is [Music] this is uh foreign [Music] so [Music] uh [Music] um [Music] uh [Music] number [Music] and choice to make a motion for the purposes of discussion and either vote it down is [Music] so this has been in place so yes number we have a 72-hour uh post-it plan so we would have to post the location of the lead we would also post the location of the procedure [Music] uh um [Music] uh [Music] um i think so we would have to have a special medium [Music] recommendations [Music] um [Music] um the first is yes [Music] uh is [Music] um [Music] is [Music] foreign [Music] um [Music] since he was in first grade um i'm also a special education advocate for the past 11 years so we appreciate the opportunity to give our interest to my

time so we can help [Music] education training be held at the beginning of each school year starting an office for all of our general education and teachers um why are we asking this because we believe that students in special education need to be more better we representative know that there is a disconnect between a student having an idp and that iup being implemented especially in general education classroom so ieps are very i've been reviewing them since my son was three years old and i still get overwhelmed so imagine a general education teacher who might have up to 30 students in their classroom and look at the numbers there's about five kids students the value keys in that classroom each period so asking and these [Music] general ideas teachers to implement those ieps all the accommodations

that support that student it's a big task but it's been done and i have seen it so if we can provide this mandatory special education trainings it's going to benefit our students they're going to succeed get the support they need to succeed academically it's going to benefit our teachers because we've got great teachers [Music] special education filings [Music] work for students for general education with their primary placements so these are the students we're talking about and they have the teachers that we're talking about so almost a time but i was just talking to a parent last week son is a high school student struggling this year failing multiple classes [Music] socially and emotionally it's very exciting for the family and we can change this we obviously care very much about our students [Music] regarding [Music]

our focus tonight is [Music] that was any questions [Music] is [Music] yes [Music] and [Music] that's [Music] so my guess is [Music] before something is told for a full discussion before it is [Music] um yeah you [Laughter] food is yes [Laughter] uh so [Laughter] [Music] [Laughter] peace yeah [Music] oh [Laughter] foreign uh [Laughter] overall [Laughter] um foreign [Laughter] um uh overall [Music] just that lack of awareness so again we know that we just passed our three-year [Music] probably should become a priority for us just based on that 45 percent [Music] so another question that we asked in the survey was as far as communication methods we asked families you know which method do you prefer please check all this five this hasn't changed over the past several [Music] the most popular way [Music] we asked

a question again if you're a current csa student would you be considered returning for the 20th bishop through 2022.3 school year this is the numbers that we've got in regards to that seven families indicated yes six families and then what were your reasons for considering returning um concerns more personalized instruction and options you know i think it's important to understand csa is a popular program that provides students options and a lot of the students that are there really appreciate that so it's still going to be a good option so we also have several consultation groups and these are standing consultation groups that include site administrators cuda [Music] those consultation groups i'm not going to cast up the exhibit but mental health services specifically [Music] not just to keep the ones that we have in place

but to expand the mental health um employability skills is another huge scene and also tying in employability skills for cultural proficiency with one another was another thing that we saw adding bilingual support and including bilingual counselors and so those were the overall pains that we saw a little bit more of a um with our social reviews and you take their comments with your son filter and put those directly on so as we're considering goals and success indicators for the 2022-23 school year this is a quote that we have out there a lot and i just encourage the board to try and do everything you can to ensure that those goals are [Music] a fairly successful attainment of the last seven years so 2020 23 uh we have some recommendations that i'm going to present not

sure how clear [Music] so these are our overarching goals that along the left-hand side we have three overarching goals that's to ensure that students demonstrate academic growth and proficiency so that they need tk for college and career the second one is to align student learning to state adopted standards supported by materials and technology and safety environment and then the third one is for our and ultimately parents students and then each uh goal has several what we call success indicators with healthcare calls them annual measurable outcomes of pmos and you'll see here another goal one [Music] indicators the first recommended change around our cultural proficiency plan we anticipate having a job coming to you by the summer this year and hopefully having a proposed plan in place by the start of the next school year so

the thought would be [Music] and then the second one is around mental health this was a new goal that we added this year and that would be to administer student check-ins through what we used hello so we did a lot of this work this year [Music] so regarding [Music] the survey itself consultation feedback as well as any of the staff recommendations [Music] um [Music] yeah i think that um a lot of the respondents in the survey get to actions and services um [Music] deal with an overall student performance and then on the back tab we break those subgroups up into uh performance levels as well so i think the actions and services is we heard a suggestion tonight as an example additional professional development for general education teachers as it relates to special education services

i think that's a great action and service we have a goal already in place around pd and so as we bring actions and services back to you later and in a couple months we would anticipate aligning some of those actions and services embedded underneath of the professional development goal that already exists so that would be my my answer to that i think that we've done that i think that our goals and our success indicators have that there are some things that um you know as far as the um as far as the you know the math the real world math and that isn't addressed but i do think again that can be addressed in an action in service rather than rather than an overarching goal you know so i'm thinking of like financial literacy we

saw that comment come up a lot at the high school level we want to see more real world math that to me is more of an action as well i do think we have two goals that hit that target though we have a to g readiness which financial literacy is a course that is a g approved so that would allow us our students to take a financial literacy course that isn't as heavy in the trigonometry as an example for that algebra two that second year of algebra and get kids over that hurdle make them a g eligible and therefore we'd already you know we try to hit more of that goal secondarily there's a college and career readiness indicator that's on there as well and a to g being a part of that s back

being a part of that so we think that again if we bring back some actions and services that include a scope and sequence for financial literacy we think that we'll hit that target and incorporate that so hopefully i answered that question so to clarify the two recommendations that you're making that the the tweaks did that come from necessarily from the lcap data from the from the surveys or was that something that your staff felt was appropriate to um to make the changes yeah it was more staff felt it was appropriate to make the changes i think as we read the comments and the questions i didn't see a whole lot that we couldn't cover under our current goals and success indicators and and obviously with the caveat there that we need to have additional actions

and services in that action plan to call out some of those things okay thank you ms jones thank you president williamson um so my question has to do with the success indicator change so my my question is would it be possible so if you could go back to the the front tab recommendations i was struggling to see the difference between the kelvin pulses and i was wondering and the california healthy kids survey um and after meeting with you dr knight for clarification um i was wondering would it be would would it be staff's recommendation or would staff support the idea that we use the kelvin pulses on the front tab in goal two and add the data we collect about student safety in the same survey which we take you know more students take it

and it's taken more frequently and then the redundant healthy kids survey data which we want to maintain legacy so it doesn't go away but it would be a metric that's on the back tab so acknowledging of course that we have to do by state requirement the california healthy kids survey so we're going to keep doing that but i guess would staff support the idea of because i don't it they're not different enough to be um independent metrics and and based on our conversation it sounds like the calvin pull survey that we pro you know give to more students more frequently has a safety component like strikingly similar to california healthy kids is that correct chapter 9 yes that's correct and i have i know that trustee rawlings brought that up as well and staff would

support that using the kelvin pulses for the safety question it wouldn't uh negate the back tab items and we still by law issue the california healthy kid survey and monitor and track several of those questions on the back tab recognizing the healthy kids survey is a requirement um it's not a requirement to be on the lcap is it to use as a measurement technically the the formal document yes it is we have to incorporate that into our lcap they asked specifically um items about the california healthy kid survey so it is a requirement ms williams so my question is actually in the same so i was going to ask if we're replacing healthy kids but we still have to take the healthy kids so the kevin pulse can we modify those those questions yes yes

and is it sorry he said okay and is it um given to all students or is it just secondary the kelvin pulses currently are given to all students grades five through 12. we can customize that to go down even earlier this year we we did five through 12 i believe and it's all yes conversely the california healthy kids survey is only given to uh three grades correct and the period period periods that it's given it wasn't as frequent correct that's correct so you know one of the other advantages and we heard this from the principles as well with the pulses is that um you know they're a little bit more actionable you can get the information and you can actually do something with it the challenge with s back scores and california healthy kids survey

scores is it's really kind of that the autopsy after the effect you know there's it's not actionable data because of the fact that you know you have a new crop of kids and it's informative but it's not very actionable because it's at the end of the year so this is kind of a follow-up on that not hear me should i get a teacher voice okay so on that on the actionable items from kelvin pulse how do we isolate i mean kids do this anonymously or i know they do on like healthy kids surveys anonymous so where is the connection to if a student is struggling or something and they do it and they however they say that you know they've they've been bullied let's say that how do we isolate that is it only by

self-disclosure that we would know that yeah there are certain questions that as an example if a student you know one of the questions we ask at the end is do you need to speak to an adult immediately about a mental health issue are you struggling with something mental health-wise that goes directly to a counseling department at the secondary level where those students are identified and students then would be connected immediately with a psychologist or a counselor most of the survey responses are are confidential though or or anonymous if you will so but but there are certain questions that we can tag and flag where they're not and they go directly to somebody that can have a direct impact immediately with those kids and let me follow up to that are the students aware that the

