001e e e uh oh Sor M oh I was still muted that's okay that's okay take two you ready for me now they can hear me out there I'm sure we have lots of people listening in I'm just kidding okay no no worries good evening I I now call to order the Chica Unified School District special Board of Education meeting and workshop it is June 26 2024 uh just after 4:10 p.m. uh the board will be going to close session at this time and we'll return to open session at 5:00 p.m. thank you e e e good evening uh the board has been enclosed session um we are now returning to open session for the June 26 2024 chica Unified School Board um meeting and workshop it is just after 5:00 pm. um we took

002no action during close session so we'll move on in our agenda uh so we can uh please stand for the flag salute okay um item four superintendence report and recognition so typically we reserve this for school sites and um maintenance and operation and other staff to recognize individuals that are doing great things at the workplace but tonight is a little bit of a Bittersweet evening for us because we have three district office administrators that are retiring and while I will tell you I'm super happy for all three of them because they have worked hard and they have earned it it's really a a bitter sweet time for the rest of us that are left behind because I can honestly say all three are truly outstanding in what they do um I'm going to honor the

003first one who unfortunately is not here tonight and that's David Cole uh David's board is actually the Personnel commission and they are meeting tomorrow so he will be there to meet with the board tomorrow his board um but he has done fabulous work in Chico Unified he is Mr HR he is known Statewide for his knowledge uh probably even nationally especially as it pertains to the Merit system he is also just a funny individual and a fabulous father and a fabulous husband so we want to say thank you to David Cole and John Shepard has a little Parting Gift which we will give to him at his Personnel commission meeting tomorrow and Mike I don't know if you wanted to say a few words or not I was just going to keep this short I

004just want to say David ni Cole has been an absolute wonderful Mentor um throughout my training this year um he is Mr HR I go to conferences with him he knows everyone he's the president of like six boards for the State of California he's just an amazing individual and I I'm lucky to have had the pleasure of you know working with him um I'm in the currently in What's called the Merit Academy doing some training and uh we're the speaker speaking and we're doing this thing uh along zoom and David Pops in on zoom and they stop the whole thing and say hey our president David Cole's here and that is our HR our guy and so I'm just super proud of of you know being part of it so thank you take's computer already

005he's already blushing so David's an avid Outdoorsman and so for our retirees we have a backpack we have uh you know the obligatory water bottle to make sure people stay hydrated a name tag that has U their personal information and the only thing I want to walk away from um this with David Cole is he's the epitome of trust uh we have you're you see in front of you today an agenda item that is the direct result of how much people trust David Cole they may not always agree with him they may want to question him at the end of the day they trust his recommendations as you have before you with the CCA tenative agreement and I think that's a a compliment that all of us would cherish so we appreciate you David we

006know you're watching right now and uh we look forward to continuing the mentorship that's already been established we can add that to his backpack and we'll tomorrow okay aome thank you so David was in the district 19 years and I saw Eileen laughing but he has some of the best onliners when you meet him he's just you think oh he is very straight uh but he's got some he he really does have a wicked sense of the humor so our next individual has been with us for 36 years and I'm just going to ask Ted Sullivan to come right on up as I'm talking about him he has been a teacher he's been a swim coach he's been an assistant principal he's been a principal at Citrus mcmanis Chapman I'm missing onek Park viw uh

007he has been director of Elementary education for the last several years he he is truly our district historian if you want to know something and when it happened you go to Ted uh and the thing I just love about Ted is he is so very analytical I can go with a problem and I really will walk in just like oh my gosh I can't believe this what are we going to do and he breaks it down and he has a solution um and he comes up with something that's very workable he's trusted the people that work with him think very highly of Ted Ted's also a father to two Wonder ful daughters just buy them the house okay just buy the house my daughter's been house searching down in Davis they're finding the prices are

008a little high and I'm just like you're retired buy him the house um so with Ted we lose a lot we lose a lot of history um but we have some wonderful people coming up that he has trained so I just want to thank you Ted for 36 years of your life it's been fabulous thank you very much and we have a gift for Ted as well there you go I love it thank you oh Jay's going to do the picture duties Jay's on picture Duty no easy task get in here Tina come on why am I holding this can hold it his backpack is for travels he's leaving right away for your tomorrow right Tim's leaving tomorrow I'm a couple days later okay make us look good thin okay thinner the better thank you

009and then finally uh Jay marant has been with us for 18 years in the district he has started as an assistant principal became principal became director of second dery and then for the last several years has been our assistant superintendent for Educational Services Jay is one of those guys we all know him as the humor the funny guy I I'm pretty darn sure somebody really messed up at his school in Clear Lake when they did not identify him as hdhd and give him an IEP but um what I think a lot what a lot of people don't know is Jay just hasn't incredible heart he has a huge heart for kids and in particular kids that come from difficult situations uh Jay experienced that himself growing up and the empathy that he has for kids

010never ceases to amaze him and I cannot count the number of times that I've have watched Jay open his pocketbook and buy shoes and clothes for kids that he knows are really struggling um offers with books for kids going on to college I we could go on and on about Jay and I won't but um I will also tell you that in addition to caring about kids in our district and Beyond he's also a wonderful father to his son Blake who is now a teacher in our district and just recently what a week and a half now a grandfather so Jay we're gonna miss you come on up [Applause] and The Crowd Goes Wild you guys sit down now take picture ja I want part of my therapy we one today portrait mode no wrinkles

011all the filter go get one with go get one with the board okay I want wherever you want to go yeah there you go I don't want to get Cera what we have just again a huge thank you to our three retirees and um make sure you tune tune in to our board meetings all three of you for the future turn it back to you madam president um I just wanted to add um a little bit to that um because I have the microphone um take take notes from Jay uh on using your time when you have the the microphone um it's not just Jay but um as an educator you have Ripple effects when you have students who are inspired by you and they go and do great things and then when you're a

012teacher with student teachers then they they go become teachers and have great students and do great things and so these folks that are retiring um and the ones who are moving up in their in their shoes all have have had such an impact on this community and worldwide because of how great that they are and I was really fortunate to um to get to work under Jay um as a teacher as a a pretty young new teacher it was my fifth year when I came to chica unified I had a hard four years before that um just teaching all the different science subjects every single year I was a new teacher and um Jay's leadership along with Erica Sheridan um really helped set set the tone for me as well and um there's just um

013an unbelievable number of great examples in our district of fantastic Educators and um I uh didn't get a chance to speak at Jay's retirement party um because he took the floor and didn't ask if I wanted to say anything I'm just kidding um but what I what I would have said or what I want to say is that um Jay's Jay's one of the reasons that I'm here I mean definitely the reason that I came to Cho in the first place um and that I'm grateful for um the example that you've set for not just me but for for the rest of us and um that we we all can be proud of uh where our students are are going um and the impact the positive impact that we're making on on the world so

014thank you all for your for your time and for being an inspiration [Applause] okay I can't believe I didn't tear up I actually teared up when you were speaking so I got it out of my system such a crier um moving on to consent calendar the fun stuff uh is there anybody who would like to pull something from consent no okay uh do we have uh a motion for consent I move the consent calendar all right second okay we have a motion by Mr tennis and a second by Miss Robinson um and we have no public comment and seeing no further discussion um this is our first vote for the night we so we will do a roll call vote starting with um Mr tennis tennis I Conan I dollby I Robinson I okay and

015we have one board member absent today so um oh do we have to do a roll call vote for all of them I never can remember that rule me we can okay okay sounds good good so um it is four approve zero oppose and one absent um and from here on out uh we will just consider four yes votes unanimous or four no votes unanimous okay now that that's cleared up we'll move on to uh number six for our board Workshop tonight is the discussion action on the draft 2024 25 local control accountability plan our LC cap I'm going to ask Tina Keane and Tim car to come up okay good evening board tonight Tim and I have brought the draft copies with some edits that uh you'll see here in a moment per uh

016but County Office of Education there are three pieces coming to you for approval tonight the first one is the budget overview for parents the second second is the annual update from last year and the third is the 2024 lcap for next year if you could uh please click on the I believe it says edits required thank you uh Tim's going to go over some of the edits that we made every year it's quite common and customary for us to be working with our lead at the but County Office of Education between the time that we brought the draft to you and now she has reviewed it yet again with some edits that um have been requested of us so so we can make sure that all of the template pieces are addressed we uh work

017collaboratively with them and we um we trust that what they're telling us is what we need to put in there this is a new template with a three-year cycle so there have been some new pieces that were new to not only Tim and I but new to them as well so um Tim will go over some of the edits here as Tina said um earlier each year we send off our lcap at various stages of development to the county office um This was um post uh our first presentation to you all um and this was the feedback from the county office in addition um typically we asked for additional edits um usually in August that we bring to the board in September they're very very minor typically um but I'd like to go over the

018edits and the differences between the document that you see uh tonight on the agenda and the document that was presented a couple weeks ago um number one in the annual update um there was some missing uh data um measuring the outcomes of some of our metrics and you can see those there any questions about those okay in the actual lcap itself as Tina stated um this is a new template a new format for the lcap and um we were learning as well as the county person who is assisting us and monitoring us um as we went um so you can see there's um we added um intended lcap actions specifically supporting our lowest performing student group groups um I'm not going to read that whole part for you but this the spirit of this is

