001we ready good afternoon everybody sorry um today is Tuesday September 10th it's approximately 606 um this is our regular school board meeting welcome everyone for being here um we're reconvening from Clos session nothing to report from our Clos session um we're going to start with the pledge of ALG and after a pledge of allegiance I want to take a few minutes to do a moment moment of silence um this afternoon we're doing a moment of silence for the four individuals that were killed at the appalache high school in Georgia last week um just want to say that no student or teacher should ever fear for their life when they attend our schools tomorrow also marks another anniversary of the attacks on September 11th on 2001 and we will dedicate this moment of silence as well
002to remember the nearly 3,000 people that died in New York City Washington DC and Pennsylvania 23 years ago please stand uped States we'll move on to Communications and recognitions uh governing board reports we'll start with trusty ESP good afternoon everyone thank you all for being out here today loveing house it's pretty awesome I do want to thank uh president for giving us this time to recognize those victims this past week and recognizing that tomorrow thank you all participating in that and I would like to share as well on a lighter note I had a great time coming to the welcome back welcome back night and it was really great to see the students talk about their artwork I got to meet the the Desert Oasis mascot for a quick second so that was cool to
003run into that's that's high fiving right there so that was really cool and thank you so much for allowing that to happen my report today thank you trusty next we have trusty n hi good evening welcome it was nice opening school year managed to make it to two of the schools and get a chance to get to Desert Oasis but I'll definitely get there in that M signal it seemed like a very smooth uh start I'm looking of that I went to uh football game at Southwest football game at Central seems like all the a are up and running um kids are doing a great job and um looking forward to the rest of the school year thank you next um we have trusting Diana garer who not able to be here with us and
004just wish her a speed recovery um truste Rodriguez yes thank you so this last month I attended the Central and the mount signal back to school nights um I'm sure you guys know that um my three daughters have all graduated so when I go to these things I'm kind of lost um but I was able to engage with um with some staff and some parents a lot of compliments on the stem building and the shades at Central um I'm looking forward to um continuing to be the The Advocate to um to um renovate or repurpose the Central Library um I also attended the um the Southwest Sports parent night I think that's what it was called um so those that don't know I'm not very vocal on this um because I I always emphasize my
005daughter's school first Athletics second um so I I am an advocate for youth Athletics you know the the things you're exposed to the team skills the physical fitness the friendships you know learning commitment displ plan you know the feeling of winning the the growth from losses um I learned and was exposed to all that through my experience at High School athletics you know ultimately shaped me to to want and ultimately have a better life um through you know the memories The Experience um so for I am forever grateful for what the district has done for my three daughters and all of our children and refocusing the sportsmanship and I do appreciate that and so does the community thank you thank you very much trusty Rodriguez um and before I make my comments I just want
006to welcome our student board members who are here uh to our first meeting thank you so much for volunteering to be part of our our board meetings freemen welcome um I do want to take a few minutes uh and if you will bear with me I know there's been questions in the community regarding where we assembly Bill AB 1955 so I just wanted to share information about the bill and U where we are as a district um just to clarify for some of our community leaders maybe some of our families that have been um asking about our stance so at the central Union High School District the safety wellbe and equal opportunity of all our students are our top priorities attacks on the rights safety and dignity of transgender gender and other lgbtq plus youth
007continue to grow across the country including here in California these efforts are having a measurable impact on the health and well-being of lgbtq plus pupils and have led to a rise in bullying harassment and discrimination teachers and School staff provide crucial support to lgbtq plus young people and can play an important role in encouraging them to seek out appropriate resources and support we are committed to fering a supportive and inclusive learning environment where every student feels safe respected and valued in alignment with our core values and the recent enactment of assembly Bill ab1 1955 also known as a support academic Futures and Educators for today's youth act safety act the district reaffirms our dedication to complying with all applicable laws and regulations that protect the rights of our students the safety act along with the
008California Education Code section 220 and 20 2341 and Title 5 of the California code of regulations mandates that all educational institutions prevent and address discrimination harassment and bullying based on gender gender identity and gender expression our district is fully committed to ensuring that District staff will resp respect the preferred pronouns of all students respecting students preferred pronouns is crucial to affirming their ident and uring they feel safe valued and supported in our school environment every student regardless of their G identity gender expression or any other characteristic is treated with the highest level of dignity and respect alwayss any form of discrimination or harassment will not be tolerated and prompt appropriate actions will be taken to address and rectify such incidents our staff and educators are trained and preped preped to recognize prevent and respond to
009any acts of discrimination or harassment to maintain a safe and supportive School environments our students have a constitutional right to privacy when it comes to sensitive information about them and courts have affirmed that young people have a right to keep personal information private lgbtq plus pupils have the right to express themselves freely at school without fear punishment more retaliation including that teachers or administrators might out them without their permission under the safety act no employee or contractor of a school district County Office of Education charter school or state Special School for the Blind or the death is required to disclose any information about a student's sexual orientation gender identity or gender expression to anyone else without that student's consent unless required by state or federal law the district fully supports this provision and is deeply

011to have to deserve to be sitting on a board with the courage that this board has and the leadership team that we have in this District I can honestly say that we have the best leadership team and the best school board in imper Valley thank you very much with that we'll move on to our student board reports um we'll start off with our central unit high school student board member haani CA good evening board members superintendent farcus and community members my name is kaani CA and I am your 2425 student board representative for Central Union High School it has been a great start to our school year ASB spent a week training and preparing to bring our Central students to campus link crew welcomed our freshman during freshman orientation on August 9th Central's first Friday
