021as we know is announced it's the end of the indoor mass mandate in schools that takes effect on the end of this week meaning the first day that you wouldn't have to wear a mask would be on a saturday so that works for saturday school so the the district has taken the approach that we will follow the local health order as well which aligns with the state health order and so our district's stance will be that the masks will no longer be required but recommended all of our mitigations and availability of mask will be available but students will not be required to wear masks in class indoors going forward of course something may change as we know the pandemic has been a changing thing but for this time we're grateful to see this change for

022our students and our staff who are asking for that of course if you want to wear a mask you're absolutely welcome to wear one so they'll make that change we'll make that announcement publicly on our on our district website and announcements um you'll see it tomorrow um we celebrated our parent university second semester program on social emotional wellness we had parents who completed the 16 hours come to the to the uh to their uh dinner and ceremony on february 28th and then they also got their own tour of the stem building at the end as you know we opened the stem building with ribbon cummings ribbon cutting ceremony and students took started classes today i was able to go into classes first period today oh it was a lot of fun to see them so

023um and so some of your classmates are enjoying it and your teachers are finding you know where things go and like where do i put stuff and we're discovering things that we thought we need still need to work on so it's still a it's still a work in progress to get the stumbling a hundred percent operational but there are um it's been great progress i'm at this point time i'm going to present something to our board members um so actually i don't know what camera's on i mean i think it's this one so what we've provided what we will be providing to our board is are these plaques these are replicas of the actual dedicatory plaque so you'll each have one in your honor so i'm going to hold it so you guys can get

024this on camera for those who are watching at home so this is a replica of of what's behind in the stem building and everyone we want to also recognize our board members and all those from measure k the the folks who helped create the the bond uh the measure k bond and um the bond oversight committee who helped us lead us through that and former board members who helped vote to make these things happen and even though some of you aren't board members then but your board members now you still represent them and so we want to present this to each one of you so mr hernandez thank you okay she's [Music] we felt it a great way to um recognize those who made contributions uh to the building um to this and we're very

025delighted to see it was wonderful to see teachers and students in the building today because today was officially the first day of class that could be held in there and to see students and teachers interacting in the space the network is working all the chromebooks were working which was always a worry like is that going to work and to have students and teachers interacting in the space today was simply just well it's exactly what we had hoped for it to be so we want to congratulate everyone who made that happen again as was mentioned the state of our district our state of our school's presentation is this thursday at six o'clock in the stem building lobby seating is limited but it will be broadcast and there's a link on our website so you can watch

026the broadcast our great crew here will be there as well and then finally not to be left out or not forgotten is southwest high school southwest high school we have our next aquatic center planning meeting for the community to look at designs like like what is this going to look like and comment on that that will be march 22nd at six o'clock in the library at southwest high school so we're very excited about seeing that project move forward this concludes my report thank you dr andrews uh now we have a high school southwest high school showcase presentation by mr phillips i didn't see you we appreciate the opportunity to shine the spotlight on the nest of southwest high school and before we move into our presentation with avid you may recall at our last board

027meeting we had a couple of students of the month who weren't present and it was of no fault of their own in fact we owe them an apology because we didn't give them enough time to plan to be here and so thank you dr andres for allowing us for a makeup because we want to honor our students of the month for their achievement their academic performance what they're doing in classes and this is a high honor i want you to know the way that you were selected is that we asked our teachers to nominate students and then our teachers vote and so you were selected by your teachers as our students of the month and so it is my pleasure to honor our students of the month tonight so if i could please have maritza

028fernandez cevallos come forward please maritza congratulations [Applause] we are proud of your achievement we look forward to a great future for you and continued success at southwest keep up the great work congratulations is anna here okay our next recipient is luis juan moreno [Applause] we are so proud of you you're doing a great job and i know you've been waiting for this day so congratulations student of the month we're very proud of you thank you keep up the great work so congratulations families thank you for being here and again thank you for that opportunity to make it right for our students we really appreciate that okay so now we have uh decided to shine the spotlight on avid and in order to do so i've brought in some support we've brought in um the brains

029of the operation right here in marcia roman we brought in the backbone of the operation mr roman and miss marina corral who is the liaison between ib and avid this is a very important connection that we're making at southwest high school because we we have learned that that avid can be a true pathway part of the pathway for success in the most rigorous courses so with with no further ado i'd like to bring up marcia mrs roman if you could please get us started with our student presenters so welcome thank you so much i'm still like i need one of these in my classroom you're not the only one first of all thank you so much for giving us the time and the space to share you know some of the things that our program

030has done through the years i know that avid has been around we are a mature program in our district emma has been a supporter since way back then before i was involved with avid my husband was and i would like just like listen to him and then i was like ready to jump to the opportunity but anyway today i have been a coordinator at southwest for 10 years for the passing years i realized realized that today and i was like really but today especially great for me to bring what i believe to be the biggest asset that we have for our avid program at sat west high which is our leadership component we have the opportunity to have this great group of students because we have the leadership advisor and um and that's what they

031do you know the change happens because we bring this uh young minds and they're so eager to to make change to happen so they're not part of the change they are they are the change so today i'm so happy to introduce i'm going to bring my president i'm jasmine quintero and i think she's the first presenter and then she'll introduce the rest of you [Applause] hi good evening board members of staff my name is jasmine quintero and i come on behalf of avid leadership and today we wanted to talk to you about what the avid program at southwest high school is all about and with the help of my council if you guys could stand up we'll be presenting to you our very specifically detailed presentation we put together okay okay to start off with

032some of put some background of it so this program it so it started in san diego at at around at around 1980 to serve students from uh from disadvantaged areas giving them a chance to be uh to be more than what their what their situation was so right now it is actually it is actually implemented in around 7 500 k k through through 12 schools in around 47 states across the us plus schools in the uh in the the i'm sorry in the uh in the ddea which is uh which are some which are just some overseas military schools that still offer avid as well finally a finally a avid's uh initiative is to prepare students for their uh for their own college life their careers after that and also just life in general as

033well thank you okay so program overview southwest implemented avid the avid program in 1995 our current status is emerging school-wide we currently have 11 sections and within those 11 sections we have four amazing teachers two in which focus with underclassmen and two with upperclassmen we have a total of 245 students in the program and within that number 13 of the students make up the population at southwest high school and our site team consists of 13 staff members and which include counselors classified certified administratives and us which are the four council members for avid the habit program program goals average goals is to provide college readiness skills to the average students avid intends to encourage students to complete the eighth g requirements and enroll in rigorous courses that will make them stand out in the college

034admissions also avid helps seniors with the college application process to make sure they have a successful education after high school college visits is another goal of avid which has been on hold because of covid but avid is intends to get back to them as soon as possible college interns exam is another goal that i encourage students to take these exams because they will also help them be successful in the college application and make them stand out lastly community service is a crucial goal of avid since avid requires the students to complete 40 years 40 years 40 hours each year 40 hours each year to make them get get involved in the community okay so i'm going to cover the program numbers currently um if i didn't introduce myself my name is hatsuri i'm the avid

035vice president um currently we have 49 seniors enrolled in our avid program at southwest um 46 of those are have taken ap ib or dual enrollment course offered by ivc um 49 of our star of our seniors have completed their eighth degree have applied to a four-year university and have completed fafsa for 46 students have been deceptive to a four-year university so far we have seven of the 22 students that have received the state seal of by literacy as well as 28 students involved in the state kumala kumbhala and 28 students who have completed a pathway for those who work full ib diploma okay so what are school-wide goals our school-wide instruction focus once we focus on increasing the number of teachers who inc excuse me incorporate avid or breaker strategies within their everyday lessons

