008to all the awards that everybody has received um jose ffa everything that has been going on throughout this whole time and spring break is coming up so i hope that during this time everybody gets well rested and you finish the quarter strong especially seniors i know there's a big transition period in terms of finishing up the final year going to prom you know saying the goodbyes and taking a big step into your life a big transition but not only are the students and you guys going through big transitions the district also will be going through big transitions with coming with a new superintendent that will be taking place for next year with that leadership so like mr rodriguez said it is very important that you know when the community when we have those surveys when
009you know mcpherson mr jones reaches out we set up those meetings that some way that you can attend them or enter those surveys because the more feedback we have the better picture we have of you know what the direction the community wants us to go in and look into for a future superintendent and you know i'd like to thank dr anders as well for stepping in right off and the pandemic happening and you know going into that and from the top down everybody always puts in their effort i've always said that so just keep in mind spring break recover rest seniors i know it's going to be a a big transition year but it's also a big transition year for the district and all i ask also is with transition comes change and patience um
010things are gonna you know a new superintendent there's gonna be some learning curves with that there's gonna be learning curves when seniors go off to college careers all that stuff so you know we're gonna take it one step at a time and we have to do it together and and again i know there's going to be disagreements that's what happens families disagree all the time and then we talk about it we discuss it but i do always ask that we do refer to each other and talk to each other with respect right there's constructive feedback and then there's feedback that's just feedback and sometimes i think we forget sometimes in the heat of the moment and with passion because that's human we get passionate but before we send something or you know it's really quick
011we want to pick up that phone and send something anything that goes with everybody even myself i do it is that we have to think about what we're sending to that person because whether it's from the top down or another person they still are a person they still have feelings they still have stuff behind the scenes that they're going through and sometimes i we definitely forget that and and it affects it affects everybody right so i think coming forward with with all the surveys and things like that by all means i want we want feedback but also make you know constructive and positive and when it's negative feedback great but just that is constructive and that we can use it in a you know you know in a good manner right and i would we
012would really appreciate that and thank you everybody for everything that you do and always participating in sending emails and all that and for the students enjoy your final time especially seniors um and i'm glad that you guys are having a prom and having all those events it's going to be very exciting so thank you very much i appreciate it bad thing about being last on the list is that everybody's already touched on everything so ditto and everything but i do have something that nobody touched on at petco park the southwest baseball team went over there and played against hopeville and i was all excited because i haven't been to a baseball game in over two years and so i it was just a wonderful experience to see the kids out there playing everything um southwest
0131 2-0 they had a really neat um play at the end that hopeville was not very appreciative of but i loved it so that was how they they ended the game so again um welcome this is like truly the month that you realize that school is back you know we're back everybody's back and i welcome all the kids and get ready you know your prom and everything and get ready for graduations let the tears start flowing for the parents and everything but this is the most exciting time of your lives enjoy it you know take notice of everything that's going on around you because this is it you are now adults so okay thank you very much we move on to superintendent's report dr andrews um i think we're on to our student reports oh

025done and i'm going to be out of here so it runs the gamut but it's great to see our students and schools delivering on what we expect them to do and our teachers and our staff doing excellent work in the classrooms so just by kind of a highlight we did open of course as we know the stem building but our science and math teachers are moved in we're still working through some of the bugs and kinks here and there about where do i put the microscopes and this switch doesn't work yet so we're still like like a new homeowner um working through some of those issues with our contractors and getting those things completed and work is progressing pretty quickly on the science building renovation that'll be home to the law academy at central not
026to be forgotten but we're very excited about the aquatic center we've had a community meeting since our last board meeting and we have a presentation tonight for the board with our architect regarding the aquatic center our intent is to meet with the pe department at southwest the swim team at southwest the swim coaches also facilities uh people who maintain the pools and the equipment and then come back to the board in the month of june with a set of plans for approval so that we can then go out to the division or department of state architecture and really move forward with probably sometime in early spring of next year with a groundbreaking is kind of the tentative timeline so we're looking forward to seeing that move forward our nutrition services have new satellite locations away
027from the cafeteria that have been installed and the new electric vehicles that were purchased have arrived now we're still waiting for equipment to arrive and adjustments some schedules equipment meaning like refrigerators and whatnot but we're getting ready to set that up and soon students will have multiple locations besides those push carts that are on campus but the electric vehicles will be out on in different places and those garages as we know uh duplicate or also a place for students to get food so we're excited about those and our students know where at that um all i heard is though it desert oasis they want one too but that's a small campus you can walk across campus pretty quick so we're delighted about all the amazing efforts that have happened in our schools last month desert
028oasis high school just i think it was today received their confirmation that they have been accredited by the awash accreditation for another term so we're excited about that desert oasis also hosted a continuation school basketball tournament for the valley and the students desert oasis prevailed in that tournament so we're glad for the effort there it is a great time of the year when our teams our students kind of stretch out beyond the classrooms where they really get to extend and enhance their learning through competition and that includes first robotics that went to competition we've already heard about hosa from both schools competing and the recognition there the century in high school construction classes participated in competition and of course ffa and so we're grateful for all of those efforts because it's not just our students
029going and competing that's that that's for them our staff made arrangements and drove vans and buses and supervised kids in faraway places and there's a lot of work that goes into making these things happen so it's thank you to the students and parents that participate but also our staff i want to recognize also in partnership with mano we did host the cruz reynoso event we appreciate mana's leadership with that under the direction of board member miss pinedo but also cafe 56 provided the food and savapa orchestra and sabapa choir provided the entertainment along the way and of course our theater team provided the technical support um our students also in our migrant programs participated in speech and debate um that was done during the county and so we appreciate that in the english learner department
030they're feverishly working to try and capture all of our english learners to get this year's annual testing completed so that's underway and right around the corner is our state testing for our juniors and also the ap and ib testing is coming up right on the corner make sure you mark your calendar for may 31st for graduations and june 1st also for the large schools and summer school starts june 8. so as we kind of wrap up the school year we look forward to these great activities that this district is fully engaged in and preparing our students for next steps so thank you that concludes my report thank you dr anders we'll move on to student of the month recognitions we'll start with uh desert oasis okay huh good afternoon board good afternoon members of the

