agenda okay okay thank you next we have Center High School government presentation Center High government students foreign [Applause] well good evening good evening School Board trustees and superintendent Lauer we are Center High School's ASB officers and are here tonight to present some of the changes that student government has been making on campus and goals that we have as we are heading into the next semester [Laughter] if that works for you our primary job as Student Government officers is to serve the students and be a voice for our campus we do this by working towards improving our campus culture and being the role models for what school spirit is there are weekly ASB meetings we handle the financial and official business for clubs organizations sport teams and grade level classes one of our biggest goals is
to create inclusive activities and events for all students and staff on campus one of which is our incredible incredibly spirited rallies okay so my name is Kaylee Larson I am the ASB president and one of the senior class representatives [Applause] my name is Rebecca Plummer and I'm our ASB vice president and one of the senior class representatives [Applause] my name is Vanessa I'm the ASB secretary junior class representative and the technology commissioner before I show the other slides can we please have our Student Government stand up that has joined us tonight [Applause] all right you guys can sit down so kind of going through the next slides these are our senior class officers some of these officers may be here with us tonight others may be at home studying as we are in the midst
of our finals week so we have our senior class officers junior class officers sophomore class freshmen and our commissioners that help run some of the stuff behind the scenes such as Communications technology and clubs and then here are more class representatives that may be helping their class presidencies further their plans and to help as members of student government we have to set long-term goals that we are continuing for we want to reshape our Traditions to help fit modern times we are creating events to bring different grade levels together like our first annual freshman senior hangout before the first rally where seniors help freshmen prepare signs for the first high school rally we are striving to find more ways to reach out to the community and reach out on campus to be a voice for students
and gather Intel and preferences to make changes our peers want this year we have used our goals to have a few major breakthroughs and accomplishments we have introduced Joe cougar to our campus which has really helped improve school spirit with the help of other spirit activities our homecoming and prom court has been gendered non-conforming for the second year in order to be more accepting and inclusive to all students on our campus our student leaders on campus have spent the past few days attending the elementary schools for operation Sansa this year we are proud that we attended a third Elementary School with the goal of attending all four in the next year we have created a new tradition on campus for fine having fireworks at our homecoming Student Government showed up in support for the first
day of the diet Festival hosted by our brand new Hispanic youth Leadership Council Council club and will continue to support all events planned by clubs we have created an action plan for our next steps for creating a better campus including the creation of a student Senate we are encouraging inclusive events hosted by clubs and school organizations to celebrate our campus diversity we are going to reach out to our incoming freshman class about student government and Leadership by having the ASB officers visit Riles in the spring we are trying to deepen student connection and communication with the school board starting tonight we are showing our support to our athletic teams by Reviving blue crew and encouraging students to attend and support all Athletics as well as our vapa Productions we are in the beginning stages of
bringing of beginning stages of bringing Breaking Down the Walls to Center High School we are in using events such as Spirit weeks as opportunities to raise awareness and donate to programs and Charities last week we raised just over a hundred dollars for HIV AIDS awareness thank you School Board school board members and superintendent Lauer for your time are there any questions about the presentation or any goals that we have on campus I just wanted to say really quick that I am really impressed that you guys brought this forward to be on our agenda work through the channels and all the work you guys are doing it's just I I like I said I'm very impressed and I really like the effort you guys are putting in not only to the presentation but to plan out
specific goals and working towards them I think it's wonderful so thank you thank you I do have um a comment as well I'm very proud of you and all the students that are here it um it's a great presentation and I thank you for that a couple questions student Senate funny you mentioned that I was just at a csba conference and was talking to our superintendent about the same thing so I'm wondering I'm excited to see that and also what's breaking down the wall um breaking down the wall is a type of program to where students maybe pool students and staff will be pulled out of classes and it will be going through different activities some of them will be low risk and then some of them throughout the day will progress to higher risk
activities to where you're sharing more personal information to show that we aren't as different as we think we are within social groups and then also between staff and students impressive very nice great job it's awesome [Applause] any other comments or questions all right thank you very much next we have our attendance and engagement update with Mr Chris Borowski [Laughter] not only do I have to go after him they turn the mic off on me uh well thank you guys for having me again um tonight gonna go over pretty quickly uh the an update on our attendance and engagement processes in the district including our impact uh the plan that we have put in place that includes our tiered intervention model coming up here shortly I believe so just to go over first the three impacts
and this is in your packet the first is financial we look at and courtesy of Miss Coronado some numbers go forward here look I can see myself trying to mess with turn this off on me at two the mic I used to be their principal and now I can't do anything to him right it's still not working but I don't know I have to point it somewhere can you advance it for me okay um so looking first at Financial impact of attendance and engagement uh you see the term Ada up there that means average daily attendance that's how many kids a percentage of kids that are showing up in seats every day um if you look at a 95 Ada projection which is where we were living prior to covid uh that's the dollar amount
that's assigned to that last year our attendance was 88.3 percent uh obviously there were some challenges in the last few years including last year with with covid uh the difference between our projected and that's really our goal is to get back to 95 and what we had last year was about 755 000 that equates if you think about it to about six and a half full-time teachers in the district so there is a big Financial impact to students showing up to school uh next there is academic impact we all know that that is there really Elementary School students that are chronically absent and chronically absent is students that are missed 10 of more school days in a year so when we're looking at attendance we're really looking at average daily attendance as well as we're
