for the final guaranteed maximum price which we are always looking for ways to you know tighten up the cost of a project while still delivering uh on what we had hoped to accomplish by the end of the project so um you know there are still opportunities for us to work with the architect and the Builder to do some value engineering on this project and our goal as
112always will be to bring it in below the guaranteed maximum price when we get to the the final version of that and so that's where we stand at this point and um at the and I also would say at this point I would not recommend going back to the drawing board at this point to try and pull find two million dollars of savings right now simply because any pause in this one would jeopardize the work that I'll talk about in item 7.3 that we hope to accomplish this summer but in all likelihood the longer we wait the more costly things will be so we're really hoping to get bids locked in in the next couple of months um and before prices can continue to rise thank you Mr Dill this is time for public comment
113have any blue cards been received we do not have any blue cards thank you staff do you have anything to add Mr Dill trustees do you have any questions trustee Rawlings thank you um when it comes to the the projects that are in section five or stage five um is that what we would be pulling from in order to meet the need on this one or are we looking are we going to have to dive into four or three really phase five is uh the lowest priority projects that the board established back in 2018 with the facilities master plan when it was adopted so that was always the place that we looked at if we had cost escalation in phases one through four it could be at the expense of projects and five if you
114recall uh when we had our last facilities Workshop we spoke about how at some point in the future we may have to place value and and reconsider the projects that are in five when we get to that point and so to to your question yes we would be looking you know ultimately to pull those dollars forward if we don't find 2.1 million savings between now and when we get there on the projects we have in Phase 2B phase three phase four uh or even the the ones that we're awarding now if we can't scrape together some savings to cover that cost down the road we potentially would be we would potentially be looking at eliminating that cost in our final phase that was a long way for me to say yes any other questions may
115have a motion to prove resolute resolution number 25-223 authorizing a preliminary guaranteed maximum price execution and delivery of a site lease sublease Construction Services agreement and other acts relating to the district's Valley Middle School modernization project so moved Williamson second Rawlings Steve Williamson made the motion trustee Rawlings second the motion discussion trustee Rawlings my hope is is that as we go into phases that we can start having the conversation about what things will be coming off of stage five or phase five because there are some knowing that those were going to be the lower priorities I do think us as a board are going to need to look at what are those things are going to come off come off the back end because I do know some of them were important to the board
116when we first passed HH and so I do think we're going to need to have those conversations and unfortunately we may have to have them sooner than later because in looking at Cost increases and that sort of thing it could be creeping into stage four as well and so I just want to make I just want to make sure that we were having that conversation and thinking about that as we move forward in these projects trustee let me ask you a question do you have a time frame you think we should be doing that personally I think it should be um once phase two is completed and we're starting to move into phase three because money's starting to dwindle I'm not even sure we're going to have enough to do many of the stage or
117the phase five so I think we should start having that conversation at the end of phase two in my opinion but I think Mr Dill might be more of an expert on that than I I would say next year we would start to look out to phases three and four we'll have another year of construction costs under our belt we'll see which direction inflation is heading and that's also when we're going to start to lay the groundwork for the issuance of the next series of bonds so that will all tie into that conversation of do we issue everything all at once and do we move full steam ahead with every project and if we have to draw a line somewhere where is that going to be so really that would be a next year conversation
118okay further discussion see if he's out for a vote trustee Williamson yes trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero we're getting close to break time obviously um okay item 7.3 measure HH Bond program monthly update trustees this is an information discussion item I will now turn over back to Mr Dale thank you again and so this is just a quick update on all of the work that we have coming up this summer and we will be posting an agenda for the independent oversight committee meeting on Friday in graphic form you will see what I will be saying in words tonight everything that we've shared we will be sharing with the ioc is information that the board has seen previously so that agenda is is nothing
119new but this just serves as a reminder first of all I want to say that director Jessica Kimbrell who is our facilities and construction planning director this evening is being honored at the construction management association as the owner's representative of the year and so she is she she invited me and I said I can't go it's uh but but that is a an award that the she was nominated for and then voted on by the construction Professionals in this County um and so it just shows how fortunate we are to have somebody who is so well respected in the construction industry and it really is helping as we've been moved since she's come on board as we've moved on with our phase two and Beyond projects um next month we'll return to adding the monthly
120reports that you saw in Jefferson that I think the board was very pleased with showing status of the project as well as budget we will start with Jefferson and be adding all of the additional schools that will have work coming up in the summer which will also be made available to principals for them to share with their communities as well so the communication game starts up again next month as we ready ourselves for summer so what are we working on right now uh we have a number of requests for proposals out on the street for our construction partners that we're working with we've been with more or less the same group of Professionals for the last five years from 2018 to now it's best practices to go out every three to five years to see