051their work every single month they meet and they come up with a with some really good ideas and some fun activities for our employees so thank you so much for your time and our um our award is always posted out in our lobby area so that people can see it and and know that we are making some efforts for our employees health and well-being so thank you very much for your time tonight [Applause] thank you very much at this point i do want to make sure that all the students that um we're here for student of the month or anything i've seen some of you have left this is the time if you guys need to leave if you guys i know that it's around finals time around you know so if you guys need
052to leave this is the time nobody will know i think so yeah no i think she's going to do miss valadez is going to do public comment her thing okay yeah so it has to be okay thank you very much to the parents okay we move on to public comment a session on matters listed on the agenda first at this time the board of trustees will hear comments presentations or requests on matters listed on the agenda speakers are requested to give their names and addresses time limit for speakers is three minutes the board shall limit the time for public input on each item to 20 minutes the board reserves the right to limit presentations this meeting is being recorded the board understands that the first amendment provides strong protections for speech however the board expects
053that all speech and expression will comport with norms of civil behavior on district grounds in district facilities during district activities or events and in the use of district electronic digital systems and platforms including social media do we have anything for matters on the agenda any zoom ones no no and do we have it listed mr rodriguez president uh garcia reese i do not have any requests for nothing for on the agenda okay thank you we move on to public session non-agenda items at this time the board of trustees will hear comments presentations or requests on matters not listed on this agenda or other topics that are not on the agenda but are within the board's jurisdiction speakers are requested to give their names and addresses time limit for speakers is three minutes the board shall
054limit the total time for public input on each item to 10 minutes the board reserves the right to limit presentations this meeting is being recorded once again the board understands that the first amendment provides strong protections for speech however the board expects that all speech and expression will comport with the norms of civil behavior on district grounds in district facilities during district activities or events and in the use of district electronic digital systems and platforms including social media do we have anything nothing on zoom so far no okay so president garcia reese we have two um requesting to speak regarding ap classes so we'll begin with daniella sandoval sit down there you can see make sure it's green hi good evening board member board members my name is daniela noval i am a student at
055southwest high school i'm a sophomore and i have a 4.16 gpa so that you understand where i'm coming from because i'm very dedicated to my academics so this friday april 8th the freshman sophomore and junior classes at southwest high school opened their inboxes to find our academic goals thrown out the window we were shocked and appalled to learn that certain ap classes which have already been selected for the next year were to be terminated the termination of ap spanish u.s history english language and physics 1 and 2 is nothing less than a front to respect that we are given as students to remove these classes after they've already been chosen for the next year is ridiculous the message that this is sending from administration to our student body is that they don't care about our
056plans they don't care if we already know what we want to do so you know don't worry if your academic goals can't be achieved the timing of this message is inappropriate for the coming school year and it places southwest below the standards of the incoming freshmen i for one would not be coming to southwest if i knew i would be getting a lot of my ap classes cut the full ib program which is being pushed as a result of the ap classes being cut is incredibly hard for any student who does anything other than school i for one must vap theater student i have a ninth period i could never take the full ib it tells a student it tells a college that a student is dedicated which is great we want to prepare our
057students for college and that's the point of ap and ib classes but they're harder to apply to to colleges iv is an excellent program for those who need and want it but it isn't for everyone i already know of more than a few people who plan to leave southwest because of only taking ib classes the fact that we're getting switched from let's say ap us which i plan to take next year to a two-year ib class is ridiculous i don't need these other two years of classes and i feel disregarded as a student southwest high school loves to boast the fact that we have so many choices and programs but when you take away our choices and try to push the full ib program onto us and it's removed what's the school that we love
058for all the reasons that i mentioned as well as the reasons that have been added by the petitioners as i have created an online petition with 168 petitions uh signatures the student body is dissenting from this removal of the classes because we are demanding consideration for our academic futures i have a petition on moveon.com if you look up keep ap classes at southwest high school the campaign was created by me daniela noval and it does have 168 signatures i do believe that we could have more if i was able to get the word out but it's just hard for me thank you [Applause] my guess would be dave weldon i see a d and i see a w um okay so this is you okay i was a doctor in my previous life writing so
059i'm with you on this one so i'll begin the timer when you're ready is the light on is it green hello hi i'm david weldon i live 612 south g in imperial hey after three rounds of i'm happy to see that the adoption of the school board and custodial staff job is on the agenda item after three rounds of negotiations the district offers one percent when the cola is over five percent we should not be giving up any contractual rights to begin our to begin our basic cola especially when the district should be spending down their reserves i showed up early to work today and found out that somebody on their own went out and made a decision to do away with almost all ap classes at south hills high school this was done without
060the input of teachers without the input of parents and most importantly without the input of students i personally viewed multiple kids shaking their hands in disagreement when i was talking to another teacher on my lunch break many most students do not support this this is not how we do business and we would be something if this would not would be what you would put on a wasp report you'd get an automatic renewal let's talk about the elephant in the room we have a lot of kids an ap and very few kids in the ib program many students don't want to be an ib if administration cannot promote or find enough kids to take ib then and have scheduling issues then that should tell you something the solution is not to your ib promotion issues or
061your ib scheduling problems should never never be to remove other ap classes and force the only option ib onto your students i know many teachers who would never want to be forced to go through the ib training to teach the summer classes i ask you a board to not support the removal of ap lit ap bio ap government ap ap econ and other classes we should not have more we should have less i have a daughter at imperial high school if she was a student at southwest i would even be more upset because i'm that i'm already in because my wife stephanie would want her in ap bio life is simple treat other way treat others the way that you want to be treated this is not happening regarding this issue please immediately as a
062board director superintendent and administration to continue to offer ap courses options as in the past imagine if you put all the freshman sophomore parents of the kids that prob probably expect their kid to be an ap class for the upcoming years in the southwest theater and then some administrator comes up to the mic and says all right parents let me tell you what we decided to do we're going to remove almost every ap class and force your kids into our ib program what do you think about that hey pipe down in the back don't bother us but don't bother telling us we've already made the decision without your input anyway i strongly oppose the wholesale removal of ap classes for the benefit of ib this is this is wrong the way this is happening is
