received any blue cards all right the board will now recess to closed session congratulations thank you okay so no so you're off the hook yay okay foreign good evening at 6 pm and the board is reconvening from closed session there is nothing to report out welcome members of the public board members and staff thank you for attending as noted in board bylaw 9324 this meeting is being video recorded and broadcast via link on our website the recording and broadcast May capture images and sounds of those attending the meeting so behave appropriately I'd like to remind audience members and speakers that it's not unusual for students and young children to be in the attendance at our meetings or to watch the recorded broadcast I invite you to model Civility and decorum as we go about the
business of the board this evening well I cannot prohibit anyone from using unprofessional language please think about the students and adults who are watching our proceedings we'll begin tonight's meeting with student representative Nick cpec leading Us in the Pledge of Allegiance followed by trustee Rawlings leading us in a moment of meditation trustee Pearson reading from the district vision and Ms Garcia will take role foreign so back in 2018 our superintendent thought it was a good idea that all the leaders within the organization read a book called The innovators mindset and throughout the year what we did as trustees is we read through different passages of that book and I thought of it tonight as we are going into a new phase that we should maybe read from it at least that's how what I chose
to do is to read from this book tonight so um I'm going to start with the three most important words in education are relationships relationships relationships without them we have nothing as leaders in education our job is not to control those who we serve but to unleash their talent if Innovation is going to be a priority in education we need to create a culture where trust is the norm this must be modeled at the highest level of the organization if we expect teachers to create the same culture in their classrooms in some cases that may mean we as leaders have to extend trust to our people before they've earned it but it's far easier to trust someone when you have a relationship with that person our community and its Traditions are deeply connected to our
schools parents and Community member partner with teachers to provide unique educational opportunities for students students value the Traditions that built our community local businesses the lagoons preserves and beaches are an integral part of our identity we will now take roll trustee Ward you just say here oh I just say here trustee verbeth trustee Rawlings here trustee Pearson here trustee Williamson here um may I have a motion to approve agenda item 4.1 approval and or organization of the December 14th 2022 meeting agenda so move Pearson second Rawlings trustee Pearson made the motion trustee Rawlings seconded the motion Miss Garcia please call for a vote Misty Ward say yes trustee verbeth yes trustee Rawlings yes trustee Pearson yes trustee Williamson yes unless you wanted to say no I wasn't trying to direct you okay okay sorry motion
passes five to zero we'll now move to item 5.1 annual organization meeting Dr Churchill thank you the board this evening is holding its organizational meeting tonight is December 14 2022. in conformance with board by law 9100. at this time the Board of Trustees is adjourned for the purpose of reorganization to elect a new president vice president and Clerk of the board for the 2023 calendar year the board may do this by verbally making and accepting nominations followed by a motion a second and roll call voting as soon as a new board president is elected they will immediately assume the role of President and will commence with the remaining elections and then we'll proceed with the other items on the agenda so for item 5.2 election President of the Board of Trustees the floor is now
open uh Trustees for nominations for president of the board I nominate Ray Pearson Ray Pearson nominated for president hearing no other nominations um trustee Pearson has been nominated for the position of president of the Board of Trustees may I have a motion to approve Mr Pearson as president so moved second may I have a second we just need to say second good so trustee Williamson made the motion trustee verbeth seconded the motion is there any uh discussion on this particular item before we go to a vote trustee Rawlings um as we discussed um with our policies um I have personally decided that I will be voting no on your nomination and um we basically we have a basic difference in our interpretation of our governance handbook and we've discussed that over many years and um
so I will be voting no on this item and I did inform our superintendent is there any other discussion so at this time can I ask questions of the potential president okay so I know there's going to be some Hefty things coming down in the next few years so just some questions around your ideas around the Direction with Dei can we ask those kind of questions or no you could ask style okay but any specific topic we would need to have the agenda in front of it would have to be talking about the agenda at the time so I could ask about the style and okay so can you give me an example of that how do you feel about um Extended discussion about a topic how do you feel I mean that those types
of questions is that what you're asking yes well I was asking about when you're referencing style like what kind of question does what does that question sound like right right that would be what that question would be that would like kind of like a style as president would you be you know would we still be able to have lots of discussion or would you not allow trustees to have discussion how would you feel about you know those types of things that you could I believe discuss so could I ask um like what because the president helps with the agenda correct creating the agenda so could I ask um you know would you be open-minded to different perspectives to incorporate that agenda would that be okay so in keeping it as I've been on the board
for eight years it has been collaborative not letting any special interest groups dominate but hearing from all sides in the discussion all so in this particular agenda including staff cabinet the community teachers students parents and tax holders taxpayers in this community so that would be consistent in terms of any agenda item comes before the board okay thank you all right is there any further discussion hearing none uh Miss Garcia will you please call for a vote trustee Ward no trustee verbeth yes trustee Rawlings no trustee Pearson yes trustee Williamson yes motion passes three to two all right congratulations Mr Pearson uh at this time uh trustee Pearson and trustee Williamson will swap sweet seats and then we will hand the gavel to trustee Pearson he will commence with the rest of the agenda items thank
you okay and my first action as president that I wish to express appreciation trustee Williamson for her leadership during this past year on behalf of the Board of Trustees and staff I'd like to present trustee Williamson with this plaque and to thank you for all your services board president okay the floor is now open for nominations for vice president of the board I'll nominate Kathy Rawlings as vice president I'll second that there's not a need for a second home nomination um hearing none uh trustee Williamson has been nominal excuse me trustee Rawlings has been nominated for the position of vice president with the Board of Trustees may I have a motion to approve so moved and a second yes second second okay trustee Williamson made the motion and trustee Ward second of the motion any
discussion Ms Garcia please call for a vote trustee Ward yes trustee burbap yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero hey please let the record show that trustee Rawlings has been elected as vice president of the Board of Trustees for 2023. the floor is now open for nominations for Clerk of a board I'd like to nominate Michelle Ward and I'd like to nominate Gretchen verbeth two trustees trustee Ward and trustee verbeth have been nominated for the position of clerk of the Board of Trustees in this case we'll go through the process of motion second and vote for one of the nominees if if that does not result in a board majority of three votes then we'll go through the process of a motion second and vote for the
second nominee if that does not result in a board majority of three votes then it'll ask for further nominations okay I'll make a motion to approve trustee verbeth for the position of clerk of the Board of Trustees may I have a second a second I made the motion trustee Williamson's second the motion any discussion Ms Garcia please call for a vote trustee Ward no trustee verbeth yes trustee Rawlings no trustee Williamson yes trustee Pearson yes motion passes three to two Okay so 3-2 vote uh trustee verbeth it's been uh elected as Clerk of the Board of Trustees congratulations item 5.5 organization the board appointment of the superintendent as secretary to the Board of Trustees I recommend we appoint superintendent Churchill as a secretary to the Board of Trustees may I have a motion to approve
so moved second trustee Williams send me the motion trustee Rawlings second of the motion any discussion see no discussion Ms Garcia please call for a vote trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes by to zero item 5.6 organization of the board authorized signatures may have a motion to prove authorized signatures for the district as presented so moved second trustee Williams to me the motion trustee rolling second the motion any discussion Ms Garcia please call for a vote trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero item 5.7 organization of the board school board meeting schedule may have a motion to approve the 2023 schedule of board meetings as presented some moved second for discussion
purposes trustee Williamson May the motion trustee Rawlings second the motion for discussion purposes any discussion Jesse Rawlings my understanding is there's several meetings that are being requested to to be moved um one I would like to see us reconsider is the March 22nd I believe which is the first night of Ramadan so if we can have all if there's all changes done in one in the discussion this is just one so this is that's one for me and I do know that there's some others that um folks are looking at do you want to include those you ask a question are you going to be um suggesting a different date in place of all the ones that you're I need to change okay so what what date would you be changing from from what to
what I would like us to consider instead of uh March 22nd for our study session I would like that to be moved to March 29th and I believe um trustee trustee Ward had some potential meetings that need to be moved as well [Music] give those to you now okay sure so is I'm looking at May 10th to get moved to May 17th do you want us to let you know if that doesn't work for us or are we going to do this we'll take them all and then we'll ask staff and then we'll ask okay each the board and then June 7th to June 14th I'm sorry I didn't hear the third one June 7th to June 14th May 10th to May 17th oh trustee won't trustee Williams no I I'm I most I must
have written so the 10th to the 17th in May you said um yes okay thanks trustee Rawlings thank you um and for the um the superintendent's evaluation on August 4th can we potentially set a time for that now or could we set State when we will be setting a time for that would be the other thing I'd like us to consider that's the date that you generally meet off-site together for a portion of the day yes and usually it says between eight and nine in the morning and I'm not sure that that's going to work for all trustees so I wanted to get a clarification on when we would make that determination and how we would make that determination of the time because it says here to be determined should we go ahead Dr Churchill
to make that decision or later on it's entirely up to you it's really dependent on your five schedules that's a meeting that you have without staff so it it's doesn't matter to us you all just need to decide when you'd like that we could bring that back you know at the next meeting have some time to talk about it is that okay can I have a thumbs up if we're going to if that's okay to move to move the decision to after this or do we want to make decisions is there a reason that we can't talk about it now no that was why I brought it up I figured we'd get it all done at the same time um so trustee Ward um and uh trustee verbat um are you able to meet during
the day in the mornings um on a Friday is I believe this is a Friday August 4th August 4th yes Monday Wednesday Fridays I teach from nine to ten so I'd like to avoid that please and that date is actually if we could possibly wait because the district that I work in there I'm not sure what that work calendar looks like yet but so um this would be going against our normal tradition but um what I what I'd like to propose is that we meet at 4 30 instead of um eight to nine in the morning on August 4th oh what time 4 30. oh okay so with the idea that our typical hours that we have is what three to four hours five hours more like five or six so we used to do
this on a Saturday and I would be fine doing it on a Saturday doing the Saturday the 5th and then we would then because I typically take a vacation day on on for this date but I would that this way I wouldn't have to take a vacation day so if everybody's comfortable then you wouldn't have your class so could are we all available on the 5th yes and that way we could do it in the morning when we're fresher and Okay so my only request since it's on a Saturday um if we could make it 9 30. so we'll make that 9 30 on the 5th of August 9 30. for the superintendent's evaluation okay excellent and that's good with everybody trustee Pearson would you like me to read back the four changes that have
been requested and give staff the opportunity to let you know we have perspective and then and then there's three three of them are going to give us perspective on correct yeah okay those were the only ones that I was aware of are there any others Professor Williamson the dates that were on there were fine I had planned a couple trips around those in fact so that's why I have now a conflict With The Changes um so do we want to talk about that now or put Mr Pearson what we should be doing is taking if you have any other changes I don't have any changes and you have conflict with some of the changes yeah okay so let's get the staff perspective first and then let's talk about the trustee's perspective on those changed dates
yeah the trustees um ran these dates past staff in advance of the meeting so when we looked at moving March 22nd to the 29th no problem from our perspective moving May 10th to May 17th is no problem from our perspective um June 7th to June 14th is not a problem um it does however mean that our June meetings will be back to back um on the 14th and then the I believe it's the 21st so that's the only wrinkle but I don't believe from a from a fiscal Services perspective that's a problem you know we can we can do both the lcap public hearing and the budget public Hearing in that first meeting uh you know we'll both Dr and I and I would say there will be zero chance of change any changes uh
because we'll be posting in two days later uh for that budget so yeah but there's typically no changes to either of those documents from public hearing to adoption so we should be able to make that work so from our perspectives those those three dates they were could if the board chooses to make that adjustment staff can make it work okay so why don't we take the first one and see what if everyone is going to work for the changing it from March 22nd to the 29th is that gonna all work for everybody let me see thumbs you get use of the thumbs okay we use a lot of phones so I'm gonna get used to that so that seems to work May 10 to May 17th is that going to work for everybody no yeah
I I think I have I have a trip planned that I could possibly move um if um but I'd have to check with other people that are that are part of the trip to see if they can change their plans as well so I wouldn't be able to do it tonight because I'd so there's a couple options and see what the rest of the trustees want is wait how long would you need to find I know by the next meeting is that okay with all the trustees that we wait till the next meeting on that date to change and see thumbs okay okay so so noted that we'll wait for the next meeting to decide on changing May 10th to the 17th June 7th to the 14th I cannot do 14th okay so we have
a trustee that can't make that meeting on the 14th is there would like to make sure that all trustees can attend the meeting so uh do we have an alternate from the 17th or excuse me the 7th trustee Rollings Mr Dill would there be any issue in moving it to the 28th of June the budget adoption meeting moved to the 23rd the 28th the 28th right move from the seventh we're trying to move the seventh so could we meet later in the month do you see any problem with that if we still had the 14th correct correct June 28th would be fine uh the board must adopt a budget by June 30th so I will caution and the lcat both must be adopted by the 30th so um if we stick to our tradition we
should be fine on the 28th all right question so the 21st is when the principals come in and speak with us right and and we and we have the uh summer with progress summary of progress correct so that's that would still stay on the 21st and so what we would be typically doing on the seventh is simply the budget so so there's two meetings in June for two reasons um you have to have a public hearing uh on one meeting and then adoption on another meeting for both the lcap and the budget so that's why we have to have two meetings in June one would be to do public hearings on the lcap and budget the second meeting would be to approve the lcap and budget at that second meeting traditionally we invite our principals
to share in the presentation for our summary of progress report um so we need two meetings and we'd be want to be cognizant of principles work schedule and calendar I'm not sure that they're all working on June 28th yeah so so they would stay on the 21st if we have two meetings the 21st and the 28th if that's what's being discussed then yeah we would just move the summary progress to the first meeting yeah okay fine with it is everybody available on the 28th then I'm sorry I'm not good it's hard luck so June 28th uh is everybody okay okay so let's be clear we have uh June 21st and a June 28th board meeting is that correct Dr Churchill move yes yeah that is correct yeah we our June meetings will now be on
June 21st and 28th okay so I think we need to have a motion now with the new dates I'm sorry and then um you're moving August 4th August 5th and at Saturday at 9 30. okay and Dr Churchill is acting as parliamentarian I believe we need emotion for this as well that is correct I'm just making sure trustee Rawlings I'd be happy to make the motion just to clarify that we will also May 10th will remain until we have clarification for the following at the following meeting is that accurate yes for the next meeting from here our next yes our next meeting our next yes do you want to include that in a motion yes that's right so I'm going to go ahead and make a motion I think we have a motion on the
floor okay so do we have do we have to amend that motion to confirm all the different things we've agreed to let me take a step back so thank you so um you did provide consensus via thumbs uh to to bring this item back to the next meeting to discuss the May meeting date so that you don't need to do anything else on you already gave us Direction there is a motion on the floor to adopt the calendar as written so if trustee Rawlings made the motion you would need to amend it to move March 22nd to the 29th June 7th to the 28th and August 4th to the 5th so moved what Dr Churchill said who second who made the second second has to was that me I don't think you made that actually
I made the second question I think I made the motion I apologize I thought that I did yes so so I'm I moved what Dr Churchill said yeah yeah okay yes yep okay do you please call for a vote trustee Ward yes trustee berbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero thank you for all going through that uh item 5.8 organizations board Board of Trustees committee representative appointments for 2023 trustees are there any questions see no questions may I have a motion to approve the 2023 trustees committee represented appointments as presented so moved second for discussion trustee Williamson made the motion trustee Rawlings second and for discussion purposes discussion um I do know that for the Personnel commission meetings for instance I am that time frame doesn't
work for me unfortunately so um I am really unable to fulfill the duties of that assignment so I did want to bring that up and I do believe there were some other trustees that were had some considerations on assignments as well Dr Churchill um I don't think this friend of me did is there two people there's two trustees assigned uh correct and and we could simply have one trustee assigned to the personal commission without any issues uh the truth is it's rather unusual for trustees to attend those meetings so it's a name only um so one would be fine and that would be you Mr Pearson you're the other nameless okay all right unless there is some and however I would be happy to serve on another committee that I'm that I my schedule will
support um if there's other trustees that do need to move assignments around are there any other trustees that would like to serve on the Personnel committee I mean any any of us can attend anytime we want to and so I I might step in because I have a couple of friends there okay uh any any other discussion on any other committee assignments okay so trustee Williams you made the motion do you want to amend that I meant amend the motion to remove Kathy Rawlings as um Serbian on the Personnel Commission and trusteeology made the second I amend I approve with a second Mr said please call for a vote trustee Ward yes trustee berbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero thank you item 5.9 organization the
