001at 6:05 p.m. first we have the flag salute of the bow we have everybody here so mr. Jordan would you lead us in the flag salute ready the latest lie of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all the announcement of action taken in closed session we had one item and employed by a performance review the result of that review was a satisfactory the adoption of the agenda do we have a motion to move the agenda with pulling out when you do that we need to pull out item number two on the consent agenda is there a motion now motion by mrs. Pope is there a second second the second by mrs. Anderson all right do we let's see

002yeah we're gonna roll call it so then we have a motion we have a second for adoption of the agenda mrs. Anderson hi mrs. Anderson I misspoke I misspoke I'm mr. G Bailey mr. Bailey aye mr. hunt [Music] mr. Han I chair votes ient that's unanimous 5-0 that brings us to organization reports see you ta mrs. Mason thank you very much that brings us to mrs. Huggins CSEA greetings greetings I echo what Vanessa had to say in regards to CSEA wanting to be a part of the conversations about how our new normal is going to look we know that that can impact not only the teachers and the students but also support staff and so we're definitely wanting to be involved in those planning sessions to make sure that our people are represented but also

003that we can be as adaptable as possible to the needs of the district so we want to be involved in that also about a week week and a half ago we submitted a request let me go back farther in the fall we submitted our initial proposals to the district for negotiations and those are called sunshine proposals for a reason because they have a sunshine date and we last negotiated in January and so since we haven't been able to negotiate since January we now need to be able to have a sunset they fund our initial proposals for 1920 so what we're needing to do is get together for negotiations we realize that would be in order to be able to complete out the 1920 a year and then be able to move forward for that 2021

004so that's our request at this point is just for us to be able to move forward to be able to do that okay I know that some of the stuff that ended up at the field office for the CSEA they can't go to the field office so he's having to do everything on his little phone because they hold anything back they don't let anybody vacuum in the field offices to work so all of their associations stuff everything that they did prior to March got locked down okay I appreciate that [Music] okay I just didn't see that asking about this and he said yes please go ahead so I appreciate that thank you so much thank you these update got a couple of items tonight our full-day kindergarten program our drawings are going to to DSA

005up to 19 so we're getting pretty close we're wrapping about or having our our contractor look over the plans so that it is input and we'll be ready to submit those on June 19 I met with the landscape architect today with my decided so they're working on figuring out where the ballot boxes are the main water right when they start looking around down in there and how they're gonna relay escape that there are the cool yeah so the kindergarten rooms are going basically they're going behind the kindergarten playground so they'll be down in that area that drops down behind were there where it comes over closer to my dream another red one if it's going to campus if you're looking face onto the campus you see kindergarten and then there's an open space that has

006like a round it's going right there okay it's going to stay up at the height of the current playground so it's going to kind of they're going to move a lot of dirt and builds a retaining wall so basically the kids from the from the new buildings are going to be able to walk straight through that fence onto the playground so it's going to give us a nice easy access I know it's the fence that surrounds the playground area it goes back into the nature center area which is where the buildings are going to go so we tried to get all that squared away and then tonight before you have a piggyback purchase order if approved by reflects is a modular construction company and they are the ones that are going to modular buildings they're

007not portable buildings modular built on-site and they look really nice they're going to manage the same the same book that the current buildings have that's going to be did and with our CTD application we are expecting to hear back from them by the end of June we did give some 15-day letters that cfw is helping respond to with some questions that they had it's looking pretty good for for us I think it would be best if we got one or two and with the bond sale we should be able to fund our portion of those projects so we should be hearing that they do about that the new school we did have marketing interviews yesterday and we had three of our seven firms interviewed and it was great experience we did pick an architect but

008they don't know yet so we will bring that their contract to you in August for that and then as far as land acquisitions go you know we are working on CV approval for that site and and after we get CDE approval we will purchase the property and we do plan on bringing you a land purchase agreement at the apt over Courtenay is a ton more than that so that's about it as far as the current projects we never did want to run through just a few interesting development of activities so in the last month Gibson Crossing is the is across Alberta Road from Walmart it's at noon area there that it's kinda by the storage area in fact a supply they pulled 13 permits which means they're getting ready to put their models in which

009means that's going to start movement there Westbrook is in the northern portion of our district actually within the stovepipe so after you get up to the top where where West Park and the current other roads those school districts are if you go around the corner to the right and up the stovepipe there's a section in there and they pull some permits they pull eight permits so they're going to be put there models over there in that area and then jmz pulled another 16 permits that's just in the last month so it just tells you that construction isn't slowing down the economy what's that problems JMC has been see resistance yeah so construction is kind of still still moving along just to let you know in this 1920 school year AMC's pulled 234 permits and 1.8

010million dollars worth of developed reviews this year thank you finally do you really think those kids are going to never come in here with the best right and everything are they just going to res oh yeah they will once we get them here you know that went steady so we I talked to families because they all have my cards at the sales offices and I talked to those packets we have new information it's up there and then Craig and I have been up there multiple times talking with the realtor the actual person in talking about it and so yeah so we're doing the best we can some will sneak over but we're doing our best to show we can and Craig has done a great job of you know the most recent one sharing everything

011with her she was a little sorry I rate with Craig Craig waited until the next day came back at the very professional response that evening she sent a nothing I'm looking forward to being a part of the district so to me that was a win because usually I Mike we're never getting this one back in and he said to get it what are we gonna charge buses wouldn't miss this one we're gonna have enough buses and hopefully in August I'm going to be bringing you some purchase contracts for some electric buses that are going to be a screen to deal so I'm also working on putting in charging stations and I've got to update out for contractors put in 11/12/12 charging stations of the innovate mature and what believe we have a possibility of getting

012finding places online electric buses all of that we currently we have 13 routes and for every electric bus I get I have to turn into ballooning Passport because I'm getting a lot of money from the Air resource board to purchase these buses so we have an electric fleet we saw a gas leak because we saw some that would be outside of our typical bounds of electric so we don't want to send on a cold snowy day colfax for sports or fair river or whatever on a electric bus that they may not have charging stations they were we're stuck company that we've never built before we can start the school well we need to have we need to have at least 120 Tunes so where we are now if you remember what the bond presentation so

