004made the motion trustee ron seconded the motion ms garcia please call for a vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five to zero we now move to communications dr churchill uh thank you trustees just a couple of quick comments on the four personnel appointments that you approved earlier in closed session and trustee williamson announced a moment ago uh so the board took action to ratify the appointment of julie redfield to the position of principal at carlsbad high school that fills the vacancy created by the appointment of dr brian brockett to the instructional services department that action was taken a month ago ms redfield has been the assistant principal at carlsbad high school since 2012. she also served as the interim principal at chs in
005the fall of 2017. before coming to carlsbad high school she served as assistant principal at valley middle school and served as a school counselor at carlsbad village academy carlsbad seaside academy and valley middle school next you approved ethan williams to the position of assistant principal at carlsbad high school filling his redfield spot ethan comes to carlsbad after five years of distinguished service at claremont high school in the san diego unified school district where he's currently in his third year as principal he previously served for two years as assistant principal there he earned his bachelor's degree in music and his master's degree in special education from point loma nazarene university and holds admin multiple subject and ed specialist credentials third marissa leung was appointed to the position of assistant principal at calavera hills middle school where

007experienced leader to our district our students staff and community are in good hands as we strive to provide every student an extraordinary education in an inspiring environment finally i'm excited to welcome our more than 11 000 students back to campus one week from today next month i'll take some time to reporting back to you about how the first day of school went thank you thank you dr churchill we now move to oral communications we have received eight blue cards this is the time that members of the public have the opportunity to address the board on any non-agendized items we invite you to show support for a speaker by waving your fingers rather than clapping or cheering in order to allow speakers to present their comments and ensure that we're able to properly attend to the
008business of the board public comments are typically limited to 20 minutes if i have the support of the board we will um allow all eight speakers rather than having the seven which we typically would so or else the last one would either have to come at the end or we would cut them off so is everyone okay all right then we will go ahead and have all eight speakers um uh the first so i'm going to read the speakers three at a time and it would be great if you would um kind of know if you're going to be the next person up that you can kind of wait in the wings the first we will hear from laura pitts followed by shauna hurst followed by chris krisha markowitz good evening board of trustees i'm
009laura pitts the ceo at carlsbad ed foundation and the most important thing to share with you is our kids care staff is in a big moment of transition they are wrapping up a record-breaking summer we had on average 206 students coming each week to our full day summer adventure program and they are now packing that program up finishing off this week and going to transition to our fall program and i just want to share my sincere appreciation for the kids care staff putting on a full day program and is engaging for 10 weeks straight was a huge lift and i know the program is going well my son is attending this week for the first time he is loving it the energy is still high and he's making new friends which is really exciting as
010they are working towards our fall program enrollment is outpacing 2019 so i am pleased to share that we have fully rebounded from the different enrollment that we saw due to cover 19. we are already we have already reached capacity at a couple of locations and so families at those schools that are looking to enroll will be placed on a wait list and we will work to accommodate them working with the district for more space and working to recruit more staff on rn so that we can fully accommodate the needs of the district we are also simultaneously working with the district to work on rolling out the expanded learning opportunities program that you have approved earlier in the summer we expect to start serving students in that program in our kids care simultaneously all the students
011will be together and we hope to roll that out starting in september for those students but as shared we have capacity issues so we're going to be working to see how we can best accommodate the needs of all students and families i'm also extremely excited to share that we're in the planning stages of rolling out a middle school enrichment program we had a meeting today with middle school principals and they all came to our meeting to share some ideas about how we can create the most enriching and impactful program and so we are looking to finalize details which we will be sharing with families ideally in the next two weeks and the goal is to roll that program out to our middle school students before october 1st and finally i will share as previously stated
012the district will be receiving um we've committed to 1.2 million dollars plus from the foundation this year and we're going to spend the fall really looking to connect with cusd leadership and teachers to ensure that we have a seamless rollout and that the programs are being utilized to their best capacity so all in all we're just thrilled to be able to serve cusd students and we wish everyone a fantastic first day of school thank you what i didn't mention is that there you can see the time at least on this and when your time is up the speaker the microphone will turn off and make sure that you state your name and whether or not you live in the district thank you good evening i'm shawna hirst i live in the district and i am
013the carlsbad unified council of pta's president this year and although we go back to school the pta next week we've been busy busy busy already as you know all of the school sites have registration going on this week and i'm confident that pta has been at every single one of them doing something whether helping the staff or selling spirit wear so we've been busy at work um super excited to gear up for hopefully what we have is traditionally more of a normal year and i know we're busy doing that and we kind of ended off last year great and we're just rolling into this school year the same also this year we're having our pta day dr churchill on august 30th we'll be sending this district-wide email really supporting in support of the ptas asking
014parents to join the unit so i know trustees most of you do not have a child at cusd this year you could still join the pta so this is you're getting hit up right now and i will i i don't even think you'll get the email from dr churchill but i'll forward it to you and pick a school of your choice and join the cabinet you're included too so i just want to put a plug out there our school our ptas do a lot and especially like laura pitts put it great at a meeting that sometimes people don't realize what the pta do does and someone says well our pta pays for music and cef is like we pay for music and the district's like well we help do music and the answer is all
015three of those entities working together provide all the myriad of things and it really does take all the different entities working together and so as a pta we're excited to work alongside our district and welcome back all of our amazing teachers and administration i know we have lots of teacher breakfasts and lunches and snacks and all sorts of goodies coming into the schools tomorrow so excited we're excited to support the district and look forward to a great school year thank you hi my name is krisha walter i live in the district i'm here today to make sure the school board for this school year and beyond never again mandate masking of children where we as a family decided to come back to carlsbad school district after leaving a local private school for the 2021-22 school
016year i was extremely hesitant to return to public school because the private school where we were at had let us have mass choice and about 98 percent of the students and faculty chose not to wear one throughout the whole year with minimal cases keep in mind that this was during both delta and omicron variants the results of this private school's bravery allowed parents and students to make their own health choices without ever having to shut down the school or massive sickness of the students or faculty the school stood firm and did what was right for the kids there was numerous scientists and doctors that have come out against the mass as any real benefit to preventing spread of covid increasingly more and more students are showing that masking especially in children is causing physical and
017mental harm masking promotes the growth of fungus molds bacteria and dust mites these spores or fragments of these microorganisms can be inhaled into the lungs creating allergies or worse or worse illness and disease furthermore masking children has given rapid rise to anxiety and depression if your school board if you the school board says that you are taking your direction from the san diego county of health and human services keep in mind that the county as well as the state have not after more than two years reversed the state of emergency for covid and have doubled down with a new emergency on monkey pox the absurdity of the county as well as the state to claim monkey pox is an emergency when a total of five people in the world have died do you understand that