questions that are anonymous and the questions that are not yes yes they're given that information okay all right um so if you have any questions about non-about just about the presentation uh we'll go ahead and go there now uh miss jones and then miss williams then mr pearson oh williams first okay okay for the parents that weren't aware of the college and career ready did you notice if it was at a specific site or is it a primary or secondary schools i did not i i can get you that information but i didn't um dive that deep into who uh where that was what level specifically i would i would guess most of that is coming from the primary level yeah i'm closer now okay slide six i noticed over a two year time frame

that our ethnic responses were lower do you have an explanation for that and how that also how that impacts all the other questions as well last year if you recall every single student took this survey through advisement so all secondary students and even some of our elementary students so i would imagine as students were taking this last year we saw a much more representative um sample for ethnicity and so that lended to increase the numbers in the 2021 school year so that would be my explanation i have a question regarding um under your under goal 2 you included the cusd cultural proficiency plan was that initially the dei the diversity equity and inclusion and it was modified to to that's correct yeah we just changed the name of it and have a two-part is that

okay and would the co would that plan include special education uh yeah it could include um it's more dealing with uh ethnicity um but i would imagine it could include gender special education it can it can include a number of different topics i think where we're at right now is gathering that information looking at the data and then depending on what the information tells us what the data tells us that's going to make up what incorporates that plan thank you you don't have to pull up these slides dr nye but slides 10 11 14 and 20 showed over two years some reductions on that and i know i asked about the the one slide and your explanation was because students had had to if you will and go through the questions is that the same

explanation for 10 11 14 and 20. yeah i think you know it's a good thing and a bad thing last year that we got so much student input um one of the things that i just haven't had time to do is fare it out you know and and um but the short answer to your question is yes i i do believe that that's a large contributing factor um i wanted to ask about the name change what why why did you change the name of that committee or that strategic plan yeah i think we researched uh just you know other plans that were out there and the de i team liked the idea of cultural proficiency plan it was all-encompassing it was a little bit more encompassing and so that's the reason for the change so

president williamson i just for a process check if there were some there was one specific comment that was made in the surveys about um that relate to the lcap board subcommittee it was a quick change or addition to the survey questions or identifier how do you want to handle those like it was just a quick note for staff that came out that i wanted to make sure we had support to add this is a fabulous time to make this okay so um one of the comments i noted from one of our survey respondents was that we had non-public school or mps as a site to be included on the survey choices for where students attend school so could the lcap subcommittee note that for next year's survey yeah staff thinks that's an excellent idea and

we'll do that i have another edition i have other questions but i have another edition on that um with the dlac and elac they also mentioned that we should include parent square and the communication as an option it's not it's it's just as email okay so as an option for the survey parent survey app uh sorry the parent square app in the communications one question given the large number of uh in the free response talking about the technical and career training are you comfortable that what we are currently offering meets the the needs that were id that were mentioned or are you because we did i didn't see that you changed the success indicator at all so i was just wondering if you feel comfortable with i think given the fact that we have a

whole additional document on cte now which is a three-year plan i i'm fairly comfortable that we're giving after those goals yes i do think that it's definitely being hit upon and i i also think that as i mentioned before it will come back in our actions and services as well okay thank you are there any other questions there were like 60 comments in the free response about career tech or those related and i wanted to make sure that dr nye because i saw that there was no additional success indicator about that and so i was just asking does he feel that that is being sufficiently addressed um and anyway just wanted to make sure that that wasn't over ms jones thank you that made me remember one last thing um a number of comments that

i saw um made mention of the visual and performing arts being set aside in lieu of career technical education and i just wanted staff to address those comments and thoughts on that perception based on survey feedback yeah um you know there we have a grant specifically a strong workforce grant that's specific to college or career education so there is been a focus around uh the three-year plan and getting that in place i would say that a large amount of our one-time dollars for um getting back to in-person instruction was spent specifically in the vapor arena whether that be for instrument replacement for me you know a number of different resources to get those programs back on their feet post pandemic so a large number of the one-time dollars that we got through elo and sr

have been carved out specifically for vapa purposes unfortunately we can't use uh strong workforce dollar grant money um on vapa if they're not a career pathway taught by a career pathway teacher so following the line of questioning on cte i think you made a comment on the parental participation in the survey that most of those were primary student parents it was my guess that a lot of the students that or a lot of the respondents that said that they don't have a lot of experience or knowledge about our cte pathways came from the elementary level i don't have the raw numbers on that but that would be my initial uh guess so with that in mind with your guess is then you're thinking in terms of actions to do more communication to that to that

segment of parents yes i think we need to do more communication k-12 about our our programs um and really get out there exactly what our cte plan is our three-year plan uh message that what what it is that we're doing and um you know i it's an awareness piece and it's something we struggle with every year but we have to figure out ways to because i think we're doing good work i do think it is literally just an awareness piece of what we are doing and and making parents aware of that and students and the follow-up is that you also see that there's a linkage on those elements once you communicate to the elementary school parents of that they say that that extends through middle and high school yeah it's it's seeing that whole continuum

we've talked about that before and and do parents see that do they see uh you know some of the exploration work that we're doing the elementary level and how that feeds into the middle school level and how that feeds into the high school level so i would imagine more surveying around this figuring out what it is specifically that where the disconnect is and then trying to figure out um how do we how do we address those issues uh you know we have a a great resource and nicole morsch and i i have the utmost confidence in her uh megan aries has been excellent with that as well so i think we're gonna really hone in on what that is and try to try to see some increases at all levels for that yes thanks i

was just going to ask dr knight i appreciate your comments about um next steps in this area would you say that what you're describing falls under action services right these aren't success indicators necessarily you know i think that the lcap success and indicators are covered through the cci you know readiness indicator that we currently have on our front app you know regarding that as well as the whole other plan that we have the three-year strategic plan around cte so we have a number of different ways that we're going to be how the staff's going to be held accountable for meeting a number of different goals in this area and then just to follow up on that so assuming that we need to apply additional resources to support the expansion of messaging around career tech opportunities

for example we have to find some other place to shift funds in order to get after some of those those actions correct that's correct unless unless we can use some of the grant dollars that aren't encumbered um to do that but yes that is correct ongoing we're gonna have to find some funds okay um miss williams and then so i i'm sorry i'm going back to the healthy kids survey why is it i know what's required and we're doing the kelvin survey why are we still having it as a goal and or as one of the success to keep it you know when we published this it was it was um through conversations with individual trustees i wasn't sure where the level would be the comfort level of doing kelvin it's a newer tool that

we used just this year but staff is completely comfortable using kelvin if there's a majority of board that wants us to move in that direction keep in mind keeping the california healthy kid survey on the back to have because we have to report that and we do get valuable information from the california healthy kids survey on some of the things that we wouldn't want to ask in kelvin so it's a follicle okay then why is one in the second goal and the other one in the third goal could we move the kelvin to replace the healthy kid survey on the second goal yes no moving no moving kelvin to replace healthy kids in the goals too you're talking about combining those let me let me know we're just removing healthy kids putting in the back

tab and just moving kelvin to gold too are we not in we're not in that phase yet are we thank you thank you thank you yeah yeah well we'll be moving into that type of thing all right i think we're almost there thank you okay sorry about this um question on the kelvin um uh on the kelvin class you had said that uh right now it's five through twelve and is there a way to work with um tk through five to to work with those students either in groups or that sort of thing to um get responses from them as well yes we just need to modify some of the questions and i we yes yes we can do that thank you okay i would really like to move to the next phase so if

what you're going to say is very important then let's do it and if not let's move on to the talking about the goal so ms williams and then ms jones thank you um with the consultation groups you mentioned the bilingual support was that um referencing the community bilingual liaisons there was reference to that the bilingual community liaisons as well as bilingual having more bilingual counselors as well thank you just to follow up on the kelvin survey those questions are available on our website for parents to review not currently but we can certainly make them available for parents to review sure because students i guess follow up to that was can students opt out uh yes as of right now students can't opt out okay thank you okay unless there are further questions let's go ahead

and move to the next uh section which is if you could cast the first goal with its related success indicators and so if you could if if they're for goal one if any of those success indicators if you feel that any need to be adjusted removed or new ones uh this is the time to speak up however if you're suggesting that we add one i think our agreement is we're not adding anything the net needs to be the same so if you're going to suggest that something be added you need to suggest something that you would recommend to be removed okay so i think that we're all in i'm seeing nods okay so if you if there it um so i'll just start and i have no changes to success indicators in goal one mr

pearson ms rawlings yes okay several okay would you share and then um we will see if you have two fellow board members who will um support that so share it and explain why so on the front tab we have the percentage of graduates completing a2g we have percentage of students enrolled in at least one advanced class we also have the percentage of graduates that are career slash college slash career ready all of these are goals that are aimed towards high school which is a minority of our students we have we have a majority of students are actually in tk through eight and so i would like to see these modified to reflect the work that's being done and goal achievement for tk through eight as well as special ed okay if i see would you

show if you are supporting in changing all three of them to reflect k tk12 ms rawlings or just one of these three i mean my understanding of the rules initially was i wanted to pull them so we could have discussions on either modification or or a way to be more inclusive of tk through eight in goal one so are you recommend are you asking us about all three of them or all three of them okay so i'm asking about being more inclusive of tk through eighth in goal one and those three three all three success indicators three out of five are basically for high school okay um miss jones did you want to ask something or clarify something yeah so the recommendation is because two of them include everyone and so you're saying that there's