looking at Chronic absenteeism and we'll see a little more of that data as we go uh Elementary School students that um aren't coming as often or do have attendance issues tend to be at a lower reading level develop lower social skills and those students are more likely to be retained from the next grade middle school similar issues as well as you know we're looking at warning signs for possible Dropout in high school and then in high school we're looking at students who have a high chronic absenteeism rate with lower graduation rates and then again Lower College admission rates for those students as well and then looking at an equity impact these numbers up here are the chronic absenteeism rates over the last three years uh the numbers in yellow are our subgroups who reported the
highest amount of chronic absenteeism um in 21 and 22 are Hispanic students were most often chronically absent last year or this current year we have 40 of our African-American students who are chronically absent as of today and those numbers are compared to the our white students and then on the bottom you look at our district as a whole chronic absenteeism rates so there is that Equity impact that we are also going to be taking a look at so our goals in the district are to create a tiered system under our mtss model to address chronic absenteeism and attendance provide Outreach to families to support positive attendance and then create systems that we can use moving forward to consistently Monitor and review attendance both at the district level and then at the site levels so this
document here that you have in your packet is our district attendance and engagement processes and resources this details are tiered intervention model for um when intervening with chronic absenteeism and low attendance rates when I take a look at this model I think of this as Cycles uh of support Within These tiers so we're going to be supporting schools to make tier one interventions school-wide to improve attendance on their campuses we're going to use data when we see and identify students in that tier two range who show some lower attendance and then we have some processes in place where students that are still struggling to get to campus regularly we have some interventions for those students as well uh so just taking a look briefly at each tier we use a program called everyday Pro which
gives us great instantaneous data that we can take a look at again at the district level and at the site level first tier one it gives us students by tier so it ranks students based on their average daily attendance so students who have 95 percent or better attendance we call those students satisfactory and then it goes on down to students with a greater than 50 percent absence rate those are our extremely chronic students so schools can take a look at these these groups of students to then provide interventions and really looking at that tier what that first group of satisfactory we're trying to focus more of our rewards through assemblies and those types of things on that category of students rather than perfect attendance because we know you know we're telling students to stay home
when they're sick and we know it's just a little tougher now we're still coming out of kovitz so we're looking and schools are really looking at that top five percent uh to reward kids for for coming to school so these uh some of the other data points they're looking at um everyday Pro gives us monthly attendance rates it gives us an attendance calendar where it show us shows us our average daily attendance per day and then you can also break that down into different student cohorts we can look at attendance by grade level we can look at it by special programs we can also look at it by by our ethnic subgroups uh here are some of the goals are we are looking at attendance data as a district through our data culture team um
we did that just last month we took a look at some of our tier one and tier two data and these are some of the goals that our schools are working on currently I'm not going to go through all of them but you can see um like for example uh Center high schools looking at a tier two goal of improving at risk attendance by looking at some resources for those students Oak Hill is increasing attendance they looked and saw that their attendance was low on Mondays and Fridays and they're looking to provide some interventions to increase those those numbers but these are goals that we are going to re-look at in February uh and again we're trying to focus on that tier one tier two area where schools can make a school-wide impact through some
intervention strategies and then tier two uh we're looking at students who are lower than that 95 percent rate everyday Pro gives us some great data categories again attendance by tier the student cohorts but then our sites can make intervention groups where they can address some barriers that students and families are having and can set some goals so really that's where our schools are looking at those students making initial contact setting goals we like to look at anywhere from a two to six week goal on improving attendance and we're providing the supports that we can at the site level to help get students to school oh let me go back this right here is what I wanted to point out this is Miss Mason came up with this and shared it with the rest of our
sites who I think most are putting into practice but with here her tier two group of students at Dudley uh she uses this stamp card so it's a punch card if a student gets their card punched she meets with them daily for that contact uh if they're just at school she's punching their card to give him or her a reward if they get 13 out of 15. um so that's a great idea that's just an example of some of the tier two strategies that some of our schools are using and then uh Family Outreach Outreach everyday Pro uh provides us and some of some students might see some of these letters and see that they're familiar some of our families that are here uh it's another way to reach out to families um just to
keep attendance top of mind so everyday Pro sends out based on students all-day absences uh two types of messages so they send general support messages to all of our families um those are sent beginning of the year and then some strategic times throughout the year it does give this is an example of one up here it provides it reports how many excuse and unexcused absences have and then it will compare as you see here in the red this is an example of a student's absences and it will compare with the average student and their number of absences that they have also everyday probe provides nudges so they'll send text messages emails there are also hard copies that get mailed home with some of those same strategies uh supporting kids that have lower than 95 attendance
um they sent we sent 16 of those out throughout the year so just another reminder uh if families might be unaware of the attendance issues and just how big of an impact it's having when students are missing school and then also uh our tier three level so once our students are set or have site goals that are made by our attendance leads at each site if they're not Meeting those goals our sites can refer to our student Family Support Services Center over with Mr Miranda those those folks are then reaching out with some other strategies um just to take that extra step another somebody that can provide resources for students they do what's called Student Success plans they they give attendance strategies really try to you know get commitments from students finding help Banks so
