as a board and what it means to Be an Effective Government governing team and yesterday we were attending a workshop also to hone in on the idea of governance and that it's a systems job and high performing trustees with a governance mindset our first and foremost systems thinkers so I'd like to read a quote from the National School Board Association key work school board Guidebook actions are not taken in isolation a systems thinker understands that everything is connected to everything else the goal of systems thinking is to take those actions that will most positively influence the system as a whole at the same time every action has a reaction that is each action will produce some desired result and almost certainly unintended consequences elsewhere in the system systems thinking should be in the service of

uh thank you for brief items for me this evening first February is Career and Technical education month or CTE month um as our student rep just noted or choose your path elective showcase will be held at Carlsbad High School on February 22nd more information is on our website number two February is also Black History Month we're thankful for the rich contributions of black leaders authors scientists and many many others in our community and around the world I've seen some great examples this month of ways in which our teachers and staff are recognizing black history month and I'm thankful for the San Diego County Office of education's list of resources for educators number three National School counseling week was February 6th through 10th to focus public attention on the unique contributions of school counselors within U.S
school systems National School counseling week highlights the tremendous impact school counselors can have in helping students achieve school Success and plan for a career this is always celebrated the first full week in February thank you you to our outstanding outstanding school counselors and finally number four I'm proud to announce that Mr Rick Grove will be recognized as the 2023 Human Resources administrator of the year for AXA region 18 that's the association of California school administrators encompassing San Diego and Imperial counties the honoring our own Awards will be held on Saturday May 27th congratulations Mr Grove thank you thank you Dr Churchill and we'll move on however I'd like to recognize our counselor because I think a few of them are in our audience tonight and so congratulations on everything you do for our students and
thank you for being recognized for that and Mr Grove we have board congratulations on that oral Communications item 5.3 we have a lot don't we um how many blue cards have been received for non-agenda items we've received a total of 15 blue cards 15 15. okay just a suggestion to those who pulled out the blue cards for non-agenda item if you're saying the same thing as somebody else I I would just suggest and I'm telling you you do what you got to do you may want to have that give that time up to the other person who's speaking on the same agenda you can't do that then I can't say that so take that back can't say that well that being the case we have 15 blue cards in order to allows speakers to present
their comments and sure we are able to properly attend to the business of the board for board bylaw 9323 public comments will be limited to 20 minutes this means each speaker will have one minute 15 seconds and I'm going to announce uh the first three speakers and then continue on uh to do that so you'll know on that so the first first three speakers are in order are Shawna Hurst Laura Pitts and Mike Barillo one of the great things about our district is every school and it's just been a pleasure over this year to watch our different PTA presidents among the different School sites work together um have different ideas that I see implemented or one school tweaks it to better fit their campus and I just want to really focus on how great it
is that our Unified District really is Unified especially as the ptas coming together and working for great programs for our community just a couple things I want to Spotlight is as was in the Carlsbad Unified connection is Dr Churchill's email last week stage Creek High School PTSA awarded 2500 in student grants both aoms and Sage Creek High School ptsas are working with their school sites on Amer emergency preparedness pack backpacks each um CHS is working on their grad night and once again supporting the career Pathways this Wednesday from 5 37 if you have a middle schooler or ninth and 10th grade or they need to be at Carlsbad High School on went on the 22nd for that event and over at aoms they have purchased about 15 to 20 umbrellas for the quad area for
to give shade to the students it's been such a success principal flowers has asked for more so hopefully that's coming soon thank you thank you [Music] hello I'm Laura Pitts I'm the CEO of Carlsbad Educational Foundation with a couple of updates we are in a busy season right now as most of our programs are in full swing in the schools and we are also planning for summer and our annual Gala for Gala tickets can be found online at our website we do expect to sell out and we are over halfway there with over 300 tickets committed which we're very proud of our summer programs we have three options we are not sure where the location will be but there are three things we offer summer Adventure is a licensed full-time Child Care option with changing
themes like busy Builders and bugging out in the wild are two of the themes we're going to have we will continue to keep curriculum fresh every week for those students that come week after week and we will offer on-site off-site field trips and welcome guests to bring on on-site experiences we also offer a summer enrichment option which are part-time specialty camps things like cooking musical theater cartoon drawing things of that nature and then we have our summer Academy it will be for students entering 7th through 12th grade variety of wasp accredited classes for advancement credit we will offer PE in an online only and hybrid model as well as all of our academic courses will be hybrid we have two highlights for programs I want to share one is that science days are in planning
stages at elementary middle school we are partnering with Thermo Fisher and with our PTA and we thank for that partnership to bring engaging things to students thanks good evening so first amendment the Bill of Rights Congress shall make no law respecting an establishment of religion prohibiting the free exercise thereof or abridging the freedom of speech or of the press or the right of the people to piece of peaceably to assemble and to petition the government for a redress of grievances so the there's a reason they wrote these other items in freedom of speech because when you speak you're not just speaking to yourself or just into the air you're trying to communicate or influence others and that's why people come here in public comments to communicate to the board what they believe and hopefully to
try to influence your decisions when the group is split up and you have speakers at the end of your business meeting then they don't have the same rights and privileges as the first set of people that are speaking before business so I I sent a letter an email to the board to Mr Churchill Dr Churchill and I'd like you to consider that either moving it all in front or hauling am I able to move don't send it all right good evening my name is Samantha Viscount I'm a bisexual and polyamorous woman who experienced many PTSD symptoms that overlapped with gender dysphoria I felt perpetually unsafe and uncomfortable my own female body as a teenager thanks to severe childhood sexual abuse I purged many of my feminine traits and adopted a masculine Persona instead I wasn't
properly diagnosed with PTSD until I was 22 years old so I asked what would have happened to me if I had grown up in today's society well I would have been my symptoms would have been reinforced by gender ideology and I would have been rushed through the process of puberty blockers and sex reassignment surgery that terrifies me and this is what is happening to many children today gender ideology is parading around a severe and debilitating mental illness gender dysphoria is being praised and glorified even though it causes immense psychological and emotional Agony for those who truly have it it is awful to teach children that feeling foreign to your own body is fun and cool and trendy it is not it was not fun and cool and trendy for me gender ideology is grooming children
children are being taught that it's no longer enough to simply be gay or androgynous when you demonize heterosexuality and simultaneously celebrate transgenderism obviously kids are going to adopt the transgender label in order to feel accepted thank you I live in District so quote from the CSU USD Board of Trustees published rules non-agenda public comments if there are oh my gosh if there are more than 20 speakers which would consume more than 20 minutes all speakers who are not able to speak during the 20 minutes allocated for each item will have the opportunity to address the board at a specific time later in the meeting this will allow the board to conduct the board's business during the meeting I'm picking backing off of what Mike said um I'm asking that it's what is more important the
board's business or the public input and opinion I have witnessed myself being at many meetings people of influence have jumped the line which would impact again our time to speak here as well as maybe possibly putting us towards the end which I agree with Mike and the idea that that would be limiting our influence or our input into your decision making I trustees should change the rules for all the all public speakers on non-agenda General comment to be permitted to speak at the start of the meeting before trustees address their business um by splitting it up you're just allowing people to not have their voices heard which isn't right it restricts our Brown act right and it also infringes on our first amendment rights thank you [Applause] so kind of piggybacking off what Mike was
saying you know it's a little unfortunate right that you're going to sit there and say that if we're going to say the same thing as somebody else we might as well decide whether or not we're going to speak to you um I guarantee you that every word wouldn't be repeated so even if we said similar things it's still our right to come before you guys you guys work for the people and the problem is is that you guys and in boards all over the place have taken a step above the people and act like we work for you and you're supposed to take what the people say and take that and cons into consideration and represent the people not your own agenda and so by sitting here and trying to silence the people that's what
you're doing but we have a problem in society right now where there's a all over totally antarian Takeover in every aspect of Our Lives and we're saying Up Is Down black is white good is bad and were indoctrinating children to believing things that are totally dangerous you want to sit here and talk about actions and reactions so think about the things that you're doing and the reactions that they're going to cause throughout history and you want to be on the right side of that and everything is connected and that's why I'm saying that I mean we have people that like drinking sewer water right now so it's like what's going on is it atrocious the next three speakers are Catherine Katie Taylor and Leah Becker hi my name is Catherine Anderson I have a student
in honors English and I was doing a catch-up with him to find out how things are going and he said it's been a pretty depressing year so far starting off with the book The Giver a dystopian book that he read death by vaccinations suicide pedophilia I spoke to the principal about this encouraged me to read the book with my son and describe that in cultures young children bathe older people that should never be tolerated or allowed I feel like we are desensitizing our children and sexualizing them that these things are okay then it went from a just transhuman book and The Outsiders that they just finished violent book a lot of smoking death by stabbing and very strong language for a 13 year old I'm very concerned about the quality of Education I really feel
like this board we need to have full public disclosure to the parents and full transparency of the benefits of my child's education and how these books are raising him up for the future I don't see it right now thank you for your time [Music] okay Katie Taylor I've cared about Carlsbad school since 1957 when my brother was in the first graduating class and I've had a family member in Carlsbad schools including now ever since and man I am sick of what you people are doing it is clear the entire focus of Education in Carlsbad is now wrapped in group think the focus of education has been lost in woke brainwashing every point of social interaction must be viewed study recorded with critical race Theory Focus critical race Theory with its Marxist ideology and outrides lies
should be easy to expose and expunge but oh no not here you're afraid of the woke backlash it's clear the board should find out who on staff is pushing critical race Theory and fire them so here it goes California shoves transgender down our children's throats in five years from now the indoctrinated children will recognize the Damage Done to them the damage they will carry for the rest of their lives I am glad to see other states stepping up gender surgery removing it leisure 21. in the history books California and California schools will be held accountable for the Damage Done to children by indoctrination in the meantime lives are being destroyed [Music] I'm Leah Becker I'm one of the school counselors at Carlsbad High we are here together the Carlsbad Unified school counselors to advocate for
our school counseling program and request the support of the school board for an additional 9 through 12 counselor at both Carlsbad High and Sage Creek our school counseling teams have worked hard to build a comprehensive School counseling program to help improve student outcomes and make a positive impact on student achievement as a result of our training and consultation with hatching results we've worked to align our program sorry I'm all nervous let me take a breath okay so um work to align our programs with the American school counselor Association National model and the multi-tier multi-domain systems of support so we work to provide direct services to our students in three specific domains academic College and Career Readiness and social emotional development more details on our delivery services was sent to your email yesterday so uh okay
by adding the intervention counselor at our school sites at both Carlsbad in Sage Creek we believe that our district our school sites and the school board recognize the importance of the needs of our students as well as believe in our program and our profession we believe that by expanding the position to a 9-12 school counselor we can aptly serve the increased needs of our students that we've seen over the past few years by providing data-driven targeted interventions okay the next three speakers and I would just ask that you introduce yourselves Robin Howard Kate dendy sorry if I pronounce your name incorrectly and Stephanie Gray hi I'm Robin Howard and I'm one of the school counselors at Carlsbad High even with the increase of student need the CHS school counselors have been able to provide our
core accounts and curriculum lessons over the past five school years we have moved from teaching four classroom lessons to 14. additionally we meet within we meet individually with students in the spring to review their four-year academic plan and course Selections in an effort to improve our program we want to implement proactive tier one action plans improve our tier 2 Services by targeting interventions to student groups that are historically underserved and make data-driven decisions we believe we can achieve this by transitioning the current intervention counselor position into a 9 through 12 school counselor this would allow us to move our work forward in an intentional Way by lowering the student to council ratio the current ratio at CHS and Sage Creek is approximately 460 to 1 and this is above the national average we have the
highest caseload without additional support among our local school districts with your support in the addition of the 9 through 12 school counselor our student to counselor ratio would drop to approximately 380 to 1 which will allow us to provide consistent targeted interventions and support to all of our students thank you for your support time and consideration foreign y I'm a counselor at Carlsbad High School and I also reside in Carlsbad several Studies have shown that smaller ratios support increases in standardized test performance attendance GPA graduation rate and College and Career Readiness we have more work to do and more students to reach but the decrease in student accounts ratio cusd school counselors could proactively provide services to students who may fall through the cracks by transitioning the intervention counselor position to a 9 through 12th
counselor position the student to counselor ratio would be aligned with our local school district partners it would allow us to provide a comprehensive School counseling program that is proactive provides targeted interventions to support the rise in student needs while working towards the ultimate goal that each of us reach students reach their full potential and graduate with the skills and knowledge necessary to achieve their post-secondary goals thank you for your support and consideration good evening my name is Stephanie gray and I represent the siege Creek Counseling Department and I'm a Sage Creek counselor as well we're in agreement with our Carlsbad High School colleagues Siege Creek has seen also significant increase in student needs across the board we are advocating for an additional 9 to 12 counselor it's so exciting for us as we love our
job to consider the positive impact an additional counselor would have at our school sites through the increase of a school counselor and the decrease of our student council counselor ratio we could Target the specific needs of our student population which is in alignment with our District's Equity plan our Collective goal is to provide additional grade level classroom lessons proactive interventions and more opportunities to genuinely and authentically connect with our students we're grateful for your time and consideration okay the next three speakers are Rachel Carlin all right hopefully I'll get this right in a fight I miss mess this up hurry Dr rachi and Augustine down I think and please introduce yourselves mine is well over two minutes so I'm gonna hand this to the rest of my speech if that's okay thank you two minutes
and 14 seconds I'll be quick my name is Rachel Carlin thank you guys uh for letting me speak tonight on October 7th 2022 Miss Flowers law school control and screamed at a child demanding they respect her screaming was so harshit but still uh the hair is up on your arm I then had a meeting with Miss Flowers where she immediately apologized profusely and cried to me about how this was her first time losing control on a child and how that day was the lowest point of her career I reached out to the community and talked to parents who had very similar stories to mine dating back to 2019. next I went to the staff and that is when I truly realized the severity of how incredibly awful Miss Flowers is I learned that she uses
fear and intimidation she has made sexual and inappropriate comments threatens staff and students humiliate staff in front of peers and talks down to them overall she is a bully and people are truly fearful of her some have even left the school I also learned that no less than one year after she started working AMS in 2019 students signed a petition to try to get rid of her the staff also got together and submitted their own report pleading for your help and parents voiced their concerns as well these concerns and reports were either ignored or turned away saying that people misconstrued what she said I have read through all of these documents and is jaw-dropping it's a minute 15. I'm sorry it's a minute 15. thank you thank you thank you thank you I will thank
you I have a pretty bad laryngitis that I'm not going to take you guys this time a lot I'm hoori fararache I'm a parent I am as I'm going to follow up with what Rachel says um I send a very happy 11 year old till AMS she loves the school she loves to learn she loved the spirit days she loved to be a part of a school now on a daily basis on a if not daily weekly basis these are the texts I get from her being dropped off out of school let me read it for you Mom I'm tired I'm I don't want to be here cry cry cry I Wanna Cry I hate this so much pick me up do something this is wrong you should not run a prison you should run
out of school an 11 year old should not text her mom this every week to get picked up because she's scared to go to school because her principal is going to bully her because she's scared of getting yelled at she's scared of being dress coded this is not okay it's on you guys do something [Applause] foreign hello my name is Augustine I live in the district we have a lot of new courses being proposed tonight and a lot of great ones especially carlsbad's Film Academy ethnic studies it looks fantastic but I wanted to talk about one course that isn't being offered because the sophomores at Sage Creek do not have the option to take AP World History when Sage Creek only teaches AP European History what you're telling me and every black indigenous student of
color is that our people don't have a place in this District that we don't have a place in society and that we don't have a place in history it is the stories of white people that matter teach us that we can make history teach us about the world so we can humanize our peers and teach us history so history doesn't repeat itself because it certainly is no coincidence that we have shamefully made an inadequate promotion of Black History Month as Carlsbad is throwing around racial epithets we need to be teaching a full comprehensive history or we're going to get more ignorant racists in Carlsbad we're not here asking for extra or taking away a resource from other students like trustee verbuff was trying to imply we're asking for equal but you can't get equal without
equity happy Black History Month [Applause] item 7.1 this is four you want to give it to me okay yeah that's right maybe it was that page thank you we now move on to six part six item 6.1 approval the consent calendar all matters list on the consent calendar considered by the board to be a routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a board request for one or more specific items to be removed for the consent calendar for discussion this is a time for public comment and any blue card's been received we have received a total of nine blue cards okay I got it here yeah that's correct okay okay when
I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you have two minutes and 15 seconds we have nine speakers love the timer on the screen and your mic will be muted when your time is expired the first speaker is JB Scranton followed by Audra and Mike Barella may I please the Lord excuse me JB Scranton San Diego's number one sub I don't live in the district Mr chairman this month's certificated Personnel reports incomplete because it's not telling the whole story about what's going on in HR it looks like you've still needed to hire 13 new substitutes which is a lot during the off season you want to further inquire about the conditions that would make so many substitutes
leave such as working conditions and compensation the board really didn't do a very good job last time speaking of working conditions I would like to bring to the Public's and your attention a copy of this recent order from the Labor Commissioner in the matter of Scranton V Carlsbad Unified School District if you weren't already informed in closed session you have until tomorrow to file your notice of appeal I would recommend you not appeal this decision for the following reasons number one it's only 750 dollars number two it's going to cost you about twenty thousand dollars in legal fees number three you got about a ten percent chance of prevailing and number four you have to find not just error but reversible error I further suggest you claw back all of the monies you've wasted fighting
me on this issue specifically you should dock Rick Grove's paycheck at least for the 750 and further for the full amount of legal fee is expended because his conduct has been deliberate retaliatory and malicious let me alleviate your fears over risk Rick would have to retain his own attorney at his own expense if he wants to protest he'll have to wait three years for a trial date your own attorneys will use my public comments about how malicious he's been against him you'll get a verdict in your favor and as a prevailing party you may be entitled to ask for your costs back so in conclusion grow a backbone claw back the taxpayers money Rick Grove for the foregoing reasons the certificated report is incomplete and should be revised that is all [Music] use the name
