006we move on to our presentations um Dr Boatright thank you so starting out tonight we have our ASB secretary from Justin Garza High School Natalia dupiton good evening board members superintendent Davis members of cabinet and Central Community my name is Natalia dupiton and I am the Associated student body secretary for Justin Garza high school I'm excited to share with you our school's most recent achievements and events this past February we celebrated our boys soccer team as being the first ball team to win a a valley championship and run for State title this was not just a victory but it was a historic milestone for our school marking a momentous achievement that will be celebrated for years to come in March our phenomenal theater program put on a production of Chicago the musical if you had

007the opportunity to watch this performance each actor embodied their characters with such depth and authenticity it was truly a joy to watch congratulations to the entire cast and crew production team and Miss barau for remarkable performance we kicked off the week before spring break with Garza palooza a sitewide event that brought students and staff together through games activities and performances it was an opportunity for for all of us to Bond as a site and exit for spring break in a positive way our most recent was our Band program specifically our indoor percussion team who won their second their second championship in three years congratulations to all and shout out to Mr tinkle the band director in closing we are preparing for our inaugural graduate Guardian car show on April 27th this event is something that

008many of our students are excited about and it is open to the entire Community I'd like to formally invite all of the members of The Board District administration and all members of the community to come out to this familyfriendly event our school and faculty strive towards our motto stand for more as we continue to provide opportunities for our Guardians to build connections within our school thank you for your time and have a great [Applause] evening thank you Natalie and next we have our student body representative from class dami Cortez rinken thank you good evening board president Singh superintendent Davis and governing board members it is a pleasure to be with you once again before we begin I'd like to take a moment to express my appreciation for the dedication you all bring to the organization

009the last time I said before you I highlighted the exceptional institution that is class Adult School um the last oh I highlighted uh underscoring its impressive Evolution and unwavering dedication to fostering a secure environment for its students this alternative educational facility often overlooked provides avenues for individuals to achieve High School diplomas geds alongside offering English language learning classes tailored for Central and non- Central unified students despite its structural resemblance to our conventional 8 to 3 p.m. schools class adult school stands out with its unique weekly meeting schedule not only are the teachers dedicated to ensuring students feel equally if not more but the entire facility and administration are exceptional in their efforts to remain actively involved and up to- date with all aspects of central unified Affairs class has been coordinating the completion of physical

010fitness test for all our fifth 7th and nth grade students while simultaneously overseeing the participation of our English learning students in the annual lpac assessments moreover our committed teachers and staff have been enthusiastically preparing for the upcoming midcycle visit and review uh conducted by the Western Association of schools and colleges this preparation underscores our unwavering commitment to ensure that we consistently provide our students with the highest standard of Education possible furthermore our seniors are attentively working to meet all graduation requirements recently both students and facility participated in in Kids Day by selling Fresno Bean newspapers fostering stronger student fact bonds while contributing positively to our society notably 100 of our students were recently formally commented with award certificates for their outstanding achievements during the third quarter additionally class launched Saturday live in January offing offering

011extra support and a comfortable environment for studying as board members you can see that class is dedicated to creating an excellent educational environment as a student myself I genuinely appreciate what class offers it is because this environment that I as a 15-year-old sophomore am on track to graduate this spring alongside my fellow classmates class truly deserves its recognition as an exceptional facility thank [Applause] you thank you so much thei uh next we turn to our some one of our favorite areas student recognition Dr bite thank you once more so tonight I'd like to um bring to you our students and their coaches for battle of the books this recent event was held at Fresno Pacific University on March 6th students had to read and prepare to answer questions for 21 books and so I'm going

012to go ahead and introduce everyone to you and then we'll have them come up and shake your hands so first of all from Central High School we that team took first place they're led by coaches Ramona Chek and Megan to robbi our students are simth Dylan kpet Dylan ishar Dy Isabelle Garza Alexis Kelly and Samantha Perez who was their C captain and then we also have our teams here tonight from Central East High School and Justin Garza High School this combined team took second place in the competition we have Frederick Chow Ariana C Castro and Liam Pinger from Central East High School from Justin Garza high school we have grouper top gual Gabrielle gutiz Emily Jones Damen maslowski Jasmine Singh Karine ver and Malia young their coaches are Christine Flores from Central East High School

013and Kimberly rero from Justin Garza high school so let's give these students a round of [Applause] applause e again tremendous job thank you so much next we turn to our employee Association highlights and if we could invite uh Laura Bolton our uh Central unified teacher Association president all right once again uh thank you for having me um so I have a a handful of things to share very positive things um so that you know kind of how I I get this information um I every month when I have our our monthly site rep council meeting I always ask our site Reps for any information that um is positive that I can share with you um because I feel like it's important that um that the information that you hear um comes directly from the teachers

014as well and um and they they share some of the most interesting things sometimes it's things that are like really big and sometimes it's things that are really small and yet are really important to them so um the first one is one of those so um Teague wanted me to share that they have new plants in their Planters and that's important for them because it's really exciting to have beautification on their campus and they have classes that are volunteering to um take turns watering and caring for the plants so um you know it's it's a team effort to um continue to keep the uh campus clean and beautiful um the School SDC uh classes over at Roosevelt um brought in um I I guess a a goat Rancher farmer person I don't know how to

015describe that I am sorry that's not my area of expertise um but um he brought in some baby goats um and they invited Kinder through second grade and it was a huge success the kids got to um to interact with baby goats and learn about them and there this is the second year that they've done it they're hoping to keep doing this each year um Steinbeck shared several really um exciting things so the first one is that they have um success together family workshops that are going really well um it's an opportunity for families and staff to promote literacy mathematics Etc they provide um Pizza drinks and um activities they give out free books um and then they've also twice now hosted um a um an event called um teachers of color pipe line um