an imbalance you want to create a sixth goal or what is i'm suggesting either modification or or pulling a goal and replacing it with something that's more inclusive thank you so board members if you would like to have that conversation please do thumbs up okay i see two thumbs so we will not have that conversation um ms williams do you have any things that you wanted to do on this um i guess i should answer this question um with the learning loss number the first success indicator are we going to change the date it says may 2020. yes okay yes uh okay so is that your only okay miss jones did you have any that you wanted to um no on these um i have comments later because there are after meeting with dr nye

there are more action services related uh associated to trustee rawlings so i just wanted to clarify that my no thumbs was because there's more focus on action services to be more inclusive of tk and then also specialization so but you don't have anything on these okay so that being said would you show thumbs if you are accept goal one and the one two three one two three five success indicators as is so that passes four to one so we will now move to we need to have our scribe now mr grove and so if there were items that arose from the survey or from something else that is related to goal one and that we're not going to be adding a success indicator but there may be something about tab maybe there will be something

in services or some other way this is the time to to bring that up and i'll i'll start oh sorry well i'll go ahead and start um and mine was to and what we'll do is we'll just put them all up there and then once they're all up there then we will go through one at a time and if it has to have three thumbs or we won't even talk about it i mean we'll kind of explain it but we won't have a discussion so my first one is to address the needs of advanced learners in elementary and perhaps middle school and then my second one is oh wait sorry my second one is the number of courses at carlsbad high school that can be taken off campus that that that issue arose in five

of the comments in other words that in order to graduate you have to have so many classes in on campus and that we had five comments that some of the students are taking if it's a challenging class to taking it online rather than taking it on campus and so i just wanted to your request is to have more classes it's to have a it's half a discussion about it at some point it's not i i'm not going to ask for a solution but just to have it up there that i think that that was something that i heard in the survey that i think that we need to have a conversation clarification is it to have it at a college or you say having more classes off-site it's to um i had talked with either

doctor and i or dr churchill about it but i i it's to perhaps look at graduation requirements that say how many classes you can take online okay to maybe look at the graduation requirements or or to look at that issue okay okay okay so those were the two that i wanted to have on this other list ms rawlings you had some um one was um world languages uh tk through eight and um so we're not doing rationale right we're just throwing it up there okay and in addition uh providing additional time for you had mentioned advanced learners what i was looking for was a tk through eight additional elective options in tk through eight at this time elective options like specials i mean i know we call them specials and then we call them something

else at the middle school you could put things like maybe music art dance whatever okay vapa i heard that those types of things um are any others for this other list miss jones thank you so um in speaking with dr nye um i want to support some of the comments we've received about improving academic outcomes for our subgroups it seems that moving some of this data that we track specifically for students with in particular for student parents of students with disabilities we already have an overarching goal for us backstar testing for all students including students evaluated within specific subgroups but i think it's important that we dig in a little more and also provide maybe more communication about what we're seeing trend wise we used to do that when i started the board we used

to have long discussions on some on subgroups so um i'd like to make sure that the staff and and the board have deeper discussions about any additional learning loss mitigation that the district should consider to support these specific subgroups and in talking to dr nye he felt like when we bring the action and services back that that we have deeper conversations then also before you could i clarify are you only talking learning loss are you talking well there was achievement right so i think doctor and i shared that we could tackle it with a success indicator related to aspect performance but for me that's only one piece of the puzzle right so we will have spec data we will have um standardized testing data for our subgroups we always do on the back tab and

i think a lot of people aren't aware or know to look beyond the first tab so um i think part of it is a communication and we would in our meeting a mid-year lcap review we would bring it forward and have those discussions and and highlight trends and i think that's important to begin those conversations again especially because i think a lot of the feedback from parents are you know they're not being considered but in fact they are and so i wanna did you get that mr grove right sorry so one one was when we get to actions and services that we talk about learning loss mitigation for our evaluated subgroups the second part is that staff so we get provided the overall data in our mid-year lcap review but that we ask staff to

disaggregate that for those sub-groups and present it at their mid our mid-cap mid-year lcap review so that we can see the overall numbers as well as disaggregated by subgroup okay are there any other um miss bronze i have one more oh i'm sorry no yes the other one is that when we do get into uh just just one second mr groper you did you captured or do you want do you need more clarification from ms jones thank you yes the third little leg of that is that when we begin reviewing actions and services i'd also like to suggest if i have support that staff highlight or review the actions and services the team has our has implemented to get after the academic metrics for those subgroups and evaluate them mid-year for their impact and efficacy

so programs that we have in place how are they impacting our students do we see and i gave dr nye a model we were at valley middle school and principal johnson oh sorry i think we're just throwing listing and not providing rationale yeah yeah that i i thought it was rational because i need to get support otherwise i think that that right now we're kind of listing but if i've seen puzzled look on people's faces then i'm kind of saying well let's so that we understand what it is the why let's talk about it in a minute okay yeah so so are you getting do you have the what mr grove on that third one okay okay very good um and ms rollins did you have another one i'm looking at the actual goal to

address the whole child in area one any other things to add to this list if not we'll start at the top and um and then if there if there are two thumbs if there are a total of three thumbs then we will ask staff all right why are you two smiling i don't like it when they're smiling all at once just because of that let's think of some more now we think rick's doing a great job okay yes i know we we do miss ms o'connell she really had lovely handwriting okay um so the first one is the um address i think it's addressing the the needs of the advanced is that i can that's the first one right okay so i i think that did any of you have any questions as far as

why i i put that on there okay if there are yeah i have a question about what um what do advanced learners mean and what um what needs are you attempting to address good questions um i think that there are many definitions of advanced learners and so we would that would be part of the of the process is we would be able to identify it it's probably academic it would be it could be through um almost like the gate classification where they looked at you know visual and performing arts they looked at the whole child to see a lot of areas of giftedness and then it would be what was your second question that um what needs are you specifically trying to address but when you stepping back so an advanced learner could be could

be someone advanced in dance right and exactly and that's what you're trying to do exactly okay exactly yes and then when you talk about needs what did can you explain more of that we want this we want students to be engaged in school to be totally engaged and some will get engaged through um in-depth um science some will get engaged through performing some will get you know there and so we want we have been you know the feedback i was looking at there are a lot of students who are who don't have that and so we're going to look for ways of addressing that so anyway so our do we have three thumbs to support that okay we have five thumbs so now we turn it over to staff do you want to tell us

any concerns that you have of this about this or any feedback because and then once we're going to hear him i'm going to ask for thumbs again because we may change our mind depending on what he tells us no i think um i definitely saw that as well and the free response questions it was more glaring at the tk-5 level than i would say at the middle school level i i think at the middle school level it might be more of an awareness piece of what we do offer because i do think we offer an awful lot as it relates to options electives we could always look at additional there's there's a sliding scale with that you know and there's cost associated to that um in a master schedule and so we would need to

figure out the budget behind that and credentialed teachers and and the like but um you know i i i do see the k5 level this you know i i did see that more prevalent at that level dr churchill yeah i just wanted to ask for clarification so so if if there are thumbs for any of these items for example i see world languages and grades tk through eight if there are thumbs for that then does that indicate to staff there's an expectation that as we develop our actions and services we bring back recommendations for world languages and grades tk through eight but because if so we'll have to come up with budgets and there will certainly have to be offsetting cost reductions in other places so i just want to make sure that we understand

what direction you're giving tonight and that's why i'm after we show thumbs i'm asking staff do you have you know reservations is this do we need to rethink this uh so uh mr pearson and then ms rollins my thumb will go up or down depending on the budget right i'll just take straight out this one vote here because something has to be traded off so you'll come back and say yeah we can do it take money from here but that means something else will have to go wrong that's and i don't think we can give you that information this evening right right no no but when it would come back as part of goals and services or there might be other some some other items here that would not even be addressed in goals and

services but they maybe would come back in an agenda item or maybe in a changed policy or whatever it is but don't yes this is just a kind of there's an interest by the board and this is rawlings and then ms jones and i know you went to like world languages but as far as just addressing that that if there's not a let's say significant amount of time committed to that but let's say there's um an app similar to achieve 3000 that that exposes students to world languages would that be something that staff would look at rather than saying it's gonna cost three million dollars to provide five certificated um teachers for world languages yeah i mean i would look for doctor and i and his team to start making some recommendations yeah i would

say that similar to what we have at the ib program at jefferson where they're exposed to different languages we we could look at something like that as a as a program specifically k-5 at some of our schools or all of them but let's both excuse me let's finish this one first because we're still on this one okay so but that would also address this piece as well that if we say that yes this is what we're looking for are we going to be looking at okay you know are we going to get the platinum package are we going to get the bronze package based on budget concerns that would be my because i think a dance class might be able to be or performing arts or meeting the needs of an advanced learner could be