012consisted of all of our students showing off their Amazing Smiles for picture day our first full day was August 14th where ASB organized a mix and mingle during both lunches to ask for student input for activity and event ideas to ensure We Gather feedback from all voices on campus ASB members visited two El advisory periods and two El classes as a bilingual mingle the feedback from these conversations will help ASB plan our activities spirit days and the budget for our student voice projects August 28th Central hosted our annual open house for students and families to get to know our amazing staff later that night the senior class ASB also started up Spartan senate for the upcoming school year and had its meeting on August 3rd in order to connect with office ASB held a club
013council meeting to report information and offer help to clubs at Central Spartan sound production is also expanding and creating a series called Under the Blue Zone a student podcast Series where each Central sports team will participate once or twice a month freshman elections were held and the officers elected are President Chelsea gako vice president Haley loano with sports starting girls volleyball game versus India on August 20th excuse me volleyball also traveled to Sweetwater to to compete in a tournament where they placed first as well as our girls flag football in a scrimmage between Vis Memorial in linaa our girls golf had their first golf tournament on August 30th cross country recently participated in their first invite of the season in San Diego where we had four medalists girls tennis has also been working hard preparing
014for their upcoming tournaments and games this month we had our first football game August 22nd at jupa Hills where our Spartans secur to win the Spartans recently also battled the Aztecs of Palm Desert and won 20 to 14 leading up to our first home game September 6 against Ramona where ASB organized a pep rally with morning face paint posters our amazing performers our great Spartan band drill cheer and Tall Flags gaining momentum to that Friday night where our Spartans came dressed in blue to support our football team September 6 was also our annual freshman tunnel run where over a 100 freshman and Link crew showed up in their Spartan blue gear having their very first Friday Night Lights at Central additional information can be found on Central's Athletics Instagram page at CS Athletics our future

016members and my adviser Mr Spanos in the back over here have shirts and hats for you guys so first up I think we have Sammy Sam fig our president thank you thank you and then comes up bulock our vice president C mascarino our secretary adaa our treasur and Donna our director's assistant of course thank you guys thank you so into business um our first day of school was on August 12th um where we introduce new students as well as new staff and faculty and even admin with the addition of Julie Demian our assistant principal of curriculum and scheduling uh we had meet the eagles which is the event that Mr Rodriguez was speaking of on August 14th we have back to school night on August 28th and we had our class officer elections for all
017classes um done uh our first Spirit Week lasted from to the 30th and the theme was racing into the school year on the 30th we had we also had our first assembly and our first home game um since then we've had two successful student sections so far we've so far we've also approved 26 new clubs uh in the hopes of many more being added throughout the year um tomorrow we'll be bagging lunches for the Salvation Army in order to serve our community and Thursday we have Club Rush where 14 different clubs are going to partip and display their clubs and what it is that they do um we're also preparing for our annual can food drive which is going to happen City Champs week and something that I'm really happy and thankful for is Kata
018we're gonna have a leadership uh training um up in San Diego and I'm really excited for it I think it's really cool it's going to be my first ever like formal leadership training so that's something I'm looking forward to um for the month of August and for the months of August and SE member we recognize student Riley noram a senior at Southwest High School and we also recognize classified staff Mr Montiel he's one of uh the people who work in the library and from my interactions he's a really nice person as well um ladies volleyball has successfully defended their CIF title and golf has also went undefeated this season um moving on to other clubs HOSA hosted their leadership training before school started and the theme was powered by people HOSA also held a meaning
019for students interested in their club and organization um and the their next meeting is going to be working with ecrmc the local hospital um for the volunteering that they do um their Wellness Wednesdays something that I really like to participate in is back in session back in P swing and during back to school night they had an informational booth HOSA alongside Community organ M Community organizations are doing a suicide prevention week this week um and on October 17 17th something you look forward to uh they'll be hosting a blood drive and Halloween grams from 9:00 am to 2 PM um concerning Avid Al Avid celebrated National Avid day on August 30th during lunchtime they had games and they're also working on getting volunteers for the football chain gang and cross uh they had a video
020introducing leadership team and Eagle Buck distribution um culinary arts culinary arts got their food handler certification all of them passed and that means that their Cafe is open their first day is tomorrow um I think it's a little too late for reservations but um Cafe 56 welcomes the community as a whole to come on down and enjoy the food that it is that they make um moving on to SAA sappa has a dance performance saapa performed on back to school night and on the first December um saapa dance is also doing a fall dance camp on November 2nd and they're performing a halftime show on November 1st um saapa music is doing sa vampires on October 9th and savapa theater opens up their performing season with too many detectives at the murder mansion that's going

022uh Robert Montoya good afternoon superintend Dr board members staff and all those in atts thank you for this opportunity to speak in front of you my name is Robert Montoya and I am the student board representative for Desert Oasis High and Phoenix Rising a lot of great things are happening at Desert Oasis and Phoenix Rising such as back to school night back to school night was a success we had over 50 families present our famous chef Tony was on the grill grilling hamburgers for all the students and parents present we also had over eight Community agencies providing resources to our families principal Mr Diaz raffled a few school spirit items for our parents and parents mentioned they really enjoyed meeting the teachers at Desert Oasis in Phoenix Rising Mrs Gomez our our mental health specialist
023and our two school counselors Miss Silva and Miss Silva organized a resource event for our students with Behavioral Health with the yaya program which provides intense mental health wellness and supportive services to the youth and young adults struggling with mental health challenges the pet positive engagement team and the peer model program students had the opportunity to speak to the representatives our leadership ASB in participation with Arc or in partnership with Arc is organizing our Mexican Independence Day festivities for next month for next Monday uh September 16th on behalf of our principal M Mr Diaz and our schools we would like to invite you all to attend during lunchtime for fun activities we have a couple pinatas we will be breaking our counselors are preparing seniors for higher education week both of our counselors are holding