016it's coming from the um Fresno County um superintendent of schools office but um they have been having inspirational students um coming and um other community members coming to talk about um the having a career in education and so the the students are invited by their teachers and their parents are invited to come um and the the last meeting um that they held it's a dinner meeting um was on March 7th and there was a parent from their campus who is is um going into school counseling and so she was really excited to share um her path into education and um a student from Central East came to talk about um taking pre-education classes and shared it with the students and how they can actually start this here in central um they also have um mentors

017Who come out during their noon time um lunchtime um periods two to three times a week um they are from the Troy Center and um it's a group of gentlemen of color um who play uh noon time games with the students and they help them to learn how to follow directions make good choices during playtime activities and they're saying this is carrying over into the classroom um and that this partnership is providing a a much needed positive male role model for their students at Steinbeck um also um happening it just happened just concluded um so you heard a little bit about Garza paloa so that's um their their version of kind of this Spirit um week um but Central High and East also do chicken week which you're probably familiar with um so at Central

018High Mr Duffy won Chicken King and Miss beltron won chicken Queen and then at um East it was Julie Basera and Daryl Hamilton that one um also I I have brought this up before but I want to say it again just to make sure that you know how big and important this is because they're really proud of it um pathway and persing their um their model school um Awards so they're going to be going down to Southern California in a couple weeks to receive um their Awards but um pathway um won Community Day School or was um recognized for a Community Day School um and there was a a large write up they were top three um in their category and then the model continuation High School um for persing as well um they were

019in I believe it was top 10 recognized um schools so that's what I have to share with you and um thank you very much for giving me this time one [Applause] again um next we invite up our uh representative from the California School Employees Association no oh thank thank you for joining us uh we next turn to superintendent board Communications all right just a couple of things things uh welcome back from spring break I don't know that any of you took a spring break but um our our Educators definitely um enjoyed it as did our students is what I'm hearing so uh next Wednesday uh April 17th foundation for Central Schools is holding its annual scholarship Awards the Dante Club at 5:00 pm uh you've received an invitation and there's a spot for you to

020participate this is going to be a fantastic time to celebrate uh some of our our students that have uh been selected to be receiving some incredible scholarships so uh if you have any questions about that please contact our foundation director DOI March 12th you approved a tech services um a a contract item for action and asked that I would come back and report to you uh what had occurred with that and so I do want to share with you uh your vote the action was to award the bid to the lowest bidder for that 2024 e- rate contract um that was for the network project and we wanted to make sure we received reimbursement for it the RFP 20424 C1 uh was estimated at a cost of 2 million uh it closed March 14th lowest

021bid was awarded to DGI Incorporated the total cost was 1.09 Million certainly like that number being much less and all eate projects were submitted on time for requested reimbursements a couple of other quick things I I just want to point out um and appreciate the work um our HR team this week is traveling Statewide to um introduce uh both Southern California Long Beach State University and then Northern Sonoma State University to the Central Valley and why they want to come work in central unified so we're participating in a couple of job fairs um in those locations and and are looking forward to adding to our team and uh on tonight's consent agenda please um notice that the school bus driver appreciation day is April 23rd that's right around the corner any chance we have to

022thank them all for their hard work and dedication to safely getting kids to school is a great opportunity for us that's all I've got for tonight thank you superintendent Davis any Communications from the board at this time next we turn to uh comments from the public uh clerk kuron thank you president Singh uh our first comment is from Aiden and you'll have three minutes and and uh clerk gon if you may want to ask the next person to stand ready as well all right and then uh next person or on Deck would be Payton Fleetwood good evening board members my name is Aiden Lee and I currently serve as the ASB Treasurer at Justin Garza high school tonight I want to address several pressing issues affecting our school community that require urgent attention and resolution

023firstly I want to emphasize the critical importance of maintaining a strong chain of command within our school structure the breakdown of this chain has resulted in significant repercussions that were verberate from the classroom to District level decisions for instance a recent decision to overhaul our lunch schedules was made based on the input of a small group of students representing only a mere fraction of our student body this decision overlooked the comprehensive research and recommendations put forth by our site leadership team SLT a group of experienced Educators and department heads tasked with ensuring the decision regarding our lunch schedule with as statistically correct as possible this override not only caused confusion and discontent among students teachers and parents but also highlighted a systemic issue where the input and decision-making of our Frontline Educators and administrators are

024disregarded in favor of limited and potentially biased perspectives from like I stated previously a tiny fraction of the student body secondly I want to address the ongoing challenge of a rapidly changing site Administration team at Justin Garza High School in the short three years since our school's Inception we've experienced a complete turnover within our Administration team none of the original staff members remain leading to a concerning level of instability and uncertainty among students and staff speaking from my own perspective as a student I feel nothing but confusion seeing staff in such high ranking Administration positions drop almost like flies um I would like to clarify that I don't blame the administrators themselves for this General um weakness but by addressing this rapid change I hope to highlight the fact that there must be some sort

025of weak support system and or perhaps a lack of incentive to stay at Garza at all um entering the fourth year since our uh Inception as a high school of this district and we're inevitably having to move on to our third School principal no longer can we sweep this issue under the rug blame it on coincidence or blame it on the staff members themselves but there clearly is an uh uncomfortable conversation that needs to be had addressing the issues going on behind the scenes that are causing this Dane um at our school and inevitably having to move on to another principal in only our fourth year um as ASB treasur I witness firsthand the impact of this turnover on our school's culture and Community the lack of consistent leadership and vision undermines the trust and

026cohesion necessary for a successful and healthy academic environment moreover as I stated the prospect of further administrative changes only exacerbates this instability continuous turnover in leadership raises legitimate concerns not only for the staff members themselves but about our school's ability to provide consistent support and guidance to our students it's clearly impacting our learning environment and extracurricular activities it is essential for you the board to recognize and prioritize the need for stability continuity and equity and site leadership to foster a nurturing and productive educational environment next I wanted to draw attention back to chain of command in a concerning Trend where the board has overstepped and then after Peyton will be um I'm sorry gyle uh Manos apologize for mispronouncing pton you have two minutes C could you could you submit your comments to to the