board resolution number 16-223 role and responsibility members of the Board of Trustees may I have a motion to approve resolution number 16-223 role and responsibilities of members of the Board of Trustees so moved Rawlings second Williamson any discussion okay Miss Garcia please call for a vote trustee Ward yes trustee verbep yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero as our tradition the Board of Trustees will now read the resolution aloud um I think we'll go trustee Williamson on down in that way as a school board member I know that my primary responsibility is to the child I am in effect the adult conscience of my community with regard to the welfare of children the welfare of the child will therefore be my first consideration in my actions as
a board member as a school board member I know that my second responsibility is to the citizens who elected me I am in effect the will of many people what I do reflects their concerns about human growth and development what I do determines the price they will pay for Educational Services the concerns of District citizens will therefore be my second consideration in my actions as a board member number three as a school board member I recognize that I am a major employer what I do will affect the capacity of many people to practice the profession or trade in which they have so much personal investment what I do will affect the material quality of their lives and the lives of their children Justice for the people I employ will therefore be my third consideration in
my actions as a board member four as a school board member I realize that I represent the authority of government I possess the power to Grant and to deny but the power is not mine individually it represents the delegated authority of the majority in a democracy it should be exercised with concerning care for the least influential member of society that is the rights of the minority must be protected concern for every individual will thus be my fourth consideration in my actions as a board member fifth consideration as a school board member I realized that I am but one element of a policy-making body as such I have no Authority outside the official meetings depended in part my ability to work with my fellow board members in a Spirit of Harmony in cooperation despite differences of
opinion that may arise I further recognize that administration of the educational program and the conduct of school business is the responsibility of the superintendent of schools and his or her staff a sense of loyalty to Associates and respect for group decisions cooperatively reach will therefore be my fifth consideration in my actions as a board member as a board member I acknowledge that I am a separate individual my feelings and Views are unique to me based on my own personal experiences like all other individuals I have something to contribute to the sum of society unlike most individuals I have the opportunity and the responsibility to make some of these contributions as a board member and will do so to the best of my ability my personal feelings and Concepts will therefore be my sixth consideration in
my actions as a board member thank you all uh we are now back in regular session we'll proceed to Communications item 6.1 report by student representative the board Nick cpeck sure uh so Siege Creek is currently hosting our annual Toys for Tots Drive which will run until Friday all members of the greater Carlsbad Community are encouraged to donate new unwrapped toys at this week's home safe treat games and then tomorrow at our winter movie night speaking of which uh ASP will be screening elf tomorrow at 6 pm on campus for students and their families all are invited to attend um tomorrow's also last day for satrique students specifically to apply for a grant worth up to 300 to fund their genius Eagle Scout or Gold Award projects and then if you get hungry during science

the board per board bylaw 9323 public comments will be limited to 20 minutes this means each speaker will have two minutes this is the time that members of the public have the opportunity to dress the board on any non-agendized item that is within the subject matter jurisdiction of the board ordinarily the board members will not respond to presentations and no action may be taken however the board may give direction to staff following a presentation please keep in mind though that school board meetings are business meetings that are conducted in public not Town Hall meetings where there is ongoing discussion between board members and the public as a school board we have a responsibility to ensure that the agendized business of the district is completed during the meeting we invite you to show support for speaker
by waving your fingers rather than clapping or cheering when I call your name please come to the podium state your name indicate whether or not you live within the boundaries of the school district we'll have the timer on the screen which is right over there and your mic will be muted when your time is expired the first speaker is Laura Pitts good evening trustees I am Laura Pitts I'm the CEO at Carlsbad Educational Foundation welcome to the new trustees a couple exciting announcements we um have kicked off our end of year campaign with giving Tuesday we saw an amazing turnout of parent and community support for Kids Care scholarships and student programming our campaign will continue through the end of the year so we ask those who make a year-end donation to consider making it
to the Carlsbad Educational Foundation to support the over 11 000 students equally exciting philanthropy news is that we have pre-sale tickets and table purchases are now live on our website for our 2022 or 2023 Gala we are going to be offering 2022 pricing through the first week of January uh this year's Gala features Tainted Love is the best of the 80s live and we'll be back at the lovely Omni La Costa Resort on May 20th switching to earned income programs we have been over the past few months exploring options for a middle school after school program I am excited to announce I think we found a winner we went to the middle schools all three of them we talked to students directly we allowed them to choose the programming and we will be offering programs
at all three schools will offer the same thing we're going to offer a cooking class we're offering self-defense and we are offering art and sculpture and so it will be once a week for eight weeks for about an hour and a half after school it is a fee based program for all students sixth through eighth grade and our sixth grade students who are eligible for the expanded learning opportunities program will have that opportunity for free finally as I've shared at every meeting this year we are continuing to welcome new staff for our kids CARE program we continue to run a waitlist at nearly every school and we are working with a formal relationship with Cal State San Marcos to increase our internship opportunities and the other exciting news of Kids Care however is that we
have begun to serve the expanded learning opportunity students and we currently have 45 students taking advantage of this program good night thank you and thank you CEO for all you do for our schools our next speaker is if I pronounce your last name wrong forgive me I'm sorry Ally breaden Burke I am here tonight to tell you that I am one of many students who was left behind in your school system I was severely bullied and ended up siled into independent studies where I was isolated lonely and struggled with severe depression due to that bullying now at 25 I have discovered that I am on the autism spectrum and it makes sense because I was meant one of many neurodivergent students who did not fit in because the system is not designed for people like
me I want to ask you to seriously consider implementing deib at cusd as the president of the Carlsbad equality Coalition I have received many comments from students who mirror my experience with the same type of bullying I suffered and witnessed to me this is a shame on our schools and Leadership because we can do better research shows that students who are bullied usually keep it a secret because they fear it will get worse and often it does this is why deib is so important in fact a Deloitte study found that not addressing Dei is estimated to have cost the American economy 16 trillion dollars over the last 20 years so I ask you let's be better let's be the model school system wherein all kids can grow up to belong where students like me aren't
left behind thank you next speaker is Katrina whitish and if I pronounce your last name I'm sorry hello my name is Katrina weidelick pair of two students in the district teacher and resident of the district and GSA advisor Harvey Milk eloquently said hope will never be silent last month I came here to remind the board of the benefits of GSA clubs and inclusive policies for lgbtqia plus students several other community members came here in an attempt to silence and shame teachers advisors and students who only seek the hope of acceptance and inclusivity but we will not be silenced one week later a shooting in Colorado silenced Raymond Green Vance Kelly loving Daniel Aston Derek rump and Ashley pogg gun violence hateful rhetoric and homophobic and transphobic lies once again came together to silence family celebrations
Thanksgiving dinners and dreams but we will not be silenced it is my hope that the district will take meaningful decisive and impactful action to ensure diversity Equity inclusion and belonging is at the Cornerstone of our schools from the books we read with students to the professional development offered to teachers to the rainbow of clubs on campus like G essay Mana BSU best buddies and Dale De Cultura please make sure that no voice is silenced please recognize the emotional and mental health benefits of inclusion from improved cognitive and critical thinking skills to empathetic and engaged citizens make sure that our district provides inclusive education for students from TK to 12th grade and an inclusive campus for every family member family employee and child because we will not be silenced thank you next speaker is Augustine Dao
hi my name is Augustine Dao I live within the district and I graduated from Sage Creek High School I wanted to mention that this is a great day for Carlsbad I want to congratulate trustee member Kathy Rawlings for her reelection thank you for working towards a sustainable future not just in the warming climate but working towards a sustainable coexistence for our community thank you for working directly with the community to make Equity happen I want to welcome and congratulate trustee Michelle Ward I'm so proud and grateful to have met you you have done so much to serve this community and our students and I'm excited to have you on the board as Carlsbad takes its next steps thank you for you too thank you to YouTube for making our public schools and fighting for public
schools let's make some magic happen let's see what diversity Equity inclusion and belonging in Carlsbad can look like and that brings me to trustee correction thank God we have a Dei plan in the talks because we need to care for the lgbtq community and all of the marginalized groups in our community we need to move forward helping our students not taking away the support systems they depend upon for their Mental Health congratulations to the Carlsbad Unified School District for presenting agenda item 8.3 and I look forward to the fruitful discussion and action that will come out of tonight thank you next speaker is Hannah Summerhill hi everyone I'm Hannah Summerhill I live in Carlsbad and I'm the co-vice president of the Carlsbad equality coalition after the last several school board meetings I've been heartbroken to
hear people speak out against lgbtqia plus rights saying that it doesn't belong in schools this kind of rhetoric is divisive and violent and speech like this ties directly to the kind of physical violence that we saw recently at the Q nightclub shooting some are convinced that even a club like gay straight Alliance GSA will somehow cause gender dysphoria and make kids run to get a gender reassignment surgery this kind of thinking is fear-based not fact-based it aims to demonize queerness and undermines necessary support that gets more and more necessary every time students hear adults at school board meetings like this speak out against them protecting our kids means accepting our kids those who attempt to staunch progress are always always on the wrong side of History when I hear these homophobic and transphobic speeches I
am reminded of the screaming white adults and the photos of Ruby Bridges integrating her school in 1960. where the Little Rock Nine integrating theirs in 1957. we look at these photos and think we could never be those people yelling at children who simply want an education and want to be acknowledged and supported because they're different ask yourself if you're the 2022 version of those adults because if you are you'll be on the wrong side of history and you are on the wrong side of now thank you next speaker Brandon try out this Townsend I'm sure I'll get corrected Hey so uh good evening uh my name is Brandon tyongson and although I do live outside the district I work for the Carlsbad City libraries carlsbad's own uh City di team while also being a co-vice
president of the carlsbadi quality coalition um I feel that thanks to my multiple roles focused on community service including two-year employment at Javier Oaks Middle School's guidance office I am also privy to a lot of inequities that students parents and teachers go through while also having a voice and a lot of efforts to remedy these which includes the city's extensive di work plan well I've come to see Citywide is a lot of disconnected but well-intentioned efforts to attack extraordinarily complex structural issues and My Hope Is that Carlsbad Unified School District and city government can form a strategic partnership to cultivate Carlsbad into an equitable Garden we'll all have room to grow and persevere with a much deeper approach to ensure long-term success thank you speakers at JB Scranton Mr chairman may it please the board
JB Scranton San Diego's number one substitute and Foster a parent I do not live in the district I'm following up with you after submitting correspondence earlier tonight regarding your HR practices at the heart of our dispute is why have you shut off the phones for me from Sage Creek since February 2018. I had a face-to-face conversation with the principal and this news was a surprise to him to his knowledge I'd done nothing to Merit blacklisting from Sage so where did this decision come from I submit to you that this was an act of Spite and retaliation coming from your HR guy Rick Grove the shutting off of the phones is roughly coincident with a similar records request I made from him in February of 2018. I submit to you that Rick Rove used his authority
and power to inflict pain and retaliation upon an employee members this is the clinical definition of sadism in Rick Grove is a sadistic bastard retaliation and lying about it is some up Mr chairman you should investigate these improper practices you cannot treat people like this it is cruel next speaker is uh Sarah Hunter my name is Sarah Hunter and I do not reside in the district my pronouns are she her I'm a teacher GSA advisor and proud parent of three children in Carlsbad Unified my kids are black and they're beautiful and intelligent and observant of their surroundings so they're well aware that in all the years they've attended Carlsbad schools they have to had not one single teacher or administrator that looks like them if that trajectory remains unchanged they will graduate high school without
ever having seen teachers that reflect the diversity of the students in this district and it's a well-known fact that representation is a key factor in determining student performance and success every month some members of the Carlsbad Community are Brazen enough to show up here and argue against programs and plans that support diversity Equity inclusion and belonging unsurprisingly this is the very same group of people that have been harassing me for months over my work as a GSA advisor arguments against eib are an endorsement of the status quo which denies all of us the opportunity for growth in this ever-changing world we will all benefit from a deib plan that gives us language and resources to show up for one another honestly and authentically cusd must take decisive steps to make safer more inclusive schools for
all of our kids more inclusive spaces uplift all of us providing more students an opportunity to see themselves in our curriculum and be exposed to diverse perspectives and experiences thank you krisha Walter or Walter hi so I thought I had one minute krisha I lived in District I'll try to slow it down this diversity Equity inclusion draft is extremely vague and the parents in this District deserve at a minimum a transparent and detailed Draft before the school board even discusses approving it for example goal one academic the identified student group excludes whites and Asian students as if they didn't have any learning loss associated with the covid lockdowns in addition under goal three strategy 2 What specifically does this mean my daughter's AP teacher told her that they had to slow down this year's curriculum
because the students are not able to keep up with the normal teaching effort her AP science course lastly under goal 6 suspension reduction how are you going to achieve this hopefully not by ignoring kids kids bad behavior I've had I've had first-hand experience at this school in this District trying to accommodate a child that would terrorize the class and eventually the school this practice didn't help the kids in the class or the kids in the playground and it definitely didn't address the specific kids needs By ignoring the situation it just Amplified the problem these are just a small sample the vague nature of this draft and I'm asking you the school board to get a better picture of what this plan really is thank you last speaker is uh Peggy Bartley good evening trustees in
0591954 the U.S Supreme Court ruled in Brown versus education that segregation was unconstitutional separate but equal was banned in 1963 MLK gave his I Have a Dream speech in which he said I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character I wonder if MLK in his wildest dreams would think the sexual identity of little children would be a major focus in education and here we are in 2022 with some students as oppressors and others as oppressed based on the color of their skin I have a few questions what percentage of third graders are reading and doing math at grade level do students graduate from eighth grade knowing such things
as the branches of government the Lincoln Emancipation Proclamation that freed All American blacks from slavery in 1863 and also do they realize that over seven hundred thousand men lost their lives in the civil war to end slavery I could go on and on how does Dei fit into this it appears to me that education and I use that word lightly has become exploitation with the predominance of lgbtqia Plus this is Marx's ideology eliminate God and destroy the nuclear family how about going back to teaching reading math History Science and good citizenship thank you all we now move on to approval the consent calendar item 7.0 consent calendar all matters listed on the consent calendar considered by the board to be routine and will be enacted by the board in one motion there will be no
discussion on these items prior to the time the board votes on the motion unless there's a request for one or more specific items to be discussed and or removed from the consent calendar this is a time for public comment have any blue cards been received we've received one blue card for item 7.7 when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district you will have my process check I don't believe 7.3 minutes process check I don't believe seven point I apologize thank you nice question trustee Rawlings are these additional for the consent calendar okay so let me go back to where I was at um you will have uh three minutes we will have the timer on the
screen and your mic will be muted when your time is expired the first speaker is JB Scranton Mr chairman again JB Scranton I do not reside in the district the certificated report submitted to you is incomplete 15 out of the 16 entries are new hires to the substitute pool this report fails to explain why you still need to hire so many new substitutes here in December I can think of two reasons one subs don't like the toxic work environment that Rick Grove has created as I indicated earlier we were never told about these secret substitute evaluation forms that you disclosed to me earlier after two years of demand you're operating a star chamber and it is improper two you are compensating substitutes inadequately still you cut our pay by 41 back in July and you
still have not offered any justification for why you did that or whose idea it was recently I showed up for a job and I was told that as of 8 30 that morning there were still 17 unfilled sub positions in the district there is a crisis in the sub pool and this report does nothing to explain why we heard earlier tonight about some of the bullying going on in our district against some of our students to end this culture of bullying you need to set an example first and clean up the in your own house going on against your hardest working employees trustees are there any items to be pooled Christy Rawlings 7.19 actually trustee Pearson or can we ask questions about the item that was pulled by the last speaker yeah if you requested
to pull that item so I would add that to your request right now to pull 7.7 is that what you're asking okay I I was on the impression that the speaker pulled the item in order to speak to it well this the trustees pulled the items speakers could speak to any one of them so if someone would like to pull that we can do that I would like to pull that as well then foreign yes I would like to pull item 7.131415 and 1 6. I would like to pull item 7.131415 and 1 6. are you able to hear other people or is it just me that I'm you're not hearing everyone or just me oh okay thanks any other items to be pulled trustees okay may I have a motion I have a motion
