005kelly kelly back to the school board with the tighter restrictions in place for sacramento county we have folks concerned about the heightened risk of exposure to coven people are also concerned about who will be returning and when i appreciate the district keeping us informed as possibly possible with respect to projections on the need for teachers and additional classified staff to return to their sites to prepare for the return of students we will we will be continuing our negotiations with the district virtually on november 30th we look forward to collaborating over the next couple of months i hope everyone has a safe and restful thanksgiving break next week thank you do we have somebody from cot alabama i am vanessa mason cca president okay uh welcome kelly kelly back to the school board please congratulate you

006on your new position thank you and yeah um the other thing um my next comment is to thank the district for all their hard work for getting the tools and technology in preparation for the return for teachers to come to school as well as the students to come back on campus with the heightened risk and the positivity rate of over 22 we appreciate that the district has sent out notification that teachers will not be required to be back on campus november 30th that was a nice thanksgiving gift everybody's so thankful for it and we're working on new memorandums of understanding language for a return date for staff so that they can get their classrooms ready um once we're back in the red tier so we respect the language avoiding a date but more related to

007like x number of days after you return to the reds here for the county and as my last comment i wish everybody a very safe restful and great thanksgiving break thank you vanessa happy thanksgiving to you as well thank you okay committee updates mr decent hope i can get close enough to this to here let's hold it there you go all right here rockstar i'm not gonna say um so just an update on the projects that we have going on um our oak hill kindergarten project started construction november 7th so far they've demoed the concrete um going up to the main office and down to the sidewalk they're working on the ada access for the front of the school they've also removed all of the trees and and the old um the thing called it's

008kind of happening here they move the whole amphitheater um so it's all cleared out and um and ready to start um putting up foundation stuff for the for the portables that are coming in their next move will be starting to excavate from the back of the mp room down to where the kindergarten portables are going to go and their goal is to get all of that excavated all the infrastructure installed and all the concrete record before teachers get back so that's what's been going on at oak hill for our cte project going on at center high school we did walk the site again with the architect and our program managers from cpm and what we're doing is trying to finalize the locations of the two ctv buildings that we're going to be building along with

009them we're also trying to master plan the the site for future ctv buildings and other things that the high school may need in that area as we start to grow out the other thing we're hoping to do as we work through locating where these are going to go is during this project of building these two cte programs we're hoping to be able to get rid of 11 portables which will do a couple of things for us it'll it'll reduce our maintenance issues immensely but it also helps to reduce the amount of space that we have at the high school which will increase our eligibility for state funding the other thing we're working on with that program is the last time that that school was redesignated was when we had what would you charter school and

010animal view charter school there so each each school site has a specific code with the california department of education and we're working on changing that cbs code to be the center high school's cbs code so that we can as we're building high school projects it's not as it's frowned upon a little bit if we're not actually building them on a high school site so we're redesignating the site as the high school site master planning where the where the buildings are going to be going in the future and um and then changing the cds code at the same time so so that's where we are with our cte programs and our final one is um the school site up in sierra vista the architect and myself and others have been meeting with different focus groups like

011we met with um laura davis from nutrition services and the people in her department and we looked at the design of the of the kitchen and the multi-purpose room and how that's all going to flow and how it's going to work so we kind of got it all squared away where the refrigerators are going and where the work tables are going and and how the flow of students are going to go through um in that in that meeting that we had we also met with the landscaper and some of our grounds department and looked at the landscaping for that for inside around the buildings and one of the things the landscapers trying to do is create a flow from the administration to the multi-purpose room or to the classrooms through through the angles of the

012planting areas in school so um we looked at a couple of renditions of that and we're kind of refining what that's going to look like in there today we met with my my hvac person joseph and eugene along with the architect and we talked about low voltage so what are the cameras going to look like what are the hvac controls going to look like what else we talk about um lots of nails the phone system that you guys hopefully if you if you approve the consent agenda tonight we'll be moving forward with a voice over ip phone system that will also be able to control the intercontinental so so we talked about all those things so that they could incorporate those things into into the design of that portion of the school and then next

013week we're meeting with um mike jordan hopefully got my invite for what the library is going to look like i mean they're going to look different as we move into the future so what's the program of the library and the media center i've got another principal is joining us on that one too for you know what would his view of the elementary library look like and what other uses would they um want to happen inside of that space and then we're also looking at the administration building and how do we create flow and make it inviting for the community to come in and um a nice place for the teachers and the classified staff to eat their lunch so so that's what we've been working on as far as the design goes as i told