027board the the ones that you you didn't get to finish or or the whole thing even possibly oh he uh was planning to defer his oh okay yeah oh all right sure one step ahead I'm going to defer my time to a Lee right thank you one step ahead thank you Bor and thank you Mr Fleetwood um next I wanted to draw attention uh back to chain of command and a concerning Trend where um the board has overstepped the authority and expertise of our SLT uh this recent decision regarding lunch schedules exemplifies this issue vividly uh despite the slt's rigorous research and informed recommendations the board opted to side with a small group of students who lacked sufficient data or research to inform their stance this decision-making process sets a troubling precedent where evidence-based recommendations

028are overlooked in favor of populist sentiment this sentiment was pushed forth by an unofficial group on our campus named the cultural ambassadors who operate outside the established Club system wielding disproportionate influence in school decision-making processes this group not bound by the same rules as official clubs raises legitimate concerns about equity and representation within our school Community as they aim to speak for the entire student body whilst not only not only are their members unelected officials but we as ASB do not have a clear-cut idea of who their members include this is something that we'd be able to communicate about with said quote unquote organization had they been an officially recognized and paper documented Club their ability to influence policy without adhering to these established protocols undermines The credibility of our school structure and makes us

029as ASB leaders appear fragile to summarize these issues breakdown of chain of command weakened site Administration and board overstepping significantly undermine the integrity and effectiveness of our school governments and decision-making as an officially elected ASB executive I speak on behalf of my team when I say that we advocate for a transparent collaborative and inclusive approach to decision-making that prioritizes the voice of all stakeholders it's important to gather data and legitimate opinions of the student body before making major decisions that impact staff and students day-to-day lives thank you for your attention and consideration of these matters I look forward to discussing potential Solutions and working together to address these concerns and strengthen our school Community again thank you board members thank you you thank you and then on Deck will be paren Haynes good evening board

030members my name is garel Mos and I represent Justin Garza high school as the ASB president I would like to Echo and expand upon the remarks shared by Aiden regarding the critical issues facing our school Community the breakdown in our school's chain of command has no doubt had far-reaching consequences impacting the decisions at all levels of the academic environment it is imperative that we restore an evidence-based decision-making process that prioritizes the expertise of our Educators and administrators it's crucial that students are allow of voice and that voice should never be silenced but we need what needs to be recognized is the SLT and staff voices in general should be Amplified when it comes to important decision-making that affects day-to-day life in the academic environment moreover the board's decision to overstep the authority of the site

031leadership team raises serious questions about the governance and representation this overstep not only indicates a lack of trust from the board to SLT but now also vice versa why would SLT continue to strive forming the statistically best options for major decisions at our site if their conclusions can be overruled by a whim especially from the influence wielded by unofficial groups like the cultural ambassadors not only operating outside our established protocols but representing an extremely small fraction of the entire student body this no doubt undermines the principles of equity and transparency found within our school community these challenges demand immediate attention and action from our esteemed board and I stand here today as our elected ASB president at Justin Garza high school and simply a represent representative for the voices of our Associated student body thank

032you for your time and consideration and I look forward to working collaboratively to address these pressing issues and Foster a stronger more Equitable School environment thank you thank you up next is parin Haynes and on Deck will be uh Nesha desie you have two minutes good evening board members my name is pen Haynes and I represent Justin Gara high school as a senior class president I would like to further build upon the remarks shared by Aiden and grel regarding the challenges we face and witness at Garza I would also like to preface that I have been a two times previous ASP president and therefore have a surplus of experience within the realm of community involvement and have respect for the chain of command the previous presented ideas are certainly challenges that should be met with

033immediate attention although as the previous ASB president my confusion lies with the voices held by groups such as the cultural ambassadors a group of students who hold unelected positions and a group not officially recognized by our school who also represent a small fraction of our entire student bi demographic were able to reverse our slt's decision regarding single lunch and affect the daily life of over 2200 students and the staff who Overlook them every day the change will also um implemented with 10 weeks left of school the constant back and forth indicates a weak School structure which lacks foundations easily sucess cble to unnecessary change on a wi as an African-American student yes I love for our voices to be heard but that is made difficult when not all of them are not only this but

034it's crucial that we identify issues that are actually critical to the well-being our community as senior class president I interact heavily with not only the entire senior class but the entire student body as well when it involves General reaction to change like this considering the amount of change that has occurred on our site throughout this school year the joural reaction from the student body has been confusion changes is in no case a bad thing but but a constant cycle of site schedule change when students and staff have been acclimated to previous changes makes most students feel like they can't truly settle in to Reliable and consistent schedule as highlighted by previous ASP speakers there are clearly more pressing issues in our lunch schedule at Garza particularly more pressing than to be implemented with a mere

03510 weeks left in the academic school year we sincerely hope that there can be a more orderly sense of priority when it comes to our representation and decision- making on our site at Garza thank you for your time and attention I look forward to being will address these issues and nurture a more orderly School structure at Gara again thank you board [Applause] members thank you our next comment is Nisha Desi and on Deck is uh previne hul good evening Central board members I'm Nisha desie and I'm here speaking on behalf of the culture commissioners J Garza in regards to lack of culture representation to begin with our position requires us to regularly check with the head leaders of clubs on campus we regularly send emails reaching out to ask what the clubs have planned either

036for a specific month or on a general aspect and voice our support we have said numerous times that leadership is here to support you with anything whether that be poster making or setting up tabling however most of these clubs Club officials do not take us up on this matter and they leave it be which again is completely up to them but it is also degrading to the continuous effort we put in when we hear that students feel that we do not contribute much at all and that we need to be putting in an immense amount of effort we can only do so much on our own for a certain culture and but we are not certified to speak on the behalf of cultures we are not educated on all I ask the board is to

