006our spelling be students all four of our students being recognized this evening represented Central unified at the Fresno County spell off on February 27th to qualify for the county spell off these students placed either first or second in our District spelling bees that were held in mid January we are so proud of our students for both their success in our District spelling bees and for their participation at the county level and so tonight um we have Natasha Kus she's from teag but she's ill unfortunately can't join us but we do have Jayla Estrada from McKinley we also have nav prit Cara from Glacier Point and then we'd also like to announce Ethan Cox from hon Kerney he has play rehearsal tonight so he's not able to join us but let's give them a round of

007[Applause] applause can we ask you all to come up for very quickly again for we're going to take a photograph with you all I'll be the front [Applause] all right and next up we have our mock trial students that we'd like to recognize tonight um they are from Central East and Justin Garza high schools central East did Place fifth overall Justin Garza went 0 before losing by just a few points to Clovis West in the finals and they recently competed as a wild card team at the state championships and placed 18 out of the 34 participating teams so we're very proud of our students um I would like to call out our student and coaches names and have them come up and and um be recognized as well many students are not here tonight um

008due to play rehearsal and um Athletics but we have many students here so we're going to start off with Justin Garza High School School our students are Jen Andress Tracy Barnes Bryson Barnes Alysa Bower yanelis balanos feros Janine bokeo Janna bokeo Shamir BR aeli Contreras Jasmine Dylan japleen Dylan Miriam Diaz Francisco GMA Kellis Galvin Sophie Gentry Matthew Hines and I I think this these might be our East students that are coming up here this is their coach of Philip Brun and gyber as well I'm just going to keep going with our students here um Damian masi as Azrael MOA Gonzalez alandy Danielle palano D Jo Ry Lydia raber Devin Simmons and their teacher coaches Carrie teresi and their attorney coach coach was Garden Gordon Park let me go ahead and continue with our Central EA

009students Aubrey Burleson Landon brunen Graber Olivia brunen Graber Ariana Castro Frederick Chow Tessa Davis Leon Asia greenberry eum haer Julia her Samuel kandarian Alman PRI core Madison Lynn Zara nio Flores Desiree palera Liam Pinger Adonis Richardson Samuel Ree msas Payton Smith Nathan valdovinos and their coaches again uh Philip Bruning Graber Greg Pollinger and their attorney coach was Mr ramnique Samra so let's give our students and their coaches a big round of applause and just so you all know this team did something that has never been done in the 43e history of Fresno County mock trial and I've been coaching 28 years of that different High School College they've never done it central has never had a team make the semifinals two years ago Central East and US made the semi-finals that was big news last

010year that our team made it this year championship we went to the championship we lost T margin but we lost we thought I we're not going to state I think it was Nappa County bailed out we get a call one week before we had to be at State ter gets a call would you guys like to go to state sure we'll go get the kids back at State we beat two of the county Champions we finished 18th out of 36 with the same record as Co West thank you all thank your support app can we get a picture with the entire team come on the shirts with pride baby let them come up first and we get around [Music] back the big guys in the back yeah and biggest [Applause] l I feel like we

011have [Applause] good evening board president sing and Board of Trustees and recognition of Arab American Heritage Month the Justin garca High School Muslim Student Association with their teacher adviser Rana Ash and the central East High School ARA club uh vice president Islam s Sami will show us a special presentation but first I would like our students if you're here in recognition of this uh important event or day can you please stand up so we had a large group representing not just the clubs but the community and I told them you can come to the podium but I will ask you to stand up so thank you so much if you can [Applause] come there you go push the button okay there we go good evening uh members of the board as a special education teacher

012District interpreter translator I'm here to support the resolution to designate April as Arab American Heritage Month recognizing the valuable contributions of Arab Americans not just to our community but our nation I bring with me multiple Arab students from Central High School schools um I have Yousef here from Central West Islam zamami from uh the Arab Club at Central East along with another newcomer here that speaks Arabic uh Justin Garza's MSA Club is here where 94% of our members are actually fluent Arabic speakers and a few of our CHR Christian Arab students and families that all showed up today to show gratitude and support we all come from different countries and follow different religions but there is one thing that brought us all together which is our native Arabic language thank you e [Music] thank you

013so much let's give them a round of applause for putting that together trusty Kon did you want to say a word uh thank you president Singh uh good evening everyone uh to those who are uh Muslim Ramadan Mubarak uh as one of the only Arab American electeds in the Central Valley it brings me so much pride to celebrate our community uh here with all of you and I want to thank Central unified for being the first school district in Fresno County to celebrate Arab American Heritage Month uh we come from many diverse backgrounds uh dozens of countries many different religions but the central pillar that unites Arab Americans is education uh we all know how important a good education is and our duty to Foster uh that love of learning in the Next Generation uh

014my TAA or grandmother in English was a all girl school principal in Aman Jordan and here we see the uh Arab Educators and students that are going to change the world um it's a tough time for our community right now uh hate crimes against Arab Americans are on the rise but this resolution is an acknowledgement that we are just just as American as everyone else uh and we have been American the first country to uh recognize America's Independence was actually the kingdom of Morocco um and so we have been here since the country's founding and let's celebrate our diversity and remember to be proud of our heritage thank you so continuing on with celebrations tonight we have our Central East and Justin Gara High School pep and cheer teams they have earned special championships and

015we would like to honor them tonight please help me welcome Justin Gara High School athletic director Christian sujian and Central East High School athletic director Jesse Gonzalez to the podium [Applause] good evening thank you Dr Lopez uh tonight we want to honor and recognize the Justin Garza competition cheer program for winning the CIF Central section division one championship and CIF state championship in the varsity small division we want to recognize these cheer athletes and their coaches um we're incredibly proud of them for all the work that they put in the countless hours um and we're just very very thankful that we have the athletes that we do um so ladies congratulations and uh yeah thank you guys all so much for inviting us out we appreciate [Applause] it e e do I just go good

016okay uh thank you Dr Lopez uh and president Singh and Board of Trustees uh this evening we would like to take a moment to celebrate the central East High School competition cheer program uh for their remarkable achievement as the USA Spirit national champions uh in the valley sorry in the varsity small coed show Advance division uh the dedication resilience and the tenacity demonstrated by our students and coaches have been truly inspiring uh they faced tough competition throughout the season but returned stronger ultimately defeating those same teams that Nationals to claim the USA Spirit national champions uh additionally I would like to highlight that our JV team also achieved victory in the same um in the same showcase US USA national Showcase in the advanced non-tumbling division U and further our competition Pep Squad uh secured

017the CIF Central section division 3 Championship um earlier in the playoff season uh these students Play sign significant role of the on the culture and climate of our campus uh they actively support all of our athletic programs from football to swim while also dedicating their themselves to refining their skills and their crafts in their sport uh so we want to recognize the cheer athletes and coaches led by um head coach Tina Tomkins and Amanda Raleigh and assistant assistant coaches Julia Frasier Lou Lauren Lake Shelby vanw uh Gracie sanal and uh Stephan Nicholas thank you e e e thank you all and again much appreciation for all the students families uh staff and everyone that supports um uh all the great things happening here at Central unified next we turn to our employee Association Partners to

018learn to hear about some highlights May invite up uh Laura Bolton our Central unified teacher Association president good evening everyone um I just have um a couple of updates for you um the first update I have is about the proposed health insurance change by The District in our bargaining sessions um as many of you know math is extremely important to me and having accurate math is even more important to me um when I calculated the difference between what is proposed and what was on our benefit solver platform the discrepancy was quite large I was unaware that the benefits um uh that our platform had uh benefit solver platform had an error in its formula um for the calculation of the district's portion of our health benefits um The District's portion the actual portion um of

