001[Music] good evening it's 5 p.m and i'm calling this meeting to order per education code 351 45.5 and government code 54954.3 members of the public have the opportunity to provide public comment on closed session items now is the time for public comment as we have received two blue cards one from rachel mourinho ott if you're in the back can you hear me can you hear me now okay okay halfway you could we can hear halfway but not at the very back is this better turn the butt off i'm afraid there's feedback so i'll try to could you raise your hand in the back if you do hear me okay all right thank you um it's it's 502 and i'm calling this meeting to order per education code 351 45.5 and government code 549 544.3 members

002of the public have the opportunity to provide public comment on closed session items we have received two speaker cards one that has a name on it and the other is anonymous so if you were not rachel mourinho odd then yours is yours is anonymous is that you okay okay um so we'll we'll hear first from um uh from miss rachel mourinho on and then second um from ms gordon uh you will have when you come to the podium please state your name and indicate whether or not you live within the boundaries of the district you will have three minutes we'll have the timer on the screen and your mic will be muted when your time has expired and audience members we welcome you here you um our staff and many family members we appreciate you

003being here um our protocol here is when we want to support someone who's speaking please either you can stand or raise your fingers rather than cheering and shouting we would really appreciate if he would accommodate our that the protocol we've had for a long time so we'll go ahead and get started now with this uh rachel right who do you think trustees my name is rachel marinowat i do not live within the district boundaries my children go to two different carlsbad schools and i'm the carlsbad unified teachers association president good evening trustees as the year moves to a close the district and cuda seemed moving closer to impasse being quite far apart from what we would consider a reasonable settlement i would like to show you two charts the first is the percentage of the

004budget that certificated staff salaries represent over time in 2014 to 2015 school year certificated salaries represented 43 percent of the overall budget as of this year our salaries take up 38.94 a more than four percent devaluation across eight years this other chart is the district's reserve growth in millions oh sorry i think those bathrooms yep departing unit district reserve they're more compelling no matter how you look at it or explain the numbers in the last eight years the district an entity that is in place to support a public good education has continuously put his money into the general reserve rather than use it to benefit the very people that make schools work there is no piece of technology no computer program no innovation that can impact a student as much as a motivated qualified teacher

005no curriculum or test that can replace our counselors psychologists and speaks speech pathologists this is true for every person on our campus who support students how many school nurses are the first to hear fears and anxieties how many admin assistants help teachers and students alike navigate district paperwork how many students feel like they matter because the campus supervisor notices they were absent what could be more important to spend money on the cookies and the emails and the resolution of the day of our teachers ironically today are lovely and thoughtful but they do not put gas in our tank or food on our plates or pay college tuition for our kids [Applause] the appreciation of our work is most importantly reflected through fair compensation members are angry confused frustrated and anxious as an aside classified staff

006that i'd spoken with feel much the same membership does not feel fairly compensated given both the increases from the state and the excessive reserve that the district holds our surrounding districts are already seeing the benefit of fair compensation over the past two years which encompasses this 5.07 cola san marcos negotiated 5.5 percent highway 4 oceanside 3.7 valley center 4.75 fallbrook high school 6 vista 3.5 escondido secondary in elementary 4.79 and 4 respectively why would carlsbad settle for less i do not know why a school district wouldn't fairly compensate its teachers i do not know why a district would play games with these people who have worked so hard for two years but i also don't know why a school board trustee would willingly attend an event held by someone determined to defund public education and

007to see the union as the enemy of education [Applause] can i tell you a secret if you'd like to get rid of the union to render us obsolete you would treat your employees well you would compensate them fairly in a way that demonstrates respect and appreciation thank you [Applause] hi i'm lindsay gordon i reside in the district i've been a teacher here former union president last year and i have two children attending carlsbad unified schools i'm here tonight with my other colleagues asking for a fair wage increase i want to explain why we've all worked so hard for fair wage increase this year has been one of the most difficult years in teaching and i know this trend will continue for a while every single one of my students was affected in some ways from

008the pandemic i have seen this manifested in each of them whether it be through learning loss social emotional issues or other trauma we as teachers have not stopped these past few years we have helped them close learning gaps while also teaching grade level material and meeting grade level standards we have supported them through the social emotional traumas they have endured and continue to endure we have supported parents who have struggled the last few years as well i wanted to just list a few of our job descriptions tonight so you can get a glimpse of why we deserve a pay increase teachers provide before and after school duty and on the weekends along with before and after school do before and after school tutoring and we give up very often our prep periods to help our

009students we plan all the curriculum we meet to collaborate with others we attend ieps ssts leadership meetings grade level and site level meetings department leads chairs we deal with the small and large issues involving our students we grade plan correct respond to student work emails parents square daily we arrange decorate and provide safe and welcoming learning environments we enrich sing and dance our way through our days well maybe that's just me but i think a lot of us do we teach digital citizenship we teach manners we hold our students accountable and so much more we teach students to be kind compassionate have empathy we teach them how to walk in a line be safe during an earthquake a fire drill and heaven forbid a school lockdown we would give anything to protect our students we

010teach them about our country the world to have a voice to make a difference to learn grow and to fail we do not get all this done without going over our contract hours daily there are teachers at our sites working all the time to make sure we provide everything listed and so much more for our students so their needs will be met and grow up to be strong community members i didn't even mention all the money we spend out of our own pockets as well to provide what the district could not provide for us all we are asking for tonight is a fair wage increase san diego is one of the most expensive places to live please help teachers be able to stay live work and give back to their communities thank you for your

011time and your consideration tonight [Applause] the board is now open sorry the board is now recessed into closed session thank you very much one two [Music] one two three four five six seven eight nine ten one two three four five six seven eight nine one two three four can you see why we just got it put a pin in it we paid for it it should work one two three four sound no buzzing okay mary had a little lamb test test test one two three one two three test test test one two three test it is it's six o'clock and we are um reconvening from from closed session please raise your hand in the back if you can hear me we were having some trouble thank you we were having trouble with the sound earlier

014employee week i'd like to recognize and thank our more than 1 000 staff members including certificated staff classified staff and administrative staff i'd also like to thank our partners at the carlsbad educational foundation or cef they raise much-needed funds for our students and help drive innovation in our schools i'm looking forward to their inaugural gala on may 21st finally i'd like also to thank the carlsbad unified council of ptas also known as the cuc-pta and each of the individual ptsas ptas and pto on our campuses parent involvement is a hallmark of our district and community and i feel very fortunate to live and work in a community with so many committed and dedicated families i'd especially like to thank cuc pta president monica watts for her hard work and steadfast leadership thank you we now

015move to oral communications this is the time that members of the public have the opportunity to address the board on non-agenda items that is anything that is within the subject matter of the jurisdiction of the board please keep in mind though that school board meetings are business meetings and are that are conducted in public not town hall meetings where there is ongoing discussion between the board and the public as a school board we have a responsibility to ensure that the agendized business of the district is completed during the meeting we invite you to show support for a speaker if you would like to by waving your fingers rather than cheering or applauding in order to allow speakers to present their comments and ensure we're able to properly attend to the business of the board public

