001good evening everyone welcome them to excuse me Welcome to the board workshop for September 6th um for those that are able that stand for the flag salute oh exciting there it is salute pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you are there any announcements board members I have a couple of things just to make sure that you are aware and if you are interested to get on our website the community engagement schedule for our lcap meetings with our families and the schedule is out begins September 21st and we end up with our process going through April with our final meetings in June and also there's a college fair for

002those that would like to speak to various community colleges four-year universities trade schools and the military next Tuesday September 12th from 5 30 to 7 30 in the big gym at Chico High School any other announcements okay okay next up will be the consent calendar is there any interest in pulling one of the consent items from member of the board no um Emma Robinson before before we move forward with you calling a motion I just wanted to mention that I am um I am attending remotely uh however there are no folks with me um in my space right now I'm I'm actually gone for a work training um but I don't have any other people present with me at this time um and so for tonight's meeting all of our votes are gonna have to

003be roll call votes so that I can participate fully and um vote from my remote location thank you board president dalby for I did not remember to introduce you thank you glad you are able to join us this evening um if there are uh if there are no one's pulling a member or a item off the consent calendar I need a motion do we have any public comment on the cassette calendar just making sure thank you uh necklace I'll move past it through the calendar I'm happy to Second it and there's an announcement I should have made and that is that um member konken started a new job today and she's running just a little bit behind schedule but she should be here in a few minutes okay and I'll second Mr Lando's motion thank

004you is there any discussion on anything okay roll call vote so that uh board president dalby can get in Ms dalby you want to go first sure Dolby I Robinson I tennis I land away that's uh four with uh one absent four yeses thank you okay this evening is our board Workshop the topic is the facilities Master Plan update and approval is Julie Kissel who will be getting our presentation good evening Julie hi good evening board thank you for having me tonight um really excited to be here wrapping up what has been a year-long effort with updating our facilities master plan uh we're really excited to be able to get started traveling down the road map that we're establishing here today tonight you're going to hear about the some key elements of the master plan

005the master plan is almost 300 pages long so we won't be bringing the entire document into the presentation this evening but you all have it you all have a copy of it for your review we'll be working on looking at the up updated implementation schedule and conceptual plans for those schools that will be coming first in the plan and also projected cost for those projects moving forward all the way through the master plan and letting you know what the total accumulated cost will be for the implementation of the entire master plan I want to say thank you to laurenas from lionakis and her team for helping us with this process through this last year and I'd like to bring her forward to walk through the presentation thank you guys could I have that her mic

006just a little bit louder Julie's much more soft-spoken than me so you may need to turn me down here in a moment so thank you so much for having us it has been a long process but I think it's been one we all are really inspired by the opportunity in this District all the work that's been done on your implementation to date and the work that we envision moving in the future um the implementation plan looks very familiar to the ones you've seen on past Master plans where that Center section it's kind of in a bronze color is phase four where we are currently working through right now with McManus Elementary under construction and then if you recall it the last meeting we were together the board also helped us prioritize not only the remaining

007funds in the current Bond but the next phases so that we could put an implementation plan together that not only met the community's needs but also aligned with the likely funding sources going forward we have assumed at this point moving forward with bonds over eight year Cycles starting next year that's an assumption it will change and evolve depending on what happens but those are the assumptions that have help us fuel a schedule that in turn fuels some cost estimating assumptions we've made so focusing first on the current phase the board had directed us to use some of the remaining dollars on a number of key issues one was a renovation of citrus elementary school and that was with recognition of its size its age and its need for some updates additionally transitional kindergarten implementation we

008went through a process of developing um developing plans for each campus and identifying the transitional kindergarten needs in relation to kindergarten if you recall we said kindergarten minus one would be aware we'd Implement transitional kindergarten and identified the sites that would require that Safety and Security projects that's in a kind of a lump sum but the idea there is to finish some of the work the district has been doing on single point of entry controlled entries fencing and those kind of areas and then restroom renovation projects which are currently in process at Fairview for example but it was also recognized that that was one of the top if you recall from community and student surveys one of the top areas of concern and with some of these projects being pushed out a bit that if

009we could address that issue it would be one that the community would really support so then we went into cost estimating for each of the phases I will tell you that at this level we are doing order of magnitude cost estimating it's on a square foot basis it's based on current industry Trends and we're putting in their contingencies and soft costs for the district as well as escalation costs as they stand today so again the district does an update almost about every three years and this is a chance to course correct on any of the costs if if those things change and evolve but we have identified about 66 million dollars of use of the existing funds for those priorities we just listed but with one addition and that addition is that we think we

010can push forward the design work for the priority five projects Rosedale Chapman and Parkview and get the design work ready so that if and when the funds become available those projects can hit the ground running something we heard loud and clear from the board was a desire to move more quickly on the implementation so those items have been pushed forward and using some of the current measures funds in order to begin the design process sorry before you move on can I just uh get clarification about the last time that our facilities master plan was updated it was 2019. and then so uh something that you said that I think is I think important to highlight is that the course correction aspect from 2019 to where we are now have we stayed relatively on course from

011what we had expected and things are going well with the funding that we have been provided by the community and and we're we're basically doing what we said we would do I think that's really true one of the course correction areas if you recall we presented at a couple different meetings was on the demographics and where they have and have not materialized in growth and so some of the um the priorities in the past master plan was addressing growth especially on the North End and McManus was a response to that we see less growth in the current demographic so it really became a replacement in a right sizing when we created The Guiding principles for this master plan but I do think that every three year even even five years but every three years is

012a great opportunity to course correct and look at your demographics and make any adjustments in response to them before you've moved forward into the next phase I'm sorry follow-up question and I'll probably stop for a little while um and I had sent uh this message or question really late uh today to Julie and I gotta I gotta answer but um speaking of you know how the the approach to McManus shifted to right sizing and um that kind of the context that's provided you know when we see these schools listed as just the school I think that um it might be beneficial for us as public members to be able to say oh I see Fairview is 2023 but it just says Fairview rather than Fairview uh I don't even know what you would say restrooms