to approve the consent calendar with exception of item 7.19 7.13 7.14 7.15 7.16 . you asked for 7.13 to be pulled okay let me repeat then may I have a motion to prove the consent calendar with the exception of items seven point one nine seven point one seven seven point one three seven point one four seven point one not 7.13 I thought you would okay I think you said 7.17 and it's 7.7 that I pulled let me let me go ahead trustee Williamson what were the ones you wanted okay I'm pulling 7.13 one four one five and one six I'm going to repeat this trustee Williamson once pulled 7.13 0.14.1516 trustee Rawlings one seven point one seven and one nine No 1 9. 7.07 7.19 7.719 thank you let me repeat 7.7 7.19 got it
okay thank you thanks for your patience okay so I may have a motion to approve the consent calendar exception of those items so moved second trustee Williamson made the motion and trustee rawling's second the motion Ms Garcia please call for a vote trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero okay let's see so okay okay so may I have a motion to prove the item 7.7 so moved second trustee Williamson May the motion and trustee Rawlings second the motion trustee Rawlings you pull this item do you have a question or comment may I ask a question of Staff please yes Mr Grove can you advise what the purpose of this report is please the board is the official hiring Authority for the district
this is an opportunity for the board to hire your staff this is a report of the staff who have gone through the employment process and are being recommended for your hire this evening um is this in addition to our current substitute pool yes it is and therefore would be assisting in um resolving any shortages we may have um now and into the future that's correct thank you okay so with that each one of these okay so do I have a may I have a motion to prove items we already have a motion in a second and I asked my questions and then it would be discussion so now we go to vote anyway thank you Mr Garcia please call for a vote trustee Ward yes trustee berbeth yes trustee Rawlings yes trustee Williamson yes trustee
Pearson yes motion passes five to zero so do I go through each one of these thank you uh may I have a motion to prove the item 7.19 so moved yeah second see no second I want you to well then I'll second Pearson second so trustee Williamson made the motion trustee Pearson's second of the motion yes trustee Rawlings thank you um I will not be voting in favor of this um this item it as we're entering into looking at ways to include all students um this club does not appear to do that in my opinion therefore I'll be voting now professor um I asked a question very similar to that and the answer was all students can participate and everyone can be included and so with that understanding I'll be voting yes but had that
not been the case I would have been voting no so I will be voting yes uh trustee Rawlings and for me that the name of the club would it from from my perspective even though it it's allowed the title would be um uh repelling to some folks that may want to engage so that's why um again I'm voting now I have a question trustee for Beth is there a club called girls who code yes and I just like to make a comment that I had the same concern as trustee Williamson did until it was answered before the meeting and then I also looked at being consistent with all our clubs on all our campuses in terms of allowing anybody to join any of our clubs no matter what the title is of it and I
saw that once I saw the response then I saw it that any student can join any club no matter what their gender is or what a gender they identify with Chrissy Rollins um I'd also like to make a comment that I recognize that that we do have clubs that as we move along those through changing of structures and systems that those may change as well but for me as this is coming before me as the board member for approval that's why I feel that you know that structure structural change only happens as slowly sometimes and as we things are up for approval so that's again why I've decided to do that understanding that we do have existing clubs yes trustee Ward yes trustee verbeth yes trustee Rawlings no trustee Williamson yes trustee Pearson yes motion
passes four to one okay see if I can get this right here I think we're on I'm gonna mess this up I know what 7.17 nope a mouse 7.13 I'd like to make a motion that we approve item 7.13 7.14 and 71.15 I need a second I'll second it trustee Williamson made the motion trust Steve or Beth second of the motion board members these are requests for overnight trips one starts tomorrow and the other is next month they could all have been submitted to us at the beginning of the year when they come to us this late reservations have already been made plans are pretty much in concrete which puts the board in a tough position if we were to want to deny the trip I'll reluctantly be voting yes but I ask my fellow
trustees to join me in reminding staff that we've given directions several times in the past that trip requests come to us in a timely manner and it appears that we're slipping back into Old Habits to be clear there are some exceptions like when a student unexpectedly qualifies for a competition but for regular trips we expect the item to come to us before any funds have been expended so that's I will be voting yes but um I would like to see maybe visually if my fellow board members would also like to give that direction to staff to remind the powers that be that they that we receive these requests in a timely manner trustee Rawlings are you asking for consensus to give direction to uh staff yeah I am okay so we have five thumbs thank
you for that Miss Garcia please call for a vote trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero I move approval of item 7.16 second wrongs trustee Remsen made the motion trustee Rawlings second the motion Mr Williamson this is a request to approve a trip for Avid 11th grade students at Sage Creek to visit several UC and CSU schools in Northern California they already visit local UC and CSU campuses I strongly support the goals of our AVID program and appreciate the intent of this trip however it will take students out of the classroom for three full days in April shortly after spring break and one week before AP tests begin our students who take AP classes are already at somewhat of a disadvantage because
we start one to two weeks later in the school year than many schools and giving giving them one to two weeks less time instruction time before testing begins and this takes away three more days of instruction during a critical Review Time additionally since they are in 11th grade the students would also be preparing for S back testing and we've had unusually high absent rates this year due to RSV covet and the flu I would have 100 support having the students take the trip during spring break but in spite of the assurance that we've been given that the students will have time to study and work on assignments during the trip I'm not convinced that it's the best choice I believe this trip sends a very mixed message avid's mission is to close the opportunity Gap
by preparing all students for College and Career Readiness and success and I just concerned it being out for three these three days is not the best choice I am willing to be convinced otherwise if somebody has um some if you would like to try to convince me and if not I will be voting no on this matter Christy Rawlings I believe that parents are are assisting and would have to sign off on their students going and I do believe that parents and students can make those decisions for themselves and that we as board members should not be deciding since this is a voluntary trip and that we should not be deciding whether they're capable of doing the appropriate studying and moving towards a better score on an AP test or an s-back test which again
is it's one point in time whereas when you actually have an opportunity to go to a college that you've never been to to actually travel that maybe you never had that opportunity before to me that's much more valuable than a test so I would be voting yes um I too will be voting yes because I do trust the teacher in the classroom knowing about what's in front of those students and if I remember reading that this was just a great opportunity for them to get look at colleges Beyond San Diego County and I think part of Abbott is broadening those students view of seeing that they're capable of going to other colleges as well so I will be for that reason I'll be supporting that thank you any other comments trustees Mr Garcia please call
for a vote trustee Ward yes trustee for Beth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero thank you that's it really okay thank you thank you thank you on this agenda item uh we now move to our discussion action items item 8.1 first interim financial report for the period ending October 31st 2022 trustees this is a discussion action item I want to hand it over to Mr Eric Dill thank you and good evening trustees this is the presentation of the first interim budget report this is now the second time that the trustees will have reviewed the budget since it was adopted in June the first interim is always an opportunity for us to recognize any of the effects of the state budget act that weren't in place when
the board initially adopts its budget in June and true up any other revenue and expenditures and we present this update to you it's as of October 31st but we give this to you in middle of December every year so if I were to discuss the the themes of the first interim I will say that we are on Solid Ground we are recognizing some additional state revenue the first center in budget is always the what I call the worst case scenario in terms of expenditures we've built in some additional costs uh and from this point on the work is to you know try to beat those estimates as we work through the remainder of the year but we do capture savings along the way and I'll be discussing those the this budget is always higher because
we have closed the books and the board saw our our audit report last month the that includes some carryover amounts that we build into the expenditure side of the budget so uh you know Revenue that we did not know was available to spend uh at budget adoption is now available to spend so we build those into the expenditure side this is why you'll always see the the bump up in expenditures with those carryover amounts and so right after this report uh in January is when we get the news on the governor's budget proposal and that's when we start our budget adoption cycle for the 23-24 school year so this is a point in time we'll be giving you more updates next month but I will be discussing a few things in this budget report to
start getting the trustees thinking about about out how we can use some of the one-time dollars we receive this year into the next year two years three years we have quite a bit of one-time dollars that we can spend over multiple years so a quick uh summary of uh the overall high level uh general fund on both the unrestricted and the restricted side we see Improvement uh from where we were at uh at budget adoption I'll walk you through the changes in the revenue and expenditures we've also made some progress with contributions now this is primarily the primarily the amount that the unrestricted general fund contributes to special education also to our maintenance program but this is almost all special education we made a little bit of improvement there with some additional state revenue so
the contribution is is just a little bit lower and so you see the change in the general fund balance you can see we have a very modest Surplus projected for the unrestricted General fund and and quite a large Surplus on the restricted side and I'll walk you through why that is so so just to give you a side-by-side comparison of where we were when we did the 45-day revision and how that compares to the first interim budget you can see increase of over 16 million in uh in Revenue but also correspondingly that came with some expenditure increases again on the next few slides I'll walk you through that but ultimately in a better place overall for the general fund so this is a a bar chart I I show the board at every budget report
and and walk you through you can see our history over the last few years and all the way over to the right is where we would look to be here at the first interim budget you can see the blue is higher than the green that's really an effect of the additional one-time State restricted Revenue so what exactly do I mean here's the the revenue recap from where we were at the 45 day versus uh the first interim budget report just some minor adjustments to the local control funding formula that's a combination of uh just a a true up in one of the percentages on the local control funding formula and we also are seeing an increase in the number of students who are English Learners low income or Foster youth what we call around duplicated
pupil count so we're up slightly there that comes with some additional Revenue so we're reflecting that in our top level lcff line and I'll talk about local control funding formula and property tax a little bit later on and where we see ourselves in the future on federal not much to talk about there just some minor carryover amounts the big news uh is with the state revenue and I'm going to quickly move over to the next slide here because I did detail out the increases in the state Revenue so we have since the the board adopted the budget when the state adopted its state budget act we knew there were considerable one-time dollars in there at 45 days we still didn't have official Awards and we didn't have resources and where we could put those dollars
so we weren't able to officially put this in the budget of 45 days we knew it was coming we just didn't know how much or where it was going to go now we do so now we're reflecting these budgets on the revenue side and I'm going to talk uh in more detail later on on how we can use the discretionary block grant and the learning recovery block grant but you can see considerable dollars restricted on a one-time basis that can be used for for multiple years and I'll I'll give you the detail a little bit later on and then the expanded learning opportunities program also came with the additional augmentation and and that's a program that's after school that we're partnered with CEF and administering so that program is getting up and off the ground
and on the local uh you saw an increase there that's really grants and donations where we see that increase and we and we do not uh build in estimates for Grants and donations we continually increase the local Revenue as those dollars come in so you'll see that grow throughout the year uh on Revenue components this is just a breakdown of those uh four main sources and you can see that orange there that's the state so where we really bumped up is again on the the state restricted Revenue on expenditures uh across the board increases it is very typical at first interim for both books and supplies and services to go up because when we receive carryover amounts from the prior year those are then considered one-time dollars since they were savings from the prior year
and so we tend to use them for one-time things so materials supplies uh and other services so that's where you see those carry amounts built in that's very typical and and appropriate when I look at those numbers with certificated salaries we did have some growth particularly at kindergarten and we had a few hot spots where we had to add some FTE in order to to staff to our our formulas and we also have increases in certificated salaries that correspond to the donations that we receive so PTA CEF provide some considerable support and when we have those commitments from them then we're able to turn around and offer hourly contracts up to certificated staff so that's all that gets reflected at the same time as we see those donations you see the increase in the certificated
salaries the benefits goes up correspondingly to the increases that we that we see in salaries we I'm showing a decrease in classified salaries that's not an elimination of any position that's merely us capturing the savings that we've had to date through attrition so we know that uh you know it is uh that we are seeing quite a bit of turnover and uh it takes a little bit longer to hire staff to replace this is simply reflective of that it's not as a result of us downsizing or doing any of that presumably those positions would be built in next year so this is a recap of what I just said I'll just skip I'll just skip ahead uh expenditure components again similar to the revenue piece um you know point the the increase when we compare
um the second to last column which was last year's actuals uh to the first interim on the far right you see quite a big bump in the benefits side uh over the last couple years there was a buy down in the purrs and stirs rate out of the budget act from two years ago that expired and so we kind of reset back to what those uh contribution rates would be and so we we expected this increase and and you'll see probably the biggest jump of all of those categories uh is in that orange bar which is benefits the again the the increase in the black and the gray are those typical carryover amount expenditure budgets so give an update on one-time funding we've received quite a bit over over the last few years uh initially
related to covid and then as we transitioned out of the pandemic additional State dollars that came in for a variety of purposes Carlsbad Unified put all of those one-time dollars to work as soon as we brought them in and we use them in a variety of ways and it evolved over the last three years and so you know we made good use of those dollars both in the classroom and also ensuring that we could open up safely so it really was across the board if I were to show you a pie chart it would look like a beach ball because it was about equal all across the board and all the different expenditure categories that we have with respect to where we are in the uh 22-23 budget you can see down at the bottom
sr3 that those are federal funds that are continuing being the services that we built in using the prior Year's expanded learning opportunities Grant and so those are many of the classroom services that we added for intervention Specialists additional counselors some Mental Health Services addressing class sizes in grades four and five those started in 2122 with State dollars now moving into sr3 with the federal dollars and we'll talk about a strategy where we could sustain that longer using the learning recovery emergency Grant so you see that that second to last column remaining these dollars we've received this year we have no expenditure plans for them as yet we're really planning on building those into the next year's budget and Beyond in a multi-year spending plan um and I and I do have the the deadlines over
in the far right column on when we need to use those funds so the first big uh discretionary block grant again we received the revenue this year 6.85 million of one-time restricted dollars we have until 2026 uh to use these funds and you can see while it has a really long name Arts music and instructional materials discretionary block grant really look at the second line discretionary block grant these dollars can be used for really any purpose I do list the allowable uses which came out of the budget act interestingly it's almost all focused on instructional materials and not on Arts and Music they just put that in the name so from this point out I'm going to call it the discretionary block grant because it's too long to say all of these words it is
discretionary but we do have some thoughts on a strategy to use these dollars since they really did key in on instructional materials and we do have a number of major textbook adoptions scheduled over the next few few years we could use these dollars specifically for that purpose and I've been working with Dr Nye on estimates for science and social studies adoption in addition to math and World languages and when we would begin to make those purchases and you can see this multi-year big Financial cost that easily fits within that budget and for those intended purposes there was a lot of discussion about Arts and Music since that was in the name of this block grant and I would say these dollars benefit all students because they are general education classrooms or general education subjects that
all students need to take and fortunately with the passage of prop 28 there will be some earmark dollars for Arts and Music beginning next budget year so we'll be working on a strategy to take those Arts and Music dollars from prop 28 and uh allocating those in the next budget year and then coming forward with a recommendation this is just a strategy at this point I'm not asking for approval of of any kind of plan on this we're just throwing this out to say this is what we think aligns really well with the uses of these dollars and a multi-year plan to spend them there is a balance there but I will also say these are estimates at this point and so until we have really firm estimates on what each of these adoptions will
cost I would preserve that balance and until we know exactly you know what each of these adoptions over each year will will cost us the learning recovery block grant that's the next big one uh and again this really looks like what we use the um the expanded learning opportunities Grant from the state before so a number of classroom supports uh were the intended uses of these funds they're more restrictive than the discretionary block grant so these funds could be used for an addition for two more years than the the discretionary block grant so we could use the smaller Grant until 2028 we are still working on uh on a plan for these dollars but I just wanted to show um with uh sr3 the federal funds that we're using uh for classroom support services and
