All right, we're going to call the meeting back to order. Uh, welcome everybody. Today is December 18th, 2025 and it is 6:30. Uh, reporting out from close session. During close session, the board voted to approve a settlement agreement in special education case SE2604 to approve the settlement agreement as presented. The motion was made by Dr. Aguular, seconded by Mr. Rose and the vote was 50. The second report out, the governing board has conducted an annual performance evaluation of the superintendent for January 1st, 2025 through December 31st, 2025, which indicates a satisfactory rating. I'll take us to the roll call. All trustees are here and a pledge of allegiance. Mrs. Knight Michelle, will you please lead us? [clears throat] >> I pledge algiance to the flag of the United States of America and to the republic
for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you, ma'am. >> Okay, that'll take us to item eight, board awards, Dr. Kim. >> All right, it gives me my pleasure to uh introduce the principal of Charter Oak High School, Dr. Robin Perez. I see her somewhere. There you are. And we have some very special recognitions tonight. So, Dr. Perez, please take it away. >> Good evening, president, board member, superintendent, colleagues, and families. Tonight, it is truly an honor to recognize the Charter Oak High School boys water polo team for an extraordinary historic season. This team won their league title, captured the CIF championship, and went on to play second in the state of California. a first in Charter Oak High School history for Water Polo. Beyond the
wins and the titles though, what makes these um young men so special is who they are. Some of them um I have my earliest memories on my campus as a new principal with Charter Oak. They would approach me in between classes, during lunch, passing periods, polite, respectful, genuinely grateful, simply to say thank you for supporting them. And those moments are the ones that speak volumes to me about the culture of the program. That culture is a direct reflection of their leadership. um the head coach Danny Lugley and his staff, they've done a phenomenal job not only developing elite athletes, but also shaping these incredible young men. They're grounded in character, discipline, and teamwork. And I'm so so very proud to stand here before you. And I am grateful this for this opportunity. So, I'd like
though to introduce you to our head coach and give him a chance to say a few words. Head coach Danny Lugley. [applause] Um, thank you um for honoring our team. Um, I I don't know um how I'm going to do right now. Um, it's kind of like an emotional state, especially being up here last year um and just being awarded for our first league title. um or undefeated league title ever in history and then kind of reflecting on that from the season. Um I really would like to thank just the families that supported me um and were placed placed their trust in me to be able to support their athletes. Um I really want to thank the seniors um they really helped me a lot this season. um they were freshman when I took over
this program and just to see them grow as individuals was the cherry on top of you know winning and going through our run um this season um they set expectations they set norms and I wouldn't have been able to you know lead this team if it wasn't for them um so I'd like um our seniors and our team to stand up for a quick second so we can give them a round of applause >> [applause] [applause] >> Um, as I mentioned, um, I was able to coach these athletes since they were freshman. Um, not just during the season, but, um, during the offseason as well, um, through club, um, they stuck by me and trusted me. I told them at the very beginning they had never been to a championship, but if they place their
trust in me, then I'd be able to guide them and push them in the right direction. And um I'm happy to say that I, you know, we formed a lifelong bond and I'm hoping that they will continue to play and um just continue to push forward. Thank you. [applause] >> [applause] >> Dr. Perez, you have more. >> I have more. Um, we are also proud to recognize our Charter Oak High School tennis program and the outstanding accomplishment achieved this season. Uh, Joanna Vong is with us tonight. She is one of our CIF tennis, well actually not one, the CIF ten tennis final um, qualifier. Uh, she's had impressive achievements on the tennis court, but also in the classroom. So, I'd like to share just a little bit about her. Um, she is an IB diploma
candidate and she really exemplifies the true meaning of what it is to be a Charger because as she has shined on the tennis court, she's been balancing a demanding academic workload with high level athletics simultaneously. So, I just admire her hard work, her determination, her integrity, um, and and just impressed by everything she does. She really does represent the very best of Charter Oak with commitment, resilience, pride, and excellence. And I'd like to bring up her coach, Daniel Sapina, to share a few words. And if Joanna will come up as well, we want to honor you. [applause] Uh it is an honor to coach uh Joanna Bong. Uh like the our principal said, she is hardworking, working two jobs. Uh you know, and academics, there's nothing else I could say. Hats off to you. Thank
you. >> [applause] >> That's here. >> [applause] >> So I do have one more big things happening over at Charter Oak. So, um, we are also proud to recognize our band in pageantry for an exceptional season of achievement. Under the leadership of Joel Per, uh, Lopez, I almost called you Perez. Joel Lopez, our band in pageantry earned first place at the Southern California School Band and Orchestra Association Field Championships. This marks the first time in school history that the band has won back-toback state championships. This uh extraordinary accomplishment also reflects the countless hours of dedication, teamwork, and pride that these students have put in. Beyond the awards, this program continues to elevate Charter Oak on a regional and state level. The band has performed throughout Southern California. They were invited to perform in Hawaii last
year and they'll be collaborating with Citrus College and the wind ensemble in the ensemble in the upcoming semester. So these opportunities um speak to the growth and the strength and the reputation of this program. Now in his eighth year at Charter Oak High School and 17th year in education, Mr. Lopez remains focused on building our program and the success for our band students, our staff, our family families continuing um to grow in excellence. And I'd love at this time to celebrate um the band and pageantry and invite up Joel Lopez, director of Charter Oak band and pageantry. As he comes up, if [applause] some of the kids want to join him, that would be great. >> [applause] >> Go for it. This is your time. >> Are they Do Do we want them up here
