026Silvia ruelas Sylvia's worked for the district for 17 years and I was noting before the meeting before the meetings began she has an interesting distinction in her 17 years she's worked at Southwest High School Central High School Desert Oasis and Phoenix Rising adulth Ed and mount signal so pretty much the only employee we can point to right now that's hit every school in our district that I'm aware of at this time so she's had a really nice career growing in her job along the way and coaching up a lot of people underneath her and helping us learn I know when I came on board four years ago she was instrumental in helping me get settled in learned what I had to do on the job I couldn't do the job I do as an administrator

027without the strong support of my classified staff and she was absolutely fundamental to opening that door and making that start um she and her husband have been married for 43 years her husband's also retired and is happy now to have extra help around the house for all the honeydews she leaves him and she's looking forward to reading and taking walks with her spouse and working on her puzzles she will strongly miss her co-workers the people in the relationship she's built up over time but she knows it's time for her to concentrate more on her family and give them that attention she's especially looking forward to spending time with her children David Jr Sylvia Alfredo and Rosalia she also has four wonderful grandchildren Miguel Jovan hoelle and Jocelyn and they light her up and all you

034three of the board members took a trip to Washington DC we met with Dr Raul Ruiz our congressman um and we spoke a lot about um bringing more money fully funding our school districts here in the valley which has long been a a travesty we can't say nothing less than that so it was a very productive meeting we hope that you know they all talk nice to you and they all promise everything but we hope that maybe this Congressman will come true um also that week the last week of April we Southwest High School had their pride week I did not make it I couldn't make it my husband was sick and we were in Washington the first few days but we were watching it on um on Instagram and I want to say how

035proud We Are of the kids how how um how they handled it how they did it and we fully support them I've been watching pictures on Instagram from prom and it's beautiful but it also brings everything to light that the kids are graduating so we hope that they have nice clean fun and that they go on to great things graduations are set so we hope to see you all there thank you trustee your series will now be moving on to trustee pinado um good afternoon everyone honorable board members and respectable members of the public teachers staff and students um just to reiterate what what uh trustee Garcia Reese said about the conference I do want to say that our district was the only District representing Imperial County and we were joined with other school board

036members across the state of California at the Coast to Coast Conference and then returning from the conference I and trustee Rodriguez attended the last day of Pride week at Southwest High School and I just want to say how proud I am as well of the uni club members for leading the pride week celebration I saw students enjoying the event singing karaoke and it was very festive and it was a very positive environment overall Southwest High School students you are courageous and it is a real honor to serve as your board representative one of our responsibilities as a governing body of the school district is to set the tone for our school sites and assure our students are fully supported so they can Thrive both academically and emotionally there's there that is something that we all

037take very seriously as trustees that tone at the central Union High School District is one of respect and it is the expectation that all of our students are always treated with the highest level of dignity and respect because they deserve nothing less lastly I want to wish all the moms in our community a wonderful Mother's Day for those who celebrate tomorrow May 10th or for those that celebrate Sunday and those that celebrate both our mothers are the foundation of our families and our society Felicia De las madresitas thank you and I'll be hearing from trustee Espinosa good evening good evening everyone thank you for being out here this evening and honestly congratulations to everyone who's been recognized tonight it's a little surreal to see previous teachers and instructors come and just be recognized and hearing

038some cool little stories of what happened in the past and so I hope everyone who's been retiring being recognized this week really takes pride in a lot of hard work that they put in and those dedication because those are years and years of service so thank you for that those are students lives you have touched and we don't forget that every moment you've sent to us we don't forget that as students so thank you and I know they both left but thank you to all of them and so I want to say thank you I want to Echo what trustee penado trustee Garcia Ruiz was saying those you know Southwest students very courageous and something that I even reflected as myself putting myself in those shoes like wow that's incredible to be able to navigate

039something um a little unprecedented and so I really want to think that the uni club and those students who helped lead a lot of the effort during Pride week last week I unfortunately was not able to make it out I really wanted to and I'll share why in a second why I was tied up but I wholeheartedly agree and I think it's incredibly important that we support our students in every and everything that they want to do and they want to um share with us it's their safe space out here and it's something we as a board I as a board member want to continue to support in that and I hope to see that continued support through our staff through our faculty through our Administration and through our board so thank you um so

040while I was tied up during Pride week unfortunately there is some special news that I don't normally bring out to the to this to the Community but I think it's incredibly important because it touches on every single institution out here in the county um our local community college has been recognized as number one college and the number one Community College in the nation that is incredible and it's something that's not done in a siled effort and I think it's incredibly important to emphasize that it is a community effort that brought that together from K-12 Partnerships to CSU Partnerships to equity to everything in between when it comes to Student Success so I want to thank this group this community this board for saying thank you for all the work that we're doing with our students

041because that's incredible work our County being recognized for something like that and the seniors who are graduating this year I hope you all take time and pride in everything you're doing all those college applications of where you're going to go what are you going to do next it will happen and it will come and just be patient with it but it'll come and so I hope everyone has these really safe celebrations and um we hope to see everyone there at graduation night thank you very much thank you trustee and I'll be hearing from trustee new gym good evening once again um you know I think Mr Derma mentioned something about 160 something years at Southwest High School but the whole District in a whole 14 employees will recognize this evening and that total depth of

042365 years of educational experience that gave they gave to the district a lot of those teachers started when I started so it was nice to see Mr Becker and Mr Weldon you know Julie Cordova Karen psychon sisters our kids grew up together so it's nice to see all that knowledge that they gave to the Century High School Districts and now they can serve our communities in other ways that they want to do and also miss Baker and the great Spartan band I worked very closely with her as a ASB director and athletic director and let me tell you anybody that sees a halftime show at Central you know the time and effort that she puts into that um the def the 22-23 school year is definitely winding down problems are in the book senior picnics

043they all had a great time in Pine Valley I went to watch The Powder Puff District game which I thought was awesome I think it might have been called the cream puff or something like that where you had both schools embracing those young ladies that are going to play football and also those of you that are not aware CIF has now offered flag football for ladies that's starting in the fall so that was kind of just a preview of what's going to happen in the fall um I went and watched CIF swim finals this weekend it's at Grand Hills High School so everything is winding down we're looking forward to graduation and I think it's been an awesome school year thank you thank you trustee news in pre-report so with my report I want to

044begin by thanking everyone for attending this meeting in person or online the board does appreciate you taking the time out of your day to join this meeting I want to begin by sharing my experience visiting Central adult Academy and the non-signal Virtual Academy Mr pectal gave me a tour and I was able to speak with several staff members at Adult School and joined the retirement party for Sylvia very very nice people both schools they look great you know they appear to be running well now thank you Mr Bechtel for all you that you do for the central adult school and the mount signal Virtual Academy and lastly I want to share my thoughts and appreciation for our students as in all of our students in my time on the other side as an angry parent

045before I decided to run as a board member I mean I'm still kind of angry parent I mean I sent a email this morning but um with that being said as an angry parent I didn't understand or know how schools were funded or how they operated and what I thought was I was misinformed so what I learned is that you the students are the reason that these schools exist funding for operations staff and teachers that comes with your enrollment your attendance and your guys's success everything else grants local funding Federal funding all that falls into place to keep the machine operating so I just want to say I appreciate all of our students and I also want to thank the community members and the staff that recently contacted their elected school board members expressing their

046excitement and or concerns regarding the student-led activities being held at Southwest last week we really do appreciate you participating in governance the governance process and attention that you're giving to the schools and we hope to get more of it and as previously stated you know our board is essentially the extension of our community and even though through challenging times this board remains United and focused on student achievement and success so we'll now be hearing from [Music] Central with Michelle obedia good evening board members superintendent Vargas and community members my name is Michelle avitia and I'm your student board representative for Century Union High School after coming back from our lovely spring break started on senior activities on Tuesday April 18th in the class of 2023 went under senior picnic at pan Riley all seniors have

058you Miss Adam for your report so Daniela Sandoval principal dunk tank remember that yeah and um I see that yariza is in here today so we'll now be moving on to you know what let's give yaritza a round of applause if she's at home watching [Music] [Applause] she did a really good job as a student board rep for Desert Oasis High School so now I'll be moving on to Centurion High School District student Club reports do we have any reports from any of our district clubs okay good evening I'm Christian Gonzalez president of the unity and inclusivity club and today I will be giving an insight into the club's purpose educating the community and the board on ways to be allies and giving a recap on what occurred during Pride week starting off I want

059to say that I personally believe this club was needed at Southwest Campus because as a Southwest student I have faced both harassment from students staff members and people in general and I know that I'm not the only student who has felt ostracized and or targeted so I felt like it was important for me to come here and speak on their behalf so starting off what is the unity and inclusivity club we promote Youth and inclusivity we accept people of all backgrounds including race gender culture sexual orientation age and ethnicity we bring awareness and advocate for those that are underrepresented including minorities the lgbtq community women and bypoc which stands for black indigenous and people of color we educate and inform our peers about these communities so they become enlightened about important individuals we strive to

060create a safe environment that everyone feels included and represented so how to be a better Ally and supporter well the question is what is an ally an ally supports and educates themselves about certain groups that need advocacy such as groups I mentioned earlier the significance of being an ally has a huge impact on students and we need to acknowledge that not many students on campus are accepted at home therefore their only safe place can be school 9 out of 10 lgbtq plus students have reported being harassed and bullied throughout the year of 2022 in the U.S and over one-third of lgbtq plus students are physically assaulted at school because of their sexual orientation and gender identity and the result of this discrimination is lgbtq youth are more than four times likely to attempt suicide than

061their peers and while this is unfortunate this is our reality therefore it is our responsibility for them to feel represented protected and heard so how can we as a community and board members be allies well the first is staying informed educate yourself if you don't know current lgbtq related news and issues ask questions do research and don't be afraid to be honest about what you don't know speak up when you oh speak up when you speak of it educates and it educates others that their offensive words and behaviors are unacceptable and lastly be honest speak openly and positively about the lgbtq community people often assume they will offend others or make them uncomfortable if they mention the community or topics relating to the community the more awareness we bring about the community the less stigmatized

062it will become and lastly support equality supporting policies at school work and other places that help protect lgbtq people from discrimination makes a big difference remember that many students and people in general are in need of acceptance and support and if we as a community can demonstrate this we can make their life a little bit easier which will have a huge impact on them being an ally spreads the message that your student is safe or your peer is safe to be who they are without judgment so our pride week event I was a leader of this event and I first want to say that I had an amazing time many of my peers and students were appreciative and had an amazing time so starting off our event was called Pride week soaring towards unity and

063inclusion the first day Monday was lgbtq Ally day it was an event where the lgbtq community and allies came together to show their support and gratitude towards the community we had many students participate in each activity provided such as tie-dye bandanas popcorn and the unity link change that is displayed outside of the Jimmy Cannon theater and they even took lgbtq accessories that we provided each day contained an activity where it was solely dedicated to a specific identity and sexuality and the reports in the community this recognition week gave us an opportunity to acknowledge each sexuality individually no let me go back okay um each day containing an activity where it was solely dedicated to a specific Identity or sexuality in their prince in the community this recognition week gave us an opportunity to acknowledge each

