decided to read a poem from Amy Ludwig Van Der vanderwater a children's author and a writing teacher I vote there are times in my life I do not have a choice no one else no one asks what I think no one hears my small voice but elections are different I live in a land where we each have a vote so I must understand the plans of each candidate hoping to lead I ask myself questions I watch and I read the more that I study the more facts I find I ask myself questions I might change my mind and sometimes a friend or a person I trust has a different opinion I listen I must my vote is my privilege my duty my right I need not be a man or wealthy or white I just

need to think and show up in November it was not always this way I vote I remember thank you can you hear me okay our community and its Traditions are deeply connected to our schools parents and community members partner with teachers to provide unique educational opportunities for students students value the Traditions that built our community local businesses the lagoons preserves and beaches are an integral part of our identity we will now take roll can you hear me trustee Jones here trustee Williams here trustee Rawlings here trustee Williamson here trustees me I have a motion to approve agenda item 4.1 approval of the October 19 2022 meeting agenda so moved second trustee Jones made the motion trustee Williams seconded the motion Ms Garcia please call for a vote trustee Jones yes trustee Williams yes trustee Rawlings

would have the 21st speaker wait until after the end but board members if it's okay with you we'll just go ahead and extend This Time by one minute so do any of you have an empty seat next to you if you do there there are some people standing thank you okay this is the time that members of the public have the opportunity to address the board on any non-agendized item that was that is within the subject matter of the board please keep in mind though that school board meetings are business meetings that are conducted in public not Town Hall meetings where there is an ongoing conversation between board members and the public as a school board we have a responsibility to ensure that the agendized business of the district is completed during the meeting we

invite you to show support for a speaker by waving your fingers rather than clapping or cheering when I call your name please come to the podium state your name and indicate whether or not you live within the boundaries of the school district we will have the timer on the screen and when you're you're the mic will be muted when your time is up I will read three speakers at a time so that you'll oh 22 I will be here for 22 minutes trustee Williamson yes I I wanted to make a motion to extend time for student speakers what do you mean that if we have student speakers that um that we allow them to have the full three minutes I I don't think we would need to make a have that be an agendized item

that we can discuss and I would I believe that that has not been again thank you okay all right um first three speakers will be Shauna Hearst Laura Pitts and Rachel Marino Ott good evening this is your carlsbadian fight PTA update this is Shauna Hearst your pres president uh quick things we've got so many things going on just tonight on your approved thing it's you have a hundred thousand dollars in donations from just three ptas and that to support PE Art and Science many of our ptas have implemented their teacher Grant programs which will bring more funds into the district we had three ptas hold events with John Moffett both for students and parents most if not all of our elementaries are holding Book Fairs one of which is hosting a used book drive to

donate those used books to a local charity aom is hosting a BBC or trainee program and we have lots of cool things going on at Sage Creek they have a cooking class career chat on environmental law there are Cadet Mentor program and so many things but it's only got nine minutes and there's about 90 people in the hallway so have a great evening thanks caught me would you make sure that you repeat your name and let us know if you were in the if you reside in the district good evening I'm Laura Pitts I'm the CEO at Carlsbad Foundation I do not reside in the district um we have a lot of things going on the foundation first and foremost our fall campaign our year-end campaign will kick off in November um our needs are

Urgent this year because of the rising cost of personnel as well as materials and additionally the Kids Care scholarships we've run a campaign to help with that over the last couple of years that was embraced very well with the community we will do it again to help reduce costs for Working Families the CEF board of directors will be awarding um over 1.2 million dollars this year to the district we will be looking at all additional Grant requests at the uh the November 3rd meeting so the district will be informed early or early November about what grants are approved finally we have 18 seconds to talk about all the programs we run we run Kids Care we need staff if you know people that need jobs we will hire them um we have a middle school

program that is brand new and it's awesome and kids can go two three five days a week and if you don't know about it ask your principal or check your email and we can't wait to see you next month hello my name is Rachel Marino Ott I'm the Carlsbad Unified Teachers Association president I do not reside in the district but I do have two children going to school s I've been rewatching the good place of late and The Guiding question that drives much of the plot is what do we owe each other at the very least we have each other a modicum of respect there's a lot of hateful rhetoric Sprite online targeting teachers of unions and our candidates Any teacher who behaved the way that these candidates have would be speaking to Rick Grove

and facing discipline the moral and ethical bar should not be lower for a school board trustee than for a teacher these persons entrusted to make decisions for our students should be held to a higher standard finally I believe that we owe each other into honesty and integrity perhaps that is what makes this season so hard nothing has kept me awake more in the past two years than the thought of three-fifths of a school board seated with Liars bigots and Bullies with people who do not truly value students to hold respect for educators or the very board they wish to serve on with 90 seconds I received my time um we now Nikki rudden Katrina weidlick and Jennifer Jennifer Zamora my name is Nikki rudden I have students at Buena Vista I am an alumni and

so happy to be here tonight um just a few shout outs the community Liaisons the bilingual Community Liaisons what an Incredible Gift to our district newcomers a gift to our community thank you those are programs we want funded those are programs we believe in thank you Miss Kay at Buena Vista counselors doing amazing work in the Buena Vista classrooms teaching students about connecting with each other a community um how to find a friend these are things that our students need lastly I'm in my M.A program right now and I've been exploring websites and I came across carlsbad's cultural competency competency plan and I am so excited to see that's on there where are we on that incredible things that we could do with that where we could do data dives into our district we could

do professional development that we we want to see that on the on the agenda I'm really curious where that's at so thank you so much hmm hello my name is Katrina weidlick I'm a parent teacher CHS GSA advisor and graduate of the district as today's Unity day I want to read you an excerpt of writing for one of my own students to remind us all how even one simple story can foster Unity within a community when I first started middle school I went to my school's library and picked out a book called Lily and Duncan which centers around the intertwining lives of a boy named Duncan with bipolar disorder and a transgender girl named Lily before reading this book I was not super familiar with what bipolar disorder was and the everyday struggles trans youth

face reading this book opened my eyes to very important topics I'm grateful I had access to in school without this book I wouldn't it wouldn't have opened up the door for me to understand other people's experiences and struggles I urge people to understand how vital it is for representation to be present in novels especially for young people still understanding themselves and their identities please ensure we do all we can to give students a window into someone else's experience a refuge for those targeted by others and a bridge to come together in unity represent presentation matters good evening my name is Jennifer Zamora and I have three students at Carlsbad High School and I live within the cusd boundaries I am here today to speak in support of the diversity Equity inclusion and belonging discussions that

are taking place in cosd as a parent of biracial students I would like to see a media action in creating district-wide programs that supports diversity Equity inclusion and belonging at all levels to to include how we evaluate Staffing I understand that it has become a controversial topic that cnca have gained Traction in local politics and it is my request as apparent that the board votes move forward with implementation and begin acting on what many surrounding school districts are already doing knowing knowing that there is no end goal but a continuous focus with cosd to improve our community Through education building a foundation of empathy and respect and creating a safe space where all students and Staff feel safe to learn well-being their authentic self with the support of the San Diego County Office of Education

and partners within the north county districts in nonprofit organizations we can establish a safe space for all students staff families in cust thank you thank you next is Rachel Shinoda Nikki fadick and Sarah Hunter hi I'm actually Hannah Summerhill Rachel gave me her spot so thank you Rachel um I'm here with the Carlsbad a quality Coalition good to see everybody I think everyone here has the same goal things seem very divisive but actually we all want to protect our kids and I think part of protecting them is accepting them think back to your time growing up in school I'm sure you can remember a time where you felt small or ostracized or like you didn't fit in even as adults those feelings follow us we might still even remember the names of kids or teachers

who made us feel that way and whether we like to admit it or not those scars of being unaccepted stay with us long after school laughs a couple weeks ago at the candidate forum it hurt me and students to identify in the lgbtqia Spectrum to hear that some adults won't support communities or programs that support them I just want to say I support queer students and support the programs that they need for their mental health and well-being thank you hi my name is Nikki fadig I used to live in the district and I'm a Carlsbad resident and proud parent of a member of the lgbtq community who is a graduate of Carlsbad schools I'm here to talk about an exchange at a recent Forum as the previous speaker mentioned where candidates were asked if they

would commit to support District programs that lgbtq students depend upon for their health and well-being two of the candidates Sharon mckeeman and Gretchen verbeth hesitated and held up their signs that said no to be fair they also held up their yes signs later claiming specious arguments about their equivocation to be clear the district's programs like anti-boying campaigns or the campus GSA do not infringe on other students rights lgbtq youth are four times more likely to attempt suicide that rate is even higher among lgbtq youth of color programs that reduce bullying and Foster acceptance are literally a matter of life and death we must choose a more inclusive vision of Carlsbad schools for people like my son and maybe someone you love too thank you my name is Sarah Hunter I am a proud teacher GSA

advisor I'm here to talk about the truth that every not every lgbtq kid is ready to come out at home or elsewhere for reasons that are nobody's business but their own every student has the legal right to disclose how they identify to whomever they choose whenever they are ready not every family unit is safe and supportive and that is one of the many reasons ab1266 the law exists a lack of empathy and perspective has led some people to believe that pronouns are right to privacy adherence to the law and a supportive School staff particularly GSA advisors are to be vilified but the reality is there is no act more dangerous than weaponizing ignorance and fear against children and families and by doing so we are putting our lgbtq students in very real danger there can't

be talk of supporting Mental Health on one hand while threatening to force a child out of the closet and dehumanize them on the other if this district and the people that pledge to serve it are truly for schools four students and their mental health and if we are truly a community that is committed to nurturing safe learning environments for all students then a statement must be made publicly condemning dangerous homophobic rhetoric and blatant bigotry lgbtq students are watching and they need to know that we have their backs the answer as to whether or not we love affirm and support your time is out yes yes so we can't turn off the mic oh okay all right okay yeah sorry I will I will try to watch that um the next three speakers are Kelly lebirthin