and I note them here intervention teachers counselors class size reduction Etc um you can see we're spending about two and a half million dollars just on certificated salaries it is again a 5.65 million dollar block grant if you had benefits on this we could go at least one possibly two years using these dollars to sustain those same Services what the recommendation uh or at least strategy for this is next month when we get the governor's budget proposal and then get the response from the legislature we'll see if there are any additional funds that could be braided with these funds and we can come up with a multi-pronged strategy to sustain the services that we believe are are worthwhile and working in the classroom we could start with the learning recovery Grant but if we could
you know stretch those Services out further using other funds that we're not even aware of yet because we'll find out on January 10th and then the subsequent budget bills it will bring forward a plan to the board to consider that as we get into the budget adoption cycle for next year so all of that is to say we have a quite a deal quite a big deal of uh restricted funds that will be showing the revenue this year but expenditures and out years so in terms of the restricted general fund it will there is a surplus following years you will see a deficit because Revenue came in this year we're spending it the following years but those funds will be in the ending balance and we'll have a plan to use those funds very strategically
over a period of time that we will discuss with the board by June 28th I didn't update my slides as we were talking and when the last slide needs to be updated when I get there so general fund balance comparison uh going back to the adopted budget to the unrestricted you can see uh you know top level this ties in with what uh what I showed you on the very first opening slide in terms of where we end with the ending fund balance and then all of the commitments and assignments that the board has made with respect to um a number of of different uh items and the commitments including technology reserves and you know banned uh and uh uniform replacement reserves and a number of those in that committed line the economic uncertainties line
at the bottom represents five percent of uh our total general fund expenditures with an additional a little less than five percent uh it's about four and a half percent on top of that with uh 7.2 so we are within the 10 percent uh cap on assigned and unassigned Reserves so uh with the ending balance we do meet the positive certification uh criteria we're able to meet our state and board required reserves for this year in the next two years and uh you know we maintain our committed Reserves I'll talk very quickly about the multi-year projection uh we have a number of assumptions built in in terms of the cost of living adjustment that we are looking at for Revenue right now we have what the Department of Finance has those are the official numbers they
will be revised next month when the governor releases his budget uh proposal the legislative analyst office they always get the first crack at it in November and so they put out their estimate last month it is certainly higher than what the Department of Finance had in June everybody believes that but the dof will come out with a more accurate projection next month and that's when we we what we base uh are then second interim multi-year projection will be based on those updated dof numbers but that number is not final until May they're an estimate until May and they are established by the Department of Finance I'll also point out that the Lao while they're projecting a higher Cola they're also suggesting that the state does not have the ability to fully fund it so we
would not put in the higher Revenue amount at this time until we get a chance to see what the government what's on the governor's mind and what the legislature's response is to that in terms of average daily attendance you know we're continuing to project a flat enrollment over the next few years we've updated the uh the funding formula for average daily attendance which allows us to collect Ada over three years over a three year average so while dollars per student will still be going up the number of students in the formula will continue to decline until we reach kind of an equilibrium I'll walk you through that in just a moment so the remaining questions and some of these will start to be answered next month is with local control funding formula can the state
fully fund uh what the statutory Cola is calculates out to be we'll we'll get an indicator for that next month there has been an appetite in the last few years for more categorical funding that's where all of those big block grants that I just spoke about came from and so we'll see in the next budget are they going to look at fully funding the local control funding formula first before they start looking at additional block grants that's the recommendation of the Lao and I hope the legislature follows it and then as we get more solid numbers on property tax Trend we'll update on that as well so just another uh visual aid on uh where we've been over the last few years and what our Outlook is for the next few we did have Peak
attendance in 1920 the blue bar is uh is enrollment and we have three different average daily attendance formulas reflected here there was pre-pandemic there was during the pandemic which was hold harmless and then following that beginning this year in 2223 there was a new formula which takes that three-year average so three different formulas gave us three different ways to calculate what that funded average daily attendance line that dotted line shows where we actually were fortunately the funded line is above the actual line so that's all good news eventually though if uh you know if we continue on this flat trajectory that at three year average will tick down we have had some recovery this year in the yield of attendance so the the number of students who were showing up on a daily basis is
higher than it was last year we're still getting through this uh this winter which was really tough on us last year we'll have a better number in May on what our average daily attendance for this year will be for funding purposes and we'll update the Ada calculation and as I mentioned dollars per student as they look to go up despite the number of students going down we would see increases of Revenue over the next few years we have estimates for property tax and as far out as as we can see we're still chasing basic Aid status so we would still be a local control funding formula District receiving state aid but we're very very close and so if anything were to happen with the local control funding formula and the cola versus what has happened
with property tax because that's a lagging indicator we could flip in and out as we did two years ago and so that's another reason why you know we need to be very cautious in terms of looking at our Revenue so we're not counting on dollars that we might not receive so finally uh for uh an Outlook and right in the middle there is where we are this year at 22.23 but if we were to take the multi-year projection again which is taking everything that we know today projecting It Forward knowing that those assumptions are going to change over the next few months um you can see that that we would be projecting surpluses over the next few years and so that's a good place to be um because that gives us options and things to
think about as we build next year's budget and uh and as we look at potentially higher colas that's uh that's additional Revenue that will come in if the state's unable to fund that might stay flat might change so all this to say I give you information as of what I know right now those numbers will change uh because the factors change that go into that so next steps we have the first interim and a positive certification tonight we start building the budget next month uh and all of this leads to the May revision and then the adopted budget which I will update that slide next time we speak finally before I turn over the board for any questions that you might have I do want to recognize aracely Salazar who's sitting in the audience she's
our director of fiscal services and she is the brains behind all of this she and her staff work very hard to make sure that what we present to you is an accurate budget as of what we know today and plugging in all of those factors for planning purposes over the next few years and stay on top of all of our accounting day in day out and they do a wonderful job so thank you thank you Mr Dale now there's some good news in that report this is a time for public comment have any blue cards been received we have not received any blue cards for this item stays do you have any questions trustee Rawlings I do have a few um you mentioned the donation section and you said that we have commitments is that
actual is that just like pledges or is that money in the bank well we we do have uh commitments from uh from CEF and PTA and you know we we know that their fundraising goals are met and that they're able to fund those positions we don't uh hire people until we know that the the money is certain um but we have long-standing relations with those organizations and yeah Professor Rollings go ahead okay thank you um you mentioned um prop 28 a few times um or do we expect mid-year money from that or would that be something we wouldn't expect any dollars until next year that will go into effect next budget year Mr relics okay thank you um you also mentioned um additional that we do have some staffing that the counselors and some of
the other things that we've approved as a board that we're going to try to prioritize where those employees hired as temporary or do we know Mr Mr group yes they were thank you so if we did find some long-term solutions to meet those needs then they their status would change within our district correct it really depends on uh you can answer this if you want but go ahead well presumably you know temp the temporary teacher allocation or the temporary certificated allocation is not necessarily A one-to-one correspondence so they don't necessarily correspond to the specific position but generally speaking yes yeah but as as long as we have one-time dollars that we're using to fund uh positions there are going to be a certain number of temporary contracts that are associated with that um you know
we would not be uh adding to the the permanent teacher ranks with one-time dollars because when those expire then we would have to start laying off positions I guess my question is is that as we find long-term the ability to pay long term those positions could become permanent positions correct ongoing dollars would result in ongoing people thank you and I just want to verify that they're temporary now but if we can find some long-term funding for that that we would we would want them to be permanent okay and then um uh when will the board have the opportunity to kind of chime in on uh how how we're going to spend these dollars is that through the lcap actions and services or how do we get our opportunity to chime in on on the priorities
there if there's there's all cap actions and services uh and uh I'll also be giving an update on the governor's budget proposal at the January meeting and so you know that will also be a first opportunity for the board to opine on you know potential uses and priorities um and as you know we'll we're we're always uh you know open to taking feedback from the board on an individual basis as we work through the process and to the degree that it influences collective bargaining parameters we would have those conversations ongoing through that process Ary um I just want to clarify something that you just said when you said we take Direction on an individual basis you mean individual board members give you directions I guess not directions yes we take input uh from board members
on an individual basis ultimately for public discussion and approval thank you for that clarification as a result of the action of the full board trustee Rawlings thank you and so what I heard you say is that the best time for us to chime in on priorities is through the lcap actions and services and that we can commit some of those dollars to those things that we've identified as and the community has identified as priorities correct yes and and you know to the extent that the board identifies you know uh priorities goals and indicators you know I work in the background to determine what's the fiscal impact on that and then we can work with the full board on okay if these are priorities these are the dollars that we have available to use that and
if we're hearing that other things are no longer a priority then we can you know also you know account for that as well in the budget process and all of that ultimately informs the budget that we bring forward to the board that leads me to my last question okay is um you you kind of laughed when you said June 28th um I'm assuming we're going to have a draft budget that you anticipate and that um that that information would be front loaded prior to the 28th is that accurate well yeah the the well now we've also moved the public hearing as well to the to the prior meeting and so normally it would be the week prior where we would have the final budget this is actually giving us a little bit more breathing room
to build the budget than we normally have it's normally done at the very beginning of June we've got an extra few weeks now um to to put everything together but um you know we'll we'll have to see how our timeline might be affected on this I'll probably stick to my usual timeline um just so that we have everything wrapped up at the beginning of June and and I just set one one question on sustaining those one-time dollars and figuring out you know we problematically put things into place and then we have to figure out how do we sustain it um I think that is in your your thinking is that we just don't initiate something one time and then we have to let it go the subsequent years I think that's kind of your your
thinking is that what I'm gathering from your presentation well what I'm what I'm gathering as I as I work with my colleagues and and also listen you know through the through psac and and tsak and you know other um you know stakeholder groups um you know folks are really appreciative of the additional services that we put in place with one-time dollars from a budget perspective uh it was always one-time dollars went in on a one-time basis and when those dollars expired that those programs would collapse um you know what we're hearing is there's value to these services and so um to the extent that I keep hearing that this would be something that that the board would like and the community would like we're working on ways to keep these things going as long as
we can and if we get to the point where we no longer need those services and we're only using one-time dollars yes they can you know then be folded uh you know in but if we do say this is good and ongoing and the level of Staffing that we end we expect then it's our job to figure out how to do that yeah any other questions some moved Williamson second Rawlings exhibited a um that's included in that presentation so trustee uh what I'm saying and made the motion and trustee Rawlings made a second on the motion just is there any discussion on the motion seeing no discussion Ms Garcia trustee Ward yes trustee verbeth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero thank you all we now move
on to item 8.2 measure HH Bond program up today trustees this is an information discussion item I'll now hand it back over to Mr Dill right and this will be a brief update the board is is used to seeing now these monthly status reports uh as Jefferson is the only school that is under active construction we continue to do this however we're we're now reaching a pause in Jefferson as we've completed the Steam and culinary arts classrooms and you can see uh The Culinary spaces here and over to the right you can see the the steam lab space and so as we're finishing this we take a pause before we start back up in the summer and these projects were both done uh you know right on schedule and this is giving us also some
room to move some classes into the city into the steam space and handle some other issues that we've got with some classrooms um with at Jefferson so this is well timed for us to be able to to start occupying this classroom right away on the right on the on the steam lab so we're not going to be including this monthly update uh pretty picture because there wouldn't be any changes over the next three or four months but what we have spoken about is when we get into May that we'll prepare this once again as a kickoff that principal boss can use with her teachers and Community to say okay here are all the things that we're going to be doing over the summer and then we'll get back on the on track of doing this
uh same report for the board and the community as we go ahead so um as you can see 50 complete we do have the additional work that we'll be doing on the portable classrooms this summer and I wanted to point out the budget here that were that we're doing okay on the budget and where we would anticipate we also have not used any of the contingency budget either on the owner's side or the contractor side which brings me to my next point I I gave some information to the board last week regarding a change order that we would like to make at Jefferson when we looked at those at the building that the we renovated for The Culinary and steam classrooms there were originally eight classrooms there we took four of them and made these
two classrooms and we were only touching those four classrooms so we would have sort of a half new half old building and this is one of the original buildings so we looked at what would it take to do the same level of renovation in those remaining old four classrooms or I should say Legacy classrooms and and modernize those and also give them the same refresh that we're doing in the 700s as well we have a range of costs of 300 to 450 000 300 is to actually do the work for the additional 150 is if we get into a crunch and we need to work Saturdays to get it done by the beginning of the school year so we would like to put that change order on the board agenda next month to approve doing
that additional work it would raise the overall budget but since we've not touched the contingency yet we're looking at how we would just capture those savings to cover that additional work within this project and then we have one completely refurbished building rather than half a refurbished building so I did want to bring that to the board's attention publicly that we would be asking next month for approval of that change order and if you have any questions you can direct those to Dr Churchill and me before the next board meeting okay great thank you Mr Dale uh this is time for public common uh Miss Garcia have any blue cards been received we've not received any blue cards for this item okay trustees do you have any questions on the update trustee Rawlings I just wanted
to verify that that space is available for use or it's not available for use uh yes we we will be uh moving uh teacher into that classroom over the break any other questions now it's time for discussion amongst us trustee Rawlings I am just Overjoyed at the look of Jefferson and that and the unique learning opportunities we're creating at that school and on time and on budget that are at least for this piece of it and then bringing back some change orders I'm thrilled with with the way this piece is going and I think that we've learned from some of the things that happened maybe in Phase One and we're starting to correct those in phase two so I'm very happy with that trustee Williamson thank you a couple of us did visit the site
this last week and the culinary area is fabulous so it's it really I think that it is it's going to be an amazing opportunity and um I'm looking forward to seeing what What will what will happen there I think I see a lot of really good things happening well it definitely has the best Garden in the district as well so yeah it's right next to that classroom yeah talk about locally sourced right yeah and they grow a lot of things there that are edible yes it's great uh to the any other discussion okay um there was a suggestion to take a short break um I need thumbs to see if we want to take a break okay six minutes we will take a six minute break thank you presentation elements and inputs for the 2023-2026
diversity equity and inclusion three-year strategic plan including draft goals targets and strategies trustee this information discussion item I will now hand it over to Dr Churchill and Dr Nye perfect timing thank you all right hey great thank you Dr nice got the slide deck uh thank you president Pearson tonight we're looking at a number of elements and inputs for inclusion in our forthcoming diversity equity and inclusion three-year strategic plan uh which tonight will also refer to as the Deni plan or or Dei strategic plan please note that a full plan has not yet been drafted tonight we'll review some of the work that has been accomplished to date and we'll ask for board consensus to move forward in a number of key areas next slide please specifically tonight we will review board Direction review timelines
and process for input commit committee participation and data collection procedures or review draft goals targets and strategies we'll discuss discuss next steps listen to public comment and then at the end ask for board consensus to move forward assuming there is consensus in January we'd like to do a deeper dive into overarching themes as well as specific goals and targets we're open to structuring a portion of the conversation in January as a study session or a board Workshop if the board would prefer to do so to do a deeper dive ultimately we'd like to present a completed Deni strategic plan in alignment with our budget development process as it's likely that Dei goals and strategies may require budget considerations next slide please so for context our district has long used the local control and accountability plan
or lcap as our overarching strategic planning document in recent years we've supplemented the lcap with two additional strategic plans one for educational technology and one for career Pathways we're proud of these strategic plans and we've been intentional about aligning the work with our lcap goals and success indicators we anticipate that our forthcoming Dei strategic plan will be a third supplement in support of our lcap and our three primary lcap goals next slide so as I mentioned we've been intentional about aligning and streamlining our work we know that trying to do too many things or having too many goals and objectives often results in not doing anything particularly well as you can see on the screen we've woven our Tech plan and our career Pathways plan reporting into our annual cycle of continuous Improvement we present