064sexuality individually to see how they contribute to the community as a whole we provided many activities such as paint face painting friendship bracelets pronoun decorating tags Unity link chain photo booths and a collaborative Mandela mural that is also displayed outside the Jimmy Cannon theater we collaborated with Arc HOSA Coalition Behavioral Health lgbtq Center and graphic designs club for the photo booth and here are some photos the first is friendship bracelets on the left and on the right is no on the left is tie-dye bandanas and on the right is friendship bracelets again on the left is face painting and on the right is the pronoun tags and lastly is our Mandela mural that is displayed outside and to the right is photo from the photo booth lastly I want to say thank you to the

065Southwest staff and students who showed their support as well as board members we are very appreciative of your support for this entire event and the students appreciate it as well they felt heard they felt represented and of course the activities were fun Southwest staff and students show their support by participating in the activities and purchasing t-shirts to promote our pride week so our enters unity and inclusion which the club highly appreciated many students gave their feedback and were amazed on the events provided and wished it happened more often I also want to say thank you to Ms validus and Ms Beltran they supported me through this entire process and it wouldn't have been possible without their support thank you [Applause] thank you Miss Gonzalez for your report in the uni Club and was there any

066other District Club rep present to give a report no one from FFA so if Prince or Derma if you can let FFA know we kind of missed their reports it's been a while I know I I follow them I'm sure if you guys follow them on social media they're achievements they're always doing really great things for the school and so if there's no other club report well now I'll be moving on to our superintendent's report or Dr Farkas good evening governing board and audience thanks for coming out tonight obviously it's the kind of meeting you need a larger room than our board room so I want to first thank Mr Rodney Anderson and his incredible theater team for setting us up the way they did and it's so organized and we really appreciate that also

067congratulations to our retirees for your incredible years of service with our students congratulations to the Imperial Valley College as well we have incredible Partnerships with IVC and we look forward to continuing to partner with the number one college in the country um I think it's important to also say how wonderful our students are Miss panado and I have the pleasure of serving on the El Centro Education Foundation scholarship committee and we have a giant stack we have to go through of applications for scholarships and as I perused Berkeley UCLA just on and on and on just incredible young people moving on to not only these incredible colleges but also to represent our Valley and they're them and many others are our future leaders of our not only our country but more importantly our community and

068working together what we've seen this school year especially this spring how well our teenagers work together having that many students at our schools 2000 at both of our larger campuses there's going to be things that happen when you have that many teenagers together and yet our kids just keep rising up to the top working together and showing that the future is in great hands so thank you young leaders thank you to our Trustees for attending the coast to coast csba advocacy trip in Washington D.C major and important topics like funding for special education CTE Pathways cyber security and mental health and SEL so thank you for caring and going all the way to Washington D.C to meet with our congressmen and and other delegates number seven on our board agenda tonight is the contract proposal

069I'd like to take full responsibility for being tardy on that so I apologize that should have been on an agenda item much sooner than May that won't happen again and I just wanted to shout say that that that's on me um and then finally congratulations to our and Ms Ruiz mentioned it our five employees that are not only representing our school district but Imperial Valley as classified employees of the year five is a pretty darn big number for one district and it they move on to the state level to be recognized more importantly than that thank you for all that you do for our students and our schools every single day I think I'll stop there but thanks for coming out tonight it's a pleasure to have such a nice audience thank you Dr Marcus

070for all that you do for your Rapport and for being the leader that the district needs and we'll now be moving on to the last communication recognition which is going to be special education and adult education Showcase with Mr Ocampo and Mr right okay there he is all right thank you Miss Peter good evening board um and members of our community students and staff my presentation tonight is showcasing you know what we've done in in special education uh because I have two presentations but so I don't want to overwhelm everybody with so much information so this year what we've done because you know we recognize that there's a great need in special education so we provided so we start providing training to our special education teachers School psychologists our district and site administrators in the

071area of IAP development and implementation so we do recognize there's a great need out there so we contracted with District Attorneys from Atkinson Adelson lawyer Road and Romo to provide four sessions of training our district attorneys presenters our Dina Harris and Kathy Holmes who've been excellent in providing this training for our staff these are the areas that you know that we've been covering in each of the sessions the first one in blue training introduction and brief overview of the creation of special education and the laws that govern the IEP development process so the idea behind this part of the training you know was to explain the simple language and the foundations upon which school staff obligations to students with special needs are based it will be designed to help teachers and administrators vendor and better

072understand the why behind their obligation as educators the next part of the training was mandatory considerations and developing at the IEP idea sets forth a clear process for developing an individualized education program that actually is separate and distinct from the actual written content of the AP document this section of the training will review the steps each IEP team should follow when considering the needs of a student prior to developing the content of the IEP next bullet is development of the IEP content so the attendees will therefore engage in discussion on how written IP content should be developed given the information collectively gathered and considered next bullet of the training was introduction to present levels of performance the training will provide a dynamic discussion on how to develop appropriate present levels of academic achievement and functional

073performance Plath are written statements that are developed and reviewed revised in a meeting which must describe the how the child's involvement and progress in the general education curriculum so we continue with the plaf and discussion in goal development the next bullet also the training was continue the thread of putting out altogether most IEP team members can easily state that prison levels Drive goals and goals Drive services but often the IEP document that are developed do not evidence such a clear thread and an ability to identify and or clearly Explain This Thread leaves the school district open to Legal challenges that could be avoided with a better documentation information this component of the training will probe how IEP teams should use the information available to it to identify what special education related Services supplementary AIDS and

074Services Program modifications or supports of a student would need would be needed to receive the free appropriate public education placement decisions was the other session only after the process identify above is complete should the IEP teams begin engaging in this in a discussion of placement at this point the team should be prepared to and actually facilitate a discussion of the Continuum of placements options for the students so what are we doing after this you know when we finish we know our sessions so next steps for the you know the next school year which is the 23-24 counselors and professional development in the least restrictive environment when creating student schedules so now we're going to include our counselors in this we're also going to include our general education teachers you know with professional development in modifications

075and accommodations for students within IEP and 504 plans also we're going to include are now our special education teachers and generate teachers working together for the same goals and purpose in making progress towards students and it's students graduation and post-secondary education facilitating professional development for the collaboration and Communications towards the same goal so those are our goals for this year and next year for the Department that we need to have a better collaboration that everybody in their school Community understands you know what special education is so questions um your presentation um and I do have a question I know you said the next goals are to include the counselors generated teachers my question is is there any plans at some at some point to include the parents because I I and I know that special

076education is a whole different language and I know if I'm personal experience it was a whole different language that I had to learn and I know sometimes in IEPs there's a lot of push and pull because a parent doesn't understand why the school is doing certain things so I think bringing the parents in at some point explaining this process to them I think will save in the long run a lot of headaches so that because parents are a very vital part of an IEP team and so I think at some point um doing some kind of training with the parents as well I think would be um imperative I agree 100 um that that should that is going to be the next step also um because even general education I mean how many times that

077I've sat in meetings where our parents don't understand the system they're you know we do have a lot of parents that you know for whatever reason um they don't have that background you know how the system works and it's up to us as a organization to facilitate that instruction to the parents and help them out you know navigate through that process thank you thank you [Applause] good evening board members and community members and colleagues um for those of you who don't know me my name is Daryl Bechtel well I'm over here and um I'm privileged to serve as the Director of adult student and parent services for our district among the jobs I do I get to manage our adult ed school and I get to be the principal of our newest School Mount signal

078Virtual Academy so I'm going to talk to you a little bit about both of those this will only take a couple of minutes because again when we go through the state of the district address I'm going to be repeating some of this information so I'm outside of Virtual Academy opened last year in 2021 as a brand new school in our district we're in our second year of operation as a fully accredited High School and there we go our mission basically is to provide students who are seeking an opportunity to learn in an alternative setting that supports their individual individual learning goals we are very carefully structured to allow students to work independently from home while meeting regularly with our staff and receiving support that we can offer them to help them meet their personal goals

079our school is small we are enrolled at about 100 students currently right now we're looking at 37 freshmen 28 sophomores 21 Juniors and 18 seniors preparing to graduate for us this year um we are very excited about you know where we are we have a steady waiting list for our school we are capped at enrollment due to the size of our staff but we are um very specialized in what we do and we meet individually with every family before students come in to make sure that we're the right fit we don't want to bring students in who aren't ready to work independently and aren't self-motivated and driving so being small allows us to keep that going but offer a service no other High School in the county offers we are the only District in the

080county at this time that is maintaining an independent study program full-time we are the only other than Holtville whole Villas had the Freedom Academy as an alternative school of choice for several years but coming out of covet everyone else closed down their independent study and our district made it permanent by creating it as a separate School on February 14th our big news that I'm going to share with all of our board in the community is that we moved into our permanent home and I'm very excited about that on February 14th exactly 28 years in one day after we opened Southwest High School I got to open Mount signal high school so very much a privilege in my career to get to do those two things um we opened up on the campus of Central High

081you'll recognize the fence here this is the gate that's generally used to get over to the football field and to go enjoy a great night of entertainment out there well we took the first three trailers coming through that gate and the district worked with us our District staff worked very hard to help get them ready we hired in contractors to finalize those and we were able to convert those into a permanent facility for Mount signal Virtual Academy with those trailers you'll if you come in now you'll see there's a street gate that's open and then there's a new gate behind it an electric gate to secure the access to Central we maintain that and then we have our Stu our staff and our working with our students in those facilities and to give you a

082little peek at what we offer coming in you can see here on the left our Administration office this is the lobby coming into our office it houses the principal's office our mental health specialist counseling office a work room and a conference room behind that glass wall as well as a waiting area for parents coming in and a full-time clerk there to greet you and help students check in students are expected to check in with us every week so they can come in and do the work that they need to do but we are very thrilled about having this available to them on the right hand side picture what you'll see there is a screenshot of one of our classroom structures on the back you'll see a classroom office for a teacher there's another one also

083identical to the left and then there's a common work area in the Middle where students have workstations where they bring in their Chromebooks they sit down and they take their tests here all tests must be taken under the supervision of one of my teachers so we know who's doing the work and that they're doing their own work so students come in they log in they their teacher unlocks their test for them and then we have different seating areas for them to use they can use freestanding desks at the sofas they can also sit at the tables along the back wall and have access to Ports there if they need them in charging stations so they can do the work there we also that way offer Wi-Fi access to students who may lose Wi-Fi connection at

084home they can come in and they can work throughout the day in our facility in addition to providing with MiFi devices as needed and we do of course do one-to-one for every one of our students amount signal to make sure they all have devices to work on so this is just a quick snapshot of what we're doing at Mount signal and I want to invite all of you to come by and visit us our gate is located at the intersection of Holt and Wilson so if you're ever wondering how to find us just look for our sign above the fence at Holton Wilson and come on in we would love to show you around and let you meet our staff Central Union Adult School been around since 1980. we've been in our current home right