063wrong this is not in the best interest students this is not supported by staff let me tell you again if you don't have enough kids and you want to take ib then don't remove the ap classes and force students to take classes that they don't want to just wait until most parents fully find out that this is not supported by staff and it's not supported it's in the best kids interest it is not as a board you set the direction for our district when did i ever see a vote for removing most ap classes and making southwest an ib school by forcibly removing ap classes please don't let this happen please remove any agenda item from today's board consent agenda item or from any future board agenda items and discuss this fully in the light
064of the truth and justice for our students this should be stopped today thank you thank you mr welcome oh by the way i put it i also emailed it to you that was kind of quick so i also emailed my presentation too have a nice day thank you so much thank you i'm the elephant in the room [Music] go ahead okay next we have elizabeth cardenas elizabeth cardenas um imperial california so good evening board of trustees cohs school district staff members students and parents my name is liz cardenas a cohs alumni and i work for the imperial county office of education and higher education adult learning department along with ivrp our department coordinates the strong workforce program here in imperial county which is a statewide initiative to increase and improve career technical education in k-12
065school districts tonight we want to deliver to the board the newly printed cte course guide for all of imperial county but before we give you each a copy we want to give you a little context to why local school districts have joined together to create the cte course guide in the years past manual arts or vocational education were terms that generally meant various elective courses that were offered for non-college-bound students recently within the past 10 years career technical education has evolved and cte is now a program of study that involves a multi-year sequence course sequence of courses that integrates core academic knowledge with technical and occupational knowledge to provide students with a pathway to post-secondary education and careers in california career technical education has been organized into 15 industry sectors that have several possible cte
066pathways within each sector by definition these pathways are a sequence of courses usually about two to three courses that increase in rigor and have formal statewide standards keeping track of these pathways county-wide or even at a multi-school district like central union high school district can be difficult therefore the strong workforce program consortium which dr andrew serves as a chair commissioned this cte course guide third edition we're going to go ahead and hand out a few the first few pages of the cte course guide give general cte information and the rest of the course guide is a listing of each high school district cte courses listed by cte pathway central union high school district schools are on pages 14 through 17. when compared to our first cte course guide three years ago central's district has increased
067total ct pathways from seven to now fifteen the number of ct courses that are eighth or g approved from seven to 27 and increase the number of cte courses that are articulated with our local community college from four to eight we have distributed this to all high school counselors cte teachers and local school administrators and we thought that the central union high school district board would like to have a copy as well thank you for your time if you have any questions or concerns please feel free to contact our department our contact information is listed on the back of our cte course guide thank you thank you liz thank you [Applause] okay dianna okay thank you very much miss cardenas um this is so great to see so many um programs at central i just
068i love this this is something that passports have been working on and i can i can tell you that the sport fully fully supports um i i i just see all these different courses that can be taken you know not every kid is is is college bound and we need these workforces this is the legs that you know are are are holding county stance on so i thank you very much for this this is beautiful to me thank you um next so next we have another comment from laura avila so good afternoon board members luna is going to be passing out um some of the paperwork that i want you to see so once again good afternoon my um i'm the chairperson for the coalition for student wellness at southwest high school and i can
069truly say that our coalition has been extremely busy for the past couple of months and we've had a lot of events in our school and our campus one of which is our take action for mental health directing change kickoff event for may is mental health month this event is where the students from the community health care worker class as well as the coalition will be showcasing their videos that they submitted for the directing change competition this event will happen at the jimmy cannon theater on tuesday april 26th it will start at 6 p.m and we will also have cafe 56 cater for our event so we're very excited we will have people get speakers from behavioral health as well as from directing change in there so if you have the time it would be great
070if you could all go and be part of this event in addition we also included a copy of the special edition coalition for student wellness newsletter this newsletter includes all the things that we did at the california state leadership conference as an example we um on the second page we show the two workshops that we hosted so we had more than 120 people there so it was a really great experience to show our project and to inspire other projects i actually was able to make a connection with someone from near an area near sacramento so they're planning to start projects such as ours because of the stuff that we do and the presentation that we gave them in addition to this we were also able to compete against other schools in their mental health projects
071so our school placed fifth place overall at the state level and our newsletter itself was able to become a state finalist which means that it will go into the international leadership conference and it will be recognized on stage as well so our chapter and our school will be recognized at the international level and last but not least we will also be having our student leadership day on saturday may 7th so you're all welcome to attend we'll have student leaders from all across the imperial county networking with each other we will have workshops there so it's a great opportunity for students who are interested not only mental health but just health in general to connect with each other and make those important connections that we want to make in our community so that is all i
072have to present for today so thank you for your time [Applause] hello good evening board members it's good to be with you in person i usually watch on youtube live so my name is jackie valadez i'm a cte teacher at southwest high school i'm also the hosa advisor and i wanted to take some time tonight to bring our students who are going to be traveling to nashville tennessee in june to represent our community at the international leadership conference for hosa before i do that i also want to just echo what liz stated regarding career technical education the students that you're going to see today this is the power of cte career technical student organizations such as hosa provide students with opportunities to experience things that may they may never have imagined for themselves such as
073as laura said getting in front of their peers and presenting a workshop on mental health or them demonstrating their dental science skills in front of a dental professional while shaking you know nervous for that competition and then also being in a crowd after two years of really not having much interaction of four to five thousand other students who are future health professionals just like them so i'd like the students to come up and introduce themselves they'll state their name their grade and their future career because when we're talking about coming off of a pandemic type of situation we need to ensure that health professionals are these careers are explored while they're in middle school so that they can see the value of giving back to the community and i have no doubt that the students