Audra so it's quite interesting um this film uh equity shenanigans that you want to bring forward it's you know what we're doing is conditioning people to accept things or a certain way that they otherwise wouldn't I mean the film industry itself is totally tainted I used to work in it I mean they make women look like trash I mean it's not something that I think you should even use to educate on History because it's meant to deceive the people but the fact that you guys are basically taking the unalienable rights of these kids just to participate so you say all students possess an equal Liberty to act as they deem fit on the campus of CHS however in that freedom you have chosen to enter into our classroom and become a part of a community
of students whose common purpose is to learn how the world Works through the study of history in choosing to join this class you have given up certain Liberties which you would normally possess out on campus you willingly give up these Liberties so that these so that this class class can more easily function according to its stated purpose for all members of the class to learn history be it understood that you will always retain your unalienable rights which is a total contradiction to what I just read but those few freedoms which you voluntarily give up you sacrifice that you can remain a part of this class which is dedicated to the good of the general will the best education possible for all you therefore must in order remain a part of this class adhere to the
following rules which are also a bunch of BS it's like so if somebody descends from what they're being taught is that you're just going to shut them up it's like you have to be indoctrinated in what we want to teach you or you just I mean I don't know are you going to arrest the kids I mean that happens in County meetings so it's like the fact that you want to dictate free speech and you're teaching history I I mean is that is that weird um I don't know but this is where I'm talking about like up is down we're trying to basically tell them it's a certain way and plus it's like even in history not all um slaves were black so it's like we're trying to you know make people hate each other
for their skin color situating weight just want to remind the audience if their approval we just if you could you can still acknowledge hello testing Mike bro I'm into the district so I'm going to speak also to the film Academy ethnic studies course that's being offered uh I don't think the board should approve this if it's already been approved you should remove it uh the syllabus material the language comes directly out of CRT which is taught in University but it's being pushed down to the lower level education as Dei the principles on history should be truthful and comprehensive it should be accurate and never erased and it shouldn't be looked at through a filter it should be comprehensive when you look at a very narrow slice of History you get a biased opinion of the
world and the kids that would take this course you know if they were one of these ethnic groups they come out with a chip on their shoulder maybe some hanger because of what they've been taught in this in this course it's not making them any better as a citizen if anything you could amplify oppression and they may not go be going into the course feeling oppressed but when they come out that could very well feel oppressed for what this course teaches I just don't think it's right you shouldn't be doing this to the kids thank you next three speakers Katie Taylor Destiny Perkins and Scott Davison and just please introduce yourselves when you come to the podium you I have on on your blue card you have 6.12 right so are you speaking about 6.12
is here so when we come to that agenda item you'll be able to speak on 6.26 . under the consent calendar you'll pull cards to speak to two items you'll speak to the first item now and then next time you're called up you'll speak to the second item okay [Music] okay so if somebody is speaking to two different it's it's on the consent calendar so you can pull two different cards or I thought if it's a consent calendar they can speak one time that's how we've interpreted it here this evening if we need to have a discussion about how that works we can certainly do that but we didn't agendize that discussion so we can't all right because I thought you had just said the op that's why I'm clarifying is is I thought that
you had said she has two she's speaking to two different items two items calendar and that she can speak two different times at one time two different times two correct well it's two different topics I'm in a in a previous in a previous meeting um it was declared that uh a speaker could speak to the consent calendar not individual items under the consent calendar that was what was uh brought up two meetings ago so everyone wants nodding to what trusty Rawlings is saying so I may have missed well sure Rawlings feels that way that's no surprise shut me up no doubt so what's the deal what am I going to speak to tell me right now right now you're going to speak to 6.12 but I want to speak to 60.26 yes that's very important
to me again process check are we need to be consistent with our rules we limited an individual before based on the entire consent calendar and I do believe we need to be consistent so I think what we do right now is let if people want to speak to more more than one item on the consent calendar then we just have them speak to more than one item on the consent calendar within the one within the two minutes and 15 seconds within the one time that they can excuse me speak to us they can speak to as many items as they want to because that would be consistent with what we have done in the past so um when I'm hearing from the board interpreting if you speak to both 6.12 and 6.23 you have two
minutes and 12 seconds 15 seconds is that do you understand well I want to make sure you understand no no I I'm of the impression and I guess I've been overruled that because I had two specific items I both considered very important to speak to I could have the amount of time that was allotted for each one of those items I don't know why the board doesn't want to hear more from the public but clearly certain board members don't so would you come up here okay I think what's really important especially what I've heard some people speak here tonight is there's no understanding of propaganda and indoctrination and I think our students would benefit from having a class specifically to teach them on those issues and I'm going to give you three examples that they
should learn and be educated on let's take Mao zedong's cultural revolution in 1966 less than 60 years ago Mal Unleashed a propaganda Warfare program on Chinese people so intense hello children actually murdered their teachers and parents if they did not respect and follow the supreme leader Chairman Mao I read a tragic article by a man who at 13 years old turned his mother in for tearing up a picture of Mel in their home he attended the Executioner recalls being glad he was there to witness his mother's death today he is overwhelmed by grief and regret for his action this is the example of both propaganda and indoctrination this happened less than 60 years ago number two Jim Jones founded the People's Temple Jones convinced hundreds of his San Francisco base followers to move his compound
known as Jonestown in Guyana in 1977. Infamous because of the Jonestown Massacre November 18 1978. Jim convinced mothers to poison their children and then themselves 918 Americans lost their lives the investigation determined 907 died from ingesting poison including nearly 300 children Joan founded his ministry of people promoted so social justice racial and classy quality and desegregation was become Utopia for california-based congregation instead it became a killing field indoctrination and last but not least let's bring it home remember Heaven's Gate in Rancho Santa Fe I lived in La Costa at the time I remember the helicopters going overhead and I'm going man what's going on there Well turns out Marshall Applegate convinced 39 people including himself and nutty battle on Bonnie Nettles to drink Kool-Aid and kill themselves through this he founded through a Grassroots approach
they'd go around to people he got people to follow him for two decades and I bet most kids in carlsbad's high school don't even know what Heaven's Gate happened in their backyard this is an example of propaganda and indoctrination thank you Destiny yes I want to introduce yourself yes well thank you for listening today and um just being highly appreciated my name is Destiny Perkins I'm from the NAACP youth Council National Association of the advancement of colored people and I work with all the schools here I work with Valley Middle School Sage Creek high schools BSU and a lot in North County and I wanted to talk about ethnic studies because I actually grew up in Carlsbad majority of my life and I went through my whole K-12 experience only learning about eurocentric history and
you're probably thinking right like this board right well we grew up with that and we turned out to be perfect you know perfect individuals and we're doing great but I had to grow up not everything myself reflected and I know it's going to take some it takes some energy to actually consider okay this is affecting someone else it's not affecting me so I'm really gonna have to like use my empathy here but I never got to learn about myself ever growing up and ethnic studies is truly a representation of our country our country has beautiful shades and beautiful colors so it's actually time that we take time to teach about it um the fact that it's an option is hurting our children I can tell you that right now we have all these student leaders
and all these high schools and middle schools fighting against systemic racism and we have the Valley Middle School 7th grader BSU president here and she's still hearing the other day she just heard students saying um phrases like shoot the slave right in her classroom she's hearing uh or she's seeing third graders across the elementary school throwing rocks and basketballs saying go back to where you come from right she was born here and so you're hearing all of these comments and that comes from a lack of Education right I know pushing ethnic studies is a scary topic because it's never been implemented right systemic racism is saying we're going to just go off the white agenda I understand that but it's 2023 it's time to change and really celebrate it's ethnic studies is a celebration of
multiple cultures it shouldn't be scary it shouldn't be fearful when you're actually teaching these kids because third graders wouldn't say stuff like that if they're not hearing it from parents or family members so as a school district I know we can do it it's easy to walk away from that and focus on anything else going on in our lives I totally understand that but it takes strength to say okay the city of Carlsbad takes this seriously and we're going to truly support all of our students and show that we're strong despite what other districts are doing so I really appreciate your time and I hope you reflect on this thank you okay next stop uh good evening Scott Davison I reside within the district tonight the board placed on the consent agenda 6.26 to approve
an ethnic studies curriculum this curriculum does not align with the CDE model curriculum and it has not been approved by the UC system it does not celebrate other cultures as the previous speaker wished but it is filled with divisive and hateful messages about race it blames white eurocentric dominant culture and institutional racism for the problems faced by minorities in America if you're not familiar with the term institutional racism it is the idea that an institution is in and of itself racist regardless of the people who make it up this isn't just a theory but something we recently saw carried out over the past few years by those who claimed we should abolish the police because law enforcement is inherently racist not only do these ideas completely fail they've ruined countless cities which are now overwhelm
with crime yet these policies are still being taught in our schools primarily because the California Teachers Association continues to push these ideas to our Educators this is part of a concept called critical race Theory or CRT which has been taught as part of a debate over racism in America in law schools and graduate level college classes where the students are encouraged to debate and discuss these issues of course there is no opportunity to debate or discuss these Concepts in this class the principles of CRT are to be taught as a fact to 14 year olds in this freshman level course at CHS the core problem with CRT is that it seeks to blame One race over for the problems of another and label One races the oppressors while the other race are oppressed it is
a divisive hate-filled theory that attempts to rewrite history through the lens of racism this course should be soundly rejected for all the complaints we hear that CRT isn't being taught in our schools here we have in front of us a course that not only teaches CRT but teaches it as fact not a theory in conflict with the ethnic studies curriculum that CSD hasn't even approved or discussed thank you [Applause] our last two speakers are Meryl Adrian and Jen belnap just please introduce yourselves when you come to the podium hi there I'm Meryl Adrian I'm a grandparent a parent and a resident of Carlsbad I've had a chance to review the ethnic studies film program and I'm appalled actually I'm outraged it's very negative unbalanced and uses critical racial Theory to pit people against one another
this course is very one-sided will not promote Unity a safer environment or anything that bodes well for our community our country or the world I strongly object to the approval of this course it does not recognize progress or hope and it creates a victim mentality and it creates an oppressor mentality that is irreparable and irredeemable in other words your label as a white person you are labeled throughout your life as an oppressor as I can I can identify as a member of one of the minority groups I bet you wouldn't see that one coming you can't tell because of the color of my skin but how am I supposed to feel after completing this class am I likely to be angry or resentful or carry a ship on my shoulder as some someone mentioned if
I were a member of the oppressive group What feelings would this class produce I did not see learning objectives what are the expected expected outcomes I did see discussion questions that would likely inspire a lot of negative feelings I'm disappointed that we aren't teaching that we have come so far I lived in Memphis during the sit-ins and I lived through the Civil Rights Movement and all of the laws that were created or whatever and it [Music] I'd like to speak about the proposed filmic Film Academy ethnic studies course for CHS 9th graders that you are voting on in a few minutes I'm concerned that some of the content will be presented from a place of bias rather than fact the phrase the white eurocentric dominant culture in America is included in most of the unit
content goals slash essential questions for this course I'd like to know who coined that phrase and how it will be defined to students this is important to know because that phrase is used to compare and contrast how the white eurocentric dominant culture impacted minority groups further question number four on the semester knowledge final for this course outlines three different scenarios refusal to hire African Americans because of the color of their skin a restaurant policy not to serve people of color and a wedding venue will not schedule a gay wedding at their facility students are then asked the scenarios above are all examples of and they need to choose from the options provided which are propaganda race Prejudice or discrimination I have a question for trustees what about religious liberty I read nothing in the 23-page
course outline that explains how or why that option would not be provided as a choice for scenario number three in this question cusd's Vision states that students can confidently move to Life Beyond high school knowing they have acquired the requisite skills and knowledge I certainly hope cusd considers the Constitution for our nation as a basis for requisite knowledge if so question number four needs to be edited to provide an option for religious liberty that does not contain bias studying the wrongs of our predecessors is a worthwhile Endeavor to prevent future Generations from making the same or similar mistakes in order to fulfill the cusd mission of providing every student an extraordinary education in an inspiring environment we need to ensure that we are educating our students in a positive way free from negative bias I
think more due diligence needs to be done here before you vote on and accept this course proposal thank you [Applause] what's that Chan yeah from the top okay trustee verbaf has asked that we pull item 6.12 and 6.26 for discussion staff has asked that we pull item 6.15 and we'll bring that back to a future meeting for our consideration trustees are there other other items to be pooled trustees any other items no okay may have a motion to approve the consent calendar with exception of item 6.12 6.15 and 6.26 so moved Rollings stuck in Williamson interesting Rawlings made the motion trustee Williamson second the motion Miss Garcia please call for a vote Williamson yes trustee Ward trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes by to zero okay so on item 6.12
hold on May I have a motion to prove item so we can talk about it may I have a motion to prove item approve item 6.12 we have to have a motion before some of drawings second Williamson trustee Rawlings made the motion and trustee Williamson second of the motion trustee for Beth you pull the up you pull the uh this item do you want to do you have a question or comment I do a question um since I'm new um and I wasn't part of the Coalition that was established at Sage I just wanted to know from The District staff any potential legal liability for the District of approving a club which states it's in in its intention to attend protests is there any liability to the district if the students attend the protests as
part of the club if they're injured or if they're arrested and would the district be asked to approve any funding requests to fund the travel or participation in these protests yes staff did reach out to our attorneys on that question thank you very much our attorneys indicated that we best check with our insurance provider first so we're in the process of doing that and getting more information from the insurance provider the attorneys did mention though uh you know you you run the risk potentially on the other side of denying the the club from from the equal access act you're running that risk if they've fulfilled all the requirements of the club and the club Charter so you know we are running that risk of denying their application at this point in time but we certainly
can reach out to our insurance providers I don't anticipate there being additional risks there but we can reach out I just wondered if the in the previous okay go ahead yeah go ahead as far as Sage Creek is concerned does the exact Club exist and are does the same description exist well this is a club I believe being recommended at out of the look again at Sage Creek yeah I don't believe these same exact Club exist at at Sage Creek at this point did you have a trustee I just want to hear another question I just didn't know if we could just change the language and maybe this isn't a question for the attorney it you know does it matter if it's labeled peaceful protest or just any protest so again that's for your attorneys
we'll ask that specific question of the jpa determination any other questions uh now it's time for discussion any discussion on 6.12 trustee Rawlings I'll be voting in favor of the club since um we might we could be in risk of um of um denying okay [Music] I'll be voting in favor of item 6.12 again I'm not saying we shouldn't have the club I'm just want to get clarification and liability any other discussion so I think our next step on this is actually to go to a call for a vote Miss Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee berbeth so I think should we be clear about what we're voting for here so we're voting for the agenda item and Dr Churchill you want to clarify what this vote will
do yeah you're voting to approve item number 6.12 which is the establishment of the Carlsbad High School cultural equality Coalition Club motion was to approve the second was to approve so two have already voted for it so just to clarify reliable practice well I have to vote no because I don't have the answer trustee Rawlings yes trustee Pearson yes motion passes four to one well we're on 6.26 oh 6.15 okay we have a motion to prove item 6.26 so mood Rawlings in a second I'll second okay uh trustee Rawlings made the motion and trustee Ward second the motion trustee or Beth pull the item s yep okay so um we were provided this course information on Friday and there is a lot of information that has to be reviewed still and it's my understanding that
Carlsbad Unified is required to teach ethnic studies starting in 2026 but has not yet considered discussed or approved any curriculum yet therefore proving this ethnic studies curriculum without a full consideration and discussion discussion of the content by the entire board board appears to be premature secondly the description we received of this course is that it aligns with the California Department of education's model ethnic studies curriculum but that does not appear to be the case to me the CDE curriculum is 696 pages long but based on my review of this course there is no description in the model ethnic studies curriculum which mentions the term white Euros I'm sorry process check Mr Rawlings we have a motion and a second on the floor we should be having questions at the moment not comments no I I
think what she's doing is her comments regarding that again we have a process that we are supposed to follow that's on everybody's desk and we're supposed to be in questions right now or comments it's not what it says yes okay so we asked trustee Berg to explain why she pulled it she's explaining why she's pulling trustee Rawlings so that's what she is doing then we go to questions go ahead yes so I'll just go back the CDE curriculum is 696 pages long based on my review of this course there's no description in the model ethnic studies curriculum which mentions the term white eurocentric dominant culture furthermore it includes Concepts such as institutional racism which are highly debatable Concepts typically taught us theories in college and graduate level courses and not assumed as fact and taught
to a High School freshman so I have concerns that this curriculum teaches only one Viewpoint of ethnic studies that does not align with CDE and which does not meet the overall goal of helping all students appreciate other cultures as it appears to instead teach some races and cultures to blame others okay we'll move to discussion questions I'm sorry questions trustee Williamson okay Dr Nye um I understand that the intent of this curriculum was to model the to follow the state Frameworks I understand that um but my question is do we have the latitude to show the same films discuss the terms but look through a different lens then this course is looking through one that would perhaps allow our students to draw their own conclusions of the data for example one of the questions reads
how did Hollywood Studios use AF Amer use African-American stereotypes in the film industry to establish and sustain the white eurocentric dominant culture in America if as we have a discussion there is board consensus could that be changed to what were the impacts of Hollywood Studios use of African-American stereotypes yes I would imagine that would be at the board's discretion I would say when you look at the model curriculum that's been established by the state of California you know it does talk about essential learning outcomes quite frequently throughout that document I I listed out the eight learning outcomes that were part of that and a lot of that has to do with dialogue in the classroom and and collaboration and talking about differing opinions in the classroom itself and so I don't think that that would
be exclusive or excluded in this in in this particular in this particular class I listed them out uh the their learning outcomes one essential learning outcome number one pursuit of justice and equity essential learning outcome number two working toward greater inclusivity essential outcome number three furthering self-understanding essential outcome number four developing a better understanding of others essential outcome number five recognizing intersectionality essential outcome number six promoting self-empowerment for civic engagement essential outcome number seven supporting a Community Focus an essential outcome number eight developing interpersonal communication and then it goes on to say um that ethnic study should help students learn to value value and appreciate the differences of each other's lived experiences of as valuable Assets in our diverse Society in order to communicate more effectively and constructively with students of different backgrounds it should
help them communicate and interact with empathy appreciation empowerment and Clarity to interact with curiosity and listen to empathy without judgment and to critically consider new ideas and perspectives it should also encourage students to value and respect each other's position in light of new evidence and compelling insights students should not seek to dominate in conversations but rather practice the model of the practice the model of Engagement which places a greater and greater priority on listening and seeking to understand before seeking to persuade I think the class itself is rooted in the idea of listening to others and listening to others opinions it goes on to State it's imperative that students are exposed to multiple perspectives and taught to think critically to form their own opinions care should be taken to ensure that teachers present topics of