018five people were in emergency for that tells us that the hhs isn't interested in the health and safety of our community but more interested in the money that these emergencies will provide follow the lead of big counties like beverly hills pasadena and long beach and say no to masking for carlsbad students which was what la county's health and human services tried to say students will go back to indoor masking at schools even the cdc has backed down from the crazy quarantined masking and testing rules and have come out and said treating treat the vax and vax is the same as i write this i found out that sdusd has backed down from asking their students for right now i think that this just reinforces that what i'm here to say parents are done accepting this
019for their children thank you our next three speakers will be mike barello tamara dixon and jb scranton good evening mike barello and i've lived in the district for 26 years now my daughter came home one day from carlsbad high school accusing her mother and me of being racist and asking us if we knew what white privilege is didn't think too much much of it at the time she was a teenager that was seven years ago makes more sense now critical race theory formulated in the late 1980s was built on the framework of marxism it's now become a default ideology infiltrating many u.s public and private institutions including school curricula euphemisms such as equity social justice diversity and inclusion and culturally responsive teaching are employed to hide its ideology realizing neo-marxism would be a hard sell
020equity on the other hand sounds non-threatening and easy confused with equality but the distinction is vast and important equality is laced throughout american heritage from the declaration of independence to the civil rights act of 1964 however explicitly rejected by critical race theorists to them equality represents mere non-discrimination camouflaging white supremacy patriarchy and oppression proponents suggest suspending private property rights seizing land and wealth for redistribution along with racial lines creating a federal department of anti-racism unelected and unaccountable to the people with the power to nullify veto or abolish any law anywhere they believe they believe is racist curtailing speech of anyone deemed insufficiently anti-racist inclusion also euphemism for the practice of dividing and demoralizing a core tenet of marxism while most k-12 schools don't explicitly label materials as crt any school teaching core principles such as
021whiteness systemic racism white privilege that my daughter accuses of and intersectionality is by definition practicing crt they're one in the same you the board and your superintendent whose contract just renewed with a three percent raise deny students deny that students are being indoctrinated with such ideologies regardless what name it bears i believe otherwise i challenge you please prove me wrong show us show us that you're not doing that so i wish more parents would get involved uh i don't know if they can see it on the camera but this room here is pretty vacant right now and marxism is going to be a lot more dangerous than covet and parents need to understand it and get involved in their kids lives hello my name is tamara dixon i have the same kind of story as
022mike but i have a biracial son you know half black half white and he's now 20. but he didn't uh he still got indoctrinated with this kind of racial stuff and one day when he came home from middle school he said that i was oppressing him and i was like what i'm your mother and he just said well you're oppressing me because i'm white and so being a mother trying to understand where he was coming from here is my biracial son saying that his white mother is oppressing him so i tried to i tried to really make it clear that what he was telling me was really racist and so i said okay i just would like to know what part of you is being oppressed is it the black side or is it the
023white side or what side is being oppressive is it the white side or the black side and he really didn't understand that because being in middle school it's like okay i just want to play with my friends no matter what what color they are kids don't care why are you getting in front of them why are you getting between kids why are you making one kid better than the other mr churchill i think that you should look at me because being the superintendent i'm ashamed of you i am so ashamed of you and the rest of you board members i'm ashamed of all you too shame on you did you grow up this way honestly did you want to be split up like this black versus white well you know what you guys are all
024white you deal with a biracial son and see what you have to tell him tell me email me tell me what would you do in my case tell me email me your time is has has lapsed mr scranton he will buy he will be followed by mona uh gossen goken and then scott davison thank you made please the board san diego's number one substitute and foster parent jb scranton i do not live in the district madam chair your july board meeting you voted to cut substitute pay by 24 you for doing that you did this without warning and without justification in the materials attached to this item you offered no explanation why you want to drop us from 250 to 190. your materials show pay rates at neighboring districts but you fail to mention that
025san diego unified still pays 250 sweetwater still pays 240 last time i checked we do a tough job as substitutes the job that no one else wants to do i've told you this several times before we get on by the class clowns we get on by administrators excuse me excuse me would you please use appropriate language this is a public forum this is protected speech this is a public forum this speech is protected by the first amendment because i'm speaking to you about my the conditions under which i am employed this is also protected by state statute you will incur liability if you if you restrict speech nevertheless clock is ticking i will continue and now you've on us you made this change in a sneaky and underhanded way bearing it in the consent calendar
026without any discussion your agenda indicates this matter was submitted quote by staff well who exactly who will someone please grow a backbone show their face and put their name on this initiative to cut our pay f you twice for the sneaky way that you went about this next your timing could not have been more cruel you're old enough to remember the oil shocks of the 1970s in double-digit inflation our country is facing inflation the likes of which we have not seen in two generations and you pick now as the time to further erode our purchasing power with a 24 pay cut in nearly 20 years of certificated service to the california public longer than any of you have ever served i have been subjected to layoffs and to pay freezes but never a pay cut
027f you three times all of this the same time you are giving managers three percent across the board in my last 30 minutes just a heads up as you already know it's been my custom to start the year out right with having process served upon administrators on day one this year is going to be a little different one week before school starts you're going to receive two legal demands from me don't be like rick grove and below the deadline don't be like rick grove and submit incomplete work don't lie like rick grove just tell me the truth that's all that i have ever asked of you good evening my name is mona goken i am a district parent and we live in the district um the reason i'm here today is that about two weeks
028ago i was in a meeting with the county of san diego district attorney summer stefan and she mentioned that one of her biggest concerns is that fentanyl is number one killer of 18 to 24 year olds in our county and i uh my first thought was how can we um as a school district or this is the only thing that i can impact or bring attention to how can we be creative and educate and what can we do as a community to prevent that to be proactive instead of reactive i am uneducated on what the district does have in terms of um drug education or any efforts on that so i'm not saying that the district doesn't do that but i just want to bring it up just in case um we're not all fully
029aware the seriousness of this and also let you know that um the community can help in um in any way for education and bring awareness and parents and you know because it all starts with the parents so um that's all i wanted to say thank you so much thank you my name is scott davison i am the parent of a child at sage creek high school at last month's meeting we received a detailed report on how hope elementary students ended up drinking contaminated water for over six months we also heard direct apologies from superintendent churchill and the board for this disaster even though the district's presentation went to extended lengths to avoid accepting responsibility or admitting fault for the issue this issue affected approximately 600 students for a period of six months and the true
030harm to these young kids may not be known for years many of us found it interesting to hear the district and the board apologize for what happened do you know why many of us or something else happened over the course of the past two years that affected all students in carlsbad you closed our schools for over a year you turned our schools into biosafety labs and obsessed over kicking kids out of class in the feudal attempt to stop a virus that was never more dangerous to our kids than the flu no matter the consequences to their education in the process you created a whole host of problems from learning loss to mental health to chronic absenteeism that you're now forced to acknowledge and attempt to correct you also drove hundreds of students and families out