JB Scranton and uh Peggy Bartley hello Kelly leberthon Carlsbad High School graduate the child belongs to the parents each child is special and unique men should have to claim a different sexual identity to receive praise and attention just last week as H Creek High School teacher and GSA Club advisor was exposed for pressuring School Employees to hide students gender transitions from parents this is outrageous it is wrong for School Employees to come between the child and the family and for the school to push multiple genders on children creating confusion and depression no one loves the student more than the child's parents we value and support our teachers but the decisions to raise and form the child lie with the parents we need unity and transparency though these programs in the name of equity and Dei

only bring division your time is up I apologize for not noticing that before but I will to her okay um okay so all right thank you Board San Diego's number one substitute in foster parent JB Scranton I do not reside in the district so back to what I was saying last time this lesson on protected speech is brought to you not by the school boards Association not by Council for the district but by a certificated U.S government teacher you're welcome now in previous remarks I've referred to several records requests I've made of you most recently by if I ask you to disclose how much public money you've spent fighting me including legal fees now I understand that you do have a privilege that is derived from your attorney-client relationship just because you have a privilege

doesn't mean you have to exercise it um you um I will offer my number for the benefit of the written transcript and the viewing public based on much personal experience a ten thousand dollar retainer is common for litigation this number um that's what we'll go with uh until proven by you otherwise and I'm my last three seconds I'm going to refer to written correspondence newly before you tonight Miss Bartley should be followed by a chip ball Mike Barillo and Jordan p ah I have laryngitis I'll try and speak um my name is Peggy Bartley and I'm a resident of Carlsbad for 10 years now the purpose of education is to teach English reading math and science and to teach students how to reason sexualizing them and teaching them sex acts is not within the scope

of Education teaching them to use gender pronouns when referring to themselves and their classmates or teaching them that there are more genders than male or female is just plain wrong promoting gender dysphoria is not in the realm of Education it's propaganda and promoting these things is just demonic it is the duty of parents to teach age-appropriate sexual morality not the school and I exceed the rest of my time I'm Mike Morello and I'm a resident of the district one minute you're so generous we're in the grip of a new type of War whose tactics are unrestricted multi-dimensional and touch nearly every aspect of our society today our economy on the brink of collapse science corrupted by those that fund it public health policies that elevate excess death to Historic levels and schools that teach kids

how to change their sex ideology rules over Common Sense claiming to unify reward and heal but divides and progresses and disfigures Americas and Dire Straits at times like this we need strong courageous leaders to stand up against the assaults trustees who will not turn to their lawyers but rather their own common sense and ethical fortitude are needed I encourage Carlsbad voters to vote for Sharon Scott and Gretchen to stir our ship back on course hi I'm chip ball live in the district all our kids went to Carlsbad schools K-12 I'm here to comment on the cultural proficiency plan on the cusd website and the proposed policy of diversity equity and inclusion or Dei the website says this plan is about a quote a world view a mindset it is a matter in which we live

our lives unquote this policy is based on a worldview that we live in a fundamentally racist and bigoted country which is a divisive and false premise in itself what you focus on you get more of if you focus on diversity of how people appear on the outside put them into different identity groups and treat them differently then you're dividing them against each other rather than creating an inclusive environment and that's discrimination Dei is a cheap is a wolf in sheep's clothing this policy is creating a divided United States of America it's a divided States of America and divided we will fall many of us are awake and see this for what this is what it is it's a political agenda wrapped up to look like it's caring for our kids it's not thank you we

will now move to the next speaker Jordan p okay oh okay next will be Stephanie M Tamara Dixon and Robert Lee I'm Jordan D um it's kind of disappointing to have to be here at all um there's a lot of issues you guys have here a lot in many different categories and I really hope that you guys make the right decisions in terms of who you're there's a lot of people here that I don't recognize and God I'm shaken up just being here truly disappointing to have to stand beside you next to you in front of you and to see the almost lack of discern in your faces um ever see the rest of my time Stephanie M Amry Dixon and Robert Lee Stephanie M no Stephanie M okay Tamara Dixon hi I'm Tamara as

the last speaker said you know this is kind of a mess I'm really disappointed to have to stand up here in front of you as well I'm talking about the three-year Dei program and it is not academic freedom this is a racist sexist way to separate students by their differences and it doesn't matter the color the gender it it doesn't matter that should not take precedence in fact what's happening is the teachers are making victims of the students by choosing what they are doing so um we don't want any more indoctrination and uh you know just let students be students let kids be kids thank you thank you the next speakers are Robert Lee Kristen Foster and Lindsey Gordon and as a reminder if you would please state your name and if you reside in

the district Robert Lee your 30-year Carlsbad resident in massive implementing District policies regarding hate motivated behavior and cultural proficiency the following factors should be considered the text of the proposals is largely shared with past attempts to justify affirmative action you will recall that proper position 16 in 2020 which sought to legitimize affirmative action was soundly defeated goals of equity diversity and inclusion are best accomplished on the merits of superior achievement rather than to be unfairly granted with arbitrary advantages given to those who have failed to excel regardless of their background rather than promoting Unity the new District racist policies are serving to amplify Division and Discord though the district seems obligated to adopt random curriculum and training largely opposed by parents a local ballot measure would more accurate accurately gauge Community acceptance or rejection racist

and divisive regulations such as those proposed are ill-advised misguided inappropriate and most importantly harmful to children thank you Kristen Foster and then Lindsey Gordon okay Miss Gordon hi my name is Lindsey Gordon I reside in the Resident I'm a teacher I'm a parent of two Carlsbad High School students and I'm actually here tonight speaking off the cuff I am actually completely disappointed in the people in this room I have been coming to board meetings for five years and this is the first time I've seen most of you here so if you're really that concerned maybe you should have been coming for a while the other thing is how dare you tell me what I'm teaching in my classroom when you haven't even stepped foot in our classrooms to see what we're teaching cultural proficiency is

amazing we are teaching that every child belongs in our schools that every child deserves to be seen and recognized and gosh Darna as a teacher I deserve every child deserve to be seen and recognized to him for who they are I teach third grade I love those kids I teach them how to be kind I teach them how to accept others and gosh darn it what this world needs is people that are kind and respectful to each other and not people that sit here and point fingers and say what a horrible job we're doing you have no idea what I've been through these past few years and how I give my life for my students and I will continue to do it and thank goodness these high school seniors are here seeing what democracy is

like thank you we now will hear from Stacy Baker Crystal Jones and Jen Bellman Stacy Baker Crystal Jones and Jen belnap Stacy Baker here no okay Crystal Jones make sure you please state your name and if you reside in the district please hi I'm christelle Jones I reside in the district and it's eight months since I first stood in front of you and I'm I've been back and forth over the last eight months and I'm here again for the same reasons and it's concerning the train wreck that is their hope measure HH construction project which is currently a complete standstill with no end in sight the permits that should have been so prior to the project commencing have been pending for almost two years there's been a total lack of communication and transparency regarding these

parent permits um so we'll talk about this later as it's also an agenda item um thanks for your time and after Ms bellnap will be our last speaker Larry Grandy hi I'm Jennifer Bell in the district and I have two current cusd students I'm here tonight to speak on strengthening the family and I hope that this board will make it a priority in all policies that you pass to make that your focus strengthening the family um I think if we look at how do we improve students grades we need to strengthen the family how do we improve mental social emotional health we need to strengthen the family how do we improve the health of our society we need to strengthen the family how do we Empower teachers to teach to teach their core subjects instead