lcap mid-year progress in February end of year progress in June we present an annual Tech Plan update in August followed by a review of unreported data and a look at next year's goals in September in October we finalize our goals for the year while also reviewing progress toward the goals in our career Pathways plan as the cycle and the cycle continues we anticipate the Dei strategic plan to also be woven into this annual cycle of continuous Improvement next slide so I've copied over the text in an image here from a presentation that we did in June of 2021 a year and a half ago this slide represents the work we committed to doing in development of a Dei strategic plan since that time we've done a lot of work we've contracted with the equity department
at the San Diego County Office of Education also known as sdcoe to collect information and feedback from stakeholder groups we've convened student and staff Equity committee meetings and Dr and I will touch on those a little bit later tonight we've pulled together seven draft goal areas with Associated targets as a start to our strategic plan about which We'll be asking for board feedback this evening however I want to acknowledge that we are not as far along as I know the board and Community expected us to be at the development as the development of a Dei strategic plan has been an approved lcap success indicator since 2021 the board has expected a developed plan at multiple points leading up until tonight I have not yet brought that developed plan forward and I want to apologize for
the delay while we can't go back and make up for lost time before we move forward I want to acknowledge the hard work of many staff members in our district who have continued to do excellent work in support of students at each of our school sites to them I'd like to say two things first thank you for your commitment to making our schools inclusive places where every student can thrive and second I am sorry that it's taken longer than you hope to develop a plan I hope tonight's discussion will continue to move us closer to the goal of a three-year plan next slide please so after reviewing stakeholder feedback and looking at cusd student data we imagine that the three-year diversity equity and inclusion strategic plan will include the components that you see here on
the screen first we'll identify a number of overarching themes or elements these themes are likely to include Big Ideas like communication and understanding system-wide support learning supports and structures for example each of the overarching themes for each of the themes we intend to include measurable goals and targets and finally we'll align strategies actions and services to each of these goals likely as I mentioned in alignment with our budget development and lcap development timelines tonight as uh noted we've got seven draft goal areas for Board review and discussion we've been operating with a mindset that goals must be measurable accordingly each goal area has corresponding data points in the form of a Baseline and a Target at the end of the night we'd like consensus direction from the board on those seven goals in January we'll
bring back finalized goals for approval if the board prefers as I mentioned we could structure a portion of that meeting in a board Workshop format so that you can dig more deeply into the proposed goal areas or provide Direction on the overarching themes and elements tonight however our guiding question for the board is this are we on the right track with the drafted goals and targets to conclude my portion of the presentation before I hand it over to Dr and I just like to add one more thing when I think about the why of a Dei strategic plan two things come immediately to mind first I want to ensure that every school and every classroom is a welcoming and safe space for every one of our students and second I want to ensure that every
student can achieve at high levels when the data shows us that some student groups are not performing at the same level as their peers I'm hopeful that we can use our strategic planning process to make adjustments to our system so that all kids can thrive and with that I'll turn it over to Dr Knight all right good evening and thank you president Pearson good evening trustees and Dr Churchill this next slide is just basically a summary of board direction as as we are to date it gives just a general understanding of what the board asks us to do in March of 2021 and then subsequently most recently in November 16th of 2022. I'm not going to read through that but just to give you an understand of Direction uh and slide nine these are definitions
that we actually staff pulled down from the University of Iowa's website regarding the terms diversity equity and inclusion rather than re you know read the actual definitions I would just say that as Educators in the area of diversity it's imperative that we create environments for learning that teach us the importance of learning from one another understanding embracing different cultures as well as different perspectives and viewpoints if we believe in our vision our graduates are prepared for Success specifically for Life Beyond high school and understanding and appreciation of different cultures viewpoints race and religion is a critical component to that vision in the area of equity fahren just practices and policies that ensure all students and staff can thrive a goal of work around Equity could include to eliminate Equity gaps academic social emotional gaps or
behavioral gaps later we'll discuss some of those Equity gaps that currently exist in cusd as they relate to student achievement and then in the area of inclusion where all students and staff are respected feel respected have a sense of belonging and are able to participate and Achieve to their full potential inclusive environments are what we want for every student and staff member here in Carlsbad we've included some board policies just a few that align with those principles up above of diversity Equity inclusion we could have included probably 10 to 15 more that specifically align to those principles in regards to timelines this slide is a timeline since the bar the March board meeting and the March study session in 2021 regarding Equity meetings that have been held as well as well as other forms and
ways to gather information uh in regards to contributing groups I want to thank all of the committee members both from the staff committee on diversity equity and inclusion and especially the students that we met with their perspective and their lens that they gave us were invaluable and I want to say that they gave a lot of great uh perspective as it pertains to diversity equity and inclusion I really really valued their feedback and we'll continue to meet with those students they're a great group so with that though these are the contributing groups to date we've had the lcap board subcommittee we've had an ad an ad hoc board subcommittee specifically dealing with Deni the cusd equity committee made up of certificate and classified staff the student Equity committee and then forms of other input we
have our World Cafe our Equity survey and then the sdcoe equity team that we partnered with site principals and district office staff in regards to the data that we collected at this point in time these are the five sources of information or data that we got back so World cafes we'll talk about that a little bit uh in in future slides but those were facilitated by the County Office of Education we did uh also partner with the County Office of Education to do a district Trends report specific to student data a cusd equity survey success indicators and progress reports for the lcap and then the cusd equity meetings as we mentioned before from students and staff with all that we compiled uh responses and so you'll see that in the exhibits that are attached to
this board item exhibit a is the combined World Cafe responses exhibit B is the data Trends analysis that the county conducted Exhibit C is all the responses that we collected from the survey results and exhibit D is the slide deck and presentation that we presented September 14th which encapsulated our lcap goals from the 2021-22 school year in which we identified many student Equity gaps in that particular slide deck so in regards to the world cafes the outlines of the World Cafe that were conducted these were facilitated Again by San Diego County Office of Ed their Equity team specifically members and included approximately 120 parents staff and students the process included participants rotating through stations to answer specific questions those answers were recorded and arranged into themes by the San Diego County Office of Ed Equity
team uh it's important to note that the questions and outlines that were asked sdcoe anchored those questions specifically around our cusd vision statement and how we gauge success of students so they asked are students prepared for Success looking through an equity lens are they engaged self-directed learners staff and Scholars are and committed to student growth and family and Community voice and so they participants would walk around and answer the following questions from Below in regards to the second form of input this was the data Trends and Analysis report that they conducted and compiled staff also conducted its own internal uh research student achievement data the exhibit though examined the trends listed here on the slide so they took a look at everything from enrollment performance of standardized test assessments grades Behavior graduation rates uccsu eligibility
College and Career index and career pathway participation and last the third form of input was a survey that was launched a Google survey that was launched in June of 2022 the questions mirrored what were asked in the world cafes and the raw data is included in Exhibit C we had exactly 299 responses and the next couple slides of the questions that were asked around again our vision and then this slide kind of encapsulates our respondent feedback or a respondent types that we got if you will of the 299 participants the last exhibit uh specifically is around uh the slide deck that was presented in September so this uh shared some student achievement data as it relates to the 2021-22 annual lcap process staff has included that slide deck as exhibit D for anyone to review
so as a result of the input collected and in consultation with the Deni committees staff has prepared draft goals and targets with some bulleted potential strategies which make up exhibit e and as Dr Churchill mentioned previously the strategies were not meant to be comprehensive past practice on adoption of lcap goals and success indicators have always been to provide provide the trustees with overall goals and success criteria and then later at a later date bring back actions and services and a budget to accomplish those goals staff is looking for input tonight specifically on the desired outcomes of the dni plan so in regards to the first three goals that are listed here one of the areas of feedback that we did receive from the Deni committee from staff was to actually change goal two uh in
order to include more students and substitute the California healthy kids survey with our Kelvin survey to measure and decrease to measure the decrease in harassment and bullying as reported by certain identified groups staff anticipates changing this goal if approved by the trustees to use Kelvin data moving forward we did not have Baseline data though at this point in time we didn't ask that question on our current Kelvin surveys so that's why we left the goal as written at this point in time uh I'd also like to point out that many of our goals mere what's in the San Diego County Office blueprint for equity the county highlights in that plan that goals and outcomes also should have some alignment with lcap overall goals the sdcoe blueprint states that alignment should occur between the lcap and
Equity goals with lcap lcff funding so that it will ensure public commitment funds associated with implementation monitoring and measuring and continued public engagement occur they go on to say that too often district and school Equity plans do not align with leaders administrators teachers counselors and staff members as far as day-to-day actions so with that diving into goal one our goal here is to ensure that every student graduates high school College and Career ready one indicator of that is the percentage of students who meet the University of California and California state a to G requirements upon graduation while graduation rates in Carlsbad remain high all student groups a to G rates have significant Equity gaps that still occur for identified student groups goal two is to ensure that all students are in safe inclusive environments we
heard from students that bullying and harassment based on race gender religion and many other factors still continue on our campuses this is confirmed by the California healthy kids survey data so we would Envision actions and services in this particular goal could mean expansion of professional development and training for all of our students and staff working with San Diego County Office of Education um and again you know the goal here we would say is not the professional development and training itself but the outcome that we want to see is lower rates of bullying on our campuses and so therefore we want to keep in the mindset of outcomes and what do we want outcomes to be of our engagement plan diversity equity and inclusion so that's the purpose of goal two staff envisions the outcome of
goal to you that bullying and harassment could be decreasing on campuses as a result of training and staff development that in doing so we're creating more inclusive campuses for our students and our staff goal three is centered around increased enrollment by identified groups of AP and honors students as well as Community College there were discrepancies regarding overall rates of Honors Community College and AP students as identified groups of students goal for relates to student achievement and grades K-12 there were large discrepancies of percentages of low grades for identified subgroups versus overall percentages in this goal goal 5 relates to student attendance chronic absenteeism is the definition of that is students who Miss 10 or more of total days in a school year the goal would be to reduce the percentage of chronically absent students for
specific specific specified groups that have larger discrepancies to overall rates and I would just say that in alignment with sdcoe they talk about chronic absenteeism in several sections of their Equity plan and blueprint they say that school leaders and Lea administrators understand that creating welcoming schools including in intentional focus on relationships respect connectedness is a key to Student engagement and they have specific goals around chronic absenteeism in that blueprint goal number six is to reduce the suspension rate for on for identified students by 10 percent and again this was another goal that we we see in uh the sdcoe blueprint as well and then lastly goal number seven is specifically around staff composition and that reads by July 1st 2023 to develop a plan which identifies unrepresented groups by employment classification analyzes current recruitment practices
and purposes recruitment strategies to address identified gaps so I I this Slide the purpose of this slide is to highlight the fact that not every student group when you look at that exhibit has been identified in all of our targeted seven goals the priority was to include students where there was statistically significant differences than the district average so that's why you see Hispanic students mention in certain goals but not in other goals there wasn't a statistically significant difference in that particular goal so it wasn't included mm-hmm so in regards to Direction and next steps staff respectfully request board consensus to move forward with the seven draft goals and strategies identified in exhibit e along with any board suggestions and recommendations for changes we would go on to say that after the board approves finalizing as
Dr Churchill to mentioned goals and Targets in January staff will begin aligning those actions and services with budgets similar to the process that we use for the lcaf and then we anticipate bringing back a draft version of the full diversity equity and inclusion strategic plan for approval at a future board meeting and that's likely to occur potentially in April in alignment with our budget development cycle so the guiding questions for tonight as Dr Churchill mentioned are are on the screen itself whoops let me go to this is that you know specifically are the seven overarching goals and targets appropriate do you recommend adjustments or modifications to the draft goals or targets and are there other inputs the board would like us to include in the plan and with that I'll turn it back over to
Dr Churchill or excuse me president Pearson thank you Dr Nye and thank you Dr Churchill for that presentation this is a time for public comment um have any blue cards been received we have received a total of eight blue cards for this agenda item with eight blue cards that gives every every person two and a half minutes when I call your name please come to the podium state your name and indicate whether you whether or not you live within the boundaries of the school district you have two and a half minutes we will have no the timer on the screen and your mic will be muted when your time has expired the first speaker is Katrina waldridge right someday hello my name is Katrina weidelick I'm a teacher parent and graduate of cusd and I
live in the district um special thank you to Dr Churchill for your willingness to visit listen and ask questions to better understand the needs of our students teachers and families it means a lot to know my own kids are being cared for by someone committed to providing them a safe and inclusive School environment I love hearing Dr Martin Luther King's beautiful words earlier this meeting but unfortunately many people don't take the time to hear all his words months before his assassination Dr King wrote a book advocating for human rights and a more Equitable and inclusive America titled where do we go from here one of the great liabilities he says of history is that all too many people fail to remain awake through great periods of social change every society has its Protectors of the
status quo and its fraternities of the indifferent who are notorious for sleeping through revolutions but today our very survival depends on our ability to stay awake to adjust to new ideas to remain Vigilant and to face the challenge of change so let's change the status quo taking strong decisive action in a comprehensive Dei plan will ensure Carlsbad Unified moves towards being an exceptional Innovative and forward-thinking District Dr Ching Dr King challenged us giving us this warning we are now faced with the fact that tomorrow is today we are confronted with the fierce urgency of now in this unfolding conundrum of life and history there is such a thing as being too late procrastination is still the thief of Time Life often leaves us standing bare naked and dejected with a lost opportunity this may well
be Mankind's last chance to choose between chaos or Community don't miss this opportunity for our students make meaningful change and meaningful action in our Dei plan thank you thank you Amy uh next speaker Amy you can Hello friends and future friends my name is Amy mucken I'm a homeowner in Carlsbad and a parent of a third grader in Buena Vista the Dei proposals are not reflective of our current population needs and it's too light in addressing the Awakening and vocalization of our Title VII differences that are occurring around the world I strongly feel diversity training for all teachers and all workers at the school be mandatory and that this training is to emphasize inclusion and acceptance of cultures this body can be slow moving and making a three-year plan is like slowly turning a cruise
ship so I encourage you strongly to be ahead of this instead of reactionary I plead you to look aggressively at districts that are leading in diversity programs and education and make our title seven issues a topic of routine conversations not something that may be avoided due to discomfort my daughter is one of our one percent black students she is a bold and beautiful force and I would like nothing more than for her to see herself and her culture in her classrooms and her school I do not want to leave her pride in identity and the education of that pride in her peers to other cultures I'm sorry I said that wrong I don't want to leave her pride of identity to the sheer luck of her getting a teacher who happens to be passionate and
engaged please please make sure that all cusd employees take annual diversity trainings and make it a requirement for all I appreciate your time and your work thank you thanks speaker is Nikki Rudin okay um good evening everybody and I'm a homeowner in district one at one of us to parent and a I'm hoping a future teacher here in Carlsbad Unified so I come at this with a part of the community of Educators and um just I'm I'm the progress forward and what I would like to propose is I came from a district the last nine years up in the Bay Area and I just wanted to use this opportunity to read some things that they were doing that I was a part of that plan and they're really aligned it's just going deeper into this
plan the biggest thing is voice student voice teachers voice staff they started with a equity um task force and so I see that we had contributors but I might is who are those contributors what I saw Buena Vista there was 10 families 10 people that filled out that Google form so my question to you is the Google form the process the system if it's not that's not to me that wouldn't be um what's the word like it's not sufficient so can we look at the system or the process differently maybe it's in the backpacks of uh you know a form that goes into backpacks with students I know we're not trying to print paper but that like how are we really truly trying to get the voices of all we said about 11 000 students