016comments will be limited to 20 minutes i believe that we have um we will go three minutes over is i have your approval to go ahead and allow all the speakers the full three minutes all right um when i call your name please come up i will read three names at a time so you can be kind of prepared and maybe even be waiting in line please come to the podium state your name and indicate whether or not you live in the district in the boundaries of the school district so you will have three minutes we'll have the timer up on the screen and your mic will be muted when your time has expired the first speaker is laura pitts followed by greta schmidt and then wyatt van hazel good evening can you hear me

017is it on good evening trustees uh i am laura pitts i'm the ceo here at carlsbad educational foundation and as dr churchill mentioned we are one week away from our inaugural gala i am thrilled to report that as of yesterday we have reached capacity we will host over 600 students students we will host over 600 adults and guests at the beautiful omula costa resort we are excited to rock out to the music of super diamond and all of the proceeds of course will go towards supporting all of the great work of the carlsbad unified school district summer registration is in full swing that is for students it's for summer enrichment and adventure programs will be hosted at valley middle school we will be offering enrichment opportunities like field trips and fun spirit day for students

018and for all of our programs we are expected to reach capacity so we are encouraging families to enroll today to take advantage of early bird pricing for those full day and half day programs we also have our summer academy program that will run at carlsbad high school summer academy will be run by our assistant principal at carlsbad high school judy stapleton that program is seeing record enrollment for the last few years and we are excited to support all of these students in grades 7 through 12 in a variety of wasp accredited courses we also are in progress for our interviews for senior scholarships those have started this week and as i may have shared last time we have partnered with the judith campbell foundation and will be offering forty five thousand dollars worth of scholarships

019for students they will range in from 2 500 to 15 000 we have nearly 40 applicants that will receive one of these 11 scholarships that are offered and finally the foundation committed just under 1.2 million dollars this year and funded nearly 40 programs and we are looking forward to evaluating requests for the 2022-23 school year in the upcoming week and we'll be excited to support the vital programs of the students and teachers for the district next year thank you thank you reddishmint and she'll be followed by wyatt ben hazel and then smith hi my name is greta schmidt and it's nice to meet you all trustees so um i have been a carlsbad resident for 20 years now i've got one son that's been through carlsbad high school and i have a daughter who is

020a freshman and she is going through right now and so i just want to first of all say that i love our community and i thank you very very much for your service to the school and to our community so i don't take that that service lightly the reason that i'm here tonight is that we were under the impression that there may be some funding cut going to the carlsbad high school choir program and so we wanted to come out and just raise our voices in a healthy and safe manner to make sure that you guys hear us loud and clear that we really care about this program that it has been an integral part of our children's lives especially coming out of coba 22 out of povet in 2022 i mean these kids have

021gone through a lot and this program has been a part of what has held them together and made them feel like they have a family and so i just wanted to be a representative of that and also encourage the kids because they had heard rumors about that that they would come out and talk about their desire to keep that program fully funded so we know that this comes down to numbers for you i am not um i'm not without understanding of how budgets work and how we have to allocate different things to different priorities but what we're asking for you today is to point a phrase of lean in to the choir lean in to that funding if it comes to a close call please lean in because this program will grow as it continues

022to gain visibility they came out with a number of wins in the last year and they will continue to do that for carlsbad high school and provide a great outlet for the community so with that i'm going to be done with my time i just wanted to keep it positive and then we have some other choir students that are going to speak on their own behalf so thank you thank you wyatt van hazel um i just wanted to explain the importance of choir to me and everyone i know i've done choir since i was in sixth grade i've been able to make so many friends and so many connections and in eighth and ninth grade i still committed committed even through online schooling because it's one of the only things that still gave me hope

023the only reason uh i wanted to sign on to school every day was because of choir um the choir this year didn't have as many people because not as many people were exposed to it but i believe that if we give it a chance um i think more people will eventually uh come in and it'll keep growing it didn't stop us from making connections and doing pretty well in our competitions our choir program has only been growing and i know so many people who want to join or wish that they could have but only didn't because they were scared i chose the school because of its choir program carlsbad high school is not just a class i mean crossband high school choir it's not just a class it's one of the main reasons many people

024come to this school i personally saw firsthand how many kids wanted to be a part of our family so open and loving it's one of the most accepting groups in the entire school i remember being one of those kids who watched the high school choir dance and sing i wanted to be a part of it i wanted to be just like them i've learned so many life lessons being in choir i've become a harder worker and a better version of myself because of my friends and the people around me around me pushing me to be better um that's all i wanted to say just clarifying the importance of fires thank you and thank you for the way that you're showing your support and after gamma will be a jocelyn lunch hi i'm gemma i've been

025a resident here since i was born i believe i'm a freshman at carlsbad high school i'm in encort and i'm sure as all of you know going into high school as a freshman is a very nerve-wracking thing for many students myself included but after that some of the fear was quickly dissolved with choir at the very end of summer all the choirs got together for a choir camp where we got to meet and bond with everyone while getting ready for the new year of choir this provided a way for us to make friends before the school year even started being able to make these connections before truly entering high school was immediately calming for me i felt i already had people who cared about me and accepted me i was no longer worried about high

026school to the extent i was it was so calming these friendships i have made have stuck with me throughout this whole year and through the through this whole year and hopefully throughout the following years choir has been beneficial to me socially and especially after the copa 19 pandemic my school my social skills had not been the best so having these people beside me was such an amazing feeling mental health and social skills went on a huge decline after the pandemic being isolated and having little to no social interaction was severely detrimental choir is the perfect outlet to help me express joy friendship our love of choir singing and dancing choir is a safe place to many it's like a second family thank you thank you jocelyn lash followed by christia walter and then fantasy watts

027um hi i'm jocelyn lash i've been a carlsbad resident since second grade i'm not a senior at carlsbad high school and i've been in choir since i was in third grade um so i have many members of carlsbad choir here to sing just a little song for you just to show our love required so and i'm going to be playing a track into the microphone [Music] thank you thank you when i hear from christopher walter followed by manchester united little bit closer um i'm here to talk about the new york post issued an article in may 1st i don't know if you guys are aware of this but this is why it was covered relief cash spent on promoting critical race theory in schools um still doubt that the 1.9 trillion covertly packaged pushed through

028by president joe biden and fellow democrats last year served as a massive cash back for friends allies and pet causes and look at the new report on plans by school grass and left leaning states to use their funds to push elements of critical race theory how is that code relief over 46 billion of american rescue plans funds have been allocated to implement critical race theory into the school's curriculum of 13 states that includes 15.1 billion in california 9 billion in new york and 5.1 billion in illinois officials in the empire state submitted an application okayed by the administration last august detailing plans to use relief funds to train staff on topics like implicit bias and structural racism and facilitating difficult discussions about race and it stressed its commitment to diversity equity and inclusion in all

029nyss districts and schools diversity and equity and inclusion are all fine things on their own merit but in practice the ti movement pushes the to brute racializing of education it's basically another name for critical race theory california and other states had similar plans including training staff and anti-bias strategies and anti-racism and equity in part the states are following the instruction from team bind's u.s department of education guidelines for using the american rescue funds supposedly to address the impact of lost instructional time due to coveted shutdowns clearly advise a school may take to need to take to make additional steps to support families of color let's be blunt though that 1.9 trillion rescue plan which included 350 billion for states leaving most of them utterly flushed with cash was beyond overkill coming after uncle sam and