024presentations during advisory this week many col colle and University outreach program Representatives will be on campus on Monday to meet our seniors our spirit week for next week will honor Hispanic Heritage Month as well as Suicide Prevention month Monday is red white and green day Tuesday is Hispanic culture day Wednesday is vakero iera day Thursday is purple for suicide prevention and Friday we we teal for Desert Oasis spirit and suicide prevention our leadership class will be attending the I believe it's kada leadership conference on Monday today we have a presentation from UCLA youth mindful awareness program over 60 students attended the presentation principal Mr Diaz will be holding monthly ice cream socials for students who show school spirit on Fridays on Fridays our PE teacher Mr Siera has developed a great partnership with the city
025of Al cental a quadric center where he takes his PE classes on Fridays to the pool the even extended the offer to seniors who do not have PE as an incentive for good grades and attendance with the permission of the of their period teachers thank you for your time I hope to see you at Desert Oasis and Phoenix Rising thank you Robert that was amazing and I I'm really excited to see that you're blending Mexican Independence Day and suicide prevention month as part of your spirit week that's awesome thank you um and just just um so that you know student board members you don't have to be here the entirety of our um board meeting if you need to go and do homework feel free to do that after we start with public comment session
026so just so that you know um next we'll go on to our superintendent report Dr Fus yes good evening uh trustees and good evening uh community and audience thanks for being with us tonight for our September board meeting it is is correct we're racing into the school year as we're already in month two of our school year um September and also week five so as you can see by these slides and reports it's almost like we never uh had a summer break we're already jamming and uh clubs are up and running um sports are obviously up and running and then uh our classrooms are looking great engaging activities led by our incredible instructors and obviously um just amazing students in our community Community that's been uh pretty obvious from day one our kids are great
027in our schools and they really invest themselves in their in their school Clin so thank you to our student leaders and Welcome to our new student um reps I get nervous every time so it's probably a natural thing some of you make it look like you're not nervous but I get nervous every time uh want to thank the caring trustees we have on our school board um it wasn't more than an hour um after the situation happened with the G mobile home uh estate that Miss president P pado notified me that there was an issue with the um the electric and that people were moved to hotels and because of that fast response and caring for our students we were able to connect them uh to make sure that they had Transportation um to their
028schools and that was right before the first day of school so I want to thank the trustees for their not only their caring about the big picture and getting our students to school but also participating in our all of our events so many every day so thank you to our trustees um I also want to thank the um the leadership team and our teachers and our classified hardworking staff for opening up our schools safe uh clean we have some projects still pending that are finishing uh but we are excited about our shade structures we're working on some Landscaping to make it look a little bit uh nicer at school and then obviously uh we're getting ready for our big Aquatic Center groundbreaking coming up for Southwest High School also want to congratulate Southwest High School
029and Phoenix Rising for passing the Williams inspection schools have to go through that inspection that's based on appropriate resources for students and then also facilities and they passed um well and got the uh check marks on uh quality so thank you very much for the hard work that was put into our Williams inspections um and then finally I just want to say our work that we had to do or wanted to do I should say for our program transfer from our students um with disabilities from icoe to become part of our District's program um we had a couple speed bumps anytime you move something that large to a to a different um uh District it it comes with some uh challenges but I can't think of any District that did it better than us I'm

031infant regional manager if you could please come forward good evening can you hear me nice and clear okay perfect okay good evening administrators faculties colleagues and board members we appreciate the opportunity to speak with you to present an overview of our student support programs um we are implementing across our schools uh the initiatives and Designs address student development both academically and Prof professionally personally ensuring that they are prepared for their futures um my name is Denise Enon just to kind of I'm the regional manager that oversees High School programming and this isin okay so a couple of things that we offer for our students um certifications um student skill development such as CPR training driver's education forlift um certification which is new this year this is our fourth year um guard card um training and
032food handlers um certification um we're also um providing this year which Brian will go over our Al are providing support the art school progr collaborating coun department will launchs Valley dep support and not only at centr Southwest as well okay um we also have student clubs and events um currently we're having leadership and Adventure Club which Brian will be the first to use so leadership Club is going to be Brian yeah leadership us stud andersh that's perfect and then we also have a homework Readiness club which we utilize across the board across our schools um what I'm really excited about was when I was at Central recently there was 40 to 60 students doing homework just sitting there doing homework and so for me that was exciting um Brian's on top of it to make
033sure sure at least they're doing 5 hours per week to get those GP up we also continue helping support cosmetology Club um and what I'm really excited at Southwest that a student have brought her attention that they wanted to start isde interde organization they focus on the gender inequalities among like women and they this year they want to focus on creating more opportunities and stem for girls um there's also um in the works that we talked to Mr lion about I don't see them in the crowd but I'm throwing them out there um we would like to do a school mural and Brian can discuss that as well yeah have a relationship with Mr Li we want to go ahead and in a Mur on the back side of the girl Lo room for by
034area act um that way students have a say as well in the design okay that we'll design sorry we'll design a competition of a draw sketch that will be submitted and reviewed by our ASB as well as Mr L dates and events that we welcome you to to come board members as Wellness Wednesdays at Southwest which is Arc supports as well we have a lights on event um that each one of our schools is doing so October 24th is Southwest um as Central is going to be the 24th and Desert Oasis is linking it up I believe it this Monday oh the 22 for Desert ois um we are also having um Mexican Independence celebration um at Southwest and um as well as desert or Oasis on the 16th um I'd like to kind of