013yeah yeah yeah or or that mcph is a right sizing and you know modernization um we have citrus on here that just says Citrus like what are we doing to Citrus um this this specific um uh timeline is a great graphic for the public and folks who don't want to dive into 300 Page document to pull out the information that they need to know about what's going to happen when and so when you see Citrus is it is it a right sizing are we replacing Citrus are we doing some some touching up like how how are we approaching that what does it mean to see Rosedale Chapman and Parkview listed and CCR review listed like what does that mean for those schools you know uh Fairview comes up again in that gray box uh but

014they've already been listed in 2023 so what's the difference there so um I think that those are easy you know little little um adjustments to make to just give a little bit more context about what the timeline means whether it's something very specific um as far as like a touch-up or safety upgrades versus like a whole uh campus modernization replacement and or right sizing you know what the approach is is there yes thank you Julie forwarded me your comments today and we are in final draft mode so the opportunity to go through and pick up those kind of fine-tuning it's perfect timing for that and we will make those changes to the implementation schedule thank you great thank you yeah sorry I I don't think I have anything else to say though so please please

015checking you thank you so um Rosedale um is the first in Phase five so again that would be dependent on some sort of source of funding for that project and if you recall we had what we were affectionately calling the quadruplets the four schools that were of the same vintage and the agreement that replacement of those campuses was the likely Direction so Rosedale Elementary School we have the opportunity there to do that do that school with limited or no phasing because as you can see in the diagrams on the right the phasing diagrams we can build the the proposed new school while the existing one remains operational so we talked a lot about interim housing costs in the past and limiting those was one of the ways we could really use or get all three

016schools into maybe the next a next Bond or a future phasing and so Rosedale has that opportunity because it has a lot of open space and that open space is a quote unquote in in a good spot for that so Chapman is a little different in that it doesn't have a lot of adjacency to drop off and pick up and front of house space so that one the smallest of the three at a 320 student capacity City we have shown in interim housing concept for that and you see that in the implementation schedules along that South property line and the idea would be again to have students occupy the interim housing on the site while the campus is done in one large phase and some of this is in response to some of the construction

017that extended schedule that we talked about when you have a multi-phase project and then finally at Parkview this one we can get most of the campus everything but the multi-purpose done in that first phase and that's more easily mitigatable building to come at a later date than perhaps all of the classrooms and again you will have design professionals brought on for these projects the master plan is providing guidance they may find other Solutions or work with your committees and stakeholders and find a solution that works better but generally we wanted to give some ability to talk about phasing and interim housing and put some budget numbers in there for that phasing and interim housing so when we focus on uh phase five forward those projects are all reliant on future funding sources as we mentioned

018we've been targeting a number of about 200 to 225 million dollars for those phases so we've shown a phasing plan for phase five Rosedale Chapman Parkview Replacements of about 203 million dollars in 2023 dollars and with escalation about 230 million dollars we don't know how much of that escalation will materialize clearly during the pandemic it was in the 30s and we've had years where there's been negative escalation so we'll use typically a four percent per year escalation for this high-level conceptual estimating phase six is again the board had directed us uh Sierra View would be the fourth of the quadruplets and the first of phase six with the Fairview site the entire replacement campus a light renovation of Hooker Oak Elementary School and then much of the work that's prescribed in the master plan for

019Chico High School both mod and athletic master plan projects again targeting that 200 to 225 million dollars in today's dollars for that phase escalation and how your potential Bond proceeds accelerate is another unknown in this process but we wanted to look at each of those tranches in kind of that 200 to 225 million dollar range and then phase seven is the completion at Pleasant Valley high school and then uh the three junior high schools and that one is a little bit less but again it could be 20 years out or 16 to 20 years out so uh what the escalation does to those numbers might be significant what we did not estimate was all the work out in Phase eight which is District support facilities one because it is pretty far out there and two

020it wasn't we didn't address it in a detailed way in the master plan and these are the cost models for these phases and they do provide a little bit more detail on assumptions on square footage acreage interim housing for those who who like to follow along with those kind of things I will share that the cost per square foot for the new construction is strongly based on the numbers we're seeing even at McManus today so the 2023 dollars are feeling very solid for us right now and so um to wrap up uh the big the big numbers um in 2023 dollars uh we are sitting at about 675 million dollars in need um and that is for all of those phases for through um seven with escalation and again we can argue about compounding escalation

021and how big those numbers are when you get that far out you're looking at 70 and 80 percent escalation so it's close to a billion dollars and I think if you had asked Julie or I starting this process that probably felt about right over the length of potentially up to 24 years or 25 years of implementation so with that I think Julie and I can take any questions what year sorry I know you said this I'm sure would phase seven get us to phase seven um so we had assumed 2024 2032 and 2040 so theoretically it would take us through the year 2048. big assumptions again right um those Jacqueline is the the minds behind that but that was the one we um we came up with was about an eight-year cycle for um potential

022General obligation bonds so and then a very Elementary kind of surface level uh assessment then is that gets us a new Rosedale Chapman Parkview Fairview Sierra View Sierra View then Fairview yep and light touch on Hooker Oak do I miss anybody um then we'll get to the high schools and junior high schools the completion of their master plan is defined mostly modernization but uh for the junior Highs but at the high schools especially at Chico High there is a significant building component and as you might imagine a significant renovation component which assumes not to bring up a source subject of getting inspired it does right okay all right thanks Laura would you say with this plan that it really sets us up for um a reasonable return interval that seems like once we hit that

023phase six that we're really on this you know kind of end over end now we can go back to each campus every six to eight years and do the modernizations at a reasonable level I feel like we kind of have been hit in the last eight to twelve years of like needing a lot of work done and this kind of helps us roll out a plan that gets us to a a more sustainable return interval so that in like you know 25 years we'll be like kind of cruising about how frequently we're having to make upgrades or replacements for our school campuses yeah we we kind of teasingly call it the myth of the Golden Gate Bridge right that will go back to the beginning and start painting but I do think that that getting