I mean that's that's not okay so that was one of my my recommendations is how are we getting that voice um and asking Amy's right here like talking with you know her daughter like you know engaging in in in and going out and inviting people to this conversation um second thing that I would recommend is that we look at echoing the training for staff I I think that you can't it has to be I think it was it's maybe optional right now some of the sdcoe stuff like it needs to be mandatory um it needs to be a part of the plan um as an educator it's it's it's time I mean you're organizations and businesses are doing this there's no reason that and we're talking K-12 I'm at the elementary school that is where
we start we start when they're little there's a lot of stuff in the in the language of the plan and I know it's not detailed but let's go little we're talking kindergarten first grade second this is where looking at our books looking at I saw curriculum we're going to be up for purchasing curriculum like what what's that curriculum going to look like is that a part of our Dei plan like everything should be through the lens of that plan thank you next speaker Jen memberger good afternoon good evening um my name is Jen hemberger I own a home here I'm raising my kids here with my husband I have two boys they're beautiful one goes to Valley one goes to Carlsbad High School I'm kind of abandoning what I was planning on saying to you
all by from watching this presentation and Dr Churchill I appreciate you and I appreciate all the teachers and the board but I am so sorry I am so disgusted with that presentation and and your apology to the board I just feel like there are kids who are suffering right now and and you know what you guys you are liable for that you're in you're legally required to provide a safe learning environment for every child my son is a junior at Carlsbad High School he's a great kid got lots of friends loves baseball guess what you all or whoever hired coaches last year that allowed the kids to constantly make racial comments I didn't even know about a lot of them until recently when he said Mom I can't do this anymore I can't play with
these kids so now it's too late when a new coach takes over he's not going to play varsity baseball how dare you have an environment where he doesn't get everything he's deserved to get and that is a failure of the district it is a failure of the board and all of us as parents I I have had enough you know you apologize to the board the students are suffering now I don't know if you can appreciate how hard it was for those kids on that Dei call to share their experience how much they have to how much energy they have to drum up to share with you white people me included for my own son who don't deal with these problems we do not have inclusive schools the n-word is on the regular all the
schools and has been for a long time do not kid yourself they are not inclusive these are not social these are not safe learning environments for every student and you want to look at academic performance my son has a 4-0 but he's miserable and he loves his high school but he doesn't want to play on his baseball team but really that's I I mean we can't we do better and I'm not saying we I'm not trying to criticize those kids or the parents but the adults that you guys put in charge you have to be very careful to train them you're leaving your admin teams out in the dark struggling without a blueprint and that I think the next speaker is uh Christina McGoldrick opinion I'm ready my name is Christina McGoldrick and I am
a home owner and taxpayer in the district and I'm also the proud parent of three children in cosd one in elementary one in middle and one in high school thank you for the opportunity to submit comments in writing and verbally regarding agenda item 8.3 the Dei three-year strategic plan regarding exhibit e draft goal number seven on page seven of nine I am surprised that this page is listed as still pending if it is accurate to state that over 70 percent of the school district's budget is allocated to pay for Labor unemployment goal number seven is one of the most critical parts of the Dei plan the management of Dei has evolved from a focus on compliance to to strategic level effort with a demonstrated positive impact on an organization's performance and health in the current
business climate organizations that strive to incorporate Dei are achieving intended business results they provide the proof that these items are much more than a legal or moral requirement they are a competitive advantage that include increased communication cross-culture collaboration Employee Engagement and well-being as it applies to the whole person and to one another in the workforce I submitted questions in writing for five categories diversity in the demographic data Equity versus equality inclusion and belonging unconscious bias and employment engagement Employee Engagement and I am requesting a response in the future based on the previous meaning minutes it peers that this report took well over a year and a half to prepare and while I applaud you at all of the work that has been completed despite the unforeseen delays caused by the covid-19 pandemic staff shortages or
other reasons exhibit e goal number seven is still one of the most critical parts to the Dei plan and should have been drafted by now because many of the District staff and teachers are in a position of authority over minors during their impressionable years this means that children who look up to staff and teachers are learning emulating and absorbing the teachers ideas logic patterns and mannerisms both consciously and subconsciously unconscious bias is systemic because it is embedded in the structural systems of power control and influence this is not rocket science this is the science of human behavior and psychology there is a significant amount of research on labor and Industrial relations providing the data that proves why this is so important for organizations to conduct internal Dei evaluations provide Dei employee training and create a
workplace environment where every employee and student student has the opportunity to succeed if exhibit e draft goal number seven on page seven of nine cannot be completed next speaker Kelly lebirthan Kelly Le berthon Carlsbad resident welcome new board members My Hope for our community is a fresh start with the true focus on student academic growth without the imposition of political indoctrination Dei plan goal 1 focuses on improving academic performance this is a critical goal to implement with haste in light of the significant lockdown learning loss academic Improvement should be for all the children and not viewed through a racial lens rather Target the problems is a child struggling because both parents work is there a drug or video game addiction is the child's family suffering through a divorce rather than race Target the problem increasingly
studies show our boys are falling behind a recent California State Testing study boys were behind at all grade levels in English and reading the plan is so General in nature offering no specifics while embracing euphemistic language of radical progressives rather than strive for equality of opportunity Equity takes opportunity away and divides Us by race and identity go for on grading policy will Equity demand all children receive a grades overall Merit win the day and true grades be assigned grades are not to be punitive but meant to measure a student's understanding of the subject matter goal 6 on Behavior will bad behavior be let go and not reported so the numbers go down or will problem Behavior be addressed constructively working with the child to understand the infraction the discernment process of making good choices helping
the child make choices that place him or her on a path to personal success the plan has many trainings and Consultants how much will these cost rather than pressure teachers to add to their already full days spend the coveted money now on rescuing students from Lockdown learning loss students need one-on-one tutoring now before the board can vote on a plan for academic Improvement they should know exactly what policies and programs they are voting for I support the goal of all children growing in academic success but this plan is avoid of specifics and lacks transparency to the ACT next speaker I can read this as a Maurice Merrell I'm sorry Meryl Adrian Adrian thank you good evening thank you for the opportunity to speak I did some quick editing because I had a much longer presentation
but I there's a few things that I may have jumped over until the age of 18. parents are legally responsible for their actions of their children yet I see an increasing trend of taking decision making away as it pertains to the their children and taken away from the parents leaving Parents Without control or involvement and yet liable for the consequences yes too often parents abdicate their authority to the so-called experts who may or may not see children as individuals but tend to lump them into groups even though they may have different vulnerabilities different circumstances at home expectations physical characteristics and mental abilities experts often try to equalize the differences in ways that are counterproductive and violate the very principles this country was founded on which brings me to the issue at hand adding d d
e i to the curriculum and seeding it across all sub subject matter is dangerous as well as counterproductive it's also against affirmative action that which is illegal the terminology I would submit that Dei really stands for instead of diversity it's it's dive divisiveness they come from the same root it means to separate and I feel that the Dei program when you look just at goals and not at the strategies for achieving them that it will create more divisiveness when you separate children into ethnic groups into gender groups into religious groups all of those things divide them instead of looking at our commonalities which are what binds us together I have a nine-year-old granddaughter I live in the district by the way um she doesn't go to school here because we put her in a private
school I don't trust Public Schools anymore because we now have and it may be limited to a certain small number of teachers that are integrating their own personal biases our last speaker is uh Tamara Dixon good evening this is late um I just wanted to make a um a correction about the nightclub shooting it was a gay shooter that shot the three people so we need to make sure that everything is straight with that um I also don't agree with the Dei program um but I know Sarah Hunter is a very good proponent for it um however she and I do have a lot of uh we have a lot of things that we agree upon and that we um we basically love our kids I also have a very blended family just like she
does I have two sons who were adopted one is a biracial son my other son is Hispanic I also have a um I also have a transgender sister-in-law now who used to be my brother-in-law about three years ago and I have a um a gay or a lesbian niece so I'm kind of all over the place also um but anyway I would appreciate not having um uh people look at us like we're homophobic because I'm certainly not otherwise I wouldn't have done my adoption I wouldn't be as forthcoming to my sister-in-law okay um the diversity equity and inclusion applies unequal standards and ensures preferential outcomes for individuals and groups that are based on race sex and gender identity that is now then in the past diversity equity and inclusion meant people of different backgrounds were
free to join a group or association with equal standards for individual groups and allow people of every background and identity to participate in a group or Association I would ask that the trustees please okay thank you all the speakers staff do you have anything to add okay trustees do you have any questions I have a question okay trustee for bath um this is just staff can you explain the category of SED and how we determine who falls within that category yes SED stands for socioeconomically disadvantaged students and it's based on parent income levels thank you trustee Rawlings yes um as far as the the survey is concerned we it said we had 299 respondents was did that go out to all students yes went out to all parents and students correct and staff and we
had a total of 299 out of probably 20 000 or plus folks that's correct and what was the time frame that folks had the opportunity it ran for pretty much the month of June so uh all of June and then can I have one more Apollo go for it against trustee Rawlings and how was that was it just sent out an email um in June and say get it back by the end of the month or was there was there promotion of the survey I believe we sent out reminders through parent Square uh multiple times throughout the month of June but I I don't know for sure but that's my understanding trustee trustee Ward no go ahead trustee Ward still learning how to do all this so okay okay um so for the students was
it just it was pushed out to the families and then they were to take it at home or was it intentionally like pushed out teachers were asked to do it in specific grades or classes to ensure that the survey was taken yeah it wasn't it wasn't encouraged in the actual classrooms it was pushed out through parent square there's we have the ability to push that directly to students through gmail through parent square and then also through parents so it went to those specific groups and I believe it went to teachers as well through their Gmail accounts so then I'm sorry did you have a follow-up question yes I'm sorry so the number was I'm sorry what was that Kathy you said 292. and that was a total of students parents okay so for the survey
okay and then can you disaggregate that a little bit for students do you know how many I believe on a previous slide let me see so uh I don't have numbers but 56 percent were parents uh 18 or student respondents 25 or staff okay thank you trustee Rolex thank you on um slide slide nine um it talks about the definition of diversity um could you tell us about your thinking of why you wouldn't use all of the subgroups here as the targets rather than um different targets um under the goals well some of these things we don't collect so you know they basically um we're not collecting at this point in time gender identity sexual identity a number of different things that are not in here we don't collect through our student information system so
what we have student data on is what we've identified and then also where we see discrepancies you know whether it be Hispanic students or black African American students if there's a discrepancy that we saw then we identified those students in the goal to be addressed trustee Rawlings and is is there any mechanism that you're aware of or structures that could be created in order to collect more of this data at this time I I believe that we ask things that are required by the state of California but I I we could certainly research that if there's other ways to what what specifically are you referring to we should be I mean religion we don't right religion um even veteran status I thought was interesting that that's part of diversity yeah we can certainly look at
that um I I don't know I think we uh yeah we we can we can definitely look at that and then what's required by the state and then also ask our attorneys um you know what what we can legally collect absolutely and we're before we direct any any staff for anything it'll take thumbs by a majority of the board to determine that okay okay on that I I do have a couple questions and I want to make sure everybody else has a question trustee for Beth so just to follow up so we had about 299 respondents and we have many more people in our district is there a reason why we couldn't maybe ask the questionnaire again and put it out there as we are in a development phase here and get more feedback yeah
we can certainly ask that you know that I do think that we had other forms of collection you know we did have the world cafes where we talked to students parents certificate and classified staff as well but certainly as well as the equity committees themselves and gathered information and feedback from that but if if the uh if the direction from the board is to go back and seek additional input where staff's happy to do that absolutely Dr Churchill I was just going to mention you know we have upcoming our annual lcap survey we ask every February a standard set of questions to inform the development of our lcap and you know I don't know what the response rate is like on that but but we could compare response rates historically to see whether or not
what we got back for this one's an outlier that that might just be the number of folks who respond to surveys there's certainly nothing to stop us if so directed to to send a survey out again we will want to kind of consider what that looks like in terms of also asking the annual lcap questions right we we we try to not over survey folks so we just need to balance that trustee Ward so I in looking at some of those surveys there are some discrepancies that I notice and I wonder if we can and some of the information on there it looks like we might have to dive a little bit deeper because there are students that are sharing um that you know they don't feel that they're represented they're being discriminated against and
I think that with the just looking at the survey results we might want to look into that a little bit more and maybe dive a little bit deeper there because I think it is showing that you have students that are hurting so I I had just a couple questions but I want to make sure all the trustees first had their trustee Rolex go ahead okay so you on the goals you sign some percentages how did you arrive at those percentage improvements for the goals that was you know staff looked at that we ran those by the equity committees themselves and and as those were the percentages that we landed on at that point in time but those certainly could be adjusted um that was just staff's estimation at this point in time for improvement in
those areas okay thank you Dr Nye Professor Wallace thank you um you said that the survey went out in June was that the first part of June and then was the cutoff prior to school ending or was there um some lag time in between students and parents being engaged in schools and being off in summer vacation yeah I certainly recognize the timing of it was challenging uh you know the survey itself launched in the beginning of June and it ended at the end of June so we certainly uh lost the number of potential respondents um from the timing of it people leaving for summer vacation or what have you um you know we worked with the county on the the questions and and getting that survey up and running and we were still compiling you
know we work with them on the compiling of the the World Cafe information as well so the timing of it wasn't great certainly and we certainly recognized that trustee Awards um so Dr and I want to say that I appreciate uh your slide six on there and your overarching themes and elements I wonder if um if the goals can align with some of that and if we can look at things like you know Equity training anti-bias training and the goals can be around those things rather than the goals that you already have in there that align more with the lcap or having Community conversations and getting input from students staff and parents to help create those goals to align with these themes and elements yeah we're certainly open you know the the idea of a
professional development and training goal you know I you know staff would still say at this point in time what what's the outcome of the professional development I I would think that it's not just to deliver the training but there should be some outcome to the training so in my mind that's you know reducing the amount of bullying that occurs on campuses or but we're certainly open if if the board wants to direct staff to write a goal specific just to training we're open to that in regards to the number of trainings or the types of trainings we're open to that as well absolutely we envisioned uh you know under layered under the bullying and harassment goal that we would list out the types of training that we would be accomplishing in a professional development plan
in that we just haven't gotten to that stage yet but we're certainly open to scaffolding goals around any of these themes sure and then can I just respond to that okay so um and not just training but really just hearing the voices of our students and staff and families to kind of give input around those goals as well I'm going to say a process check and this isn't we're in questions oh so we do need to have the question part and then we have discussion and a lot of that discussion is amongst us okay and I think that the Board of Trustees would love to hear some of that perspective I think but we but we do want to you know kind of limit ourselves now to questions okay so I just uh trustee award
do you want to restate that in a question your comment um or do you want to wait for discussion uh I think I'll wait because I have to okay thank you um and uh I know you probably don't have it in front of you but um I'm curious of how how did things change and what made them change from the June 23 direction that we received and all the training and development and um and the actually the example from Poway that when when we had the presentation back in April and June that that's what we were looking at how did the how did the this evolve into what we're seeing today because I mean I was expecting something different when we were talking and that was based on the June 23rd and the April presentation
to the board so I'm wondering how how did we get from that point to this point because I'm seeing a lot of the training that's being discussed and a lot of the like I could read one of the sections says um promote inclusion and equity for all within schools by examining issues of institutional equity and Advising District staff on responses to um incidents of bias and harassment so that how did that turn into um we're going to do um Kelvin well staff you know again in keeping with our lcap goal process what we envisioned was drawing up goals and outcomes and then Scaffolding in actions and services underneath those so what you just mentioned is an action and service what you mentioned is something that potentially would go in and be embedded under one of