037seek diverse perspectives in a matter which affects more than a fraction of Justin gara's population as well as to have the board be a bit more thorough with their decisions regarding all of dis Garza it's important we advocate for a transparent and inclus inclusive approach to decision-making that prioritizes the voice of diverse perspectives thank you for your time and consideration and then on Deck will be Linda Gutierrez good evening esteemed board members I'm pra Paul honored to serve as a president and founder of the six Student Association Club at Justin Garza I stand before you today addressing pressing issues within our school community that demand attention and resolution recently I had the chance to represent our culture clubs as a part of a panel discussing discussion initiated by the culture ambassadors Community focused on combating

038bullying stemed from culture insensitivity my peers and I eagerly participated believing that is crucial it's crucial to address such a serious issue however as the event unfolded discrepancies emerged in the process and the treatment of panel members despite my initial understanding that the panel would engage with the central board and it transpired that we would Instead address our own teachers during staff development while prepared to contribute constructively I observed a concerning exchange during the proceedings our activities director spoke out to Ure support for culture activities and that Justin Garza's leadership team was there to support all in any events the culture clubs would like to do however this was interrupted followed by a call for professionalism from a school counselor this discordant left many of us perplexed and disheartened Although our activities director without making

039any overtly offensive remarks extended apologies to pent members and sought their forgiveness in which the panel members were actually confused that why she was apologizing however the situation did not conclude there subsequently the cultural ambassadors assumed responsibility for addressing this issue in which the panel members were not included in this decision-making process subsequent actions by the culture ambassadors including reaching out to school officials and just overall having full control of the entire situation without any inclusion of the panel members this left panel members like myself feeling marginalized and excluded from the decision-making process the assistant superintendent had also reached out to the panel members in which we voiced her perspective on the situation however besides this we were not giving any other information despite attempt to speak cl to see Clarity and involvement we were

040met with dismissiveness and insurances in that the situation was being handled we were also informed that after the after the meeting staff would be sent out a survey to give Anonymous feedback however the survey and its responses were not shared with the panel members and most of the staff members were under the impression that the survey from the dist the survey was from the district not the culture ambassadors because the Proctors of the form were never explicitly identified the staff were also told that the respons responses would stay Anonymous which isn't as true because their emails were recorded making it clear which staff had their comments the culture ambassadors operating outside the confines of our established Club system hold sway over pivotal decisions within our school Community their influence unchecked by the regulation govern governing

041official clubs prevents valid apprehensions regarding the fairness and inclusivity despite being unelected officials this group Endeavors to speak on behalf of the entire student body however their opaque decision-making process and tightly scheduled operations leave many of us in the dark regarding the choices they make this unchecked ability to shape policy without adhering to established protocols not only erodes The credibility over school's governance structure but also cast a shadow over the voices of all students stiffling a genuine representation genuine representation and diversity of perspectives this experience underscores the importance of inclusive and transparent dialogue within our school Community every voice deserves acknowledgement and considerations and matters affecting all of us the actions of a select group R overshadowing the diverse perspectives and contributions of the broader Community today I stand before you with a heartfelt and

042with heartfelt with immense gratitude and admiration for the outstanding staff team at Justin Garza High School it is their unwavering dedication tireless efforts and contagious contagious positivity that make Justin Gara the remarkable institution is today moving forward I implore this esteemed board to ensure that all voices are heard and valued fostering an environment of mutual respect and collaboration let us work together to address issues of cultural sensitivity inclusivity in a matter that truly reflects the collective aspirations of community thank you for your attention and [Applause] consideration and finally Linda Gutierrez good evening superintendent Davis members of the board um I am a parent um here today I'm a concerned parent um my daughter will be graduating from Justin Garza high school should be part of the first graduating class um I I we have been

043with the school district since she was in kindergarten um she has had nothing but been taught by the best um we ran into her kindergarten teacher not too long ago and I'm looking at your clock but um by the way his name is um um Mr Tim Anderson at San high school and um just an amazing teacher and I told him you propelled her you uh because of you um she has been able to excel um you know Central UniFi Justin Garza they've done amazing things everything from academics to sports um the cross country team they had two uh the boys represent uh were represented at the state twice uh we've had um recently the soccer team represented the boy soccer team and the list goes on the band members the cheerleading team um wrestling

044we just recently had two of the female wrestlers represent our school at at State um I'm so proud the Aquatic Center is going up soon I can't wait to see um we live down the street and we're going to continue being supportive parents of Justin Garza high school and the and the school district I'm here because um when sitting here as a parent I haven't really heard really what and I'm trying to keep this as simple as possible there are faculty members there are three faculty members at our school 90% or 97% of the teachers at the school have been very supportive I can say that these three faculty members have created a toxic environment at Justin Garza High School um we were at dinner and my daughter was telling me uh things that things

045that have happened um I'm concerned because um our school principal our activities director have been singled out these ladies have been brave ladies that have worked tirelessly to make our school better uh to represent our school to create a great learning environment for our kids but yet these individuals have been um have been quick to point fingers and blame them for things um that you know have been they've created an an an alliance um and I don't know if it's a personal personal Redemption um but it it saddens me to hear that this kind of environment um and even you know is existing at Justin Garza High School just in speaking with some of my my daughter's friends um oh yeah I know who exactly that is and I thought why why why aren't people

046identifying these people um I I worked um um and like I said I've never encountered there was one person I did encounter um uh because I volunteered at the junior prom um but the other individuals I don't know who these are um I've never met them um but just in hearing um I was working the parking lot Duty uh at the First Central football game uh one of the teachers refused to pay the $5 I paid the $5 because I knew the money was going to be going to one of the sports teams um another teacher um took two of her kids kept two of the kids in the classroom interrogated them I just I remember being a high school student if that happened to me I wouldn't leave the classroom because I would be

