011in um meetings with superintendent Gordon Dr bson and Dr ceri to ensure that Sacramento County Area Teachers associations um have a say in the safe reopening of sat County schools that they offer enough covid testing for their the staff of the Sacramento area schools and that the cohorts and whatnot that we're opening in the safest manner possible also um CTA president Toby Boyd has begun a campaign to have schools closed if counties are in the purple and also obviously if there's a stay-at-home order so that campaign is just begun and cuta is in support of this campaign that schools should not be open if we're in a stay-at-home order additionally um cuta will support the bond Revenue limit um that was voted on by the school board last month so I'm signing off on that

012today thank you thank you Vanessa any questions for Miss Mason thank you Vanessa I appreciate it and now we'll hear from CSA president miss Marie Huggins hi welcome everybody I wanted to welcome back uh Mrs Pope and welcome Dr Lee um congratulations on your election and looks like very soon we may have a full board again awesome going into the new year so we want to welcome you and uh thank you for your diligence and your um dedication to Center and we appreciate that thank I did want to say that in regards to some of what Vanessa talked about um about the reopening safely for our schools I talked with one of our bilingual uh instructional specialists regarding um how she's dealing with the remote learning and the um online and she said that she

013is so impressed with the uh resources and opportunities available online for the students that if the students can get logged in there is so much there that they can learn and um have the ability to succeed and so she was just she's been with the district for years she's been through many changes with the district and she was just very um excited about the opportunities that that are available even during this time of pandemic when the kids can't be in the classroom there are so many opportunities to be able to still teach them and um have them have a good educational experience and so I just wanted um to acknowledge that even though this is different um the distance is not doesn't have to be a bad thing and we're also very interested in the

014safety of our students as well as our staff thank you thank you Miss Marie do you have any questions for Miss Huggins I hear no questions Miss I I actually I have a question um Miss Huggins um could you share um with us the position of csca about school reopenings I heard you mention a lot about the distance learning and shared the example about the you know um the teach well but what is the actual position of of CCA on that CA has an agreement with the district in regards to reopening and it has to do with everything with safety for our students and our employees that if we're in a shutdown if we're in um a Zone where we should not be in person then we want to definitely follow the guidelines that the

015um that are given to Us by the district and by the um State of California and so we firmly agree with following the CDC guidelines and the health guidelines for reopening safely thank you thank you any other questions from Miss Marie thank you Miss hugin I appreciate your time I do want to make a clarification I'm using one computer for the zoom I have my second computer where I have my documentation and then I have my notepad so if you see me toggling back and forth I'm sorry if busy but we have technical difficulties so so um that's what I'm doing so I apologize so the next item um would be the up committee updates and we'll hear from Mr dies the facilities update please all right good evening everybody um I'd like to just

016review review with you the three projects that we have going on right now and I'll start with the k um full day kindergarten project so um what we're working on right now is trying to complete the concrete work the Ada accessibility work that we're doing um from the parking lot back to where the buildings are um being built so um we do have the forms all in for the concrete the funny thing about concrete right now um and it's Murphy's Law there's a shortage of concrete so you have to get in line for concrete and the line is about 2 to 3 days late or 2 to three days long and we were in line and then it rained so then we had to get back in line so we're still waiting for concrete you

017know so what can go wrong often will go wrong but um we will get P it and we'll still meet our deadline um for December 31st to be completed with all of our concrete between the parking lot and the building so that when and if staff and students come back there will not be anything in their way to bother them or trip over so that's the concrete um the other thing we've been working on is infill dirt so we need to bring some dirt in where we're going to be placing those buildings and the good news is we found dirt we got it certified because you can't bring any dirt onto school campus it's got to be certified by dtsc that it's clean so we spent um I don't know $3,500 getting it certified and

018then just before we were going to get it delivered it rained yeah so then it was too wet to be delivered so we're hoping that in the in the next few days it'll dry out enough because we have to get that dirt in before we can start building the foundation to set the buildings on so um we're hoping that um we won't get rain delayed until March or April because that'll really mess up our schedule but um you know so we're hoping for a few windy windy dry days um to dry out that soil so we can get it on here and and get it comp acted um and then the last thing we're working on is we have to um for all of the Ada improvements that we're doing with the concrete there's also

019a new lighting requirement so we have to make sure that we light our path of travel from the parking lot out to the where the buildings are being put so we have four light poles that are going in and then we're adding um some wall packs on the sides of buildings to light that path of travel to make sure our little ones don't trip on the way out there if they're out there at night um and our vandals we don't want them to trip either so that's what's going on with um full day kindergarten right now um we did um yeah that's it for kindergarten so with our Career Technical Ed programs um are in the midst the architect's in the midst right now of making some changes um to the final schematic designs that

020you guys are going to see um hopefully at our January meeting um if they don't get pushed back even further um but hopefully in January they will come and show you the completed schematic designs so you can see where the buildings are and what's going inside of the buildings um so we're making um those changes for that in the um commercial and residential construction program a couple of things that we're adding um because of the teacher and the program that they're doing is they needed a a larger rollup door um so that the teacher could actually build a structure inside of the classroom and then be able to roll it out outside of the classroom and so they don't have to take it apart so we've increased the size of the door he also thought

021that we would need a bigger covered area outside so we increased the size of the covered area um and then because of the flexibility inside of the building with rolling most of the equipment around we're actually reducing the size of the the um dust collection system you know wherever you have sawdust you have to have a a a vacuum system that sucks it up and kind of takes it outside so we're making those changes in in residential and Commercial and construction for our information technology rooms um basically we're not we're not doing too much there because we're hoping for Just Two Wide Open Spaces one for the Pro programming aspect and one for the project piece so basically what they're going to do in that program is they're going to build they're going to program

022apps like you would have on your phone and then they're going to make them really cool in the project room by adding video photos animation um you know and Hands-On Hands-On type stuff um in that project room so we're designing those spaces so that they are pretty much boxes with flexible Furniture flexible technology flexible power um and then some teaching walls where they can um you know have TVs and whiteboards and stuff for instruction so we're finalizing those and then the next step is moving into the design development and that's where you start putting in you know the electrical the mechanical the hbac goes in the water goes in um the underground goes in all that stuff so that's next on the radar for our CTE program and um that's all I've got on that

023one for the new School site um last week I met on the new School site with our civil engineer and um the Roseville Parks and Recreation Department and what we were looking at is the grading of the of the two properties so that we'll be able to utilize both through joint use down the road um with them we also talked about um they call it Adventure Club like we have CDC and we have Sunrise parks and rack so we're trying to design a way for them to have um daycare on campus because we have them at our other sites um we also interviewed two modular companies uh we're going to all of the classrooms are going to be modular similar to the way we did it at North Country and and so we're trying to

024get a modular company on board so that we when we move from schematic design into um design development we'll have that company can kind of help us with how do we place stuff what kind of concrete do we want where do we want the utilities in the hbac so since they're building those units offsite and we'll bring them in in pieces it's good to um have them on board dur during during our second phase of design so we're getting ready to move along with them and we're finalizing our schematic design for that one as well so making a lot of progress jumping through a lot of Hoops going over some hurdles and we're in pretty good shape is there any questions for Mr dies I see no questions thank you very much Mr dies I

025appreciate so that will take us to comments from the audience regarding items not on the agenda Miss Carol can you read the comments that we have received please uh I had just received this one and I think it actually goes along with Craig's uh report it's from Vanessa says CTE buildings I hope that while the building plans are being considered for future construction that the staff who will be teaching in those buildings will be consulted as to what needs to be in the building bus and in the designs to best suit the needs of the programs and that's all I have thank you thank you Carol Miss Pope can I interrupt for one minute just to affirm to answer that real quick is the staff that's currently involved with those programs has been involved with

026the from the get-go from actually getting the grants and we we owe them a a a true uh sense of gratitude they helped along the way put those grants together and have been involved with this whole process with Mr Jordan and uh Mr dies as they've worked with through this so rest assured they are they are involved thank you for clarification Mr Lair board and superintendence Report uh let's go with Mr Bruno do you have a board report today I just want welcome to Dr Lee and welcome back to miss Pope uh congratulations to both of you and um I I started putting together a list of people to thank for all their hard work but it got to be kind of overwhelming this district is really amazing with the the people and staff and

027everyone that I've interacted with from the superintendent the the School site uh employees everyone has just been wonderful so thank you all for your hard work um you know as we're closing out the year I'd like to just stop and appre appreciate everything that everyone has done and the staff of this district has been absolutely wonderful so thank you everyone thank you Mr Bruno a board report today Miss Kelly Dr Lee do you have a board report we can Kelly are you sure yeah we can now how about now yes we can that's weird I it would not let me unmute it sorry apologies um and and I couldn't hear who's made you would called because it cut up okay um yes I have board report so first of all I want to Echo uh

028Mr Bruno's comments H congratulations to Dr Lee and to Del r on your uh superb election results and um welcome and welcome back and um I wanted to talk about the annual csba conference that I attended which was interesting it was virtual so it was a completely different experience from past conferences but there was still a lot of good uh content and uh it was it was really a great experience there was one session in particular I thought I would share a little bit about and it's a great cross-section with what I do on my day job with public health um it was about systemic racism in the schools and um it was extremely interesting um apparently the California Department of Education has implemented a mandated program whereby they have identified currently they've identified 40

029some odd counties or um school districts but um the trigger for identifying these districts um is that they have a three to one risk factor for um disproportionate outcomes negative outcomes so meaning um there's a three times likelier chance that say a person of color would be suspended or would not graduate or any be identified as um emotionally disturbed so it's it's it's interesting um and it's long long overdue and the three to1 risk factor to me just seems like really high uh like it shouldn't be any difference whatsoever um but the fact that they have to cut it off at 3 to one tells me that it's it's definitely a a plague it's a plague upon a plague um when when a district is identified as being a high risk they are mandated to

030go through a risk mitigation program starts out with um an assessment and um that assessment or it's actually it's a um let's see what is it called root a root cause analysis sorry like um the root cause analysis will identify things like um implicit bias um whether or not what the expectations are for various populations of students so if you're you know you've heard it if you expect the best out of people you get the best and if you expect the worst you're probably going to get the worst it's it's that sort of a a concept um so there's a lot of um identifying factors that they come to with the root cause analysis and then they look at the data the data is not first the data is really more just um you know

031kind of a metric and how to measure um and of course the idea with this whole thing from my perspective is that we not ever get on that list and that we um do some risk mitigation before that ever happens look at our numbers see if you know if we are at risk of falling into that category so I look forward to that with uh Mr Le superintendent Le and um and then um I also have the access to all of the training materials from the remaining sessions so if anyone is interested can provide a list of all the different sessions and if you would like the materials I'll be happy to send them to you uh that goes for staff and board and superintendent everyone um and then I wanted to talk about the

032uh current deaths which I know we are all just probably pretty stunned at the the numbers nationally and saddened by that um really frightened and worried about the ICU capacities Across the Nation and in our County the counties sorry uh and I'm just imploring you to please be safe through the holiday season so that you'll be able to spend your holidays with all of your loved ones next year um we're in the F we're in the until the vaccine is disseminated so we cannot take our eye off the prize um we got to keep keep stay the course um and then have a peaceful holiday and a Happy New Year and um look forward to meeting with you again when 2020 is in the rear view mirror thank you Kelly do you have a board

033report tonight yes um thank you I just want to uh thank everyone uh for the warm welcome you know here um to the board and you know to getting me onboarded and getting me registered for csba trainings and uh all of the uh things that have been going on uh behind the scenes um I've just been just thrilled to uh be able to serve in this role um for those of you who don't know my background is in education um I have a background as a national board certified English teacher and a national board certified uh social studies teacher uh I was uh instrumental in implementing Civic selectives in um East Los Angeles Public middle schools uh in the 90s and so uh and always uh very involved with teacher training U teacher professional development

034uh and teacher education uh even as I moved out of service in K through 12 and into higher education where I uh trained teacher Educators uh and teachers and those who were candidates for teaching and so it's something I'm very passionate about um and something that I'm very very happy to be able to serve um here with everyone um elections have been interesting this year uh I I've never quite seen anything uh like like the elections and and how the numbers rolled in and rolled all over um and so it was just amazing and I'm just so thankful and it's funny and kind of ironic because I've always told my students you know one vote can make a difference um and in this you know instance it was a matter of a few votes um

035you know that really just opened up a door um for you know even um more opportunities for diverse uh collaboration in our community and so I'm really excited to look at that and I thank um uh Miss Kelly for sharing the information about the systemic uh racism in schools and the and the metrics that are being used to track that um I think it's something that you know we do well to look at um in our district where we serve so many diverse students um and they have such great needs and and as um Miss Kelly mentioned during this pandemic and after they're going to have even greater social emotional needs and uh not just our students but our staff and our uh certificated and classified staff are all going to need uh support in