121who is out there and willing to work for us and at what price and what their qualifications are as of this afternoon we have 20 letters of interest from Architects and so we're waiting to see what their proposals will will come in and look at we will conduct interviews and narrow down to a pool that we will bring with recommendations to the board to award a pool of Architects not for any assigned project yet tomorrow morning we'll be meeting with construction managers so we started with Architects we're going to construction managers tomorrow letters of interest will be due next week so we'll see how many local construction managers are interested in in submitting proposals we've already awarded contracts I'm sorry we've awarded the pool for our DSA inspectors so that's four companies that we're working
122with and then we are also have out on the street our bond program management firm and we have nine letters of interest from companies for that service as well upcoming work this summer uh just across the parking lot Rivera Hills Elementary we will be placing a new steam classroom and doing the associated utilities and Ada site work necessary to put that modular building in place that bid opening is on Friday so we'll see how that turns out Jefferson Elementary we will be moving forward with completion of that project so the 800s building the 700s interior playground equipment and surfacing and also blacktop finishing will be happening over the summer there we're also looking at that 800s building at the windows which were not included in the original scope and now we have a beautiful building
123with old windows that have scratches on there so we're hoping we have some room in the contingency to really make that building fit in and look the same quality as the rest of the campus at Aviara Oaks Elementary we'll be moving forward with what we're calling increment one of that modernization project working on interior finishes and the 500 and 600s building we'll also be pulling back the berms at the exterior as that grass that goes right up to the middle of the wall is causing some issues maintenance and and water seepage Etc so we're going to take those berms down we have submitted to DSA and the city on on the AOE project so we we are in for approval for the balance of work that we will be doing so the rest of the
124hard construction and modernization at AOE everything that we're doing this summer is interior work that we don't need City approval to do but we have do have the okay from from DSA at Valley Middle we are in DSA we will be submitting to the city next week on work there but we also similarly can do a number of projects this summer so kicking off doing Roofing in the 100s 300s 400s 500s 800s building we'll be doing the interior of the 600s so the refresh of that during the summer the 400s and 500s will start on but that will continue on through the end of the calendar year on that modernization project so it really is a puzzle piece moving folks around we also need to do some improvements to the quad area so we will
125start that that's also going to disrupt that that Center quad through December while we do some underground work there uh Buena Vista we are in the city and DSA are actually uh we'll be at the city next week but we do have the civil and site work uh submitted to DSA where we're also working with City traffic on moving uh some fire lane access um you know really for the amount of work that we're doing there we need to get approvals and comments back from DSA in the city before we get that work scheduled so not much will be happening at Buena Vista but we're as soon as we get go aheads we will move forward on that Kelly Elementary finishing up that project with the storm water work that will be done in the
126parking lot so big hole will be dug the day after school as well as some additional interior finish work on the permanent buildings at Kelly that were not touched in the original phase and then it is still Our Hope to complete hope as well with the remaining uh storm water grading and shade structure replacement at hope so we're still waiting on our permit on that last but not least I'll just mention that we have a number of projects as well that are not through the bond program that we'll be doing we'll be replacing rubberized playground surfaces at Calavera Hills Elementary Pacific Rim and poinsettia the board earlier this evening awarded that contract you also awarded the contract to replace the gym floor at at Carlsbad High School from the sprinkler damage that was caused so
127we'll start demolition soon on that one within 10 days we'll be getting building materials ordered and our goal is to have that done over the summer before anyone comes back so that is so that's moving forward and then the board also awarded our asphalt contract and we have a number of asphalt projects over the summer but I've forgotten them all so I'll just say we will be doing some asphalt work and sealing across our blacktops and playgrounds and that is the update on construction I'll take any questions if you have them [Music] this is the time for public comment how many blue cards been received we do not have any blue cards okay staff do you have anything to add okay trustees now do you have any questions trustee weinson thank you Mr Dell could
128you provide a written copy of what you just gave us to us certainly thank you any other questions well I should ask that was a request from trustee Williams I want to make sure everybody agrees with trustee Williamson's request to staff thumbs for that okay great any other questions okay trustees now is the time for discussion any discussion thank you we now move on no actually we're going to take a break and I just want to remind trustees in particular that I believe at nine o'clock there may be some connectivity issues okay with that in mind we're taking a five minute break foreign [Music] item 7.4 nutrition program update trustee this is an information discussion item and I'll turn it over to Mr Dill thank you again and it's uh my pleasure to also invite
129up to the table here Mr Mark Chavez who is our director of nutrition services this is his first opportunity to present to you tonight since he's been on board in the very beginning of January he's had an opportunity to go out to all of our sites to evaluate our nutrition program I can tell you that he has rolled up his sleeves and been a part of that program I saw it yesterday actually all of cabinet saw it yesterday as he was preparing grapes at this school while participating in cabinet uh you know dealing with some of the challenges that we have with labor shortages has given them no shortage of opportunities to really see firsthand how our kitchens work as he's been working there Mr Chavez comes to us with Decades of experience in school
130nutrition programs and I will say it's in his blood because his mother was a cafeteria worker so he has followed in her footsteps and and certainly has a passion for this we are going to give an update this evening mostly driven by Mr Chavez but I'll be chiming in as well just on observations the vision for incorporating additional fresh and locally sourced Foods some of the challenges and obstacles that we still continue to face and then we'll be discussing governance requests that was made earlier this school year regarding Ultra processed foods and then wind it all up and and open it up for questions and discussions so with that I'll go ahead and turn it over to Mr Chavez a little bit closer all right well thank you uh Mr Dillon and good evening uh