for the picture right now? >> Okay, >> just get up there. We'll take a picture together. >> Okay. Uh >> oh. >> So, should they wait then? >> Okay, let's wait. Right. Let's wait. Okay. >> All right. Well, good evening everyone. My name is Joel Lopez. I'm the band director at Charter Oak High School and Royal Oak Middle School. Uh I want to thank the board uh for recognizing the achievements um and more importantly the hard work and effort that the students and families and staff have put into the the marching band competition season this year. Um you know, it all started six, seven years ago when um Yeah, they're going to laugh. All right. uh when uh me and a couple other people were advocating for an elementary music program and we were able
to implement that and now we're starting to see the we're starting to bear the fruits of what we planted uh years ago and it's only going to become better. So I'm excited to be here at Charter Oak and uh I'm excited to be part of this uh this family. Um it's really hard winning a state championship. Um, some band directors go their whole career without winning one. And, um, I'm very fortunate to win not just one, but we've won back-toback state championships. So, that says a lot to the effort of these students. [applause] Um, lastly, thank you to the seniors in this group and the families uh, for the late We've been through some stuff, seniors, right? uh they learned how to play instruments on a Chromebook uh in their room and uh they were
part of that. They were part of the rebuilding process that we had. Um and now we're here they are uh as state championships. So uh one more time, thank you board for recognizing them. Yes. [applause] >> [applause] >> Thank you. >> [clears throat] >> All right. It's always good to celebrate the our students and their >> their positive efforts associated with school, supporting our school, supporting our community. So, that was a good thing. All right, that's going to take us on to organizational items. The nomination of the president of the board. And as a reminder, uh the outgoing president opens the nominations for president. One or more nominations are offered by board members. Members may nominate themselves, second their nomination, and may vote for themselves. The outgoing president closes the nominations for the office of
president. Each candidate will be invited to make a qualification statement for the position. The board will vote individually by roll call for the president they choose from the list of candidates nominated. If more than one person is nominated, the individual receiving the most votes is elected to the position. Voting continues until a candidate receives at least three votes. The board believes that when no conflict of interest requires abstentation, abstension, its members have a duty to vote on issues before them. The outgoing president announces the board member elected to the office of the president. Is that it? And that was it. All right. With that being said, I'll
go ahead and open. >> Oh, yeah. Take nominations for president. >> I'd like to nominate Dr. Christian Aguular. >> Okay. >> Second. >> All right. Any other nominations? With none being said, Christian, you want to give a qualifications team. >> Sure. Yeah, I'd love to. Um, thank you for the nomination, Mrs. Magcguire. Um, uh, I'm looking forward to the opportunity to serve as board president. Um, I think it's a great honor, but also a position of service. Um, I appreciate the, uh, the confidence you may have in me being able to organize the meeting and lead the meeting appropriately and efficiently, uh, so that we can best conduct our business and best support our students going forward. Um any nom open it up for nominations. >> I'd like to nominate Janette Flores. >> Okay. >> I'll second the nomination. >> Any other nominations? With none, I'll go ahead and call for the vote or you want to give any qualifications soon. >> I welcome the opportunity to be vice president once again. Uh in the event that the president is available, I will be happy to step in.
So, thank you for your confidence. >> Okay. Call for the vote. Mr. Rose, >> I. >> Miss McGuire? >> Yes. >> Miss Flores? >> Yes. >> Dr. Agler? >> Yes. >> And I'm also yes. Congratulations. [applause] >> [clears throat] >> I may have Mr. Peterson if I may. We have a couple guests with us from the US Congressman Cisnero's office. We have Hi certificate just to thank you for your service. >> [applause] >> All right. as well. We have from Assembly Wario's office. >> Good evening everyone. >> [applause] >> And then from on behalf of the board, thank you for the entire board. >> [applause] >> All right. Passing the apple. [laughter] And we'll take a short uh three minute recess just to reorganize the desk. Ryan. [clears throat] [laughter] >> All right, everybody ready?
>> Okay, welcome back. We will return to our open session. Uh our next item is election of representative to elect members to the county committee on school district organization. Uh we'll follow the same rules of nomination and seconding and voting as were previously read. Uh do we have any nominations? >> I'd like to nominate Mr. David Rose. >> Thank you. David Rose has been nominated. Do we have a second? >> Seconded by Mr. Peterson. Any additional nominations? Seeing none, uh, Mr. Rose, would you like to make any qualifying statement on your own behalf? >> Question. >> This is >> correct. Item D. >> Yeah. >> Uh, yeah, I believe so. Dr. K, if you can provide >> provide some context. It really is uh ha having a voice as a representative in electing a potential
change in the 11 member LA County Committee on School District Organization. So, it's not to participate in the committee, but should there be a change on that committee, um this elected person from our board would have a vote on changing that. >> Thank you. >> Well, I can say that u I'm retired, so [laughter] I guess I have a little bit of time to do this. Um yeah, I'll you know I'm looking forward to the new I'm looking forward to um that organization and see what I can learn and share the information back to the board and see where we go from there. I'm I've got I'm at two other committees right now. RO O which being board of trustee which good keeping me busy it's good and then the other one with the u

I will be happy to take that position for this board. >> Great. Thank you, Mr. Rose. Uh, with that, I will call for the vote. We'll begin here with Mrs. Flores. >> Yes. >> Mrs. Magcguire, >> yes. >> Uh, Mr. Peterson, >> yes. >> Mr. Rose, >> yes. >> And I am also a yes. 50 votes. Thank you very much. That will move us to item E, filing of statement of facts of public agencies, designation of official mailing address. Do we have a motion to bring this item? Motion by Mr. Peterson. 020Uh, any discussion? Seeing no discussion, we'll go ahead and call for the vote. Um, I'll go ahead and invite Miss Rosselli to begin our vote with this. >> Yes. Mr. Rose, >> yes. >> Mr. Peterson, >> yes. >> Mrs. Magcguire, >> yes. >> Mrs. Flores, >> yes. >> And I am also a yes. So we'll pass 50 with our student representative also joining us. That will bring us to item F. Uh a quick note. We want to make a slight uh point of clarity on the agenda. Um it is currently listed as resolution 1723 24. Uh but the correct number is actually resolution number 1723 2425 certification of signatures. Uh do we have a motion to bring this resolution to the floor? >> Make a motion. >> Motion by Mr. Peterson. Do we have a