036in those areas um and so I'm just excited to get to work and uh thrilled to be working alongside so many passionate individuals here thank you Dr Lee I appreciate it Mr L do you have a report today I do and I'll just Echo again just welcome to Dr Lee and welcome back to uh Miss Pope um I also want to take an opportunity just to thank Mr dies for uh all the juggling I've been teasing him I said I think we're we've all been on zooms but that guy's been on more zooms than anyone I've ever seen in my life every time I go in there so I just want to acknowledge The Balancing Act that he has been doing uh with these multiple projects because they seem like those uh impacts that he

037talked about all happen at the same time and they cause a lot of stress and he takes it with such Grace and figures out the best way to get through it and to benefit the students in in our in our district um and then secondly to that I just want to appreciate all the staff this has been such a trying time unique time stressful time not just on the um work front but on the home front and I think we've all done a a really uh positive job of trying to balance that and provide our community and our students the best best we possibly can which is something that we're try to be all about so I I just want to give the the shout out or the thanks to staff for that and then

038finally before uh that I just want to say one thing to Mr Eugene Graham who's running our technological services for us right now um the call where I was on we were waiting again we apologize it was my fault I started the zoom meeting too early and messed up all these codes we tried to put them in but he calmly is at his home and I could hear his home office being torn up as he's trying to figure out a way to make it most convenient for us so to me that's a Testament of the Center Unified way in the Center Unified employee we're going to do everything we can to make it work I think he might have unplugged his wife's cable um I Heard a little screen back there so anyway thank you

039Eugene for doing that and then finally happy holidays I hope everyone takes the time to enjoy family and and friends in the way that we can in today's environment um and I think Kelly you put it this way as I'm ready for 2020 to go away usually not one to rush time but I'm I'm ready to put 2020 behind uh I think there's a little light at the end of the tunnel that we kind of been seeing and hopefully through more steps we'll get there but I still think we have a a a a road to go so I don't want to uh I think to take our foot off the pedal at this point um so anyway with that happy New Year happy holidays to everyone and and thank you all for doing what

040you do to make this place even better as well so thank you Miss Pope thank you Mr Lair I also would like to say thank you to everybody um and the support of on the election that that is really overwhelming and and thank you to everybody um I would like to thank my family for their support and my good friends Cindy Campbell and Angel Hughes they are amazing friends they help me out a lot so thank you for for your support and your friendship because I did make notes for my board report so excuse me for not looking at the screen I first would like to say thank you to Mr Lair for providing the board update report on the sites and different departments this is one way for us to um stay up to

041date on information regarding our district I notice staff took recommendation from the board and the community and are incorporating socialization activities within within our sites for instance Mullen yes Mullen High School continues to provide recognition and incentives for students who attend and Achieve honor students receive certificates and rewards they o give weekly rewards for student for a student who has demonstrated excellent and improved attendance which is a huge thing at Center high school counselors are reaching out to families of students who are struggling academically during distance learning to provide support to help them to keep on track for graduation they are also focusing on mental health of students and staff by parenting with Studio te act and entertainment to provide access to a virtual library of motivational dance exercise and other videos and mental health

042as we all know at this time is is a strong factor for our students Riley's PTA is working on a virtual um honoral breakfast in January this is one of my favorite events within the district I've attended every event maybe two that that I had to miss out on it is overwhelming the students that re re receive 2 3.2 five GPA on the first trimester so that's amazing and they will continue to give awards for perfect um engagement Spirit day and Box Tops This is a good way that they earn money for their um PTA Librarians at dou dud Dudley Elementary and Oak Hill created a system for students to check out books online through their website or online um I'm wondering if Center High School does that as well I know they have a

043whole host of new books and I was wondering if they had access to check online or at their website as well that would be a good opportunity for our high school students North country's librarian has incorporated a virtual story time for TK through 6 and I think that's amazing Spinelli Elementary has a virtual tiger day where students receive rewards awards for students of the month student of the month achievement ex exceptional work completion and exception exceptional participation so these are just some of the ways that our district is working hard to engage our students during distance learning um I think everybody is doing a great success and I thank one in all this is just good stuff that our district is doing one of my favorite things um to do as a board member is

044read the sipsa reports and I know it sounds funny but I do I read each and every one and I do a comparison from the prior year to current year year and I see how the go the goals have progressed and I see the changes that they've made for the goal and I and I've seen this with this new format it's easy to read easy to follow and I I've seen comparisons so um that is something I I want to say thank you and taking the time to fill it out because um it's very important to me to read other than that I would like to welcome again Dr Lee um you're going to be a great asset to our team happy holidays be safe everybody and we'll see you in 2021 so we will

045continue now with the consent agenda will I have uh the consent consent agenda uh removing items number 22 and 24 do I have a motion to approve so moved thank you do I have a second I'll second thank you Steve um do I let's do roll call vote Mr Bruno hi Miss Kelly hi Dr Lee I and chair votes I Miss Kelly do you want to speak briefly on item 22 Miss Pope could I interrupt very quickly before we get to 22 and 24 that Miss Kelly I just wanted to point out two factors that uh what you guys just to approve that are another kind of feather in our cap uh item number nine is anou that you just approved with honors pathway at to micro college program I just want to give uh

046uh kudos to Miss Kelly when before she went off the board last time she introduced us to this group of nonprofit organization the the the program they were offering didn't meet with our needs at that time but about six months ago they circled back with a new opportunity which allows some of our students to get extra support to go go on to college so I want to acknowledge that we have another opportunity that we're um uniquely involved with in this region partnering with uh this organization and uh William Jessup where kids will get an opportunity to to be successful and have support as a transition where kids who might not have regularly had an opportunity to go to college um in the second one I just wanted to point out is actually for 19 through

04721 I just want to give a a a huge shout out to Mr D and the three things you just approved were three grants for the Sacramento Metro air quality board um and he told me I could not say this yet because he's not done reducing the money we budgeted about $300 $300,000 for uh converting most of our buses to electric buses and he said okay we'll do that well it came back that we're going to have to invest about $50,000 but the return on that will be eight new electric B the infrastructure which totals over $3 million I'm G say that one more time over $3 million in costs that we're getting for 50,000 that is probably the best return on money uh that I've ever seen and Mr dieson did share with me

048he's going to get it even lower so uh pressure's on Mr Jon but I just want to point out those are pretty remarkable things that we've been working on that are coming to an end um that I think is important for for us to share out so that's all I needed thank you thank you and thank you Mr dies we appreciate all your hard work with the electric buses what a cost savings that is thank you Mr lar for sure um Miss K did you want to have a discussion item 22 yes and uh for the interest in the interest of bringing it to the floor let me move to approve item number 22 and item can we can we do them together as a group or do we have to do them SE it's

049up to you if you want to it's up to you items number 22 and 24 move to approve and if we get a second then we can have discussion all right so um I just wanted to do like what Scott is doing here pulling special attention to a couple of items and so I was hoping that Miss Coronado and Mr dies could just give a brief um discussion on what these two items are so um for item number 22 that is Craig and that is the perfect segue from what Scott was just saying so please could you explain to us uh exactly what our um uh Arrangement is with capital program management CPM okay so let me why we're continuing this let me take you back into his a little bit um in 2013 um

050prop 39 was passed and prop 39 was a energy um Savings Program to um give schools money to incorporate M um Energy savings into their schools so in 2013 we got approved um for this money savings and we basically got over four years we got just over a million dollars um we utilized um the CCC California Conservation Corp and they provided all of the labor for install for free um so that was another money savings but we received over a million doar from the California energy commission through the prop 39 Bill and um CPM ran that program for us so we entered into a contract with them for $130,000 for program management that was actually paid out of the proceeds and um during that program we um replaced replaced HVAC units um we we put

051in a lot of programmable ther stats that we're we're still trying to complete the district um with programmable thermostats and then we converted the entire District um except for maybe one or two giant CFL 12T bulbs um to LED so our inside and our exterior lights are 100% LED through this program so what CPM did for us is they helped us through all of the the the um going out the bid and the management of the payments and all that and then at the end of the program so in 2018 we spent our last dollars but there are still accounting expectations we need to do annual reports showing our Energy savings and and cost savings versus our payments that we received and CPM is still doing those reports for us so basically we're taking their

052contract that we entered into with them around 2015 and we're just extending the time um out until it's not a cost extension it's just a Time extension it's just a Time extension and it extends it actually extends their rates out for two years and their time out for one so we may come back for one more extension of time um but it shows that they're also not going to raise our rate so it's a it's a screaming deal as you always get Mr Deon all right and then number 24 Lisa I was just curious um what wonderful things we're going to get with the use of forecast 5 analytics it's a fairly decent investment and so I think it's important for everyone to know um exactly what we're going to be getting for that or

053at least a rough idea yeah absolutely before I explain what it is I want to um mention that it's a two and a half year package and we're using the learning loss mitigation funds so the co funds to pay for the cost of this program uh These funds have to be expended by December 30th just in a couple weeks and so this was a way that we thought we can use the money that is appropriate um it's an allowable expense the we used this program actually last year we we uh went into an agreement for six months just to check it out and unfortunately we started in January and in March we closed down and our Focus changed and so we couldn't play with it too much but what we saw we really liked um

054and we would have maybe brought it to the board to pay on our own uh with general fund money but we thought there would be budget cuts from the state and so we just couldn't rationalize paying for it so we were really excited when we had this learning loss mitigation funds come through that that we can use and the first feature that ties directly into covid is and and distance learning is a distance learning engagement feature this program and it's not just software it's people behind the software that build for us um this program will determine which students are online and engaged in e-learning which assignments have been completed um we can compare classes and grades and teachers and subgroups of students they take the information from our student Information Systems from um grade books

055from State data that we that districts have to provide from demographics in the community and use all this information to create different um reports for us to use to better analyze uh what's going on with students in our schools when you talked about risk mitigation for atrisk students this ties right into what you were wanting to be able to track students and student data in their um engagement it also tracks testing oh go ahead nope I just said great okay it also tracks testing and achievement results it te uh tracks financial data so it helps with budget development the um lcap expenditure tracking um multi-year projections cash flow flows and all the districts that participate in this um software which is Twin River San Juan um they put their information in the system and so

056I can compare our data to theirs so if I want to look and and see how much we're spending on textbooks per pupil I can pull my data and then look at how much Twin Rivers spends per pupil and how much San Juan spends per pupil and just get an idea of where we fall um in comparison to other districts we can look at Personnel data so we can look at Staffing ratios FTE Trends um and then we can look at enrollment projections they take information from the community and birth rates to determine how many kindergarteners we think we're going to get in the next three years so it's really exciting and then it puts it in these great beautiful graphs and reports that I will be presenting to the board in the future so

057we'll be using in a lot of different ways thank you thank you Lisa is there any other discussion are you ready for a vote okay um let's do a roll call vote Mr Bruno hi M Kelly hi Dr Lee I'm gonna abstain on this one okay chair votes uh I okay we're going to go straight to business item a annual organizational meeting for governing board at this time we will elect board officers traditionally rotation of officers is the clerk moves to president the board rep moves to Clerk and the current president moves to board a board member since we have a new board we can discuss the rotation of the board at another time but I just wanted to inform you how this has been done in the past at this time do I have

058a motion for seat for board president yes I uh moveed to nominate Del Pope as president for the upcoming calendar year I thank you Miss Kelly but I'm going to decline your motion and I will explain that even though we do have three new board members Miss had been on the board prior a few years ago and doing so she was skipped on rotation that was one of the reason why I explained the rotation so to respect to Miss Kelly I would nominate Kelly Kelly as board president for the upcoming upcoming year do I have a second I second thank you Dr Lee is it let's do a roll call vote Steve Bruno I will vote I okay Miss Kelly I Dr Lee thank you I chair votes I at this time I do have

059a motion for the clerk of the board and I would nominate Mr Bruno do I have another motion or do I have a second I second let's do a roll call vote Mr Bruno I will abstain okay Miss Kelly hi Dr Lee I chair votes I at this time we need to vote for board representative for the California School Board Association do I have a nomination no no I mean if I would to be running as a delegate to the board I think that that's kind of a natural all already be a a representative to cfba so we won't really need an official one right that's positive thinking so you want to eliminate this position and this is actually it this is actually for scoey this is a Sacramento County did I did I say