024all of these new campuses rather than modernizing them is going to sustain you for much longer so that your modernization and maintenance funds can really address maintenance in the traditional sense of the word not big building issues so this potential nearly nearly a billion dollars is really an investment to save more than that in the long run or to save a percentage of that in the long run it's hard to say but it certainly is a from a perception and quality of educational environment a step up that will undoubtedly serve you I mean the building we're in today right it takes a lot less maintenance and time and effort and is a space to be proud of and I think that we can get to that sustainable model yeah I think a better way to

025phrase it and I'm always trying to think of like you know how how we demonstrate to the public that we're using uh public funds to the greatest ability is that um going this route and with this plan this uh potentially near billion dollars is going to pay off versus if we were to approach it a different way and you know just do modernizations not look at full Replacements up front and having a more frequent return interval when it comes to uh more classrooms or more Portables or you know if we weren't to just level some of these places and and and do something significantly different with with our updates and all of the new uh technology that's behind instruction is Julie will attest to it's much more difficult to do upgrades to existing buildings than

026it is to set set a high bar with new buildings that that leads into my question uh Julie realistically in the reports we've heard over the last year and a half two years there isn't a whole lot we can do anymore to Rosedale Chapman and Parkview and Sierra View their we bubble gum and bailing wire those sites to the point where we're now spending more money than to repair than we're adding to the value of the building that we're repairing so we're we're losing money even though we're spending many if that makes sense yes that's certainly true or any any more questions of clarification would any of the chico High plans which we're estimating here with escalation at a 112 000 million excuse me dollars would any of those be able to move forward uh

027if Inspire stays on the chico High campus yes there is work that can occur on the chico High campus it would require interim housing to be brought on at an additional cost but out in the sports field area you would have to bring in sorry I'm not talking loud enough for you Matt you would have to provide interim housing so for instance if we were to tackle Building C we would need a place for those students for a year and then we could do the work in Building C and we'd have to go through the campus at a much slower Pace in a phased in a phased way and provide interim housing for those students so your cost would go up a great deal from what you're seeing in the estimate there 50 percent at

028least 25. yeah the cost for Chapman interim housing I believe on that slide was six million dollars right just to give you some perspective and that school is 320 students so we're talking about 1200 students at Chico High not all at the same time but the cost is um excessive um but that's what it would require I've observed before I mean I don't see and I don't know who does a viable plan or a clear path at this point for inspire not being on the chico High campus we have not established any of that right no nothing has been established yet but smart people are working on it I can guarantee you that okay so you don't think it's a weakness in this draft plan that we don't have this draft master plan that we

029don't have a we haven't yet had any compelling um I guess uh mechanism for for moving Inspire to off Chico High so the master plan is is just that it's a planning document and it is a road map for where we want to get where we want to be so I don't think it's a stopping a stopping point in our planning process well one of the things that um you know I think for me is looking at what is this is our document for Chico Unified School District facilities and schools Inspire and and our other charter schools um we can as we did in the last Bond right in how we support and treat our Charters and we have different levels of of Charters we have Charters that are on District property we have Charters

030that are not on District property um that you know that could prop 39 into the district if we don't include some support that whole process we're once we've decided what we're going to do with Chico Unified and how we um enable taking a Bond request out to the public that's the time where we will as a board because this this is our decision um decide what we're going to do in the way of support for our charters not all charters are the same some are you know some are seat based some are um online typeface charters so we've we've still got a lot of discussion and planning ahead of us when we get to the point we haven't made a decision yet where this is our first decision is does the facilities master plan represent

031where we feel we need to go with Chico unified's future for housing and sorry can I tell I'm not just really quick because that's a really good point um that these this this this plan as it's written currently is written for to unified facilities um and I have a question for Julie about that which is um as far as Chico High's work goes with its I think eight eight lines on the phase five model um the earliest that that work can really get started is likely in the 2030s that would be a 2032 Bond if we were doing them every eight years okay um so so in this Workshop looking at this master plan we're talking about unified facilities and what us as a board would like to see happen with those facilities at those

032intervals um and just as a reminder that this board has originally not even not not just originally voted that Inspire would move to the Fremont Street um project area but that we reaffirmed that recently that that that is inspires future location and that that we are working towards that solution but that is separate from this particular master plan so tangential right right I mean if uh if the move tangential filling the master plan then it's not very separate then they're intertwined I'm sorry Matt we're not having discussion this is this is time for questions for our staff we can discuss one that's time for um uh when there's emotion on the floor yeah I wanted to clarify that the master plan we're being presented with was contingent upon Inspire being gone yeah I wanted to

033bring attention to the fact that there's no viable plan in place for getting Inspire gone so therefore it's highly relevant point I think that's a good question for for Julie and Laura is is this master plan contingent on Inspire being gone well I did ask that question originally and she clarified yes the items listed in on the chico High School component which is going to escalate to 112 million dollars is contingent upon Inspire being gone so would it be would it be uh more fitting to give a range a price range in this master plan that that demonstrates the range that it could cost because this plan is still viable whether Inspire is on campus or not well um that could change um you know if the priorities of the board were to change then

034yet it's not as important of a distinction if it's set in stone for all time and and this is the way it's going to be forever then then this would be something worth you know talking about at Great length and I think what I hear you saying is that this is a draft working document I'll clarify it's a working document we are asking board's approval on this master plan this evening however it is updated every three to five years so there will be updates where we can take the opportunity to have another look at Chico high school and the circumstances uh that are present at the time so if it becomes apparent in the next year and a half to two years that inspires not leaving there will not be another opportunity to revise the