030already shelled out 3 trillion in 2022 2020 for covert relief and directed towards democratic allies like the education industry yet for schools to use it to divide children by race as an anti-racist approach doesn't does make matters even worse in short biden stimulus as he also calls it is not just fueling inflation it's sowing division with your tax paying dollars thank you next we'll hear from manchester watts and then tamara dixon good evening okay so this is my first and probably last time that i'm talking to you guys in person so uh good evening my name is monica watts and as president of the carlsbad unified council of ptas it is my pleasure to update you on the activities of the carlsbad ptas i am here to report that despite all the focus and noise

031around what divides us the work of and accomplishments of the 13 carlsbad ptas shows that in fact our school communities are stronger than ever and and dedicated volunteers across this district have been able to unite teachers parents and staff alike to create amazing opportunities for our students over 2500 pta members volunteered nearly 35 000 hours of service during this school year with many hours yet to come as we continue to plan promotions staff appreciation and end of year activities over the next four weeks it is my honor this evening to present the board with the value of the pta's volunteer service to the carlsbad schools this year totaling one million two hundred and forty four thousand four hundred ninety dollars directly benefiting staff students and families across this district the value of our donated volunteer

032hours is in addition to the record fundraising we have done through book fairs restaurant nights jog-a-thons parent nights and more over this school year together these hundreds of thousands of dollars along with our over 1.2 million dollars in donated volunteer service allow carlsbad students to have art pe musicals teacher aids field trips assemblies school-wide spirit wear staff appreciation events college fairs teacher mini grants grade-wide grade level grants student mini grants honor roll activities and so much more together our ptas continue to provide tremendous benefits for the carlsbad community as the terms of our current leadership come to an end we thank you for your continued partnership and recognition for the important contributions to the carlsbad contributions to the carlsbad ptas and what they and what they do across this district thank you for your time

033and welcome your new president incoming president of the carlsbad thank you so much for being here and we appreciate all of your service and all of the the pda has done for our schools and our students and congratulations mrs hurston thank you okay and our final speaker is tamara dixon hi i was going to say the choir did a great job so you guys did a really good job yeah do you know something that would be able to help you save money and get some funding i'll tell you get rid of dei which is critical race theory bye okay now this is not my opinion but there are many opinions going around the united states most people are getting rid of dei and critical race theory because dei is just a soft term it's like

034a teddy bear it's not i've heard the book the giver does anybody else know about the giver ray did you read it you did and how do you feel about it yeah did you make an appointment with mr churchill or i'm sorry dr churchill uh mr pearson did you make an appointment this is not a discussion we are not allowed to have discussions here you can just not or whatever so anyway um the giver um let's see which is a really dystopian sort of book it talks about sex it's inappropriate really inappropriate so anyway what i'm going to do is i want to do a an audit and there are a lot of people that want to do audits for the school library and through everything that you guys are doing because you should be

035ashamed of yourself for doing this dei crap and that's what it is thank you thank you we will now move to the approval of the consent calendar all matters included on the consent calendar are considered by the board and to be routine and will be enacted by the board in one motion there will be no discussion on these items prior to the time the board votes on the motion unless members of the board staff or the public request specific items to be discussed trustees have requests have been made to pull items 6.4 and 6.8 are there any additional items to be pulled yeah i have a motion to approve the consent calendar with the exception of items 6.4 and 6.8 so moved second trustee jones made the motion trustee jo williams seconded the motion ms

036garcia please call for the vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes 5-0 thank you may i have a motion to approve item 6.4 so moved second ms jones made the motion ms rawlings seconded it trustee um williams would you like to speak to this matter yes so i pooled item 6.4 from consent because i will be abstaining from voting on this item city of carlsbad is listed on the po register and the ap warrant listing my company works for the city of carlsbad while no material of conflict interest sorry material conflict of interest exists out of abundance of caution i want to avoid the perception of a conflict of interest ms garcia please call for a vote trustee jones yes trustee williams abstain trustee

037rawlings yes trustee pearson yes trustee williamson yes motion passes four in favor one abstention may i have a motion to approve item 6.8 so move jones sir trustee jones made the motion trustee pearson seconded the motion trustee rawlings would you like to speak to this matter yes um after reviewing uh some of the information with mr dill it appears that there are multiple items that are what i believe are in conflict with our board policy and wellness specifically processed meats and who organization in 2015 has outlined processed meats as carcinogenic and i know we've talked about that over the pandemic we've been forced to look at processed meats however within this item i would not be able to vote in favor of this if it includes processed needs so i was hoping that we could

038have a discussion and ask mr dill a few questions before moving forward so what question would you like to ask mr dill i'd like to ask mr dill if the items that are listed within the um the rfp information that you provided the board um if those will actually be ordered and um will be followed through with uh within the rfp i'm sorry i didn't hear the very last part right within the rfp you provided four um contracts that would have been approved and then you provided specific items that uh would be purchased under that rfp and so that's what i'm inquiring about yes so the four contracts or rfps that we have here when we put a nutrition services rfp out or a bid we create a basket of goods of things that allow

039us to do an item by item comparison of things that we may purchase so we can score that and determine who has the best pricing on items that we are likely to purchase however when we get into the school year it is completely within our discretion to buy as much or as little of each one of those items as we want depending on how we plan our menus depending on the demand of our students um funding and availability and all of those things that come in so you know each one of these is is you know merely locking in pricing for specific items giving us the ability to utilize that but these are not the only things that we will buy and we're not get and we are not obligating ourselves to purchase any one

040of those items in particular okay any question any yes um i also had a well if there was additional questions on that piece because i had another issue with um that i wanted to speak to as well go ahead okay um and then when um when you and i discussed this we talked about locally sourced items and that is a priority of the board as far as especially produce receiving produce locally sourced and one of the documents that you provided shows that some of the items would be locally sourced within the state of california which obviously california is a very large place and we also have many agriculture and farms in our local area could you explain the document a little bit as far as the the green sections as well as um what are

041within the contract what our restrictions are and what our latitudes would be sure and you know we we structured the rfp to give preference to suppliers that had locally available foods and we did define that as california simply because we're buying lots of different items and you know local farmers will add and subtract crops depending on what they feel they can purchase and so we need to have that flexibility um and and so rather than you know buying items outside of the state you know we looked at california as the board knows we will be augmenting our nutrition services staff in this upcoming fiscal year and one of the duties of this additional supervisor that we are hiring will be to do additional menu planning also working with our suppliers to determine what foods they

042have that are available that are local and work those into the menu planning but you know as as i say to as i said to you earlier and you know i will say to the board and to the public you know we're still in a situation where we are having labor shortages internally and our suppliers are having both labor and supply chain issues and so having that flexibility to be able to meet the needs of of our menu and our students you know is really key in the in each of these rfps we may have a goal and we will strive to meet that goal but if we're unable to make it you know ultimately you know we are going to have to put food on the plate and so you know we may stray

043and go a little bit farther and farther to the extent that we need to um in order to meet our needs but um but again uh the um the person that we will be bringing on that will be one of their focuses um to try and uh bring back and and what i will also say is um this rfp the majority of the items on there are ingredients and uh and not uh you know pre-made items and uh you know canned and and etc and so you know more than in the past you know we are building more scratched uh scratch-based foods into it by adding these all of these ingredients that you see um you know whether it's rice or oats and a number of different things and so you know that is definitely