074that you'll meet today are the future of our community they may go and explore college or university but i'm hoping and i always tell them please come back because we need you so i'm going to have them come up at this time and they'll introduce themselves so hosa start over there angel here and then just sign up hello everybody my name is angel fuentes i am now a senior at southwest high school and i plan on pursuing neurology in the future so hopefully i come back to this community because i really enjoy it so good afternoon my name is laura avila i'm currently a junior this year and a career that i want to pursue the future is medical oncology greetings everyone i am carmen figueroa a senior at southwest high school and i plan
075on being a cardio thoracic surgeon hi good afternoon my name is i'm a junior at southwest high school and i i plan on pursuing a career in forensics medicine hi my name is anita cruz and i am a senior at southwest high school and i plan to pursue a career in dental hygiene hi my name is yvette pius i am a junior at southwest high school and i hope to become a pediatrician hi good afternoon my name is paula vargas i am a senior in southwest high school and i would like to be an orthodontist in the future hi good afternoon my name is ashley i'm a senior at southwest high school and i plan on being in optometrist hi my name is george nice i'm a senior at southwest and i'm finally pursuing a
076career in dental hygiene or orthodontists my name is linda castillo i'm a senior at southwest high school and a future career that i would like to pursue is prosthetic dentistry saved the best for last my name is i'm a senior at southwest high school and uh career-wise i want to look into medicine and possibly plastic surgery so as you can see um these students will be representing us when we go to nashville i can probably um state this for mr phillips that going to the state leadership conference was probably even more enjoyable for us to because we really got to see students at their best and i didn't realize how much i missed that in person experience although as it was mentioned it's a lot of work to plan to prep these students dedicated hours
077and hours after school saturdays to get ready from meal planning to room preparation everything needs to be in order it's a lot of work but the rewards are you know endless and the possibilities that the students have by immersing themselves in organizations such as hosa really are a value to our school district and i always want to thank you for your support and encouragement from the board from our district admin and of course our site admin and you all know mr phillips was awarded the administrator of the year um he's always been supportive of our projects and most especially our mental health project which is so critical still and it's going to be ongoing indefinitely so thank you very much for your time today and before miss valencia let's not forget that miss validus was
078also honored as a hero of the year [Applause] yes so some the majority will be competing in their events and then also we have a team which most deservingly will be representing our mental health project at the international conference this will be like the debut so what california hosa has done is they created a pilot project which is a mental health and wellness which is carmen and luna's event and hosa will now be implementing that for next year so based on their experience they'll go and network with all of the other hosts from around the world and share the value of these mental health projects so that those chapters can then engage their schools and then possibly compete in the international level so we have a lot of work to do while we're in nashville
079but it'll be very rewarding i just want to say that you really look like a team you guys look very cohesive and very put together so congratulations yeah and thanks to the power of technology we were able to keep a team while we were during you know distance learning so these students were not just with me in person but prior the two years angel for example started a book club virtually like we would meet online and laura was part of a founding member of our coalition for student wellness so we would get on google me and just hang out and study and just do hosa stuff so it's really a testament to them to their dedication and commitment to themselves and growing as professionals so yeah thank you for that because we are a team
080[Applause] mr rodriguez was that it no more okay if there is no but nothing signed up but you can still just state yeah good evening school board let me just get my things together hello um so if you may not know my name my name is danielle basidas from the el centro fe chapter and i'm serving as this year's chapter reporter i've been here in a minute so have a lot to catch up with you guys so to start off in february california ffa had their sacramental leadership experience which we had two students attend sacramento sacramento leadership experience is a conference where only 75 students across the state of california get to attend and during this conference they conduct and participate in mock legislation legislature so the 75 students make up the senate and the
081assembly and two of the students from our chapter that got to attend this conference were andrew angulo and myself danielle basidas and in those four days that we were in sacramento we got to step into the role of california legislators and i was well myself i was assembly member bastidas from district 11 and andrew gullo was senator angulo from district 4. so that was a little bit about what happened in february and promptly after that we had our county fair our county fair was an extreme success this year after a year of being away we had multiple multiple students compete in small animal round robin as well as large animal round robin for a small animal round robin we had devin sekma geneva garcia annika midasenka kimberly alvarez and myself and for large animal round
082robin we had kelly thomason annika midasinka and connor watson in addition to that we had multiple kids awarded grand champion and reserve branch reserve champion for both market and showmanship so moving on oh at the fair as well um one world beef this year created a scholarship the temple grandin scholarship which only two students across the imperial valley were awarded and those two students happened to be myself and andrew gullo moving on the other night ivrp had the outstanding ct student ceremony which multiple individuals from our chapter were highlighted there kimberly alvarez tatum bettafield lorenzo alvarado vivian briddell melissa munoz ayanna moreno yolanda tabarez and andrew gulo yolanda tabarez was actually awarded the overall outstanding ct student award and andrew gulow was awarded overall outstanding fa member award so today our ag leadership class held
083our april april monthly meeting in which we had an easter egg hunt our leadership class hit over 250 easter eggs across the school so that was an amazing time and a great way to end off the year as it was our last monthly meeting and we're currently preparing for our annual end of the year banquet where we're going to highlight state degrees proficiency awards we're going to get to hear retiring addresses from our chapter officers and install the new officers so i just want to extend an invitation to all of you to our end of the year banquet and we'll be sending out emails so tomorrow we will be in imperial high school competing in agriculture communications and cooperative marketing as well as having section officer candidates interview for the section officer sex student office
084and those students are hannah hernandez and melanie tovar and last but not least our state conference so we just came back from state conference and we had i pulled up my list we had many many individuals participate in very large things at state conference to start off with public speaking final public speaking finals at public speaking finals we had michelle flores placed six overall for impromptu public speaking we had andrew angulo beat top eight in the state for extemporaneous public speaking we also had many many agri-science fair finalists to start off with carly ashers who was actually a state winner in the category of animal systems division five we have guillermo lopez and william lillian another state winner in the category of power structural and technical systems division six we have myself who placed third
085in the state for the category of social science division five we have presley depauli and justin villafana third in the state for animal systems division six alexa bostick third in the state for the category of animal science division five blinn hager and amber weller third in the state for the category of social science division six and last but last but not least we have gianni mayo and jesus figueroa second in the state for the category of environmental resources and natural resources division six as well as in addition to that we had star wars we had two star wars fight well two star wars state finalists who were justin biafana for the start in agriscience award he was top six in the state we had francisco rocha who was also top six top six in the