035give you just a little bit of data how many students that we servicing each day um Desert Oasis is servicing 80% of their population which is students um 70 students daily 70 to 80 um a Southwest High School is approximately um servicing 140 to 150 daily that is morning program as well as after noon program and as Central is servicing over daily okay so we wanted just concluded that these programs are designed to meet the needs of our diverse um student populations by providing them with the tools that they need to succeed academically socially and emotionally um from skill-based certifications to leadership workshops to college application support and community building events we are committed at least I am in my team are committed to our students for a bright successful future do we have any
036questions board members comments concerns and so I was as you were me mentioning the girl up Club I think there's a lot of women in our community who would be very excited about helping um if you need ladies to come and talk about higher education careers um and I'm thinking um trusty Espinosa about the stem conference that we're going to be having four ladies right in January in our stem building at Central that would be a great um activity for for the club to participate in you anybody else I think it's a great program I think we always try to focus on trying trying to get women in leadership roles and women coaches because if they see it they can be it and they like we like to you know enforce that with our students

038um to present our team we are the instructional support team for the central Union High School District uh we affectionately call ourselves the IST um miss Monica Martinez and I co-supervise the four most fabulous coaches that we could possibly ever have hoped for uh you see three before you our fourth is out coaching in another sense with our young men out on the football field so um I would like to just take this time to turn it over to our instructional coaches and Miss Martinez um Mr H Gaga is our one of our new instructional coaches we're excited to have him on board um Janine NS is one of our veteran coaches Renee sheld doall is one of our newer coaches as well and then of course my partner in crime Miss Martine is there
039at the end so um I'm very very honored to get the chance to work with them and to have them be a part of our adventure together so why is this not doing what it's supposed to do right hello um as instructional coaches we provide U many opportunities for staff to learn and one of the opportunities is learning walks um this is a time for teachers to um go and visit other classrooms and get to see their peers in action um we typically have um done learning walks with our new teachers that are new first and second year in the district but last year we were able to bring our veteran teachers on board um we had about 30 veteran teachers that said yes I want to go um and so they were also able
040to go into other classrooms we try to go into about eight classrooms during the day we take a whole day and just go in visit classrooms um we usually have a focus for the day sometimes it's opening and closing activities um in the classroom transitioning chunking of lessons um engagement what does that look like movement in the classroom we find you know go into teachers classrooms that we know how are really strong in these areas and we bring our teachers in um checking for understanding we're always looking for different ways to um check for understanding with our um students and so teachers is go in see their peers in action um reflect on their own teaching practices and come back with a lot of things that they will Implement into their own classroom our conversations
041are always positive um again and just doing reflection um on their own practices another thing that we also do is teachery the teacher Academy is focused mainly on year one and year two teachers in the district um some years we've had teachers um that are new to the district that have no classroom experience this year we have more teachers with three or more years of experience under their belt so we kind have to shift and focus um what we do in these teacher acmis we always start out the year though with an aries training teaching them how to use the grade book um attendance Google Classroom um just because they've been teaching before doesn't mean they've used these tools in the past um we also dedicate some time for them to talk about back to
042school night because that's always you know even if you're coming from a different District you you know things work differently in other places so we will um focus on that we support them through the evaluation process as well District initiatives bring them on board and um talk to them about those and get them to um know what our district is focusing on for the year um so we have a whole list of things that we go through out through the year with um our new teachers and we also when there is uh District professional development day um we are also part of the planning process especially when there are sessions involved we recruit teachers to um present some sessions and just kind of help organize the day as well and with that I want to
043pass it on to Renee and she can share more good evening my name is Rene sheld doall and I am a proud uh instructional coach for Central Union High School District I had the privilege today of speaking um about our District's growth in learning we not only have the examples of student learning but teachers learning as uh Janine was saying administrators um and then um teachers and teachers being in other classrooms and I have to share with you the photograph that you see up here the photos that you see up here is the training that we gave to our substitutes something that we hadn't done in a few years I understand so the substitutes we got great review from substitutes and it was really a pleasure to be able to help those when our when
044our teachers can't be in the classroom we need a good substitute who knows what they're doing um and knows how to access information that best can support our students so that was really important to be able to do this for um our substitutes we're at our fifth week of school and we have so much learning to do today I was in 12 classrooms and that's just me and I'm telling you these people are working hard to make sure that instruction is going the best that it can our teachers are supported um and that the growth that we are learning we're not just learning today right we've got to learn every day from here on and get better every single day um our teachers have opportunities during the pre-service as we were mentioning um our early
045release Wednesdays um tomorrow right we'll be learning some wonderful things tomorrow um and then just the initiatives that we're dealing with I I think that it's um important that the teachers know where we're going um and we we're learning together right we're all having the opportunity to learn and our growth it's gonna right it it can only get better from this point forward um we're uh currently working on the learning walks for our new teachers coming up in the next week um where veteran teachers will be a part of it um we're visiting the classrooms of expert teachers pure teachers to make sure that our new teachers are learning and being able to um further their skills and so that growth again um just making sure that we're uh giving every opportunity for that growth
046uh we also have upcoming co- teing so we're supporting co- teers so that it um The Learning is seamless that teaching is seamless um that one teacher versus another teacher in the same classroom students are making sure to address either and they're they're both they're my teachers and we don't have a difference between what's going on in that classroom as well I also want to um give you that and thank you um the board is for this last one um the ic's have the opportunity to attend this year the tcea conference um and we're excited about that so it's in October or at least we hope so when you get to that item yes but that was actually agenda I was gon to say but that's actually something that that happened last year um for