second? >> Second by Mrs. Magcguire. Uh, any discussion? Okay, seeing no discussion, we'll go ahead and call for the vote. We'll begin again with Miss Rosselli. >> Yes. >> Thank you. Mr. Rose, >> yes. >> Mr. Peterson, >> yes. >> Mrs. Magcguire, >> yes. >> And Mrs. Flores. [clears throat] And I will also be a yes. That will be 50 vote with our student representative joining us. Miss Rosselli. >> All right. Thank you. All right. College app season is
coming to an end and seniors have submitted their applications. They are currently anticipating their decisions. Like Dr. Pres had introduced boys water polo was honored tonight for their advancement to state champions finishing their journey in second place which was a huge accomplishment for the school and the team was celebrated with a victory march around campus where they were joined by band along with this band was also finished in first place for their competition. They currently formed in two parades this month both Kovina and Glendora sharing their music and talent through our surrounding cities. With the semester coming to an end, many sports and activities had their their final runs. While sports such as both soccer teams, girls water polo, wrestling, and stunt have begun their seasons. Choir has also ended the season with the three
nights of shows, showcasing their beautiful holiday pieces and bringing the community together through music. Finally, with finals week coming to an end, the students and teachers have been working hard to finish the year with a bang. Students have tested throughout the week to receive their final grades, and we're so proud of all of our Chargers for the work they have put in this semester. Thank you. Great. Thank you very much, Mr. [clears throat] >> That will bring us to our RO report. >> Sure. >> Just a quick question actually. Yeah. Would you like to stay or you may have some important studying to do if you'd like to be dismissed? >> I think yeah, I have a project to work on. So, excellent. I wish you all happy holidays. So, thank you guys. >> All
right. Feel free. Thank you very much. >> Good luck tomorrow. >> Good luck. >> Thank you. >> That will bring us to our RO report. Mr. Rose, >> thank you. Um the RO has reported that the first in reports uh receive a positive certification and to inform the board that 100% of the fund are almost 100% of the fund are from grants through the state and on funding from each districts that continue to support the budget in in the ROP and that um they receive a positive certification in the balance budget now than it was before and and the board is to congratulate the administration team for for um work I mean to work on the budget and making more stable. Now we can move forward and focus on the program throughout the high schools.
We have five members on the board and easily pleased with the report. Back to you. >> Very much. >> There we go. Thank you very much, Mr. Rose. Uh that will bring us to our superintendent report. Dr. Kim. >> All right. Uh, I'll make my uh report fairly um swift, but wanted to wish our board here in its entirety and your family a happy holidays. Um, just a great uh round of great round of work that's happened over the course of the first half of the school year. Um, I know Heather just left, but really proud of our students, the work that's happening as they're learning in their classrooms, as they're preparing for their futures, how exciting it is to hear about college applications, those stressful, but again, very promising to see um the destinations
that our students are headed towards. I know we have teachers here. Um, thank you for all of your hard work. I mean, just [clears throat] incredible work that's happened over the course of the first half of the school year. I know Kim's here. We have teachers across our district. um other certificated staff, our classified staff, just incredible amounts of work, energy, investment into our youth and our students. Uh we have administrators here and um I want to thank them for uh dedicating their leadership, their time, their energies to making sure our schools are safe and [clears throat] our priorities are kept around kids and their success. So, just a lot to be thankful for. Uh happy holidays to our school district, our families. Um and uh just a word of celebration to note that we
were the first play first place recipients at the Kovina parade. Uh we had a spectacular float. Uh kudos to staff that all volunteered at the time to contribute and uh just a lot of celebratory work happening with holiday performances. Uh Joel was here earlier. Rebecca, I know she's been around uh and and really performing with her choir everywhere. And so want to give kudos to also our elementary performances over the last couple weeks too. So and lastly just a thanks to our educational partners. I know from our ed foundation to our PTAs to the various rotaries across our our two cities. Uh just tremendous amounts of support that we receive over the course of the year. So we're we're very uh proud and thankful for their support. So with that in concludes my report. >>
Great. Thank you very much Dr. Kim. This will bring us to our presentations. We have a presentation on the first interim financial report. Dr. Kim, would you please introduce that? >> All right. It's uh my pleasure to introduce our chief business officer, Miss Krill Brford. Um who you guys all know. Uh but a lot of work that's happened behind the scenes. I know she rarely gives credit to herself, but I give a lot of just really kudos to Miss Brford for her leadership and leading her division in our school district and ultimately helping us uh meet our pillar of success, which is to be fiscally responsible. So with that, we'll have Carell present the first interim budget. >> Thank you, Dr. Kim. Good evening and congratulations to our new board president, Dr. Aguilar, vice president,
Mrs. Flores, members, staff, and community. It is my pleasure to present to you tonight the 2526 first interim budget report as well as the multi-year projections. I'm also pleased to present the positive certification for your review and approval later. As you know, this has been a challenging year for us fiscally that requires intentional decisions and actions. Putting together this budget to [clears throat] meet the county and state requirement relies heavily on collaboration and team effort from various groups such as executive leadership, cabinet, from your directives and the execution by the fiscal department. I am grateful for all the collaboration and supports with the hope that we continue to address budgetary issues as a unified group. That said, I would also like to say a big thank you to my fiscal director Nikki. She's here with
us tonight. Nikki is just a very hard worker and she hits the ground running. You know, she was promoted recently and she just took on the job and she's been awesome and phenomenal throughout this whole process. So with that said, I'll get into the details of the first interim projection. This is um a visual of the continuous cycle of the budget. And I just wanted to remind us that we are now at the first interim report. And as you can see, it just continues. And so what I present tonight is just the picture in time. It will change. And so by the time we get around to the second interim after the budget, the governor's proposal, the budget will look different. not significantly but it will change my table of contents. I'll go over the
