wanted to congratulate all staff um for getting through another year and finally transitioning from this whole pandemic um that was going on and things are kind of going back to normal and i think it's great that now we're starting to you know get the ball rolling again and people are starting to feel like um somewhat back to normal right back to events the cheerleaders spoke earlier about that finally everything's in person they're a regular football schedule so i'm glad to see that but also with the summer i would like also everybody to remember to just also it's also a time of reflection so uh along with you know the bad there's also plenty of good so i think it'd be great this summer for everybody that's a part of the district and like a family

that we reflect on what what you know what were the good things that we had throughout the year i know of course we have to reflect also upon the bad things because that's how we grow as a district and along with the district there's going to be again a lot of transitioning that's happening and the best thing to do is as a team and as a family is you know we open up to the family right of the transition and accept and and with that is going to be growing pains and it's how do we treat those growing pains are we going to accept the growing pains or are we going to you know you know deflect or deflect on that growing pain so i would hope that as a district we welcome everybody that

is new and is leaving as a family with open arms and we work together so i really look forward to that and everybody should have a great summer and a great vacation and come back ready for another year thank you thank you and as for me i just it was the busiest two weeks i think of for the past two years so but i loved it um we started june 30th with our desert oasis and adult school and we didn't stop till last weekend so i want to thank everybody for for keeping up i know carlos we kept sending him pictures like i wish we were here [Music] we do have um a lot of new people i did attend the mccabe elementary eighth grade promotion ceremonies and man those kids can dance i've never

seen you know kids dancing off the stage and everything so they're excited to i think to come to southwest but we also have a lot of good buys and one of the first goodbyes we give today is to dr andrews who has left us for greener pastures but anyway um just so you know we don't hold the grudge um so we had carol do a couple of things carol by the way is a little ill today so she can't get sick anymore um no it's it makes a difference we're gonna put it into her contract she can't get sick anymore she had all this stuff given to us i think i think it's i think i'm missing a piece in here so we're just gonna give it to you like okay that's fine okay and

then um this is presented to dr ward anderson recognition of your three years of dedicated service to the central high school district best wishes and congratulate congratulations surgery high school board of districts june 14 2022 thank you very much did you want to go to the front and take a picture with him yeah let's go here maybe he can come to the bus right here yeah okay i can stand you need to stack oh let me take my mask off the last five pictures you haven't been able to see my face just the top of my head wow thank you thank you and he has to see our faces emma couldn't get a little stoop all the pictures you just see the podium so we had to make a little collage for you oh the

stem building she's like here i'll wait till that one's quite finished but i do want to send a shout out also to the swim team southwest slim team had ivl team members i just know david osterman and or nathan nathan ostermann and luis coglio um also carly flores qualified we're not too sure yet what her qualifications are to for track and field the discus so um excellent and i do want to send a little shout out to christian vasquez for he graduated i saw your picture your mama i graduated from san diego state one of our tech guys and we will do superintendent's report great thank you again i appreciate the the the plaque and i'll gladly um uh hang this my office i very much appreciate um the the recognition um two things i

just want to build on on uh what has been said this has been a again a challenging year as we came out of of the the distance learning year and kind of had to relearn what it was like to come back to school and operate our schools again in some ways we had some good practice in the spring semester of 2021 that last quarter of the year but coming back to regular in-person instruction had lots of challenges and the year was fraught with challenges we thought we would be like normal but it was anything but normal we had two groups of students half of our schools had never been to a high school yet so our sophomores it was their first time at high school and our freshman it was their first time at high

school and our juniors and seniors had been missing it so they were really excited and delighted and their kids were scared nervous not knowing what to do so it took a while for all of that to kind of work itself out along came the the requirements of the pandemic of having the issues around vaccinations and vaccination requirements and testing and testing for this group and testing for that group and then of course in january we experienced the the big surge of of covid case sub-variants but some tremendous things occurred throughout the year in our district which are remarkable i was able to share with the board last week and with our staff last week and is posted on the on the website under my page about our list of accomplishments we one we return back

to in-person learning we launched an online independent study school we launched a large-scale intervention program that promise house then we named that independent study school we provided every student with a chromebook every student they weren't checked out in and out or certain classrooms but every student has their own and actually all those underclassmen they all have them in their home this week they're home this summer with them and some are using them in summer school and so those are all tremendous activities that some districts can only pull off one or maybe two of those we pulled off multiple things so the list of accomplishments is long we opened the stem building we moved the aquatic center forward uh towards its next steps of completion so it's been a real honor to be working with all

of our staff to make these things happen and and those are just the big accomplishments in terms of like whole district stuff but as i said to the staff in my email the small or individual accomplishments are just as significant so when a teacher helps a student turn a corner or pass that class or make that appropriate connection or get the scholarship or get admitted to a college those are tremendous achievements too which are going to go unnoticed or unsung but that's also the work that we do it's more than just getting that stem building open and people in it right that was significant but because it was significant for our district but all those things matter down to the smallest ones matter so i've been grateful to be part of that my experience here

has been life-changing as my wife and i reflected on our move here and what it meant to us to come to the imperial valley we didn't know what to expect and we learned a lot about the community the biggest takeaway is that we will cherish is the relationships and recognizing our the community the people in the valley because it's hot and that will be memorable too but one we fully and we knew this before having lived in the central valley but agriculture is hard work and it's beautiful it is life-sustaining obviously but the families and extended families are what make the imperial valley special it really is true as both an educator and my wife as an educator we saw we see and recognize the difference in quality of the community because of families and

because of the individuals in those families and that will always be remembered and that's probably our the thing that's most dear to us as a couple is is recognizing how our communities come together to support their children and how important their children are to them and then those students who may not have the same opportunities take that love that energy and they really excel they really excel and i've been blessed to come and bring a few more things that i know about education to maybe enhance and build upon how our school systems operate to just increase those opportunities because the kids are ready for it and so it's been a delight to be part of it so thank you madam president that concludes my report thank you very much can i say something diana i

just want to again extend my appreciations to dr andrews i mean this is my first time on the board and i think it was wonderful to have you with your guidance i think our district was so lucky to have you as we were dealing with the stem building i think you had so much foresight that individuals don't even know about i mean in the ordering of the equipment and you're really kind of digging in and and having forced out of what was needed in that building to really make it something that the students are going to be able to benefit from for years to come so thank you so much for everything you've done for our district and our community thank you i'll just say that in addition to his job he's also served as

the superintendent on the foundation board and yesterday we voted on 30 000 worth of scholarships to give to our students and to me that's wonderful thank you you're welcome anything oh no um well i've talked to dr anders uh um but for my recognition i i just appreciated you know i'll keep the guy the guidance and mentorship for me being on the board for the first time and then the conversations that i had um with dr anders of you know leadership roles and also i just also appreciate um the conversation i had also just me uh as a young man and guiding me in my career in that in that sense too of having that relationship it was i really appreciated that and also just um the guidance in any questions that i had about

board stuff policy anything like that you know i was kind of like a sponge taking everything in so i look forward to hopefully future conversations as well and just thank you for everything you did with the district i know that in the pandemic you came in got hired and then pandemic hit and so you had to completely change the vision that you had to a whole new vision and take things day by day where it was like new policy new rules and that is not an easy fit to to do and i know um everybody was stressed during that time and i think sometimes i used to tell this all the time that we forget that also superintendent you know has a lot of things everybody has a lot of roles but we forget that

there's a lot of stress put on your shoulders and and not everything is going to be perfect on that so at the end of the day i think we you did an amazing job and i appreciate uh you know getting this district through the pandemic and for all the hard work that you've done thank you eric yeah so um dr andres your your ideas your direction your leadership your integrity is a blessing to our our district um you're leaving as i'm declaring this right you're leaving as one of us okay i want you to remember that um and we're very lucky to to have you and um we wish you the best of luck thank you thank you appreciate that you know he had a full head of hair when he got here that is

not true just warning you no no one of the first first things that um i uh we had a farmer's market in hebrew and i invited everybody dr andres said i'll be there i said are you sure because it's kind of hot you know i was kind of easing him in and you know what he showed up and he stayed for a while and everything i could see him red red and and his wife was looking at him like don't you ever bring me here again but no they showed up a couple more times so i really appreciate like like eric says you were part of us he you came in and you really dug your heels into to the to the community and you know what that takes a very strong leadership and you

had it so thank you very much for everything you did for us thank you and now we move on to recognition of scholarship of a recipient from socalgas and we're excited about this one so there you go yeah would you like to yes please deborah please come forward right right there no no yes very very interesting day but you know i'm very excited about this and i i want to thank maria of course for the opportunity for me to go ahead and recognize one of the students that we were able to get a scholarship because this is not just a regular scholarship this is a scholarship that goes on throughout the students career in college so socalgas proudly provides two scholarship programs one for students throughout central and southern california the program provides awards to

high school students that are graduating from school to go to a four-year university studying the following fields so it's stem it which is technology accounting and finance they will receive five thousand dollars this year and can renew their scholarship for the next three years to potentially receive a total of twenty thousand dollars over the course of their four years in studies the second program provides an award of a student attending a community college or trade school studying the following fields stem which we're all very familiar with i.t accounting and finance business or trades such as hvac plumbing welding etc and they will receive a thousand dollar reward and can reapply for the following years of their study so i think the one thing to point out here is that socalgas has been doing this since