085now over at two three two three four five South Second Street which is the old Social Security building in El Centro um been there since 2018 and we are very proud to have that facility it's a facility that Mr President worked hard to help make available to us when the time came and has been very supportive of helping keep operational um again we're very grateful to the work of our District staff and our teams that keep us on the internet with our with our wireless connection over there and that keep our buildings clean and make to and maintained well um we'd be lost without them our missionaries to help adult Learners continue their education we don't want to put limits on anybody we take students from 18 to 88 we let them come in the

086door we help them get their high school diploma so we are lucky in that we are able to offer supports to non-grads for example coming out of our traditional model schools who are looking to continue this and we give them that chance to finish a diploma while giving a push start to IVC to get started on a college career at the same time we work with them hand in hand on that foreign [Music] a little bit coming out of covid we've seen a decline in numbers due to covet and adulthood a lot of parents were elected to come back to school or tied up more and more with kids but we have seen them come through you see our coven numbers at 135 and 118 in our high school diploma ESL classes you can see

087now we've come up to 152 and 160. prior to covet those numbers were closer to 300 and 400 each so we are we are like everybody else in the county playing ketchup post coveted with Adult Ed this model is something we're seeing Statewide as I work on county-wide commissions and state commissions we're seeing the same information everywhere but we continue to invest in ways to help get our parents in we've invested in technology and we've adopted a one-to-one Chromebook approach for our adult Learners in addition to there's a mirror of what we're doing at our high school sites we're bringing in and installing over the summer interactive LED white boards in our classrooms at the adult ed school to help facilitate distance learning as well as higher degree of of instructional delivery for our teachers

088working with the online curriculum that they provide to the students we're looking to expand Staffing by hiring three new part-time teachers this year to fill gaps in ELD instruction with our reduction in numbers we had cut back from four levels to three we're trying to get back to four levels and expand offerings we offered this year the first Spanish GED class in the county and the Spanish GED class has a waiting list bigger than the enrollment in the class itself right now so we are looking to expand to another Spanish language GED class next year um a different part of the day and we expect to be able to fill that with no problem um in addition to that we uh this year took um kept online a virtual class for adults working from home

089in the evenings that class has been filled all year long with a high waiting list so we are hoping to expand a second session of online learning for adult Learners next year as well to utilize the same model that we're following at Mount signal as we go forward there and there's just a couple shots of what we're offering there this is a picture of our graduate board as our adults graduate we take pictures of them if they will pose for us and put them up on here and celebrate them with the rest of the school and then of course just to glance down our hallway we are a very I like to think very high-end facility and we're very proud of maintaining a nice facility that's a quiet professional learning environment for our adult Learners

090and it's been very very well received our adults feel respected they feel valued and we're really grateful to the again the district for helping us provide this home for our school and be continue to operate the way we are out of this so that'll conclude this short presentation but I hope if you have questions please ask but I don't want to tie up anybody else's time any longer than I have to thank you all very much and have a good evening [Applause] thank you Mr Petco for Mr Ocampo for your presentation and all that you guys do for our district we'll keep it moving and we'll now be moving on to the public comment session at this time the Board of Trustees will hear comments presentations or requests on matters listed on this agenda or

091other topics that are not on the agenda but are within the board's jurisdiction speakers are requested to give their names and addresses time limit for speakers is three minutes the board shall limit the total time for public input on each item to 20 minutes the board reserves the right to limit presentations this meeting is being recorded to Steve pinata is there any one that wish to provide a public comment on agenda items yes um commenting on item five is Christian Gonzalez no not after all okay that was it so we'll now be moving on to public comment session for non-agenda items at this time the Board of Trustees will hear comments presentations or requests on matters not listed on this agenda or other topics that are not on the agenda but are within the board's

092jurisdiction speakers are requested to give their names and addresses time limit for speakers is three minutes the boards don't limit the total time for public input on each item to 10 minutes the board reserves the right to limit presentations this meeting is being recorded So as stated it says three minutes we we capped it at 10 minutes we are going to work with you guys because I know there is eight comments we want to hear from you guys that's why we're here we appreciate you guys participating in governance process this is part of it so before we get that started I want to begin by advising everyone and our attendees of the availability of the board policy it's an important policy that was mentioned on a previous flyer I found swarming around online this is

093an important policy is board policy 1313 civility so this this policy was adopted December 14 2021 and I'm going to read the first the opening paragraph of this policy because I think it's very important so the governing board recognizes that maintaining an environment supported of learning and free of disruptive conduct is important to the success of our children's education the board further recognizes that the impact of Civility has on the effect of operation of the district including its role in creating a safe and positive School climate enabling a focus on student well-being learning and achievement the board believes that each person should be treated with dignity and respect and their interactions within the school Community this board meeting is school Community okay so with that said we're now been put on to the first comment

094and trusty pinado if you don't mind the first one is Marina Corral good evening I'm Marina Corral I'm the IB diploma coordinator here at Southwest High School and today I'm going to be reading the words of our IB diploma student Luis Moreno Juan Moreno he's a year two candidate and I'm going to quote him the ibdp provides us with a comprehensive and rigorous education covering a wide range of subjects in a global context it's designed to challenge us academically and to encourage us to think independently with the ultimate goal of preparing us for college-level work it requires us to complete various assessments including essays oral presentations and exams which helps students develop a wide range of academic skills including researching writing critical thinking and communication the program encourages us to be reflective and to consider

095our values and beliefs as well as a perspective of others this emphasis on empathy and Global awareness can help us develop the skills and perspectives needed to succeed in a rapidly changing and interconnected world moreover the IB diploma also requires us to complete a variety of extracurricular activities including community service Sports and the Arts which demonstrate to colleges and University that we are engaged in our communities and committed to personal growth finally the IB diploma Fosters a love of learning and a commitment to lifelong academic success the program emphasizes the importance of curiosity creativity and a passage passion for knowledge I myself invite the school board to visit our I be close uh witness our IB classrooms to take a personal look at the Stella curriculum this Stellar curriculum in person in addition I wanted

096to support our unity and inclusion Club as well and speak to how in IB coursework such IB English IB history and a theory of knowledge we not only talk about the lgbtq community and the bipoc community and how they are needed in spaces of power and respect so I'm going to have well there will be others to also come and speak but I wanted to share with this in the voice of a student who could not be here today thank you [Applause] next is Christina Ramirez thank you for letting me speak tonight um good evening my name is Christina Ramirez I am one of the original IB teachers who wrote the first approved curriculum guide accepted by IB in 2014. whenever when I began in IB I was well aware of the rigorous demand of

097the classes including my own but I had no idea of the many intangibles that came along with it what I mean by intangibles are the personal relationships I would get to have with my IB English students that our results in having them for two years in my course I get the privilege of watching the IB English students grow as academic learners but also grow as individuals IB does not just seek to help students reach their goals of passing the exams but it also seeks to help students find their voice to go out into the world with confidence and thoughtfulness also through IB I have been given the opportunity to work with teachers from all subject areas closely and share our experiences in the classroom with students things that are usually restricted to just the department

098I teach in I also get to watch my IB students form deeper bonds with their classmates in IB classes encouraged by us so that they understand no one in the classes alone and they are all a team working together for the collective success of everyone I hope you will allow us to speak with you in a more one-on-one setting and I invite you to visit our classes to help you understand the many aspects of the IB program that are now found on documents of Statistics or spreadsheets of expenses perhaps it might be to your benefit to actually hear from teachers students past and present and parents who are in the IB trenches and not from those on the outside with little to no knowledge of what IB really is thank you [Applause] next is Rebecca

099Scott so just a quick reminder the the comments or limits it's a three minutes to allow everyone to have an opportunity to speak so the clocks right here if you guys need it it's an IB teacher speaking to the decision to phase out the IB Program um and as we all know our District's vision statement is shaping the future by developing skills abilities and knowledge to collaborate communicate create think critically and effectively use technology in order to ensure all students are career and college ready and that dovetails perfectly with what IB asks of its Learners IB Learners are supposed to be inquirers knowledgeable thinkers communicators principled open-minded caring Risk Takers balanced and reflective and not only do these traits of an IB learner combine to help us achieve our vision here in this District but

100they also encourage students to draw connections between the subject areas and pursue their interests I am just the facilitator these students are the leaders in the classroom and our content is for the development of critical thinking knowledge experience and perspectives come in place which builds students values for themselves their own personal identities as well as their values of others um and like my colleagues have said we really do hope that you'll allow us to show you the benefits of this program both those that can be demonstrated with those numbers but those that cannot be demonstrated on paper but only through the passion of the staff and the students thank you [Applause] next is Ruben Quintero hello good evening my name is Frank Quintero uh second year IB diploma student and I would like to talk

101about a critical part of the IB diploma and certificate program internal assessments they are a key part of every class it is an individual research paper that develops independent thinking and research skills every class has its own format of the IAS building a broader understanding of different research papers and it gives the students a chance to dig more deeply into the subject it is one of the most rigorous sections of IB but once the student is completed they come out of a new person with a better understanding of what it is to be independent and how to write a research paper both imperative things for future success especially in college thank you next is Omar good evening my name is Omar cosio I'm a first year I be diploma student and I'd like to talk

102about my IB English class IB English class is a very challenging class because it really forces the student to think critically about social structures and World Views for example I personally learned a lot through our units of race and gender in general IB English teaches me how to deal with the problems in the world that are going on right now and specifically how to fight against these problems we analyze power structures present in minority groups and talk about the importance of giving those groups a voice in Power Systems we analyze the importance of supporting and accepting different races and cultures universally removing this course would be detrimental because future Generations will not be exposed to International ideals by doing this you would be taking away the opportunity for people to have certain knowledge on world

103affairs thank you next we have Dulce Cervantes time starts now good afternoon I'm here to express concerns over the events that happen at Southwest Pride week and future impact on our district first I want to make sure you understand where I'm coming from which is a place of love and concern for all our students the objection many of us had was not to the existence of the uni club or even the club celebrating their pride week with their own members the objection was the celebration of sexual preferences in a school-wide setting with a population of minors the message that went out concerning Pride week the board's reasons for supporting this event were to promote unity and inclusivity to educate peers on how to create a safer environment to bring awareness and advocate for the lgbtq

104plus community to this I ask what standards or guidelines are we using to Define what educate means who is in charge of monitoring what is education versus what is forced inclusion do we know where to draw the line between educating creating awareness and advocating versus forced inclusion propaganda and indoctrination of specific agendas an argument that is often used is that the lgbtq plus Community needs more inclusivity and acceptance because of their High rate of depression anxiety and suicide which also you know is concerning uh but however there are high rates of all these for all teens since the pandemic when have we ever taught teens that their self-worth should come from how included or accepted they are don't we teach the opposite to love themselves instead of finding validation in society this event and similar