019um we are required in the lcap to um address our lowest performing student groups with actions and attach metrics to those actions to evaluate our progress towards um improving the the student group's performance um that's always been embedded in the elcap process it it became much more robust this year and in this lcap cycle um you'll see a lot more metrics and a lot more um attaching those metrics to to actions so we can evaluate our actions on a year-to-year basis for their effectiveness and see whether we need to modify cut or add to um what we're doing to address address those areas so if there's any um is there any questions about the changes to the elcap I don't have I don't have a question question but isn't there a typo in the second

020bullet added medic uh middle school dropout rate data 44 there is yeah and this is um not copied out of the LC cap so the LC cap doesn't doesn't reflect that typo but thank you finding those are my specialty we app appreciate it a lot thank you okay with that we're um asking for approval of the um 2024 25 yep I didn't expect you to go so quickly into the asking for approval mode um you're right um in that the the new template changed things for those of us that um reviewed it I um I was impressed with how the new template tends to um identify what they're uh treating to and then why what they're suggesting they us the school board and the district are authorizing and and what it's expected to do and

021when um I like that it's um uh it's much easier to follow when you are trying to decide whether or not we've treated to all of the concerns that have been brought before us during the year and with the input of the meetings the students the parents um um was there another group I guess there were several parent groups that's that's what I but um it was much easier to go back as I did um after I found thank you Tina um the input from the parent meetings well and the student meetings it is in there um and I was at several of those meetings and the notes were very reflective of exactly what I heard when I was there so when I went back through I was what I was looking for was how

022much of the parent input student input was reflected in actions being taken in this next year and I I was disappointed initially that um I things seem to be missing and then I got reminded Kelly Staley that you can't put things in the lcap might be a good idea but can you fund it and if you're going to fund it what are you going to take away from what's there in order to do that so it has to be a balance acts of prioritizing what you've already decided you're going to fund because of all of the evaluation that you've done on how effective the 2223 lcap is being because we were still in the process of living with 22 23 no 23 24 excuse me made that mistake a couple of times too um the

023end result is just complimenting how um if you get down to actually digesting what staff and uh others have put together in these meetings um very comprehensive seems to um hit the nails on the head for so much of what's in there and treating to the um big push to continue to support our unduplicated student groups to bring the gaps in um their functioning up narrowing the gaps I don't understand dashboards so I'm not even going to go there thank you I'm sure there all you know quite representative of what we needed to see what I do have is um suggestions on a couple of things that I saw in the input area from parents um that I didn't see reflected in action um and I didn't see that any of what I was seeing

024were things that would cost money so that was my my first criteria is could you do this and have it not be you know a cost prohibitive thing the first thing was um some desire on the part of the special dead parents to um be more um handson with getting our our special ed kids as as they mature into junior high and high school more experience with taking a look at what the real world's going to look like jobs budgeting um it was mentioned in several areas but not in specific reference to specialed and I did see specialed parents indicating that that was you know something that they were interested in because as kids age out of special ed with the school district there's not a lot of support out there so if we aren't

025doing what we can to give those students skills um and some of them are are you know um very high academic but very low social emotional students that those needs SP uh particular attention in those areas so that's one thing that I would like to see as you begin uh writing things into next year is you know take a look at what you can do there um the other thing was the um using restorative practices on a lot of our discipline issues and yes it was mentioned but I would like to see it um highlighted and um a more robust look at how you can use those restorative justice um guidelines within service and other things and it's already that was mentioning those as part of inservice training but um I'd like to see that

026become a bit more of a focus um other than that I it it's just just um it's overwhelming as a board member well me speaking for myself to look at what we have put together that we are attempting to deliver to all of our students every student every day um it's significant I think we're doing a good job I think it can be tweaked with um some targeted inservice which I know is a problem because we don't have a lot of days but um keeping our ins Services targeted toward the things that are most important for our unduplicated kiddos and other than that I'm thrilled to vote Yes to approve this thank you um I don't think we have any public comment um on this item and um seeing that there are no questions for

027clarification um we have a motion I Believe by Mr tennis to um approve the LC cap I just heard him say so moved so unless something we have the um budget over rview for parents the annual update and the lcap itself okay three of them you've already explained all those they didn't have any corrections there was no Corrections on those from from last the annual update um it's not being projected anymore but we did have two um uh revisions from the county from the last time we we were here um discussing the lcap the budget overview for parents is a uh abbreviated uh version of the money side of lcap that's meant to be more understandable for parents so the money matches what's in the lcap itself all right U please help me formulate my

028uh motion please uh I'd like to approve or move that we approve the overview the budget overview for parents annual update for 2324 the annual update for 2324 and the 2024 lcap and the 2024 lcap I'll sec I'll second that okay um we have a motion in a second do we have any further discussion no just sort a appreciation for all the work that goes into it and for um another year of increased I think increased um Outreach and input Gathering From stakeholders um I think we've improved every year um how much input we're Gathering which means more data to process so thank you again for those efforts so um in closing I just wanted to thank the ed services team because really this is elcap is an expression of all the um conversations that

029we have over the course of a year so me and fiscal we're just really putting it into a format that um the state wants but those conversations are already happening it's ongoing it's ongoing um Al also like to thank my team and others who have helped um Jen McCall and K D in the data World um chase shali our community schools coordinator who's also an excellent writer um helped out a lot um fiscal um is excellent to work with yeah bcoe Janette Spencer at bcoe is a wonderful to work with always very helpful do they use these L caps for door stops down in Sacramento or do they like pour over them and like really care what's in them I'm curious reallying not okay the state oversees the county office so the state's looking at

030the county office's work yep um we were unanimous last time so all those in favor of approval please say I I I uh it's unanimous it passes thank you thank you thank you thank you again are you up again wait you on to the discussion action calendar uh under Educational Services number one is uh 711 is informational for the fall 2024 California school dashboard local indicators right so every year in um June along with the lcap um the state of California requires us to present um our responses to the state required local indicators um that will be displayed on the California state dashboard when it comes out in December and so you're familiar with the state dashboard and normally what we talk about is hard metrics uh English scores math scores suspension rate etc etc

031um to address the other priorities in the local control funding form formula put forth by the state um the state requires us to do a a self-reflection um inhouse uh on priorities that are that are not measured by by the harder metrics that I just mentioned and so the the local indicators um the document attached there is essentially our Reflections as an educational services team on our progress on things such as topics such as um implementation of Standards um facilities uh teacher credentialing um student access to a broad range of courses and um stakeholder or Community partner um input um the state uh doesn't look at at these results um and and rate US um we are seen as meeting the criteria for these indicators on the dashboard by completing this self-reflection form and this

032is an informational item um and I'm ready to take any questions regarding those local indicators I don't have a question but I I do want to comment again that somebody's doing a better job of setting these up into a more userfriendly document I'm going to uh give um and Chase chabalier are one of our resident English teachers um I used to think I was a decent writer until I started working with Kelly and John Shepard and Chase the former English teachers so um I he helped out a lot with this with editing etc etc so um and then also the format has gotten better yeah okay so with if there's no questions that's all I have for you I I do have a quick question um just the rating from Full implementation to full implementation

033and sustainability on the um self-reflection what what are you looking for to say it's sustainable or sustainability we're we're really looking at sustainability as we've been implemented a while um we have times for we have Incorporated those into professional development um time um essentially that's it time time following the implementation of uh a curriculum and the initial uh professional development around that um and then living with that a while and continuing to provide PD what had caught my eye was the Next Generation science standards being kind of a lower rating on average than than the the rest and then you know just the room for growth on all of them yeah we we're hesitant to give ourselves the highest rating on anything and in particular those standards that we the curriculum was adopted um after

034um English and math in at most levels thank you okay thank you uh this is informational uh don't think that there's any public comment on this item uh so with that we can move along to Business Services uh 2 point Sorry 6 point Sorry 7.2.1 is discussion action for the original budget for 2425 yes so this evening um I'm seeking approval from the board related to our budget for 2425 um after the public hearing last time there was no suggested changes and if you hadn't heard there was a budget deal reached at the state level this week um Sunday or Monday so we anticipate um signage of that by Governor Newsome by Friday um statutorily so no major um changes in the reach deal uh we are going to get the fully funded Cola um

035he is going to declare in a fiscal emergency in order to tap into the state Reserve um for education and he did agree to what's called a maintenance factor which is we're underfunding schools now but your guaranteed payment later and so those funds will come in in 2627 or 2728 is the anticipation right now based on state revenues um so at this point um no changes to the budget that's not to say that when the state legislature comes back in August that there isn't trailer Bill language that may make adjustments to the state budget um for 2425 and at that point we'll take those into account as we update um the budget for first interim any questions from the board all right seeing none and no public uh comment this is discussion action so I'll