019our health benefits is 1,440 per month um the district proposal is to make that monthly amount $141 they have explained that their proposal was meant to be changing um from a 90% And 10% split of the premium between employees and District to being a flat cap equivalent to the current 90% rate this 1,41 amount has been their proposal since they first sat down with us in the fall April 10th will be our 13th session with the district for bargaining I believe that this is a long-standing math error on the part of the district which has caused much frustration on our side as we've tried to explain repeatedly that this flat cap dollar amount would put us backwards and be taking money out of our pocket in addition to our current premium until I attempted to

020calculate the difference using the flawed numbers in benefit solver no one on the district's side realized this error I am hopeful at our next baring session not only will the error be corrected but that this particular proposal on the district side will be pulled the excellent health coverage and low outof pocket premium costs for the employees of central unified is one of the things that sets us apart from other districts when attracting new employees we have a highly effective well-functioning health insurance committee that works collaboratively between the district Cuda and CSEA to manage and maintain affordable and attractive health plan for all I do not believe it is in the best interest of the district to put a hard cap on our insurance premium costs um Premium cost which um would force uh increases going

021forward so um the way it would work is a hard cap means this is the maximum that the district is willing to pay and anything over that would be the responsibility the financial responsibility of the employees solely no split um we've been really amazing as a committee and we've had a really good um adviser in our broker and we have managed to keep our um premiums at exactly the same rate for about five years now um we do anticipate a small increase for next year and I mean small like you probably could not buy your favorite Starbucks drink with that amount so it we do do our due diligence that's a funny sentence um but we do um to try to keep everything um affordable and to not um add extra cost to the district

022um we do recognize that um when we change benefits when we add extra things um that are not required by law um that it costs the district not just our ourselves and so we are very frugal on that committee so please understand that that is a focus for all the groups on that committee um finally I also want to share that I've been working in collaboration with several High School teachers and a local vendor to create a new Cuda t-shirt that will be available to order very soon so you will be seeing many new red Cuda shirts every Tuesday until we reach a fair settlement thank you [Applause] next we invite up our um California School Employees Association president Angie giri doesn't look like she's with us today we then turn to our reports with

023our first report about our just once in Coler Elementary School updates uh principal Diaz and director Rodriguez thank you uh board president Board of Trustees and the uh public that's here and listening in uh my name is John Rodriguez and I'm the director of uh facilities planning and construction management for our district and I'll let our new principal introduce himself good evening I'm I am R Diaz the founding principal of J SWAT s col Elementary and I am very honored for this opportunity and I'm really excited to update you guys today and some of the progress that we have made okay so tonight uh for you we have a report on the current planning strategy meetings uh that we're that are ongoing and the latest construction status for JA wat Singh colera Elementary School you

024know many years ago I was with another school district during doing work at an elementary school in Fresno I was approached by then assistant superintendent who mentioned to me how she appreciated the work that I was doing for our students I was installing uh a drinking fountain outside of a kindergarten classroom at that instance I wasn't really understanding uh what she was trying to convey to me to me I was just just doing my job uh she went on to say that she wants our schools to look inviting uh when you go on vacation uh and to two nice places uh she continued that some of our students don't have the luxury uh to go on vacation and and or some were nice from that day forward this changed the way I looked at anything

025I did uh regarding maintenance or facilities and public schools to create a beneficial experience for kids so they associate school with positivity and I'm sure that JW wat Singh Cera elementary school will be one of them and with that said uh let's dive into the agenda so tonight so on tonight agenda we have Mr Diaz uh that will highlight uh the great work that he and his administration is currently working on our department uh has been engaged in some of those meetings followed by project overview uh project status scheduled impacts and timelines so with that uh we'll move on to the principal information R thank you so currently uh we are meeting weekly with our area administrators our current directors and supervisors and really working together on on looking at where we are with the

026school and also planning ahead for what the future is going to look like as we get into into the spring our 2526 registration is currently underway so we do have a lot of families reaching out um registering our students our staffing is in progress you know there is going to be a big school we're expecting over 600 students so we've been meeting with all of our staff teachers that were interested in in coming to the new school also we are in the process of we hired our principal secretary our clerical staff and also our family Outreach leaon um right now we're also planning events as we're working with Mr Rodriguez on the timelines for the school and planning those community events because I know we're all excited and we want to get our community there

027we want to to showcase our new school perfect so thank you ra uh jawat sing col Elementary School is located on the northwes uh corner of Shields and Broly the front of the school faces uh the Fountain Way Avenue uh the main building is a two-story building featuring an aluminum storefront entrance and an architectural metal fascia uh the first floor includes classrooms the main office uh a library media lab work rooms and restrooms the second floor is all classrooms with interior corridors and restrooms the multi-purpose room uh includes a platform stage that extends to the exterior outside Amphitheater a kitchen stove I mean stove staff lounge and restrooms the main building and multi-purpose uh building provides just over 60,000 Square ft of interior space prior to bid we had an opportunity to visit uh a

028sister school with similar featur and a few enhancements were made to the exterior um as you see we uh the parking lot traffic is only one way in the in the in the parking to alleviate congestion uh we enhance the outsid of the along Fountain Way with uh security fencing and additional uh parking on the west end of the main building for staff the site will also have two Place structures that will accommodate both TK Kinder as well as intermediate students uh and this will be the the district's 15th Elementary School and will serve existing uh that will serve existing neighborhoods as well as new development west of Highway 99 so the status report for the main building uh classroom building and the multi-purpose building is is is in progress currently uh there's acoustical ceiling

029tole grids going in the lighting mechanical drywall paint uh tar ceiling grids uh tile at the restrooms and uh uh electrical electrical and low voltage uh work uh being performed currently the site work uh today was uh out there along broy Avenue we have a a curb and gutter uh sight concrete and uh North uh on Fountain Way is the fencing is near completion uh pg& uh permanent Power and Gas uh we received tenp schedules for the month of April and I I'll talk a little bit more about uh pgny Power in just a moment um so the impacts to the schedule and to the site so the roofing uh was one of the there was a lot of delays but the biggest ones were the roofing and the classroom technology in the fall the

030issue here was with the roofing started with the mechanical uh curbs that did not meet the minimum height requirements to the roofing manufacturers spefic uh requirements that were in the specifications this became a domino effect as work below the roof deck uh could not uh start and that means your electrical your mechanical your plumbing the installation the sheetrock tile essentially all of the finish work uh could not could not start the change order to address these conditions also contributed to the delay uh the contractor demobilized and went to another job site and the weather did not assist us in any way either so the roof has been completed however we still are experiencing the result of these delays today um from this event and the classroom technology just to touch on it briefly was because

031there was a change to add these devices the electrical rough in uh that was required uh and the the the insulator the drywall finishes uh could not start that their work until after the electrical roughing was complete the classroom technology work has been completed however we still are experiencing the delays from this event moving on to the weather events the rain and mud delays so on the weather it's impacted our completion date uh for the roof uh which has impacted the entire sate the problem is with rain is comes mud days and they impact all of the site work rain and mud affect Construction in a variety of ways it also causes uh materials like concrete to not set properly uh leading to potential structural issues stability and safety of the work area City of

032Fresno off-site work coordination was another issue that we that impacted our our job um the off-site work uh for the issuance of encroachment permits uh was extremely lengthy process uh to get out into the street that impacted our work on the offsite improvements uh and also the addition of a traffic Loop uh that was impacted uh by our construction so there was a so when you pull up to an intersection there's a a circle that right before the crosswalk bar well there's also one that's back about 50 ft that particular uh traffic Loop had to be uh uh re re uh kind of eliminated and then they had to put another traffic Loop a box to hit the signal so that that took us a while to to mitigate uh around that um PG so

033this is probably our long our our biggest impact here since uh late of 2024 and to date our permanent power for the school has been postponed due to weather impacts pg& has given us an April 3rd date uh to energize the school and the installation of natural Gras will follow on the 14th any delay in getting p permanent Power and Gas Service would impact the ability to climatize the building which is necessary to proceed with interior finishes uh this is all your cabinets uh your wall boards your flooring your tackboard uh and your interior doors so this the status uh currently however you know these dates uh if they hold uh then our completion date would be uh mid July so here's a a daily and monthly rain log we've been uh that we've been