013we're entering a plea by the end of this month we'll start with purchasing or planning will purchase the property so it isn't in the mix and at that time line will be three to five years for completion and ready but I've been up there today because I've been up there it seemed like a month and there are people living across the street from where school will be already I mean physically living there was but one had a shuttle both of against whenever you haul and the other had people I ain't know how this could happen fast yes and I drove through actually today too and I went through an area where you know the homes are in process still and every single one at once I says so I've asked my past 40 homes that

014were not completed but that's all science knows now they provide if you it's gonna be a CEO homes and then so actually my next topic here is I I've been up in the JMC and if you go west you'll be at the top end of the Lennar developments over when our development is the one that if you go up why happening to the end and you looked across a little bit to the right you see roads that they're putting in you'll see block walls that they're building but if you go up to JMC and go around the back you gonna wrap around block there you go all further in there's earthmovers there's there's excavators they're working on infrastructure they've got paint groans back there we've got sidewalks back there and they actually are starting to

015have some pads shelling up with you know with the a little electrical wire sticking up so so they're getting ready these people for a bit so pretty soon too and that's that's 1200 hubs and then across baseline is another one our development that is an adult living community it's going to be 12 1250 homes something like that and they you know the ones that had all the road graders out there as you drove up little arrogant you can see it now they have excavators they have my 30 excavator giant excavators out there they're putting in water lines and sewer lines it's what smaller we get commercial fees from so that's really it except then they're also this is a big deal for for this one our community they're putting the water line across baseline this

016weekend so it's a it's like a 16 or 18 inch water line it's gonna it's gonna allow them to do their 1,250 own development but it's also going to allow as they go start to go down baseline it's gonna allow for classification to start you know do we have a sign up on the property future we don't own again we're dead we don't that's that question in October okay but yeah look we do have an architect on board we do have a site plan an additional site plan you put the site plan on that big board and you stick it out there face it this way to this development that way to that development show what's coming it's just gonna help you to get people psyched up about I was in school I had we

017just has to hit well maybe [Music] the questions I think like yeah the question was the question was can we look at re mileage just gave me here the property next to will surround [Music] and that is possible let me look at it any other questions great thank you that brings us to reports presentations 2020 month school year planning updates that used to go I start with me and that mr. Berger is gonna make his way up and I just want to say this Mike makes his way up there at alert are you gonna go there laughing that's right yeah while Mike goes up I just want to say that there's a lot of conversations about the coming school year there's a lot of uncertainty there's many guidelines out there I just want to reiterate

018that no decisions no final decisions have been made we're having a lot of conversations based on those guys out of what what it may or may not look like and our philosophy has been and I'm going to take this at a page of mr. Wilson's book or Tresckow says we need to be nimble and prepared for what we have and so that's the core espect we're looking at so we're spending a lot of our time this summer and even spring trying to figure out what scenarios what could it look like and be prepared rather than just waiting and trying to let it happen to us so with that I just want to reiterate that we do not have there's no final decisions we plan to come back if there is a situation that is unique

019it's not a regular everyone comes on back we'll come back with for sure with the board to stay here we didn't have improve that we're not just going to implement it we want your approval and understanding of it before such time that we quote implement so with that I would give it to Mike but I'm not going to give you this so that Jeremy and mr. melodic can hear you I'm just real quick though what I read today they remember computers and everything else they just say go for it yes so there's a lot of conditions on that right now they're saying go for it but like 25 percent capacity there's still restrictions with it it's really open and that's part of the planet Michael shares we're looking if we have to open partially or

020a social distancing or whenever that may be what could that plan because we still have almost two months and if you go back two months from today things have changed rapidly so we have two months we have and I'm going to propose that we get together the third July and third Wednesday in July that still gives us five weeks a lot is going to change in five weeks so we're just trying to get our plans and orders so when it comes we can get it communicated and we can get it in the Linnet but without that tactics I feel like we'll be behind the 8-ball mr. scientastic gentlemen fantastic thank you so as mr. letter said we are playing looking all different scenarios of what could happen we're attending webinars rotated all the guidance documents

021with CDE from you know CDC all the different guided segments coming out the idea again just reading what mr. letter said is to come up with what we're calling the playbook which we will present to you in July but more more closer to the school year so that you can pick which option we're looking for or which option we will build with the three right now that we are looking at three different plans plan one is just come back full time just as a normal school drew so we would come back in regular classes all activities everything would just be as normal plan two would be looking at if there is some type of a social distancing ordering place where we would be coming back and we're calling that the hybrid model so with the

022elementary school about ESS 4060 model you split the school in half it'd be two days a week for half the school so for example Tuesday and Thursday they would come the other kids to be doing distance learning during that time the other half the school become Wednesday Friday the other groups will be doing social distancing Monday would be for teachers to not only plan to distance learning part in their curricula but also have online meetings with students small group discussions with students those kind of things Carstens the junior high would be on a six period day so that they could split it equally between those two and less than those the class slows down and the high school would be on there ain't period AV but again split it in half so really they'd only

023be in school one day a week with distance learning the rest of the names again that's if we're in a scenario where we where we have to do that or were that's kind of a necessity to do this little distance apart they've planned three is it for whatever reason that the county or the state go back into a shell someplace we want to make sure that we are ready to go with a true distance learning virtual learning format as organized as possible again we're hopeful we don't have to go into two and three but if we do we want to make sure we're planned up and we're ready to go on the drop of a dime we don't want to be palpable a fluid in case one of these things scenarios happen too we know

024based and we also have a impetus state option for our families as well we set out that survey about a month ago and it's pretty much split 50-50 50% flexi 47% want to come back full-time regardless of social distancing the rest are are hesitant either they want social distancing or introvert and true independent study in the comments that comment section ranks for look we have we have people going through debt medical conditions at home chemotherapy things we don't want to put our kids at risk so we need an independent study option where them our kids don't go to school we're ready to the other side miss woods just get them back this is very difficult from a mental health perspective on my kids let's get enacted by this week so we want to make sure