036ask for a motion I move approval of the original budget I second okay we have a motion for approval of the 2425 original budget and um by Mr tennis and a second by Miss conin um any further discussion seeing none all those in favor of approval please say I I uh it passes un ly thank you uh item 7.2.2 discussion action for the 2425 education protection account EPA yes EPA education protection account um this came into effect in 2012 again it's not any new money to the district it's just to set aside essentially within our local control funding formula it's estimated to be about 27.5 million and we will per statute use that exclusively on teacher salaries um there is a provision that says it can't use on admin and we will follow that provision

037um and that goes to teacher um salaries and no change from the meeting two weeks ago okay thank you okay seeing no questions and no comments from the public um do we have a motion for this board I move wait a minut look at the wrong thing here never mind what item number is this uh 7.2.2 under business services oh it threw me off is that we've got another original budget underneath that so that was very confusing okay uh I move the 2425 education project protection account I'll second that motion okay we have a motion by Mr tennis and a second by Miss Robinson any further discussion all those in favor of approval please say I I it's unanimous uh item 7.2.3 under Business Services is another discussion action item for the 2425 original budget

038reserves disclosure yes so this item is tied to original budget but this is our reserves disclosure so once a year we have to substantiate any reserve that's greater than 3% which is for district our size the Mandate um from the state of California that 3% Reserve is 6.5 million um to be fiscally prudent and to be able to make payroll which is over 14 million um every month um we do have additional reserves that have been set aside and that form is attached to the agenda item to substantiate the additional 14.9 million and that's no changes as well um related to the meeting two weeks ago seeing none in a public hearing questions like it looks like no no further questions no comments from the public so we'll move into a motion I move passage

039of the 2425 original budget Reserve disclosure I'll second that motion okay we have a motion by Mr tennis and a second by Miss Robinson any further discussion board okay um all those in favor please say I I I it's approved thank you uh that was unanimous and then um under Business Services item four is discussion action for the bid approval at Chico High School roofing project right so we are looking for boat approval for the uh Chico High um roof project that went out to bid in early June the bid was awarded to Rua and Suns mechanical out of Roseville and they will be starting the 1 of July upon approval and real quick Joe can you speak to the safety concern related to the roof at Cho High JY yes so with this comes

040a very significant safety issue that we have and which used to be the old front of the entrance that they've changed now it's to two foyet there used to be a main entrance that are between it there which is actually a storage room now and it's got a significant leak that it's going into where electrical boxes are and where where the stuff is stored plus it uh it comes up with also basketball season and when we have basketball season and we have a rainy day and the gym leaks we have safety concern we end up having to move from the big gym to the small gym which is a newer facility and it just becomes a safety s situation that we're very uncomfortable with um due to the leaks in the in the gym itself

041the electrical room um we have significant problems in that area so we're we're looking to get this done for the safety of our children and then also we're looking to get this done to make it a a better facility for for everybody well I mean a leaky roof you know in a gym is no good we've got the money to do it right now and our competent staff is recommending it I think that we should uh move forward starting Monday yes or sometimes competent staff I no relativ make I'm gonna make a phone I'm GNA make a text message as soon as this if it if it does I have a question you said the Lo responsive bidder was who's getting the contract what was that lowest responsive bid that lowest was 898 248 800,000

042change okay thank you yeah thank you there was like that not very much additional right context in the agenda right usually we get fancy drawings and stuff maybe next time next time promise thank you I love looking at CAD drawings uh great any other questions from the board that sounded sarcastic but it wasn't actually I do it a lot for for lots of reasons um great so seeing no further questions and no public comment uh we can move into motion um I move approval of the chico High School roofing project I'll second that motion all right we have a a motion from Mr tennis a second from miss Robin any further discussion board let's get her done uh all those in favor please say I I I I it's unanimous it passes s that text

043message thank you and before Joe leaves I want to give him a huge thank you we had HVAC systems all over the place flying through the air yesterday seriously today there were helicopters Yer downtown today um and that that was all Joe's work there so thank you for making that were there in helicopter like all there wasn't just me there was a lot of moving Parts a lot of people that put a lot of work in too so there were actually HVAC systems flying through the air today that wasn't two days it was 105 of them they helicopter yeah that's amazing on the top it wasn't just a figure of speech cuz that definitely could have been it could have been but it wasn't it was real it was real for sure that is like

044actually news said so I was going to say that's newsworthy good good glad to see it thank you thank you there was an article on uh Joe was interviewed by Action News now so actually it is newsworthy was a great article and you did a great interview fantastic yeah that's always fun next up uh discussion action for ab2756 public disclosure documents for tentative agreement yes so um the next agenda item that you'll be seeing um John Shepard will be discussing related to a tenative agreement with our classified Union CSEA part of the requirements of of that tenative agreement is that prior to approval of that tenative agreement that the disclosure both financial and non-compensation items be disclosed so the attachment um that is with this agenda item Eric do you mind bringing it up just

045the one that says public disclosure yeah so right now um csca from a financial perspective um has the same agreement with cuta it's a formulaic salary schedule increase right now the estimate for next year is 0% % based on the way the formula ends um so that's why in this document you can see on the screen year one um and is zero essentially so it has the cost prior to the proposal and then the following columns are all zero because right now we anticipate a 0% salary schedule increase for next year um but there are non-compensation items and I'll just list them but I think John will go into them um in Greater detail related to the TA um that CA will be receiving so there was new layoff language um related to our class

046staff regarding March 15th so our TA now reflects that um juneth was added as an authorized holiday as well um the top three ranks which don't necessarily mean top three people but top three ranks will be um utilized in our recruitment process and additionally there's been a lot of work um related to the work day immediately prior to the first day of school being a classifi a unified classified U professional development day so so that there's been a lot of work with that so I'll let John go into the details on that um but this is the disclosure of what will'll be coming forward in the TA and the next agenda item questions about sorry so you need to approve all of this before we before we yeah you have to approve the disclosure typically

047it there be Financial impact and you'd have to approve the financial impact prior to the actual ta okay but yes I'm looking for approval any further questions board all right and no public comment we'll move for a motion I move the approval of uh the ab2756 public disclosure documents for tentative agreement with the California Schools employee Association chapter number 110 I'll second that motion okay we have a motion by Mr tennis and a second by member Robinson any further discussion board hearing none uh let's do a um just a Voice vote all those in favor please say I I it's unanimous it passes thank you um moving on to Human Resources um we're under 7.3.1 discussion action for the California School Employees CA tentative agreement thank you uh board President we are extremely excited to

048bring this before you um every year we sit down with our bargaining units and if it's a a non-compensation year when we're trying to figure out how we can improve uh working conditions for employees and also strengthen the relationship between the union and Chico Unified often times we take existing M us that may be in one year of existence or two years of existence and we talk about those as if we either need to refine them and come back and have them um back in the shape of anou a memorandum of understanding or if we're ready to take those M us and drop them into contract language so just for the Public's understanding that's typically the process in addition to that process so most of what you have before you and I'll go through those

049in just a second um in addition to that some people may be wondering why we had a three-year wage agreement with cuta our teachers um certificated Union um last year and only a one- year with our classified School Employees Association and essentially the um well called the mothership um Sacramento wanted our um agreements to align and so the the Bing units bargaining units would be coming to the table at the same time um for the same revenue streams so to make that happen we had to um embed a 2-year uh compensation agreement in this ta so that's why you have a 2-year versus last year we had a three-year the cuta so just to succinctly go through the um tenative agreement and Mike Allen may join me at the podium just if there's some clarifying

050questions or probing questions if you have those as well so as you can see we're just going to go through through these numerically um the first section is some language that's been an existence inou form uh related to wages and essentially here we are trying to um recruit when we have situations classifications where it's difficult to uh to bring people into the interview room so that's the um language related to wages in article step in on that is really to clarify the process of when we can recruit at a higher step or um lower them down when we don't have a problem of recruiting so um it was clarifying so everybody's on the same page with that so thanks Mike the next one article four just clarifying the language related to March 15th as everyone

051knows uh that additional or that uh spec specification was implemented this year um that we had to notify our employees by March 15 so the strikeout language is what we've had in the past and we've added in the uh most recent changes to legislation Mike anything you want to add on that one no it was just was 45 days but it's matching the um cuta um and certificated so we're matching up with that and so March 15th is now the deadline for for layoffs so and the same 4.1.2 notice you can see there is the same type of change and under Article 5 we added the juneth language to the contract that wasn't in there before and then under 5.1 5.2a in the event of a national day of morning for the death of a

052current or former president we wanted to be sure we clarified exactly what will happen it's always been kind of a knee-jerk reaction in the past we've had to decide within a week of what we're going to do and and we all agree that that makes it very difficult for payroll for people planning and so we wanted clarifying language in there for that one and then 6.4.6 is what jacine was referring to we're talking about ranks Mike you want to talk about that one a little bit Yeah so basically um we identified the ranks and it gives a little more flexibility um for um us hiring um to be able to see um candidates um that are from either in internal or external um and just identifies what is rank one what is rank two and

