015to thank Ketty and Gilbert for the resources they have provided to make this a success thank you thank you next we turn to our school highlights we'd like to invite principal murashian from Herndon barst Elementary School foreign good evening board president saying board members superintendent Davis thank you for having me I'm excited to report on the things going on at my wonderful School Herndon Barstow I just want to highlight really quickly on my pictures I I wanted to highlight are the fact that we have mind body and spirit showing there we have our science fair winners we have our athletes we have uh just people taking part in our our wonderful activities that's our color run right there anyways here we go uh biggest thing I am excited to celebrate is that we had 25
01625 English Learners reclassify this year it's a huge accomplishment um among other things we also have our I ready reading growth our both iready and math but I rated reading growth we had a 17 growth school-wide 10 of the 10 percent growth amongst our El students another another great um a great Mark for our English Learners our Panorama survey we have a lot of students 88 of our students surveyed reported having supportive relationships with teachers or other adults at school we had a lot of other interesting data from that but we did have a 10 increase in um families feeling uh the ability to connect as well so I was really excited about that in progress how are we getting there we have goal setting for all students in all grades including the goal setting
017with our El students that was one of the things that pushed the push these guys to uh to redesignate data we have daily designated just quality daily designated and integrated ELD small group instruction targeting the individual needs of all students in all classrooms and we this year we teamed with River Bluff to have our English learner elpac Academy on a Saturday we brought teachers from both sites we brought we invited students from both sites to to have a tune-up prior to the test uh that which is something we're going to continue doing going forward and it's uh it was great to team up as well we have El parent meeting something we've done in the past and something we're continuing now these are just to outline what are the you know what does the lpac
018look like what are the requirements of your children what are the local assessments and how can we how can we help you to help them and then just something that's always always going on we have a weekly video celebrating attendance promoting positive behavior and providing an SEL tip of the week that's kind of interwoven into a lot of the things we do challenge our our chronic absenteeism is last year at Rose and then this year it's even higher so that's um it's at 21.7 percent which which is something that concerns me greatly but we have we're having we're holding many sub meetings we have held 103 104 so far we had some scheduled for today um with those I mean that those help but we we have data from uh showing that we have a
01940 decrease in in absences for uh students who have had who we've met with their families after so that's a that's a that's a great a great uh data right there uh we have attendance incentives we've been doing this it's a like I said it's baked into what we do um and we are trying to connect with families before interventions are needed to promote attendance and address any roadblocks making the connection it's all about connecting and then oh there it is family connectedness activities to educate and create a bridge between school and home and on the bottom there that's our uh our one that was our first success together class this year we head for all right spotlight um Hernan Barstow is focused on school connectedness we've had several family events bringing the families back
020onto campus has been wonderful goodies with grandparents pastries with parents we had an incredible trunk retreat we had a Color Run fundraiser I've had principal coffees and really principal vice principal coffees we're out there um and and we're seeking people out to come and and our liaison is calling families to come and we have our Carnival and that's that's just and we we have more events that that's a you know a big bulk of things that we've done but it's nice to have families on campus our PBIS team we we are going for platinum again this year which is exciting uh some of the things we do for the students to promote positive behavior is we we have quarterly five four and five star Lobo celebrate celebrations um students receive positive pause they're able to
021use them in a store they're able to buy their Tuesday popsicles with them um it it's exciting for students and we're continuing on and our SEL tip of the week our psychologist in our videos is I mean she gives all of us tips of the week but it's uh it's great for the kids we have been doing some fundraising it's October sock drive we raised uh students donated over 800 pairs of socks that we were able to donate to the Poverello House and we have Community Partnerships to mention a few Menchie's in biology we have our we had our First Responders on campus as readers we have a firefighter coming onto campus next week to help our fifth graders drop their Contraptions for the egg drop we're really excited about that and of course our
022success together parent workshops which we're going to continue next year and um that's that's all I have for my presentation but I'm happy to answer any questions from you guys if I can thank you principal murashian uh questions comments from the board um I just want to thank you for the great work that you're doing uh at the campus I've haven't really heard a lot of complaints which is always great to hear and I just love hearing the updates and and the progress that our English Learners are making and and how you're getting creative and contacting parents and making sure that our students know they need to be in school so thank you very much for your work thank you trustee Cervantes thank you board chair I too just want to give you the accolades
023in regards to your reclassification of uh El students and that growth that you've had in the reading the eye reading growth program 17 that's pretty significant 10 in your El and also to applaud you for your ambitiousness to communicate with another Elementary and unify your efforts together to try to do something on a Saturday to try to help those students and I commend you for that and congratulations on your on your work and the community is lucky to have you thank you so much pleasure thank you so much principal Martin I just want to Echo the accolades of my my colleague Escape um I mean you know the chronic absenteeism is not is not limited at Herndon Barstow I know you kind of shared you know like um some of the videos I'd love if
024if possible to have one maybe in a Friday report to get an idea of what those weekly attendance videos look like what are things that you're sort of just um look what do you see as sort of the kind of roadblocks at least particular to your your to your school what are things that we could do to sort of support you know just um really making sure parents students Community knows the importance of students being in the classroom every day you know I think that one of the one of the roadblocks I I have seen and it's just school-wide is that we are coming off of the covid rules in which people feel as though or felt that that if if they had the sniffles they they were going to be asked to be gone
025for 10 days and I think that maybe um just I mean I'm putting it on myself but to educate our families that you know these things are take care of this as we would have in the past an illness it's not so so in other words um I think people are staying out um for for reasons that you know that that because they are worried about the the quarantining um I think that I think that um with my specific population we have so many English Learners on my site and so so utilizing our Liaisons and and just just educating our community in that way with our through our Liaisons is the way to go um are the things we're doing to connect families I think those those are the that's the way we can we