131superintendent board president fellow trustees it's a pleasure to be here uh again my name is Mark Chavez director of nutrition services and uh just to give you a brief background I do have 17 years of experience in this space of Child Nutrition uh from large to medium and smaller school districts so it's it's a great pleasure to be here serving our community tonight I have a brief update of the transition and Leadership at this post that I've been able to run around all of our schools I have visited every single school cafeteria met with all of our staff our major Services leads and some of our school principals when I make visits but at least they've seen me and interacted via zoom and so I would like to share with you some of the focus
132that I've used using four Ps and that's people product place and promotion where that's really a management strategy to evaluate the school of nutrition program and so let me tell you the first thing right off the top our staff is amazing out there they've been doing it through the pandemic and even after and they are doing it in a climate where not only in Carlsbad but throughout the whole country there's a Libra shortage and after covid pandemic happened a lot of people started leaving the jobs within School nutrition and so that's one of our major challenges but our staff are still serving our students breakfast and lunch every day doing it with a smile exercising great customer surveys and so I have to applaud their efforts as I've seen it on the ground myself now
133in my assessments I'm looking at the school facilities in particular kitchen facilities equipment the space square footage uh the travel paths and their work spaces to see if they can work appropriately to deliver the best meals possible and that's including not only the service but also the preparation of production and so that's when we look at the menu and we look at the product right and so we want to look at enhancing that opportunity that we see that I see and I've shared with our leads as well and introducing a new Fresh Farm food Focus why because we already have a salad bar program where our students get to benefit from daily fruits and vegetables that are fresh coming from our local purveyors and vendors and also enhancing some of the quick scratch opportunity where
134they can assemble items for breakfast or lunch but they just haven't had that opportunity and again a little bit of the struggle of the labor but once we balance that out I think that's the great opportunity that we're going to be able to deliver to our students a meal program in terms of our uh place and promotion well that's the place of the facilities but the promotion is to really uh jump start the communication with our community right so a new Instagram account was launched not so long ago um because I am running around I am also the digital marketer here uh trying to get information out but that's been a little bit of tough uh task as of late but I'll pick that up so that way we can get information about what summer
135is going to look like what future uh uh 23 24 school year meal program options will look like we're going to be looking at about a recipe development and making sure that we can actually leverage some of the facilities that I do see in particular at Carlsbad High School we do have a small Kettle but we're not doing uh production with the kettle right now and so I've already informed our staff that we're going to do that and we're going to do that by cooking a little bit more from scratch so we will be bringing in raw beef and training our staff ensuring that they have the culinary skills and tools to do that right and so we can make a fresh marinara sauce we can make dressing sauces cook proteins that will come and
136we're starting with beef from a raw State and that's also with help and leveraging some of the USDA food commodities that we receive and so that's going to be happening in the 23-24 school year and I would also let you know that um we are looking strong right now in our physical performance because students are participating in our meal program more and more and we'll share another slide at the end uh to show you a little bit of the metrics as well and so our farm school program is needing some partners and so I'm reaching out right now to local growers in the area to let them know that Carlsbad has the largest restaurant in town and you know what we need produce and so fresh strawberries in our backyard right partnering with the growers
137in the area there's very small lots of land that are also growing and so I think if I make those connections or if you have any connections that you'd like to send my way I welcome them because it takes a village to feed our community and I need all the help possible to make that happen and that's why I'm going to reach out to some of our local Growers to focus on a farm to school program so that way we Bridge Three core elements and that's going to be the nutrition education component the school gardening that we already have Happening Here in our schools but also that procurement piece is the administrative piece where we have to make sure that we follow all the rules and regulations that USDA and the state uh give us
138on an annual basis and so that's something that I'm also going to be working on and and take on we will be revamping some of the equipment that we have in our schools it's a little dated there's a an inventory that we just performed and it looks around to be 350 100 000 on a on an immediate need to replace some of the ovens Mill coolers refrigerators and freezers just to store product and so those are the low hanging fruits that we have to go pursue to make the facilities appropriate for our staff so that they could do a good job and so as we keep moving on we wanted to talk a little bit about our policy and respond to some of the inquiries that we receive privacy so I'm going to defer back
139to Mr Jim yeah he's sending it back to me because I was here when this request was made so the board may recall at the November meeting uh in evaluating board policy 3550 which is the nutrition services program policy a request was made to modify one sentence where it says the district's Food Service program so I'll give priority to serving unprocessed foods and fresh fruits and vegetables what was what was added in the request and to be brought back for further discussion before adoption was and not serve any Ultra processed foods I've done a lot of look looking into this looking for what is a standard or a regulatory definition of this there's no shortage of summaries of what this could mean also this definition seems to change every year and I looked at one
140study or research paper from the National Institute of Health which actually has a chart that shows over eight years how the definitions have changed in foods have come on it and dropped off of it and and just and the purpose of that paper was to say this is something that policy makers need to make a decision on if they're going to regulate this type of food you know exactly how you define this the in terms of a government agency definition there really isn't one there's processed foods which interestingly is mentioned in terms of importation and Customs so they tax it differently they tariff it differently if food is imported in and they give a definition of what that processed food is but I put on the screen behind me and you've seen it in the