053what is rank three very specifically and I think it gives um a little more flexibility in in hiring and just to add a little more to that this was one of the M that we really wanted to be patient with before we put it in contract we wanted to make sure it met the needs of the employees as well as made it manageable um for our interview panels so we waited a little bit longer before we were able to embed it in a tenative agreement if approved and then under article 9 we have training uh everyone has been clamoring for training more opportunities for training we even talked about it earlier today how we can be sure that're providing um ample opportunity for our classified staff to be trained so we developed some language here

054to be sure that we include classified staff in input on training topics that we clarify expectations for for training uh moving forward and we we started this last year and received a significant U appreciation uh we being ed services and classified Human Resources receiving the appreciation yeah I think it's one of the things that our classified folks have been really wanting is more training and so um kind of mirroring what the certificate it does um the day before school we'll have a training um and I'm excited because at this time we all also mirroring um what this certificate is doing is that we're bringing in Dr Greenfield I think it's very exciting and they will um hear about you know culture building culture and climate um in the workforce so I think it's I think

055it's right up to Alley and they get exactly what the teachers are getting so I think it's a good move and as Jaclyn already explained we are trying to mirror or we are mirroring the uh formula for compensation for classified can I answer any questions there's a lot this has been a work quite a work in progress yeah yeah it started with uh you know Jim henlin and David Cole um working together with CCA and then we got to take it over and so we're kind of standing on the shoulder Giants right now so it's it's good that we got it through that's great I have no questions does anybody else have questions I'm formulating a question but I'm I'm reading these so I'm on the um what happens during the second secondary non-student day

056um it looks like the language excludes um instructional Paras yard supervisors campus supervisors on secondary school campuses and all 12-month employees including office staff are excluded from the the dropping of that day so so are those classifications losing one work day per year nobody's losing a workday per year um nobody loses a workday um basically what well they're moving the work day so it was a a non work day it was a non non student day right and so we move that to for the training day in the beginning the so we change calendars to reflect that that day being moved to before school and they don't have to show up on the non-student so it's substituted with a an in service yes got it okay I'm done part of what I have to do

057is watch everybody else's faces and see if there there's their gears are still turning on questions but it looks like we're ready to move on so um there's also no public comment on this item and uh therefore I will ask for a motion I move item 3 point six point something sorry 7.3.1 uh the California School Employees tentative agreement I'll second that motion okay we have a motion by Mr tennis and a second by Miss Robinson any further discussion Bo just a big thank you to you both as well as your predecessors for all of the time and work and um and the folks that that negotiations take place with because it's a lot of work and for most folks it's a lot of extra extra curricular curricular work um so very grateful for everybody's

058time I will say cssea did a great job their the relationship with them is very good right now and it makes it fun and easy so thank you it's um it's really refreshing knowing how many kind of dysfunctional relationships exist not just in the school realm but also just in the state union realm or private um and it's always been really nice for me to kind of smile and Nod and say well chica unified has figured it out and it's pretty great so I just would love to see that continue on and on all right um I think we're ready for a vote uh so uh let's do uh just a Voice vote all those who are in favor of approval please say I I I it's unanimous thank you thank you thank you all

059right moving on to um 74 one um under the under board discussion action for the Chica Unified School District governance handbook so the board has in front of them the governance handbook that we updated last year uh this was sent out to everyone I did not receive any changes to it so if there are no changes we can go ahead and move forward and accept that we'll change the date and nothing else um last year um Tom Lando made a major concession to me uh on the uh mission statement um you know I was grousing that you guys had taken out the year previously uh statement oh something about uh how we were preparing them our our students to you know compete in uh you know in the world you know you guys didn't like

060the that sort of hostile tone of the idea that that our kids were going to go off and compete whereas I thought it was a really legitimate use you know phrasing um and so in response to that last year uh Tom Lando suggested uh some slight verbiage change in here um oh contri you guys had put in that they would merely contribute to the community you know in in the complicated World whereas I thought compete was more like what we wanted to kind of be ready for you know and uh and and Tom came up with I think a confidently succeed in a changing Global Society so I really appreciate um that and the fact that you guys all approved that change last year and so I'm just flying high on that and so excited

061to move the board handbook this time around you know yeah I I would add um keeping in mind that um at the end of this year there will be two open seats and new board members and it will be up to them to decide if any new changes need to be made I'm comfortable with our board handbook as it stands um so if there's no public comment on this I am happy to take a motion uh I move approval and and I I also think we should um maybe I ask that it be recorded in the minutes that we hope that the subsequent Boards of of uh trustees will will see the value in this revised you know mission statement uh Doby will second so I have a motion in a second um any further

062discussion all those in favor please say I I I it is approved to move on until the next round thank you uh let's see lost my place just kidding uh item two under board discussion action for the proposed 2024 25 CH Unified School District board adopted districtwide goals and mission statement so this is somewhat repetitive because the board just approved the elap which really is the goals for the district uh but each year we like to have board adopted districtwide goals and those are in front of you they do directly correlate to the lcap so I would ask approval from the board for our district board goals goals where are those enumerated I'm sorry yeah yeah yeah okay yep yep yep thank you it's not in in the back of your packet if you un

063think it's like third to the last if you undo the alligator clip so I have a question for you Kelly um and I kind of have asked this before or I've alluded to it but when we when we have our l cap there are elements missing because the l cap also talks about that local control funding um so it doesn't really outline the facilities updates that we have goals to make in the master plan um and maybe doesn't like speak to um campus culture or District culture or um you know it does it does in terms of like professional development collaboration in a bit a bit but um I just I I'm wondering if there is room um at some point to consider at least pulling some of those elements into to the board goals

064um in terms and then and that can you know be reflected upon throughout the year and in our self- evaluations and um superintendent evaluation in the future what are your what are your thoughts on that so I think our our major goal obviously is to educate students at the end of the day and when we go out and we ask for input we really do get input into we hear about facilities issues and if they are truly impacting our students and their achievement it does get reflected um Tina and Tim have been really good when they've been going through that they recognize that there are other funds that pay for things and when they did the lcap at our last meeting they delineated these are things that are paid with elcap funds but there are

065so many other funds that go in to do all of the things that we do districtwide say there's probably two areas that um maybe are not reflected specifically uh in these goals and you know one would be facility renovation and um the other two a little bit lesser extent really would be on the M side um but if those issues do come up and they come up over and over and they're pervasive then we end up addressing them through our lcap because it impacts student learning it's not always just the the lcff funds are there any other questions from the board for staff and no public comment okay um do we have a motion on the board goals and mission statement I move that we accept um the board goals along with the mission statement

066I'll second that motion okay we have a motion by Miss conin and a second by Miss Robinson uh any further discussion from the board okay hearing none uh all those in favor of approval please say I I I it's unanimous uh we can move on to the next item which is item three under board discussion action for the proposed 2425 board Workshop calendar topics liaison and board member assignments so here's where it gets a little more chaotic so each year the board is uh has the opportunity to select workshops and that's topics that they would like to learn more about and it's really specific to what the board would like to know more about um things that are happening within the within the district uh we did have some items that were submitted uh both

067staff brainstorm on some items that would be good to do workshops on board members have submitted things that they would like to learn more about um we have uh board Leons that work with us to make sure that whatever staff is presenting is exactly what the board members want to hear about so we try to have two board Liaisons for each Workshop topic and then they work with staff to develop that board Workshop so this really is um your time to direct staff work not that it's not always that time but uh this is your opportunity to decide what you want to hear about I don't know about everybody else um I reviewed the proposed list of topics for us to brainstorm on there's quite a bit of overlap with my own list that I've

068brainstormed on um and I don't really it's always it's chaotic a bit this s this session is um you know do we want to pull up just a fancy graphic organizer that's on the board already I just looked up and saw it um and uh yeah maybe just talk about what some of our um ideas would be um with the uh again the acknowledgement that there will be two open seats this election and so there will be two new board members um after uh the November meeting and so um you know if there are things that are either timely or that certain board members who won't be in their seats anymore next year would like to still participate in before the election um maybe prioritize those for the fall um is there anybody who wants

069to jump in is your microphone on no did you want to there go and know which three jump out to me the most okay um student school safety and student discipline including harassment and bullying um special education update in um Career Technical education update um nutrition's not on the list yeah nutrition's on my on my list a deep dive on nutrition um which was it's been kind of an ongoing discussion and I think some yeah I mean that's what I meant to say is that nutrition would be on my list but it's not here on the um suggested topics we can absolutely add it it's like you guys don't even care about nutrition at all well on my list it says Deep dive of nutrition so that's what's important is if the board so I

070would take off I guess in that case um one of mine since I only have till the end of the year um Can somebody explain a little more like uh the human resources practices I guess I'm not exactly sure what usually it's my understanding when that's been presented in the past it's been about process and also been um a little bit of a clarification of the Merit system because that's always difficult for people to um to navigate to understand it can truly be whatever the board wants it to be so the board lay is on would work with staff to say this is what we want to learn more about and I do just want to note there is room for five board workshops next year and in your fifth one you're counting the November

