hardworking individuals in our community and to the board on behalf of the alternative education family I just want to thank you so very much for your endless support it means a lot to all of us so thank you um I'm consistently getting reports from staff reporting their appreciation for Maria santoo Maria is alad's evening Miracle Worker officially holds the title of evening custodian to the alted family she holds a special place in each of our hearts and has done it has done so in a very short amount of time she started working with CD in July of 20122 and we are so very fortunate that she was placed with us for a number of reasons Maria takes tremendous pride in her work and it is evident each and every morning when students and staff step
foot on the campus and into our buildings during the summer deep clean of the entire campus I got to W I was fortunate to witness firsthand just how dedicated this wonderful woman is to ensure that the job is done not just right but with Excellence she takes the time needed to where we all noticed that Maria was here and Maria cares about you recently one of our new restrooms at Fairview had a plumbing issue that she was unable to fix during her evening shift guess who was on campus first thing in the morning to help Mr Tim Ward The Wizard try and solve the problem Maria when when most would be at home sleeping after a hard night of work as they should Maria was on campus to help despite our demands that she that
she had home she stayed to help that is pride at its finest and that is a true dedication for our amazing students always with a smile she goes above and beyond to care for our family I'm humbled by her work ethic and absolutely proud to work for such a great human being we love and appreciate you Maria and please know that we notice all that you do every night and cannot thank you enough everyone please join me with a rowy round of applause for Maria santoyo thank [Applause] [Music] you cic thank you hydrate for his hard as you work oh yeah thank you a picture get two tonight it's great all right for the for the past few years I've been absolutely Amazed by Amber Clayton the AFC Cal RSP teacher while that is her
actual job title this woman is an extraordinary human being to say the very least we refer to the AFC calside of Campus as a village as we all have heard the phrase it takes a village and if you know anything about what the alted family does you know that that that this is a very true statement and with every village comes a tremendous amount of tender love and care for those who rely on it Amber is a leader in the village inspiring all of us daily by meeting students where they are at and providing the love and support needed to persevere and find success every member of our family possesses qualities that make them the perfect fit to serve our students families and one another Amber continuously amazes me and even during the most difficult
times she lets her heart lead the way and provides a nurturing environment that lets every student know just how special they truly are when we first heard about Amber she was working in another program in another town we knew that the village needed her skill sets and were Overjoyed when she decided to join us since 2019 Amber has been a part of cusd and I can and will tell anyone that we are so very lucky each conversation I have with her reminds me why we do what we do every day I am humbled by her passion to serve those who need her Services the most I grateful for her dedication to her students and colleagues and family and I simply don't know what we would do without her she is a very special person who
I am proud to work for and will do all that I possibly can to ensure she remains part of our very special family her compassion for students is to be modeled after and her teaching skills are second to none thank you so much Amber for everything we truly appreciate you in every way and I do want to add that over the summer Amber and a couple of her colleagues created a summer school program for special education students so not only with the ELA and math supports in earning credit towards graduation they embedded on the forest Therapy Program from uh Chico State so it is part of our program now each semester and so we're super proud of Amber and we can't thank you enough so thank [Applause] you cry this is all good and in
closing I just want to announce that um our reading Pals program has been awarded with the California school boards Association Golden Bell award and not only did they get a golden Bell award but they got the silver sponsors award which is a$ th000 donation to that program so we'll have more including pictures uh about the program at our next board meeting but they will be receiving that at the csba conference so kudos to all of our reading pal volunteers and coordinators all right um all right well we'll move on to uh item number six which is announcement uh this is the opportunity for board members to make announcements we'll start with uh member Robinson thank you uh I'm glad Mr mul is still here I got a uh an invitation I'm sure lots of other
people did too but when I saw the invitation come through to attend the um recognition of Native American month I believe it's the month right um I would yay I went to campus uh to see what uh they were presenting and I I just I am so GLA Glade I am so glad that um that I was able to make it uh there were five tribes um uh represented and I had an opportunity to go to the tables where each tribe was Pres presenting um individual facts and things about their their tribes and their cultural impact on not only uh their specific tribes but I learned more about what to do with a pine cone than I ever ever imagined there was they showed how you can pull the the the little pine nuts out