034keeping on the job site since uh January of 2024 through March 11th of 2025 what is not shown is the particip uh precipitation that we've uh received in the last few weeks uh when we total all the rain that we received uh at the at the site uh to date we are 1.4 in over over the normal monthly intervals and that's going all the way back to last year while that might not seem significant uh uh for our Valley it plays a major role in construction in regards to delays rain and mud affect Construction in a variety of ways you know just I re reiterate it causes materials like concrete not to set um leading to potential structural issues stability and safety uh and how this rainfall is is is captured is that they have

035a little rain gauge a little cup that they measure the rain uh because it differs from uh the airport where a lot of it is is is collected for officially for the Fresno area but uh we only care about our project which is several miles away from the airport so here's just a little bar graph of just exactly what I was just talking about uh the the impact and the timeline so what we're doing in the meantime is the is currently um this we have directed the electrician to Supply Power uh to Portable devices to begin acclimating the spaces to receive flooring and wall coverings as we wait for pg& uh we have some uh contractors we also have asked some contractors to work extra hours and weekends to make up some time um we

036have uh completed a staff moving plan for the site that will be shared with staff and to start start Distributing packing materials to those staff members uh that will be moving in the very near future classroom uh Furniture is due to arrive uh in May and we continue to coordinate with the furniture installers uh playground uh equipment has has is here and is stored and we are currently running on temporary power for the site which means it's not the 100 uh 1800 amp uh panel that we have the main gear it's it's only uh 277 240 so we can wire things up like uh uh devices like portable devices to acclimate the rooms to start start putting the the flooring down so and that's what we're doing currently and I know this is information but

037if you guys have any questions I'll be uh happy to answer them c um I know you can't control the raid uh but like the the the mid July um date let's say there are more rainy days ahead uh do we have like a contingency thing or like what's the idea there behind that so we can work with the rain the problem is because we're so further along we're just suffering from the impacts like I just displayed but the problem is is that pg& is our biggest obstacle when it rains it it may not rain that much here but if it rains in the mountain areas they will dispatch Crews over to those areas uh or other cities or towns and that's where it's hurting us uh they' they've uh rescheduled on us three times

038so yes the weather does play a factor but I think we're further along now that you know the concrete a lot of the site concrete will get done uh but I I I believe in regards to weather I think and pg& I think those go hand inand if I answered your your question correctly all right trusty Kon um thank you presid so when is p gen scheduled to be finished um electrifying the school so P gen is uh due to be out on April 3rd so that's typically one day but they also have it's one day so it starts late at late in the evening to the early morning so we'll have crews out there and we'll also have our own people out there um then at that point it the site will be energized

039the issue that I see now is Wrecking out those poles and what I mean by Wrecking out is those poles that are overhead need to come down so that date has not been given to us but that's on the outside or the outside of the perimeter fence and that's something that will be done by the district or by PG PG okay do we know when they'll be doing that we we well we anticipate them shortly following right after uh we energize the school that's typically the way it happens it's the way it happened at Madison Elementary School when we did that over there and they inform us when there's going to be a delay and then they'll reschedule yes okay they do are we anticipating any more delays I'm hoping not uh I really am

040I you know I I I think we've waited long enough uh we're in constant contact with the project manager the uh PG uh uh project Foreman uh and the PG representative so so I'm I'm crossing my fingers that this this this April 3rd will be will be the date if there's any more delays could that impact uh the school opening I would say yes all right thank you you're welcome trusty Kel so I think it'll be important that at least as as the board we're informed um if there are any additional significant delays we're expected to open this school year and so at what point should we be having a conversation and by we I mean Administration bringing this back to the board and making sure that we plan accordingly for for those students that

041are scheduled to begin attending school there I understand and I want to thank you for the presentation and the information I understand there are things out of our control I mean unless anyone can control the weather or pg& on the board you know please reach out uh but outside of the things that we can control I just want to make sure that we are more proactive and that it doesn't come to a surprise as us as the board or that we're hearing first thing from our community hey we're hearing we're not going to be able to open what what's the plan and we don't have a response so I just want to make sure that that's clear that our expectation is we stay informed and at some point which you were going to answer perhaps

042uh when we should be having a discussion of what is going to be our contingency plan so great question I would say after April 4th okay we would know and then we can start making plans so so I'm going to ask Administration then to uh uh potentially bring back another item after April 4th just to keep the community a breast of uh what what exactly is happening I think um director Rodriguez has you know many other shared obviously there's things within your control there's things outside I think potentially it is for us uh at the end of this project to relook at our timelines because while the weather specifically may not be in our control weather delays are absolutely uh uh a an ongoing issue and and always will be potentially looking at you know

043what when we should be starting and revisiting what our internal sort of policies are um to to make sure I I know we had initially scheduled a completion deadline in mid-February well while now we're at best going to be in mid mid July with a start date in mid mid August I think uh you know to principal Diaz who's going to be actually running the school I think many of us are absolutely concerned about the safety of the students um we have had previous experiences namely at uh at our high school where where things were not completely uh uh constructed in while we did not have any incidents of safety a lot of parents were very concerned about that so I think um I think there's a conversation us to have after April 4th and

044then there's probably a follow-up conversation to us to have in the fall about relooking at our internal um uh how we're kind of managing projects because we have many many more coming up to to inbuild that sort of timeline Ju Just in case the PG is something very specific so that's the one I'm not going to address as much but more specific with the with regards to the weather um president Singh uh if we're getting an update at some point after April 4th can we have it on the April 8th board meeting that's would give us some most recent time after I I'll follow up with the Administration to get that in on at least in the April thank you thank you director [Music] Rodriguez with that we uh have any uh uh board Communications

045or superintendent communication at this time trusty Kon uh thank you presiden sing so um first I had the uh pleasure of meeting with our gars and Central East cheerleaders and standing with them at City Hall to celebrate Justin Garza um California state championship day and Central East High School cheer team day along with trusty sellers uh thank you to councilwoman or Fresno councilwoman uh anaisa pra for honoring our students um think it just goes to show the uh ten students tenacity and excellent uh cheerleading programs at East and uh just Justin Garza um and thank you to our coaches who have inspired students um and the support you give um I think this goes to show that um no matter what school you go to in central um for the cheerleading whether you are a

046guardian a Grizzly or a new third thing uh that uh they are champions and they're they're winners and then uh last weekend I attended Central east's production of Newsies and uh was blown away um for those who haven't seen the show it's about a newspaper Hawkers in New York um these kids learning about the value of a strong union uh all the more fun seeing Cuda VP Philip binen Graber in a cameo as Teddy Roosevelt um but the Athletics these kids have during the production um the acting performances were just phenomenal and this was also miss swick's uh first High School production um so I'd say she set the bar pretty high for the next year um congratulations to everyone involved and then finally I attended Madison's open house last Wednesday uh a great meeting

047with the parents and teachers at the site uh you can really tell that everyone at that campus cares deeply about our students whether they are a 30 plus year veteran or a brand new recruit we're lucky to have snatched up from neighboring districts uh so thank you principal Oliver and your team for having us and that's all I have Tracy Chavez uh I just wanted to thank um our associate superintendence uh for our first meeting of the wellness uh student wellness subcommittee so we met last Friday and it actually was a very productive meeting I was really pleased um to hear about all of the different approaches specifically regarding um Community engagement and I wanted to make sure to say that here publicly so that that way you all could understand that we're really looking

048closely at some of this new funding sources and how we're supporting specifically early English language Learners we're looking at those underrepresented students where are those gaps and how how can we better be um incorporating your voice and your participation in the process so I want you all to know that I am looking at that very closely and I want to encourage people as you're invited to participate in these conversations within your communities with regards to your specific School sites I want to encourage the community to come and make their voice heard because in our subcommittees we're really listening closely to what the community needs and we have an opportunity to really use this um funding to further uh supporting some of those students that have been overlooked in the past so I really want to