044our goal to get there in the next school year and beyond as we're now serving more students we're trying to make each one of our menu items more healthy and and less processed but it will take some time to get there and it requires us to have fully full staff and it requires our suppliers to be able to meet our needs thank you for that here no further questions oh yes ms rollins um then is there any discussion yes ms rollins um but i as i've said i have um concerns about the processed needs especially when our board policy 30 specifically states that we will we will not be utilizing we will be utilizing unprocessed and fresh fruits and vegetables as much as possible in our nutrition services and so i'd like to make and

045then also too the board does have a priority to um uh obtain locally sourced uh produce and other items um as much as possible so i would like to make a request that we ensure that those that those two items happen consistent with our policies with our current rfps in our contracts is there any other discussion ms williams so i appreciate the information stated that where that the districts looking at scratch kitchens and locally sourced foods or produce but i do worry about the processed food especially the processed meats so i want to make sure that we follow what we're stating in our the wellness uh policy um so if we sorry i don't know if it's a question as well is it okay it's discussion it's just it's a question in regards if we

046pass this because sorry it's just a kind of a question if we pass this are we stating we're okay with the process meets or with that well what we're saying is that we would have the ability to purchase that um you know on this but it's also every other item that we have on there and again this uh these particular rfps do not obligate us or limit us in the types of food we're buying it's just you know identifying the best possible pricing among a basket of goods and so you know we have the ability to make adjustments all across the board i mean we could buy zero of these items next year if we found something that was better healthier more cost effective etc but these these bids or these rfps excuse me you

047know are structured to give us price certainty in the next year and also flexibility uh to help meet the needs of our of our nutrition program mr pearson so i i just need some clarification mr dill trustee rawlings reference to board policy does the contract anywhere violate the board policy it does not either if the board policy says uh that we will limit uh processed meats you know hot dogs for example appear on the menu once a month um you know that's not an everyday uh item that you that you would see on the menu um and you know we also have turkey dogs and you know maybe things that are lower sodium and and less processing than say the pork based hot dogs you know we have those items on on the rfp as

048well so you know we are looking at the nutritional content of each one of our items because we are restrained by the fat sodium calorie and probably a few other items in each of our foods and in our nutrition department and carissa iwamoto is here with us in case you threw me a question i could not answer um but uh but she is a dietitian looks at that and then we will have an intern this year um in addition to you know bolstering our staff to do that nutritional analysis plus the menu planning plus the coordination with our vendors and an ultimate goal to get more to provide more scratch-based cooking as we as we continue to grow the program thank you mr dale uh miss wrong um but the fact that those the items

049such as bacon salami turkey dogs those types of things are on there that gives the authority to purchase those items correct within the contract and that's my concern as far as making this request that it's not necessary that we have turkey dogs it's not necessary that we have bacon so why would we have them if we have a board policy that says to limit those items but those types of especially when there's a carcinogenic dr churchill opponent thank you i just want to um make sure that we're all operating with an understanding of the board policy 5030 reads in part the district's food service program shall give priority to serving unprocessed foods and fresh fruits and vegetables so to be clear it does not use the word limit i've heard a staff and trustees say

050the policy limits the and that's not true shall give priority to serving on processed foods thank you for that clarification yeah and and i don't mean to be cheeky in this response but this particular rfp is for a certain basket of goods you know to the extent there are items that are not on here that we may use elsewhere in the nutrition program we have the authority and the ability to purchase those items so if i were to say tortillas for example if the tortillas are not on this bed we can still go out and buy tortillas if hot dogs and things didn't show up on this bed to the extent that you know we have the ongoing ability to purchase those items and put them on the menu we could find them from other

051suppliers other than these locked in prices so i'm not meaning to don't take this as that i'm thumbing my nose at the board or in this discussion um however you know again the the purpose of this is you know simply to lock in favorable pricing for items that you know that we would have the ability to purchase and you know and and i think i have mentioned that we are giving priority um to the unprocessed foods um you know to the extent that more items than not are ingredients on here rather than finished products and and i will also say that that you know every food item that we purchased is technically processed in some way even those things that come from a local farm go to a processor and by that meaning they you

052know removing the stems and they're washing and they're doing other treatments to it uh for packaging um to get it to the the supplier who gets it to us so everything is processed in some way it's just a it's now just a degree of what we would consider processed or not and there really isn't a definition either in our policy or what i've seen through the cde regulations of what defines processed or unprocessed i'd like to go ahead and move forward unless there's a further comment is it something new i have two requests okay i've made them already pardon i i made my request so i just wanted to see if i could get consensus so your request is to um ensure that that the board or that the board gives direction to staff to

053restrict um the uh amount of processed meats that would be purchased under this contract restricted to what point unless it's absolutely necessary but who decides if it's absolutely necessary the district or its staff does and the the next request is to um is to also receive uh locally sourced as much as possible okay i believe the locally sourced is part of so um it's already there correct where is it in the i didn't see it it's not necessarily in the contract it's just a um it's just specifically it's kind of alluded to like these are the things that are locally sourced but then it doesn't necessarily say we okay there's not that direction okay could i see a show of thumbs if the board is willing to direct staff to put a priority on locally

054sourced fruit and vegetables is that what you're all there's no set requirement it's just make it make it a priority if we have an opportunity it doesn't if it's you know if it's not more expensive for whatever it is make it out of priority show thumbs if you miss jones do you have a question yes so are we just showing thumbs to approve a board policy that's in the books reaffirming a board policy is that what this action does so the board policy does say that it says prioritize prioritizing sorry are we talking about locally sourced no the i mean i'll do a keyword search quickly but i don't think the board policy uh mentions locally sourced no so we're amending board policy by this action in my mind we are talking about this this

055bid and we're saying as you're looking at purchasing we would like to make a priority of locally sourced and if you think that at some point we need to amend the board policy we could we could do that but i believe that we're just asking for priority for locally sourced so is that okay so questions yes absolutely so does that fundamentally alter our contract that is before the board tonight by adding that prioritization no it does not because uh you know we have the ability to continue shopping in any way that we feel we have the most cost the most uh effective uh item that we are going to purchase whether it is on this uh particular contract or some other supplier okay all right yeah so would you show thumbs if you do want

056to direct staff to do locally sourced whenever possible okay i see four thumbs okay um and then your second request was about the was to uh limit processed meats as much as possible okay within that bread basket of of um and so that so limit is different than board policy so that's the part that i was asking is are we altering are you asking us to alter board policy tonight because board policy states we prioritize fresh error i'm sorry could you read it again dr churchill yeah yeah it says sorry moved around it's a long policy i'm sorry the district's food service program shall give priority to serving unprocessed foods and fresh fruits and vegetables so in what way does this uh consensus alter that if it does not then yeah i i'm going to

057be having a thumbs down because i believe it's already in the board policy but um let's those of you who do want to do something in addition to the word policy um would you show a thumbs up please yeah so i there are three thumbs that are down in other words we're not giving further direction than what is already in the board policy okay so that gets voted down all right we will uh uh ms uh garcia would you please call for a vote on this oh can i rep maybe it's under request request to bring this board policy back um you want me to do that during requests to bring back this i'll do that okay okay yes ms garcia yeah she's going to call for a boat all right trustee jones yes trustee