036we also want to increase active site team productivity and participation in order to increase the number of avid trained staff within our campus in addition to the avid site team collaborating they also want to be more involved with the school leadership another thing is that we want more students to graduate high school with the a3g requirements as well as going through the application process easier also i kind of want to shine line to our attire i am a softball player and avid has helped me personally because i have a lot of things on my plate i do leadership i'm an avid i take ap ib classes and i'm on top of things and i i'm a i'm in this dance um with class yeah so i wouldn't be able to do be in the sabbath

037dance if it wasn't for abid and because i'm also doing the ap and ib courses as well as doing enrollment and of other programs i'm also in the school site council so without abbott i wouldn't have the time to do all these things yeah yeah so then like uh so like a similar uh similar to them i am i am also taking ap classes ib classes do enrollment and i am also part of the school's age as well i wanted to present myself as a cte and sac student as you can see i am in my scrubs and i am active student in my dental assistant class i am mrs valadis and i also wanted to speak out on how students alongside having avid is one of their classes it also encourages them to take

038rigorous courses such as ib and ap classes and it actually has sufficient time my my dental assistant course is from seventh grade tonight and i just wanted to say that avid has definitely encouraged me on persuading these pathways so to start off with ourselves avid of avid leadership we promote college readiness of awareness and we also and and we we also provide our proper upper opportunities for uh for just uh for just leadership throughout our our campus and in our club to immunity as well second thing we do is we share wicker strategies which is writing inquiry code collaboration organization and reading strategies throughout the school doing um doing some different act uh activities such as in the top right hand corner but we're just playing uh we're trying to uh we're just trying to

039uh co keep collaborate with the student body giving also giving us more info about about like just what we do as well secondly oh we also do create uh create videos such as about note of such as about taking notes just being uh just being organized a3g and scholarships which is found on our youtube channel and lastly we have done lunch activities in the past such as in the in the top right hand and also in the lower left hand corner as well avid also intends to have a correlation with the other programs so far we have had one with the ib program when we had we held our family movie night where students and their families were invited and we provided them with snacks and beverages we also have a website another website which

040we update we try to update um weekly or as much as possible but we can to provide all the students they have students with information we also have social media which is the youtube channel facebook and an instagram page where we upload to engage students and inform them about any important events going on and we have had in-house recruitment we went to freshmen at advisories and presented to the freshmen to let them know about avid and encourage them to join the program eagle bucks is a currency at southwest and the leadership is in charge of it this encourages the whole student body to be well behaved and then show eagle pride and in exchange they get the eagle bugs which they can use to buy prices such as beanies hats shirts um and the prices

041go up to airpods beats and computers and they can exchange their prices each month um so she had mentioned about our instagram our facebook page and our avid website which is updated pretty often um like we said uh we do update the informational videos to our youtube which is southwest avid we also have our facebook page which is southwest avid and our website um which we have a weekly newsletter and also links to scholarships and opportunities um for students as well and we also and like share posts from other southwest accounts so for example if asb posts something we'll repost it to bring awareness to what's going on in school um we have a video but yeah can we just hit the there's oh yeah there you go leadership to welcome you to our official

042avid youtube channel mission of technology i'm in charge of keeping you all up to date with the activities and events that i have plans for you so make sure to follow our social media platforms like facebook and instagram here on our channel you can find informational videos on how to stay organized and scholarship opportunities here at avid leadership we are working hard every day to bring you activities that promote college and career readiness here's our avid officers working hard on our doormat college project that promotes college and career reviews all over campus one evening we host is the family avid movie night here in the amphitheater we watch your movie and provide snacks for our avid family our every youtube channel can keep you up to date with activities events and informational videos once again

043welcome to our official avid youtube channel [Applause] okay we have one more video to show you guys yep something okay uh this concludes our presentation but i don't we're missing one more slide on the screen yeah then let's go go hit the move no no click the right button click it twice like two or three times because it'll scroll through your videos there we go okay there perfect okay and how does avid help students well this clip will show you a little bit of what our avid students have been working on on the past few months and just play it good morning eagles we come from avid leadership and we're here to discuss with you today the different scholarships that are available to you and the best of your wants and needs if you're not

044a senior this video can help you start considering different classes have you ever been in a situation where you feel like you're just two assignments away from having a breakdown and that there is no clear solution well look no further we have organization skills for you that will help you help you more organized thank you what is organization well a lesson about organizations west [Music] let's go [Music] thank you so much for listening and this concludes our presentation thank you so much well once again we want to thank you for the opportunity to share a little bit of our program and as you've seen student leadership is a hallmark of southwest high school some of the very best things that we have done and experience comes from student ideas and from student leadership and we

045as the faculty just try to find a way to say yes and to support our students and so um that was their presentation they put it together um i literally went to the class and said hey guys i've got an idea what do you think and they jumped on it instantly and so i'm proud of you thank you so much for representing your school and avid you did a tremendous job and of course if you have any questions we we'd be happy to answer them thank you okay hearing none again thank you for the opportunity good job thank you thank you very much guys um at this point we move on to public comment if the students need to go this is the time where you have a chance you have homework and stuff okay

046you can you are more than welcome to stay parents okay at this point we move on to public comment the board of trustees will hear comments presentations or requests on matters listed on this agenda or other topics that are not on the agenda but are within the board's jurisdiction speakers are requested to give their names and addresses time limit for speakers is three minutes the board shall limit the total time for public input to each item to 20 minutes the board reserves the right to limit presentations this meeting is being recorded do we have any pre yes president garcia reese in no particular order we have three comments we'll start with clarissa e padilla good afternoon my name is clarissa balia also known as claire padilla my pronouns are she her and they them and

047i am coming before the board because i had a wonderful conversation with miss fox today about a proposed [Music] document for gender identity and access for equity and inclusion i'm here to say that as a community member i i support this and as a member of the community that i am a board member at the lgbt resource center here at 1073 ross avenue and as a member of the imperial valley community as a member of the lgbt plus community and as someone that actively sits in support groups with quite possibly some of your students from your school district i just wanted to stand here in support for this and to let you know that [Music] this has been based on our conversations uh very carefully thought out and well researched and based on my reading

048of it is very well informed and i wanted to say that this is something that i would like you to to give the weight that it deserves please when you review this uh think of your students think of what their needs are uh remember that just because something may be different or new to you or might not align with what your personal beliefs are i believe that it is your duty to serve what is in the best interest of your students and i do believe that what has been placed forward is a great starting point for how we can better serve our students and provide equity access and gender affirming educational environment so that they can blossom and grow and and be be incredible you know looking at these young students that were here with

049avid um it's unfortunate that within our community oftentimes the struggles especially in a community like the imperial valley um that has a tendency to to be uh a little bit more behind different cultures you know white american culture seems like it's way advanced beyond a mexican culture sometimes in adopting change and i think it's important to remember that [Music] our community didn't show up out of nowhere we've been here all along and it may seem to some people like there's more people in our community but that's because we're creating spaces where people feel safer and feel safe enough to be visible to be seen and in implementing policy like this you're giving people the opportunity to be visible to be seen to be respected and to flourish like these young students these avid students that