0282021 we've awarded over 3 million dollars in scholarships to more than 2 200 students and in 2021 we invested two million dollars in education programs to over 500 with 500 thousand dollars that went to scholarships for students throughout our territory so this year we structured it a little bit differently now as a person who works for socalgas i cover from the eastern riverside county yucca valley 29 palms area and all of imperial county and used to get scholarship money and and i would always make sure that i helped to support the students in imperial county so we would give out a couple of scholarships this year the company decided to partner up with another company and then we tried to figure out and they figured out who it was that was going to get the

scholarships these students for they were given so many scholarships per county we thought we were only going to get one scholarship from pearl county we actually got two one of them was from central union um high school school district and that student is um you know a 10-year high school or did attend your high school her name is crystal flores i know she's here because we gave her another scholarship but she will get five thousand dollars from socalgas and then she's able to reapply which allows her up to twenty thousand dollars throughout her career in college which i think is pretty fantastic so if we could give crystal come up and i'll follow up you might want to tell them about your school san diego [Music] and i've received all these information from our corporate

office and they really want the pictures and they really would love just the opportunity just to celebrate us because we didn't do as many scholarships this year so if we can how should we do this i can get around and i know you've already received your funding um good job young lady all right before we go i just want to say um such a fantastic partner at full health as well i know if any of you know sometime guest is so they've invested greatly in our education programs and i want to thank you for the partnership and for government gary for really fighting for us making sure so thank you very much i'm so excited i really am because i have a deep part for federal county so thank you thank you congratulations [Applause] thank

you so much congratulations crystal crystal do you have anything to say [Laughter] [Applause] it especially since we don't come from a small town and i'm about to move to san diego and i'm excited for the opportunities i'm gonna have up there and i'm never gonna forget the imperial valley thank you okay congratulations parents to you too and now we move on to public comment session on matters listed on this agenda do we have anybody signed up yet no those were the ones anybody from the public that wishes to address no public commentation for non-agenda items do we have anything mr rodriguez that was in for the closed session no nothing anybody on the no move on to the approval of the agenda does anybody have um moved are we keeping notes for carol for minutes

yes yes i am and she and she's watching it oh okay watch the recording as well when we do get to the resolutions i'll handle the roll call though okay i'm writing down everything anyway okay so motion by miss jones second one mr spain all in favor aye carol you cannot get sick anymore consent agenda items all items appearing on the consent agenda are routine business matters and will be acted upon by one motion without discussion should any board member request that an item be considered separately that item will be added to the end of the regular agenda anybody need to pull anything no do i have a motion tell them second hernandez jones can't even get to it fast enough okay uh all in favor action and informational items resolution ordering an election requesting

county elections to conduct the election requesting consolidation of the election and specifications of the election order the superintendent any questions do we have a resolution oh here it is resolution number do we have a motion to approve resolution number zero six one four two two dash two one i'll make that motion i'll second motion by miss jones second by miss bainado roll call vote trustee rodriguez all right trustee panato aye trustee garcia louise aye trustee jones aye trustee hernandez aye motion carries 5-0 thank you public hearing 2021 2024 cu hsd local control and accountability plan including the supplement to the annual update to the 2021-22 local control and accountability plan so madam president should we open a hearing right yes go and open the hearing um at 6 45 yes make a note of that

so i have a presentation to share these are a set of overview slides so i'm going to move to the screen here so these items they're in the board packet and they're linked in there um in in your packet in the online agenda that folks can access to as well there's links to our executive summary and the full lcap and so these are just a set of overview slides that i'll be sharing with the board and the public tonight this was prepared by our assistant superintendent uh miss rana fox she is not able to be with us tonight she too is suffering from covet and has worked every day to try and test negative and it just didn't happen so she's actually monitoring and she's been texting me this evening so has prepared us for

for um the agenda tonight so i'll go through these slides i hope there we go so again the purpose for the lcap um as we know this has been a change in local in funding for states uh across the state of south california um there's the priority areas um our district has some local priorities we tend to spend a little more emphasis on them we call those local priorities those are one let's see two seven and three those are where we tend to spend more of our effort but we do address all these areas overall eventually in the service we provide overall but again this is how we do it and and as we know there's updates throughout the school year and the budgeting and we'll talk about that because the budget will be different

this year than the past so again this is our district philosophy around how do we deal with of budgeting vigilant use of taxpayer funds is one of our highest priorities it's one of the main responsibilities that the board has in addition to hiring your superintendent it's passing the school board but the budget for the district so we do prioritize in three general areas student learning and experiences student family services and then our facilities equipment and materials so really it's what are our students experiencing what are the supports our students and families receiving and then what are the all of the stuff that goes with it to make all that happen so again student learning experiences that's the majority of our budget that's staffing it's where we pay for people in terms of the number and

then also how we compensate them to attempt and work do our best to attract and retain staff there's success in that because we actually have a relatively low turnover of staff once people are here they tend to stay there's always room for improvement and we work on that but there's other elements of that those experiences too as we work to provide field trips and as we work to extend and enhance learning through a variety of activities such as field trips athletics all of our extracurricular activities our student and family service these are counseling services our social emotional supports our family resources and parent centers and we're working to expand those and then facilities equipment and materials these are expenses it takes to operate schools in the buildings it's everything from the school buses and the

tires to our textbooks that need to be updated and replaced on our lab equipment instruments making sure the hvac system works and so on it is really essential to make sure that that is exceptional so our students are are have what they need but it's not just what our students have it's also what our teachers need and our and our staff that makes it go it's not helpful to have a classroom that doesn't operate well or takes a lot of time to make a system work so we also look at how do we make sure that we support learning in that regard a deeper explanation of that is in our in our goals and planned actions and services that are found in the lcap and there'll be an executive summary that we can link to

from there actually on this slide the electronic version that oh this is not linked on this version okay so you have in the packet though the executive summary it's right before the slides in your packet you actually have that in the packet it's available online as well the executive summary lists by goal and it shows the budget also shows the increases in the changes that we're removing to expand it and we're going to highlight those here in just a minute so we're just pointing you that the executive summary has that the budget overview for parents helps everyone kind of understand the overall funding and how it works there's a supplement to the annual update that reviews and analyzes the findings expenditures and our educational partner feedback we used to call educational partner stakeholders but those

are educational partners students teachers parents community members who give us feedback we also take care of the federal funding that's part of that that's all been integrated in together so the 21 through 24 lcap it's a three-year plan that describes what we intend on doing during the course of the next three years it's been revised and updated for okay the plan includes our plan summary how we engage like what was the survey process the data gathering process to work with our educational partners a review of our goals and actions and then increased how we showed increased improved services to these little these really important we call them subgroups but our students who are in foster care our students learning english and our students experiencing low income so that's we'll talk about that as supplemental and

concentration money here in just a minute the plan also includes of course our expenditures and the instructions on how to complete the document so first is the over budget overview for parents this is found on pages one through five of the lcap this is a big overview picture of what the district's total budget looks like the cer the pie chart on the left um that the larger slice in blue that's our our lcf for local control funding formula funds that come from primarily from the state that's 72 percent of our budget approximately 54 million dollars the yellow slice are all the federal funds those are the title programs like title 1 and title 2 and title 3. the federal perkins money and so on other local funds come from other local funding sources that we

have and then there's other state funds like the cte incentive grant and others that are the other state funds that come to us so that makes up our total budget but we look at jess we break out the um the light blue pie to the circle on the right we break it down one more level after that so um all of our lcf funds it's about 56 but there's this part that's called the supplemental concentration grant that's about 16 of it and so we're right around the 12.3 million dollar mark and that's grown in recent years and we're going to expect to see it grow again both through the funding process and also what's different this year is that unspent money comes back to that budget so if we weren't able to fill a staffing

position or make an expenditure due to travel or something that unspent money comes right back into that same pot of money in years past that would go to the general fund not any longer so that money will stay there to continue being spent and and spent on those services so that'll be a significant change this year so this is a supplement to the annual update this was actually presented to the board on february 8th back there that's included there in february february 28th we we present the february 8th we provided the supplement to the annual budget and update to the overview to parents mid-year outcome data was also collected and shared and then mid-year expense information where were we at so far at that mid point of the year that was provided back in february

so next is our plan summary like where um who are our students and this is the plan overall summary there's an element of the plan which includes our demographics so our student enrollment was 4 116 students that wasn't our average daily attendance that was how many students were enrolled in the district okay as we break it down about 30 percent of our students were learning english 74 of our students were considered low income or low socioeconomic experiences so their unduplicated count was about 77.6 percent okay we had 119 foster youth and there was a small portion of that our ethnicity as you as you know because you live here is that about 95 of our students are hispanic through about 30 percent are white uh seven tenths of a percent are asian six tenths are

of african american descent two tents are um american indian uh native americans and others are a mix or other uh excuse me american indian filipino agent so small population that way so ethnically we're not very diverse but that's also the nature of the valley we tend to be predominantly hispanic so all of our lcap expenditures are aimed at improving our educational experiences for students who are in kind of those smaller groups there the students experiencing low income english learners students who have been redesignated meaning they have they're no longer the english learner program but they're still considered english learners even though they've been redesignated we still provide support to them and our foster youth we do have a small portion also who are homeless who are listed as homeless but and as you can tell

by an unduplicated count on the second line of 77 that's you know just over three quarters of our students fall into one of those categories um it's also the reason why our our supplemental concentration dollar budget is very large as a side note the district that i'm going to is um 10 times the size of the district not 10 times excuse me um it's it's about five times the size but our budget is only double the size because the socioeconomic status the duplicate account is very different so there's this multiplying effect that we experience here in the centurion high school district of having a larger amount of money to work with these services are intended to be implemented district-wide or on a school-wide basis some actions though some of our things that we do are

very specific to the subgroup so for example if we're doing something very specific in the family resource center it's because we're really focused on our foster and homeless students right and it's really concentrated and targeted on certain groups of students where we're spending money specifically on a service or a program for our english learners then it's very focused on that sub group so we also go through the process of engaging our partners about how do we go around that it's a communication um it's support for students who are english learners and students in special education who have an iep um also what we learned from them is we really need to focus on our social emotional learning which is really focused also about inclusion and equity how are we being inclusive what parts of our

system are marginalizing students unintentionally how do we be better at including them and getting a better job including them in all of our services up front as opposed to being labeled or portioned off somewhere else another topic came up is also safety our campuses need to be safe not that they're not safe now but how can we enhance safety and make them even better than they are now and there's supports for struggling students what are we doing in terms of tutorial services extra help interventions and so on that's really what we heard from our partners that these are the areas that we really needed to enhance and focus our efforts on communication supporting students who are struggling in these kind of marginalized groups continue to help with social emotional learning safety and support for students