141report that was attached to the board agenda the and this is a discussion that I had earlier in in this room about you know processing is really doing something to the food and so you know once you take it from its raw State it's been processed in some way and then the question is to what degree has it been processed there are some definitions now that have added a another term called highly processed so there's unprocessed processed and if uh Ultra processed gets too many different foods in than they've created highly processed in between to to define a different category of food but in looking at all of those different definitions that are out there depending on on who has come up with that uh a number of our current menu items would fall into
142one or more definitions of those types of food such as breakfast cereals the flavored milk really any any manufactured baked goods are you know any prepared foods such as salad dressings and sauces and pastas it breaded Meats Etc would fall into that definition and so when we when we look at how that could potentially impact the menu really we went back to what are the USDA nutrition requirements and this chart on the on the right of your screen is What's called the USDA meal plan and these are the nutrition standards that the net that the any provider in the national school lunch program must follow and you can see for the different grade spans different types of food items that must be served over the course of a week and the minimum quality quantities at
143the top and then down below it gives further restrictions on maximum calories the amount of sodium trans fats are zeroed across the board sodium targets and there's also sugar and carbohydrate I think also as well of targets as well so rather than look at you know a particular ingredient that might be used in one or more of our items really what we want to focus on is we are serving and meeting this meal plan for all of the fruits and vegetables and you know healthy items above and they all fit within the you know calorie and fat and sugar requirements and so if we're doing that we're meeting the goals of the program and then beyond that it gets back to the promotion and our students actually eating these Foods or not we're still giving
144the priority to serving unprocessed Whole Foods and uh when we when we also look at the the studies that talk about the harm of the ultra processed foods the higher risk is for people that are eating diets that are high in those items uh and and we are always serving a balanced meal um with uh with fiber with vegetables and other fresh ingredients whereas the folks who really suffer from eating that food are really on the Super Size Me diet you know they're the ones that are eating fast food every day and uh you know washing it down with a bag of Doritos and a Mountain Dew so that's not what you're getting when you're coming up to to our window so what we would ask is that well actually I'll turn it over to
145Mr Chavez in just a moment but what we would ask is that we hold off on adding the ultra processed foods restriction on there simply because it's not well defined by an agency that's not on the labeling requirement so it's not something that you look at and it says this is ultra process this is not processed This is highly this is just processed you can't look at it at an item and no one doesn't unless you really dig into how do they manufacture it and what particular ingredient it would be many of the definitions that are out there come out of research studies and they're tailored in a way to go after the boogeyman that they're after so if they are if they are concerned with meat they really focus on meat if they're focused
146on sugar or food additives or preservatives they're really focused on those types of items of which you're going to have a variety of those the USDA is currently looking at revising its nutrition standards that you see in the chart and maybe Mr Chavez you can say where where the USDA is on that right now absolutely thank you and so so right now the USDA is taking public comment uh until I believe May 7th of this year as they have posted their proposed rule changes to the regulations that are going to affect the entire country and so that is focusing on some of the when you talk about Ultra processed foods it's it's really sugar fat uh foods and so they are addressing the sugar sodium is another that's uh in the conversation right now where
147they're trying to reduce the levels of sodium in the meals that we offer and also when we look at Sugar it's in particular to milk where they want to define whether or not they will move the limit of additional sugar added into flavored milk and whether or not K through 8th grade levels will be required to only serve non-flavored milk so that would be just white milk offered to those grade levels or if there's a combination between the grade levels it is very robust conversation across the country right now because of the changes and how it could impact school districts not only from the menu planning standpoint but the students appeal the first time that we changed it back in 2010 under President Obama there was a major shift there and so we need to
148strike a balance where we take into account the preferences of our students because without their participation then we may have hungry students sitting in our classrooms and my job along with my team is to ensure that we feed our students nourish them the best we can so that their active attentive Learners in the classroom and support our colleagues that are the administrators and teachers in our district and so that's the mission that I Echo with my team and that's something that we should all be conversing as well and be aware I will tell you research shows that School meals are the healthiest meals offered to children anywhere including home why because it's the amount of fresh fruits and vegetables accessible to them it's the limits on sodium and the sugar and the calorie intake so
149all of these nutrients are are going into these meals and they're provided here in our schools and like to tell you that next year they're accessible at no cost to our students across the board so California is going to continue to fund that and continue that program as well so that's exciting for the meal program in our district and in particular our students and so in closing I would like to share with you some of the metrics just to demonstrate uh some of the trends in the participation that I've reviewed and analyzed in comparison to the 2122 school year and this year year to date ending the month of March we've seen some positive uh participation increases so if you look at the entire 2223 first bullet 37500 000 breakfast meals served and uh half
150a million of the lunches already served through March and so when I say that this is the largest restaurant in town no one's serving the amount of meals in any year larger than Carlsbad Unified School District and so if you look at that we are trending on the positive by almost 50 000 meals over previous year so that's in incredible work uh of our staff uh and the support of our school administrators who support the program as well so I I got to thank my colleagues uh it takes a village again from Personnel to business services and instructional it takes a team to do it and we're going to continue to rock and roll in the 23 24 school year thank you very much tonight for your time and attention and I'll I'll point out