multiple points of view and represent diverse stories and opinions within groups staying within the realm of inclusion and humanizing discourse teachers should or teacher resources should represent a range of different perspectives and lessons are structured so students examine materials from multiple perspectives and come to their own conclusions I I would Envision that that would be taking place in this course let's do wrong who and what committees were involved in development of this curriculum yeah that the um the the pilot program that's being presented here was primarily looked at by social studies teachers and then the film Academy teachers helped develop uh the course itself at Carlsbad High School a little bit about the film Academy that you know made led to some context here you know the film Academy is a linked learning certified uh
Academy and it uses interdisciplinary Concepts so cross-cutting concepts of English History and then film and it teaches those courses thematically so an English teacher is teaching the same Concepts as the history teacher at the same time and it's integrated into the film right now we have three years of coursework that's studied a sophomore year a junior year and a senior year and and students have the ability to enter into those academies at the sophomore level if they choose to enter in at the junior level they can do that and then get the two years of the exposure this allows for a fourth level of Entry where English one would be added intro to filmmaking and then the film Academy ethnic studies um it would it would expand the program to allow for a 9th grade
entry point it would still be an optional course students have the the ability to take the course or not take the course which I think is important the ethnic studies course that we refer to you that's the requirement for graduating seniors starting with the class of 2030 uh we'll be we'll we'll have to incorporate into our curriculum um by 2025-26 so um that will be coming we're still working on working with teachers and I would imagine there's going to be much more robust dialogue and discussion around that but I think we can glean some lessons learned from this course as it applies to the greater course that's going to be a requirement for all students to take having successfully completed high school and I'm at the graduating class of 2030. so okay what this but
you had just read to us was that part of this course curriculum where was that it came from the model curriculum from uh the uh the CDE so that was not this that was not this course that was from the it's not listed empirically in the syllabus of this course I would imagine it's going to be part of the tenets of the course though yes yeah okay it would have been helpful had that been part of the syllabus because I had a very different perspective perception of what the focus of the course was than what you had read yeah I I think that you know there is alignment there to um the syllabus that's in place and the model curriculum there was language that was specifically taken um from that to develop the course I
know that the teachers looked at that in the development of the course um so you know for for whatever it's worth I think that those would be the tenants potentially embedded in this course your problems um you did say that this is an optional course and I'm assuming that parent signatures would be required if a student decided to take this course as our other um course direction or course said um I don't think yeah I don't think we currently require parents signature on course requests I it's a it's a process that they do by selecting courses through the portal so they certainly have conversations with their parents about the courses that they're taking but I don't necessarily think that a parent permission slip I'm just saying that just as in all courses a parent has
to be knowledgeable and has to sign off on student Behavior as well as the courses that they're taking those types of things correct yeah in general you know parents uh get student the course syllabus for every course that you know the students are taking so that's communicated to the families trustee Williamson if tonight the board majority gives direction that the focus be um changed a little bit on this course so that it is less directed and and more um option available to have student have their perspective and have them do critical thinking and not necessarily come to the same conclusions that the directed questions seem to be leading them to if would that would it be possible to still offer this course next year or if we make any type of changes in it tonight
would it not be allowed to be offered next year um we can you know we're going through the course request process for incoming ninth graders uh in the next several weeks we could still fly the course and get potential interest um and then you know bring something back we would need clear Direction on what what it is you want us to bring back in regards to the core syllabus but yes I guess so okay trustee Rawlings Dr Churchill when was the last time the board actually helped develop curriculum I can only recall the board approving curriculum courses any other questions I just had a couple in the development of of this from our our own teachers and our own staff on this there have been comments and concerns when they developed that they were understood
about some of the concerns in terms of making sure this was not leading towards a conclusion it was talking about actual historical facts and it didn't put everything out of context it's like from Jamestown or before Jamestown on through now and that or is that are we taking certain periods of History U.S history and integrate just talking about those periods that that folks that developed the course have a history social science background so they're credentialed in history social science and they looked at the history social science framework as well as the ethnic studies model curriculum to develop the course and so um yeah I think they did that in a professional way in a way that is going to provide a good class for students yeah so let me just a follow-up questions about the
Frameworks they come from Frameworks come from the state of California okay okay I would assume that lots of people looked at the model curriculum framework for the ethnic studies I know it went through several iterations and it had to go back several times that was adopted I believe in 2021 the history social science framework has been around a little bit longer it just went through a revision but um the teachers use that as a lens both both of those documents as a lens to create the syllabus and the course that you have before you today and we're going to be required by the state to rule out ethnic studies in 2025 is that correct we are required to integrate an ethnic studies course whether it be a standalone course or revise one of our current
history social science courses to incorporate the themes of the ethnic study curriculum yes so one of those two by by 2025 26 the the year and then the graduating class of 2030 students will have it to successfully pass a semester-long course or the the modify course that we integrate thank you Dr narr any other questions sorry Okay so we've had questions now we go to discussion trustee Williamson thank you um and I'm talking to Michael I'll try to so I will only be able to support this course if the focus is tweaked a little bit um Ms Rawlings brought up a asking has the board been involved in curriculum before um very seldom we have but but it's very seldom this is I think the basically the pilot for something that's going to be rolled
out that will be provided to every single cusd student at some point and I think we it's really important that we have it done right and that we've really given it some some due consideration and that we look at the ramifications um I I have um great confidence in the ability to present it well and to have it be a positive experience as long as as I said the focus is is tweaked a little bit that for example the question that I had asked Dr Nye The this this a simple thing is changing how did Hollywood Studios studios use African-American stereotypes in the film industry to establish and sustain the white eurocentric dominant culture in America just changing that to what were the impacts of the Studio's use of African-American stereotypes to me allows much
more thought and critical thinking on the part of students and does and does not um coming to conclusions that that many people are think are theories rather than facts another question that I noticed was What contributions to the film industry did African Americans make in spite of institutional racism that type of a question could be changed to What contributions to the film industry did African Americans make I believe that that's a very positive question and there will be there will be conversations around it but I would anyway the questions that were provided in the course final which I don't think that they've ever intended for the everyone to see all the questions that were going to be in the course final um I believe that those also I would ask that those be looked at
very carefully as well to make sure that that if it's a theory that it be um asked as a theory what is the theory you know what what um anyway rather than having students be placed in the position of needing to answer a question that they don't believe is is accurate that they believe is a theory not fact so I would just ask I I would support it as long as the board can provide direction to to tweak it um so that it's presented in a little bit different Manner and I don't think it would take a huge amount of work to do that after listening to put Dr nice Edward the learning outcomes um at the state level I totally support that and so I think that when if we could tweak the essential
the questions and the finals so that it's supporting a much more broad way of thinking and asking questions asking for critical thinking rather than presenting something as Doctrine or as fact when perhaps it's Theory so that's that's my thought so before uh we do that since the motion what you're suggesting or what you'd like to would you like to amend the motion or a separate motion no I'm asking for to hear my fellow trustees if if there are two other people who also would like to direct staff to perhaps have some changes made then I can vote for yes if that direction is given if that direction if there are not two other board members who could support that direction being given then I'll be voting no so it I just it depends on let
me just just from a parliamentarian side about motions and amendments and that to be clear in the current motion as it stands would we need to change the motion with an amendment or a separate motion or would the motion as it stands now include because that's not what the motion initially was well to trustee Williamson's point it depends on where the discussion goes right so if it seems like there's some consensus around this idea of of modifying some aspects of the course then um yes you would eventually need the person who made the motion to amend it to reflect that but I don't think we're there yet okay no just want to just know in advance trustee award yeah so I just want to get some clarification so can you share with me what content
goal you're referring to because you talked about three of them so if you can share with me exactly what in the syllabus which ones that you're referring to so I can absolutely look at it um the um and it's the same for African it's nine point two point one 9.2.3 and it's the same also with nine point 3.19 so that was 9.2.13 and what was the last well it's two of them 9.2.1 and 9.2.3 okay and so just to clarify yes you're saying that these are theories so you want them restated differently I'm saying that they're coming to a that they are leading the students to a conclusion that these are facts that they're presenting this as fact rather than these are um there there may be more to it than this okay so are
you saying that they're not facts I'm saying that what what is being stated in nine nine I'm saying that that but to say that this that the white eurocentric dominant culture was being established and sustained solely because of their use of stereotypes and that all of the stereotypes from established and sustained it in other words it's too direct it's it's like are there another options are there were there is there a broader issue here so okay so you want to expand on them that's what you're saying I want there to so you're not arguing whether it's Theory or fact you just want us to broaden it because what Dr Nye shared with us is we're following the CDE recommended points right that were listed and that we are following that with the syllabus and the
things that the teachers have used with both the California state standards framework and the social studies framework so yeah and and right and I and I have to say that I don't necessarily support everything in the framework in the state framework and and so so you disagree so so there there are things in it that I believe are theories that that may and and the framework has changed over time as you're aware that you know I mean things do change things do evolve and things come and go yes you're right they actually do change we learn new things yes absolutely absolutely on that one yes yes okay so for 9.2.1 9.2.3 then you want the verbiage changed because you're not sure if it's true effect because I think that there's a broader I think you
could step back and and you could allow students to come to various to several conclusions by the use of stereotypes more things happened perhaps than just what is listed here so let's have a broader discussion okay okay no go ahead trustee Ward uh so I want to do this right president Pearson right chair okay may I ask a question of the staff because I think I have to ask you if I can do that correct yes okay just kind of check I just want to make sure I understand that our Carlsbad teachers using the curriculum or using the framework that the state provided created this course for us I think you said the film the film teachers and the English teachers the history social science teachers and and teachers from the film Academy okay they
certainly used the the framework from the social studies curriculum as well as the model curriculum that's supplied by the state to create the syllabus that's before you yes so it was a collaboration of teachers our Carlsbad teachers that co-created that together there were social studies teachers yes there were okay all right thank you trustee Rollins thank you um from my perspective even if I agreed with you I believe it's a slippery slope I believe that if the board starts starts um going through curriculum and starts changing small words here and there I mean that's not our job and I think that that's way overstepping and I think that we need to either vote for it or vote against it and if you want to and if we vote against it then I'm assuming the board
will I mean the staff will have heard what was said and um then we're done so even if I agreed with you I would not vote in favor because I think it's way overstepping for a board and I think that um that that's not our job that you know I'm not a certificated teacher in history in film and those types of things and I should not be writing curriculum from this dice so I I will vote no um on a motion but I will vote in favor of the staff recommendation now I guess the public doesn't count what do you guys good for them trustee Ward yes so I Concur and also you know I trust our teachers that created this because I think they're very aware of the standards and that they know what
they're doing when they put this together and it sounds like it was not one teacher but multiple teachers so I agree with that sentiment I want to trustee Rollins she had something else interesting for breath so I haven't weighed in so let me weigh in on this um and I want to take too much time is that um I am always proud that our teachers can take a very controversial subject in the state of California if you look at how many iterations how many groups went to Sacramento to testify on both sides of the philosophy behind this course and to get it to where it is which says something about local control it says about is this reflective of Carlsbad and is it balanced in terms of how we want to present this in Carlsbad
and that's not a way of of diminishing in any way or anyway and on you know diminishing the atrocities of what's happened in this country on the other hand you know I only have my own I'm only second generation American and I can tell you the story of America is is has to show how many different ethnic groups came to this country and got discriminated against and if we don't this District about for our students is to turn them give them an opportunity be critical thinkers and not do their thinking for them this this is one of those areas that I think all students in Carlsbad who have this course come to their own conclusions but without the information being shared in a way that they can they they're going to just take they believe
they're teachers and they're going to believe this curriculum and they're going to say well I guess that's just the way this country is and there is I am not going to diminish what are some real bad things this country has done to a lot of people in this country I'm not taking that away including my own family so that being said I am more inclined to be with trustee Williamson and I wanted to give my reason why that it's not to say hey we don't need to do ethnic studies not at all that's not what I'm saying what I'm saying is we need to tweak it a bit make sure that our students are given enough information that they can come to their own conclusions on some of these questions so that being said if
there's no other if there's no other com discussion trustee Rawlings thank you another thing I forgot to say or three things I forgot to say um number one that you're right the final would have to be changed now that it's been published so uh obviously because of the students um and uh um secondly that um because it is a volunteer course I know as a parent of a high schooler that I have to agree you know he doesn't get to just sign up for classes without my signing off on his classes and signing off that he's going to return library books and all the other stuff so um it the parent would a parent would be involved in that decision-making process so when you talk about local control I also think we're taking if we
don't vote in favor of this of this class and we deny students from being able to take this class then we're also denying that choice for those students and for those parents so those are my um so I will be voting in favor um of the motion um on the floor so let me clarify I'm not denying ethnic studies saying denying the option for those students that want to take this class and those parents that are able to read a curriculum and to sign off on the curriculum that's before them for their students so you're making a decision for a parent that wants this class for their student and If you deny it then they don't have the option to take that class that's now I see it but that's okay that's that's your perspective
okay to do that um so I I haven't heard from yes did you I started the discussion I guess but um I would just like to say I believe that especially because we have many community members here as well who have emailed us and shared their concerns or voiced their opinions one way or the other I just feel it warrants more discussion and um I I want to be thorough and I want I agree we just we need to make sure there's a balance and that's that's what I'm asking for is more discussion so is is that it on discussion so I guess now we call for the vote but I want to make sure everybody's clear on what we're voting the motion by Rawling second by Ward was to approve Carlsbad High School New
course description for Film Academy ethnic studies and and so if we voted down then could someone then make a motion to approve it um conditionally so that it could be provided as an option to students to express interest but that the next board meeting it would come back um with perhaps the focus that as has been discussed tonight could do that I have to defer to Dr and I if we have a clear enough understanding of exactly what the changes ought to be um we have to identize it well yes we would we would bring an item back so we could vote so we could vote it down and then another motion could be made I just want to make sure before we vote that we're not we understand okay trustee Rollins I think it
would need to be done through consensus rather than a vote an emotion a motion and a vote um since it's once it's voted down then it's not in the agenda therefore you could say stat now that's been voted down we could direct staff to bring something back for the next agenda based on whatever you would like instead of instead of making a motion in a second you would just go for consensus to direct staff that's what we've done in the past um Dr Churchill so I I believe that trustee Williamson was correct in her first yes that we could you could take the vote on the motion and then if it is not successful I think the understanding here is that trustee Williamson would like to make a second motion and and you could do
that okay uh that being said um we get a to a vote thank you trustee Williamson no trustee Ward yes trustee for Beth no trustee Rawlings yes trustee Pearson no motion fails three to two I'd like to make a motion that we direct staff to bring item 6.26 back to us at a subsequent meeting and um with the with the change in Focus as discussed among the board majority tonight need a second I'd second that do you want to read back the motion sorry I know trustee Williamson and trustee verbat second and I just want to read back the motion so everyone's clear yeah so as I understand it direct staff to bring back the item at the next meeting with a change in Focus as discussed by the board majority tonight um discussion a
question there is a second to announce questions yeah discussion questions first questions thank you so you know questions any discussion so I just want to be clear so if we vote no on that so are we saying that we don't want it to come back or if we're saying and if we're saying yes we're saying so if we're saying no we're saying that it's fine the way it is if we vote yes we're saying we want it to come back with changes if if the recommendations if the if there's a majority of yeses on this item we'll bring the item back if there's not a majority of yeses we will not bring the item back and keep it as is as well just to be clear it failed okay so now we don't have any
ethnic studies okay proved that's what I was asking okay thanks yeah any other questions discussion trustee Rawlings I will be voting no not because I don't support the class but again I do think this is a slippery slope that I don't believe the board should be involved in curriculum development that that's the job that's why we hire staff that's why we hire teachers that's why we we go through our our state Affiliates whether we like it or not and again I don't believe that's the job of the board okay any other discussion so if when I go oh I'm sorry that's okay okay so when it goes back to the staff and they make the changes they're going to be sharing that with us before the next board meeting correct or no or they're just
gonna We're not gonna see any changes they're just going to be made and then it will get past it as is we'll attach it to the next um board agenda so it'll be posted publicly with any recommended changes yes okay and then and then we'll approve the ethnic studies course with the changes at that time right we would bring back an item for you to consider approval of the course with changes that is correct yeah okay at the next meeting okay any other discussion for a vote trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rawlings no trustee Pearson yes motion passes four to one okay so you know I have a script here and I missed it I missed a page Dr Churchill fortunately came to my rescue so thank you Dr
Churchill we now move on part seven discussion action items item 7.1 lcat mid-year progress report 2022-23 goals success indicators the supplement to the lcap other lcap metrics and mid-year lcap expenditures trustees this is an information discussion item I will now turn it over to Dr Nye thank you president Pearson and trustees and Dr Churchill give us just a moment while we get set up I have staff members coming up to help me co-present this item so give me a moment we'll get started so so thank you again for uh the presentation tonight tonight we want to focus on our mid-year report as it relates to our current goals our 2022-23 goals and success indicators this is an annual item that we bring every year in February and I'm joined tonight by members of the instructional