014you before um we should be bringing you the land acquisition documents next month for the purchase of the property and then we can actually get out there and start um poking around in the ground and finding out where our utilities are and things like that so it's a good process any questions about that this one shoes twice the parking we talked about that today and then the city of roseville was worried that where we placed the trash enclosure was too far away for the garbage truck to be able to get in there and and one of the comments from the architect local we can lose take away a few of these parking places and i said she goes well you only wanted 45 and we gave you 80 and i said i'm not getting anything

015so i'm complaining on the on the voiceover internet protocol is that also have the capability of doing the math calls so you don't have to have that external system for making phone calls or um no that's a separate system that doesn't have that capability and actually ours now is tied in through our websites and app it's a bundled package that's yeah actually approved pipe last year i think this was just but maybe we'd save some money save some more money well we are going to say since you brought that up we are going to save a lot of money because um for every phone line that we use in the district cost is 24.95 a month we used to get the rate funding for that to where we only paid 20 percent of that but

016they stopped era to stop funding um voice and now they're just funding um data so we're paying 25 bucks a month per phone line and we'll be able to get rid of 90 of our phone lines so we'll see we'll save thousands of dollars a month with this new phone system it'll pay for itself fairly quickly any other questions thank you thank you can't wait to see it next month we're going to next month we'll bring you the architect's going to come and share some of the drawings with you so you wish and you get perfect okay reports and presentations sacramento county tears update mr mayor so i don't have a lot to report but just wanted to bring to the board's attention i don't know if it's timely or or not timely but as

017of monday the governor has released a new tier status not only for our sacramento county but placer county and the has fallen back into the purple status so i just wanted to update the board on what that that means for us going forward um the when we fall back into the purple status because none of our schools were open we cannot open our schools until such time that we we returned to the red status and stayed there for two weeks meeting the metrics for that uh variable at the end of that two weeks then we would have the capabilities to open that's what miss mason was kind of talking back on the phone is we're still shooting for the january 5th but based on the increased positivity that we saw from the data of the

018last three weeks that may not be likely but we're still shooting for it with the idea that it also establishes the date so we're getting i mean classrooms campuses uh staffing all those things will be in place as of that fifth if we do for some reason have to push it out we will be ready to go as soon as we possibly can so i just wanted to put in the board's mind that the january 5th date is still up near i think we'll probably likely we'll have a conversation at the december meeting we'll have a better picture of it because we meet the week before we go away for winter break so that would only be two weeks so we'll know what tier we're in and whether or not we'll be able to make

019that january 15th or not um one of the things that we were looking for is the ability to have staff come back because we know there's some cares money that's out there that needs to be expended by the 31st we were hoping that if we got staffed back we could see what else our staff needed to keep them safe keep our students safe but knowing that the increase in rate into less in concentration of students on our teachers on and staff on our campus we did go ahead and push that back and let people work from the location that they currently were so we do have staff that's working from school sites but we also have some staff that's working from home um so we will be able to to we're hoping to be able

020to use up every single dollar of that we're still going to give it our best try the other piece we wanted to do before we got into the january 5th by having staff back was the ability to have them really test out our network we're setting it up so everyone won't be have to be on the wi-fi they could be hardwired in so eugene and mr diesen have uh made it possible that we would be able to use all the hard wiring for communications that way so we still want to test it we don't want to come back on a monday and then have staff come in and go it doesn't work so that's the rationale behind it but based on the increase that we saw we felt like it was best to hold off

021and get staff back when we feel it's more safe for us to have a higher concentration of staff on campus so any questions as it relates to to this or the tier status or comments i just wanted to give you an update on that i do have a related question okay um i've seen some feedback online um regarding the survey that was sent out to parents where people are saying that 52 of the parents wanted to return sooner than the january 5th my understanding is that the survey was asking the question of did you want to come back to school when we decided that um did we survey the currents as to what date they would prefer to return we did not the survey we put out was when we returned and we're in one

022of these models what would you what would you want your child or your student to be in um personally i know there were families who right away said no i don't want my students returned i know some that said and i've had feedback from these parents some that have said oh i want my student back immediately and then i had other ones saying well we really need to think through it i guess we'll give it a try but we're unsure so the survey was not to determine who wanted to come back the determinant was to check the model at which you thought was best for your family to return is that yes and um approximately what percentage of families responded to the survey okay we now we have almost 100 percent um so we had