031of our district in search of schools that did prioritize education and now our district is faced with the eventual loss of millions of dollars in revenue for these missing students which as you acknowledge in june will mean teacher layoffs but instead of facing the enrollment problem you decided to ignore it neither the board nor the district offered to address it when it's been brought up i have a few suggestions how about an apology how about an admission that it was wrong to close schools and wrong to keep kids home isolated in their rooms for over a year how about a mission that you had your priorities backwards and you were listening to the wrong voices instead of putting the needs of our students first if you want to rebuild trust and have parents invested in
032their children's education again the only way is to own up to these mistakes own up to the consequences and promise to never let it happen again but if you don't why would you think families would want to bring their kids back here why would they trust you not to continue to implement over restrictive and unnecessary mitigation policies which keep kids from being at school and keep kids from learning you might like with the incident hope believed that you did nothing wrong but you could still offer an apology to all the kids who are clearly harmed and have yet to return to cusd because they've lost your trust and in this district and particularly in the sport thank you we now move to item 6.1 the approval of the consent calendar all matters listed on the
033consent calendar are considered by the board to be routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless there is a request for one or more specific items to be discussed and or removed this is the time for public comment have any blue cards been received we have not received any cards for this item uh trustee williams has asked that we pull items 6.5 6.6 and 6.17 are there any additional items to be pulled now i have a motion to approve the consent calendar with the exception of items 6.5 6.6 and 6.17 somo pearson second jones trustee pearson made the motion trustee jones seconded the motion trustee uh rollins did you want to speak on
034this matter and actually oh yeah go ahead okay okay all right um um okay trustee williams did you want to speak on the matter on the first two items for right now we approve the items without six point five okay could you admit um trustee jones would you amend your motion to only put to move to you made the motion okay to um actually no that's we'll vote on it like the first two the motion yes to to approve the consent calendar with the exception of item 6.5 6.6 and 6.17 so yes so that we're good at that point okay um could you call for a vote please trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five to zero thank you naomi i have a motion
035to approve the consent calendar item 6.5 and 6.6 so move jones second rawlings trustee jones made the motion trustee rawlings seconded the motion trustee williams did you want to speak on the matter yes thank you i pulled item 6.5 and 6.6 from consent because i will be abstaining from voting on this item city of carlsbad is listed on the purchase order register and ap warrant listing my company works for the city of carlsbad while no material conflict of interest exists out of abundance of caution i will be abstaining to avoid the perception of a conflict of interest ms garcia would you please call for the vote oh sorry yes i also wrote down that there was six point one seven we'll talk about that one in a second thank you okay trustee jones yes trustee
036williams abstain trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five i'm sorry in favor one abstention thank you uh trustee williams would you like to make a motion to approve consent calendar item 6.17 were you going to make i was going to make a recommendation a change so would you like to make that recommendation in your motion okay so i i would like to make a recommendation to propose a new class name to graphic design for the cte cva class so would you put that in part of your as a full motion for us so i make a motion to ch change the proposed class name to graphic design and approve it to prove sorry today i thought i mentioned that so to approve the change to accept it as a class
037and and with that with the changed name correct correct okay is there a second so mood challenge any discussion ms williams so i requested um this modified change to the proposed class name i spoke with dr nye who spoke with also with principal espinoza about changing it to graphic design both were okay with the name change since it would align with the cte pathway and it would also align with the program at miracosta any other discussions rollins i had a question okay um would the uh description of the course change or the actual course itself change just just the title would change any other okay all right um comment i thought that you made a motion yes i can make another comment just oh yes yes okay so the graphic communication name is misleading since
038the the actual content is graphic design um and graph and just so you understand the definition of graphic communications focuses on the strategy where the graphic design focuses on specific design elements based on the course overview and objectives described the majority of the course will be cover graphic design so essentially your your moving approval as it was presented with the exception of changing the class name from graphic communications to graphic design okay yes any other discussion would you please call for a vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes 5-0 thank you we now move our discussion to discussion action items item 7.1 the 45-day budget update trustees this is an information discussion item i'll turn it over to mr dill all right thank you
039and i shall have the presentation up in just a second there we go thank you president williamson and good evening trustees this is an update subsequent to the adopted budget on changes that we've made to revenue since not only the district's budget was adopted but the state budget act was enacted by the state when we put the budget together we had many assumptions and we knew that there would be additional revenue coming to us there were various proposals in both houses of the legislature and also the governor that were competing so we built it using very safe assumptions and waited until we knew what the final compromise was so that we could make sure that we could put the final revenue numbers in the right place and so so those changes have been made and
040i'll walk you through updates that we've done to the local control funding formula as well as some other state funding and then i'll introduce uh two block grants that we know about but we have not built in either the revenue or expenditure side so just a brief update on this with the local control funding formula essentially we have more dollars per student in the local control funding formula and through a change to the formula we're now able to count more students in the lcff average daily attendance for the last school year so more dollars for students more students with transportation there's a new source of ongoing transportation funding where districts are reimbursed of 60 of prior year expenditures and that would include what we spend on special education transportation so we're going to capture that
041as well and then again i'll talk about the learning recovery emergency block grant and the arts music instructional materials discretionary grant very long name focus on the last two words okay with again with local control funding formula we had already included the statutory cola in our assumptions we also had somewhat of an augmentation on the base grant in the final compromise in the budget act there was a six point two eight percent additional augmentation to the base to increase the base grant so we've included those dollars in what this does is it brings the district-wide entitlement uh up to ten thousand just about ten thousand eight hundred and fifty dollars per student so that's total dollars divided by total students is essentially local control funding formula on average daily attendance we already knew that we
042would be able to use a three-year rolling average to account for average daily attendance that was a change but it was agreed to by all parties up in sacramento what we were waiting on was whether we could adjust our ada for last school year and that did pass the governor's proposal to essentially use last year's enrollment times the percentage of ada from 2019-2020 and that was to recognize just the the big loss that districts had including ours due to the coveted surges in the fall in the in the spring and winter so so we were able to adjust that so that's what brought up our ada that we're able to claim by another hundred students so uh i thought i would show this uh this is just bars are total dollars and uh and the
043line is our property tax number just because i know there's always questions of how close are we to basic aid with the not only the increased cola but the augmentation on top that puts us very squarely in local control funding formula for for this current year and as we look out with cautious assumptions we would still be chasing basic aid now as we look out into the future any of those factors can change so we're continually watching those and adjusting those as we go through the year and get closer to each of these years but as of right now the outlook shows it says remaining in local control funding formula with transportation funding as i mentioned we've added the 60 reimbursement uh which is based off of our special education transportation expenditures from last year
