003Oasis in adult education graduations and they were also amazing very proud of all their students in our district and I'm just very proud to be a trustee of this District overall and so I just want to wish everybody a great summer very relaxing summer you know this is our time to paint get ready for the for the new year but again just congratulations to everybody for a job well done thank you Chelsea pinado and I'll be hearing from trustee Espinosa everyone thank you for all being in attendance today and I'm sure everyone's looking forward to really restful relaxing and relatively coolish warmish summer um just happy to share and Report out that I was able to attend and participate in southwest's graduation and that was a particular heartwarming for me for a once in a
004lifetime opportunity with my cousin who graduated this last year and so thank you for all who are have helped her and supported her and guided her through that she is a very she's my family but she's also represents a lot of our students and so those who have shown and supported her and her journey here thank you and to the rest of the students and folks who are graduating congrats it's they did it they made it and those who are coming into their senior year they're going to do it and they're going to make it and so with that I do just want to wish everyone a great relaxing and happy summer thank you trustee Espinoza when I'll be hearing from trustee nuja probably the 35th time school year in 1920s so it was it
005was nice to see them see across the state they sure haven't grown a lot since then my hat's off to the ASB directors at both sites because putting on the graduation was something that is is uh it's a lot to do a lot the counselors reading the names making sure everybody's in the right spot everybody has the tickets that they need so it's it's a it's an awesome organization when it's done smoothly and I think both sides had the opportunity to display that mount signal Desert Oasis Adult Ed that was a wonderful ceremony at the theater right before the two main schools graduated so that was always nice I had the opportunity to go by Central the other day and it looks like summer school is just smooth I don't know if Monica is here
006but I think she's doing a great job I went there and it was right during a passing period and the kids were needed were going where they needed to be everybody was having a good time the weather was still kind of nice so there's a lot of things going on walk by Southwest it looks like there the bulldozers are out in front of the school Mr Derma came out and kind of explained how the concrete is going to be expanded a little bit and the grass is going to go around those palm trees that are out front so I think that's going to be very nice not as much concrete and cement that's going to go in there but I think it's going to be very nice when all that is finished and I'm sure
007it's going to take some time but definitely be well worth it so I hope everybody has a wonderful summer and um ready to go thank you thank you trustee new gym and regarding my report I just wanted to begin as I always do by thanking everyone that is attending this meeting in person and or online the board does appreciate you taking time out of your day and joining this meeting and participating and what we call the governance process I want to congratulate all the staff for another successful school year this year we didn't have much of a covet interference by the government or public health no offense Jesse pinata our kids got to experience what we now call a normal school year so that was that was great to see I also wanted to thank
008the staff for inviting the board to many ceremonies and banquets I just want to encourage the staff to make it a priority to continue to send us these invites to any and all school events we we do strive to be an active board and we always want to show our support to the students the staff as well as the families that they're being recognized and supported by their elected board I also want to thank the staff and community members that came to the defense of the District of their District and board when there was an attempt to spread some misinformation including our previous meeting being interpreted in ways that was not reality or Truth by a local newspaper and content from a local radio station that I ironically listened to daily as I've stated many
009times your board is an extension of the community the board is a governance body to which means you have five individual members whose power is generated through Unity so individually we may not always agree with individual community members however we do strive to implement an efficient and effective governance process to which includes our availability to listen to our community members in or out of these meetings okay so I want to end by reminding our community staff and our students that this board is Unified this board is United this board is deeply connected to our community staff and students and this board is focused on the success and achievement of our students so that concludes my report and we'll now be hearing from any clubs also we got FFA great fantastic good evening trustees administrators staff

016speaking of community and families I'm also impressed by this entire Community it it's apparent now as I finish year one that this community of El Centro and our school district with our families and our students and our staff really know how to move forward together but still when there's disagreements have a respectful rebound and continue to know it's about our students our decisions even though sometimes it might not be perfect or it might not look as well as we wanted it to look when we make decisions that are based on protecting and educating and working with our students first most of the time that we land exactly where we need to land and we grow from it together so I'm impressed by the way we've handled not only even before I've been here just the
017community in general has been very impressive and that's how you get to to have a special place the special district and a special Community is being able to have some trust and have some ability to work together and also rebound and we want to say yes to everything I always start with trying to find a way to say yes and then often times you can get to the yes but there's always a few times where you don't have enough resources or it's not the exact direction that we're trying to go as a as a district and unfortunately those are opportunities where we have to say we need to table that or it's going to have to be pushed back for now it's not going to work in our Direction so I'm looking forward to next
018year staying together working forward on our vision and our goals and it always is based back on our next year of graduates and the students behind them so thank you for a wonderful year and all the support our district we'll now be moving on to the recognition certificated retirement certificated retirement tonight that we are recognizing and I think I have I think I thought I had a a few other partners but um tonight we're recognizing somebody that has served in our district for basically a decade and Mr Henderson David Henderson has served nine years at both schools Central and Southwest bouncing between the two which is no easy task working in so many ways to increase our library's capacity when it comes to serving our students increasing our literacy programs and actions really keeping an
019eye on all the things that schools that are moving into the at that time 21st century and beyond everything we need to do to have support for our students I've seen them numerous times in the southwest and the central libraries it looks like his daughter was Miss California 2019 and his son was an eagle scout so very successful family and father mother as well as incredible service to our district his hobbies and I'm sure he's going to continue those as he retires his photography creating TV shows and cooking um and then he'll miss most about the job of course is the students and he said that's the reason he went into the profession in the first place and the students were the reason he got up every single day um and uh retirement plans uh
020again back to the um to the cooking and the photography and he Lo here's a surprise his most interesting about him is he enjoys reading so he was not he was not able to be with us tonight but we will make sure that he gets this um recognition plaque for his hard work and service to our students at our at both of our schools so if you're out there listening Mr Henderson congratulations and thank you for all of your service for our school district and our students [Applause] thank you Dr Farkas so now I'll be moving on to recognition of chsd Imperial County classified employees of the year tonight we have the am I close enough to this mic tonight we have the honor of recognizing our classified employees that were made it to that

026one we can always count on to follow through with our requests yeah she is well respected by everyone at our site let me tell you when I first started working at Southwest as my first year here and very blessed year I might say um you know I walked into the office and I got to meet Miss Brown b as one of the first employees and um you know I didn't know that she had a great sense of humor But as time went on she I see that she has an awesome sense of humor we even have the the ringing Bell joke right inside the office but I'd like to give her please give her a hand she's an awesome person okay okay please please take this um and I am here uh tonight just as
027Mr dermise um calling out one of our um classified staff members who is um at the core of what Southwest represents so I'm going to bring him out here before I start talking so that's Mr Frank Martinez [Applause] so um Frank I think you want to face it that way they want to see you I know so uh Frank Martinez he is a valued team member at Southwest High School he is part of our family and has been working with us for over 25 years he is proudly one of the original staff members at Southwest High School and he helped open up our school um before being at Southwest he was at Central which is great and all but he's ours one of the main reasons why uh Frank is very dear to all of
028our hearts is because not only is he our security guard he is also the person who carries Eagle Pride like no other he goes above and beyond to complete Security and safety procedures he's always monitoring our campuses our facilities but in all honesty Frank is the first person that greets everyone he's there with a smile he helps build this sense of community and support that just makes everyone on campus feel welcome and that's what Frank represents not only for our staff but also for our students our parents um and then for our administrators he's just our go-to guy Frank supports our daily operations who are excited by size with student services department but also in all the other offices as well He makes himself um available at all times in the NPR in our front
029office he checks in with Mr Derma in the morning and says hey what else can I do so he is always there regardless of time and day um helping us with the supervision and monitoring the afternoon events football games dances rehearsals you name it Frank is there he is developing positive relations with everyone he assists with securing the sites during regular work hours evening events as I mentioned and he's always the first one to volunteer for extra tasks things that he has not necessarily paid for things that he doesn't have to do but he does things like fixing bikes helping our students who needs them he will make drop-offs and deliveries from the Imperial Valley food bank because families feel comfortable in going to them and reaching out for him with you know something that
030could is could be very personal and yet families reach out to Frank and and talk to him about some other needs so um more than anything he's also our connection to our families and our community because he does have that one-to-one relationship with our families um throughout the day Frank Street students with a smile or a fist pump he plays music at our Gates making sure that our school entrances are Lively he also does it at the exits at the end of the day he has a warm smile and kind words for students he de-escalates problems before they start because of his warm personality and he is exemplifies our Eagle Pride he volunteers like I mentioned before he's a role model for a student he strongly represents what it means to be an eagle not