the goals that we have in place and we're certainly open to other goals if if this isn't the outcomes that we want to see in a Deni plan we are absolutely open to what those outcomes should be we want to get a you know a sense from the board in regards to your direction as it relates to outcomes at this point in time not not strategies but yeah I'm just not sure my my questions being answered as far as I because again I'm assuming that we're still committed to that first statement I mentioned right that I said that that's still the commitment for as the district correct you'd have to repeat okay the promote inclusion and equity for all within our schools by examining issues of institutional equity and Advising District staff on responses to
incidents of bias and harassment this came from the June 23 2021 presentation to the board so I'm trying to figure out what what happened to that that sentiment where we are today it that seems to have been dropped off the plate a little bit so I'm wondering where did that go in our in our journey in Dei what happened to like that statement and a few more yeah and I I'm up I apologize if I'm not answering your question but I envisioned that statement and those strategies as being strategies that would be embedded under a goal that's measurable I don't know how to measure what you just said okay I have a question on either Dr Churchill Dr Nye however you whoever wants to answer it so we have all this feedback students parents teachers
and they're giving examples of things that in their personal lives have violated what they see as diversity Equity inclusion is there a feedback was is there something systematically looking at how we have ever resolved any of those looking at systems within Carlsbad Unified to say if if I'm being if I'm feeling like there's bias against me for whatever do we take a reflect on say with that person you know did they go through this process or they just experience it and they didn't feel like they could go to anybody about that and I'm trying to I'm trying to ascertain is there just you know we just have all these problems around diversity equity and inclusion and we haven't been doing anything about it or we have but it's not enough and I may be simplifying
that but I'm trying to get my hands around the problem as much as I can I I guess the way I would answer that question is I think we are doing things around diversity equity and inclusion a number of different things but it's clearly based on the data we're receiving it's not enough and data and just to follow up the data as a reap as in regards to couple data Gathering either the lcap data that's right or the healthy kids survey data that comes back is that what you're referencing to Dr Nye correct okay yes thank you any other questions from trustees okay trustees now is the time for discussion trustee Williamson thank you um I do support staffs the presentation and the and the goals the outcomes I'm years ago when we had the
Ed Trust West present people come and uh it was at that time it was about the focus was achievement Gap and they did a very intense study and that's where we got the a to G requirements and there was a there was quite a bit of resistance in our community about that basically because it was they were this is not going to be fair to identify groups and this is going to keep people from being able to to graduate it's it's expecting too much to to have that be a graduation requirement and Ed Trust West insisted that this is what you do when you want to lower the achievement Gap is you set goals and you find ways of making sure that those goals can be met and so I I think that what we've
been given tonight is the is a good is this is the next logical step is that when we need to that you know some of the numbers that some of the numbers I would maybe have it be a little bit different but if if when you met with the equity committee if that's what they felt was feasible and appropriate then I'm not going to quibble about that for once um but other than that I think that there are you know I I recognize that members of our community were expecting more and and different and um I I guess I I almost anticipate this is what we were going to be getting and so I think maybe the board at the beginning simply did not give strong enough direction to make sure that we were all
on the same page because I this is this is what I was anticipating and so um and and after listening to Ms Rollins I see that that obviously she was anticipating something different so I I understand that and that's part of this whole process is listening to each other and it's like how could you have thought that's what we were getting and she's thinking how could you have thought this is like and so I that I think this is just part of the process and so um I'm you know I'm very supportive I'm looking forward to having a lot more details and to being able to really talk specifics but um I anyway this I'm I I am supportive of it I the um I I am a data person and so whenever possible I
like to have data that so I like having specific goals um and I agree with the um with that my goal is not to provide training my my goal in my mind is to change behavior and that by providing training that that will that will lead to the changed Behavior so I I agree with that concept so um now I remember I'm gonna go back okay uh I I hear you Dr Nye about the outcomes and that you you know that how important that is and I think as educators everything is about data right we give a reading test kids don't do well we give interventions or strategies and then we test them again see if they improve and that's how we know if they're doing better I think with this particular topic ndi it's
outside of the box of our traditional way of thinking it's not how things have been done all the time because it's about how students are feeling and how they belong in school the things that you're measuring I think will eventually you know change if kids are feeling that they are part of an inclusive environment if they feel like they belong and I think that's you know that's a hard thing to measure I get that you know that's that's hard and it doesn't feel good because it's a little subjective but students aren't we're hearing this tonight students aren't feeling safe they're being treated and judged because of the way they look or because how they identify or because of who they are they're Asian they're black you know and they shouldn't have to feel that way
and you know they should have role models that look like them and all of that those are things that are hard to measure and that measurement might be more about hearing students and listening to them how are you feeling do you feel like you're an inclusive environment do you feel respected do you feel like you can come to school and learn without being judged for what you look like and then maybe come back to that later and ask them if they feel if things have changed because we are changing things we're changing our systems our policies how we deal with discipline not just oh is there more or less discipline but are we changing how we are approaching those things so I think I understand that we love data we like data because it's you
know it's right there in front of us it's it's easy to look at and this is hard work this is really hard work and I think that it's not it's not that simple and it's about kids and how they're feeling and how they should be feeling in school and I think a lot of that other stuff the graduation rates the attendance I think those will follow suit if kids are feeling like they belong in school thank you um and um I forgot to say I really appreciate you answering all of my questions prior to I had two pages full so um I really that's one of the reasons why we're able to get to discussion sooner so I did follow the protocol um but um I do want to agree with um uh with trustee
Ward as far as if we look at a through G for instance and there's discrepancies I mean we already have an lcap goal for lcat for graduation rates for our AP for um for all of those things and in my view a Dei plan needs to be distinct and separate from the lcap to support those goals that are in the lcap already and so in my view we need to get to those root causes of and that's why I do believe when we talk about diversity it has to go beyond it has to really meet that definition that you know um somebody could be a plus 4.0 a through G and feel completely excluded because of their religion for instance you know and so um and those are the types of things in my view
a Dei plan is meant to get at um and that's what when I because I did I went through all the presentations we've seen over the last year and a half and there I mean we had the example of Poway Poway has a one of their goals is to um is to build relationships and Trust and that's hard that might be hard to measure But ultimately that's what we were told a year and a half ago that that's what we were that that's what we would have that's the eventual outcome that we were going to receive as a board and we all said yes that's what we wanted there was no disagreement with that at that time so that's why I'm a little confused why you expected this when all those presentations had something completely
different in it so when I look at all those presentations and I look at the minutes and I and I look at trustee Pearson being 100 supportive of Dei and all of the things that we need to do and and some of your comments as far as you know this is a very important way to to ensure that you know we're creating these learning environments for students um I I'm just really surprised that in a Dei plan that we're not looking at root causes we're not identifying barriers we're not looking at establishing more trust and establishing more um in um languages for instance languages was mentioned a lot yet I didn't see anything about languages as far as how were we you know helping to um uh ensure that culture and language is being understood
not just we've identified this culture over here and they're not they're absent a lot you know that doesn't seem right to me and that I think we're doing a disservice and I think that we're not um I don't think we are looking at a Dei plan that we that has been discussed for the last year and a half and so that's where I'm I would like to see us and also I don't think the respondents I don't think that it's representative I mean when we talk about a Dei plan it's all about having that representation and 299 folks out of 20 000 is just not representative in my opinion so that's where I feel and I I wanted to also acknowledge Dr Churchill thank you for the acknowledgment of the delays and of the um
and um of the different um discussions around Dei and our lcap and setting these goals and looking at deadlines and maybe not meeting those deadlines but I do believe that we even though that hasn't been met I don't believe this work needs to be rushed and I don't I don't believe that we should be reactionary I think that I think having a Dei plan is not checking a box and so in my opinion I think we really we if we have to take a re-look we have to collect more data if we have to do all those things I'm okay with that because I think this work is that important so that's where I stand did you want trustee or bath yes I'd like to follow up and I along these same lines when we're
looking at the words equality and Equity I think we need to come to some more clear definitions about those things and those terms and then when we're looking at the Committees that are developed who are on these committees and how are they selected because if we want to have equal representation we need to be drawing from different subgroups and types of people right and so I think that's something that I'd like to take to take a look at is who how are these people selected to be on these committees and how are these committees made up those kinds of things so it will take a little bit of time so what I'd like to add is just some comments some things that I heard from particularly trustee Ward about measurement what I did like Dr
Nye was that the Calvin Anonymous way of I think it's Anonymous for students is a lot more in depth so it does capture the are they feeling their feelings part if I remember the presentations you did between the difference between Calvin and healthy kids survey was it did drill down a lot deeper into where the kit where a student how they were feeling and if I'm wrong you know correct me I'm to do that I know we're in discussion but I'll chime in uh Kelvin is a way for us to survey students but we write the questions and we can disaggregate the data based on race or ethnicity at that point in time so it's it's not more in depth than the California healthy kids survey the difference is that Kelvin is a way to
deliver to all of our students rather than California healthy kids survey is only uh selected grades Calvin we can go candy Garden through grade 12. so where I do agree is that we need to we need some kind of measurement on here's where we're at now and and all the activities we're doing whatever it is whatever we all agree on or at least three of us agree on is that it we show a different an impact just like everything else we do in this district and that's what has been the success a lot of our successes have we've shown impacts so I'd like to consider have my colleagues here consider that we do something to have students that are saying yeah what you've been doing I feel a lot more included now I'm not feeling
like uh people are less people are saying bad things about me um and I'm not being bullied like I was before and then we know I think it does us a service we're on the right track and then we can take it to the next and then I want to just quickly because this is my follow-up uh comment is that I am with trustee Williamson is that the one slide you showed that where we have the technology and we have the career is that and then we show the third I can't remember the number of the slide but it was and you say the Dei would sit here that they're fully integrated that everything we're doing is inclusive in terms of the output so when someone leaves Carlsbad Unified School District 12th grade they go
I always felt part of this District when I go to a football game and I see the loud crowd I know what it was like prior to the law crowd and I see the kids that participate in loud crowd these are students that would not have participated in anything before and there was a an obvious missing to give every student opportunity to participate in something at a football game and they they're pretty wild but you know they feel part of a football game they feel part of Carlsbad High School and I think that's a wonderful thing and you know so you know that's not a real specific measurement but I can see faces of kids that were not would not have been there before and so to me that's that's progress so that that's my
only thing about the whole plan is that we do make sure that we do or are we on the right track that's all I'm asking on the measurement side I'm done thank you I was going to say that's really difficult to measure as far as a football game goes but I would like to um suggest that um that we can that I personally don't believe we are on the right track I I I'm really concerned about the differences between what we were seeing in April and June of 2021 and what we're seeing today so that that's how I'm feeling as far as are we on the right track however I do um uh I would like us to consider committing because I I'm not I'm not hearing that that everyone's like yes we're ready and
that I do think that this board sounds like we want to have more discussion and treat this like the lcap and so I actually support what Dr Churchill had said by making the January meeting more of a study session at the we would have the regular we have very few agenda items make that a regular business meeting and then move it to a study session like we've done with the lcap and we've had huge success on the lcap when we've been able to just kind of popcorn ideas and everybody is heard and everyone's ideas are kind of thrown on the on the um on the pad and then we could kind of narrow it down to where we have three board members that are willing to agree to and have staff move forward from there
so I'd like to suggest that we do that because I'm not sure we're going to solve this we're not going to find our way tonight just from what I've heard and I think that that's an excellent idea to um again not to rush and to get a good product in the end and instead of checking a box Professor Williamson and were you going to comment on the suggestion just I think that's a great that that's a good idea I guess my question is I'm seeing or my understanding is what you're talking about it falls under the actions and services all right okay so and I guess I just that I I had anticipated the whole time that we'd be getting that there would be goals and then once we agreed on these goals this is
what we want the outcomes to be then we would be presented with actions and services this is how we're going to get to that place because we want to be able to measure we want to be able to know that that yes we are making a difference we're not just providing training we're doing things that are making a difference we're not that but I always go and I and I don't mean to hurt anybody's feelings and whoever whoever did this to me I'm hoping she's not going to be listening several years ago there was the kindness challenge at Jefferson Elementary they had a big thing and they wanted everybody to go to the beach and I think it was going to be on the news and stuff we were all going to be um to
spell out kindness and so I said I wasn't going to be able to be there and and a couple people who were kind of in charge of it said it's really important that all the board members be there if they possibly can and so I had a commitment and I said okay I'm going to be late and so I got there late and once I did it was a really stormy day and so instead of spelling something out we were going to be shaped in this shape of a heart and so I walked up to someone and I said where do you want me to stand and she was one of the people was in charge and she said just get out of the way we need to get the picture taken and so I
thought this is the great kindness Challenge and so when what always comes to me is the um and we've heard from two of our principals now that they've had a lot of kindness training in their classrooms but it's not translating to change behavior on the playground and so it takes more than training is not enough for me I need to see change and so and the only way that I know that I can tell if we've succeeded or not is to have some type of a measurement and so that that's right that's why my focus will be on what on what we can measure and I like what was presented um and how they're going to get there are going to be the like some of the things that you're reading that's then so that
that's where I am and I've said it twice now Christy Rawlings did you want to comment on yes yes so and I'm trying to find our exact um uh because if we look at our three big goals NRL cap that those are more like what I'm looking at we our success indicator is we increase a3g by five percent or we increase graduation rates or we maintain graduation rates that's a success indicator that's not a goal our goal is to have um and I can't remember the exact goal s right students are ready for College and Career so that's the goal right so what I want to see is that you know that uh um that we're identifying the root causes of the lack of inclusion in our schools you know and again that's I just
made that up but that's a goal and then it's the success indicator if we have the success indicator of we're going to increase a through G by five percent in the subgroup that's a success indicator so that's where I'm getting confused on where our goals are and I'm not seeing the overarching goal that really gets at Dei that's what I'm that's my concern is I'm seeing a lot of academic success indicators as goals but I'm not seeing the overarching goal that we're after and so that's what I'd like to see us because when we did that with our lcap I don't know if you remember when in 2014 or 15 we had seven goals and we had success indicators all and we you know um we pulled up our bootstraps and we got to work
and I think we have really strong El Cap gold and really strong success indicators and we have a strong process of evaluating of implementing evaluating and reevaluating and making change when it's necessary so that's what I would like to see Dei do okay that's what I'm trying to get can I ask uh I just want to show a thumbs right now because we may be able to take everybody's comments what I've heard is that tonight we're not satisfied with everything well I hear one trustee trustee wimson but I am hearing three and and three trustees right now saying no I'm not really ready for saying as is am I hearing that correctly three right now correct okay with that in mind do we want to take the suggestion of Dr Churchill and suggest a workshop
to give staff a better Direction on what the goals should be does that sound something what you're looking for and I see I'm in agreement with three on four with that because I'm hearing three I have a question trustee Ward trustee Pearson um I can I want to piggyback on what Gretchen was saying in in regard to the surveys or redoing the surveys but um also to reiterate that possibly is establishing the goals would be easier if we really did hear from staff and students and to help kind of gear us toward what those goals should look like because you know you we have students in Carlsbad that have different ethnic backgrounds that identify differently that are transgender that are part of the lgbtqia community and I think we need to hear from them to