105future events might create a hostile environment for students and staff by presenting the idea that you only get two options you either accept a Firm support celebrate an ally with us or you are against us hate us Etc My Hope Is that we accept and respect that there are more than two options and students and staff have the right to express those different views without being shut down accused of harassment or threat of lawsuits for just sharing a different point of view an example is a kid from Massachusetts just wore a shirt to school that said there are two genders he was sent home by staff because it was considered hateful that student has the right to the freedom of speech just like anybody else if we're going to allow people to wear shirts to

106celebrate their sexuality thank you for your time [Applause] um good evening distinguished board members my name is Enrique Cervantes I live at 2133 Eastfield Lane in El Centro California I'm an ex-educator that is I taught mathematics for 35 years I've been retired for six years now and I'd like to say congratulations to all the retirees of the central Union School District [Music] um join the club you know it's funny how when I retired I I was saying that I was going to do this and do that once I retired none of that has come true but nevertheless it's good to know that you're not dependent on an alarm clock you get up when you feel like it and you go to bed when you feel like it nevertheless I've been listening to the presentations here

107and I've also been a board member of school a school board member at Meadows Union School so I've kind of been the Jack of all trades um I've been listening to the the presentations and that uh presentation on unity and inclusion what I captured there was the fact that they seemed to have represented unity and inclusion for all groups but the main focus was the lgbtq Plus um I I would say the board members should take this into very deep consideration the fact that what's going to happen when a group of Christians all of a sudden says we want to have a Christian week are you going to be as willing as you were with his pride week you know it's it's uh it's something that we need to think about seriously I have two

108grandsons in this through the school district and those two grandsons are coming here because I want them to get an education I want them to look at everybody as being equal I don't care who they are or you know the black or they're brown they're white they're purple my grandsons treat everybody equally and they don't need a special agenda for that equality so I just caution you you know take some take some time to think about things because what you did in allowing this group to present their case and present their situation uh what they're going through and so forth uh we could we could very easily bring to you forward the idea there's a lot of persecution of people of Faith right now aren't they entitled also to have some representation and have their

109weak thank you for your comment Mr Cervantes here three minutes thank you sweet half Brian Tyson Brian Tyson good evening everyone um I'm Dr Brian Tyson I live at 2010 Chaparral drive my son is a freshman here at Southwest High School um I too am here to talk about the pride week event and I want to make it really clear I think we all want students of all identities to be protected um one should not infringe upon the other there are many ways to have inclusive discussions use appropriate locations to do so and there are also inappropriate ways as well sexual identities and discussion should be done in a closed safe educational setting under proper direction from appropriate level of Staff members with consent from parents the rest of the questions and discussions should remain

110with the parents at home or with specialists in the field of those concerns under no circumstance should adults be allowed to be brought onto campus to introduce bring up sexual identity or issues to underage children during school hours asking kids what's your sexual identity in exchange for free popcorn okay is sexual harassment okay just like all protected classes under civil rights our children also have the right to not be forced to deal with sexual discussions Identity etiologies or a quote acceptance of a lifestyle if they choose not to have that discussion the school in its flagrant practice of Pride week while noting that pride month is in June okay is forcing kids to interact with sexual content that they may or may not want to experience by themselves posting what was being posted where these

111colors have these bracelets where do these shirts and these things is actually excluding kids who may not want to deal with that situation or subject matter during school hours um having this promoted on Instagram and during the Boost at lunchtime and inviting outside again uh members from the community who have not been screened with background checks okay and being allowed on campus is inappropriate and it's in it's a flagrant disregard for that matter um the solution is real simple hold your Club have your activities but do it after school okay those who want to participate can stay after school and they can be involved in whatever activities they want get any information they want to but then those who have been dismissed from school can walk home and not feel like they've been uh ostracized

112or not participating because of their own beliefs at home okay I do want to say that we did file a police report okay for sexual harassment the principal has been made aware of that okay we did try to go to your office my wife I believe went to your office to to let you know what was going on thank you Mr Tyson three minutes no response but I'm letting you know because it is it is we're gonna go to recess thank you hey I'm gonna ask my order we got to get some District business continuing so with that said we'll be going to recess we should so we'll now be returning from Recess was there more than the two so it was come to our attention and I do want to address this so we

113have two comments Miss Camarillo and Miss Gonzalez so we already completed our comment session we um I extended it it was 10 minutes I did extend it we went a little over 20 minutes we do have a lot of School business that we need to take care of we need to we have a lot we have a lot on this agenda and we need to continue this meeting we need to be ordered and we need to focus on the student achievement and everything that we're doing in this meeting for our students okay so I just like to let everyone know and um that the two females that submitted these forms and everyone else know that there's alternate methods of communicating with their board members please we have emails social media accounts telephone numbers text messages

114there's other methods that you guys if you guys want to express comments or concerns or even praise please reach out to us in the alternate methods otherwise we could hear these two comments during our next meeting thank you so thank you tell her they'll be they will be this is for the next video next video just let her know or if they're still here maybe they should leave a problem I guess not so just for the sake of transparency Miss Miss Hartsock did you did you hear um what I stated right now moments ago regarding the public comment for the for the next meeting no no no so so I do apologize uh I stated that that we already extended it and we have several several items on our agenda that are going to take

115a lot of time and we need to focus and we need to work on what we're here for is the remainder of the the items which is our consent or um our action items we have a lot of information we've got to share and we got to continue this so I do apologize for that I mentioned there's also alternate methods of communicating with your board members and the school admin emails telephone calls we're available to you guys okay it doesn't matter how you feel however you want to express yourself to Us Praise concern we're here for you guys okay so there's alternate methods otherwise feel free to provide your comment during the next meeting okay so thank you for your understanding so we'll now be moving on to approval of agenda approval of the agenda

116and at this time I'll ask our elected board members for a motion to approve the agenda I have motion to approve the agenda before we move the agenda present the agenda approve it we are going to move the presentation of um the state of the district up from number 12 to number two so with that does your motion include that movement okay make a motion to approve the agenda with the change that um number 12 under action items will be moved to number two on action items I'll second that motionado second of our trust eager series all those in favor of Peace signify saying I I any opposition hearing on motion carries well now I'll be moving on to the consent agenda items all items appearing on the consent agenda are routine business matters and

117we will be acted upon by one motion without discussion should any board member request that any item be considered separately the item will be added to the end of the regular agenda I'll ask is there any requests by any elected board member to pull an item from the consent agenda hearing no requests to pull an item I'll ask our elected board for a motion to approve the consent agenda I'll go ahead and motion to accept approved consent agenda items as presented I'll second Metro sticker series secondary Chelsea panado all those in favor will be signify by saying aye aye any opposition every none motion carries we're now moving on to our first action item presentation to the governing board regarding dual enrollment with Mr Victor Torres of IVC that one I would say that one

118because I think you control the presentation are you going to be doing slides over here is he doing slides I don't know I think no yes let's try this thank you good evening members of the board superintendent and uh guests in the house thank you so much for giving me the opportunity I know it was a packed agenda and it's late so I would try my best to keep it under 60 minutes just kidding um I would really try my best to keep it short um there's a lot of information but I'm just gonna really really go fast so if you have any questions at the end I'll be more than happy to address those I did make a note that I have to take at least 30 seconds shorter than Mr Ocampo so that's

119my goal here today I had to do that so I'm really glad uh Elizabeth mentioned that we are the number one college in the nation I do have to and I would like some Applause for that you have no idea but thank you the um I I was hoping there would be more a larger crowd but how many of you understands actually went to IBC can you raise your hands pretty majority of you guys thank you so much uh what this means in President Obama said that this was the Oscars for Community College so I'll take it you know the Hollywood version of community colleges so thank you so much but I'm not here to talk about that I'm here to talk about the dual enrollment program the dual enrollment program has been in existence

120since 2017 and you voted on the CCAP agreement last meeting so thank you so much for that we went into a three-year agreement to be able to provide students with dual enrollment classes so um just for those of you who don't know what dual enrollment is is really the opportunity to provide high school students that are currently enrolled in high school to be able to earn credits while enrolled in high school it's generally taught by college professors within the high school campus in some cases for us in the in the county has been primarily after school or online in some other models throughout the states there's other hundreds of other different models that they do where they're hybrid during the day after schools Saturdays online Etc uh there's some laws that guide us through the

121dual enrollment program I'm not going to mention all of them or go word for word but the significant one was ab288 which allowed us to enter CCAP agreements or College and Career access programs with K-12 districts as a community college and then SB 554 allows us to do that the same sort of modality for dual enrollment but for your adult Learners and we've been working with Mr Bechtel to try to Pilot a program at your Adult Learning Center which is really trying to give adult students the possibility of going and taking college classes while they're enrolled in adulthood and then finally ab102 which is recently passed allows us to work with Community Schools County offices of Ed continuations uh juvenile Etc um when we talk about equity in terms of the classroom we wanted to

122give access to students um you know what what is dual enrollment for me is very in a nutshell it saves time and money for students that's about when a boils down that's what it does for students it really saves gets them on a pathway early for college or career and I say that because we do offer dual enrollment in CTE programs as well as general education courses or transfer programs um significantly here we want to create access a college-going culture etc for your students oh this is a repeat hold on okay um I'm not going to mention a lot of in this slide but the potential savings is is pretty impressive you know if you're going to a UC potential savings for you it's about 25 000 that you can save we actually had several

123students from your district and other districts throughout the years where they completed close to 30 units if not more in dual enrollment and spent one year either at IVC and transfer or went straight to a four-year University one of the things that I use is I use the words competitively eligible right so we're not trying to create IVC students in general we're trying to create a college-going culture and what competitive eligible means to us is that even if you're not interest interested in IVC you taking dual enrollments will make you competitively eligible to go to four-year universities whether private CSUS or UCS and so that's kind of a tactic that we're trying to do um I'm not going to spend time on this but this is like the A through Z of program implementation we

124start off with the CCAP agreement uh we go and meet with counselors teachers administrators uh Etc and then try to build a program recruit Orient students get them signed up and then deliver the modalities in the classroom this is just another way of looking at the application process for students they do require parental approval as well as designee or counselor approval and then we approve their application on the IVC side and then the students actually gets notified that they've been admitted to the program I'm like uh in case you want to know the GPA requirements for dual enrollment are a little bit lower than concurrent enrollment concurrent enrollment it's a 3.0 and above whereas for dual enrollment if you're a sophomore is 2.5 and above if you're excuse me freshmen and sophomore is 2.5 and

125above junior senior is 2.0 and above the intent of the law is to get underrepresented students or folks that would normally not be traditional college students in a path to a college degree or a career since we started we started uh in 2017 we've added the the following high schools uh you guys were the district I should say was kind of the inaugural District of the dual enrollment program in 2017 with Southwest Central and Desert Oasis participating in the in that that particular year I was fortunate to be working on the K-12 side at Imperial so I was also part of that uh sort of that momentum that we started in 2017 and then of course some of the schools that are interested in enrolling or doing dual enrollment so in the last six years