026can bring them together in order to educate them on you know the importance there thank you appreciate your efforts thank you so much thank you thank you guys [Applause] next can we have principal Hogan from Glacier Point Middle School join us foreign so good evening president Singh Board of Trustees superintendent Davis and Central Community my name is Adam Hogan and I've had the privilege to serve as the principal of Glacier Point middle school for the last two school years thank you for the opportunity to come and speak to you tonight to highlight some of our successes hear about some of our challenges and Spotlight some of the amazing things that are happening on our campus Glacier Point is a great place and I'm excited to share it with you tonight I want to begin by
027celebrating some academic success we have seen growth in proficiency levels from diagnostic one to diagnostic two in both Ela and math and I ready we provide dedicated time weekly for our students to work in iready to help support their individual academic needs in both Ela and math classes iready is just one tool that we're using to support students this year in alignment with the blueprint for academic success Glacier Point students have taken over 4 000 interim assessment block Assessments in the s-back system to help prepare them for the s-back assessments that they have taken over the last several weeks we're excited to see the results of the hard work that our students and staff have been doing this year California school dashboard ranks Glacier Point in the very high category for English learner progress with
028nearly 72 percent of our English Learners progressing towards proficiency on the OPAC assessment to support our English Learners we have several supports in place in addition to our designated ELD classes we have a school-wide focus on Reading Writing listening and speaking across the curriculum teachers plan for intentional opportunities for students to engage in academic conversation and use academic language in their writing with appropriate support and scaffolds we know that these strategies are important for all students but they are imperative for our English learners as an additional layer of support for our English Learners we hosted four Extended Learning sessions this year to allow them to get additional support specific to their needs in a smaller group setting to support our students academic growth we have begun a partnership with solution tree to provide professional development
029for our staff centered on creating high quality professional learning communities or plcs this work has centered on creating a framework for teachers to review data from common assessments and make informed decisions about their instructional practices to meet the need of all learners teachers worked in their plcs to create a common PLC document that supports their data dives into student assessment this work aims to ensure that students receive the instruction that they need Based on data we plan to continue this work with solution tree next year to refine our practice and support Student Success additionally we've continued our mandatory after school study hall or Mash this year this is a dedicated time and location supervised by a credentialed teacher where students are assigned to complete work that they could not complete during the school day we
030offer our academic enrichment center on Wednesdays for students who need academic support and we've implemented an academic check-in checkout this year students assigned to this intervention are asked to track their work completion daily in each class and meet with a vice principal to review their information weekly these efforts have resulted in small but measurable growth in i-Ready and a decrease in our course failure rate year to year at the last related grading period We Believe In The Continuous Improvement cycle and we're reviewing these interventions to determine what changes could be made to better support our students attendance is a significant challenge that we're facing our current chronic absenteeism rate is 29.4 percent and while this is a decrease from last year it's something that we're working to address from our students perspective we wanted to
031know the barriers to regular attendance we spoke to approximately 70 students whose attendance was between 85 and 95 percent and asked the following questions what makes it challenging for you to attend school every day what do you wish the school knew about your attendance what are some things teachers have done to help you with the challenge and is there an adult you trust and can talk to on campus their responses gave us some insight and suggested ways that we can support them many students mentioned not coming to school because they were sick some mentioned Transportation challenges and others indicated that they struggle to arrive on time due to younger siblings and the need to get them to school before they come to Glacier Point during aspect testing we offered incentives to students with perfect attendance
032in hopes that we would increase attendance during this critical time on our five designated testing days we had 645 students with perfect attendance we're also working to make Glacier Point a place where all students feel welcome heard and appreciated and we know that feeling connected to school is a key contributor to increasing attendance and academic success this is an excellent transition to what I'd like to Spotlight at Glacier Point we have and are continuing to work to build a positive and inclusive environment on campus as I just mentioned we know that the connection to school is imperative we're working with the Fresno County Superintendent of schools to provide professional development to our teachers and staff about creating a culturally responsive teaching and learning environment Miss Leslie Kelly from fcss provided day one of a two-day
033professional development to our staff in March and will return later this month in May to continue that work we've also partnered with Miss Kelly and fcss for our work with the teachers of color Alliance for educational Excellence or tcaee this work has led to some exciting additions to Glacier Point including a black student union and participation in the ujima student Leadership Academy during the school day we work to provide opportunities for students to engage our leadership class hosts activities music and games every Friday during lunch and occasionally brings outside groups to perform this year we've had a folkloraco dance and African drum circle during lunch to expose our students to these different cultures to expand our circle of Engagement we've hosted several community events on campus this year we've held two dances for our students
034and their families and our feeder school students and families as well we had our largest ever daddy daughter dance with over 700 people in attendance earlier this spring we held our annual family stem night and allowed the community to see how our students engage with technology on campus new this year was an art show held at the same time as the stem night it was a wonderful way to showcase the amazing visual art on campus with the Glacier Point Community our Avid classes have traveled to multiple college campuses this year exposing our students to the possibilities for higher education here in the Central Valley lastly I'd like to mention our seventh grade orientation transition program web which stands for everywhere or where everyone belongs excuse me we hold this event the week prior to school