023100 some of the numbers were skewed because unfortunately not unfortunately fortunately some parents responded one way two weeks later said well no we want to go in person or we want to stay distant so the the data we're looking at is the number isn't actually accurate from the sense of there's more responses than we actually have students in the district that makes sense so um what we have found is some families have said wow based on my decision prior it was based on what we thought but we want to change to a distance learning model or we've actually had the reverse where people want to come in okay and where does that currently stand with what percentage is opting the remaining distance limit it uh this and i haven't looked lately but i think like

024mr jordan do you know off top of your head is at this junior high high school level it's about 50 50 50 to stay and go and we're still getting we're pushing 38 percent on elementary wanting to uh romanian distance learning the rest coming back and as mr lehrer said some people did respond twice the day it was split up by school sites the principal's back went in looked at the data and determined what was the last entry of the parents and that's the choice they put so if they switch from in person to at home or distance learning excuse me they would have would have encountered the way the situation's changed i think it's only fair that some of them might change their minds yeah absolutely positivity yeah yeah and i know i actually

025just got a text popped up 95 percent of center high school families have responded so that that that is the i don't it's not really a survey it was really an option to choose but i would say that's the best response we've ever received from from our families but they have to make a choice or you get put in an option that you may not like so what was the elementary response about 38 percent 38 middle and high school were just around 50 50 50. okay 38 wanted to come back remain remain in distance learning okay interesting and then to piggyback on what kelly was saying right now sacramento county we're at 22 isn't it what i just heard 22 uh daily infections per hundred thousand people correct the positivity rate is is the number

026per hundred thousand population which is triple what it would take to be in the red tier so i correct i'm frankly quite concerned by how much that number we were we were at 2.5 percent i would say six weeks ago so and tenfold just last week we were nine or something like that so we more than doubled in a week so the rate for a hundred thousand went from seven seven point eight i believe nine point eight and then like this monday went up to twenty two point something um so positively we will also as we come back is is interrelated we'll create a dashboard that will show the the positivity rates or infections and and quarantine staff and families that we're dealing with that we'll create we're working on developing that right now where

027if we do have positive cases we we track those and we'll make those aware to the public so they can see but i know we've even seen the staff a lot of our staff are working here but they still have an obligation to contact us we're seeing an uptick definitely even in our own employees or employees um uh own family or friend network so we're definitely seeing it different than we did regionally in center unified than we ever did before i don't think parents are still getting the message that there aren't enough teachers to cover it period i mean if we all came back and teachers had to go out on you know isolation or whatever we wouldn't have enough substitutes right that's the number one driving force behind what i'm hearing from districts that

028around the state that are open is if if things really got bad they would not have the the staff to do that right now knocking on wood we because we've established dates we actually are working with our staff that may not be able to come back through accommodations and we have that covered but definitely it's going to be a very tight tight rope to walk and my understanding is the copic cases probably won't shut you down it will be the lack of substitutes be able to run the schools so one of the models we are working on is more synchronous so we can if cohorts go out then they could remotely learn with the teacher and stuff like that so that is what we're doing at multiple levels uh the way the numbers fell at

029rise we'll have uh in-person cohort in the morning and then a distance learning in the afternoon which would allow the the distance learning folks to have pop out if something did come up but yeah that will be a big issue for us as well just as every other district somebody told me today that we're looking at it wrong we should be looking at it by the survival rate and when you look at that number it was really high kind of interesting in other words looking at you know that 98 of people who contract it survive but my concern with using that simplistic uh view though is a lot of people survive but have serious long-term complications yeah we still don't know what those long-term complications are there's been a lot of neurological strength people's strength

030we're talking young athletic healthy people yeah awesome john all right well thank you so we just wanted to give providence thank you and that's funny sorry that motorcycle's owned by maybe last meeting we were sitting here everyone commented was watching a motorcycle just went by he or she just came by again okay thank you mr comments from the audience regarding items that are not on the agenda do we have any here please come forward let's know it's on for you thank you i'm sorry if i'm doing this wrong i've never done this before thank you we're friends my name is james anderson i have two kids within the district in elementary school i just really want to express my gratitude for all the districts and the schools have done to think outside the box and