086state for the star in agricultural placement and then we had the state star state star reporter award who was it was given to me thank you and to honor our state delegates who participated in state committee meetings where they advocated for issues of california ffa and amendments that we can make to our current constitution we had michelle flores and alyssa luna and last but not least this year we had two state officer candidates who were andrew angulo and myself and although we both did not get elected i can say that it was a wonderful wonderful experience a learning experience and like ms valdes said it just shows the power of the ct programs what it allows students to do and what they can learn from it so that summarizes my report thank you [Applause] i
087believe we were called for a small recess okay 10 minutes five five minutes please and we're back uh we'll move on to that's my approval of the agenda at this point uh do we have any any um com any um additions or deletions no okay at this point i need approval for to go with the agenda miss paynella was that you yes i have a motion by ms jones second by miss nado all in favor aye aye aye thank you we want to consent agenda all items appearing on the consent agenda will routine business matters and will be acted upon by one motion without discussion should any board member requested an item be considered separately that i know will be added to the end of the regular agenda do we have anything that we would

090that affects each person differently resulting in unique strengths and challenges and whereas autism can cause challenges with verbal and non-verbal communication social interaction and competitive behaviors and can affect anyone regardless of race ethnicity gender or socio economic background and whereas autism is often accompanied by medical conditions that impact quality of life and whereas comprehensive collaborative approach will help to advance research providing a better understanding of the many forms of autism strengthen advocacy efforts and ensure access to services and resources throughout the lifespan and across the spectrum and whereas early diagnosis and intervention tailored to individuals needs can have lifelong benefits easing the transition to adulthood and fostering greater independence in words each person and family affected by autism should have access to reliable information and supports and whereas autistic people should have opportunities to reach
091their full potential in the whole of society to benefit from this whereas the central union high school district is honored to take part in the annual observance of world autism month and world autism awareness day to address the diverse needs of individuals with autism and their families now therefore we the board of education do here hereby proclaim april 2022 as world autism month and april 2nd 2022 as world autism awareness day to create a kinder more inclusive world for people with autism spectrum disorder thank you mr p now do i hear a motion i make a motion that we accept resolution we approve resolution 0 4 1 2 2 2 12 declaring april 2nd as world autism day and april as a world autism month okay do i hear a second i second motioned by

094four one two two dash one six proclaiming the week of may 15 through may 21 as classified school employees week motioned by miss jones do i hear a second i'll second miss garcia ruiz mr dantes motion by miss jones secretary mr hernandez um all right we move on to adoption resolution zero four one two two two dash seventeen proclaiming the month of may as mental health matters month i make a motion we adopt resolution 041222-17 proclaiming the month of may as mental health matters month i'll second motion by miss jones second by mrs bainado uh rocovo tracy rodriguez all right aye adoption of resolution zero four one two two two dash eighteen declaring rural status for the purpose of exemption from education code four six one eight madam president before you proceed with this i'd
095like to inform the board the purpose of this we are following suit behind the imperial county house of education who declared the county yesterday on april 11th as a county as a rural county the reason for this is because part of the law of this section of education code required high schools to start at 8 30 or later except that when exempt by being in a rural community which we are and so such conditions that we have busing that travels very long distances out some of our communities where the students are on the bus for an extended period of time such as our sealy parts of meadows community heber and whatnot does delay the start of school makes it difficult to travel it's not so much on the front end but on the back end
096and so for this purpose we brought this forward to the board to declare ourselves rural that we might have a waiver of this part of the education code i make a motion that we adopt resolution number zero four one two two two dash eighteen declaring rural status for the purpose of exemption from ed code four six one four eight okay motion by miss jones seconded by miss pinado uh rokovo trusty all right aye move on to adoption of the second reading of board policy administrative regulation and exhibit for 5157 gender identity and access i make a motion that we adopt board policy administrative regulation 5157 gender identity and access i second motioned by miss jones second by mrs paynello um all in favor aye aye aye aye thank you very much approve of the personnel
097report for april 2022 we see that there is some um hiring there which is good any questions on the personnel report no okay in the motion all my commotion re approved the personal report for april 2022. she's on a roll i'll second you'll start waiting for somebody to speak up motioned by miss jones second about mr hernandez all in favor want to annual statement for the need for 30-day substitute in emergency designated subjects career technical education 30-day substitute teaching permit permit educators any questions on this do i hear a motion i'll make a motion for to approve the annual statement of need for a 30-day substitute in emergency designated subjects career technical education 30-day substitute teaching permit educators do i hear a second i'll second that motion by spinal second by ms jones all in
098favor all right hi hi declaration of need for fully qualified educators for the 2022-2023 school year any questions do i hear a motion i'll make a motion that we we have a need for fully qualified educators for the 2022-23 school year martian by ms jones do i hear a second i'll second all in favor aye aye aye all right approval of proposed job description and classification of operations and safety supervisor and classification of the transportation supervisor so madam president before the board proceeds on this one we want to recognize um the importance of this additional position and where it came from kind of its origins my first arrival to the district three years ago i recognized the need that our facilities weren't quite being covered the same way they ought to be and i had
099seen different experiences with head custodians and custodial supervisors in other places where i'd worked so it was part of our ongoing discussion that the pandemic hit we weren't able to address at the time the pti report affirmed it and even in our esser plan we talk about a safety position and so all those elements came together to form this position where we'll have an operations and safety supervisor that's on the same par as our other supervisor positions which is the second part of this agenda item is also to change a classification for our transportation supervisor we recognize these are very important classified management positions throughout the district they are they're the companions too and the support services for our principals who operate schools without bus drivers without clean facilities without food schools wouldn't happen without
100a safe campus schools wouldn't happen so it's just as important that we have these people recognized and this position added to to our list of management positions so for this purpose we brought this item forward to the board thank you i'll make a motion that we approve item 15 proposed job description and classification of operations as a safety supervisor and classification of transportation supervisor questioned by ms jones second oh second mr rodriguez allen faber we'll move on to southwest high school aquatic center presentation presentation only so madam president as we get ready to present this and mr sanders i think is is here um he'll be uh walking through this is a chance for the board here in public for just the five of you to give in essence formal comments around this um our