035starting and give all of our seventh graders the opportunity to come to campus meet their classmates and get to know our 8th grade web leaders and learn about campus they play games take tours and explore all that Glacier has to offer by attending this event our seventh graders gain the opportunity to eliminate some of the challenges that exist moving to a comprehensive Middle School campus from their Elementary School this school year we sent a teacher to be formally trained in the web process so that our students have the best possible experience we'll continue to train staff next year as well Glacier Point is a great place we have amazing students we have amazing staff and we have a wonderful Community thank you for the opportunity to present Glacier Point to you tonight I'm happy to
036answer any questions that you might have thank you so much principal Hogan questions or comments from any of our board members trustee Milling I just have one question and it might not be towards you but maybe to admin and it come and it has to do with uh if a student is tardy is it an excuse and is an excused absence if a parent has taken another child to another school or how does that work um you know we we have some Grace in our first period classes you know we get them to class and we do recognize that that's a challenge for many of our students based on where they go to school you know we have most of our students riding buses but we do have a good number that are dropped off
037in the morning and so that does become a problem trustee Korea thank you trusty maling because that goes to my questions thank you for acknowledging um the the areas where there needs to be improved from an absenteeism being one of them and for taking the initiative of serving the students and obtaining information I think that's really important for us to better understand how we can assist them you mentioned Transportation issues so kind of similar to what trustee maling was asking are any of these issues anything that either Glacier Point can assist students with and if you can't have we had any conversations with the district at the district level to figure out is it something that we as a board can look at and approve to support our community I know that that area first
038of all that campus is large and has a large population of students so what we're talking about I think you mentioned like 87 students were surveyed or how many students were surveyed we talked to about 70 students whose attendance was in that potential to be chronically absent and then on both sides of that 90 number right and when we're looking at the 28 percent given the size of that campus that's a lot of students yes ma'am that are being chronically absent um so can you kind of share just a little bit about some of the transportation issues and address whether that's something that the campus has been able to assist students with I know when we're talking about students having to I think the situation is students are having to drop off their younger siblings
039which is why then they're tardy to our campus but if there's other Transportation issues that perhaps we can assist and help support So primarily what they shared with related to Central Transportation is that if they missed a bus they then have to walk to school so I'm not sure that there is a solution for us there other than maybe working with them to find ways to wake up on time but that was that was primarily what what they taught talked about with bus transportation just if I missed a bus and I live a mile from school that that's a long walk you know we had some students tell us that it took them 50 minutes to walk a mile so we can address that in the PE classroom maybe but uh it was that seemed
040to be kind of what their complaint was if if I missed a bus and it's a long walk thank you you bet trustee kerfan thank you president thing I was wondering if you could speak more uh principal Hogan about the empathy interviews um maybe what kind of child if you can explain more about the challenges that led to this and the innovation in having these empathy interviews sure you know I think that we can as an administrative team try to guess why students are not coming to school but we thought it would be important to to hear in their own words and kind of as I was sharing with trustee Carrillo that that's what it is they shared just those real life challenges um you know sometimes I'm sick and I don't I don't come
041to school and we understand that and appreciate it and want to work with students to help support them through that there were the transportation challenges we didn't I don't think learn anything there was no there was no big aha in those empathy interviews other than these are 11 and 12 and 13 year old students who are developing in these life habits and we need to work with them to teach them the importance of punctuality and coming to to school and as an adult work on time great thing it's just related to attendance then I'm sorry sorry one more time it's specific for attendance then yes okay my mistake then yeah I think that sounds great um great program and happy to see uh that it's improving things in your school and hopefully we'll see it
042continue to improve we hope so I just had a two quick questions one in regards to I'm not that familiar with the mandatory after school study hall Mash how's that working and how do you implement that because I'm really kind of curious if that's something we can Implement in some other campuses as well so that is that's one of the programs that we're looking at at changing as we go into next year with most of our students riding the bus sometimes staying after school is a challenge for them so we're working on ways to provide that during the school day we're looking at doing it during lunch so really just moving that program from the after school hours to during the school day so that we can get them the support that they need and
043then streamlining a little bit the number and and type of student that ends up in that program so right now students are assigned to mash by their classroom teacher if they didn't finish a classroom assignment then they're assigned to mash and while we do call it mandatory obviously we let students opt out of that if they need to go home to take care of younger siblings or anything like that but we do like to call it mandatory to encourage them to attend but we'll look looking at changing that program next year to really focus in on student grades and looking at our core classes to find where students are struggling and having them serve in in some capacity for maybe two or three weeks in a row to really help build the capacity in those
044classes and help them catch up so that we are able to prevent them from following so far behind that they cannot then pass that class and secondly I just want to compound I we hear the board wants to support that school Lock Stock and Barrel as much as you need are we supporting you and I'm not asking you to answer this question now I'm not trying to pitch you into a situation we want to make sure that you know that we're here to offer all the support we possibly can to embrace those challenges and turn those challenges into opportunities so um we we won't know until you ask you need more ask for more and I just want to say that we're here to support that and and in any way that we can improve
045the opportunity and the achievement Gap and the academic outcomes of our students the safety of our students whatever aspect that you need help in please we are here to support that I appreciate that thank you thank you thank you so much principal Hogan for uh sharing so many so many wonderful highlights and sharing with us all that's going well at Glacier as well as some of the challenges trustee Cervantes uh asked my first question about the mash program thank you for that you know I mean maybe this is more just kind of a an ongoing kind of thought thought I had I'm I was really excited to see the failure rate go down uh 6.2 percent as you you highlighted and maybe because I see principal holterman in the in the audience I'm thinking about