035master plan for a strong period of time okay well that that settles my vote this is why I was you know digging a little deeper clearly this is something that I can't vote for because I think that Chico High deserves to have as good of a future a secure of a future as PV across town and I am hearing and I'm foreseeing that that's not necessarily true because Inspire is going to be plunked in the middle of Campus plausibly what am I what am I not understanding so I don't think this is a your concern is the facility master Ed CERN your concern is a funding concern so we won't get to any of them including Rosedale if we don't have a bond right if we have a bond I think the funding issue for

036inspire will be resolved so it's a funding issue moving Inspire on because the board has made the decision to move them to the Fremont Street location it's funding to get them moved there correct it's not it's not whether or not they're going to move it's the money to move them right and that funding mechanism does not exist until we pass a bond but even when we pass a bond there's not Clarity on where the money is going to come from in the future bond is it going to come from is Inspire going to be a standalone beneficiary of bond money is it going to come out of Chico unifieds and Allah is it going to come out of the charter school allotment those questions have not been answered and again it's a funding issue and

037that's a bond issue not a facility master plan issue but the facility master plan depends on Inspire being off campus the facility master plan depends on the passage of a bond we won't take another step in this facility master plan if we don't pass a bond so none of the things that are here won't happen without that including Chico high right but but if the bond does pass I mean there's just a lot of IFS okay we don't know whether the bond will actually include a provision for inspire to move you know maybe it won't and that is exactly what we're talking about in Charter meetings right now is different ways and there are a lot of different ways that that could happen well if it doesn't happen there's a lot of ways that it

038might not happen then there won't be a situation in Chico High where we can actually fulfill the firms that are included here but it's the board's decision whether or not it happens right so it will come back to the board in terms of how to fund if if that's the key issue how to fund inspire yeah Kelly and Julie can I ask a clarifying question here when we go to vote to approve this plan we are approving this plan we're not approving specific funding methods yet right that's separate you know we will say this is the plan that we would like to pursue right yes that is true we have identified the needs at all of our campuses and we have estimated the cost to cover those needs at all of our campuses and we

039have developed an implementation plan by which when the district has funds available they will work their way through that implementation as much as I like and respect all of you you're talking as if there's a plan to get Inspire off Chico high and there's not right now in the same way we're talking about also renovating Roseville and renovating Parkview and renovating and renovating Chapman and replacing those schools and so and so to deny that because of funding because we don't have funding you know we're talking about a plan it really and that's what we're here that's why we are here to approve is a plan and and what comes after that is up to us as well but right now if this is the plan that we want to move forward with if you want

040to see those eight things happen for Chico high this is the plan you want to approve because the funding piece comes later remember Dolby um Mr Landau had asked to speak um to the issue and um I I think we needed an additional clarification from staff um but Mr Lando a very quick clarifying question from a while ago now um you were asked whether there was there would be an opportunity uh because normally we look at the facilities master plan every three years or so but we could at any time if we chose to bring it back and look at it again right I mean we're not saying because we make a decision now we're not going to talk about this at all again for three years is something change materially we the board could

041bring it back for yes and and there's precedent for that we have done that before I just feel like perhaps it was a misunderstanding because I thought for instance we had some I'm sorry I'm sorry for instance we had um some Safety and Security projects that came up that the district didn't have funds for and we moved those into the master plan air conditioning for the gymnasiums at the high schools and cutting back dry rot on the overhangs at Rosedale those were brought in because they became an immediate need and they were added to the master plan projects so we do have the nimbleness to modify the plan when we need to for for emergency reasons or changes in program we have the what the ability the nimbleness nimbleness nimbleness um and there's all I'm

042I'm guessing maybe some kind of legal standard or something like that you can't just go changing your plan willy-nilly you have to have a really good reason to that there are law governing this or this is just we woke up one morning and decided we wanted to change it no we're not com we're not bound to comply with any law for modifying our master plan it's just prudent to do so over time as needs change right um but if the if the priorities of the board were to change two years from now and we were to all look at you and say we want to change the master plan we could so in that sense the master plan is a working document thank you thank you Mr Orlando for bringing about that clarification no my

043mic was not on thank you um and just to clarify where we are we are to consider approving the facilities master plan as it's presented tonight with the understanding which is a very good one because it's something that we've said each time we've brought it back before and we have that it is something that we can revisit um so are there any more clarifying questions and is there any public comment we had no speaker cards submitted right no speaker cards this was asking for public comment on this particular agenda item do I have any motions associated with this agenda item sure I'll move adoption of the silliest master plan as written thank you a second I have a motion by Mr Landau in a second by member dalby any further discussion um I won't rehash

044all of what I how I feel about um Inspire and the fact that that I think it should go to the hookero campus Because it's an older expensive property to maintain it's costing us a lot of money we have to do a light touch on it um which I think is uh it's going to escalate to 20 million dollars according to this projection that's two percent of an overall billion dollar uh plan you know that's not that's not a huge component you know all the money's important but but that's not you know relatively speaking it's not out of this world um there's also the costs of potential interim housing that we would have we would have been able to utilize a hooker Oak for that reason I did the math once upon a time I

045thought I I got pretty close to 100 million dollars we could save long term by giving Inspire the hookero campus I thought it was a slam dunk great idea still do um it's not clear to me that there's a plan for getting inspired to their new campus I don't think the charter schools want to want to pay for it collectively and I don't think that Chico Unified necessarily wants to pay for it because it would be a very special offering to one charter school as opposed to the entire Charter School community and well I think there's a lot to be said for it you know and I realize it's a tangential to this but it really is it would be a lot more responsible to to use one of our older properties that we're having

046to pay to maintain give that to somebody who really would benefit from it and and enjoy it rather than build something brand spanking new on the edge of town that said you know I realized that this is a working document thanks in part to Mr Lando helping me kind of flush that out that if we needed to change the chico High piece you know two years from now or one year one year and a half from now we could right um if that wasn't the case if this was somehow set in stone then I would absolutely vote no on this because um if the Inspire fantasy doesn't materialize in the way that we are hoping or thinking that it may then I think that we'll need to go back to the drawing board and look