of focusing time on discipline we need to strengthen the family and why is this is because the family is the basic unit of any and every society and I just hope that we can all be unified in that as a focus and a priority Mr Grandy yes my name is Larry Grande I'm a Carlsbad resident since 1978. my daughter is a graduate of Carlsbad High School she now resides in Carlsbad with her husband and three kids so I've got three grandchildren one grandchild is in Sage Creek the other two were soon to follow as a resident taxpayer father and grandfather I would hope that this board would provide leadership and guidance to the school system that would ensure education not indoctrination schools and teachers should serve to educate not hide things from parents you hide

things from parents you're lying that should not happen one other item is that I understand that in one of the classrooms at Sage Creek there's a black lives matter manner and if we're going to have black lives matter matters banners and we should have all lives matter banners because all lives shouldn't thank you thank you and I and I would like to um to express appreciation to nearly everyone in the audience who listened carefully even though you may never May perhaps heard views that were not that you didn't support I appreciate the fact that we can share our thoughts and um and speak so thank you very much those of you who did show respect to others and now I will um turn the time over to Dr Churchill for his the superintendent's report thank

for transgender and gender non-conforming students and we intend shortly to provide additional information to staff and families about the district's legal requirements I'm sorry that the teacher in question has been attacked publicly for reminding her colleagues of their responsibilities in the California Education Code the California Department of Education has put together a web page with answers to frequently asked questions about assembly Bill 1266 which was mentioned earlier this became a provision within California Education Code section 221.1f on January 1st 2014. we'll make sure that everyone has access to these FAQs shortly thank you thank you we will now move to item 6.1 the approval of the consent calendar all matters listed on the consent calendar are considered by the board to be routine and will be enacted by the board in one motion there will

be no discussion on these items prior to the time the board votes on the motion unless there is a request for one or more specific items to be discussed and or removed this is the time for public comment have any blue cards been received on consent calendar items we have not received any blue cards for this item all right trustee Williams has asked that we pull item 6.5 are there any other additional board agenda items to be pulled may I have a motion to approve consent calendar with the exception of item 6.5 so moved second second trustee Jones made the motion trustee Williams seconded the motion Ms Garcia please call for a vote trustee Jones yes trustee Williams yes trustee Rawlings yes trustee Williamson yes motion passes four to zero may I have a motion

to approve the consent calendar item 6.5 so moved second Rawlings trustee Jones made the motion trustee Rollins seconded the motion trustee Williams do you want to speak to this matter yes so I pulled item 6.5 from consent because I will be abstaining from voting on this item city of Carlsbad is listed on the PO register and the AP warrant listing my company works with the city of Carlsbad while no material conflict of interest exists out of abundance of caution I will be abstaining to avoid them excuse me to avoid the perception of a conflict of interest is there any discussion further this discussion Ms Garcia please call for a vote trustee Jones yes trustee Williams abstain trustee Rawlings yes trustee Williamson yes motion passes three in favor one abstention we now move to our discussion

to live a health a healthy lifestyle thank you very much we now move to item 7.2 annual career Pathways update Street three-year strategic plan trustees this is an information discussion item Dr Nye and Associates give us a moment to get situated here and we'll get started foreign all right well I'll get started good evening president Williamson trustees and Dr Churchill tonight staff is pleased to present our annual update to the cusd career Pathways three-year strategic plan as a reminder this plan was approved by the board last year in November each year staff will annually update the board on the progress and goals highlighted in the plan I'm pleased to be joined tonight by Dr Brockett director of secondary education Nicole Marsh who is uh carlsbad's College and Career teacher on special assignment we're happy to

have her working exclusively with us here in Carlsbad now and Ashley Crawford who is new is the new K-12 pathway coordinator for MiraCosta Community College and she supports three two other districts besides ours San Diego and Oceanside so we're really happy to have a team together that are working and uh towards all of our career Pathways here in Carlsbad Unified all of the team here have been instrumental in the achievements in the plan we want to thank each of them for their hard work and support so next slide please Dr Brockett really quickly this slide represents our six overarching goals and areas in the Strategic plan staff has staff has indicated for each goal the success indicators that have been implemented those that are in progress and indicators that have not yet been implemented at

this time you recall that we provided a similar scorecard with our lcap plan and our safety audit unlike those plans some of the indicators are ongoing in nature and therefore we have uh had to have them designated and implemented in several different places a good example of this would be in a goal area number one creating a K-12 Recruitment and marketing plan for Pathways in cusd we've created a number of marketing plans that are in place but as you can imagine we're strengthening those plans so therefore they're ongoing and they kind of reside in both areas so we've checked them in both areas and Nicole Marsh will go into more detail with that so with that I'm going to turn it over to Dr Brockett who will talk to you a little bit about a

timeline and then we'll get into the actual plan itself all right thanks for having us here tonight really appreciate the opportunity to share uh our progress uh on our plan and just to remind everyone where we are timeline wise um 2020 we began the development process of the three-year strategic plan uh we approved that plan in 2021 and moved into year one of implementation we're now in our second year of implementation working with our leadership team across the district and across grade levels to uh to implement what we're doing refine what we're doing as we move forward and then we'll move next year into our third year and continue that work uh and as well as you know looking to ahead to the Future for new goals to aim for um the six goals that

came out of that uh strategic planning process are up here for you uh including the marketing that Dr Nye mentioned uh career pathway development and Career Education funding facilities and Equipment high quality curriculum and instruction and work based learning which is one of our big focal points moving forward talk more about that in a minute just a couple highlights here for us over the past couple of years we now have 17 CTE and career Pathways that distinction between CTE and career is an important one CTE credentialed teachers and CTE Pathways specifically are a specific Mark of Industry expertise that the teachers possess in in teaching those so we'll talk more about that in these next couple slides what the what the ramifications are of CT versus more encompassing career Pathways that we keep track of

in cusd so we do have two new Pathways and and nine of those pathways are specifically reported as CTE Career Technical education pathways we have 25 CTE certified teachers including four teachers who have now earned their CTE certification again that's a a specific Mark of Industry expertise uh above and beyond just the teaching credential itself and then uh 20 courses for early college credit including 17 that are articulated courses and three that are dual enrolled courses with MiraCosta College um the high school career Pathways just as a reminder for everyone uh are the following here in these different areas and I won't go through them one by one I do want to point out the the highlighted in red pathways are our CTE Pathways and again I'll get back to that in just a second

why that's important we believe that that encompassing and accounting for all of our career Pathways is incredibly important the state however uh focuses on a narrow subsection of those and we're working on ways to capture that and communicate that better but for now I've got those highlighted in red there so you can see kind of what those specific CTE pathways are at the middle school level we also have these additional Pathways um that that are in place and we've expanded in some areas in recent years including the architecture and construction at the middle school over at Aviara Oaks and some other areas so a lot of great opportunities for students and then just a couple of highlights in terms of uh of some of our measures here that we're looking for career pathway participants now

this encompasses all Pathways middle and high school so we've seen a modest bump up from 1959 last year to or sorry two years ago to just short of 2 000 students last year that are engaged in some career pathway at the middle or High School level and then the high school CTE completers again that's that smaller subset of specifically CTE classes and specifically at the high school level we did see a nice increase in our completer numbers there which is one of the things that we are looking to continue to impact because that's the sign that those students are digging in uh deeper at deeper levels on multiple years of subject matter in a course I'm not going to spend a lot of time going through the goals here uh the you the goal progress

here has been provided to uh two trustees in advance of the meeting will be posted on the website for public viewing tomorrow but just to give you an idea here of what what our different areas are in terms of you know marketing Outreach and recruitment we did increase again in our number of participants and completers and we hit the mark in a number of these areas uh here and as Dr Nye referenced uh these other areas all of the the Strategic goal points uh or strategic plan points we have begun and made progress on and we'll continue to make progress as we move forward in some of these areas uh over the next year and and moving forward so again I won't go in detail through those but you know goal two and goal three

will hit the same uh points with the uh the the areas that we've hit and the areas that are still in progress and uh you can take a look at those if there's any questions certainly we were happy to come back to these but I don't want to spend all of our time going Point by Point through those tonight brings us to goal six which I will hand off to Nicole to talk a little bit more in detail about because it is one specific area of focus that we want to continue to highlight and do a little deeper work on in the year ahead thank you Dr Brock um goals that we're looking to focus on as part of the Strategic plan but goal six specifically relates to Industry and Community Partnerships and opportunities for