126or close to six years we've serviced almost six five thousand students or enrollments I should say 4 526 to be exact if you notice our program has grown significantly since 2017 with through 320 students to now on the bottom right corner uh almost 1500 enrollments for dual enrollment nine high schools in agreement so we're excited about the growth that we've experienced there I will say you know I don't say this a lot but Kobe it's kind of a silver lining because when we went online students started taking those classes and our program really grew grew about 200 percent so this is just another way of looking at enrollment real quick by High School across the the county it's just for for uh fall of 2020 excuse me 2022 we had 637 unduplicate or duplicate counts

127and you'll see your particular high schools there the course selections that they took um again for spring 2023 we're at 704 again you'll see the course selection that you took this is a really cool slide because it gives us a quick synopsis of a three-year expand of the course success rates so if you notice the success range from 51 percent to all the way to 100 percent by the way we no longer offer a Humanities section because we determined that that class was not uh conducive to the student population that we were trying to teach so we started offering other classes in in its place like art music Etc but if you notice on the bottom Square there the average success rate for IVC students is 82 percent that's in general right where our students

128can range anywhere from I'm Gonna Knock the two bottom ones there but 83 percent 100 success rates there's only one subgroup or population at Imperial Valley College that does better than high school students anybody take a dare to what that is correct uh only our prison population does slightly better than our high school students I will say they have a lot of time in their hands right and kudos to our high school students because not only are they challenging your high school curriculum but they're also doing extracurricular activities and participating in our dual enrollment program so they're working really really hard to make sure they're successful in these classes and it's showing this is one of my favorite slides if you notice we look at the cohort so this is county-wide we look at seniors

129that graduate either or seniors either in the fall or the spring I would pay attention more in the spring because they graduate and then what's the next step usually it's enrollment but if you notice the second the first con second column says the number of seniors and then the second column is that students that enrolled at IVC after that right so between 68 percent and 85 percent of those students are actually landing on our doorsteps we know the data we know the research on dual enrollment it's about 60 percent so it's higher than most Nationwide our rates are higher in terms of college going rates the second to last column there is a number of units the average number of units so students have taken from 4.3 average to about 7.1 and then the maximum

130number of units and you'll see the growth there and that's primarily due to online learning as well but from nine units to 30 units so we actually have somebody on Pace right now to take 36 units by the time they graduate from high school however I will say that there's still room for growth we just got back from McFarland High School anybody familiar Bakersfield area the Bakersfield College has a significant program where 30 percent of their enrollment is actually dual enrollment and that's about almost 30 000 enrollments per year so they're doing a lot of great things in 60 high schools the big difference is that they offer a pathway for students to I either earn a certificate or an associate's degree graduating out of high school and I feel that our students here in

131the county need that opportunity as well because if they're going to be Equitable in the workplace or in the college application Cycles they got to have those courses under their belt as well that's a philosophical difference I think in the valley that we probably should start looking at in the near future um this is another way of looking at it I wouldn't pay much attention to the first boxes but go straight to the green box there and that is the two to four year college going rate for seniors that are graduating if you look at it 83 percent to up to 95 percent that's huge that's phenomenal that's a great accomplishment for our students they're actually landing on either a two-year or a four-year University at a 95 percentile or eight a 90 percentile that's

132pretty impressive for our students um this is just another way of your enrollment that's kind of transpired over the years and this is by high school so that's Central when we first started doing CCAP agreements we used to offer one or two courses and then covet happened and we went to an online model and we said why don't we open it do an open enrollment because online you don't really need a classroom space or a you know targeted group and then we started allowing school students from other schools taking those classes and you'll see the range of classes that were being offered now uh kind of significantly increase and also the numbers went you know up a little bit so um this is for southwest same pattern you'll see the growth there and then Desert

133Oasis I think this particular school um you know I want to attribute to because of covid we we stopped offering face to face there and we probably should get back to that formula at Desert Oasis and something that we can discuss in the near future as well and it is part of your CCAP agreement as well there are some challenges and opportunities as I mentioned you know dual enrollment and in Europe both in the High School site and on our program we have limited Staffing we've grown significantly but still at the same Staffing model so we're trying to to tackle that there are some funding sources that are coming down the pipeline for you guys as well as for us for those of you who don't know the new chancellors coming in at the Statewide

134level her name is Dr Christian and Sonia Christian and she is you know known because of her uh enhancements to dual enrollment specifically in Kern County which is somewhat familiar similar to our County in terms of the Agricultural component and so forth but she's now going to be the incoming Chancellor for the California community colleges and she's driving dual enrollment as fast as possible she's probably going to throw money at it like every other initiative that comes down the pipeline we're hoping that that's our case because then we'll be able to provide additional resources such as counseling I'm not going to spend a lot of time on that but faculty availability we have a model we have potential models I would ask your own faculty if they qualify to teach at IVC we want to

135hire them we want to be able to to have them facilitate courses for your campuses so if we can work some some of that out we will be in better shape obviously opportunities there's tremendous opportunities you know the state chancellors there's a vision for Success goals that every student at a high school should graduate with at least nine units under their belt our president kind of pushed out a little bit higher he wants 15 units under the belt here at IVC there's potential to do some adult ed work to establish some path Pathways like concrete Pathways for students so that they say they're interested in engineering we would have a pathway for those students if they're interested in law enforcement we would have a pathway obviously we're in discussions with San Diego State in in

136a one plus one plus two program where they'll attend or get enough credits under their belt while in high school then attend one year at IVC and then graduate from either CSU locally or or out of the county and then again lithium's coming up so we're looking at potential expansions in those programs and that's a big Hot Topic item thanks to our faculty this is our faculty that's you know work with your students over the course of the last five six years our and we're dual enrollment team and this is the this we this deadline has passed for this current year but if you notice on there there's 500 million dollars to expand Pathways uh we want to tap into that not only from the district or High School District side but also from the

137College Community College District side so any questions I don't have a quite a comment I think it's it's fantastic um I think it's a great opportunity for our students and and kudos to improve Valley College for the Aspen prize um and and we're lucky to have that partnership with our community college I personally have seen the the benefits of dual enrollment and the students get very very excited that they're able to take a college class while in high school um so I think it's definitely if we can grow the program even more I think I'm all for it thank you I just have a comment um Dean Torres Victor I just want to say thank you for giving us this presentation just so everyone's aware I got really excited when I saw his name on

138this agenda packet and I he's a really great orator so in hearing Victor talk about the program just gets me really excited because he's incredibly passionate about dual enrollment and his entire work and team so it's really cool to see that come to light and to sit on this side of the house to watch this happen and grow is incredibly cool and I will share that I actually had my first uh exposure to college with IVC here at Southwest and it was pre-dual enrollment and I can't remember what it was at the time ccpt what was it ccpt is a College and Career Pathways I I can't remember the acronym but it was ccpt so definitely probably that um but it that call that course that class that political science class exposed me to everything

139so all our students who get exposed to this type of work uh curriculum incredible thank you for your work thank you great thank you so much thank you [Applause] thank you Dean Torres for your presentation when I'll be moving on to believe it or not action item number two thank you Dean Torres appreciate it super excited about lithium Pathways as well so thank you for coming out tonight I am not such a great orator I can't even spell it but thanks for coming out good evening again governing board and audience um tonight we have a special opportunity I know the leadership team out here is a probably a little exhausted from the um from the night but I want to thank them for coming out and spending the whole evening away from family and other

140duties to be part of something what I'm something I and others are excited about we're going to have the opportunity to go it'll be pretty quick it's rapid fire but it's also going to be informational on where our district has areas to celebrate Department wise school-wise and then also where we're going in the near Futures as early as right now um I'm a little sad because when I got out from the beginning of the meeting and I saw the audience I thought boy this is exactly what we want a lot of people in our audience to see how great our district is so unfortunately we lost a lot of the audience but we still have quite a presentation and I'm very thankful and I'm not calling on Miss pettor so forget about it oh is

141it okay they've had no they've been given opportunities all night to be dismissed they know they can leave at any time they look they're looking for a second piece of cake that's what they're doing you ladies can leave thank you Miss Petter girls if you want to go this is probably well I promised one minute I'm already on minute three so if you want to take off thanks for all you do and congratulations and thank you for your tremendous service [Applause] so tonight we're going to start with a brief slide presented by me and then I'm going to pass it on down the line and this is going to be very exciting so I want to again thank leadership I owe you chicutery boards at our next meeting okay now I feel like Oprah all

142right so our first slide is what was referenced this earlier today at the podium our vision and again it's about collaborating communicating thinking critically and getting our students prepared for whatever their next journey is college career IVC our goals are our strategic goals along with aligning our lcap goals all together to ensure project process progress and periodic measuring throughout the school year strengthening our cohesive team together like you see tonight enhancing existing programs and systems with an emphasis on connecting our students throughout the day including lunchtime for equity and inclusion improving communication and promoting our our district our fabulous District to our feeders schools eighth graders were on campus checking out our CTE Pathways and multiple different programs this year and then prioritizing safety whether it's covid or hard safety at our campus or even

143just as important our mtss which will be a slide tonight tonight like I said we're going to focus on some success and then we're going to move on to next steps I want to thank Miss Apodaca for helping organize the Spanish translation that will be posted as well for future reference for any of our partners out in the community and our parents so thank you and thank you again to our leadership team Arnold preciado thank you very much Dr Farkas so um as most of you know um I'm assistant superintendent of business and support services and so Under My Umbrella we have business fiscal we have transportation we have Child Nutrition we have maintenance and grounds custodial services and Facilities but my presentation here tonight is going to be focused on facilities and Capital Improvements

144that we are currently in the progress of completing or moving forward with and so that happens to be a shade and shade improvements in infrastructure and that's going to be at all Sites we also have maintenance and operations Warehouse too the pppe operations Warehouse that's going to be located at our back of our Southwest High paved Warehouse area okay and that's over to the east of the football field uh also we're moving forward with our Tech 2 modernization for our telemedicine CTE lab pathway Southwest high is also going to receive a what we're calling a Welcome Center which is our site security improvements uh excuse me and then the track Renovations here at Southwest High as well and of course we were granted eight EV buses and so we're moving forward with charging stations and

145infrastructure to support the buses also I wanted to share with uh the board the Aquatic Center projected timeline again this is a projection and at this point in time we have design schematics that are completed we are moving forward with a completion of construction documents and hopefully this summer we'll have that completed and done which by then we should be submitting a DSA application for funding and also for their approval because they need to approve the plans um and that's uh sometime in September October so bidding we're hoping that by the end of the calendar year we'll get uh to bid or put out the bid uh the Aquatic Center and hopefully complete this um project by 14 months or maybe what I would consider to be June of 25. okay any questions at this

146point in time I'll pass this over to Tricia Petter kucf 5l cap goes there our goal is for El Cap to drive what we do right so we're doing data analysis to determine what it is that our district needs listening to all of our educational stakeholders it's not stakeholders anymore it's Partners I'm working on that um but what do we need to do and then deciding how it is that we're going to address these things all way while trying to reach the goals that we have set so I'm not going to read them to you because I think you've read them several times before um but this is what we're working toward in our district I don't have a clicker there it is and I'm not going to read all of this to you either