of a pine cone and rub the ends off and stick a needle through the end of this pine cone and extract the most minimal amount of stuff but if you extract enough of it out of enough of hundreds of pine cones you will be able to make like a a POI type thing but the the amount of time to do that and the preciseness of what they were able to do was just amazing the jewelry that was made out of Saw Grass and other things um again I just I wish I'd have had more time uh I also learned that the tribes are um very active now in trying to make sure that their languages are preserved and are teaching other uh Native American uh students and uh members to speak their languages they are
making sure that they are preserved because I didn't realize that um unless the actual language of the tribe is preserved and spoken and uh the tribe will lose its Federal um recognition as a Native American registered tribe so again I thank you Andrew for making sure I was included thank you to the tribes that showed up to present and walk us through an amazing amount of information the um the students observance of the dancing with a Clapper the most it it just everything about the day was wait uh amazing if you get a chance to attend next year um please don't miss it what they do with their program and thank you Andrew and Erica who also um was a big part I understand in in putting on the day it was it was very
special and I thank you that's that I'm done do we have further announcements um it's a segue and I'm I feel like it was mentioned last meeting but just a re acknowledgement that it is Native American Heritage Month um and that we are on the ancestral grounds of the machupa tribe um which is one of our regional Mau bands um so thank you for sharing your experience uh out there at fear viiew that's amazing um seeing no further announcements I will move on to items from the floor uh items from the floor for those of you uh who have maybe not been at a meeting before or haven't been here for a while are uh for speakers who wish to address the board regarding a topic that is not currently agendized uh at this time
we will take public comment from speakers who wish to address the board for topics not agendized um during this meeting as a reminder speakers have three minutes to address the board and a bell will ring at 30 seconds of speaking um when 30 seconds of speaking time Remains the board can listen to public comment but cannot respond to speakers under items from the floor because it the items are not agendized and so at this time we have two speakers signed up uh we will call up Michelle Cooper followed by Julie three good evening um well I'm thrilled to share the um exciting news that this is parents rights and education month this is a nationwide celebration while scho school boards are coming together to declare their unwavering support for parents recognizing their role in the
shaping of their children's education this isn't just about paperwork it's about reaffirming the essence of the five Supreme Court decisions that champion the rights of parents to guide their children's educational Journey it's a big deal and it's happening now as the chico parents rights and education affiliate leader I'm here today to ask a simple question who do you represent we believe in building a bridge of understanding between school districts and our community and that's where this Proclamation comes in a straightforward yet powerful affirmation that sets the stage for a win-win situation for everyone involved by embracing this Proclamation you're not just signing a piece of paper you're making a commitment you're telling parents and Guardians hey we're in this together it's a gesture of good faith that goes a long way in building trust think
about it when parents and Guardians see you championing their rights they gain confidence in you it's a nod to the fact that they are valued Partners in the collaborative effort between families schools and administrators it's a positive step towards creating a stronger more unified educational community so let's make this happen let's take the opportunity to strengthen the bond between the board and our community it's not just a proclamation it's a promise a promise to work hand inand for the betterment of our students and their education thank you hello board Julie 3 thank you for having me here tonight boy I tell you people miss out when they don't come that was a whole entertainment today this is that was fantastic um I read an article this week that I wanted to bring to your attention
from Cal matters it says recognizing fake news now a required subject in California schools um and I'll read just a little bit of this article pushing Back Against The Surge of misinformation online California will now require all K through 12 students to learn media literacy skills such as recognizing fake news and thinking critically about what they encounter on the internet govern Governor Gavin Newsome last month signed assembly Bill 873 which requires the state to add media literacy to curriculum Frameworks for English language arts science math and history social studies rolling out gradually beginning next year instead of a standalone class the topic will be woven into existing classes and lessons throughout the school year to me this sounds like it's going to be a big challenge for your teachers um what's misinformation what's disinformation when