Services team I want to thank them for their diligence and hard work in getting a report ready for you I would mention that we are going to list a more robust uh slide deck for the public on the public website along with this slide deck but for brevity purposes we've narrowed it down to 25 slides tonight rather than the 60 slides that I think are in the extended version so you can watch the short version or you can watch the long version online as you as you as you wish uh again tonight we're going to focus on our 2022-23l caps uh we're grounded in the work of um a Covey book that we read about seven years ago that talked a lot about wildly important goals and lean lag measures and tonight we're going to
focus on those lead measures and I'll talk a little bit about what those are and the definition of lead measures but in general they're predictors of the outcomes they're predictors of success indicators so we'll go into that a little bit more we looked at multiple academic achievement data and I've listed those uh there for you on the slide I'm not going to read all those off as well as other metrics that align to the mid-year report this is our continuous Improvement cycle and this is a annual item that we update each year but I I want to commend the board on this item this took a lot of work and it talks about continually evaluating the goals that we have reporting on those goals to the public and then collecting feedback as part of a
process part of an lcap process annually and then revising those goals and success indicators based on the feedback and we'll be doing that in February as as well as in our March study session next month where we'll be talking about the 2023-24 goals and success indicators so um this just gives you a visual representation of that continuous Improvement cycle these are our three overarching goals that we have as well as our success indicators that are all listed there the first in blue generally refers to academics accessing success indicators student academic success indicators the second is around um lots of different things but it's primarily around professional development and state adopted standards and then the third is around engagement whether it be engagement of students parents staff or the community this is the document that we
publicly post on our website this includes targets for the 2022-23 school year as well as past performance on our targets and goals as I mentioned before we use the terminology lead and lag measures a lot we use that with our principles as well in their goal setting process so an example of that could be around for example increasing the percentage of students taking AP honors in community college classes that is a success indicator we we call that our success indicators but another term for that could be a lag measure as as appropriated in the book lead measures then that would impact the outcome of that could include things like articulation agreements with community colleges how are we doing that to encourage more students to take credit where they get dual Credit in high school and
in college parent informational nights new course offerings four-year plans increased academic counseling those would be things that would ultimately influence hopefully the outcome of that goal or or success indicator as we move throughout the year so with that I'm going to turn goal number one over to uh Dr Brockett who's going to walk you through uh um some of the success indicators there and where we're at mid-year in regards to those goals all right thank you Dr nine good evening everyone thanks for having us here tonight um I will just give as Dr nice said kind of a brief overview of goal one which it touches on our pupil outcomes um as you'll see in the right hand column there on status we are currently on track to meet each of those growth Targets in
our pupil outcomes uh category under under goal one so we're excited to see the the great work that our teachers administrators and students are doing out in the classroom I want to highlight I won't go through each one of them but I do want to highlight a couple of key areas on the second row there we talk about the percentage of students exceeding end-of-year grade level Ela and math targets so our goal is two percent growth currently at this midpoint in the year we're at two percent uh growth already in ela reading which is great and even better at three percent growth in math from our fall to winter star assessments so that's district-wide numbers so our students again and teachers are doing great work and really getting in the classrooms and getting to work
on that growth that we hope to see in ela and reading and so we hope to bring back even more positive results in the spring when we come back to report for next year on the down a couple of rows from there the percentage of honors AP and Community College courses we are currently meeting that Target as well exceeding it by just a fraction of a percent at 81.4 percent of our students who have taken at least one honors AP or Community College course one really great data point in there is a strong growth that we've seen in concurrent enrollment with Community College courses we're up to 600 over 600 students that have uh are out earning community college credit in one way shape or form so that's really exciting that that we're having students
that are pushing themselves both on campus or by seeking that out on their own to enroll in Community College courses to benefit their future and last but not least I'll highlight on the bottom there even though there is no current data point because the state has delayed the release of the College and Career indicator College and Career index but I do want to point out that all of these areas for growth that we're meeting are those core components of that College and Career indicator whether it's AP scores college credit State sealed by literacy which I didn't mention which we've continued to see growth in and then meeting those star or these the S back scores on Spring tests all of those will comprise the College and Career index once it is released and so the
fact that we're seeing you know positive gains in all of those areas really paints toward a positive future for us once that does get updated so that's what I've got for goal one and I'll hand off to Kasha for go to oh no I'm going to go back and do goal number two and we'll turn it over to director opposite so in regards to goal number two professional development and training we survey our teachers after every professional development opportunity and training we ask them about relevance of the training did it did it have an implication in your classroom we're on track to meet that Target of 85 percent or higher rate of relevance for our teachers I think when I last looked at it it was about 93 so we're on track there in regards
to success indicator number two we are not on track to meet this target uh we had anticipated uh you know having an implementation and a plan in place uh that took obviously that's taking longer than we anticipated so we we will not have meet the second goal have not have met the second goal around implementing the diversity equity and inclusion plan and then implementing 90 of those year one targets in regards to number three uh we have met uh the or we are on track to meet the first part of that success indicator and that we are surveying students through Kelvin four times a year uh on issues of school safety school connectedness school climate and social emotional mental health however we are falling short um considerably short on that favorable rating I think the
last I looked at it was hovering around 70 percent for the favorable rating so we may want to look at that as as we dive into that figure out what particular areas we're scoring low in and make some adjustments to this target moving forward for next year as we look at success indicators so I'll turn it over to director opposite who will talk about goal number three all right thank you um so goal number three is about engagement as Dr and I mentioned so one of them is our parent University so um the workshops and offerings that we offer to our families um so we are on track to meet that one and the other one is our SEL survey that we administer to our students a little bit different from the Kelvin survey we
do this one in the fall and then again in the spring so we have administered the first time and we are on track to to meet that with regard to like parent University we've offered over 17 different workshops so far this um first part of the year and we've had almost like 930 participants I think our Target for that is about a little over a thousand so we're well on our way to to meet that as well as with that relevance and you know the topics are important to our parents I mean we've surveyed them and it's at about 90 percent which meets that Target as well so I think that's it with that one and I'll turn it back foreign actually um executive director Evanson is going to cover the next section which is
mental health and counseling so okay the next two slides highlight the supports that were implemented in the 2021-22 school year and continued into the school year so those include the elementary school counselors the contracted Wellness together therapists in pulse surveys and peer assistance leaders and continuing on to the next slide the same goes for our expansion of our health techs and the suicide prevention training and the P3 tip lines next slide so this slide highlights our mid-year data from Wellness together and of the 165 students referred almost 80 percent of them received or currently receiving services and anxiety continues to be the top reason for referral next slide with our okay please and with our elementary counselor data as this slide highlights our elementary counselors uh with the list of activities that they're doing as
well as the top reasons for referral and again anxiety is one of the top reasons to referral all right and lastly I just want to highlight and take a moment to talk about the California school dashboard the dashboard as you recall has been suspended the last couple years because of covid and and the suspension of s-back testing it is back up and running you can see here that they're using Lancer colors as an indicator you you recall previously they would use uh kind of a color-coded dashboard to indicate not just status but also growth so green green was exceptional growth over time the reason why you're only seeing one color here in a very static shot is because they're only using this as Baseline data so they're re-baselining data they're not going back to pre-covet
to take into account you know your scores back then the state is actually re-baselining based on last year's s back performances as well as other data metrics so that's what you see there in general our dashboard looks very well you look at the academic dashboard for example in English language arts and Mathematics English language arts was very high mathematics was high suspension rates were low which is what you want graduation rates were low chronic absenteeism last year was was very or was high and I'll talk about that in a little bit um but to take a deeper dive the other thing that the dashboard does do and it's done in the lcap as well is it disaggregates that data based on subgroup population that's a requirement from the state and it's data that's very prominently
featured on every school dashboard for every District in California so in this case you'll see why we are very high in English language arts you'll see some subgroups not performing as well and you'll see that African-American students English language Learners homeless students and students with disabilities are actually in the low performance bands for English language arts so we have work to do there to bring those those student groups up and then maintain very high levels for other students we that's the goal there mathematics we you see a similar picture right again a very high rates for certain students overall and then we have certain student subgroups that are in that low band um we don't have any students in the very low band in this academic group the state also takes a look at do
you have uh in your dashboard do you have any subgroup populations that are in the very low band for multiple sections and and for the first time in um since I've been here ever I think uh many districts are falling into this category for The Chronic absenteeism um uh selection and and there were some very uh good reasons for that last year uh we were still in the middle of covid and so some students were out for extended periods of time and those students had high absenteeism rates and so regardless of the purpose or the reason for the absences the state looks at it a chronic absenteeism is if you miss 10 or more of your total days possible you're chronically absent regardless of the reason it could be an excuse absence it can be
an unexcused absence you are deemed chronically absent and so in this case we triggered in the very high range for the following subgroups homelessness is highlighted because we also triggered in a very high range for suspension rates for our homeless students now this is a small subgroup of population about 75 students total in the district of Carlsbad so when you talk about suspension rates it gets tricky if you suspend four or five students that are homeless it triggers in that very high range so we will have to present a plan in our lcap that addresses this and talks about how we're going to try to um um rectify the situation create a plan as far as chronic absenteeism as well as the high suspension rates for these specific uh subgroups we will have to call
out the subgroups and create an action plan specifically for those subgroups that's a requirement by the state so with that that's the dashboard all of it is um you know fairly good news I think that academically our mid-year report we were pleased to see that um academically our students showed good growth over the course of the Year this year um as as far as the Baseline that we took in the fall and now where we're at in the winter we saw a good trajectory from many of our school sites many of our students and so we're encouraged by that as well as many of the other metrics so at this point in time staff's happy to answer any questions that you have and I know where you have to go through the other items as
well this is a time for public comment have any blue cards been received we have not received any blue cards for this item okay trustees do you have any questions Christy Rawlings what specific steps are we looking at to deal with some of the areas that were not on track to meet at this moment as far as areas that were identifying on the dashboard or other areas that were sorry well on the dashboard first and then I'll go back to the other one yeah the the dashboard where we're you know gonna form a committee um of Administrators as well as uh potentially teachers and and District level staff to create a plan as far as chronic absenteeism to talk about how can we address uh chronic absenteeism what are some of the ways that we
can encourage better attendance across our school sites um so that that would be one area that we're going to do that we're taking a deeper dive into the data on the suspension rates looking at the types of suspensions what why were they suspended last year um was it something that we could you know that we had some discretion over or was it a mandatory suspendable offense where there wasn't a lot of discretion that staff could take so we're looking at that in regards to the areas that were not on track in the goals and success indicators I think to my recollection it's the the one on Deni which I don't think there's a lot we can do about that we continue to move forward without as quickly as we can and then the second one
is to take a look at the Kelvin surveys which I believe is the other one that were not on track on and figuring out is there a particular area that we're scoring low on and if so can we target that area with some type of intervention or some type of strategies on our school sites to better increase that area so we did increase participation I want to thank Dr Brockett with working with secondary principals I know our secondary uh Kelvin participation was low you heard from uh one of our student speakers that said our board rep said I didn't even know about the Kelvin survey so clearly we need to do a better job messaging but I I think Dr brockett's strategy was a sound one in that you know having a dedicated time where
secondary folks would take that survey all at once through advisement was a was a sound strategy and we we definitely saw participation rates tick up dramatically and can I add a little bit to that uh Dr tonight the I was happy to I'm happy to correct Dr Nye on this because actually the Kelvin results were uh more like about 80 favorable so so not as low as as we thought there were some different there's some discrepancy in the different areas but but pretty solid overall and I will say that that to the question there the the lowest areas at each level in elementary where school safety was was the lowest uh indicator for them um which is interesting I think there's probably some just student perception that's involved there and our sites are our principals
and our teachers do ongoing work with their with their sites and with their students about school safety and what are procedures and things like that so I I know they will continue to work on that and the lowest area at the secondary was uh emotional mental health um and um and specifically the lowest question in that subgroup had to do with um you know how students react when they're feeling stressed and learning those strategies and I know that our our counseling team that was here earlier this evening they they have as they mentioned a year-long plan of lessons that they go out and deliver in the classrooms so that's ongoing work as well as we sit here at the midpoint in the year you know both of those things are going to be continued areas
of focus that that students will see and learn more about as the year goes on trustee Rawlings so just to be clear on the favorability piece we're at 80 percent and the goal and the target is 85 percent correct yeah 82 at the elementary 78 at the secondary division okay and um just to be clear what we're doing is we're identifying additional students that maybe didn't participate to increase that favorable rating by the end of the year is that would that be accurate well the the participation rate we wanted to up just to make sure we were getting an accurate picture um which I think we we got a lot you know a better look at it this time I think now it's a matter of digging in again to those areas that we see
that are a little bit lower and implementing you know continue to implement those strategies to to help students with those skills and with those you know understandings of those issues other questions trustees I have a question on learning loss it appears that we're making strides in terms of students who during the pandemic were not doing well is my perception correct or am I or not yeah I would say that we we are making strides you know we we still have work to do and and there are still students out there that are struggling both academically and social emotionally but this data indicates that we we are making strides academically for sure any other questions I'm just really thrilled with the progress we're making and I want to thank the staff for keeping us on track
and I have confidence that we're going to overcome some of the very few lower areas in our lcap thank you laughs any more discussion um what I like about the data and is that it it gets it down to specific groups that aren't doing well so we can be more targeted in terms of interventions and um you know I'm looking forward to hear continue hear how we're interviewing in some of our subgroups so they can improve to do that as well so okay okay moving on I do trustees are willing to do that so um I want to take a break like a five minute break just to stretch a leg and gets to the restroom if I need to okay is that thumbs up or everyone good okay thank you Warriors we are back
thank you we now move on to item 7.2 approval lcap stakeholder engagement survey tool trustees this is a discussion action item I will now turn it over to Dr Nye thank you president Pearson trustees and Dr Churchill staff has completed a draft stakeholder survey which is exhibit a in the board agenda item the survey is primarily what we've administered over the past several years saf did add one additional question on page 56 and 57. uh the question asks respondents to rank their top four priorities from a list the additional question also asks them to provide details and clarification to explain why they selected those priorities staff did identify one air that will will correct on page 47 there's a typo there on a date specifically and we're happy to answer any questions about the survey
as it stands to date we anticipate launching the survey uh sometime tomorrow afternoon if possible we'd like to get this out to the stakeholders as soon as possible and start Gathering feedback for the 2023-24 board study session that we'll have in March so are we asking questions now are you taking okay okay we have to have uh public comments public comment first on this that's it okay uh okay this is time for public comment um I think blue cards have been received and we've got oh the next one okay so have we received any blue cards no we have not received okay uh trustees now is the time for questions trustee yes thank you thank you for the presentation um as far as the additional question that's being asked I noticed that there are some
double like parentheses that are kind of confusing so I had sent to in I had sent to you Dr Nye maybe a possible change just so that we could it's easier to understand is that something that you could get incorporated as long as the board agrees to not have those parentheses within parentheses um that and it could be incorporated um before you send it out because I think it's we want it to be as clear as possible to the readers yes we can we can do that other questions I have a question Dr Nye for this engagement survey are we doing anything different in the past to maximize participation with certain groups um we've had good participation in past years you know we're talking in the couple thousand range for all respondents and and Community
respondents parents is an example have been well over a thousand um we'll push this out similarly to what we've done in the past I I don't I don't think that will you um planned on changing any approaches to getting Outreach let me uh follow up is the city helping us at all to the city we email the city every year and they place that on the city's website so they help us in that regard and then we work with chamber chamber of commerce and other local agencies to try to push it out through through those agencies as well and then also social media what is the strategy with that I believe we push it out on our all of our social media platforms so Instagram Twitter um I know it's on the website we'll send
it uh internally through our through our internal system to all parents we send it to all staff we send it to all students so we try to gather as much we we try not to overwhelm them um so we've been really diligent about trying to make sure that we're not serving too much right right at this time so hopefully we get a good a good representation and feedback um response thank you Dr Nye any other questions okay may have a motion to approve the lcap engagement survey tool exhibit a Williamson second verbal trustee second okay discussion trustee Williamson I just want to have consensus of my fellow board members to direct staff to I think there are two questions that have double parentheses just to ask them to rewrite it so that it's easier to
understand okay other discussion okay oh Christy Rawlings I just want to thank the work of the subcommittee and helping staff put this together thank you okay any other discussion oh okay Ms Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you thank you we now move on to item 7.3 discussion success indicators for inclusion in the diversity equity and inclusion strategic plan trustees this is an information discussion item I will now turn over to Dr Churchill thank you trustee Pearson uh if we move to the next slide Dr Nye tonight a couple things for this item we're going to do a quick review of the approved goals presentation of draft success indicators we'll go through our
process of questions comment and discussion at the end of the discussion on the next slide please there's really two things that we're looking for from the board consensus on the draft success indicators and then some determination of next steps if you go to the next slide we presented this slide and the following three or four slides at our last presentation that's correct we saw this one earlier we use this as an anecdote last time and as we look at the goals that the board approved I bifurcated the slide here for you the the the verbiage at the top goal one two three that's what you reviewed and discussed last time staff did make just some minor tweaks as we were pulling the slide deck together and it was pointed out to me that that we
made some tweaks without uh specifically enumerating those so you'll see throughout the following slides and and what was attached to board docs the language used in this bottom half of the Page by all means we can certainly revert to the ones on the top half of the page if you if that's the board's Direction so moving on I think I'll hand it over to Dr Knight to walk through success integrators so thank you as as we discussed before um the draft goals and success indicators for goal number one we came up with to collect feedback from a wide range of stakeholders and increased participation by five percent each year after Baseline we've included some actions here we would like the board to not focus as much on the actions as as as we anticipate what