151that not only we are we the largest restaurant in town but we're the only one that's open for a half hour a day and and we fail if we don't serve everyone in 15 minutes yeah thank you very much thank you this is time for public comment we have two blue cards received when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have three minutes we'll have the timer on the screen and your mic will be muted when your time is expired the first speaker is Kaylee teagle hello my name is Kaylee teagle and I go to Sage Creek and I wanted to talk about the plan that you guys were talking about for the nutrition
152um for lunch the other day I was served a piece of bread with cheese and marinara sauce and it's really hard to go throughout the school day because that was all the nutrition I got and then also it's really hard for me to see students on campus just throw away like the apples and carrots they get because they get the lunch and then they go and as they're walking to it like we have an academic mall at stage they just drop the apples and carrots in the trash can and we've tried to do some different things about it like put Recycling and compost and stuff and part of the thing is they make you take one when you're there which I totally get but then it's just going to waste because it's going in the
153trash can like I take it and I actually eat the carrots and but a lot of students don't and then another thing someone came up to me today because they they know I'm working on the Dei stuff and she said that her friend is Jewish and that she can't eat like most of the school meals and she came up to me like really sad and disheartened and then also like we didn't um my friend is also Celiac and there's no like gluten-free options for her as well and then one of the things she eats is like a protein drink and it was really hard for her to get permission to even have it in like the School nurses um uh refrigerator so it stayed chilled and we just want to like see some more healthy
154options for everyone as well because I also have a couple of friends who are vegan and vegetarian and they have a hard time because the only option they have is a peanut butter and jelly sandwich when I'm pretty sure isn't uncrustable which is probably super super processed and uh it's just sad because there's not enough protein in that and we see protein and tons of other things as well and there are other options not just besides me so I'd like to see more options for everyone and also we have a big waist problem with plastic I know Sage Creek we're so lucky to have our genius project and some kids are trying to do that um and it's just we we get a salad and we get the entire thing it's made out of plastic
155and then we get another container it's plastic and we get another container and it's plastic and then you're given a plastic fork which is why I really love that you're bringing back the salad bar because I love that I like a lot um and so I'm happy because then kids can choose what they want when they're going down there because if they don't want carrots don't grab the carrots but say they like love broccoli they can get the broccoli um and then also I just wanted to thank everyone because I don't know how you guys do this at night and I really really appreciate you guys and I hope you go to sleep after this and I have a good laugh too because this has been a long reading you guys are great and I've
156been in Carlsbad since I was in kindergarten and I love it here thank you Kaylee our next speaker is Courtney Higgins against I'm sorry Courtney Huggins um Kaylee pretty much took all the talking points but I do want to like reiterate like my support like I really do think a salad bar is a great idea because I remember in elementary school we have those choices and I love having the ability to put as much vegetables as I want and not being forced to just take like I don't know can of garbanzo beans to eat every day um I also like think the salad bar will help a lot of our students because we do have some vegans and vegetarians and we do mostly serve um like milk based salad dressings like Caesar and Ranch that's
157mostly comes with in our salads and I think having that option to choose from like I don't know balsamic and things like that will give students more options and like be more willing to choose those more healthy options because they have those choices I also think we need more like choices when it comes to gluten-free and vegan and vegetarian because I think every Monday is a vegetarian meal and even then it's not always a good one and so people don't feel like they want to eat those options and so if they don't want it then they go hungry for the rest of the day and I have a friend who can't eat gluten and she had forgotten her lunch that day and all we serve is pretty much a salad and that's the only I
158think gluten-free thing we serve so she wasn't able to eat anything that day she had to go through the rest of her day starving so I just think we need more options like as a District because some kids just aren't eating because they don't have the option to that's all thank you thank you thank you good night staff do you have anything to add yeah if I may yeah thank you uh well thank you very much to our students and uh uh I will see you at the windows when I serve at Sage Creek say hi um so this is fantastic feedback because this is the feedback that we need right in order to enhance and improve the meal choices for our students and so survey of our students to identify their preferences is key
159to make a successful program so thank you for that um some great things that I picked up on here so yes more vegan plant-based options there is a growing small population where students that prefer those choices and so right now uh we don't have a wide variety but uh as a whole food service industry those things are coming across there's very few items tailored to schools that have met those targets that we just talked about in our presentation earlier and so I'll give you something as as a takeaway to our students that hopefully are watching at home or they'll get the message uh through their schools but I'm working on more vegan and more vegetarian options something that I came across that's pretty cool is a beyond meat puff pastry plant-based right and so a
160puff pastry with uh something that is protein on the inside warm and nice to the bite that's something I'm trying to work on bringing as students or asking for these options bringing the salad bars so we just talked about that right more salad bar relaunching reimaging of that is necessary it's going to be a little bit of a balancing act because we do need more staff to be able to watch those areas and continue to replenish the bars as our students consume uh the the goods that are there so that's happening we are looking to be more eco-friendly with Mother Earth because we do use some styrofoam trays but I'm looking to convert that to more recyclable material and that's primarily focused on the elementary school sites but I think after we exhaust our inventory