our students to have work-based learning experiences one of the essential components of a CTE pathway is not only the academic component and learning some technical element that as it relates to careers but also student opportunities for them to apply that learning in some sort of a work based learning setting and with kovid that was presenting is something that is a challenge region-wide but we have increased our number of work based learning experiences and hope to continue with that as we move through these goals as of our Baseline data that was reported last year we reported over three thousand work-based learning experiences that students had in grades 9 through 12. but that's something that we want to increase and provide access at all pathway levels to students having internship volunteering um mentorship and other opportunities for

application of that knowledge one of the things that we're looking to do in terms of broadening those experiences as well is through building out our advisory boards and our Advisory board meeting for this fall will take place on November 3rd and we encourage industry and partners of our school district to attend and share their insights with teachers if you look at the work based learning Continuum here we move through different sections as it relates to how you learn about work versus learning through work versus learning for work so career awareness activities that we talk about are things like having guest speakers Career Fairs both Carlsbad High School and Sage Creek High School have done a wonderful job of providing career chats where they have guest speakers that come on campus thank you to our ptsas

for that and this gives students an opportunity to learn about careers that they may have never heard of in the career exploration phase that's where we're looking at things like job interviews job shadowing exchanges with people in Industry recently I was in a biomedical science class last week and they were speaking with an emergency room physician about their emergency room redesign projects so he was giving them actual medical patient care feedback and then as a follow-up the following day they talk to somebody from Tri-City medical who designs emergency rooms from the business end to understand how triage Works in an emergency room and how that would affect their rollout if they were to go into a health care career so we try to give them those opportunities to access professionals and then the more applied

learning takes place in the blue the career preparation and Career Training where you're learning for work through things like practicums or internships ongoing experiences maybe where you're doing work experience and you're going off-site at some time to work within a specific career and get ongoing guidance from a professional we did a really solid job I would say in terms of our first you know tracking of the data we had a tractor 2775 experiences that fall into kind of that first half of the graph more of the awareness and exploration so we have a lot of students getting access to that information but really now we're looking more at experiences we did have a recorded 263 what would fall into the blue preparation and training side but when we think about information versus experiences schools are

really good at providing information right we're working with Within These Pathways to provide more experiences for students to try on that knowledge and then as far as things that are still in progress as Dr and I mentioned because these are not um distinct and finite goals where you check and then it's done we have a lot of things that we've started but we're still having ongoing progress with them so we did report and record work-based learning experiences but we want to do a better job of capturing that data this year because there was a lot of data that was not captured in our initial try we want to create more feedback opportunities for industry to connect with us and Report you know to our school district what they're looking for as well as opportunities for

teachers to do externships and training opportunities so that they can upskill and be with the current industry and labor market needs so that they can then transfer that information to our students and with that we're happy to answer any questions that you have of staff and if there are any public comments public comment and I believe we have received one request to speak so you will have three minutes uh Shauna Hearst good evening at Shawna Hurst I just wanted to say a couple weeks ago I went to bowl Sage Creek in Carlsbad High School PTSA General Sessions and her Nicole and Ashley speak and I was blown away they were fantastic and of course I always loved DACA Dr Brockett too you've got to get my loving for him and I'm always going to use

a new word I'm going to borrow from you I don't know where you got this completers it's my new word for the day but I just really I talked to Nicole just briefly before the meeting I really think the the um and just what she was speaking of this program needs to be shotted by the rooftops it was I mean I only have middle schoolers and I think we need to be doing a better job at promoting this and no one paid me for this I totally just came by well I come anyways but I I saw it on the uh on the agenda and just wanted to say um how great it is as the Carlsbad PTA council president I will do what I can I think they need to be at every general

meeting at the middle schools so parents know this also as as I've been more involved in the community when the parents know and they're like oh we can have them Shadow I said our employer or I'm gonna take this back to my if we know about that and so I just wanted to say publicly whatever I can do to help you guys I think this is fantastic I hope my children take advantage of it it's so great to be I've just I I when I back in my working days I had lots of interns and I just know what impact it can make in someone's life so thank you for your awesome work and not only do they like have great information two fantastic enthusiastic presenters they were so great so obviously they converted me

so anyways I need to go back to high school too no not really but not gonna happen thank you thank you staff do you have anything to risk any response to that if not um yeah that's true board members do you have any questions Ms Williams and then Ms Rollins for slide seven in terms of the Middle School are students aware that they are actually in a career pathway when they go to that is it on there when they select their classes does it state that it's a that it's a part of a career pathway no it does not okay so for Middle School um we only have two uh three excuse me teachers at the middle school level um for broadcasting architecture and construction and 3D um I guess it's called game design film

and video production that are officially CTE certified um the other reason why we don't brand as such is Middle School many of the students take an exploratory wheel where they get exposure to several of those different pieces so we really try to encourage middle school as the years where they just try everything um we don't have what we call Pathway completer status at that age for that reason we want them to really try and see what's out there and then we're using the middle middle school platform now with language like Pathways that lead into High School Pathways or experiences that connect to high school Pathways so that when they are um looking at ninth grade they're making more informed decisions about their electives in high school but we don't call them pathway classes at middle

school but what do you call them just electives okay so you do not okay thank you thank you um and thank you for this presentation as you know I've been a huge fan of career Pathways and very passionate about it and I'm glad our community is starting to be passionate about it as well but one of my questions uh before I ask several other questions is Dr barkett you said you were going to talk about kind of the difference between CTE credentialed programs and teachers and and others that may not be but are career pathways yeah sorry it's so we we have taken in the district here a broader view of of what we think our our Pathways where we have multiple courses um in a in a subject area that build upon one another

um to give students a a deeper look at what they're studying um and so if I go to you know the the previous slide there you know an example of that uh a good example of that right now would be like engineering or engineering Pathways have multiple courses at both high schools those those courses are not technically right now CTE Pathways because they are not taught by CTE credentialed teachers um they that so there are some staffing challenges right that come up from time to time with different things um and a flip side example of that is that our our theater program for example at Carlsbad High School um previously was not a CTE pathway but we now have and for the last two years have had CTE credentialed theater teachers so those teachers again

have brought you know that industry expertise level and not to say that a teacher in our engineering Pathways aren't aren't you know strong teachers in their fields but the state recognizes a specific type of credential based on industry background and experience that one can then apply to to get that kind of credentials so we if I sound like I'm talking around in circles a little bit um this is this is the same discussion that we have had about about how to clearly articulate and capture all of that stuff we we think all of these things are valuable the challenge is that the state thinks that a small subset of them are worth reporting on which is why we make this distinction between our CTE specific courses and our our broader career Pathways umbrella so I

I it's good to have the conversation because again we're trying to make sure that we're we're communicating that clearly um and and for our sake we value all of the career Pathways that we have available whether they're in fact called Pathways at the middle school or not we think they're valuable courses for that exploration and and discovery about what students want to pursue at a deeper level later but we are challenged because sometimes when you go look at the numbers that are reported for example to the state and we see some of our reports that are published uh published you know online and by the state it looks like we have smaller number numbers than than we really do because they're only capturing a smaller subset of the students so that's our challenge in in

communication and Reporting uh two different things please um do we provide any assistance to teachers to get a CTE credential if they are teaching in a pathway could you tell us a little bit about that assistance yeah so um as an example on Slide Five um we as was mentioned have um two new Pathways that exist um in addition to the prior ones but we have four new CTE certifications as far as teacher credentialing and that's because teachers that were already tenured and in the district were encouraged based on what they teach and the types of work based learning that they offer and or they have expertise in a specific field outside of their teaching so they can offer that extra Technical and professional skills training they were encouraged to get a certification as a