060it oh sorry oh yes I'm sorry I did say the SC the school representative so I would love the pleasure or honor of either Dr Dr Lee or Miss Pope joining me for some of the different I think it's quarterly we have different meetings so if either of you you know Mr Bruno or uh Miss Kelly you'd want to nominate one of them I I would love to have them join me absolutely I I if one of you would Express an interest I will be glad to okay I nominate Dr Lee as the representative to Sky I will second that call vote Miss Mr Bruno I I will vote I Miss Kelly hi Dr Lee I shair votes I thank you everybody so I have a question I have a question about that does that

061prevent the rest of us from coming to the SK meetings because I love the SK meetings yes never absolutely not I just said that because I wanted a partner in crime so now I've got a partner in crime we're going to rope the rest of you in it's it's a great experience when we can get back to it so absolutely they have great speakers we got to listen to um mayor the mayor uh at one of the meetings and he was really good yeah he was he was very good okay at this time we have to establish a time and a place for regular board meeting traditionally c a Joint Unified School Board regular meetings are held the third Wednesday of every month at 6 pm at the ri board meeting is there any anyone

062that opposes to this time schedule I just want to can we confirm that there will be an accommodation uh for the duration of this uh pandemic for us to meet virtually especially given the surge yes I believe that the consensus with the board prior to arriving is all meetings will be virtual until this is calmed down thank you and we would also as long as so I guess the question is I'm sorry I guess the question is should that be part of the um part of the um motion you could make it part of the motion U I think as long as it's the will of the board we we would do that um I think going forward we will certainly uh do this as long as it's allowable um you know to do virtually

063where uh the in person which there's a Governor's uh special order to allow for this so as long as that's in you guys can make that in your motion that says we continuing until such time that something changes or the board decides we would go that way the other thing I'd like to add into the motion is for board members to try and keep the first Wednesday of each month kind of in the background as a tentative placeholder because there are some things especially with um construction things coming up that we might need to hold special meetings and I'd try to schedule them on those those nights if we need to so it' be the third Wednesday but then the first Wednesday as a backup if if that's okay with the caveat that we will

064run all of them virtual until such time that we can get back in person is there a motion okay so yes so I move that we the board holds the regular board monthly board meetings on the third Wednesday of each month with the contingency that we will continue to have alternative meetings uh through Zoom or other socially distance M uh methods uh throughout the pandemic and that the first Wednesday of every month will be held as a potential second meeting as needed sorry Carol that was very long do we have a second I'll go ahead and second that roll call vote Mr Bruno hi Miss Cali I Dr Lee I and chair votes I at this time Kelly if you wish to take over the meeting it's up to you since you are President oh

065uh we can wait until the next meeting if you'd like I mean we did talk about this didn't we but I wasn't expecting it um goodness sure so are we still uh are we finished with the organizational meeting at this point let me see sorry guys yeah so we're we're just finishing item business item a we're getting ready to do a recess so we can uh adjourn the or we can open up the meeting for the Finance Corporation to elect those officers and approve those minutes well gee I wanted to be president and now I can't even manage to find my spot on the agenda so um I move uh theal meeting is is adjourned and uh we will now convene the uh I'm just sorry I don't have the agenda up in front of

066me here we go comments agenda okay the organizational meeting is now adjourned and we will uh we're notjing Kelly we're recessing uh recess the uh organizational meeting sorry um and we will uh no we need to adjourn the organizational meeting right and then reset for the um for the other meetings right CG Finance Corp correct correct yeah correct yeah so right now we've we finished item a we're uh moving into taking a a recess from the regular meeting to go ahead and uh open up the organizational meeting for the board of directors for the center Joint Unified School Districts financing Corp so once that's open now what I would I would suggest is the agenda would be to First approve the minutes from last year there's been no action taken by this group uh the

067board historically will just approve those minutes and then historically has selected the officers for the current Center Joint Unified School District board to be the same within the finance courp okay and I do have a question in regards to the minutes from last year since three of the four of us were not present last year's meeting present if we all abstain will the meeting notes still be passed we have actually confirmed if if if Miss Pope uh makes the motion because she was an attendance and the rest of you are just certifying that those would be the minutes that we archive you're not certifying that you uh do them you're just certifying that those minutes are what would be in record for and and I also being present at both could certify for you guys

068that those were the actions that were taken that night otherwise we would never approve those be able to approve it so we did confirm that that that is the appropriate action Even though three of you weren't there okay and and I apologize you know what I'm going to turn the meeting back over to Del re because I do not have a hard copy of the agenda and it's just too difficult to try and jump back and forth between what's supposed to happen in the um Finance meeting and the regular part of the agenda so if I could just turn that back over to Del re that would be great sorry no you're fine that's fine I wasn't expecting that shocking off so at this time we will recess the general meeting we will will now

069open the financial organiz organizational meeting and we will call to order at 7:18 at this time we'll approve the prior minutes dated Monday December 18th I will motion for that because I was the only one present at the time do we have a second I will second second thank you and we can do a vote so I'll call for a roll call vote let's go with Mr Bruno first I Miss Kelly abstain Dr Lee I and chair votes I will appoint officers for the financial financing Corporation traditionally the financing Corporation will be the same elected uh vot uh officers as we just elected from the center Joint Unified School governing board I will motion to have Miss Kelly as president and Mr Bruno as board clerk is there a second motion second roll call vote

070Mr Bruno I Elly I Dr Lee I chair votes I other business for the financing Corporation is there any other business there is no business thank you Miss Carol is there public comment no there is not okay we will adjourn the financing Corporation meeting at 7:19 we are now going to return to the general meeting at 719 and we're going to continue with the business Item B annual and fiveyear developer fee report for fiscal year 2019 and 2020 and resolution number D21 and do I have a motion to bring it to the floor go moved do I have a second second I'll second okay Dr Lee got the second and we'll do a public comment from or excuse me I'm sorry presentation from Miss cornado thank you so the the annual and five-year developer fee

071report has to take place annually and every five years um I do the fiveyear part annually just because uh I keep it one report and um the different parts are each year I have to report on the revenues and expenditures from the capital facilities fund and every five years I have to uh put out a projection for what projects we think we will fund with the capital facilities fund and so I think it's good to include that those projects especially with so much development going on um in an annual report so this report includes uh what's required and hopefully you have a chance want to check it out do you have any questions about the projects in the report questions okay no questions from the board Carol is there any public comment no okay we'll

072do a roll call vote Mr Bruno hi KY hi Dr Lee hi chair votes I we will continue with business item C lcf F budget overview for parents do I have a motion to bring it to the floor all motion thank you second thank you Miss Kelly um Miss gado you're back at it I know I'm here for a while sorry guys I'm the budget overview for parents is typically included in the l cap which we adopt in June with the budget but because that was pushed out due to the pandemic they um created a different form a learning continuity an attendance plan instead of the typical lcap which was presented in September and they broke this budget overview part off and required us to submit it with first interim so it's just a a

073couple Pages it shows a breakdown of our funding sources how much is from State how much is uh local money um Federal and um that's it and it it wants us to point out the total budgeted expenditures in the learning continuity plan which is about $10 million and how much of that money is spent on high needs students which is about $7 million we will receive a little over $7 million for those High need students in supplemental concentration money um and so I had to explain why we aren't spending amount of the supplemental concentration money on the high needs kids which is what they're it's earmarked for and the reason is because we are using um The Learning mitigation funds learning loss mitigation funds to fund a lot of the the projects and a lot

074of the materials that we would normally use the supplemental concentration money for so we're saving this this uh this pot of money from the state using the federal money and then the state money will carry over to next year and we'll use that on the high need students in the future so we get to save money and that is the synopsis of that is there any board comments or discussion I hear none Carol do we have any public comments no we do not okay thank you Carol let's do a roll call vote Mr Bruno I Miss Kelly hi Dr Lee hi chair votes I we will continue to business item D first interim report for fiscal year 2020 20 and 2021 do I have a motion to bring it to the floor I will motion

075to bring it to the floor do we have a second I'll second second thank you Mr Bruno uh Miss corado hi so I'm going to try to share my screen let's see if this actually [Music] works is it shared yes working wooo okay this first interim report is just a a update to our budget and any changes that have taken place since I last reported um in August whoa that goes fast sorry distri District enrollment on census day so census day we sometimes call it seabeds is in October and this number is what we are used to get funded on like Lottery money mandated cost money and just it gives a snapshot of where we're at at one point in time in our districts you can see in 1920 on census day we had 4,258

076students and this year on census day we had 4,150 students so that is down 108 students from last year that is obviously a concern um I broke it down by schools Dudley is down 44 students spanelli's up four possibly from the new homes North Country is down 40 students oakill is down 15 students Wilson C rils is down 50 in Center High School is has increased students by 25 and Mullen High has nine um additional students compared to last year um so we are watching this number closely uh I had to project in this year and two out years which I do for finances and for Ada and for enrollment and I'm hoping the students come back and prior projections I would have G um increase this number because of the housing coming in but

077I'm fearful to increase it because I just don't know uh that we will get 18 188 students back I'm sorry 108 um Mr Lair has talked to other superintendant and he said that districts in the area are down everywhere so we're not quite sure where the students are going if they're being homeschooled um or you know out of state Charter Schools I don't know how how that would work so we have we're not sure and we hope to see them back do you want to add anything to that Mr leir do you have any questions about that part no thank you you covered what I would have added right so District only funded Ada we um there's a law that we will receive the same Ada that funding for Ada that we received last year

078initially we thought that this was um not a benefit to our district because we've been growing in enrollment but as you can see since we're down I'm actually now thankful that we get to keep last year's Ada funding so it was 4,17 um students you know 0.53 and we get to keep that funding for this year and I projected that we will just keep that for next year again not knowing how enrollment will shake out and then I increase it for the out years based on the development coming in you'll see this big jump which is um which seems odd and the reason is because we were fun fed in for prior years you can either be funded for the current year or the prior year whichever is higher and in 2018 we were funded

079for 2017 because that was a higher year on that slide you can see and so we are funded for that on 201819 um in 1920 we actually went up compared to 1819 and so then we switched to current year funding um it is a little complicated so if you ever want more information about that I can share that with you total unrestricted Revenue projected so this was our multi-year projection the light green bar is what I projected at budget time and the darker green bar is what I'm projecting now at first interim for 2021 this current year and next year and the year after that and the revenue really doesn't change significantly um from one year to the next it's it's based on you state calculator that they give me and I plug in how

080much Ada that we should receive and that's how we determine how much we'll get the unrestricted expenditures and contribution projected from revised budget versus uh this first interim report the expenditures um I I um calculated would go up this year and that is a result of mostly an rate project that I did not put in the revised budget and that was a little over $300,000 luckily we are getting or have gotten 80% reimbursed for that but that's on the revenue side you would we don't Abate that here and then in out years uh we are going to um have lesser expenditures compared to the budget and the reason for that is due to um Staffing changes in attrition I don't calculate Staffing changes in the budget just because I don't know who's going to retire

081and I don't know uh where the people who are hired are going to fall in the salary scale I don't know what kind of savings we're going to um achieve through the retirements so I don't calculate them until we actually have known figures so that's the savings mostly through attrition unrestricted Revenue versus expenditure and contributions so in um 1920 just looking at the the price year we took in about $230,000 more dollars than we spent which is great news this year we will take in projected $1.8 million more and you'll see where that savings comes from in a later slide and then in the next year's um out we should um have a excess of $300,000 and uh deficit spending the the final year 2223 of $774,000 now at budget time I thought that we

082would be deficit spending that year um by $1.2 million so we've actually saved um through through um lesser expenditures or increased Revenue about $450,000 so our ending fund balance what we'll have left in 2021 um the light blue line is all of our ending fund balance that includes unspa so our inventory and Warehouse our revolving account and our um our Reserve that we have to set aside and then the dark bar is what is actually unassigned unappropriated so at the end of this year our I'll say unassigned uh unappropriate balance is about $7 million because we are taking in more money than spending next year it will go up to $7.4 million and then because we're deficit spending in the year after that it will be about $6.6 million um ending fund balance that is

083onetime money it's not you know in the structur um budget and so um just keep that in mind that we could not incude costs that are ongoing in the amount of $6 million other funds that was our general fund our other fund is our fund 13 cafeteria fund and this year you may have remember that we qualify to be a community eligibility provision um school district and that means all students will receive their meals free as a result we no longer have to collect free and reduced meal applications which is um great for the paperwork side of it but those applications are how we determine our unduplicated pupil count and that is account of our high need students this Count's used in the formula to determine um supplemental concentration funding among some other funding but