0716 as an open spot I am okay um I had a question about and this might be an unpopular question um but because we do know we will have two new board members um you know come mid December the thought occurred to me about maybe adding a January Workshop to go over those nuts and bolts of the district kind of things um I just wrote down a quick list um budget overview like you know budget there's a there was a budget one on our short list too um Rules of Order uh annual board meeting overview Human Resources um making adjustments to Liaisons uh a qu a snapshot of what is mtss and um equity and inclusion um this I'm just like rattling off things that could be in a in a like a I'm open

072session you mentioned mtss I mean I feel like I have been mtss like every which way twice on Sunday you know and and that and that may not be needed but some of the other things could be uh staff qualifications or chart types of things and I know that you meet one-on-one with those folks too but sometimes it's nice to have it done in open in an open session so that the public also gets that information well they also so we do have new board member workshops and in fact we meet with all candidates before they even um have the election and then we meet with new board members and there's new board member training as well that um they can go through through csba or board workshops that we do here adding a January

073Workshop is really really difficult because you have staff that is gone um you know through December and and January so putting that together having Erica get it all agendized and ready to go for that first part of January it's just it's a tough time to do an extra Workshop yeah um my experience was you know more than three years ago now um I would say and it was during Co that's the caveat there but um uh it was a lot of figuring out for me um our our pre-election um overview was just way too much information for me to even process um and yeah it was just quite a bit of figuring out I don't know how maybe your experience was Rebecca um I do remember what you're talking and then also um meeting down

074in orille we did that in I think that was in January yeah I did we didn't get that so and I also remember meeting like and we talking about budget and specific things it'd probably be good to hear it even again right I was when I was kind of thinking that too it's just sometimes nice to have a ref refresher like that I understand that January would be a really hard time to do that but it's just a thought um cuz I don't know that we would necessarily want to prioritize that above some of these other topics that we're that we're thinking on but I do think your point is well taken I know for example Jacqueline holds meetings with all board members that are interest but specifically new board members to go over the

075budget because you look at all those numbers and your eyes just glaze over like what are you talking about uh Tina has done the same thing with mtss and I know Matt loved every minute of that disc he went back for a second time I heard um I and I think too like watch a January meeting I know you guys can tar and feather me later it's fine um but it really wouldn't be a lot of new development it's stuff that you already do maybe just do it in one space at the at at the same time instead of the individual meetings and Refreshers I don't know I it doesn't have to be decided or you guys can just totally shoot me down it just a thought I had tonight so I would say if

076we do it um it's going to be in we would still do the individual meetings because people just you know everybody has different questions different levels of understanding and it allows especially with things that are as complicated as budget and Merit system to get into that one-on-one those other questions hearing other people's questions is really valuable and there would have probably been times for me like if I would have heard it asked in a different way or board members at prior experiences brought up you know it could have it could have been helpful so kind of cuts both ways yeah for sure I'm going to weigh in on the one that came uh you know to my attention during graduation at fair viiew and Oakdale yeah um I was looking at the fluctuation in the

077number of graduates over the past couple of years and was talking with Andrew Maul regarding um impacts on why that might be happening and it it was you know we were just getting ready for graduation so there wasn't a lot of time to talk but his explanations for what's happening with um with our enrollments in those programs and why kids are in and out so often um were very interesting and I would like to definitely get some more input from you know the whole Triad of the the the three high schools um um to see what it is we can understand about why that's happening and whether or not the um the new schedule at the senior highs is going to help they're they're just um you know I didn't get enough information so that's

078one that I would like information on is that like is that is that like the alted programs and supporting at risk students topic yes that's the topic okay um for me uh just to tack on to so far Matt and Eileen's um topics um one that hit me kind of hard this year so maybe it's personal um was the after school programs and um the huge need we have very long wait lists across the district I think there was more than 700 students who are weight listed just for elementary school for the after school program for next year um my kid is on the wait list so no nepotism there's there's a a note for that um but I'm seriously considering not not putting Isa in school and CH unified if I can't access after

079school program because there's nothing else I don't have another support system and that's really it's um dang it I cried tonight um I didn't think that was going to hit me but that was something that hit me really hard um when I got that that email and so um um just the what's going on in my brain about what am I going to do with my kid in two months has been has been stressful and then so I know that there's a lot of other families feeling that right now or considering alternative you know options because we're not offering enough in our after school programs and I know that we do what we we have been doing what we can and it's it is a good it is a good program and it's in it's

080in high demand so anyway that was one that was kind of close to me so after school programs and I think that that could even be maybe even combined with Early Education um but maybe that's just because those are the things that I'm thinking about the most right now um and then I also thought special education program second and specifically secondary special education programs um uh was was another number one for me so those were my two number ones you know um secondary special education programs I would love or at least special ed programs talking more about inclusion looking at the the High School courses that are being offered um when inclusion is not happening or when they're you know in a I don't like the word basic class um you know what does that

081mean for our students and kind of delving deeper into that um obviously getting input on um from our stakeholders on what that Workshop should look like um or focus on and um so I don't I feel like that would be okay to do for after my time on the board is is done I would be okay with with the next set of board members being in involved in that discussion so that they can continue to carry that that through um with the remaining board members uh so my two number ones after school programs and Early Education secondary special education programs or special education programs in general um and then my two number twos um was alled programs and supporting atrisk students um and then something else that had come up when we were talking about

082facility and budgets um I know jacine was kind of looking into this but um looking at uh doing some sort of like utility and sustainability audit and looking into Energy Solution Alternative Energy Solutions um as a means for decreasing our our utility bills and improving our facilities for longevity um was a thought um maybe an opportunity politically to try try to encourage a um separation from a certain utility company that keeps jacking up the prices um and other um elected boards and commissions may be looking into that locally as well so getting ahead of that curve and being involved in that effort if it does launch sooner than later um was something that had come up deep dive on nutrition and attention to attendance some budget was something else that I had felt so I

083have six I can never narrow it down everything is important to me plus a extra workshop for the nuts and bolts for new board members and a refresher for current board members I'm GNA stop talking now I think for me um my priorities are ones that um jump out would be school safety and discipline um also I I see the importance just again and again it seems like we're reminded um how there's so much room to grow and um address the attendance issue particularly postco so I see that as a priority um the uh CTE is also to me of high priority there was one more I wanted to see it sounds like everybody already is on board with nutrition um so I won't beat that one uh yeah I think those were my my

084priorities so I have for you Rebecca three attention to attendance four CTE uh six alted program seven special education and then the number 15 on my list I didn't mention all Nutri not that I don't think it's important which I'm sorry I didn't mention alt Ed but oh I'm sorry I mean not it's important but I just I didn't point that one out in particular but um I also oh special education that was the one that was on my mind can I ask um for the members that are um because I'm not anti- CTE or anything um but I felt like we had a pretty good update this year I mean is it something that we want to hear about annually is that why it's brought up or just because it's a passion project for

085for many people above other things um we did just have a update right like a couple months Ag and we just had nutrition right but nutrition had a lot of there was a lot of questions coming out of nutrition um from the public who was listening in as well as board members and it seemed like there was a lot more digging we could do on that one yeah you make you rais a good point I mean um those reports were were were good you know when do we have a sp a sped um report so we haven't I mean that's what we're going to do now is schedule these as report yeah I know when's the last time we had a specialist when did we do it in the fall huh September 2 second I

086knew she'd no that um I'm trying to remember so that that presentation and maybe Jen can speak to this better but that presentation was I feel like was really specific about something was it was it a general overview or was it more specific about something it wasn't the one where we had like a really long lunch meeting with all of the staff there that was the year before this year the school year before last2 Oh September 22 I was thinking you were saying September 23 like we just did it okay I don't I don't know yeah yeah okay so it's been a while it correctly all compon district at that time yes yes thank you that's why I was like I don't remember what we had heard in in in September but I'm pretty sure

087we heard a lot further back but now that makes sense um if anybody's listening in um it was September of 2022 not September of last year so it's been a while since we had a a relatively comprehensive special education program update and not since you've moved into your position yeah we said we give it a you for you let you get your gears running eileene you just had the one is that correct that you were interested in uh well yeah because others were interested in in the other things that I was interested in and um we've just done the the CTE stuff my interest in CTE is did we have more completions this time around um you know that's a concern of mine is the number of students that aren't completing this the full CTE

088course is that something that can come out of a different yeah data um update yeah and um Eileen if you want to say your other priorities um on the board uh Erica I think Erica is running this program is putting stars next to the ones that we've all said so the more stars there are the higher interest there are on those topics right the um the alt Ed programs Erica special education update [Music] and attention to attendance some other topics that I don't think we necessarily need to to write up there um that I had on my list were really geared towards curriculum updates um this is first staff so I'm kind of waiting till they're listening uh so on my notes I had um Elementary curriculum more clarity on the elementary curriculum updates uh

089we kind of that kind of came up with when we heard about science you know what's what how much time is being spent on what and overlaps and efforts there I'm not saying that we need to add this up here cuz there's already a lot of things for us to choose through um but also um we maybe get an update maybe not a workshop but just an update on ethnic studies um on the ethnic studies roll out um I know math is coming down the line for a curriculum update um science is still in progress as we saw on the um LC cap update earlier um and then health education uh for k12 and some questions can came out at the PE um the PE presentation about just equity and implementation um the health education