031only on fantastic Fridays or purple and gold Fridays but on a daily basis he wears our schools colors proudly he encourages students to do so as well he walks around he's giving out goodie bags t-shirts he's playing with the what do you call that thing you play with Frank the thingy tell me the name because there's this little toy he plays with the kids and I can't remember the name but he challenges the kids and the kids really enjoy just being around Frank when Frank stands outside they stand around him and that is just one more sign that he is a well-loved and very well respected he is a big part of Southwest High School culture but he also demonstrates leadership and commitment his leadership traits and leading the rest of the security staff is
032also superb he takes the leadership he makes decisions for the team ensuring that our procedures and safety processes are followed um he has small Hobbies he makes Model golf carts he likes to display them in our discipline office and he shows off he's very proud of doing those things and he customizes them based on each person's likes and dislikes he leaves them on our little desk in our offices and I think a lot of our staff members have been a recipient of some type of a gift from Frank again not because he has to but because he wants to and he's helping us build that sense of family family staff members probably displays these handmade projects on their desk or on their bookcases another leadership trait that Frank has is that he leads by example
033he picks up trash giving injured students right he like I said builds the bikes for students anything that our students need to make sure that they are feeling welcome and safe I'm going to quote Mr Derma and he said Frank was one of the first people that welcomed me to the eagle family he volunteered volunteered to give me a tour of the site and to this day he is my one go-to workers at the site at minimum three days per week he comes to my office before 7 A.M to see if I need any help for the day he is one of the stones of the eagle foundation and for this reason I am proud to award Mr Frank Martinez the employee of the yard award from Imperial Valley College um I saw Frank's superstar

036something he does Mario is rarely absent from work and is willing to work overtime whenever needed Mario has also responded to emergency situation situations during and after hours without hesitation Mario has helped out other departments when needed to make sure the job gets done Mario understands we are all part of one district and if one department needs help he will do it Mario has helped me in learning a new position and for a new school district he's been helpful in my decision making on many issues in my short time with Central Union I am lucky as a supervisor to have such a dedicated loyal employee that enjoys his job Mario congratulations thank you very much congratulations okay next up we have Frank DeMayo our director of maintenance and I will turn it over to Frank

051development our teachers should feel equipped or educated to confront confront what lies ahead what do I what do I do with the parent who wasn't informed that their child is no longer a he but is now a she or what do I do when a male student comes into the um my classroom and tells me that um that a female student is in the restroom which by the way happened this past year this is new to all of us and asked what are we doing about it and how are we addressing it as for our parents we ask our parents to be involved Miss Pinedo I believe the last one you were really we want our parents to be involved in in IEPs and 504 504 and lcap and so I asked how are we
052involving our parents when it comes to board policy 5157 and other policies related to it will we inform our our parents if if a child uh is going to have a trans person sharing the locker room with them or the restroom or the materials that it are being tested or if a parent does ask will they be welcome or be will they be referred to as an Uninvited Intruder who is attempting to cause disruption as the Holtville trip you put it we cannot pick and choose how we want our parent involvement and last I want to address our needs of the students we need to continue um I'm sorry Ms Beltran stated that the event was necessary to give our students the opportunity to know they are included I asked what data do we have
053to say students are not included and what merits the idea of a promoting sexuality and um I just want to share that that that particular week included lgbtqia included including allies and from the stands I heard you all applaud the courage of these students had in promoting their sexuality yet you failed to applaud those students who were courageous and not enough to not participate the hosting Club titled unity and inclusion did it include students who practice abstinence or celibacy so then it was not inclusion but division changes are inevitable and I ask our district district to be more intentional when hosting future events meeting activities or and or to think about the message the audience and the speaker I ask you to think about who we're inviting and what we're trying to say and I
054just ask us to be really intentionable and intentional and and start being proactive about what's coming because changes are happening and we need to be informed we need to be educated and we need to be ready thank you for your comment Miss Gonzalez I I did a extend your your three minutes because we gave 10 minutes and you're the only speaker so you're welcome and so was there any anyone in the audience that wish to provide a public comment regarding non-agenda items saving none so now I'll be moving on so at this time I will ask our elected board for a motion to approve the agenda with modifications to authorization of the dollar amount on accent item number five two 19 million 772 174 dollars and all that sounds like a lot of money but
055we're going to explain it when we get to action at number five so do we have a motion agenda with the changes it's been motion of interesting about just Espinosa all those in favor please signify by saying aye all right any opposition every none that motion carries when I'll be moving on to the consent agenda items all items appearing on the consent agenda are routine business matters and will be acted upon by one motion without discussion should any board member request that an item be considered separately that item will be added to the end of the regular agenda I will now ask if there's a request by any board member to pull an item from the consent agenda hearing no request to pull an item I will now ask our elected board for a motion
056to approve the consent agenda and make a motion to approve the consent agenda oh second it's been motion about josephinado secondary Chelsea Espinoza all those in favor please signify by saying aye aye aye aye aye any opposition very none motion carries unanimously we saw there was 18 items and a lot of great things the one that stood out for me was the where's my notes at speech and debate new course at Desert Oasis they're also getting creative writing great stuff I need to attend that class that's what that said we'll now be moving on to the action items we'll begin with action item number one approval of June 13 2023 Personnel report the board is requested to approve June 13 2023 Personnel report as presented I'll make a motion I'll second it's been motioned by
057trustee Espinoza secondary Metro all those in favor be signified by saying aye any opposition hearing none motion carries and moving along to accident item number two public notice of information as per education code 42141 regarding self-insured workers compensation financial status it is requested that the Board of Trustees of central United High School District provide public notice as required under Education Code 42141 hi Queen I hate this thing okay I can't get this to go and it won't let me hit here we go you're on two yep I'm preparing for three I'm just trying to get ahead of the game because as you can see oh good she's not even on the clock yet nope see you got extra time goodness foreign [Music] thank you okay publicly disclose certain financial information that affects its financial status
058as per Education Code 42141 this legislation requires the following public disclosure if a district is self-insured for workers compensation claims either as an individual District or as a member of a joint Powers agency the district superintendent shall annually provide information to the governing board regarding the estimated accrued but unfunded cost of these claims the estimate is to be based on an Accu Actuarial report obtained at least three at least every three years this information shall be presented by the superintendent at a public meeting of the governing board and at that same meeting the board shall disclose as a separate agenda item whether or not it will reserve a sufficient amount of money in its budget to fund the present value of the accrued but unpaid workers compensation claims or it is otherwise decreasing the amount
059in its workers compensation Reserve fund the board will annually certify to the county superintendent the amount of money if any that it has decided to reserve in its budget for the cost of the benefits and or the claims and submit any necessary budget revisions to account for that Reserve attached is the Actuarial information from an Actuarial study performed by Aon risk Consultants Incorporated that represents the self-insured schools of California sisc for which the central Union High School District is a member participating in the self-insured Workers Compensation Program please review the attached Actuarial financial data according to the Actuarial study I hope someone corrects me on this the the sisc workers compensation jpa has a positive ending financial position the ending fund balance includes sufficient reserves that enable the district to be in full compliance with
060the workers compensation portion of Ed code 42141 without making any excess contributions to the SIC GPA and hence no separate agenda item will be needed to address any shortfall thank you so thank you but did I so so we have a room full of Educators so does anyone want to help you got it Actuarial thank you every day so with that said that was all required to give the public notice and when I'll be moving on to action item number three public hearing 2023 2024 seawhsd local control accountability plan including the supplement to the annual update to 2022 2023 local control and accountability plan I think we've got this okay a reminder that this was my first year so be kind um just a reminder when we when we work on the lcap where do
061you want me no no my bad but you saw what it was doing it's possessed when we're working on lcap we are looking at nine State priorities you see 10 there but you'll notice that one of them number nine is for County offices of Education only so I'm not going to read those to you but as we work on lcap these are the nine priorities that we are working toward and the state in determining whether or not we are making progress um use as a dashboard an accountability dashboard and so you'll see there those are some of the measurements by which our district and other districts are measured to determine progress so they're looking at our academic indicators for the most part that's Casp in English and math it's our chronic absenteeism rate it's our
062English learner progress It's Our graduation rate it's our suspension rate now there are a few other things that we self report with local indicators um but these are the types of things that the state is looking at in determining whether or not we are doing our due diligence for our students for our community foreign a lot of time on the budget for next year because Arnold is going to do that here coming up um I will tell you and I told Mr duen yes this earlier right his voice bounces around in my head because I remember a meeting where he said I don't know what this person did because they didn't spend a lot of money I thought about that a lot this year right am I spending money is Arnold spending money are we