044uh there will be a plan that will we will need to bring to the board and have adopted by april 30th of this year i'm still a little cautious with this revenue we're not using these dollars to spend anymore this is just offsetting the cost that we're already incurring for special education transportation and as the board recalls we did see an increase in those costs as all transportation costs have gone up statewide so this is just offsetting that increase i'm still a little concerned about this particular piece the rules aren't fully out there yet but we'll have the revenue in there now and if there's any changes to that um you know we'll update that down the road so at a very high level these are the changes uh to the budget and as i
045mentioned we're only looking at the revenue side at this point the local control funding formula and the programs that uh that they cover those expenditures were built at budget adoption so you don't see any changes to the expenditure side of the budget that were driven by the budget act we are looking at enrollment uh and we are making adjustments uh to site staffing we're seeing a larger uptick in kindergarten and transitional kindergarten than we had anticipated so we are adding some additional teachers once we see where final enrollment is we will be adjusting the expenditure budgets and you'll see that in a future budget report no other changes but you can see to the bottom line essentially those new dollars in both lcff and and state transportation dollars bring an overall very modest surplus to
046the general fund for next year projected this is the the chart that i normally show you just showing the difference between revenue and expenditures we're working on closing the books for 2122 so next month i'll have the unaudited actuals for you and so you should see a little bit of improvement on the 2122 numbers but you can see the the modest surplus that's now projected for 22.23 moving on to the learning recovery emergency block grant we estimate that we'll we will be receiving about 5.6 million dollars this is one time in nature uh and we have until june 30th of 2028 to spend that so 5.6 million will come in but we could meter that out over over time up until 2028 really is discretionary as to you know how long we take to spend
047those dollars but you can see on the right side here the allowable uses looks very similar to how we're using the s or three dollars which last year was the expanded learning opportunities grant dollars which prior to that was another set of state dollars so we'll be looking at how we are using those dollars this year with sr3 which will be fully expended by the end of this year or close to it and see what we can sustain going forward using these dollars and for how long this will be a cabinet discussion we can have that we can start that discussion next month and bring it back by first interim so that we can bring you both revenue and expenditures side by side and so it'll be an accurate picture on what the projection for
048the rest of the year would be arts music and instructional materials discretionary block grant they gave it a long name but really it's a discretionary block grant and there are some intended uses as you can see instructional materials professional development but they also say or you could use it for operational costs including pension costs and they say or for your covered 19 pandemic related supplies so they really said pretty much anything that you want to use it for but they gave this this very long name uh 6.85 million again one time dollars uh that we would have until 2026 to spend so we'll also be looking at uh potential uses for this in in speaking with dr nye we're we're looking at upcoming textbook adoptions in science in math and social studies and so we
049really have our eye on these dollars to to cover that one-time cost of instructional material supply adoptions in the next few years so next steps uh next month as i mentioned i'll be bringing back the unaudited actuals report that'll be your final tally of revenue and expenditures for last year you'll see the revised fund balances uh the carryover budgets will be built in and we'll start talking about those one-time grants and potential uses and a plan for that and then at september and december of 2022 uh we'll do the first interim budget where we'll build in the revenue expenditure side on those block grants as well and any other updates on the expenditure budget and with that i'm happy to entertain any questions thank you very much mr dill are there any questions ms rawlings
050i'm sorry oh okay is there any have any blue cards been received there are no blue cards for this item thank you any questions ms rollins yes and thank you um with their um on the transportation dollars i had two questions there if that's okay um one is um do you know when a plan would be coming before the board um it said that it needed to be adopted by april 30th so i was wondering what that would be and then would are we looking at only using those for special education transportation or could some of those dollars be used for gen ed transportation thank you good questions uh first with the plan uh they're still working on the the details of what needs to go into the plan uh you know i can look
051at the legislative intent language and see the number of things that need to be addressed but we usually look to the california department of ed to release a template that's not out yet they wait until the dust is settled on all the trailer bills before they put those out and since they're giving us until april 30th to adopt that i wouldn't expect to see it soon so you know i'll keep my eye on cde to see if they announce when templates will be we'll certainly hit the deadline before but we would look to their guidance to make sure that we hit all the elements that that they need with respect to the uses of those dollars essentially you could cover you know home to school you know any home to school transportation cost uh from
052tk through 12 and not extracurricular athletic transportation but really home to school type of transportation but it is a reimbursement so you're essentially fronting the cost uh in year one for anything that you do particularly if you're expanding the service and then you'll get a partial reimbursement the following year so we would really if we were looking to do anything more other than the special education home to school transportation we would need to look at do we have the resources to sustain this ongoing with only a partial match from the state mr jail was encouraging to see the additional revenue off that and how it changed the budget my question was do you see going forward this year any potential expense surprises really no surprises uh you know as we're looking at uh additional enrollment
053uh coming in again i particularly we see it at kindergarten in transitional kindergarten additional students above what we had projected you know that can come with additional staffing needs fortunately we have these additional dollars which should be able to cover that additional cost but in terms of other surprises i don't foresee any let me just add a little more color to that question then it's about special needs do we see that we may have some additional enrollment of some special needs students well we are the the identification of students with disabilities and student the number of students with individual education plans has been increasing over the last year uh we saw you know quite an increase last year and so as we did increase the budget for special education last year and we've carried those
054budgets forward into this year so we've already budgeted a higher number coming into this year than we had last year recognizing the additional services that we are providing is there any question or discussion question question response um with the um let me see the art music and uh instructional materials grant um do we anticipate any of those dollars going towards art and music or just instructional materials we really haven't had the time to discuss the full plan and how much how many dollars we would allocate to any particular use and these allowable uses and over what period of time again i the thing that i focused mainly on was instructional materials because i knew this was coming up um and this looked like a good use but we would have some additional dollars above and
055beyond what we anticipate spending on those adoptions and we do have a reserve for that as well so uh you know this will all go factor into our discussions at the staff level before we bring a plan uh for the uh use of these dollars that being said um because it's restricted they would have to be within those three categories correct no this is the even though these dollars are restricted uh the when it said you could use them for operational costs they essentially said you can use it for anything that falls into that category of operational costs so it's it's a little bit of a misnomer that it's uh that it's a restricted program when the allowable uses are so broad but we are looking at the at the stated intent and less so
056at the kind of catch-all bucket that's at the end of that any discussion i call it miss jones and then mrs rollins um thank you for the clarity on the arts grant uh i'd like to discuss with the board members i think having some of our vapa staff who are in the process of recovering their programs following the pandemic and we get some insight onto you know where can we uh support those programs and their growth and so as a board i i would hope that we would be advised what staff's recommendations are at also the site levels and then those programs when that plan comes back to the board ms rollins um i would like to echo that that um i understanding that we do have instructional materials needs um i do believe that
