002of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all up next is the superintendent's report and recognition foreign okay so this is that time of the year that it's really exciting you're seeing us hire lots of new people but it's also that Bittersweet time of the year where we say goodbye to some people that have been with us for a long time as they head off into retirement and that does include our administrators recently at our Chico Unified management association end of the year party we said goodbye to four administrators that will be leaving us and I just wanted to mention them so the board in our community is aware as well because they have served us well for many many years in fact

003combined they have over 80 years with Chico Unified and 121 years in education the four of them combined Lori debach has been the assistant principal Ed Bidwell Junior she is retiring after 33 years with Chico Unified and 34 years total in education Renee spageri has been with Chico Unified as an assistant principal at Pleasant Valley High School for 17 years in 31 years total in education and Diane Olson also retiring as our director of special education after eight years with Chico Unified and 23 years total in education and of course um can't leave without recognizing our own Jim Hanlon Jim's been 22 years with Chico Unified and 33 years total in education so Jim we would like to honor you tonight we have a wonderful mug for you as well as a certificate come on

007their 19 countries so with that even though we're all here I would like them to introduce their name and their country so you can see that the whole globe is here this morning they had seminars nine to new and then one to four well they're about quarter to nine right outside a Modoc Hall they were all on their phones and I said oh my gosh the the satellites are working overtime beaming down to this one spot as they were communicating with family schools and so forth one of the administrators here from Armenia has testing the seventh test tomorrow and she'll be up all night tonight looking to make sure everything is going appropriate through Zoom so these people are walking and chewing gum at the same time responsibilities home and here in this community so

017the next item we are on number six items from the floor items from the floor for speakers who wish to address the board regarding a topic that is not currently agendized at this time we will take public comment from speakers who wish to address the board for topics not agendized for this meeting speakers have three minutes to address the board a bell will ring when 30 seconds of speaking time remains the board can then listen sorry the board can listen to public comment on items from the floor but cannot respond to any speakers under items from the floor um we have five speaker cards um as of right now and if time remains um we may open it up for additional speakers from the audience and so with that I will first call Arwen Funk

018followed by Michelle Cooper hello so when a female PV student asked you to restore her feelings of safety dignity and privacy by removing the boy from her locker room at high local high school you told her no you said she could use the private gender neutral restrooms and as I understand there are two of those on a campus with over a thousand students so that's clearly not a workable long-term situation this District needs to formulate a solution uh I I think there's kind of two main issues here one is when parents need to know and students need to know how you're going to increase the access to facilities that allow every student a right to privacy you've already conceded that feeling safe in the formerly sex segregated spaces is critical by allowing a boy to

019use the girl's locker room so feeling safe matters how are you going to offer an equitable solution to all students that young woman has asked you at least five times that I'm aware of to follow the principles of equity and provide her with a safe space and so far that has not happened the second issue is if you intend to continue allowing this boy and other gender diverse students in the girls room what are your official procedures to handle the situation when eventually a predator takes advantage of the total lack of protections and pretends to be allowed into that space have you put any safeguards in place yet to prevent this from happening and what are they it's your policies that removed all of the protections so what have you put in place to keep

020those kids safe I think you have two options maybe there's more one of them is going to be that you spend a lot of money to remodel every single bathroom on every single school campus and every single locker room on every single school campus the other is if you're considering making all the restrooms and locker rooms gender neutral I'm I caution you against this you've already conceded that this boy is in the girls locker room for safety and because of a female identification so being around boys is a problem for this person so allowing anyone to use any bathroom to make them all gender neutral basically puts you at risk of putting this person back into Harm's Way so I think that's something that should be talked about in the future and also Daniel Penny