who in your community at school can help students again improve attendance and then finally we at the tier three level when those things are are not doing the trick we do have some other options including home visits um that can include any number of members of District staff uh and then you know sart and SARP contracts those are mainly for unexcused absences but that's also a tool that we can use so again this is just kind of our process for keeping attendance and engagement at top of Mind in our district and really linking some of that great work that Mr Jackson started last year with the safe team and developing a process that we can continue as the years go do you guys have any questions for me I do data culture team is that
one from each side yeah so our data culture team does rep every site is represented um that's the group it used to be called our curriculum and instruction team that Mr Jordan and Ms Lawson run uh we that group initially looked at academic data and we thought what a great place this is the perfect place to look at not only attendance data but we're also looking at some school climate data as well and following some of the great processes that they started so really we're just taking that curriculum and instruction team and making it a bigger data culture team and we meet twice a month and then they bring the information to the school sites I'm assuming yes I have a quick question um the tier three one page 12 on your presentation uh tell
us what uh help bank is yeah so that's part of that Student Success plan so a help bank is really um our student Support Services Group working with the family to even talk about who are the first people you go to when it's when it's you're having trouble getting to school who are your community members around you who are your family and then who are the contacts at the school site that your parents can reach out to when you're struggling to get to school so it's really just that circle of support and helping each student and family identify that thank you everybody thank you thank you okay next we have the curriculum instruction and special education update with Mr Mike Jordan I did put in a card for this agenda item did that not oh
sorry Chris come back because I have a question for you if you don't mind so half comment half question I've I've heard that kindergarten attendance is the number one indicator for high school graduation and so I'm asking if you could confirm that and maybe speak to that a little bit I don't know um I'm not 100 sure I can talk about that marker what I can say is that our TK and Kinder students right now have our lowest attendance in the district another program that I'm in charge of is our expanded learning opportunities program so I'm excited to announce uh January 3rd at three of our sites and our fourth site will be coming along we are offering through our Catalyst kids program 20 students free of costs that can have before and after school
daycare uh it goes till 6 PM so we have sent out invites to our unduplicated pupils and those are out there so we're hoping again that's 20 students per site if families are struggling to get kids to school that's another opportunity for us to help out but I do agree with Miss Kelly that TK and K kindergarten attendance is severe important and we do need to to work and use our use all of our resources to improve that and that's one of them thank you thank you for the clarification okay return to committee updates curriculum instruction and special education update from Mike Jordan all right good evening hey as we go through this proceed through this holiday season where we recognize it for some there's a time of happiness and joy and fun and laughter
and for some it's a time of of a struggle it's not such a joyous time so I want to take a moment to highlight all of the mental health services we have available not only for students but for staff members and families as well so I'm going to start with our social workers so we have social workers uh two of them on Center High School campus we have a social worker a deadly a social worker at North Country a social worker at Spinelli and we have a job posting up for a social worker at Oak Hill so anyone out who is watching this in Internet land with a social work credential if you want to apply please do so our social workers work with individuals in small groups it is a tremendous resource for our
students on campus we also have counselors that are different sites we have four counselors at Center High School one at Wilson Riles and one at Dudley again work with individuals not only on academics but also on social emotional issues and mental health issues so if you feel you're in need of those services please reach out to our counselors and finally we have a a contract with a company called care Solace and what caresolus does is offers a free service to all of our staff all of our students all of our families regardless of your insurance you call in they will hook you up with mental health services free of charge they will do all of the the groundwork for you all the emailing to set up the appointment they'll connect with your uh your insurance
carrier if you don't have insurance that's okay too they will connect on that they do the groundwork put in the hours because we all know it's hard to get through the medical health system and to get those appointments scheduled they'll then do a follow-up after you meet with your mental health person is this a good match if not let us go back to the the drawing board let us find you somebody else it is a tremendous resource we get reports every month and and we have a lot of our families who are utilizing this resource if you want to contact or connect with care Solis it's on every website in the district at their home page of every school as well as the district website again a great resource and then we also have our
student and Family Support Services office which is right to the left which is right there and they do a tremendous amount of work with families and with students they provide food assistance they have given over 900 meals this year they provide basic need support mentoring Community Resources and referrals and they've helped 311 families with School enrollment so they're doing a lot of great work to help to help make people's lives easier to help help just help during all times of the year not just the holidays any comments or questions before I move on yes 12 none go ahead finish up and then I'll talk to you I'm actually going to go to the next topic which is off of this so is this a it goes back to your first mental health topic so go
ahead okay uh moving right along we have our it to our new board member and to all of our board members I encourage you to to go to Center High School look at all of the amazing Career Tech ad programs we have going we just received our next grant for over 200 000 to help those programs go that's going to help us with the new facilities right back here if you haven't seen the work that they're doing from pharmacy tech to MCA and all the programs that they are doing to our building program uh to our dual enrollment business program with Sierra College you're missing out please take an opportunity go see the great things that are going on I will put our CT programs up against anyone any day of the week any state