161and finished this year I will eliminate that and convert to a different trade that's more eco-friendly the waste at Sage Creek High School there is a genius project that I'm working on our administrator at Sage Creek reached out to me I said sign me up let's go I had my first meeting I'm working with two uh students that are looking to best strategize on how to create a shared table or a shared Landing Zone to collect the food items that students don't want students are right they do have to at the point of service take half cup fruit or vegetable at lunch and so that is a federal mandate and so when they don't want it to put it in some sort of share table or a recycling box is going to be a great
162solution to that issue but they're taking another step forward to identify where we can donate and do a food recovery effort as well we've talked a little bit about the logistics going both ways they've got my full support the school support introducing to the lead of the staff at Sage Creek so we're going to designate Refrigeration space for those foods that need to be kept cold for anything that needs all that is already hot and already touched by the student we're not going to be able to use that because of public health code requirements that that is going to limit that effort a little bit but it's an awesome genius project I I'd like to report maybe at the end of the school year to see how that goes all right that that is it
163for me in response to some of those but I'll take questions if any trustees trustee Rawlings I have several questions as far as the issue with hiring Mr Grove our most of the nutrition services are they part-time employees and how many hours do they normally work yes they are and they work varying schedules depending on the the circumstances Mr Chavez I think it better address what his staff is working by sight yeah that's correct so uh the staff usually they're part-timers uh they usually work from anywhere between a two-hour shift as a nutrition services assistant that's the entry level classification in our job family up to maybe six hours at the top end and so our uh leads are probably somewhere between the seven to seven and a half hours depending on the volume of
164students at the campus and the meals that they serve and so that's typically the the work schedules is is the fact that they're part-time is that contributing to the recruitment issues that they're not eligible that they can find a full-time job elsewhere and um so they're not applying for the jobs because they're part-time it is a significant factor um you know everyone's hiring for an eight-hour job with a higher wage and we're a more limited number of hours per shift and with perhaps now a lower wage so we are uh challenged in in that regard um I think across the board on an average in food service now we're I'm seeing anywhere between 18 to 22 dollars um I I could say uh two of my boys uh just got hired for uh wild rivers
165in the kitchen uh following dad's footsteps I guess um but they're getting paid 22 dollars and uh they're 18 and 19 years of age um so it's something that we're gonna probably have to review and evaluate yes yeah you know and I'll point out that that these positions have traditionally been filled by people who are seeking part-time work a lot of times it's folks who do have kids at home and so it's a great job to work in the middle of the day you drop the kids off at school you're home by the end of the day so it has always appealed to a certain number of people that really want that type of opportunity and I think while everything is true that we've said about the challenges here um you know I think we'll
166there will always be a market for part-time workers in the middle of the day and this is just um you know the same symptom that we see everywhere across the the workforce we have difficulty hiring full-time people too in other job classifications it has been discussed though that as we perhaps move to more scratch cooking that we could employ people for a longer portion of the day that would be in fact required so that that is something that's under consideration trustee Rawlings thank you um as far as the um when you were talking about serving serving beef if there's a student that um that has health concerns when it comes to red meat what would they do on that day that you served that so uh on every day we need to have multiple options
167so not just one and that's currently happening uh in all of our schools where at least two choices are offered the secondary levels have more options available on a daily basis uh but this is not just to focus on serving meat but it's really again leveraging the donated USDA food commodities that are provided to us as a meal program and so beef chicken pork fish are some of the proteins available right now Mr Rawlings thank you um and uh when you were talking about um like the the ultra processed foods and processed foods um where is like additives chemicals um you know ingredients that you can't pronounce um in many of the packaged Foods how does that factor into processed or unprocessed Foods as far as and how what does the USDA think about those
168types of things in our food so uh back since the 2010 uh transition into the meal standards one of the things that they immediately eliminated as we talk about additives and preservatives and uh trans fat is one of those and so trans fat was eliminated so our school meals cannot have trans fat whatsoever and that's something that is found in Ultra processed foods and so that's why when the research demonstrates how good of a quality or nutritious meal are School meals that that's what they'd go look at that we don't have that when I look at menu planning for the future and work with our staff we're going to try to look at developing a more clean label requirement so that we eliminate some of these additives preservatives that we don't really need and so
169when we talk about Farm Fresh Food Focus that's part of that mission so just to just to be clear that's happening next year is that what we're saying it's going to be work in progress um I'm not sure if it'll happen you know over the summer I think it's going to be ongoing work in the 23-24 school year um as I evaluate uh the priorities and and set course for that yeah and I would say that the the flexibility that we still need is what do the purveyors have in stock and are able to give us um you know because there are times when there are just shortages of other items and we're Limited in what we can even get them to deliver at this point and and so while the goal is to continue
170to move to all of these healthier and fresher options we need to have a little bit of flexibility in order to you know keep food on the shelf that is you know ready to be served and and students will eat but we still will be looking at total nutritional value and as Mr Chavez says you know some of those knockout categories will automatically eliminate you know the worst foods that are out there I know we're running out of time so I am going to limit myself however um Mr Dill um you presented that we were trying to change the um that policy and when I looked up the request it said that staff will research and present the fiscal and health impacts at a future meeting it didn't say anything about like what government defines