help with some of these goals right so I mean I think we have to get some of their voice in order to establish those goals otherwise we're the ones that are making the goals which is great but or you are I'm sorry but you might not have that perspective to really do create goals with um you know with a real understanding of how students are feeling and I think that's a large part of what the Dei plan is about Dr Churchill yeah so you know I'm just I'm listening and I'm sort of reflecting and you know it occurs to me Dr and I mentioned the Kelvin survey data you know the Kelvin piece is is a real quick snapshot that we deliver four times a year to all of our students I think in grades
three through 12. um and you know I I just pulled up the most recent Administration which happened um you know November mid-november and you know when I look at uh the secondary so 6 through 12 it's captured on one page here for me we had 4 500 students complete that quick check-in right and we have on average you know four to five thousand students take this four times a year the the survey itself it's 10 questions it's real quick but it's organized into a couple of different dimensions school safety school connectedness school climate and at the secondary level it's an emotional and mental health if we drill in little bit more to school connectedness for example and I'm familiar with this only because I I have a student group that I meet with regularly the
student superintendent advisory Council and I met this morning with the group and I shared this with them and asked for some feedback on it in the in the the dimension of school connectedness we had 4 500 I'm sorry in this case 4 200 secondary students respond to three questions number one I have friends at school and you rate you know yeah I very much agree I agree I somewhat disagree or I very much disagree 88 of our secondary students who took the survey said yes I have friends at school it's a high number that's good a little worried about the 12 percent of kids that on that day said I don't have any friends at school but as we dug into it with the with the students this morning they said you know that could
be any number of things I could have broken up with my girlfriend last night and this morning I really feel like I have no friends so so there's a lot that can go into it um question number two in this category I feel close to people at the school students teachers and staff 81 percent of the students who took the survey reported favorably and that's good so you know eight out of ten students say they feel close to someone but again there's 20 percent of the the students there that on that particular day are indicating they they might not have a close relationship with someone else at the school so so I think we have availability of data we don't ask students to self-identify any of their personal characteristics all we know is the are
the things that were required to to collect so we know ethnicity we know language background we know military affiliation those are all the sorts of things that we have to ask about and collect so we can disaggregate this the the question I have friends at school we can slice it looking by grade level by campus by racial group by you know primary language group Etc so I think we have some of that information can I ask who wrote the questions because you said that we create it right so who wrote the questions so we we are instructional Services we were supposed to be in discussion oh sorry I'm sorry let me maybe I'll just finish my point really quickly I apologize I've taken us a little far afield but I'm going to come I'm going
to come back to it if the board is interested in having a study session I think there is some information like this that we could also bring that that might help in the near term to answer some of the trustees questions about are we hearing from from enough students by no means do I think this would be exhaustive right but it's possible that we can bring some additional information to bear that might be helpful and and I think our perspective would be um if we can leave the meeting this evening with a commitment to come back in January and dig a little bit deeper if there's consensus from the board for us to bring any additional information between now and then we would do that and um and then I think it's possible to get
after what what um so I I counted four thumbs for a workshop to do that but I think what we need to do is correct me any of you can correct me on here is that we need to give them scope what do we want them to come back to what do we want to do at this Workshop would that be helpful to stop yeah we want to know do you need any additional information on what's already been provided and is there any other direction that you need to give us so that we're crystal clear on what we're bringing back so when we come out of the workshop we can give them back to what they were asking for tonight does that make sense so it's a good use of our time and good use
of their time as well so I'm totally supportive of a workshop I don't know who the fourth one who the fifth thumb was but I'm if I was the missing thumb I think that is I'm supportive but because because we obviously have a difference of opinion so so I I think that's a great and I guess my question is are we wanting to have staff do something different between now and then what what so what will we be doing then that we couldn't so I like to respond to trustee Ward who would like you made us suggestion you wanted us to do the survey again and well no I know but but trustee for bath said that but you said you added some things you wanted to happen as well too so what we probably
should do is see how many thumbs we have for them to do that each one of your suggestions before the meeting having that information available to us at the workshop trustee Rawlings I I do see a problem with that because again we're going into a winter break and so I'm not sure that the surveys and that sort of thing are going to be as responsive but as we've done with our lcaps in the past and with our Workshop so I did find the goal so align student learning to state adopted standards supported by materials instruction and technology in a safe and clean environment that is our goal number one in our lcap you know if we could come up with more goals like that it's not you know have have uh five percent increase in
ACG the goal is is so we but we word Smith that and we you know um uh we really kind of took all of our our ideas to do that and so my thought is is that we we come up with overarching goals three or four overarching goals and maybe some success indicators like we have in our lcat but some of the some of the resources we may need after we establish what we really want to see the core of what we want is then we look at um we need to redo a survey you know we're not we need to make sure that we're targeting the correct groupings or what have you so then we can direct staff to actually do that in a time frame that we should probably get some better respondents
than what I think we could going into winter break how many uh with that suggestion how many of you agree with trustee Rawlings that approach so we can kind of move this along because can you say it in one sentence what you want I'm not sure what what you're but I'm not sure what we'd be saying uh some teachers is done I would like us to come in with a clean slate with all the information that we've already received with all the back presentations that we've had and we've done and that we our goal for the workshop would be to create three to four overarching goals with a few success indicators and potentially some additional direction to staff to collect additional resources for our work that's what I'd like to see the work the outcome
of the workshop similar to what we did back in 2015 to create to take our lengthy lcap into a very concise um specific document so that's what I'd like to see and maybe some suggestions from staff what those goals might look like trustee Ward I was gonna say that um you know we already have some overarching themes that they had established so maybe using the Kelvin survey that Ben had mentioned that data and maybe before we meet we can get some data from some of the clubs at the high schools possibly like you know we had some speakers today from like the GSA clubs I think you know I'm just looking at some of the clubs that they have here the black student union or the different clubs that you have on the two campuses
might be able to give some anecdotal input because we you know that's great information when you're hearing directly from students so and then maybe with all of that information during the workshop working under those themes we can then establish goals at that workshop with staff or whatever however that works I don't know spring break is winter break sorry I think I had winter break begins seventh okay no at the end of the day after tomorrow okay and our January meet and our January meeting is so really that only would give to trustee Awards suggestion how many school days to get that data ahead of the eighth law I mean we come back 15 days is that realistic Dr Nyack can I get thumbs to trustee Awards uh requests or suggestions not requested suggestion in terms
of having that data for our Workshop I'm concerned about the timing I I think it's a good idea to do it and I thought that we had done that just you know that on our diversity equity and inclusion uh committee for students there are many students from black student union from the GSA clubs they're they're on that committee that's the purpose of that committee so there's students from every Secondary School we've gotten perspectives from them we've included their perspective in the notes and they helped uh kind of guide us through the process but certainly we could go back to that group or go back to individual clubs whatever you wish us to do we'll we'll do I would in regards to specific questions we'd be asking I'd want to get a little bit more information
on what it is the information you want to hear um that would help you make a decision on a you know an overall goal or an overarching theme so that would be my only request so are you commenting on trustee Awards okay trustee Rawlings thank you um what if we asked staff to uh collect resources that are already readily available that wouldn't take too much work similar to what Dr Churchill just looked up some information that we already have and that they bring as much of that information relevant information either provided to the board in reports or bring it to the meeting my my question for both trustee Rawlings and trustee Ward is what's different than they've already provided the four thousand forty five hundred respondents from Kelvin that felt that they had a friend
at school trustee Ward what's different than everything they've provided um well I mean now that I'm kind of hearing from Dr and I I wonder then if the survey responses that were provided if they could be disaggregated a little bit because I I think there is some things that are being captured in that survey about how students are feeling um with different student populations so maybe we can you know really bring that not just give us the survey responses but maybe we can pull that data so we could work staff could work effectively we could work effectively with that data right in front of us to create those goals trustee could I ask another question of Dr Nye so do we have he's not going to answer yeah I haven't even asked a question you're
already shaking your head um yes you were you definitely were and I'll call you out on it um so the the diversity group that you met with isn't that didn't you provide that data to us separately or is that grouped in with other data with other um comments that data was provided in a a Friday report but it was by by that group not in with I mean from Korea that's that's correct it was just anecdotal data specific to the group and that was feedback from what they were seeing from the draft goals um but we we were asking them their opinions on the goals and what they'd like to include what was missing so that was their bulleted feedback that we took from uh the students that we met with just about a week
and a half ago so that in my mind that data needs to be it needs to be really clear where the different data is coming from so you may there you may already we may already have the data that we were looking for the information and so but but maybe isn't clearly identified the circumstances how it was gathered what I'm hearing is that how many people said that there were language barriers and to have those all lumped together because one thing I I saw from the data is that I saw these responses but I didn't know how many people actually responded that way in a more of a concise is that correct is that kind of what you're more what you're looking for in an Aggregate and I just want to make sure I understand
the discussion period because I asked a question and I was told that I couldn't ask a question so but others are asking questions can I ask questions during discussion or can I not do that so I just want to be clear because I'm learning today you guys yes I just want a big shirt that's why I asked him if I go down oh so I have to ask you oh God understood okay trusty Ward it's about the goal right now okay is at a quarter to ten sure is try I think we've agreed that we need a workshop yes next thing we need to say is what do we need from the staff to conduct the workshop to get to the goals that we want to give to them to move forward on the planet
so if the question is related to that you're you're free to ask a question of the stuff okay yes okay and trusty word I was just trying to clarify what I believe you were looking for when you're talking about aggregating the data that right you want it more correct okay yeah I just wanted to clarify that that's what and does that sound reasonable I mean disaggregate the data right that's the request and then is that something that so let me request or what do you think let me ask of Dr dine Dr Churchill if that how reasonable that request is the survey data we're talking about um the specific 299 survey responses that we got to put those into themes is that what you're requesting could I add to that as far as some of
the responses and the minutes from that you provided recently from the equity meetings and the committee meetings because it looked like there were some themes that were um that were duplicated from the surveys uh yeah and staff could certainly go through the survey responses and um and come up with themes that we are seeing common themes from those uh and then the 299 responses that we have put those into specific themes and then we could also do some themes around the survey response or the the Equity committee responses there weren't I mean we're talking about 20 30 responses that we got back from students during that meeting or each of the meetings so we could certainly put those into themes as well trustee that support is that what you're looking for um yes but I
just want to be certain that that cert those surveys went out to all parents students and staff right through parent Square you said and that's correct yes okay okay but I I yeah we don't know who responded to the survey um other than the breakdown that I gave you before of what percentage was students what percentage were um parents you know what I mean and what percentage was staff so but as far as demo did we capture the demographics that we wanted to capture I we don't know that we didn't ask that on the survey um and we don't have that information yes yes okay so now now I think we're ready to give direction to staff on what we want at the workshop correct so are you capturing that Dr Churchill or Dr now
or both I've captured a lot of things but I I would still request specific Direction via VIA thumb so would you like me to read back some of the things that yes that I've got here so I I have by trustee Rawlings come in with a clean slate with all the info we've already received including previous presentations with the goal to develop three to four high-level goals for de and I at the next meeting you want to take uh thumbs on that one yes so we'll start with that one you say three to four it's the Clean Slate that I think that staff has done a lot of work and I and I am comfortable that we can take what they have and add actions and services and maybe add in our own overarching so
so I'm so I'm a thumbs down I know you and I look are looking at different but I'm just saying the reason that I'm where where can I ask a question for both of you where's the Delta where's the difference between what you're asking for what what would bring you both together in agreement it's a quarter it's 10 till 10. oh it's going to be that long long okay well I think there's three so there's actually four but yeah so that's there's first of all let me let me get everybody's thumbs first so it's okay so just to clarify they're not going to come in with any goals or anything it's going to be there's going to be nothing that's going to be presented I have another request there's a follow-up to what that that's
not how I look at it okay I mean trustee verboff and trustee Ward see where you're at okay okay so the next request from trustee Rawlings using resources readily available bring as much new information as possible in advance of the meeting to the extent possible to segregate student data and staff to compile themes from all the data collected does that mean we won't be we won't see any of the raw data that's I I guess we'll we'll we'll give you I mean we'll give you a raw data we'll give you available data we'll also take the step of compiling some themes right it's five and then the last one from trustee Ward um was to get additional feedback from high school student groups before the workshop are you directing the question trustee Rawlings what was
you what would be under your understanding that would entail well I mean we'd have to I'd have to you know work with Dr and I and see what sorts of questions were they asking of the student groups and the equity committee meetings and determine to what extent is that some of that doable can we replicate that in you know some student clubs Professor Rawlings could that also could that follow under the first request that received four to one thumbs um I mean I'd like to know specifically if you want us to go back out to student clubs and meet I'd like that direction I think it because of the time frame that trustee Pearson did reference I mean there's a lot going on in January if it's important the majority of the board will do
it um in my mind I almost kind of feel like it might take a little bit longer to get there but we can push it through okay all right okay okay trustee we're back yeah go ahead on this I just think it's important that when we're talking about going to visit with students and talk to them that we're we're getting a cross-section not just the same groups that we've been working with and questioning right so if we're talking about clubs that we're talking about a variety you know diverse clubs we voted it was four one okay but I'm just saying that's going to take time but you know that comment for the workshop and that may come up okay Dr Churchill or Dr Nye what other can we give you Direction on we're good okay
okay trustee Rawlings yes I'd like to make a motion to extend the meeting um there's a motion uh I need a second I will reluctantly second it is I seconded trustee Rawlings um in motion and to extend the meeting and trustee Williamson seconded um extended it you didn't be specific just extend it until it's a conclusion next conclusion uh take a vote it's Garcia yes trustee Ward yes trust you for Beth yes trustee Rawlings yes trustee Williamson yes trustee Pearson yes motion passes five to zero okay moving on here we now move on to item 8.4 resolution number 15-223 adoption of annual and five-year reportable fees report for fiscal year 2021-22 in compliance with government code section 66006 and 66001 developer fees trustees this is a discussion action item I will now hand it over
to Mr Dill thank you this is an annual item that's presented for the board's information and this report and resolution recognizes the link between new development and the impact on school facilities the report justifies the continued assessment of statutory school fees on all new developments and also indicates that we have appropriately accounted for those fees in how we collect them and how we spend those so as such we asked the board that they adopt the resolution approving the annual and five-year report in compliance with the government code the time for public comment the president received we have not received any blue cards for this item trustees do you have any questions phase report for fiscal year 2021-22 in compliance with government code section 66006 and 66001 developer fees exhibit a so moved Williamson second Rawlings

position and tonight is your opportunity to perfect that action that you announced at the last meeting okay this is time for public comment have any blue cards been received we have not received any blue cards for this item trustees do you have any questions trustee Rawlings I'm unclear about what you mean by perfect that action yeah that was probably imprecise language prove complete see-through follow through on so it was an informal thing that we said we wanted to do and then now we're fine the Education Code requires a two-step process for the appointee the first step is that the board publicly announce who its appointee will be that took place at the last meeting what is then required is that at a subsequent meeting that the board take action to appoint the person they announced
at the prior meeting that is to give the public an opportunity to provide input regarding the board's appointee Christie Rawlings thank you do we have another do we have a third yet on the person we do not currently have a third party and um I know director Austin is working with the Personnel commission to fill that vacancy we currently have two Commissioners seated one is the union appointee that is a former CBO Suzanne O'Connell and the district's appointee is Carmen Renee and then they would then jointly appoint a third member we have that position filled for some time the incumbent moved from the district and is no longer able to serve in that role any other questions trustees okay may have a motion to point Carmen and Renee to the Personnel Commission in a second