084that's the main pot and initially we did not have um because we didn't get free and reduced lunch applications we didn't have a high enough number to get any supplemental concentration funding so a lot of people put in a lot of effort to send out uh household income surveys to to families so that is um in lie of the the free and reduced lunch applications and we got our numbers are unduplicated percent pup percentage up higher and now we um get that supplemental concentration funding that we have gotten in the past plus a little more so thanks to Laura Davis and Michelle sweat nutrition Services Eugene Graham and April Bishop in technology department and all the SED administrators and staff for pushing to collect those surveys fund 20 is our other post employment benefits and

085that goes towards um retirement benefits for our former staff we have 306,000 about in the trust that's earning interest hopefully some and in fund 20 which is just set aside to one day go on the trust we have 64,000 um we are considering putting um taking some of that one time money ending fund balance and and putting that in fund 20 and IID said before that we uh have some savings that we didn't anticipate this year and so this is a bit of a breakdown of some of our major um savings areas and um the reason this happened again is because I was able to take Transportation salaries some nutrition salaries noon Duty salaries and move them to the covid funds I was able to take many expenses and move them to the the co

086funds we generally spent $400,000 a a year on technology I was able to put that um in in the new pot of money uh I did not so if you break it down we've saved about $1.5 million um also in sub cost and some electricity cost and waste management cost uh fuel for the buses um we've definitely saved I did not take that the budget as of October 31st which is when first interim ends because I thought if we go back to regular inperson learning on January 4th which we thought we would these costs might go up we might have increased sub costs because people would have to go out on quarantine or we might have increased Fuel and transportation cost if we have more routes running and so I did not adjust the budget

087um second interim ends on January 31st and so at that time we'll have a better idea of what um whether we're going back or not going back and I can adjust the budget appropriately so looking ahead the governor's budget comes out in January I will go to a meeting on January 15th where I will learn about the the parts of his budget that are um that go along with K through 12 education and we're hoping that the deferrals that he has put in place starting in February will go away because the tax receipts have been um better for the state and the costs to support uh the people in the state have been lower than anticipated so if we get rid of the deferrals we'll be in great shape um as of right now because

088of our savings we should only go into a negative cash flow in May and fund 17 can cover that so I'm hoping that we will not have to go or we will not have to go for a trans I should just say that I know on the consent agenda we went ahead and approved that process just in case but I should I don't anticipate needing to take one out and then of course we'll be watching the enrollment numbers and when and seeing if kids are are starting to enroll especially when we go back to inperson learning and that's the end of my report any questions just a quick statement Lisa Miss cornado is item e is the the TR that they will be the board will be considering and will when we get that it

089we'll probably no that's okay we'll probably it's a lot of information we'll explain that we're doing it as a precaution just in case but at this point we we don't think we'll need it so that other than that that's all I had thank you for your report any board discussion so um really quick regarding the enrollment drop for this year we don't really know exactly why that happened we don't know why that happened and I don't know if Scott you can elaborate on that if you've talked about it no the only thing we've seen is we've seen some folks did not come back and that's actually as I've talked even locally to districts surrounding us um the other districts are down 100 600 kids it it's like they just haven't shut up and we are

090we have a um we are connecting with our families way more now of where they are so it's like they're just gone um and most people aren't taking people on on agreements because everyone's in a different format um so it's really an anomaly right now that we're out there the records would get requested so we could dig through those to figure out where where they would go we did have a few more than usual um uh home uh inhome programs or home school programs pop up that that we did let go to those we that we would would have that that's the only other thing otherwise we have lost and remember that number is actually from what October to October so we already knew going into last year at the end of last year we

091had already lost some kids as well we just you know sorry to say it hoped that there would be the influx back but it's a trend that I I don't have an answer for um but it's a not that it helps us but it's definitely something that's hitting a lot of districts and no one can really say where they're going and I would concur I speak with the pler County area presidents and the Sacramento County area presidents and they are all saying that they have declining enrollment in the hundreds I we're obviously a much smaller District but um 600 for Dry Creek so loss of enrollment is a big problem in all of the districts in our area and um the other question I had was regarding the household income forms you know approximately what

092percentage uh return we got on those I don't know the return Miss cornado might but I know that the percentage we uh that qualified was uh we went from a 67% to a 70% uh qualifying um I know I saw a list of the names that we had not heard from uh Mr Bruno and it was surprisingly small um and what we've still doing because we have till the end of this well we have till December 31st we're still sending emails and blasts to those families to see if we can still get them to sign up um it but I I don't have an exact percentage for you but it was much smaller than I had anticipated okay um I just want to say that you know I've worked on the that project for the

093other District that I work with and it is a very difficult process so the fact that you were able to get enough back is really impressive to me enough back to to raise the percentage I I'm quite impressed and thank you to everyone who is involved in that I know it's easy task I have one question were you g to go that's okay Kelly go ahead okay so I I just have one question in regards to the unfunded liability I you mentioned we have about 300,000 uh in the unfunded liability fund and we have about 600,000 ear Mark to go in there should should we feel free enough to release it go away be free um but um what is our do you know what our actual unfunded liability is right now so that $1

094million or 0.9 million how far does that go and I don't know and I just received the audit report yesterday and so they're the ones who figure that out so at the next meeting I'll make sure that we highlight that present their audit report awesome thank you but Kelly to your point I think is is the 1 million is drop in the bucket oh yeah no so it's that that does not cover it put it that way we we're and I'm also I'm also thinking that we might look at that $600,000 dollars knowing that we have four years of unpredictable finances coming at us and go we can't transfer that over so then we're still looking at a huge unfunded liability that we just always have to we have to keep Donald right in the

095back of our brains what about the fun 20 first because I can take it back out of fund 20 if we need it right and so we just hold it there so it's earmarked it's assigned by the board um but you can unassign it if you need to yeah berado do you know what enrollment is for Sierra Vista was there any enrollment increase from that passer County I don't know Scott Craig have you tracked enrollment through SRA Vista don't we don't have any bus stops I mean we have bus stops out out there but we have no kids that we pick up so I don't know of any kids that are coming down from there no and I think unfortunately due to the move a lot of times if they were on a a distance

096learning program and they move they're probably with their same school we even have some families that they are with their same schools uh you know with us so the continuity with that that may be part of it once we come out of this as a as a region I think that then we'll start seeing we're getting calls routinely but it's more about when buy a house not I'm in a house yet okay okay thank you very much any other board discussion Miss Carol do we have public comment I do not have anything by email what I see online is uh Nancy has her hand raised oh I'm sorry Mrs Anderson did you have something to say there I do um we used to have a very strong um 6% in savings rather than 3% mandatory

097is our savings still 3% tucked away here fisa it's greater than 3% it is greater than 3% because we we are required to um include fund 17 in the reserve okay I would caution before anybody spends any money that someday we're going to have to pay for all these checks that are being sent out and there's going to be budget cuts Galore to do that um yeah the recommendation is to have 17% in reserve and we have 18% okay so I would just be cautious before we spend any money at all that we don't have to spend um because it's it's going to catch up with us at some point and I did hear on the news last night they were saying that a lot of parents have taken their kids to private school because

098they're able to open up and keep everything smaller but I think those kids are going to come back eventually my thoughts Anderson we will call for a vote uh Mr Bruno hi Miss Kelly unmute Kelly sry I okay thank you Dr Lee I and chair votes I we will go now to the resolution number 202020 D21 the tax revenue App application notes which is a TR request for is there a discussion on that I was breaking up move to approve to bring it to the floor yes oh I'm sorry thank you is there a motion thank you is there a second all second thank you now is there any discussion sorry to jump the gun on this one so we're required to get a resolution passed um by the board before January and it was

099a date in January that was before the next board meeting I can't remember exactly what it was and so I wanted to make sure I got this on the agenda just in case something happens with the governor's budget where you know he cuts or he gives more deferrals or something happens where we are going to go into a negative cash flow as I had mentioned luckily with our savings we uh look really good um we're going to go down negative 500,000 but we'll be able to cover it through fund 17 um or if we stay closed we make uh see more savings realize more savings and not go negative um but right now the projection is to uh have the negative cash flow of 500,000 which we can cover so I have to let the

100company knows uh know who gives us the trayon um at the end of January so I will go to the budgets um the budget meeting in January on the 15th and then after that I can tell this company whether we need to take out a TR or not is there any board discussion so you can apply for the TR but we don't need to use it is that correctly yes okay oh I know I wanted to ask you one little question could you just um for the record explain what fund 17 is for those listings well fund 17 is the Special Reserve fund and I had asked Scott how it got there because it was before my time and I can't remember now do you remember fun fund 17 was an agreement uh back be

101back in the probably the 90s there was some land transfer that occurred uh and with that the developers because we had a loss of potential revenue from those land transfer to happening the developers compensated us with I believe two two or 2.2 million it was then put in a Special Reserve that we have always maintained as uh it's actually got us through 2011 20088 um so it's just a Special Reserve from a settlement that we had with um the area over there in Morgan Creek a lot of that used to be our District um but when that transferred over they settled out in then fund 17 so that money has served us very well as a stop Gap or assistance than thank you KY for the question um is there any public comment on that

102Miss Carol no I do not have any thank you so we'll do a roll call vote again Mr Bruno hi thank you Miss Kelly hi thank you Dr Lee I chair votes I we will now go to business item F Sacramento Sacramento County tier status and reopening date do I have a motion to bring it to the floor all motion thank you Steve do I have a second second thank you Kelly do you want to say a little overview sure sure so at the last board meeting actually the the board meeting that we held where we established January 5th as a potential date to return to inperson um we've seen now that that date mathematically is not going to work for an in-person return based on the current uh status and metrics um so the

103board had asked at that meeting when we established that dat they wanted the flexibility to say hey if that date doesn't work how would we we push it out um and so one of the things that we're in and I I I don't need to necessarily probably go through all the details of the current metrics I mean unless we want to but I think we all recognize uh as of the posting as of yesterday it's higher than it's uh ever been within our our region and so at this point since we have not opened our schools uh we would not have the ability to open them uh at January 5th so I know there'll probably be some discussion but just to put two item an item out on there is the the question we're asking

104in this upon or after discussion is how would you like staff to proceed with establishing that uh return date when such times that we get to that point we could a hold a special meeting or conduct a regular meeting or uh we could utilize the metrics that that this California Department of Health and Sack County Public Health is using to establish that of once we get into red tier 14 days after we may be we could we could open um I think there was some clarity on that going forward but I just want for to be very honest for myself I want to have Clarity so I can make sure that we start notifying parents and families of what our process is going forward um obviously when we got to the point of coming back

105we would be coming back in a plan two model which is our hybrid and inperson where families would still have the option to stay in a distance learning model while um some would have the option to come back so that's a lot to say at the end of this uh really is we're looking for some direction on what would you like process would you like us to use after some discussion that you guys might have I like the idea of following the prior board where we followed the Matrix and um and go that direction I think it's important um that you know um we maintain the course um the district has really laid out a sane um you know plan um that aligns with the blueprint um for a safer economy and the guidance that's

106provided there um you know about um schools if they're not currently open having to be in in that red tier for 14 days before considering and um I would propose even uh because this situation is so fluid and dynamic um that we leave our decisions on this to our regular board meetings not rushing to anything uh that could put you know folks lives in danger uh potentially so that's um you know my U my take on it and I think that you know we' we've really done a great job of looking at this guidance as it comes out and as evolves and adjusting um uh to it for the safety and well-being of the students um and the the staff and and the teachers so I am I understanding correct Dr Lee that you wish

107to follow the Matrix as well instead of calling for a special board meeting is yes I'm hearing thank you just just for a point of go ahead Steve um oh I'm I'm losing my phone here um I may have to switch my other login shortly um one of the concerns that I have is previously we return to the red tier for two weeks and we could have reopened theoretically but based off where the numbers have gone since then I am personally glad we didn't reopen so I definitely don't want to say that as soon as we're in the red tier for two weeks start reopening what I would like to do is say once we're in the red tier for two weeks at the next board meeting let's let's set a date because yeah frankly

108with both Sacramento and plaster County with a rate of uh over 50 new cases per 100,000 uh people per day and a positivity rate over uh 12% right now I am not liking where this is going and my concern is that if we open up too soon we're going to have to shut back down again and I think that will be even worse for the students um yeah so that's that's kind of how I'm feeling about it sorry I was just gonna say I was gonna say the other thing in regards to if we did opened up after two weeks and then we wanted to put the breakes on um the law allows us to stay open and so then parents will be expecting us to stay open and I'm so glad to hear the

109consensus among this board because had we done that previously as Mr Bruno said we would have been in a bad situation now um being open um and and I you know I feel so badly for the parents that need to get their kids back in school but these are not normal circumstances and we just have to do what's safe and so glad to hear everybody say those things I I don't know if um if um Del r that we would have to just amend it to really make it clear you know the board's position as Mr Bruno pointed out um that following the Matrix and then meeting at a regular board meeting not a rush you know to at and setting a date at that time that the board comes to an agreement upon for