who are struggling academically so we're going to go over these by goal so lcap goal one this is promote an achievement of all students particularly low income and english learner students by working collaboratively with students parents and teachers in the community the purpose of this is really to increase our academic achievement graduation rates and our collagen corroding this indicator there's lots of metrics that we look at sometimes right in terms of we look at the test scores we look at reclassification rates of our english learners we look at our graduation rate and who's in graduating we look at who's completing career pathways part of that college and creating this indicator is a large right that might be a to g completion community college classes taken career pathway completion or a combination thereof so those are

big indicators so some of the revisions and additions for next year is we want to introduce quarterly assessments district-wide to ensure our students are receiving timely interventions it's something districts talk about often but implementing it is a really it's a big ask to get all of our classrooms and our teachers to us do and complete a quarterly assessment the expansion or use of agile minds curriculum it's not just math there's other elements of that too we've seen success where it's been implemented well paper which is actually in the consent agenda you renewed the the renewal for that that is a 24 7 online tutoring for all subjects in english and spanish that's something that's when those students turn on their devices and they log in class link pops up and that's an available service is

paper uh it's an online tutoring service for those students also what's nice about that it does you can submit a paper so you write an error a paragraph or an essay you can submit it and get feedback on it before you turn into your teacher so it's a fabulous service additional things that we're doing is the ct courses we continue to expand and look how do we expand cte offerings for example next year we're able to we've been able to hire an ag mechanics teacher and add the ag mechanics pathway to the ag program at southwest we still have dollars set aside and money set aside to create education pathways to create you know people who are interested in becoming teachers we also want to funds for the funds for the health resource center and

the ffa farm so there is we are in discussion actually some brainstorming about providing a space a literal farm uh using the third high school property where we could house animals we love our ag program i just always wonder like what is this cow doing in the middle of the quad so not wrong but how can we better serve right yes show and tell day and so there's ella and we so we don't want to discourage we want to find how do we because a lot of our students in the case of ffa lots of our students would like to raise an animal but their home setting doesn't allow it so that then it's us to create a setting and a place so there's opportunity through various funding sources to do something like that in

the future it's really exciting opportunity which we have in literally just this last month of may really developed an idea there's no plans there's no budget but we took a field trip and we have a dream that's as far as we've gotten on that one um well i think this this this is i i hope to see a groundbreaking on this one soon enough um we added the at promise house after its initial year it was very successful our most vulnerable students who are at risk of not graduating the majority of them are on are almost on track to graduate in one year we anticipate this continuing for at least one more year um it may morph after that coming out of the pandemic the promise house was a very targeted specific need for a

short period of time we don't think it will last for years and years to come but it met the need for those students and will continue for at least this next school year there's opportunities for you site-based extended learning opportunities the elo program um there's supports for foster youth and students who are homeless also we're expanding our services for our lgbtq plus community and how we're helping those students with different clubs and organizations and support including training for staff is those are things that we intend on doing this next year and then supplement the equipment for phoenix rising that there is you know our school that operates as an association with desert oasis we need to do a little upgrade of services there for those experiences because again those students are working on returning and

they need to have that pe class lcap goal 2 this is promote the achievement of all students by preparing our teachers to implement state standards using instructional strategies to support all of our student learnings all of our students especially those learning english those with exceptional needs those in foster youth there's an ongoing need to help our teachers be prepared for the diversity of students we have and recognizing that not all students come prepared and how do we help them so a couple of things that are helpful for us that we continue to work on is making sure every student has a device so chromebook distribution schedule was added to ensure that funding is available support our one-to-one initiatives of students have that so we have all new chromebooks coming in for our freshmen as you

know we cyc we've i've shared with you we've cycled out the surplus chromebooks um of the ones we collected and we and readied 600 of them i think was correct about 600 were sold to our students back out to the community for our graduates we'll also we're asked i've asked to keep that students can keep their gmail account for one more year and they've been given students graduates so we give instructions like how do i capture what i learned in high school take it with me to my new gmail account so those are some things we're doing to hold on to that connection we're adding professional development and supports for our lgbtq plus our foster youth and students with disabilities that's professional development for our staff and how to support them we have 40 teachers

attending the avid summer institute in san diego i don't know if we're in a bus or vans but there's a lot of folks that we sent to san diego also specific support for instructional support teams of teachers for students who are working specifically low-income and student learners and youth so a lot of targeted training to support them and you'll see that throughout the year dr andrews yes ma'am special ed staff is also attending the avid summer institute i i believe so i don't know how many does your principals do you know yes there are okay okay so our principal telling us yes cool yeah okay um all right also i know some of our at promise staff are also guarded yes sir phoenix that's great that's good i think that's great that's everybody that's awesome

it's not all 225 staff but instructors but um it's it's a good cohort good representation which is helpful in some cases these are staff by the way back to the avid comment these are staff who don't actually teach the avid class but they're learning avid strategies what we're finding with avid well a couple of things are happening within the valley because the elementary districts are using avid kids come to us hovering having had avid they're prepared so they get to us to high school and after a year or two of avid they're like i'm done they're like have it out right but because they also want to get into our pathways and that's what we're finding and it's because i i just did the super unscientific poll one day when i walked into an avid

classroom and a lot of them like no i'm not going continuing because i've got what i need but that also tells us that our other instructors could benefit by utilizing avid strategies uh like writing the the wicker strategy and cornell note strategy and kind of push that college going in college slash university going mentality with those strategies even if they're not the avid teacher so that's one of the elements of why we're sending a large group of people is to gain that in essence do avid school-wide as opposed to these narrow kind of limiting avid programs do i should add to that oh thank you see mrs fox is watching thank you miss fox so thank you for that comment appreciate her because again this is she would be up here which is she more

she made it not me so doing my best um so also next goal is our alternative for parents who believe their students need alternative setting to the conference of an in-person setting we we want to continue to support these efforts um by opening mountain signal virtual academy and so on um we were able to provide a service to a segment of our community that we weren't before prior to mount signal being open because i came to the district i like where's our independent study school i said we don't have one but hopeville has freedom academy i'm like man that is just ada going out the door and so when the opportunity arose we took action and user board authorized us to proceed and we have a named school for our virtual academy the staff right

now is is doing a final count mr pechtle's not here tonight he's actually at a conference for adult ed but their staff is finalizing their count of who we anticipate as returning to that one of the things that's difficult in a smaller district like us is that it's hard to know because when we have if we have a lot of students going that direction to mount signal we need to think about staffing at the big high schools right if it's a small number then we kind of maintain it so it's this little bit of a balancing game that we're that we're trying to to address so um we we anticipate possibly adding staff to mount signal based on enrollment we're also working to change location of mount signal virtual academy um over to the central

high school district into the portables the reason for that is is the place where it's located now that building is not covered by the field act which is appropriate school housing we have a waiver for a period of time but we're moving them into appropriate school housing that's designated for students so there's a little bit of an expense with furniture renovation i think they got painted and carpeted this week as we move mount signal into sets of portables there and students will be able to enter right off of holt avenue at the side gate and they'll come into their own entrance there so we look forward to having a nice setting for them for the next next few years okay el cap4 goal this is create a community atmosphere that offers wrap-around services for our

students and parents provides a place where people feel comfortable there's all those supports so based on the information from our partners we need to add some digital signage to phoenix rising it is a school um other than just the lettering there's not much else to it so that's one of the areas that we're going to be adding and these are just the highlights we added parent university last year that was a wonderful program we continue we expect to do that again um next year we already renewed the contract for that uh we have funding available in the nl cap to ad for clubs and students who are lgbtq plus we've added that a district-wide attendance program you approve that tonight the attention to attendance program and then continuation of the student voice projects this is

something i borrowed from a from long beach unified from that superintendent and thought well let's do this so we put some money into the hands of students and said to the asps and said what do you want to do that will help your campus you don't have to fundraise for it you just have to meet certain criteria go for it and they they throughout the year they did quite a few projects it actually helped facilitate desert oasis creating a formal asb and they're able to do some of those projects next year we anticipate increasing that and one of the student voice projects that i've requested that they do is a spectacular prom which is a a dance that's specifically for students with disabilities or special needs students we see that in that effort to be

inclusive in other places and we want to be able to sponsor that and make sure that you know students have to pay tickets or raise money for that that there's an opportunity for it to do that and both the asb leader said they'd be glad to do it they asked me said do you want it done this month in may i said no no next spring next spring he goes well give us some dollars i said okay we'll work on that so this is an opportunity to again put money into students hand to do things that are needed that the students feel they they want to do specific to their campus maintain basic services actively recruiting hiring retaining qualified teachers and providing safe learning environment so again the things that we're looking for is recruit

and hire diverse staff train new teachers in support for vulnerable populations provide supplemental textbooks and support diversity and mastery of standards provide training and revisit policies that promote safety and sense of belonging the arc program which was funded out of a relief budget is now being funded under the lcap we have found that the arc program the after school program has been a tremendous benefit for many of our families not just the students but those moms and dads wanting to make sure there's a safe place for them to be in those afternoon hours has had a great a great experience for our students arc is actually happening during summer school both at desert oasis and at central right now up above in the in the sh in the bolded area are some of the lists

of the types of training assist for assist training this is around suicide prevention or intervention postvention when a student has not attempted but maybe talked about maybe got very serious or some crisis follow-up capturing kids hearts is not a program rather it's a methodology it's a structure of how do i engage students in a very positive way to build relationship with them and to foster that that kind of a better connection between school teacher the classroom teacher and the student it's done at both elementary and also made for high schools so these are some areas we really want to focus and kind of extend and kind of push in on some other areas that we need to work on also from the students we hear a lot about the district dress code it's a long

litany manual and it as opposed to it's a little easier to follow and so we want to revisit how we do that so spend time with students and get input on them also students have asked for sexual harassment and partner violence training for students these are things that came up from students that they want help with and so we want to provide that so it's also some additional mental health specialists that are currently employed we're going to add to that that group of employees so um really where we're headed with this is is improved services for these subgroups so it's really support for rigorous students our broad course of study interventions access to technology professional development for our staff and collaboration time for them to work with students around student populations adequate staffing and resources