I was in college you didn't even know those words right there was two sides to every story um you always went and got a second opinion to what your doctor or Hospital said right now if if Trump says it it's fake news Well if Biden says it it's propaganda Missouri B Biden proved that you know Joe Biden actually coerced and forced um Facebook and Twitter to to change some of their information and pull things off um you know what's a border is it closed or open we can't even get Congress to agree to that um are there tunnels underneath that hospital in Gaza last week no today yes um Fouch flip-flopped on these masks more often than I can count so I just think it's something you might want to put in the back of
your head to think about and talk with your teachers or your administrators about how they're going to implement it um one of the um one of the teachers talks about how he gave students two articles on the origins of the Corona virus really you want the kids in in kindergarten to try to debate that we can't even agree on that today so anyway just wanted to bring that to your attention since I think it's going to be an important and very difficult thing I think critical thinking and discernment is extremely important but trying to force a person's opinion when there is just no reality on what that means anymore is going to be tough so thank you for your time uh are there any further uh folks in the audience that would like to speak
on items from the floor okay seeing none we'll move on to consent calendar uh is there anybody who would like to pull a consent item for further discussion okay thank you madam president um I would like to pull out of the consent calendar under um Business Services uh number three uh an item off of the um um the things we pay uh warrants 3.1 yes the accounts payable warrants thank you account payable warrants person yes so eight is that 8.3.1 M okay it's item three it's on the okay counts payable warrants are there any other items to pull okay do we have public comment on consent seeing none uh do we have a motion uh at this time I move the consent calendar minus 8.3.1 I'll second that okay we have a motion from Member
tennis and a second from Member Lando any further discussion um this is our first vote for the night so let's start with Mr Lando Lando I tennis I Dolby I Robinson I Conan I okay it passes uh aside from 8.3.1 which we will discuss now yes um thank you uh as I was reviewing our accounts payable warrants I did notice an item that uh Drew my attention Okay um and it was an amount to um Chico muffler for $4,500 and it was for replacement of a um Ford van stolen uh converter so I um I asked you know what where was it stolen from and uh if we could be filled in on that I I I I just wanted to bring it to everyone's attention yeah I know we had an issue for a
while at our Corp um of um individuals breaking in essentially and taking um the catalytic converters um off of some of our vehicles um since that happened we've now put in fencing entirely around um the complete Corp and that hasn't been a h hasn't been happening um we do have a $10,000 deductible with our insurance so this is less than that so we don't actually file an insurance claim related to that yeah that uh I didn't realize how expensive those converters were but um yeah anything we can do to uh protect our property absolutely since the fencing's gone in we haven't had any um stolen catalytic converters as a result wonderful thank you it's a much higher quote than what I was quoted for my catalytic converter replacement could have been bigger or harder to
get a hold of yep or harder to get to and increased labor costs there's all kinds of variables um all right any further discussion on this item uh I'll call for a motion I move approval of uh the business services item three number one second okay we have a motion by member Robinson and a second by member Lando um all those in favor please say I I I opposed it's unanimous we will move ahead consent is approved thank you discussion action calendar 9.1 Educational Services yeah 9.1.1 is discussion action item resolution number 16212 3 certify the approval of the governing board to enter into this trans transaction with the California Department of Education for the purpose of providing child care and development services and to authorize the designated Personnel to sign contract documents for fiscal
year 2024 to 2025 so we just would like to lead off thanking the board for your past support for this if you're not sure this is our state funded preschool program so we operate five of them right now and they're scattered we have one over at Chapman one over at Parkview and we have three over on the Lov Vista campus there's anywhere from 100 to 120 kids kind of fluxing within and out rates going on with it and we also have a weight list of anywhere between 80 and 110 at any given time so it's a very uh successful program the community is very happy with it very supportive of it also I just want to throw a kud out out Kathleen Corbett is our director of it and she does a fabulous job our
state funed preschools if you're not aware of it they operate 246 days a year for eight hours a day so they're just going basically full-time all all throughout the whole school year all the time like that Chris Winkle does a great job supporting C with it also um we we we hear nothing but good things about it the community said is very appreciative of it with those sense of things so I'm here looking for your support to continue and uh see where we go from here with it we'd love to continue to expand as space permits that's always an issue with it I know Julie kissell is kind of taking those things into consideration when she's looking at our our our uh our facility master plan as well are all are all of the state