we will be doing uh if the success indicators are approved tonight is that we'll again go back and meet with our committees and talk more about potential outcomes and actions and budgets and how we're going to achieve these success indicators and bring those back to you at a at a later date in regards And in regards to success indicator number two uh it reads facilitate site and District eni committees uh for students and staff to provide input into dni commit Dei activities success in year one will be demonstrated by having a minimum of quarterly meetings at each secondary site middle school high school and at the district level in regards to draft success indicators for goal number two uh provide training and professional development for all staff success in year one would be demonstrated by
the establishment of a three-year professional development plan and success in subsequent years will be demonstrated by implementing the plan each year goal number two evaluate current teaching and learning strategies explore and identify potential barriers to Student Success that lead to disproportionality of grades secondary and Elementary for specific student groups and goal or success indicator number three adopt tax and other curriculum materials that include diversity of authors and perspectives annually evaluate and expand course offerings that include High interest and diverse perspectives so that would be those three success indicators for goal number two and then lastly in the area goal number three we have two or actually there's uh a little bit more than two there I think there's three or four uh first one is to develop uh structures to ensure school campuses are safe
and welcoming for all including training for all students regarding building a learning community of inclusivity respect and equity a goal number or a success indicator number two is to implement evidence-based restorative practices at all of our schools in order to reduce harassment bullying including racial epithets and hate motivated speech by ten percent from a baseline that we would take in the spring and then success indicators three and four are to expand efforts for hiring diverse staff that better reflect the demographics of CSD students Baseline to be determined in year one and targets developed in year two and then lastly close the academic performance gaps for students for student groups including a to G completion rates s Back cast levels and the percentage of students in advance honors and Community College courses success would be demonstrated
by achieving The Targets in the following areas by three or more identified student groups and then we included those there some of the strategies so next steps uh as as Dr Churchill mentioned we'd like to get consensus on the nine success nine proposed success indicators and then staff will bring back a plan potentially by May with actions and services and a budget attached to each of those success indicators and with that we're happy to you know we will do public comment and then we're happy to answer any questions that you have okay thank you Dr Nye and Dr Churchill as well uh okay it's time for public comment yes we have received received 17. a total of 17 blue cards thank you we have 17 blue cards which gives a minute 15 seconds per speaker
when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we'll have the timer on the screen and your mic will be muted when your time has expired first speaker is Audra followed by Christina goldrick followed by Hannah Summerhill use the name Audrey it's just interesting that you talk and use words like training the students and whatnot what's happening is you know if we don't check certain boxes it's like you know we we don't fit into society but you talk about inclusiveness and equity and diversity but all of those actually keep that from even existing when you bring that in and when we tell people like you should be ashamed if if you're you know this color or whatever
and race doesn't necessarily even determine people's outcomes it's like somebody like you have to take in to consideration all factors but what's happening is just really sad because it's like you know if we don't just agree with it I mean even you see on this board when there's dissent it's it's trying to everybody's trying to be stopped from speaking so when we talk about these things it's like I mean even just in the the county it's like everything is racist the the climate covid homelessness uh poverty whatever it is and so it's like when we bring in all of this kind of stuff to try and make people think a certain way you're not allowing for free think or critical thinking you're telling people the way that they should think and if they don't then
you basically can't be in society and that's not good evening my name is Christina McGoldrick and I've been a homeowner taxpayer and parent in District 2 of Carlsbad for eight years I have three sons in Carlsbad Unified Schools thank you to the board and staff for all of the work that has been completed in the past four weeks to make revisions improvements in progress in the Dei strategic plan we fully support the three Dei goals and are asking every board member to vote Yes on agenda item 7.3 tonight if you read the Dei plan there is no documentation evidence or agenda for indoctrinating students into political ideology cusd is an employer that employs hundreds of staff and operates numerous Public Work sites with 70 or more of its budget allocated to labor and employment needs
and they need to be able to address workplate issues accurately and adequately it is a dynamic public organization with many many interconnected classroom School sites and off-site locations this is critical for this Dei plan because many of the District staff and teachers are in a position of authority over minors during their impressionable years this means that children who look up to staff and teachers are learning emulating and absorbing the teacher's ideas logic patterns mannerisms items and consciously and subconsciously unconscious bias is systemic because it is embedded in the structural systems of power control and influence there is a significant amount of research documenting this I understand this as a difficult topic thank you for your time good evening hi everyone I'm Hannah Summerhill I live in Carlsbad I'm the co-vice president of the Carlsbad equality
Coalition and I would like to say that Dei is not propaganda it it is a response to White supremacists propaganda that this country is built on and clearly that white supremacist propaganda has worked for centuries because there are so many white people here to defend it and if you think that students of color would have gotten as far as an ethnic studies class without experiencing racism and being harmed by it you are not listening to them we recently met with an educator here at a middle school in Carlsbad and she told us that drawings of swastikas had been reported three times that week and it was only Thursday morning we were we were told it was a common occurrence in Carlsbad schools as an adult Jewish woman I am traumatized even hearing this I can't
imagine what it's like for kids to have to see it but this shouldn't just anchor Jewish citizens this should anchor everyone this is an act of violence on a daily basis in Carlsbad schools and it's not what we want clearly what's happening in schools and homes is not working it's imperative that we teach our kids better that there is zero tolerance for anti-Semitism racism ableism sexism and white supremacy the next three speakers are Allison Williams Augustine Dao and Frank Zhu okay good evening my name is Allison Williams and I have been a teacher in cusd since 2016 in educator since 2005. I'm deeply committed to our mission of providing each and every student with an extraordinary education in an inspiring environment as well of our core values we need to be accountable to all of
our students for their learning for their safety and for their opportunity to grow historically and statistically we continue to fall short on these mandates for our students of color low-income students and students with disabilities the data confirms this as Dr and I mentioned before the Deni strategic plan needs to be updated and passed to Sure ensure that we are accountable for every student I would expect you agree that every child deserves respect regardless of their race gender identity socioeconomic status immigration status religion or ability part of this respects means not being subjected to racist slurs language or behaviors by their peers and having Swift and clear consequences for students who engage in discriminatory or hateful acts decisive consequences for hate speech needs to be part of the disciplinary process and added to the Strategic plan
we need to promote and reinforce Excellence including hiring teachers that look like all of our students not only do we need to expand our efforts for hiring but we need to ensure that we can keep our students thank you hello my name is Augustine I live in the district I wanted to say that it's really important that you guys listen to the Educators here tonight they're here because they know what's going on and they are the professionals don't listen to the people who haven't even read the plan traditionally school is just the basic subjects but at Valley Middle School and their viewing of Race To Be human there was an Asian Dad tearing up because he said this work is more important to him than advanced math and advanced science he just wants his kids
to be safe that's all he can ever hope for I hope we can get that work done today that's all good evening trustees my name is Frank Shu where's Californians for equal rights Foundation I'm here to oppose this Dei plan so first of all you need to get different clear definition of this diversity equity and inclusion what does the equity mean if Equity means equal access I'm all for it however equity in practice Equity always means equal outcome and in your presentation you already said this proportion disproportionality and that means you want to have equal equal outcome that's communism yes and what is diversity if diversity means we appreciate each other's cultural and appreciate each other's contribution that's great however in reality in your slides you already said that you are going to recruit staff
look like our students that's a discrimination by textbook so be careful about what you're looking for and a small quiz do you consider me as a people of color yes or no [Music] the next three speakers are Scott Davison Ali Brandenburg and Nikki food [Music] if the comments tonight don't make it perfectly clear there is no consensus on Dei there's not even a consensus on the definition of these terms so I just want to ask if the board feels that it needs to move forward with this tonight the best option would be to find out why there is so much disagreement before simply pushing a policy through that neither side is happy with first this isn't our plan the board asked for a workshop to develop a plan in January but instead the staff presented
a plan that is a carbon copy of poway's plan in other words this isn't our plan created by our representatives to reflect our community values and needs you want our plan to be evidence-based but the evidence I sent to the board shows that not only does Dei not work it is actually counterproductive it's also incredibly expensive Oceanside has an entire Dei Department costing millions of dollars with no known measurable outcomes when it comes to the specifics of this plan it's not under hard to understand why Dei fails the concepts of restorative justice which avoid punishment in favor of counseling fails every time as any parent knows second the idea of Equitable grading simply getting rid of requirements to turn in work on time may help a student get a better Grid in class but it
will surely get them fired from their first job at a school this Dei plan is replete with problems and doesn't reflect Carlsbad hello my name is Ali radenberg and I've lived in Carlsbad my whole life this beautiful young woman spoke about how she struggled with her mental health and finally got a diagnosis for PTSD and I myself have struggled pretty significantly and was recently diagnosed with autism this this is where Dei comes in sadly many people here have her perspective that you know gender identity is a choice and being trans is not a way to is not a way to fit in and when you think about how trans kids are disproportionately murdered and bullied how trans kids are disproportionately commit suicide being as transgender is not trendy and it's I think the word trendy
is being confused with being normalized and finally starting to be accepted um I am the President of the Carlsbad equality Coalition and I want to encourage Dei and I thank you guys for creating this because I think it's extremely important I recently received reports about girls in our schools being sexually harassed by the boys and if nothing else care about your daughters and care about Dei for them thank you hi everybody my name is Nikki rudden a parent in district one student of Carlsbad Unified myself employee as well I just wanted to read something from a really great book that I'm currently got my hands on and it's called culturally responsive teaching and it's mind-blowing just the tips and the theories and everything as an educator myself that it has in it and it's just
um I would highly recommend it for any educator but despite an increasingly diverse population most people in the United States live in communities with others more alike than different from themselves students from these communities arrive at school not knowing a little little significance about others about people who are different yet their lives are intertwined with these unknown unknown others and will become even more so in the future if we are to avoid inter-group strife and if individuals are to live the highest quality lives possible we simply must teach students how to relate better to people from different ethnic racial cultural language gender backgrounds these relational competencies must Encompass knowing valuing doing caring sharing power resources and responsibilities I would also highly suggest that you look at the elementary schools when you are looking at your
success markers for goal one we really want to be included in all of what you're doing [Music] next three speakers are Katrina Jen hamburger and Liam Ferguson foreign of Carlsbad a teacher in Carlsbad and a parent of current cusd students I want to point out a few months ago I was interrupted and asked if I lived in the boundaries of this District I noticed that that question wasn't asked to many of the speakers today it clearly states on your slide when the board president calls you please state your name and if you reside in the district I ask that you prioritize listening to Carlsbad residents teachers parents and students you represent Carlsbad not the residents from Oceanside or Fallbrook or any other City there are many misconceptions about CRT Dei and what is happening in
schools so let's clear some of those up myth Dei backfires fact the APA American Psychological Association highlighted the many benefits of Dei curriculum and practices noting in their research article when students have a positive diversity experiences their interest in improving the lives of people in their communities increases significantly so what happens when students aren't taught how to Foster inclusivity and empathy what happens when they aren't taught to push back against bias anti-Semitism and racism you get hate crimes like the 2019 shooting in Poway at the Shabbat of Poway where a young man espoused anti-Semitism and racist ideas thank you good evening my name is Jen hemberger I have two boys in the district one at Carlsbad High School and one at Valley um I support Dei trustees I will tell you that your um the
Carlsbad Unified School District if you go on campus and you talk to students you will hear that they a lot of them are suffering and I personally think that they're all suffering in the sense that you've got all these kids that are hearing racial slurs and are being discriminated against and you have kids who are perpetrating that and don't know that they could potentially blow up their entire life with one's Snapchat so we're failing all of them Dei helps every child no matter what their color no matter what their religion no matter who they are it teaches them how to deal in a society and I would just say that our Our Town Carlsbad I love it but it is primarily and predominantly a white town and trustee Williamson I heard you micromanaging a curriculum
about one optional course that could show kids in our district things they might not see before our whole our whole curriculum is white Europe European based please consider reside in the uh in Carlsbad and have two students that graduated from the Carlsbad Unified School District in my opinion I guess which sway is a little different than the last speaker um at last week at last month's meeting trustee Williamson actually made some of the best points of the meeting in regarding Dei with her three very specific questions to staff on how the CSU cusd is currently handling racism lgbtq issues and other harassment issues it was really interesting according to the staff uh Dr Nye I believe all three outcomes would be exactly the same with Dei implementation with the new Dei implementation versus anti-bullying harassment
policies already in place in the Carlsbad Unified however on all three questions he went into a vague esoteric rainbows and unicorn commentary about how things would be so much better with Dei but yet he had not one example of how that would work so this whole process seems very vague and during a time what are the fiscal impacts with a program that duplicates policies already in place especially at a time when coveted dollars are driving up thank you next three speakers uh Samantha fiscount ER marisolavina Perkins and Cheyenne Perkins my name is Samantha Viscount I live here I oppose radical LGBT ideology first off gender dysphoria is a severe mental illness and mental illnesses should be destigmatized and treated absolutely not normalized and affirmed very different concepts I am a bisexual and polyamorous woman and
also a veteran can anyone name one thing that I can't legally do here in America as a bisexual person that a heterosexual person can do right there's nothing I am an LGBT person I am not oppressed my oppression ended when we won equal rights in 2015. interesting interestingly enough gay people were allowed in every area of the military in 2011 women were not granted access to all areas in the military until 2016. as an LGBT person and a childhood sexual abuse Survivor I suggest that if you want to protect gay kids then have schools teach topics such as consent to children I never hear that being taught in depth okay how to protect yourself from sex trafficking another huge one that is one of the biggest issues of my generation right now is child sex
trafficking why don't we teach children how to prevent that how to identify and Report grooming tactics another one that leads to sexual abuse teach kids that not gender hello hi hi my name is Marisol and I'm a current resident of Carlsbad and have been for 10 years I've been raising four kids here in the district one in college one in high school and two in Middle School currently I wish to be a voice today for all brown black and multiracial children like my children to be heard and protected in our schools here in Carlsbad School District since elementary school my kids have had alarming experiences where they have felt afraid to go to school they continuously Express feeling ignored treated unfairly and being told discriminatory and racial comments by specific teachers school officials and classmates
when my son was in first grade I received a call that my son had an accident I thought the nurse was trying to convey that he needed a new change of clothes I was not aware or informed that his arm might be broken I arrived at AOE and found my son in agony told me he had to walk all the way from the playground to the office by himself no one from the nurse's office called the ambulance I asked why they didn't call 9-1-1 for my son since I had signed the proper documentation for school Personnel to give him emergency medical attention since the beginning of the school year they did not respond I asked for a wheelchair and called 9-1-1 myself and walk my son to the vehicle I was harassed by the principal
Mr Hines at the time that I blocked the carpool lane by calling the ambulance he also demanded that I moved my vehicle from the carpool lane while my son was screaming and crying the emergency texts were shocked that Aviara had not called 9-1-1 for my child when I dress this experience to hi I'm Cheyenne Perkins and I'm a seventh grader at Valley Middle School I would like to address that I think that if you are making decisions about the students you should involve the students and what you guys are talking about and I feel that we need to talk about the inclusion in our community because I have experienced many racial slurs and Michael aggressions at my school such as go back to Nigeria or you're not welcome here or why are you're pretending like
you're like everybody else I've experienced so many of those and I feel that people underestimate the students that they don't think we should be involved but we have many ideas and concerns and I think you should take that into consideration and I have I started a black student union at my school to include black students but also Asian students Hispanic students all students of every race I have white students in my club that believe that we should all be inclusive and they believe the problems at our school that should be addressed thank you speakers are Jen belnap and Jennifer Zamora Jennifer belnap cusd has developed core values that drive what we do in our education Community this provides stakeholders with a beacon by which they can measure proposed or amended policies and procedures parts of
the current Dei policy proposal failed to fit within the scope of our community's core values which cusd defined as Integrity we aspire to the highest standards in all we do Excellence we aim for the highest levels of performance for our students and ourselves respect we respect the views of others through an open exchange of ideas accountability we are responsible for our actions and obligations under goal two success indicators 1A and 2A we see terms like Equitable grading strategies and restorative practices when pressed to Define these terms at the last regular board meeting assistant superintendent and I said these terms would not constitute lowering current standards however when trustee Williamson asked Mr Knight to give an example of what he meant by Equitable grading strategies Mr and I responded that it meant not giving a negative
consequence to a student who didn't turn in homework on time every teacher that my three children have had in cusd schools has assigned homework a certain percentage of their overall grade in the class Mr and I contradicted himself in his explanation here if in fact cusd isn't lowering its grading standards under this proposed policy then cusd cannot condone missing or late homework assignments in the name of Equitable grading standards hi my name is Jen Zamora I think um as many of you know I had four kids in the district at one point I have two still remaining um I was going to read from my phone I wasn't even going to speak tonight but after hearing um some of our board members Elisa Gretchen and Ray I'm highly disappointed appalled by the questions that you
ask the lack of Education you have in regards to your role as board members and what is required of our district to be cutting edge and to be leading the way for our students I am disappointed that we have still yet to pass a Dei strategic plan for our district we've heard from several members mothers in this community children in this community that I am proud to say that are a part of my Village that helped me raise my kids by doing the right thing I expect this board I expect this District to do the right thing and to pass this di strategic plan some of these people that do not live here are not a part of this Village and are here to raise their platforms Please be aware of who you are listening
to thank you Steph do you have anything to add okay trustees do you have any questions seeing no trustee Rawlings thank you um Dr Nye um when you were looking at the um can you ask the crowd to um thank you thank you I'm Dr Nye um when you were developing the success indicator for um goal number one um what was what was your thinking as far as the measurability of this um of number one when you're collecting feedback how does collecting feedback um build relationships and Trust Again part of the goal is and then the goal is not written out here but part of that was to um part of the goal is measurable obviously increase participation by five percent I recall that the other part of the goal had to do with listening