047our veteran um uh instructional coaches and so it was really important to have that and the growth can only happen when we have those Le learning opportunities and we're providing you are providing um those opportunities so thank you very much for that all right so another Focus that we have as instructional coaches is empowerment for our teachers and so we do this through huddles where we have a topic of discussion that teachers can and teachers can come in and out during the prep periods throughout the day and they can discuss that topic of discussion or if they have any questions for us we're available to them for that we also support uh individuals with their instruction or their planning we are trying to get coaching Cycles in place I've had three teachers Reach Out interested
048in coaching SES already and then uh providing District uh professional development to our teachers as well we also started um for empowering our teachers the instructional strategies purpose of the newsletter is to just share uh instructional strategies to teachers or maybe remind them of instructional strategies that are occurring throughout the district and to highlight teachers in the process and praise them for the instructional strategies that in their classrooms so the second week of school uh we went to Southwest wanted to highlight them third week of school we were at Desert Oasis highlighted great things happening there and then the and then the four week is for we're at Central and then highlighting the things that we going on there uh this next week we are celebrating CTE we've been in a lot of CTE classes
049and it's been so much fun seeing what's happening in those classrooms try again but yeah that's going to be District wi so going to to the different districts in the CTE classrooms and just highlighting what they're doing there's also a session there a section there for shout outs teacher shout outs so that they can praise each other and celebrate their own work and highlight each other so yeah that's how we're focusing on building a positive District culture and empowering our teachers any questions we're not quite done yet just really quick just to add woven into everything that we do technolog is behind everything so our coach who is not here today he is our Tech Guru of the group um so we have a wide variety of tech tools available to our teachers so that
050involves training to help them uh determine which one works for their style of teaching for their content area and so forth and this is just a small number of what we have available for our teachers um the one you see at the top nwea that's a brand new platform we have that we're working through at the moment to provide benchmark assessments Aries was mentioned earlier that is our student information system which is behind all of these um in our elementary school they have clever which is a single sign on dashboard all the digital apps and software are housed and students just go into that and they have access to all of that we do not have clever but we have class link which functions in the same way so students as well as all our
051staff has access to that uh elevation is a tool that we purchase for the purpose of supporting our English Learners so one of the features that is provided through elevation is strategies for our teachers if a teacher ising help a student with their reading comprehension they can go into elevation and find different strategies that they can use and help them help their students through the learning process education modified is another tool that we acquired for the purpose of making sure that all staff has access and is aware of our students with IEPs and Bible four plans right now we're currently working on making sure that all the information is updated there but it is something where teachers can go into look at their class what students um have what learning needs and how we can
052better assist them canva is another widely used tool that we have with teachers they use in their classrooms uh it's kind of like a graphic design so it helps their students become very creative and teachers have um created project uh projects for their students and they use this so that students can you know upload their images and create really nice um whether it's a slide deck or reports and so on and again Ed puzzle is another on uh teachers can upload videos and they can set up the video in such a way to where it'll stop after every few minutes the stud uh teacher poses a question check for understanding and continues and has that conversation with them but again the list goes on we can go on but we have a lot of this
053involved there so all the work that this team does is incorporate the technology in some way whether we're providing teachers a support on how to use it not only how to manage it but to implement it in an Innovative Way for their instruction in the classroom and Tech fites just along with uh the newsletter that cour had just passed out Eddie um our other our Tech coach also uh puts out a tech Bight so he's working not finalizing the first one for this that focuses in on some of the tools that we do have available for our staff and how we can use it uh for our instruction thank you very much for your time do you have any questions for us no questions necessarily just bar impressed with the newsletter and I'm looking forward

056um colleagues and members of the community attendance my name is gabino dwas I am the President of the Central Secondary Teachers Association but at this moment even though I am representing the association in this uh regard um this is not me using my time that's reserved for later okay so I just want to talk about uh one thing that I found in the Personnel report that I found kind of interesting um and I I understand that um money's tight sometimes but I do need to make sure that uh board members are aware that we've had time to remedy this situation and apparently we're moving forward with uh cutting a program um the program that I'm referring to is the seal coordinator position at Central and at Southwest um they have turned it from a 20%
057assignment to I believe it's 80 hours um the problem with that well let me see if I can if if I can give you a whole picture of it um there is information that that I've received that uh this was all Grant funded and that Grant has expired and I understand that when the funding has expired sometimes we have to do away with programs but when we see a program especially after the pandemic that had such significant value and impact on our students I think that as a as a educational institution that has to deal with you know the emotional um learning of students as well we need to Value those programs and we need to continue those programs whether the funding has expired or not and in this regard I think that um we
058are doing um more um by allowing it to continue at Desert Oasis which is great um as that population needs needs this as well as every other population as well um but to discontinue it or to um I guess do less of it it it you know may maybe we've done enough during the last three years to set up a program and and that program is up and running and great but um what I've heard from the individuals that were running the program is that uh they received short notice they did a lot of the work in the summer and they still have work to do therefore to just give them the 80 hours may not be sufficient and it may turn out to be a a disservice to our students and so I would