021asked me to tell you that you can remove her from this item she'll be speaking at 8-1-1 I believe it is I'm Michelle Cooper I've read through hundreds of pages of emails where teachers counselors Administration and staff of this District have been communicating with Stonewall Alliance of Chico the district has tried to maintain that there's no partnership with Stonewall however these emails suggest something very different in these emails staff requests that Stonewall be contacted for anything from growing gardens to obtaining breast binders for students there is a repeated message and mostly from school counseling staff that Stonewall will be the one and only resource for kids and District staff alike one counselor from Fairview suggested that Stonewall drop off flyers for their for their LGBT teen events to the wellness office on campus so apparently

022Distributing this type of flyer is okay but a student who wants to hold a sign up defending her privacy in a bathroom is not I'm also trying to wrap my head around why bringing in unlicensed individuals from this social group is considered appropriate content for district-wide staff development there's absolutely no educational value to what they are presenting when teachers have to make a choice to attend a training or lose pay their choices should only include those classes that improve their ability to teach and motivate young people to learn I'm particularly concerned with the number of emails from special education teachers directors and staff regarding Stonewall our most vulnerable children rely on our special ed services to guide and protect them especially when we have non-verbal and incapacitated children utilizing these services adding Stonewall to the

023mix is highly inappropriate I would like to know how many parents of special ed children actually know their teachers and staff use Stonewall as a resource the fact is there's many other resources that can be utilized there are hundreds of therapists within Butte County that specialize in children and teens as well as organizations like youth for change that actually employ licensed therapists including those who specialize in LGBT issues if that's the need Chico Unified is in fact partnering with Stonewall even if there's no official contract when you invite organizations into campuses to present to staff and use them almost exclusively for referrals this creates a partnership my question to you is if a church group asks to come on campus to educate staff and offer counseling to confuse teens would they be given the same

024privilege as Stonewall thank you up next is Elaine Ward followed by Tom mount good evening Elaine Ward you guys are all familiar with me I have two students here at Chico Unified one going into seventh and one going into fifth um I wanted to bring to your attention I don't know how much you know about the mild mod classroom situations for special education these mild mod classrooms are basically non-existent now um you have a mod severe classroom or 100 gen Ed my son we were faced with this decision um when he was getting ready to move on to second grade um the classroom that he would be moving to would not be able to support his needs and so we began touring the one campus that had a mild mod classroom at the time before

025covet hit that classroom wasn't going to meet his needs either he would actually spend less time in the classroom that was what the teacher told me than what was on his IEP and I was like that's not going to work for him so I made the tough decision of going into second grade we were going to go 100 in gen Ed and he struggled some people could say it was because of covid and like all that learning situation that was going on but me as his mother I feel that was not the case he struggled with behaviors he struggled with reading comprehension he had limited supports he had teachers tell him I don't know how or tell me I don't know how to help him um and I began questioning my decision for him um

026but knowing I didn't really have any other options for him then we came for his triannual report and Gina Payton in expressing my concerns that I had for my son and acknowledging there's there's a piece missing for his educational puzzle and we need to figure that out she mentioned to me the co-teach program at Parkview I know I have mentioned that plenty of times I told a friend I will talk about the co-teach program and tell him blue in the face because I feel that program for my son was what he needed and he saw extreme success once we entered over at Parkview yes there were some struggles because we had to learn how to trust a whole new team but at the end of that school year his reading level had increased three reading

027level and he was above greeting reading level when he finished third grade and I really didn't think that was going to be something that would happen for him um and it was the dynamic due of Mrs Ford and Mrs Galley they had spent years working together through this co-teach program so my question thought to you something for you to think about is if we are removing these mild mod classrooms from our district which I know also is coming down from the state because as someone in District told a parent every kid is a gen ed kid that's not necessarily true that's good in theory but if you don't have the proper supports for these students if you don't have co-teach programs that all of your elementary school campuses there's going to be a chunk of