049uh commend our district uh people who are participating within the wellness committee and just make sure the board knows that you know I was there were some really um exciting new things that are available with regarding um new funding opportunities and I look forward to reporting those things out more further so thank you again thank you trusty CIO thank you president Singh uh I also want to report that the board bylaws policy and board engagement committee also met uh on March 4th and uh I was selected as the chairperson and will be presenting at least two items with respect to our board policies uh which are on the agenda today so I'll talk a little bit more about the work that we did and the rev the review of those policies when those items come

055parent and a supporter of our son that we have done everything we can to bring attention to the aquatics program within Central Unified School District uh specifically the high school water polo voice program I did write a letter to you all and um on March 17th I'm I'm hoping you had a chance to read that lengthy letter I apologize for the length of it but I'm hoping you had a chance to read it uh I have been in contact with Mr Hightower uh as he did respond to the letter today and Mr hiow did uh address a lot of concerns primarily the big concern which was Recruitment and development of an Aquatics program within the district I do uh I did want to bring note to that because Mr hiow has been in um communication

056with parents and athletes however I would be remissed if I did not address the board that our Aquatics program is in dire need is a complete overhaul to bring in more participants coaching and and a program with themselves I am encouraging the board uh if you would possibly add an agenda item at the beginning of next school year to see how some of these new development practices that are intended to be installed this summer how they look so we can ensure that there is a program and a start an initiative if you will to bring our Aquatics program up to standard uh currently between the two high schools central East and Central High we have 12 water polo players and if we add garsen to there um returning next year we have a comp a

057total of 15 amongst three high schools and that's not even enough to barely field one varsity team so um I bring this up because our son loves water polo amongst other other things of high school but I can't imagine that any other small sports are not in the same boat as the District boundary lines are changing next year and I as like I had mentioned as a parent I I had to know that everyone was aware of where we're at and where we're heading and I just want to ensure some sort of accountability here in the near future that future generations of students and athletes specifically Aquatics athletes had that opportunity to be a part of a a lasting program um and that's really all I have and I appreciate your time and then board

073chair for the bylaw the board bylaws policy and board engagement so this item is coming before us as you all may remember on January 28th 2025 this board took action to adopt um board byw 9150 which uh is adding two student trustees to our board but what we couldn't agree at least those of us that spoke up was uh the length of term for the student trustees to serve and uh this item is coming to us as action to give us the option uh to consider the proposal that's being provided um I don't know if every anyone has any questions but what we're recommending from the committee is that we have each student serve a semester and that elections would be held to select or to elect both of the students that would serve during

074that that year term and so they already know and are prepared um what's been attached uh was are are the recommendations I have a couple of edits to the recommendations um which would be to just further identify uh that the student that we are selecting two student board uh student trustees and each one as you can see one from attending a traditional High School which includes Central East Central High Justin Garza and then one other student from a non-traditional High School which includes class Central online high school persing and pathway we made that decision to make sure that there is an equitable election given the large population of students in our traditional high schools and then you see uh the roles and responsibilities uh what essentially this document is proposing is that the superintendent and

075the pio's office would be uh overseeing the elections um as far as any irregularities um and then would be advertising and it's proposing that students uh create a video and for us to provide any additional information or limitations as to what the content should be in that video uh any additional campaign rules that we want to include and we also need to make a decision and provide clarification so our recommendation from the committee is that the student be currently enrolled in high school um and that identifies 9 10 and 11 I'm not sure why we didn't include 12 but I'm sure Administration was at the time of election at the time of okay at the time of the election they must have a minimum of a 2.0 GPA that's consistent with a lot of other

076activities that we have um and then we're also recommending that they not be a student who's uh already serving as an official uh officer for ASB for class for FFA and the purpose of that is not to punish those students who are serving in other capacities but to make sure that we are diversifying and that we have more students um participating and quite frankly we spend a lot of time on these board meetings um and so whether they're spending additional time preparing um it it it's time consuming from our board bylaw we are providing them uh school credit for the time that they spend on the board and then it also provides a summary of the time commitments uh recognizing that we meet twice a month uh specifically requiring uh and proposing that staff meet

077with the student as well as uh I I would recommend that our board president or vice president um and then the additional time commitment is that they also have the right to serve on our committees uh and to be appointed so that would be an additional time commitment and then finally there is a proposed timeline uh assuming that we approve this either today or no later than our next board meeting uh so that we can advertise give students enough time to create those videos and then have an election uh where the student body is electing the student and then this is proposing that we have the student then join our board um I believe it would be in July and so we would probably make the announcement sometime in our May or uh August board

078meeting that's a summary of the document I welcome feedback and discussion from the board trusty suu um yeah uh just uh question um for uh the schools like one Traditional School and the one of the other ones um is it going to be cycling like so like one school Central High School gets it and then it's um justtin Garza and then they rotate is it like is going be a rotation involved so so our suggestion would be two would serve at any one time and and so we would designate that for instance as an example uh let's say are non-traditional and like Garza served in Spring uh sorry fall semester and then at that point then uh Central East and Central High would uh would uh those students would serve uh during spring semester and

079those uh students would be representative of all students concerns okay correct and so what we need to figure out and this was part of the discussion um during the committee meeting is what is that going to look like are we going to establish and and require that they have office hours I don't really want to impose more requirements I think that that's going to be the responsibility of the student and then we just need to figure out alongside our principles to determine what is the most effective way to communicate without having our students to to actually physically travel from one campus to another um I think most of our campuses now have lunch at the same time mostly okay I'm seeing mostly so I think that's an opportunity and I think that that would be

080something that the principal and our assistant superintendent can um work with or our assistant superintendent Dr Lopez you would be overseeing so there's different ways that that can happen Zoom is a great piece of technology that we can use nowadays but they also in other districts um they tend to um visit or uh meet with uh the ASB presidents or uh black student union presidents and invite them to those Zoom meetings to get feedback from those sites and I I would encourage us to allow the elections to occur and then to get feedback and perhaps even having a workshop where we're dedicating that time for those two student board members to provide us that feedback and other students to come in and tell us because we can dictate all of these rules and I'm sure

081that our administrators also have preferences but the point in adding these student trustees is to hear their voice and their concerns and I think I believe I believe they're going to be in a position and best equipped to tell us what do they need and what's going to be more um efficient they may shoot for the stars and we may have to bring them back to reality but I think that would give us a better opportunity to compromise but that's essentially what we would Envision and their responsibility based on our board bylaw is that they in essence represent the entire student population yeah and that's what I wanted to kind of end on is that um I really liked the structure and everything um I'm I'm supportive and um my only question was you already

082answered it but my only question was like um if in a year you know or in a semester we see you know some things that need to be fixed it's it's like a ever growing project that we work on yeah and I was going to add that as well this is our first year I mean I'm super excited and stoked that we're finally going to have student trustees but this doesn't mean that we're done uh unless the board decides to eliminate a trusty and we have language in our board bylaw to kind of limit that but I would Envision that we're going to continue this discussion and again once we have those students they will be providing us that feedback so that we can improve um and revise our board bylaw and establish procedures that

083are consistent with what they Envision and want from this position so yeah it's a it's our first trial trusty Chavez uh just a quick question about the qualifications section here um and and maybe you said it and I missed it but and I don't want to get too far in the weeds um when you said here and it just was something for us to consider Should students gather signatures of support from students was that for them to be able to run I think so so uh our Administration prepared this document okay um I would recommend that we remove that uh I don't think that they should have to obtain signatures what the Ed code requires is that they be elected by the student population and so we all are elected one way or another we