061bath and also our assistant director um ch and Franco have been looking at these samples in order to prepare that information on the impact for transportation should you choose any of these so they're doing some preliminary work on that and that will be shared uh with you as well as the community Through frequently asked questions because we're anticipating that to be a question uh in terms of the uh diversity at the campus and and the uh demographics we've tried to be upfront on each of these maps and provide that for you along the way should there be additional questions when this item returns to you uh the anticipated timeline is it returns to you in May and we could include that in the presentation when it comes back to you the plan for the month

062of April is to not only host the meetings our principles have um have met and reviewed the information and we'll also do uh make connections with their families at their school campuses to gather input and then um provide also the online input compile that and bring a recommendation to you all uh the first first meeting in May um giving you both the end of May if you're ready to take action at that point and if not the first meeting in June trying to provide enough time before the uh the uh school year ends because we would like this work to be done when our community is is more tight in and connected to um the school schedule and and of course the board meetings thank you and I I just have a comment and more

063for uh the record and for our community who may be watching um from home and joining the town halls just so that it's clear that procedurally if the board doesn't object we're going to be introducing all these options for for feedback but ultimately our decision is going to then be impacted by all the information that we have and at least for me personally the cost Associated and ultimately the feedback that we get back from our community so I just don't want the community to then be upset that we're providing all these options and some of them May may not be feasible depending on the cost Associated and just as a reminder we're responsible we as a district and our general funds are responsible for transportation cost there is some reimbursement um from the state but

068know two years out 10 5 years out Etc it also includes a cell that shows the current enrollment so you can compare projected yeah he's not asking for the whole thing he's asking for some of the some of the data I mean it's already together why wouldn't you just give them the whole thing I I think what perhaps we should do is just make sure that associated with the maps is the enrollment for all existing schools correct and so we can certainly add that information high school and Elementary for what current enrollment is it is included on the second slide um for the town hall it is not included on the map So to that idea as long as it's available we are making that available as long as that information is available thank you

071need to understand a little better the first part of the question I did pull out M maps from the last work session uh but to the the easier answer is I I believe there was a question last meeting about how and Kerney great point that was brought up it wasn't included on the map so there's nothing different on how and Kerney that it just wasn't showing on the last one it showed all of that population going ALC capan which sends a message that how and Kerney wouldn't have seventh and eighth grade which that was never part of this discussion they have seventh and eighth grade so does it mean that all students that live within that boundary are going there there's a process for them to be able to attend um another middle school but

072so so as per the the broader point though that uh trusty crio is uh raising in terms of our last discussion was actually to have align middle school and high school map but the um idea being at least on one of them that's there for the high school one although for on the middle schools it's not being aligned was for the Bol Community to go to Glacier Point in in in alignment with in a Middle School map as well attached to that correct correct s similar to option High School option so taking option e and creating an aligned Middle School map to that correct okay so I understand what they're saying let's figure out and make sure numbers wise I I can't do it live but it should um so we would take e and

081the Dakota Hayes property this is the this is a Department of toxic substance and control uh requirement uh pursuant to Ed code 1721 3.1 this item allowed the general public uh an opportunity to comment on the report some background as to why dtsc uh uh is involved in the process uh is to address environmental concerns regarding uh placement of new schools on New on new properties in January of of 2000 B 387 and Senate Bill 162 were the first pieces of legislation uh in creating a process which uh has streamlined over the years the the state legislature now requires dtse to provide oversight of a review for contaminants where public funds will be used for construction on the proposed new school sites in California uh the district has completed this uh requirement uh that dtsc

082on every school that has been built since uh two uh the year 2000 and most likely before that um there was some comments before we go to a public uh to to the hearing uh that came up on the last when I brought this for information uh one of the comments uh from a trustee was they made mention of that we could po possibly go to the previous owner for some of these uh items of of contamination and I look back and check check back on the contract and we cannot just as uh trustee Korea had mentioned and I actually further uh I went back to her comments and she was concerned about the 30-day window uh in that contract to investigate this site uh for those environmental concerns that she had and uh she

095then with that we go on to our information items uh information item number one receive information regarding revised board policies Dr bite thank you so much so the first one that I have tonight is BP 5121 this is grades evaluation of student achievement this policy is updated to reflect research supported best practices regarding grading including the separation of non-academic factors from students academic grades the second board policy tonight is 61 61.1 this is the selection and evaluation of instructional materials this policy is updated to reflect the new law a1078 which requires the California Department of Education to issue by July 1st of 2025 guidance regarding how to review instructional materials to ensure that they rep present diverse perspectives and are culturally relevant um in addition it provides that complaints alleging discrimination um related to the

096use of any textbook instructional material or supplemental instructional material may be brought under the district's uniform complaint procedures I also have BP 61701 this is for transitional kindergarten this policy is updated to clarify that a child's eligibility for transitional kindergarten or TK um enrollment may not Impact Family eligibility for a preschool or Child Care Program the policy also updates enrollment birth dates for students to be admitted into transitional kindergarten and the last one that I have and then I'll pass it over to superintendent Davis is BP 6174 this is the education for English Learners this policy is updated to remove outdated material and reflect s the new law SB 941 which permits a district to enter into an instruction collaboration agreement with another school district or County Office of Education uh to offer the same

097or similar courses to students who have been impacted by teacher shortages disruptions or cancellations to science technology engineering and Mathematics classes you also have attached two board bylaws with adjustments the first one is 9320 regarding meetings and not notices uh the bylaw updates uh to clarify that a study session Retreat public form or discussion meeting of the governing board must be either held as a regular or special board meeting and then also includes new law um which allows a board member to join a meeting by teleconference due to just cause or emergency circumstances and it also cleaned up some of the covid-19 related requirements uh the last one is actions by the board board bylaw 93 23.2 and my copy is not coming up showing the red line version so I'll I'll make sure I