063doing our due diligence I will tell you I've never would have said to you before this year it is hard to spend money but it is hard to spend money and it's hard because there are a lot of other things that are going on there are a lot of factors when we're talking about big projects you can't do everything at one time um long story short on the left hand side you see that we had budgeted for about 18.8 million dollars worth of expenditures in our lcap we spent about two-thirds of that so we've got some carryover going into the next year and Arnold will talk about that here later on the right hand side what you see is really what our budget is um I told you words weren't going to come to me
064projected there's a good word projected to be next year the blue on the far right hand side the l cap is just a piece of that budget I told you at the last board meeting that I was told in a in a training don't put a lot of words and here I am doing it again um but here are five goals and in the lcap are one of the things that we are tasked with Dewey's is explaining why you didn't spend all of your money and so long story short um we did still have some staff shortages we were unable to find Qualified people to fill certain positions and there were several positions that needed to be filled some of them we didn't get to additionally there was a lot of money put into hourly
065pay and it was hard to find people to work after hours no judgment right because there's a lot going on in life and all of us are entitled to a life and so what you'll see when you look at this year's El Cap is instead of putting all of our money in hourly pay we put some of it into subs and things of that nature so that we can pull teachers to do things during work hours so we're looking at different ways of accomplishing some of the activities that we have set forth I will also note there as I started with I am new and just keeping just keeping my head above water um was sometimes a task and so now that I am more familiar not just with the job but with lcap I
066think we're in a better place to ensure that we're doing more gold two is much like goal one again it was you know the staff shortage situation and where dollars were allotted but our goal is also to ensure that our teachers get the professional development that they need you heard Miss Gonzalez speak a little while ago and to some training that they need in the lgbtq world and you'll see in the lcap that it is there is many set aside to do those things goal three which is all Mount signal we just over budgeted we accomplished all that we set forth to do there we just put more money into that goal than we actually needed and goal four um due to covid or whatever else is going on in life we ordered buses they
067don't have buses ready to go right so some of the things that we thought we were going to be able to accomplish it's just because the supplies aren't available to us and there were large projects that we thought we might be able to accomplish but what we're finding is we don't have the facilities to do due diligence to some of those things so for example we would really like to have a Family Resource Center on all of our campuses because while the Family Resource Center at located closer to Central is a district Family Resource Center not all of our families see that as their resource or have the means to get there to take advantage of those resources and gold five there's much of the same of what we've talked about earlier we had hoped
068to be able to put a safe non-threatening space on each campus when a student needs an opportunity to decompress to just get away for a minute to collect themselves be ready to go back to class again facilities is an issue for us um but we have found other means of tackling these activities so for example we didn't spend money for a new person to monitor a non-threatening room and we didn't fully um that word is not there either um put in place that's that's bogus word right but like there isn't a place to hold this this type of an activity that being said our counselor stepped up and they're providing a service counselor of the day so the counselors do not schedule themselves for meetings on a given day of the week they make themselves
069available for whoever may need service so we didn't spend this big bulk of money on this thing we found other ways of doing it which were cheaper because of the limitations that we had just logistically so um we weren't able to hire a school resource officer right the El Centro Police Department just didn't have anybody to give us and so there were some things that were written into the lcap that we just we didn't get to or were unable to do that being said there were lots of successes and uh I'm not going to read all of that to you as well but the pieces in red are really what I'm going to focus on here today so when we talk to parents and students about additional support and services that are available the bulk
070of our students and our parents said yes we know that there are services available teachers over half of our teachers and students said that there's something available after school we're going to get to some of the feedback from those educational Partners later but they feel like we have support available they feel like coursework is challenging for the most part they believe that we are preparing students for College and Career and without a doubt we are providing our schools and our students with technology additionally this was an increase from last year a large percentage of our parents feel like campuses are safe again we'll talk about some of the feedback that came earlier but the bulk of our parents feel like campuses are safe they feel like our schools are providing translators and messages and a
071language that parents can understand so we are doing our due diligence and ensuring that the resources the information that we have available we are doing so in a way that parents are able to understand it and we hear from students that there is plenty of support and school spirit so through many means we are doing a good job of ensuring that our students and our parents feel like campuses are a safe place to be they feel some kind of belonging and school spirit I'm sure all of you can read that right my 40 plus eyes are not so good anymore our graduation rate is increasing slightly but it's increasing we're up to 89 89.3 percent Casp results in English are increasing small increments the small increments are better than nothing right and if you see
072that last sentence there while it's not red I think it's something that needs to be celebrated we are 25.4 points above standard so when you compare where we are with the state we're in a decent place still room for improvement but in a good place 51.4 percent of our Els are making progress toward an English language proficiency we are increasing the number of students who are able to complete a CTE pathway we have several students that are taking AP and IB exams and doing well on them you'll see some percentages there we're one to one all of our students have access to a device and in that letter G we also have mifi's available so if students don't have Wi-Fi at home we are providing that to them as well we're expanding our CTE pathways
073Desert Oasis started that personal services pathway this last year and at Southwest we started the AG mechanics program we are still working with IVC to try to get dual enrollment Auto classes at Central during the school day not just after school we started the attention to attendance campaign there are some numbers there that support that once we started the conferencing with parents those students who were chronically absent there was a 40 attendance rate with those students so in having conversations with parents and students our staff was able to help them understand the importance of attendance and what it does to students being successful in their classes we trained our special education teachers our administrators our school psychologists and our counselors and Ed code as it pertains to sped in IEP development we recognize that there
074is more work to be done there and it will continue next year but we feel like we're making some really good progress in ensuring that not only are we yep and it's being streamed right nice um are we meeting Ed code or the state's liability expectations but really that we're even looking to ensure that what we are doing is really supporting students we're not just checking boxes but we're ensuring that our students are supported to help them make those academic and socially emotional improvements all of our teachers were also trained and designated and integrated ELD so as we move forward with removing some of our SB classes and core content areas other than English and really mainstreaming or El students into classrooms we wanted to ensure that teachers had a better understanding of what their
075responsibilities were as far as language goes again there's more work to be done there but we have started that training process we've done a lot around mental health and social emotional learning and each campus is doing something a little bit different but with our Mental Health Specialists and the advisory activities and Jackie's I'm going to get this title wrong but soaring above stigma is that kind of right okay there you go lots of good things going on to make sure that we are trying to remove that stigma from Mental Health and then we brought back the safety Summit this year working with El Centro police department and icoe to ensure that teachers were up to date on protocols like the standard response protocol that will be utilized in emergency situation should anything ever happen last
076sentence there in that number n we're going to talk about a little bit later but we've also installed some Vape detectors at Desert Oasis kind of as a pilot program we're still trying to figure out its functionality and I'll explain why here in a little bit I'm a crier some of you already know that I'm trying not to do that but the student feedback sometimes kind of gets to me there's a lot of overlap between the groups of educational partners and so I'm again I'm not going to read all of these things to you but one of the things that really stood out is we talked to students across District in different classrooms hold it together here we go students really wanted us to understand that they want relationships with their teachers they wanted to
077be treated fairly and that they felt like sometimes there wasn't a lot of patience or flexibility and so as we move forward next year our goal is really to work on relationships helping us as staff members to reflect on why we do what we do and why we have certain practices in place and thinking about whether or not our systems if you will or obstacles or opportunities they asked us to revisit the homework and Grading policies they're asking for interventions during the school day they know that there's tutoring after school but they're saying help me during the school day and if that means you hire additional people to help us then you hire additional people to help us they have lots of reasons for not coming after school and you'll hear parents say the same
078thing so they're they're saying you've got me for 55 minutes in a class help me figure life out there they're asking for clarity so when when I'm trying to solve a problem this is one of their big things right and one of the reasons why they don't come to tutoring after school if I don't understand it during class and you explain it to me the same way after school why am I coming after school I don't get it so they're looking for multiple means or ways of explaining things um and they're looking for feedback some of them said I do my homework but nobody ever tells me what's right or wrong Embrace their questions they asked us check our understanding more often and when we have questions or when we can't answer things go back
079re-teach teach it differently they're looking for increased offerings I skipped a few there because I think we've kind of talked about that a little bit already but increased offerings so you saw the Desert Oasis is looking to offer a couple of other electives students at Desert Oasis say I come over here and it's all core give me something I enjoy something fun more opportunities for meeting with counselors they want more Mental Health Specialists on campuses or surfaces on campus and I told you I was going to come back to those Vape detectors in every group student group that I worked with they said I don't go to the restroom because it's not a safe place to be either there's something going on that I don't want to get caught up in or in the special