090thing is because it goes back to um qualifications and certifications for staff and if Tomas here he would probably Echo similar making sure that we have the right staff in in places for things that are as important as health um and health education uh but yeah so just like curriculum updates we haven't we're we're kind of I feel like we're finally kind of getting back to being able to focus a lot more on curriculum and you know the normal stuff and out of the the weathering the storm post through and postco so um just something to kind of keep on the Forefront of our minds as we go forward um oh sorry I was just going to um try to get us down narrow this down a little bit so I can't tell from Erica's

091stars but what I show yeah we have um one for facilities master plan Alternative Energy Solutions we have one for after school programs and Early Education three for attendance so that looks like one uh two for CTE two for alted uh I think there was more for alted I have eileene and Caitlyn oh okay was there anybody else that had alted down maybe it was the switch up with between alted and special ed that I'm reflecting back on sorry okay two for alted four for special education update um two for school safety and student discipline three for nutrition uh one for the new board member workshop and then one for elementary curriculum updates which actually I do believe we can do at our regular board meetings those will be coming forward as adoptions anyway okay

092I think I agree I think you made a valid point about the CTE I mean it is something I'm kind of passionate about but I I think I would like to move one of my my boats there to um after school program so so it looks like um for sure we will have the attendance with three the special education update with four and nutrition with three so we have several that have two that's uh after school programs alted programs and school safety and student discipline so we need two out of those three is there one that is less appealing or one that perhaps we can um combine with another one with the attention to attendance um one of the things that was repeated over and over in our lcap were the things that were um

093highlighting student teacher engagement and that that was a big driver in getting kids to school and staying in school was that bonding between the teacher and the student okay so trying to narrow down um between after school programs alternative education programs in school safety and student discipline where's the board is there one there that is of less interest um is it possible to maybe bring this this back to a next meeting when we have our fifth board member here yeah what would we so the three completely starting over no no just the three that have the two votes now we could bring back um to see if there's yeah to see if if there's basically he would put his vote on another option is we could all vote which to I don't know that would

094shake things up a b you know um we uh we just did that draft for the safety letter draft you know we we we we talked about that issue and we actually had a briefing leading up to that so I don't I think I think we all signed it universally just take that one off and and go with alt Ed and after school programs I would add to that that we get asked this to come back um just as like a a brief survey item you know a followup from the last um survey that was put out or maybe you know kind of have a recurring update on how how things are going um because I'm going to ask for this on cell phones too um to have uh another round you know kind of

095a pulse check on those items um or or something along those lines a regular just board item not a full Workshop kind of thing cuz I I I have I did write that one down for myself too but also um yeah I kind of felt the same kind of with CTE we just had a pretty good robust um discussion about it okay so what I'm hearing then is that we will go with after school programs and combine that with Early Education prek TK and K and then um um alted correct alted programs and supporting at risk students question for Tim or whomever would like to answer um for the February 5th achievement data in cast info is that also going to include cast with the science do we know I don't know if Tim's still

096here did he run away oh that's funny but way to call him out that was good I know he just needed to step outside for a moment sorry sorry about that um yeah and then I I know that Bond facilities Workshop is that that's not necessarily something that's critical for us to do I think we will be having lots of discussions about the facility master plan in bond dollars um if we pass the bond okay gotcha so those will be built in built into our meetings Okay okay so just so I make sure I get this right we have decided on two after school programs three attention to attendance six alternative education programs seven special education eight was included with the other one and 15 nutrition good okay so now I'm going to ask that

097let's just start up at the top with after school programs and Early Education if we could have two board members that would like to volunteer to be the board leaon for that um yeah so probably I mean that would mean that it would fall in the fall anybody else Rebecca you were the other vote on this is this is all uh after school programs correct and Early Education yeah sure that's appropriate for me I've got a child who just finished kindergarten and did TK and um and then we all were in after school programs to some meaningful degree so sure okay Doby and timis uh thank you attention to attendance and and the impacts of attendance on the budget Eileen I figured I'd see your hand there I'll I'll do that one too okay Robinson

098and conet um alted programs yes here and how about we think there would be interest in Tom's part on that one yes special education I'd like that one if possible okay I'm interested too but I'm worried about time slots yeah yes all Ed programs this morning hour students please okay conen and Dolby on special education is that correct oh was that special oh my gosh why do I keep doing that I keep mixing it up I think in my head which one was that special ed yeah number seven Special Ed I was I was going back and forth in my brain about uh that alt Ed programs um I have Robinson and Lando on the alted oh that already happened wow I'm about a half a step behind y'all Special Ed I have conin yeah

099I'll do it conin and Dolby okay and then nutrition I would like to be on nutrition I wasn't I wasn't on it the last time tennis and Doby Fantastic Team great okay yep so um with the board's permission what I'd like to do and uh the board president can help me on this but go back and put together a schedule and just slot them into the different available times okay okay sounds good thank you it's not as chaotic as I was anticipating um great job team I'm proud of us go us so we do need to vote on that that was a action item discussion action we discussed I move approval of the tentative schedules for workshops next year and boardly is on perfect yeah I I'll second that okay any further discussion sorry I

100also just had a brain cloud again maybe my brain's catching up to the time time warp that I just went through um okay no further discussion no public comment uh let's uh just vote uh how about a Voice vote all those in favor please say I I I it's unanimous thank you thank you guys that was much easier than it has been in past years for jaming our next topic is uh we're on item 744 discussion action approval of revised updated new board policies so we had the first reading on these at our last meeting and they are now uh brought forward to you for approval could you put them up uh let's see yeah I think just the whole list you click on that give me a second here okay right what we could

101do if there's ones that there are no questions on we can go through and approve those and if there's ones that uh there's more discussion we can come back and discuss those or we can approve them all at once whatever is the will of the board all right just give me just give me a 15 20 seconds here guys just caught a little uh off guard for some reason yeah yeah I there's one I want to um pull off of the little the little group that is um discipline 5144 any others the board would like to pull for further discussion if not we can go ahead and improve all approve all of the others okay so we have no public comment and um no questions or for clarification on the other policies um and so

102I move approval of the board policies listed um except 5144 discipline so moved okay and so um any further discussion board for those other board policies oh okay those in favor of approval please say I I I I okay that's unanimous um we'll move to uh board policy 5144 for discipline um for further discussion member tennis I just plan to vote no on this I just don't agree with it at all oh okay are there changes that you'd like to see made that would help no I I know that I'm out of sync with the rest of the board on this this is a was was a we had a 41 vote s that related to this um a year and a half maybe two years ago basically where we decided that we were never

103going to take away a child's recess no matter what and uh we were never going to prescribe any kind of physical activity and um I just think that's um really irresponsible on our part are there um there a lot of Ed code around student IPL do we want to just clarify for the public any specific Ed code around those types of um discipline approaches if if there are any not to necessarily try to change Mr tennis is mine but it's I'll put it to this way if Gavin knew some himself came in here and told me that the Ed code said it should say that I I wouldn't really care I would still want to vote against this yeah um what Matt's talking about I'm sorry I'm G to have just got jacine had it

104in front of her because it was that law the new s SP 291 came to is said we couldn't take the recesses away and that's what we had to bring back you know because the law came through and it's also Ed code um 49056 that they reference that in and again I understand what you're saying um Matt but we just have to be able to follow what what were um abided by the law yeah I think it's fair for Mr tennis to be able to State your your stance and you know everybody has an opinion to share that is shared by many and um just to clarify for the public public that this is in here not as some kind of deliberation that was made internally but that it was it came through from Ed

105code so um thanks for for pointing that out so that we can just clarify that for everybody um okay so if there's no further discussion um do we have a motion I'll go ahead I'm um I'm moved to approve uh board policy update for four 5144 discipline I'll second that motion thank you um knowing how this is going to go we'll do a um roll call vote I'll start um and we'll go to my right so Doby I Robinson I tennis a Kon can I okay it passes three to one with one uh with one absent thanks everybody um up next the moment we've all been waiting for that's not true actually I think I know what the moment everybody's waiting for the uh penultimate moment we've all been waiting for is uh informational cell

106phone administrative regulation number 31.8 um mobile it's all it say on my paper must have got cut off thank you mobile communication devices thanks it's right there just not on my paper you guys able to pop that up or you all have it before you yes okay so inside there we go okay perfect my glasses so just want to let you know that at the last board meeting you asked us to come forth with the AR with regards to cell phone use we did just just that and we were able to Define certain things within our ARS the first one was we defined the uh mobile communication device the emergency or threat of danger um restorative practices and we discussed storage and the biggest takeaways from this that I really want to bring forth is