046sort of things that they're they've been doing at Central High School and maybe there's an ongoing conversation you know what could be actually even utilized potentially at the at the junior high high level as well but it just it just maybe seeing seeing him and hearing your presentation maybe at least think about um ways to get her even to continue that progress you are making in terms of decreasing our uh our our failure rate um I guess one question and and I I think obviously uh trustee Cervantes was sort of alluding to it I don't you know I think uh you know it's no secret that the size of Glacier is a little bit bigger than some of our other middle schools we we've we've had safety issues at many different different um schools are
047there any things that that you just as you're sort of thinking through as we wrap up these sort of the end of the year are there things that we're hoping to kind of really put into place next year to kind of in terms of Lessons Learned I I know our suspension rates have been high for instance at that school in the past um what are ways that we're making sure to call in students provide you know a a um you know place that's conducive to learning and education for for our for our faculty for our students for for our families I'm just wondering in terms of us as we're wrapping up the this particular school year um what are just sort of the things that you're thinking about for next year it's a long list
048um sure yeah I'd invite you to come to my office I'll walk you through the whole whiteboard I might take you so um you know I think my entire career has been in Middle School um and and I think the number one thing that I have noticed not only here in in Fresno but also in the Bay area where I worked in the middle school is that um Middle School is messy and and it always has been and we need to find a way to um to bring people in you know we need to find a way to engage families they're very engaged at the at the elementary level and then they get to middle school and and they want to take a step back a little bit because middle school middle school is different
049and so I recognize that as a challenge at Glacier Point in bringing more families in and finding way to engage them um you know whether that's coffee talks with me and we have done a handful of those this year whether it is the family nights that we have the daddy daughter dances and mother-son dances please bring your children and have a good time um recognizing that we need to do a better job with that um is is something that that I certainly want to work on we're working with our staff to develop that culturally responsive model so that we can hopefully see some of that suspension go down because we're not having those problems in the classroom we have a tremendous staff and they're working incredibly hard but that's an area of growth for us
050as well I've had conversations with principal holterman many times about bringing some of that work at Central High School down to Glacier Point and it's something that we need to work on I appreciate that they're working all of the bugs out of those programs so that when we bring them to Glacier Point we just slide right in and we're good to go but um yeah it's it there's there's a long list of things that we need to do better my personal philosophy is that I'm going to be better today than I was yesterday and I'm going to be better tomorrow than I am today and as long as that's the path that we're on I think we're in a good place love it and appreciate it thank you so much principal Colgate thank you thank
051you [Applause] next we turn it over for superintendent and board Communications oh my apologies oh that's right my apologies first uh I jumped the gun we have receive information regarding athletic field maintenance from Mr bot and Mr Rodriguez good evening board president Singh board members and superintendent Davis this evening myself and Mr John Rodriguez our facilities director are here to bring in uh item forward about our athletic field maintenance um School athletic facilities and fields are used by both school teams and Community reservations for the community youth are processed through the web-based system uh faciltron so in coordination with the District athletic director facilities director and our grounds Department we have identified certain fields that will see an increase of usage this upcoming year and we'll need additional maintenance because of that a letter has
052been drafted identifying those fields for yourselves and the public and we're here as an information item happy to answer any questions regarding it [Music] thank you questions or comments from the board trustee Carrillo thank you can you talk a little bit about why there's a need to close our fields and why we're not able to do this and continue to allow either our community to use the fields just kind of so that they have a better understanding um behind this item yeah so those maintenance periods we call them blackouts for maintenance purposes they're going to be anywhere from fertilizer so we can apply fertilizer every six weeks and then after that of course we're have heavily watering to get that fertilizer into the ground so that causes some we need to keep people off the
053field during that time and we work in coordination with our district Athletics team to kind of work around them so we can make sure we can do it around them during that time it also could be road and control pest control and just rest there's going to be a time this year where some of our fields are going to be used almost every day and we need to let the field rest so we can also perform maintenance on it but also just let that grass kind of grow we just sometimes are just on the fields too much we don't let the grass grow and then it kind of you'll get bald spots you mentioned this and I just want to just make sure this is very clear for a community who may be listening as
054well this schedule takes into consideration the needs of our of our school districts so that we're trying to minimize or eliminate any impact to our student use right correct okay thank you very much thank you so much gentlemen all right thank you guys have a good night next we turn to superintendent or board and or board Communications superintendent Davis all right just a couple of them briefly it was mentioned a few different times it is Educator week and later this month it is also our Ace Program for our classified employees and staff and so it's just great opportunity the the school year has been long and it's a great opportunity this month to just stop for a few minutes and thank all of the people that are either behind the scenes or right in front
055of the scenes and so we are certainly enjoying that and this includes our nurses as was mentioned who have a resolution on tonight's agenda for nurses day that celebrate the contributions that we learned very very quickly a few years ago how critical they were to health and safety in a school district I uh Angie mentioned earlier the Ace Program I am signed up to Shadow classified employees I'm looking forward to what my role will be I know they won't let me drive a bus I know that but it is a great opportunity to make sure that those that are behind the scenes and supporting our student and our schools know how valuable that they are I also want to recognize today is National fentanyl awareness day and there's been work going on all school year
056to bring awareness to our students and to our community agencies across the country did join force today and we participated as well in helping to communicate out to our public this National Nationwide problem and communication talking to your kids knowing how and and how to respond should you come upon somebody who is in danger and how to avoid it what other options and safe options kids have and so I wanted to recognize that and then also today I had an opportunity to go out to Central High School I just want to applaud the students in the black student union and in the classroom they I was invited among other staff to a restorative Circle it was the last one of their school year they had had three this year they brought together I only came