addressed in multiple ways that could be more budget-friendly than others and i agree and i apologize i took us a little far afield by going down to the world languages but that was so concrete right it seemed easier for me to wrap my brain around so so to be clear if there's thumbs from the board on any of these items this evening that tells staff there's some desire for us to take a look at that particular item and and bring that back as we move through the next iterations of the lcap and what that looks like is in a budget for jones so two things the first is um is it possible when staff brings this back that the beginning of the presentation for the board describes what we currently do because i think some

of it may be a lack of awareness of what we currently offer and then secondly um i think i would suggest that if a board member advocated for a new action service or you know something and i'll use the world language because i think that's an in-depth and can be a three million dollar plus expenditure that that trustee who brought that item forward take time to meet with staff and start to develop conceptually what what they were imagining when they brought it forward and hopefully that's being generally described tonight to the board to get thumbs does that make sense that would help me because i think if we just let staff you know this is our broad overarching idea and it's going to be potentially three to ten million dollars and we're going to have

to cut elementary something in order to do elementary whatever else then we should i think we should temper those you know at least set the ceiling of some sort if that if the board members agree okay thanks for that i i i think that makes sense i do too i just want to also so i and as as long as that board is not that board member is not giving direction it's just that they're just kind of checking in to make sure this is and and if they say this is not what i had in mind we might need to wait till the next board meeting before there's any further discussion but but absolutely so thumbs if we're in support of of having the whoever it is who who put that item up there if

there's at all any lack of clarity as far as what was intended staff will check in with that board member to say this is what we're probably going to be presenting at the you know what the road that we're going down is this what you were having this is what you had in mind is that dr nye does that you're fine with that yes okay yes then thomas for that okay all right thank you so okay so we okay okay before we get to that one we do need to doctor and i really didn't say anything to i don't change any of of our minds on the first one so we'll all i was still for the process are we still support of the first bullet about the um academic uh increase the academic learning

options okay so we i still see four okay oh oh yes correct no we already we're not done with that this is just services this is it might be it might be in services it might be some other thing but it we have already we're finished with i just want to make correct okay what's the second one was that mine mine was it wasn't to increase it oh sorry it was not to increase it it was to look at the classes that are being um the student some students are avoiding classes that are maybe more challenging taking it on pain to taking it online so they don't have to do the work on campus and so there's a little bit of an equity issue there and there's also i had i had received an email

from a teacher as well as there were five different comments that were related to that and so i would like to either have us look at the board policy that talks about how many graduation how many classes students can take online which i actually i was always in support of as many as as possible but if students are doing it to circumvent taking challenging classes i'm not sure that that's what what we want to do so yeah ms rollins can you provide an example maybe maybe i can interject we have had some concerns from our counselors specific to this um where you know u.s history is an example where a large swath of students will take us history through miracosta college to free up other items on their schedule potentially so it does offer some

flexibility but i have seen other districts that require certain courses that are for a diploma um be taken on campus with our teachers versus um outside agencies but you know i that's up to the board if we want to look at that policy to restrict that in any way it gets challenging because what's a core class what's not a core class what's an impacted schedule what's not an impacted schedule my recollection from this board has been to try to give as much flexibility to students as possible um the current policy is written allows for a lot of flexibility and i think the counselors somewhat are frustrated with the tracking and and you know the kids at miracosta college how do i track that to ensure that he's going to graduate on time so those are

some of the challenges i did bring it up with high school principals high school principals are both supportive of leaving the policy as it is and continuing with the flexibility if it's anything to add it was you it was u.s history and after after hearing this i wanted to bring it up but i'm actually not going to have my thumb up on it but anyways i i think that we're now all aware of it and maybe if it becomes a more serious issue that maybe we could address it at some point but because i really am in support of having as much flexibility for our students i i will not support whoever put that up there so yes ms rollins i just also think that um it also provides for additional electives that can be

taken because they're taking the class online and that was a big factor in what we saw in the responses as well so i unfortunately i think that this would contradict that and that's a big party for me is the elected component let's move on to number three the third one so mark that one off it's gone but i feel good that i brought it up because i was going to say i i appreciate you bringing the concern to the board because i hadn't heard the concern that way i thought it was the opposite that you wanted more than 40 credits and i was going to support that because i think there are kids that are struggling who want more like vapa electives or to be able to take digital photography for foreign language and evap

you know so if if the messages they want more electives then it's going to require taking some core classes off campus right so what's the next one mr grove who put that up and i did have a conversation with dr nye and the reason for this is we had a lot of respondents that talked about this secondly students in europe they learn five languages by the time they're 10 and oftentimes it's much easier for students to learn languages when they're younger and this could potentially free up students if they can learn languages and become proficient with languages at an earlier age that they could challenge the language and the a3g and therefore be able to take additional electives if they don't have to take the foreign language at the high school level so that's the

reason i put that up there we had a lot of respondents and this and again i from my perspective in talking to dr nye this was not a you know hiring five certificated teachers and you know having um you know a ton of minutes dedicated to this it would be more of potentially a pilot utilizing some apps maybe creating a special for those and it would i think it would even fall under the advanced learners piece at the elementary and the k through 8 level okay would you show thumbs if you would like to hear staff's thoughts on this okay so i see five thumbs dr nai would you like to respond to this yeah my only concern with this one is that yeah and and trustee rawlings said this accordingly you know this isn't

about building out a whole dual immersion program this would be to explore you know giving students some language acquisition at the elementary level similar to what we have at jefferson currently where they get some exposure to different languages either through an app through a special we you know staff could look into that process um keep in mind that you know uh anything that we put into the curriculum there's something that gets taken away we have a finite amount of minutes for math and for english and for social studies but um staff would could definitely if we get thumbs on this um research that and figure out how to implement something after listening to dr nye would you show thumbs if you are still in support of having staff pursue this would it be come back

in when you talk about the services or come back as some type of sometime later as a proposal or options i i would imagine it being i don't think we're gonna potentially have it ready by services time i think we would have bring back a separate item uh to show you what what it would look like as a standalone item and and just to be clear we want to make it k-8 we you know we do have languages at our middle school currently so want to make sure is it just elementary or do we want to do we have you know spanish as an example that students can get high school credit for which allows them to free up room for an elective like you said trustee rawlings at the middle school that is our

board policy currently um so would it be expanding that at the middle school level would be my question mr pearson and then so let me bring it sorry um in our process can we ask a question of one of the other trustees this is a discussion so on our students just rawlings if they wanted if they are hearing impaired and they they their first language is signing if they learned english would that be the second language okay okay so yeah i would support it to include the next bullet which is to provide more special options so it would be more of a specials or that way it's not so that's an option that they can so that's where i would support it and right now six through eight already has the world language it's wrong

um what i read in some of the respondents is it's very limiting and i can attest to that that there's one language and there's obviously lots of world languages that um i would want to see somewhat of an expansion potentially to include even sign language at the middle school level ms jones so i guess on the tk through five side and you probably i you know it did it come from one site in particular i guess what i'm trying to when i read through the comments it was kind of sprinkled throughout but it may i may not have been looking squarely on you know did it come from one specific site because for me if there's a community that's genuinely interested in some fashion in a large way like i would like to identify that

and sort of uh understand the level of interest if it's throughout the district um which i'm not sure it was because i don't think i saw it on every site but it would be interesting if staff could find out was the request for dual immersion world language coming from one site and if so could that be a part of this discussion if if we do thumbs up for this item i can tell you um more languages one person at aom one at chs one at sage one at csa three at aoe two a pacific rim is that according to my calculations so the again from my perspective a big part of it if we really want students to learn languages they should be learning them in elementary i mean if we're just checking a box

then they should be taken in high school i mean i'm just being honest again that's why european students know so many languages is because they learn them when they're five and so that's just so much easier to learn the language and you actually carry it with you and so for me that was one of the reasons why i'd like to have at least some of that exposure and then that to me that checks a lot of boxes on our afg on our career career college level all of those things so that's from my perspective that's what i was looking at is at least an exposure and again i'm not looking at an immersion because i know how expensive those those programs are so ms rollins could you in a sentence so that dr knight is

really clear and we know what we're showing thumbs on what what is your proposal that you would want him to bring back a pilot program that could expose elementary students to world language and provide additional options for middle schools so it's exposure yes okay okay and to ms williams point if that were part of the specials i'll do a thumbs up if it's not i i will not have thumbs up so let's let's hold our thumbs until we go to the that item to the specials and let's have that kind of specials con are you here with that we have a specialist conversation and then we can maybe incorporate them but i can see so i want to say something first um as far as yes specials would be great but then also potentially like

an app like an achieve or something along those lines where it could be self uh self taught in a sense where we're providing the resource but there's not a lot of um personnel needed in order to for the exposure okay okay i'm just thinking there's a lot of apps up there and there's babble there's rosetta stone those types of things that could provide the exposure and then maybe just a small follow-up where there could be exposure without a lot of expense okay mr grove was the next one specials okay who put that up okay and so i okay so i think that i think that we get that well and that like i say that language would be something um there could be i know that we have art we have some music and so