CTE teacher and did get that credential so yes and I'll add to that you know so one teacher for example of the of those that she's mentioning went to you know uh went and did training this summer uh the theater teacher at the La Jolla Playhouse on the technical theater component to earn a certificate that then validated that industry background and experience and expertise in that area so there are some things that teachers that a otherwise credential teacher may have to do to be able to earn that certificate whereas we might have somebody who comes from industry specifically who then has to go through some of the teacher credentialing components they have the industry background has to go through some of the teacher credentialing components and to say they're encouraged is is putting it lightly

uh Nicole Nicole Works Nicole works very hard with it with the teachers as does our our Personnel Department to help support them through the process and the things that they need to do and and and and information they need to gather and submit to be able to do that okay so um support does it do we encourage support does that mean we help with finances do we give them some time off do we give them um release time any of that stuff to get the CTE credential so it looks a little bit different depending on what ends they're coming from so we have a CTE teacher for example like the one Dr Brockett mentioned that's been in the district for 27 years and recently added that additional CT authorization um the only part that was

added was some technical upskilling in technical theater so we now have a technical theater class as part of that pathway and her journey is that she's taking one additional class through San Diego County Office of Ed and we are supporting her with you know funding for work based learning experiences access to taking students to the theater equipment that type of thing for another teacher that's currently going through that Journey who is our new broadcasting teacher Kirk Conan at the heist Carlsbad High School he comes from industry so he has Emmy wins under his belt and a lot of multimedia experience that's recognized in industry but he is getting a teaching credential as he is continuing to work in the field and share that technical expertise with the broadcasting pathway so for him it will be

more of online and um mentored classes through San Diego County Office of Ed and he has assigned a mentor teacher that guides him through that process I can't think of a better Mentor than Doug green but he is getting that mentorship piece in terms of the instructional end um to fill in the gaps if there are any for his experiences in the classroom Miss Jones did you have questions I actually didn't have a question I just wanted to make sure that I got this out because at the start of summer I got a number of excited phone calls from parents um so I want to extend the compliments so that you all hear it this goes to Dr Nye Nicole Marsh and sashley's I got the complement to the group that the CTE email and

the microsite that was created and sent out to families as we embarked on summer I had Parents reach out in gratitude for the comprehensive resources that our team had put together aren't we in questions at this time yes we are in questions questions sorry oh say that one more time are we voting on this no I'm saying that we're in questions right now we typically ask questions discussion and have a discussion even though this is not a um I clarify that I just had a comment that oh do you want to interrupt I'm sorry just because I have some more questions all I wanted to say was that the comprehensive resource especially as their children's summer plans began were extremely helpful and they were very positive about it so thank you for that work it

was very hard and tireless so I uh extend the Gratitude of the community to you so thank you did you have any questions Miss Williams on slide 20. thank you um the continuum is it broken down in terms of the career awareness career exploration preparation and training by grade level or because I know I've seen I've seen a document where you have some type of group but there's nothing on there so I wanted to clarify I would just say we're working on a public-facing career Continuum that would include everything down to kindergarten all the way up to grade 12. we included that in an appendix to the board as a draft but we'll be publishing that shortly um so it's not yet public I believe well also the that's I agree with that wholeheartedly but

the um the elements that apply here are can be looked at as a K-12 Continuum like our strategic plan okay but also these are things that you would see even at a high school level in terms of you know teacher um students right now that are seniors in their Capstone class um of engineering at Sage Creek High School are doing some career awareness activities on some new fields of engineering called nanotechnology where they're just learning about it um so that's would fall like in the left side of that grid even though they're pretty far into the pathway so I think it could be not that way but it could also be just how in-depth you're going with the work Baseline so then I have a follow-up is that okay so my question is for TK

through 12. for the younger ages whether they do BizTown rhythic tests are they aware that they're part of a bigger plan so do they go okay you take the rising test just so you understand you're here and this is the whole pathway so it's it's an education piece to the student obviously they're little but but then to the parents as well so that you're part of a bigger pathway yeah I would say they're probably not at this point in time okay an end goal would be some awareness there we you know we do we added the elementary school counselor so that could be a component of their job description as they kind of move into that so at this point in time you know if you ask a third grader that's going to City Hall

if they're aware that this is part of a larger career exploration they're probably going to not but it's also the education of the parent as well what do you we need to do it better absolutely this town same thing you're part of this bigger yes okay yeah okay this is the first year where a part of that expansion with marketing um is um attending our facilitator meetings at the K-5 level um to speak with those grade level leaders that are Educators and then they disseminate that information to their team so this year I've been attending those meetings to share pieces of this as we better educate starting in kindergarten as well I'm still on this slide um when you talk about work experience is there a way that students can get credit or extra credit

or part of homework from a class for a job they may have or for some of these internships those types of things yeah so we have a class called business environments and it's for students that work um and through their employment they can sign up for the class right now we have 120 students enrolled at Carlsbad High School and um they can learn as part of their check-in with the classroom teacher the ex the employability skills piece of like doing a resume filling out uh you know doing a mock interview learning about essential skills training and professionalism at the workplace and then they leave and the rest of that week they're off site during that class working but they get class credit for it okay go ahead but this isn't on now um and then

when you going back to the CTE piece of the credential and non-credentialed piece um is their funding attached to that or is it just reportability to the state as far as if there's a CTE credential teacher do you get more money for that class and materials and those types of things compared to non-cte credentialed teacher classes yes there are there are CTE specific funding sources such as the strong Workforce Grant or the ctig grants for example a strong Workforce we we currently are in uh round four funding we just put in an application for round five those are specific for CTE so there is some opportunity there for enhanced funding uh with the CTE specific programs and then a follow-up do we as a district ensure that let's say there's a there's a pathway offered

at each of our schools in that area are they do we ensure that the funding for materials and equipment is equal amongst those programs for each School so the funding for Pathways is tied to Priority sectors so the I'd like to give you a short straight answer to that but the state of California requires that if we are teaching pathway specific information to students that there are jobs waiting for them when they graduate from high school because we've identified that pathway as a priority sector and we're preparing them for employment in a job that is needing employment so we fund the pathways that are falling within that priority sector those priority sectors and if we see that there is a pathway that maybe is not upskilling as quickly with the changing needs of or changing

demands of the labor force we work with that teacher to shift and augment curriculum so that it does meet industry needs and all of our Pathways fall within priority sectors But to answer your question no they do not fund them just because they're CTE Pathways they fund them based on a annual checklist that the teachers fill out and part of that checklist has to include labor market information more unless please go ahead so I'm my question was about how because I saw that it's a check that you're about creating new new Pathways but it's I'm assuming you're using the same information labor market but then you're also using student data in terms of creating developing or removing okay so um in the appendix that you guys have there's um the results of our survey we

sent out until June and we had 700 a little over 700 high school students that gave feedback on what they wanted to see what they liked and information about the experiences that they were having in Pathways sorry for new for new pathways are you going to test it pilot it how is that um it depends on the need so this year we're piloting um at each of the high schools an employability or um essential skills curriculum that we explicitly teach to students before they start an internship because that was identified by students as a high area of need where they said I want to know how to do life skills like filling out a resume and applying for a job and starting a bank account I want to know how to do those things before

I go to college or if even if I don't go to college So based on feedback from students we are and in need that we see instructionally we're we're piloting that up and the labor market and or local or you should say local and and Regional labor markets correct Regional yeah and I'll add to that that for a new pathway altogether we would have a multi-stage you know uh examination a process for implementing a new pathway where we would take student feed back plus some of the other things that Nicole mentioned there in terms of what you know the demand was to to and and the need was that we were filling to build a new pathway out and then how are you sorry can I follow up on how are you flagging those that

could be dropped off so you know like like other courses if there is a lack of student interest um I mean our our Master schedules are driven by you know student Choice uh as it relates to the courses into the degree that students may not be signing up for particular courses that could be an issue we we aren't currently seeing that problem although numbers fluctuate from year to year we've had you know certain Pathways where numbers go up or down um from year to year but we haven't gotten to we haven't recently had decisions about we're going to cut this pathway altogether there has been strong interest in in all of these courses even if the labor market doesn't so I'm trying to figure out there's that there yeah there's a there's a balancing point

for sure but um but I I we do have we do have uh we do have programs in non-high demand uh non-high labor market uh areas um and we do have to back to the question about funding we do have other funding sources we can tap into for that as well so you know specific to the strong Workforce program which is one of the big Regional programs right now that is very labor market intensive in terms of what they're asking for and and what we're able to fund out of that Grant but there are uh Perkins sea Tigs another area our regular general fund support for you know programs that we provide for all of our programs those types of things come into play with any other pathway um going back to that funding piece

because I think you misunderstood my question it was more we offer these programs and I'm just going to be real specific here we offer broadcasting in all three of our middle schools um yet um and are you saying that they're all funded equally for their equipment um for at Valley and at AOE or aom and at Calavera that they all get the same amount of money to fund even though um maybe one or two teachers are not CTE whereas uh one and one or two are yeah so I started interrupt but from from the standpoint that like a lot of elective programs they they may they may they may have different budgets based on their own ability to go out and fundraise as well with you know with parents or boosters or those types of

things so that does come into play with a lot of our elective programs um so to the degree that we're providing what needs to be provided to provide adequate programs yes the answer to the simple answer to the question is yes to the degree agree that you know the studio at Carlsbad High School where there's a robust booster club uh you know a teacher who is well connected in Industry might look different from another school that certainly could be the case but that's peripheral to what you know we would core fund for a program like that Mr thank you um you brought to mind a question about the courses that we've added then are the are you finding that we're able to qualify those courses that we add on the master schedules to qualify for

a to G so that we're not okay good thank you any further questions then we'll move to discussion first of all I want to thank all of you for being here and thank you for the the this presentation but even more so for what's been happening I think it's it's making a big difference and it's wonderful to see a program that really is making a difference uh any other comments um Ms Williams and then so I just want to say that the district has done a great job in terms of the career Pathways we've have award-winning programs that need to be highlighted what we do need to improve is the communication the education the awareness the marketing piece of it um to parents students teachers and community and I do mean students because I've had