084are elected officials and when there are vacancies or Pro uh Provisions in our board bylaws that are consistent with the Ed code for making that appointment um so I would recommend that we don't require that that it's a video and we can set limitations consistent with other elections um as far as what that material looks like obviously it needs to be or not obviously but it should be student appropriate uh and things of that nature and then we need to facilitate and I believe that's what our Pio is going to be doing to make sure that all of our students have access and opportunity to vote uh but I don't want to create any more barriers than quite frankly we have as electeds I agree I was just curious about that it felt very um

085like how you see in the movies dating myself but yeah we don't want to do that either yeah so some of the changes that I'm recommending is removing that language um also adding some clarification as far as their participation to list that they are also appointed to subcommittees which take about another hour and a half um I think every quarter uh under the roles and responsibilities and yeah roles and responsibilities to add that they can also participate and attend the annual csba conference I think we also need to be investing uh funds to allow them to develop As Leaders uh and then there was to respond to say it's only student officials that serve in other organizations that are going to be prohibited they'll have to make a decision either you are going to be

086the ASB officer or you're going to run and serve as a trustee but otherwise I know there were some questions about what if they're not an officer but are an advisor um I don't have a problem with that my concern and our recommendation and this discussion at the committee level was we just don't want them to have all these responsibilities and add more to that and the purpose of having a semester term is to allow more students to participate uh and serve on our board trusty Kon uh thank you president Singh uh maybe a question for administration how many officers are there in an FFA chapter at either Central High or persing dozen approximately 12 well thank you so um the three things I mostly there the three things that concern me are one I

087I have concerns about excluding FFA because that's a 12 that's a significant number of potenti of involved students that may be interested in this and this is a program that is not at uh four of the six high schools that we have so I feel like it's you know putting an extra burden on some of our sites um that aren't at the others I'm okay with you know excluding ASB or class officers the there sorry let me interrupt you because I think there's a point of clarification FFA is available at all of our sites FFA is at Central High School but students from all six seven of our sites would be able to participate as student board members they have a chance to be elected in the process I think the comment though is do

088all of those six campuses have FFA officers or is it just Central High Central High in persing okay and persing also has a smaller student body so that makes it that really whittles down the number of potential students we have the second thing I have for under campaign rules I think the list of candidates the names should be randomized not alphabetical that's makes things very difficult for our students who have uh names that end with z um because as we know um when it comes to voting there is an inherent bias for the top candidate listed so I would have a problem with that as written and then um third um I think that we while we have this great uh election process outline that would allow us to have uh student uh board members

089set for the next semester um students have been asking us for this for many months since the fall semester and I feel like you know it would be beneficial for the students if we could appoint someone the two students for the remainder of this uh term um just so they have that opportunity to be involved those are my my that's it that's my three trusty sers uh as far as class officer election what time of year is that normally conducted would it be possible to as we move forward I know this year is a little difficult but to have the board student board member elections prior to the class officer elections so that everyone has the opportunity to run for this position if they're unsuccessful then they still have the opportunity to participate in other

090positions um yes we can we decide that this is just the recommendation and again going back to the initial conversation it's our first time we just want to get the process going but yeah absolutely um because I think that may free up some of the concerns here that you know do I choose this group do I choose this position well let's just have them in order so that it gives everyone the opportunity um as I read through this here uh just wanted to make sure I'm reading this right I think the intent is that the students will have and maintain a minimum 2.0 GPA not just have it at time of election yeah they have to maintain it I think those that's consistent with the rules for any other like Athletic program or maybe even

091some of those other offices I believe it's in our bylaws and some of our um our board policies and our administrative regulations they do have to maintain so it would be progress reports and then report cards uh in the event that there is a vacancy or or you know as time goes on I understand right now this is new everyone's very interested in it 10 years down the road if there are campuses that we don't have any student interest in is that we have flexibility to appoint someone um just take the next runner up from another comprehensive campus there's any thoughts on that right now so we talked about that during our um committee meeting and we tabled the discussion because quite frankly we ran out of time uh we had a lot of board

092policies and that was one of the recommendations whether for my Administration um whether the board appoints someone um I think both deep and I our our discussion president sings and I conversation was we should eventually and what I would like to see happen is create a sub not I suppose an advisory committee of students that are all that all have either run or are interested did and the students are electing them and then from that body have them be appointed I don't think that we should be the ones appointing it unless it's a matter of an emergency situation I I really would prefer to delegate that um to the students but I am one vote and we are seven appear so if if you all there's consensus that we want to develop a process in

093which the board is the one appointing then we can develop that process but as of now this would just be to make sure that we get the information out to students and hold the elections and we can revisit this for the next academic year it's fair enough I support [Music] that so we have multiple proposals um we have uh uh it seems well I guess we'll have to say it directly in terms of removing the signature language around roles and responsibility incluses of uh csba we talked about their role in the subcommittees uh trusty kuron brought up um elimination of uh FFA as an excluding uh criteria uh he brought up uh the idea of a randomization of names he brought up the issue uh he he brought up of the remainder of this particular

094school year and then um uh trusty sellers brought up uh just just emphasize uh the maintenance of a 2.0 GP PA as well as uh moving the timeline to before the class uh elections I just wanted to sort of summarize as uh I'll be waiting to hear from some motions so I would recommend that based on the feedback if I can bring this back to the next board meeting with some of the revisions um I what I would like to request for purposes of officers and just so that we're making an educated decision is perhaps I don't know how much time it would take to get a list of who is an officer in these student organizations because if we're making the decision to exclude FFA officers are we what other officers should we consider

095um or should we just limit it to ASB and class so you have your class president my leniency to be honest is just that because I think there's so many different clubs the once we go down the route of why one club is not in or not I think with class president ASB it's a little bit more black and white I think once we start adding clubs it's going to be a little bit more difficult okay I I'm seeing heads nodding so there's consensus so disregard my request we will remove that the the election well I guess do we want to vote on this now with the revisions yeah so so why don't we spell out the revisions and then um and then potentially vote on it now if for no other reason to move

096the timeline uh because uh at least to be set at least prior to the class elections which we said are this month in March they're already happening yeah yeah okay so we won't make this cut off I mean essentially we have to approve a process so we can at least have elections as proposed here in May nope elections yeah in May so we have someone to begin the next academic year and I would recommend that we follow that and then for the following year for the 20 6 6 to seven school year we move the timeline right okay um so some additional recommendations that I had would be right after the in January the board voting unanimously add a sentence that says student board members shall be as follows it's just clarifying uh under Ro

097roles and responsibilities to add opportunity to attend annual conference of the California School Board Association for student board trustees under time commitment to include quarterly subcommittee meetings lasting approximately two hours and then um under onboarding uh the onboarding I didn't have any recommendations I have no objection to doing a random uh listing of the student votes I does anyone have any objection from the board okay so there's consensus there uh we're fine with only excluding ASB and class officers will be the only ones excluded what was your third Point trusty care is there a way we can introduce language that would give us the flexibility um to appoint student Trustees for for the remainder of this semester so I don't think it would be appropriate to add it to this item or to this recommendation

098I would recommend that we bring a separate item and if you have a proposal um I'll work on that language and bring it to you up the next board meeting then board president I I'll follow up with the trust secr fund thank you yes Co something I just thought of right now if we are moving forward with having uh one semester terms will the candidates have the choice of which semester they would like to serve so we slightly discussed it so in in general we kind of saw this as a year-long sort of council although two would serve at any one time and then potentially with the the Pio or the uh assistant superintendent or superintendent that that particular conversation should they be involved for instance in an Athletics during a particular semester we did

099we did discuss it and we saw um that as the appropriate place to for for them to have that conversation the only other recommendation I had is with respect to campaign rules um there's somewhere on the document that recommends oh uh right above the campaign rules it says that the superintendent of communications and public information officer will act as arbitrators of disputes related to campaigning um I would like to encourage that one of us from the board whether it's the president or the vice president or we appoint someone to serve um I want to make sure these are our our seats essentially we we've made the decision thank you all uh to have students and I think that we need to be part of of that discussion to make sure that the wishes of the