to a wide range of stakeholders getting input from a wide range of stakeholders so in my opinion uh meeting with the the groups that are listed below as examples would be part of that listening and collecting feedback and then that could be used to further refine the plan other questions Misty Rawlings on number two when you talk about meeting with committees and students is that also part of the listening yes the measurement of that is is to have quarterly meetings though at both your school sites as well as centralized district office meetings with particular Deni groups what would be the purpose of those meetings I think again it would be to listen to uh particular student groups if we're meeting with students if we're meeting with teachers or other staff it would be to listen
to staff to gather feedback um as to what's happening in schools and to figure out ways that we can implement the plan better you have another follow-up in that so if we're listening what are we what's the plan what are we going to do with that information that we're hearing because that's the part that I'm trying to find in here when we talk about the goals we you know we have certain goals that we want to achieve and I you know and again I'm very supportive of the of the Gathering of information I'm just wondering what were you kind of thinking of of doing with that information once it's received and listened to I think the information that we gather will be used to further refine success indicators as we move forward and plan you
know as of right now though part of it is just listening hearing from folks whether it be students or staff as to how we can better refine the plan yeah other questions I had one Mr Ward thank you um so for number two on goal one so it looks like you're gonna get some input from staff and students in regard to different di activities that could be at the various schools am I reading that correctly okay and then um is that something that could be supported at the elementary school level in for Elementary School staff I think the reason why we added just secondary schools at this point in time is that you know they would have standing Deni committees at each of their school sites I don't know necessarily we hadn't planned on year
one elementary students forming Deni committees at that point in time so certainly we could look at it in the future our plan right now was just be to focus at the secondary level and meeting with students staff that are part of that DUI committee but maybe Elementary School staff yeah that that would that would be absolutely fine right because they're going to be that way you have that pathway correct right okay okay see what I'm saying thank you Dr and I do we have any um research on any uh the success of Dei programs that have been implemented in other school settings yeah you I'm sorry you asked me that before um recently or over the phone in a conversation I have not had the time to look into studies empirical studies of success of
Deni plants so I don't have that available at this time other questions I had a question for you trustee Robert yes thank you so back in December and January we talked about getting more feedback from not only students but also parents and Community people and I think we're gathering information in meetings like this but are we sending out any surveys to get more information and are we representing equally on these committees who's on these committees um those are some questions that I have since January we have not sent out any surveys since the study session that we had in January and we have not met with any committees since January no so I was looking at all the success indicators and um which is rightfully so everything is targeted for our students mostly but I
was thinking about our staff on how the plan actually impacts them as well too and what was what has been some of your thinking Dr Nye as it relates to our staff Maybe certificated or classified or anything else in the plan well we certainly have you know the meetings and the Committees that will be meeting with staff we have professional development and training as part of that as well and then there's also the HR component of that success indicator so I think several success indicators specifically try to address staff as it relates to the dni plan is is that from a I'll just use this example teacher to student or is this teacher to teacher teacher to staff how is that I'm just interested to see if if it's encompassing everything you mean teacher the
professional development professional development is the impact of that is to the student correct correct right yes so is the DI plant Dei plan encompassing also the relationships between all the staff members as well yeah we haven't gotten that far into the training um I think that that's going to be more of an action but I would imagine it's it's not just talking about teacher to student but it's how teachers are relating to one another as well yes staff members are relating to women yes Mr Roe did you want to comment yeah I think with respect to excuse me goal three um number three which addresses the staff composition directly action B comparing the demographic breakdown of staff and students and developing a plan to address any significant differences I Envision focus groups with with the
groups that are underrepresented to find out what their experience is here to determine are there barriers to people applying here is there a perception that we need to overcome so that that's one of the that's helpful thank you do that Christy Rawlings now I know in in December and January what what my request was that was voted on unanimously was that we would follow a process like the El Cap to develop the goals and the success indicators however um based on the success indicators um it seems like like we're starting to follow the path of an lcap where we would kind of go through this process every year and that sort of thing is that what you're envisioning are you thinking like once we put together success indicators that it would look more like the
career Pathways three-year strategic plan and the educational technology strategic plan I'm one person so I don't want this to appear that this is my plan but I would assume that we would um it would be a living document just like any of any of those other documents or living documents that if we found something that needed to be adjusted throughout the course of the three-year cycle we would we would adjust that similarly we would bring updates on the plan annually like we do the other two strategic plans so that that would be my assumption certainly we're open to direction from the board as the the frequency and and the duration and how that language has changed we'd be open to that other questions seeing none okay trustees now is the time for discussion Mr Rawlings
and then trustee Williamson I first wanted to um check with my fellow board members to see if we wanted to maintain the verbiage of the goals that we agreed upon in January and that was um and I know it's slight but I guess from my perspective it we worked very hard on the on the words and the verbiage and all of that in our meeting and um I I would rather not see staff bring back goals that have been changed so I'd like us to agree that we want to maintain the goals that we agreed upon in January could you point out what the changes are yes on slide nine if you look at gold two for instance um staff's version stops at experiences and we had agreed to to fuel a growth mindset and
that was dropped off in staff's version and then number three uh says in all of our schools and we stopped it at build structures that incorporate diversity equity and inclusion period and the reason I I was wanting to keep our version is because in the original goal that was presented it talked about departments and other areas so that would address the staff aspect and so and that would affect the board that would affect all of us so I think by by putting it in our schools that narrows the scope so I think at least from my perspective what we agreed to in the January 8th or 18th meeting was more Broad in the organization so I saw one thumb let's see what I'm saying can we ask staff why they made the change staff is
attempting to uh consolidate uh as best as we could we were going through each one of these and talking about success indicators and and so we we have no problem with reverting back uh uh to the previous language so trustee Rawlings are you asking for thumbs yes I'm asking the board for thumbs to uphold the language that they agreed to in January 18th Dr Churchill do we have any reference to the 18th in terms of our language it's right there okay so how many thumbs are for upholding the language from the 18th okay Dr Nye any other trustee Williamson so my turn to for discussion yes okay all right discussion okay all right here we go um to me a key part of the success of our Dei program is ensuring that there is a
place at the table for all everyone gets a voice this means we are willing to listen to those with different opinions without being dismissive that's part of diversity and that's part of inclusion we shouldn't be afraid to reach out to those who have concerns about Dei let's invite them to be part of the discussion there's no room for name calling on any side on either side I believe the success indicators presented have gone too far with too little input as Ms Rawlings pointed out when we did the lcap we initially met with large groups and then we had guiding questions and we met as we had this large groups and then we met in smaller groups and then that information came back I believe that that would be very beneficial in this process I would
propose that for goal one that we have two success indicators the first would be to conduct a survey and the survey would be um would go out to definitely to our students to staff to parents to the community that would include perhaps Chamber of Commerce it would include um CEF it would include face-based faith-based groups and once that survey was completed then we would have the this town hall type meetings simpler similar to what we did with the lcap and it would perhaps be like three of them maybe there are two high schools and then at the middle school and we would with the the purpose of really listening and hoping to come to an understanding that I think if we listen to each other's experiences we are all better able to um to embrace
the program and the plan that will that will eventually be developed and then I also have some comments on goals two and goal three but if you'd like I can stop or I can continue let's see if anybody wants to comment on your comment trustee Rawlings I would tend to agree on receiving the feedback um and what I guess where I'm concerned on the success indicator is I'm not sure how measurable that truly is and so what I had written down is the the indication is to actually create a survey and I would see even doing it potentially um and I said through a Dei lens um to promote dialogue to promote dialogue among diverse populations and remember we did agree on definitions so I want to make sure that when we use the word
diversity we have an agreed upon definition so it's not some random thing so I do think if we if we um incorporate in our strategic or I'm sorry our success indicators to say as defined by um as you know as defined by the board on whatever data however we want to put that but we incorporate and reiterate agreed upon definitions I think that's a way to do it but that's what I wrote down is is that um for goal number one instead of collect feedback that we're actually creating surveys through a Dei lens and that promote dialogue among diverse populations so that's what I wrote for a success success indicator because then you could turn back around and say yeah we created it and we did it amongst diverse groups so I think it's measurable
and if I can I appreciate that and if I can put the one that I had written out was by April 15 2023 send a survey on topics related to Dei and we can kind of flesh that out according to what you had just said to all students in grades 3 to 12 parents and staff and posted on the cusd website push it to the Chamber of Commerce CEF and faith-based groups and I would propose that that the survey and so that is measurable that is a success indicator and I would propose that this that this survey be developed by staff but then there would be a one-time committee that would review the the survey and provide input and not you know hey you've missed this how but in other words and that they would
not have the final say but that it would be a diverse group that could provide input on to that survey um and so that would be my first goal and then the second one would be by June 1st 2023 I mean the first success indicator the second would be by June 1st 2023 hold the town hall type meeting at CHS Sage quick and AMS to present the findings from the survey and solicit feedback so I think that that and what we would do uh trustee Rollins is have somewhere in the questionnaire there would be I think we would need to define the terms because we I think that's a really important concept that we make sure that that we have a shared understanding trustee Ward so I I believe we already defined these terms correct
okay so we already have that okay good news all right and I I think that we already got information on surveys because if I remember correctly Dr and I provided us from the start of this and we asked him to disaggregate some of that information am I remembering that incorrectly I feel like we were provided that when we were establishing this I'm kind of asking uh about because you're you're directing I'm trying to like your record yeah I'm asking do am I remembering that correctly because I feel like we were we haven't had that question can you disaggregate this information and to break that down for us and I I feel like those that survey was done I mean we're going to push out another survey and his discussion but I would just want to
clarify if that's accurate or not Dr Isaac accurate we have uh done a survey as well as the the coffee talk the world cafes as well where we met with stakeholder groups that is correct trustee Rollins there was a level of disappointment amongst the board about the number of participants because the survey was done in June and so I think that at least what I recall is the board had a desire to revamp that process and to look at a way to increase participation in a dramatic way was what I recall from that conversation and I wonder if to get some of that feedback this particular success indicator that Dr and I had put on here for collecting feedback from a wide range of stakeholders to increase and increase participation by five percent each year
that we can get gather some of that data right in that input um so we can continue to move this plan forward trustee what I'm saying I I have a question your your proposal in terms of the success indicators I think on goal one number one I think you're taken a little further is that are you taking that and adding some more detail to it I just want to be clear my proposal is that the goal one have simply two success indicators and because we need to get I think that we do not have the information that we need and so I think for this one it's the two only the two that that I read are the only two success indicators that I would like to see at this time um because and those
the feedback will help form everything else that we do so let me find my thumbs how many agree with trustee Williamson in terms of approach to do that I'm not in favor of the timelines I think they're too short and um and I do think that staff has what I recall staff saying is is that they were looking at um bringing something back to us in like may like putting this all together with some action and services and those types of things by May and so I I do think that's a shorter timeline that I'm comfortable with and I do think that staff has a lot of other stuff on their plate right now as far as they have to do the lcap we have to do disaggregate the survey and we have to come
up with something sooner I agree with the process that you're talking about and creating dialogue and and working forward I I do agree with that part of it I just think that timing I couldn't vote for it because of the timing if I can just respond and I would prefer it to go further out but my concern is I don't believe that staff can prove can present the actions and services until we have this feedback and I don't want to wait till next fall to have that start and so that's why I'm I recognize that this is kind of acting this is quick but I it has been po it has been a very slow process and to say that we don't get that if we don't get the information that we need in order
to establish the this the further steps than until fall then that that that's another that's almost like another semester delay at least and so that's why I I might I think that staff can do it and um of course of course I'm not Steph but but I mean this gives them two months to to develop a survey I I believe that's doable um right so do you want yeah sure okay so you want another survey to find out if this goal is going to be successful or I I think that we need more information before we take action and so but it looks like that's kind of that's ongoing here because if you look at the success indicator one he mentions or the staff mentions because it's not Dr nice plan staff mentions here that
you know it's it's an ongoing process we're gonna it's a it's a working document they're going to continue to gather information but I mean I'm not sure like what you're hoping for in a survey that you're going to push out so you're going to get you're going to push out a survey and what information are you hoping for or what are you looking for so staff can actually recreate this plan again if you feel like there's not enough information and I guess I would say it's obvious that many voices were not heard in the original survey and I would before we move forward I mean there are a lot of things that we're doing right now we're not sitting doing nothing while we're waiting for for a Dei plan there's a lot of there's a
lot of good work that's been that's that's occurring but before we put a lot of money and time and resources into saying that we know what all the answers are I'm not positive that we understand all the issues and I think that having a a survey that um is a little bit more intentional perhaps and is more comprehensive will provide a surety that we understand the issues and if we if if there are no surprises then that's great but my guess is there will be some issues that will arise that we currently didn't understand that we had and then when we and once we have it that will then we'll be able to take a comprehensive look okay this is the state of how we are I don't know that I have a firm grasp
that this that we understand what the state is and I believe that there's also a lot of value in the process of of giving people the opportunity to complete a survey and to participate in a town hall meeting I've been I was part of the the city-state whatever it was called years ago when they had when they had small groups meeting and I was part of the several other things with the district and there is value in having gaining a shared understanding by sitting and talking with somebody who has different Viewpoint than mine I always learn and I believe that that having that as a foundation of this plan will lead to a greater likelihood of success than marching forward without having that opportunity for their Community before before I go any further I want
to make sure that timetable achievable by staff before I know I asked for thumbs but I think that piece of information before we do thumbs on that if there's consensus is to say based on what you've heard on the proposal from trustee Williamson is at a realistic timetable yes if we're directly by the board we'll we'll make it happen with everything else going on in terms of priorities right now Dr Nye yes and I'll just add one thing you know if I hear trustee Williamson correctly she's she's saying get this feedback before you put together actions and services if we're not drafting actions and services the work is to develop the survey and get feedback directly from people so one action replaces the other in the short term uh just around is this comments about
the proposal okay I'm I'm a little bit confused because we've already agreed on three goals and so I am and we agreed that we were going to develop success indicators for those three goals I mean that's what this meeting is supposed to be so I'm so I feel like you are you're proposing to kind of find more feedback so we can develop a plan where we're already kind of in the middle of developing that plan now I'm okay with surveying I totally am I'm and that's part of what the um proposed actions are from staff but the way I'm seeing it is is that how does that how is that a success indicator because that's our charge for tonight for to prepare students and graduates for a diverse and inclusive environments by fostering the development
of trusted relationships with staff in the community trusted relationships is it that that's exactly what we're doing by including the community by listening to staff by by listening to the community by listening to students we are and that's that's what it triggers then we are developing trusting relationships that's the foundation then why do we have to wait on everything else as far as the development piece if that's if the success indicator that you're promoting is to support that goal then we can still move on with other goals and other success indicators I'd be happy to share My Success indicators that I'm recommending for goals two and three if you'd like me to okay but then I'm confused because you're saying that that we have to do this before we can do anything else but we
have other success indicators and goals I don't understand that part would you like me to share the success indicators that I have for goals two and three right so what I'd like to do is get through goal one okay and do what the staff is asking us that's the only way that I can answer the question yes through this so even if there's a disagreement um we should find out if there's based on your proposal based on Dr nice feedback on the time frame see if there's three three or more thumbs to go ahead with that proposal is everybody clear on what the proposal is from from trustee well I'm saying okay I see trusty Ward you're not clear do you want to repeat what your proposal is to Mr Williamson it's the way it's
having so the success indicators for goal number one would be as follows by April 15 2023 send a survey on topics related to Dei to all students in grades 3 to 12 parents and staff and posted on this cusd website and push it to the Chamber of Commerce cescef and faith-based groups success indicator number two by June 1st 2023 hold to town hall type meeting at CHS Sage Creek and aoms to present the findings from the survey and solicit feedback okay trustee award are you clear now on the proposal yeah so she wants to change the to success indicators that are written under goal one to that correct correct yes Christie Rawling I'm still unclear on how I need it connected to the goal I'm not seeing how that that will measure success for the
goal yeah and you're talking about surveys I mean it's that's already part of one of their actions items and again I'm in favor of the concept 100 in favor of the concept I'm not I'm not clear on how it um measure success for goal number one as written and if I can if I can hear that I hear what you're saying as far as that it creates trusted relationships but then it seems like we have to add something onto it in order to um be a success indicator for the goal because I don't see how that's measurable for the goal it sounds more like an action than it does a success indicator to me okay so the first the success indicator that staff provided is collect feedback from a wide range of stakeholders increase participation
by five percent each year after Baseline so I don't know that I believe that my success indicator is a measure it's just like you know in essence a smart goal it's it's a it is a measurable success indicator and there has to be a foundation I mean I'm saying the same thing I've already said there has to be a foundation and I believe the foundation of fostering development of trusted relationships with the staff and Community is by hearing and listening and rubbing shoulders with I believe that you know I I don't know how else I can say it that I believe that that's how that's how we start so I think we should go ahead show thumbs say thumbs and see where this goes it's gonna go anywhere that so now that it's been restated
a couple times on what the proposal from trustee Williamson is let's see how many thumbs there are for for that so it passes on a three two uh to do that which means we go on to goal number two Jesse Rawlings thank you um like I do appreciate go to where'd it go I do appreciate the um the three under goal number two except I would like to see um when we talk about barriers for instance I believe we're here reference is that a number two I believe yes okay so evaluate current teaching and learning strategies explore and identify potential barriers for Student Success and ways to overcome to overcome those barriers consistent with the agreed upon definitions that reflect that are reflective of agree to find I'm sorry that are reflective of the agreed