general fund [clears throat] assumptions, the general fund projection summary at first NRM, the multi-year projections, our other operating funds, ongoing considerations and next steps. So the first interim assumptions and these are as of the main revised and currently the polar stays the same. Our cola projections this year is 2.30 30 3.02 and 3.42 out years enrollment projections has maintained flat. We know we are declining. However, we did see a little bit of a bump in our TK numbers and so I'm keeping it flat since we don't have an overall decline. Our up percent has been around the 70% mark and it's been that for the past few years and so we've seen that we're stabilized around about 73%. Our ADA we're still funded on the average of three prior years because as we decline we're
better off with the average of three pri previous years. The second set of assumptions are mainly around our pension costs. So calsters has stayed flat at 19.1% for several years now and is projected to stay at 19.1%. However, Kalpers do fluctuate. It goes up and there are times when it goes down slightly. However, at this point, we do see an increase over the next few years. Our lottery revenues have shown some increase over prior year. And so we do see that it's stabilized. It's projected to be at $190 for AVA for the unrestricted and $82 for the restricted portion. This presents the big picture of the first interim compared to the adopted budget. [clears throat] And so at the adopted budget, our beginning fund balance was at 14.46 revenues at 83.5 and currently in the
first interim we're looking at revenues at 87.93. Again, there are some increases from deferred revenues as well as some receipts of new funding. Our expenditures went from 85 million to 92.6 million. A lot of that having to do with carryovers that are now rebudgeted. Our net increase or decrease showed that we were deficit spending 1.7 million at the adopted. Now we're at 4.6 million. Most of that is attributed to the carryovers. Our ending fund balance is now 9.7 million versus 12.7. Again, as we budget more per carryovers, it brings down the fund balance. And so the components of ending for ending fund balance shows that we have our 3% reserves built in. We [clears throat] have some carryovers from our supplemental and concentration funds, which is our LCAP funding. And we also have restricted ending
balance of 3.8 8 million in the first scenario which was 6 million in the adopted and we also have a small amount projected as stabilization towards the future years in the budget. This slide shows the most projection for just the unrestricted portion. So the previous side was a combined general fund restricted and unrestricted and in the unrestricted general fund again we separated because the general unrestricted is responsible for the reserves the entire 3% reserves as a comparison to the adopted the first interim shows that our net increase increases down from 647,000 reasons for that looking at our revenues we went from 62 million to 62.4 for a slight increase in our revenues. Our special education contribution, however, went from 13.2 [clears throat] million to 13.8 million. That's an increase of $600,000. Our inner fund transfers
at first scenario at the adopt is 2.5 and we're still committed to bringing in $2.5 million from our special reserve fund 17. And so overall, our expenses also went up slightly from 50 million 50.7 to 50.9 and therefore we have the decrease in that portion of the fund balance. We are meeting our reserves. We are now showing 6.41% in our reserves. We have our 3% at 2.8. Our assignments for supplemental concentration 1.2 and now the portion that was set aside to stabilize the budget is down from 2.6 to 1.7. Again, as we increase expenditures, our fund balance gets smaller. In the projected year 26, 27 27 28, our projection on revenue shows that we're seeing an increase. However, I forgot to mention on the cola that next year's projection at this point shows that we
may be lower on our cola. So the current projection on the cola will go down slightly and therefore our revenues would be projected lower at second interim if that would come to fruition. And so again this is just a picture in time. If those things change we'll see a different picture at second interim. Our overall deficit spending is 1.8 million in the 2627 year and 1.2 million in the 2728 year. Also included in our expenditures are reductions based on the fiscal stabilization plan that we must submit to the county office showing that we will make reductions in order to meet our reserves. And so the details of those are still being worked on. However, we still have to submit a plan to the county office. [clears throat] Overall, we still have our reserves in 2627,
but looking at 2728, we are just barely meeting our 3% reserves. So there's always work to be done in order for us to not only have 3% but the goal is to have more than 3%. And so as we are working our way towards that we're hoping to show a different picture as time. Now balancing the budget I talk about all those reductions that we must make and some of the major changes since the adopted budget are at the first in the room we show that we have increased contract services. I talked about the $600,000 increase in special education. Reason for that is that their revenues went down approximately $200,000 and their expenditures went up 400,000. So there's a need for $600,000 in contributions. We added all the carryovers from 24 to 25 to our
categorical programs. So that increase our expenditures. And we did receive some one-time funds. It's a new discretionary block grant. It's on the restricted side of the books. However, we do have flexibility on how we can spend those funds. We also receive additional funding for a learning recovery emergency block grant as well as our ELOP program. As our UP number gets higher, ELOP is moved into a different tier of funding, a higher funding tier. And so, they do see more revenues coming in. We did receive a small increase in our LCFTK add-on rating. It was promised in the main revise. However, we were cautioned not to budget it until the governor signed the budget. Now that he signed it, it's in. And so, we did see a small increase in our revenues. We're maintaining the 2.5
million in a fund transfer that we committed to putting into the budget so we can balance the budget. And in our fiscal stabilization plan for 2627, approximately $2.5 million of reduction is built in. And in 2728 approximately $400,000 is built in. Again, this will probably change at second minimum. On our restricted side of the books, um we started the adopted budget with 8.7 million adding revenues of 32 million overall 34 million in expenditures. And so at the adopted budget, there's deficit spending of 2.3 and then by first interim deficit spending of 4.8 million. Again, they do have the reserves to be able to absorb the deficit spending. And as we project in the out years, by year 2728, they're fully balanced. Expenditures match revenues. And so the restricted side of the books basically stays balanced.