to meet the needs of our unduplicated students one of our challenges with staffing is finding qualified applicants it's not that we don't have the resource for it it's getting applicants to come to us and and the size of the pool as we know we're kind of nationwide having issues staffing um different jobs creating air continuing the positive inclusive school culture and then our support services first parents and families so the lcap also includes kind of the expanded the table of expenditures um this you can see that the 2223 expenditure table the lcff budget is actually because there's carryover of unspent money that is not 12 but it's actually around 17.7 million dollars which is um uh increase you consider personnel the bulk of that goes towards paying positions or paying staff compensation who are part

of that who are being funded out of these projects the contributing action tables is down below so it kind of gives us our total um again i am not the expert in this table um arnold would you mind adding any explanation to this sure so what we haven't based on funding here on number three on the bottom uh row number three is 30.24 that's the percentage of increase or improved services that we have to attain based on the funding level that we were going to receive under the alcap but because we have some monies that were we weren't able to spend this particular year we're going to be moving those funds into next year's budget which increases that percentage because again it's based on the dollars that were provided so next year come and this

is uh after five that should be column six it's 40.40 which is very close to the amount of monies or percentage that we need to meet in terms of increase or improve services so what we are not spending this year we plan on spending next year and trying to make that up thank you so another way to approach this is we have this base grant and the supplemental concentration is about 13 million dollars okay so out of our total allocation um and the way this was described to me again is that we actually end up when we have the carryover that additional five million dollars we end up with this very large dollar amount uh because we're not it's not coming out as just general fund anymore it's rolling over as the supplemental concentration is

larger again one of our challenges as we proceed forward is that is a lot of money to spend in a year additionally um we've in essence struggled we've had open positions we couldn't fill or be we weren't able to fill them this year and so we look forward to trying to get those filled and spend those dollars on our students again some of this money will actually be budgeted in the 23-24 year because of what we think we accomplished this year so we do have a plan in place to try and spend this money down with our current system of offerings and things that we have identified to be spending in the future okay dr andrews i know there's we're also getting an additional grant for the a through g completion where does that fall

within this plan i don't believe this is part of this budget no it's separate that's separate okay yeah so those are additional activities on top of and the hard part we're experiencing with all of these chunks of money that are coming to us from the state is they tend to overlap just a little bit so like we received it was the a to g block grant but we also see an educator effectiveness block grant which includes lots of professional development so um all of those things tend to layer upon each other and so we have to we're trying to keep straight where does this money get budgeted to and oftentimes it's the same service but we're spending out of what often actually is we're spending it out of which one is due first right so

we're actually tracking which grant is due next and assigning expenses to those so we can leverage all the money we have available but what we're finding is that some of the expectations and requests they all sound and end up being very similar in nature and um we're just trying to navigate the system as a little bit of and arnold will talk to it in his presentation in the governor's proposed budget there is even more of this type of money headed our headed direction of schools for again more services um for us to try and implement in the coming years so okay i think that was it any other questions okay i'm good okay all right thank you so we close the hearing at 7 15 and we move on to approve the 2022-2033 el cup

federal addendum do i have a second oh second second motion by ms jones second by mr rodriguez um all in favor aye aye now we move on to the appointment of the district superintendent this is the recommendation for employment of dr david farkas for the position of superintendent with the central union high school district effective on or before july 1st 2022 i'll make a motion to approve doctor as the superintendent of our district motion by ms jones i'll second miss garcia this is read before the next one right now okay hold on mr none this okay the board will not take action to approve the employment agreement for superintendent that's the next one right yes okay motion by ms jones second by mr hernandez all in favor aye all against no motion passes 41 approval

of the employment agreement between dr david farkas and the board of trustees of the central union high school district imperial county california effective on the date on or before july 1 20 2022 the board will now take action to approve the employment agreement for superintendent the term of the agreement will be for three years the annual salary will be 195 thousand dollars the superintendent will also receive a monthly stipend of eight hundred dollars for a car cow car allowance that's my boston coming out he will also receive the same level of health dental vision and life insurance as other certificated management employees do i have a motion so move second motion by mr hernandez second by ms jones any um all in favor aye aye aye any opposed so it was a five zero at

this point um we'd like to we have some cake celebration dr farques congratulations for anybody this is yes and we'll take a few minutes after you speak before you before you you're coming from san diego right yes it gets a lot hotter than today okay we're just barely moving into the heat i saw um an email from dr andrews about 1 13 the other day so today it was 103. um hotter yeah and i show how smart i am by wearing a black suit well i know i can't see the entire audience so um i just wanted to say uh what an honor it is to be selected and as i studied the district and prepared for the interview process i was just amazed by how many programs and support systems you have for your

students but then tonight not only being here for this opportunity but to see dr andrews explain the lcap in detail it just really reinforces what is in place and i'm sure you know how well things are going obviously with the send off of a fantastic superintendent tonight but i really am even more impressed hearing line by line all of the things that are in place for our students and i say are now i i've been saying yours and it's exciting to say ours um 40 staff members in the summer going to an avid conference a new opportunity for a farm these are just extra opportunities for not only all the different programs but our students i um i want to say that my intention is to not only lead but also to lead next to

everyone to to listen and to follow the direction of others that i've experienced in different departments in different schools i've already been welcomed incredibly by numerous staff members dr andreas has extended the opportunity to meet with him three days next week so i'll have the learning experience to pick up where he left off and my intentions are full dedication and to just keep enhancing like we heard all the different programs that keep enhancing and moving forward to uh continuously improve so thank you all very much and i am i'm honored and obviously day by day i will prove myself as a worthy selection thank you i know i have no pen i figured i just need a picture of him three years ago so i know what i'm going to get thank you welcome welcome

apart thank you we'll take a 10 minute break okay there's cake please everybody enjoy introduce yourselves go to the restroom okay welcome back everyone watching at home uh we move on now to the approval of the personnel report for june 2022 is there a motion i'll make that motion recruit the personal report miss jones do i hear a second i second second by miss pinado all in flavor hi next one is approve the agreement between university of massachusetts global and central union high school district do we have any extra information or just any questions guys this is this is an agreement we have so we can have a student teacher who's participating through umass global so every student teacher for any university we have an agreement in place okay miss jones do i hear a

second i will second miss jones i mean miss christine i'll second to me motioned by ms jones second by mr nando's all in favor aye aye and request the board of trustees adopt resolution zero six one four two two dash twenty authorizing the designation of the general fund balance so before we proceed on on the uh approval of this or the voting on this item just as a reminder to the board as was described before this resolution designate for us to make the 10 reserve on what this does this resolution states that that we meet that reserve without having to put a specific dollar amount it actually facilitates the mo the assignment of reserve dollars into various budgets for the continued operation of schools without having to bring something back uh on an ongoing basis

to the board to make those transfers but it will be done through the budget process the budget adoption process as a whole okay so there are no questions i need a motion i'll motion mr rodriguez second second by miss jones all in favor oh roll call vote sorry trustee rodriguez hi trustee garcia louise yes trustee jones yes trustee hernandez hi hi sir and now we move on to the southwest high school aquatic center presentation to the board of trustees so madam president while mr sanders makes his way up and mr president prepares whatever needs to be prepared um the purpose of this uh presentation as you recall we've had a couple of community meetings and we've also had a presentation with the board back in april this is a follow-up to that presentation where we're

requesting the approval of these plans these are not of course the absolute final final plans we know there's always adjustments in the building and construction as we go through the construction process but what this approval does is it this does give us more information around the design uh mr sanders and mr preschott and others have met with various groups from the coaches the teachers at southwest our athletic director at southwest following up the community meetings and so forth to get more refined design and what you'll see is a reflection of those conversations what this does approval it also allows our architectural firm and engineering group to move these plans forwards to construction documents and we would be authorizing the submission to dsa that way we can proceed and that'll take us to our next step

with any luck and some good timing and the whatever magic there's the potential of groundbreaking sometime in the early spring of a groundbreaking so really excited about this opportunity and so we're looking forward to see the updates just as as we discovered that there's a tremendous request to have a very um a quality competitive pool not just a lap pool not just an instructional pool but a competition pool that also doubles as an instructional space and to meet both needs i don't think that the recommendations really drove the price up any higher of what we're estimating but it didn't go any less it never does huh yeah will the road have to be paved there is a road yeah i i would uh concur with that that there's there really none of the requests that

we received from all the meetings that we had since we presented to the board the last time were uh added significant costs to the facility so one of the one of the good things we heard just this week is the price of lumber is on its way down so so usually there's that's a good indicator well but but a very good very good point uh but but the the uh some some of the uh some of the other uh construction materials follow lumber so when you know when lumber goes down we're hopeful that some of the that that steel and and and you know oil uh that that produce many of the project products will also go down so thank you for the opportunity to uh to uh present for the second time the the

new aquatic center we're very excited uh we've we've had some great meetings with uh with staff and maintenance and operations and we much of the presentation tonight is very similar to what was presented before but with all the additional information that we received from staff and coaches and maintenance operation we we we're here to present uh tonight and i'm going to focus a lot of attention on that input that we received and the changes that we made so so jumping right in our first slide shows our our revised site plan so um one of the features that was requested for maintenance and operation is that we are able to access the equipment yard for purposes of maintaining the facility and also for delivering the liquid chlorine um the uh maintenance operation ricardo was uh was

very adamant about using liquid chlorine and you in lieu of the solid and so we we needed to give them a designated delivery area so that we could get trucks in there so we've added a 14 foot wide driveway to the um the maintenance and uh equipment area now in addition to being a driveway that's going to also be a great location uh when we have big events there for the the i'm going to call it the community or the parent pop-ups if if any of you have been to swim meets uh at a swim meet the it's yeah it's the full of the pop-up shades and so that's going to be a great location that would be within the fenced area that would allow us for uh additional uh pop-ups um i want to