171as and so on and so forth were you going to are you planning on bringing a presentation back at a future meeting or was this it well I was I would say before I can give the fiscal and health I have to be able to Define it and that this is the challenge that we have is that there's no one single definition and it seems to change over time depending on who's writing the study and doing the research and so that was the the the the issue that I was running into and wanted to bring that up in this meeting as a way of saying this is this is the challenge and you are absolutely right because I did go back and and watch the the recording of that meeting as well and so I'm
172aware of what was what was asked you know however if um you know we're if we're having trouble saying exactly what it is I'm not sure how I can say what the impact is of whether we ban it don't ban it what it would cost what the health impact would be you know that that's why I'm really advocating for sticking with USDA requirements with a vision of enhancing and uh and promoting more fresh food options I think will will naturally take care of what the concern is um you know within the overall nutrition services program that's serving balanced and healthy meals good questions Miss Travis I am so excited about having you part of our team and what you're doing your enthusiasm and I look forward to you coming back if Mr Dill will entertain
173having come back and hear about some of your reports on some things that you've talked about you want to have in motion and the feedback you get from students sounds like a lot of opportunity there so thank you Mr Chavez thank you thank you everyone okay moving on discussion I'm sorry trustees now it's time for discussion I do want to remind everybody uh we are at 8 47. Jesse Rawlings thank you um I I was a bit concerned when I re-looked I looked at the tape of the meeting where there was a 5-0 vote to ask staff not to necessarily Define it but to provide information to the board as research and provide a presentation on fiscal and health impact I did a Google search in about 30 minutes and I found over you know
17430 different websites that had basically the same definition so I'm a little disappointed I didn't I don't feel that this presentation was responsive to that request after a you know a decent amount of time so what I'd like to request is that that the wellness committee be able to um look at and do the research and bring back to the board a a possible definition of unprocessed and then ask Mr Dill to provide the health and fiscal impacts that that way that way we would there would be some responsiveness to our request so that's what I'm asking because we did have a 50 request a 5-0 vote request on this piece and I'm not I don't believe that that was responsive so let me be let me sure I want to be clear is that
175you're asking for the the board to agreed to have the Wellness Health and Wellness committee come back with what you're requesting with what the board voted 5-0 to request and and so what what should be the output of that that instead of creating a definition here at this table what I'm suggesting is that the wellness committee work with staff and and other folks that are on that committee to bring back the research as well as [Music] um help to provide input on what the health impacts and and fiscal impacts would be then that would be the presentation to the board does everybody understand the the request on that trustee Williamson yep response I'm satisfied with what Mr Chavez and Mr Dill the information they gave us regarding we're meeting the USDA requirements and the fact
176that the definitions are changing so I'm comfortable with with what they with what they presented at that in my mind I fulfilled the spirit of what I had voted for and that I had showed a thumb for so I would not be supporting um spending having the health the wellness committee come up with a definition of processed food I believe that I'm I'm thrilled with the farm to table concept that Mr Chavez has presented and and I if you ever need orange or lemons I have lemons but anyway so so I would not be supporting um pursuing that that concept any further any more discussion on the request and we'll go to a thumbs um if there's no other comments on that okay all those who support requests from trustee Rawlings uh thumbs okay it
177looks like uh it did not pass other discussion I do want to I do want to say that uh it is good to hear that we're trying to get more vegetarian more gluten-free more vegan options to our kids and I was really glad to hear that some of the student feedback was being listened to intently at Sage Creek in particular as well so look forward to see what actions are going to be taken to actually fulfill some of that as well are there any other discussion okay thank you now we move on to item 7.5 approval Declaration of Need for fully qualified educator trustees this is a discussion action item and over to Mr Grove thank you the Declaration of need is an annual submission to the California Commission on teacher credentialing that expresses that
178while we sometimes are unable to fill positions after a an exhaustive search we are unable to issue emergency credentials or have issued emergency credentials for employees who may be missing something with respect to a full sort of occasion for example an employee that we recruit from out of state perhaps who is going through the process of clearing their credential in California so this is an annual submission we typically bring it in June but it was ready early and we thought we'd check the box off early I'm happy to answer any questions if you have any this is time for public comment haven't we received any blue cards we do not have any blue cards staff do you have anything to add nope okay trustees now it's time for questions staff any questions okay may I
179have a motion to approve the Declaration of Need for fully qualified educators so moved Williamson second verb you trust you won't send me the motion trustee verbeth second discussion seeing no discussion we'll put a vote just trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we now move on to item 7.6 approval assistant superintendent Personnel Services Employment contract trustees this is a discussion action item I will now hand over to Dr Churchill thank you you have before you the contract form is Megan Arias our our request to approve her contract as assistant superintendent of Personnel Services succeeding succeeding Mr Rick Grove when he retires so I have to read this so bear with me um in compliance with government code section