061school board meeting this past June a resolution number 06112 4-32 proclaimed the month of June as a lgbtqia plus pride month was approved um here's a you can find a copy in the school district website moving forward on the subject of sexually explicit material back in August during the registration week I visited Southwest High School library and noticed numerous books that are sexually inappropriate for minors the words and Graphics are extremely sexually explicit obscene and vulgar I believe that I believe that we must preserve cultural standards of morality and stop promoting pornography and obscenity that we find in books magazine movies and radio as a parent I consider that these books are not educationally fit they are clearly vulgar and should be removed I believe is vitally important for parents to truly understand what the

065so along that comes Services Under the Umbrella of employability so we uh create and or we help create and help develop resumés with students we allow them to feel career ready by way of giving them career assessments we help them prepare for future interviews help them prepare with public speaking professionalism everything that they need to fully feel that preparation and they won't go in completely blind when it comes to future job interview um or knowing what's required in a resume or what employers look for in a great employee um not only that but we also allow them to explore different career opportunities uh we coordinate with our teachers to provide work-based learning opportunities find the ones that best tie into the classes um and we coordinate with to find any uh job shadowing work tours
066uh internship so that's what we usually uh collaborate with them on and just being able to provide as many and resources that we can to our students to know what opportunities like here in the valley and to also collaborate with local industry members to help them you know know that u high schools are also really willing to collaborate um not only that but we also have our own ivop events that allow students to really hone in on their own skill sets that they learn in their CTE classes um and to really develop them and showcase to Future industry members and local industry members that they have so I'll pass it on to my colleague to talk about these events so I'll just go really really quick um our first event is actually our regional advisory

083no no no yes approval of board resolution number 91024 d07 adopting the Gan limit for the 2023 24 school year um let me just kind of read the synopsis in November of 1979 California voters approved proposition 4 an initiative that added article uh 13B to the California Constitution the Constitutional Amendment known known as again initiative placed limits on the growth of expenditures for publicly funded programs these constitutional and statutory sections require that each entity of government formally adopt its Appropriations limit for a given fiscal year the 2324 Appropriations limit for Central Union High School District was 43,900 41464 the district's Appropriations subject to to this limit was were 45 million $89,950 there's no Financial impact the board is requested to adopt this resolution adopting the Gan Appropriations limit for 2324 school year the Gan form

085Chiller in HVAC replacement do I think Dr ferus did you have something to say regarding this change order or um yeah my entire career in education I didn't know what the heck a change order even was um but it's real simple it's something that gets changed when you're building facilities and when you have a medium or large facility um construction or refurbishing um you run into even if the architect has planned for it there still runs into snags sometimes something's found underground a cable or a electric something needs rerouted uh one another good example is um circuit boards being moved from one side of a room to another as they're being built something that might be unexpected in this case well in all cases change orders are projected you know it's going to happen so
086you project that you're going to need some extra funding inside the project in this case obviously probably the most important thing we need in our school district is ensuring that our uh chillers and our h vac systems are uh constantly being upgraded and at Southwest uh they were all the original um units so they're over 25 years old now in this case the change order requires uh F uh installation of a panel and some Chiller and boiler pumps um so that's I just wanted to say that because that's something that I've learned recently about how change orders affect construction and how you have to project for something's always going to need adjusted thank you are there any questions for Dr farcus do I have a motion so move um Mo motion by trusty Rodriguez I'll
087second seconded by trusty Spinosa all in favor I opposed motion passes next item approval of 2023 24 un audited actuals and the September revised 20242 budget minimum guarantee with a little bit of history on it 2 this year we had abouton that that was overestimated um a lot of this what happens is um we did the state did a push off until October to have those taxes recognized um one of the things is that we over the it was $26 billion in over estimated taxes so this created um we have to have a a minimum amount um for proposition 98 which was at $16.8 billion um because the state did use one-time funding to um fund a lot of this ongoing expenditures we were not able to meet that minimum guarantee leaving us about $8.3
088billion short um with which eventually will be paid back to education I know that's one of the things that the governor did not want to cut in education So eventually within time within years that money is going to um be replaced or given back to the to to education uh we are expecting deferrals for the 2425 school year um the estimated deferral would be in June um meaning that we just have to keep a close eye on our cash um on our District budget making sure that we will a be able to um cover all our expenditures for the month of June um because we will not get that actual paycheck to the school district and until July 2025 so that is expected it could change this is just a projection right now I think
089we'll have more concrete numbers when the January budget is released um so that's for the deferrals um here's just a kind of um what what we should expect um looking we just have to make sure that we have a strong cash balance because that you know depending on um on how much cash we have on hand we would either need to borrow which that would not be the case here with Central Union High School District um but I will um our team will be keeping a close eye on monitoring our cash fund balance and making sure that we're prepared for that deferral in June of 2025 so here I have for you um there are no changes from the July 1st budget um these are projected um enrollment numbers and funded ada8 um we will
090have better numbers in October that's when we do our seabeds so after first May um we will be able I will be be able to provide better numbers and as far as what our funding will be the one thing key point that I do want to mention is that we are in declining enrollment um since 2019 we've um there hasn't been a change I know this has been discussed before but I just kind of wanted to bring out again and make sure that we're all on the same page we have uh about 137 students declining um enrollment but then there's also a a we're funded on on Ada not enrollment and we do have something that protects our districts because it's throughout the whole state of California so we have a three-year average so that