031accommodate this very rare very uncommon scenario i'm so thankful for everything that has been done with the chrome books the webcasting it's it's been very helpful to have that option i do want to express as well an eagerness to get back into the schools um and i'm sure you've heard it from plenty of people um but i uh from what i've seen so far this district has been very uh very helpful very transparent very forward-thinking with finding ways to provide the best education students and i think there's still more that can be done i it seems like the situation with the pandemic is getting worse but i really hope that you keep thinking towards what's best for the students mentally emotionally with my two kids it's been harder every single day just to keep them

032motivated keep them on task it's hard to go from a six hour school day to a one hour school day and all virtually i know that my son is learning really well with that environment but my daughter is having so much trouble with distance learning it's not another that she's used to and she's not adapting very well to it so i just again want to thank all of you for everything you've done to help the students and i encourage you to keep keep thinking creatively thank you so much thank you thank you for coming forward that's really nice of you to do and maybe mr lyr do you want to go ahead and finish it sorry i was just gonna maybe um there's some help out there that can work with you and your daughter

033if you contact have you talked to the teacher i have we've we've worked through a few options already and the school has been very helpful in that regards um but the different options we've tried haven't been as beneficial as i'd hoped it's a tough spot as a parent i know and i was just gonna say thank you for coming forward i know it's a struggle i know as a parent myself it is a i don't have little ones anymore so i have a little bit older who are doing this i can't imagine what what you are putting in your family so i appreciate you coming forward and seeing the positivity with it too because we are trying really hard with the conditions but if there are ideas that you might have that might work we're

034open i'll give you my business card mr jordan we're open from a parent perspective there's something you see we're open to try so we acknowledge and appreciate that the other piece is we are looking at adjusting uh come january 5th some of our daily schedule which should increase some of the time for the kids now we're working through that but that's something that's on the horizon because i know trustee bruno has shared that before that some families have have said hey we need we need some more in in class time i guess so not to put it off but things may be coming um so i appreciate that thank you so much great school site today tim spinelli really yeah they've been great at spinelli very very helpful in my regards mr anderson i just

035want to say first of all thank you very much for coming forward and speaking your mind um i i'm loving getting feedback and i think the more we hear the better we can represent you and i just want to share with you um i have a daughter who's in high school in the district and she's struggling as well unfortunately there are no easy solutions and i just i'm not saying that because it really helps anything but sometimes it's comforting to know you're not alone i'm dealing with similar issues in my um you know we're doing the best we can all together and you know we will get through this thank you thank you very much thank you thank you you have a six-year-old grandson that was really struggling with that as well and he has

036speech and a couple other things but there's one class that he takes where they play games and he interacts with the other kids and the teachers and i'm i'm not sure exactly which one it is but that seems to have done him a world of good i don't know if there's any way we can set up something like that you know it's just a small number of kids but all of them get together and they talk and they interact and just play a game and it's worked out really well just for that socialization piece if i man i know i've gone over the figure so thank you but one thing that i found helpful with my work environment where i kind of work distance from home um in webcasting meetings and everything um within our

037within our workplace we have these just casual one-hour conferences every once in a while or it's just about talking about socializing and it seems odd but it makes such a world of difference and i think that's something that at least my kids are really lacking within the school day because it's one hour study and then talk about homework and then the next day did you do the homework and then let's start with something new and it feels like they're on a treadmill or in a marathon uh towards the end so big difference yeah so i don't know maybe incorporating additional social aspects like you mentioned i think would be very helpful thank you thank you very much thank you very much i have one that came online okay this one is from the center cougar

038booster club good evening we hope everyone is staying healthy the center high school booster club continues to help raise funds to provide for our students during these unprecedented times we would like to get the word out that we are currently having a jamba juice card fundraiser they are a buy one get one free drink with a purchased drink you can use this card up to six times they make great for stocking stuffers please contact the center boosters for more information or to purchase cards thank you great thank you carol no no other comments okay we'll move on to board superintendent reports ms kelly well i haven't done anything yet but uh come on i've been reading a lot and uh really excited to get back into it and i missed everybody i missed the responsibility