We do have all the operating funds such as our adulted fund, cafeteria fund, our project capital projects fund, and a child child development fund. As you can see, all the balances are black, which means they're all having positive ending balances and none of these funds will encroach on the general fund. Ongoing considerations again, we do still have some declining enrollment. A major aspect of what's impacting the revenues really it's attendance as students are not showing up as they used to before the pandemic. We're seeing reduction in our ADA. Therefore, we're losing funding because of attendance reduced colas. I mentioned that the cola may be low and if this continues, then we'll have more work to do in terms of reductions. Our expenses in special education program increases every budget cycle. We do see an increase
in special education and therefore we are having rapid erosion of our fund balance as we have to contribute more to special education. We have increased insurance premiums due to the AB28 law. This has been for the past maybe five years and every year we do have to pay additional insurance premiums. Our capital facilities needs never go away. So we continue having to fund our capital facilities and again lake requires that we do have a board approved fiscal stabilization plan and resolution. As our reserves dwindles, then they ask us to do more action in terms of stabilizing the budget. Our next steps will be the governor's January budget proposal. We'll all attend that meeting on January 22nd. We'll also have a summary for 2425 audited financial report. This report is delayed and usually we'll see that
report in January. We may see it in February. Because of the federal shutdown, auditors weren't given guidelines in time to do the federal audit and so we had to seek an extension and so this report will be delayed. And then our 256 second interim budget projection will be presented to you March 12th. Thank you. And at this time, if you have any questions, I'll be happy to answer. >> Great. Thank you very much, Mrs. Brford. Do we have any questions from the board? >> Mr. Rose, [clears throat] >> I want to ask you about >> Okay. >> Nion word. The title restrict is that something I mean that can use it for restrict. >> No. So the restricted that's why we separate the books. So we have the unrestricted side and then we have the
restricted. So the restricted funds are for specific purposes and they're only for supplementing what we do in the unrestricted side of the general fund and we cannot co-mingle those funds. So we cannot transfer those funds from the restricted to the unrestricted. >> Okay. Other example what we do not spend. Oh, so in terms of the carryovers, let's say ELOC, they didn't spend all their monies the previous year, those monies fall to the fund balance and therefore when we rebudget those funds, it doesn't have a revenue attached to it, but it is in the fund balance. And so that's why you'll see a deficit spending on that side because it's not revenues, but it's a carryover. >> Thank you, Mr. Rose. Any additional questions from the board? Okay. >> Seeing none. Thank you very much, Mr.
Bradford. >> Okay. This will now bring us to our public comments. Do we have any comments this evening? Okay. Seeing no comments this evening, that will bring us to our discussion. Uh first item we have for discussion is a board policy revision. We have uh some first readings. Uh we have board bylaw on governance standards and we also have some policy dilutions. So we'll begin with the first board bylaw. Do we have any discussion from the board? Mr. Flores, >> I just noticed a few things were there were double listed twice. So just make sure that that's 1312.2 complaints concerning instructional materials. It's listed twice. So just to make sure we clean that up. There's some other ones that are kind of are double. >> We'll look at that. Absolutely. >> Any additional discussion on
bylaw 9005. Okay. Seeing no further discussion, we'll move to discussion on policy deletions. First reading. So, we have a few policies there. Um, several either redundant or not supported by CSVA. Do we have any discussion on these particular policies, >> Mr. Rose? >> After after we after this deletion, is there any more policy that can be deleted or this is it? >> We have been uh reviewing the entirety of our governance uh board policies and determining what we need to bring to this board's attention. So, we will continue to do that. Um it'll be determined as we move along what needs to be brought to your attention for potential deletion. So tough to predict. I think as we review it uh we'll have a better idea. >> Thank you. Any additional discussion? >> Okay, seeing
none, we will go ahead and move over to our action items. Uh we have our first action item under business services, budget revisions and transfers. Can I have a motion? >> So moved. >> Uh moved by Mrs. Flores. Second. Mr. Peterson seconds the motion. Uh do we have any discussion? >> Seeing no discussion, we'll go ahead and call for the vote. Mr. Rose, >> I. >> Mr. Peterson, >> yes. >> Mrs. McGuire, >> yes. >> Mrs. Flores, >> yes. >> And I'm also a yes. That'll pass 5-0. Uh that brings us to item two under our business services first interim financial certification uh which we have a positive budget certification at this time. Do we have a motion to bring this item to the floor? >> Motion by Mr. Peterson. Second. [clears throat] Second by
Mrs. Magcguire. Uh do we have any discussion? >> Have a comment. Want to thank Miss Carell Brford and her team for always bringing us accurate information and for the diligence in your work. So thank you to you and your team. Thank you. [clears throat] >> Any additional comments or questions? Mr. for us >> under uh under restricted fund on page seven [clears throat] general fund on the three-year plan in M we had to add 2.5 to the to the budget from 117. >> Correct. 115 and at the second interim report we report we're not say we're not report another 2.5 right >> well [clears throat] we don't know yet so this is the first interim and so we're still committed we actually do need that 2.5 million I don't know what will change yet for
the second interim last question the 2.5 was needed to bal this budget Yes, if needed. Okay. So, we're very fortunate to have fun 17 from Sunflower campus. However, we [clears throat] can continue to do this coming from the land because it's not continuing is a one time thing. So, that we're very fortunate to have I mean, we're fortunate to have this. There might not be another one. And that's something we need the board need to be aware of this when we look into next year's budgets and afterward come serious consideration how are we going to continue to maintain the budget throughout the next two three years. Okay. I appreciate that. Thank you. >> You're welcome. >> Any additional comments or questions? Okay. Seeing none, we'll go ahead and call for the vote. Mr. Rose. Yes,
Mr. Peterson. >> Yes, >> Mrs. McGuire. >> Yes, >> Mrs. Flores. >> Yes, >> and I am also a yes. That will pass 5-0. Which brings us to our resolution 202425 resolution to identify the amount of budget reductions needed in fiscal years 2627 and 2728. Do we have a motion to bring this item, Mr. Rose? Is that a motion or >> I mean I move uh Mr. Rose makes the motion. Do we have a second? Second by Mr. Peterson. Uh, do we have any discussion? Well, I think to Mr. Rose's point, I think, you know, very prudent, of course, of the district to need to identify uh any potential areas for reduction to be able to balance the budget. So, we're looking forward to uh being able to see the district move forward and uh
and work on that stabilization. >> All right, seeing no additional discussion, uh we'll go ahead and call for the vote on this resolution. Mr. Rose, >> yes, >> Mr. Mr. Peterson, >> yes. >> Mrs. McGuire, >> yes. [clears throat] >> Mrs. Flores, >> yes. >> And I am also a yes. 5-0. Uh, that will bring us to human resources item B1 under our action items, approval of contract amendment. Um, we do have a readout here prior to any action being taken. Um, so this is approval of contract amendment for the superintendent pursuant to government code section 54953, subdivision C3. The board provides this oral summary of the contract amendment by virtue of his contract of employment originally adopted on November 21st, 2024. The term of the agreement for employment of district superintendent is hereby extended