047at the possibility of using existing resources rather than building new for inspire which would change a couple of the things in this master plan so having said that I will give a protest yes a vote on this master plan okay I'm going to call for the vote again roll call vote um Ms dalby I'm sorry Ms Robinson if you're going to call for the vote you have to do a vote to call the vote and ending discussion I don't think is beneficial for uh this board I think that everybody should get the chance to give their input for discussion if they have any she wants more to make sure that there's not anyone else who wants to talk and and in terms of Rules of Order if you call the vote you have to vote

048to call the vote and then you vote so if you have to vote to vote um or we can just make sure that there is no um reciprocal discussion uh we just gave Mr tennis a good amount of time to to say his piece and I think that it was very valuable um and I think the rest of us may have some additional thoughts to add but I just want to make sure that we're giving that time and space to folks to to give their input okay I I did I believe asked for additional board discussion if there was any I had I will ask again is there any board member that would like to add I have one little thing um and that you know we're very actively looking for Solutions through discussions with

049the charter group for all of the issues surrounding Charters it's not just sitting there dead um and we we will you know we will find a workable solution I believe I think there's a good faith effort on the part of the the charter group to find solutions that the first part is we have to do our job and pass our facilities master plan so that we know where we're going and how we propose to get there Ms dalby did you have other comments yeah uh Mr tennis I think you made a lot of good points about the unknowns and that you know we we are working with a working doc you and I came into this board at the same time with a with a master plan that was still in in flux because we've

050made some of those approvals and how to redirect funds based on needs and that that gives a sense of um uh control is not the right word but a sense of I think reassurance that when the time comes the board can pivot if we need to and we do have the final say in how how that's done um in in terms of your comments about Hooker Oak um I I full disclosure originally was a really big proponent of the idea of maybe repurposing that campus for inspire um and and have changed my mind given all of the information and evidence at least at this time and um you know when you talk about it being two percent of the one million clearly or nearly one billion dollars um hooker Oaks population is more than three

051percent of the entire District so you know uh if we're talking about um equality in terms of how the funds get distributed over the next 25 years um we need to remember that this is a chica unified school and these are chica unified students and that we have an obligation to them and their population at Hooker Oak is is is more than inspired and that's a non-issue anymore because we've already voted on that and it is in our past at this point and we are looking for Solutions moving forward as as Miss Robinson mentioned um I think personally this is a good plan I think that this is a good plan to to set our sights on at this time to set some pretty robust goals and to show the public that we want to

052work together as a community um towards better facilities for all students in Chico Unified School District boundaries and and I feel like that will be more forthcoming as we continue our conversation to the charter schools and that um chica unified is is committed to doing what's best for kids in this community and so um I I think that this is a great plan and I will be voting yes for it um and it gives you know a great uh outlook for timeline and um how we intend to utilize public funds for the for the at the best um return for for each student um and so I appreciate the discussion and um thank you for uh for letting me get give my input is there any at Mr Landau um I just want to point

053out so some people think it's a not so great plan I hear it's a very good plan I'm kind of in the middle on this plan honestly because I would like to see some work down in Chico high but the point is in this plan we don't have work on either hook or um Chico High until you know the 2030s and our next major planned review for the master plan would be in 26. so we've got time to see how the bond develops and what our funding and our demographics both look like before we have to think about you know even touching these sites in terms of doing major work um and my suspicion is that'll change right position is that we'll have and we will have different board members we who knows what we're

054going to want to do in 26. but I'm very comfortable with the work that you guys have done thank you Julie um in getting us this far and I think it's a good roadmap Logan I won't be surprised if if she go high moves up some in terms of when we look at it in future future updates thank you any further discussion board or I have just one brief response so one point you made Ms dalby um I show hooker Oaks population closer to 2.4 percent of the overall District size and by saying that it fails to take into consideration the impact that this will have on Chico high if Inspire remains Chico high is you know I don't know what percent they are of our high school population but but if Chico high is

055hampered by the presence of inspire as it is currently in far into the future that will have a detrimental impact not just on students of hookah Rogue but students of Chico high as well okay I'm gonna call for a roll call vote Mr Lando we're going to start at your end this time when do I tennis eye Robinson I was yours a no or a yes oh okay we have a five eyes No No's so it's unanimous thank you board and thank you Julie and Laura uh yes it's a it's a big lift thank you very much thank you all my heart is racing because we're thrilled to get started on the our roadmap and we really appreciate your passion for all of your you know thoughts that you brought forward in deliberating all of

056the items of this master plan and we hope that will make you proud thank you yeah so I do want to give a um as we just commented uh Julie and Laura a huge shout out that's a lot of work to put to this plan together um so I'm happy to hear that the board approved it so now that we have the roadmap if you will on what it looks like to modernize and new construction with our facilities now we want to get to the next part which is what are the financial resources or the funding associated with how do we Implement that timeline so I want to welcome this evening Mickey casato she's our Municipal advisor from Isom advisors and then also behind her is Katie Dobson with Jones Hall she's our bond Council

057related to our issuance of Geo bonds so I'm going to turn over to makiko great thank you very much so board president president dalby members of the board superintendent Staley District cabinet and members of the chico USD Community I am very excited to be here tonight I have been working with the district since about 2015 before the measure K authorization and my firm has been working with the district since 2012 going back to the measure e authorization all right so the first slide here is a general overview of General obligation bonds so General obligation bonds or voter approved long-term debt instruments and they are backed by the legal obligation to Levy and collect property taxes to pay the debt service on the bonds they are the most common funding source used by California school districts