upon definitions so I just want to see us looking at potential barriers but also ways to overcome those barriers based on our defined definitions and also in so I'm looking at the goal to success indicator number two goal to success indicator number two it says evaluate current teaching and learning strategies explore identify potential barriers insert or four students insert and overcome those barriers reflective of our definitions that lead to disproportionately grades for specific student groups so I'm saying this is taking what's there and actually adding um again some not only identifying the barriers but then ways to overcome those barriers adding that and then [Music] um and then the um when we adopt text and other curriculum materials that include diversity of authors and perspectives I was also and current materials that are being used
such as kindness challenge Red Red Ribbon Week and so on so those were my two add-ons to that to those success we came so I think are there any questions of trustee Rawlings on her proposal so you know questions I think we should do thumbs then I guess I do have a question could you um could you state it again how that what the success indicator is so what I'm saying is that there would be three six the keeping with the three success indicators as identified by staff looking at number two and again I don't want to be writing the entire thing for staff but what my suggestion is is that we identify potential barriers but also how to overcome those barriers based on our definition our agreed upon definitions and I figured staff can
come back with wording on that and then the second one was um when we're talking about adoptex and other curriculum and materials I wanted it added on to incorporate current materials that we are already using such as the kindness challenge trustee Williamson um I'm not sure that for the second one that adding that information is going to help clarify is it something that maybe we would staff would we would just know that that's that it's the definitions I I don't know it just it seemed to be a little bit um not a success indicator the way that it was that that I heard it okay other comments about the proposal from trustee Rawlings so for trustee oh thank you sorry trustee Rawlings um so for the second one you wanted additional definitions in the action
items or you wanted additional action items I was just putting those in there to remind us that we have these these agreed upon definitions if we don't have it in there that's fine I just think that we we should refer to our agreed upon definitions often okay in our success indicators but not changing the success no no I'm just saying that we've added that verbiage oh I see okay to ensure that that we're working off of our agreed upon definitions understand it okay and number three that success indicator you where they're talking about curriculum materials you want the kindness challenge added into that again those are examples because this refers to whether we're going to adopt new text and then we're going to adopt new materials and in my view we have lots of text
and materials that we're already using that are effective with some of the that that help with our offerings currently so I would like those to be included as part of our success in addition to looking at more updated materials exactly yeah okay trustee Williamson um for the first success indicator to me it would be important that we have something about uh use the results of the survey and discussion that we're going to be having in the summer in the spring as a basis for the training and professional development in other words let's use but the issues are that come up in the in in the feedback that's received and that that will form the topics that would be included in the training I have a question for you trustee Williamson are you suggesting that everything
the other two goals are driven by The increased surveying certainly the first one would in in the you mean in goal to the first success indicator certainly should that um the second one I don't know that that necessarily would be driven by it I would certainly when it says evaluate current teaching and learning strategies I'm not sure what how who's evaluating who's doing it is it something that we're doing reading research are we in the classroom are we surveying teachers what are you what are you doing um I would like a little bit more definition of of when we say evaluate um this goal to success indicator 2 it reads evaluate current teaching and learning strategies is that something like in the world of education is that something are we talking about what our teachers
are doing you know talking with them asking them what are you doing to ex to explore and identify in other words it just I don't understand really what what the success indicator is is measuring Dr Nair Dr Churchill well I'll jump in and I'll let Dr and I take over but you know upon listening to you trustee Williamson you know for me the heart of the success indicator is exploring and identifying barriers for Student Success right so so you know I wouldn't be at all opposed to uh striking out the the first Clause before the semicolon and then including that as actions and services right if our goal is to identify barriers of Student Success let's make that the success indicator um and and uh yeah didn't get after it yeah I could totally support
that Christy Rawlings but I'm also suggesting that we don't just identify the barriers that we actually try to overcome those barriers sorry I wrote your note on a different oh sorry so I just want to make sure that that's included that where the measurement would be overcoming of those identified barriers correct if in fact that yeah right if there's consensus around that idea I wrote down trusty Rawlings that you are suggesting that we include how to overcome those barriers as part of the success indicator but that's not in the portion that I was just reading if that makes sense I was reading that you've also asked that something to be added on to that right but I mean if we're going to strike the first part then I would want to make sure that at
least this part gets added as well I think he's not striking it I think he's adding it as an action correct striking it from the success indicator itself and we allow us to bring that back as an action correct correct because trustee Williamson is correct who's doing the evaluation based on what from what perspective yeah right great let us answer those questions and write that into a an action plan okay let's identify the barriers first Dr Nye did you want to add anything to Dr Churchill Dr Churchill okay so let's go back to trustee Rawlings proposal on this is everybody clear about trustee Rawlings proposal no I'm not not now you're clear about yeah no could you but is your if Chris Rollins could you restate for the for on the second and again I'm
not I'm not saying it has to be verbatim but what my what I'm saying is is that identifying barriers exploring and identifying barriers as one piece of it but what are you going to do with that information right you're going to try to overcome those barriers for Student Success and wouldn't that isn't that part of that of the actions wouldn't that be in that certainly should be included but yeah I don't but again because they didn't have it there but but I I hear what you're saying yes and so but to me the identification isn't the success indicator it's the overcoming of those barriers that are is this is the success indicator for to promote student learning right I mean identifying them isn't success it's overcoming them that's the success how about identifying ways to
overcome them because perfect right yes that's because because it okay right because then if you identify the ways to overcome them the thought would be that those would be implemented correct yeah right okay do you want to restate your proposal with again I was going to leave it up to staff to capture the conversation rather than try to word Smith the exact thing that we need here was what I was looking at before we go to thumbs let's make sure everybody's clear on the wording did Amy catch Dr Churchill yeah so the success indicator would read largely explore and identify and I'm just reading from the slide right now explore and identify potential barriers for Student Success that lead to disproportionality of grades secondary and Elementary for specific student groups with the addition of and
identify ways to overcome those barriers did everybody hear that all the trustees okay so now it's time for thumbs I believe so my question actually is solve another question yes sorry that lead to dispersonality of grades so what tell me what what are we saying there well the the question on this one you know we were specifically looking at grades because later in the document we were looking at um some of some other measures that we have as part of our lcap right like uh enrollment and advanced honors courses and stuff like that the the question here we know from the state's dashboard that that there are different outcomes based on the let me rephrase that we know based on the dashboard that the state measures student groups and um you know on the ELA
dashboard for example it said that some student groups are performing higher than others a disproportionality there so I think here the question was one of grades is there a disproportionality we have to measure that first and then if so let's identify what are the barriers contributing to that and this is in no way saying we're going to make things easier we're going to change the standards we're going to it's it's identifying footer barriers for the student achievement for all students that's correct yeah okay make sure that everyone understands that yes I would say we have looked at the data and there is you know subgroup performance and number of students percentage of students receiving D's and F's there's a gap there an equity Gap that currently exists with many of our subgroup performances our subgroup
populations that you know we can explore the reasons why those students are are have higher percentages of D's and F's or ones and twos on report cards but that's a reasonable thing that we would work with teachers and other staff members to try to figure out what are those barriers for those students and how do we lift those students up to passing grades and meeting standards questions yeah may I ask him a question thank you are you anticipating that there would be different barriers related to grades than to a performance or attendance or Advanced courses or a to G completion potentially yes okay all right I don't know what the barriers are yet okay no yeah I think um potentially there could be very different barriers okay great anything else let's try to do this
thumb so okay how many thumbs for the proposal and this is just for the second success indicator yes and goal two okay what I couldn't see it it's five five okay okay let's see where we're at we are did we do number one goal success indicator number one we we did goal one success indicator one gold two I'm sorry goal two success I didn't hear any discussion about that I think we had a discussion but I don't think there was a consensus I won one yes it was on your proposal I thought um trustee Williamson stated that um that uh provide or provide training and professional development based on the survey the surveys conducted From Success indicator one and and I don't think I ever heard saw thumbs oh okay because that is what I
was in favor of that yeah were there okay all right okay um it's about a quarter to ten so if we're going to extend the meeting we need a what move to extend the meeting Beyond 10 o'clock Williamson second rolling call for a vote trustee Williamson yes trustee Ward trust you for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you okay so let's be clear where we're at make sure everyone is on the same page on this literally um are we done with Goal one and the success indicators on gold one in there are we done go ahead trust you it's how Tristy Rollins just read it and then that was the thumbs I know there were four that did so it passed so so right I'm sorry so
I believe I just heard goal to success indicator one we'd be replacing what staff proposed with by September 30th use the results of the survey and Town Hall meetings to form the basis of at least it was that was that what we were talking about no that was success indicator in one one he repeated then I'm so sorry I didn't give it a date on that one I would always prefer to have the date but um but I believe it was provide training and professional development for all staff based on the input from the survey and Town Hall meetings and at least from my perspective that what this was not verbatim word for word it was staff could word Smith it but it's basically that we're going to that the training and professional development will
be developed based on the surveys and town halls staff Claire type in as fast as I can no I just want to make sure so I know we voted on that but can I trustee Ward sure okay well I know part of the survey that you asked for in the first goal you mentioned also serving religious groups So based on that data that you would receive what are you what kind of training are you possibly looking at for this success I'm not sure well you said based on the survey which you wanted for goal one based on the survey which you mentioned you wanted religious groups also surveyed right so based on that data what are you what is the expectation for goal two um success indicator one if we're going to take the data
from that survey from your religious groups what are what are you kind of thinking in your head in terms of professional development for staff okay based on that data so first of all the the people that are going to be surveyed and are going to be part are students teachers all the staff all the parents the community and as part of the community we would reach out to the Chamber of Commerce we would reach out to the CEF we would reach out to faith-based groups so it's not not one group not one individually would drive the results and so I'm not sure why I understand that that's all I'm fine with with all of that but I'm just I'm wondering with that data that you would get from also right religious groups what you're thinking
in terms of this success indicator and using that data for the training so I guess I'd have to ask if I hadn't say said that faith-based groups would be included would you be asking this question well I'm just curious I'm I'm just wondering if we're going to base this training on that data we would be basing it on the data that comes from all these individuals some of the people will be of Faith some of the people will not be some of the people will be of color some will not be so I don't know why we would identify why well I'm just wondering yeah it doesn't matter because four of you voted on it yeah so let's kind of review where are we at on these well you haven't are we done with number
two before we go to number three we're on goal two success indicator three correct yes and I had a proposal on the floor for that would you restate it I'm sorry I'm not president so you had a proposal for goal two number success indicator three okay you want to restate your proposal yes okay um that um and again I'm not trying to to do it word for word but um to include not only adopt text and other curriculum but to also identify current curriculum that um that include that includes a diverse authors and perspectives which would again as a way of example would be a kindness Challenge and red ribbon rate are two are two things I could think about the top of my head but I know we have plenty of current programs um
curriculum materials that would that we don't need to adopt the text so that's what I was kind of getting at there that to include current materials and curriculum uh in this success in Canada okay so first do all the trustees understand the proposal is that not included in the third goal third goal or third third goal I thought that I saw something in here well the the what I'm there was something I think in the um in the discussion part um but again for here what I'm concerned about is that we're going to be looking at adopting and getting new curriculum and new materials when I think we have a lot of existing materials that could be used for this purpose that's all I'm saying is is that to look at what we already have
before we look to adopt new that's on look that's what all I'm saying here first goal to success indicator three how about we say adopt and use adopt and adopt text and use existing and use existing there we go existing I'm good with yes well they do say other curriculum materials I don't know materials I personally don't think it does and I think that I would like to be intentional about that as far as using our current existing materials is there a question in that comment I was just trying to clarify no no about you're not clear about what how it's being stated in the success indicator my proposal is to change it to you and we I I agree with trustee Williamson I think we could say um an existing materials correct intimacy adoptex
and other existing curriculum materials trustees are your Eau Claire on this the staff player yeah so adopt and use existing texts and other curriculum materials okay and then everything at the end of that is not changing can I have thumbs for that okay going on are we at goal three now or we still need to be back at goal two we're on to go three moving forward at the speed of lightning thank you trustee Williamson we were going to be here all night but uh maybe we're not um go three okay so go through there are four success indicators there let's see Rawlings and departments I wanted to say and departments after school campuses and that was everything else was fine with me where are you goal three success indicator number one develop structures to
ensure school campuses I wanted to add and departments are safe and welcoming so we have a proposal trustee Rawlings has a proposal any questions on the proposal can we just say to ensure School sites I'm not sure the district office falls under School sites to ensure cusd sites I would be okay with that so the definition of cusd sites cusd sites is that encompassing every facility okay there's you okay do we need 10th soon as and make sure everybody is clear hold on is everybody clear what does this say including training for all students regarding building a learning community of inclusivity respect and Equity what does that mean it means including training so we put examples of training like no place for hate and other potential student training that students would go through is this
not what we do with our SEL program right now no we do not uh use no place for hate or other organizations to do training about race and race relations and inclusivity as examples we're we're not currently doing that in a systematic way across all School sites different School sites are using different things but we're not doing that comprehensively other questions comments on the proposal it's time for thumbs okay five are we clear staff Claire okay other on goal three any other proposals trustee Rolex I wanted the same for Success indicator number two is that of all of our schools that that would also include cusd sites because I do think that restorative practices also apply to staff and staff to staff as well um I have a question for Mr Grove on that one
does that violate some of our bargaining units does that have some legal issues with that not off the top of my head we've had interdepartmental squabble shall we say we've brought in an external facilitator to guide a a conversation that didn't involve the manager so it was in a non-threatening environment so I having just seen this you know for the first time as a proposal I don't see an issue with it okay so you want to restate you're just adding I'm just replacing like we did above instead of saying all of our school all of our schools that they would say all cusd Sites trustee Williamson yes the evidence-based restorative practices um could you and I probably should ask this earlier could we have it like what does that mean so I'm going to ask
staff if that answer that question I believe that was a request and so we can put um that information on what those practices would look like and what those would include in a in a report to the board so before I would vote for that I would like to know what that means so I agree uh trustee for Pat I had the same question I was wondering if we could just make it disciplinary programs instead if I if I can jump in really quickly again for me the heart of this is reducing harassment and bullying including racial epithets and pain motivated speech so you know we could take the same approach as we did earlier eliminate all the wording at the top and start with reduce harassment bullying right because that's the goal um staff
can come back and talk about the efficacy of evidence-based restorative practices as a means to get to that goal but at the end of the day we can't have harassment and bullying on our campuses so I'm pretty sure correct okay trustee Rollins is it is it a comment to yes yes two things um we as a board years ago adopted restorative practices for for not for um non-legally binding um uh or I guess legally binding um disciplinary action that's an assessment that we have to do under Ed code but we did that years ago we had had the conversation and I've asked if what restorative practices are we doing and I haven't been able to I haven't received any answers okay for that and that's well then secondly too um at least um what I
have found that suspending or expelling a student for bullying doesn't solve the problem and what does solve the problem is getting those two students together and helping them to dialogue and understand each other that that's so I could see that as being a restorative practice that is much more effective than expelling a student for using um or for bullying or harassing other students so that's from my perspective that's what I would see restorative practices being the most useful for okay can I jump in so restorative practices and I can share this with you because we do it at my school so it's really giving to students if they they're in a situation where it's negative an opportunity for them to hear each other and to understand why um this person might be hurt by what
that person said or did so it gains gives students some opportunity to gain some empathy so we don't see a repeat of the behavior because typically what happens in a school is if a kid has a racial epithet that they're disciplined but they don't see the effects of what they said so we want to make sure that students are understanding so that it's not repeated also with a different racial groups the numbers in terms of expelling so spending are a lot higher than other um like you know I'll I'll say Asians for example because I'm Asian but the African-American Community the Hispanic Community the suspension rates research will show that it's typically higher in public schools so what we want to do is prevent that right we we want to give kids an opportunity to
kind of understand what is happening and give them an opportunity to come together and talk and sometimes they even have restorative circles where it's not just two students it might be a group a class where you're talking about you know like a community conversation you know today you know it was really hard because Joey hit um was really angry about not getting the ball what's a great way that we could resolve that together so you're having kind of a community conversation so you're really building a school Community a classroom community and you're also building relationships between the students so that's what restorative practices is and that's really where it's come from because we want to keep kids from just being from discipline being punitive so it's not just a disciplinary program it's really a restoring
relationships and that's what that program's about that's helpful that but in my mind what I have always thought of it as when my son was in eighth grade I guess sixth grade another kid grabbed him by this shirt and was you know and and ripped his ripped the button off his shirt and so I went to school the next day with a needle and thread and that boy and I and our son sat around and I taught this boy how to sew a button on and but but it was you know with approval of of you know and and it was in my mind that's the restorative and restorative relationship and it taught him a skill and he loved the attention and he it was a and so in my mind it's a it's not
punitive like you had said in um quite often for a high school student to be suspended is like great you know it it and so that's not necessarily going to get to the type of Improvement that we want to see so I I like the concept the what I'm hearing in the community is a very different thing so that's why I think it's helpful if we explain what do we mean by restorative it it doesn't mean removing consequences it means it's it's a it's very it's it's different but I I would I would support what Dr Churchill had said about starting with the reduce harassment and then the Implement implementing evidence-based restorative practices being one of the actions that to me makes total sense of training in the county San Diego County Office of Education
a lot of schools are doing it because they they know that we don't want just our discipline numbers to go up we and it's more valuable kids to be able to understand what they did absolutely all right so that's good trustee for Beth I thought I saw your hand I was just wondering if we have a definition for restorative practices do we we do by the state I believe do we have one I would imagine I can't Define it in my head right now but yes I would imagine there's a definition um correct me if I'm wrong um Dr Nair Dr Churchill we did restorative justice because there was a Senate bill I believe or something that was up in Sacramento that we had to I think so trustee rawlings's point we we did modify