028students that are going to struggle and you're not focusing on their long-term success that's what an IEP is for to focus on a child of students long-term success we need to make sure we have proper supports and programs in place for these students that are in that gray area like my son he's not super high functioning if we're thinking linear like a lot of people do he's not super high functioning he's not super low functioning so where does he go thank you thank you good evening I um I'm hoping you can clear up some confusion and I know you can't respond but at least I could raise the question I'm I'm holding two documents in my hand and I confess I I don't know how to reconcile them one is the resolution 1600-23 which will

029be discussed later tonight which I think is a fine resolution to partner for the school district to partner with parents I think that's always a great goal the other document is Administrative regulation 5145.3 which we've talked a lot about over the last several months that effectively Cuts parents out of the process when their children experience gender defore dysphoria and commits the school district to a policy of not informing parents in this most important of decisions you say on the one hand that you value parental partnership and you even say that the family unit is the most important support unit for these kids yet you're saying here Sorry Charlie we're not even going to tell you I mean your kids are struggling with gender dysphoria I want to suggest what I've suggested before that you make

030some changes to this policy it doesn't take a lot you can continue to protect trans students but you could also Safeguard parental rights I think if you don't do this you are going to be on the wrong side of History and I think you're going to have instead of one lawsuit multiple lawsuits and frankly I think we could all agree that spending tens or hundreds of thousands of dollars to pay lawyers mortgages is not a good use of taxpayers money so I want to ask you please make some revisions to this policy deal with a lawsuit prevent future lawsuits and protect parental rights while at the same time protecting trans students thank you thank you I'll do even additional items from the floor from the audience at this time um okay we'll take one two

031and three and then that'll that'll be it please introduce yourself when you approach this sure it's Julie three um and thank you president um dalby for letting us come up here and speak and add some time so yeah I'm Julie three Community member and I'm here to Advocate them for the vaccine injured I'm one of them so we've spent the past two and a half years um allowing our citizens to be injected with an experimental unlicensed pharmaceutical product known as a covid-19 vaccine we've been LED astray by the CDC and the FDA and the HHS when HHS secretary Becerra came here last year March 14 2022 he colluded with a bunch of Pediatricians in Enloe and started rolling out little vaccine clinics these shots are poison it's now complete mainstream anybody can go into the

032rumble Channel and Google vaccine poison and a million articles will come up so what I want to offer you guys again we've got 54.6 percent of our children are chronically ill that's a fact that's a CDC number we're injecting them with 75 shots between now and 18. autism rates are off the chart add peanut allergies we've got Strokes we've got myocarditis we've got miscarriages and still bursts all day long over to Enloe so um Erica's got my card and my information you've got a lot of nurses here at this school district anytime during the summer if you need me to come over and give detox strategies the the brilliant thing here is there are ways to detox this toxic Spike protein out of your body there's a way to make sure that your children who

033are out there playing sports and Athletics are safe so please tap into me I'm working with react 19 it's a national advocacy firm so yeah we need to protect these children and we're doing a lot of damage and harm so anyway thank you for letting me have the time tonight thank you I want to apologize in advance for the harshness of my message to you tonight I really wanted to believe that school boards were operating in good faith were benign in their teaching methods and focused on the primary mission of public schools to transfer skills and knowledge essential to adult life like Reading Writing Math Science History and citizenship what a horrid disappointment to discover the reality what has taken the ultimate place in your agenda is apparently transformation transformation of Education to indoctrination equality

034of opportunity to equity of outcomes you have abandoned your role as public servants to parents and instead transformed yourselves into into Servants of an oppressive state sex education at an appropriate age to sexualizing every aspect of the school experience from the playing field the locker rooms the bathrooms and the library from partnering with parents by following the parents lead to a claim of superior right to deny parents their right to control deeply personal matters involving their own children you are working hard to undermine the very institution of the family we have discovered the deep relationship between the despicably behaved adherence of Stonewall Alliance and the counseling staff of every school in this District who are being trained by some of the vilest social justice Warriors in Chico to personally intervene in Reckless and negligent psychological