in the country they are doing great things Mrs Woods as part of that MCA program over there hey hey students [Applause] students when you start looking at signing up for classes the next few months for next year unless you're a senior look at those CTE programs they are they're top-notch all right did you have a question sorry actually write in what I wanted to talk about tonight um I've been doing a little bit of research on teen suicide and what's available in the schools and before covet it one out of five teenagers had suicidal thoughts and after you know covet just made that even worse um one of the things that is being brought up is are we addressing mental health in our health programs at school yes I'm sorry well sort of um what
are we say do the kids know the difference between depression and feeling sad you know do they know those those morning times when it comes to Suicide Prevention which obviously is a tragedy uh tragedy there's no way around it there's a couple things that are going on in the schools on the back of everybody's ID card they turn it around they'll see that the National Suicide Hotline that's on every ID card now which is a fantastic resource we have all these social workers involved now that we've never had before there's a referral system to get kids so that they can start talking with somebody to get the help they need or to get lined up with the help they need we have the care Solace which is which that's new as well so that they
can get resources they can get to mental health professionals we do talk about suicide ideation and depression and so forth in in your health class in high school the good news is this generation seems to be much more willing to talk about mental health issues there doesn't seem to be a stigma like there was old man days like me which is a good thing because we all struggle at times myself included and that that's why these resources are there and please utilize them anyone who needs them yeah breaking that stigma is big and getting kids to open up and talk about it because it could be you know the cheerleader with the perfect life and all of a sudden she's gone and everybody's saying what happened they didn't know yeah it's just flabbergasting to see
who who these kids are that are affected by it they need to know it's okay to come forward along those same lines breaking the stigma as someone who suffered from depression and has had family members that have had mental health issues I really appreciate what this district is doing um in this regards I first heard about carousels about a year ago at the csba conference and I was blown away at the concept and to see it implemented so quickly is has just been wonderful it's hard for employees or students or anyone to focus on school if they're if they're struggling just to make it through the day so I think that you know even though that's not what the school's for it's still critically important and I really appreciate all the effort that this district
has put into this agree thank you very much Mike thank you thank you [Applause] moving along to facilities update with Richard Putnam good evening everybody how are we doing this fine December evening I'm doing good thank you uh we are moving uh along with different projects Mike kind of alluded to uh our CTE projects in the back there we've got two new buildings that are uh under construction right now as you leave tonight just kind of peek down through the Breezeway and you will see they are illuminated so you can get a little idea of what's going on over there one will be construction uh Services the geometry and construction and the other one will be the new uh major home of MCA um and getting all that those are ahead of schedule we're still
anticipating that those will be done in May of 2023 uh and then moving along um Rex Fortune Elementary School is moving along it is ahead of schedule they should have that completed uh end of May 23 beginning of June of 23 so we will be open and ready for uh the new school year and this uh last facilities committee meeting we had we had Dr Fortune actually came out and was able to tour through the site and to see the progress that is being done and he saw the the layout of the classrooms and was very impressed and you could see the the pride and joy you know that this is going to be a beautiful campus that is named after him and honoring him and you know I'm more than happy to help get
this thing through so we can get that done for Dr Fortune does anybody have any questions it's great thank you thank you very much he was very excited [Applause] okay moving on to item 14 comments from the audience regarding items not on the agenda and I have a card from Angela Hughes there is that better um good evening and I want to congratulate all the newly elected trustees to the board congratulations thank you for your services thank you um as a community member I want to I would like to be assured that the trustees that represent our community the ones that are receiving wages from our community they are employed and elected trustees I want to be sure that they actually reside in the community um now hearing tonight's news as trustee Lee decided not
to show her proof for validation of residents I want to know if there are any ramifications for board members who continue to or do not follow policy or continue to not follow policy and that is my question I'm hoping that you could explain what the ramifications are I know that trustee Anderson had mentioned something about Venture earlier and I'm hoping that when you decide what's on the next agenda that that might get explained to us what censure really is and that's all I think thank you very much you're welcome [Applause] I also have a common card from Miss Kelly Kelly I wasn't ready um I really just wanted to say congratulations to the three of you for your election and re-elections this is a celebration tonight so definitely um feel proud and uh so happy
that we have such a great School Board team working together it's just wonderful and that's really all I wanted to say and also enjoy the senorita bread because I can't take it all home we're not really supposed to give feedback on public comments but I just wanted to say thank you for the senorita bread it is awesome oh I love that stuff where do you get that at Kelly I'll I'll fill you in later okay okay do we have any other public comments foreign give us your name and speak freely um are we running the clock okay I just realized that oh that's quite all right hi guys I'm Adriana Sammons and I sit on the PTA board for Oak Hill Elementary School as the event and volunteer coordinator um I just wanted to say
thank you so much to the center High School seniors that have come out to every single one of our events this year and volunteered every event we've had at least 10 volunteers and still coming I get texts and emails all the way up to the day of the event and we would not be able to do the amazing events that we have been able to do for all of our families with the biggest turnout that I've seen um without your help so I wanted to thank every single one of you and parents because you guys had to sign a waiver for them to be able to do it so thank you and what you guys are doing is making a huge impact so thank you [Applause] thank you very much [Applause] so most seniors I've