101intent is in the months of um april and may to meet with additional staff members for additional input and revision of the plan and then mr sanders to come back and the district to present a final plan for approval could then can be translated into construction documents that go out for dsa approval and then eventually bid and all those types of parts in terms of the construction so we'll turn the time over to mr president mr sanders for their for their information like to share and questions they may have thank you very much yes as dr anderson mentioned uh tonight is a presentation uh for the board to take a look at a first look at the aquatic center for the proposed aquatic center for southwest high school and so with us today is mr
102sanders to provide us some additional information as he uh did join us for the prior two community meetings collected data and information and he's going to be providing that information to the board and then share additional information regarding what is going to be included or what will be proposed to be included inside the aquatic center so with that so thank you for the opportunity to present the proposed aquatic center tonight it's been a a pleasure to meet with uh the community we we've done so on two occasions over at the southwest high school library and uh received a lot of good information from the community during those design meetings so tonight is a or what we would like to present tonight is a result of those design meetings so any of the requests that uh
103that were made at those design meetings we we have tried to incorporate them into our our proposed plan and so we'd like to present that uh to the board tonight so so this first slide is a an enlarged plan or a partial site plan of southwest high school so if you can kind of orientate yourself there you have the um the existing uh softball field the existing uh auditorium building there we we refer to it as building one and then uh then the tennis courts there on the north and so right in between there there's a a pretty big patch of unused land of dirt and so option a would be to locate the pool or the aquatic center at that location now there's a few uh advantages of uh locating that dislocation one of
104which is um the the proposed concession stand for the aquatic center could also serve the softball and baseball fields the restrooms could also uh serve the softball and and baseball fields and it's a really nice location for public access and uh to be able to see uh you know from the parking lot who's who's in the pool or who's not in the pool who's supposed to be in the pool are not supposed to be in the pool so for public use it's a very nice uh location and it also infields a a location that has always been designated for a pool aquatic center okay so this second slide was uh was a second option location and this was a result of the very first community meeting that we had at the aquatic center they asked
105us to take a look to see if we could fit that aquatic center on the south side of the gymnasium there so you can see the the existing football field and track and then and then just to the west of the proposed aquatic center is the existing concession stand there at the at the football soccer field and so you can see that that um in order to fit that in there you would be losing a substantial amount of of existing um sports fields but um we wanted to be able to show that to the community of which we have done at our second meeting we went ahead and showed this to at our community's design meeting so i think it's the consensus so i think it's fair to say that that the majority uh at
106the uh second meeting agreed that that option a was the the better location but we wanted to update the board that we have gone through the process to look at different locations to locate the facility okay this this next slide is a uh a plan view of the proposed pool and a section okay so at the very first design meeting it was uh the consensus consensus that the pool needed to be a 25 yard by 50 meter pool okay so you can see there that that this this plan layout meets that in the long direction that's your 50 meter direction and then in the short direction that is your 25 yard direction notice that we have starting blocks on both the 25 yard and the 50 meter section so when you look at a section
107of the pool which is down underneath the the plan view you can see there that that we're proposing to make the pool deep for purposes of it being a fast pool so that there's not any reflection of of waves off the bottom or or the sides and then um it also supports a a water polo court for for pe so we show a full-size water polo court but one of the things that we're going to be meeting with staff on in in the coming days slash weeks is looking at putting in some pe um size courts so that you could you could fit three water polo courts so that they could uh play water polo in pe but in addition to that you also fit a full regulation uh water polo court and then uh
108last over there uh or last but not least over there on the the left side uh note that there is a shallow section so one of the one of the requests was is that in addition to having competition uh uh events at this pool facility we also need need to teach swim so whether it's uh in a in an after school type environment where kids are learning how to swim or for pe classes if you don't know how to swim the the uh the end of the pool there um would be shallow enough to support someone being able to stand up and learn learning how to swim so this uh we have three renderings of the proposed aquatic center now now please please note that these renderings are very preliminary at this point they're just
109a summary of all of the information that we took in from these uh design committee meetings and when we come back in june we will have uh taken any input that we see that we receive from the board tonight together with the final meetings with staff and we'll have uh finalize the the layout uh and these renderings for your review and and approval so at this point we'd we'd like to present some renderings just so you can get a feel for what what the facility would look like so there's the aquatic center at the current or at the the location of that current uh dirt uh space there option a is what we showed mr sanders since i don't have bird's eyes anymore uh what's the depth of the pool so the the depth of
110the pool on the on the fast part of the pool is uh eight feet okay yeah right and so there's a a couple of um design notes with that in order to be considered a fast pool you need to have a minimum of six feet six inches and in order to use diving blocks you need a minimum of three foot six inches prefer preferred it to be four uh four feet but um so so we we more than meet all of those those conditions okay so this view is a view from the parking lot uh looking back over the pool uh you can see there that the the uh 50 meter direction uh is in the east south direction and then there on the south side that would be where the uh restrooms changing rooms
111uh snack bar would be located and then in between the the men's and women's slash boys and girls side we are proposing a large shaded area so that we have uh ample room for shaded spectators and then on the on the north side there in between the pool and the basketball slash tennis courts we also have a can delivered shade in those areas so we're we're building in a a lot of uh shade both for the the persons participating in the swim events and also the spectators that's a rendering from the east side looking back the other way you can see the the proposed bleachers there underneath the um underneath the aquatic center facility and then the last view that would be the view from the uh softball field from left field at the softball
112so that would be the view that this would be the proposed main entrance and this would be how uh the public would be able to use this facility both for concession concessions and and restrooms now these these next three slides capture the typical features that we are going to be including in the pool so as we've discussed it's going to be a deep and fast pool we're going to have the shallow end to support swim water polo court 25 yard by 50 meter one of the interesting items um that was suggested at the design meeting was a cooling system right and as we as we all know uh in the summertime in in august september our our pools get so warm that that they're not refreshing and so they do make those and and they're
113it's not a big big dollar item uh we we we were also requested to have a solar heating system to heat the pool in the winter time um diving blocks at both the 25 yard and 50 meter directions and then uh one of the big uh requests was that we got in from several participants was the colorado timing system so this pool will include a colorado timing system scoreboard and the touchpad so the way that works is there's a touchpad that hangs down on the ledge of the pool or the wall of the pool and so when you when you construct this pool in the 25 yard direction you actually can stretch it construct it at 75 feet 25 yards and one inch so that you have room to hang that that touch pad and