091has really helped us as far as not losing so much money but we are projected to lose about another 54 Ada once again once we have that enrollment the seabeds count and then P2 comes out um I'll be able to get you better estimates as far as where we're projected to be but we are expecting a loss in um funding because of enrollment so here you can see the trend you have the blue line that shows you your actual enrollment and then you have the funded P2 Ada and the actual Ada P2 so the red line if if the state didn't have that protection in place um that's where we would be funded at um that's about $2.6 million that we would lose but because we have that protected um three-year average it's not as
092bad um we are currently um our enrollment is at a 95.4% and our team is working we do have a program in place to help our Ada increase it and hopefully we can increase it to the to the higher 90s that way we don't see such a big loss in our funding so with lcff so I have 23 and 24 school year um and this is kind of to show you our threeyear average what we're funded at um for 23 24 it was 16,988 which would put our funding at 16,27 per 80 a but because of the declining enrollment you can see the difference with our 2324 is at 3900 whereas our projected Ada threee average for 2425 is at 3,800 um resulting an $198,000 difference between the lcff for 2324 and 2425 so kind
093of to put things in perspective even though we're receiving that 1.07 Cola we're really losing 31 so it's really we're really being funded at 76 so that's kind of something that I wanted to point out to kind of give you numbers in perspective just because we're of our declining enrollment and again again these are just projections as we get closer to you know once I see P1 numbers and then P2 because we're funded on P2 um we'll have solid numbers there now we go in to the UN audited actuals for um 2324 versus a 2425 September revise so there aren't much changes as from the July 1st the estimated actuals to September um the differences are so you can see our lcff um because of a declining enrollment and where we actually ended in 2324
094versus what was estimated we have a a decrease of 459,000 for our federal revenues we adjusted to um the Federal Medical Billing funds which were projecting an increase of $1,000 for State revenues um we're seeing a decrease of 231,000 and this has to do with Transportation reimbursement then we have the uh decrease of $564,000 838 and this is an adjustment we have to do every year based on our uh fair market value of the cash we have on hand meaning last year we had certain balances onetime dollars in our bank account so now we are receiving less interest because we don't have that cash in in our bank account so um and that's because we're spending down onetime dollars um so with the total projection of revenues um D decreasing and this is unrestricted of
095$1 1.2 million then we have um our expenditures so we have our certificated staff um you'll see an increase of 3, 3,2 62,000 and again this is a difference because of where we actually ended so the UN audited actuals is that's where we're closing the books at and with the September Revis now we have one we've had one two payroll periods so now we can see what we're at you know where our staffing is at um I know when we do our July 1st budget we do estimates but then once we actually hire a person we place them in the right um step and column so that that has a lot to do with the changes as well too same thing with classified salaries an increase of 151,000 118 um along with the employee benefits
096those also go up based on salaries um and just a special note on here um the you know stirs cost at still at a 19.10% then you you're you have the purs at a 27.05.2012 the books at and what we're projecting for um this current school year 2425 again we have shifted some expenditures making sure that we're covering salaries and benefits so you'll see that there's Cuts here just to make sure that we are um have our funding for where you know our staff needs it uh we have again um for service and operating expenditures um this is just again another shift budget cuts for the general fund we have our Capital Outlet increase of $590,000 and these are capital projects um we are finishing finalizing up some this year um that weren't finished off
097last year so some of them cross fiscal years were paying the bills this this current school year then we have um a a a decrease in transfer to the community base the the [Music] 528,000 for indirect cost 478,000 sorry um and this is an undirect Cost U as as expenditures decrease so do indirect cost rates then we have U an increase of 1.8 million um for we had done this this is a direct effect of the program transfer special Leed so we have to cover those funds um and it's about um one point out of that you'll see that before it was 3 million now for 2425 it's at 1.1 million so just know that this is um that has to do with with the program transfer as well as the bottom the contributions um
098because special ed program is a restricted program we are transferring those funds from unrestricted to restricted now we have the restricted side so for the restricted we have our federal revenues um you see a huge decrease here of $4 million and the reason for that is because we are spending down our onetime funds so we received that money in Prior years we don't get the revenue this year it was accounted for last year so that that's what you see there that 4 um $4 million then for federals or for State revenues um there's different programs that were um that decrease and I I listed some of these here these are the learning recovery block grant CTE funding art and music and the art and music instructional materials so it's it's it's a minor um decrease
099but still um listed those programs then we have our local revenues so this is where you see the increase for the Comm the special ed Community Based program then we have and all of these expenditures are due to the special ed program transfers so you'll see that our certificated staff increased to one point by 1.9 million we have our classified staff 1.1 million then of course the um benefits go along with that now we have our books and supplies we have a increase of $3.9 million and these are due to these programs and please note that I know we have um we have basically carryover from prior year so these are expenditures that didn't happen in 2324 so now we're planning to have them in 2425 so that's why you see these huge variances and
100the same with Services operating expenditures of 1 Point $8 million then we have our capital outlay a decrease of 2 m million we have our other outgo slight increase for leas equipment then we have the projected because we have increases in this restricted side um you'll see that our indirects are increasing on of $474,000 and then here you'll see the flip side of the unrestricted um the contribution that is needed for the special ed program and then here we have our form form um one and this is just if I know it's very small I Tred to make it as big as possible but to include the information but you do have it in your packets so just so you know that um the 2425 we are estimating a contribution of $7 million and that
101is that that has to do with the again the special ed program transfer and making sure that we are able to maintain those programs here you have the ending fund balance for 2425 again this is a projection you have your unrestricted and your restricted which leaves us at a total of $15 million ending balance for 2425 and just know that we are my team is um you know we are working closely together making sure that um we're looking at areas that where we're spending money making sure we're on top of that and that we're being um doing our due diligence and making sure the money is in the right areas and that we're not just spending money just to spend money so that's all I have for you any questions concerns question yes um do