039and just having that input it's great to be back sad circumstances seems to be my my mo i start on the board when there's bad things going on but [Music] this too shall pass right [Music] i am looking at possibly um taking the master's in governance i don't know you guys probably don't care about that but you might care you don't get that the first time i did not i started to i i was considering it but i did not have the bandwidth with the current job i had so this time i think i'm going to go ahead and do that because i think it'll be very beneficial for the whole board and then also looking at the possibility of becoming a delegate and i don't know how competitive that is once you're nominated if

040if it's pretty competitive to be a delegate to csv then you're looking at how to do a big write-up and then of yourself your history and all of that and then they don't get it though but anyway that's what i'm looking at right now and uh just really excited to get back into it perfect happy thanksgiving to everybody thank you we welcome you back thanks mr bruno um i don't have much just want to say welcome to miss kelly and um happy thanksgiving to our staff and families and i hope everyone stays safe this is a scary time with the effect rates going up the way they have and i'm concerned about the holidays but i'm hoping that we can turn the car on the city mrs pope thank you mr patterson welcome back to

041ms kelly it's a pleasure having you back on the board um we missed you for the last two years i would like to say thank you to the speaker again i appreciate you coming in mr bruno and i were just saying that we really appreciate when people voice their opinions they come to the boarding meeting or even make comment via line um i also want to make public that we do have our email addresses on our website for all board members so if you are inclined you can email one or all of us if you wish um as well as mr laira of course he gave you his business card mr jordan as well um so thank you and if anybody else in the community does want to reach out to the board that is

042one way to do that because we do appreciate it and that's how we know what's going on within the community and how we can serve you better other than that happy thanksgiving have a safe holiday and cross your fingers that this doesn't go up when you hire just stay safe and for me i would just like to congratulate mrs pope because she's the only clear winner in the election so far but we definitely know she won don't um she does a great job and if anybody deserves it it's dale she has worked her tail off for this district and continues to do so every day so i think that you are definitely re-elected [Music] and happy thanksgiving to everyone um please stay safe and keep your family safe whatever you do and do i have

043a motion to bring the consented into the floor i promise i'll be oh briefly just want to acknowledge uh the effort and work that all staff is doing and the board's uh contributions towards making sure that we were prepared to to open january 5th obviously circumstances changed beyond our control and we kind of laughed that in all of our meetings the the one constant we know today is it's constantly it's going to change and so by establishing the date like you did last time we've made a lot of really good progress and i appreciate that with the caveat of safety and health is first so we appreciate that and yesterday when i noticed staff that hey we're not going to require people to be back on the 30th i got more um emails of relief

044and gratitude and thanks for for us thinking about not only our students but also our employees which i think is a part of who we are as a district and what we are we we do care about all people within our organization um so i want to acknowledge that also acknowledge we had a couple of new uh cohorts started uh for for students while you're in the purple you are allowed with a higher needs classification students you can bring that back we started on monday and a cohort with some el students and that's off with a hitch so i want to thank the staff for making that happen they did a great job it is like a scientific process to get these six eight kids into the room to do this but i commend mr

045jordan his health staff um and i did go over there monday i think it was and to see the kids eyes and see them beaming i can see what mr anderson is saying we do need to get kids back when it when it's safe to do so um the other the other thing i wanted to acknowledge is just welcome mr bruno and miss kelly again um even in the short time you both come here i can tell the level of professionalism the contributions you're both gonna provide to this board and this district is huge so thank you for stepping up and giving to the community because the job you're doing doesn't really pay that well and you can beat that quite a bit so i i thank you both for stepping up and in and

046you know fulfilling some civic responsibility with there and i think it's a good lesson for all of us and with miss anderson and this pope as well so thank you for that the final kind of little plug was and of course i'm totally drawing a blank when i wrote my notes we switched to a district that now feeds all of our students it's a cep program and of course i cannot remember what cep stands for mr bruno might know community and what it does don't remember it it's the federal program that allows for us to provide lunch and breakfast to our students all students for free without verifying income essentially uh because our our framers so we food service got that taken care of got it working great everything was wonderful the the trigger point

047was we are used national school lunch program to identify our students who are free and reduce lunch which targets our some of our federal funding it targets some of our state funding through concentration supplemental so when we got this going in the middle of a pandemic where you can't get a hold of anyone mr graham from from technology we all pulled our heads together and through food service were able to figure out a system to do a household income survey if we didn't just to give you the magnitude of this and i can tell you this now because now i'm sleeping if if we did not increase we could have lost up to three and a half million dollars of funding because we did not have the correct amount three and a half million dollars