preschools operational right now we have we have licensing for five and all of them are up and running right now okay for some reason I went on the website because I keep boing at getting on the wait list um and it seemed like Park views was listed as not um operational at this time VI is operational all five of them are super weird I have to go back and look I don't know why I saw that or was under that impression so any questions do we need more we we I think if you would ask a community we would love to see is a long list is a significant waiting list and and once again you know as kids age in or age out that that weight list is kind of perpetually rotating over as
well uh one of the other things that is a lovely integration with things if you go to any one of our state preschools also we have a mix of kids with IEPs and without IEPs in there also so it's a very Blended kind of um flowing together model which serves a lot of our kids really nicely also with that structure can you remind me too I'm sorry I don't remember this off the top of my head um as we are expanding at our TK program do we have more TKS up and running this year than we did last year we we added on this year also right now the only school that doesn't have one is Shasta and that's just because of space limitations that's what I thought I thought that we had fully yep
opened that up and we still have this 80 to 110 fluctuation weight list for state preschools also wow okay and every so often um the governor will put additional funding in the state budget to what he calls expand slots which is basically gives us the opportunity to apply for additional funding to to create another classroom um we've had talks internally um that based on the community need that as soon as that funding is available we will be absolutely applying um so be back in front of the board um for approval on that application yeah it would save a quarter of my income to be able to get my get inate it once again it is very well received by the community so hopefully we have your support and approval of this so we can have
Kelly sign off it and send it into the state are you ready are you calling for a motion question oh no no I I sorry any further questions uh any public comment I see none now I will call for a motion I move approval of 9.1.1 I'll second that motion all right we have a motion by Mr tennis and a second by member uh Robinson sneaker slide right in there um all those in favor please say I I it's unanimous thank you for your support 9.2 Business Services uh 9.2.1 is a discussion action item for vendor recommendation districtwide school photography yes so we currently have a districtwide school photography um contract it was a three-year contract it ends this year um so in mid-september in planning for the next School year because we start um
basically budgeting time slots in about February and we wanted to get ahead of the game we went ahead and went out for a request for proposal we had four vendors submit proposals um then myself um ril French who's the business services assistant as well as three office managers because they are usually the contact point for coordinating school photography um the three office managers we had one from elementary one from Junior High and one from high school the five of us sat down and we narrowed that four vendor list down to two our top two we then surveyed our with the top two um all of our school office managers to receive feedback and it was unanimous um that Dorian studio um be the vendor uh for the next three-year agreement and there are current vendor
as well um and schools seem very happy with their services so this evening um that contract is coming before you tonight for approval do we have any board questions or public comment seeing none I'll call for a motion I'll move approval on this item I'll second the motion all right we have a motion by Mr Lando and a second by uh Miss Robinson all those in favor I I assuming no further discussion okay it passes thank you um moving right along 9.3 board uh discussion action item Monica Unified School District board self- evaluation you want to introduce this you bet okay so each year the board does a self- evaluation and this year the board asked that we solicit input from our community into that self- evaluation the questions themselves come from the csba template
for uh the board self- evaluation and uh we offered the survey in English and Spanish the survey was sent the week of October 23rd and closed on November 5th uh we received over 700 responses and the survey was sent to All Chico Unified staff all Chico Unified families via Aries communication uh sent to everyone that receives the board agenda notifications it was posted on Facebook and it was posted on the website so the board does have and it is posted um on our agenda the results the feedback that we received from that survey all right right um so if I'm remembering correctly the timeline for our annual self- evaluation is usually done in the summer and then this year we had requested to push it to the November December time period time frame um part
of it was to solicit some additional feedback get on a a different timeline that allows for new board members to be here for a full year before we actually engage in a self evaluation and it really is meant to be a reflection of our work for the community um through throughout the last year in terms of meeting the the goals that we've set forward each year um that t that uh align with our lcap um and so the self-evaluation results that we got from for Community feedback um were just received this week okay got it and um I think that we had set as a board the goal this year to have the our our own self- evaluation done um by the end of or by like in the December meeting um and usually or