to December 21st, 2028. Life insurance in the amount of 750,000 with 650,000 payable to the superintendent's beneficiaries and 100,000 payable to the district to defay the cost of hiring a new superintendent. All other terms and conditions of the superintendent's employment contract remain the same which is available for public inspection. Do we have a motion to bring the contract amendment to the floor? Moved by Mr. Peterson. Do we have a second? Second by Mrs. Magcguire. Uh any discussion? >> Seeing no discussion, we'll go ahead and call for the vote. Mr. Rose, >> no. [clears throat] >> Mr. Peterson, >> yes. Mrs. Magcguire, >> yes. >> Mrs. Flores, >> yes. >> And I am also a yes. That will uh be approved. 4 to one. This will bring us to our consent calendar. Do we have any
items on the consent calendar to be pulled? Uh Mr. Peterson, >> Educational Services B, item number two. >> Okay. Ed services B2. Any additional items to be pulled from the board? [snorts] Okay, seeing no additional uh items to be pulled, can I have a motion to bring the consent calendar with the exception of item uh 17B2 to the floor? >> Moved by Mrs. Magcguire. Do we have a second? Second by Mr. Peterson. >> All right. Uh, we'll go ahead and call for the vote on the consent calendar with the exception of item 17B2. Mr. Rose, >> yes. Mr. Peterson, >> yes. >> Mrs. Magcguire, >> yes. >> Mrs. Flores, >> yes. >> And I am also a yes. That will pass the consent calendar. Uh, that will now bring us to item 17B2 under ED
services. Uh, do we have a motion to bring this item to the floor? Motion by Mr. Peterson. Do we have a second? Second by Mr. So I got Mr. Rose. I got you a [laughter] I saw the hand quote. Second by Mr. Rose. Uh do we have any discussion? >> Yeah, Mr. Peterson. >> Yeah. The main reason I wanted to pull this is that this program is in place at the school I'm currently at. Thank you. And uh basically they invested so to speak into a bunch of kids to give them work experience. Uh, and here's a email that they recently got is we regret to inform you that due to a shortage of work-based learning funds, the work the youth at work participants who are currently placed are unable to continue the workplacements. We
understand how disappointing and unexpected this news may be, especially given the commitment and effort each student has shown. Please know that additional funding has already been requested from the county and the team remains hopeful that more resources will be approved soon. If new funds become available, they will reach out immediately and invite the affected participants to complete their enrollment and resume their work experience. For now, participants last working day was Friday, November 14th. The final time sheet must be submitted, etc. Uh this is to me it seems like a a rob Peter to pay Paul because they're saying that if the county gives them more money they will commit it to the kids u and for them to get more money from the county they need more districts to jump in and I know several
kids who they were promised 100 hours of work experience they trained for 20 hours and now they're left with wasted time so to speak and also the teachers who were mentoring them uh have not been paid for. So my concern is I know this is for the adult portion of it at adult debt but if we're committing to a program I believe that it needs to be fulfilled and they've already demonstrated to me that they they're not fulfilling their obligations and I don't want to be on the hook for something they they are unable to do. I appreciate the fact that we want to give internships to our adult learners also but I think it puts us in a bad position if the company are endorsing is unable to fulfill their obligation. >> Thank you.
>> Mrs. Flores, >> is there a different company that we can contact for [clears throat] the service? >> Yeah. Um, and I I appreciate uh the sentiments shared by uh Mr. Peterson. Uh we've reviewed this as well. We've heard about recently the the the uh disappointment in in the youth not being able to be paid. And in investigating this um some of the asurances provided to our adult education staff is that there are funds earmarked for specifically adult learners and henceforth the level two approval that we're seeking uh we have withheld from seeking the level one approval simply or because primarily this new information that came to light and it was helpful for us to understand um that there were funds no longer committed towards high school age students. So um we think this is
promising for adult deadad students. We think there is an element where they're giving their volunteer time in for example in the medical field and volunteering in in their medical terminology class in a hospital setting and this may provide some of those u funding for them to be paid for their their time instead of volunteering. >> Is there any financial obligation on the district's end in terms of uh entering into this particular contract? No, there's not. >> So, with the contract that's signed by the participants, we're under no obligation to them in fulfilling the obligations that are listed on the contracts. [clears throat] >> To my understanding, I don't know if our team has any additional insight on this, but it really is a benefit to our students. It's a per use for our students. Um,
I don't know if there's any particular type of commitments our students need to provide beyond what they ultimately sign up for. Some Oh, do you have something? Mrs. Sorry, >> just confirming what Dr. Kim has already shared. >> Okay. Um, so maybe so for more clarification for me. um for the adult learners in the particular programs that would be um impacted by this, they are they already at the adult ed location doing some type of volunteer or internship or that would be something that's kind of built in and then this would potentially I guess supposing that there would be funds um be a way for them to receive pay for the work that they would be doing regardless. And even if this were to be unfunded in any case, they would still be doing that
same work. >> Correct. This is a value added component piece. This is not going to change our programming for our students. It's not going to change their experience. It really is that value added piece for the for them. Um it it is alarming. Obviously, we want to be um conscientious that if um to Mr. Peterson's point, if we are committing to something, signing up for something that we'd see it through. And we feel fairly confident that our staff has done that homework and that they've they've communicated the organization that there are funds remaining for adult level learners and they have admittedly said that the funds have dried up for the high school age learners. additional discussion questions. >> The problem I see with them is that when they signed all these kids up, they knew
what the obligation was. They knew how many hours they had when you do the math. And someone did some bad math to where it dried up. It's probably about a month and a half in. >> But now what you have are kids who are now committed to various programs where they said they're going to be volunteering and they've invested their time, their energy, their off hours to go and get this work experience. Although it is work experience, but now they're not seeing the fulfillment from the obligation from this company. And that that's my big issue. I don't have a problem with with paying our people, but I just have a problem with the non-committal or nonfollow through >> of this specific, you know. >> Yeah. >> Whoever is in charge of this, >> Mrs. McGuire,
>> um I think when I was kind of looking it up, trying to figure this out, uh part of the problem is uh it's a f it has a a high percentage of federal funding. So, as things, you know, change in our federal political environment, uh, the funding that comes to Ajac through Rioa, uh, is drying up or being diverted away to other sources. So, I'm saying that say I don't necessarily think it's like AJC in LA County. I think it's how funds are coming in from the federal government. And I don't it does not appear that they have anything to do with that, the actual agency. So perhaps they thought they had money that was then diverted away uh due to a variety of different reasons uh and reallocations federally. It may make sense
to um I guess strike while the iron is hot and if they have money in a pot that we could possibly use to the benefit of our students, accept it um and then hope it doesn't change. But things are just rapidly everything's changing every day. Mr. Rose, >> I have a question about [clears throat] about this here. If if we don't have enough funding, do you have a plan B plan B in place to continue the program to reassure us that um we will continue to have that program or what? >> Yeah. Uh yeah, just to reaffirm again, our our our programming for adult students through these courses that we offer will not change. We have our regular programming. Our students are benefiting. We think we have an incredible program. Um as I mentioned, this