i would like to see some expansions especially in some of the performing arts stuff like dance like you know potentially and cheer might be going a little too far but those types of things to where we're just expanding the opportunities are there three thumbs could you show thumbs if you are in support of that expanding the specials okay i see i see three thumbs dr nai would you like to respond to that yeah i just again i i think for staff's purposes what will be helpful um is to differentiate between k-5 tk-5 and middle school um this one is tk5 correct the specials oh sorry so uh no i don't have any other questions okay my concern about that is as we know that's an extremely expensive um you know we used to have the

the instrumental band in in all of our elementary schools which was fabulous and budget cuts came and it was either you know class size of 50 or anyway so that that's my concern about about this one is i don't know how we could do it without cutting making a pretty serious cut somewhere else and i don't know that i'm comfortable asking the ptas to fund additional um specials so that that's my concern um anyway so so i'm not sure that i could support that but any other discussion about that ms jones um i would just add that you know there's it's a fine line between the board deciding this and then having the site have autonomy to come to us with proposals which i'm open to and i think our staff is too if they

come with the proposal and staff agrees that it fits in based on time and resources and staffing and all that um our team has been pretty creative like with project lead the way or you know stem or you name it i mean if if there were programs that were ignited at the site level and then came bubbled up and we said yeah this looks great it's within our budget and our means then so i would hope and encourage sites that if they have that you know sort of propulsion or ignition whatever word you want to use but i would be supportive of that but i think we have to be careful in this part of the process because i don't want to force them to look at something and add something because the board said

it i want them to create the autonomy of their sites and and grow it the way that they want to and the energy on the site specifically mr pearson this is for uh this is for trustee jones through equity lens one site has all that another site does it how does that work well so i think um if there's a site that can't you know find the means for it i think that's in the part of the proposal some sites have come with you know proposal and funding other sites have come to staff and said like project lead the way at calavera hills for example you know we want this program we think it makes sense at our site our staff and students want it but we need help figuring out how to fund it

because ptas can't fund it and so staff found funding through in our community partner and our through cef to help them get it off the ground so in those cases from an equity lens i think again the desire for the specific special needs to be there and i'm hesitant as a board member to say yes every site needs to do this unless you know there is a pilot that's begun and it's working and it's fantastic and more site administrators and communities are like yeah we want that too then i think that would come to us by staff to say yeah i think we need to roll out freckle math 180 you name it whatever program it is that one site piloted had funding for started saw success and wants to do it district wide then

that's when i think that's when we would step in in my opinion okay it's like but 6 45 so we do need to keep moving forward i'm hearing uh let's vote for the second time i'm going to divide these uh so we're going to we're going to divide vote on with thumbs as far as the language in tk5 and then we're going to also vote on expand that could be a program it could be a pilot it could be software and then we're going to vote on incorporating um the language as part of expanding the specials for tk5 okay so the first one is are we interested in having staff present something to us at some point regarding adding a language somehow some way tk5 so i see no not as a special no we're

talking just as kind of a i mean it could it could be used as a special but it's not going to be tied in that we're expanding all specials this is as language so let me see if we have three thumbs okay we have three thumbs for that okay and now yes i just wanted to explain that that the the second one is not what it wasn't necessarily language it was just to expand specials and i did want to address trustee jones because um where that came from was a lot of the respondents and um even the um you know even some of the consulting groups you know talked about that and then as far as electives specials you know looking at practicality of the education process those types of things and um i mean

to be honest i didn't see a lot of staff recommendations changing our success indicators based on that input so that's where i'm coming from with this so let's move on to the second one so now do are we interested in contin in supporting um the thought of expanding the specials for tk5 yeah okay so it and that there would be obviously the cost that would be associated with that so that the the district would be paying for that so i want to comment on my on the reason of my choice so uh i don't feel that we restrict their options for specials now and so uh they're welcome to expand them and and so that's why i'll be voting a thumbs down and i'm on the same mind as that so but so let's so

for thumbs for for expanding the specials at k t k five okay there's one thumb so that one will be taken off the list what's the next one mr grove so i think that we can let's let's can we just do the thumbs because i think you kind of explained it when you presented it so it thumbs and i believe that dr knight what this entails is it's prep it's not doing it it's communicating progress to us it's not changing programs it's communicating progress doctor and i is do you have it why don't you make any comments okay then show thumbs if you support okay i'm sorry well i just want to clarify that dr nye shared and you may have forgotten that you said this to me but that you don't currently desegregate the

s back data in this way or star data i'm sorry star not you do ask back but not star so it would be additional staff time for star to segregation okay that's okay it's literally a very easy report okay thumbs if we're in support of this i see five thumbs okay so that's done what's next he we already did a second vote when he yes thank you thank you for the question and so what was the whole child okay that on goal one we just talk about ensure that students demonstrate academic growth and proficiencies so they leave tk ready for college career and from my perspective this only addresses the academic and we heard a lot in our in the respondents about elective social emotional learning about more practical courses those types of things which

to me talks about the whole child and not just academic so i was wanted to see if there's a way that we could look at this as a instead of saying academic growth or something along the lines of say academic and personal growth process check yes i thought success indicators and goal was done right we're finished with that okay okay so what i was looking for is a way to address the whole child within this goal and that's why i was bringing that up so is there are do we have thumbs for um wanting to discuss that can i ask trustee rowling's question yes so on this portion we were talking in some cases action services or metrics uh is there an avenue that way for you know actions and services for whole child because

i for me and i'm trying to figure out where vapa fits in and it doesn't really go into the goal of success indicators here but i'm wondering if there are actions and services related to vapa that can come later on when we have those discussions and so that's i just wanted to and that would be very possible um because um and i agree i guess we didn't go over the the goal itself we kind of went straight to success indicators so i thought that that was still open for discussion sorry yeah i thought i had said the goal and the success i didn't realize that that was still that that was the goal was closed i thought it was just the success indicators so i do believe that under vapa i do believe under social

emotional learning i do believe um under practical um you know we saw a lot about budgeting and financial literacy and you know cooking i saw cooking in there i thought you know some of the things home egg all of those things to me addresses the whole child and and bappa is included in that and that's what i was hoping to address when i mentioned that whole child so do we have three thumbs to discuss that in this under this goal i see two thumbs okay we will move on you can take it off that list we will now move on to the second goal could you put that up so this is a line align student learning to state adopted standards supported by materials instruction and technology in a safe and clean environment okay do

any success indicators need to be added or adjusted for this goal or the goal itself so i see a miss williams and then ms rollins and then miss jones and then mr pearson okay all right so i would ask um that we've changed back the cultural proficiency plan to dei and the only reason oh do you want to go into the reason no okay no i think when we were doing success indicator we were just well we didn't have any so we didn't we just pinned it on okay so we're just putting yeah i think that when we if it were a success indicator let's have the conversation it's it was when it was on the extra list okay so yes so the cultural proficiency plan only talks about or it's referencing only ethnicity it

doesn't include sexual orientation does it include religion doesn't include disability age political preference and language and so dei would include that that's why i'm looking at modifying back to dei instead of cultural proficiency so i guess my question is what is forget what where do you get the assumption that those other groups are not part of our culture are not part of the cultural proficiency well when when uh doctor and i mentioned that he changed it to the cultural proficiency plan because it was referencing ethnicity okay doctor all of those items could come up though sexual yeah everything okay so we can come up and fall under the umbrella of cultural proficiency plan so gender race uh political preference sexual orientation i just want to make sure it's it's clear to students and the community

that we're not like limiting it and changing it because we're learning it versus yeah i our intention is uh that that would be an all-encompassing plan so if that's the case then i'm flying with the name i just wanted to make sure that it's included and not excluded okay and who miss jones were you next um one quick note implement on the second and that one is spelled misspelled so i just wanted to fix that the the second was um and i'm open to suggestions but we were going to number three relates to the california healthy kids survey so either we take number three from goal three and combine it with the safety kelvin pulse in goal two or vice versa so i wanna make that change so do we have three thumbs to have

that discussion it's it's success indicator three in goal two and three combined combine it into one on the front okay so if you want to have this conversation yeah okay so there are three thumbs so let's have the discussion a little bit uh yeah share how it would read okay um we would say so the bullet three would from goal three would move into either two or three and it would say administer student check-in surveys to measure school safety which brings in the school safety topic school connectedness school climate and social emotional mental health at least four times per year with at least 85 percent favorable rating and then we would eliminate or not eliminate but we would move bullet three from goal two to the back tab on goal two so the we're adding

safety to the kelvin pulse so that we get safety data four times a year and then moving cat the healthy kids survey to a back tab so all the healthy kids survey that information is on a back tab correct and the the kel we would still be we would still have access to it we could still be reported in the back tab and then the same topic which is safety would be addressed in the kelvin survey correct okay yeah yeah i'm okay i'm fine with that but is that clear or mr grove yes uh ms rawlings would you be open to a modification to your proposal go ahead um there are multiple items in the back tab on healthy kids um survey and i would like to see all of those combined into one or