057to this last one but they essentially identified that they were not being seen and heard and and they have a story to tell and and they want their campus to fit what they need and and so with the work of our Fresno County Connector for our teacher of color pipeline they put together some work and and it was pretty incredible to sit and see principal holterman and his team right there in an even space with students talking about What mattered and how important their advocacy was and we did try to recruit them all to become future Educators they they didn't jump on that but we'll keep working on getting them back into our system but it was an incredible opportunity so thank you thank you superintendent Davis trustee Carrillo oh sorry trust me okay thank
058you um I wanted to publicly congratulate two students at Central High School um about eight weeks ago they decided to join a team um well there's two of them and uh it's Jill d'ambrosio and Gracie mailing they uh in six weeks they decided they joined this campaign it's for Leukemia and Lymphoma Society to see how much money they could raise for our entire city and little outskirts of cities and they raised almost 98 000 bucks um it was extremely impressive and with all the other high schools in the area I think it was a total of 860 000 so it was a tremendous job and they did a great job so I just wanted to say thank you to them any other Communications then um I just have two I want to also um just
059appreciate as uh superintendent Davis shared tomorrow is um uh our school Nurse's Day I'm sure uh trustee sellers has some he has to think and think about but I want to make sure we're thinking about all of our School nurses and appreciation and the second um I just really want to also appreciate all the community members that that came out for our foundation for Central Schools events um especially for our scholarship uh uh events I mean it's really the whole community that that supports these and obviously um Serena uh and and and their kind of tremendous team of volunteers from throughout the district that that put on such events I really want to just express my thanks and appreciation for all of them next we open from comments from the public setting 30 seconds and
060if there's any members of the audience that would like to address us this is the opportunity as well thank you 30 seconds have passed and we have no comments by phone at this time thank you we move on to our consent agenda do I have a motion so moved we have a uh we have a motion by Trustee of Carrillo a second by trustee Solis those in favor please say aye aye those opposed nay does abstaining motion carries 6-0 I think trustee kerfan is missing for a moment we move on to our action items our first item is to approve employment agreement for assistant superintendent Chief business officer I'd like to read them a uh and the a comment um we are making oral report the board will now consider the approval of assistant superintendent
061educational services employment agreement between central unified school districts and Mr Amir Iqbal the agreement includes a base salary of 742.78 along with the salary schedule that has four steps be a monthly car allowance of four hundred dollars see Health and Welfare benefits provided on the same basis as other District management staff and D other terms of employment yeah uh superintendent Davis if you'd like to address a little bit more thank you so we're very excited to add Mr Amir Iqbal to the team he is here this evening and we did ask him if he could come up and to the podium over here and just introduce yourself he comes with experience in the field of being a chief business officer he comes with experience with facilities maintenance operations transportation and and a lot of great
062ideas and and so we're excited to have him on our team and so prior to that motion if we can introduce you and welcome you be great thank you good evening board my name is Amir Iqbal I wanted to thank you for the opportunity to join certainly Unified School District I'm excited to work with the team admin team staff teachers parents students and the community and as a CBO my focus is going to be support student learning and student achievement thank you foreign any questions comments or do I have a motion motion to approve second we have a motion by trustee Solis we have a second by trustee Carrillo those in favor please say aye aye aye aye those opposed Nate that was abstaining motion carries 6-0 movotical welcome to Central next we turn to
063our uh to approve extension of Child Nutrition service contracts um what's Angie Ingle all right thank you superintendent Davis president Singh and Board of Trustees tonight I bring for approval of the extension of the Child Nutrition service contracts for the 23-24 school year I'd be happy to answer any questions these are the same contracts that we've received in the past are there any changes or highlights that we should be aware of no um so what it is we'd go out to RFP and then we do the three-year extension the option to opt in and this is our last year so next year I will be bringing new bids in okay thank you you're welcome motion by trustee Cervantes second by trustee Correo those in favor please say aye aye aye those opposed nay does abstaining
064motion carry 7-0 next approved District technology equipment for 2023-2024 Mr Martinez good evening board president Singh board members and superintendent Davis this item is coming back to you for action it's coming back again in two parts first part is the district technology refresh that is ensuring that our teaching and instructional support staff have adequate access to technology to support their job roles and ultimately supporting our students success the second part is our student devices for our eight Portables at the Justin Garza high school I'll be happy to answer any questions you may have trustee Korea so this refresh are we replacing equipment because we transition to Max what was it two or three years ago I don't know what the pandemic years I'm confusing yeah it makes it filled out yeah it makes it feel
065that way uh yeah just to remind us what we did preview especially since we have two new board members so that they know what we've done in the past and where we are right um yeah this was uh brought back I think back in 2019 when we did the initial rollout um and and just to kind of go over the purpose real quick um a lot of our classroom technology for our teachers um was different from classroom to classroom we had different ages of technology and different models of technology so it was kind of um you know not not fair to one student to the to the from one class to the next having different experiences where a teacher could be having technical issues in one room and affecting instructional time and then the other
066room it's working just fine and you know they're not losing instructional time so the idea was to kind of standardize that for the district uh yeah that was back in 2019 we've had a lot of success and a lot a lot of positive feedback with this program and we're trying to do the second generation refresh for that okay thank you for that because yeah I was thinking I couldn't remember if I was during the pandemic or right before and then are we also offering any training I know when we initially did the re the the initial transition in 2019 we offered support I know you and your team did that or are we going to do that again to make sure that our teachers do have the necessary knowledge to operate the new bells and