080ed classroom that I went to at Central they said I'm offered things and so we're looking to improve our security and safety in classrooms sorry in restrooms they talked about traffic around campuses and then at Desert Oasis they also talked about a changing area for PE while we're not looking at providing a changing area we're working with Mr Diaz because maybe students don't need to dress out for PE so we're having some other conversations again facilities is a logistical nightmare right now parents said a lot of the same things and I will tell you that both with students and parents science and math came up more often than other courses you see relationships there again more communication more apparent events more counseling or improve transportation safety and restrooms came up again bring the sros back
081more Mental Health Services improve the interventions that are available on campus one of the things that was brought up is that the interventions that we do have in place aren't necessarily for those upper course students so what are you doing when my student struggles in say Algebra 2 or pre-cal we do a lot sometimes with algebra one but what are we doing when students struggle in those higher level courses shs would like to have more stem courses and the parents are asking for some summer camp options classified staff said some of the same things more communication they talked about tutoring in the library better customer service more instructional AIDS more training especially in the world of special ed so we did things with teachers and we did things with administrators and counselors now it's time
082to to look at the instructional and the classified AIDS to see what we might be able to help them with and it's interesting that that bullet offer reading and writing Improvement support only came up with a classified staff but some of the people in that group were special ed instructional AIDS and they said I have never maybe due to covid seen students coming in with such low levels of reading and writing it's not just I don't like reading I really can't read and so I taught reading Improvement a long time ago it brought back some of those memories and some of the things that we did so we are now investigating bringing back some of those programs relationships came up again and that last bullet these are adults sitting in classrooms saying I'm bored so
083if I'm bored kids are bored so they're saying we need more interaction more engagement needs to be more interesting more relevance why am I learning what I'm learning certificated staff again there's a lot of overlap increase the PD in those areas that you see there improve the FRC we're working on it how do we service students who can't come to campus so we have Mount signal but what if it's just a short period of time and it's not a semester or a full year that the student needs assistance so really thinking about those short-term independent kind of options doing a better job of connecting our students to the Community College I think for a long time students have felt like if I go to IVC it's just IBC and so really helping our students understand
084the opportunity that IVC is the good things that are going on there right they're an aspen award-winning School good things going on there and we've built really good relationships as far as dual enrollment and CTE goes and so just helping students understand it's an opportunity you'll see Broad and CT course offerings there again improved communication incentivize parent events something to think about how do we get more parents to come because we spend a lot of time and energy on these parent events and then they are not very well attended so how do we incentivize those things and doing a better job at marketing our programs counseling is there again we talked with Foster youth staff and AD Advocates so not just people who are in our district but people who work with Foster youth outside
085of our district and really they're saying um we've got to be more diligent and consistent and working with our foster youth so not just meeting with them here or there but being more intentional with what we're doing with our foster youth students helping them to see their place on our campus feeling like they're part of our campus and that there is somebody they can go to and who is watching over them so we will do a better job with that next year starting with at the beginning of the year we're looking at setting up ssts for our foster youth and scheduling those frequent check-ins so that we are building those relationships and helping them to know where to go and what's available to them and then just better training and sharing of information both with
086the foster parents but with staff one of the things that came up with sensitivity right so foster you sometimes have to go to court sometimes numerous times and they miss school and if teachers don't understand what this student does up against it's hard to be flexible or to understand where they're coming from or maybe to accommodate what's going on in their life and so just helping staff understand what students are up against to think outside of the box and how they might be able to support one of the things that was interesting um I had never thought about you'll see the bullet down toward the bottom it says ensure students have access to the same kinds of goods so one of the things that was mentioned was a field trip that students went on and
087while there were some students who had money to purchase their own food we took bag lunches for the Foster youth and so really thinking through the message that we're not intentionally sending right we're just trying to make sure that they have a meal available to them but how does that student feel when other students are able to go purchase something they want rather than a tuna sandwich so we took all of that information and we reflected on so what does that mean for us um interventions was a big one it's one of our buckets so again we're just going to look at the red pieces so how do we better intervene so we're looking at hiring mtss specialists who will help us in scheduling students for ssts and or 504s when they need it so
088catching students before they fail determining what interventions they need to be successful individually not just as a group of students we need to do better with our cross-departmental meetings and collaboration so how are we working together to ensure that we're supporting students don't get me wrong that needs to happen in departments cross-departmental is important too how how are our sped teachers interacting with our core teachers what kind of communication are we having and how are we supporting each other and teacher Clarity is going to be one of our um priorities our Focus points next year so you'll hear a lot more about it as we move forward with it but really just being clear and intentional with what we're doing in our instruction so as teachers we know what it is that we expect from
089kids we have that well planned out it's communicated well to students there's checking for understanding as we move along it's really just a Back to Basics it's things that we did and maybe still do right but really just strengthening that so we are clear and what it is that we expect and what we are accomplishing with communication we're looking to hire a public information officer just to ensure that everybody knows what's going on and we're going to be better with our surveys and our customer service program so one of the things when we come back in August are um classified staff will be attending some customer service training but how do we help people feel like they're welcome on our campuses because if they don't feel welcomed then everything else falls apart right ensuring that
090we're using our technology appropriately sometimes the computer has just taken the place of the board right but how are we using technology to increase the interaction or the effectiveness of the instruction that's taking place in our classrooms and we're also going to put a lot of our time and energy into relationship building a few years ago our theme was connection before content and so kind of going back to what that is but really just self-reflecting and being intentional with what it is that we're doing with students and ensuring that they feel like they belong there and that their support so a little bit of overlap here with relationships trust and culture you'll see in red again our intent is to be clear to be transparent and to be credible if we say we're going to
091do it we're going to do it and we do so in a way that everybody understands and nothing's hidden and sometimes I reflected on this year sometimes I think I've done a really good job with that I think other people do too and then when you talk to other people they're like yeah I didn't understand it that way so it's a work in progress again developing stronger relationships our intent is to be more visible to be out there to see what's going on to be in classrooms to communicate expectations and what it is that we're seeing and how we might be in how we might improve and really just to work together it's not me and it's not me it's not you it's us together we're going to make things better and really that's going
092to happen with those two things that you see there at the end so teacher Clarity starts on August 7th first day back and then we're also going to bring in Dr Brown um to help us with our relationship building part of life he does a lot of work with um that just left again um bias personal biases sometimes we don't recognize that we have biases and biases are not necessarily wrong right but just acknowledging that we have them so that we're better able to manipulate things and manipulate sounds like a bad word I don't mean it that way right but really just to self-reflect on why do I do this why do I feel this way and how can I knowing what I know about myself how can I better support students or overcome some
093of those things if necessary but he also does a lot with trauma-informed practices so really just thinking about where students are coming from and what they need I've probably gone over my 15 minutes so we'll go quickly here special population support we've started it but we're going to continue it so really just making sure we understand what we're responsible for what students really need and then modifying and accommodating and supporting our students is necessary so continued professional development safety so we know safety in the restrooms is an issue we're looking to hire additional security we're looking to install those Vape detectors in all of our restrooms and ensure that we have technology that goes with that so that staff like security guards have an iPad or something of that nature so when that Vape detecting
094um The Vape detector goes off it's immediate I see it I go I'm not waiting for somebody to call me here we go but we want to deter bad behavior students are entitled to go to the restroom right we don't want students to feel like I can't go to the restroom that's that's just a human need so making sure that we're taking care of that we're looking to tighten up our cyber security and at Southwest already underway we're updating our fiber optics both to ensure that students and staff have access to improved technology and access but so that that helps us in our security department as well and in transportation so we're investing in some electrical bus electric buses because we're part of that zero emission initiative right but we need the infrastructure to do
095so as well so we're looking at putting some money into that infrastructure making sure there's air conditioning on all of our buses because students deserve that too and one of the things that um when we met with Foster youth one of the things that they shared was there's Transportation that's available but I want to go out for extracurricular activities and my parents don't have a car and practice or a game is over at eight nine ten o'clock and it's hot and sometimes really really dark so we're investigating means of getting students home after those kinds of activities as well so any questions or or suggestions for the lcap As we wrap this up we've got a little bit of time to add things if that's necessary or if they're good ideas but so right now
