001Welcome. This is a special board meeting and it's 10 a.m. and I'm gonna call it to order. We are gathered here today for discussion. All right. We're under the discussion action calendar. We're going to be talking about measure C um project application reviewing. >> Thank you for agreeing to call this special meeting for this purpose today. Much appreciated. 002in the back know that the the uh stuff is working and say thank you. >> You're welcome. We received a new application for the measure C 65% for charter allocation from Blue Oak Charter School. Um, this application is for a reduced uh project uh that will be located on their site in Miriam Park that was purchased previously with bond dollars. Um, the application scores more points than previous application. Um, with the correction of my mistake, the last one, 93 points out of 100. The the biggest changes are in the uh number two project plans completed and approved by governing authority. Um, Blue Blue Oak has made steps in the last two weeks reaching out to the city of Chico and the division of the state architect to um secure their requirements for the project. Um,

003and also number three, which is the secured leverage funding. Um, this project is less expensive. With your approval [snorts] of these dollars today, the project would be fully funded and and ready to go. So, at that at this point, I'd like to open up for any questions that you might have. We have representatives from we also have their architects here to answer any questions that you might have. >> Question. Um what portion of what we're doing falls under the um guidelines about when real property or a build or something is purchased that title goes to Chico Unified that it there's there's something in something that I remember from all of our work that says that's what you must do. Sure, that's a good question. Um, the land that was purchased with bond dollars already belongs

004to Chica Unified School District. This project would require site work to support modular buildings that will be leased. So we will not own the buildings but all of the infrastructure that is installed underground will be permanently placed and will belong to school. >> Thank you. I have a question. >> A question. Um so this um proposal it sounds to me like you'll be able to stay where you are through what February and then [clears throat] up and running and then you can just move to the happy place, right? >> Yes, that's correct. [clears throat] >> With the um permanent work the what you you know, the electrical, the plumbing, whatnot. Will has the architect planned for that to be usable for the permanent structure as well? >> Yes. >> I like that. One more answer.

So we worked really hard um Kevin and his team the last couple weeks put together this proposal and feasibility of it. We're excited of all of the discovery we've done that's getting us a little bit further along that we're going. >> It's a great opportunity. >> No problem. >> It's taken us a while to get here, but we're happy to be here and it's taken a lot of thought and a lot of creativity to get a solution that works well. school district. >> Not a question, just a comment. So, I'm assuming that the Prop 39 proposal that was given to you guys by February 1, correct? Um, that you'll you'll decide to make no claim for that Prop 39. And then I'm assuming also that by this time next year, you'll be frantically over to the property and you won't have any doing 39 again. Correct. >> So I can only say that that's under consideration by the board and of course we do not need two locations. That's all that's my best. We're meeting

And what what is it and how do they have to refuse in writing or modify in writing? Just Y please for me the Prop 39 issue. >> So we provided a preliminary offer on February 1st and the next step would be for to respond to that preliminary offer and then the district gets to provide a final offer with the final decision by this blue charter school would be May. Okay, that was like I I couldn't recall what the cut off was for those refusals. >> What is their initial response to? >> Each deadline's a month, right? So respons. So, it sounds like after your decision today, you're having a

008board meeting and you would be able to tell us more about where you're at with the current request and things like that. Yes. >> Yeah. I mean, that's the goal. We have a special meeting planned for tonight. >> Thank you. Boards are kind of frustrating that way. >> We couldn't all be here because then we can't all be together having a conversation. I do appreciate you taking the time and energy. I'm sure it was difficult to come up with this plan in a short period of time, but I know for me at least it gives me much ease knowing that the plan is a little more dialed in and established. Um, of all of our charters, Blue Oak is the one that is most significantly offering a significantly different experience than any of our other charters. And that has been evident from the beginning. I was involved in that first approval and I still believe that Blue Oak gives the community an opportunity um for their kids that we don't offer any other place. And that to me is what is the importance of charters. So I'm I'm happy to approve this and if it works I'm thrilled. I you know, I wish you a lot of success. Um, my grandkids experienced Blue Oak, so I I'm I'm glad that you were successful in pulling things together to get to this point. And and again, you

010know, Blue is offers the the Waldorf that isn't any place else. Anyone [snorts] would like to make a motion at this time? >> Sure.