067whistles they'll be training but the the primary training will change so initially we our our primary focus was on the heavy concept of moving from a Windows device to Apple right to Mac OS this training is going to be more of just a helping you get started but we're going to have the the additional training the the more in-depth training available if needed okay thank you and then the Chromebooks this is just for the Justin Garza Portables is that correct or just yeah just for the eight Portables that Justin Garza correct okay thank you I'll move to approve we have a motion by trustee Carrillo a second by trustee Cervantes those in favor please say aye those opposed nay does abstaining motion carries 7-0 thank you thank you we move on to our information items
068item number one receive information regarding school facilities planning committee superintendent Davis thank you president saying on April 19th we had a facilities Workshop as you know and it was requested that I bring back an item for discussion related to enrollment and future design at Central High School and perhaps other campuses that connected facilities or those that would be affected so we've been operating a multi-high school district for a few years and so we think it's a good time to meet and discuss options to increase enrollment or maximize the use of space as was discussed so I attached an overview of what a committee to study this work could look like just for a place to to begin in the discussion it concludes how we can include input of our community our students and our employees
069and wanted to give you an opportunity to give some discussions some direction some ideas around how we might pursue this work our goal is to as we discussed during the the workshop and and heard in your discussion is to get feedback from our community and from our teams on how we might Max maximize space at all of our campuses and balance that space as well get some input of what might be some some options to pursue and then bring those back for you to have discussion on I certainly am not proposing that we we go into a group make a decision and then and then bring that back to you I'm envisioning as as was discussed by all of you that there's probably multiple options and and so to work through some of those and
070and bring those back to you are how I've described it in the attachment I I did mention if I can walk just briefly through the attachment kind of the background of what led us to this place what the responsibility could be of the school facility planning committee I did capture a lot of the ideas that were discussed during that open Workshop around what might be ways to increase or change enrollment between our campuses how the decision-making process would or could be in operation and I did have a couple options on the meeting and timeline which I think will be helpful to get some input from you on if the desire of this board is that recommendations come to you before we start registration in the next school year you'll see the the first timeline is
071is more aggressive if we have more than this next school year I know principal hochman's already working on marketing and recruitment for next year but if we have more time to do it and it wouldn't be until the 25-26 school year then you see a longer time frame for it so certainly your your ideas around that would be helpful and also I did attach a list of a place to start who might be great participants to this work and you'll see a balance of Administrators at the different levels certainly the administrators of the the high school campuses affected representation from our labor partners and from Key content areas and then you'll see a balance of parents from throughout our community and students from throughout our community higher ed Etc so open it up to you
072and and would love some discussion and and some input from you on how we can begin this work thank you so much superintendent Davis comments from the from the board I mean I think uh at this point obviously it's just an information item but uh the administration is looking for recommendations and and probably first and foremost also a timeline since that will probably be determine um whether we are trying to push this conversation for the upcoming uh sorry not the upcoming school year but the but the 20 2024 to 2025 school year or the 2025 to 2026 school year and uh there are things that we would have to get done in terms of our relationship with the CD the California Department of Education hence why uh that getting that timeline is so important opening
073comments trustee Korea so I was absent from that Workshop because I was Ill so I would just like to hear kind of the conversation I know there's a summary here and there's not a lot of details in the minutes um but when we're talking about programs are we specifically talking about like the special programs that are being offered at Central High School versus Central East or what are we talking about is the purpose of of this committee and is it exclusively for programming or are we talking about more broadly like school facilities because one of the things that I think we need to have a serious conversation about and consider funding is an administrative building and something where we as a board have a board meeting room I know that when we're talking about programming
074our use of the pack impacts student programs when they're putting their place together and they have performances that's a significant impact so I'm just kind of wondering what we were thinking when we were deciding and now that this is being recommended so so I'll do my best to address the question first and foremost uh it really was around looking at our enrollment um currently I think our our projections and please uh assistant superintendent Collegian or superintendent Davis correct me we are projected for next year to be around 2100 uh Justin Garza High School about 17 to 1800 at uh at Central East and about six to seven six hundred six to seven hundred at uh Central High School and so um obviously this is an extremely important conversation uh to relieve some of the pressure
075at Justin Garza and at Central East we related to programming it has a you know there's a connection to facilities but it's also giving direction and in conversation with Administration about the how can we make Central East uh in the most not just more attractive in some ways we have to figure out how to also increase its enrollment other ideas or comments trustee Solis and I think the conversation was you could divide it up in the short term and long term there was a presentation about an administration building but that was going to be at least one school bond down the road um I think what the board was looking for was input from the public it wasn't an attempt for the board to have them make the decision we want them to bring to
076us options as well as any options any board members can have and that can be accomplished in different ways you can utilize magnet programs as you suggested you can uh redo the district lines for the services for each one of the school sites there's different things you can do you might decide to move you know a certain class of high school students at one facility than the other facility there's all sorts of options that can be here so basically we wanted the community to wait in give us some options then we would look at their their recommendations as well as any recommendations of the board and staff and proceed uh part of the question was without a long-term goal we can't address the needs of any site like do we build new buildings there unless