096they've been installed but we haven't been trained on how to read read it the company had some issues with their system actually they had an update of their system and then the guy who's supposed to train us is on vacation for two weeks so we're waiting for him to come back from vacation to train Us and how to read that screen good question I don't have a good answer can I share a little bit about our experience with the protectors so I worked with detectives before in the past so I didn't district and uh it was pretty efficient when you have when you're able to get an alarm alert on a cell phone and it tells you what restaurant right now the current system that we have we have the detectors we have our secretary
097monitoring the monitor which tells you what restroom green light for for whatever chemicals being used in the bathroom but if she's not on her desk watching it then no one's watching it so I think like you said maybe security guards having a an iPad that they get an alert immediately so I don't know the software is connected to this that we have right now but that's how it's working right now with the monitor again we haven't used it much luckily because it's been great so we've been in there right but there's been a couple times where see it Go Green it's like okay restaurant One Voice and look at the cameras who's coming out right but so it does detect whoever was in there and then you start Ed but I think it'll be more
098useful to get a software that connects to that or gives us an alert straight to the security and it says fresh from wine boys or whatever it is and it gives you what it is right because if people have a few chemicals on the that are kind of like the vapor gets to detect you know now these detectors not only detect Vapes but loud noises all kinds of other things right so that's very sensitive because the kids are being allowed outside in the hallway so there's little logistical work in progress um Central started at two years ago maybe three years ago and as we get together as a district on collaborative Wednesdays to have conversations Central's counselors would talk about this is what we're doing to address some of the things that are coming up
099or yeah and so Southwest put that into place I believe this year is the first year that they're doing so they're busy um and sometimes even the counselor of the day can't handle all that comes in right and our counselors are pretty flexible and and working with students as they come in and we've been lucky enough to add support staff right so we've got the mental health specialists and we hired an additional school psychologist so we have we feel like we're in a really good place human resource-wide in in that department um but they're busy it's yeah well good or bad right but but at least we have people available to work with students so good point um Year One I share those those names and numbers with me and and we include them more
100than happy to do so just trying to get through okay well very open like I said we got with the Foster youth people right so people at the county and at the Charlie homes and things of that nature but very open to including other people hmm it's better if I may thank you so much for this presentation you could tell there's a lot of work and dedication that went into it and all the support that this entire district has made into this presentation so thank you for everyone's work on this um more of a statement I'd just be curious to see what comes out of your last bullet point I think it was for foster youth having the availability or ability to be able to participate in after school activities such a such a unique
101perspective that we all don't think of but take advantage or take for granted that we get to particip or we had gotten to participate in these types of after school activities and some students just cannot so I know that's a hard um and difficult road to navigate to find even that answer um and I'd be curious to see how I can support you in that way because that's incredibly important so great job Arnold has reached out to the county as far as like bus passes and things of that nature so we're working on it so I had a quick comment so I'm really big on customer service and how we treat our our students our parents and Community workers as myself because I'm sure you guys know that I do sneak on campus every now
102and then in my work duties and my my um my first impressions with the school um starts with the check-in and then it goes to attendance office and then then I'll go to the other office to get in an open office and within those those those contacts with with staff at either school I'm not going to name one school because I go to all the schools my my contacts with the with staff aren't always Pleasant you know um I don't know if it's a if it's a personal thing because I'm sure you know majority of our workers don't necessarily know who their board members are and I don't take that personal I mean that in a respectable way so I was like I can't be that so I just I just really hope that um
103that we can come up with maybe um trainings or reiterate to our Frontline staff the importance of customer service and professional interactions with their students with our parents Community workers why because you know it leaves a lasting impression because me as a parent you know it can leave me with a nasty taste and I'm like this is how they treat parents you know or this is you know so I would just want to um hope to see um because I saw that customer service like oh that's that's a really great idea so if you guys could elaborate on that to help improve that at our school sites something that struck me really hard and and I think this is where we start with staff but one of the things that was said is hurt people
104and healed people heal people so I think as we work with staff it's helping them understand what function they play right but I think even more than that sometimes it's us helping our staff members get the support they need right so maybe there are wounds that need healed and we can help direct them in that and that process and my work with kids right sometimes it's easy to assume that a student is a certain way but when you really get down and you dig at those root causes of things hmm you just you realize the fact that the kids should showed up today is a big deal right and so really just helping our staff understand that um students and parents but also amongst employees and sometimes a rumors are on the boxes and those
105types of things are really hurtful to the environment and how and how do I take care of myself and give myself that work-life balance when I come to work I have the best seats so those are conversations ready oh was there any other questions for any board members no none for me because Henry did a great job [Applause] I'm sorry we're gonna be opening time and foreign my name is Jackie Valadez and I'm a teacher at Southwest and the CTE Career Technical education department I'm the hosta advisor the advisor for the Coalition for student wellness and this year I was the SEL coordinator first of all I would really want to commend Miss Petter for having a very transparent process for this lcap this was really my first time where I took a look at
106what this lcap really was and each line item and throughout this process she I was able to witness her get stakeholder feedback from students and then even teachers and counselors so if you're not part of the process it's by choice because these opportunities are available and so I'm hoping that in the future we could continue to work collaboratively to use the funds to best support students so the area that I wanted to just express my appreciation to being included in the outcome cup is of course the mental health and student wellness and teacher Wellness as even Carol mentioned for the last six years Southwest High School hosta has been leading soaring above stigma which is our mental health project this has been very successful because those students serve as peer leaders and it's peer-to-peer Outreach
107it's not coming from the adults necessarily but from the students to the students this has enabled students to learn about resources that they can access such as counselor of the day because during our lunchtime activities those students are sharing those Resources with their peers so it's not necessarily your teachers saying oh go to the counselor of the day it's a peer saying did you know that we have a counselor of the day so if you ever needed somebody that's your first step and as a teacher having that counselor of the day has been so helpful especially toward the end of the year with my seniors you can just tell their stressed they needed somebody and we could just call the office us and say I have a student and Frank you know of course he'll
108come and he'll pick them up and take them and they just needed some time and just kind of navigate these life choices and having a caring trusting adult to do that with that sometimes as a teacher we don't have time in the classroom so I think these processes throughout these years are changing and shifting because the emphasis is so critical it's really about saving student lives so with that being said I just wanted to re-emphasize the El Capitol and the line item 4.4 which is promote a positive safe and inclusive student culture there's about eighty six thousand dollars available for this line item and included in the description is promote student mental health and social emotional health through clubs meetings and assemblies work to work to include clubs that represent the needs of all students
109including clubs for members of the lgbtq community in addition promote social emotional well-being through activities lessons and crisis interventions so in working with Ms Petter and those teachers and the faculty and the staff even classified staff who are the experts in this we can continue to grow the support system with within our district and I think we have a lot of opportunity to share our best practices from each School site just like the counselor of the day or our soaring above stigma the yellow ribbon Club at Central with each other through the like the interdepartmental meetings but just getting those like Minds together we can we can as a district be a a model District because at Southwest High School HOSA we are a model chapter for our mental health project so we can be
110a model District in supporting students so I just want to bring that to your attention and I hope that you continue to follow up and and ask questions about what we're doing to support Student Wellness on our campuses so thank you comments burning I'm sorry number three so before you run was there any additional questions okay that's good so with that said we'll now be moving on to the action item number four who will uh the boxes for Central and Southwest high schools yeah thousand s so I'll kick off the discussion regarding this matter because it is apartments and Cristiano with your due to the larger amount of fence elaborate on the application of decide I know it's a little different question no no no no questions are great justification is that we need to
111replace our Lockers in the Deep boys and girls at Central and that's Southwest and it's been a project that's been in the mix for quite some time get one feedback from the sites and secondly to get a proposal as you can see here that would come into but I would think would be the reality of our world we first reached out to the company that you see here at Kya services and they cancel proposal of 1.4 million dollars that was unacceptable again we reached out for a couple of other companies that you can see there and we received one from a very irreparable Sierra School equipment company at seven hundred and eight thousand dollars I think this is 708 thousand dollars it's well deserved and an investment into our PE Department one of the things