058williams no trustee rawlings no trustee pearson yes trustee williamson yes motion passes 3-2 thank you we now move to item 7.1 approval of the 2022 local control accountability plan aligned to actions and services trustees this is a discussion action item i'll turn it over to dr nye thank you president williamson trustees dr churchill tonight staff has prepared a draft of the 2020 2022-23 lcap including actions and services to achieve the goals and success indicators a few reminders regarding the lcap itself the lcap the purpose of the lcap is to identify increased or improved service services for high needs students and this particularly is spelled out in the law of unduplicated students which include english language learners foster youth and students who receive free and reduced lunches so in the 2022-23 school year that's anticipated to

059be about four million six hundred thirty three thousand seven hundred nine dollars the budget identifying the lcap is not a separate and unique budget from our overall budget it's actually a subset of our overall budget and the items and expenditures that we identify mostly are already existing expenditures that exist in our in our overall budget what we're trying to do is go into our lcap and identify actions and services that are in place already to meet the needs of those students as i mentioned before we have approximately an obligation to spend four million six hundred and thirty three thousand dollars based on uh projected enrollment in the uh draft exhibit full lcap we've identified for the 2020 to 23 school year four million eight hundred forty three thousand eight hundred fifty three dollars it's important

060to also uh remind the trustees and the audience that the lcap is intended to identify ongoing general fund dollars we have identified some one-time dollars and how we're going to be spending some of our one-time grant dollars in the lcap so those are captured in the lcap but that doesn't account towards any of those four million eight hundred and forty three thousand dollars that we've identified so we've included two exhibits for you tonight one is the actual full lcap itself and that's the 80 page document that is included in the state template which identifies our goals and success indicators as well as actions and services in next year's budget but it also talks about how we've accomplished this year's budget and were the expenditures that we laid out did we meet those expenditures and and

061we did in fact do so the other exhibit that we've included i'll cast up here and i think it's a a nice document to display it's really a one-page document of our actions and services we call it our lcap action expenditures worksheet and what it does is it identifies all the areas in each goal actions and services in a top level view it gives you some details about what those actions and services include and then it also identifies where the funding source is coming from so for example in goal number one action one we have implement strategies to close the achievement gap aligned with district-wide initiatives including professional learning coaching support and guidance we have an overall budget of 2 million 769 thousand 218 dollars and there's lots of things that go into that our

062ptosis potentially three of our ptosis go into that and their salaries some bits of training that we do data technicians at the high school level middle school guidance techs as well as some additional middle school counseling that we've added a couple years ago data administrative support and also administrator support as an example oh i'm not casting i apologize you're wondering what the heck is he talking about um let me see why that is the case let me stop and then i'll recast i think i'm only casting my tab it was very readable though boy i did all that there we go how's that and it's going to be pretty small for you to see anyways but as i mentioned before line one talks about these things and then you'll see there where the funding sources

063come from so roughly a million seven hundred thousand dollars is coming out of lcff base our general base amounts we've identified of those actions and services and spending roughly 767 thousand five dollars that could be credited towards lcff supplemental so when you think about for example additional counselors that we've added if we're using that out of the general fund if they're supporting students in unduplicated students in any capacity towards college and career planning towards academic planning a portion of that salary could be credited towards our lcff supplemental that makes sense as well as administrator support so if administrators either site level administrators or district level administrators a portion of their job is to work with eld teachers an example they're supporting unduplicated students so a portion of their salary could also be credited towards lcff

064supplemental that makes sense so we're going through our budget we're identifying people sources actions that we're using and then coming up with that total amount we're also in that one area carving out 207 000 662 out of sr3 funds and then 50 000 additionally out of a to g grant in action and service number one and you'll see we've divided up the actions and services to pretty much align with the lcap document itself the 88-page document and um you know chunked it into the three overarching goals so you'll see here down at the bottom we have a total budget in the lcap of roughly 33 million 826 946 dollars our budget uh our annual budget is obviously much bigger than that it's so this is a subset of those dollars that we've identified specifically in

065the lcap um and then a portion of that four million eight hundred and forty three thousand dollars is that we've identified towards those unduplicated students which hits the required amount that we need to hit you'll also see the six million dollars out of sr3 funds the 238 thousand dollars at an a to g grant and approximately half million dollars out of educator effectiveness so i'm going to stop casting and then recast because i'm not sure how to cast just give me one second and i'll click back to the presentation so what we've done now is in the slide deck is just identify those from each goal perspective i'm not going to go through these in a lot of detail i'm just going to just kind of highlight as we mentioned before action number one there's

066those tosa areas we're going to continue with database administration in action two specific academic interventions for high-risk students this is everything from additional sections that we offer and we give to sites to include intervention to some of our software offerings that we offer as well and then money that we give specifically to sites for discretionary money that they use for tutoring services at-risk students and intervention plans we plan on continuing with our eld specialist model which is eld teachers that work specifically with our uh general teachers teachers we want to continue to decrease class sizes k through 12. so there's some one-time dollars that do that as well as some ongoing dollars that do that as well special education services there are a number of services that we provide in the area of special education

067for the broad spectrum of students that we have in special education and then mental health increased mental health supports and social emotional support so continuing with our counseling support six through twelve continuing with the counseling supports k through five uh additional supplemental mental health therapists that we talked about that we implemented this year we're going to increase that contract next year and then continuing with our psychological support to support 504s and sst specifically at the elementary level in the area of number two this is aligning uh student learning to state adopted standards supported by materials instruction and technology in a safe environment you'll see there um the items that we have planned out specifically these are professional development we also have our technology tosa in this area we're going to continue to identify and prioritize

068and purchase instructional materials we plan on a science adoption coming on board next year so that will be something that's on the horizon as well as social studies has a new framework out and we would anticipate an adoption in the near future for social studies as well we've kept a number of our learning platform software that that was used specifically during covet times during remote learning we've we've weaned that we've weaned down that list quite a bit but we have kept on some licensing that we feel are very beneficial for our students and we've heard positive things from our teachers so examples of those would be actively learn near pod brain pop read 180 math 180 and we'll continue to do that as well as implement our three-year technology plan we'll continue um with our

069cleaning standards and our facility work order standards improvement and potentially using some of our one-time dollars to maintain some off ratio for custodial support we're going to continue with our safety and security protocols as well as implementing our year one of our diversity equity and inclusion plan and goal number three that's engaging parents staff in the community to promote unique educational opportunities we're going to continue with a number of different areas in in this particular goal specifically around our three-year strategic plan these include cte pathway sections equipment for supplies professional development professional development and marketing we'll continue with our parent university both in english and spanish and continue to use our district communication tools and the last thing is as far as increasing student attendance engagement this year we piloted a pass program which is

070our elementary mentorship program that was at calavera hills middle school so we we're going to continue with that we want to add that potentially to a couple other schools as well we started this year our pal programs which is our peer assistant leadership support programs at both both of our comprehensive high schools and then we're looking to refine our pbis and serve alignment as well as restorative justice training the other thing that we wanted to just highlight is during the march study session you know the trustees as well as the public had brought up a number of different items either through the survey responses as well as consultation feedback so we included those items here the first being ensure that we have bilingual supports at the appropriate schools we're continuing with that practice we hired