107we came what I feel in taking into account our teachers from DLC and EAC taking into account our administrative teams at the your high Elementary and high school levels to come up with something that we can enforce consistently and fairly and so before you you have a breakdown of what it looks like at the elementary school site at the junior high and high school you will notice that um Elementary is a little bit different but when you get to the junior highs and high schools in terms of the progress and the discipline that goes with it in terms of the violations it's pretty consistent and so I do want to you know reiterate that this is all something that all our secondary teams admin teams fully believe that they can support who's scrolling through that

108thing man there so fast well I don't know who who's scrolling oh um so something that stood out to me there was a typo that I haven't gone back to look to see if it's still there there's two different versions and the one that says ar51 3 1.8 draft that was updated added 626 is the most up to date document I'm guessing anyway I haven't looked at the typo but something that really stood out to me that um kind of had me concerned a bit um is for um secondary so Middle School and High School third and Beyond violation where it says the student may be placed on a behavior contract and required to turn in their device to the administration daily um I feel like this is a bit too ambiguous um and I

109would be concerned that it's not being applied uh equitably um either student by student or site by site or administrator by administrator um the word may is always uh kind of a little bit of a orange flag for me where is that Caitlyn um so under the for yeah under thir restricted from attending extracurricular activities I mean anytime that there's May is scrolling who's scrolling who's in charge of that okay uh where where is it um so the student may be placed second to last bullet on the page student may oh now may be placed on a behavior contract um no that's oh yeah and required to turn in their device to the administration daily well I think that gives a little bit of discretion to staff third violation I mean um this is going

110to be a relatively i' hope small uh slice of our student body and why there's a May in that is because when we talk to our administrators if if a student gets one taken away let's say in October once in December and once in April and it's spread out over the year and we're not going to sit there and we're going to not do a what we call a structur day where a student turns in their phone and their walk to class and those types of things that's what would be a behavioral contract would be but if a student get all of a sudden in October you know they got in their first week maybe on that Friday is being very disruptive to the the admin about giving up their phones let me pick up

111on this narrative Mr Mar I mean I've got a number of children now one of whom is exactly the first kid that you described who oh man it was once in what did you say October and another one in December and then another one in April you know generally a you know well- intending guy you know not not somebody who's going to be just like a sneak trying to violate this thing like week in and week out I've got another kid who yeah it he'd be like in there you know three times and over the course of a couple couple of weeks not a bad person just you know um any more than the rest of us anyway but just yeah I mean I think that the staff needs a lot of times we'll work

112with the parent on that behavior the high I know the high schools do that on those behavioral contracts and the junior highs they'll work with the parent we want you to sign off that we want your student to turn in their phone at the beginning of the school day or you keep it before they come in those are those those extreme cases where and the kids or the student is being disruptive when taking the phone with them and they're not respecting after it's done one two bang bang you know we want to put them on some type of possible structure day where they have to turn their phone in and we want the parents support when it comes to that that's a behavior contract I don't disagree with that what I what I think I'm

113a little concern feels like a strong word um what I'm questioning is um you know if there should be more a just slightly better defined um thresholds where you know not left to the discretion of of um a side administrator that well three weeks has gone by it's fine you know it's it's kind of just a first violation now because that's where we start to get that inconsistency um and you know if there's a fourth violation within the same term like they will be placed on a behavior contract and that phone should be taken away from them there you know I'd like to see a little bit more firmer language um that would be applied I I agree with that that makes sense fourth out a fourth one where it's like hey if you're in

114here four times on this you're you're in trouble yeah you know and then I mean and then truth truthfully and this is I'm sure what admin has is already brainstorming on is you know if there's a if there ends up being somehow a fifth violation because they brought a second phone from school or or something um then the length of time before they can start to earn their their right I'm talking about high schoolers at this point their right to have their phone with them instead of having to turn in at the office at the beginning of the day um you know becomes longer and longer maybe the first time that they have to go on the behavior contract it's for the rest of the term or the next time it's it's for the next

115six weeks um and then or the next time it's like no till the end of the school year or if it's if it's the last week of school no actually next year when you come back you're starting on restriction um that's those are the kind of like those thresholds to just show that we really mean business about this because um it's going to be a hard adjustment and I've always I've my bottom line has been hard and fast um and and uh consistent um with this because if we ease into it or if there's a little bit too much gray area going into it it's going to be much harder to implement it um over the long term and it will fall apart would you want to do you know drop the hammer after at

116the third some school districts are no I'm asking you if you think that that we here at Chico Unified should to drop the hammer on number three if it would yeah I mean yeah yes it could it could semester maybe you're really putting me a hot for the whole school year you think I think that for the whole school year is a little bit unreasonable um especially if it was in the beginning of the year you know um but but I think that there obviously there could be a little bit of room for discretion um so we're not no a little bit but there's hear what he has to say response this wasn't ready for that I feel like here's my example and let's say we have had two students that got into a verbal

117argument and there was pushing this is away from the cell phone now why we have may when it comes to how many days a kid could be possibly suspended or put on structur day if they got into a mutual push maybe that's one to two day you know if kids are throwing one um they get into a mutual combat and they're throwing back and forth maybe that's a two to three day suspension if one kid turns around and assaults um a student those are all 48900 um A1 or a2s where we have the discretion of our administrators on how we do that if we lock them in say NOP one punch that's three days one punch five days that's very difficult to do I'm just saying that's why the May word is in there you

118have to look at each individual thing and when it happens on when we're doing that there's different levels of that of disrespect or or situations when it comes to if I'm yeah but that's to add to that that's why um our admin teams really stressed upon the behavioral contract because within the behavioral contract depending upon that student you can say hey it's going to be for this amount of time it can be for this amount of time it's I mean all these restrictions can be set in stone or set in place for that student and a way for them to earn their rights back if that's what we were to do but therefore the behavioral contract and the leeway for each admin and and the student I think I just am worried about too much

119subjectivity and discretion could lead to inequitable implementation ation um and too too narrow obviously doesn't allow for Equitable implementation as well so um you know there does need to be a level of discretion that's why we have side administrators um and I think especially knowing that this is new um Pedro and and John and Jay before him are really good about having meetings with your assistant principles and principles and talking about how are you implementing this what are you doing to ensure some consistency across the board and if there isn't consistency we will hear about it and need to address it at that point but Absolut I I mean I definitely see all the points made about um you know maybe being more consistent and verbage and like consequences I just really think where this

120is going to be most effective is how well that first violation is handled I mean to me like in hearing um I I believe it was you know Mr K's Approach at Bidwell I mean kids are going to learn real quick um you know if if on first violation how that's handled so I mean I just think the consistency at that level has to be so important and hopefully we aren't dealing with third and fourth violations you uh definitely brought up a great point and to add to that it's the education of our students done in PBIS done prior to the start of school with m messaging to our parents of what exactly uh our BP with regards to cell phone use is actually going to be required of uh uh implementing for our students

121and so that whole education piece I think it's going to be very key and actually what it's going to look like when our students show up the first day because we're going to know is how it's handled the most and on that too is it's it's really going to be depend dependent on our Educators in the classroom absolutely across if it's not being implemented consistently and some teachers let it slide the first couple of times instead of saying no first violation is first violation for every single student it needs to be addressed they they teachers need to know and Educators and the staff staff in the classrooms need to know that this is a burden upfront it's an investment of our of my effort to have to walk this cell phone to the office you

122know and instead of just giving it to them at the end of the period like that can't happen anymore like we have to know that it's an investment of our effort up front so that it's definitely a team effort yes yeah and and I know that I'm like that's okay that's a great s to the that's a great Point Kaitlyn because we're at the admin Advance that's what we meet with our admin teams that before the school year starts one of the things that's on our agenda is to go over this policy how are they going to discuss this with their teachers on their first staff meeting you know that first staff meeting when they come back before school starts about this is the policy this is what is being implemented this is what's in

123our ARs and we have and our students are asking for everybody to be consistent on this from class to class if you can see it in our notes from the students please have everybody consistent and that's what we're going to be asking our admin to go over this again with our staff I can and the new teacher orientation that our Junior High team uh met last Friday with regards to this um on that note just evidence is always nice um I would I would love and I don't know if I'm speaking for the board here and they could tell me no cuz that's fair um to to have an um an update you know in at the November meeting that um is another survey that is similar or the same as the survey that just

124went out that you know that asks similar questions about how implementation is going and you know using educ Climer um data as well um that way we can see if there are some trends of inconsistent implementation um sight by site level by level kind of kind of thing I think that that would be really valuable and I think we need to do it early so you know do it in November and then evaluate how it's going from there um just a thought yeah um thank you my thoughts and and I'm remembering back to what people said about why Mr McKay was having success and others weren't necessarily and I think um one of the things that was very clear was that Bidwell was very clear through messages from Administration and their teachers to the students

125on an ongoing basis they didn't just cover it the first week of school and and then it was every week you know and it doesn't take much to put a sign up on the the board and point to it and go uh uh uh you know put your phones away that that takes what 15 seconds and um I I think that if Administration is consistent with their messages to teachers that teachers are going to really be glad to have this policy enforced but they have to start the enforcement by continuing to remind their students and I think if they do that Matt even your child May m want to continue to yeah actually doesn't have a phone so I don't know where he get it but and there you have the collaboration with parents being