077we know what we're going to use that site for thank you I mean I think to that end one of superintendent Davis's question was whether we're looking at the 2024-2025 Academic Year 2025 2026 right I think that's going to depend on what the recommendations of this committee are because I know when we had the transition committee and the reason that Central High School was made of the School of Choice was in order to keep that campus open and ensuring that that we are attracting so I think those are the conversations that this committee is going to have to have so I I mean I wouldn't necessarily dictate it needs to come back for 2024 2025 or 2025 2026 but rather that that be something that the committee also provides feedback on and then you as
078our administrators and and our staff that are going to have to develop these programs determine what is feasible and reasonable um that would be my recommendation but I like the idea great job so my only comment trusted career is um I think on just on the timeline we probably will have to provide at least that because uh at least in the suggestion by trustee I'm sorry superintendent Davis board members for instance would be members of potentially of of and should be members of the um of this particular subcommittee but uh but it but I think it it will be imperative for the board to at least figure out now building up those programs to your point may you know some may be you know an earlier period some may be in a later period but
079I think uh it it influences when we constitute and how um how aggressively they have to actually begin recruiting members and and starting the application uh for for uh for the for the subcommittee trusty Solis one suggestion I see that we have one board member appointed and one on rotation I'd like to make the recommendation we have two appointees and one one rotation and that's just through my experience with the naming committee anytime you have a big committee this is going to be a good size committee I I agree with your recommendation thank you I mean to address your concerned president saying uh my response would be I think there's a sense of urgency so we should put this committee together pretty quickly so that the committee then has the ability to make those recommendations
080I just I don't want to say well you could you need to come up with a plan for 2024-2025 and then you start working on this and we realize that's not really practical um so I would say we want to let's plan on on making recommendations for 24.25 but the committee would have the option to provide recommendations that would occur for 25.26 if that makes sense that that that does so yeah it just means we open the the window for applicants open sooner trusty sellers or is our trustee curfon thank you president saying I don't have any questions on this time but I do want to uh second trusty career suggestion that because of the urgency and because large committees can tend to you know slow down I think we should start off with the
081recommendation that they prepare for the next school year and if it's not feasible then we can go to the no further out so I think those are our opening uh recommendations uh one uh trustee uh Solis says uh suggestion to have to to uh uh board members and a rotating third and uh trustee Korea's uh recommendation that we begin uh to to have a situation where potentially the 2024-2025 school year could be addressed and if the committee should choose we could move it a year perfect and and we're eager to uh to get started what I'll do is I'll come back to the next meeting so you can think about if you'd like to be interested in participating I'll bring that back to ask you all to discuss and and nominate for that at the
082next meeting and and get all of the other pieces going for advertising and and Recruitment and I know principal holterman I just keep looking out I know you've got a lot of ideas too so I think it's going to be a good conversation for us to to really think about our future out at Central High School and how it relate it's now that we have to fully Comprehensive High Schools as well that that balance is pretty magical so thank you thank you uh next we turn to Mr Collegian as we receive information and hold a public hearing regarding uh contract openers for labor negotiations between central Unified School District and Central unified Teachers Association chapter 961. thank you president staying in part in the long title in the uh the agenda item but both Central
083Unified School District and Central unified Teachers Association looks forward to successful labor negotiations and working together on ongoing labor matters in an effort to support students in our school district in compliance with government code section 3547 a public hearing must be held prior to adopting the initial proposals by both cuta and cusd of course affording an opportunity for the public to provide input and also to be informed this is an information item we are asking respectfully that this item returned to the May 23rd board meeting to officially hold a public hearing and then subsequently begin labor negotiations with Century unified Teachers Association thank you very much thank you assistant superintendent Collegian item number sorry do we have any questions or comments which for yeah for it's a public hearing yeah so this will be moved
084to an action item uh item number three um receive information on the Biola Pershing Community Wellness Center Miss Pennington good evening board president Singh superintendent Davis and members of the board I'm Christine Pennington area administrator this evening I'm gonna be providing you with information about the Biola Wellness Center so the student behavioral health incentive program is a program that was created to address the behavioral needs of students in order to support the work that's being done in school districts now and we know after kovid that this is a very important topic the program provides state grants to schools and to other care providers Central unified applied for this grant with Biola being the focus and A needs assessment was done through a survey and a community input session was held this session held at Biola
085Elementary provided valuable feedback on the concerns and challenges the community have in providing access to mental health supports so Central unified was awarded the grant for work to provide a community Wellness Center at Biola Elementary so the the Biola Wellness Center is a partnership between the Fresno County Office superintendent of schools and the County's Department of Behavioral Health so a United effort to provide Mental Health Services to students families and the community the wellness center will be a safe place for families and students to come and receive Services connections to resources and professional development all dealing with prevention and Wellness and so the building will be approximately 1400 square feet and we'll have a restroom three private treatment rooms a large room for activities events and education and there will be services offered at the
086wellness center that will be available to the entire Community the entire Biola community so the wellness center will be placed adjacent to the school library and will be accessible to the community outside of the school day after hours activities and treatments will be staffed through the Fresno County Superintendent of Schools and County Behavioral Health and during the school day biola's staff will be able to utilize the center for various purposes including intervention Counseling Services All For Youth Services parent education and more so Biola Administration and staff are honored to have been chosen to host the wellness center on their campus and it's going to be just a great great accent um asset to the viola community I'm happy to answer any questions thank you that's very exciting um a couple of questions so the partnership