050you know really impressed me what they did and i just wanted to to share my thoughts on that with you and thank you for taking this into consideration thank you claire thank you i just would want to say one thing is that how important this was to all board members too okay that's wonderful we took painstaking i want to um really point out miss pinado who she took letter by letter word by word and explained a lot of it to us but really it was something that was meaningful to us too but thank you very much thank you for noticing that absolutely thank you miss playing now yes president you're serious next uh rosa diaz could we have luna yeah for some problem okay we'll have luna um first of all thank you all for

051um hosting this space it's really an honor to be able to speak um i um so i work at the lgbt center also i'm an outreach coordinator there i also am a group facilitator i am a peer support specialist i facilitate our transport group i work with the trans youth i myself am transgender non-binary my pronouns are they them she her i'm from the imperial valley i grew up in clexco california and graduated classical high school in 2006. so i know what it's like to live in the community and feel like you're not safe i feel like you're not supported so i really think it's amazing that you're all you know taking this initiative to make sure your your students feel included and feel welcome on your campuses and um i think it's amazing that

052that i'm here because i in my outreach efforts i came to this office a few months back and i don't know who i talked to in your front office and i suggested that this be something that you all like help you know do some training with your your uh your staff your counselors your principals anyone who interacts with a student so that student knows that this cat this campus welcomes them and that you know if you have a student who's you know in a worst-case scenario being bullied or is not being accepted at home at least they know that their teachers can give them that safe space or their counselors can give them that safe space and they they know that they're supported because students need that you know everyone needs that but when you're

053at this young age where you're discovering yourself you're figuring out who you are you want to go out you know feeling prepared feeling like you're ready and as teachers and administrators counselors like you have this opportunity to really be there and help this child grow so the more you educate yourselves on this subject i think the more you're going to be able to be there for your students and i know it's it can like claire said it's something that's new um for a lot of people um but um i'm just really excited um for for this to to move forward um and it's something that i've been working really closely with you know san diego office of education they're implementing this in most of their campuses one by one they're educating um their their instructors

054providing a lot of trainings and it is a long process you know because there's a lot of information and no two students are alike so it's very hard to you know have a an all-encompassing training when so many when everyone's different everyone's unique so it really comes down to being able to learn how to interact with an individual student asking them like you're kind of introdu allowing them to introduce themselves with what their identity is our community is you know so diverse and i've been privileged to be able to meet so many unique and interesting people and i think it's amazing and it's been you know my job to really um just be there for them and let them know what they're going through is something that is common um and they're not they're not

055alone and i would be really um you know just excited and happy if that was something that everyone knew how to do um so i appreciate you know being able to be here and i welcome you all to our center to come out and have a conversation about anything that you're you're curious about anything you want to know um i i came over here to to invite myself so i'm inviting you all now to come over and talk to us because now you all want to do this and we want to do this so badly i want our students to be happy and and and love coming to school because i meet so many students who tell me that their teachers aren't supportive or they're have classmates who aren't supportive and they don't like going

056to school they don't do well in school because they feel like they're not welcome there so i would love for that to change and be able to see you know el centro and calexico and brawley on the same level as schools in san diego where you're like this is where you know we're the best school um you know people want to come here and more than that it's about making people want to stay in the imperial valley we have so many talented people who who feel like the imperial valley is not a place where they can um flourish and excel so they leave in peril county they go to san diego they go to la they go all over the country and they don't stay here so if we make this in this county these

057schools businesses organizations all competent on this subject it's going to make people want to stay here it's going to encourage people it's going to make our value better it's going to make everyone you know successful and if we have people who are just talented and amazing and want to stay here because they feel welcome here and they feel excited about you know who they are and where they came from it's it's going to make our value a much better place so thank you all for letting me share thank you luna okay next uh rosa diaz thank you it's really it's an honor to be here before before you all i want to say that i'm the founder of the improv valley lgbt research center and from the very beginning that we founded the center we

058went to the schools we went to el centro and imperial brawley we went before the the school boards and always requesting the permission and access to be able to provide lgbtq competent training to administrators and counselors and teachers and unfortunately we we never got an invite to to do that and in some cases we were told that unless the school counselors or the teachers request the training then they would get a hold of us and i have had some uh superintendents like like yours that has come to meet with me and we've tried to set up a training but i felt that that door never really opened and so to have now miss fox come to present this policy uh to me it was like wow this is amazing this is great that somebody from

059within the school is now saying we need this we need this and as a as a you know as a person who came out late in life as part of the lgbtq community and as a person that was raised in church i have many conservative beliefs i say that you look at these policies and what what i see there is trying to help and understand lives that sometimes we don't have the vocabulary to and also for us is encouraging these students so that part of those students who are lesbian gay transgender etc will be standing up with the students that were here earlier and talking about the successes because of an education because of a school that embraces them encourages them and gives them the tools that they need in order to enhance their lives

060and many of them shy away because they feel like they're the only ones i know i was there so with that said i want to say continue the conversation ask questions please call upon us to be able to help with some of the definitions or or understandings the non-binary for example which we see now more of uh coming to the center please let's have continue to have those conversations and ask those questions that you probably don't feel comfortable asking elsewhere feel comfortable asking me asking us so that we can be well versed before we make a decision on something that could potentially save lives thank you rosa anyone else anyone from the public that did not submit a request that would like to do public comment no okay so we move on to the approval

061of the agenda did we have something we were going to pull so we are going to pull uh item eight approval of the central union high school central union southwest and desert oasis phoenix rising high schools and central union virtual academy 2022 2023 comprehensive school safety plans so we'll pull that and work on it a little bit and then [Music] correct correct we look forward to seeing those comments and we'll make those revisions also there's this board study session on the 12th at four o'clock regarding safety plans so the comments and the things that board members had a concern about we'll have a chance to address those present them also part of the study session and then we'll bring these back for approval with those uh proposed amendments and changes back on the 12th okay

062so can you get a hold of us you're mike you're like you got him okay so with the the only thing the consent the approval of the agenda would take out a section eight does your emotion stand down i'll change the motion okay to elim will remove item eight at this time on the consent agenda to a later date with revisions that will be made and so i make a motion to do through that okay i second second by miss pinado um all in favor all right hi do you have to do roll call or no okay with that we move on to action information items recommendations for naming madam president um i believe that was item seven the approval of the agenda now it's approval of the consent agenda items oh okay sorry so

063with consent agenda we are removing item eight do i hear motion motion by mr hernandez second by miss jones second all in favor aye aye am i taking your job no no roll call okay so now we move on to action items item number two recommendations for naming the independent study high school so madam president thank you for taking this item up as you know that we developed an independent study program to support the needs of our students um the the board we had a temporary name called central union virtual academy we're able to get a a a school uh school code number with this department of education and get the school off the ground to get started and we've been serving students throughout the year um we have 150 students in the program now

064but the name central union virtual academy is always a temporary name so back in january or february the board authorized a citizen's advisory committee we met on multiple occasions and those citizen advisory committee developed a list of potential names for the board's consideration they're presented in the attachments that you have in there along with a little more information around what the school is developing in terms of logo school colors and a mascot with student input on those things but the name really still resides with the board to make a decision about that we encourage the board to consider those that have been recommended uh tonight and make a decision because we need to order diplomas and graduation is coming up so not saying you have to but we sure would appreciate if you did so