110that so what what I'm hearing Dr Lee is that the majority of the board wishes to bring this back to January 20th and revisit the tier status is that what I'm hearing is that correct January 20th or which whichever board meeting we've been in tier then in the r yeah yeah when it starts going down to that level that's what that's what I was trying to articulate I I was I was trying to state in agreement uh whenever that model we can't predict if that would be January 20th whenever we're back into that rid here whenever the next regular board meeting is we discuss then the reopening uh plan so what I'm hearing is you wish to table this item until a later date what what I'm actually hearing is the idea that each of

111our meetings coming up we're going to have this item anyway um and at that other meeting we would talk at a regular schedule meeting a assess where we are and then establish a date the only thing I would say with that is um and I think I think you would all agree with me is I want to make sure we give enough lead time to the community and to the the the teachers and the staff to not say Wednesday night we talk and then Thursday we're opening and I know you're not saying that but I want to make that clear that we give people some time so what I'm hearing is we if we're starting to Trend towards the red metrics and we're in by January 20th that may be a conversation at that point

112if we're not it may be the February meeting and if we're not I mean so basically we're going to re-evaluate at each upcoming meeting um which that that's what I'm hearing of a few of you and I wanted to address a couple of other things because although my personal Viewpoint is that I'm glad that we're not rushing back I'm hearing feedback from the community that there are people who have a very different opinion and I want to make it clear that I hear those of you who feel differently I understand where you're coming from um frankly not not to put my daughter's personal business out there but I've checked with her and she's okay with me talking about this um my daughter is fighting depression and her grades have completely tanked this semester I am

113seeing firsthand the negative impacts that this can have on a family I do not take this decision lightly but at the same time we have an obligation to protect the safety of our students and employees and I could not in good conscience ask people to return When the numbers frankly they're completely out of control right now um so I don't want anyone in the community to feel like you're not being heard I do hear you um we had somebody email us asking why we haven't applied for a waiver um and frankly my viewpoint on it is I understand that it's difficult for families but I can't put it on my conscience if we send people back right now with the numbers looking like this and and people get sick I mean even if they they

114don't die from this disease there are a lot of long-term consequences from it and I mean right now I'm looking over at my other computer screen here at the the statistics for you know the numbers for the last few weeks um it went from 26.6 to 30.5 to 53.9 over the last week the infection rate has nearly doubled and I expect it's going to get worse before it gets better with the holidays coming up I frankly I think at our January meeting we're going to be looking at numbers that are even worse than this so you know I don't want people to feel like they're not heard but at the same time I don't think it's safe to be process right now is there any other discuss discussion from the board I'd just like to

115add on to what Mr Mr Bruno had um mentioned because I've been following this with great interest and um you know we really are breaking records in not a not a very good way um related to covid uh 19 and uh our governor just yesterday uh activated the mass fatality management planning program and so that lets you know the state that we're in we're averaging more than 160 covid-19 deaths per day over this past week so I mean we're we're seeing unprecedented deaths and numbers of cases um and so I I'm really uh in strong support of you know just looking at the data um and you know acting um in accordingly and so um my suggestion I don't know if I have to make a motion of it is is that we um stay

116the course with our current you know uh distance learning model which is Plan Three um and that um you know we revisit U when the metrics U indicate that you know we we're moving to uh the red tier is there any discussion from the board Carol is there any public comment yes I have some emails that have come in uh this one is from James Anderson and he says what steps is the district taking to support the students mental health while away from in-person schooling what resources are available for students battling with lack of motivation social Despair and depression the next one I have is from Alicia she says please reopen after we have been in red tier for 14 days and then I have another one from James Anderson I'm concerned that the board

117is taking the closure too lightly it seems that because the teachers are vulnerable there is no option to open what about younger teachers AIDS helping in the classroom it feels like the board has just given up what other options are available to open up kids mental health is seriously at risk that is all I have I do see that Nancy Anderson has her hand raised I do have a a comment um we do not take this slightly and I'm just going to be blunt why would we put a substitute or an aid in a classroom when a teacher or a student has been infected we do not have enough substitutes to cover the amount of teachers it takes to replace for each classroom I just I can't fathom having a substitute or an aid in

118the classroom when our teachers can't teach if we do not have enough substitutes we will not have a school to go to thank you Mrs Anderson did you have to say something Nancy sorry just to add to what you said that was one of our main concerns in the beginning there's just flat not enough substitutes to go around um no matter what we do we're not going to get enough not when the whole school goes on lockdown or um isolation and other schools have been shut down um because of it so I think it's better just to leave them off the track than tell a child that you're going going back to school and then a week later shutting it back down again I just think that would be horrible for a child um in

119the discussion about waiting until a regular meeting to make decisions I just want to be very careful that we're not locking us into a situation when the reverse is true that if we need to make a decision because it's getting worse and we need to stop what we're doing or we need to change something that we're not locking Us in to only having not calling that emergency meeting you know what I mean if it's not if it's a negative for for clarity for the board what I would say is I if that's the motion you make to continue to discuss these at regular scheduled meetings if something comes up if staff feels something coming up we will certainly we can call emergency me in 24 hours we would certainly do that and um as you

120all know we will Comm continue to communicate the good and the bad so we can make the best decisions I know that you guys all take this very very serious I know I've had offline conversations about each of your uh concerns and personal situations I know this is something that you do not take lightly um I I to address also just briefly the mental health component is is very real Mr Bruno thank you for being vulnerable and Shar sharing your family's experience publicly um there is a lot that we're really trying to do I think possibly we can do better at getting word out um you know we have over 10 counselors and psychologists that are available through our school sites if if a family needs or has things going on that they can't get

121support or need to be connected reach out to the district office reach out to the school sites we will connect you with it we have very sorry I'm going to get sappy loving people who want to help take care of our our children and our even our staff because our staff are going through some of these things as well um we also offer uh Ms a service apparently they're shutting the lights off on me we didn't pay the power um and also IR services that we have for some of our students around 504s our teachers currently are are are bolstering their social emotional learning opportunities in our in our schools uh during the day uh Our Family Resource Center I do have to give I think shout outs my word for the December meeting I

122got to give a shout out to our Family Resource Center they're starting a new program in January where they're partnering with the Sacramento County Children's Home to bring in some outside people with our people to help facilitate uh structured um opportunities for kids this will be targeted towards third grade we have another one that's targeted towards sixth grade um they also have some uh they're exploring virtual recess opportunities I believe uh the board remembers that came up last week uh last meeting um they've opened up a a chat and tutoring dropin where kids can just drop in being monitored by our own staff because we had concerns about just opening up zooms or rooms without having that um they also are looking at trying to do some kindness and positive things to help join and

123engage our community even more in this diverse uh time so I I want to make sure that I think we need to do a better job of getting that out they have a virtual Comming room that's linked to their their website that that people can take part in food and and different things so um there are a lot of things out there that we will continue we also are in the process next month of bringing an with Heartland Child and Family Services that will also allow us to connect some people with that so while we are not resting we're continuing to do more and more um we are going to work harder to get that information out to our families um and then also explore and and find more opportunities for our families and our

124community um but I I will Echo one last time please reach out to us if there's something that you need um if we can't provide it we have some very talented people that will connect you with with what you you need um anyway thank you Miss pop yes thank you Mr Lair sorry Mr Lair is there links on the website or our Facebook page to the items you just mentioned there as through the Family Resource Center or through the schools the direct counseling and stuff like that would certainly be if you connect with our school sites or our district we can connect you uh through curriculum instruction or Family Resource some of our counselors are are more than willing to to be a part of that so yes very good thank you sir yes Dr

125Lee did you have something I I did oh I'm sorry I just wanted to say that um I do take the the mental health and emotional impact of this decision very very seriously um but I feel that the way to address that is not to reopen prematurely but instead to do things such as what superintendent Lair was just saying where we're finding ways to try to help with that situation um I think the district could do a better job than we have done about getting the word out about what programs are available but I'm very pleased with the direction that things are heading right now last month um the the discussion started about we needed to do more and already month later I'm seeing Improvement in that and I think it's the right direction I

126think we still have more work to do and I I think that that is the way that we need to address this thank you so um we're ready to vote uh it looks like Kelly was trying to say something but I'm sorry Kelly okay you know what sorry I know we already had our opportunity to talk but I wanted to say one more thing I know a lot of people feel like you know it's just a FLW you get it you get over it it it is really not we as as Mr Bruno was saying we don't know the long-term effects we know there are long-term effects um but we really don't know the complete um picture at all um when you think about a virus like zika that caused uh microsil which is you

127know micro brains in in infant when you think think about this professional ball player that just collapsed on the on the floor uh in front of God and everyone what two days ago I mean there are things that we just don't know about this virus it is there is no guarantee that once you have it that you're immune um the death rates are far far higher than flu the posit the um r the transmission factor is much much higher than a regular influenza so these these things are are serious I mean we're not we're not just trying to be scity cats or you know over panicked or anything at all these are serious um things I mean we we just can't ignore it it's not safe okay thank thank you Kelly I mean I agree

128so I have a couple C more comments that have come in okay go ahead uh from Kimberly via please reopen this board is failing these children by not reopening the schools and teachers are causing an entire generation to be educationally stunted if you are unable to open or support these kids as they need it then step aside and do anything it takes to reopen and then from James it is so good to hear your passion for helping the kids and teachers stay safe thank you plan uh is there any plan for Distributing the vaccine to teachers so that they can be safe and that's all I have at this time Mr lar what is the status of vaccination for our staff well I I don't know exactly for our staff and and to be honest

129I have not been briefed on it other than I know that uh CTA and some of the staff they are working to prioritize teachers as in Frontline staff to be higher up on the priority um looks like Miss Mason might have a little more info on that if if you are so inclined yep go ahead yeah teachers are considered um not necessarily the Frontline workers so but they would get the vaccination in the first tier but um Part B so part A would be all of the Frontline workers that work in medical facilities as well as um senior homes and then senior citizens so teachers would be in um section one B okay thank you Mrs hunt yes could you please re re I'm sorry but could you please re uh reread that last comment

130there was something that struck a cord and I I wanted to make a comment and I lost it uh it says it is so good to hear your passion for helping the kids I'm sorry Carol the one before that oh okay please reopen this board is failing these children by not reopening the schools and teachers are causing an entire generation to be educationally stunted if okay thank you Carol that was it so Mr lar did I not read something that you sent us in regards to the um education of students that have degress in academics I I'm not following I remember I thought you oh there was some research that was out that talked about with the the map and Mr Jordan might remember this um there's research showing that some of the learning loss

131might not be as great for language arts but a little bit they are seeing some with math is that what you're referring to I see Dr Lee is shaking her head was that was that it yeah and there was there is um classes that students will will be able to to participate in is that is that is that correct is that what I read I'm I'm I'm sorry I'm not tracking what you're saying is is this something locally that we're doing or I don't I just remember you sending a link or sending documentation there is an article recently that talked about the learning loss based on some national assessments that it may not be as great as they uh predicted um and then as far as local classes I'm not sure I know we're working

132to see how we can accommodate kids that might be struggling so kids are not um negatively affected by this because of the situations that they're in um but other than that that that's sorry that's all I can draw on at this moment okay I think that was probably it I thought it was more in depth of capturing the educational loss of the students that are digressing in academics um but I'm I'm mistaken okay I have one more that came in it's from Kelly I want to say as a staff member of cjusd I appreciate the board's decision to postpone in-person learning I understand both sides and sympathize with parents but physical health is just as important as mental health for everyone keeping everyone safe and healthy with numbers spiking again is and should be the

133first priority when making the decision to go back to in-person instruction thank you Carol you're welcome you okay so let's um let's do our roll call vote so can I just for my clarity sorry I think uh Dr Lee laid it out best if could could she could you restate you basically said we would um follow the metrics uh discuss it what I assumed to be at the the following regular schedule meetings if something comes up that we would obviously create a special meeting is that an accurate kind of I didn't say it as eloquently as you did but it is that kind of the intent of the board with this yes and and I think it was Mr Bruno and myself who who indicated that just um forecasting moving into that tier is just

134not enough uh we want to make sure um that it's really safe uh and to have a discussion around it and not just to have a decision made and communicated out you know to everyone without the V input so um Dr Lee would this satisfy um the mo your motion to continue putting the topic of peer status on the agenda continuously until further notice yes and it and and we didn't um it says the impact of our transition on a plan two hybrid model um so if if we could have a Clarity on that um that we're staying in Plan Three until that time yeah so if we look at the um the actual board item option one says TK through six remain in the current distance learning daily inst instructional schedule is described in