058to fund their Capital facility needs I also wanted to talk a little bit about prop 39 which was approved by California voters in 2000 it lowered the threshold to pass bonds to 55 percent in exchange for that lower threshold it put in some safeguards for taxpayers a project list is required to be placed into the ballot measure the election must be conducted on a regularly scheduled bond election date and it requires annual performance and financial audits establishing a Citizens Bond oversight committee and for each Pub 39 Bond measure there is a maximum tax rate projection of sixty dollars per a hundred thousand dollars in assessed value um is this I I guess that's a good time to ask the question so the the project list um with the project list include for example a light

059touch on Hooker Oak campus um and would it include uh uh yeah I'll just leave it at that what it includes I like um in terms of how specific the project list would need to be is your question yeah I guess so all right and really the next Bond measures would be focused on the next phase within our facility master plan of which Hooker Oak is not part of so we would allude to the three elementary schools you want to keep your project lists specific yet broad so that if the priorities of the board change we're still able to implement those priorities of the board given the ballot language and that's something we would if we move forward with this process that's something we would be drafting in the coming months so the language and

060the bond might not be talking about the the plans for Chico high for example this time around not this time around no we would focus on the next phase which is really those three elementary schools so there only would be a link if we if we have the language in the bond specifically related to inspire we could have language related directly to inspire should that be the direction that we want to go that's enough for now thank you so moving forward directors here we go um the Chico Unified or chico has a strong history of community support for its Bond programs its two most recent Bond elections were in 2012 and 2016. and in both Bond measures the district received significant support above that 55 threshold measure e passed with 65 voter support and measure

061k-pass with 71 voter support measure e had a tax rate target of 45 dollars and fifty cents per 100 000 in assessed value for not just measure e but all the prior Bond elections measure K had a separate tax rate target of the sixty dollars for a hundred thousand dollars in assessed value so in 2016 with the passage of measure K The District board created a plan to alternate between alternate between the two Bond measures to meet the district's ongoing project needs while implementing the bomb program responsibly within the tax rate targets provided to voters at each of those measure e and measure K elections so at this point all of the metric K bonds have been issued the measure e-bomb program is more tax rate constrained and so there is 33 million in authorized

062by unissued bonds still remaining of which we can't issue all of it yet without within that tax rate target of 45.50 so that is scheduled to be issued in 2026. I do know at the bottom that the now that the measure K bonds have completely been issued compared to the estimate provided to voters when we actually issued the bonds the total debt service was 40 million less than what we had originally estimated which is fantastic news we were able to issue those Bonds in a very low interest rate environment which ultimately was the benefit of taxpayers uh slide six oh I should move this one forward too um and overall their aggregate Bond program tax rates have been relatively stable and significantly below the estimates provided to voters when you add the 4550 and the

06360 tax rate uh that totals to uh 105 dollars per 100 000 in assessed value and you'll see over the last um since 2018 uh we've been significantly below that and really in recent years it's been slowly uh declining the assessed value that's the assessed value of the school district uh yes so so Chico Unified and all of its infrastructure buildings Etc the whole nine that's what we're talking about it is but for each property owner it's the best value on that individual property which is different from the market value of the property it's the assessed value that's assessed by the the value um that's determined by the assessor the county assessor and it can be significantly below the market value because of prop 13. if you own your property for a very long period

064of time so just for clarification it's not the assessed value of Chico Unified property it is the assessed value of the property within Chico unified's boundaries thank you all right so that's a bit of the history of the district's Bond program and moving on to a potential new Bond authorization Pico I have a question that I don't really know how to ask um with measure e um that was passed 11 almost 11 years ago um still hitting our taxpayers right um it it seems that There's a constraint that's out of our control to to get that spent down so that doesn't show up on on our taxpayers you know property taxes every year um I just I I'm a little concerned about potentially looking at going out for a bond next year and having it

065be the third line on somebody's property taxes that's for ta unified facilities what's what's the hang up or what's what's what is what is the General Industry say about about that sure so the bonds are structured so that they are repaid usually 25 to 30 years under government code the bonds can be repaid for up to 40 years after the issuance Chico actually has been historically very conservative and structuring their bonds with shorter repayment terms which lowers the burden to taxpayers by lowering the interest expense so it is not unusual for a bond authorization that passed in 2012 to be repaid over a pretty long period of time I think you're specifically asking about the unissued bonds from measure e and it is a little unusual to see unauthorized bonds from an authorization back from

0662012 but I'm actually going to move forward in the presentation real quick and what you can see is in 2012 the assessed value continued to go down in the district the impact of that market downturn continued on almost until 2014 which was significantly longer than the actual housing market crisis that occurred that tail end lasted a little bit longer than expected and that's what created that constraint in the measure e-bomb program and the district was just able to adopt its plan to make sure that the district was able to stay within that tax rate target promised to voters despite the fact that this unexpected event occurred and so I think it's just a prudent decision by the district to adjust its plan based on unexpected events and that in 2026 we're expecting a significant decline

067in the that service associated with that measure e program and the district will be able to issue the remainder of the authorization I hope that answered your question okay great thank you so let me let me go back a slide here um this is a Venn diagram that I really like and I think it's really really relevant to some of the issues that the board is currently facing the district when designing a newborn authorization needs to balance a number of objectives that are slightly competing you know we want an authorization size we want to have it fund as many project needs of the district as possible we still want that project list and the whole Bond authorization to get sufficient voter support for it to pass but we also want to be mindful to the

068taxpayers who are going to be paying this over 25 to 30 years and making sure that it's a prudent program and those com you know objectives are competing to some extent and so it is you know not necessarily easy to get to a point in which all of those things are balanced so as whenever we start a discussion about newborn authorization I like to share this Venn diagram it's fairly simplistic but I think it's helpful to know why it's difficult to balance these um multiple objectives all right so moving on the next slide is the district's tax base the district's assess value is one of the key inputs into any bond program as you can see since the passage of the measure K Bond authorization the assessed evaluation growth in the district has been very