147and I took a class that said don't put a lot of words on your slides and you can see that I didn't learn a whole lot there right it is hard to just say here right in a word or two because we are doing a lot of good things but learning is what we're here to do our students our staff learning is our goal and that's happening we're making some increases in our graduation rates we're working on our cast scores the the test is not the greatest measurement of life right but it is one of those accountability measures and so we are working toward ensuring that teachers understand what is being tested and that we are helping students be familiar with standards as well as formats of the exam um Patty and her group are

148working really hard with our English Learners to help them meet proficiency you'll see eight percent of our students last year were reclassified uh CTE Pathways we took a hit in Coven and it's not part of our accountability ability measures this year but we're doing great things in CTE as you guys know right so our goal is to continue down that pathway we have some work to do it's not there because it's not necessarily a success but we have some work to do with our a to G completion and that'll come here in a little bit but you'll see 13 of our St our seniors have both completed a CTE pathway and have completed a to G you'll see some statistics there for AP exam passage rates as well as IB passage rates you know that

149we have that one-to-one device program for all of our students ensuring that we are Equitable and helping our students access curriculum that is online as well as being able to research and do things of that nature we continue to to train our staff across the board you heard from Fernando earlier and we're doing a lot of things in special ed because we realize not just through this program improvement process that we're going through that maybe we need to work on our compliance but just ensuring that we are meeting the needs of our students that we understand what our responsibilities are and that we are morally and ethically addressing those needs we're expanding our CTE Pathways Desert Oasis we have the personal services we started AG mechanics at Southwest and I'm working really hard with Victor

150who ditched us to get dual enrollment Auto classes during the school day at Central um you see some statistics there for attention to attendance but I won't go through that because somebody's going to do a little bit of that here in a little bit um but we're working hard especially with our students who are chronically absent to get them back on campus to help them through graduation and we have also trained all of our teachers in integrated and designated Eld so what are our next steps as I sat with our educational partners and got feedback which will be in the next slides that I won't to you but at your leisure you can go through and read what what they shared with us While most of our parents and students feel like our campuses are

151safe I heard in several places that they're concerns about bathrooms so students shared that either they don't go to the bathroom because they're afraid they're going to get caught up in something that's going on or there were a few things that as groups of people that talked about cleanliness so we're working on both of those things already we have installed those Vape detectors at Desert Oasis to see how they work and then we'll move forward at the comprehensive sites um as far as staff development goes for next year you'll see our priorities there again based on the feedback that we received so all of our administrators have gone to teacher Clarity training this is not something new and we have training tomorrow afternoon with teachers where we will share that with them right this is

152not a new initiative this is really just going back to basics and being really intentional with what it is that we're doing from the onset of every lesson or every unit we understand what it is we want kids to know and be able to do and we're able to articulate those things to them in a way that they understand and that we're assessing them accordingly intervention is going to be a big push so we know there are gaps so identifying those gaps and putting things into place to ensure that we are reaching more students catching them before they fall and I have also heard very loud very clear particularly in certain okay I'm a crybaby so I'm not doing here we go we're here for kids and I heard very loudly that we need to

153work on our relationships so we are particularly in the areas of math and science we're going to work on our relationships to ensure that students understand that they can that they do have something to offer and that even if they fail Ure is a way of learning right so what do we do with that uh I talked about interventions already but um we're looking at we're hiring mtss Specialists on both comprehensive campuses so that we are more intentional with our interventions we're more timely and that we're utilizing our Resource as well so you'll see the hiring of an additional positions that will be including in our lcap this year I thought Mental Health Specialists was really important because I put it there twice [Laughter] go back and read what you do right but we're bringing

154back our sros hopefully in October is when we're starting right um Mental Health Specialists we're hoping to have one more on each comprehensive site those mtss Specialists additional counselors on the comprehensive site security instructional assistance not only in Special Ed but in math in math and in CTE but that's not coming out of lcap that's coming out of C tick a public information officer we have a retiring school psychologist who is also a Family Resource Center Foster youth homeless liaison like she wears a million hats and so as we move forward we are was that secret not retiring you're well she's retiring from us who is going somewhere else you're right not retiring um but really making sure we're supporting our families right so having a Family Resource Center coordinator that may travel between sites

155and be able to offer services and then dishing out some of those other responsibilities um but that's all still an investigative process we're figuring that out I thought counselors were important too they're there twice there you go well and then we're going to improve Transportation offerings so you heard Arnold talk about the EV we're going to try to write that into the lcap and see how that goes and the next slides are all of the feedback um pieces of information so like I said when you have a minute check it out I don't know who has the next one oh where is it can I get the next slide please oh next next that's me thank you um so my name is Carol Moreno I'm the Director of Human Resources and I'm fortunate fortunate to

156be part of a small But Mighty HR and payroll department of six some of our accomplishments this year is that between July 1st and May 1st we did hire an onboard 130 new employees not returning employees but actually new employees that means that from posting the job to their first paycheck we were able to process 130. in addition to that we processed over 50 volunteers including drivers and um other volunteers who are on our campuses who do need to get clear to be there we also created and revised several job descriptions including the safety and operations supervisor HR specialist assistant CNE we have two job descriptions that will be presented to the board later today that I'm hoping will get approved so there was some work in just developing job descriptions and I was able

157to work collaboratively with many supervisors and administrators to get those job descriptions together um in addition to that we introduced the bus driver trainee program in collaboration with transportation department uh bus drivers are very very difficult to hire and so we are growing our own by giving them some on-the-job experience and that hopefully will help our transportation department in the future in addition to that we continue to work with covid-19 protocols there have been many updates and regulation changes we've been having to monitor Implement and maintain many many reports to make sure that we're compliant and that we're able to keep our schools safe and open under these regulations we have successfully processed thousands of retro payments as you guys know we as were able to settle as a district with both of our associations

158for two years what that required from the payroll department which is a staff of two part-time the other parts are HR it required 14 000 line entries for them to issue the Retro payments for the for all the groups and doing that they had 13 line errors so that's an amazing accomplishment in having such a accuracy rate on that our Wellness committee which is living la Vida healthy we were able to partner with School site groups to promote employee wellness and we had a big Initiative for our men's mental health this year and we hope to continue that next year some of our next steps is that we are in the process of implementing a new onboarding system Frontline Central and a new time clock system we're hoping that that will help us become much

159more efficient and assist our supervisors in running more accurate reports and helping our overall efficiency in the department we are also going back to focusing on employee recognitions and celebrations in the 23-24 school year to recognize all the amazing things that our staff do every single day so thank you for your time good evening board um so for the special education department this year we added an addition of school psychologist so now we have four finally so two at each of the big Comprehensive High Schools we have a total of 461 students with an IEP and we're growing seems that every year we add 30 40 more kids um I wouldn't be surprised that for next year we're at 500. and we also have 159 students with 504 plans we have 19 teachers in special

160education or special education teachers is at 19. we have two part-time speech therapists we have 20 instructional AIDS and still growing um next steps we're going to be adding three additional instructional aids for for the next school year and that depends on the needs that we have for each individual students because we do have quite a few students that need it those one to one AIDS um because obviously their needs that they have and also we're going to be adding those uh 504s or their mtss coordinators that they're going to be helping us with the 504s at this each of the sites so those are the next steps for special education next year thank you so my name is not Monica Martinez but I'm pinchanic for my colleague um so in the technology department it

161was important for Monica to post up here that we have done a district-wide refresh of all of our access points and that's something that's created a little bit better coverage throughout the district in classrooms and that sort of thing we are undergoing a cyber security assessment so it's really important to our district to make sure that we're as secure as we can be with our data and our processing so that is something that has been a need for a while but it became even more clear more recently with some issues that were in the district um we will be continuing to sustain the one-to-one effort and that has been something that has been incredible for our students um when I was in the position we were at four to one now we're at one to

162one and that's just an incredible thing to have happen within the last um five to seven years within the district and then finally more interactive display boards are going to be in the classrooms for teacher and student use um as um as others have mentioned there are more going into classrooms every day training taking place very regularly so that teachers are able to utilize the equipment and so our students so for next steps in the technology department they will be doing a fiber optic project at Southwest this this summer so the school will be closed down except for the main office to make that possible once we've gotten the cyber security assessment then we will be developing and implementing a plan that does incorporate all of the suggestions and the needs that we have for

163the district and then finally we're going to continue to work on raising digital citizenship and literacy awareness with things like chat GPT and other platforms that have come on board that are really making that Integrity piece an important thing for folks to know more and learn more about that's something that we're going to be working through with staff and students as well so that's the technology piece and then today we actually had our summer school orientation meeting with all of our teachers so that's something that's not on the next slide if you wouldn't mind going to the next slide please but it's something that's worth mentioning um every summer school is its own individual entity but for the summer of 2022 it's really neat to say that over one thousand and three courses were completed

164by students whether it was in direct instruction or through Edgenuity through a Solace or cyber High um every summer we are able to provide meal services transportation and counseling Erica and her staff are amazing this year we're going to be providing both breakfast and lunch so that's something that's new normally it's just a summer meals program at lunchtime for anyone from the ages of 0 to 18. so it's open to the community as well as to our students and then of course providing counseling assistance last summer we were able to have we were able to have a counselor and then as well as other individuals supporting and this year we have one counselor and we're hoping to make sure that we provide as much Service as we can to students our highest enrollment was at

165846 students last summer this summer we're working on those numbers we don't have a secure number yet because as we're continuing through the month of May we're finding more and more needs so counselors are making sure to put students into those courses and then along with the English learner program which is integrated because it is considered our high risk population other programs that are having particular programs are our migrant program our special education courses our IBC dual enrollment I believe that we have three courses that we're offering this summer and then our Alp program for next steps in 2023 we will be providing the same level of service and serve about the same number of students or that's what the anticipated need is going to be so now we're to my slide next slide we

166are the El program for we are small but we are mighty um the things that are really important to us especially with the run-up to the elimination of sap courses was to make sure that we have all of our students tested so that we can give them proper program placement that's a big big priority for us and so hopefully during this month of May we'll be receiving the first scores from the testing we started testing on February 1st and we've been testing all the way through now the required level of testing is 95 percent we're at 97.18 for the district right now literally we've only not tested 29 out of 1029 students um completion of integrated ELD training from icoe has taken place again just to as a precursor to make sure that our teachers

167and our classrooms are prepared to provide greater Equitable access to our English Learners in the classroom through the elimination of the SB courses and the content areas that took place all the way through Jan or it was in August and October and then in February and then we also introduced a program called elevation strategies which includes modules for training as well as strategies for listening speaking reading and writing that are not specific to content but they allow teachers to be able to provide students with those elements in the classroom as needed and then finally it's interesting I added the state seal of by literacy information quite a little while back and since we put in the first number which was just slightly over 100 we've grown because student students have brought in information from their

168testing to state that they have completed all of the requirements for the state seal of bi-literacy we have 108 students this year which is up from just under 100 last year and every year we continue to grow so the next steps and we're well underway with getting that getting to this point is just the elimination of the SB courses in math science and social science and it's important to do this because we want to be sure that we're providing Equitable access to our English Learners in all courses and so we are providing their English language development needs but we are also providing them with opportunities to be integrated in the classes with their with their peers as well to make sure that those relationships are built more effectively and also to build more on their