102do do you have any data on on on other school districts within the county of their decline enrollment or is it just our school no I I I I can gather that data from you just to let you know the we're all in declining enrollment the only School District that is not declining and I think a lot a lot of our students are moving that direction but then there's a lot of students moving out of the actual State of California Imperial Imperial Unified School District is the only um the only School District that has a positive um doesn't have a declining enrollment but all other school districts are experiencing that questions so Mar I know that had with bringing over the transfer of the special ed students so um do you see those numbers just
103continuing um in the next academic year in terms of sustaining the programs with a certificated and the classified staff needed I I think that's um we're going to have to look at our numbers as far as because special ed is a special program we don't have our Ada is not the same it doesn't follow the same as at 95% that our general Ed population um we're hoping that there are um other you know that they do start coming to school that way we get that full Ada on our special ed kids but um as far as um I know I know we have we have see a lot more students coming in with special ed needs but again what when they come to our school district that ADA is going to follow them so so

106here um again in no way am I trying to disrespect Arnold at all um I respect the man but he always made comments about the projections as they were solid numbers and they're not they're projections um so I found it very refreshing thank you um Switching gears um I I want to talk to you guys a little bit about um some problems that been happening throughout the school year um where it's affecting teachers it's affecting students and our response to these problems is not quick enough or not in my opinion good enough um and that's when when teachers are out uh for a prolonged period of time um we are filling the positions with substitutes but the majority of the of the work is falling on one or two individuals and and all we're doing
107is saying well it's in the job description but that job description is is talking about this is a temporary solution for a problem and that's it the problem that I'm going to to is is when um a teacher is out for a very long time um the department heads are basically doing most of the heavy lifting when it comes to the planning and and and helping the substitutes to to do the job that they have to do um at Central it's been falling on on on the shoulders of one individual um for multiple teachers and even though the district is trying to fill that position and trying to do something to help the majority of the work is still landing on her shoulders and it's not fair and it's not the first year and it's
108been repetitive years on the same individual and I think that we need to explore and we need to come up with a better plan we need to um we can't just say well it's part of the job description well we need to revisit that job description we need to do better because this this teacher has to do her job and now she's got to do the job of others for a extended period of time and that's just not good enough um so I encourage us to um to look at that and and find answers and and do better um which brings me to um the t-shirts that we were given out at the beginning of the school year which said uh one district one team starts with me um I I I wholeheartedly believe that
109all of the teachers on the campus all of the employees all of the classified staff all of the administrators everyone um believes that in their hearts and is committed to what it says on that uh on that wall where it says committed to Excellence I think that we all would like that to be the truth but I don't think that currently we are there I it is a a goal it is I believe attainable but I don't think that we're making the strides to get there with the way we're currently doing things um and and what I'm referring to are things where um we adopt a new program or we bring on a new um system um and I'm going to speak to you guys about what's been affecting Math teachers and English teachers very
110recently which is the nwaa program um if we are going to be one district one team I think that the teachers and I've been saying this for years now need to be a part of the conversation we need to be a part of the conversation when it comes to adopting or purchasing a new program we need to be a part of the conversation when it comes to the decision-making process of that because when we are not then we're just relegated to hey we purchased this program figure it out and that's what we've been doing again it's not the first time we dealt with a program called DNA we were told that DNA program has this item bank that you guys can create your test with and we purchased it the item Bank was very limited
111then we said okay well let's take a look at that item bank and it wasn't good enough and guess what we no longer have DNA now we have NWA I mean nwea and just the roll out of it has been frustrating for many teachers like I set up my classes I did all of this research trying to figure it out because the training that we were provided for was was not very good they did not give us the answers we were not able to play with the system we were not able to ask questions because I don't know why but it wasn't adequate so we did all the necessary research and we tried to get it up and running and we ran into a bunch of hiccups where everyone was saying I had this problem
112I had that problem this happened this happened so it points to how much research was put into when we decided we're going to buy that system I mean the goal of the system the data collection and all that that that's not something that we don't need we do but my question is is there a better system that will do the same thing maybe I don't know but if we were a part of that conversation we could probably raise the questions we could say you know what this has been my experience in the past this is what I need to make sure is not happening when we use this new program and then at least that part of it can be addressed by the our site I mean our district leadership when they make the purchase
113agreements with these companies they could say these are non-negotiable items that we need to make sure that your program takes care of for our teachers so that it would work right because right now currently um we're supposed to have the exam for three different sessions and it went from we're going to give the test and I thought okay we're doing three days of instruction to now we're doing six days because it's taken me two days to give out the test because the students cannot finish it in one day so now it's two days two days two days but then we did not account for what about makeups right we got an email saying we got enough data um I completely disagree that we have enough data when your teachers have not finished testing if this
114is going to give the teacher data to determine how are my students doing but my students have not completed the test then I do not have the data that I need to later compare to the next sittings of that same test so there are problems throughout the system everyone I I I I cannot say that they're not I everyone has been doing their best to figure it out making phone calls to the system talking figuring it out but I think that we could have avoided that had we asked appropriate questions ahead of time and that comes from the collaboration and the discussion from everyone that's involved with it and I just encourage the district that if we are fully committed to Excellence that if we are serious about becoming one team that we respect all