114that you end up with a with an exact 75 or 75 foot or 25 yard pool so we look forward to receiving any additional information that the board would like to to make sure that we include in in the pool features tonight if you have any any uh request the supporting facility we talked about the the the number of seating uh for for spectators between 250 and 500 person we we also talked about the high volume low low velocity fans to to move some air around in the in the spectator areas of course it will include the restrooms both for students in the public there's the changing and locker rooms for for both pe and the swim team and we're going to be uh finalizing all those plans as we meet with staff in the
115in the next few weeks and days as we mentioned a concession to support both the aquatic center and the sports field and then also one of the requests that we received from many individuals during these design meetings was we need to make sure that we have sufficient storage not only to store all of the pool required equipment like the lane lines but also for pe and sports there's a lot of equipment that that needs to be stored those are the same fans that are in the stem building that is correct i thought it was i remember the name yes yeah yeah the kids always have a kick out of that yeah yeah that's a that's the that's the the the go-to uh name for for those type of fans and they're they're a really really
116good fan yeah um the site features include of course public access from the parking lot fully fenced and gated and we also are going to need to update slash resurface those those existing basketball courts as part of the project and possibly add a a handball court there and then it was also requested at the design meetings that we have uh site lighting for night events so again we want to we want to let the board know that we really did receive some really good information from our two design meetings that we had and and this presentation tonight is a culmination of all of all the input that we receive so here to take any additional uh direction requests uh from the board what kind of stairs do they have steps do they have getting out
117of the pools so there's um just typical uh steps coming up out of the pool um but there's also uh uh required lifts that will lift a person down in the pool if they can't get down in the pool from the steps and so that's that that is also part of the project and it's a it's a state requirement when you when you are at the bottom of the steps there's a certain slope that you can't exceed uh before you before you reach the deep end so that a person can't get to the bottom of the steps and then find out and can't swim and find out that they're basically falling off into the defense so there's there's some minimum slopes that we need to work with in order to create that that shallow end
118and then and then transition to the deep part of the pool thank you okay thank you i'm sorry i had a quick question sorry i didn't um when the pool's not in use because of the dirt in the surrounding areas was there a plan to have the pool covered like a protection over the pool yeah so typically you cover a pool for two reasons uh one to to uh preserve the heat yeah so it's a big big ticket item to to to heat a pool especially if you're using a gas heater and then the second is to help keep it clean so part of those those storage rooms will will have those big roll-up mats that we can uh store the mats in in a covered area out of the sun and so yes that
119that is part of the project but but we'll make sure we add that to to our our pool features is the uh the storage maps so before you sit down are there were there things that you liked about those designs things that's like oh that's horrible is or is it like just all thumbs up what are your thoughts i like it i like the solar power yeah i think that for me that was i really wanted to see that and i'm glad that's part of the planning you like the big eagle on the side yeah no it looks great i like the way it looks um at first i was like where are the stands but then obviously the next one came in i saw i was like perfect i like that they incorporated the
120shade on the other side especially just in our community like shade is needed so much um and the fans it looks great and i like that it had um for water polo i thought that was in there because our community kind of you know another sport or something that included or can get incorporated later start off with pe et cetera so yeah it looks great in the lighting for night events i guess is also good because it gives that option for for night events or maybe for public usage things like that i think that's a good detail i like it so far okay and where it's located we're okay with that spot i am i like it yeah how about the walkways around it kind of it's incorporated any comment around that rendering it looks
121good the rendering right i like you can see it from the parking lot and that's what sold me okay because just easy access where and then you know if it was in the back it would be like where's the aquatic center over there versus right there it's just bam right right when you park it there it is yeah i remember that that when when the the committee was going around trying to get the voters to vote for the measure i remember that was the original this is the original correct correct yeah i think that was always planned to be approved it was and it's perfect like i could see it when when you park and you would go to when my daughter played soccer i remember thinking this is where the misrep mr sam can
122you go back to one of the renderings that shows um i'll go back a couple of slides i want you to notice that in the render where it's located it's going to eat up some court space and the so we will have to take in that consideration so one more maybe it's one that shows actually one more but it was less space yeah yeah right there but it was less space than than what the sports fields correct i remember from the last meeting if it was on the sports field that the practice field because we have to provide a fire lane as well so it really eats up all of that field out there for practice this does not we still preserve the practice fields and the soccer fields that are practiced but what we
123do notice that the handball courts are removed okay so that's a consideration the board needs to recognize if we go with again the size of this aquatic center and pool to meet those other needs now now there aren't racquetball teams right and and the and the the pe department when they play p basketball are inside they usually don't go outside that's community use outside actually i think one of our staff members in this building roller skates out there so um it doesn't have the same type of use so pickleball there's a lot of talk about some pickleball calls on pickleball we didn't put pickleball lines on the on the courts so um but what we're saying is that we would become in essence eating up or taking up some of that space okay so recognize
124that if there is there may be for example if the if the folks say well we really need to have that then we may need to readjust or find a new location for those uh courts maybe over those three basketball courts or existing or on one of those walls or so i just want to point that out that that that's a consideration yeah i thought um i don't know i thought in in it you said you were going to make a handball course well so so that that we we need to determine that and that that uh if the board has some some direction uh as far as do do we want to put back in you know rather than two courts a possible handball court that was one of the things that was brought
125up at at that second uh design meeting that we we talked about this uh at length and you know that was a that was an option yeah thank you thank you any other questions bart comments no auditions deletions no the only question i i was kind of uh looking back off mr rodriguez you know how i said it was the roll out the roll out mats of like they have to put it or not are there options where it's an automatic one very expensive options they are expensive i'm sure just wondering i was just wondering naturally you'd wonder i'm just thinking you know i mean yeah go a bit you know it's top of the line everything sometimes i feel like sometimes when it's the rollout ones people are like it's late i don't know
126and the automatic one maybe would guarantee more you should but i don't know the price range i'm just thinking i was just cut kind of depends on how those two the colorado timing system is probably the key piece because those do sit in the water and they're very specific where they go and they're remarkable systems i mean just it it's like olympic quality is what we're putting in the pool um and so some of that hardware and the tracking and whatnot they may not coincide go inside the autobahn cool thank you okay so then we move on to request border proof change orders as indicated below for net zero cost change order number four for the stem building a motion to approve the change orders as presented with a net zero cost impact to the