065we'll turn it's back to you okay did we i believe at the last at a retreat we had mount signo yes mount cigna virtual academy does this still stand i believe so listen huh they're listed yeah we have a whole new mystic yeah one by one oh and okay in the back okay are we still on that one i believe i believe so i believe that was that was the one everybody's okay with the potential for mountain signal mount signal virtual academy i i i believe that that's what that's what we kind of chose right we're comfortable with yeah we did not like the colors yeah yeah from my input um as i said before um it resembles calexico's colors um i i really wish we would have got them maybe different um um maybe

066black and gold yeah we discussed the black and gold so so before we engage let's get the name so so for the board for the board i would let's keep the conversation focused among board members um yes i recognize the comments around the colors but if we start with the name first we can then circle back to other activities um just as by by discussion and what the advisory committee worked with me on to develop the potential names that are there um we really like the idea of online high school or virtual academy because it says what the program is um the idea of central union we've become accustomed to but we already have it in the district name a school name the adult ed name and so we also didn't want to have it

067feel exclusive to the students of central and we wanted something broader so the ideas around mount signal or the other ones that were recommended which were anza or dunes represent geographical locations that are unique and there's also no schools in the valley named this way so that's why you see the different ones that are there and so that was kind of the rationale behind what you see available to you or at least that we've recommended i shouldn't say available to you because clearly you could pull a different name out of your hat if you had that but miss garcia i'd like to make a motion to name the school mount signal virtual academy i second a motion by mr hernandez for mount signal virtual academy second by ms penalo [Music] all against nay okay we'll

068move on can we pick colors colors to be on uh goes a little bit beyond the scope of of this task i'm sure that staff would appreciate comments around that so if you want to make some comments staff is available to take those comments and hear them but i think we've heard that you're not so excited about the color scheme it looks just like calexico so i don't like the colors that's me okay so first over the purpose of the agenda item we've accomplished that um and then uh so the school has a name now congratulations to the the folks together mount signal virtual academy we will work to update that some exciting news about the school i do want to remind the board and both publicly tell folks that that school has received its

069wasp accreditation for this year and the next two years to come so all those efforts about what staff and the administration and the district has put into that in your support and leadership is an accredited independent study high school and now it has an official name that will allow because the other part too is currently it's living over in the adult ed facility it will move into some trail of some relocatable trailers on the central campus so it has its own distinct place for a time period and that'll allow us to formally move in and get final signage and all those types of things that come with it so we will take direction from the board kind of secondarily around colors and so forth but we'll at least be able to proceed with the next

070formal steps for the school okay thank you luna you went to calexico is this calexico colors see we're original how many shares did you buy daryl how many shirts did you already order oh gosh oh gosh if we're gonna do this let's do it formally no so those may be keepsakes in the bag they are collectibles you've changed the name of the school so you now have first year and first year collectibles but allow me to point out um just for your consideration as you go into the go into the next month and you think about colors yes classical is garnet and gold the colors we that we selected for our school actually we looked at geography and they reflected the sunsets we looked at the sunset images of the valley and if you consider

071cardinal red and gold and watch the sun sets on a cloudy evening those are the colors that kick the shades of red and the shades of gold mixed it's a cardinal red it's the same color if you will as the cardinals as the trojans it's not garnet and gold if you do go with black and gold you will have the colors of set these exactly so that's certainly something to consider as well um and because we are not going to field sports teams competing against calexico or anybody else there's not really much chance of our students being confused with theirs in any kind of a setting in that manner we have talked about incorporating black as a third color and using that and you'll see on the hats that's what we've done there and so

072that would become more of a base color that would mix in strongly the other reason i'd avoid just doing pure black and gold is they're going to look like students from southwest high school they're going to look like students from holtville high school and they're going to look students like students from brawley high school who get their letterman's jackets done in black and trimmed in gold and so we don't necessarily want to emphasize black but we want to definitely consider that as a third if you want us to go in a different direction that's fine we can we're willing but that is there was some thinking that went into some of that in there to keep that in there with them but it's also close to the colors of arizona it's the arizona cardinals it's

073cardinal red that's exactly the shade we chose asu yeah washington and the washington commanders but it's a cardinal red so that is where we wound up so just to give you some of the thought that went into that but i do appreciate you know some of your other thoughts there and the kuvin collectibles obviously now that the name has changed future wear will not have cuva on it which kind of makes it fun for the kids they were very excited to get their kuva shirts and their hats and see that coming in because nobody will ever have those again so that will be kind of a thing you that they'll remember for that first year thanks works part of the district central union district virtual academy whose side are you on you know i would

074like to see the students come up with the colors it was a it was a mix of the teachers and the kids oh two different colors the kids are gonna be like everybody's gonna have a different color okay i know there's so so i think everyone has an opinion and we'll go working on the colors next but thank you for the name okay so there we go go mount signo virtual academy okay so now we move on to item four first reading of the board policy administrative regulation and exhibits 5157 gender equity and access so madam president um we we did recognize the need to take care of our students all of our students each and every one of our students and so miss fox did spearhead this but after much consultation with our site

075administrators we we as site administrators have been assisting and looking out for all of our students including students of this community as well and so we knew it was time to formally bring this forward and having come from a larger district we'd already been down this exercise and have those types of strategies in place it was just time we actually had something we probably have started a little while ago but the little pandemic came along and took our attention elsewhere uh but we know this is a starting place for us and we know it's the appropriate time therefore we present this board policy for consideration it would come forward as you know the cycle for us for approving board policy is to present it tonight and then for approval at the next board meeting it's

076an official reading today right okay any any comments from the board so i did want to say that i appreciate the comments earlier and i appreciate the work and how comprehensive this is and thorough and i think just um what it simply says to our students especially our lgbtq youth is we see you and this is what that's saying and i and again we can keep um improving on it but i believe it's a great start goal five you have a question no that's strategical five refers to the reading oh okay no we we thought we had missed something on the agenda in order but no okay any other comments the last thing i'd like to recognize too is this is both a board policy an administrative regulation and there's an exhibit in there which

077outlines a support plan so it's it's not just here's our policy now what do we do but it's also how do we apply the policy and what are it what are some tools there to help us when we need to help students so it's not just the policy standalone it also equips our staff with tools to get started um when these come up we we've been helping students for a while we just need to have the policy to to back what we've been doing to help students and i just my comment is this has been a long time coming and i'm just so happy that like i said miss bainado took the initiative to we had questions amongst ourselves she answered them uh rana you know she would give us all the updates ask for

078our input no matter what you know what it was none of it was ever negative but um i really think that's a long time coming and i'm just happy that it's come to our school thank you um i need a motion eye motion oh no no no i'm sorry this is just the first reading it will come back to us at the next one four we have until the next meeting for any comments or any written correct uh correct what we usually do when we present any board policy is present it it doesn't have to go in this order but we have a good practice of receiving policy making it public and then at the subsequent board meeting approving it in most cases it's just simply a recommendation that comes through like this california school

079board association um but this one we like all of our policies we want to make sure we take appropriate time and do some outreach as well okay mr garcia for my comment on is just um i'm just i'm just happy that eventually like all that came into light because like i guess at the end i always hear about students right so for me it was just like the whole thing about the safety a feeling that you have to be there i worked at a school once where i worked at a catholic school and that was um one of like the biggest things that came up from a catholic school and then we changed the policy then that was about or like the school policy of that private school so i'm glad to see this here