025we have options for all those families so regardless we'll have an independent study option available even if we're back whole time k12 independent study option open so that those families who are not feeling comfortable center gives back they still have an option to get their education that is and then obviously we'll also have home and Hospital for those are really you anticipate especially in some of our populations of students that have IEP use we have something for you medically right now kids or on the hospital numbers make it up a little bit so we're pointing for that as well that is kind of the nutshell of what we are planning I can see if the fourth scenario just out of necessity so let's say everything's cleared everything's back to normal sporting events are back up

026and they say go back to school especially if you have a kid and risk group you mind just say no so I almost think one farad realistic scenario that I didn't hear would be where we're back full-time but due to kids and different risk groups we would still need to provide them with the distance learning even if everybody else is back and you kind of mentioned it but I didn't hear that as part of scenario to scenario three so there's scenario 4 where we come back full-time but due to the kids that are in risk groups they have the option of distance learning so we have in that first octant we're all back taxes first and second option we have a true independent study where they would use edgenuity which is an online program the

027advantage to that is that secretary level is are a 30 compliant courses which is fantastic so they are still prepared to introduce the ETSU system we got having more fun at virtual learning the same basic thing is a distance learning option as well and if we're exploring how that would work when we have enough FTE to do that one of the things that we've heard repeatedly in the parent survey was the distance learning as we're doing was not effective but they needed they needed more and that's where edgenuity is more of a self-contained program but we were yes we are looking into it so specifically to answer so if we came back on plan one which everyone back five days a week typical if the family wanted or felt because of medical federal or weapon

028we will have an opportunity for them to do either way you called independent study or distance learning that option would be open actually for each of those three phases we would have that option open so it would kind of be like that that's a 1 a 2 a 3 a time thing it is concurrent of almost it obviously only gets on things like athletics is CIF gonna let a high school give you a name to kind of study and participate in sports and those people have to we don't have and on on the athletic topic just because I know it's another hot one so we are participating the County had a few districts come together and say hey we want to look at this as a collective so we were invited to participate than that

029so I think tomorrow is the first meeting to start gearing up so one of the things I think most if not all educators know the value and extracurricular or activities that is especially we come back so we're we're hopeful in that vein that there is a way to safely have those same carry on we will participate so we're actively working with those groups to make sure we're not left behind by many so that there was recently this weekend in six the six largest counter six largest districts in Sacramento County came together and said we're going to put a team together to start exploring that and so we got reached we they reached out to us and said would you like to participate so we're aware of what's going on and not hearing it after the

030match don't plan out see I have no CIF has already said it's a local control issue and so what what's what my thinking might be is because there's some rumors about well the state way in whilst and mistake CIF what so I believe that plan would then have to be shared with I'm not sure who but if we collectively want to do it and it follows the guidelines I can't see a reason why we couldn't so yeah so went something document but it would be a safe return I know there's been a couple other schools or districts where they shouldn't started like football conditioning for example and there's pretty strict protocols on when and how its conducted so that's what i'ma believing this correct athletics pretty widespread at least in the county and Bible in

031Placer County I'm not sure about El Dorado County but mister could probably weigh on that we're not practicing there it's been silent or dormant and since we left March 13th not to say that kids are not running and lifting weights and subtracting sprinting and throwing on their own or maybe with their dad yeah so we would look at the guidelines that are presented trying to come up see where we are within that five to six week range for now and have these options see which option was best to get where we want to go as a district and then even enlarge so to give an example what we're looking at for this doctor we looked at the public health orders on a second accounting department felt as Centers for Disease Control their guides for schools

032the Sacramento County offices of Education this guidance for schools the CDE just came out their Sunday of their guidance for schools and then EAB and Education Advisory Board which we belong to they put out their guidance based on their research as well just trying to get some type of a background of where we're going what works and what has been eclipsed any questions sure Neverland for me I'll take that's it comments from the audience regarding items not on the agenda no all right that brings us aboard Superintendent importance miss Anderson I just have some questions the graduation that's being planned to do pay up to date on that cemetery yes the drive-through yeah yes I understand from talking to a few parents the the last they heard it was going to be on the field

033and with the rapid changing of everything and what's opening them is there any chance of its kids graduate on the village on the field I think that call was if we get to the point of this date I think I'm on the line just that we've kind of make the call going in the future because I'm we aren't seeing that it's going to be able to have a massive 300 kids on the field and also the group as we talked to the group I didn't talk as their stalks grew a lot of the kids were starting to go away and they weren't gonna be there's a sooner we could do it kind of seen the theme so we're not he's starting to exclude people based on going off on the military I know you were

034on one of the calls not on a visit so as far as making that happen they made a call that this way we could still get the idea our honor of crossing the stage that their name called out and then they will be stitching the whole thing that's the wrong word but they'll be putting the whole thing together with speeches and stuff we're doing it before the night it's I think it's gonna be on Monday it's already been out yes okay yeah and the reason was we couldn't get everyone into the by the time you part get in the stadium and get back to the things a week we'll be able to replicate the vision for it I guess you can say it's not ideal I mean I'm people are doing the best they can

035with this I know they meant Monday had a big group trying to plan to do the best they can with each of the different ideas it's not going to be the same but at the end of day they're going to get probably three kind of celebrations those and then they'll get the video with it which will have the kids speeches and different things and they'll put together so again we all feel sorry sorry doll this is even more important to you probably than even us with having a senior but we are trying to give them the best we possibly can I know you are just you know there was any way possible we could let them walk on the field so we did have and we did not not encourage this but the field was

036open at the couple the pickups and a lot of kids were out there on the field doing gallon things and stuff like that so but as far as that they've been right downtown they can graduate you know the other question I had is sports a lot of the teams are practicing in other school districts having football game of their good played on a football so and that's kind of what I just did mentioned is the idea that's we're working with our local school districts and even regionally see there are a few that are I know it's conditioning and so I think it's groups of five can come out and I think you and I can talk a little bit Donald we might go a little more they can come out they can lift weights they