112that uh was also needed and the reason why these lockers are moving forward was because we heard a lot of need from our school sites to have and provide our students a location a safe location a locker where they can put their backpack and their Chromebook safely and security we were having issues with students and bringing their Chromebooks and their backpacks into the PE department and they're carrying them with them because they didn't want to lose them they didn't know how to put them our lockers cannot accommodate that and this is one of the reasons why we're going with the larger offer and a more sturdier locker and stronger offer for both both sides so that being the most important part I think those lockers are there when my parents were at school and many
113of them were broken yeah yep I was going to just say at Central we had probably about 150 to 200 lockers that were not in use we couldn't use them so this this is going to provide us more lockers all of them will work is located is this going to replace every single Walker in every single gross two because I took a tour of the girls not doing that Central and um Central in the girls locker room we're actually adding some athletic doctors in there too a little larger offers for girls Athletics yeah the message we're sending our girls to coach Pena that did this wonderful renewable nothing more important so I that was one of my questions was whether to go because we talked about it and um I had talked about it with
114uh missile because I said do you mean where where so you're going to add more athletic locker rooms for the girls locker room that's already there yeah replace the lockers that are in the replace the ones that were there all of the lockers will be replaced into this hours man nobody showers because I was gonna ask I don't think our kids do not want to shower I don't blame them yeah and Arnold showed me the lockers and they look really nice map it just right with everything right next to each other instead of a whole bunch of small losses and then the one long Walkers that were down the way yeah very nice history yeah if there's no other further questions or discussion I'll ask or like the board for a motion what should I
115trustee or series seconded by trustee new gym all those in favor be signify by saying aye hi any opposition Harry none motion carries a couple no lockers I'm not speaking with Mr Sanders lead time potentially talking about that is once we place our order the colors have been selected appropriate calls for each of the sites and but once we put in the order we'll get we'll try to figure out what the lead time would be for that hopefully we can sell yeah okay with that said well I'll be moving on to action item number five approval and authorization to the transfer of funds received oh I was voted I asked the question that brain fog is affecting all of us imagine being in my shoes and having to do all this with brain fog sorry
116so when I'll be moving on to action item number five of six so we're almost there so we could all get home to a late supper and so action item number five approval and authorization to the transfer of funds received from The Office of Public School Construction from the county school facilities fund fund 350 to the Special Reserve fund for capital outlay projects fund 400. it is requested that the Board of Trustees of centurion High School District approve the authorization the permanent transfer of so we amended this and corrected this when we approved the agenda it's a 19 million 722 174. including any potential interest posting that may occur prior to the section from the county schools facility fund to the Special Reserve for capital outlay projects fund 400s I think there's a correction on
117them now yeah the the 19722 174 772. it's 19 772 174. so the correct amount is 19. 7 174. yes I apologize for that so due to the large amount and again for the sake of transparency uh Mr preciado or Dr Farkas if you'll be able to elaborate on the transfer of these funds well has as this happened uh here uh in the last year or so we've been receiving dollars from The Office of Public School construction as a match amount for the improvements of our facilities whether it be modernization or new construction on this amount is no different that we've done an S and requested the board to transfer those other funds as well from fund 350 to 400. these funds are for school Improvement school facility Improvement they are requested to be used
118as such and this 19.7 million dollars is actually the new construction portion of the stem building application that we put into the office of public school construction and supported by the state allocation board so we have now received all of the funding that we are entitled to based on our application for the stem building now that we've paid for the stem building these dollars are now with this 19.7 is for the new construction portion of the stem building those dollars are to be used for new construction and hence we will direct those funds to support the new Aquatic Center the construction of the new Aquatic Center so just to clarify so those funds are not to be used for general fund or anything else they has to be just for Capital Improvement uh once there
119is an accounting and a justification with the office Public School construction because they are going to require us to still submit all of our expenditure for the stem building that hasn't that hasn't been done yet we need to submit those expenditures and justify the amounts then they'll then we will calculate the savings and then we will use those savings towards the new construction but be it that we've already spent uh and paid for the stem building that is going to be a large or sizable amount of money sufficient enough to build the Aquatic Center so there still needs to be a cost accounting done on on the on the funds and report it to this uh Office of Public Construction any questions or further discussion about the board so we have the money or we
120don't it's in the bank okay so once the accounting so what are we doing accounting to them for to establish that it is new new construction money no okay so the state has given us a mod money for the stem and the new construction match amount for the stem we now have to report what is called a form 5006 that delineates all of the expenditures for the stem building that is going to be audited and that is also going to be submitted to opsc for their approval once they've approved those expenditures we will match those expenditures against the funds that we the district has put in match against what the state has given us as well and then come up with the cost accounting amount that is left over to be spent on the Aquatic
121Center so it's just gonna it was used for construction well they're still they're still an accountability portion of these funds that I need to provide to the Office of Public School Construction any more questions if no further questions I make a motion I'll second so um series if you don't mind um with the dollar amount approve authorization to transfer of funds received from The Office of Public School construction from the county school facilities fund fund 350 to the Special Reserve fund for capital outlay projects fund in the amount of 19 million 772 174 thousand dollars it's the most of my trust eager series second about trustee Espinoza all those in favor please signify by saying aye aye aye aye any opposition I just want to clarify on the motion because it's not just that particular
122figure since we did receive it in early may there's going to be interest if not interested I read that summary would you like me to amend the motion um if you could please I might make it a little clearer for our units when I give it to him so the amount is uh 19 million seven seven two thousand one seventy four plus any um potential interest occurred during the posting between do we have a date and just when we received it I think it was May 9th is when we received it in today's date and so from the receipt of money during the May until now until the posting of the month thank you okay so that amended motion by trustee Garcia Reese and second will be just the Espinoza that was still a second
123so we're going to be voting again with this amended dollar amount and information all those in favor please signify by saying aye aye any opposition hearing none that concludes our district business thank you Mr preciado for all your helpful information that's great appreciate it where are we at now the last one before number six I a five minute presentation before dinner well we should be out of here by 10 o'clock I was thinking about so action item number six Trisha might be she's giving me competition now so there's going to be a lot of pressure on Mr visciado an action item number six so all eyes are on you thank you so public hearing for the central Union High School District board Central Union High School District adopted budget 2023 2024 it is requested the
124Board of Trustees of the century United High School District hold the public hearing as required under Education Code 42127 I open this hearing 8 30 P.M moving ahead uh if I may thank you ladies and gentlemen of the Century High School District Board of Trustees tonight's presentation is on the 2223 estimated actuals that also include in our presentation is the 2324 projected or proposed July 1 adopted budget um giving you a little information from the state level governor Newsome is attempting to balance and protect a lot of what California has invested in the past given that we are still anticipating some economic uncertainties one being that of course we're not sure what the state of California is going to be receiving in terms of personal income taxes uh this fall since they moved the uh
125some middle of the income tax period so at this point in time though we do know that the governor is realizing that revenues are way underperforming way underneath what is projected in terms of personal income tax corporate taxes and sales tax and given that he is at this point in time acknowledging that there is a 31.5 billion dollar shortfall in the budget okay despite this uncertainty education falls into the category of protect the investment and protecting the investment means for the governor is that he is at this point in time shuffling uh you know monies from one-time areas of the budget to support ongoing Revenue Outsource given the lcff echoing in his warnings in January so he again States in May that should broader economic risk materialize in other words if we get into some
126issues with revenues here in the state that deeper reductions will be necessary and some of the things that the districts are very familiar with in the state and some of the toolboxes of what the state has in its uh in its back pocket is that districts are very familiar with cash deferrals when the state does not have cash then the state starts using its toolbox to to modify that on District specs so cash deferrals we are very familiar with using and utilizing the reserves that we have in in the district and then also the the potential of cola deficits and we were running into a cola Denver at one point in time where there was going to be about 10 percent being eliminated from districts Revenue sources so those are just tool boxes hopefully that
127does not materialize I'm just stating what is coming from the state based on the May revise and what also the legislative analyst office is also determined that certainly there's some economic downturn that could potentially happen if revenues don't come in uh like they're supposed to and again revenues are underperforming at this point in time so prop 98 prop 98 is the education budget for the State of California this is the education budget so in 21 22 we're looking at 110 billion dollars for prop 98. so it's just this is just not lcff it's education and programs in 2223 it went down to 106 billion dollars and then 23 24 it's 106 billion dollars again uh this slide just shows that there's a little bit of shift between property taxes and state general fund dollars so
128we get funded by the state or there's additional funds by the state if property taxes are low but we are guaranteed or the amount of Revenue that we generate based on Ada but as you can see there it's not something that you would like to sent home and really to your horn and being that we still in terms of prop 98 106 billion and 106 billion in 23 24. um so Governor's budget in January that's the governor's budget that's what he proposed in January so now we are in May and this is what it looks like at this point in time or being proposed at this point in time so lcff funding increase well back in January it was supposed to be a little over 5 billion now it's 4 billion okay and prop 98