I should say like typically in the past um these similar questions have been posed just to us personally to reflect on um how we are doing as a board and we would put in our own feedback um individually leading up to our public self- evaluation and then also as an individual board member reflect on those same prompts so I think that that is a valuable exercise and um I think that having the additional feedback from um our outside stakeholders is going to be a nice perspective to take into consideration um I know that uh we haven't really had the opportunity to do our our self- evaluation where we take those prompts and we evaluate ourselves from our perspectives for the board and as individuals um this listed as discussion action tonight uh I'm not sure
if there's any particular action that any board members might have um interest in speaking tonight or if we are good to um just uh receive the the form to do our self- evaluation and be able to reflect on the community feedback and then submit that for our public re like discussion um in December for our our actual self- evaluation do we have any input from other board members I I don't have additional input but I have questions and I see that Tim's over there hiding behind his computer I have a couple of questions regarding um how to read the statistics um generated by the community survey um thank you Tim on chart number 10 well let's go back to nine first um no it's just 10 it says basic statistics keeps the district focused on
learning and achievement in all for all students um minimum maximum median and mean and then the weighted average could you explain please to this board member um what's the significance of the standard deviation and the I ju explain to me what that means is it is it good stuff or bad St it looks like it's could I'll shut up you explain um I'd appreciate if we could get the the question are you talking about question number 10 right now I believe it's page 10 of the PDF page 10 of the PDF yeah you're there you are that's it that's 12 okay so median is um if all the values were laid out on a number line half the values would be over half the values would be under right right mean is the average okay
the total um the average of the total number of values um standard deviation um refers to how far um the values are spread out um on that on that number line so how closely are they number line how to interpret how things fall on the number how they um where the answers are clustered are they closer to the middle or are there MO more outliers okay that makes more sense to me I was um it was interesting to me that on all of the charts and things the responses gave us um evaluations of the board that were more than 50% things were over um you know over 50% satisfactory is what I'm trying to say um that was one of the things I gained from looking at the statistics and the graphs so I I
appreciated the fact that you had done that because I was having trouble with my pencil and reading all the responses we I have to give uh credit where credits due Erica was the one that put out the surve so so Miss Erica made it so I can understand thank you this abut it was helpful it was insightful and helpful and I read every single one of the written additions and comments so I appreciate the fact that people took the time to comment because I read them thank you madam president I I didn't have any more I think your um understanding of the timeline of where we're headed with this is correct okay any other comments from the the rest of our board members questions clarification from staff requests it's kind of open we're navigating fresh
waters here a little bit different timeline does staff need any more direction or we are we set last year we did this as um we could do it on paper or through a Google form we still have that set up I'm sure Erica's on top of she's probably ready to push send already so we will send that out this week to the board so that you can begin um looking and it is attached here as well you can begin looking at through all of the data there is a lot of data here and then use that to drive how you rank or not yeah we can we can take it or leave it um but it is public so it's nice that everybody can see it um when would be a good time for us
to be done submitting these to you all so our next board meeting is December 13th so the due date would be that uh Tuesday before then right December so if you could have it in by the 1 of December through December 5th in that area that'd be great right right after csba correct homework to do at csba there you go we'll already be there we'll be in the mind frame okay that sounds that sounds great everybody good with that I got two yet three tennis okay I'll take that as a yes all right um then we will bring that back at our uh December 13th meeting sounds great um thank you I'll move on if that's we do have public comment have public comment on I'm so sorry let's take that public comment I looked
at the list earlier too and I just did not I'm sorry Michelle Cooper I did not register that that was this item I'm just Trucking right along so um I'm here today not to sugarcoat the concerns that are rever reverberating through our community um I read the comments too um and I think it's time to have an honest conversation about the shortcomings in the performance of the board let's start with communication the communication has been um or the community has been speaking up at the meetings raising valid concerns and what do they get in return silence it's disheartening to see a lack of responsiveness and the Very from the very body entrusted with making decisions for our schools a healthy Community Schoolboard relationship requires active listening and acknowledgement of the concerns brought to your attention