037can run but there's very strict protocols so that's what we were talking about with this group that will be joining tomorrow to try to figure out what's the best way to get back in fact there's an article today in Sacramento be or it said I'm in the headline island I rolled I've been opened ups and high school sports are coming back and they said the key word is patience because it may even take in fact I saw one of the coaches today and he said are we coming back and I said I'm very hopeful that who's in that group I'm sorry who's in that group that's going the group for I'm sorry what so the superintendent's were asked to start the group and so right now I know Mike is going to be present at

038it and I - Carol if you could join - it's not coaches right now because they want to get the level and then it's been a role - that it's going to have to progress into then some districts have like activity our athletic directors for the entire district that is their sole job the bigger district and so we're kind of tagging along with these guys to make sure the intent I'm talking I feel is to figure out a way to get back not yet at this point this point it was superintendents and then other districts and we actually got added into it at a later date but I said I want to kind of come along does our athletic or get any prep time or anything to do this job is that way yes yes

039yeah my question how the other characters not involved to them well this happened just yesterday but we got asked to be involved and right now they had said it was for they wanted to start the planning with superintendents and we believe that we will then ratchet to that but I didn't I didn't want to bring ten people to a group that I had to push my way into so but once we see what we see where it's going okay they really what I'm gonna day but we're gonna we're gonna my brother so cuz they're too tight but later to you and they feel like they're doing their job I mean you know in some cases people feel like their jobs have been taken away from them okay yeah so there's some issues going on underneath

040the water surface so my intent my example of this was to try and get people at the table and then we'll have to see how because this is the first meeting and again to be very honest we were not included in the beginning it was six other districts and so kind of said hey can we be a part of it because I didn't want to be left out so I feel like we're gonna see so once that I certainly have no problem with athletic directors being a part of it I need to see the lay of the land though before I just start bringing a huge team to something and that that's purely just from trying to go into someone else's house I don't want to bring too many guests at this point but I'm

041not not opposed to it and hey I just want to add another sound letter that's when you that way I'm sorry oh no no no I hear again and I will tell you that did cross my mind but based on the list of people they said we're coming it didn't sound like it was at the athletic director unless it was district people so my thought on this was since I was I was honing in on it I figured it would be good for us to see it and then come back this is not going to be one meeting and then it's done this is gonna take some time and I don't and that's why I asked actually referring to Knights decision he got us a seat at the table when we weren't fighting so the

042only reason we're at the table made it happen if if you if you happen to see on Monday night there was a release that went out with six districts that said they were going to solve the problem and left a few of us out if we have reports really collaboratively as a group so I figured glass and got the invitation so I'm not I'm not sure and I will speculate because I got a seat now and so I do want to make sure that everyone understands that they are in everything there's no energy there's no intent to select anyone again I didn't see out of the land before I because I was we were like let's go you know and then I when they said the list of people who are coming it was more

043of like a district than a principle thing and so I just I want to get delay and then I think as the details there's no way in my I don't think that anything do with you or that group I think this is stuff that's going on at the site that okay people are upset over okay so we will get seats the table will see it then we'll invite the people began to [Music] reiterate what mr. Wilson had a great relationship I'd like to thank cabinets in general I mean you've worked very hard I know mr. lair has really said that as well and then at the beginning of the meeting mr. Wilson did state that we had an evaluation but he didn't say whose evaluation so it was the superintendent evaluation and I just want

044to tell mr. lair that we appreciate you and you've done a great job that together with this movie I appreciate that mr. hunt you have a report the report today after open report from mr. and mr. tomato he can't report are you telling me that they thoroughly report I just want to thank you guys for supporting me last week some unfortunate healthy he must die except that I just couldn't mean to be be a boner in person and pretty much bedridden nowadays though appreciate here it is report we appreciate you as a Jewish the best keep in touch mr. Nayak report sir I just want to take an opportunity I want to thank at least that she said no here I love to say it's the phone but budget this year has been most unique

045probably one of the most unique years even before we have cuts and stuff we actually need with the cuts we're now we don't even know what they are into we're trying to plan the best we can so I just have to give a shout out to her and in her office the team for pulling things together and keeping us on the straight and narrow and then it must be at least his night tonight I just wanted to commend both Craig and Lisa two weeks ago we spent afternoon talking with the bond Council which is our rating agency for the bond so basically it helps create the narrative for when people look at the bonds that we want to sell to see how were rated and Craig and Lisa did an outstanding job helping support that

046and as a result as I say the board our rating did not drop most people thought in the environment we're in our consultants said you're probably going to drop so be ready for it and we maintain the A+ rating that we have which is fantastic which as you all know the better credit rating you have the better interest rates you get so I just compliment them because it's weird it's like one more thing on those duties that we all do and it was thrown in we've got a staff just go and done it now we're doing on zoom' so it adds a whole different element and it just showed that we want them as we as we do and then I think one thing and I've asked mr. Grimes to look into this a little

047bit that we're going to try to find a way with we we left this year without acknowledging some of our retirees and usually we do our May 5th then we give them their plaques we have all the plaques with that but we're trying to find a way to acknowledge them so I just want acknowledge all the retirees who have left our team our family this year and just say thank you for what you've done and we're going to find a way to honor them even if it's starting to get some sort of release out or something just because I think it's important not that let them fade away although some of them say Scott we'd rather fade away so I wanted to just acknowledge that and then finally the planning bit and the stress that

048we're all under with the guidelines being out for multiple agencies you have people having different political and different visions of what it needs to be it has created a very difficult time for us in education I just want to compliment the group of them here the group that has helped us do this because our administrators teacher different people who are contributing to this it's a lot of work and a lot of brainpower going into it and it's funny Donald do a lot of this I keep thinking of you because I'm like Center is going to be one that's prepared no matter where we go we're going to be prepared and we're not just going to be the day before but what do now but that would not be without the staff thinking about this 24