seen continually at meetings all year long too yeah okay any other public comments no okay moving right along uh so we have the consent agenda with items one and two removed do I have a motion on this item I mentioned that we accepted as president yes a second okay uh so we'll call vote okay trustee Pope aye all right so the chair of outside approved now um item one I've removed just because it's customary when we have someone that wasn't present at the previous meeting to do that so uh adoption of minutes from the November 16th 2022 regular meeting I'm wishing to bring that to the floor for Google okay and do I have a second should we do you want to wait until she's here or do you know we can do it okay
then I approve all right second second so Mr Mason aye trustee Anderson hi Mr uh trustee ballen hi trustee Pope aye and chair of outside approved and then item two approved classified Personnel transactions I will just move to approve this I have a second oh second okay Mr Mason hi trustee Anderson aye aye oh I have to abstain thank you hi and chair votes I approved okay okay moving on to information items educator Effectiveness block grant and uh president Bruno this is just an item we have to put on the agenda twice we'll be coming back next month with a business item to approve it it just needs to be uh on the agenda's information so there's no action needed by the board okay all right oh moving right along um business item a annual
organizational meeting for governing board and at this time the board will recess the regular meeting of Center Joint Unified Board of Trustees to convene the organizational meeting president Bruno I'm sorry to interrupt you but we would go ahead and do item a business item a first oh let's select the uh I'm sorry I thought that was part of business item names I'm sorry yes I I apologize thank you we're all making this episode when the best we can okay uh Education Code 3513 requires governing board members to conduct an annual organizational meeting at this time the board will one elect the board president to elect a clerk of the board three appoint a board representative to the Community School boards Association and four established the time place and frequency of regular meetings of the board
so do we adjourn I mean no so at this point you'll go ahead and take recommendations or nominations for any of those seats approve those okay do your business and then once that item's done then we would go ahead and recess this go into the Corporate Finance Corp thank you for keeping me honest okay I would like to nominate Mrs Anderson for uh president of the board I respectfully decline because of my hearing I have a hard time sometimes with hearing certain people so I would like to nominate Mrs Pope for president of the board and I will gladly second that nomination okay any discussion or anything on this [Applause] a little bit let's take a vote Mr Mason hi trustee Anderson aye Jesse ballen aye trustee Pope I will abstain and I will yeah
approved [Applause] okay we also need to elect a clerk now do we have any nominations I'll nominate Mrs Anderson for board care and I will accept I will gladly second that nomination so any discussion before we take a vote okay Mr Mason hi should I see Anderson I will abstain trustee ballot aye trustee Pope aye and chair happily votes thank you okay [Applause] um appointing a board representative to the school the county school boards Association I will nominate Mr Bruno for representative for scope I will second that okay okay sure [Laughter] any discussion okay Mr Mason aye trustee Anderson aye trustee ballen aye trustee Pope aye and the chair will obscene thank you and established the time place and frequency of regular meetings of the board I would like to recommend that we keep it
the same and reserve the first Monday for special meetings if needed they're the first Wednesday I'm sorry okay for special meetings if needed okay just so that we all have an idea in the back of our head that if we need a special meeting it would be on the first Monday or first Wednesday why do I have Monday on my head I don't know you're throwing me off wow yeah okay okay discussion okay Mr Mason hi trustee Anderson aye trustee ballum aye trustee Pope aye and chair votes aye wow quickly guys okay now at this time uh 6 58 PM the board will recess the regular meeting of the center Joint Unified Board of Trustees to convene the organizational meeting of the board of directors of the cjusd financing Corporation I would like to make
a motion that we continue past practices and have the officers be the same as they are for the board okay so one moment because that's actually item three on the agenda um so first I'm calling this mean to order at 6 58. and then the first item is approval of Prior meeting minutes okay I approve okay so you're gonna motion to go through drive a second I'll second that motion okay hi hi trustee battle aye trustee Pope aye Sheriff votesai approved okay now you want to what I said so the motion is to approve the same officers for this as for the um the governing board um do I have a second on this for the oh for the for the financiers for the financing Corporation but the same the same officers that we just
selected okay I think we're all in the same page okay um so Mr Mason uh trustee Anderson aye Justin ballen aye trustee Pope aye and chair votes I and Scott you understand that right I definitely do okay other business there is no other business okay if we have any public comments okay then I'm going to adjourn the meeting of the center Joint Unified School District financing Corporation at 6 59 pm re-adjourn um the regular meeting of the center Joint Unified uh governing board at 6 59 pm and at this time I'm going to hand over the gallon we can continue oh no thank you so I think he's done so one other item while we're debating who's taking the gavel I did have one other gavel that we wanted to present to trustee Bruno I'm
gonna go back here oh on behalf of your very first on behalf of your year of service as the president and probably tired of me um I want to present to you uh on behalf Center Joint Unified School District Stephen J Bruno board president 2022. so congratulations [Applause] and Miss Pope are you coming down or oh they're gonna fight so we'll thank you Mr Bruno and board members foreign so as we continue this business meeting we will ask for an approval for business Item B Center High School uniform credit adjustment formula do I have some movies Excuse Me official business official business okay do I have a motion so if if I could just for the board just so the Public's aware so what what we're dealing with here what we're asking for approval is
uh Center High School operates on a a block schedule which requires more credits uh some of our students are more transient move into our district and so this process would allow for students who come into our district requiring let's say we had we had a senior enroll this year who was in a uh 220 right Mike was in a school district or school that required 220 because of the period schedule that they're on our schedule requires more credit so we need to come up with a formula to help our students who come to us do it we've informally been doing it but this will formalize a process so our counselors at Center high will ensure that the students like this who have been on track the whole time move their senior year don't have to