126so important too so good job Matt um I have another layer um of thought to the whole policy um and subsequent AR um that has been kind of Weighing on me the last few days um which is that not all cell phone uses created equal um cell phones are used for valid Reasons by our students um to communicate about professional things you know job schedule changes extracurricular scheduling pickups you know with their parents um emergencies if needed when that's and and it's up to the high school at the high school level their discretion when they need to use their phone however I am still very concerned about the social media use an appropriate picture taking and and um um um videot taking and I wonder if it would be worth considering adding a layer to

127the policy and AR that especially at the secondary level you know where they can have their phones um uh out during in between Class time lunchtime yeah High School only um but it would but it would apply still they're just you know if students are are sneaking their phones out middle school students are sneaking their phones out during lunchtime um that that social media is still off limits during school time and I know that the enforcement of that is difficult but so is vaping while at school that has been a difficult topic I know that's a that's a sore subject but we hear we hear the rumors all the time that kids are still finding a way to do it so and it's still a policy so it's it sends the message that this is

128not good for you to do this is inappropriate time while you are in an educational facility um to be to be engaging in social media activities um just to try to mitigate a little bit of the in school bullying that happens um or the in school distractions um in the bathroom doing a Tik Tok or whatever it is that they do these days kids these days um and then also um that uh unauthorized picture taking and and video taking is not allowed that's already not allowed right is it yeah yeah there're suspendable offenses even during lunchtime oh yeah if a student if a student came in and said that they're videoing and they videoed this fight or they videoed something to this facted yeah that's a suspendable offense okay okay got it social media is

129not though but they shouldn't be using it at all at school in my opinion so some some thoughts I don't know what what y'all want to do with those and I do just want to add in here this is our first time through it right we just have the board policy this is our you know first AR um where well we've actually had the policy but this is where we are really putting the emphasis on this this is what the consequences will be things will come up and we will have to change it you know there's no doubt in my mind that we're going to find out something holy cow we didn't even think about that so we'll be you know making changes and that's the beauty of a working document like an administrative regulation

130when there's holes we fix it yeah I think that um maybe we bring it back in the future especially with data um if if necessary if I still feel strongly enough about it um to add a a statement in the board policy um that that says that um students students uh mobile devices at school should only be used for obviously for the legal reasons um uh or during allowable times for school or professional related activ School professional or extracurricular related activities um and that students are encouraged to use School phones or school email for communications that that otherwise so like they have email that they could be talk you know conversing with with families with outside folks through that's School sanctioned they have their Chromebook they don't need their phone to communicate all the time

131so um there are other there are other methods and I will tell you at least in my experience four years ago that it was very difficult to teach a seventh grader how to write an email and that is a skill that they need to learn I don't know what it looks like at the high school level but you know um anyway I think I'm getting a little in the weeds but just my my feelings on it apparent obviously I have lots of feelings about it I think it's really close I just I wish it was a little bit more Okay C yeah I agree I just think this is going to be a huge change in general and so maybe um starting off with things that we can e easily somewhat easily enforce seems like

132our you know it'd be nice to be successful at that and then consider tightening the reins maybe so you agree with her and so what you guys basically are kind of advocating for some kind of like three strikes in your out sort of approach she was talking specifically about social media just recently is that you are you talking about no I don't ask me questions like that um clearer guidelines and consequences basically yeah and and I think outlining better with our policy what is appropriate use of cell phones at school versus what's not um and then the consequences that go go with those yeah that sounds like a lot of uh getting into the weeds maybe with with with with students like you're like talking to them about social media uh I think I was

133trying to frame it more as what is appropriate use of of mobile devices which isn't social media communicating with with would you you get in more trouble for doing that than just sort of communicating with your mom or oh yeahuh but that again like the so going back to how would that be enforced it probably couldn't be enforced 100% of the time just like some of the other rules that we do try to enforce as best as we can to the best of our ability right um but if a student is is if there's evidence that a student has done a social media post at school or during school hours then then that would be grounds for consequences if I had my way it sounds like a lot of work for staff that would be

134uh it would be like a passive turn it's not like yeah we're now we're getting into the weeds of the conversation implementation so part of the Elegance of the cell phone band is that you know it's straightforward and and very visible and easy and yeah and it's a clear bright line you know don't be on your cell phone if we start to like try to like parse whether a child was on social media versus if they were just you know setting you know making arrangements to go with a friend downtown or something like that Matt I am on the same page as you about the cell phone band if we could do it I would vote for it today but but I don't think that we have the full support of the board and it

135is impossible to implement according to staff and so the things that weigh on me the most are inappropriate use of phones during school hours where they are allowed to have them um which especially to me is social media I might have missed something so this AR that you proposed you don't think you can enforce it no I think we I think we can force this AR I don't think I think it would be more difficult let just say three kids are eating lunch at a lunch table and they take a picture of himself and post it on Instagram or or something like that and now we're disciplining them for taking friendly picture of sitting at lunchtime that's going to I think it's going be going to be very difficult for us to enforce following everybody's

136social media if they're posting something now if we if we get evidence where kids are posting something that is becoming inappropriate or harmful for another we do that's a whole different type conversation and how we discipline them that's actually not even in this is that is part of bullying and a different AR and board policy but I'm just saying what it be very difficult to monitor every students if they're just walking downtown at lunchtime and they take a picture of they're going into one of our um restaurants or something and I'm just talking about on campus or like in campus facilities um even again in the cafeteria they take a picture of their food this is what I'm eating you know I don't know why they do that but sometimes they do and sometimes I

137do um when I'm at restaurants for whatever reason but I just think it'd be very difficult I'm not saying that they shouldn't with the use of cell phones I'm on them quite a bit myself yeah but kids don't even text one another anymore they only communicate on snap I guess according to my kids I'm not even going to guess because I have no idea what they're communicating on so you don't think we have the support of the board on this why not because I don't think that the rest of the board would vote for a full ban I think that what we have is supported by the board because that's what we voted for last time right I think that's what we're talking about yeah no I'm I was talking about like we how we

138were talking before about like an allout no cell phones on high school campuses I'm talking this yeah I was and I was saying that I would support what we had originally sought out to do which was the full ban and we ended up with this and I was looking at some ways to elevate a little bit just to alleviate some of those distractions that come up when kids want to constantly check their pH because they just posted social media 20 minutes ago and they want to know how many likes they have so far yeah but I mean right I mean so in grade schools and Junior highs they're not going to be doing that at all during school hours first belt to last belt right hopefully High School uh it was the will of the

139board to allow high schoolers to you know be on their phones during passing periods which I think is quite ridiculous and also lunch break which is more reasonable um one reason for not having cracking down on passing periods is maybe enforce enforcing you know people roaming the hallways uh you know it just maybe seemed like a hassle A Bridge Too Far if you will uh but other than that it's fairly thorough yeah you know uh cell phone ban so I don't think my terminology was inaccurate there per se um this gives a lot of scrutiny to I guess administrators but I think we've kind of made our point that we want to take it really seriously haven't we and there's now an AR like regulating it districtwide so I think this takes us in the

140right direction you know getting into the weeds of whether the kids are on social media because it's evil you know or or just kind of communicating with their mom is kind of like how are we gonna do that you know for one thing it's like the person's kind of private property and and you know could be like confidential privileged information and are you allowed to just grab somebody's phone and start reading it to find out if they're so posting on social media you know so I think this looks good and um I think we should carry on I think it'll be interesting to see how La unified's policy plays out I think that they're starting to implement that in January which is more robust than ours yeah and if anybody here if any of the

141other um the people people on the opposing side from Caitlyn and I on this issue decide they want to be take a tougher role on it then let us all know and we'll we'll um join Governor Gavin Nome and La unified in having a more uh thorough cell phone B and and to be clear La unified hasn't surveyed parents students staff they don't have a defined they don't have a defined way of what they're going to do yet so it will be really interesting um to see what they end up with yeah negotiations all of that they did they had a resolution of what they want and then they've given the district and um until January for implementation so I said my piece these are the things that I've been weighing on me about cell

142phone usage for our students um I just know it's worse now than it than it ever has been so in the last few years I hope that you know the the the our our folks on um our team you know are getting the message loud and clear that we don't want cell phones in the classroom you know I don't want some teachers to be cool about it right where they're like the cool teacher who like looks the other way and neither do the students I can tell you in those meetings they want it consistent and that's what we have Chromebooks for okay thank you thanks Pedro um this is informational only so if there's no public comment about this cell phone own AR um for public record um and no further comments from the board

143I think we can move on to our next item nobody stopping me um there are no member uh requests to agendize an item and so I will ask if there's a motion to adjourn so moved I'll continue my tradition of being the the record holder uh motion maker for this meeting and before we take that action just a reminder uh that we will be attempting to a board meeting on June 29th to uh I'm sorry July 29th I wrote June uh July 29th to discuss superintendent contract okay thank you um we almost made it through the night being uh not Anonymous unanimous uh the the meeting is adjourned thank you Kelly what to discuss what contract superintendent contct superintendent contract