then there's the matter of parental rights parents are the key stakeholders in their children's education yet it's seems their rights are often dismissed or overlooked decisions impacting our kids should not be made in isolation it's time to actively involve parents in the decision-making process respecting their rights and recognizing the invaluable role they play in their children's lives and let's not sidestep the contentious issue of gender specific facilities ignoring apprehensions of parents and students about privacy and comfort is not just dismissive it's a failure to address the very real concerns within our community striking a balance between inclusivity and respect respecting the rights and concerns of all students and parents is not just a suggestion it's imperative members of the school board it's time for a serious reflection on the performance of this board the community
you serve deserves better a board that actively listens respects parental rights and acknowledges the diverse needs of the students is what we need it's time to step up recognize the gravity of these issues and work towards creating a school environment that truly serves the best interests of our community and our children thank you do you have any further public comment no seeing none um I have a request and maybe it's a little too late or there may not be an interest in from the rest of the board don't know if this would require an actual motion but um I think it might be interesting to um quantify um what time and energy this board does put into the work that we do among our community um I don't think that there's an opportunity to share
how many hours we do or don't put in um or how we do or don't engage with the community um but in In fairness and full transparency um I think that frankly a lot of the public doesn't know how much time um many of us who do work full-time jobs or more um do spend um above and beyond preparing for these meetings and coming to these meetings and doing the the public Outreach and talking to families um I I know every single person up here spends numerous hours with staff and talking to families um Mr tennis does extensively um as does as does Mr Lando and and every single person up here so um I think that it would be I think it would be nice to demonstrate um in some way or quantify in
some way and maybe you all disagree with me and that's fine too too and it's not a toot my own horn I am I beat myself up the most um in my own world about not feeling like I do enough and I get reminded a lot of the time from outside folks who see what I what I do that I I do a lot um and I just feel like I'm never enough anyway that's my own personal problems but um is there any kind of feelings about that or just disre which is totally fine too I'm not going to be upset if that feels like an an you know I don't know any thoughts it's okay it's okay to say no I just it just kind of like occurred to me so that's all I
had not planned to say anything but since I can see that everybody out here is on the edge of their seat wanting to hear from me so many people I I've said this before in you Clos session we've talked about this but I I see the school board as a representative democracy right I mean we're elected uh by some group group of people to represent them and you know um we're not here to like uh you know not that there's anything wrong with taking the temperature of what people think about us I mean you know um some of the comments were very specific and fine you I welcome criticism support whatever I mean I am who I am um and each of you is is who you are right I mean and I think people
voted for you because you reflected their their you know who they wanted representing them and and I don't think there's anything wrong with that I'm not offended by you know the board self-evaluation um but um you know at the end of the day I just believe in the process of representative democracy and and how it works and so you know I'm not the the the the board self- evaluation doesn't excite me very much I'll just say that much yeah that's it oh good uh if there's oh go ahead I was going to just move right along no I I I'll I'll weigh in because this is a um uh I appreciate um what Mr tennis had to say one of the one of the frustrations for me as a board member when um members of
public come and speak to us under the formats that they're presented um we don't have a way of dialogue the topic and we couldn't I mean the the complexities of the topics that we are presented as a board it would take hours uh the amount of time that um we spend well I'll speak for myself pulling together information so that I feel I'm an informed board member is enormous I I mean you all know that we spend a lot of time um and I don't know that the public necessarily understands that and understands the scope of what we have to know in order to make informed decisions that's all I don't all right so seeing no additional comments we can um I think move long uh we have another opportunity for items from the floor
uh so if there's any additional public comment on any items that are not agendized um we can uh take those now um seeing that there's none and there was no additional one signed up uh we have number 11 is board member request to agenda as an item um there was no request submitted um and so uh with that we're actually going to go back into Clos session um we we did go a little over earlier and didn't quite finish so we're going to go back into close session and if any other action is taken during close session I will come and report that out all right so I will adjourn this meeting to close session and with that thank you all for sticking it out