two so we have let me see on the back tab we have increase the percent of students who respond having not been cyber bullied over the last 12 months increase the percent of students who respond no use of illegal substances of school property in the past 30 days increase the number of so there's multiples and my thought is is that take the one from the front tab put it onto the back tab and then combine uh many of these into two or three instead of having multiples on the back tab i wouldn't support that i like having the disaggregated data i want to know specifically which when you as soon as you combine data you can't really you can't really tell exactly what is being measured so anyways i like it being um even though

it will make one one item longer on that list and i get that i would still like to see the data and to see the change over time anyway so i would like to keep i would like to keep it and i think we're required to yeah again yeah we have to get survey it's just a putting a line in on the tab so it's i understand the goal that you're describing trustee rawlings but i think since we have to report it having it desegregated for our purposes in particular about subgroups like with the ones relating to race religion gender lgbt disabilities and immigrant status or immigration says i think those are good data points i believe we have three yeses so this one we will do but mrs rawlings yes what are we required

to measure in the uh healthy kids survey you're gonna ask me that i don't i don't know all the items uh off the top of my head i know that there are certain questions in the california healthy kids survey that were required to incorporate i i don't know which one is um mr pearson did you have one a success or two well no it was along the same lines of what i heard from trustee jones about putting the kelp california healthy kids survey data into the back cap i do have a concern about that because we don't know if the same questions are being asked with that versus the kelvin pulse and i think it's i think it's just my opinion is that without knowing the difference in the questions and what that data looks

like then we're essentially could be missing some important data points it's it's a almost identical question we ask students do they feel safe on campus so it's it's we mirrored uh what's being asked on the california healthy kid survey with the pulse surveys so it's identical so the only reason that we're if it's identical identical data the only reason we're keeping the healthy kids survey is because we're required by state well and there's other questions that we don't ask students in the kelvin survey that we ask in the california healthy kids survey about drug usage yes and we you know those are very specific questions that i'm sure statisticians have looked at to develop so we're not trying to mirror those questions in the kelvin survey but the safety one was very easy to replicate

were there any other success indicators that we wanted to make adjustments to um or mr pearson was that your only one or was that i'm still not feeling comfortable about moving into the back tab okay all right miss rollins and just to confirm you have three thumbs to do that yes we have three thumbs up that was removed no the cultural proficiency um ms williams is the one who put it up there and she took it off and so yes just like i kind of like anyway yes ms rawlings and i had a question about that too but i didn't realize it was taken off either because i had a question about that as well about about how does a disability relate to culture so i wanted to ask that question because i thought that

was still on the list that we were going to have that conversation it's included so i don't i don't know off the top of my head i you know i think for us we're asking different subgroups of populations including special ed and we're looking at data including graduation data for different subgroups and that will be part of the plan so i yeah i don't know how all encompassing that's going to be but i certainly would not limit it to just ethnicity as a cultural plan so the cultural proficiency plants that i've seen are very encompassing to gender to race to sexual orientation there it's a much more wider spot of just i'd like to have that changed to the diversity inclusion diversity equity inclusion so the committee had had changed it to cultural proficiency i

thought that's what dr neistat we had a conversation with the committee yes and to change the plan as well as i believe we had conversations with the board subcommittee and we agreed to it that's what i both did no it was it's definitely the direction we just we didn't so if you want to change it back okay so three thumbs four of them so we'll change it back um to the on the success indicator and the committee can certainly have that conversation okay are there any success indicators to discuss ms this is where if we wanted to add one as well we could put one right he wanted to add a success okay a success indicator in number two i would like to see us develop a process to address concerns around water soil and

air in schools are there thumbs to add a success indicator not like a board policy not like anything else but to add a success indicator about about developing a process to address concerns are there three thumbs for that i see is this to put it on the list to have a discussion about the item no this is no no when we're doing success indicators this is where we're having the discussion now so oh i'm sorry yes we we have to have three thumbs to have the discussion yes thank you yes we have to have three thumbs to have the discussion and if we have three thumbs basically we're pulling it off of the list and then we're going to talk about it well i have questions about what it the way you the way you

set it the manner in which you set it makes it sound like there are broad concerns district-wide but i think what you're asking for and i just want to clarify this is my question is is there procedural is this a procedural action service that could go under a facility's goal or success indicator so many years ago when we were developing this success indicator we developed a plan for because to um to ensure there was cleanliness in the schools and we developed a baseline to start with that and that included a procedure and it had an app and so we we developed a procedure in order to address that concern from the three on the back tab because they're on there right they were on the front tab right originally and they were moved to the

back tab so what i'm trying to do is to um because um trustee williamson has stated in several meetings that the areas that are non-negotiable are clean air clean water and soil and so what i'm trying to do is to if there are concerns at any school site that we have an appropriate procedure in order to address that immediately under under our our goal of safe schools so can ask another clarifying question so in terms of success indicator you've always driven home there has to be a metric aligned with it what would you propose is the metric that we develop the a baseline would be would be the start of what that procedure or process processes like on the back tab we have that we would respond that we would have an increase of response

time to facilities concerns i could see something similar to this once we develop a baseline of a procedure can can staff address this before we take consensus so i can hear their thoughts on it let's see if there are three thumbs that want to have the conversation and if so then we'll turn to dr churchill okay so are there three thumbs that want to have the conversation to add it to to add it to the success indicator okay say that again back from staff to see what that would look like okay okay but i've seen two thumbs i say three thumbs okay dr churchill i'm i i don't entirely understand i'm going to ask mr dill if he has any insight well the process we already have which would be the williams process which is

something that's already in board policy um you know that i that reports to you on a quarterly basis the number of complaints that we receive in three different areas one of which are you know safety issues of you know immediate and urgent health issues that have been reported through the williams process so we already do have something that we do report to you on a established process which is posted in every classroom and is included in the the annual notice to all parents so that would be my natural default to say there's there's the process and there's the data that we already have um and if we were to go into some other different direction we would have to brainstorm on on what that potentially would be so having heard that um is there any

quick questions discussion or questions so mr jill the williams complaint process comes to us quarterly yes uh the there is a summary um and i believe that comes out of dr nye's office um where he summarizes all of the the issues and you know we've had zeros and so that's why you know it i believe it's on consent when it co when it goes through um but had had there been complaints they would have been summarized numerically um in that quarterly report okay thank you okay ms rollins then the current issue that we've had um at hope did that fall under the williams procedure it conceivably could if somebody but it did not no it it does fall under the williams procedure had somebody filed a complaint under the williams process then we would have

then we would have reported that you know we would have it would have triggered all of the responses you know that would have been necessary for any complaint under the williams act to respond and report but we did not receive any complaints under the williams act my thought on this is i i won't be supporting it as a success indicator i think that we definitely there's some changes that need to be made maybe some board policies maybe some procedures i don't think it rises to the level of a success indicator so i would not be supporting that but let's show thumbs if you would like to add it to as a success indicator i see one thumb okay we will move on um so what we're going to i don't think there were any more

so now we will let's see what time is it 7 30 yes president williamson can i ask one more clarifying question sure so mr dill if we receive uh williams is it william's complaint or williams settlement complaint or how what's the yeah yeah it it is under the uniform complaint process okay and so but it's governed by the williams act so you know i use those two terms interchangeably but the complaint would have been filed under the under the uniform complaint process there are boxes to check to say which which thing are you making a complaint about and you know uh health and safety issues are one of the boxes to check on the uniform complaint so that i know you're all familiar with that uniform complaint process so sorry if i confused you no

no okay so under this uniform complaint process using the williams act if we if the district receives a complaint because historically we've been at zero but so if a complaint comes in uh would staff in their process wait until the quarterly report to advise the board of that or would the would there be immediate communication of those complaints i believe when we do receive the uh we haven't had one in that area so i'm not sure what communication dr knight does on other uniform complaints yeah traditionally um if i do get a uniform complaint in in other areas and lack of instructional materials as an example we would just report those in the quarterly reports i don't think they'd be included in any other process this will be certainly a matter we'll be discussing it

another time yeah okay that's helpful actually okay i mean could we request that the like an explanation sort of a primer to the williams act be brought as an agenda item we can certainly have that conversation thank you another time absolutely so we'll now go to thumbs up with goal two so it's gold the way that goal two the goal is written so that's part of it the first success indicator stays the same the second one the cultural proficiency plan changes its name the third one it's not using the healthy kids survey it is the kelvin survey so if you are in favor of those of that for gold to show your thumbs that's four okay so that passes all right so now we're going to move on to the second to the second list

to the side list for this item it is 7 15. so let's try to do 10 minutes to do as much as we can so we could hopefully after closed session come back and head right to the third one yes ms rollins i'd like to see some um additional information about williams complaints and how to ensure that those are that there's knowledge of how to do that yeah we'll have a discussion about that but i wanted that as well okay thank you got it all right are there any other items that that arose as a result of the survey that you would like to include in this though i would like to include make sure that all voices are and one of the success indicators i no we we're we're finished with success indicators goal

two and the success indicators are done we voted on those we're now moving to the side list okay yes so ms williams so i just have a question in terms of the bilingual supports would that be under goal two or goal three wherever you'd like to put it you can if you can do it fast do it under two so i'll do it under two of them okay anything else on goal to ms rawlings to maintain current community liaisons psychologists and um counselors and then i had one more too but i had that on actually i had that on item number three but we can have it on number two okay i'll just push over yes and you talk about elementary counselors or all counselors the current level yeah so just clarification when talking to