057the intent is also to encourage arts and music programs and i would i personally look forward to seeing a plan that um that distributes these dollars at least equally amongst music and art as well as instructional materials that's what i would like to see as a as one member of the book dr churchill would you like us to have a further discussion to see if there is a board majority who would like to instruct staff in that way or do you want us to wait well you know i think as mr dill said we we still have some um need on our end to start to put things together and take a look at what our recommendations would be it feels a little premature to get bored direction on how to spend the money um
058mr dill what is it the the december meeting that we bring back when we start to sketch that out so it would be first interim where we would bring uh the adjustments back uh in the budget so we have now be uh between now and december uh to get that mapped out over the next four years for these dollars yeah that's the other point it's important to remember that we can expend these through the end of the 25 26 school year um so so i think our preference would be give us a little bit of time put pen to paper a pencil paper and we'll come back with with some um ideas for further discussion and then we'd be happy to take direction at that time and if i could just add that that there
059will be a measure on the november ballot that would also provide additional state dollars for uh art programs and so arts and music programs and so you know we may be considering braiding these dollars with the additional state dollars that come in as well and so we may have a source of of arts and music dollars aside from that and maybe that could allow us to shift these dollars more towards one of the other purposes so but maybe by december we'll we should know by the december meeting if that passed or not mr pearson is it's a little premature i know but in terms of just kind of looking at this in terms of being able to sustain whatever we do because it's only for a certain period of time because that kind of in
060your thinking is going ash we don't want to get something and then we have to let go of it after 2026. right and and in general when you have one time money you want to use it on one time purposes and so if we were looking at focusing more on arts and music i would be looking at you know instruments supplies equipment and those things and not so much on staff because once the dollars go away on staff you're left with a dilemma thank you and this is further discussion we will now move to item 7.2 overview of health measures in the 2022-23 school year trustees this is a discussion action item and i'll turn it over to dr churchill thank you i'm sorry all right there we go thank you so this evening a
061very brief presentation on what folks can expect in terms of health measures for the 22-23 school year when we talk about safety in school you'll hear a couple presentations this evening because there's a variety of aspects of safety in schools this presentation will focus a little bit more specifically on infectious disease mitigation uh the next presentation will focus on campus security and keeping kids physically safe on campus and then there's always the the the safety aspect of mental health and uh emotional wellness so just want to be kind of holistic in the way we think about all of this tonight we're talking specifically about infectious disease mitigation and as we're preparing for the new school year uh you know the impacts of infectious disease continue to be a reality however much has changed uh over
062the last couple of years and it's very encouraging that we have a variety of tools available to us to decrease the chances that students will miss school due to infectious disease i'm glad to see that the california department of public health has reiterated this in their updated guidance for schools for the upcoming school year they said disease management strategies in k-12 schools are guided by the principle that safe in-person learning is critical to student well-being and development infectious diseases are here to stay but we've learned methods and gain tools to decrease those impacts on health and well-being california schools can manage diseases in sustainable and adaptive manners we're going to share tomorrow with families and staff one pager that provides some additional information about the things that the school district will be doing and then
063the things that parents and students can do here's one portion of that one pager that that indicates some of the expectations parents and staff and students can have relative to filtration and ventilation cleaning protocols etc while following state and county rules carlsbad unified does not intend to be more restrictive than what's required so for example masks won't be required in carlsbad unified as masks are not required by public health authorities certainly folks are always welcome to wear masks and and that's what we're going to make clear on the the one pager that we send out that the actions that students and parents can take include things like at home screening and staying home when sick and then it's voluntary on the side of vaccination and mask squaring and those sorts of things so we're going
064to do our best to be clear here's what the district can be expected to do and then here are what parents and students can choose to do one item that like some direction from the board this evening is on overnight trips if you recall in october there was consensus that staff had a testing requirement covered 19 testing for overnight trips that's in excess of what's required and so staff is recommending we discontinue this additional requirement so we're hopeful that a motion tonight will be made in two parts or that will include two parts one discontinue the additional practice for requiring tests for field trips overnight field trips and then two clear direction that we continue to be no more restrictive than what is required regarding infectious disease mitigations including but not limited to masks and
065vaccinations [Music] uh thank you very much this is the time for public comment we have received two blue cards so they will each get three minutes as stated before when you come to the microphone please state your name and whether you live in the district we will hear first from scott davison and then from shauna hurst you will each have three minutes good evening trustees and superintendent churchill my name is scott davison i am a resident of carlsbad and i have a son at sage creek high school last year around this exact same time i got up in the same room at the same podium and i asked are we really going to do this again you had the chance to commit to fighting for our kids to have a normal school year to fight
066to keep them in class and to keep them in a learning environment without restrictions but you didn't take it what did we get another school year filled with cancelled activities and events due to fear of a virus and a year of kids being forced to wear masks for seven hours a day which became the most laughable measure ever tried considering the cdc admitted 75 percent of our kids have already had covid as of february of of 22. so here we are again a year later when it's clear that the masks didn't stop us from getting covered that the vaccines didn't stop us from getting covered and that go home immediately if you have a tummy ache and don't come back until you've waited several days and tested negative didn't stop covet so i hope no
067one is surprised to hear me ask again why on earth are we still doing anything to try and stop coven are we really planning to spend another year with chronic absenteeism that we pretend isn't happening because the state decided to bail us out on the financials one more time are we really planning to have masks on kids in the fall when they get required by the county again or tell them that it's fine to wear masks because they stop covered when we know they don't and instead they're using them to cope with social anxiety or avoid having to participate in class how many millions of dollars did we lose from the loss of ada funds by sending kids home because they had a headache or a stomach ache or felt hot after running around the
068playground at recess and aside from the money how many days of instruction did our kids miss last year i asked these questions because we're walking right into the exact same trap we did last year and no one seems to want to acknowledge it the masks that served only as reminders of our attempt to stop an aerosolized respiratory virus are gone but all of the policies that essentially still keep our kids and our schools closed to almost all of our students remain students will still miss days if not weeks of school due to antiquated and arbitrary isolation and quarantine rules that were never based on any data and we will almost certainly face a strong recommendation if not an outright mandate to wear masks in the winter when covey comes back so i cringe to have
069to pose the same question i did last year this time but are we really going to do this again are you really going to just accept the policies from the state and the county that clearly harmed our children and their ability to have an education are you finally going to start asking questions like why is it that only california and a few other states are still pretending that all these measures keep schools open and safe when they actually do the opposite you have a duty to provide our students with an education not do whatever it takes to stop them from getting a cold if you haven't noticed that doesn't really happen with these current policies maybe this will be the year that you'll finally push back and help our students thank you i'm shauna hurst
070and i'm in the district and i just wanted to again kind of on piggyback on what scott says is vote in favor of not especially the overnight testing not to continue with that my kids went to camp last year and it sounds great maybe up here but in reality my son went to camp over after a long holiday so they actually tested tuesday and wednesday the prior week and then went to camp on monday so we think we're doing this testing to help keep our kids safe but a lot of times it's just not practical when you're trying to test 200 kids in school to go to camp and so especially with testing now there's so many home kits that it's just an added layer on our administration that doesn't need to be there and