069strong and consistent measure K the bond authorization assumed three to three and a half percent assessed valuation growth uh per year and the district assessed valuation growth has exceeded that in every year on the next slide slide 10 we show a um how much a dis the district could raise with a single prop 39 Bond authorization as I mentioned bill before the maximum tax rate target for a single prop 39 Bond authorization is 60 for a hundred thousand dollars an assessed value so in that top table it's the bottom row and based on conservative estimates of assessed valuation growth of three and a half percent and 25-year repayment terms that raises approximately 239 million yes so nikiko and Jacqueline uh with what projects would be included in the bond next year how does that put

070us on this chart here because all all the items in the master plan will not be included in the bond language you just said so I I just sent to the board the language from measure K and the way the language is written it at that time there was obviously a different focus and that was more focused on elementary schools at that site at that time but it gives flexibility so that if you need to change which we have had to do Pleasant Valley High School is a perfect example we needed to use some matching funds so that we could get that project done so there is flexibility within the language and I think if there's specific questions on that Julie helped write that language probably did write the language of the prior Bond and

071can address that it's a fine line that you walk because you want to make sure the voters know this is what we're voting to fund but at the same time things do change things happen campfire those things happen and you have to have that flexibility to use those dollars in a different manner should you meet um and so it's just kind of like uh you could choose to look at the master plan as sort of like a elaborate list of priorities with with some nuts and bolts thrown in there for for staff and people to utilize while they're doing their planning but it's all contingent upon money coming in and so Master plans current US approximate value is a billion dollars give or take um and uh over an extended period of time and so

072this will just feed the top most teed up you know elements to the tune of you know 239 million unless of course the board comes back and needs to change the facility master plan all right Julie do you have anything to add there get it okay well so just clarification I think Kelly is that this would be looking at this time that we can go out for a bond and it seems like on average the school district recently has been going out for a bond every six to eight years and the the master plan we just approved was really looking out at 25 plus years for that that high ticket dollar of nearly a billion dollars and so just keeping that in context you know over the next 25 plus years we have about that

073amount of money that we're looking at with inflation Etc um and this is really looking at what can we do in the next phase is that is my understanding on that correct yes it's about continuing to implement the plan and so the next phase up is where we would utilize these dollars um two questions of clarification first of all um it's my understanding that measure e at this rate will be paid off sometime around 2040 is that you know currently the final maturity of that is 2041. 141 yes yes thank you um secondly if we needed to or want to could we put two different items in front of the voters as like two separate bonds if it fell under the same like total cap in terms of how much who ask them to repay

074yes well you can put two Bond measures on on the same ballot it's um it's a little bit tricky and this is kind of goes to an election consultant we're all more of a you know kind of outside of my Lane but generally unless the district needs both of those Bond authorizations we typically do not recommend two Bond measures on the same ballot that are competing against each other because it just dilutes the support if that makes sense yeah I hear what you're saying yeah thank you there is one more slide okay but I wanted to make sure there were no more questions on that but um this is a general timeline of next steps and I'm going to actually work backwards on this one um you know the target election date is November 5th

075of 2024. uh the deadline that Butte County has set to submit all the documents to the county um is uh 123 days from the election which puts it I believe in early June which means that the board would need to take action to call the election in May and I guess early June but it would be very very early in June and in order to for the board to adopt a resolution calling an election in May usually the draft of the resolution will need to be prepared in the march to April time frame um and right now in the fall and into the early spring is a great time to really test the feasibility of a bond measure and I understand that the board has approved a contract for a survey Consultants to get a

076sense of you know what type of what size and what kind of projects the community would like to support so getting that information right now I think would be very important just to make sure that you know that this plan is feasible as the district continues to explore this possible Bond measure Community survey slash poll or something like that to indicate you know how the appetite is out there that makes perfect sense I think because I just do want to point out the maximum we can go for is the sixty dollars per 100 000 assessed which would generate that that large 239 million but if the community doesn't have an appetite for that and they want something less then that's the information we'd want to know so we size the bond appropriately when we do

077put it on the ballot should the board choose to go in that direction so if your house basically is worth three hundred thousand dollars they're paying 180 dollars over the course of a year do we know what that would cost to go out and Survey the community and stuff like that we are currently working with a consultant to do that and um I am not sure that we have the estimate so the decision's already been made to do it we're waiting for that feedback basically okay no further questions your honor any additional questions yeah I think um just just some clarification for me is is what direction is needed from staff from the board at this time thank you Miss Delby so really when we look at this timeline um the number one element on

078here talks about preparing a project list and we've kind of taken the preliminary steps with that facility master plan approval this evening so really where we're at right now is step two which is we're at a public board meeting and we are asking for approval to explore the feasibility of moving forward with the tax measure so I'm not committing to it right now we're just exploring the opportunity to see if that's a viable option for the district it seems like we're already doing that right if we're if we're hiring somebody to go out and do a survey and there's been a lot of discussions at board meetings about the potential so we're just looking for approval to say yes move forth have the conversations to be able to to Really push this along that seems

079kind of reasonable I mean I have yet to hear any one march in here saying they don't think we need another school bond so and so that would really just help give direction to move forward with conducting the survey correct thank you I mean obviously this isn't like a a vote to support the actual Bond language so so yeah I mean there's this there's no real discussion to be had here in my opinion any other board members with comments is there any um public comment on this item okay do I have a motion associated with um approval of um 4.2 I'll make a motion um I'd like to move to direct stop to explore the feasibility of going out for a facilities Bond on the 2024 ballot is there a second second okay I have

080a motion from for chair dalby to go out and explore the feasibility of what she said and a second a second by um John Smith thank you in any further discussion board member tennis actually is just for the record yes the handsome Mr board member tennis hello thank you okay let's start with another roll call vote because Ms dalby is on Zoom his dalby your vote zombie I Miss conken Tonkin I Robinson eye Tennessee that's five yeses thank you Lord okay next oh and yes thank you ladies for bringing us information we need to understand before we make decisions in these areas okay next is uh discussion action calendar proposed board Workshop calendar [Music] we've got a couple of things to clear up so in your agenda there is the sheet that lists artboard workshops