students who are on a career pathway and they're not aware that they're in a pathway so it's important so that they know off the bat they're in a career pathway and you know and parents as well um and like I mentioned before it would be helpful if as students go from TK through 12 as this Continuum this progress to the pathways that they are aware that there's a bigger there's a big part in their your where they're they're included in that so thank you as a reminder when we're offering Kudos I think it's totally appropriate to to our discussion part to address them directly to staff when we're having discussion it's important that we're talking amongst ourselves this discussion and then if there's consensus rather than giving direction by an individual person just just as

a reminder that just remember that that this is a discussion part where where if if the board feels this way then yes then we would hope that staff would take that direction so is your what direction are you hoping to offer um the direction I would hope to offer is to improve our communication education and marketing to parents students teachers in the community so can you be more specific what what you mean in terms of what career pathways are out there if they're actually included in a pathway um and what pathways are the schools that the District offers okay is there any other discussion about that subject amongst um the other board members are you okay so do you have any questions about about that do you have any concerns or we I think we

understand uh that that's an area that can be greatly approved and and staff will uh continue to work on ways to reach out to not just students but also families on the great things that are happening as it relates to Career Pathways okay thank you Ms Rollins thank you and um as I really appreciate our board making this a priority and establishing a three-year strategic plan instead of just kind of one and done I think it's very helpful in when we're pursuing large programs like this that we have this Continuum rather than just okay we did that now move on to the next thing so I really appreciate our work as a board and moving that forward I was at Calvary Hills Middle School today and so it's a fresh on my mind that there

does seem to be some inequities in our programs that uh um and as far as some equipment you know I just kind of noticed when I was there that you know some of this equipment is uh you know really needs work and you know it's held together by electrical tape and those types of things and where that may not be the case in our other two middle schools and so from my perspective I do think if we're going to prioritize this as a board that we also need to make sure that there's Equity rather you know not just relying on the boosters to have a you know excellent program in one place and maybe not as much because the boosters aren't there in their place so I think as a board if we're going to

promote career Pathways I do think that we need to prioritize all of them and make sure that there's equity in all of our programs and then the other the last thing I want to say is is that um and I encourage anyone to look at the Calavera Hills Middle School Instagram concerning their 3D design piece it was an incredible Story I mean it brings tears to my eyes where there was an issue with a blind preschooler and that preschooler was really struggling with being able to use confidence and so they were able to use the 3D printer through their 3D design creating these these discs that allowed this blind student to um to to start working with their confidence and it was through and again this is a career pathway that's not necessarily CTE in

our middle schools that was able to help this pre preschooler in our community so I was just kind of that extension from establishing these career Pathways having it on this three-year plan getting the equipment needed to helping a member of our community so that connection really just you know warmed my heart so it really impressed me and it's like hey we're talking about it tonight so I'm going to mention it thank you thank you for sharing that and and I would encourage the board when we come to the when we're talking about budget this coming year that this address this subject could perhaps come up and that could be part of our our budget discussion thank you time for that all right thank you very much we now move to item number 7.3 measure HH

Bond program monthly update trustees this is an information discussion item Mr Mr Dill when Mr Delia arrives he will we will turn the time over to him okay [Music] okay good evening uh members of the Board of Trustees uh just a quick update today I don't have a formal presentation but I will share some information that was already attached onto the uh the item and then just give a couple of other brief updates uh I'm showing up on the screen a uh a brand new format for a monthly project report that we'll be doing from this point on on our active projects the one that's currently going is Jefferson Elementary School so this is just an example of of page one which is an overview of the project I was in those two classrooms that

are down below this morning they're getting ready to lay flooring and next week Cabinetry will be going in so uh there is uh there is a lot of activity happening there and then on page two uh a look ahead on one how far along we are in the total project and then the activities that are coming up on construction along with uh dollars uh total on total budget and expenditures to date and remaining to be seen there is contact information also at the bottom of that so uh as we move along expect to see these uh attached to your monthly board agenda we also are sharing this with the principals so that they can turn around and then share that with uh with their communities so this is uh brand new and going forward so

expect to see that from this point on another thing that I just wanted to mention is last week we did meet with several people from the city of Carlsbad uh in uh in various departments that we interact with as we are going through the planning process on all of our projects and we ran them through the current projects including hope and Kelly that we will be resuming we gave them an update on Jefferson and then all of the other projects that are on deck for phase two so Aviara Oaks Valley and Buena Vista I'm not going to go through that presentation that's attached and it's actually information that the board has already seen but one thing that was added to that and I'm just going to show one example with Aviara Oaks after we talked

about each project then we went through the items that we believed that we would need to coordinate with the city on each of those projects we gave them an opportunity to ask questions uh and and ensure that they concurred with us on yes these are the items that we would be bringing forward you know they asked which civil engineers we were working with and those types of things and any concerns that they had so we did have Land Development traffic and the water district present at that meeting fire was not there but this gives you an example we did that project by project and you can see that in the in the attached report I'll also be sharing this with our oversight committee so they'll be seeing the same information as as well and then

finally I you know the board's aware we sent a message out to the Hope Community earlier today letting them know that out of this meeting that we did get information back from the Land Development Department who said that we are nearing completion of our plan review for the storm water and Grading permits uh what that means is there's a number of documents that they do not begin to prepare until we reach the end and um and that makes sense because they need to make sure that it's final versions of all of the documents so they're going to start we will need to in turn submit bonds an encroachment agreement with them and also a final set of plans that would be incorporated into the permit this is going to take several weeks but but we're

seeing the light at the end of the tunnel on this we already have the specifications for a request for proposal to engage with builders for this upcoming phase of this project so what's remaining is the lunch shelter area the paving of the playgrounds and then we're also incorporating addition of an additional addition of an additional shade structure which will be partially funded by a grant that has been secured by parents at the school so that will be incorporated into that project as well Ms cambrell is working she actually met with parents in the principal today to talk about the requirements of that Grant and we'll pull that in so that we can save on the overhead of the project for that additional scope of work so uh so good news it's not the final final

but but this does get us this does get us closer and as we have that scope of work already designed uh we will begin the solicitation process next week so that we can run our bid process concurrently with us finalizing the remaining documents with the city of Carlsbad and then hopefully if these things come together at the same time we'll be we'll be ready to go and then once we have the permit in hand once we have the uh and there will be some additional coordination meetings with the city once we have the permit in hand uh and a contract awarded for the work at that point then we'll look at the schedule and when we would phase that work and so you know we want to get this done as quickly as possible with

as little disruption on campus so uh you know depending on where we are in the year and opportunities that we might have to get in and do some heavier work if there's some breaks or vacations coming up we'll we'll build all of that in the schedule so that we can move as quickly as possible because I know everybody is waiting and uh as I I met with the Hope PTA uh last week I think it was last Monday you know everybody wants to finish projects you know while groundbreakings are great ribbon cuttings are even better I actually flew up to San Jose last weekend to see a ribbon cutting in my old District because there's nothing better than completing the project and moving on we know it's been a long haul but this is the

this is the goal is to finish this project and we know that there have been delays in frustration and friction along the way but Ms Kimbrough and I are committed to getting it done thank you this is the time for public comment we have received two cards I have any additional cards been received for this item no addition okay these two speakers will each have three minutes first we'll hear from Crystal Jones and then Nicole Medrano please state your name and if you reside in the district and you will have three minutes and you can see it up on the screen my name is christelle Jones and I reside in the district so um I have a series of questions about what Eric Dell has just told us and so I want to ask you

um when will the completion work be carried out because at the PTA meeting last week you more or less said that the work will probably take four to six weeks and that it would be best to do that during vacation time so we're most likely looking at next summer for completion of the project so you know we're already a year past the original intended completion day in your ass and you're basically saying it's going to be two years past the original date so um my other question is what is the explanation for the total lack of communication and transparency with parents regarding the construction at Hope um had I not attended this board meeting in July I would not have known that construction had stopped and that students would be returned to the same conditions

that they had before the summer and we started school nobody said a word we heard nothing from the district we had nothing for the principal I asked the principal can even give me an answer she said that she would find out from the district and eventually you came to the PTA meeting last week and one of the pressing questions is what are the reasons for not obtaining the permit sooner these have been in review for two years now and I think many parents would like to know why is that um I'm most concerned that the students are eating their lunch and a makeshift lunch shelter because the original one was knocked down to expand the multi-purpose room um I find it unacceptable that you just expect them to put up with those conditions it's 15