035manipulation of children's delicate and vulnerable emotional confusions without parents consent or even knowledge far from being helpful or even a benign influence in our community public schools have become something to be feared and avoided if at all possible history is a harsh judge and you will be judged harshly thank you yes you are number three please approach the podium all right good evening um I would definitely have a lot of uh concerns with the school district here in Chico And I think that we can now chalk up being afraid to go to Enloe Hospital for their issues regarding covid-19 and how they were handling um patients there and we have so many problems after covid-19 from the medical system and public health and not being advised and told the truth um and now we can

036have the school district that we can worry about next in line we have public health the school district you know you're getting to that point where it's almost a joke it's a running joke that if it's a government-sponsored program you better be aware and they're not telling you the truth and this is not conspiracy theory this is people doing their due diligence understanding what the facts are finding out who's involved in you know creating the curriculum at your school finding out the hard way when the kids come home and tell you what they're learning at school I would just say you know between Public Health the school district um this is just it's really deplorable and there's no there's not really a place for the community to weigh in you know there should be representation

037of the parents and I don't see that happening at all in Chico I see it's almost like you've got this trickle down from Sacramento saying this is what we're going to do you have the teachers Union and associations saying this is how we want to do it and then the parents kind of last to know and it doesn't really matter it's just this is what we're going to do so hope you like it and what I tell most people I know is to take your kids out of public school immediately just take them out whatever you're going to do Private School homeschooling programs are amazing there's huge networks now of homeschoolers um the African Community African-American Community is the largest users or participants of homeschooling now demographically so that should tell you a lot um

038so you know I just think a lot of people are not on board with this agenda and time to rethink it thank you thank you all for bringing your thoughts and concerns to the board we will move on to consent calendar item number seven do we have we do have one sign up for public comment on consent um it's Elaine Ward um so I look over every agenda item just to see because obviously my concern is with special education and I feel everything on there usually pertains to special education in some way this time it was regarding classified employees specifically paraprofessionals um so looking through it we have four that were appointed which I'm assuming means that they were put into positions as Paris we have one taking a leave of absence six are retiring

039they had limited terms and then we have seven to eight that are Regis that have a resignation termination as voluntary to me that means that they are choosing to leave the position so we've heard from a district that we can't hire Paris we can't keep Paris but the question is why why is that a problem yes we know life happens people move people move on but do we really know that as fact like why are paraprofessionals leaving these positions is it pay is it the lack of training I feel that we have to really pay attention and to answering the why to help solve the problem of being Limited in paraprofessionals for our students we know that recently we hired 88 pairs in our district but how many more did we need to hire on

040top of that as well um and I also know too that there might be some misleading that's happening with the hiring of Paris I know someone that was hired as a paraprofessional being told that they were going to be in a mild mod classroom and they told me that and I was sharing with another parent we were just like what mild mod costume were you going into because as far as we know and people other teachers have shared with us there are no more mild mod classrooms they're all mod severe and mod severe have much higher needs and much more behaviors than a typical mild mod classroom so I feel as if as a district if we really want to solve the problem and answer the question of why paraprofessionals are leaving we need to

041ask why like are we having exit interviews is that part of the process we have to get to the why you can't solve a problem unless you answer the why thank you um okay so um is there anyone who would like to pull a consent item for further discussion um yeah actually I think that uh having a discussion about a brief discussion about the item that Mr just brought up is worthwhile so I'd like to ask a couple questions myself regarding let me find the number of that piece uh what is it for uh four two seven four two yeah please okay so um we can pull that item sorry repeat the number again 742-7242 thank you okay do I have a motion to approve consent as is uh with 7.4.2 removed at this time

042for further discussion yes okay um uh member Robinson moves second and I remember tennis seconds do we have further discussion on the further further discussion on the consent calendar for tonight I haven't had my words all week so I'm just trying to catch my gears thank you all right it looks like we can get started with a roll call so I'll actually start with Mr Lando at the end here Dolby I konk and I all right um that uh passes unanimously and we will now visit 7.4.2 under the consent calendar um so many many moons ago I asked for a running tally of our Paras as they came on left I don't think it ever came about but I would like to know in the future no I'm not putting it on the spot right