081and annual presentations we did have errors on the last one so we wanted to make sure that this is what people have signed up for so just to double check on that I think we got it all right on the front page um I think the only question I have is about the Community Schools um it doesn't seem like that's complete on this document that's attached to the agenda so on the front page um we have the workshops so I wanted to make sure that we did get everybody accurately assigned there and then on the second page is our annual biennial standing work groups and again want to double check to make sure that we have those accurate and then we also have a new standing Group which is our community school planning Grant we

082did have Miss Robinson volunteer to be a part of that but that needs to go to the whole board and see if there are other people that are interested we need two people to serve on that I'd like to support Mr Orlando for Community Schools since I think that you were the champion of this idea from from before it was really a viable route to go just my two cents I appreciate that I was going to ask for the same thank you okay board um we'll add Mr Landau to the Community School planning Grant any other additions changes questions I just have a comment of thanks for um going back and and checking out all the footage and the discussion because I know that it got really complicated back in June when we were all

083tired and uh in August there was a lot of questions that came up about this and this looks a lot more like what we had discussed as a board and then asked for it to be brought back in August so thank you for uh staff's time for digging into this a little bit more succinctly and I feel good about the assignments um listed in this document and I think we learned an issue about using a changeable Google doc for this exercise so we may do something different in the future okay I'm bored do I have any motions yeah I've got a question I I was on every draft up until now um I don't know what happened but I've been on for months I thought I'd been on the um physical education dress code and

084locker room privacy why was I mistaken in thinking that I was on that or when did that change so when we brought it forward the last time you were on it but when we went back and looked through the minutes to find out what was it that we left that board meeting with um it was that had been a mistake huh but again this is the board's decision so if there needs to be changes and you guys want to discuss that talk that out now on a similar note I had a memory that you would talk about maybe being on the wellness I don't think it would um yeah and I had I had also Express express interest about the wellness Committee just for all of the topics that it covers as well um Rebecca

085I'm sorry I couldn't hear what you said just now I don't know if you didn't have your microphone unmuted or if it's just uh sure um so Rebecca Funk and I have and this is not by any means something I'm super eager to to achieve with you but I would offer you my position on nutrition services and local food sourcing in exchange for physical education dress code and locker room privacy but if you don't want to do that that's that's fine too oh yeah yeah yeah no that's a great that's great to do the same and swap with with Caitlin but we could maybe just move the Kenneth and all became from nutrition services on to the locker room and we'll go down and work on the nutrition of food instead one and then Ms

086dalby and I could have productive conversations about the locker room policy that sounds good to me sorry I I think I caught two-thirds of that I don't know if if I just am not linked into Miss conken's uh microphone or if it wasn't on but uh sorry I think I caught what that was um I don't necessarily have objections like me to reiterate I can reiterate what was discussed um Tom Orlando Mr Lando suggested uh just now that maybe we move the tennis let's see oh the tennis dalby team off of nutrition services and local food sourcing onto locker rooms we put the Lando konkin team onto the other and Rebecca konkin wisely I think pointed out that it would be helpful to have a male and a female on the locker room discussion I

087appreciate that input and I love the idea of sticking with you Matt uh so I'm I'm good with that change I am okay with that I I actually love the idea of being on nutrition services too so exam okay did you get that well it's not official yet so well unless we have another so so sorry to summarize what changes we are wanting to make um and then and then you know that can be incorporated into emotion would be to swap um myself and Mr tennis up to uh PE dress code and locker room privacy and Mr Lando and Ms conken to the wellness committee and then um also to add Mr Lando to Community Schools are those only changes that I've I've heard or captured you meant nutrition though right uh okay there's a

088standing Wellness committee okay as well got it which right now got it sorry yeah sorry I think I misspoke so we may want to just because I mean this is our third time going through this I think um maybe we just go item by item and start with October 4th and just make sure we're all in agreement and that we have the right people assigned there okay uh October 4th I have um now we would have Mr tennis and Miss dalby yes okay November 1st which is student achievement data Casp information board self-evaluation we start that process that would be Miss Robinson and Mr Orlando yes okay moving on to nutrition services and local food sourcing Mr Lando and miss konkin yes CTE Pathways and arts programs Miss Robinson and Mr tennis May 1st alternative

089education housing and supporting at-risk students Mr Lando and miss konkin yes and then the local control accountability plan is conking and miss dalby where did the Community Schools it's on the next page when we go to our standing work groups okay okay I just want to make sure we're good on the front page yes okay um the facilities committee it includes our charter school facilities as well miss dalby and Miss Robinson yes the wellness committee which will have different people in this scenario as Mr Lando and Mr tennis the athletic sustainability and co-curricular activities is miss dalby and miss konkin Community School planning Grant which is a new work group Miss Robinson and Mr Lando Orlando's not listed there correct we just added him okay yeah does it excuse me does it make sense to

090leave Landau tennis on the wellness committee when when we're using um Miss conken and um Mr no it's Miss doll yes conken and on the nutrition services local food sourcing so the wellness committee is active really active every uh two to three years and we just had that so the reality is on this particular session going through there probably will not be Wellness Community meetings okay oh yes public comment do we have any no we do not do we have um a motion now are we set to the point where we I move that as as altered and amended seconded motion by Mr tennis in a second by Mr Landau any further discussion again roll call vote Miss dalby it's all b i granted please Robinson I tennis eye when do I okay the Nexus

0916 board member request to agenda's item I don't think we had a document turned in with the request then I'm going to ask for public comment on closed session items we will be going into closed session are there any comments on our closed session agenda and I will inform the board that at this point unless the board would like to go into closed session we do not have any items that need immediate attention that cannot wait until our September 20th meeting report do you have any problem with doing away with clothes tonight looks like we're in agreement okay then the meeting will be adjourned