127stand building all second motion by mr now second by ms jones all in favor aye request board approve change order number one to bid packet one for improvements modifications to the central union high school stem building in the amount of 106 eighty dollars and twenty nine cents i'll make a motion to approve that in this receivers mr hernandez do i hear a second a second motion by mr hernandez second by ms jones all in favor aye aye aye aye request the board approve the application to the public school bus set aside grants to obtain purchase new electric buses so just briefly we wanted to bring this forward to the board for the board to see we have a wonderful opportunity the the state of california is providing us a significant chunk of money per bus
128to do electric buses and finally we think they've got some technology that's worthwhile for here in the valley the range is still limited to 150 miles they're still not powerful enough and capacity to take us trips back and forth over the mountains but we can do daytime routes within the valley um and that the new cooling system on the battery arrays are much well they actually have them now because the first electric buses did not have any cooling system um so actually mr barajas and i were there the day and and he drove and i sat in the bus and we other folks saw the buses they're quite remarkable and so we feel it's appropriate to apply as you see as presented here to replace buses that have hundreds of thousands of miles old diesel
129buses that don't have air conditioning systems with this grant opportunity and so we'll apply for them and hopefully we'll get the eight that we're requesting we'll see what the the the state program provides to us but we're hopeful because of the location condition we're at the air quality conditions of the valley uh our types of students that we would be high on the on the list to receive quite a few so for this reason we brought it forward to the board for presentation so this is still a set-aside is not an actual contract not an extra expenditure no this is a grant application but we understand that but we would be committing ourselves to around four i think the total amount was around four four three four three would be our commitment to get eight
130buses okay do i hear a motion i make a motion that we re approve the request for application to the public school bus set aside graph to obtain electric buses nice second motioned by miss jones second by ms bainado we skipped all in favor uh hi i think we missed did we miss something we met we missed item 20. yeah it's another change there were two changes there were actually three change order items so we just need to go back to item 20. i don't know the page over here the bid order it's on page 11. uh this we approved that we approved that one yeah we approved this one and then we need this one oh no the one we approved was item 19. this one yeah okay so we are approved oh 101
131for 106 000 80 and 20 cents yeah we need to do okay so then we do we need to request board approval for change order of 01 to bid packet 10 and change order 7 to bid packet 12 for improvements modifications to the central union high school stem building in the amount of twenty fifty eight thousand one hundred fifty and seventy two thousand seven hundred thirty nine dollars and sixty two cents let me put my emotion i'll make a motion to prove the change orders all so there'll be a flip-flop yeah motion by miss jones second about mr hernandez all in favor aye aye aye okay so now we're back in order request prove request the board approval agreement with the enterprise fleet management and lease five transportation events for the central union high school
132district um i'll make a motion to approve the vans mr sealaries i'll take it i have a question on this one before we move on we have looked into owning them why are we leasing um we've if we purchase them that the purchase price up front is much more expensive going through a dealership rather than at least directly from the manufacturer by way of of this service management yeah um also i think if i'm not mistaken mr president can chime in but i believe we only we lease the vans for five years and then we'll cycle them out and we'll have new vans currently we have vans at over 200 000 miles and and they're though safe are it's a different type of liability to have older vans that we are transporting students on occasion
133in and we don't do much with the older vans but they are still in the fleet so we'd like to eliminate those older vehicles and and um have an in us and these are slightly larger this is one more seat one more thing i think it's a nine passenger plus driver so um and these are also new from their these will be 20 23s so we felt it was a better financial long-term financial and maintenance effort to lease versus buy okay that's do they need special drivers did you say no okay no these are still smaller that they don't require additional uh any sort of additional licensing licensing to it however we are in the process of providing training uh to all of our coaches and volunteers who do drive that will be implementing a
134program for them okay and then remember we're going to gps yes all our vehicles and this this will be gps as well okay yeah and the geotab system that was approved earlier today will actually be able to monitor and also there's the ability to provide a governor so we can also set limits okay these particular vans are would are due to arrive in january of 23. that's how far out the manufacturing cycle is right now oh wow right so we need to get in line yeah okay so we do have a motion by mr hernandez second one mr spinado all in favor aye i do have one question not on that uh are we going to have to put in uh electric outlets the new electric outlets for the buses yes so what we would
135be doing is in addition to just acquiring those those buses we have to add some power upgrades to our facilities um and so you'll see next month coming forward is we're still trying to work with that schneider electric group to get that contract in a good quality position for both parties but they would also help us research and there's also grant opportunities through this to also bring in the infrastructure to upgrade okay um with that with the grant for those eight buses when we if we receive eight buses we actually have to destroy the other buses so we won't surplus them out they won't become sort of somebody else's property we actually have to take them to the crusher and document the the disposal of them as part of the grant application so it's but
136the effort is to reduce emissions so and that's also part of it we're getting a four hundred thousand dollar bus for about twenty five thousand dollars and we won't be paying and we won't be paying diesel fuel i get i guess i get the admissions part but like you know i'm used to where we would donate them surplus yeah well we won't in this particular grant application there's other places where we're doing donations at the end of the school year kind of as a side note because we're off someone off topic even our chromebooks that we will e-waste out a bunch of them are going to be donated to other schools um private schools and whatnot in the in the area who need hardware as we are surplusing it out rather than just surplusing it
137to e-waste we're gonna be able to make some donations so we're finding opportunities where we can the particular bus one it's a requirement of the grant to go it makes sense though going down i'm just stuck on crushing buses yes it'll be fun to watch so it feels expensive now yeah but again these are buses with over 300 000 miles they have served their purpose yeah okay okay thank you move on to ecsta comments good evening board members my name is president of central secondary association um i'll be very brief um the concerns that the association has i've already emailed you on and those concerns are still ongoing um what i do want to do is invite you all to the retirement party that we're starting to plan again now that we're able to meet
138and do things um the party is scheduled for may 28th and uh we've uh put a deposit down on the location at um the central pal um the reason why we settled on that location is because um it will benefit the youth of el centro so we're going to spend our money there but it will benefit the youth and the sports so uh may 28th i believe the time will either be six to twelve or seven to twelve somewhere in that area hope to see you all there you're all getting a free ticket until our new board members they know how to party very nice they do their speeches and everything it's very heartwarming and very very nice so it's i hope that we cannot go cse i saw them here earlier but i think
139they have left okay yes no that is not here do we need to go back into closed session uh i don't believe so i think we can include it all over everything yes nothing more okay we move so meeting is adjourned 8 19. thank you all very much