087that means that we as the district will not be operating the wellness center we will just have access right it's going to be staffed by non-district employees it will be staffed by non-district employees through the county but then during the school day it'll be accessed and used by the site so they'll be so I guess my only concern I know that Biola has a large community that is primarily Spanish speaking so are there any is there any ability to ensure that the staff we have there are bilingual and speak Spanish and can communicate and provide the support because having the wellness center is going to be critical and fantastic but if they can communicate with the students or the parents or the families in that Community that's a great Challenge and it's probably going to
088deter from our community to being able to access have we had any discussions about that that's a great question I can come back and I will get that information I know that the the meeting that was held where they took the information from the community and from the families um there was a lot of discussion about different topics and and needs and it was held with translation um at that meeting and so definitely a great question and great thank you I appreciate that trustee Carrillo they are very aware of the demographics for that area so they will be sure that there are people there that can communicate with our community and actually offer those services in their in their primary language and that that is something that even though we're not running the programs that
089are within that Wellness Center they are our families and our students and we'll make sure that their needs are met okay that was going to be my second request to the extent that we're at the table and having those conversations that we're advocating um I think it's a much better situation when we have staff and the medical providers who are bilingual but if the result is at a minimum having interpreters available to help our family so thank you very much if I can also add I think what will help in your questions is when it comes back for Action there will be a an agreement that is attached right now it's being reviewed our attorney reviewed and gave us some input on uh it's a 40-year lease because essentially we earned a grant it is
090for Biola and they will partner with the all for youth staff that is currently there to have space but the principal absolutely has some is was just describe some jurisdiction for how we use it but it is it is a lease of land the the grant awarded and they will put in and put all the fixtures there so it'll help when you see the the contract we just had some asks in the contract so it's not attached tonight thank you I just saw the layout which is why I had some of those questions so thank you for the clarification I appreciate any other comments or questions from the board one last comment I just want to commend you all for seeking this Grant and advocating on behalf of our district on that campus it's going
091to be a great asset for that community so again thank you all right thank you so much do we yeah do we want to return as an action item once we get the contracts sure I mean they can return us consent and if there are any questions I think it was an agreement that was going to be attached right and it was a contractual agreement right so in case there's questions in regardless I think yeah thank you Miss Pennington thank you next we are going to receive an information regarding legal services for 2023 2024 superintendent Davis I'm so excited for our new CBO to start but this is I'll do this item tonight this is uh legal services for next school year 23 24. we do have five vendors or legal services that we do
092use and it's time to renew annual contracts just to note Fresno County Superintendent of Schools our contract with them actually goes through 2024 but we did include them in the list so that you know both in past years you have asked what legal fees have we paid up to this point in the year we wanted to make sure they were included and also that you knew they were one of the entities that we do gather legal support from for different purposes you will see the hour increase in fees there are different Specialties that we utilize each of these legal services for for example the second one that we call F3 specializes in special education and the last one five Rossini is actually a joint legal issue we had many years ago this is the final
093year in work with them they represented five different districts with the state water allocation board and so we continue it just for the conclusion of that that work this is recommended for you to review give any input and return next meeting for Action so that we can prepare for the start of the next school year questions comments concerns from the board trustee curio I mean they all they all opposing increases are we having any discussions or attempting any negotiations as far as those fee increases I looked at the ranges and they seem consistent with industry standards my only concern with F3 since they do a lot of these the specialized work thirty dollars an hour increase is significant and then also Atkinson Anderson Loya rude and Romo is also proposing a ten dollar increase and
094their billing methods are not industry standards and so I'm just wondering whether we are having any conversations to try in negotiate if that's at all possible for the first two yes and and I did capture the point about the industry standard on billing of how many minutes how how it's accrued and we'll follow up and ask that question anywhere we can get a reduction I'm happy to advocate for that great thank you with no other than comments from the board I'll ask for this to return as an action item pending um superintendent Davis's uh negotiation skills [Music] [Laughter] um next we'll be receiving information on the sound disposable the disposal Surplus obsolete District property single Surplus obsolete District property it's the recommendation of administration to move for approval on the May 23rd board meeting I'd
095be happy to answer any questions thank you president Singh I see here that looks like River Bluff and Country Elementary are getting rid of a lot of their tablets or laptops that are considered in good condition I was wondering what the reasoning would that be I believe that they are in good condition but we are moving towards the MacBooks and so they're obsolete that's what I figured I thought it might be related to item three from earlier and um would you be able to speak on the Promethean boards at all from Roosevelt I see we're getting rid of quite a few of those I'm gonna need a little bit of help on that it's uh the similar situation outdated technology Promethean boards have been um the the Promethean boards we have in the district are
096pretty cool beyond the seven years and we're moving towards other uh you know new touch board technology or like Apple TV displays okay I'm just curious I remember when those were like the the big new thing and sad to see them go yeah yeah all right I'm sure we can arrange as I used to make comments when I was at Fresno State and had a couple of Administrators Who Loved particular chairs I'm sure we can arrange to give you one if you really must keep one one of the things I wanted to add those boards we started updating that technology also around 2019 2020. sorry stay up here with me Chris please um actually I want to say we started that I think prior I think it was probably in 2018 maybe maybe the prior
097year yeah we've just been working Slowly by you know getting through all the classrooms from not on that piece right and I if you haven't been to some of the campuses with the new technology the integration between the Macs and then using the smart boards and then the students using their Chromebooks is really incredible um so that that would be one of the reasons why you see a lot of those items now being replaced all right thank you thank you thank you for the information trustee Creo and uh looking at some of the promethium boards that go back from 2010 2014 2015 so they are pretty old okay thank you um I I just always want to be a little bit I always like to get more extra information when I see that we're disposing