048as a result of it we were able to get a base year put in mr mr graham his staff we got it squared away we're back normal we put a push in with our family say hey please fill this out give us information we went from a 67 unduplicated account for our funding up to about a 69 which transitioned that loss of three and a half million so we're looking at possibly two hundred thousand dollars more than we had anticipated so i just want to congratulate everyone who played part of this because i'll tell you what there are a few nights where and i know mrs coronado is she and i were probably up at three in the morning going uh how are we going to get this to work so i just compliment her

049for for getting on this and getting going but the byproduct of this is we're in a much better place but the other thing is it also reflects almost 70 percent of our families are in those categories either considered in a poverty rate uh social economically disadvantaged el foster or homeless that's a pretty high high number for our community so i think as we move forward we need to look to make sure we continue to meet those needs for all of our families so anyway thanks to them i'll wrap up with happy thanksgiving to the board happy thanksgiving to all our families happy thanksgiving the staff and enjoy the time hopefully it's a nice rainy one and we just get to sit in our homes by ourselves watch a good movie there you go we don't

050often say it but we do appreciate the work that you put in everything that you do for the district absolutely okay i've always been amazed how much work you guys do just a couple people kiss an agenda do i have a motion to bring to the floor move second second do you know perfect business item a it's resolution to initiate provisional appointment process to fill trustee position due to vacancy the only thing i would say is it's just as a kind of sidebar funny note is i can't believe we've done three of these in four months i'll just believe in that carol and i are now experts on provisional appointments and elected two board members that's more than we've ever done that's crazy no second okay general consent and then with that process we have

051which to be honest we're getting so good at it i promise i won't take too much of your time but we with two of you mind being a part of my committee when the applications are submitted we'll open the window applications come in there's just a process that we review and vet that those applications get are meeting the conditions of being eligible to sit on the board it may not we could probably do it over the phone if not uh to have you come by if there's something technical uh in the past we had one that unfortunately didn't live in our district um and so we notified that individual but the others went forward the last time both were qualified candidates so it's not a big deal but if i could have two of you

052just say hey yeah i've lived in central school district uh kelly anyone anyone else it's basically what i'll do is we'll get copies of it just verify and it's just so you guys understand that you're verifying that these people are eligible okay so i get it kellyanne go right thank you kevin okay perfect the annual organizational meeting of the board so all this is is the uh board annually was selected is officers for lack of better work you're president so as mr uh wilson trustee wilson had vacated his spot as president uh the clerk would step in and be the acting president until such time so we decided to wait till next month which would be our normal organization where the board would select not only the officers of this but also of our finance

053corporation group which usually are the same so we have a president a clerk and then we open another meeting up to address the financial corps which we don't do a whole lot with but we still have that as a function for me so all this is doing is setting our next regularly scheduled meeting december 16th as the time or the date for that meeting so that's all you're according to setting the date i'll move to approve scheduling the annual organizational meeting at the december regular board meeting and hold a second okay like your normal content yes perfect and i'll wait on this one one day carol do you remember they they certify the elections uh it's the very beginning of december i can't remember the first or the fourth but i know that they're supposed

054to be seated the first friday in december okay the first friday is the fourth so so the first friday is when they actually take office and then the we swear them in so they're officially on and then at the sixteenth meeting that's where the individual oh it's right here agenda 15-day period for 2020 is december 11th through 25th that that's desperate that's for holding the that's the holding the organization that you guys just approved okay so we had general consent on so now we're on the business item c which would be the delegate assembly nomination and i think someone might be interested yeah yeah so too i think this is telling kelly eight years i would like to nominate to run for that [Music] position she doesn't know what she's getting herself into yeah so

055at this point what would happen is you guys could make the recommendation um to elect and if miss kelly is interested if the board votes and kelly could put in her application to put in our application and then there's a process i believe for selection within the delegate i do believe if if you are willing miss kelly it is a great experience for board member and there's a lot that through this organization you would bring back um to to the board so if you're willing there is a time commitment to it and i know um that but it also it's pretty fun when you go to conference you get to work different revenue wow so all you need for so all you need is if she accepts the nomination then she would complete the application