098that your copies are the right copies as well but this bylaw is updated uh to add that the governing board may take action on a request by a board member to participate by teleconference due to emergency uh if it's not posted on the agenda so long as there just wasn't sufficient agend or time to place it on the agenda um also removes language related to authority of the District Attorney's office um in the filing of a civil action against the court um to order the board to stop or prevent a brown act violation uh and then a cure and correct of the Cure I can't even talk right now sorry cure and correct an alleged violation when it should occur so some adjustments in that language do recommend that you get a chance to review

099all of them and we'll bring it back to the next meeting for your um for your decisions and action so just to provide that sorry chy C please um I have a public comment on the item from uh Laura Bolton and miss bolon you have three minutes thank you very much um so I um want to just kind of um make comment on the suggested changes for board policy 2121 um there are two sections um I would say of concern um the section that says students in grades K through three shall receive progress reports at the end of each grading period rather than letter grades um would be a significant change for third grade um teachers and students um I'm not sure if that's intentional or an oversight but that would mean that um third

100grade students would no longer receive letter grades if I'm reading that correctly and that then um their assessments would then need to be completely standard space just like K through 2 um we rolled out the standard space report card system a number of years ago um it was really bumpy and um has caused a lot of confusion over the years for parents um I actually think it's a good thing because it does reflect more accurately what a student um knows and doesn't know um but it's still continues after all this time to be very confusing for parents and as a former third grade teacher I repeatedly heard from parents oh thank goodness third grade has letters I understand this so um I would definitely be um uh in favor of some um discussion with um

101the teachers in this grade level parents um before we make this change because this is massive um especially in terms of workload and um what parents are expecting um in third grade at this point in time um also the section about um whenever a student misses an assignment or assessment due to either an excused or unexcused absence he or she shall be given full credit for subsequent satisfactory completion of the assignment or assessment um we have current practice that's similar to that most teachers when a student is absent um is Ill give appropriate time for students to um make up work and to get full credit however there I have heard from teachers um throughout this school year um especially in the secondary level who are concerned about um students who are um uh purposely

102skipping classes um so that they can miss assessments um there's concern about students who are purposely stopping doing work so that they can fail and be placed in e2020 so that it's easier for them to pass classes um I worry that um this gives a huge loophole to students who are smart enough to to understand the difference between working hard and getting grades that they've earned and um utilizing a a possible loophole that will allow them to get passing grades that maybe they haven't actually earned so um I would again kind of um urge the board before um approving this change that some time and some um research has done on on what this would mean in terms of um practice thank you thank you thank you uh other other comments or questions from the

103board trusty Cel thank you I have a question um items like these types of board policies uh how do we communicate these changes to our community and um to our teachers to ensure compliance with our board policies um and uniformity across all of our uh schools that's where the real work lies is the communication out um the policies get updated just by the technical standards they get updated and they replace as soon as you approve them they replace the current ones that are on the website um any changes to policies as they've occurred um that are significant and I'd like to clarify with Dr Boatright the K3 is K2 that is correct that in terms of what was just shared you'll see an amendment on that it is actually K2 yes it is an overs

104um but uh changes such as um has been presented you've been hearing that we've had on improvement work and we've been talking about grades and the importance of full credit for Content learned uh and so any change that then is approved by you has to be communicated out to all staff in a variety of ways and probably repeatedly when it's something significant that would be changed um to make sure that both uh there's an understanding and that there's also um uh Clarity in terms of what that means for students so to parents it comes sorry I was just saying think through all the places you asked parents it also goes into the handbook and it would probably if there was something significant that happened the handbook is pretty thick um it would probably be something

105that comes up at those first parent conferences in elementary if there was a change to be made such as the one we're talking about um in grading or it could be something that's done at the first parent meetings of a school year those might be places where a policy change would land dress code things like that that's uh that might be a spot that um we've seen that happen before as well and um I haven't uh looked at our all of our handbook um and policies to know this off the top of my head but if you guys happen to know do we have an accompanying AR for this board policy because I would assume that the language as far as um excused absence and I just moved down the page is then up to

106the discretion of the teacher to determine whether that student had an excuse absence uh let's see whether what whether the teacher provides them credit for whatever replacement assignment for an excuse or unexcused absence and I also assume that the teachers already have that discretion now as far as what gets credit and what doesn't who actually earns an A or a b and where a lot of that discretion and inequities that occur in grading may still occur despite the changes in this policy that's correct and like uh superintendent Davis mentioned this is work that we are in the midst of right now with on track with our khed partners group um there is some autonomy in in grading practices and that's something that we do need to examine and this board policy really reflects the fact

107that we want students to be um given credit when they Master content you know whether they M Master it the first time or or you know the third time that they eventually that they do Master that that that's why students are in school I hear what what Laura Bolton is is talking about and we are in the process of looking at e2020 um and looking at those processes and and procedures that are tied to that to that program but there is there is autonomy in grading practices thank you and I would also provide my personal opinion that perhaps this is an opportunity if the board approves this policy whenever it's presented for Action to use our community Liaisons to communicate with our parents so that they understand what these grades mean and to ensure that

108they're also participating um and that their students are in fact learning and mastering subject matters because ultimately that's what's going to help them in the long run okay thank you there is an AR and there is an exhibit and this is a step that we've been talking about for a while in making sure that we move towards some Equity across our schools in um the not making it so easy to easy is probably not the right word but to easy to fail or skip an assignment but to be repeatedly pushed to learn the content which is truly what the goal is and we've had our students sharing that it's hard and when they learn it um they appreciate having the the chance to to relearn and retry so thank you then just to provide additional

111receive information for contract amendments number one for preliminary environmental assessment paa services for Dakota Hayes School site director Rodriguez thank you again board president and uh Board of Trustees superintendent Davis this item comes to the board as an information item for an amendment uh to the existing contract with Padre Associates a consulting firm in connection with the Dakota Hayes property this increase uh the increas is uh to the contract is due to uh the department of toxic substance control dtsc requirements which is part of California EPA after initial field activities were performed the scope of work increased based on the scoping meeting um with dtsc and based on the findings of the completed soil sampling so overall the testing did not identify any significant amount of soil contamination but although it's just enough to require