049hours a day sending emails reading articles doing different things to try to do the best thing we can for kids and that's at the end of the day I can tell you our team is working really hard to do what's best for kids in the environment we're in and we're going to get criticized no matter how you look at it but we're going to try to do our very best for the kids and our community and family so I thank them all in this room because I can see that I'm so proud of this history every single one of your buddies you know teachers classified administrative everybody is pulled together in an absolute wonderful way and I think every one of you you're doing what you do every single day and it's a unique group

050of people because we have people it's summer and there are people who are done with contracts done with their days and I did a voluntary I don't know that you called it Zoomer Google me and I almost every single person that I invited on that meeting and they're all quote on vacation now so to me I think that shows a lot because they care about what they're doing they want to do it right and do it well and so to me that that says a lot for for where we are so anyway I will leave with the thanks and then it's a happy happy summer to everyone it doesn't feel like summer didn't feel like spring heat or something it might be Christmas before we know and I don't know anyway that's all I have

051thank you thank you Scott I didn't have that my dude said something which made me think of something and so I got kind of a little put it in your brain and then also a question that I don't expect you to answer tonight but one of the atopic conversation as we move forward so we laid out all those scenarios but I know like one of the things that's going on sports if you read like the National Federation of high school document they're like if there's a vaccine we can come back if there's a cure we can come back if there's consecutive treatment we can come back if there's herd immunity we can come back but the very political doctor the Sacramento office of Health has said Sacramento's guidance is going to be not until there's

052a vaccine there won't be a vaccine for 12 to 18 months and she's already writing off football basketball in the winter softball and baseball in the in the spring because she's taking such this narrow path so let's say the world is moving forward sac County still has that advisement even if all the other counties around this dome you know whatever part of what I'd like in that conversation is when sudden move forward is how you know which directions are we going to take not this I do not think we should deny our kids all of those things because of one person in one office that's made a decision even if everybody else realizes their memories - so I guess that's kind of my question not to be answered now but to be part of the

053thought process when we have these conflicting experts and we have these conflicting guidances you know do we have common sense lead the way rather than you know that's the problem I had with our our June 2nd report that we took from their County Office of Education is we painted ourselves into a corner and a lot of public's not going to know that's a guide they're going to think that's an official document that quality school districts would so I would just like to see a little bit more thought crush and I know we will I want to state it publicly for the record I'd like to see more thought process like we usually do and then what's going on there I know like in Wheatland they started conditioning on May 27th and having been a football

054coach and knowing the way that works you never get into pads until you've been conditioning in the pads you don't even condition into paddocks until you've already been conditioning to be in the condition to be able to wear pads and play and there's no contact and conditioning so kind of like what you were talking about with the other ones moving forward I don't want to put our athletes at risk for something that doesn't contain contact anyway for something that they're largely distanced from anyway and I know we're trying to take the other people's guidance but when that time comes I'm going to see us exercise but if we offer the sports the parents can decide whether the child participates or not but right now there would be no contact anyway so all work so all

055that's happening is we're putting our students at a disadvantage physically these kids need it that's it for board superintendent reports that brings us to the consent agenda is there a motion it's Emma Genta as amended so moved I have motion by mrs. Anderson do we have a second okay sorry sure so do we have a second you later okay all right so jerk mr. hunt second we have a motion a second on the consent agenda items one through 21 - item two mrs. Anderson hi mrs. Anderson I'm mrs. Pope hi mr. both by Mr Hunt all right mr. hunt mr. to Bailey hi mr. Bailey I'm chair buckstein it's a 5-0 that brings us to item number two do we have a motion on item number two awesome okay we have a motion that mrs.

056Pope I was like okay we have a second by mrs. Henderson mrs. Anderson aye mrs. Anderson I'm mrs. Pope I misspoke I'm Mr Hunt all right mr. hunt I'm mr. Chu Bailey yes aye aye does that chair would recommend you vote up Stan Oh Liam are you all right mr. Daly votes pain chair go to side that's 4:01 all right that brings us to business item cave is beside of a name is the mission statement it says it's a discussion not a vote I'm interested in this over like to start mrs. Anderson well I just wanted to go back and I'm sorry I just wanted to go back and look at the old mission statement compared to the new mission statement it's been years since we've seen it and see so the first in the

057backup for the board packet the first one is the mission statement that is currently I think that was done I want to see ten years ago and then if you go beyond that those were two other ones that we were able to kind of dig out that were utilized as kind of the mission or statement so one of the things that we could do is I have heard people think that maybe we could update this I have heard that especially when working on their El Cap and different things so one of the things I'm happy to do just it from a standpoint of getting together and timing it we want I can take this up when we come back and fall maybe when things settle people together to look at it come back and talk

058if that's something the court must do it to revisit it I just it would be hard to put it on a lake right now and just as a priority because that's just the reality so whatever whatever the board wish them happy to pursue or you've got to go with it for now we'll revisit in another time I'm fine with that as well I guess the question I would have as especially I know I remember when you agree wrote this and you know mrs. Anderson it's been a while and remember so if you like them can we just not have a board negative that's where the interest is workshop port work group on this developing it yeah right and I wouldn't I mean is that I don't know I was thinking if what we did this

059it went wide it was community parents staff all I know it was this it's not that's why it was hesitant to say let you do it it was it was wider than that and into time I mean it was probably I don't know if you were a part of it from a parent perspective but it did take some time to go through it so there's a process we've got through we've done mission vision statements for school sites you got to work through a brainstorm so it's not a let's just crafted that we think it out but you want people to buy into it and then understand it and believe it not just [Music] everything asked for now I don't like it the way it is actually back come back to it in December like a