100board are being um carried out correctly is there any discussion as to who I I was just saying an officer because it's easier to name than to say the board shall appoint or elect or something uh vice president Creo maybe my I think the language that might be most flexible for us would be the board president's design from the board because that allows the board president to allow themsel to do it or if they're busy they can appoint someone um okay so it'll say say the superintendent and Communications and public information officer and board president or designate are there any is there any discussion about the campaign rules um we need to make decisions here so I'm fine with the 3 minute uh video um reminding students they need to use appropriate language and then

101some of the recommendations from Administration are whether we want to um have specific requirements like what should students be talking about in the video um and then whether how how we're going to offer technical assistance and access to support um and then finally whether we how much time we want to allow students to campaign for their election and potentially the randomization of the names upon the pallet right we will add randomization yeah well since our P Pio is going to be involved I would recommend that for any student that needs Assistance or support are pio's responsible for making sure uh that the student is able to create a video and provide access to whatever equipment yeah this is something that we're already doing with some of our student interns um so we're more than happy

102to uh to help them out fantastic and maybe you can enlist some of those interns to help their fellow colle colleagues was there a comment try Kirk thank you I had a question about the I guess the campaigning how long we can campaign are there rules in place for the ASB and class presidents and their limitations and what they can address yes there are some limitations um and I can share those with you um primarily just because they are at the specific School sites they don't have the video component um however there are limitations on you know what they're able to um publish and um on the internet through social media so they do have some limitations and then additionally is at the same time with the timeline if they can have posters and buttons

103in media so kind of those I that's one of the things we're asked to consider yeah are there guidelines for that as well yeah there are the timelines are consistent um with allowing the campaign period this one is a slightly longer campaign period whereas at the school sites they have about 4 days um so this time period just because it's also multiple campuses um it does allow them to campaign for a longer period of Time how do we feel about just limiting campaigning to the video so that nobody's spending any more money or time and trying to get buttons or posters and deal with how do we enforce I was thinking about equity and being Equitable here and what I was going to ask Pio and I don't know if this is appropriate um my

104experience with young people tells me that there needs to be some instruction and some more intensive support I mean we have very technologically savvy young people but making a campaign video is an entirely different thing um and so I'm just want to make sure that it's out loud like if we could provide these young people some structure around it I don't want to just say you have 3 minutes you have a video you can make 3 minute video let's make it appropriate it could be anything under the sun like this is part of a learning opportunity you know to engage with your student body what are you going to offer what are you what are you most passionate about what do you think are the issues you know like we need to kind of structure

105it in order for let's set people up for Success um that's just my my input there and then I agree that if we could make anything that would require purchasing items I think that's really going to cause burden on certain individuals and it could potentially for our young people who don't have um the means or the resources available they could feel as though they wouldn't have an opportunity so it could discourage them from potentially wanting to campaign so that would be kind of my thought process there I like that so what I would propose would be um that we set the parameters and so I will if you all will allow me Endeavor to bring back uh as an action item uh criteria of what the video should include um and if you have any

106feedback um from our Pio please send that to me and I'll bring that back for board approval that way we can at least adopt or approve uh this flyer and we can Administration can begin or Pio can begin working on what that advertisement and information for our students look like looks like so removing the uh italicized language to say um that the video shall be in compliance with the criteria established by the board and then allowing the campaigning for two weeks since it is across the various campuses any other changes uh question um will the video be self-recorded or helped um through campus through like you know our leadership team or whatever or whatever yeah um so some of the school sites they do have uh video production so they do have access to cameras

107and microphones and everything um our office the Olio and myself um we have been working with different School sites um to work with students to get them acquainted with uh cameras and uh microphones and video production um process so um there shouldn't be any barriers for any specific students [Music] so have we noted all the items at least that that will be seeming like on that will be have a motion soon with the addition of criteria that will come back in the at a future board meeting yeah and what I would suggest is once we take action to approve um when this item comes back to approve the criteria vid video criteria and perhaps maybe having some of that language about what efforts are being um taken at each of the campuses we bring back

109I have been chosen as your chairperson for the committee so uh the committee reviewed each of the board policies very thoroughly and we did have feedback and revisions um I hope that you all read them uh if you perused uh or sped read most of them I suggest that you go back and carefully read um the two last board policies which is 9240 and then 9270 which impact us directly uh there was all of the changes to all of the board policies and board bylaw bylaws are related to changes and updates in legislation specifically for board training we're now mandated by the government code SE by government code to have a training and anyone who isn't going to complete their term by January 1st 2026 uh needs to complete a two-hour training and then there

110is language about conflict of interest we did revise both of these policies to include limitations and parameters around the Authority for us as board members to go to conferences and currently our board P board board bylaw allows us to select a different conference if we want to attend other other than the csba and so we've added parameters that if we're going to do that we need to make sure we notify the board president and that the board is approving it just to make sure that that is something that we're collectively making the decision and we're allocating funds and to make sure that we are being good stewards of the Public's uh money uh all the other changes are available in Red Line like I said said we made changes to the to to some of

111the other policies the outside visitors policy in particular we revised that language to specifically identify that any public official and any law enforcement also need to uh comply with any our any of our visitor policies and that was to be consistent with our previous board policy and resolution that we've passed about um uh immigration enforcement and making sure that we are maintaining uh appropriate classrooms with felt disruption by anyone that is on campus uh with that I'm happy to answer any questions otherwise uh I'm requesting that this come back to our next board meeting for Action they can come under consent unless anyone in particular uh wishes them to come under action questions or comments from the board I just I think it's important to say thank you for doing all this work I know

114right good evening president sing and members of the board each March the Board of Trustees review The District dress code outlined in board policy and administrative regulations 5132 our annual input collection began in January and site leaders ship met with student groups such as ASB student council leadership classes and principal roundtables discussions were also held with site leadership teams additional feedback was collected from students parents and staff via parent Square emails phone calls or in person board meeting dates when the dress code item would be presented for information in action were also provided to the community a summary of this year's feedback from student staff and Community is summarized and attached please note the red numbers represent the number of suggestions made about each topic listed if multiple exist the number the number at times

115represents the number of student staff groups making the suggestion so for example if a leadership class met and collectively recommended a certain item that may count as one but it may be representative of more voices we have also included a draft dress code flyer to help further a consistent understanding of current dress code practices I would like to note one particular suggest question Made for More fairness towards female students in consultation with the director of diversity equity and inclusion and upon review of dress code policies from neighboring districts we have found our policy to embody some of the most inclusive and fair language toward female students an example of this is in the past two years language has been removed around specifics of straft width or short length we hope the draft dress code flyer

116will help highlight this equity for females based on feedback received the the district has discussed possible changes made to the allowance of professional team attire however we see your we seek your feedback in this decision in our review Administration has recognized the following pros and cons regarding this potential change Pros include it would allow further student expression expand clothing options and limit instruction time missed due to dress code violation the cons included potential safety concerns student conflict and sites possibly enforcing Gang Related attire in a manner that could be considered unfair we look forward to your feedback and recommendations Administration is recommending this item be placed on April 8th agenda for action and I am happy to answer any questions questions or comments from the board trusty cre I apologize because I'm not seeing what

117are the recommend recommended changes if any we are discussing because if you notice on the suggestions so allowing professional team apparel was the main item suggested that didn't already currently exist so we're hoping to help clarify things through the flyer but that item specifically was called out as to allow something the right now is not allowed and so as a district we've come up with some pros and cons there is no direct recommendation we wanted your feedback on this kind of weighing those pros and cons and see how you felt Okay so we've had this discussion before okay um well president Singh and I have been on the board when this discussion occurred I am pretty certain maybe two or three years ago we used to list the professional team apparel that was permissible and