043now where we are in terms of the number of pairs we have as opposed to say last year this time and some clarity on the mild mod situation are we telling people that we are hiring for mild mod classes that don't that don't exist or is that a miscommunication that we need to address in our hiring somehow again there's this question I don't expect anybody to answer right now I know I'm going to put you on the spot and thank you Miss Ward for bringing this up I appreciate putting it on our radar again but perhaps the next time we meet we could dive into that a little bit that said oh Mr Lander just to clarify because my boosting speaker isn't quite working is what you're asking for is an accounting for vacancies or

044um running total of how many we have but knowing how many positions we have open at the same time would be very useful again something I brought up I think a year or two ago we're asked you know as we got more pair as what our totals were actually adding more positions and or more actual people filling the positions so I just want to get some clarity on whether we have How many pairs we have actually who will be on site at the beginning of the year as compared to the beginning of last year and how many positions we have both um could you accept a friendly Amendment I'm not making a motion right now so sure oh you didn't make a motion I'm just asking staff for you know oh because feedback next time

045I I wanted I I'd like a differentiation between Paras that are signed for something other than to fulfill an IEP if that's okay you mean non-special Ed like kindergarten there wasn't a distinction that Mr Landau was making about what the assignment was of the pairs he was asking for and it's my experience that if you're going to take a look at pera's and coverage and stuff especially after going through what our targets are with our lcap that it would be helpful if we differentiated between Paras that are assigned because of an IEP and peras that are assigned and employed just to fill you know a vacant position yeah that that one I'm not sure we can get but we'll take a look at the data and see if we can can do that Jim I

046can't hear you that one may be more difficult to get because you but what we're going to do the best we can to try to do that but I'm not sure we can we can yeah they're still they're still called the same thing so we'd have to dive into each IEP and and trace it back together yeah because even in the in the Personnel actions they don't differentiate right whether they're why they're hard just that it is either a vacant position or uh yeah that would be difficult okay I'll go with Tom's interest in how many vacancies how many filled I think what else is relevant to you is the number of hours right because there's a variable number of hours and there's a flux of um a position being classified as a voluntary resignation

047because they're being reclassified under something else and those hours adjust sometimes accordingly and so it sometimes it's kind of a moving Target to follow the numbers of how those assignments are are adjusting yeah and I think what would be helpful if it was if there's some relatively easy way to pull that data and just simplify it because I know it's a moving Target when we have something like this this obviously it's a very long list of of those moving um or you know leaving and coming in positions and the changes in the number of hours for all of them um you know to know how many hours need to be fulfilled still um how many hours are being appointed how many hours are being vacated just so I don't know it would just be useful

048like this is good information but I really would have to spend some time to to run those numbers and get a better idea of like you know where we're at and if I think the number that that matters the most is the number of vacant hours that we we maintain right how many how what is our shortfall right now and is that getting worse or is it about the same staying steady are we increasing is it getting better yeah just generally I think would be helpful right I think you're correct because the seniority rules people tend to take more hours as they open up so so they may vacate one position and take another one and it comes across in here as a somebody leaving but they really didn't leave us they they went for

049more hours and then and then that just works down the kind of the food chain for the least seniority so um so I think looking at the overall hours would be a better measure thanks Mr Hamlin um uh do we have a motion for 7.4.2 yeah I'll move seven adopted from 742 God we've talked about it thanks okay all right we have a motion by Mr Lando in a second by member Robinson do we have any further discussion board since the last vote was unanimous we can do with uh just a Voice vote um all those in favor please signify by saying aye aye aye um it's unanimous again thank you and we will move right along to item number eight this is our discussion action calendar um we are going to start with Educational