135the distance learning plan three until we transition that's the one we're on right we're on F no we're on F Sacramento County tier status I thought that was F oh oh oh it scrolled I'm so sorry like that's that's exactly what we're trying to do all right yeah the the electronic version is really difficult to follow apologies so do we have roll call vote so what the vote will be and correct me if I'm wrong again we will continue this topic Sacramento County tier status and reopening date can for the next few months until um I'm sorry Dr Lee until until further notice yes until the M the I think you said it was Del the The Matrix um indicates that movement to the red tier correct okay now we got it roll call vote

136Please Mr Bruno I thank you Miss Kelly hi thank you Dr Lee I and chair votes I the next topic OFA item G adjustment to tk6 daily student schedule do I have a motion to bring it to the floor all motion thank you Steve do I have a second second second thank you Kelly um Mr Jordan I see you're on so before Mr Jordan jumps in we just wanted to to briefly illustrate the as we were planning for the January 5th opening uh reopening to to transition plan we had been working with staff on planning for tier tier two schedule or excuse me plan two schedule um with that we had started accommodating in the TK through six it would be a two and a half hour Block in the morning two and a half

137hour Block in the afternoon with the idea that that students would be assigned to those blocks if you stay in person you would come to your assign block if you are a distance learner you would come to that block as well well obviously now with us not transitioning into um uh plan two we wanted to have Direction around the board is do you want us to stay for the daily schedule of what we're currently in or would you like us to transition to the two and a half hours Am Pm type model because we had heard from the board in the past that that you had heard from community that we would like to see more time uh face Toof face with the students so that sets up uh where Mr Jordan's going to kind

138of review briefly with you guys what what those two options are and then facilitate a discussion if that works for you please we can see it perfectly Mr Jordan you got it all right can you hear me okay is my audio still on yes sir good my Bluetooth Toth connection was getting a little wonky on me there for a minute all right so uh what we're going to talk about as Mr lar said is when we return back on January 5th uh we will be in a distance learning model um what is the will of the board in terms of what that will look like and for for uh Clarity this is we're talking about TK through S grade six uh for this par at this particular time for this particular presentation so of course

139now it's not there we go uh we have three options that we are looking at uh one is an AM PM groups that's the two and a half hours in the morning two and a half hours in the afternoon I'm going to explain each one of these models here in just a moment uh that's option one option two would be we remain in our current distance learning plan three model which is at the TK through six level uh at least one hour of online time uh with students and then there's other services that go along again I'll explain that and then option three would be if there's something that the board has thought of that we have not thought of then obviously we'd want to entertain that as well thank you Mr Jordan so moving

140to the the first option the amm this is the two and a half uh hours online time here's what that would look like uh students would be participating in class Monday through Friday uh all students in grades TK through six be placed either in an AM or PM uh workshop and I'm sorry I'm going off two screens here so I'm looking at at my screen and now that I notice I'm not looking at the camera is this gonna mess it up can you still see the presentation NOP ah of course that messed it up all right let me go back here can you see it now yes sir okay I guess I'm just not going to be looking at the camera that's okay uh so it'd be all students Monday through Friday again TK through

1416 would be in an AM or PM group cohort uh each group would participate in two and a half hours per school day either in that morning or the afternoon the primary focus would be on English language arts uh math and inal social emotional uh learning type activity um and then students would complete independent work outside of that online time in order to meet the state minimum required minutes so just as a reminder we aren't taking attendance like normal in this school year but the state is requiring minimum number of instructional minutes and that includes both time in front of online with the teacher and independent work time um so kindergarten is 180 minutes uh 1 through third grade's 230 minutes and then fourth through sixth grade is 240 so what is the breakdown of

142that two and a half hours here's what it would look like again and that focus on Ela and math um there would be some direct instruction with the teacher there would be some guided practice time um there would be some structured work time think of that more of the independent time assignment time where the kids may or may not be online for that uh they may stay online if they need a little extra help they may go offline for a little bit while they're doing their independent work and then check back online we would use that time for small group breakouts uh that would include our our rotations um uh so our Title One rotations eel our English uh learner rotations uh some of our special ed uh rotations RSP so on and so forth

143um there would also be ancl activity in there uh in that two and a half hours and then we're calling it a movement Break um of at least uh 10 minutes we recognize 2 and a half hours just straight online think of it like a lecture that's not going to work kids are not going to be able to maintain Focus that long this would be broken up into chunks um so there's different things going on any oh excuse me and then special ed services due to the the nature of the services that are involved there that two and a half time hour time would not only include the ELA and math instruction and the independent work in small uh group work but some one-on-one tutoring um their speech services may be in there their Occupational

144Therapy Services may be in there Ms which is education educationally related Mental Health Services time well we have students that have individual counseling time and group counseling time that would be in there so on and so forth uh so that would be broken up again included in that two and a half hour not in addition to are there any questions on that two and a half hours before I move on to the other or not the other the current he I I have a question I have a question okay um the plan that you just presented how is it different from plan two hybrid learning it's very close part of the idea was to make it an easier transition they would already be in their amm cohort during those times so that when we do

145go back to inperson uh that it'd be a little bit easier transition for them to come back uh from a family uh perspective um that was part of part of why we set it up that way thank you um just to clarify one point would it be a teacher teaching an AM class or a teacher teaching a PM class or is one teacher going to be teaching am and then teaching the same thing in pm correct excuse me same teacher teaching the am and the PM so what I do is if I have a class of I'm just going to make up a number 30 um the idea was uh we'd split those as evenly as possible so that that basically means that the teacher is doing twice as much instruction at that point they're

146they're doing the same the same lesson the same activities they're just doing it twice during the day does that make sense yes okay just giving some wait time all right we'll move on to our current whoops uh our current plan current plan three distance learning plan uh just as a reminder it's at least one hour of online interaction per day with the teacher and this includes a social emotional seal uh learning activity there are many teachers who are doing more than that uh but it would be at least a minimum of that and then again they have to do that independent work time uh to meet the state requirement uh for the minutes the the time value of an independent assignment according to the state in Senate Bill 98 is 100% determined by the teacher

147so the teacher let's say I'm going to just make something up it's a worksheet on this worksheet that teacher determines this is worth the time value of an hour or you know an hour and a half whatever they determine that's what the time value is so that second option would be maintain what we are doing continue not maintain continue what we are doing now uh obviously there's pluses and minuses to both um two and a half hours could be a long time for especially younger kids that TK through through second third grade uh on the other hand it is more time with the teacher and the more time with the teacher the better that that's kind of the philosophy we're coming from um that the more time that that student has with the for opportunities

148for one-on-one uh tutoring for small group instruction so on and so forth now in addition to that I'm not going to go through the rest of these slides uh I'm G to we'll share this out with you I believe did Mr lar did you already share this out with the board I I believe so yes okay if not we'll make sure you get out there these are just the trainings and things that have gone on uh for teachers they have been incredibly busy uh I've heard repeatedly that it is much more difficult to be a classroom teacher right now than just being in class uh physically uh so there's no there's in my opinion there's no validity to the argument that teachers are somehow uh sitting around doing nothing that is just not true uh

149they are working night and day it's a hard job anyway to be a teacher right now it is exponentially more difficult um so these are some of the uh uh professional development things that that uh folks have gone through uh these are some of the social emotional learning uh activities and things that we are doing as well and again uh for time I'm not going to go through each of these but you do have this uh this presentation and I can also share it with you again if to get it to the top of your email and these are the special ed uh trainings and things that are going on and this is just a small sampling uh people are are doing their normal uh planning and teaching and instructing and phone calls and emails

150plus going to all these additional trainings trying to learn these these different uh platforms brand new platforms brand new instructional techniques so my my hats off to the classroom teacher they are they are truly working hard H likewise my hats off to the parents and kids too because this is hard for them as well this is a obviously a whole new adventure for everybody it's difficult so going back to the original uh is there a number three option that that perhaps we have not thought of that that we should entertain I I was wondering is there a reason that we would have to split them into Am Pm groups in order to increase the teaching time or could we leave it as one group but increase the time that way the teachers not having to

151spend as much spend twice as much time giving instruction but it would increase it from what it is now and that is a Poss sorry Scott sorry Mr that is a possibility yes uh the idea the the philosophy behind the AM PM was so that the teacher was working with a smaller group of kids uh instead of the 30 perhaps 15 uh also to have them on the same schedule for when they come when they come back in the hybrid model uh to to be fair it looks like that hybrid coming back truly in person seems like uh it's going to be a little bit longer than we had anticipated just because the covid numbers are just crazy as you've already discussed so to answer your question is that a possibility yes that is a

152possibility something I just um want to point out about this whole proposal it really seems like we're trying to apply the plan two model we had planned to reopen so now we're we're not going to reopen and now we're going to just apply that plan two model now for everyone I I want us all to please keep in mind um that when parents were surveyed in uh October about the reopening plan we the the district said we're going to reopen we want to know what is your choice what do you choose for your students um 40% of parents and and and families and students said I want to remain in distance learning and this was even with uh the negative consequences that were communicated in that survey which is your child's teacher will change and

153all these other things will happen as well uh there will be complete upset to your to to everything that you have uh going on with your child's learning 40% still said I choose distance learning um and then the the remainder said let's go on into hybrid um so in making this shift potentially for K through six there's a lot of problems developmentally with it um when we think about screen time and children and what we know about their development especially children of color the risk for diabetes all of these other things that come along with that excessive screen time uh I don't know about the other board members but I have two children who areed in elementary schools in this District who have had to make this transition and um I want to just impress

154upon us I do a lot of educational Consulting and especially around distance learning you really want to look at quality time not quantity of time when it comes to these younger students especially um sitting on a zoom I monitor those Zoom meetings and Google meet meetings um for both of my children I hear the children in there saying is this almost over can we please stop how much longer do we have it's a very long time one hour um if you've ever watched Kitchen Nightmares or any of those other shows which you can do in a minute is amazing um so really it's a matter of getting the training um and the supports that are needed so that we can maximize the time that they have with the students and not force upon those who

155chose distance learning and who would still chose choose it even if uh the district was moving into that hybrid model not forcing upon those younger students time Li time screen times that are going to be detrimental to their health and wellbeing uh and frankly that we haven't had the training um to move to that block of time for that age group uh so you may end up really taking what was a same plan and and making it into something very different by suddenly uh just shifting the schedules what about families who have you know arrange their work schedules to be able to accommodate these lessons and times for their younger children um you're you're in effect saying to them well we're just going to go ahead and and shift it even though we haven't met

156the criteria and we're not moving to hybrid learning now we're just going to require you to be there for a longer amount of time and we haven't provided yet that training on how to maximize that time effectively how to structure those schedules um and really there's a lot of screen time already embedded in there not only do my children have the one-hour lesson with their um with their elementary teacher and they're K through three uh that's their age levels they have an a one hour office hour opportunity they have um hours with Specialists that kids are getting pulled out in so some of our kids in these lower levels are already at three hours of screen time and then you're going to top onto that an additional 2.5 it's it's it will get to be

157absurd it's not something Ed I don't I don't see a reason to do that um um at this level um and I just think it's developmentally unsound to even suggest it um Lee prior to you coming to the board um the past board did receive several emails from parents stating that if we continue the high uh continue distance learning they wish to have more more time with the teachers and so that's why we came up or not we Mr Jordan and staff came up with the 2.5 hours because the request from parents was to simulate as much as possible in class instruction while in distance learning not from this parent and not from the parents I've heard from uh those of us who selected you know distance learning um we weren't asking to be H

158have a hybrid model applied to that um and two I just I think it's a very unhealthy thing to do um I don't think the training has been provided and the support has been provided that would be needed to implement that kind of a schedule uh the plans certainly haven't been shown to me I'd like to see them training for staff is what you're saying for certificated staff for teaching staff to do that th this is a it's an art to teach online and this is coming from someone who's trained teachers in distance education and distance learning for many years almost 20 um so I I just I I take great caution with that I I I think that there's this idea that more is better but at this grade level and age level the

159attention spans of the students uh the needs of the students uh they they are being more than mat and I think some of the feedback that the board's been hearing from community members has led to the positive changes we've seen in the schools as far as really starting to now pull out those title one students because before they weren't uh really receiving those Services pulling out our English language Learners our special education students and providing them with the services that they need need uh and the onetoone engagement that they need I see those structures being put up and being built in um so the question is how much is enough and I I think that at our current time and the current level and the load that's on teachers and students um is is significant