talk about the public access so this this will be our public access and student access during uh during non-school hours so here's our our parking lot over here and so this this would bring you right in through the the gated uh into the gated aquatic uh center area so there's our public our students are going to be coming back from uh from the theater side and so this is this is our student entrance which brings you right up into into the aquatic uh facility i'll show you a full floor plan here in a few slides let me just comment on this this was really important from our site administration because what this allows the student access by that gate in the very bottom right hand corner they're not going out by way of the parking

lot to get in so we can keep think about student safety we keep all those exterior gates closed so students come in the same way kind of going to the band and theater the band rooms they come in right behind that in that small little entrance down there into the facility that happen to open any of the gates out to the parking lot so we maintain a secure security that was a important add to the original design thank you and then and then last lastly as far as access goes we also have access from the softball and baseball side so the concessions stand is located here and again i'll show you that in the floor plan in a few slides but we're able to uh now access that concession area from the baseball and softball

and then also of course of course from the um from the pool area one of the other uh features that we added uh from our design meetings is a bulkhead okay so this bulkhead and i'll show it to you on the uh on a section of the pool but that bulkhead can slide back and forth along the length of the pool okay all right our next slide we have two pool configurations so this first pool configuration we call it configuration one uh includes a 25 yard competition length in this direction but with the addition of the bulkhead which is here we can move that bulkhead up to a 25-yard position here and now we're able to swim competitively in the 25-yard direction in this direction and so that's important because the bleachers the bleachers are

located here underneath this shaded area and so they'll be able to to you'll be able to sit in this area and the swimmers now are going to be swimming uh parallel to to the bleachers okay so originally we had our design so that the swimmers swam in the 25 yard in this direction which that that works but it's not very good for for viewing an event so this bulkhead allows us to be able to swim in this direction in the 25 yard direction or in this direction okay and and as we know most of the meats the cif meets local meets are going to be in the 25-yard direction so that bulkhead allows you again it slides in this direction along the length of the pool and you can walk across that bulkhead okay so

um we want to point out that this direction is the 50 meter direction so you we we added six feet to the pool because that's the width of the bulkhead and so the bulkhead can slide all the way over and be tight to this wall over here and and now now you have a 50 meter direction okay so one of the nice things about uh the the bulkhead or one of the the features of the bulkhead is that when you are having an event and you're swimming in the 25 yard direction now in this direction uh you can use this entire area over here for for warm up okay and the bulkhead goes down about four feet four feet six inches deep and so you can be diving in over in this area and it

won't affect the the fastness of the pool in in the competition area okay okay this next slide shows configuration number two and we just randomly located the bulkhead over outside of the of the water polo area so we wanted to point out that that this pool will support a cif water polo court but it will also support two side courts much like you do in a gymnasium where you have your your main core and then you have some side courts so those side courts we see are going to be very helpful for uh the pe program or for uh water pull of practice okay and again we can slide this bulkhead back and you could be holding a pe some pe uh water polo games in this area and then in this area here we

could be teaching swim instructional swim so one of the things that we added to the pool as a result of our meetings was we re we moved the steps from this area over to the east end of the pool and as you can see here now we have the steps coming down into the into the pool and we have an area that's four foot six inches deep with with our bulkhead uh sliding up tight to this wall here so this would give us an area here for instructional swim if you didn't know how to swim at all that was four foot six inches deep and then we added some additional step area there so that kids could sit in the water at you know six inches deep up to up to three feet deep okay

so we'd point out that in the competition area of the pool it's eight feet deep okay okay this next plan shows our shower and locker facility floor plan so again if we're moving back through our presentation that is this building located here okay so the boys side and the girls side are the same so i'll just review all of the features of the girls side knowing that the boys are are the same so on the on the girls locker we have a total of 280 lockers those are the small lockers where they can store their swimsuit or their shoes we needed a minimum of 240. so we can when we when we first open the facility we can put in a minimum of 240 maybe push that up to 260 with at some point we

could add some banks of lockers and we have room for up to 280 girls lockers and boys pe lockers and then with that with each bank of locker there is a a wardrobe or a companion locker that the swim team can use or that you use when you are out in the pool to store your your your clothes in okay and there's a total of 56 of those style lockers and again we we needed the design requirement was we needed a minimum of 40. so we have a little bit of those are 30 inches high by 12 inches wide by 16 inches deep okay so big enough for you put your backpack in there that's the idea right okay one of the one of the other features that we added was was we added a

private uh shower slash dressing area so if there is any if a student has a need to to shower in private or get dressed in private uh they they have a designated area so the students can use that area and then of course staff would also be able to use that area because that's behind a locked door that that a student or staff would be able to use we um moving out in out into this area then here's our restrooms and we we would point out that our restrooms now can be accessed from the softball and baseball area there's a gate across here that that would separate the restroom area from the dressing area so we can have the restrooms open to the public to use for softball and baseball but not have them be

able to access the the locker rooms okay we also change the style of the of the shower so in lieu of having a gang style shower that we know our our students just don't don't use we we change those to a private shower dressing area so if any of you have been to uh recently in the flat in the past few years to uh like a planet fitness or any of the nicer gyms uh that's the style of a changing area that you'll see you'll see a shower and then there's the shower is big enough so so that you can go in there and pull a curtain and you can uh actually get dressed in in private so should our students choose to take a shower they have a designated uh shower and and dressing

area and there's a total of uh five of those spaces we have a janitor's room and then again pointed out that that the boys side is the same as the girls site moving to the center of the facility we have a classroom team room now after uh brainstorming a little bit uh about what that was going to be used for we we would we're proposing that we're going to submit that to california department of education as a classroom and so there's some minimum size classrooms and you can get it approved smaller than the than the standard which is 960. and so we're we're going to work with california department of education to make sure that we meet the minimum size standards there as a smaller type classroom so that we can secure funding from the

state school facility program we have a data room a storage room off of the team room an electrical room a storage room to the exterior and then we added a laundry slash ice room here ice machine so this has access from the outside and then also from the from the team room and then there's a swim team office there or or rec office here's our concession stand and we would point out that the concession stand has access to the softball and baseball any any questions on our on our shower and locker floor plan again we want to thank we want to thank all the input here from from the uh coaches and staff they they were very helpful in getting us helping us get to this point our next slide just shows a section of

the building so we could talk about construction materials so we're proposing that this is built on a slab concrete slab on grade that all of the walls are framed out of concrete masonry the roofing material over the snack bar is a pvc membrane roof and then we have a standing seam metal roof over the locker rooms this is a section of our bleachers our our fans and and then of course our our concrete decks uh yes so so all of those um the the shower and locker rooms and changing rooms have the the the solar day lighting tubes yeah thank you um we'll we'll get that added uh to our to our section but yeah we we talked about that and that's included in as one of the features okay so here is our our

bird's eye view of the campus gives you a good representation of where that facility fits onto the campus there's our existing softball field and here's our theater as we pointed out earlier from a previous slide the students are going to be coming in from the back side here around this way and there's the student access so the entire time they stay behind the the secure gates of the school this uh this plan has been updated to include the 14-foot drive and then the bulkhead and the new steps electronic scoreboard yes the pool is heated yes it's both heated and cooled yes as we know when we say cool as we know uh uh you know our our pools get uh get too too hot to swim in comfortably in the in the heat of the

summer so yeah so you know one of the things i had mentioned was solar yes yeah we we took we took that down from the last meeting and and that is also included in the in the project to be able to heat the pool with with solar okay so that's already implemented in this yeah yes it is what we need to work on is is are we going to are we going to use an exchanger or are we going to actually run the the water through the solar and then back into the pool so that's still to be determined on which which system is the best system um and that would also be determined on on the the type of uh of chlorine and and water that's going to be in the pool basically the

the acidity levels the ph levels so that um we'll determine whether or not we use a heat exchanger or actually run it through the coils what's the most cost efficient way to do it well the most cost efficient way to do it is to run it through the coils but that creates some problems with with just the long-term maintenance so that's we need to see the we need to see a cost-benefit analysis of of what which is the best way yeah yeah and if you want in a future future medium we could we could give you an update on on what what we're recommending one of these uh uh we've we've already uh talked to um our our pool consultant um and and after today uh we we're gonna bring them on board and start

getting into the nuts and bolts of all the equipment in the in the facility so were we able to salvage any handball courts yeah great questions so so this proposed plan we we just show the the three existing basketball courts there so we can use that space as however is determined the most uh useful way so those could be a combination of basketball slash handball courts or we could leave those just as handball courts yeah i was i had a late request regarding a group of right yeah okay so we we could uh we could do that as an alternate to to where we either use one two or three uh if you were to do three you then you do three half basketball courts and and uh then three handball courts so we could

we could do that as an alternate between the parking lot the pool we're proposing is a steel fence is the pool visible from the parking lot yes yeah there's certain requirement uh health code requirements uh uh so that the the pool by well when it's permitted through the imperial county uh environmental health that's one of the the main reviews that they do is the the fencing and the gates um and so that's that's uh that review is um very detailed um but at the same time we want to make sure that if we were to do a pass-through on the parking lot that we could see what was going on inside the aquatic center inside the pool yeah so it's it's uh yeah you you would it's going to be fenced off but if you

if you were to drive by you'd easily be able to see in there to see what was going on if you know if anybody was in the pool or around the decks or on the bleachers yeah okay so there's a the aquatic center uh west view so this gives a pretty good representation of what that fence would look like the the steel railing there's our 14 foot wide vehicular access those are our cantilever cantilever shades here's all of our bleachers on this side and there's a the bulkhead here's our steps over here on this side and then here's the public entrance off of the parking lot we've uh added or we're proposing to use the xeroscape landscaping similar to what was installed over there around the stem building okay so our aquatic center features we'd