050Services um 8.1.1 is a discussion action item resolution number 1600-23 a draft resolution calling for school and family Partnerships I'm going to go ahead and kick this one off the board when we went through El Cap last year really asked us to do more in terms of reaching out to our community and while we had been meeting with targeted groups going far beyond what was required in the lcap there was a need and we heard it very loudly from our special ed groups we heard it from our bipod group there was a need for us to have more meetings with them and better understand the issues that we're facing at certain populations within the district so our ed services department did develop a calendar they held 18 different community and family meetings over the course

051of this past year and this resolution came out of the recognition of what the board was asking us to do to do more Outreach and to listen to our families and see what we could do to support them as they were supporting their students so that was the intent that is what we heard over and over in the meetings that we had that we needed to continue to provide both academic social emotional support for our students in our schools the things that we heard repeatedly as needs as you will hear in our lcap you know was additional counseling support and in particular Wellness counseling and targeting case managers so this was an effort not to reflect anything other than what staff can committed to do throughout the year and to continue to do as we

052reach out to the community and and listen to support our students yeah I think the board has a list of our meetings for next year as well so we certainly appreciate the board encouraging us to do this it has been um enlightening it has been rewarding it has been frustrating it has been all of those things and we will continue to learn and continue to improve as a result do we have an overall idea of or data set that expresses any Trends in the number of contacts we've made with families whether it was through the community meetings or a beautiful set of data would identify what type of contact it was right and to if there's any trends that we might have seen over the last four or so years that relate to that I'm

053asking I'm asking I'm asking staff right now yeah so you will hear about that um in the ocap report that there were certainly trends that we saw and as I mentioned those tend to be need for additional support for kids whether that's in the social emotional or academic realm and Outreach from the school's two families targeting case managers again is one that comes up repeatedly right there along with counselors and uh can you clarify just what the the process and purpose of a resolution is really um in terms of like how a resolution might come to to be and then um how it comes to us eventually so resolutions can come forward for a lot of different reasons we have resolutions that come forward from business side of the house that are required we have

054resolutions that come forward from the education side where we're saying this is our commitment to continue to provide Outreach it was a theme we heard over and over from the board that they wanted us to do more at reaching out and holding Community meetings in particular not so much just the surveys but actually face to face with different groups and this was our commitment to do that and to get guidance from that to listen and learn and develop plans which you will hear with the lcap so this is kind of why we tied this in with the cap at this point we did bring It Forward earlier this year and there was lots of discussion about it at that point as well so so so just to clarify because there are I mean sometimes we

055request resolutions as a board sometimes resolutions are required because of um just the way that the state requires us to do things and then sometimes resolutions come from within where you want to make a statement of commitment in a particular way excellently stated okay thank you and so this this particular resolution is is the third the third thing it came from within based on our board the board's desire for there to be an increase in that Community engagement which really from my perspective because I started you know not until the end of 2020 I know that that was the kind of the peak of of us realizing that there's a lot more that we could probably be doing to engage families in a meaningful and more productive way and um and then I think we've

056we've Revisited it pretty frequently since then and anecdotally it seems like there's been a lot of improvements and I think that we see that reflected in the lcap when was the first draft of am I on here um yeah Miss Robinson was uh yeah um waiting to speak but I was anxiously awaiting for my opportunity and to speak on behalf of the resolution after reviewing especially the first 25 30 pages of the lcap and following along with what we state in what our intentions are for our programs and things the resolution follows almost exactly what we have declared in the lcap and so it it is just a one document restatement of the commitments that we make in the lcap that we're about to take a look at and consider this evening so I'm very

057much in support of the resolution as a way of highlighting um you know what commitment we're making with the approval of our lcap as well Mr tennis when was this uh first draft um when was this first drafted April 5th I guess I have a different perception of the origins of this resolution this draft resolution I feel that it's here because of the controversy in our community over the parent secrecy policy and I think this is a um I I smoke screen comes to mind word salad comes to mind it doesn't it doesn't endorse you know the rights of parents to you know overseer provide meaningful input to their kids education in fact it um it leaves me with the impression that you know we know best and while you were all feeding and clothing