our board policy I was looking back it's board policy 5144.1 which talks about positive interventions in lieu of disciplinary measures so we listed out there there are currently 16 of those that talk about alternatives to expulsion or expulsion suspensions that we could use as part of that so yeah we have measured the reduction in suspensions as far direct so directors back there responsible for that area so uh that being said we have a proposal do we not I haven't seen thumbs on I mean so so yeah there were two things being discussed one was modifying uh our schools to all sites and then we morphed into a conversation of just eliminating the whole top of that and then starting with reduce so I thought we did thumbs on all Sites we didn't do that we
did thumbs on all sites for goal three success indicator one okay we have not leached it on success indicator 2 yet by changing it to all School sites right we hadn't asked for thumbs because prior to asking for thumbs on that we started talking about I believe I was the one who said maybe just eliminate everything of it in response to something that trustee Williamson had said so we're wide ranging on this one okay I want to try to sync this first things first so what are we I'd appreciate knowing if there's consensus from the board on having goal three success indicator 2 start with the word reduce do we have thumbs for that reduce harassment bullying yes yes see four thumbs right now trustee award I see five thumbs okay so goal three success
indicator 2 will read reduce harassment slash bullying including racial habitats and hate motivated speech by ten percent from Baseline and I saw four thumbs over that five all right awesome okay trustee Rawlings um can we instead of saying all of our schools because when we say reduced bullying can we add then at all cusd Sites schools isn't even in there we're just saying reduce harassment bullying including by 10 so we we don't it's like there's no descriptor of where it's everywhere so just to be clear that that does include staff District sites because they're moving that down when it goes down to actions I just want to be clear that that's our intent absolutely okay thank you or do you want my most to say well no it's okay to do it to staff no
no because again it was initially more of a student thing and I just want to make sure that we're incorporating staff because the goal absolutely okay thank you Dr niazak Claire in terms of intent okay um three any other on success indicators under three I wanted to make a recommendation that on B we uh religious political socioeconomic and other protected classes and viewpoints where are you looking at on three which um well it was on our working draft hold on for super prep yep I'm looking on yours yeah goal three two success indicator two see it says racial gender ability epithets hate motivated speech can we add religious political socioeconomic other protected see what I'm saying on B now it says etc etc just be more specific with those two categories right so there's a
pro there's a proposal I'm so sorry sure just just uh for our purposes this evening the hope is to hone in on the success indicators and not the actions we'll bring actions back I'd rather I mean my recommendation would be don't get caught up in the actions tonight help us hone in on success indicators first do you want to withdraw at withdraw that question okay trustee Rollins and I just wanted to comment on that that our definition that we agreed to includes all of those things so in my view I would just want to say based on the definitions that we agreed upon um so because it includes all the things that you just said trustees Mr Rawlings so I'm um success indicator for goal three number three instead of saying expand efforts for hiring
diverse staff I wanted to say create an environment that would encourage diverse staff so for me I don't um I'm a bit concerned about making a directive to hire diverse staff but I do think that creating an environment that that makes diverse staff want to come work for cusd I think is a is a more inclusive goal than having a specific on that that's what we have to do is hire trust your website um Miss Rollins how would you measure that I would say I agree right I would suggest that it's not only um uh I guess recruitment through Recruitment and if we are um actually able to recruit more diverse staff also retaining our current diverse staff that if we're creating an environment that our diverse staff wants to stay here that um that
that would be the way to measure it but isn't the success indicator I'm kind of struggling with that if yours is the action step the action step is by creating the environment well I'm saying expand how do you then if we look at the way it's written now how do we expand how do we measure expanding efforts I think I'm sorry um I think Mr Grove shared some experience from his past District about how he expanded efforts right so I I mean that's a way that we could expand efforts to hire diverse staff if I may yeah trustee Rawlings makes a good point hiring um frankly is a word that may conjure in people's minds quotas and that sort of thing and perhaps perhaps recruit expand efforts to recruit and retain diverse staff more accurately
reflects what what we had intended how's the rest of the trustees feel about that could you say that again and I'll listen this time sorry I would have been able to but I got medication expand efforts to recruit and retain diverse staff okay trustee Robert I just wanted to say I like Rick Mr Groves comment that he was going to have focus groups that would be an action right so I think that's how he's going to be able to recruit and retain so this is the time if there's not any more questions I'm sorry I didn't say thumbs on that okay after 10 everyone's so impatient gee whiz um so um is everybody clear about the change yes okay snaps clear about the change okay so how many are the thumbs for this change okay
it's five thumbs Dr Churchill you're welcome um are there any other changes or any amendments to the the four success indicators for goal number three trustee Williamson so there's no numbers when you say increase percentage um I I somewhere we need to we need to have a know a way of if we did it or not if we met the success indicator so if you would provide something a percent or or something in there I don't see where you're referencing number four okay close the academic performance gaps are you talking by two percent are you talking by 10 are you talking by one percent um and when you say success will be demonstrated by achieving The Targets in the following areas well what targets yeah staff can certainly include percentages in each of those three
bulleted areas to give you concrete targets we have those they just uh yeah we can include those in future address will these be consistent with what's an lcap with our yes the the targets will be probably greater than what we've identified in our lcap yes okay because if not we won't be able to we won't be meeting our goal okay okay so that's a proposal um are there any questions and percentages to make it miserable there's not percentages in there currently my understanding was is that she that it would be directing staff to bring those back is that accurate that's true I don't want to see if everybody agrees Drive thumbs for that any other comments amendments changes that you go through okay that's it right okay so let me ask Dr Churchill and Dr
Nye and anybody else have we given you what you asked for so regarding success indicators yes now the only question staff has is what's the next step we can take what you provided this evening I think we took pretty good notes synthesize it and then what honor of doctor and I if you have a recommendation to add to that but I I think we would just need direction as to staff I I guess staff's intent was not to bring another draft back in March we would just we've heard what you've said we'll incorporate those changes and then move forward with the plan if that's the incentive we weren't planning on agendizing anything in March at this point in time trustee and trustee Rawlings my understanding assumption would be that you would um move forward with
the survey in April and getting that prepared and you know with that work and that the board we have a um Dei subcommittee and which I think there are two members that are still on the board that are on that subcommittee if I remember correctly Ms Rollins is that true is Williams okay it was a mad Hulk that's true so it's done but I I guess but my assumption would be would be that the board would see the survey before it goes out but that we wouldn't but that I would not be anticipating having another agenda item um on the for the board meeting until you know until you have something to present to us I think as long as we can incorporate the two trustees in the development of that uh plan for the
for the survey and work with other stakeholders to develop that plan we we could go and launch that without a full consensus of the board I just want to make sure it's already proposing an establishment of an ad hoc subcommittee for the express purpose of working with staff on the survey yes and then is that coming in a governance request or at this point right right now it's yeah perfectly perfectly okay okay [Music] is it the the intent that the survey would precede the town hall meetings yes I'm just trying to sequence okay are there two volunteers to trustee Rawling now we've got three so now we got four great ideas yeah thank you for passing that one on um I I do think there's my position is uh there's some continuity in somebody who
already served which is trustee Williamson you were on the ad hoc before correct okay and then adding a new person um we can do this you know I feel pretty strongly that it needs to be we need to have diverse views on this board subcommittee and so it seems pretty clear to me that it would be appropriate to have either trustee board or trustee Rollins serve on it with me or yes um but I want to I want to make sure that there's uh consensus by the the board for that so my proposal is trustee Williamson and trustee Rawlings serve on that ad hoc and the only reason I say that is I don't want to leave you two out but they have context going back previous board on that and they have diverse opinions
on things as we saw it tonight and that's okay so um that's my proposal trustee Williamson I I appreciate what you said and because um trustee ward has been in a district that has really worked on a Dei plan I trustee Rollins would be fabulous on the committee but I think the trustee word might might have some insight as far as a survey I don't know that I don't know I would support that and defer to trustee water Okay so why don't we um trustee I'm declining your proposal I know I got it okay I got it I got it I got it yeah Justin verbeth would you be okay with that okay okay there's your ad thank you you're welcome what else I I'm sorry I I just I'm having trouble understanding the the
the the town hall meetings would those be agendized with with at least three trustees present and the reason I'm asking the question is we have I believe seven board meetings agendized between now and the end of June and this would be three additional meetings ten meetings in that time and I'm I'm not trying to be a stick in the mud please please understand I'm just wondering how how realistic that is if those are also in general we like a lot of meetings as it's a good question let me put it in my mind I did not anticipate that there would be three board members at every meeting that's that I this is a community meeting a community town hall meeting and the information from it would be presented to the board and so I but
I I understand that that still means the staff it needs to be at those meetings but it doesn't even necessarily be the same staff either it could be they could be held on one night and three different you know three different locations and you know a couple of so I don't know that it's necessarily um complicated as perhaps you're considering it it is that's one opinion um we're about the road trustee Rawling trust you for Beth Christy Ward to that question Mr Grove now I concur with trustee Williamson about not having always three there and we may alternate now how's that you good okay [Laughter] okay moving on because we we do have agent trustee Rawlings um and um Dr Churchill you had stated you wanted some clarity as far as what direction we were
going and one of the reasons why I asked the question I did at the beginning is that um and I thought I heard some agreement is that this is not going to be like um the cycle the constant Improvement cycle as the lcap is where we're you know we're constantly meeting about this so my what I was hearing is that now that we have success indicators and goals is that the staff will put together you know we're still gonna have the survey and those types of things but they're going to put together a three-year strategic plan like the CTE like the technology plan and then that's what it that's the plan that we're not going to do this constant you know changing and if there needs to be tweaks that sort of thing but that
would be presented to us sometime like towards the end of the year is that what you would anticipate yeah thank you for the clarification I just wanted to make sure we were all on the same page and there wasn't some expectation that something was coming back and we're going to get to work we're excited about the work thank you okay have we given you everything that you expected that is a loaded question sir just just for clarity I'm sorry when you say at the end of the year we we will be having Town Hall meetings in June and we will be conducting surveys that were you know so to say that you're going to get that in June I don't think as a realistic expectation it would be that was just more of a yeah
okay I just wanna right that wasn't hard for our expectation to me that wasn't a hard day the whole plan is going to come forward but that would be similar to how you've presented the three-year strategic plan on CTE and technology and specialized and all of those things that we're not going to do the same thing over and over and over again like we do on the lcap thank you we're getting to work and I trustee Williamson did you have a question okay so I think we can move on correct okay uh thank you uh we now move on to item 7.4 approval resolution number 20-223 authorizing a preliminary guaranteed maximum price execution delivery of a pre-construction Services agreement sightly sublease construction service agreement and other acts relating to the district's hope in Kelly Elementary
School's Phase 2 modernization projects trustees this is a discussion action item and I'll turn over to Mr Dill so you don't feel you weren't thank you I'm so excited I finally get to talk thank you for the warm-up Act this item uh trustees uh will award a single contract to lasardi construction for construction management and completion of uh really what's the second increment of the hope and Kelly uh projects not not to confuse with phase two of construction in the master plan we did advertise for requests for proposals uh and scored those and found that lucardi provided the the best value of those proposals and so in it what this will do is allow lucardi to begin working with our architect to do some pre-construction analysis of that project in hopes of finding some value
engineering where we can you know perhaps lower the the construction side of the proposal and I will note that lucardi had the lowest fees on top of the actual construction costs so um you know every every little bit that we make progress on lowering the construction costs they already had the lower lowest fees on top of that so that was part of our best value and I will also note that lucardi recently completed the first increment of the Jefferson project and did so very successfully uh within our timelines and within the budget so our recommendation is to award the uh or to adopt the resolution so that we can begin working with them and we will come back with the final guaranteed maximum price at a future meeting okay thank you Mr Dill this is
time for public comment have any blue cards been received we have not received any blue cards staff do you haven't no you don't have anything to add trustees do you have any questions may I have a motion to approve resolution number 20-223 authorizing your preliminary guaranteed maximum price execution delivery the site lease sublease construction service agreement and other acts relating to the district's hope and Kelly Elementary Schools phase two modernization projects so moved Williamson second rolling that's that I heard who was who made the motion Williamson okay and was uh second by Rawlings trustee Rawlings okay discussion any discussion see no discussion Miss Garcia please call for a vote trustee Williamson yes trustee Ward yes trustee for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we now move
to item 7.5 approval Arts music and instructional materials discretionary block grant spending plan trustees this is a discussion action item and I'll turn over to Mr Dill thank you again we have had some previous discussion about this very lengthy named block grant uh the Arts music instructional materials discretionary block grant in order to use the funds it is required that the board adopt a plan at the last meeting the board approved a new science textbooks and right after that and working with Dr Nye we were trying to determine whether we could use these funds immediately to get ahead of the purchasing cycle and I said Not until we adopt the plan so this is what we are bringing forward in previous meetings we have suggested the strategy of using the full block grant amount for
upcoming textbook adoptions and that is still the plan that we have before you although there are two contingencies uh based on whether or not we will still receive the full grant that was awarded to us this year or if it will be subject to the cut that's been proposed by the governor that requires uh uh the legislature to act on that proposal and so uh in order to expedite things we put two plans in front of you and either one will work uh if uh if the the block grant is reduced then our plan in future years would be to Simply use Lottery instructional materials funds for the remaining textbook adoptions in this cycle that we have so the recommendation is to is to adopt the expenditure plan for this block grant thank you Mr
Dell this is the time for public comment have any blue cards been received no we do not have any blue cuts okay trustees do you have any questions trustee Rawlings with these adoptions be occurring at the rate they are occurring if it wasn't for the block grant well we we looked at uh the funds that we have available in Lottery instructional materials and why we while we do have about a million 1.1 million uh and about seven hundred thousand dollars a year um you know we would have to space out um the purchases in order to align with the revenue that comes in um and this is why districts often will stockpile their instructor their Lottery funds for this purpose we don't have enough on hand right now to go as fast as we would
like to with these three adoptions so the the answer is that we would have to our the decision that we would have to make would be if we wanted to go as fast would we use unrestricted dollars to supplement the lottery instructional materials dollars that we normally use for this purpose so I can't answer that now because that would have been a question for the future had we not seen these dollars and noted that this actually fit it's quite nicely with the with the three adoptions that we have coming up with science social studies actually it's for World languages and math Mr Rawlings so does that mean that there will be additional Lottery dollars available for other purposes or are we just using those we're just using the dollars and then supplementing with Lottery to
go faster so what we would be able to do the lottery one is going to hedge against uh either the cut that we potentially could see uh you know on the Horizon by the end of this school year but we could also use the lottery dollars for other instructional materials which could include Chromebook refreshment and we had quite a bubble of Technology purposes purchases that do pertain to instructional materials from three years ago so we're starting to look at the extraordinary costs that we have so we could shift some of those Lottery dollars for different types of instructional materials and use this for the textbooks other questions see no questions may have a motion to approve the Arts music and instructional materials discretionary block grant expenditure plan with all funds to be allocated for instructional
materials needs through June 30th 2026. so moved Williamson second for Rev we'll see Williamson made the motion trustee berbeth seconded discussion seeing no discussion Miss Garcia please call for a vote trustee Williamson yes trustee Ward trustee verbeth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we now move on to item 7.6 approval update to governance team documents trustees this is a discussion action item I will now turn it over to Dr Churchill thank you trustees you'll see attached to this item to exhibits exhibit a is the updated governance team handbook based on your feedback at our governancy meeting exhibit B is the ongoing year to glance governance calendar that's adopted from a csva document just helps us to have a a year-long glance at the standard upcoming board items
for planning purposes so we'd ask you in one motion to approve both this is time for public comment have any blue cards been received we've received one blue card s Scott Davison you have three minutes good evening my name is Scott Davison I reside in the district tonight at the board meeting we will be considering updates to the governance team handbook but it's obvious from just this meeting tonight that we need to have several additional changes made to this policy and I'd like to bring these up one last time to give the board the opportunity to make those changes and avoid further problems first we really need to talk about the no clapping policy I was prepared to provide a few examples of past meetings where this policy wasn't consistently enforced including last May when
the CHS choir came to sing and last June when our own principles applauded the board's approval of their race but now we have another example here tonight where the audience continuously and repeatedly applauded without any effort by the board to announce or enforce the policy if you can enforce it it's not a policy to be clear the policy against clapping was all the rage in San Diego County a few years ago to silence the public and prevent disruptions but simply applauding comments was never disruptive and these policies are now being abandoned in fact here's a headline from the Union Tribune just last week titled Encinitas lifts no clapping ban Applause does not equate to disruptive behavior Not only was this change of policy supported by the mayor and the entire Council one council member rightly
mentioned that this is actually a freedom of expression issue it's important that people in the audience and watching online hear the support for certain speakers and be able to express themselves after public comment so I'll ask one last time to add that the board removed this policy which not only isn't enforced but which acts to suppress the freedom of speech and expression of the audience members second and finally the board is proposing to modify the policy on giving priority to certain speakers in other words creating a policy which prefers the speech of certain groups over another as I'd mentioned at the governance Workshop this is a blatant violation of the First Amendment and adding students while commendable in theory but who are again not voting constituents is just a furtherance of the original problem I
implore the board to act tonight to continue to promote transparency and respect for all voices and not continue to push policies which prefer the speech of special interest groups in non-constituent groups these are serious legal issues that require legal advice if the board continues to pursue them thank you Steph do you have anything to add okay uh trustees do you have any questions may I have a motion question okay may I have a motion to approve revisions to the governance handbook exhibit a and updates the governance team at a glance governance calendar exhibit B as presented so moved Williamson second Rawlings discussion Miss Garcia please call for a vote trustee Williamson yes trustee Ward yes yes trustee for Beth yes trustee Rawlings yes trustee Pearson yes motion passes five to zero thank you we now
move to part eight governance team reports and requests are there any governance team reports okay are there any requests trustee Williamson I request that we an agenda agendized an item at a future meeting to discuss whether the public can pull multiple blue cards on the consent calendar to clear to have a clarification conversation about that I have thumbs for that request other requests part nine Contin I don't think we have anybody else continuing we don't have any other okay it is 10 40 and the regular meeting is now adjourned our next regular meeting will take place on March 8th 2023 at 6 PM the meeting will be held at the Carlsbad Unified School District office thank you all