060layer of metal here so that's why we get the district in the community and maybe have a work group for right now leave it and it may turn out fit the groups like panis meets our needs still but at least then we can bend it through that process but that's why there's much more discussion right think it was the appendix see that I was upset with all right all right so that's just business item a or I'm sorry business item B co19 operations written report do we have something just a motion to approve it and Mike can a collaborate list if you need but basically what it is is with El Cap being pushed to December the state has come back and said we want you to answer these questions as it relates kind of

061as an El Cap temporary holder and so they said complete this and I think we sent it to the county and that just shows we get it and then we'll come back without there's kind of like a snapshot of what what we have so is this just like we don't know where we are right now they want answers from us the motion is to allow staff to put together reports that that report is that the wording is in there it's like four pages it was just answering six questions that they had that's all it was we are required to present it to you guys and then we will police say there's a go to the County okay so you know usually when they'll account we have the public hearing on not only the El Cap

062document but the budget and then we come back a week later they're saying as an interim stopgap here's this document julissa's working budget we will submit those and then we're going to come back in five months so this notion would be to approve that responses correct all right so it was across curriculum instruction I gave input Lisa gave in but I think she maybe she was at a meeting we talked about it so it really was it's really the ll cap kind of writing writing committee vector Lawson was involved so we had given but really we do have to get credit without Carol - Tammy - Bailey because she's she is the wordsmith behind it we just give her all the great ideas she does it all right so that's business I to be do

063we have a motion I misspoke emotions - we have a second okay we have a second by mr. hunt is there any further discussion on the floor now I've seen you're hearing any mrs. Anderson hi this is Anderson focus - of poke I suppose hi mr. hunter but hi mr. baby right mr. bonejack share both sigh that's five zero emotion is out that brings us to business item C a resolution to establish temporary interfund transfers of special or restricted values so when I do a cash flow projection I have to take you to account that the state is likely to do two girls and so wonderful will come in June of the next fiscal year 2021 and that will take our general fund balance down below zero so this allows me to borrow funds from

064Clinton 17 to cover that cash flow deficit until the funds come in from the states the photos will come in two weeks later and so then he'll replenish 17 minutes later I read members backbends day we had fun 17 to 25 we could go back towards we did my Spanish still but it's funny 17 still the surplus we have for sell at the old land so would it be as I know for a couple of years there when the state wasn't sending this money we had to do trans which costs too much soap man with this either is it or for lack of a better description is this replacing the I have to pay the bank money exactly but we can replace it with no problem and I can I can borrow from 525 also

065all the developer fees over temporarily so as any funds so this will basically service the money of a tram is that they mean ancient what does the last time we do before my time any discussion any questions for Lisa all right do we have a motion then similar we have a motion but mrs. Anderson to approve we have a second kind of sanctified mrs. Pope so on the item mrs. Anderson hi mrs. Anderson ibises oh hi I'm mr. mr. mr. Bailey all right mr. Bailey I'm outside five-0 that brings us to business item D adopted budget for fiscal year three budgets that you will see it says on there this is as of May 29th there are some things that have even changed since then so this is a snapshot based off what we know

066looking forward the budget will be adopted by the legislature put forth to the governor by the legislature on June 15th and then they have to approve it by July 1 and so we will have another budget review 45 days after it's approved that would be the August me look at it then unfortunately the tax revenue isn't coming end until July 15th it's well after they passed their budget so their budgets a working budget they'll have amend their budget which means that all events by budget a third time in national forests in September Scobie is aware of this and so they are not even looking at certification of positive or negative qualified certification until September because they know that this is kind of a working document as we go through this I just want to mention

067that most of the expenditures though are accurate it shouldn't change too much perhaps if we must changes in the spurt by a person serves relief there may be some changes with that there are some changes with staffing as we don't feel positions as we figure out that we don't need them and that will change but those other budgets supplies materials and contracts we should not budget to the next question is you start fizzing so when we look at these numbers that's Donald Lex are these numbers are numbers no matter what are these numbers assuming federal money comes in gets passed through what's these assumptions on them Oh each they'll go through and on and on okay so the May revision assumes of the state will suffer that for 1.2 billion dollars lost revenues through 1920

068and 2021 combined in 1920 that's 9 point 1 billion and at 20 25 30 2.2 million loss of revenue for education for the state sorry revenue losses are compounded by the growing number of Californians who need access to the the state safety net services so that brings the shortfall to 54 million dollars in the governor's budget so after accounting for prop 98 allocations the three year hit to the k12 share 598 is about 15 point 1 billion dollars this loss is covered by cuts and referrals in the governor's budget now I want to would adhere that the Senate and the house came out with their own separate budget that is very different from the governor's budget they don't have it cuts in there so this is based on the governor's revised only and I want

069to stop for a minute if you're listening on the phone the PowerPoint presentations on the back of the budget documents so you can follow along in your packet that already it's prop 98 the 15 point 1 billion this is just shows how they'll cut it the deferral is in there the 1.9 billion from June to July employee wise there's also some sweeping of funds there's additional referrals in 2021 there's the 10 percent cut to lcff I mentioned in the last meeting there's cuts to categoricals that I mentioned in the last movie as well so all of that will get to the thirteen point five billion dollars of reductions this just is a visual of the cola this state is still giving us or our and Enid Cola of two point three one percent and then

070they're suspending it so on paper you may see that we're getting the cola but we're really not getting the whole lot there are also [Music] it's not including the budget it's including the budget and then it's reduced by ten percent the categoricals also will not get the cola the mandated block grants special education 10s so this says that the main revision suspends at 2.3 percent Ola and then includes another cut to get to the 10% for life and it shows you that those numbers would be accurate so what it looks like changes than lcff funding this is changes not the actual affecting the purple is that gap funding that we used to get that was really exciting it was above and beyond just to fill with the state owed us so that went away in

0711920 and which is Briggs are we need get as much of an increase as we have gotten past years and then of course in 2021 there is saving huge reduction in our lcff by the by 10% as I mentioned the deferrals for 1920 the June the full June apportionment will be deferred to July in 2021 the deferrals will will come from a portion of April all of May and all its you and then they aren't quite sure that they're gonna pay us back but they think maybe July August and September of 21 22 so that is a big hit and that's we really have to watch cash flow and do next year yes and I believe it and I believe with extra yeah a little bit more than what they're taking and this is just