071bilingual liaisons this year we'll be continuing that and that's identified in goal 3 action 3 to the tune of roughly 333 000 the second one is healthy and locally funded food sources this has not been inserted yet but we plan on inserting that before we post this to the public so you heard tonight that a bid went out for additional locally sourced food working with director irwimoto we identified potentially 105 thousand dollars that could go towards this it's important to note that this isn't something that comes from the general fund it's coming from a separate fund so we indicated that here as far as expanding mental health services as an action and service we're going to continue with the elementary counselors this is identified in goal one action seven we're going to maintain our psychology

072support and increase our mental health support and our therapy support with our contracted services to the tune of 2 million and thirty eight thousand dollars so that is a slight increase over what we spent this year and then advanced learners and action and services uh tk through five that's captured in goal one action 1 as well as goal 2 action 2. the items that we've captured specific to those is with class size reduction additional sections for schools to lower class sizes as well as some of the personalized learning platforms that are identified that we're maintaining to the tune of one million four hundred and six thousand dollars i would note that we're doing a lot more in regards to advanced learners and we plan on bringing something back as far as a presentation or including

073something in an update to the board but these are the items that specifically are called out in our lcap towards the unduplicated students so there were several other items that were recommended by the trustees as well as stakeholder groups that did not relate specifically excuse me to actions and services many of these items will be incorporated in the actual plan or brought back in a future meeting or update so staff is happy to answer any questions that the trustees have and after that we recommend that the board approve the 2022-23 draft lcap which is exhibit a and a copy of that alcap will be posted on our website by may 20th for our adopted timeline thank you thank you very much dr nyan please think that you think the other directors as well are there

074any questions [Music] thank you and thank you for that presentation um i just had one question as far as as it relates to goal 3 bullet 3 where we talk about the parent square and web hosting and then looking at goal where it talks about i'm sorry uh yeah goal two we're in it's on the first page in the third section where it talks about inventory track and upgrade current computer hardware and software are we going to somehow coordinate those efforts um when it comes to communicating and tracking grades and communicating with parents because it seems like there's multiple systems and we've talked about that in the technology plan where you have parent square you have aries you have google classroom and and is there do we do we have in here that where we

075are going to coordinate those efforts in uh kind of a one-stop shop has been as has been discussed with this board well aries and parent square are almost synonymous with one another they're integrated so i would say that that platform does integrate very well it is in our technology plan that we're looking for more of a a single stop as it relates to grades and how parents are communicated with grades and and you'll recall that we did uh stop the usage of school loop this year to better align we are using aries gradebook many of our teachers now we're trying to push them and funnel them into that direction we're continuing to offer professional development and training in that direction as well so i think we're making strides uh you know i i don't know

076if there's ever going to be a one-stop complete shop for things having uh i just don't know if that's possible but my question is is that within these goals that i um is is that part of the intent in those goal areas as far as the tracking component as well as the communication company i would say yes yes it is doctor and i i just had a question on goal one i think the increased mental health and social emotional supports for students i attended a it was uh put on by supervisor desmond regarding the fentanyl problems in our county which are just overwhelming and it was made up of federal federal and re i just need to do this to give you some context my question there was federal agents there are federal agencies there

077representing county agencies state people from different school boards and when the question came out what's the one thing we can do to prevent prevent the fentanyl problem he said work with the elementary school kids everybody in the whole room came to that conclusion so i wanted to find out if we've already covered with our goal and goal one regarding our counselors are they going to specifically look at what's happening with fentanyl and drug issues and do some either some interventions or tools to present to parents so they can be alerted to those issues or some things that they can some resources they can use as well or is that something that's not covered in the school i would say just the addition of having elementary counselors there is an additional support to that we do

078as far as having that at the k-5 level i don't know how much education we're providing for parents in regards to fentanyl and drug use at k-5 i know it's part of our parent university we do drug awareness nights we co-sponsor those with the city of carlsbad and carlsbad pd has done a number of very valuable nights and those are opened at any grade level certainly and that's actually in goal number three we we did also indirectly i would say to answer your question a little bit the past program is that mentorship program at the elementary school level which i think again gets after um you know elementary support mental health at the elementary level so we have the counselor support we have the increased psychology support psychologist support we have the pass program that

079will hopefully be expanded at the elementary level and then the the awareness nights you know with drug and alcohol through parent university i would say all of those hit that topic in regards to k5 specific informational nights or training that we could work with our counselors we could certainly look at that if we if we get more information um we can certainly have our our counselors attend trainings on that sure it's not part of this plan i would say as of right now i i'd say at the secondary level those counselors get some training in regards to um drug awareness but i you know i'd have to do some research in regards to k5 and what's available to them in regards to just the drug and alcohol counsel the follow-up is if there are some

080tools out there do we have to do i have to get okay you're right so i think yeah we're going to do everything we can to stem that time for sure any other questions all right i mean i have a motion to approve the 2022-23 draft local control accountability plan lcap as presented exhibit a so move jones second rollings trustee jones made the motion trustee rawlings seconded the motion any discussion i just wanted to say i really appreciate the um within the goals actually highlighting elementary and really connecting services and resources to the elementary side to in my view there's more of a balance there so i appreciate that mr pearson uh after going through this process a few times it is great to see the evolution of our career ed developing where we started

081and where we're at today it's very encouraging and then as we see more and more results and some of the collaboration with the stakeholders everybody and outside of our school community as well so we're you know we're seeing some real some real uh pieces of action to help our students uh be employable thank you mr jones i just wanted to thank staff for listening to uh the requests made particularly by the parents who made comments i appreciate the pull-out of special education and sort of the line item detail for their consumption and for the services for those students i also would just reiterate that as a priority getting it to the part that trustee rawlings brought out about having the one platform the more we do to drive us to that i think the more

082success we'll see both at home and in school as a result so i want to reiterate my support for that and then lastly i would just say that i appreciated the effort to outline some of the supports that we have in place for mental health i think the board all of us have worked really hard to try and prioritize that piece of it to help students who are struggling and families who are struggling the focus in parent university so i appreciate all that instructional staff has done to get that in line for our students to have access to those services so thank you what did you watch okay i'll be quick i just wanted to reiterate i mean and exactly that so thank you for staff and for all the work i agree thank you

083i'm miss garcia please call for a vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes vote passes five zero thank you very much that passes that will now move on to item seven point a to g completion improvement grant 2022-23 trustees this is information discussion i'll turn it over to dr nye thank you president williamson trustees dr churchill the adg improvement grant program was established by assembly bill 130 for the purposes of providing additional supports to local districts to help increase the number of california high school students particularly unduplicated students who graduate from high school with the age of d a to g eligibility carlsbad unified is entitled to 698 840 and those funds we've created a plan to include the next three years of spending year one