18054953 subdivision c 3 prior to taking final action on executive compensation the board must orally summarize the recommendation for final action on the salary compensation and or fringe benefits that will be considered the proposed Employment contract of Megan Arias assistant superintendent Personnel Services was posted with a board agenda for this meeting along with the recommended motion that the board approved the employment agreement for the term of July 1st 2023 through June 30th 2026 on behalf of the board I will provide a summary of the compensation and Fringe benefit Provisions in the proposed contract after public comment this board will consider and take action on the item contract is identical to the contracts that the other assistant superintendents and provides the following Provisions which may qualify as compensation salary or French benefits Mrs Aries annual salary
181will be 212 886 the proposed contract provides for reductions in the same percentage and subject to the same furloughs as applied to certificated management employees as well as increases in the same percentage applied to certificate and management employees of the district the proposed contract provides that the assistant superintendent shall be entitled to 24 days of annual vacation but limits accrual to 30 days of unused vacation proposed contract provides that Bond separation from District service any vacation will be paid out at the rates effective at the time of cruel the proposed contract provides the assistant superintendent with the same Health and Welfare insurance benefits as provided to District certificate and management Personnel the proposed contract also provides the assistant superintendent with post retirement Health and Welfare benefits subject to customary District maximum contributions subject to minimum
182years of service requirements the proposed contract provides the assistant superintendent with one sick day per month Credit in advance sickly may be accrued and carried over as provided in District policy and law the proposed contract includes reimbursement for actual and necessary expenses incurred in carrying out our duties this is time for public comment we have received one blue card when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you have three minutes we'll have the timer on the screen and your mic will be muted when your time is expired the first speaker is Scott Davison hi my name is Scott Davison I live in the district your vote on whether to approve Miss Aries employment contract is probably
183the most controversial and difficult decision you'll make tonight I would rather not be the one to come up here and say this but I have a feeling that no one else on this board will similarly to how no one seems to want to talk about why we're treating principals at two of our middle schools for no apparent reason I have nothing against Miss Arius and I have only positive interactions with her I wish her well in her new job which is likely the toughest one used at cust we all know why Miss Aries is being promoted Mr Grove is retiring after a decade of service as our assistant superintendent of personnel his experience is unmatched at our district office as evident by the fact that the board promoted Miss Aries in July 2022 to essentially
184Shadow Mr Grove for the past year to learn the complexities of his job now personally I don't believe that paying two people to do the same job for an entire year is a good use of taxpayer funds but perhaps that's just me but that also exposes another problem which is that Miss Aries has no experience in personnel and needed a year of training to be able to take over for Mr Grove to make matters worse tonight the board is being asked to approve Mrs Aries contract with a base salary of 212 886 dollars Mr Grove's current salary with his decade of experience at cusd is 212 886 dollars now I can't think of a single private or public company or even a government entity which would offer someone with almost no experience the exact same
185salary as someone who is leaving with Decades of experience as a parent and a taxpayer this is another egregious display of bad management and if I were Mr Grove I would probably be insulted to see that my experience meant nothing to cusd after all these years I'm not asking you to hire someone else I have no reason to doubt that Miss Aries will do an excellent job but miss Aries is already very well paid so I am asking if this board thinks this contract demonstrates good management and a responsible use of taxpayer funds thank you staff do you have anything to add I'm not insulted trustees do you have any questions may have a motion to approve the employment contract exhibit a for the new assistant superintendent Personnel Services effective July 1st 2023. some moved
186need a second Williamson discussion see no discussion uh Miss Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero reporter um may I ask that we consider tabling 7.8 and governance reports and requests until the following meeting it's nine o'clock or 8 59. okay um could we stop the meeting yeah yes that was the motion that would be a motion too yes to table those two items and bring the next meeting um so do you wanna yeah you want to make a motion I'd like to make a motion to um move uh item 7.8 and uh 8.1 governance team reports and requests um to our next meeting in May is there a second discussion was it 7.8 yes
187it was the board policies and 8.1 the team governance requests and team reports my understanding is there's a degree of urgency on 7.8 staff there is the board policy on graduation requirements that pertains to this graduating class and the reason I'm asking for it is my understanding is we're not going to have internet in the next few minutes which might cause a problem as well Dr Churchill yeah just for clarification ATT let us know that beginning at 9 00 PM they'd be investigating uh our recent cause causes for Internet outages and there may or may not be disruptions to service starting at 9pm we simply don't know whether or not there'll be in the instructions if there is a disruption can we continue to conduct the business of the board Dr Churchill uh yes sir
188we just would not have a live stream live stream which means that everyone's laptops will go dark okay it's the YouTube stream that we would definitely drop and there may be issues if you're trying to get something on your laptop so you should pull it up right now so you have it yeah I I just saved all myself so what that means is people will not be able to see the board meeting in the worst case is that what I understand okay yeah when I need some clarification I just I did just get some clarifying information that it's not this year's graduating class it would be next year's graduate class that helps at all I'm still interested in meeting as long as we need I mean as long as we have Internet let's go for
189it any other discussion before we uh go to a vote okay okay just trustee Williamson no uh trustee Ward yes trustee verbeth no trustee Rawlings yes trustee Pearson yes motion passes three to two okay so we are items 7.7 yes item 7.7 approval Employee Appreciation resolution number 22-223 day of the teacher and resolution 23-223 classified school employee week trustees this is a discussion action item will not land over to Mr Grove for you this evening our resolutions which recognize our outstanding classified employees and our amazing certificated employees it's worth noting as I do each year that we adopt the resolutions provided by the state of California our dates vary somewhat from dates celebrated across the country and it is why we have a day of the teacher and a week of the classified employee and