071so i would hope that the board would vote for that to go away and i'm probably cheating and this is more the second one but uh the next topic but i don't want to get up here again but i also would say if we have we're having an election and if once again the schools are used for polling places i would ask that the county or whoever the election officials are have to have security on our campuses it's just not secure so we had polling at our sites the week after a shooting in our in in in the us where children were killed and then we have a polling place where people are coming and going and it's again it's a huge administration burden for our staff to maintain our safety in our polling places
072so i realize i'm pro-voting 100 i've never missed an election but when our sites are used it also was horrible timing the last week of school during promotion it's just a burden on our schools and if this is going forward i would at least ask that whoever's in charge not using district funds they're so precious have maintained security during school hours during polling thank you staff do you have any responses or anything to add just one clarification the registrar of voters has the authority to require schools to be polling places and we have i met with the registrar of voters himself he explained to me very clearly that's his authority we don't have a choice so we have to open our schools when the restaurant voter says so trustees do you have any questions ms
073rollins mr grove could you explain um again to us what the response was from the um from our jpa concerning mask options well they suggested that if we violated a directive from the county public health department that we subjected ourselves to liability potentially any other questions ms williams in terms of what what dr churchill was saying about the polling places is there any way we can request security uh i will request again but it didn't happen last time in the last several times me i have a motion to oh sorry mr christian this is for dr churchill um i think there's been some recent i don't know how accurate is some recent reports that the cdc is resetting some of their comments about as it related to covet and how they handled it and managed
074it my question is does the cd ph california department of public health take their guidance from the cdc or not or they're individual independent yeah i can't they're independent organizations i can't speak to where cdph gets its information but my understanding is that some of the new cdc recommendations are more in line with what california has been doing that's an impression i have i i don't know anything more than that we're required to follow cdph cdc is not a a regulatory body or an authority over school districts in california so it's cdph that we follow miss jones mr grove a quick follow-up to your question if we knowingly violate a public health order and create liability what does that mean for the school district could you be explicit well ultimately we could be left without
075coverage i mean i think that's the risk that one would run and i'm sorry do you mean insurance coverage for the district on all matters insurance no on that matter should a tort claim be be served upon the district as a result of somebody becoming ill or worse with due to covid and we did not do what was directed to us by the county public health department we could be our jpa could determine that we violated our policy and and deny coverage i see and so the district could be uninsured for that particular issue yes okay thank you mr pearson uh dr churchill's during code we were using metrics on transmission rates hospitalizations in the county in the city of carlsbad do you see with some of these new recommendations that will be using metrics
076again or not i don't i mean i haven't looked at the city or county data in a while i don't see a need for us to be reporting those metrics back to this board i mean that's publicly available information at this point we'll we'll i wouldn't be recommending that we make independent decisions based on some other data set i think will continue to follow the directives from county public health and and i won't be asking the board to review data and make independent decisions based on that if that makes sense does that answer your question yes okay may i have a motion to approve the following a discontinue that additional practice of requiring tests for infectious diseases prior to overnight field trips and b continue to be no more restrictive than what is required by
077local and state public health regarding infectious disease mitigations including but not limited to masks and ventilation so moved second trustee williams made the motion trustee jones seconded the motion is there any discussion um mrs rawlings and then mr pearson i'm i'm assuming that if the county or the state required testing for overnight stays that we would implement that because it seems like there's a contradiction in the motion would that be accurate it says to re discontinue the additional practice so that's additional to what is required so if it becomes required then we would thank you yes mr pearson is there any reason why we should be both the a and the b part of this motion coupled together instead of voting each one separately if someone thinks if someone is going to be if someone
078is going to be voting no on one of them and yes on the other i will separate it okay yes process check the there's a motion the second on the floor so that would have to be voted down prior to thank you exactly exactly or an amendment to the motion and i'm i'm not see i'm watching you all and i'm not seeing anybody who's going to be voting no from what if i'm reading body language correctly so um is there any more discussion if not ms garcia would you please call for the vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson i'm going to be voting no and the reason i'm voting no is because the second section i'm not real confident any longer in some of the direction that comes out
079of the county in the city california department of public health on these issues trustee williamson yes motion passes four to okay we now move on to item 7.3 comprehensive safety audit the status recommendation and next steps trustees this is an information discussion item i'll turn it over to dr nye thank you president williamson trustees dr churchill i'm going to give a moment for a director evanson to join me up here i think we have an extra chair that he can just slide on over that would be great so tonight staff is pleased to update the board regarding our comprehensive safety audit and steps we are taking to continuously update the plan just an overview of the comprehensive safety audit that was conducted on all of our school sites during the spring and the summer of
0802018 the audit was completed with the help and assistance from the department of homeland security san diego law enforcement coordination center and local law enforcement from carlsbad pd and carlsbad fire the audit consisted of two main parts a comprehensive safety review which included policies and procedures board policies safety plans etc and then the second part was a tactical survey that included site physical walkthroughs of each of our school campuses reviewing such things as perimeter fencing ingress and egress points visitor sign in systems and etc part of the presentation tonight will focus on the progress that we made by staff in the 18 areas that were identified in this audit as i mentioned before the contributors here are listed again we want to thank all of them for being part of that initial audit and then
081slide 4 highlights the contributors that we're currently working with in our current audit to complete the new safety audit this year so the following score card represents the 18 areas that were identified in the 2018 audit as i mentioned before the scorecard indicates items that have been implemented which we've had 31 of those items implemented items that are in process and should be implemented shortly which are 13 and items that have not been implemented at this point in time which are three and i just want to take a moment just to talk about those three because you think oh three safety items what actually didn't get implemented there the first was a corner system it was recommended at the time but what we found as we went through between 2018 and now is that the
082system is no longer being recommended by law enforcement at this time instead they are recommending the digital blueprints take place and those be updated on a more annual basis so we'll be working with all the sites to update our digital blueprints rather than the corner system which is more of an outdated system the second has to do with door locks and the the recommendation was to implement the use of recycled fire hoses to lock some of our interior doors and what we're finding is that with our modernization products that all the doors are processed excuse me all of our doors are now lockable as a result of facility upgrades or will be lockable shortly um so the previous hardware that required a hose to actually tie up in a corner to lock that door is
083no longer needed so it's an outdated safety measure as well the third is regarding volunteers and we one of the recommendations was consider using background checks of all volunteers be vetted through the doj fbi and law enforcement and which was currently under consideration so one of the things that we found was the cost of fingerprinting and running a background check through the department of justice is about 69 per person we considered this at the time due to the cost though and the administrative time required at that time we've opted to continue our current practice of running all visitors through a nationwide database which checks for con convicted sex offenders and i'd say that we're still looking into that but at this point in time we have a system in place that checks for sex offenders