072a picture of what the devil isn't like there are some relief measures most don't apply to us for example exemption from referrals for merchants reasons we don't qualify for that the second one does affect us the routine maintenance account we have to put forth 3% towards it a 3% of our expenditures towards it and that gets reduced a little bit through some accounting issues also we can increase our internal interfund borrowing limits if we need the rest don't apply to us CalSTRS and pervs the state is taking their portion and giving it to the employer and so that reduces the our contribution by about two percent for each group this twenty twenty one and twenty one twenty two stimulus funds so we are getting 1.2 million dollars of the elementary and secondary school emergency relief

073funds that's federal revenue there aren't very many restrictions we can use it just for keeping operations going we have to spend it by September 21 and so I'm spending it on transportation and just move their salaries to the sponge to make it the cares Act learning loss mitigation that federal revenue that comes through the states the state still does not determine how they're going to give it to school districts so I have no idea when the formula will be or how much we will be getting so that is not included in the budget but we know we're getting back so that's exciting and that will help I honestly don't know if it's five hundred thousand or go and make the media but the pot of money is if again but we have no idea how

074they're gonna divide it up and they're still fighting over it because originally it was for like concentration and then said districts like we're going to get nothing and others like us would do better so I think they're probably going to straight lcff calculation but we don't know so we don't put it in and then the co bid le a response funds we received 70,000 for that and we bought the Chromebooks so that we can replace the ones that come back broken or don't look back at all so this slide was updated a little bit from your packet just two lines so I put in the 1.2 million dollars this is stimulus reductions and savings that we'll get next year because as you see later we have a gap to fill so we look at the

0751.2 million dollars in there as serve federal stimulus mr. Spurs and player reduction is saving us 643 thousand dollars this is already included in the budget the routine restricted maitenance account has been reduced by 175,000 and that's been included the carers act fund that has not been included we don't know the amounts still we reduced our technology budget usually we have four hundred thousand dollars we spend each year upgrade technology and we reduced it by three hundred thousand so our budget is what them price touching is 100 companies here we're swipe youths some of the library funds from school sites and then spending it on the hundred thousand that we usually spent on pretty low to buy new textbooks replace textbooks and then we are keeping site carryover which is about 100 thousand dollars that

076total is 2.5 million and most of that has been included in the budget the following items have not been included in the budget we're going to take our seating funds that we usually just use on one-time expenditures because we don't know what we're getting from here to here and we're going to use them on salaries this year so that will save one hundred and ten thousand dollars from the general fund as of today staff attrition is four hundred eighty one thousand seventy two dollars those are positions that we don't need to fill so that's true savings stem turnover so snap the tiger on the salary schedule leaving and newer or mid-range people coming in it's about two hundred thousand dollars savings as of right now that's hard to determine because we have not yet met

077with them to see what type of health and welfare benefits they'll take in that range from 7,000 to 17,000 and we're still working on figuring out where they're on the salary schedule to so that could go up I underestimated that mount and there spent unrestricted funds so that money that falls out at the end of the year that is going to come from utilities and sub cost and other you know just items that have not been we have not spent as much on that would be about four hundred thousand so a little over 1 million is not been included in the budget that I match and will appear for us any questions on that just that point just you know like the seating some of those are one time in nature and those cause problem

078they're out ears but and I'm not celebrating satin about nutrition ur and staff forever but those are ongoing so those are good those helpless in that and edge to your out because the the problem is like SR funds those are all stimulus those are one-time they help you they look great this year and then next year where why do we have two million dollar hole well because we have two million in one-time money so just to point that out so anything that we can find its ongoing is way better and another hundred thousand that you just emailed me about a special ed we're going to get a little bit more especially oh yeah and that's not when I look at a da we are hopefully going to have these students from all those homes that

079are coming in there is in the Legislature's proposal hold harmless I'm a TA so I don't know what that will look like that will be interesting hopefully it's just multiple lower but if we grow of course we get the higher 88 it's a total unrestricted revenue this is the money coming in and the shows are Patterson so in nineteen twenty we received four point nine forty four point six million dollars in in unrestricted revenue that's all state funding lottery and lcff mostly and then in 2021 that goes down to forty point 1 million so that's a cut of three point seven seven million dollars of revenue that we are losing so that is a significant cut obviously to our budget when they look at revenue versus expenditures contributions transfers this is unrestricted and restricted funds

080at this point usually I just look at other circuit funds because that's the money that you know we've been spent on anything but now I'm looking at everything because if we can take some money from restricted and make sure we like to see ticket and pay salaries with it then that will help us and it also matters for cash flow so in 1920 we doesn't spend by about three million dollars but one-time funds of that was 3.2 million dollars so that was federal program carryover that was grants and Dean like the low-performing student what grants we did the fields construction using cell tower money we bought curriculum we did 21st century classrooms and then all that added up to where we weren't really deficit spending with ongoing funds however in 21 20 21 there is

081a deficit of 2.7 million dollars and that is ongoing funds there is no one-time budget in there if I go back to that other slide of saving a million dollars that helps this so it said 2.7 it would be 1.7 and then each year our customers when I look at spendable general fund and restricted in a restricted NTFS out so that's taking out stores or revolving account it's any money that we can spend it also includes our 3% mandated Reserve in 1920 1920 we should have 5.2 million dollars at least that we will have at the end of the year in cash that's spendable again that 1 million will be added to it in 2021 we will have for sure at least 3 million dollars that is able to be spent or formula and if

082we added that 1 billion then we get to 21 22 and now we're we don't have enough money to pay the bills and that's a deficit of 1.1 million hopefully that that 1 million I keep talking about will keep us even 21 22 but in 20 to 23 the deficit is too great to overcome and we will not be able to meet our obligations absence any changes in the economy from the federal government correct bill for houses that's true for kids little bit more money in other funds I only put the money that is we can take and spent it we don't have to pay back and that would be fun 17 right now we have about two and a half million dollars in there and then the fund 20 the other post-employment benefits we