080because that is a big step in the right direction for everybody to feel safe i'm very happy okay okay thank you so uh we move on now to the approval of the personnel report march for 2022. do i hear emotion i motion to approve the personal report recruit and retain yeah i know but he doesn't want us to wait oh okay i didn't know that it's on here yeah i was second miss garcia okay so we had a motion by mr rodriguez second by mr hernandez all in favor aye aye and now we have the public disclosure of initial contract proposal from the cuhsd board of trustees to the california school employees association and it's chapter 726 at this time the board of trustees invites public comments on the contract proposal from the central union

081high school district board of trustees to the california school employees association and its chapter number 726 for contract negotiations for the 21-22 school year speakers are requested to give their names and addresses time limit for speakers is three to five minutes the board reserves the right to limit presentations this meeting is being taped and all comments are being recorded any nobody call for the question it appears there's appears no comments time on that so we can move to the next item okay so approval of the initial contract proposal from the cu hsd board of trustees to the california school employees association and it's chapter number 726 do we have a motion do you have anything to add i would just what it is we are beginning the negotiations process so we're disclosing the chapters that

082we'd be negotiating with them they've already sunshined or disclosed their chapters what this does is this officially kicks off our negotiation process with our um colleagues giving them correct correct okay so i do need a motion i make a motion to approve item number eight eight do i hear a second eye second second all in favor aye aye aye aye aye and next item is request the board approve the bid for ac paving of the southwest high school maintenance and operations yard i know you have a comment on this one i do have a comment on this one so we appreciate the efforts by the air quality board to approve our grant application uh to reap to pave over the the the dirt area just east of the southwest high school football field and we

083use it for parking we use it for our grounds yards and all kinds of things and it also is a great spreader of dust so we received a grant from the air quality board of three hundred thirty one thousand dollars to take care of a paving project and so we're approved up to that amount what you see before you this is the approval of a contract by pyramid construction um with a with a general grant general bid price at 281 000 which leaves us a little bit more money in that grant application to do a little additional paving so we can improve the access road to the cell tower so we'll be working with them to to make that change what we're proposing though is that at this time this has been approved by the

084air quality board the county of imperial is aware of the approval but they have not yet taken this item to their board so what we're proposing is that we proceed with the contract and get this work done because we have the dollars in our in our reserve that we can cover the cost while we wait for that final um their final approval and sending us dollars but we haven't approved by the air quality board so that's the motion that's before you is to prove go ahead and proceed with this project i'll make a motion to approve the bid for ac paving of southwest high school maintenance and operations yard okay for a second also i can miss garcia second by mr hernandez all in favor aye aye and then we have a presentation by district

085staff to the board of trustees on the student support improvement projects based on the pupil transportation information llc pti program thank you madam president um as you know we've had in recent months the need to review what's happening in our facilities in in transportation program we had a presentation by a group called pti who came in and did that what we intend on doing is for the next several months is have a monthly update by our assistant superintendent on an update of where we are to follow up on those recommendations um not every recommendation that came forward from pti we're going to follow up on we have no intention on creating our own fuel gas station that was over the top i understand the why but it's also an incredible expense to have our own

086diesel fuel plant so but there are many things that were good takeaways for us to proceed on so mr president will proceed with the presentation good evening ladies and gentlemen of the board of trustees of central union high school district tonight's presentation as dr anders has just mentioned is about maintenance operation people transportation department what i'm calling this is the student support improvement plan because everything that we do in terms of support services in my department is about that supporting our students and the educational field that we have as a school district so i'm calling it student support improvement plan so as dr andrews has already mentioned we had a study done and commenced back in september of 2021 and it was provided to the board in in january the areas of this report had

087to deal with building maintenance grounds maintenance custodial evaluation transportation funding and finance routing and scheduling transportation staffing vehicle maintenance fleet and facilities and driver training and safety as again i'm going to go back to what dr anderson stated some of the areas that pti had recommended that we take a look at and evaluate well we're going to have to take another thought in terms of what they're recommending and see how that's going to improve our services to students okay so have have that in mind please so just going back to building maintenance on the left hand column is the areas of information that they provided with their recommendations and the area to the right is our district's next steps and and addressing some of these areas or issues so i as an assistant superintendent of

088business have been meeting with the maintenance supervisor we're coordinating a schedule so that we can commence with the work order auditing process so that we can make sure that the work orders as they have been submitted are being completed to our satisfaction and when i say our satisfaction that means everybody that's in is involved okay so that's going to commence every two weeks and it's going to commence with the site principal of course we have desert races high school and the vps from central and southwest okay and we want to go through that process together with them and it could involve the lead custodian as well so that's going to begin next week the supervisor of maintenance a maintenance supervisor is going to have meetings with maintenance staff to go over work orders and he

089does that already so they go over work orders how what was completed how was it completed what were some of the issues and then move on to the next work order uh group so that discussion regarding that work order process and any misrep any misrepresented work orders are going to be addressed okay also i will continue to be working with the maintenance supervisor in establishing the preventative maintenance program and the 10-year plan for major maintenance and deferred maintenance as i normally come before the board in april sometimes in may i come with a list of items of capital improvements that we are looking to do either during the summer or into the next fiscal year i've done that since i've been here since 2015. every year i've come before the board to say these are

090the areas that we really need to focus on this coming year whether it be hbac replacement which is an ongoing process ac paving or roof replacement or even completing a stem building so we continued to work on that and i call that our facilities improvement and capital outlier improvement plan okay our facilities and capital improvement plans so that's what it's not necessarily preventative maintenance but it is a major maintenance and major capital la improvement for the district okay but we'll we're going to continue to work on that we do have a preventative maintenance plan is it formal and it is on the schedule that we'd like to see not at this time but that's something that we are going to work on to take a look at that do our hbac mechanics do they provide

091preventative maintenance to our facilities or to our hvac systems yes they're currently doing that right now as we prepare to get into the warmer weather okay but we're going to formalize that any question please stop me is there any questions grounds maintenance again items to the left um and i provided you a handout by the way and what the district's next steps will be regarding ground grounds maintenance so one of the things they brought to our attention is that we should utilize our bustodians in a different way in fashion so we're taking a look at our bostonians at our sites they do not blow during the classroom time because we don't want to disturb the instruction that's going on inside the classroom now we have purchased five air blowers battery operated air blowers and we're

092going to monitor that in terms of how faster the speed is to make sure that we don't disturb the instructional class instructional settings i believe we can do that i believe we can and so we're going to make sure that we again don't disturb the classroom but get the job done that needs to happen while kids are kids are in class okay another thing is to try to incorporate them into the restroom cleaning we need to have that as well and so we'll we'll be working on that number two we'll be meeting with lead ground and grounds personnel to discuss support to ensure work is properly scheduled and completed so this is a team effort with our grounds people and our site custodians in order to make sure that we keep our campuses clean and

093it's conducive to instruction and education okay we'll be working with csa to align grounds person job description with typical and reasonable duties this is something that needs to occur via a discussion with csca it's not as easy to change job descriptions but it's something that we're going to keep on the burner to see what we can do in order to align them because according to pti's report they really believe that the jobs that our grounds people are doing should incorporate adjusting and modifying and repairing sprinklers and and sprinkler heads and pumps but that's their position we'll need to have that discussion with csa consider contracting out treat care we most certainly can do that that will save our personnel time to do what is necessary on our campus as opposed to cutting down the trees