point out that these were the uh same features that we uh we presented last time we just added some of the additional items that uh were that we added from the front as a result of our meetings for example the six foot wide bulkhead those are our pool features notice that we have a cooling system and the solar power heating system i didn't see drawn maybe it's not there but it'll be um night or lights so night swim is that something we included or an alternative yes yeah yeah with the the facility is uh completely lit so that you could have a night facility or a night event there and we're going to be putting security cams up around it yes so they'll go out and look out to the baseball field we've already one

of the conversations was with i.t department about wi-fi signal out there data the power and also security cameras so all the different directions and of course you want to cover the pool itself like it was in the pool and what time are they like for security and safety purposes but also we can have them out towards the fields to keep track of goodbye there's our our supporting facility so note that we we have a seating capacity in the bleachers of 346 persons our fans restrooms changing rooms concession to support sports and aquatic center and then sufficient storage so the facility or the the uh presentation that we've done tonight here that includes the detailed uh presentation on that the aquatic center building supports all those different facilities and that's the official name for the fans

right it's the official name of the family yes that's that's the clarify for yeah that is the official vendor [Laughter] and then our last last slide just shows the um the public access fully fenced and gated update slash resurface remaining basketball courts slash handball and then of course the sight lighting for night events okay so that that includes concludes our our presentation uh we'd like to answer any additional questions okay especially right now whether it's so hot outside i'm like yeah it's going to be nice thank you for watching let me just add one more comment what what i very much appreciate about the design effort that went into this and the process went through having our swim coaches and our pe teachers and our athletic director and administration all in the same room at

the same time on a couple of different events really changed the original design of that pool to meet all those purposes you can tell that the pool itself is very it does a lot of different things even specifically what is the depth of that shallow end for instructional purposes how do we move the bulkhead so we can separate for warm up and cool down and even because the width of those stairs if i'm not mistaken mr center is that 50 feet 50 feet of stairs so that when instructions happening for non-swimmers they can be sitting on those steps in the water while they're being taught right and the instructor can be out on the bulkhead not necessarily even in the water and they can be keeping eye on what's happening on both sides of that

so a lot of attention to detail went in and really purposeful thought into that pool and then meeting all those requests for the changing rooms for the snack bar and on and on so i really appreciate the effort that went into this design it really will be a fantastic asset to the district specifically southwest you can already see the now we're going to have to have swim championship meets you know and it'll be a little pretty well attended but there'll be a place for it so and water polo is not something we've had but now we'll have a facility which adequately is placed to teach it and play it so we're excited about the opportunity so therefore we again just to kind of sum it up we request that the board take the next step

and approve this item yes absolutely so would central be able to utilize that so probably what would happen is that central and and mr lyon is here but central would most likely continue their practices at their facility um but central's facilities is in need of some attention itself that's going to eventually be to repair um that will have to do some significant work there not necessarily a full renovation to make a similar center but i would anticipate the coordination of the aquatic center for meats like maybe if if southwest is away central may be at home using the facility there's that type of opportunity to be able to use it not just when they swim against each other or when the league wants to swim or to host an invitational but there would be some

coordinated effort yeah i could imagine the opportunity that central team as well right right and so the same way that southwest has had to come to central for certain activities there will be probably going the other direction for some of those activities absolutely absolutely right but it's a wonderful experience it's great opportunity that we're we're finally meeting this need with this center so do you need a motion i need a motion a motion to approve the southwest high school aquatic center project as presented i have a motion by miss vayner second by ms jones all in favor aye aye and now we have a public hearing for so we open a public hearing in consideration of approving level one developer fee study reports adopting related school facility fees [Music] the only part of the public

comment or the public hearing is that this is an annual event that we do as far as i uh recall that there is no change in the developer fee this is just a renewal any comments no we closed the meeting we took from eight oh mr appreciate it for school districts to increase their developer fee amount this is a level one amount so every even year we're in 2022 they provide an increase based on the cpi in the state of california so that we can try to meet the demand on school facility operations in terms of construction so this is just a slight increase in our level ones we have to go to the public hearing we have to advertise in 30 days out as well and now before the board for a public hearing

and also approval for that rate developer okay any other comments close it at 8 18. and now we need a address approve resolution zero six one four two two dash twenty one adopted related school facility facility fees based on the level one developer fee study report i'll make a motion to approve resolution resolution 0-6-1-4-2-2 regarding school fees uh second trustee rodriguez trustee penalo aye trustee garcia ruiz yes trustee jones yes trustee hernandez yeah 5-0 carries the motion you move on request adopt resolution 061422-23 authorizing participation in the hvip public school bus set aside grant to obtain and purchase new electric buses so madam president members of the board this is part b or the next step of our application as all this is we've already it wasn't required to bring part a but we did

it because we were excited about it we brought it to you this is part b this is the next step in the electric bus application process this resolution i'll make a motion of adopt resolution number zero six one four two two dash two three okay john's second by mr rodriguez uh brocavo trustee rodriguez all right trustee penado aye trustee garcia ruiz yes trustee jones yes trustee hernandez all right that is 5-0 on the vote and now we have a public hearing for the central open up at 8 20. so madam president this is a public hearing there's no action to be taken on this one so it's a presentation of public hearing regarding the budget this is an annual event we do every june and you will see to adopt the budget on the 28th

but this is a presentation by staff specifically mr president good evening uh ladies and gentlemen board of trustees sunshine high school district tonight's presentation is on the 2122 estimated actual budget and also to provide information on the 2223 july 1 adopted budget for the board's consideration again as dr anderson mentioned this is a public hearing what we'll do here on june 28th is bring the budget back for the board's uh consideration for approval at that point in time so just to kind of give you a feel about what the gov governor is proposing governor newsom is proposing is that he is putting together and has put together a plan for the state of california a 300 and 300.7 billion dollar budget for the state of california the largest it's ever been as far as i

know and it's to provide relief from rising inflation ensure public safety address homelessness transform public education this is an interesting part because we talked about transition of public education earlier by trustee hernandez and so it's also to combat climate change so when we're talking about transforming public public education we spent the last two years trying to transform our public education to meet the needs of our students and so now coming out of this pandemic we hope will provide us an opportunity to provide additional service to our students in various through various programs and their various services and while our revenues currently are extraordinary the governor is being very cautious about still putting money aside just in case the state returns to that bus especially after that dot-com uh boom okay so we're still very very

cautious in the state of california so uh he does have a reserve for stabilization at the state level here's an illustration of prop 98 and state revenues as you can see that over time the governor has provided additional funding for education and as part of prop 98 prop 98 is is calculated based on state revenues that come in so we can see that the state has been doing very well over the pandemic period and has and this governor and the legislature has been providing additional funding for education but there has been some change with the governor's budget and what he's proposing so in 2020 21 at that point in time the governor's budget in january was 95.9 billion and that went in may revised went to 96 billion on that particular year that in january

of 22 21 22 99 billion and that rose to the main revised of 110 billion dollars and we are at that level at this point in time in 2223 that so that is what he's proposing for education and please stop me if there's any questions so this is another illustration here that i wanted to show although the last couple of fiscal years education prop 98 has received 110 billion dollars and you can see it's basically flat from prior year the adjustment was made under the general fund of the state of california as local property taxes increase to cover that cost so when there's an adjustment of local property taxes or general fund when local property taxes drop the general fund has to make up that gap when local properties increase the general fund of the

state of california then is reduced so it's based on the calculated prop 98 that districts are to receive or education is to receive based on the state revenues okay so over those last two years approximately 135 million if you compare that to billions 135 million is not a lot of money so it's basically flat moving from one fiscal year to the next governor's budget for 2223 as we move forward from the january period he at that point in time in january this last january was proposing 5.33 percent cola in the main revised that jumped to 6.56 cola okay so he's increasing lcff funding from 3.3 billion to 6.1 billion he's also proposing one-time discretionary funds he did not propose that back in january he's proposing it now in may 8 billion dollars to schools uh

will that happen we don't know i know the legislature and reading here some articles this week the legislature have have other plans for these this type of funding and we'll see what happens when the governor signs the budget so they're still in negotiations i know in the past i brought to the board this chart uh of great concern in discussion of the ada cliff so i know in 2122 we pretty much came or returned to what we considered to be normal although we did have a decline in enrollment a decline in ada in the district and that's going to affect us hopefully not as much because the governor is proposing to do some type of relief for declining ada but just for everyone's knowledge in 1920 our ada was 399.79 that funding was used to

support us in and that funding would support us it was to support us in twenty one twenty two so we had two years of hold harmless on our ada for the district that was for school districts statewide what is now what the governor is proposing to do is try to avoid our ada cliff so that we are not impacted as greatly our p2ada this year was 3793 which 206 ada less than what we had in terms of funding okay and so the governor's proposing a three-year average for that let me go ahead and go to the next slide and this is our three year average so again in 2019-20 that was our ada there 3999.79 and that was used for the funding the following year obviously this is our p2 now and 2122 but those

were the two whole harmless years but i wanted to show you what our ada is so instead of being reduced and funding going into 2223 by 206.888 we're only going to go down by 137 ada still a reduction because we're using a three year average here okay and if if and if that three-year average or ada relief was not to take place we could be looking at losing two million dollars from the state because of that loss okay too many if we didn't see this relief now i want to also bring to the board's attention our ada to enrollment percentages over the last several years you can see that we were at 95.38 95.74 95.95 we hit 96.10 in in 1920 that was a great year and now we're seeing and this was of course

an average based on this figure here but look at what we hit this year we're at 92.17 percent of ada to enrollment percentage this this year especially in january and february when we got hit with another round of kovitz that sub variant it really took a toll on our students in terms of their attendance and so that is very reflective of that impact what the board has approved tonight and was the attention to attendance program it's going to be a campaign in which we start with our district attendance improvement team to move forward through this year to try to get this person's back up to 96 percent 96 percent is a very good percentage for a high school district especially when the state is at 93 or 94. so this is a very good percentage