dr nye about the mental health services and the expansion of mental health services does that include an expansion of offerings that's not what i heard i know i didn't hear it so i wanted to clarify because if we just i can zero in on just one if you want it let's leave yours the way that it is if that's okay and if you want to then say expand i do okay thank you so so the next one is to to expand mr grove so mine was to address the feedback to expand the mental health mental health services offerings yes please think one is basically to maintain what we have so we don't lose the elementary counselors and then the second one is to expand okay anything else yes ms rollins i wanted to address the

um uh healthy food offerings and locally uh locally sourced offerings and nutrition services okay so we're now going to provide a brief background on each item and then do thumbs so the first one was mine to make sure that all voices are heard there were 37 comments about political indoctrination in classrooms there were 24 people requesting that we'd not offer crt or having parents be the ones to discuss controversial issues um and interesting there were about 27 comments that said we need to encourage talking about diversity and equity and so i would like to see that two actions come out of the feedback one perhaps board policy 6144 which covers dealing with controversial issues perhaps that could be reviewed and and also shared with teachers principals in the community and the second one is that

the the now deeni committee could make sure that they receive the feedback about trying to reach out to make sure that all voices are being heard so if we have thumbs could you state the board policy you just said again yes a board policy 6144 and i think it's entitled dealing with controversial issues it's it's directly this the and the the one i'm referring to is the one that csba so it's it may be okay so it may not be our current policy but it's the one that we're that we're reviewing is the one that we're looking at the cbsba version so do we have three thumbs to have that a discussion about that okay i see thumbs okay so um the spreading the word through uh reviewing cs the policy i think is pretty

easy staff that wouldn't take a whole lot of time or be an issue and then the um as far as the dni committee making sure that they're aware of that of that of that feedback that all voices are being heard ms rollins i just want to be careful when we say all voices are being heard that some voices may be objectionable and be hurtful in what they're talking about and could be not something that should be supported in public schools and so i want to be careful that we're not raising voices that do that or allowing those types of voices to be heard um is there are there any other comments then after hearing uh dr knight you have any other comments about that hearing his comment and are we also show a thumbs if

you still would like those actions to be pursued in that item i see five thumbs okay the next item uh pardon what was the first i thought the williams complaint was the first one oh i'm sorry yes oh okay yes yes okay um so so um so the williams complaint is you want more information is that what did you say my request was to bring it back as an agenda a future agenda item like a primer because i think it's important it's been around since i don't know when the settlement happened but i think just a refresher to our community that it it's a policy that exists that it's an avenue that can be utilized and how it can be utilized so basic information about that how parents or staff or students can use that

as a tool show thumbs if you support having that conversation having that conversation dr nye do you have any input after hearing what ms jones said no okay as well as you want to say something else yes um because i'm not sure that parents and students and even teachers understand that there's this process over here and that they they can do a complaint and what all those processes are number one but number two that um my concern here is making sure that complaints that would fall under the williams area are addressed immediately that's my concern and i don't know how to i'm not sure an agenda item gets to that certainly when we would have that agenda item that would be an important part of the conversation what are we going to do with this

information right how is it going to be implemented what's going to be our new process and to ensure that even informal complaints that would fall under that category are dealt with in the same manner that would be absolutely part of their conversation okay mr pearson just uh help me understand trustee rawlings what you're asking different than the current process i'm not clear right now what i heard is that you have to know where to find the williams complaint conform you have to fill it out as a formal complaint in order for it to be addressed as a williams complaint and what i've heard over the last few weeks is that people made informal complaints about areas that would fall under a williams complaint and their complaints were not addressed mr pearson so i'd really like

to based on that is it within the process to ask step to address that those comments or not i think that we have to be really careful so i would i would prefer to not have a conversation i i specifically because this that that specific item is not agendized i i think that we can talk in terms of feedback from the community and we can talk about things that we would expect to hear in discussions we could have an agendaized item so i won't support it until i hear where the staff is at on that okay okay so could we show thumbs if you are in favor of having that item okay so there are four thumbs on that okay it is now 724 so we could probably do one more item at our wellness

committee meeting on friday the principals expressed a desire to ensure that um that the increases that have been realized um due to covet and those types of things that those don't go away so show thumbs if you want to have this conversation to continue talking about this okay there are four of us that want to continue talking dr nai could you address it it clearly was a concern among many stakeholders that we at least maintain the level of mental health support and counseling support we we're currently using a significant amount of that support coming from one time dollar so next year i think we can sustain that and keep that level of support that the challenge would be in out years how we're continuing uh some of those options and we would have to make

some choices in regards to um pulling something off the table in order to put elementary counselors as an against as as an example for long term to clarify the funding for 2223 for the elementary counselors is still in is still in place that is correct okay yes so this would be a conversation that we would be needing to look at for 23 24. and so thumbs if this is something that we are one definitely want to be part of the of the budget process for 23 24. and that's what we're talking about right i was looking for a longer term commitment but i'll take it year to time if that's what i can okay okay so and we are now at 7 2016. is it was that yet um the one that i requested wasn't

included on there bilingual supports okay bilingual supports okay can you quickly tell us what that means so when uh with the elac and the dlac meetings there we have the bilingual community liaisons and there was feedback from parents at certain schools they don't have the supports staff that are bilingual and the counselors as well so that they're not able to communicate and they're basically wanna want to support their student but they can't because there's they're having problems and it's only at certain schools so it's just making sure that we have bilingual staff at appropriate schools that have that have the needs so are there three thumbs that want to pursue that um discussion okay i see i see three thumbs so yes so we are going to be going to closed session now and then

we will remember exactly where we are and then we will we will come back to that so let me find my okay um yes we will we will it is 7 29 and we have a posted closed session to start at 7 30. so we will recess this open session we will go into closed session we will not have anything to report out of closed session after closed session we will return and we will resume the conversation right where we are yes thank you all right um um miss garcia would you please see if there are any callers who wish to address the closed session if any callers wish to speak on item 4.1 conference with the legal counsel anticipated litigation significant exposure to litigation persuant to subdivision b of government co section excuse me

five four nine five six point nine one case please press star nine now and we do not have any colors and we do not have any blue cards for this item we will recess to close session yep so i make a motion to extend the meeting past 10 o'clock second pearson no we're not we're not back here oh okay are you gaveling us back in we are now reconvening from closed session i mean i have a motion to extend the meeting beyond 10 o'clock so move jones ms garcia would you please take the vote trustee jones yes trustee pearson yes trustee williamson yes the motion carries three to nothing all right mr grove where are we miss jones thank you president williamson this item was mine and i just wanted to uh you know address

the concerns that we saw in the survey to expand mental health services and have that conversation to hear staff's perspective on that what would are there three thumbs to have that conversation i see three yes so um dr knight yes i think this would certainly come through our aligning of actions and services so i i think that staff will look at the services that we're currently providing whether it be counseling services or extra mental health services and then as we align to the new goals of next year we'll uh we'll put into place what we think is appropriate to meet the goals so having heard that if you have if you support the goal still oh yes so related to that um what i'd be curious to hear from staff if there's support with the

board is that as you know the immediate were acute needs and as we transition away from you know the immediate trauma are are there services that we can do in group format that aren't so intensive et cetera or other services like that so that that was kind of what i read into the comments in the survey but anyway okay um would we have to have services go away in order to fund additional mental health services over the long run yes because we're currently you know we're using one-time dollars next year so we we are going to have to have a conversation at some point in time about continuing the counselor services exact as an example at the elementary level as well as the the added mental health services that we're bringing in at the secondary

level through wellness together we have a contract with them to provide some more therapy services at the secondary level both of those we would have to find ongoing dollars if we wanted to continue those beyond next year so that would be a conversation that we would have probably at the budget time yes yeah yeah that would that would really be next now what i'm thinking it would be 2324 budget because dr knight is correct he's wrong so that was that was if we just extended if we continue what we're currently doing what we're talking about here is expanding so how does the expansion work are we talking about a budget conversation this year or how does that work yes if we if we talked about expanding adding counselors as anything or psychologists as an example

we would need to go through the budget to identify areas that we would need to have similar offset offsetting cuts with that information would you please show thumbs if you are interested in this item yes there are five thumbs the next item mr grope ms rawlings what we did here at the wellness committee is that the district is moving forward on that on some locally sourced fresh food as well as moving away from the processed foods we've had to work with during this last few months and providing more scratch cooking and fresh foods one of the examples was bringing back the salad bar in the schools and so i what i was hoping to do is to get more board support in either a goal a success indicator what have you around wellness with this

issue that's already happening but i think further support from the board as well as um providing it as a goal could ensure that that will happen and expand are there a show of thumbs if you are interested in making this a so you want to be a goal i would say success indicator for the safety and environment all right if you are interested i believe that we have already accepted the success indicators that they are so couldn't be a success indicator i messed up the uh action services there thank you all right i'll show up thumbs if you're interested [Music] uh is an assessment through the county and they do look at a number of different items um so we could use that tool as an assessment tool that we could share with the board