094that are around our campus and in our campus that can be handled maybe on weekends so we'll we're going to definitely take a look at that we did have a meeting on february 18th with southwest high or at southwest high and that included myself the vice principal there maintenance supervisor msa termite pest control and lead custodian and we went around the campus and we walked the campus and we had a lot of discussion regarding pest control cleanliness who's responsible for what and that was a very very productive meeting so that we all understand what who who needs to do what at our school site there at southwest high so what did transpire is that msa pest control will be servicing our sites on a more frequent basis we're not going to be putting any of

095those glue strips in our classroom anymore okay msa is going to take responsibility for the pest control on our campus they're going to be assisting us with controlling pests and spraying in and outside of our classrooms on a more frequent basis at least once a month the whole campus and it's not just that campus all of our campuses so we can control the the pests in addition to that [Music] msa will be contacting uh southwest high vp and we're going to coordinate that with central as well he will text the vp or call the vp one way or another to communicate that he is on his way and with and would like to deal with any needs or issues that are on that campus so again the communication will be there prior to him arriving

096at the school site and then of course we'll take a look at evaluating improving filtering of irrigation water to help with plugged sprinklers um we're going to take a look at that what type of filter system we can put in place i know we just replaced the pump over at southwest high not cheap but we'll take a look at what filter system we can put in place custodial evaluation so they stated that we should maintain the current level of custodian staffing as that is uh our custodial staff is is adequate for central and southwest they were recommending two additional custodians for the stem building we have hired one we will take a look at the second one once we have the science wing and other buildings occupied what i mean by that is science teachers

097staff will be moving from their old science building into the stem math teachers will be moving into the stem right another step so that air those areas that are vacated and not necessarily mo through 10 but other areas that are being vacated like the modular traders that they're going to be some that are going to be vacated will not necessarily be supported by our custodial step because nobody is in them once those are occupied we will service those particular areas okay but we have hired one custodian and then of course we need to take a look at the leadership structure we have been in discussion in cabinet to talk about how we're going to structure uh the mo director if that happens to be our long-range plan or have a custodial supervisor that is specifically

098in charge of the custodian staff in our district okay so we're still we're still trying to decide what is the best method or best process or procedure how do we move forward with that in order to improve our custodial services one of the things is that we need some supervision more hands-on and that that's something that we want to take a look at with this new person any questions transportation funding and finance again recommendations that stem from charging schools and groups minus charge for the use of vans evaluate and charge the actual costs for field trips on buses and of course inspect the buses and driver certification of any spab the first two i know that since 94 when i first started at central union high school district the district has never charged student groups

099clubs for the use of vans there's something that is going to be a change if we do change it is something that i know that the district has been supporting our student groups on our campuses with that i know if we were to change that especially with today's gas prices that's going to be expensive that would require additional fundraising for our groups and our students i don't know what that impact might be i hopefully that won't be something that would hinder their traveling or their activity and their um involvement with other agencies groups clubs that is something that i we have not moved on i wanted to bring that to your attention again as that was one of their recommendations that's yes miss johnson what do other schools do in the valley i i don't

100know i have to talk uh with some other uh districts to find out what they actually do okay thank you but like the full cost of a van here uh we've never done that and the full cost of a bus technically we have never done what we've done is they've paid for the fuel we pay for the wear and tear and the tires and the cleaning of the vans and everything else it's basically the same thing with the buses our bus drivers some fuel not at full cost and then of course our wear and tear okay well we are going to take a look at a couple of electric buses there's some federal grant or state grants out there for electric buses and it will be based on the type of students that we have

101so we'd be higher on the list for qualification we would use the electric buses for bus routes local ones but that'll help offset some cost but really what we're seeing is that our schools and partly is because where we live in the nature of the size of our tea some steam sometimes vans are a really quick uh solution then having a bus take the students there so they are used our fleet of buses is aging we haven't purchased new buses in four years three years yeah we just got good oh okay so we have two bus not buses sorry vans vans yeah vans we haven't purchased new vans in quite some time and and so that's a that's something we do need to take just to replace the fleet but this is a you know

102a maintenance or or a daily use or a usage fee that we'd be considering okay uh third item is a transportation supervisor and a driver trainer will assure that the [Music] buses the transit buses that come in from out of town that are charters do have the necessary spab certification student pupil activity bus certification next routing and scheduling is basically they want us to have given or provide a little more detail to our drivers as to the routes so he they said to go ahead and add some right and left turn directions on the route sheets so a little more clarity as to what the driver is supposed to do transportation staffing uh and this goes back to the pistolian or driver custodian so bestowing will be cleaning campuses during class time using that battery

103operated blowers we're going to be reviewing and monitoring them as uh as to their campus duties and support the maintenance supervisor and vice principals will address campus needs regularly during that two-week walk-through and work order audit okay vehicle maintenance fleet and facilities uh transportation supervisor and assistant suit business have contacted geotab to provide a proposal to outfit buses and vehicles with vehicle safety and operation devices that's what they're i called on item number one there they said you really should know where your buses and where your vehicles are traveling and how they're traveling and what type of operations are actually being considered or as they're driving the vehicle so we have contacted geotab um they are working on providing us a proposal for those devices installing those devices in our vehicle that's going to give

104us quite a bit of information regarding that vehicle and where where it's traveling how it's traveling and of course also provide us with the possibility of maintenance for that vehicle that tells us you know this is uh occurring on your vehicle you need to change the battery or what have you or it's just time for oil change or what have you and we monitor that but this device would automatically put it up on the dashboard for those vehicles okay so uh as dr anders has already mentioned there was a meeting on march 3rd between the transportation transportation supervisor and himself where creative bus sales came down and provided us with some options and taking a look at some electric buses there are some grants being opened up or the application process is opening up for

105bus electric buses that'd be something that we would consider consider using the electric buses locally because they're a little bit of a little bit of a hassle if you go outside of town as you're trying to look for an electric fueling station but locally we can use those for home to school transportation or other activity trips that we do here sports so we're going to look at that as one method of replacing some of the old buses they're also expanding our fleet mr president the other type of vehicles that we purchase um are we buying hybrid or is it still just gas only are vans available as hybrid um hybrid models i haven't seen those uh i don't know i'm probably but so the vans would be available as electric but most of our vans

106leave the valley and so then we're faced with the same challenge of trying to recharge them when they get to the other side um which is challenging because the staff are coaching or supervising so that's not really a solution for us but we are looking at purchasing a few smaller vehicles that are used by the school sites um we like for example park next door is there's a smaller older vehicle that was used by the site administration or council if they need to make a trip or transport a student we're looking at possibly replacing those for with electric vehicles or hybrids that we can do here in the valley so there's there's consideration of that as we know there's a vehicle shortage so even if we decide we're gonna buy or replace trip vans or

107anything else uh uh it's still a long lead time to get those um but along with it with the electrical vehicles there's also the infrastructure for charging so it's not it's not yeah there's some benefit to it but there's also a little bit more of a process so we are looking at that but probably not the vans for the same reason as we don't want to do electric buses out of the valley thank you third item here of course we've already talked about no uh i don't think we're gonna be putting in the fuel station at transportation yard so here's some information about geotab so there's a module in that unit that's called productivity so it talks about the productivity and the trips that that vehicle is having over time security so fleet safety management