118that which wasn't and we believed I remember believing that was not Equitable because again it goes back to then enforcement and so we just made the decision and there was consensus or unanimous support to actually change and just say no sports apparel unless it's a special day I know there's like a like spirit week and they have bring your your team day whatever Jersey then that was permissible um what we were avoiding was previously there was naming of specific teams yes and we wanted to eliminate that MH we have a different board I would just say whatever we decide so long as it's fair and Equitable so that we're not then allowing administrators we respect your decisions but allowing them to decide no that's Gang Related this is not that's permissible this isn't because I

119don't want to see an increase in suspensions or detentions or expulsions as a result of dress code violations uh and we have made significant changes in the last six years that I've been on the board specifically making sure that there is uh our policy is Equitable and is not um discriminatory or suggestive based on sex so and and in fact our students have even advocated we changed our policy related to hairstyles and hair colors as a result of students advocating for those changes so just some feedback for everyone else to be aware uh but I would invite whatever feedback comes back about professional team apparel so long as there's some consistency and it's not going to a subjective enforcement of that rule thank you can I just add as well one of the things that

120we discussed with uh that was certain sports teams what we're finding is that gangs will identify with a different team at a different time so they might identify with a particular team this month and 6 months from now they've switched to another one the only one that we see that's consistent is bulldogs and that is something that we've been really firm about in our address code that that's not allowed on school sites um as a fan of sports uh I mean I guess like u a better compromise would be rather than allowing it like full go anybody can wear anytime I think what would help is having more sports day dress up days I think rather than living it to a spirit week maybe once a month they can express their sports team I think

121would be okay in my opinion and that decision would be made at the at the site level yeah currently principls are able to kind of set their their dress up days and what that looks like for the year so for those listening they might hear that one one trustee would like to see more of those trusty Kon um if I can move on from the conversation of uh sports apparel the uh the input has me a little confused what does our current dress code say about uh pajamas so the current dress code that is on the flyer so the flyer is highlighting what it says about pajamas and hoping to link it to pictures to help make it a little bit more clear through the visuals so that is what it says right now that

122sweatshirts and sweatpants and flannel pants are acceptable but pajama bottoms may not be worn um so we did our best to match that representation with the images to illustrate that okay that makes sense for me thank you welcome trusty Chavez I have a question about how some of these things are phrased so it just say input is Sol solicited from students parents and staff so were these kind of Taken verbatim like were these just the things you saw most often like because I'm seeing here like spaghetti scrap spaghetti straps should be allowed right like if there's a should in there crop top shouldn't be allowed and then you know those were highlighted items so was that the way that's phrased is very specific so is that something you saw most frequently yeah so the way

123it comes through um is parents receive a parent Square message that says we open feedback please reach out in these ways to provide feedback on the dress code and so they may say things along those lines and then also students are giving feedback staff when that feedback comes in we're reviewing it and then collecting those of what that intention is it might not be verbatim but what it is that they are saying through that statement and then putting it together with those numbers of this many of our responses indicated this okay so like in the same so like where it says like crop tops shouldn't be allowed um and then I see above it it says crop tops should be allowed so you were trying to fairly represent like both Sid because some people are

124saying they should be and some are saying they shouldn't be so I tried to connect it where it existed together within the dress code right and I'm looking at the professional team apparel if we're kind of going off of that so for the allow team apparel poll there was 13 but allow more professional sports team on dress up days so it doesn't look like there was anything around don't allow it looks like it was just on increase the permissiveness for it like that was a feedback from well and honestly when when the feedback was on allowing something that is already allowed I think that's where we saw it as we need to communicate this more clearly um and that's where kind of the fire idea came from but yes there was not um feedback received

125that said do not allow this not in that clear way I will say through conversations and I think this is where the pros and the cons come in that I think anytime you're looking at changes like that there are concerns and cons that kind of come with it and I think those are some of the things that we talked about when it comes to professional sports teams so you know I come from an all Dead background okay so I've worked on Court and community school campuses dress codes are an issue right like obviously we have to acknowledge there are certain color there are certain teams these are things that are commonplace in my experience though when we put more energy towards those things they become more attractive to people in general um and it actually

126fuels a little bit more of I don't want to say tension but there's there's there's more when you throw energy at something it's just going to continue to grow and so I just feel like us saying you know no professional sports teams um it's with the assumption that it's Gang Related you know like a lot of it is not gang related these are just people who are fans who want to wear their you know particular team and represent their teams so I have a an issue with characterizing professional sports teams apparel as Gang Related in any way because that's not actually accurate I know they are kind of used in that way but the majority of students aren't doing that like let's just let's just be honest about it like and if you do have

127that issue on your campus it's going to be up to the school site to identify those individual students who are using that as a representation that could bring about behavior that could be problematic that's a bigger issue I think for the site than for us to make a generalized kind of policy around no professional sports teams and especially when we come from Fresno State like to say no Bulldogs apparel I mean think about how many of our young people have alumni or that are planning on attending that College in particular so I think it's a little bit narrow-minded to think that way in my opinion so I think we just need to be really careful to not make sports apparel synonymous with this idea that we're protecting ourselves or preventing something by saying that you

128know you could potentially be gain related in my opinion trusty cre should respond and I have trusty sers and I have trusty Kirk so that's where we as a board need to have the discussion and provide Direction so I do want to make very clear that the policy before want to say two or three years ago maybe even four did say professional team apparel permissible except for now making up words because I don't remember the exact language but like Bulldog or something that was clearly Associated I will tell you I did not like that language and there was a majority support Court to just say no apparel because we didn't think it was Equitable that then each School site is determining well this is associated with this game this week or next week and now

129you have a constant changing of what is permissible and what isn't and what that was then interpreted in my perspective is students are getting disciplined they're being detention suspensions whatever the case may be we I don't think I've ever seen one uh an explo for um dress code violations which would probably violate that code but in any case we've never seen that but we know that there are detentions and our suspensions because we did get that number once I keep looking at you but you didn't present it it was like four or five years ago that bothers me we're literally taking a student out of the classroom when our job is to educate them because they're wearing apparel that we've now determined based on the information we have that it's Gang Related and rather than

130allowing Administration to have that responsibility and Authority we just said as a board we're changing the policy no apparel so if we want to change and go back to this is what we've determined or we don't care deal with with the issues differently it doesn't matter what students are wearing handle it the disciplinary aspect of it the association with gangs we know they exist be more proactive that's the direction we need to give and we need to revise our board policy accordingly so I just want to give some background and then remind us all that this is our Authority we can revise the board policy to say within reason whatever we wanted to say and what we want to permit students to wear dressy sers thanks uh I'll build on that in just a moment

131you guys stole some of my thunder but um do you know how many total people participated in this survey I don't have an exact number for you can you ballpark people 24 campuses yeah at least more okay um I mean easily 30 to 50 staff per campus um adding on the student groups yeah we're looking okay as far as other garments go and yes there are there's gang activity in our school district there's gang activity in our city there's no denying that have you guys seen um affiliations with other garments because the reality is if I know there's gang members here it doesn't matter if I tell them don't wear a bulldog sweatshirt don't wear a Chicago Bulls hat they're still gang members and I'm going to wear a blue baseball cap or a white

132T-shirt and the reality is we're trying to legislate a problem out that this isn't necessarily the most appropriate way to deal with it well and there's other interventions that we put in place to support our students and personally I would like some more time to think about this but as right now at the moment I'm leaning to it thinking like just wear what you want to wear and we will deal with the problems as they arise uh and corrective behaviors uh measures in place and start focusing on the actual problem that's kind of where I'm thinking right now but I would like some more time to think about it trusty Kirk yeah thank you all of the debate about professional athletic teams I'm going to go ahead and speak for our colleges um yes we