come back for a fifth year so this is just asking you guys to put that process and that formula in place yeah I just want to make that aware okay so I have a first do I have a second I will second oh no go ahead we'll take Mr balance don't call vote Mr balance gonna have his first official thank you Mrs mate hi this is Mason Mrs Anderson thank you hi hi chair of outside we'll continue with business item C resolution number eight slash 2022-23 authorizing the establishment of uh unrestricted General funding reserves how are we gonna hear so I'll give an update and then we'll see so uh the board a few months back and we've talked about this for a few years now was the idea of increasing our Reserve uh statutory
it's required for district our size to have a three percent reserve for uh unforeseen circumstances the what we're requesting based on the board's input was move that to a six percent Reserve which allows us for was very helpful when we have the Reserves when we get into any sort of recession or downturn in education so what we're asking here for is to provide the support for us to have that six percent Reserve did I do okay with that Miss Coronado I'm very happy to see that and I will say just as another note we've been dealing with like s p different rating agencies and this is one question they ask us every single time so this will also help us with our rating as we go out for any sort of bond sales and things
of that nature so it it's it's good because we're a district that's that three percent does it wouldn't go as far as you would think it would go so six percent would help it sure saved us when push came to shove and we never had a formal adopted resolution on this before so this is actually the formal acknowledgment for the board to do that before we've been very lucky and had some one-time reserves but this will would actually help us significantly going forward Miss Coronado did you um talk to or do you know if life districts have also the six percent or higher or are they maintaining a three percent do you have any idea it varies but some go up to ten percent with like schools with like school districts um three percent is
just two and a half weeks of operating costs so it doesn't get you very far so some have higher so it just varies between three and I think I saw one was 17. oh because that is a recommendation since 17. can we bring this back maybe in what no I mean like give it a couple years and maybe increase it if we one of the things we've we've been able to get through with it but I think this really will help us because it it codifies it for lack of a better word for for that process I would want us to do some analysis before we went too much higher because it could it you cannot spend it we'd have to come back with another resolution I'm sorry can you adjust it midstream through a
board resolution so this is for uh I can't think of the credit card it's totally it's unexpected what's the title at least it says for the three percent it's basically it's economic uncertainties yeah so it's big things it's not like oh we can't make payroll it's you know a boiler blew out and we want boilers but if you did have a boiler or something like that major new roof on a gym or mostly a recession where the state doesn't give us any funding and so we need to tap into that to keep operating thank you thank you do I have a motion to approve um business item C all motion thank you I'll second thank you so Mr Bruno and Mr ballen um Mr Mason hi hi Mr Bowen aye chair votes I and thank
goodness Lisa is still here because we'll just continue with business item being um the first interim report for fiscal year 22-23. nope okay so this is the first interim budget report it reports from July 1st through October 31st but does project through the rest of the year and June 30th the last time I was here it was during the 45-day budget update in August and so nothing's really changed significantly since that report but this still is a requirement so here I am we are am I doing that Okay so [Laughter] so again we're at the first interim financial report we finished last year finally in September I was here for the United actuals now we're going to look ahead to this current year um next would be in January would be the governor's budget proposal
for the following year and that's when we can maybe adjust some things this year but then also start our multi-year projection looking at Future years so the first thing I always share is how the enrollment's going and yay it's finally going up we haven't seen that in a very long time we have a demographer Who provided a report in March and then just recently came out with a revision to that report so these numbers are based on the March numbers and then when I come back in March for the second interim we'll revise these numbers a little bit um so we have us going up from 400 4085 last year to this year I projected 4218 but we're actually above that now 4300 and then next year I had 4 300 so hopefully we'll just
keep going higher in these numbers we'll grow at a more steeper rate so it's really exciting a reminder that each student is about ten thousand dollars so from a financial perspective that excites me the funded average daily attendance I want to remind you that the governor's budget included some relief for us so we didn't fall off that attendance cliff and we have the three year Rolling average that we are being funded on and so the cliff is just kind of um gradually going down and then it pops back up so the actual attendance for um for 223 is 4 000 is sorry 3912 is our current Ada but we're being funded on 4059 so it really is helping us with our um finances and then next year the actual Ada should be about 3990 but
we're being funded real close to that at 3992. and then in the 24 25 year 4179 that will be our actual Ada that's projected this graph is going up a little higher than enrollment because of Mr brassie's efforts with attendance I'm projecting that our attendance rate will go up a little bit which makes our Ada grow higher than our enrollment slightly so then I take those figures and the money that we're bringing in and then the money that we have in the budget to expend and I compare them to make sure that we will have a surplus each year so in 20 to 23 we have a big deficit and the reason for that is because of we're spending down our ending fund balance and we are I'm using one-time funds for one-time purchases for
example the board committed to million dollars for maintenance repairs so that's in the budget for that we bought a bus and some other one-time Monies so we really want to look at the out years when I don't have those one-time expenditures in the budget and next year in 23 24 we'll have a surplus of just 37 000 the new demographer report has the enrollment going up higher though and that would bring us about a little over a half a million dollars so that number might be more like six hundred thousand dollar Surplus hopefully 24 25 the Surplus is 1.7 million dollars the demographer has us going down that year so again it'll still be positive and then at 25 26 3.4 million dollars again this is projecting that the development's going to keep coming and