084includes approximately 238 900 of additional spending specifically to support students in high school that are at risk of not graduating having met a to g standards not casting or projecting anything so that's okay you just get the picture so staff has included exhibit a which is the complete plan in the state approved template if approved then we'll um submit the plan to the county but the uh the the plan here lasts over or spans over the three year period so it starts in 20 22 23 and uh goes out for a subsequent two years after that so staff's happy to answer any questions about uh the total amount which is the 698 000 that are highlighted in the actual plan any questions ms when i read through this i didn't see many differences of what

085we're already doing now would you say that there is many differences are we actually just getting additional dollars to do what we're doing i think it's uh additional dollars to supplement additionally what we're doing yes so um i think that's a fair assessment we are we're building upon what we already have in place any other questions with the change in csu and the uc system in terms of testing do you see this being even more important in terms of how they look at applications that's a good question i you know i we are definitely a top-down system when it comes to uh uc csu we they kind of are the tail that wags the dog in regards to our standards and what we have to meet at the high school level especially but k-12 no

086not not indirectly i don't i don't see those things changing any dramatically anytime soon as far as admission standards so i i would say that what this is doing is is trying to um help students that were primarily unduplicated students get to that a to g bar so if we have a student that received a d or an f in a particular adg course it's giving you some additional funds to try to meet the needs of those students and get them over that hurdle we've already implemented a lot of these things because we've aligned our graduation standards to a to g standards back in 2016. so a number of our resources interventions were already in place so to trustee rawlings's point you know this is really just us supplementing what we're already doing at that

087level so i i don't think this changes a lot it it just gives us some additional resources to pump up what we've been doing the past several years any further questions miss jones so dr knight what discussions does staff have in the past as we've evaluated what's what have are the hurdles and we've cleared a lot of them but i think algebra 2 but particularly foreign language or world languages what discussions staff have about world languages because i didn't see that on the plan yeah one of the things i can start with math so we're starting to pull some data in regards to math as far as a three year trend and taking a look at you know where are the hurdles where the the barriers for a to g is it great you know

088are students just receiving d's and that's why they're not hitting that a to g are they circumventing our courses and potentially taking courses outside through adeo or through community college as far as that algebra 2 course and part of that is to look at a financial algebra course so there are some dollars that are associated in this plan to start developing that course working with teachers over the summer on what that could potentially look like scope and sequence in that regard but we are pulling that data right now to try to figure out you know number one where are those hurdles because i don't know off the top of my head where those occur i know we still maintain a pretty high you know graduation rate and a to g rate so it was a

089discussion that staff actually had today where we wanted to pull those numbers specific to math and specific to world language and figure out um what are the percentages telling us where are the barriers and how many you know students are then moving to the alternative graduation plan because they got a d in a class or they don't want to take that world language course so we're looking at that we're working with counselors i don't have the data off the top of my head other to say that we're you know starting to dive into that data now so ms williams is that why those there's two sections that are starting the following year not 2022 and 2023 yeah we're looking at potentially you know intervention sections that we could be adding or additional financial literacy courses

090there might be a scope and sequence of filing financial literacy at one point in time where it's a sophomore and junior level course to get them through the three years that are also a to g compliant so we're looking at all those options with our math department i guess my question is is are you restricted based on this plan so if you determine it sounds like you're going through some of the analysis now but are you restricted then if we find that the hurdle is related to world language that we can go ahead and we're staff will do everything you know it's an overarching goal to increase a g rates so whenever we identify barriers to that we're going to do everything we can to meet that to increase that so no we're not restricted

091by this plan okay um and one more time and then um what data are we required to return to the state based on this plan demonstration of an increase in the number of students or the percent of students that uh are a to g yeah it's i'd have to do some research on what we're actually required to provide i believe it is how we've increased a to g services for for students and i would imagine it's also to highlight specifically or call out unduplicated students as well how we increase the percentage of unduplicated students in those areas and we track that right i believe a report is required to be submitted i think annually and it's i recall it was in december so i think it's going to come back each december thank you all

092right is there any discussion mr rollins i just wanted to say a few of the highlights for me was the financial algebra and that we are going to be uh pursuing that with as far as and financial literacy as well offering tutoring through virtual and in-person and then also with the coordinating or expandable enrollment courses with miracosta and palomar to support the a3g requirements those were big highlights for me and so i'm really happy that we're actually getting some funding to do some of those things and expand these programs so i appreciate that because i do believe there are some barriers but i think these will help with overcoming those barriers ms jones and i would just echo that on financial literacy i'm just experiencing some of that with our students at cva and how

093excited kids get in real world application you know business math and buying a car things like that it's they're thrilled about that knowledge and i and i appreciate that um but a highlight for me too is just the ap exam support i was really pleased to see that for students i know that comes early in the fall for parents and so that will help a lot of families so thank you thank you thank you very much we'll now move on to item 7.3 measure h bond program update mr dill thank you and just like the last item there is no casting involved there is no uh slide yes yes so there is no excuse me um presentation uh this evening but i will mention a few things uh and really this is because there was

094not a lot to put in the slide in terms of updates since the the last meeting we are working really hard on a couple of uh issues um getting ready we're on the verge of of starting work at north county academy on behalf of the selpa and we're also on the edge of our seat waiting for approval from dsa for the jefferson project so really until we have that approval and we see with the plans we are hoping that next month we will be able to bring contracts to you and ms kimbrell is working with principal uh boss on okay if we get the approval what can we ramp up and get done this summer at least start on so it's a little bit too early for me to forecast those plans until we actually

095have that approval but hopefully good news at the next meeting when i come back in terms of the usual information that you see on the on this monthly report we do have the cost proposal log but i've also attached the ioc's monthly report we met last month and the ioc and we have ms hearst here who's one of the representatives of the of the ioc they approved their annual report so it is there for your review and we did have a discussion uh about the the time lag between their fiscal year report that comes to you this time of year and while it's tied to the audit report and that's why it's consistent it's hard for us to capture what point in time are we are we talking about so there was a discussion that

096next year's report would follow the calendar year so we would essentially have an 18-month report that would more or less extend six more months and you'll have the fiscal year audit report on the deadline that we normally have for that which is march and then annual report which will go through december 31st so the information will be a little bit more fresh for you and the community to review and then we'll be on a calendar year cycle after that for the annual report so um so that was a good discussion from from the ioc um and uh just some other information we are uh reviewing the bond program web pages and we're updating information on that we're getting ready for the taxpayers association to peek at us and see how we score against their rubrics

097so we've been using their rubric to make sure that we've got all of that information for transparency purposes on our website so we're really excited with the information that will that we are currently working on and hopefully in the next few weeks we'll have fully updated on the website and then finally i just want to mention uh that derek anderson who has been assigned to this district through ppc to manage the bond program has accepted another assignment and he will be working on a project in downtown san diego and while we thought we had a longer time with him during the transition uh turns out that friday will be his last day with us and so you know fortunately we do have miss kimbrell here and she's uh she's still working with she is working

098with the team of um vinnie bryan and chad and has formed a really good rapport with them and hit the ground running and and they're working really well as a team so you know mr anderson we wish him well as he goes on this project he did things in downtown san diego before so he's kind of going back to his roots and we're going to keep that smaller ppc team intact to manage our projects under ms kimbrell's leadership so that is my update for this month any questions any discussion thank you all right we will now move to the highlight of the evening which is the 7.3 revision of board policies i'm surprised there isn't a whole room full of people to hear this because this is really quite a highlight um dr churchill thank