we want to get there again we want to get back up there again so hopefully with this campaign what providing incentives like we have in the past uh to our students who are who have good attendance addressing the chronic absenteeism that we have with certain students as well as based on this campaign we hope to get that back up to 96 any questions so what does the lcff mean uh for the school district so in 2122 we received 12 684 dollars per ada that was our hold harmless ada in 2122 so we're looking at 53.1 million dollars and 2122 lcff revenue and that includes supplemental concentration in 2223 that number is going to rise to 14.388 14 388 dollars per ada our ad our ada based on the three-year average is 3931. so we're looking

at 57.6 million dollars for 22.23 so that's an increase of four and a half million dollars now again hopefully the governor signs a budget that includes ada relief we believe it will uh if it doesn't then we'll see that number reduced but we believe that it will and i think the legislature and the governor will certainly uh agree to providing that to school districts any question so this is our lcff funding formula sheet that i've showed in the past so for 2122 we had a 5.07 percent cola and that's where our 53.149 million is coming from in 2223 we are seeing the 6.56 cola plus an augmentation that the governor's proposing he's proposing to put not only the 6.5 6 cola but an additional 2.1 billion dollars into the base of the lcff and that's

where we have this now increase of 57.6 million dollars for lcff what happened here any questions i just want to point out here under unduplicated people percentage 77.64 and that has been increasing ever so slightly i mean by a percentage or two every year uh we've been working very diligently to try to receive those household income alternative forms so that we can identify each and every student that can assist us with funding from the state so in terms of alcap as part of that 53 million as part of that 57 million that i just talked about this is what the l cap looks like in terms of supplemental concentration for 2122. so this is per ada that we get supplemental concentration it's 12 million dollars in 2122. that goes up to 3341 per ada which

now is going to provide 13 million 307 thousand dollars for 2223 alcap not lcff that's elcap i apologize okay so as what we've already discussed earlier uh with dr anderson's presentation of the lcap there are going to be some funding or some funds that are we just didn't get to spend this fiscal year this is a table showing where those dollars are going to be designated come next year going back to the same purpose the goal in action that it came from and again to improve cte facilities targeted foster youth services targeted support services for english learners turn in education and engagement that's our local priority master scheduling resources arc experiences after school program and expand on our cte offering so again this year we did not spend approximately 5.8 actually 5.9 million dollars that's

going to be redesignated into next year's budget so going back to the discretionary block grant yes this is what the governor is proposing again eight billion dollars uh about fifteen hundred dollars per ada if this does come to fruition we could be looking at upwards of five million dollars more and we'll see if that happens but it is one time discretionary block rat money we haven't seen this since governor newsom came in as governor because governor brown was the last one to give us discretionary funds way back when and again the dollars are and the intent of the language is that this funding would be used to address student learning challenges protect staff levels and support the mental health and wellness of students but it didn't again it's called discretionary so we'll see what how

this actually unfolds when the governor signs the budget child nutrition i just want to point everybody into the center circle here beginning next year 22-23 all districts are required to provide two free meals breakfast and lunch to all students and we're doing it now okay the governor is going to put 596 million dollars into universal access to subsidize the school meals in other words support the the meals and the pricing also made revision is 45 million dollars at one time to provide a pathway for workforce readiness for school food service workers okay uh 611 million dollars of ongoing to maintain meal reimbursement rates so la's can continue to offer this high quality more diverse subsidized school meals and then if the federal government extends the meal reimbursement rates beyond june 30th 2022 we could be

looking at additional grants for kitchen infrastructure yes i'm sorry yes you said new york said anyone that requested you were giving it to all students all students okay yeah and our district was already there okay with uh free meals for everybody yeah now we just need them to participate [Laughter] yeah okay uh cobia 19 one-time funds this is just a chart of all of the coveted 19 relief dollars that came from the federal government to the state of california and was then distributed to school districts i just want to get into the next slide if i may and that's our district and so in 2122 of all of these federal dollars sr1 sr2 s3 elo grants again all these federal dollars we had approximately 17.3 million dollars in the budget and i believe i've shown

the board this this chart before these figures before so 17.3 million dollars at to this point in time beginning in june we have spent three and a half million we have another million encumbered we could be looking at upwards of close to another 13 million dollars of these federal funds moving forward into next year to support our students with services okay uh i always like to talk about calstrs employer contribution rates uh the one good thing here is that uh we've reached 19.1 percent in for in and at this point in time the projection based on the actuarial valuation is that that 19.1 is supposed to go through the rest of funding for calstrs employees are for employers rates so in other words let me let me just clarify that 19.1 is supposed to stay

flat uh through the out years because based on current actuarials we the employer is not to pay any more money into funding the liabilities and obligations of calstrs so that that is a good thing at this point in time we certainly hope that that continues as for calstr calpers i'm sorry that is also going to be flattening out here on the out years as well i know i've shared with the board in the past that year over year increasing increases in these calpers and stirs retirement funds have have been between four hundred thousand and six hundred thousand year-over-year increases in costs because of the high percentage rates that we've i've just shown you here so this also in calpers is going to provide us with some it's not necessarily a relief but it is to

a point to where it's not increasing okay also people employed after january 1st 2013 will see a one percent increase in their contributions as well going from seven percent to eight percent so those employed after 2013 uh they will have to start paying a little bit more into calpers so let us take a look at our our budget i'm comparing our estimated actuals for 2122 to our adopted budget in 2223 so for lc and again this is unrestricted so for lcff services uh sources i'm sorry million going to 57 million we talked about that there's your four increase due to the cola adjustment of 6.56 plus the augmentation okay state revenues there's no feds under unrestricted here but state revenues increase slightly and it's due to the mandated block grant adjustment we have local revenues

here that decline slightly in anticipation that the redevelopment agency funds will drop just ever so slightly by 140 000 so in terms of total revenues unrestricted we're going from 30 uh 55 here to 59 here so that's where you see a 3.8 million dollar increase in terms of certificated salaries we see a slight decrease because we are going to wait to see what our um our six period assignments are going to be once we get the revised or updated master schedule come the new school year and we'll budget for those adjustments as well six period assignments and another fee for services as well classified salaries that went up slightly because we are anticipating spending the elk cap funds to higher classified instructional aides along with attendance specialists right and we talked about that in the

past with under the al cap as well uh employee benefits that went up slightly by 600 000 again because the rates went from 16.92 to 19.10 under stirs and from 22.9 to 25.37 under purse this is books and supplies um i've already mentioned that our lcap uh has a great uh or a huge carryover going into next year and the majority of it is going right here in the books and supplies so the large increase is due to again a shift in projected unspent resources under the lcap services the following line a reduction due to completion of stem building we had put some money aside in the owlcat for the stem building that of course is being reduced capital outlay we also had some funds there and the budget increased based on projected expenditures of

the i.t department so we're seeing a high need in 90. um we're of course refurbishing or i take that back uh purchasing additional chromebooks other technology we want to do a refresh district-wide so technology budget has been increased other algo excluding transfers of indirect this other outcome here is the amount that we provide to imperial county office of education for the students that they teach our students that they have in alternative education so we provide them with the transfer out and there's a transfer of indirect rate that's slightly lower and that's just because of the expenditures of programs and transfers out here this is what i want to bring to the board's attention so at the beginning of the fiscal year back in july of 2021 we had asked the board for approval to approve

one million dollars transferred into deferred maintenance in april i brought back a list of items to the board for their uh for your all consideration as well that includes additional projects that we have going here that we're moving forward with so i'm here requesting that the board provide us with an additional two million dollars in deferred maintenance for a total of three in 2122 and another million next year in 2223 again that's based on that list that i provided back in april it has everything from the southwest high site security improvement project to hvac we want to do some tennis courts there's a plethora of projects that we brought before the board for consideration last time and by the way when those projects come back after we bid those out they'll come back to the

board for uh consideration again again okay so it's not just gonna be an automatic we'll be bringing those projects to the board again uh contribution to restricted programs that is based on contributions to special education and routine restricted maintenance costs are going up uh fuel equipment um it's just taking it's taking a toll on on the budget so that that is also going up and so total expenditures for the district year to year is 60.7 million dollars in 2122 and then 64.7 in 2223. again these are unrestricted dollars so we're looking at an ending fund balance of going from 9.2 to about approximately 3.6 million dollars here this is the restricted side of the budget so we have a beginning balance of 5.5 and we anticipate going to 4.1 after 2122. we have federal revenues

going from 18.3 million to 16.3 again a reduction in esser and gear and it is actually a reduction as you can see that the budget has gone down for those federal programs that i showed you earlier state revenues also 8.8 to point nine million dollars just a slight hundred fifty thousand dollar uh increase there and that's just based on adjustments to the elo grant uh local revenues under restricted this is a slight modification based on strong workforce and redevelopment agency revenues are coming in for facilities total revenues under restricted is 30 million dollars with 28 million dollars in slight reduction of 1.7 million dollars expenditures certificate salaries basically flat just a minor adjustment and again just as adjustments to elo and special education also under classified salaries we have an increase again based on elo

and classified salaries and structural stuff that we want to hire through the federal side of the house and then we have employee benefits that are based on that same salary increase and of course the percentage increase of persian stirs books and supplies for restricted going from 10.2 to 8.6 that is a reduction of 1.7 million dollars again we're reducing esser uh expenditures there in that category services and operating going from 7.9 to 6.8 again reduction in federal dollars in that particular area as well we still have money budgeted but it's being reduced as we spend those money so we went from 17.3 to so close to 13. we're going to start reducing some of those expenditures capital la 4.3 to 4 million that is a reduction of 300 000 doing the same thing with sr2

and gear one uh the capital outlay there was uh for uh or part of it is the central site security improvements so that's should be being completed here soon we have transfers for indirect that's the indirect rate based on the expenditures and the restricted programs and then contributions these are the same contributions that i talked about so money is moving from one side of the house from unrestricted to restricted to support these programs and again that's for title 1 special ed and routine restricted maintenance since these are restricted programs so the net change and uh change you can see 1.38 million here for and a change of 170 for 22 23 so it's going to go from 4.1 million to 4 million dollars in ending fund balance for the restricted side of the house so