169English proficiency skills thank you that's true right all right good evening uh What uh I have a couple of just the information about our students that have done the S back uh just to kind of highlight at Central We are continuing with the initiatives I know as a district we're going to be doing the teacher Clarity which we have been continuing to work on for a couple of years uh school-wide writing one of the things that you see up there is are Reading Plus and you can see that students are improving students reading above uh grade level has increased by four percent we're still waiting for into your data that we'll get at the end of the this month but you can see the reading level at gradilla has increased by two percent students reading

170below five or more has decreased by five percent and then students reading below three or four by one percent we're interested to see how that will work when we see the the final data next steps uh that we're working at Central with is our algebra one and our biology classes are going to do some cross curricular collaboration to provide some skills and support to ninth graders in the areas of mathematics and science we're going to be doing some of that during our advisory class next year to try to increase those skills so hopefully it will work towards obviously our math percentage of passing the S back is we we need to improve and so that's one of the areas that we're going to do and then we're going to be looking at next year not

171during the school year but during the year to look at maybe adding offering AP pre-calculus but that would be for the 24-25 school year so just some of the things that we're doing at Central to con to continue to work on the academic progress so I'm going to turn it over to our hopefully is it already been done not yet sorry this is the interim assistant principle thank you Mr line I was only given 10 seconds thank you for the time all I'm sharing with you is that we're currently in week two of our AP exams in District wide our kids will be completing 816 AP exams so very proud of our Scholars thank you perfect fast okay so our slide for CTE again if you know our CTE program has Central Union it is

172an outstanding program um I'm not going to focus on all the things in the slide exceptional one thing which is our CTE feeder school program we did this year it was kind of an idea about it back and forth and then it came to fruition and it was awesome I think even the county came down and they were trying to do it themselves and they ended up giving us the money for the program as well but all of our feeder schools came to our to our schools so they all are future Eagles and Future Spartans got a chance to to visit schools next year the day's already planned and the schools have also asked feeder schools have asked us to to do cross schools meaning schools that normally will come to become Southwest Eagles have

173asked to go to Central and Central Schools have asked to come over here Southwest to kind of see what's offered and so you know it might be a nightmare with inner District transfers but again it'll be awesome for students to have choice thank you well uh Mr Diaz isn't here so let me just real quickly I'll uncover for you what he had put down here for you to see and I think the thing you really want to focus on is the graduation rate going on at Desert Oasis right now we want to take a look at how they're doing and they're basically with 36 students in the 12th grade they're anticipating or they're looking at a 90 average um at their at their site and so they're doing really well we're very proud of the

174work that's been going on over there um their attendance rate they're running at 89.23 which is a little below State average but again for continuation school it speaks highly of the motivation of the students and the hard work the staff is doing there um they've been working Saturday school all year and they've had 239 students attending they've recovered 198 days of attendance with those students and again that means alternative ed students saying I'm going to give up a Saturday and come to school so there's a lot of success to celebrate a deal they had 11 students prepared to go back to Southwest High School and 14 back to Central and they continue to work with students to take to send them back when they want to go back but I think the greatest success happens

175to be those students who say no we want to stay here we're safe here we're happy here and we're successful here and really that's the success to celebrate at Desert Oasis okay thank you very much we can move on Mount signal I talked a little bit about this earlier told you we're running about 102 capacity with an ongoing waiting list it's always there um I told you we moved in on February 14th to our new homes and one of the things that we're very happy we were able to do this year is bring on a mental health specialist onto our site in a partnership with Calipatria high school we share a mental health specialist she comes over two and a half um two days one week three days the next and our students take advantage

176of that all the time um so we're very excited about where we are and where things are going at our school thank you next slide and again I talked already about a lot of this at adulthood you saw these same things and so you did hear mention that we are working with IVC to try and develop a pathway there as well for our Learners to do dual enrollment we're also going to be looking at the possibility of dual enrollment options at Mount signal so that really kind of covers it for me thank you good evening board members Martin Barajas Transportation supervisor uh it was really exciting when I got with Arnold last towards the second half of last year and we were awarded eight uh EV Vehicles which was pretty exciting uh to try to

177minimize the the pollution here in the valley with a small dent which will hopefully uh will continue on with other districts in our in the Imperial Valley along with that we were awarded almost five hundred thousand dollars for Ev infrastructure uh charging uh for our targeting to charge our our new buses that are going to be coming in here pretty soon along with that we have a successful transportation successfully transported our students safe to our on our buses continuing with the great staff that we have on our as you guys can see our uh Transportation there's they keep uh they take pride in what they do uh I'm really proud of what you know what they've accomplished this year uh keeping our students safe and transporting our kiddos transporting to home to school transportation and

178also to our field trips um this year uh we have uh students transported on regular special ed and routes so we have to transported uh or traveled over a hundred thousand miles and and uh in on the on the road transported almost close to 200 000 students between the the two groups activity trips we have traveled almost 30 000 miles and transported uh you know close to 12 000 students on different types of activities throughout the year have completed 430 bus requests 250 van requests uh that's a lot of trips uh for for our district Next Step starts to install our EV Chargers uh here soon when uh our buses are arriving here uh here pretty soon continue supporting our drivers to transport our students safely I take pride in that to make continue to

179train our drivers and rules and regulations loading and loading emergency procedures it's a constantly training our drivers to upkeep their certificates they need to if you guys are not aware there they need to have at least 10 hours a year to maintain their certificates in order to transport our students safety along with other requirements medical upkeeping other medical first aid training on a constant basis so again really proud of our department and they have been a great crew to work with and hopefully it continues on thank you very much I have a question Mr Barajas you're not safe yet do we have an estimated time arrival for the for the electric buses they're going to be here around June but right now that's not good the issue is the infrastructure during the equipment which is

180which is circuit board which is going to be our church which is taking a long time to get that so we can get that hopefully one sec those I'm really excited place yeah it's exciting because I think we're the first right the first school district to have them so to have the electrics not as big yeah that's exciting for us the question what's the the mileage that's going to be on the buses do any buses plan to go over the hill where they'd have to be charged over there it'll just be in the city [Music] charge the stations throughout the state ments maybe in the future that'll you know we'll be probably being able to go to a school district and take through to maybe the Riverside area while we're waiting there is that still

181not in place in where it works uh good evening board my name is Erica Allen I am the nutrition director for our district I also have with me tonight uh Norma lexic who is my site supervisor at Central and Nancy Tamayo who is my site supervisor at Southwest High School um so this year we serve more meals compared to the previous year we increased district-wide about 17 percent for breakfast and about six and a half percent for lunch and then you can see the breakdown by site what they increased by on the meal service our reimbursement Revenue increased also approximately 23 percent due to participation and our Universal meals program that was implemented by the state you can see there on the side some of our our new menu items that we've we put in

182this year we did barbecue and buffalo wings which is a huge hit with the students the dumplings as well we introduced for breakfast we have our breakfast smoothie and then also our Breakfast Platter so we're doing more hot meals that we're serving to the students that you know I kind of took the Breakfast Platter from McDonald's kind of concept but they're seeming to enjoy those hot meals at breakfast um in breakfast sandwiches and biscuit sandwiches and stuff like that um so our next steps to moving forward is to continue increasing our breakfast participation we would like to get Second Chance breakfast in in there that would really increase our participation because when we did we're doing that um you know we had we had a much bigger uh cap audience um and so when we

183we weren't able to serve during advisory our our numbers dropped during breakfast um and then of course to determine how to keep our students interested into in our program with the regulations that are are taking effect in July 1st 2023 which is a reduction of sodium and then also those coming down the pipeline in a few years which is further reduction in sodium sugar um I can't think of the other ones right now but anyway further restrictions so that's all I have for you guys do you have any questions nope all right I was just going to say that that smoothie looks really good it actually is very good but you know office food is very good in our department I know we get a lot of um two years it's probably not going to

184taste the same thing we get a lot of Kudos from students coming in from other districts saying how great our food is and you know it's nothing like where they were coming from so thank you very much thank you and you know sometimes this is the only food that some of our students get yes you know so that's very important I thank you very very much for everything you guys do thank you good evening um it's a pleasure being in front of you I know you guys are mostly used to seeing me behind the scenes um but I just want to talk briefly about the incredible technical crew that I'm afforded to work with I tell them as I tell Mr Derma and Mr preciado uh thank you for allowing me to lead and I

185say that to the board as well a lot of people do not really get to see the actual operations that go on that what it takes to actually bring in groups and pull off successful Productions and I'm not going to go through all of this it's there in front of you but this is one successful building I will have you know we host over well over 250 events each school year and that year over year is growing by three percent each calendar year this is a building that gets constantly demanded which puts me in trouble with a lot of people when I have to unfortunately say no we have more than 60 000 people who come in and out of these doors each calendar year last summer we were pleased to be able to hold

186our first Deborah Orchestra Summer Academy in conjunction with shs Orchestra and this year we are expanding that to include theatrical makeup and costume design opportunities for the Imperial Valley students as I tell my technicians and I got to see something really amazing on Friday during Cinco de Mayo it was a group that requested access to the theater and because another group had already had it I initially denied it and they just kept at me and kept at me and I just said you know I got to figure out a way to make it work and you'll see how we make it work as the screen Rises you'll see the set for sevappa is but also behind you so we are capable of operating two things at one time to keep this building running and to

187bring in as many people as we can to not say no some of the great things that are going on is uh this new school year we're gonna have in the grand opening for a new Lobby wall art projects none of the artwork in the theater has been changed well over 10 years I've only been here it'll be five years this July so this is all of this artwork you see in the lobby all of the artwork on the walls are gonna be changed out this is a savannah excuse me this is a sale project that I developed in conjunction with the vapa art it's been a two-year process of drawings um that celebrate the Hispanic culture which is another part of my job as I tell my technicians when we are in the design

188phase my job is my job is uh here uh not to to demand and take control of your dreams but to explode it and to explode their culture and we do it through the technical Arts our technical group uh crew grew and I have to thank Miss Marino for this uh because she has been instrumental in listening to me as I talk about some of the challenges we face as a team but we have now grown from Seven technicians to 14 technicians and it's a diverse crew as you guys undoubtedly have access to and can see so that's a an awesome thing we are also partnering with local schools with our technical crew for instance we are in partnership with Brawley high school as well we've received an audio system upgrade over the summer which

189and tells new microphones audio software stronger microphones frequency signals and we are currently in undergoing a security upgrade with installation of access keypads thanks to our power broker here Frank and also we're going to be working with it to get additional cameras in the theater to protect our equipment and things of that nature what I'm next looking forward to um he made me do it is we have been this theater is operating off of an original lighting system that's been here since the school has opened it's only had a few minor upgrades over the years and this is what makes me also incredibly proud of our team because we are able to work through any kind of issue that goes on and we are in need of a theatrical upgrade for our building to to