099you uh so i do have a couple of quick slides that i'll run through so as you're aware we've been talking about board policy over the course of this year in september we had a trustee request in november we had a discussion and we formed an ad hoc board subcommittee i'll just call it the subcommittee for the purposes of the presentation but that was trustee williamson trustee rawlings and the four executive cabinet members working together to try to get us caught up on a number of policies that csba had recommended revisions for but that we hadn't um uh reviewed in some time uh over the course of two meetings and lots of uh interim discussion we we did uh review a lot of policies there were 112 with revisions new policies to add and then

10014 policies to delete largely because cspa moved them into some other policy area or because it just didn't have anything to do with us um so we attached all of those to board docs uh and the subcommittee does unanimously recommend uh that that the board um support the additions revisions and deletions um and we do also recommend that the board waive the second reading as in this case we had two trustees deeply involved in the work on the subcommittee i did also want to note and i listed them by number that of the there were six that just had some typos or oversights um and i can't thank trustee williamson enough for re-reading all 112 after we processed them and she caught mistakes on six so thank you so i did send those to the

101board under separate cover with some explanation of the omissions or or word changes so what we'd be asking tonight is that you accept the subcommittee's recommendations and i i to make it simple i even was so bold as to include possibly what the motion might look like just so we get it right because i did want to capture that there are additions there are changes there are deletions and there are six updates as well as waving the second reading if you so desire happy to answer questions questions miss jones so um did the committee have a discussion about the waving i'm thinking just for transparency's sake if you know that there's a lot of policies in here for people to chew through i took it through the weekend and read them all and actually was

102really it was like going through masters in governance all over again i was like oh okay i forgot we had that policy but so and i sincerely appreciate the work i just thought and fairness to the community since they probably didn't spend the weekend reading every page but if we brought it back for a second reading i would be okay with that i can answer that okay we did discuss that and there were two reasons why we were comfortable recommending that the second reading be waived first there were very few significant changes with the board policy it was simply um getting it in in concert with with encode and so there and then second of all if there is an issue we can always bring it back you know somebody could always say hey you

103know we need to look at this specific policy and so we felt if they were put in if it was etched in stone then we would not suggest that the second that we would not suggest waving the second reading so those were the two reasons i also want to say that one of the advantages of aligning with the csba piece is that we'll get automatic updates with the crossouts and the highlights and those types of things so it'll make things so much easier so once we're aligned i think we will be able to have more of a luxury to do that any questions okay um would someone like to make a motion mr pearson go ahead go for it i move to approve the board policy additions changes and deletions as presented including the six

104updates highlighted by staff and joy of the second reading second trustee pearson made the motion trustee jones seconded any comments would it be possible in the future for notes just to state like if it's an ed code change or just more on the comment section i believe future board policies when they come to us they will they'll probably show that there'll be a paragraph that will be that comes from csba that's very informative and you can and you'll be able to i was just looking at this summary the short answer is yes okay thank you yes okay any other comments i'll i'll just say it actually was a very um productive process the way that i think that we chose to do it everyone pulled their share and worked hard what i noticed when we

105first started using the csba board docs they really were not written very well there were so grammatic so many grammatical issues and it was like i was almost rewriting them and it and that's no longer the case whoever is doing it now so is doing much better and and i think they're it's consistent so i i it was i was not proofreading like i used to have to do with them and i did not reread every 116. i looked at the ones where revisions had been made and those were the only ones i looked after for the second one so anyway yes ms jones i'll just uh take that feedback back to delegate assembly and share with their team that they highlight them at our delegate assembly and they talk through the big changes coming

106down the pike you know the new book that comes through in the at this meeting that we go to in sacramento so thank you for that feedback are we almost to caught up then are we almost caught up yes there there are a handful of policies that the subcommittee did not reach consensus on so we'll bring those back next time okay um and and then we're we're yeah for the full board yeah uh for discussion um and then we're pretty well caught up now um that is to say every couple months csva really releases a new batch of updates so we're really well positioned when this summer when the next um batch comes out that we can bring those to you as soon as we get them and and that ought to have strikeouts and

107rationale for the changes uh all from csb it'll be a much easier process it actually was very informative to to read what they provided it was it gave me a lot of insight that i didn't realize before so i thought that it would i think it would be helpful for the whole board in the future to have that mrs i was just gonna say you were much more ambitious than i was reading these that i was i definitely read through the ones that when there were changes or when staff was making recommendations but um i do think the process worked well and the um to where we basically had a checklist so we could act where we could say okay i like this i didn't like this let's talk about it and so going through

108them it really went much quicker than you would think going through 120 different policies so um it was a lot of work but i think we i think the process was good and i think it saved a lot of time in our meetings um doing it this way so wanted to thank both of you appreciate your time in the subcommittee you're very welcome ms garcia would you like to call for the vote trustee jones yes trustee williams yes trustee rawlings yes trustee pearson yes trustee williamson yes motion passes five to zero thank you very much we now move to the um governance team reports and requests are there any government governance team reports ms jones i just want to thank you all for attending the sdcc sba honoring our own i heard the event went

109really well i apologize my son was at prom but behind the scenes i was working very hard making sure that everything that sdc sba and axa had there for you was being paid for is their treasure so i hope you enjoyed um the evening as much as everybody all the group chats and emails of how well everything went so congratulations dr churchill and to everybody all the winners i wanted to share to you that our next delegate assembly is going to be friday may 20th and 21st so we'll go up and vote on the new set of legislative priorities and bylaws and all that stuff at the csba level so i'll be very good any of your reports any governance request a report any requests um ms wallins and then ms williams i have two

110the first one is concerning in our consent calendar we approved a wellness club 6.14 at valley middle school and my understanding is that we have two additional wellness clubs as well at our schools and so my request is is that we direct staff to coordinate the efforts of the wellness district committee with the wellness clubs that are established at the school sites dr churchill are you clear on what that request is i am i did discuss it with trustee rawlings earlier and dr and i spoke and we think it should not be a problem for us to coordinate the district's wellness efforts with the student wellness clubs at the site level all right if you uh thumbs in support of that five thumbs yes in your second request and i need to find the resolution

111number um i should have pulled up um however um i'm requesting that on the next board agenda that we place the resolution that provided emergency provisions to the superintendent during covet 19 that that be put up placed on the next agenda to be revoked and i'll find the specific the resolution number is 20-19 and we authorized our superintendent to have emergency authority and i believe it should be revoked in the next board agenda dr churchill trustee rawlings and i also discussed this and i am in concurrence um as there is no end date to that resolution that it would be appropriate for the board um to revoke for lack of a better word that resolution show thumbs if you're in support of having that come to the board that passed unanimously ms williams and i

112wanted to request to bring back board policy 50 30. um that was what we mentioned before regarding the wellness the let me go back to where that board policy was so you said to bring back board policy 50 30 for review please show thumbs if you would and you want it at the next meeting when we're going to be discussing the board policies that we did not come to consensus on or just at some point either either the following month either the following meeting if we're prepared for that if not if we can okay show thumbs if you would like to have the 50 30 brought back all right that passed unanimously five thumbs there is a need to return to closed session so we will go to closed session now and there will be

113nothing to report out you