this is our 401 i've provided this to the board in the past it is in your packet the numbers i showed you here are the numbers that are before you here on this screen i know they're a little small but it's just showing you that comparison i'm sorry miss jones i'm sorry miss jones sorry ms bainado i know you asked for something a little larger but it's the same figures and numbers that i just showed you in in terms of a comparison so let's just go down to the next page which is the ending fund balance so we're looking at ending fund balance going from 20 million to 13 million here in 2122. i don't want to alarm the board but when we close the books i anticipate that we'll be a much better position

but at this point in time since we have a budget and we have expenditures still coming in we'll make those adjustments when we close the books uh going into next year we're looking at at going from 13.3 million to seven and a half million dollars here again i figure that our position is going to be much better in 21 22 when we close it and that's going to prove this independent balance in 2223 as well okay any questions i know it's a lot of figures and numbers but if you have any questions or any comments you open to that thank you i have a question sorry no we're not all right back to the ada um at the importance of ada to our district and our budget um what has the district done to to

help solve that issue and you're talking about this here right yeah yeah okay well again some things are within our control and some things are not within within our control this pandemic back in december january and february really caused us to have high absenteeism not only for our students but our staff as well so that is why that we had a decline from 96 percent to 92 percent that is out of our control if the students were sick they were sent home and they were to stay home until they weren't what we are doing now in order to improve our attendance is of course going back to our district attendance improvement team which we've already met and discussed and looked at that attention to attendance program so we can put a program in place go

back to getting those students back into school making sure that they're in the in the seat uh and we address those chronic absentee students immediately that that's our goal this upcoming year regarding enrollment now enrollment's a different story and that also has an effect on ada but if we can if enrollment is going down we won't definitely want to improve as much as we can to ada we want all the students in the classroom now we have 4116 as our enrollment for this calpads year based on the feeder districts and information that we received there is certainly the potential because they are also dropping in enrollment the state of california is dropping in enrollment that we might see another decrease in our enrollment current projection is 4069. going from 41.16 to 4069. and that's just

based on their numbers through the cohort so our seniors graduated and we're looking forward to having to receive their eighth graders that's what that number represents so we certainly hope we can improve and we want to improve our attendance there's not much we can do about enrollment we hope through the stem building and other programs that we have in the district we can entice incentivize if you will these students to come into our school district and we will certainly take them is there a way that the district um could track like what's going on with the with the kids that are that aren't showing up like are they moving are they just not showing up are they transferring is the district and it's funny because i'm looking at the feeder pattern over the last five

years and it's just been declining st we're just not having students like at the level that we used to have in in our community i think eric is talking about the ones that are enrolled how to keep them coming is that what you're saying also yeah a little bit of both and i understand what hit us in december january february was out of our control and our district is to prepare for another wave if it happens we can't hope that it doesn't happen we need to plan as if it is going to happen and if it doesn't so be it but i think right now is the time to plan that not the fall i think we need to kind of say what are we gonna do what a prevention measure something that we can

just implement immediately and have that plan ready to go if we don't need it fantastic but if we do we're ready and so i think that's kind of the frame of mind that we need to be in and i can tell you working in public health you know let's encourage people to get their boosters now is the time so i think what what we can do as a district is prepare for that this summer so a couple things on that front um we have in our lcat plan and we have a proposal out to our csca to add to attendance specialists analysts to assist the assistant principals with the tracking and monitoring of who are the chronic absentee people and how do we solve and connect kind of a problem-solving role so we have proposed

two of those positions in the lcap to get that done and actually it's it's a position that we didn't get funded or didn't execute this last year still waiting with csca to get that position approved that's one element the a refocus on the attention to attendance campaign will be another effort that we're going through um we do track and figure out where do kids go and that's what and sometimes the why because when they leave they check out a school is usually requesting their records when they request their cumulative folder and so we're monitoring where are they going and why we also are accepting every application that comes to us so it kind of makes our schools a little crazy when they're like oh all these extra kids that are coming but we we need

everyone to come to us so every student who's applied to come to us we have accepted um and then also adding mount signal virtual academy that's 170 kids or so depending on the enrollment of students who would have gone to holtville to their freedom academy that we now have so those are all little intervention pieces and strategies we've used to try and keep enrollment here um the other things we try and do in on the communication side is communicate our positive things right demonstrate how our programs are attractive to schools are attractive to students and so that is where we get a lot of our students who are coming to us um they're they're they want to come to our schools and programs and so we we don't we still feel that dip and we

kind of are watching for that decline in enrollment at the same time we're doing all we can do to to keep to retain and attract students so those are some of the strategies that we're going through and unfortunately we don't know where they go we don't have an address they're counted as dropouts well well we we hold on to them until we get that and so it's it's a little that it's sticky tacky right yeah right and sometimes we don't get that we don't know where they're going to we got to hold on to them until we figure we can't just drop them out in the world um the the cow pads and the student identification numbers are now statewide so if they stay in state we know where they go we know it's when

they go out of state or they return to mexico yeah our border has an impact so um yeah and we have every once in a while we have some fraud we have a neighbor who says this kid never lived here so we go back and hold that kid's records and somewhat until we get them uh find out what's going on with them and i'd like to add dr anders uh going back to mrs pinado's point about uh health because that's what i think i heard it was health we are moving from from covet clinic to campus clinic is that correct dr andrews right yeah so so the same folks that brought us covet clinic and are are prepared to and they have a plan in place and we haven't moved forward yet we'd like to

actually share this dr marcus and and let him make that decision but camp covett clinic is re is going to become campus clinic and they're offering services of wellness services like basically a portable a mobile health clinic at your school site so think of it when a kid needs their their health check up or they've got some sort of a complain or concern they'll be able to schedule an appointment get an approval through mom and dad and upload their insurance information and go see someone at the clinic on campus as opposed to having to leave and be gone for a half day yeah right or if they're a mexicali doctor gone for the day or a san diego kid gone for the day some of those services are free and covered through the affordable care

act and some of those services are no cost because they're built into the affordable care act even through your insurance plan and so they have staff and resources and facilities and so they've put together a proposal for us that and this is where it's all very new currently currently no cost to the district so the current contract says no cost to the district they're billing insurances but there it's a new endeavor it's a new model but what it does do is it puts those health services which would include covet testing but it would include strep throat testing sport and wellness checks eye screenings dental screenings mental health services all on campus like a college right like a health clinic you see at college on a college campus campus clinic would provide those on our three

campuses using their current little building um we're doing a renovation of tech 2 for a health clinic so they would probably move into that one i love it it's a fabulous idea i love it there's there's we have questions and so we didn't it was it was ready in time to bring tonight but we felt like oh wait let's just we just tapped the break a little bit let's hit dr farkas take a look at this project dive into the contract have our attorney look at the contract uh before we proceed uh but they're they're eager they know that we've been a good partner and coveted clinic provided keep in mind sixteen thousand coveted tests identified sixteen hundred cases and that was all of that took place at our schools not out in our health

well that goes hand in hand with the attendance i mean if we're taking it to the students instead of having this pull the students out that is another win-win right so imagine the kid is going to be at the clinic during third period not all day gone yeah right and that that's one of the that's the attendance benefit side of bringing those services onto campus as opposed to leaving it up to the family to figure out dr andrew's cool question and then i'm assuming it's campus cleaning but that will also be available to staff as well i'm assuming or not is it just a student currently at student student we have some again looking through the contract we want to make sure we understand what's happening for employees um and employees are aware if they

choose to use the services is it in network is it out of network those are all concerns and questions that we want to make sure we're clear about before you hit the yes button or the proceed button but to the families again again it's all by choice but those are concerns that we want to get figured out before we proceed at least have a good awareness before we you know go for it but what it does do is it brings it brings their st because they're staffing it and they would work in partnership with our health district health coordinator and two health technicians it'd also be a partnership to coordinate when a student has a an appointment or a screening coming up that our attendance office has made aware like maybe it shows up on

their phone like they've got a pass so that they know why they're out of class and so on there's a lot of logistics how do we make this work in high school right so but it's one of the efforts it's a good effort yeah okay so our public hearing is closed at nine nine four p.m it feels and that concludes that one um informational items anything else that we need to know okay uh ecsta president comment good evening board members members of the educational my name is gabino yes i live at 264 west northwest imperial i'm president of the central secondary teachers association to begin let me just say welcome dr parker and i'm not sure if i mentioned it before but mr german also welcome um and dr andrews um wish you the best

of luck and uh when we out of high school and they're wishing the best of luck as well um let me um start comments with a little bit of what happened at the last quarter um some tensions rose among the teaching staff and that led to some action that they decided to follow through um during the appreciation uh lunch um that happened let's just uh accept that it happened and let's just try to move on from that i think that uh the the spirit of all teachers right now as we're on vacation is kind of like that's uh because we all understand we all know that um we all love what you know regardless of how things have panned out through the negotiations process and the current installment we're at we all feel that we

can get to a point where we can see eye to eye on things again and continue to provide all the services i mean for the first time in 14 years i've actually taken the summer off and i still can't find you know myself at home um i i'm just always got projects with things going on and um starting to settle into the fact that i don't have to come to work but for some reason i found myself at southwest high school today i went to talk to our treasurer um but i was really surprised to see the amount of uh cars in the parking lots and i asked him what's going on and told me there's a lot of athletic activities going on with all the different teams and what was going on and i

think some of you board members mentioned that there's some with your children who are participating in some of these things and um i just think it's great that even in the summertime all of this work is being done and then you guys all so much um all of these things are things that could be made better for the teachers in regards to compensation and those are things that were renegotiated so i just want you to keep in mind that um regardless of negotiations being paused the work is still being done and the work is still at a very high level so keep that in mind when we resume dr franco's going to intend to resume as soon as possible because we are negotiating interviewers and we want to make sure that we start the year

out um i wanted to thank those board members that were able to make it to the retirement party i hope you guys had a good time you know it turned out to be a pretty good part so thank you all for showing up get back to work do we have anyone from cse i haven't seen anyone all right no okay okey-dokey do we need any more closed session no okay thank you so we'll be in adjourn 9 10 p.m thank you