056we would forward that in and then the boards would have at a later date that they would vote on it or throughout the region so i heard one i don't know okay all those in favor all right nice it's great to do a roll call right don't lie i mean i don't know miss kelly i'm [Laughter] okay this time i'd like to open up a public hearing so the public hearing will be open at 6 54. it looks like and at this point this anderson might not jump in is that okay can i jump in yeah so at this point we would take any public comment the the board is being asked to um seek a waiver for the statutory general obligation bond debt limitations we also have uh kushru um with cfw and i

057don't know who sure if they'd be important during this point or after the public hearing when would be appropriate for you to kind of give an overview of this idea i feel pleasure i'd be happy to do it right now let's do it [Music] good evening ladies and gentlemen i'm chris gara with cfw very pleased to be here this evening we've had the privilege of serving you for over 30 years i think it's very few i've been with the firm about 28 years and there's very few clients that i were clients of cfw before i came on board so uh thank you for allowing us to serve you for all those years uh what's here for your consideration tonight uh later on in the agenda is a resolution which would permit your staff to take

058the necessary steps to apply for a waiver on the debt limit of issuing uh general obligation bonds broadly there's three limiters to your ability to issue bonds number one with the voters of authorized as you may remember about 12 years ago your voters authorized 500 million dollars so that's not an issue over there number two is the tax rate constraint for your 2008 election there is a tax rate constrained of sixty dollars per 100 000 of assessed valuation uh that's not a constraint well below that the third constraint is the debt limit that is applied by the state that says that two and a half percent of your assessed valuation is the amount of bonds that you can have outstanding uh the challenge the district is facing is that either easy new school that you

059are considering building in the next uh year or two potentially and the district needs funding for that traditionally in the old days the district would come up with a portion of that the state would come up with a portion of that and those monies together would be used to build that facility today you may be aware the state does not have additional funds available to grant for facilities improvements all that's going to be used in iou so in order to be able to fund that facility and yes you will be eligible to get a reimbursement from the state but in addition in the in your the need to fund that facility exclusively on your own initially while awaiting your reimbursement from the state is what's triggering the need to allow us to issue those additional

060bonds today without any waiver you could issue about 12 million dollars of bonds but the actual need to construct a school is significantly more than that and so what the waiver would do uh if approved by the cde would be to allow you to do to issue those additional bonds it is done quite often by school districts in california and especially with the unique circumstance of the state not being available to fund that component uh the we have brought this resolution for your consideration so would that be happy to answer any questions so um given the sixty dollars per hundred thousand in value assessed valuation what would be the maximum amount of bonds that we could sell based on that criteria right now under that criteria you could sell another approximately 28 million dollars a

061month and how many do we need how many billion do we need to build the school that's pretty close to what you probably would pretty much max it out that's it you would be taking it up to 60 dollars together that's cool keeping in mind that some of those dollars would come back from a reimbursement from the state which would then permit you to complete the other instructions so um sorry for a second there um i can't remember what i was going to ask you for no problem i'll be right back again i'll try to fill up for a second so one of the things we're trying to do and we appreciate cfw's work because they've always allowed us you know we always think craig i dr fortune knows before us we always saw you

062know we're these brilliant planners looking ahead but but the kudos needs to go to the cfw for bringing those ideas to us just like when we refinance the bonds and saved millions for our taxpayers things like that down the road but this is something that would allow us we we may not need it but the what we're hearing is be ready in case you do um and so that's when they came to us uh mr bruno and ms kelly probably know it but del rey and nancy would know that they said hey here's this idea at the time the board said no we it's too far out we don't want to do it yet but they came back to us and said we're getting really close to the time because the process through cd does

063take a little bit so we just want to make sure we're prepared we may not need to exercise that waiver but it wouldn't constrain us if we got going to build this school things are going crazy it allows for flexibility yeah and the likelihood that it would be approved is pretty good given that the state is not matching funds around that's correct and also what you're asking first reasonable your your current debt limit is two and a half percent sketched early we're asking for about take it up to about 3.2 so that's considered a reasonable uh request and uh it's usually reviewed by the staff first we think it'll be acceptable to staff and if it's approved by staff usually the board uh goes along with the staff's recommendation i feel bad that you came

064all this way first but i did no no problem i had another reason to be here it was very good to see you folks as well it's been a little while so uh it's always a pleasure thank you we gave him the option that he wanted to see us yes he started seeing us over zoom would there be any harm for us doing this if we decided okay we don't want to use it and we retract no absolutely not the waiver just makes it permissible to issue bonds there is no requirement to issue the bonds so there's no penalty if the waiver is approved and you like not to use it there is no penalty also i mean we've got so many houses being built right now even if we increase it now with the