easy apps that have been pushed together um that are not even weighted proper properly at the moment I I went and investigated that last week so I feel like um you know we've had issues with this this project all along and you're still not paying attention to simple things like safety where the students are concerned and I can save my time is Nicole Nicole Medrano okay hello my name is Nicole Medrano I am a resident of Carlsbad within the district I am PTA president at Hope Elementary I have twins they are in kindergarten so I'm around for a really long time um when I when we started at hope when my kids started at hope I had no idea about the delays in this construction and it wasn't until Katie Sylvia the parent who wrote

the grant uh Jen was awarded by sunbum for our additional shade structure um it was radio silence uh about this sunbum grant for a year in fact we're at risk of losing the money for it because it's taken so long um now finally today after our meeting with Jessica Kimbrell she does have documents and um numbers and quotes and proposals that we can afford along to sunbum but it's a shame that now because of the time waiting this I mean really it's and you know of course we can't control inflation in the state of the economy but at the time forty five thousand dollars was Katie was told that would be enough money and now the cost has doubled um and we've been told by Jessica and Mr Dill here that the district will pick

up the extra cost for that structure we would like that in writing we would also like to see the actual proposals copies of all of this because our school Community has really lost faith I mean we've been sitting in a holding pattern for two and a half years um and it shouldn't be the a PTA president like going around and like poking her nose around to get answers and Communications I am grateful for the communication and and the email responses I've been receiving finally um but nothing has happened for it's it's crazy and this um these easy ups that you know Crystal refers to we have this brand new gorgeous multi-purpose room that all the schools have now right it's huge um the kids during our heat waves they're sitting outside on these metal benches

under these really cheap pop-up tents that don't do much um kids are so hot when we've had these heat waves they don't want to sit down and eat their lunch so they're just not eating um when they're when it rains or in the heat women they're invited into the into NPR they're sitting on the floor to eat I mean I think we've all know by now that the floor is very unsanitary place to eat why don't we have tables in there why is why like why are we fighting to get a table for elementary school kids to sit down and eat I think that's you know we can do better and I expect better from all of us and so we will keep PTA will keep on going um and we're going to ensure that

our kids have a very safe and healthy environment um because school is their second home so they deserve a thank you uh staff do you have anything to add the drizzle thank you uh anything for staff to add uh yeah and you know I can answer some of that and you know in terms of the phasing you know when I say that it's ideal to do this work when students aren't around that's not to say that we can't and so that will be the work that will coordinate with the contractors once they have on board you know the only break the only breaks are not summer break we also have uh winter break if that's possible we have a spring break as well and so you know if there's something that we can do that's

dirty and quick you know in heavy work we'll we'll get that done I know Ms Rossiter wants to get this project done as well and so she's said to me many times you know just bring me along and let me know what we need to do and you know that she would be accommodating and so that will be a you know a conversation with Ms Rossiter with our team with the builder on you know what's the best way to phase this going forward and so once we have the permits then uh you know then we'll know here's the Outlook and when we should be able to get going and you know the the nice thing is that it as we um you know proceed with the award of contract we can also start procurement as

well and so we wouldn't get caught up on supply issues and so we can have things you know that maybe have long lead times to be to be ready and so you know these we're taking all of this into consideration so that we have the ability to move more quickly um you know once we have this once we have this done in terms of of the the shelter that's there you know I agree it's it's it's not ideal it's uh it's it's certainly not what we would hoped that we would have by this year um you know we are ordering the weights for the um for the pop-ups so those uh will be going in this week and so we'll order those as fast as we can if they're on Amazon we could probably get

them by next week um and you know we're uh in it as far as the additional scope which we'll be adding the uh the additional shade structure you know that will be within the scope of the project that's awarded and so um you know as that contract is awarded that scope of work will be in there the funding piece uh you know we will be receiving that from sunbaum but we'll be fronting this with measure HH dollars and so the funding will be there up front and then we'll take the offset as that comes in thank you are there any additional questions for and this is questions first and then we'll have discussion um is there any way interested just following up can staff work with principal Ashley so there's updates monthly updates there yes

and and she and I uh spoke about that as well and so you know she's asked uh that either through uh the bond office or through my office that you know as we get information available that we can share it with her so that she can put that out with her regular Communications dude okay to the community yes thank you any other questions Miss Rawlings um just to clarify what I heard was that um that the shade project is being Grant funded and this grant was written by a parent and it there's also fundraising that is offsetting those costs and that the district has agreed um at least the district has agreed verbally that we would pick up any additional costs beyond the Grant and the fundraising is that correct it's it's a grant it's

the I'm not aware of any additional fundraising on top of the grant we certainly appreciate the effort that went in to secure those dollars and so that was the lunch shelter was always included with measure HH this is one more shade structure for the site and that's the one that will be offset by this Grant and you know we'll cover any shortfall on that kind of follow-up will will we be providing something in writing or will the minutes reflect that uh so the parents can feel comfortable that will happen well I just promised you in a public meeting that's on YouTube forever thank you very much okay that works but but as I as I mentioned uh when we do bring the contract back for reward um that will be in the scope of work

so that that will be included when we seek proposals and that will be included when we award the contract Ms Williams could you explain why we the permits web at delay and permit and the permitting process there are and there's many reasons for that uh you know first and foremost we didn't get them in the first place and so you know going back uh you know retroactively and and trying to work through that process um which also started in a very adversarial process and so working through then uh when you submit for review it's back and forth and so there were times when it was in our hands it was times when it was in the city's hands and they go back and forth and back and forth and depending on the the length and

complexity of the comments that we get back on plans they could be very simple things or they could take weeks and we kind of get back in the the queue with the civil engineer or the architect to come back to that project and get that work done and so they're rarely sitting around waiting for those plans to come in and so they can get working on them there'd be you know time to push that um you know I'll say there were times I was not happy with the amount of time it was taking us to respond back to that it's partly what led to a change in how we manage our projects going forward and as we have received comments back now since we reinstated the director position there's been much more communication with the

city we have all hands meetings with their staff and and our consultants and Architects so that we can talk about what we saw and how do we address those changes for the next submission and so I can see where that's worked because the third party reviewer had no comments on the last set of plans in terms of the in terms of the overall plans a couple minor things how are you going to plant those trees those are things that don't require a whole lot of work to resubmit so that we had a few minor things like that that will be in the final submittal but we're going to make sure that before we do that they have a chance get that first and say does this satisfy you for that final document okay wonderful you

know we'll get that in there um I was under the impression that when um we originally did the plans with the multi-purpose rooms that there were either closets or space for tables and that that was going to be part of our multi-purpose rooms um moving forward can you enlighten me on that I'm not aware of that it was already built when I got here and they weren't there so I'm assuming that that was uh either how they originally designed or changed that was made along the way I'd have to research that to see if it was ever been contemplated any other questions all right any discussion first of all Mr Dill thank you very much for those responses we we appreciate your candor and for um just sharing the information for all of us so

thank you for that is there any other discussion about any of about his presentation all right we will move on thank you very much uh we will move on to action item 7.4 revision of board policies second reading Justice this is a discussion action item Dr Churchill thank you tonight you have the second reading of board by law 93 24 minutes and recordings we brought this to you for a first reading in September uh you moved it on to tonight we'd ask you to approve this as a second reading have any have there been any requests to speak no blue cards for this item um trustees do you have any questions may I have a motion to approve the revision to of board policy 9324. so moved Williams second Jones any discussion Ms Garcia please

take a call for a vote trustee Jones yes trustee Williams yes trustee Rawlings yes trustee Williamson yes motion passes four to zero thank you we now moved to item 7.5 revision to board policy's first reading this is also a discussion action item Dr Churchill thank you there's nine policies here for you to review as a first reading uh we'd ask you to approve those this evening we would then bring them back in November for a second reading um eight of the policies before you uh have been updated based on California school boards Association recommendations for compliance with legal the ninth has to do with administering medication in schools we made a modification to that one to align our policy with our practice relative to Narcan which is a a life-saving drug in the case of

opioid overdose so we now have naloxone or Narcan in all of our school sites and all of our administrators have been trained we did that some time ago but neglected to update our board policy so that that last BP 5141.21 Alliance policy with practice thank you this is the time for public comment we have received one blue card uh so Mr Scott Davison you'll have three minutes please state your name and if you reside in the district my name is Scott Davidson I'm a parent of a student's USD and I reside in the district tonight the board is considering a revision to board policy 4030 on non-discrimination and employment which includes a provision prohibiting discrimination based on medical condition of course the district has been participating in a blatant policy of employment discrimination based on