083have a little more than six hundred thousand in there we can take that to general fund we don't have to pay those factors or special reserve funds that were allowed to swipe so that would also help us get through the second year out two minutes and as I said before this is just a glimpse in time it will change in August and then I'm not it will change in September so I'm not asking for a certification at this time this is just an FYI for you well if you suck to the doctor okay but we're not certifying a balanced budget it's just a bit for improving and working practically any questions release Amira I don't know probably Scott you know our maximum student account that we hand back win you know what that was I

084think we pay me back and came back six thousand we're at 6100 others back one McClellan was that's the top gap that's one we had the charters had just come on I think that included that I love you and they were running with a five hundred kids or thousand kids yeah and so we've lost up until now I think we've lost about 100 kids a year since the base closed has hadn't been good yeah like 4343 enroll in mending and they tended slide it was if we actually ticked up a little bit her attendance is here they're just a few kids from last year so we're 4100 though attending that's attendance but then for enrollment or about 43 thing for you to is that this is the first year we saw an uptick and I'm

085cautiously optimistic but that would we're seeing the kids come out of the homes over here you never have any competition so hopefully it will see plus we have we have lots of expanding room to do to grow before we have to fill we have some we have some facilities that we can utilize yes I mean correct with one to get rid of a lot of those old portables right we would [Music] I'm not sure I feel about that so that seems to be a little on a different level no one would advocate for that I guess my other question would you be putting together a different budget committee and looking at potential areas for reduction we I don't need to tell you you know that a billion dollar state next year illegally delery state and

086the third out here so everybody get something going the better off we are right now we've just been meeting with campaign and admin and going over what we can do keeping the cuts are away of course but the classroom is possible that is something that I don't have to start about if I get set up for sure and I think that's what time the recommendation would like we could be community productively with that he did it going like coffee and then with the he'll play with the state budget being signed on the phone we at least will have an idea and this is still worst-case scenario today I guess it could be worse but we're basing it on the most conservative approach we can but I agree that's why we're looking at all these positions

087and you see even that 500,000 I'm going you're right that's like 1.5 men and that third year out it's just it expanded multiplied on that case scenario but I imagine together and I [Laughter] know we said could we budget committee in China in Germany if I don't say this cramming if I might take it many good is it requested though well they were able to saying do you want to cut three million dollars now and I was saying no you were suggesting getting a budget committee does anything we can save now like if we saved a million dollars this year three years out that's three million dollars so it was it you want three million dollars in cuts today it was can we get a budget committee together is that correct and I think that

088brings our our discussion to an end does it or is there more okay so item D do we have a motion so with now the motion by mrs. Anderson we have a second all right mrs. Pope you this bunch of Mr Hunt so second by mr. Pope so mrs. Anderson hi folks hi mrs. Pope hi mr. Pope mode time mr. niver by let's download Zionists baby pay the notes on that chair both sides 5 0 that brings us to advanced planning which i think is wrong or next maybe it's not the next regularly scheduled board meeting but I would hope I'm thinking July July 15th then we can we can put that on as a meeting to come back gotta give us three weeks before school starts it gives us five weeks approximately from now

089so hopefully we'll have a better picture will have some more planning and then we can go from there so if you got some special items things totally change on obviously July 17th or 55th I'm sure that our next regularly scheduled reading is August 19th but we're probably going turning July 15th in order to be the new school year we don't normally have a July meeting and he suggested agenda items for either of those names practice I mean any direction on them well that's what we're doing tomorrow the first meeting we're starting as far as getting that going to see what guidelines we can come up with to get it rolling okay so you're gonna get the directional hand well we're gonna start that's what we're working as a collaborative with remember I said we're gonna

090have I got in I pushed my way in to get to the meeting so right there saying what I'm saying is how are we going to implement that if you guys decide we're gonna start football now or are we gonna wait a whole month before we did oh oh you need for board approval to start my thought would be we have guidelines that are mean that we would move forward with those guidelines I wasn't thinking I would irrelevant Thank You Emily because you wanted a question of their they can go with national high school Federation you know a second can you help me there's conflicting things I think that part of what to look at or are the standards the woodland woodland we weaklings using but those mean to social distancing requirements we can all

091start conditioning some of those places they never had a coping case right you know so that's a little different food so back miry with donald let's not take one person's work over everything else and decide to go extra precautions where parents can make a decision if we have those kids need to be doing something they've been walked in the house long enough parents could decide if we have it whether they want their child to play or not right air about fight pain right and that's what we're trying to come up with is collectively what is that best approach that we can all do and then you present that plan to remember the power that be or we say this is we're all gonna move forward then you start filling now like I said have we

092gotta have a little patience with it and maybe things maybe push back a little bit than usual but since we're going to be in this together then we're all in it together you know first game maybe and I'm for whatever sport maybe a week after whatever but that way we're all in the same boat to mr. Wilson's point we're not allowing our kids to have less time so they might get hurt or worse so we're trying to make it a the approach to that providing we have coaching staff they may decide they don't want a coach because of you know I mean that is all around and actually there's a listen I've talked about this too if what if the parents a lot of parents on time you can't even feel the team or we

093can only feel like we're speaking football let's say right now we can only feel the varsity team you know I we don't we don't know so that's a thing but I think the point is how can we get our athletes across all of our sports starting in across countries coming up they're probably up running on their own that's a little different than you know football but how do we get them back running running and doing these things I just think kids needs functions right now they're they've had over staying home all right continuation closed session I don't see anything with that which brings us to determine you have a motion to adjourn motion motorway miss misspoke wait sounds like we have a segment for mr. hunt mrs. Peters wait actually all right mrs. Anderson hi

094mr. Pope hi mrs. Anderson a mrs. Pope by Mr Hunt all right mr. hunt I'm mr. Bailey mr. Bailey I chair votes I'm we are adjourned at 7:30