is really the value added piece. We think it we're hoping that it attracts more students to the adult ed program. We're hoping that it maintains or retains students in the program. Uh but again, it's not going to we're not going to lose out on the programming and the value that we already have within the adulthood courses. >> Okay. >> You know, with that that we're hoping to attract >> so we attract and then we're not fulfilling the obligation once again. Who's that coming back on? >> And that that's my big issue is just >> Yeah. I Yeah. I I share Mr. Peterson sentiments. I mean, obviously very disappointing for the high school students that took time and effort to find a program, get integrated into a program, and then come to find that they're not
going to be compensated the way that they thought they were. It sounds initially like that is a unique difference between the high school and the adult ed experience and that the adult ed experience, they're already having to do that and they will be doing that as part of their program and now maybe they'll also potentially get paid, right? That would be the plan, of course. But I do agree with kind of the the wanting to attract and advertise to future students component because I think it's one thing for it to be a value added to current students where you're here and now maybe you can actually get paid and that's a great benefit to you as a student. Um and even if the funds were to dry up as maybe did [clears throat] at the
high school level, it was the program you were already doing anyway. Um, so I kind of feel like in terms of the advertising component, in terms of the attracting, you know, I don't know that I'd feel comfortable with having students be under the impression that they are going to join because there is funding and then come to find out that there's not that component. I think I also have some reservation around. So I think that kind of comes down to like a messaging, right? I think as an as a contract itself, the opportunity to provide pay through this program for students that we already have and the work they are already doing, I think that's great and I think I would support it for that reason. Um, and I think it comes down to the
communication of how that applies to future students and things. >> Mr. Rose, >> I forgot how long the contract I forgot. I can't remember. It would start tomorrow and go through June of 2027. June 30th of 2027. >> Right. >> Yeah. For time purposes at the high school started in October. We're three months in. They're already done. So that's the problem. Once again, that's the problem I have. >> I can see the positives, >> but I just think the negatives outweigh the positives. >> Yeah. Okay. Any additional discussion? Okay. All right. Mr. Rose, >> I want to um I want to talk about Peterson's comment just now. I just want to know if you have plan B in place, you know, to assure us that we can have that poking money running up and running.
>> Well, my understanding is that plan B essentially is they would continue in what they are currently doing, right? These students are already enrolled. If they are present, they are already participating in these types of internships or volunteer without pay. This would potentially give them pay and if that were to go away, they would just resume in their volunteer status or intern. This is just a perk >> a bonus for them. >> All right. Not going to run out. I mean, >> so if they're involved already, then >> that's my concern. >> Yeah. >> All right. >> Yeah, we're we're not aware of any separate plan B. Um we I don't know of any other organization that provides something like this for adult students. We can certainly research that and find out if there are
other opportunities out there as well. Did they give reasoning on why the funds dried up on the high school side or just said, "Yeah, that happened." >> I'm not aware of the particular reasons. I don't know if any particular reasons that were presented to us or shared with us. >> I think it's first come first serve and there was an abundance of students and I don't think they anticipated the number of students that would participate. Yeah. Okay. We'll go ahead and call for the vote. Mr. Rose, >> no. >> Mr. Peterson, >> no. >> Mrs. Magcguire, >> yes. >> Mrs. Flores, >> yes. >> I am also a yes. So, pass 32. And that will now bring us to skipping a page here. Uh, that will now bring us to our board comments. We'll begin
with Mr. Rose. Thank you. Last Saturday we I [clears throat] mean last Saturday we attended Yeah, we can we attended Glendor Parade. It was Dr. Kim, board member require board member Peterson and I went on and it was fabulous. It was a very positive, very festive um atmosphere and um I think it was great that we represent represent Choke Unified School District. People on the parade recognize the house we were we were in the schoolhouse we were in and thanks for for the the house that we've been in parade and we can really display our commitment to education. It says the ato unif district and with the bell ringing in it is fabulous. It's great parade. Good day sunning. It's good weather here. Congrat congratulation the band high school band. The back of back gym
is amazing. What a what a commitment this kid did in this program. Incredible. It's incredible. Congratulations to the band and I wish everybody and merry Christmas and happy new year and happy holiday to everyone. Your teachers deserve the break. By tomorrow they should be the last one to uh leave campus in good spirits and wish all the teacher and staff a blessed holiday. Board members enjoy your holiday as well. be safe and looking forward to seeing you back in January. Thank you. Congratulations to Dr. Aquilars being the president of the board floor be vice president on the board and wish you guys u I mean I'm looking forward to work with all of you in the future. Thank you. >> Thank you, Mr. Rose, Mr. Peterson. Yeah, to echo what Dave said, uh, you know,
the Cavina Parade, it still amazes me how many people show up for that thing. They're lining up, uh, 600, 7 o'clock in the morning to get their seats. Uh, and I believe someone in the room is in charge of it next year. >> I run the VIP. >> Okay. Hook a brother up. uh the uh but to get first place in the uh in the float section was pretty amazing. So, congratulations to the staff who's who designed that and put that through um tonight with all the uh the water polo and the band celebrating and and the young lady with tennis celebrating the student success. It's phenomenal. It's uh that's what it's all about. Um with Joel I really like the nexus he made with the success of our ban is with the elementary school
program that that we brought in several years ago. So, it's good to see that that is that is doing what we intended it to do. So, with that being said, I hope everyone has a safe holiday. Uh get some rest, recharge, and get ready for the second semester. Good luck to the kids taking uh their finals tomorrow and have a safe and happy holiday. Thank you, Mr. Peterson. Mrs. Magcguire. >> Um, yes. As the uh selfproclaimed uh Christmas parade captain, um, build the float. No, that's the next part. I want to thank all the staff and the team for building that awardwinning float. Uh, we had a great time. Uh yes. Uh it was really great to be out in the community both in Coina and Glendora uh and celebrate and see our students uh
and then do 67 with all the kids. So I think that's cool. Um and then Operation Gobble uh Gobble uh went really well in our district. uh the assembly woman uh Blanca Rubio uh was able to distribute thousands of turkeys to our community. It was a great partnership with our school. Um our students were there volunteering, the local police department directing traffic. Uh it was a huge success. Uh and it's always a pleasure to be a part of that. Um and then with uh I just wanted to like speak about the importance of advocacy outside of our school district. uh because AJC and and what we're talking about now in that funding cut uh I don't know if you all heard in the news earlier in the year but as a as a result when
the one big beautiful bill passed job cores closed suddenly uh across the country uh with students actively uh taking job trainings and showed up to school with a closed notice because it didn't receive funding for the next fiscal year. Uh so programs like this, it's important that we continue to let uh our members of Congress and our president know like what we need in our local areas. Uh advocacy is important at every level. But that's why they have offices here in our community so that we can go there and talk to them and talk to them about these very issues. Uh and then the next the next thing is the consolidation of these workforce funds through Make America Skilled. there is a a diversion uh from training high school students to training displaced adult workers.