160and I just don't want to see us thinking that more is better because it truly is not um Quality uh time and engagement is what we really need to see and and um those who need more I see a so many opportunities there available for my students and for my family if I choose to engage in them they're rolling out and they have been rolling out and so I don't see why we would we would just say it's a new year we're going to shift this instructional schedule when we haven't met the criteria to enter into plan two and if we're entering into plan two we should give those folks who said I want that 40 the 40% who said I want distance learning that opportunity to have their same schedule and to to honor

161what we've already established with them before you talk Mr Jordan did we um did our staff provide training to increase to 2.5 was there any training that is needed or have we provided any training for staff not specific to two and a half hours that exact time block no okay no we I as I showed the other I'm sorry I didn't mean to cat you go ahead we have had training on distance learning I I would agree with Dr Lee it is an artart form it is an entirely different way of providing instruction uh that that people have had to learn it's not even a close comparison in my opinion um so yes we have prided on the platforms on distance learning yes specific to a two and a half hour no and if you

162look at what other schools are doing because I consult with a lot of schools in the Bay Area and Southern California uh even with Charter Schools who've been doing doing the online learning much longer than we have they do not have their elementary students in 2 and a half hour blocks absolutely not in fact across the board what you find at most of the charter schools who've been doing distance learning online for a long time they have one hour optional live lessons that their students attend often or office hours it's very similarly structured so I mean just looking at the models that have been there and that are known um this is suggesting something for TK through six Learners that goes totally off oppos it to to what we know is good for students in

163terms of screen time and their health and well-being Vanessa yes Vanessa thanks um so I sat in on district meetings that came up with the two and a half hours and one of the things that I took to heart was part of the conversations that have taken place in many of these board meetings when I considered what the school district was proposing and I'm a big Advocate that one hour of instruction for an elementary student k TK through six isn't adequate enough and so I felt like we could offer more instruction on the core subjects we could also offer SEO um lessons that weren't being offered on a daily basis because one hour barely covers a math lesson much less math reading andal and so it doesn't have to be two and a half hours

164in the morning and two and a half hours in the afternoon I mean we could come up with whatever the board wants but I personally feel like one hour of instru instruction for a sixth grade student is not enough instruction to make them prepared for anything in the future for their schooling but that's my personal opinion but I do think that if we want to add a half hour foral or something because it's not enough we can't get the Core Curriculum in as well as the social emotional learning thank you thank you Vanessa so as I sorry go ahead so Asing Kelly as I was saying can you guys hear me as I was saying the board had received um emails personal messages and they would like to increase the class time because we are

165not in the classroom and they wanted to have more teacher time and that's why again we came to this so we're just oh yes sorry really hard I thought you were dead I'm sorry so um I absolutely respect um what Dr Lee is saying you have a professional expertise in this area and I'm I'm listening to you um prior to coming into this board meeting I kind of had the mindset that yeah an hour is not enough time um but let's can we get it some clarifications here because what I'm hearing is that right now we've got an hour of instruction ruction plus the seal plus whatever special services plus we're starting this new social emotional stuff which could equate to more than the two and a half hours whereas if we switch to the

166two and a half hours then that increases it for the people who are only taking advantage of the teacher time and then those Services would be pulled out so their their seal their langu your um Beech and all of those other services are pullout services so all would fall within that 2 and a half hours so it's kind of like we're we're leveling the field where you know some students are are getting hour plus other services and others are just getting the hour of teacher instruction so I'm not I'm I'm still torn on I need to hear more debate I guess on what would be the best way to deal with this because I I I respect the parents saying they want more teacher time but I also know full well that Dr Lee obviously

167has professional expertise and knows what she's talking about so um but then then we have a teacher who Vanessa who's saying I can't even get a lesson in so that was the other point I I hear you saying we need training for the two and a half hours but seems to me like we need the training for the one hour um if we're going to keep it at one hour of instruction they needed training on that so either way whether we go with an hour or two and a half hours people need more training in online deliveries so okay I'm I'm gonna stop yeah I want to just Echo what you just said the training is key um because as you mentioned some people are some teachers are really excelling at being able to you

168know uh do disc learning and some are really struggling um and if they're struggling with a one-hour lesson why would we want to subject our children to a two and a half hour lesson in that kind of learning environment so really it's about getting the supports that are needed to um you know engage students in this learning modality which is different from face Toof face um we're having this problem even at higher ed you know they're saying I want to give my two-hour lecture my one-hour lecture and it's fascinating no students tune out the brain doesn't learn that way these are little ones we're talking about and so we have to be very careful with a the schedule um the sanity of the schedule how it flows in that Child's Day and the training that

169that educator has to be able to structure that time effectively we haven't given that or provided that yet and so we need to do that before we talk about giving putting in even more time Mr Bruno did you have something to say um I had a question for Mr Jordan um I've heard from parents that feel that one hour is not enough time and I've heard from parents who feel that one hour is like pulling teeth um if we did move to two and a half hour blocks is there any accommodation for those who find that to be a challenge so I want to make sure you're done I'm sorry could there be accommodations yes there's going to be kids every day is going to be different and and I agree with Dr Lee on

170this there's going to be days they're not going to be able to handle two and a half hours it it's not going to happen um especially the ver the younger ones and other days they're going to be able to focus more that's just kind of the rhythm of kids um so could there be some accommodations put in there yes and what was the first part of your question I apologize I I think you had two parts there um I was just saying that I've heard from parents that feel that they need more time than we're giving now and I've heard from parents who think that what we're asking now is a lot so I was just wondering you know if we did increase it how do we accommodate those who are already struggling at one

171hour right there is there is certainly not a perfect plan out there there is certainly we're trying to do a one-size fits all which it isn't work it does not work I would agree with that I have two kids in my own one can handle she could be on all day online uh the other we went into independent study for that very reason being online in Zoom meetings all day is not going to work it's not his personality um so we would have to make some adjustments in that two and a half hours uh depending on the kid yes if we have a student who has uh truly been diagnosed with ADHD for example sitting for two and a half hours would be is torturous honestly sitting for an hour is a long time uh

172for that kid um so there's going to have to be some adjustments yes Mr lar did you uh want to intervene no I was just gonna say one of the things that the board isn't comfortable with the plan to move forward the one thing is we also felt that this plan we thought we would be moving into plan two soon sooner um and based on even what we've learned in the last week I think that sooner is probably not sooner um so if if there's things that we want as a district to perfect I guess you could say or improve uh we I would say we have some more time we really were trying to accommodate uh the Improvement of trying to get more time in front of the the the teachers and Dr Lee

173made some great points um I've also heard from Community it's not enough but I think my and Mr Bruno hit on it there's not a one- siiz fits-all for every student um and we're good at that when they're in person but we're in a whole new environment right now where it's out out of person that's not the right word you know what I mean distance learning and so that has posed some more challenges I think we have provided a lot of staff development but I think we can always always do more it's just finding the time to do it in the current schedule is even more challenging than ever before people are beat and then they go to get back on and they get on Zoom so um this is one that we've wrestled with

174as well we see both sides of it um and perhaps maybe what we should do is come back to the drawing board uh for leave things as they are uh and then come back and talk through this a little bit more because I think we're we could be in this a month or more longer than we we even anticipated um and I'm not trying to take from from Mr Jordan's uh Department there but I I I don't know if he would concur with that or or not I would yes I think uh families are in a rhythm right now it's not a perfect Rhythm but to disrupt that Rhythm might be uh more of a detriment than it's than it's worth for getting more hours there are certainly opportunities to do more hours such as

175office hours that not every kid has to go to office hours some are going religiously uh and and others are not taking it uh they're not going at all and that's okay uh that's more of a flex time that's the one thing you give up in the two and a half hours you don't have that office hours Flex time um there there's some good things to that Flex time uh where you get the smaller I still believe that smaller one or two or three uh students to one teacher whether it's virtual or in person it is a better experience in terms of of able to get across uh what whatever the teacher is trying to get across um and that's where that office hours is is valuable and that's where a little bit smaller class

176time is valuable Miss Pope perhaps we could entertain I know there's a public comment Miss Anderson has something but then I think Carol might have some so you might hear that to see to further the discussion yeah Mr Bruno had something to say though oh sorry um I just wanted to say regarding um the comment that we've heard from uh 40% of the families that want to remain in distance learning I want to caution against reading something into that other than what the survey was actually asking because just because they're saying they want to remain in distance learning doesn't mean that they necessarily approve of distance learning as is um it it could just be that they don't want to risk the physical exposure but they would prefer the additional time so I just want

177to caution against reading something into it that may or may not let's take public comment Miss Carol public comment might first sorry I know she's waiting a while then go to Carol that's fine I'm sorry Mr L I just know Miss Anderson's hands been up over there for comment so I don't know if that and then go to the continue with the public comment um Mrs Anderson can is a public comment right right okay go ahead I just wanted to um address Dr Lee's concerns with some of the younger children I know my grandson is in first grade this year and he's autistic he has some issues with that but he is begging to have more time he just thrives on it he's an only child and I think maybe that's where some of the

178differences are whether there's other kids to play with at home or not and things to keep them busy and believe me this kid's got a ton of stuff you know thrown at him every day that it's a challenge that he loves he just loves to learn um I think we can reach a happy medium for those kids who need Challenge and those who maybe not so much where they're not required to be there and one of the concerns I think you were addressing Del re with the kids who aren't quite clicking with the program um when we come back from this to a regular classroom setting we're not going to leave leave those kids out there dangling behind for the rest of their schooling we're going to find them the help that they need to

179catch up I know that it's not that the learning out there is not probably the best of the situations that they could have but we're going to address it we're going to figure out how to bring all those kids back up to speed and kids are resent they're going to adjust but somehow in got to do the best we can for each child not just the ones who need more time or just the ones who need less time we've got to figure out how to let those who want time get it and those who can't handle the time get it somewhere in the middle or or or maybe an option of that extra hour a day if it's needed it's thank you Mrs Anderson is there any other public comment Carol yes I have several

180emails uh this one is from Brandy vatelli she says regarding action item G with a continued increase in covid cases in sack County we're not going to be able to return to campus on a hybrid schedule for quite some time due to this it seems an unnecessary inconvenience to families to break classes into two cohorts at the elementary level teaching classes in two 2 .5 hour blocks each day virtually takes away the teachers ability to work with students in small groups and collaborate with grade level colleagues from Stephanie I am currently working with my class for four plus hours a day I teach direct lessons with my whole class for a 100 minutes 1 hour and 40 minutes math language arts then I am doing small groups for more specific direct teaching for their individual

181needs 30 minutes a day in addition to teaching and small groups I am in office hours where I am helping kids more kids for 90 minutes with their personal questions and needs with the assigned work in Google Classroom that is a total of four hours going to two and a half hours with half of my class and reteaching the same thing for another two and a half hours is actually less teaching time than I am currently giving the majority of my students I'd like to continue with the currently with the currently schedule we have been doing from JM it says as a teacher in cjusd teaching 2.5 hours is not an issue at all the issue is that currently it seems that we don't have enough time now you are proposing teaching five hours total

182per day we will have no clear collaboration time not to mention all the time it takes takes to plan in a distance learning environment and to grade assignments if we are not returning to school physically why are we disrupting their schedule for no reason since students are already suffering from isolation and depression why are we splitting up the class Community we worked so hard to build in a digital world let's wait to make that move once we are in the red tier for two weeks and students are returning in the physical classroom uh the next one I have is from James it says I appreciate Dr Lee's concern that teachers may not be completely comfortable with distance learning my concern is that students are being given many hours of homework every day my kids dread

183doing their homework they feel lost and frustrated they would prefer learning with a teacher rather than self-learning with homework just my family's experience the next one um is uh they have asked that I not mention their name as an elementary teacher in the district I agree that students need more time with their teacher online however now that we are going to continue only virtual teaching I do not see the need to have both a morning and afternoon group I have also spoken to several families who would prefer their children be taught in the mornings and for the schedule remains similar to how it is now perhaps we could teach half an hour longer in our current morning time it is twice as much work to teach the same thing in the afternoon as was said

184by a board member a few minutes ago also I would like to see more training for teachers in lower elementary grades the next one is from Stephanie I think increasing the time from an hour to two and a half hours is fine but having two two and a half hour sessions teaching the same thing isn't necessary and doesn't allow for all the extra time I usually see the kids that want extra help not all families want the extra help but some do and I won't be able to teaching the same lessons twice in a day next is from cat Beamer I keep hearing it said that we are only teaching for one hour that in fact is only the minimum that we are teaching as a fifth grade teacher teacher I see my students for