133have an issue with um a gang presence that has taken the the identity part of the identity of one of the biggest colleges that our students will be attending eliminating the ability for them to wear that t-shirt that says Fresno State that doesn't have the Bulldog or things like that so I'm also going to stick up for um Fresno City College and Fresno Pacific Sunbirds um that we we have a lot of and I I do want to highlight too just to make sure that in the policy we can wear College a tie when it's academically Affiliated it's more of the mascot that is specifically stated that we're not highlighting so if a shirt just said Fresno State that's that's fine if it says FPU that's fine as long as it doesn't have yes one

134of the the logos on it yes okay because I think it's so important for our students to be able to rep their Coles that they want to go to thank you so it it looks like we'll probably have this item return under action so give a little bit more time to contemplate okay thank you I'd like to add one thing because we did mention the discipline and I just want to say the schools have been doing a lot of work to address these situations that get students back to class giving spirit wear giving clothed donations for students to change into to their back in class and it's not becoming a detention or discipline issue thank you for doing that thank you thank you to you and your team uh d uh supervisor Smith there's never

137review uh one thing I would like to mention on these change orders is that for sb8 uh is that particular one is to have Comcast as a second option for Our IT department Department uh for a potential internet service provider in the future uh and uh s sp11 uh that was also a a uh a district request that the an additional cleaning of the entrance and street at the request of nearby neighbors and I'll be happy to answer any questions that you may have and staff recommends a reviewed as and recommends that this item returned to the board on April 8th thank you questions or comments on this item trusty sers thanks I just wanted to confirm what you said uh the conduit for Comcast and GFI outlets at ballfields that will be providing the

142thank thank you director Rodriguez next item uh receive information regarding Furniture proposal for RI Vista Middle School director Rodriguez thank you again uh this this uh tonight is a meteor education Furniture proposal for RI Vista Middle School for classrooms 807 and 808 so classrooms 807 and 808 weight uh is one classroom uh what that classroom has a dividing wall that separates that that portable and uh in order to make existing classroom space available for incoming students uh for the 2025 school year the support staff will need uh will be provided office spaces for the vital Services uh that they provide to meet the growing needs of our students uh the furniture will help create you know positive learning uh experience for our students so that will free up about roughly two to three portables for

143uh for for our our uh teaching staff trusty sers do you know which support staff will be utilizing the new office space that'll be up to the principal uh she has a plan in place so U she she kind of reminded me but I I didn't joted down when she was telling me who she was moving there and per the design here the these are cubicle spaces these are not Florida ceiling separations correct okay and that's because of fire uh you know and and apperances like that so we can't go all the way to the ceiling okay um I know you probably don't have the answer at the moment but could we get some more information on what uh services will be using those that if it's a confidential like you know uh some sort

144meeting one-on-one with a student that it's not open if there's any issues with that sure I can provide that information to you thank you Dr Bo right yes I can actually provide that thank you to area administrator Mark fer who supervises Rio Vista uh Prodigy social emotional Services all for youth those types of supports and services will be in those spaces so then that probably is a concern of uh what trusty sers is bringing up so can we get that confirmed uh before we move forward with this and actually have a vote next week yes we will thanks yeah if we can get that confirmed and then if we can also then potentially start devising a contingency plan because if if that is the uh expected usage then those students absolutely need privacy so if

145that's the case then we would uh do away with this proposal and come back with uh to construct and okay sood can can I can we provide some information in the Friday report would that be okay yeah I believe we do have a a contingency plan so let me follow up and then I'll bring back information would that be okay yeah okay trusty tavas can I also ask in that Friday report um can we find out exactly how many of those staff staff members are actually going to be providing those kind of Supportive Services because I there's a big difference between a student who's coming in and asking for resources than a student who's coming in crisis who's going to have to be speaking confidentially for Hippa reasons and for protection so if we can

146have an understanding of specifically who those staff members are and how many maybe you don't have to scrap the entire proposal because some of those things don't have to be confidential but if we could just get some sort of sense of how many conf confidential spaces are needed and then something that I've seen that can work in those situations cuz believe me I've operated out of a portable before it's not ideal but if that's a necessity um if you can at least have one space that could be constructed inside the portable with a door so at least it could be like a rotating type situation so that that way if they're operating in a cubicle space and students are walking in if they have to go into a confidential space they have that option so

147there's there's a way that it could potentially work it just couldn't be open air for those type of like confidential conversations do you see what I mean not not all the conversations are going to be confidential so not necessary for everybody to have an office but you do need to provide them some confidential space so if we could get an sense of what we need to accommodate then maybe that could help inform form your contingency plan and how you go forward just an idea so so we'll expect to hear more on the um Friday report and we'll have this returned under action just so that we can uh oh sorry trusty Kel can you clarify so we are converting an existing portable that's being used as a classroom for offices or are we using existing

148classroom for office space that we're now moving to this portable because you said we're freeing up Portables and I hope that means we won't be using them but I don't think that's what that means so the two the Portables that are the portable that's that that I'm listing here is currently being used currently right now with by for office space so you have one individual here on one side of the wall one individual here on the other side of the wall and they see students that's currently what they're what they're utilizing that particular space for so we're trying to free up the other spaces that the other are are are uh occupying and that's why we're moving them so what is that other space that they are occupying like classroom physical buildings act actual portable

149classrooms okay I I guess I'm confused so yeah do you want to come to the podium so you can use or or a mic wherever there's a mic good evening um just some clarity around it um we are seeing increased enrollment at Rio Vista due to the boundary change so uh in the back of that campus there's I'm going to get the number wrong four to six Portables uh one of the Portables is used by a county program um what we are trying to do is and and they were some of them single use Portables uh where we'd only have a period of or two during the day so what we're trying to do is consolidate the use of those one to two periods whether that was intervention or a resource course down to one

150portable that frees up the other four to five for the increased enrollment for students for teachers to have classes in those Portables so to use those additional five Portables as classrooms correct for students yep I knew I was getting a little too excited about them okay thank you TR so one more and I won't make you get up to the thing so it's just one portable that we're talking about that's available for this reconstruction to house this supportive program correct correct okay so we'll ask for more information on the Friday report and we'll have this return under action so that we could uh just uh understand all the different processes thank you director Rodriguez thank you we move on to item number seven receive information regarding purchase of copy paper for districtwide use through ODB

151Business Solution assistant superintendent nul so this is a districtwide copy paper contract the district goes through Omnia contract to buy bulk from uh ODP Business Solution however our staff were able to renegotiate the price so it went down from 6257 to 6,342 so Administration is recommending that this item be placed on April 8 board agenda for Action we appreciate the negotiation there's no other question on this item we'll have a return under consent thank you we next and have um item number eight receive information regarding renewal of districtwide Security Services contract for the 2025 2026 school year director bot uh good evening board president sing and board members the districtwide security services contract was awarded through RFP number 22 23- 5829 which was approved by the board on June 14 2022 the contract allowed for

152annual renew annual renewals for up to 5 years CIS was the lowest responsible bidder at the time of the initial award and has continued to provide security services in accordance with all contract requirements the estimated cost for 2025 2026 school year is $200,000 reflecting an increase of approximately 1% and will be paid out of the general fund uh Administration is recommending this item be placed on the April 8th 2025 board uh agend agenda for action after I answer any questions the board may have questions or comments from the board we'll have this Andre consent thank you we move on to item number nine receive information regarding gym floor refinishing project at Central East High School the director bot uh good evening again board members uh the gym floor of central East High School has not

153been refinished in the last 15 years exceeding the recommended refinishing cycle of 12 to 15 years regular refinishing is required uh for maintaining safety performance and Longevity additionally this project will incorporate the school's mascot change as part of the refinishing process the finishing process includes Sing Down the gym floor removing all existing floor wax and paint repairing repairing any damaged wood resealing the floor and repainting all lines and logos K has submitted a proposal to complete this work under their Cass California multiple award schedule contract number 420-7880 c total cost of the refinishing and repairs will be $122,700 75 and will be funded through the general fund Administration is recommending this item be placed on the April 8th 2025 board agenda uh for action after after I answer any questions the board may have questions