medical condition for most of the last school year as it forced teachers who refuse to take the covet vaccine to either submit to weekly testing or leave their profession we knew at the time that vaccination provided no actual benefit against infection or transmission of covet so this amounted to a completely arbitrary form of discrimination based on medical condition which would have been considered unconstitutional it is unfortunate that the board took no public position against this form of medical discrimination which also extended to our students who were excluded from school for days or even weeks if they weren't vaccinated essentially depriving them of their constitutional right to an education based on their medical status the board could have publicly supported or advocated to the state for our Educators who were already in short supply and over

stress from a year of supporting students through school closures but it took no action I did intentionally state that the school district only discriminated against our Educators for most of the school year because as many of us know the district stopped enforcing the mandatory state public health order sometime in March of 2022 and stopped requiring weekly testing from the unvaccinated teachers in defiance of the mandatory State Health order but at least in support of not furthering this arbitrary discrimination I know that this board very recently commented that is required to follow all public health orders or risk liability including risking losing its entire insurance policy so I am grateful that the school district decided that in this instance it was worth the liability risk to disobey this mandatory public health order and stop this arbitrary

discrimination against our valuable educators I only wish this courtesy had been extended to our students as well I support our teachers and I know they're worth this risk which is an attorney I know isn't actually a risk but when fabricated by the state to convince our school districts that they should comply with all of these you know mandatory arbitrary helpers but I believe our students are worth that risk just like our educators are too thank you staff do you have anything to add all right trustees do you have any questions about these the board policies that are before us Ms Rawlings I'm pulling it up now on policy 3550 and uh on the second page it it talks about foods and beverages available through the district's Food Service program shell be carefully selected so as

to contribute to students nutritional well-being and the prevention of disease second one is uh meet or exceed nutritional standards specified in law three be prepared in ways that will appeal to students retain uh uh well anyway I'm not going to read this whole thing to you but my question to staff is um uh is this the priority order that you would put this in when making a nutritional meal decisions for our schools I would say that they're all equally important so there wouldn't be one decision that you would make over the other as far as let's say would finances outweigh nutritional value or would they appeal to students outweigh the quality of food yeah so the the with respect to nutritional value you know there are certain requirements that we have to make in terms

of uh the number of calories uh you know whether they are sodas and so those things that with respect to nutritional value if there are those things that we cannot sell we will not sell them and so that's first and foremost uh you know a a decision that we would have to make or a consideration that we would have to take and that we would not sell something if we were not permitted to um and then in terms of you know appeal to the students that's always a balance uh you know because we're trying to put out uh have a self-sustaining program um that you know we can have as much maximized participation and not encroach on the general fund at the same time not a problem right now but certainly something that we will

always have to keep in mind as long as we're running a food service program any further okay and so um as far as prevention of disease so it says nutritional well-being and the prevention of disease so how do you measure that and that being top of the list you're saying that that would be the same as if how much it costs we would have to take all of those factors into consideration for every product that we would sell for those for those Beverages and so you know it's not it's not one of those things it's all of those things any further questions okay with the board's agreement we will first address the policies upon which the subcommittee unanimously supported then the remaining two in a separate Motion in keeping with our practice I will not

ask that the second reading be waived since the full board is not in attendance tonight imove approval of board policies zero four two zero point four one 35 23 5 53 40 30 511 and 5141.2 as a first reading and ask that they'd be brought back for a second reading and approval at our next meeting is there a second second is there any discussion Ms Garcia oh I wanted to appreciate the the process of the sub committee so I wanted to thank you guys both for for explaining and so I just want to thank you you're welcome thank you Miss Garcia would you please call for the vote trustee Jones yes trustee Williams yes trustee Rawlings yes trustee Williamson yes motion passes four to zero so we can discuss them I now move that we

approve updated board policies 3550 and 3551 is a first reading and ask that they'd be brought back for a second reading and approval of the next board meeting is there a second yes so moved so let's see second seconded all right Miss uh trustee Williamson made the motion trustee Jones seconded the motion now discussion Ms Rollins um on these two items I'll be uh voting no um since um unless we can receive um better information on how the district will prioritize and in Practical use implement this both of these policies when it comes to finances nutrition and student appeal and so unless there's again more definition and more um explanation that I'm not in favor of these policies okay in the subcommittee um meeting discussing these both policies was did staff recommend any modifications we

did not have a discussion about them what the polit the practice that we did this time was if we could come to agreement then that came through but we did not have any discussion so I was unaware of why um this one was not did not receive trusty rolling support until just now so there was there was with me there was no discussion I guess even though we've actually asked staff questions is there anything that Steph would like to add to that no okay all right so could I reckon oh sorry am I in there could I recommend that those two policies go to the subcommittee for wellness to review and possibly have a modification to the welcome the subcommittee wellness committee sorry Wellness subcommittee since they both fall under that umbrella if that's a

motion I second it um I would not be supporting that simply because I think that I don't want to well I would Oliver we have board members who are on that committee who are sitting here and so I think that if we have a discussion this this is the place to have it uh that that committee could once this is has been voted on that committee could choose to come and and present information or to ask it to be pulled but I believe I would like to vote on this tonight as is and then um if you know if you have some specific verbiage that you would want to change it to we could certainly have that conversation but if it's what I heard seems so general I'm not sure that staff could ever come

up with a specific list of how how to cover every a decision regarding every food source but first of all Miss Jones and then I guess my question for clarification is of the two policies 3550 and 3551 the one at issue on with this if you read through the policies they they both go hand in hand um for instance um uh 3550 talks about maintain fiscal Integrity of the program in accordance with the law and again and then we don't have a corresponding you know do we sacrifice quality or do we fact sacrifice health and disease prevention for finances if they're all established equally but I'm not in practice we heard a few months ago that that's not exactly how it's being implemented and I guess the only other question I have is the part

of the board policy that changed is related to laws ab130 and ab486 which has to do with providing nutritionally adequate breakfast and lunch this is in law to any student who requests a meal regardless of students free and reduced eligibility and then the second law that changed requires coordination of food service programs with classroom instruction and other related District programs so there was no change in policy related correct so we're we're I guess that's the part that isn't clarified is is we're changing policy outside of the law oh and 3550 there was changes to um instead of saying maximize their participation in available it says maintain fiscal Integrity of the program in accordance with law so that's the part that changed there so that certainly is a consideration but um I guess what I would

rather have the wellness committee do is take it up as a topic I don't think it has to relate to whether or not we pass it for our first reading since it's going to come back for a second reading so if it doesn't pass then we would take it up and have a wellness subcommittee to review this and because I what I want is I don't want to propose something that staff's not okay with that's why I wanted to I don't want to mimic any changes unless we communicate and have a discussion with staff so that's why I wanted to have a meeting if it doesn't pass have a meaning to kind of see what we could modify based on staff's recommendations I would ask that we either pass or not pass this and I

would prefer that we pass it and then as a first reading okay and then if if the health and wellness subcommittee has some specific recommendations that they could bring that that then could be presented when this comes back for a second reading in which case then there would be a second second second reading but I would prefer that we get that we you know approve this tonight and as a first reading okay exactly and then if next month when there is a second reading if there are specific changes recommended then we would discuss those and either approve the as is as a second reading or we would then have a first you know we would abandon and probably have it come again okay yes doology I will still be voting now on the first reading

if there's no further discussion would you please call for a vote trustee Jones yes trustee Williams yes trustee Rawlings no trustee Williamson yes motion passes three to one thank you um we now move to the governance team reports and requests are there any reports so mark it on your calendars is this a reporter request a report okay Thursday November 17th it will be the 10th Annual copa de Carlsbad soccer tournament that'll be my last one to to organize the 17th November 17th okay all right thank you are there any requests oh wait no it is at Aviara Park Community Park say that again where aviera Community Park okay okay uh any requests yes Ms Rollins um I would like to request that um that plans and policies around Abu 1266 be incorporated into our Dei

three-year strategic plan and as it would be presented as a draft in December and I did speak to Dr Churchill good thank you for that clarification um typically we ask for requests for information not directing staff to take action so would you could you rephrase that somehow so that something that we could would not be classified as something that should be on an agenda I'd like to request that staff bring back uh to um to the board in November as we are looking at information for our Dei strategic plan uh information around implementation of policies for ab1266 um Dr Churchill um let me think about this for a second so uh to bring back information about how or what what the requirements are and and then what we might be doing to implement those requirements

yes we can certainly provide information to you I mean I can I can send it to you prior to November I can pull that together in an upcoming report and send it to you that's certainly fine okay then so we have to show thumbs that that Dr Churchill can provide us information regarding that uh we have that passed with four thumbs all right any other requests okay yes it is 803 and this median is adjourned thank you all for being here and thank you staff our next regular meeting will take place I'm sorry our next meeting will take place on November 16th at 6 pm here in the district office