And so my guess is that's what happened here when you said Rob Peter to pay Paul that probably what happened is the grant funds are to train displaced adult workers uh and worry about the students later. Uh not saying it's right or wrong, but it's saying if you care deeply about these things, talk to your members of Congress. Uh you are allowed to send letters to the president. Uh you can also send emails to the president's office. Uh that is what they're there for. Uh so if these are things that concern you, uh please use your voice and advocate for the things that you care about. Uh after that, I just want to say merry Christmas, happy holidays. Uh enjoy your break. Uh for those of you who don't have to go to work during
this time, um I'm sure that's amazing. And um that's it. >> Thank you, Mrs. McGuire. Mrs. Flores, >> echoing all the sentiments of uh my board members. Um and congratulations to our water polo team and our tennis star. Um it's great to see a lot of those students that attended Bedello and then went on to Royal Oak and are now at the high school. So um just really speaks to the commitment that we have in this community. I also want to thank our community members that are here, Michelle, Kathy, John that you all are never on vacation. Um you do a lot especially in the holidays. So we just want to thank you for that. Um, I know you're you work through your church, through your rotaries, through all of your clubs. Um, and you
provide a lot of services to our students. So, thank you for that. Um, our teachers, thank you. I hope you have a nice break. Please, uh, take the time to just relax and and and chill. Um, I also wanted to recognize a very special member of our team that will be transitioning on to a different district. Um, Dr. Maria Thompson. Uh, you will be sorely missed. I was very sad when I heard the news, but also excited for you. Um, you've been here for years. You started when you were very young, but um, always a a rising star. You were a mentor, a friend to my children and to me as well. So, I just want to thank you for all you've done for our community and for really understanding the importance of taking care
of the whole child, right? Feeding them, clothing them, you know, educating them and their families. and you have a heart of gold and I just really appreciate you as a mom, as a mentor, as a command, as a friend. I wish you the best in your new endeavors and you know, maybe you'll come back someday. Um so just I wanted to just thank you for your years of service and acknowledge your hard work and um you know, stay in touch. Thank you and happy holidays to everyone. uh whatever it is you celebrate, happy Hanukkah, merry Christmas, happy Kwanza, take the time to relax, relax and unwind. So, thank you all. >> Thank you, Mrs. Flores. Um, continuing on that note of acknowledging the many initiatives within the district, uh, many begun by uh, Dr. Maria
Thompson. Um recently I was able to to visit the Kavina Rotaries event that they held at Royal Oak Middle School where able to bring in students uh provide them with gifts, amazing experiences. Um just a huge team from top to bottom. You know, these types of events begun there, but also there's a massive amount of staff now the district has also invested in to continue that these programs going, which is I think really huge and important. Uh not only that, many student groups volunteered. I know we had our drama program volunteering extensively at this event and providing a great experience and singing for the kids and everything and it was a really beautiful thing. Um so thank you to your team of course Miss Roxanna Figueroa and everybody involved there was really amazing and beautiful.
Um the parades of course excellent want to acknowledge Miss uh Saraphiala and her team and as well as facilities for all their involvement and being able to put that amazing float together. Uh looking forward to the next year you know doing it even bigger and better every year is is great. That's how we do it here in Charter Oak, right? Um, great job to all the students on finals. Already wrapped up. Sometimes we have this meeting a little earlier, but you know, here we are at the very end. And, uh, so good job to all them. I'm sure it went as well as you could have imagined. I'm confident. I'm confident that one more day. So, finish strong. Um, we had lots of holiday performances. Uh, you the choir had a great show. Um, I
know a lot of the administration and board members and everybody was able to attend and and be able to see the the great work that those students are doing. Um, uh, performing in front of a modified version of the set from Holiday Inn, which also coordinated really well this season. Uh, the band had a holiday performance as well. They brought all the groups together. They actually had both Royal Oak groups, a couple of the Royal Oak groups as well as the high school groups together all performed together. Um, that was amazing. Um, so it just kind of really ushered in this holiday season. So I'm feeling very cheerful and jolly. Um, so thank you to the board. Uh, it's been wonderful. Thank you to the executive team. Happy holidays to everybody. Merry Christmas and enjoy
the break. With that, we will go ahead and uh announce our future meeting on January 22nd. It'll be a little while until we see each other again. We do not require any close session this evening, and we will adjourn the meeting at 7:59 p.m. >> All right.