058children you know it's us who are gonna know what's best to do and so I think it really misses the mark of what I would want a resolution to say that was attempting to affirm the commitment of the our school district to strong school and family Partnerships I think Mr mounts comments were right on point how can we say we're committed to trying to work with families and parents if we're you know not telling them what's going on in the classroom over matters that are completely Central to their child so um I think I'm just looking at you because you're there and you know so no I'm going to vote no on this resolution I thank Michelle Cooper and others who may have worked on the resolution that you drafted and put together I think

059we should table this matter and try to present the board with a couple of different options I think we should have an option that is you know strongly worded and deferential toward parents and families so that's what I think we ought to do are there any further um points of clarification for staff um we're in not in discussion time but in the put in order where we are asking for clarification or further questions well we have been provided with clarification um of staff before we move down to discussion yes meaning I don't I don't think that we need to be addressing what each other is saying just yet until we have emotion on the foot and hear public comment I'm just making sure that we're being upfront about that so is there any more are

060there any further questions for staff about the resolution yes it came from Ed at uh ed services and and stuff there are guidelines from [Music] um the courts on the broad interpretation of parental rights under the 14th Amendment did you take a look at any of that as you drafted the resolution to make sure that the resolution was in compliance with those guidelines no this was a commitment from what we as a district are committed to doing in terms of holding meetings and hearing directly from our parents one of one of the things that has been provided us as a board is the um the right to establish regulations and stuff for public interest and the right to establish boundaries that allow courts to regulate the treatment of children in their best interest and not

061that doesn't extend beyond the threshold of the school door the court says that then becomes the district's right it's the parents right to decide whether not to put them in school and it's the parents rights but they don't have due process rights to interfere with curriculum discipline hours of instruction or the nature of other curricular or extracurricular activities so that all of the things that are in this resolution comply with that mandate that's why I support it I'm gonna um move ahead and open it up for public comment um so we are going to follow the same rules as we do three minutes Bell at 30 seconds I do try to call the the runner or that next person the on Deck person ahead of time so for 8.1.1 um we will hear first from

062Loretta Torres and then Arwen funk I'm Loretta Torres I'm an 80 year old grandmother of two in your school system I believe in God I believe he's present and every single person in this room I believe he made you he created you I don't believe he would be happy when we don't protect the most innocent of his creations the innocent children your proposed policy has no language that specifically requires your teachers and their counselors to share information on their children's sexual gender questions parents are not stupid this policy that you've drafted is again a smoke screen and a Panacea don't fool yourself others have come before you and said if we don't do this for our children if we don't transgender them early in life they may commit suicide well guess what the new data

063is now showing that children that transgender at a very early age are in distress for the rest of their lives when they discover this treatment did not solve their emotional problems why do we want and my for the life of me I can't understand why this school wants to get in between parents and their children on this quote sensitive issue family issue of sexual sexuality uh I wonder are you afraid of the lgbtq community because they are scary I was afraid to go to my my car on March 5th when they showed up here I had to ask somebody younger and bigger gentlemen help me out there because I was afraid of them I believe you should be sticking to the three R's and the rest of it teach our children to be successful in

064their lives after they leave here protect them don't teach them transgender ideology in your schools I believe God will hold you accountable each and every one of you he keeps track of what you do in your lives and the decisions that you make R1 Funk and then Danielle penny so I first want to start by saying thank you we always have one board member that we can count on to say the quiet part out loud really lets us know what's going on around here I want to point out that we are being told that this resolution was created based on listening you're doing a lot of listening you're not listening we've been talking for a very long time you are well set in your ideas and you are utterly closed off to the possibility that