084and we'll continue to do that through our new visitor management system so security cameras this was a request that was made at a previous board meeting with more information regarding the installation of additional security cameras on all of our campuses the request had four specific questions which we've highlighted in bold there the first was who is going to take ownership of the project the project was initially overseen by the facilities department and it is in the process of being turned over to its at this point in time the second question was the status of the installation of all the cameras and security purposes we installed approximately 90 cameras across usd campuses district staff is working with site principles to ensure that they're fully implemented and to make any adjustments so sometimes the line of sight
085needs to be adjusted or we need to adjust an angle of a camera so we're working with principles on that now and then details of whether or not the vendor has installed the the project per rfp specs and yes they have the estimated time frame for completion at this point in time they are complete we're just working with them on the small minor modifications at this point in time so i mentioned looking ahead um as in the midst of completing the we are in the midst of completing this new comprehensive safety audit i'd like to personally uh acknowledge and thank director evanson who for his leadership and coordination in this area as you know he's in charge of people services which is under the umbrella of safety but he's also in charge of special education
086so he wears his two hats well and we appreciate his service you'll see here that we've identified many items that will be areas of focus for the audit this year and we're working through many of these items now i'll just highlight a couple of these and then i'll turn it over to questions first we're asking each site to complete a school security and assessment tool this is a tool that's created by the department of homeland security where it's really a detailed assessment of each of their campuses and where they stand on a number of different issues we're going to continue the blueprinting process as i mentioned before on each of the sites we're actually being trained on how to do that ourselves so that we don't have to bring in outside people to do that
087shortly and be purchasing the equipment to do that ourselves the other one is we are working on comprehensive safety and plans for and drills for our students one of the big ones is active shooter drills and so we're working with language to make those age appropriate to make those um customizable for our principals and we anticipate that we have those in place for the 2022-23 school year we're continuing to evaluate our perimeter fencing as well as taking a look at our campus supervisor staffing needs and we will continue to update the board and the community regarding progress towards the completion of these as we move forward with the plan so with that i'm happy to answer we're both happy to answer any questions and i know we'll turn it over to uh public comment as
088well thank you dr nye have there any blue cards been received for this we have not received any blue cards for this item trustees do you have any questions yes ms rollins as far as um the cameras are concerned i know that multiple cameras have been installed do we have any um outcome data as far as safety improvements or crime prevention or anything along those lines based on the cameras no we don't i those cameras were installed part of the bid um and the installation they've been uh finishing up on that project now so many of the cameras got installed towards the tail end of the spring and even the summer so it's just being completed at this point in time so we wouldn't have any um data on that at this point in time
089the other thing to remember about the installation of the cameras was that where we position the cameras was for to cover the exteriors of our campuses you know it wasn't intended to be a deterrent for disciplinary reasons and cover interior positions in our campus so just to remember that it might not curb potentially discipline if we didn't cover all those hallways and everything else that we needed to it primarily was to cover the exterior of the campuses for um visitors that we don't want to come on our campuses that we know about okay do you intend on reporting back to the board after the cameras have been in place for a while for like i say for outcomes sure i guess i guess we could i you know we'd have to determine what those outcomes
090would be you know if we're looking at the number of people that are entering our campus without our knowledge i guess that would be a a metric that we might want to look at again i don't know if we'd want to use them for curbing discipline so i'm not sure what metrics we would bring back um in mind you know if you recall this the origin of the project goes back to before the bond measure was approved and it was something and as we did polling of the community we heard that folks were interested in uh you know perimeter security cameras um uh so we got rid into the bond program and that was proved by the voters and we're working to implement that over time but i don't know that there's a metric for
091the number of crimes that didn't occur because cameras are on campus because you can't measure that so is there any discussion mr pearce oh this question sure okay mr piston i may have missed it on the one slide in terms of all the actions there but we have three sros is there going to be a review in terms of their response rates and if there was on a campus they weren't on how fast that one of the sros could get to the campus is that part of the review process i'm not aware that we get uh information on police response rates or even if we track that i would i would say that if that is something that's tracked it's tracked by the city and not us um so yeah i i don't know quite
092how to answer that question i'm sorry ms williams so have a quick question and i i'm trying to remember i think we had this discussion before but just i guess remind me there's no one watching the video uh film as it's going it's just and unless an act incident happens we're reviewing the film is that correct yeah that's that's correct okay so double thank you now i need a discussion i'm unable to find the um the slide deck but i i do recall that when we talked about cameras initially there was different aspects as far as um what we would anticipate at the outcomes would be if we installed the cameras so that's what i was trying to get at that you know that we would have less intruders that we would have um that
093we would be able to um uh you know find the people that maybe had you know committed vandals and those types of things that's what i was kind of getting at because when we initially installed the cameras we were told that these are the purpose and this is what we anticipate receiving by installing these cameras so i just wanted to um that i won't request it now because again we're in the middle of an audit but i may request at a later date as the cameras are installed for that type of information i just um because i didn't have this conversation with the superintendent so um i just wanted to say that is discussion aspect thank you any other discussion mr pearson so you heard my question the first time on that um and i'm
094not sure what the protocol would be to add that into the conversation with uh cpd in terms of response rates in the event of an intruder on a campus where an sro is not present yeah we can certainly make that request of the city and we we do have uh you know fairly frequent meetings with them anyways um if that's something that the board direct staff to do we could we could certainly reach out to them and make the request so to clarify what you're asking for is for staff to identify how long it would take one of the officers to travel to to a different site let me repeat myself what i'm asking for is is that what is the response rate for an sro or cpd on a campus where there's not an
095sro where there's an intruder so i misunderstood the question earlier so um i haven't calibrated with chief williams but i know chief calucci uh uh indicated that it takes no more than four minutes for a carlsbad police officer to get to any one of our campuses so four minute response time was was the the quote from a couple of years ago thank you are there is there any other items for discussion okay thank you very much for the presentation and mr evanson thank you for being here we now move to item um 7.4 measure hh bond program monthly update trustees this is information this is information disc information discussion uh mr dill thank you this is literally musical chairs happening here so just give me just a moment okay and one more screen here okay
096uh this is just a quick update on uh the bond program and really it's just a picture show tonight recently our independent oversight committee conducted a on-site summer tour trustee pearson joined us and so we went to kelly school and also to jefferson to see work that was underway and the the left photo down there are all of the members who were present and um i like this photo because it shows that even when nobody else is pointed in the right direction jessica kimbrell is and and she is in charge of the construction program so unfortunately this was the better of the pictures that we took and of the members and they were we were all pointed at a different camera but you can see we went and i will show you some of the