129minimum guarantee I just showed you what it was in 23 24. it's 106.8 billion that's not that under May revise interestingly enough under 2324 statutory Cola it went from 8.13 percent to 8.22 percent even with a billion dollars less and that is because the state is realizing the downturn in enrollment and a downturn in enrollment means a downturn in Ada so it means less dollars needed to produce the percentage that is being presented here and in terms of the one-time dollars that the governor is using to support that Cola you can see that art and music took a hit and he was proposing back in January to reduce that by 1.2 billion dollars now it's 1.8 billion dollars again a one-time funding mechanism to support the lcff learning recovery emergency blog Grant there was no
130reduction proposed in January now it's two and a half billion dollar reduction and that's in order for him the governor the state to support the statutory Cola of 8.22 percent so we're using one-time dollars for ongoing purposes very very concerning they have to be very careful he's anticipating Revenue to improve but uh it got to be very very careful that again some of the toolbox items that I just mentioned don't come into play if the revenues do not materialize again 8.22 percent statutory Cola that's that four billion dollars that I just talked about to do that there's also a 300 million dollar Equity multiplier and in fact one of our schools qualifies for Equity multiplier and that's Desert Oasis High School because of the level of uh uh unduplicated pupil or low-income pupils that we
131have housed at Desert Oasis uh and then the categorical programs have 667 million dollar acola to support them again the message here you can see here in the main revised that the governor is using 2.8 billion in one time to support that lcff another slide here key funding issues again you got the governor under item or Arrow number one that he's investing and trying to protect investments in education and he's making those reductions in other areas of the budget the one that again I want to bring up is that Arrow number three he's maintained that Cola with the one time it's it's a big message that I want to send to the board and the community that is usually one-time funds and not just a little bit 2.8 billion of one-time funds um we show
132the the board the the enrollment to P2 attendance um let me see if I have the yeah okay so um you can see our enrollment 1920 went when 4162 to 4140 in 2021 to 4116 to 4093 this year so we are declining enrollment not by much you can see 22 24 23 but it will start adding up and I'll mention what that impact is going to do to The District in just a little while what we had in terms of funding over the last three years is a hold harmless at 39.99 Ada that was a whole harness for three years now we're in a position here in this particular year where we are reporting obviously our actual Ada our actual p2ada and that is Works into the three-year average so now we're getting funding on
133a three-year average of ADA but as you can see our enrollment's going down so our Ada will be going down so our three-year average would be slipping year over year as we move into the future unless there is an influx of enrollment and an improvement to attendance so if we were to encounter this 152 Ada decrease a real decrease if we were just if if we didn't have those Ada support mechanisms it was three year average we can see upwards of 2.2 million dollars of lost Revenue that's what 150 280a means okay any questions so what does lcff mean to the central Union High School District well in 2223 this is our total funding under lcff okay now that includes supplemental concentration times our three year average 88 39 8505 is 59.2 million dollars and
13423 24 the funding goes up to 16 139. now when the governor says 8.22 increase in Cola it's an 8.22 percent increase to the rate that does not mean it's 8.22 increase to the district so other factors play into that and that the major factor as I just mentioned are Ada this was a three-year average in 22-23 this is a three-year average and 23 24. it went down so the rate went up by 8.22 Ada went down that generated 63.5 million dollars in I'm sorry that's 23 24 right there that for us is 4.2 million dollars of new money actually 7.2 percent of new funds under lcff so that other factor that ADA Factor makes an impact on our funding what is uh supplemental and concentration dollars look like well in 2223 we went we
135received 14 million of lcff and in 23 24 we're anticipating 15.2 million in supplemental and concentration on a year-over-year basis we receive approximately a million dollars more in lcdf I'm sorry an lcap or supplemental concentration dollars so we we're at 12 we received 13 we're now at 14 and next year we anticipate 50 million dollars in else in supplemental concentration uh going back to what Trisha said earlier it is difficult to spend money as they give you additional money for that particular purpose and planning for that particular purpose in terms of the lcap and you can see it's 23 percent of our lcff dollars so it's a huge part of that and as it continues growing it's going to be closer to 25 percent of of the lcff dollars so here's our lcff page this
136Ada includes Imperial County Office of Education A.D that's why that number is higher because we do an inter fund transfer to them for the students that they service that actually belong to us okay um so the rates went up by eight uh I'm sorry this is in 22-23 so these rates back then went up by six point uh six five I believe that the amount was so it's about I can't read that number about 60 60 60 million uh 435 that's what that number down here over here says okay got the camera there the following year and you can see that the arrow I have in over here is going down right so the following year in 23 24 that's the Ada that we're anticipating based on the our three year average and icoes Ada
137so the rates here went up by 8.22 that when you multiply all these rates at times our Ada we're going to get 64 million eight hundred thousand dollars or approximately 7.2 percent increase what uh is well we can either say fortunate or unfortunate uh our unduplicated people percentage went up and I think it's not necessarily that we are encountering more students that certainly could be the case that we're identifying more students and families and we're doing a better job at it at our school sites and that's why I think this rate went up this is uh the projected carryover from our lcap I I don't want to go over every category they are in your handouts but you can see that there are funds here that we intend to spend in 23 24. that amount
138is 7.5 million dollars we wanted and have begun to look at and Survey the library at Central Union High School District for modernization and there are other projects that we want to also take a look at other ones like transportation services as well and campus safety okay any questions yes that's certainly something we can take a look at from the mod dollars that we have modernization dollars that we have uh that we have in fund 400 for facility improvements definitely but I agree with you um that pull uh is at its end or getting close to at its end and so when we build the Aquatic Center that'll be something that I will ask the board to consider improving I agree along with a new gym along with the new this along with yeah [Laughter]
139along with yeah but thankfully we have some funds that we can address some of these issues this is uh the spreadsheet that I've shown the board in the past regarding our federal dollars these are Esser and gear dollars that we have uh for this year we budgeted a 12.3 million dollars we're going to spend approximately six million dollars here this year under expended and then cumbered and we're looking at six and a half million dollars moving forward into the following year federal funds so you can see that we are spending our federal dollars down and that's the that's the irony of this is that we're trying to spend these federal dollars down because we have time limits or you know deadlines and yet we need to also spend out of the lcap on programs and
140people and other services and so it's a little of a you know conflict a little bit of a conflict while we're trying to spend these pockets of monies in the appropriate way so a little bit about calstrs calstrs is at 19.1 percent that's going to continue on out for the near future I don't see that moving forward unless the California State teachers retirement system actually modifies that but as for the Calpers Calpers did go from in in 2223 went up by 2.46 percent to 22.91 now it's going to 25.37 following year 27 28.1 28.8 there is there's no end in sight at this point in time with Calpers meaning that our statutory benefits if if salaries don't even go up our statutory benefit expenses do and that's because the state demands more of our resources
141for the Calpers employment liability or retirement system liability let's get into the budget a little bit more we can see that this is the unrestricted comparison between estimated actuals and our adopted budget so we begin uh 2223 at 12.6 million dollars balance beginning balance where you see a comparison here between the two and the reason why this increase is because the rates of 8.22 percent on Cola for those rates uh have produced this increase we're projecting that our fed mod dollars are going to be the same and also the lottery and mandated block numbers are the same for local revenues we see a decrease of based on interest a little bit but also one-time Paving grant that we received for the Southwest High Paving project so that is no longer in here that's only a
142one-time as well so between the two years we see a 3.9 million dollar increase for certificate of salaries that's pretty much constant there's a little bit a slight decrease but once we get into the year and we take a look at what our um teacher needs will be that in terms of six period assignment or extra Duty assignments then we'll start making modifications to the budget as well as other modifications if it happens to be in alcaps as well classified salaries did go up uh and we're looking at supporting or providing support services and security here and other positions through the lcap and by the way folks the lcap is not considered to be restricted it's unrestricted dollars for a particular purpose under the plan and it has to be spent per the plan okay
143so there's a little confusing but that's all the l cap is under the unrestricted portion of the budget for improved and increased services based on that 78 percent so um employee benefits that's going to go slightly up again I already mentioned about uh pers okay so if classified salaries are going up that's going to go up too books and supplies there's a large increase here again stating that the lcap as we move forward and that carryover we plan on spending the dollars here in books and supplies on services and operating expenses and a little bit in capital out uh uh outlay for the alcap as well I already mentioned the Central Library mod that's where this would come from uh other outgo.decreased out go due to reduction of transfers between agencies a strong Workforce numbers
144we'll have to put that in there as soon as we get those figures from uh ibrop other outgo that went down a little bit the current projected decrease based on the decrease in expenditures from restricted programs and then other Financial sources is the same and that basically is a it's a negative expense which is an income based on the Verizon tower license uh contributions you can see the contributions went up here main contributions title one but again it's special ed contributions and routine restricted maintenance we need the support and continue to support those programs that's why we make a contribution from unrestricted to restricted this now ending fund balance goes from almost 12 million to six and a half million okay because there is a deficit because of a major major uh yeah item because