so staff would would utilize that tool i would believe all right show thumbs if you are in support of having that occur five thumbs okay we're going to go into the next item which is the third goal engage parents staff and community to promote unique educational opportunities for students are there any success indicators or that you would like to adjust add delete or the um goal miss jones so for the record we've eliminated bullet three and so i just wanted to state that thank you any others okay so oh um may i uh ask staff a question about parent or not parent university but uh is this one with professional development where is professional development oh it was in the second one actually i wanted to ask staff about professional development and goal too we're

done oh but we're going to be talking about um actions in the future so so we'll be good so are there any other success indicators ms rawlings on the success indicator 2 where we talk about the graduate profile can i'd like to see us potentially add ways to assess k through 8 in that in that profile all right show by thumbs if you would like to add or include in that success indicator something about k tk8 is that what your request is okay i'd like that to be expanded beyond um the where the success indicator would include tk through eight as well as high school okay thumbs if you're interested in having staff respond to that i see two thumbs so that does not pass okay oh wait was yours up miss williams yours was

a belated thumb okay through here how are we going to measure tk with me and i'm sorry i i can't pull it out i'm having trouble pulling it up um so for instance uh with um where it says that will increase by two percent uh um that they're effective communicators we can assess as a tk and effective communicator for their age group rice jones thank you tristan that's helpful so what if we changed meeting to demonstrating love it you know so our high school eight or whatever 912 will be meeting right but the spectrum of tk through eight would be demonstrating so either through knowledge of graduate profile or whatever staff themes is would demonstrate the graduate profile so we could have this actually be because we lost a success indicator we could have it

be its own for tk8 no oh yes he's going to be yes yes but i need to see if we had three thumbs up and then okay all right yes dr nye so i just want to make sure we we currently do distribute this to elementary students middle school students and high school students we don't go all the way down to tk you know those kids are not reading and so in order for us to do that and have students participate in a survey the teachers would have to read the survey to the kids and then kind of there's a little bit more manual labor there that would need to take place in in regards to that so dr nye what grades would you think that it would be feasible to import when they start

i would say third through twelfth grade which is right now i believe we do fourth and we could probably um expand that to third through twelfth and okay and staff doesn't have any objection to changing it to demonstrating at the elementary school okay ms if we were to split it up are there different ways to measure it or tk through eight yeah currently right now the way we measure this is through a survey so so what if like i say if we said demonstrate could we come up with a different measurement tool if we added one to have a third goal for tk through eight if we're directed to do so um we could figure out a way to do that but you know it it is more time intensive to have teachers assessing you

know something like that in the earlier grades so it could be something that's added to the report card it just depends on it wouldn't be staff's recommendation at this point in time staff has a survey that we've used through um castle that we developed and it requires that the students read and then they self-report on these how they're feeling on these issues so so would that take care of it for you ms rollins i'd like to see if i have the votes to get that third to the right to demonstrate because it could be something on the report card or what have you that they're actually demonstrating rather than um than just checking a box on a survey okay so let me ask first of all with what with what doctor and i had suggested

who would support and we can and you can support two things who would support what doctor what dr nai and he'll repeat what he had just said that he could do we could add the term demonstrate but we would move down to third through twelfth grade and keep the existing survey tool that we have in place show thumbs if you support that so i see five people supporting that now miss rollins explain what or quickly briefly what your addition or difference from that is that for elementary school that we would have a third success indicator that would have a different measurement in order to identify the items within the graduate profile okay if you are in support of that show thumbs no that does not carry okay um was there one for sorry for the

goal i mean for the success of that indicator okay okay oh mr pearson okay so for the first one i know we've gone back and forth right this one we're just measuring the relevance but could we do measure relevance and participation and i know we've gone back and forth before on this all right are your thumbs for adding participation yes um dr knight do we track participation and back tab i thought that's how we move that one to back to not on this item but we do track participation so that's something that we could include in parent university thank you so um mad direct question trustee williams so trustee williams what what's the why on this if we've gone back and forth what is new information that would require you to have staff put it

on the front tab so recently at the dlac and elac parents were a little bit upset that they've got all these great parent universities but low attendance and so i'm hoping that if if we're reporting and measuring the attendance then maybe we'll do a little bit more in terms of getting parents out there getting the information out i certainly support having to be a baptized item i think because we've had this conversation several times and and i think that the the relevance is very important to me um so but so i don't i won't i'm not i won't be supporting okay can i just say one more thing my worry is if you've got five people and the relevance is 100 you're measuring five people and that's not measured it's not a good measure so

if you're looking at a hundred people with 90 that's more relevant for me versus fiverr even at less than a handful and that's what i've been told in terms of feedback from parents is that we've got great information and not that many people are attending okay would you show thumbs if you want to add to the success indicator uh relevance and participation i see two on the front tab not not necessarily the backed up on the front okay i see three i see four thumbs so dr naid you have a response to that i don't only the if we meet participation and we don't meet relevance do we meet the success indicator when we have two metrics and one success indicator it becomes challenging for staff to know whether or not we've met that that

metric or not that success indicator or not at the end of the year what if we promise that we're going to look at it carefully in the back tab would that work for you okay let's just make if you could make a note of that that we will um make sure that we that we report on that that we discussed the master against the participation ms rollins and then well actually if this is a new one mr pearson was next unless it's related to that that's related to okay we only have two goals in or we only have two success indicators in this area why couldn't we put the third one to be participation to have two parent university in that i mean we can sort of talk about that but let's see what mr

appears so it was around parent university and maybe someone can answer this question how sped parents fit into this and are they just you know do we look at them as a separate universe do we look at them as just regular parent how are they how do we know the relevancy of our parent university to sped parents right as of right now we've had 14 i want to say parent university workshops i can't recall if any of them are centered around special education we don't ask parents that attend whether or not they have a child in special education that these are more workshops around you know they range variety of topics safety at school and college entrance and different different topics that we hear at the beginning of the year that parents want to hear

about so to the extent that you know what percentage of those are parents of special education i wouldn't know that we don't ask that question mr christian would you be asking that perhaps the next um whatever the consultation group is that's this the special ed parents that maybe ask them if there is if there are specific topics that they would i is that where you're going with it i would be interested in that okay would you show thumbs board members if you would be interested in directing staff to talk with the special ed parents of special ed students regarding maybe how well parent education is meeting their needs and if they have any recommendations show thumbs if you would be interested in have a process check on that yes we're still on success indicators which

that is not correct good point okay let's yeah we can put it we can table it okay thank you okay thank you so um so anything else with the success indicators i wasn't sure if we would want to have two can we ask for thumbs to okay we can have the participation as the third okay six okay so if you want to add a third success indicator so there would be two two success indicators about parent university if you do want that show your thumbs please so we have three okay so we will have one parent success indicator about participation and one parent university success indicator about relevance dr nye any comments on that no not at this time okay all right so anything else on success indicators all right so all in favor of

accepting the third goal and the first success indicator as is the second one to add it does it right now it doesn't say the grade levels does it it it would be it would include third through twelfth yes that's okay meeting to demonstrate right third through twelfth and then adding a success indicator with parent university regarding the attendance all in favor show thumbs okay that that's unanimous okay now on to the so so we have the first item on the on the on the other list are there any other items on the other list related to the third goal um president williamson just to clarify trustee pearson's request would fall under action services or is it just a direction to staff to consult the consultation group yes relevant topics yes yes it would not be

action services okay okay are there any other items going going oh ms rollins i mean because this topic does talk about engaging parents staff community is there a way to to now that our schools are are open and we're doing more activities is there a way to um connect connect the community with some of the extracurricular activities we're doing could you give be more explicit on what you mean and like some of the perform the we had a performance over at sage creek recently and to just get invite more community members to attend those things okay board members are there two other board members who would like to include this well actually it's on there to address this correct outside of what's currently being done clarification i see two thumbs and that is it so

that one will you can as soon as you finish writing that one you can mark it off okay unless does anyone have anything else all right actually i have one quick question for staff um let me put my notes here really quickly so um dr nye one of the top four common themes that you shared with us was increasing rigor and higher level curriculum in considering that top theme how would staff recommend the board approach that i think we talked about that at the elementary level and i believe i have to go back and check and see what we wrote down we added that yeah i think we said we're going to bring that back okay um staff's going to bring a report back as it relates to rigor yeah in advance advanced learners okay

all right i just want to make sure we addressed it thank you are there any other ms williams and you also mentioned in the high the high themes as a critical thinking skills was there a specific was that parents or no and that's the way i you know had you know divided into themes one of my themes was teaching and learning um and some concerns around teaching and learning and one of the common threads that i saw and i don't know how many uh total there were i don't have that in front of me but was around critical thinking skills that teachers need to teach students about critical thinking skills so anyways that was just the observation that i had all right it is depending on whose clock we use it's 10 20 and this

meeting is now adjourned our next regular meeting will take place on april 13th 2022 at 6 00 pm thank you all for being here and thank you staff and thank you all of our support we really appreciate you being here and hanging out here with us so so late tonight