112uh additional sampling per dtsc so Administration is recommending that this item return uh for action on April the 23rd 2024 and I'd be happy to answer any questions you may have regarding this item D director Rodriguez can you just share with us what what the the threshold is and and where where we were that you said we were just over uh to to make this requ um just I'm I'm I'm getting so there's there's several tests that they do uh and dtsc has a threshold I uh at this time I don't know what that is I can bring that back to the board when I come back uh if you want to place it on an action item I can do that for you that' be helpful any other questions or comments on this item

113then we'll have that that and that um information come back for Action as well thank you next uh item number six receive information regarding change orders 1 and three for NG energy projects director Rodriguez yes so for your information tonight are the change orders uh with the additive and deductive amounts for the energy uh H HVAC project at Central East High School for your review the increase to the project is due to non-operable existing equipment that was original to the school um the primary function of the hydronic Valves and actuators that are listed on the change order are to regulate the water flow before and after it leaves The Chiller at the central plant these controls are crucial for maintaining the desired temperatures uh in different parts of the building throughout the campus uh the

114control devices ensure that each Zone receives the appropriate level of heating and cooling staff has reviewed the change orders and and recommends that this item return as an action item on April 23rd 2024 trusty melee thank you this is all supposed to be uh completed by the 30th of September yes I I the the change orders that I'm bringing forward uh they've already been completed oh so we've already paid for it yeah most of it has been completed I there is one other component to it that they were to be completed it was additional work they were to be completed during Springtime uh but I'm not sure do you know Jesse if they they're done okay so it the project has been completed oh okay trusty Kel just a point of clarification to trusty mailings

115um they we haven't paid them the change orders though right no you have not no that's why they're coming for information to the board and then action they haven't been paid that's correct um my question uh this item says that the we're using the Esser funds um can you remind me did we use General funds or eser funds or was there a grant that was supporting this project back in so there was a combination a combination of Esser and an energy loan okay I I remember there was some other finan uh Financial component can you and maybe this is for our um superintendent assistant superintendent can you remind me what the Esser funds I know that there are certain categories that can be used um for certain projects but what was the purpose of the

116eser funds the purpose of the there there are multiple components to it there are some that are strictly for academic supports and achievement and then there are some that are for safety Wellness um uh Health supports uh so so Wellness both in air quality uh filtration as well as Wellness in terms of uh counseling supports and resources for students and their families at the next meeting we'll uh bring a review of those with the item that uh the priority items left of Esser funds and that will be included as well there okay because I probably forgot one but these were part of the pandemic funds right I mean it was the government's response to the pandemic that they provided a lot of this funding okay thank you trusty Mill thank you um so this is

119staff uh by investing in these Renovations uh in these facilities rather than waiting for the monitorization we can address immediate concerns like updating outdated fixtures and uh to demonstrate our commitment and uh to providing an environment uh for the well-being and inclus of all members of our school Community uh the restroom renovation project would allow us to change out old fixtures uh add touchless fixtures new floors and partial wall coverings uh the work would be completed utilizing a cams uh purchasing uh to uh expedite the project the total uh project cost uh for the rest remodel for H KY Elementary and Biola Elementary is estimated at $52,750 finding for this project will be allocated from Esser funds the administration is recommending this item be placed at the April 23rd uh board meeting for action after

120I answer any questions the board may have trusty Kine thank you um my first question is how much do we have in our remaining Esser um bucket on that information I do not have um I don't think superintendent Davis has that either but we can get get that it was shared during the second interim report and it will return next meeting with assistant superintendent ebal here to go over it with you okay great I'm asking just because I'm I'm seeing a lot of items on our information um being funded through Esser and I think we wanted to see what was projects were being prioritized and the board wanted to provide input as to which project should be prioritized in which order uh yes um sorry I was um we will be bringing that a prioritization

122so I'm asking so uh a couple of things and I'm trying to actually pull up so to your first question on the Essa remaining funds on the second interim report um it was shown that uh there are 15 million that remain in resource 3213 which is specific to the types of projects we'll be talking about around um air quality HVAC school safety outdoor um learning experiences not the academic that's a different fund that we'll also provide because there were questions to that last time since items come two times to you first for information then for action and the money must be spent by September 30th the projects that would have been funded through general fund um that are allowable have been submitted in advance to uh the there's a federal application process that you have

123to submit I don't remember what it's called so any of the items that were coming up uh that would have been general fund out of his routine deferred maintenance that qualified have been submitted federally and are on Deck we fully understand based on the request from the last meeting that at the next meeting you want to look at the list look at all the information how it was decided and so if um any of these items there was also the ab bar at the last meeting that was put on hold until after that discussion can be had we would like to recommend then that um that they are action items so that after the co discussion um you can make a determination do you want to move forward with it but not use Esser funds

124and then we have general fund which was already slated for for it uh or do we decline those items and and put those on hold because there's another priority that is more important uh one thing that was shared by um assistant superintendent eball and and also by um director bth is just that we have a timeline to it and so we're just trying to queue up those items that if there is the interest and support of the board we would be ready to move on and utilize those funds I hope that helps in explaining the timeline truste sellers yes how many restrooms are we updating so at H Kerney there'll be five sets and at Biola there'll be three okay is that all the restrooms on the campuses um it's not all of them there

125are the restrooms in the kindergarten Wing we're going to take care of those um we're trying to Levy as much funds and with inhouse support as much as we can to get as much done so we're using erer that money and then also doing additional work on our hand those are single toilet SN so we can do that work uh and there's some other um we're just we're just trying to use as much money and as much manpower to get as much done okay U just out of curiosity do you know when the last time those restrooms were previously renovated uh unfortunately I do not um I yeah I do not wait for my questions I have questions for you uh that that's all thank you do you have questions you asked my question I