190run at full power I also expected into continuing to expand professional learning opportunities for our theater technicians I believe that we are looking into getting our a new theater roof in a new air conditioning system the theater and also we are currently in the well actually it's completed we've completed a new audio visual upgrade for the boardroom that'll get us out off the floor and open up more space for more audience members and get cameras like the ones that you see here on the walls and to get us out of the room so those are just a few of the additional projects that we look forward to thank you Rodney Hello Lord uh good evening again my name is Frank Tamayo facilities and ground supervisor uh my site here I want to talk a little

191bit about my first year in the bullies my work orders I just want to explain to the board of the work order system is working I know back in December I had three retirees and I know sometimes we do have complaints but uh working together with my crew I have a very good crew and I am a little by little replacing my crew soon to have a full crew um four quarters are are signed daily that's my first task of the day at six in the morning is to assign work orders I was doing this once a day and I found that four quarters are coming in throughout the day and I know sometimes we get behind in complaints about work orders but I try to do this first thing in the morning and then

192once again right after lunch I mean work orders are coming in hourly everything from a clock drain to emergencies so I have to keep an eye on these workers so four quarters is a constant every day I don't know the board knows we use a the school do it program that all the sites submit work orders and then they come in directly to me and then they're assigned as per my uh to the correct worker like my plumber my electrician my grounds all those are assigned by me to them and they do receive it by email or by their tablet at the evening they are to complete them and turn them in as soon as possible so all that will be log as completed so we can get them out of the system so and

193members of my maintenance team I know this morning one of my co-workers Frank Gonzalez was named the classified employee of the of the of the year and I think the the board said soon might be a recognition uh Frank is a really good guy uh so is the rest of my crew I have a really good crew right now like I said since I had some retirees back in December they were able to step up and get these workers completed sometimes we work really overwhelmed by work orders but right now I feel accomplished a lot the workers are coming out completed I meet with the guys every day morning and afternoon as I can to see what needs to be completed sometimes there's priority and projects that can be done in one day sometimes to

194take a couple two three four days to be completed and they need help from me or what next steps to take to order what are we going to do and that that's what's going on there one thing I want to mention is our the third Bowl here are irrigation waterline for Central um I know a bunch of staff and board members have probably seen grounds in lately I was all yellow and dying and it's because irrigation line that we water the the the central which also feeds Wilson we received a canal water that comes from uh Laboratory goes all the way down orange all the way to our fields it T's off there and it starts feeding Wilson that line was constant under repair and break repair leak repair leak so working closely with Elementary

195School District and ourselves I don't know if Arnold's gotten the bill yet but but anyways uh uh this time we shouldn't the repair should go another 50 years so I'm hoping what happened this year uh we pushed 1400 feet of 12 inch it's called SC DARPA SDR piping if we push 1400 feet inside the existing concrete pipe and that should be a really good fix uh it took digging up three residential yards with their permission and they were really uh uh the the residential owners were really helpful we even helped on two houses we took down two trees for them cleaned up their yards for them for uh letting us be in their yard so we have water now our pumps have been rebuilt Wilson has water we all have water and as you can

196tell the grass is coming up I'm surprised it came back green this quick but we're fertilizing it because one big event we all know is coming up is graduation we've got to have a green grass for that so that's good another bullet the next one is our HVAC automation system uh that's what controls all of our air conditioning lighting freezers uh that has been all upgraded to uh to a newly system and that's up and running so I'm glad that I'd like to hear the board that that that's all up and running um a more complete inventory receiving program at the warehouse uh we're running a really good inventory receiving program now my uh in warehouse guy Josh Bethel he's doing an excellent job on receiving packages deliveries and keeping up with the district on

197a better track of boxes and and then everything that comes into the warehouse and leaves the warehouse so that's working out really great right now uh future projects uh new air conditioning replacements that's currently happening through the district to myself and my guys uh new roofings new roofings have started as of yesterday at Desert Oasis High School I'm glad that has started next one continue responding to Urgent matters like storm storm damages in those winds we had in the past trees came down and uh just just causing a bunch of damage damage or fence or perimeter fence and that has all been repaired and uh and we're good so keep working I want to keep working closely with HR I'm this close to having a full crew and I'm really looking forward to this I'm

198so short two and uh I know Raul just retired HVAC so that's that's open and hopefully currently fulfill that soon as soon as we can um and next one would be on site with the principals to see what their needs are at the school sites we have to start doing that on Fridays so we do our walk arounds and see what needs to be done and and move forward on any projects or repairs that need to be done and that's that's all I have thank you thank you Frank uh good morning everybody um not not yet um my name is Doug Heisel I'm the operations and safety supervisor um just some updates for safety we had our district safety Summit on March 6th here at Southwest we had a presentation by El Centro PD on

199active shooter response and they gave us some data on past active shooter events around the country we have a presentation from icoe on the standard response protocol we also had another presentation on the dangers of Fentanyl we had a few of our district safety team members attend the standard reunification method training that was held on April 19th and the 20th at icoe and some of the next steps we're going to continue to train staff and students on the standard response protocol and the standard reunification method last we are adding two school resource officers in the fall of this year one at Central and one on Southwest thank you hi I'm Christina Wilkinson I'm your District nurse and so some of the success updates we have aeds on all our campuses and and we also have

200Epi pins that's State mandated and we added Narcan to the line as well all our security guards have been trained in CPR first aid AED and how to administer this Narcan um I'm sorry if you're tired of hearing about kovid but just one more thing we're having a downtrend in positive cases in our kids on a positive note we have health techs at Southwest and at Central so we have site um that are covered with for basic first aid throughout the week I'm stationed at Desert Oasis so I get to cover of that school and then go to Central and Southwest as needed our next steps hopefully open up the Narcan training to staff and even students um I wanted to incorporate a school nurse Google Classroom since I want to get on the teacher

201Trend and have a Google Classroom myself and this way I could have an added resource to hit families and students with education health education and then even provide documents needed for students who take medication at school and then also I want to work on better next year is to provide more presentations to our student to our staff especially for those who have students in their classroom that have health care plans I want to provide presentations because I know they get a lot of emails and they have to read a lot of stuff but maybe if I just presented them with something short and sweet and they could have that information so they can better help their students in their classrooms it's okay so I'm filling in for one of my staff members and that's my

202Merritt murden who's uh our fiscal supervisor in business I wanted to share that we have hired an accounting specialist in our department and working closely with that particular person to bring them up to speed uh regarding the Escape program and other Financial system aspects of the of school district Finance our next steps uh or before I go on I said I know that there's also additional tracking for the federal covid-19 funds and that is also something that we want our accounting Specialists to handle as well our next steps is to continue with that person to provide them with facility project tracking training and then also to bring this person and other folks in our department to recognize the importance of reporting the budgeting aspects of the funds that we handle here in the district and

203then also to direct those funds to the necessary projects that we want to make and improve our school district facilities thank you foreign hi my name is Magnolia Martinez I'm the assistant principal of student services at Southwest High School and along with Mrs Rodriguez we've been leading um just our work towards building a multi-tier system of support some of the work that we have been doing has been working for our SEL components the tiers of um tiers of interventions that we can offer using Castle framework one of our pride and joys is really restructuring the services that we've done for students in crisis and the response that we have for that adding safety plans introducing um you know the working in collaboration with the crisis center things of that sort so that we now have

204a process and an ongoing system for students that are suffering through mental with mental health issues the other part that we are continuing is our support for social awareness campaigns student services and again the the biggest thing that we've been doing is just working in collaboration with our Community Partners and and the continuous showcases that we do around our campus our next step is to include to improve on our Mental Health Services like Mrs Petter mentioned the mental health mental health personnel we have identified as a district that the tiered system of support and the area of growth is in academics that we need to identify what our needs are and develop the the tiers for that and then adopt the monitoring system we've been looking at some programs and some of the things that

205we can implement but we're not quite there yet and that being said that is my one minute Mr Dr Farkas said we had one minute each so you all fail thank you good evening Adrian Rodriguez assistant principal at Central High School the area I'm going to discuss is attendance I work closely with Magnolia from Southwest on attendance as we oversee that with um Arnold as our lead so for our attendance rates for this school year for district-wide we have a 92 percent we have currently adopted a new program called a2a with that program they are sending letters home they have currently send it sent over 4 000 letters this school year to families they've also sent over 12 000 attendance notifications on absences to our families we have currently had 346 students that have been

206recognized for excellent attendance and we have improved 40 of 850 students six weeks after conferences and phone calls to our students that have been having attendance concerns our next steps will be that we will continue with Saturday school a2a phone calls and conferences with parents we will also continue with our attendance awards that are monthly and also by semester and yearly next year we will also be um hiring a truancy officer for one of our school sites we already have one that we split and then we're also going to be hiring to attendance Specialists one at eat at each high school thank you hi so good evening because it's now evening and we're very very hungry um so my name is Southwest and I'm going to be talking about the courses that we are offering

207okay so uh we offer apib we have 18 AP courses throughout the district the number that you see are for Southwest but um as Miss Apodaca mentioned we have a huge number of students who are taking the test eight IB courses that we offer City enrollment at Southwest we have 690 students who are currently enrolled in a CTE course and among the 690 116 are enrolled in two or more courses the academic Awards either district-wide we had two we have actually 240 seniors with eight semesters of 3.5 total GPA or higher which is a 34.5 percent according to the um what is it the senior class uh 107 seniors who earned the Seal of ballet touristy so now it's 108. okay we added one more so I'm gonna have to change that uh 354 seniors

208who completed at least one CD pathway district-wide The Next Step uh the ethnic studies the um course is going to be a pilot this coming school year and we've had medical meetings that involved the teachers and so we're going to create a committee and then we are going to be making sure that that course is ready to be taught in the fall 23. uh we also going to have the credit one and two at Southwest it's going to be a two-year pathway the first year is this coming school year and then the drawing courses during the day with our teachers so we're gonna um figure out who has the credential and who has the Masters in the content area for them to be able to teach that course which are the two requirements any questions

209no okay next slide is our last slide should be and I just want to say again to the leadership team chicutery board and that smoothie that we saw so so thanks for sticking it out you'll get this movie and coffee yeah well I want to just we had a good morning together didn't we um so future Focus you've already heard a little bit about our uh programs and where we're going with it you can see them all right here um and then at the end there's no reason why our district can't uh start celebrating some real honors as far as our first distinguished School based on our achievement gaps and our exceptional performance I'm very proud to be finishing my first year with this wonderful team I really thank you all for being here to

217of our schools but that we can get more information to the board and to the public as well on progress with that um pathway be replaced also the current accounting pathway although we want to continue to make sure all of our students completed would be technically replaced by the cadet pathway so that our schools all have equivalent type Pathways so that we we can maximize our resources okay just um let's try to keep we don't want to replace them you know we don't want to get less CTE of course we want to continue to grow our CT Pathways continue like a what we have or absolutely and we'll keep you all informed further questions no approval of the new course for Cadets one for the 23-24 school year make a motion a second so emotional