185live instruction for 1 and a half to two hours per day then I teach in small groups as requested and or as needed next I have from Mary Linden I understand that parents have posed their questions wanting an increase from one hour of teacher instruction per day is there a breakdown of what grade their students are in there is not a one siiz fits all would the board consider keeping one hour for TK and K and increasing the online time in steps for older grades uh next I have from Leslie mik I am an elementary school teacher who currently teaches for two hours online with another hour of office hours for small in addition I have two students in person for another hour with IEPs who struggled online if we go back to the two

186and a half hours times two I won't be able to bring in my two in-person students the ones who desperately need that next is from Nicole thank you for all of your hard work I would just like to give my opinion on the schedule in January for our family the best option would be to remain on the current schedule our three elementary students are on IEPs and even though they are currently meeting with their teachers for an hour they are meeting with AIDS RSP resources speech OT and counseling they are not working independently so the work completion is left to myself or my husband to split our time amongst all of our children and I think this is my last one I am concerned for the this is from oh says not to mention their

187name I am concerned from the amount of time that teaching five hours a day with students is going to take away from our time as a teacher to collaborate plan create slash change lessons that fit virtual virtually Learning grade work and give students feedback keep up with expectations of daily engagement grade book for daily work submit it plus more our expectations as a teacher does not change but yet we are now given less time to complete it I am already teaching two hours plus daily to my whole class combining my AM and PM classes and holding office hours on top of that I work nine to 10 hours plus hours daily and on the weekends to keep up with our demands and expectations in a job where in a norm year it's challenging I know

188many others are working many hours too with the change of having Am Pm students teachers will lose out on their collaboration time which is very important in the situation we are in I feel that with the decrease of time the quality of my lessons and materials will actually decrease that is not who I am and I give my all into teaching and creating lessons to support students but at the same time I can canot continue working at this pace and take care of my family and kids my physical health and mental [Music] wellbeing and that is all I have thank you Carol um do we want a table uh can I just make a motion what's the motion so I move to approve that we uh select option one to remain in TK uh for

189TK and 6 through sixth grade to remain in the current distance learning daily instructional schedule as described in the distance learning plan three until we transition to an in-person plan two hybrid model uh and then add that and lessen until another uh acceptable plan is proposed and reviewed and approved Mr Jordan just for clarification I if I understand you right you wanted to stay with what we're doing now which is really option two on the correct on the presentation you want to stay with the one hour so in the board packet what she's reading is option one in the board packet remain with the current model stay in Plan Three with the same daily schedule and then it just was different Mr Jordan on your your report versus that so it would allow us to

190stay and I think Kelly you put the caveat in there that until we get to the point of moving into plan two unless some other great idea comes up or comes forward and if we're in it for longer so yes my apologies I I I didn't I'm not seeing what you're seeing fine that's okay is I thought I messed up the agenda again so didn't didn't even pH me is there a second I second uh roll call vote Steve all vote I Kelly hi Dr Lee I chair obst we will now go to Advanced planning bringing back our Advanced planning and from what I heard from the board we are going to bring back TI your status Miss Miss Pope I think you might have skipped item H the vacancy oh Mrs Anderson you've been

191waiting for three hours Mrs Anderson are you ready Ma I'm sorry ma'am oh sure just leave me behind Okay we're going to continue as we I'm sorry to interrupt you I apologize in our current uh bylaws or regulations it does talk about a meeting going past 9: and I think we are at 9ine so we would just take a motion to extend the the time of the meeting uh which Mo I will motion to extend the time please Mr lar thank you for bringing that to our attention I will second okay Mr thank you roll call vote do we need a vote hi Kelly hi Dr Lee thank you chair votes I hi Mrs Anderson hello good evening everyone welcome Dr Lee thank you I did attempt to call you I don't know if you

192got my message or not but no yes I did call you to congratulate you and welcome you yeah that's great Nancy let's get it's getting late let's continue with the interview we can do all the pleasantries later [Laughter] we are going to continue as we did in the past with board interviews except for since there's only one candidate each board member will ask two questions except for the last person will only be asking one since there's only seven questions and Mr Bruno is gonna start okay what do you see as the basic purpose of the public schools what is the role of the Board of Trustees in the Fulfillment of that purpose okay the basic Purp purpose of the public school is to provide children with a free public education a well-rounded education a education

193that prepares them for going out into the world and supporting themselves as well as their families at whatever level they happen to be at whether that's vocational or College Bound um or special education students in the level that they can perform their best what was the second part um what is the role of the Board of Trustees in the Fulfillment of that purpose the role of the Board of Trustees is to be the link between the community and the school district and the wishes of the community and to support the programs that would provide for those opportunities for the students thank you what is your highest priority to accomplish as a board member my highest priority to accomplish would be to bring all of the different elements to students and teachers and staff to the

194greatest abilities that they have bringing bringing those out in staff and teachers and bringing students to the top of their ability that's what I would try to do in a perfect world would be have everybody functioning at the best of their abilities Miss Kelly okay as a trustee what do you see is your primary purpose or primary role and the second part is how would you fulfill that role the primary purpose of a board member is to pass policies for the superintendent to uh enforce within the district and to hire the superintendent and allow him to enforce those policies not to micromanage the district um my role in that is to support the superintendent and to support the administrators in The District in the decisions that they make to guide The District in [Music] the

195issues that face the public and had the link between the public and the schools do does everybody understand what I mean by the link between the public and the schools I I'm there to represent the public and the people who voted for me that's my job my number one priority is to bring their wishes forward and be that link between them and the schools that answer it what would you do yeah I think so anybody wanted to follow up on that one no okay what would you do if you believed administrators had not provided you with accurate and complete information for making a decision if who hadn't the administrators administrators had not provided you with accurate and complete information for making a decision I would probably go to the superintendent and ask him the questions

196and allow him to take it forward and find out the answers to those questions okay now you done Kelly yes okay Dr Lee okay um how does an effective School Board ensure opportunities for parents and community members to express their diverse range of views to inform board deliberations on important policy issues in my opinion for me it's been always being available to parents um I've never tried to shut myself off from parents and made it known that I was available to them by phone um and then when they have questions I try to follow up on those questions and advise them what the protocol is who to you know the chain of that they would go through to have something acted upon if they have a concern con er a major concern at a school

197site or a teacher situation I would encourage them to take that forward to the superintendent and let him guide them as to what to do um I don't try to step in and solve it myself I wouldn't go to the administrator and say hey this parent got a problem you need to address or this is what this parent did you know I that needs to be dealt with in the proper order and it's not my job to do that I've seen it done too many times by board members and it always blows up in their face and it doesn't support our our administrators okay uh please summarize the strengths you would bring as a member of the board the what I would bring I'm sorry the strength the strengths you would bring well being 23

198years on the board I have a lot of history with the district I know why things were done a certain way and I know the mistakes that we've made and in several occasions I've been able to prevent us from making those same mistakes um I know why things were done a certain way or why they weren't done a certain way and I've kind of been known as like the district historian in some cases where people will come to me and say hey you know what happened here what do you know about this and I don't know I've just grown to a point to where I feel like the district is family and it's really hard to give up family I I've known when certain board members have attacked certain people or people have attacked certain

199board members and I don't like to see that happen but it does there was somebody who ran for board this time who had a personal Vendetta against certain administrators and it's just not fair to do that that's not why you're there to you know take personal attacks on people it can't be that way so I just feel like to be fair to everybody as why you're up there and it sometimes it's hard to do but you have to be fair to everybody and I have a follow-up question on that um Miss Anderson so you mentioned that you know your service of 23 years um you know how do you avoid uh stagnation in terms of leadership uh for such a long reign of time um you know how do you ensure that um that you

200don't reach a a sort of um very clickish or or lack of diversity um in terms of you know board member serving for such a long period should there be term limits what's your what are your thoughts on on that I think there's a constant flow of new information coming out and new knowledge that is presented with our schools our schools have the brightest people available in them and we just have to tap into that knowledge our teachers have gone the extra 100 miles to to bring programs to us when we're in the budget downfall years that there's no money for them that we started new programs that are topnotch in some cases the only ones in the world our 911 program is fantastic and that was brought to us by a teacher um we

201just have to open our ears and listen and embrace what they do bring to us and reward them for that there's always something new to try if something's not working and always room for improvement okay Mrs Anderson one last question please identify a recent board decision that you felt strongly about and describe how you would balance Community concerns student needs state and federal law staff considerations and your personal values and beliefs to determine how to vote on the issue oh my goodness I guess Co gives us a pretty good run for our money in that department it covers everything um and with Co it was a personal battle because of my grandson and he attends oakill so he's in the district and he's constantly having little emotional breakdowns because he's got no friends there's no

202one to play with he's scared to death that CO's going to get him last night we were driving in my car and he had an emotional breakdown Grandma I don't want you to die I don't know where that came from I finally calmed him down and he says Thank you Grandma thank you for saying that you know it's he's six years old this kid shouldn't be dealing with stuff like that but at the same time I can't send him to school if a child in his class passed away to co you would ruin that kid for life I mean he's just there's so many aspects of this thing that it's really hard to see see through all of them and figure out where to go because no matter where you go there's going to be

203an if or an what and you just you just have to focus in on the better good for all of them now no child would be okay if they took Co home and grandma died that would be something that would affect that child for the rest of their life there's certain things like that that to me say we have schools closed otherwise we're going to feel guilty for the rest of our lives you know for that child who did pass away I don't want that responsibility um our teachers were not ready to come back I think that's a big issue we can't force them they have families too they have older people living in their homes or children with immunity issues I'm not a have to force our teachers to come back at a time

204when we're at record you know numbers and as Dr Lee said the governor issued mass casualty you know orders um you just really have to sit and think about all of the surrounding issues and then pray you make the best decisions that can be made you're not fail prooof but at least you made the best decisions that you thought were the best at the time it's all you can do thank you Mrs Anderson is there any discussion by the board I'll close my ears no discussion okay I have a motion to appoint the candidate Mrs Nancy Anderson I will second the motion and let's do a roll call vote Mr Bruno you're muted I think you're muted I apologize thank you thank you Miss Kelly hi thank you Miss thank you Miss Kelly Dr Lee

205thank you and the chair votes I thank you Miss hope you're welcome welcome and we now have a full board finally yay thank you Mrs Anderson wow congratulations Mrs Anderson I think welcome I think Scott did you enjoy your one mon Hiatus yeah not even a month I think Mr Scott has lived through something that almost no superintendent ever lived through replacing all five board members right in six I wasn't replaced well four four out of five four out of five in six months is uh that might be a world record and I don't want to set it again you guys are all on the hook okay let's close up this somebody better help me with my election in two years that's all I have to say oh then we get to run together again

206okay let's close up Advanced planning so we're going to bring back the uh bring back the tier status Sacramento County tier status um we agreed to future date which would be next board meeting would be Wednesday January 20th 2021 thank goodness we're out of 20 we'll meet at six o'clock via Zoom or online until we can Recon be at riy Middle School and is there any other suggested board items okay do I have them yes Yes actually I I I I am hoping that in the sometime in the near future that we could get a report on UL udl um what it is how long it's been around what are the stats how are we applying it where are we applying it and just kind of a you know a yay team kind of a

207presentation but I'm I'm really interested in learning what we're doing with that and that is Universal Design for Learning is that something we could add to the agenda you beta you betcha and we can also make sure that Kelly we have done a lot of work with that so I know uh Mr Jordan and and curriculum they would love to highlight some of the stuff we did and we doing and got stuck with we integrated a lot with our mtss our multi-tier system of supports um and so we would love to share and have that that continued conversation so thank you for bringing that one up very good Kelly yeah and the second thing was I was kind of hoping to have a bigger discussion about seal um but I don't know if that's if

208if we're ready for that yet um one of the might require some pre conversations I'm sorry Mr Mr lir did share um a great information on that I found very useful so I want to say thank you for Mr lar providing that but thank you Dr Lee for the suggestion yeah I would I would suggest uh uh Miss Kelly that the udl actually will will tie in with our multi-tier system of support andal so I think that conversation will logically come from us scratching the surface with udl um so if we can kick that off in January we'll come up with like an overview and then I think you'll see that it will it will dove tail into many conversations around social emotional learning intervention pieces other things that we have so that's a great

209um great starting point I think so if you would um I I just have a request um uh Mr lar that that you also present to us how is udl connected to differentiated instruction yes because I think that's key and I think that's a piece um that we're missing talking about right now um you know try to meet the needs of all Learners um udl is one way how does that intersect with differentiate instruction and if you could help us to understand that better AB absolutely would would be honored to do that so thank you guys that's great okay do we have a motion for advance planning I guess we don't okay joury will not return to um close session do I have a motion to adjourn the meeting Mo you're going to close we

210are not oh yes H do I have a second I'll second okay a roll call vote Mr Bruno I I thank you Dr Lee I chair votes I we adjourn at 9:24