065new houses coming in that's still going to be spread more evenly amongst all the new homes it'll come back down again it's going to be working anonymously yes it's a it's a great question though because we don't have to use it and that's the thing is we just want to be prepared because if the houses for some reason didn't and we need we still need the space then we have that flexibility versus oops i wish we would have done something you know back in november you know how long does it take to get the waiver approved so if there's four cycles a year or the next cycle all the documents would need to be submitted by mid-december and i believe it's sometime in mid-march that would be voted upon okay the long need time is

066to give the staff adequate time to do their analysis and and make the agenda is there any questions online carol no any questions in the room okay thank you very much thank not you can house is there any way that we can assist in some kind of a program where we can help families set up their kids with another kid to play with on the computer or talk to on the computer maybe somebody from their class so what i would do is we can certainly maybe for future agenda items but let's close this public hearing are you tying this to the bond stuff somehow i'm sorry i'm sorry we closed the public hearing at 705 okay and then from there and then i would move to to approval of the item that way kusuru can

067go home and then maybe you can break that up because he does have to go to the bay area and then his suggested end agenda is like uh which is the waiver the approval to apply for a waiver for general albertans okay general consent thank you very much thank you mr president you are free thank you safe travels um so lori happy thanksgiving [Music] these kids could just play you know set their own little play dates on the computer you can that the hesitation i would have right off the bat would be how we would monitor that and you can do pen pals we've done pen pals with actually sac state students through spinelli was one example but to just open up our google meets to have kids go on i would want to double

068check on some liability if things are going on now if a class at oak hill one of the pen pals with a class at spinelli oak hill spelling we could try to talk with teachers to arrange that where they could do it but i would want those google meets somehow monitored to some degree before we just let people go go hog wild so mr jordan and i kind of look at the idea of how do we increase socialization with kids mr miranda who's over our family resource center got something right in his alley that maybe we can get him to spearhead as well to see if kids can i would just want someone an adult in that from a liability standpoint on our end would it be possible to just kind of coordinate the connection

069of students and then the parents could set up their own zoom sessions i mean we could at least we could just say you know if you're interested in collaborating or visiting with other students here's the students right i would just again want to make sure that that saying if i didn't school if it was like wait maybe our it wouldn't be our thing just saying if you want to play an online play play date and i think probably classmates might do that already but but i don't i don't know so that's something you can look into and see if that's something that is possible i would just like i said hesitant to just open up rooms and say how about let them do their own rooms and i want to compliment you on the behavior

070of your children they've been so good it's hard not to sound out of them all night long that's pretty good you guys are wonderful good job all right okay okay advanced planning future meeting dates we've already done the meeting date was what scott on december 16 six o'clock uh we may end up doing that depending on the number of applicants we may do it back in the big room um just because before the board uh i always felt an important to see and talk to people in person but i think if we get multiple candidates i think moving to a bigger venue would be safer make that a thing right now we we can thank you it's just hard to hear anything it's going to be in the cafeteria oh yeah yeah let's just make

071that the thing sometimes i have a problem guys with the masks yeah and hearing people uh sometimes it just comes out of jungles i know i i've had a heck of a time understanding what del was saying i i guess i read lips i don't anymore do i so we'll go ahead and plant a meat in the cafeteria and uh mr diesel will make sure that my sound is outstanding as usual and eugene will tell me it'll be fine the last time the sound was really good well we super cooled the room and then craig had to keep me off the walls from saying it's not going to work anywhere i was wrong and we have no reason to return to closed session um is firm's a suggested agenda item for the next meeting um

072i think we should discuss you know set aside some time to discuss um what the infection rates are looking like at that point and revisit the uh january date to see if that's still feasible okay sure so for the december meeting so we'll go ahead i'll say so we'll put it on as a business discussion item it board would give direction to staff based on to evaluate the numbers see where we are and then look at the the feasibility of the january fifth date and then look for some more direction going forward is that yes okay to be clear i'm hoping that the the effect rates come back down and we can still target that data for sure yeah but based off the current data i have concerns move to adjourn um yeah let's hope

073that they've made a great improvement by then and i was promotion all right and we are done needing adjourned all right