108risk and safety reporting driver safety reporting so it's going to tell us how the driver is operating the vehicle fleet optimization so we're looking at efficiencies not so many hard stops and fast goes stuff like that compliance with driver vehicle inspection reporting so knowing that we're keeping an eye on the vehicle and the performance of that vehicle and expandability where it that software or that module can give us additional software as they develop additional kits for this geotab unit okay our proposal was to put it on all the vehicles our maintenance vehicles vans and buses and i.t ita also has some trucks driver training and safety so transportation supervisor will update transportation safety plan annually the district will be evaluating whether we need to enroll other district employees in the dmv employer pull notice program

109so we'll evaluate that and see how we can come along with that we know that we are looking into enrolling our single driver who's transporting a student up to san diego and a similar drug and alcohol testing program that we have for our transportation drivers the district will be looking at options to develop a defensive driver training program so that we can of course for our teachers who are driving for our coaches who are driving i think that would be most beneficial that they know defensive driving and we can pay that out of insurance safety credits and also we are having discussion with the special ed department so that we can have special ed student special ed training for all of our bus drivers not just our special investor so that just in case there's

110a an issue or even better handling and bus management for all of our students i think that's a plus i think that's a plus um any questions comments i think for the driver training and safety this should be kind of um happening sooner rather than later especially the defensive driver training for the teachers and the coaches that drive the bands i think that should be prioritized personally okay that will take a little bit i have a question yes um back to the beginning um there was would you like me to go back to another song oh it's okay um so um regarding uh there were some concerns with msa's productivity and their practices um does do you guys plan on kind of doing like a quality control with them to see if they're a fit

111for our district that they'll produce results and you're we're talking about the bostonians the msa oh msa that yeah yeah no yeah with the bugs though right i tell you what again i don't want to put out the dirty laundry but back in we had a major pigeon issue at southwest high school major pigeon issue and we addressed it through msa and we control it as best we can at this point in time what's going away from us is the maintenance of our facilities to clean up after the pigeons one is to control them the other is to clean up after them and hence the reason why we had that meeting so that we're all very clear as to how the communication is going to happen and when that service is going to happen okay

112so that that is something that i want to move forward with noting that msa has been put basically on notice to make sure that that is taken care of control the control the pests at southwest high and that includes pigeons to everything else that crawls in there great question thank you all right msa local yes yeah they're in raleigh and they're also in yuma okay post office used to contract with them but they would come out of san diego and they were not very um you know when they were supposed to be here so so they are local we haven't with for a long time and yuma he has an office in burlingame okay the manager owner okay any other questions okay uh we move on crew quest board approved the centurion high school districts

11321 22 second interim report so as part of this agenda item madam president members of the board uh mr president has prepared a presentation of an update on our second interim prior to the approval of the second interim report just uh max uh mask adjustment okay next presentation is the 2122 second interim budget report and so as part of the second album we'll be talking and hear a few bullet points about the 10 camp on district reserves i want to continue that dialogue with the board of trustees that this is an important item or issue that we need to know about consider and then of course as we move forward to our next budget cycle estimated actuals we're going to propose some adjustments in order to make that 10 percent cap work for the district

114we get either that or we can take a look at the county superintendent of schools providing us with a waiver that we have not received any indication that that is what's going to happen okay we obviously this year is a cooler which is called the mega thank you it's dry behind the mask doesn't it uh like mega cola which is 5.07 local control funding formula for the district we'll take additional information on the federal cares arp dollars extended learning opportunity dollars and then we'll look at the second interim budget report so cap on district reserves again i want to share with the board of trustees that beginning in 2223 districts may need to spend down their reserves or commit funds in order to make that 10 percent reserve local reserves in the adopted or revised

115budget cannot exceed 10 of combined assigned and unassigned general fund when we're talking about adopted adopted means july 1. when it's or the revised budget which means at the end of the year so we're going to take a look at some of those options for the district as we move forward uh districts with fewer than 2500 kids don't have to abide by this cap which i don't understand why but they they they are exempt from this okay we also talked about the ada cliff in the past so noting that in 1920 our ada at that point in time was very close to 4 000. in 2021 our ada our reported ada was 4060. but because of where we were at with covet the ada that we generated in 1920 was to be used for the

116next two years as a hold harmless okay so whether we grew or did or or were uh below that figure didn't matter because we were hold harmless for the next two years what is important to understand is that we're headed into a cliff in 2223 meaning that whatever ada we end up having in 2122 is probably going to be the one that we use for 20 i'm saying 22 23. and our current enrollment is is lower than what we had before okay so we're looking at the possibility of lower ada and then sometimes it's not necessarily an impact because of a lower enrollment you can do have a lower enrollment and have improved ada but because of where we were at with kobe this year and the impact right after coming back from the winter

117break because we had so many people out and students out that that is having an impact on our ada so of course we have the potential of of losing about 2.2 million dollars that would normally come to the district there are some state legislature some proposed bills at the state legislature that they're looking at in order to augment the lcff going into the future you have ab1607 that beginning in 2223 this bill will calculate an average of three years for funding the school district you have ab1614 that would augment and increase the spending in 2223 and increase the base grant to local control funding formula you have sb 830 who it has a different calculation based on what they're calling average daily membership i think that's average daily membership something similar to 88 but it's

118a different calculation i am not clear on what the poor tentino is proposing but it's another calculation on the lcff an ab 1948 which would take a look at our unduplicated pupils and based on their categories some categories would be counted twice so we we need to take a look at these we need to keep an eye on these and we'll see what happens come next year so again cola 5.07 our unduplicated pupil count went from 76.46 to now 76.87 our sites are doing a fabulous job our staff at our sites are doing a fabulous job collecting that data from our families that number is very good and that means that we're collecting as much information as it pertains to our students so we can of course increase our lcff and identify those students appropriately

119as well in lcap so here we're going in 2021 and 22 for second interim we're looking at 53.223 million for lcff entitlement okay but i want to also share with you what is in that number as part of that number we have icoe figures in there because we pay for direct district residence students that are being served at alternative ad those students are counted in their ada over at icoe they count against the district well i shouldn't say account because they're receiving the services we're sending them as a pass-through sending them the money for those students based on our lcff so essentially in 2021 we received 48.2 million in lcff dollars this year at this point in time 52.1 million dollars close to 3.9 million dollars and additional lcff funding for compared to last year

120of which half of that is supplement on concentration okay and it and those dollars are tied to our supplemental and concentration dollars and in terms of the lcap plan that comes before the board for approval okay so those dollars are essentially supposed to be spent on low socioeconomic students foster youth english language learner any questions okay so federal relief stimulus dollars we can see all the pockets of federal dollars that came to the district under cares we also have the crrsa which is a coronavirus response and relief supplemental appropriations act i'm just gonna move on here folks and to the next one american rescue plan act and you can see those pockets of money and from the federal dollars that the district received so with that i wanted to show all these resources which are

121different pockets of money from the federal government from sro1 to sr3 to cares act and then of course you have elo and elo paraprofessional which is more like state we had i'm sorry this was for 1920. so you can see what we received in 1920 and what we spent in 1920. the next slide is what we carried over and also received for 2021 and what we spent and what was not spent and what we carried over the next year and you can see we received much more money in 21 22 than we did in the prior two years what does this mean well what this means is that we've budgeted close to 17 million dollars with the federal and state funds in order to address learning loss in order to address covet 19 mitigation or