097interiors of of those two campuses as we go through and of course you can see mrs hurst front and center as well on on one of these photos okay uh with kelly uh you can see uh the multi-purpose room really coming together uh very nice interior on the inside very very lovely finishes um and a unique floor as well i keep showing you month after month photos of the stage i finally showed you from the other direction what it looks like in there but certainly next week when school opens this will be a lovely facility and they're buttoning work up even as we speak just putting in last touches so you can see two weeks ago when these photos were taken still a little bit more asphalt and concrete work and some site work to
098get done on the left that's the space between the kitchen extension and the new multi-purpose room and on the right that's the lunch shelter area you can see new play equipment going into place with very bright and similarly themed flooring on the rubberized surface that's there and ball wall off to the side so new play equipment coming along as well at jefferson they were working hard over the summer on path of travel improvements that were required on the front of the school so this is not exciting work but it's certainly very necessary and the school will look very nice when folks come back next week with with new concrete and new ramps and paths of travel that work is all complete but work that's still ongoing is the conversions into the steam and culinary arts
099spaces on the left is the new steam lab on the right is the culinary arts classroom so that work is underway you can see we took it down to the framing and are now rebuilding the interiors that work will be done in the late fall so this work will be ongoing through the school year but about halfway through the year we should be able to turn these spaces over to the school and that really is it for uh for update this month unless there are any questions thank you very much have any blue cards been received there are no blue cards uh trustees do you have any questions any dis miss jones i'm sorry mr dill we were just making sure um culinary arts and steam lab middle of this 22 correct nice so by
100by the end of this calendar year uh those spaces should be ready any further questions any discussion i will simply report that i was very disappointed that i was not i was uninvited from the tour because the district did not want to assume the liability of my eight-year-old grandson who was who was going to be with me so i i was i was disinvited so not by me no i know so i i will i will be there next time when because he's no longer but he's back with this we take liability seriously that's right yes apparently so okay we will now move to item 7.5 uh approval contract amendment and salary adjustment for unrepresented employees assistant superintendents employment contracts trustees this is a discussion action item i'll turn it over to dr churchill thank
101you trustees this is an item that you approved a month ago however there was a typo in the write-up the effective date was corrected so that it's effective july 1st 2021 so we'll be asking you to approve the same thing you approved last month only with the correct date thank you there is a one person who has requested to speak mr scranton may have pleased the board jb scranton i do not live in the district madam chair tonight you are being asked to give yet another pay raise to our second-tier bureaucrats i want to direct my remarks regarding compensation uh specifically for our assistant superintendent for h.r rick grove this is the last such request that you will be considering for rick since we received news of his departure from public service to take effect
102next june indeed this is news we should have received years ago rick grove has created a poisoned toxic environment and he has exposed this district to risk the district has had to expend certain amounts of monies on account of his decision making instead of granting rick a raise you should consider clawing back the taxpayer money he has wasted you make quite a show of painting pictures of unicorns and rainbows every month but there is a darkness hanging over this place a darkness that rick grove has created in a darkness that you refuse to recognize please vote against staff do you have any response or anything to add trustees do you have any questions may i have a motion to approve a three percent salary increase effective july 1 2021 for the assistant superintendents of personnel
103services business services and instructional services with a resulting salary of 210 299 dollars for dr nye and mr dill and 212 886 dollars from mr grove and extend the term of the assistant superintendent of business services and assist in instructional services employment contracts through june 30th 2025 all other terms and conditions remain unchanged so mother pearson second jones trustee pearson made the motion trust you john seconded the motion is there any discussion ms garcia would you please call for a would you please call for a vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five to zero thank you we now move to item 7.6 approval contract amendment and salary adjustment to the superintendent employment okay um trustees this is a discussion action item on august
1045th the board met in closed session to discuss the superintendent evaluation for the 21-22 school year and on august 10th we met with the superintendent to present the evaluation i'm pleased to report that the superintendent received a satisfactory rating which means he is qualified to receive the same salary increase as did our other employees which is three percent effective july first twenty twenty one um we have requests to have one person speak mr scranton madam chair again jb scranton i don't live in the district as an employee with a 25 pay cut i object to any further executive comp increases especially for the ceo his handling of the hr vacancy has been poor and it has all the stink of a back room deal with no input or oversight you really need to bring in
105a third party from outside the system as the next hr director someone who is not a product of the system you still have time to course correct so minus points on his handling of that look at how ben handled the whole plumbing system instead of approaching hope as an engineering problem or as a public health problem ben treats this as an hr problem this is very telling he handed this job over to the district's deceiver in chief rick grove at last month's meeting i've never seen such a shameless yet predictable attempt to cover your ass ben wanted to look primarily at exposure to risk rather than the health of children a kid's been injured and this is the kind of injury that does not happen absent negligence he said that he was quote meant so
106sorry many times but he's done nothing to clean up the negative culture in this place so more minus points on that too for these reasons please reject the motion both for greater compensation and for a three-year contract extension staff do you have any responses or anything to add trustees do you have any questions may i have a motion to approve a 3 salary increase for the superintendent effective july 1st 2021 with a resulting salary of 265 188 dollars and three cents and a one-year extension of the superintendent's contract through june 30 2025 all other terms and conditions remain unchanged so jones second rawlings trustee jones made the motion trustee rollins seconded the motion is there any discussion mr pearson you know it's uh it's an amazing job to be a superintendent but it's an exceptional
107job to be a superintendent in this environment in the last few years and i have watched our superintendent navigate some very rough waters and the salary adjustment doesn't really reflect the performance on several different levels that i'm just so proud to talk about our district in many different places so i just want to say i'm thankful and grateful for the work you do thank you thank you any other discussion uh ms garcia please call for a vote trustee jones yes justine williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five to zero thank you are there any we now move to um part eight are there any governance team reports ms jones i have one very brief one on um monday august 15th the san diego county school boards association met
108for the first time for the 20 223 school year it was a great meeting mostly about legislation that is wrapping up the session i've asked dr churchill to forward the presentation that the csba legislative uh rep presented to us so you'll have that in your inbox following the meeting thank you my report any other reports any board requests ms williams i would like to request in a future friday report to receive a report about about the advising periods goals and outcomes and did you talk with dr churchill about this before the meeting i did and do you have any comments no no that's fine as as i understand the requests you know we have a advisory program at middle school in high school um the the the request specifically is to just look at the
109effectiveness of that of that advisory program so i talked to dr nye and we can certainly pull something together provide an update in writing to you at a future date may i show thumbs if you support that request may ask a question carefully how much staff time would this take beyond the normal and if it's something that you would normally generate or not i envisioned it taking a couple hours of staff time and we we can generate it pretty easily it's not something we traditionally look at but we can do it fairly easily okay hearing that um show a thumbs if you are in support of that i see five thumbs are there any of the requests it is 7 37 but it's 7 39 on my clock but i'll say at 7 37 and
110this meeting is adjourned our next meeting will be at on september 14 2022 at 6 00 pm here at the sage creek you