127than that it's the same floors the same walls the same Windows uh I'm not sure about the same toilets but probably close yeah but a long time and and I can attest that Hound Kerney is no different they're they're sitting on on the same toilets that they had been sitting on for decades so great Improvement I'm not 100% sure why you wouldn't do a mall if you have eser funds and you're tapping into the some as you related to that question you're you're taking some general fund money to upgrade some of those restrooms where you have money and you have the need why wouldn't you use those um when we're reviewing the budget seeing what was allotted to try to get as much done as we could not you we why wouldn't wasn't derogatory toward

128your your actions why wouldn't we use the SR funds to do them completely as opposed to using some Esser and and some general fund um it um it was just more of a budgeting looking at what the cost was um when I looked at this in a totality sense I had to reallocate funds reallocate uh Manpower resources to try to get as much done as you guys have stated some of the school sites you know definitely need a lot of work so um picking and choosing is a little bit of that um but the finished product I'm fairly confident will still be very good we'll be able to change out and I have um other things in the works to try to help out so it won't hit our bottom line um I'm hoping to

129be bringing additional items to the board for that um I just don't want to speak too early about the other things that are in the on the stove working thank you so I sorry I still had a couple more questions um a comment I mean I I agree with trusty cervantes's point of this would be a project that I would support to using our Esser funds and in fact completing the restroom Renovations for all of them um I do have a question for you though based on the summary um and I think even your ver your verbal report this isn't changing any toilets and again I haven't seen the facility so I don't personally know whether that needs to be upgraded or when was the last time those needed to be upgraded but I I

130would like to know um like the actual yeah so sorry when I say fixes yes sorry those are fixures my next question um and I would like at least for the item if there's consensus from the board um to come back for you or whoever's presenting be prepared to talk about the cost and in replacing all of them and what that impact would be uh to our okay human power and our ability to do that work um and whe or whether we have to separate it in order to be able um to support the project because like I said I know for as long as I've been on the board which hasn't been as long as trusty cantes um I've I've heard about our community and that includes parents students and our staff members uh

131expressing their concerns and complaints about that facility thank you trusty sers thanks uh if the board approves this when do you foresee construction starting and when do you think it will finished so our we're for seeing this ending um we're shooting for the end or S I'm sorry start of the school year so that's our goal um talking with the Kaia the vendor uh this is something also part of this is not a full monetization I don't want to say it is but this is some of the work that would get done during the monetization so there's Ada review also so it does have to go to DSA um they are fairly confident they can get this pushed out there um there are two options options um and I'm going to probably mess up the

132term and I might ask Mr Rodriguez to clarify but I think it's a window appointment so it's a little bit faster to get through um but that that would be the goal and for starting in um June so start June end in August so over the summer yes so minimize impact yeah okay so school starts no kids don't have restrooms and we have contingency plan about if we had to do it and let's just say went to the first week making sure nothing was taken apart so kids could not use the restroom thank you trusty soless just kind of want to confirm this it looks like we're moving forward with listing the elementary schools that need these types of monitorization in the restrooms um will let's say you get done with these projects will that

133then put us in compliance with Ed coat because my it's my understanding we're not in compliance for King Gardens for kind Garden yeah at at uh I I'll speak specifically about the sites I'm bringing we uh they'll look at Ada and so they'll make sure our counts and stuff uh other sites we are currently if uh if there's been a concern brought we're looking at that to make sure I'm working with facilities to make sure if we have any concerns we can get the answers and then move forward with the uh a fix if needed so then are we currently in compliance with that code for kindergarteners or not in comp at all of our sites yes yes if there's we with the review that I've done or I've talked to facilities they are you're

134saying we're in compliance at all our elementary schools for kiding gardeners when it comes to the restrooms yes yes I've gone over it we have uh I've talked to Mr Rodriguez our director of facilities regarding that superintendent Davis I think the clarifying question perhaps is actually there is a question right now on transitional kindergarten as our third graders start Kinder is fine we're doing evaluation at all the sites as we are expanding transitional kindergarten with the younger third three and four year olds to where the location of the bathroom needs to be to their classrooms because traditionally kindergarten has had the bathroom in their classroom as TK classrooms have opened up we have to check to make sure they are also in compliance so you're right on Kinder I'm wondering if uh the the feedback

135you're getting is the TK situation the grade lower than that now and that's the one that is we I know we're waiting for a report to evaluate for that I think there's some concerns with that so so then um in keeping with uh us getting an opportunity to have that conversation first with uh assistant superintendent kbal in in in attendance then my suggestion would be just return as action a a after the item where assistant superintendent iBall does our uh our financial Audits and the other information related uh thank you uh item number eight receive information regarding Turf replacement at Collegian Stadium director bot hi good evening um board president sing superintendent Davids and board members uh the we Terror at the current Turf has now compr uh compromised the integrity and posed uh potential

136safety hazards for our athletes uh impacting the quality play at kigan Stadium uh the field was originally installed in 2016 uh keeping uh with the Astra uh AstroTurf brand allows us replacing the Playfield without the need to overhaul overhaul the underlying infrastructure this not only streamlines the replacement process but also minimizes cost and disruption additionally astr turf's 3dr series field is a trusted Choice uh utilized in various Fields across Central Valley including Fresno State uh this assures us of uh quality durability and performance uh this work will be completed utilizing the Cass purchasing agreement uh to expedite the replacement the total project cost for the Klean Stadium turf replacement will be $1,935 funding for this project will be allocated from Esser funds Administration is recommending the item be placed on the April 23rd board agenda

137for action after answer any questions the board may have questions or concerns on this item Che M yeah thank you um how's the timeline look as far as not only starting it but will will the contractor be able to fulfill that uh obligation uh yes so we've been discussion with them with Athletics for our first game we are shooting for the first actual home game not the scrimmage to be complete uh we have uh you know nothing's a first sure thing but we feel very very confident that the field would be ready for the first football game what is that date do you have any idea you know I I was told it and I don't want to tell you something I can't remember off top of my head I will get that date and