it's going to be bringing students in and that our Ada I mean our attendance rate keeps going up so our unassigned an appropriate and appropriated ending fund balance we will end 20 to 23 with about four little over four million dollars um the same with next year and then it starts ramping up 6 million and 9 million again that's because the students we are anticipating will come with the developments just to report on fund 20 and where we're at with the trust we have 445 hundred thousand dollars and fund 20 set aside that I could put in the trust and we have in the trust 1.3 million dollars unfortunately it is invested in the stock market and so it has come down a little bit since last time um our somebody asked last time what
our liability is our and this is the retirees and how much we'll have to pay for their medical benefits when they retire based on our negotiated contract and it's 5.2 million dollars so we don't just want to get to 5.2 million dollars we want to get higher than that because the goal is to use the money to the interest from the money to pay the obligation the board committed funds through resolution and so I gave you an estimate during that resolution so now I included the actual amounts the carryover was estimated to be 850 000 but it was actually about 530 000. there's none of that left meaning it's been put in the budget and given back to the sites to use we also carried over supplemental concentration Grant funds that's for our unduplicated at-risk
youth and the resolution estimate was 5.5 million dollars and the actual was 6.8 million dollars we have not spent any of that money yet I'm saving that money so that we can continue paying for the positions that were funded through pandemic relief funds they will not take us through all of next year and so I'll use some of these funds to finish out those salaries the personnel and then the the maintenance upgrades for two million dollars we have 1.7 million dollars of that left I know that our program management our Capital program management team wants to use 850 000 of that for the HVAC systems at Center High School I believe so that will bring that down by half so those are your board committed funds so looking ahead we are looking for the Governor's
budget proposal I will say there is some interesting um exciting things I'm looking for and that is the cola and he originally said it was going to be about five percent and the legislative analyst office has come back with I think it's about 8.3 percent and so we are looking for that 3.3 percent increase in Cola and I know that our our bargaining units would be happy to have that Cola too because generally we can pass that on to them we are looking at the attendance rate to make sure that it keeps coming up and enrollment to make sure that also keeps increasing we're watching our new construction um and making sure that there's a need for that and that we are using those dollars wisely we have our bond oversight committee that Mr ballen
was a part of and Mrs Kelly is now a part of who oversees that spending and then we're watching the economy will a recession happen What will inflation happen the cola is in response to inflation so if inflation comes down maybe the cola will come down so there's a lot to that we have that's unknown that we're looking ahead and making sure that we keep the district in good financial position and we can still treat our employees well and provide everything they need to do their job and the students need to learn because quick overview any questions about all that okay thank you was that shorter than Mr brassie's [Applause] yes that's important you would like that motion to approve uh this wonderful presentation and um business item D first intern report I'll move thank
you second thank you Mr Valley Mr Mason aye aye Jesse Valley Hi and uh chair votes I now will go to uh the student representative report destination um so since I've seen you guys last we've had a few things going on uh first we enjoyed our week off uh for Thanksgiving um we also had our Powder Puff game in which the Juniors and sophomores won and I happened to referee along with Malik who's in the green sweater right there referee [Laughter] um uh we're also looking forward to our two-week break for Christmas coming up and then uh currently we still have our winter sports going on uh boys and girls basketball boys and girls soccer and then wrestling um soccer gear like uh the the shirts you get um are on sale through Friday so
if you guys want to go out and support them make sure to get those soon um on the seventh we had our annual uh Ginger buddies uh competition in which one of our Math teachers Miss Robinson and one of our Juniors Madison won baseball and softball workouts are coming up get in touch with the coaches for those and then um this whole week we have our finals going on so good luck to all the students on their finals and then next month we don't really have much going on before the board meeting um but I'll update you guys then I wish everyone a Merry Christmas and Happy New Year thank you [Applause] thank you Mr Mason is trustee Anderson um well my my thought is and I don't know that this can actually be done
or not but somehow we need to figure out a way to make sure that people that are calling in during public comment are at least within our our district um identify them somehow I don't know how that could be done or if that could be done but it seems like people could cause a whole lot of trouble for the districts that don't even live here something to give some thought to and I would like to thank everyone for your well wishes and it's exciting to be here once again uh I love being a board member I love being involved with students and the community and um I would like to wish everybody a very happy holiday whatever they celebrate whether it's Christmas or Hanukkah or whatever other ones that are out there um you have
a good time keep your family close and safe be very very careful so many years we've lost students in the middle of Christmas and it's just not a good thing for families please be careful call somebody if you need a ride I would give you a ride call me just don't do that to your parents it's an awful thing other than that have a great time enjoy your holiday enjoy your break we'll see you in January um I want to start by saying I'm very honored to have been elected I you know I was previously appointed so this is my first time actually being elected it's quite touching I want to thank Howard and Nancy both for your support during the campaign waiting for the results it was quite stressful at times and I really
appreciate both of you it's stressful um I also want to report that I attended the csba California School Board Association conference down in San Diego recently a lot of really good information unfortunately I had to cut my attendance short because I came down with Cohen on the trip so that was not fun but um I really enjoyed the trip and the information and you know good company and um I I think you know like trustee Pope was saying about the student Senate we get some really neat ideas when we go to that and uh I look forward to seeing some continued progress other than that I'm just gonna say uh I'm pleased to be here and honored to be continuing to work with all of you so thank you uh thank you Mr President can
you be appointed um so I want I want to say that as I just took office this evening I really don't have much to report so I'd like to take this opportunity to introduce myself and Share My Views and goals of taking on this new role as governing board member there is one item that I can report on though as a newly elected board member on Tuesday December 6 in my capacity at the time of measure and Center Joint Unified School District citizen oversight Bond Committee Member and co-chair say that 10 times in a row I had the opportunity to be given a tour of the Rex Fortune elementary school that is being built that was spoken to earlier this evening I was very impressed with the progress that has been made I want to