122impacts to the district so those dollars have been put into the budget okay any questions so if i may i'd like to go into the second interim report this next slide shows our revenues for second annual report that is restricted and unrestricted combined as a summary the lcff resources increased slightly by 65k and that was because there was an adjustment based on our calpads for unduplicated people federal revenue decreased by 68 000 and this was just adjustments to the esser programs teacher quality title one other state revenues that went up by 2.5 million dollars and that had to deal with the majority of it of ag right ag success grant a.g learning loss mitigation grants and cte dollars the other item here other local revenues is 70 000 that went up because we are in

123receipt of the chargers foundation funds for 65k for the weightlifting equipment at central high that's considered other local revenue so the variance between the first interim report and the second interim report is 2.6 million dollars okay the next slide is our district expenditures that we have budgeted certificated salaries increased by uh close to eight hundred and seventy thousand dollars and that has to do with a lot of period assignments extra duty stipends and other restricted salaries in support of extended learning okay and that's through elo and the sr3 grants classified salaries went up by 221 thousand dollars and that is also salary increases in instructional aids and prepare for professional salaries in support of the elo program and in addition to the sr3 program and then of course employee benefits increase because salaries increase because

124you have those statutory benefits that have to go up with those salaries and those were also in this budget at 244 000. the next slide is going to show us books and supplies that increase by 1.5 million dollars and then again in large part has to deal with alcap materials and supplies that we purchased in stem building our cte incentive grant dollars and of course our federal dollars as well so we're adjusting the budget and we're putting the money where it needs to be in terms of the budget as a as our needs come together for expenditures into this program services are there operating that went up by 541 thousand dollars to the budget budget potential expenditures for travel and conference more people are traveling there was an increase in fuel and gas and electricity

125and we're going to evaluate electricity based on the new stem building the new stem building i'm going to see what that's going to cost us on an annual basis okay um careertech and central grand dollars and karazhak dollars also uh were included in here as an increase as part of that 541 for services capital outlay was decreased by 163 thousand dollars and that was again an adjustment between sr3 and sr3 learning loss mitigations total budget expenditures are up overall by 3.2 million dollars any questions so far so let me get into a little more detail on books and supplies services and other operating and capital outlay and i want to show a comparison between 2021 and 21-22 you have unrestricted dollars in 1920 and these are unauthored actuals for unrestricted with 6.2 million dollars restricted

1262.5 million dollars for these three categories combined for a total of 8.8 million that particular year in 2021 we are now unrestricted at 4.2 and you can see the shift over restricted by 5 million dollars for a total of 9.2 8.8 9.2 not much of a difference a shift between unrestricted to restricted programs purchasing materials supplies other operating expenditures like services and capital outlay yes uh and looking at the pay wards we spend a check could change but not eddie do we get any breaks at all on our ads um no um there's definitely some programs that iid does have that we probably need to look into and investigate programs like providing hvacs enhancements and efficiencies stuff like that our current ada or our electricity for the district is pretty close to million dollars yeah

127electricity so i'd like to speak that just for a moment if you recall at a at a meeting when pti presented the folks from schneider electric also presented to us they they talked about solar but there's quite a few other efficiencies including control systems and and power management tools that can be brought in to save dollars for the district the addition of solar is really the question because you have to pay for the installation of solar and it takes some time before you recover that benefit so that what we did is is the folk and we'll bring that item back to the board for consideration the original proposal they brought to us wasn't structured very well to to in essence safeguard the district from unnecessary expense on the design side of it so we're working

128with them to revise that proposal to address the things you're talking about that would possibly help us with things like charging stations for electric vehicles accessing grants and rebates as well as physical improvements like the replacement of the chiller in the theater which is very old and very inefficient now so there's there's the potential for those energy savings but that's coming by way of that process with them thank you so if i can go to the next slide and that's comparing the 20 20 to 21 to the 2122 fiscal year where you can see that total went from 9.2 close to 9.3 to 32.9 million dollars okay and it's really due to what the intent of all those federal dollars and state restricted programs want us to do in the district we are conversing with

129the with rona's office instruction to see how we structure this differently as we move forward into the next fiscal year and what does that mean that we look at structuring the budget more so that's realistic in terms of what we can and cannot spend for the fiscal year that just means we have to carry it out further and we have to be very careful about that because there are timelines on these dollars that we have to abide by we have to spend them uh to to meet the need of that timeline there is deadlines for these funds to be spent okay any questions so going back to the second annum report so excess or deficiency of revenues over expenditures at this point in time we're looking at close to 3.3 million dollar deficit we have

130a 1 million dollar transfer out that we've already done for fun 140 which is deferred maintenance okay and the next slide shows us what our bottom line looks like okay so with the let me go back with the deficit of 3.3 million and the million dollars that goes out of the general fund we're looking at close to 4.3 million deficit our beginning balance was 20 million 267. we'll end up ending balance with close to 16 million of which three and a half million is restricted in the imbalance and looking at 12.3 million dollars as our unrestricted general fund balance i'd like to go back to that cap so if we were to have that cap immediately and take a look at what we need to have in the in the district we didn't have to

131have 8.8 million dollars as our ending fund balance that's compared to the 12.3 that we i just showed you for a 10 percent cap i like that difference is close to 3.5 million dollars so the state is mandating us to do something with that 3.5 million dollars we'd have to commit it transfer it out or budget to be spent we do have a board policy 3100 that requires us and was born approved as part of our board policy that we would maintain 16.7 unrestricted reserves which is basically two months worth of expenditures so you can see that there's not a lot of wiggle room here in terms of what we need to maintain as an ending fund balance for the district okay any questions comments no i'm scared well we'll we'll we'll see what we

132need to do in order to make sure that we maintain and meet the requirements but also to see how we maintain the physical integrity of our district which is going to be interesting okay any questions okay thank you very much thank you arnold thank you arnold i'd like to request that the board consider approving the district's second interim report motion by ms jones do i hear a second hernandez mr hernandez all in favor aye any against eric did you hear eric okay five of them any informational items to report no no not at this time madam president okay so next we have um ecsta comments good evening board members and everyone in attendance um i'll be very brief tonight um just had a question on one of the arnold's presentations from pti um just if

133you guys could give me an update on whether or not we are actually adequately staffed as it's implied in the report um the last time we had a conversation we were talking about whether or not the plumber had been hired and whether the mechanic had been hired and i'm hoping that by this time they have been hired i don't know um that's one of the things that's on my mind um another thing is you mentioned that there was um some good conversations had with um msa and uh that they hopefully will be spraying more often i hope also that we are getting the notifications as required by law and that's sent to everyone all the stakeholders uh community members and everything and the last item is um i was uh it was brought to my

134attention that there was this great big sign outside at southwest by the pool um announcing that we will soon be having a pool sign looks great um look forward to having that pool look the design by just the pictures on the signs looks like it's going to be a great addition to our community the only thing that i wanted to mention that's missing from the sign is is a thank you to the community even though it does say construction supported by measure k funds it should also say thank you residents of el centro for paying those measure k funds it should say something to that effect because it's the taxpayers the homeowners that are paying these taxes and we should never lose sight as to where the money is coming from who's paying for it

135and we should always be thankful moving forward thank you don't forget hebert silly all taxpayers thank you because we paid the same amount [Music] anything else uh for do i see anybody for csa okay good evening board members those in attendance i just want to say thank you we uh we are going to move forward with our negotiations we look forward to the process and negotiating with the district and hopefully come to an agreement thank you anything else no that we know of nothing more about a president okay no second no second um procession correct not less you really want to go back and talk some more no okay meeting adjourned at 8 26 thank you everybody