145of this deficit is this contribution so let us take a look at restricted we start at 5.4 and it looks like we're going to begin next year at 5.4 okay and I'll show you why so in federal revenues we see a decrease because as I just showed you Esser and gear dollars are being spent down there's not as many dollars to be spent in the following fiscal year State revenues went down we still need to account for that in the revise or September revise for ELO grants and AG access partnership academies we need to account for those fund funds as well local revenues decrease budget because again strong Workforce and Redevelopment agency revenues here we'll adjust that um certificate of salaries now that went down because we spent the five percent for the 21 22
146fiscal year as we went through negotiations for that five percent for that fiscal year came out of Esther funds so as they came out of Esser funds that is not going to continue in 2324 they're accounted for over here in 2223 okay so we settled in 2223 payments were done in 2223 the accounting for those salary increases uh for these categories were in 2223 we don't see that at this point in time we we don't budget for that to continue in the following fiscal year oh okay books and supplies that went up a little bit here again art music material Grant that's we anticipate coming in maybe not at the level that we had previously anticipated but that's still there that we have the budget to spend uh some of the other areas that we
147need to adjust also again as I said a little bit down on sr3 since we been spending some of that down and then we'll adjust for the other areas of Title 1 and learning loss and ELO Capital outlay that went way down under restricted but that is going to be modified and adjusted and the reason why is that we had counted for the shade structures and the warehouse 2 PPE that we were going to spend federal dollars on and receive approval for that in 22-23 well those projects are now moving forward uh during the summer we're going to account for them in 23-24 we'll be making those adjustments other outgo uh projected indirect cost transfer base on reduced program expendures that again as expenditures increase as I just mentioned this will be modified contributions that's
148the one again that I showed from unrestricted to restricted to support that so here restricted programs we'll have a deficit next year of a little over five hundred thousand dollars so moving from 5.4 million to 4.8 million dollars in restrict any questions so I know these numbers are hard but total dollars unrestricted restricted 80 86 million six 86.6 expenditures unrestricted restricted total 92 million dollars so there is this five million dollar deficit that's covered by the contribution of unrestricted to restricted and also the increases here is based on the alcap carryover we're we've budgeted budgeted approximately 23 million dollars that set uh 15 million and change from lcap dollars that we receive new plus the carryover will be have been budgeted to be spent in 23 24. that's why there is this also this other
149deficit so we're going to spend money down okay so what does that mean that means we're going to go from 11.9 or 12 million dollars to about six and a half million dollars okay any questions and we'll be coming back uh September revise as soon as we close our books and see what our we end our balances with uh both restricted and unrestricted uh we'll come back to the board in September and do the same thing and and hopefully by then we'll have some better numbers from the state as to what they anticipate revenues to be and then of course in December we'll uh have our first interim report to provide to the board as well any questions comments so so in terms of our percentage this six and a half million dollars let me
150explain a little bit the way the reserve percentage is calculated it's all of the Year expenditures plus any any contributions or transfers out okay as the numerator I'm sorry the denominator over the dollars that you have in your reserve so this six six and a half divided by that 92 million dollars actually provides us what's a little over seven percent Reserve a little over seven percent Reserve D the the the there is a reserved for economic uncertainties that is the minimum that's three percent okay how much does three percent or what would three percent do to us if we had no more revenues coming in probably nothing in our board policy we have 16.7 percent as a Reserve at per policy that would be three months Reserve if the state were to say no more
151cash to you or defer three months of cash that's a three three months worth of expenditures for the district okay so it's something that we still need to work on and uh and the irony of all this is that we need to spend the lcap right we need to spend money as per the plan I'm programmed to service kids and when we do that because I just mentioned my the denominator if it grows so much so must our reserves grow in order to be the same percentage or additional percentage so it's kind of a catch 22 on that but we will do it any other questions comments all right thank you I had forgotten I forgot for a second I was running the meeting it was kind of out of it so so now that
152concludes our district business so we would like to invite comments from our Union reps and we'll begin with the csta good evening board members staff members and community members in attendance my name is gabino duenas I'm the president of our Central Secondary Teachers Association um a few comments um and I'll keep it brief because because some people did um thanks Trisha um I want to thank all the board members and and people who were able to make it to our retirement party um it turned out to be a fairly good party um thank you all for making it Arnold I know that you weren't able to make it but you did reach out and let me know thank you for that um we we hope to continue to do these events um I'm actually playing
153with the idea of having like a community event during the school year um so our membership can actually involve their family um I still gotta get that passed through the association through one of our meetings but I I hope that maybe you guys can also attend to that Community event um more details if we can get it passed uh we'll we'll come um I did want to share with you um that uh some of the information that was shared with you tonight from some of the community members ah I don't necessarily agree with but but again um I just keep it very brief because I don't want to give myself in trouble by saying too much about it um I will say this when it comes to the lgbtq students rights I did make it
154um a point to send out to all of our membership all of our Association members and and teachers that are not Association members the information as it related to students rights because that's something that we have to protect and some of the comments and questions that have been shared with you or questions that have been asked of you don't relate to the fact that these people read the information that was given to them so that's concerning um and that's about all I'll say on that because I might get myself in trouble um to Arnold's budget um I like how he he framed all the information and I just want to caution you all to make sure that we take a look at the numbers the way they are you've got actual numbers which you shared
155from the 22-23 school year and then he's got projected or an adopted budget he talked about how there are one-time funds that the governor is using to pay for the 8.22 um Cola that's how he's deciding that year to balance his budget that does not mean that that 8.22 is one time money that means that that's how the governor decided to pay for it that 8.22 percent is money that the district will be receiving year over year so let's just make sure we're clear on that um so I know we always talk about the the cliff and he was trying to get there but he didn't actually say the word Cliff but he did paint the picture that things are possibly going to be gloomy in the future and that's always a potential right that's
156always a possibility but when California has moved from the fifth largest economy to the fourth largest economy on the on the planet I don't see that happening um at least that's just my point of view right and I could be wrong um when we also talk about the budget that Arnold presented um we I I and I'd probably have to take another look at it but I saw personally three distinct numbers when he was talking about ADA and when we have those numbers about ADA some of them are the actual numbers that we will be using to calculate our revenue and then the others are projected numbers so we have to make sure that we're absolutely clear as to what our actual revenue for the school year will be um because in the adopted budget
157that number always changes and if we do a historical outline or historical review of all of these presentations and we've actually done it from our association standpoint and we would be willing to share that information if you would ask us um we could show you how every year the adopted budget demonstrates um kind of like a very conservative number when it comes to what Ada will be and that sort of underscores what our actual Revenue will be and so when presentations are made and we take a look at the numbers as to what our excess Revenue will be or that number is always smaller than what it turns out to be so um just keep that in mind you know that numbers will fluctuate and Arnold let's say they will change and they will um
158but there always seems to be that one thing the numbers are always understated not overstated well the expenses are overstated but the revenue is always understated Ada is always understated so those things um I just want to make sure that keep that in mind and I want to thank Tricia for the opportunities that we've had throughout the year when we did have conversations as um I think she left already when it came to the El Cap there were um several opportunities and and we did take advantage of it from the association standpoint we did provide them with input and I did notice that some of the input that I personally asked for she's included so thank you um and I think that's all of my comments tonight thank you for your comments on I'll be
159hearing comments from CSE good evening more than everyone in attendance I'd like to start off by thanking Dr Farkas Carl Moreno and Orno preciado for attending our classified week celebration we had a dinner for all of our members Carol was Carol Dr Farkas and Arnold were kind enough to come in and discuss some of the the upcoming classification study that classified members are excited for we do think that once that is completed that will alleviate some of the issues classified members have been having in regards to their job descriptions and some other issues that have been brought up so I'd like to say thank you especially for the clarification that they provided to our members as Carol stated before earlier in this evening we are working collaboratively with the district in regards to customer service
160I do think that that's very important I think that how the interactions that students staff community members have with our employees is very important because it is a reflection of our district it is a reflection of our schools so we are very excited to have that those kind of orientations and those kind of trainings for especially for staff who are having issues um in regards to the lcap I'd like to say thank you to miss Petter she included classified members in this we had a virtual meeting in which a lot of our classroom members primarily instructional AIDS but they are the ones that work very closely with our students they provided a lot of information and I'm really happy that the majority of the stuff that we well not the majority everything that we said
161we made it onto the lcap that's all I have to say for this evening I wish you guys a wonderful summer and we look forward to starting again in the fall thank you Patricia you can cut a few things oh 45 minutes Counting I think she was [Laughter] team presentation like all right brain fog I I believed you so I want to thank all those that attended this meeting or streamed our meeting at home um successful meeting got a lot of things done got a lot of information that was shared and this board will now go back into closed session so everyone um have a safe drive home enjoy your late supper and coffee or hot chocolate and wish as well thank you guys have a good night we didn't know that