commend District staff that are driving this project for their dedication transparency and communication and sending clear goals and objectives for completing this project on time and within budget the School site is beautiful and I look forward to its opening in the fall of 2023. next I'd like to as trustee Anderson and Bruno spoke to I'd like to thank those that helped me to achieve this board seat in the 2022 general election campaign and who overwhelmingly provided me with a show of confidence to fulfill this position I'm honored by the Trust In which this community has seemed fit to place in me and I intend to give my our entire Community a voice in their children's education I also owe a debt of deep gratitude to my family specifically my wife for putting up with all
the activities nuances and time necessary to run a successful campaign I would not be here without her so as I take up this office today my overwhelming emotions are humility and honor and I cannot describe the feelings of thankfulness to be a part of this body whose work is so very important I am an optimist by nature and My Views tend to be positive however today I have concerns which in part is which why I ran for a school board we are living in turbulent times and unfortunately this has affected our Educational Systems in the past my parents belong to a generation whose Credo was we want our children to be better off than us and parents today such as myself have said the same but we can no longer be sure that that will
be true of today's children my perspective is that the only way to ensure their Futures will be successful is through a quality education today as a result of recent economic turmoil poverty and home and homelessness is on the rise and unemployment has reached unprecedented levels this crisis has also again affected our education system institutions which have undermined the faith of many casting a suspicious eye and wondering whether everything that is done is necessarily done in the best interests of our children we must grasp the fact that there is little time for ideological debate we need to only worry about our students environment education and their futures this chamber here is where the interests of our students are defended and those that elected us look to us as The Advocates of these students I believe that
all that reside on this board are cognizant of this fact and that they are as committed as I in defending all interests of our District's children these students interests cannot be separated and where one child must lose so another can win the concept must be we all win or we all lose together this is the fundamental basis of a dedicated community it's made by this board means we must resolve disputes by means of dialogue and consensus basing our decisions on the principles of democracy and civility and never deferring to the interests of a few that place other than common good above all students best interests I will focus primarily on core education Safety and Security of the school district's students and will promote Common Sense measures so our children can learn to think for themselves
respect our laws our values and our freedoms my perspective is to be fair and partial and treat all students parents Guardians teachers staff and members of the community equally with dignity and respect so that opportunities are available to learn teach and work in a safe and secure environment by this District this District deserves board members who will be fair honest and open-minded and will serve the community with integrity compassion and candidness with these ideals I'm eager to begin to devote myself to this position and will welcome input at any time from parents teachers staff students this board and the community in closing and as I have campaigned on I want everyone to know I believe in keeping things basic and simple as it relates to educating our children new ideas can be amazing when it
comes to teaching students but new ideas conjured up from ideologies based on separation and exclusion of groups of those students is not equality and is not fair to all students I am all about equality as this should this board and the district be as well as the state but nothing should pigeonhole any of our students into any classes categories containers or groups regardless of what they look like where they come from or their religious beliefs my focus will always be to ensure all students receive equal fair and the very best education that this District can provide so let us all now prepare for the continuation of this District's 164th year of providing the highest quality education to children in this community so that for coming Generations Center School District will continue to hold out the
promise of graduating strong determined responsible courageous intelligent and open-minded students whose Futures will be bright lastly I'd like to wish everybody here a merry Christmas and a happy and safe holiday season and I look forward to starting 2023 as a member of this board planning for our children's future thank you [Applause] well said that's what I just said yes well said um I would like to congratulate Mrs Anderson and Mr Bruno for continuing with the board um it's been a great couple years with you and I'm excited to work again I'm Mr ballen um wow what a board report and um I can foresee this is going to be a great two years and I say two years because I'm up in 24. so um two years so congratulations on your election as well I'm

part of it and forwarding to the attorney general okay we'll work on language with that um and other than that we will not continue in closed session so we will adjourn oh suggested agenda items I did have something let's go back okay a suggested agenda items actually what I said is future advanced okay uh so uh I have two uh items I would uh like to suggest uh be considered for discussion at the next um school board meeting or at uh whatever future meeting this board would like to have the discussion I'd like to place on the agenda uh discussion pertaining to the disclaimer quoted verbally at the beginning of each meeting as well as written in both the agenda and meeting minutes as it pertains to the flag salute Pledge of Allegiance second item
I would like to place on the agenda for discussion is surrounds signage that is displayed on the board's table you mean correct on the board's table period okay which which sign I missed it I'm talking about any extra additional signs that are on the docket oh any extra okay signing yeah that's a good thought so we will work to get both of those actually those three items we had the three items back for our January meeting um and then just so I'm correct the two uh items uh trustee ballon you added discussion so you'd like to have the board have a discussion around those two items before any sort of and then you'd come up with any any outcomes or whatever from there as a group is that correct okay so not an action I
mean just a discussion um if we come to a conclusion we can make a minute no no so what I would recommend is have the discussion and then out of that discussion you could agendize for the next meeting some sort of action item I think that would be a good way good yep sounds good okay at this time we will adjourn at 7 30 yeah all right thank you guys