065you might have been wrong about something in the past you are not listening this resolution is ridiculous it's garbage it's what you already do which you then lied to us about for months and then voted yourselves the right to keep secrets from us which you were already doing and you had lied about it's the same stuff this is a waste of time and I'm sorry so much of your staff's time has been wasted with this you need to go back to the drawing board and you need to find a resolution that actually protects parental rights there are some very significant bills coming from Sacramento and they are going to cause incredible problems in the lives of families all over this state if ab665 and 957 pass school districts in this state will have the right

066to take their children away from parents with no notice no recourse no appeal anyone who's considered a mental health professional in the schools which is pretty much everybody you will have that right what you need to do is pass a parental resolution that protects us from that your job is to protect us your job is not to rubber stamp every stupid thing that comes out of Sacramento I'm so tired of hearing that we're just following the law Gavin Newsom in Sacramento flips the bird to Washington DC all the time immigration abortion cannabis he just calls us it slaps a little sticker on us that calls us a sanctuary he calls it good nobody fights with it you could do that you don't have to give the state or teachers or anyone the right to take

067our kids away just because a child might be questioning something and we happen to go to a Christian Church this is stupid come up with a better resolution you can do better than this up next is Danielle Penny and then Michelle Cooper stroke speak me all right Carrie Kruger reading on behalf of my friend Danielle Penny to start with a quote ideas are like seeds from Tiny seeds dropped in Fertile ground grow Mighty Oaks that anchor the land altering the course of the rivers and the wind and from ideas planted in the fertile soil of the human mind grow the thoughts convictions of mankind altering the course of history this resolution came out about because parents spoke up about ideas birthed from a particular controversial world view that appears to be from outside sources these

068ideas have very little to do with academics but have everything to do with shaping students socially on October 13 2021 I witnessed an elementary resource teacher reading the book when Aiden becomes became a brother I asked this teacher if she had notified parents and she said no and informed me that she would not stop reading the book I went to administration because I knew several of the parents of these children would be upset the district office made the decision that the teacher must stop reading the book as it was not an elementary standard during a recent public records request an email from January 14 2022 was found from our director of student support and special education Diane Olson concerning the same book in her email to District staff she says Aiden is a boy yet

069it is very clear from the first sentence of the book and I quote when Aiden was born everyone thought he was a girl on another page it says Adrian didn't feel like any kind of girl he was really another kind of boy and on another page it has Mom saying when you were born we didn't know you were going to be our son we made some mistakes but you helped us fix them Diane's email States also for those of you who have not read the book that created the Ruckus in the first place here's a link an approve watchable video on Chico USD net filter Diane continues in her email I really feel that I need to advocate for the ND teacher as they researched this more deeply I don't understand the reason for the

070concern for this book I feel that I have done a big mis-service to this teacher by not being more vocally supportive during our discussions as I did not want to go against the group or decisions that were being made by the group please take a moment to watch this video the sped and resource Community is one of the most vulnerable and disadvantaged communities the director of sped didn't understand the danger of putting ideas into the minds of elementary school students who belong to this vulnerable population these kids are simply trying to master phonics and learn to read why would we allow authority figures to plant seeds of doubt in their minds regarding whether they are a boy or a girl why cause them to question their parents and assume they made a mistake as this

071book suggests doing so only breeds suspicion and confusion and we wonder why there is a mental health crisis among the youth in our country there is an identity crisis sweeping our educational system especially regarding student sexuality let's leave this to parents and let kids be kids let's get back to educating our students and informing our parents hello again um so I did submit to the board a resolution that was drafted by a group of cusd parents and concerned citizens and FYI that was reviewed by an attorney this resolution was drafted because we felt that the board and District were missing the mark on how parents feel and what they want and expect from this District the resolution named a resolution of support of parental rights is a resolution to affirm the commitment of Chico Unified

072School Board to the fundamental rights of parents and legal Guardians to direct the Education Health and well-being of their minor children the language in this draft is meant to create trust between parents and this district and states that Chico Unified School Board Administration and employees will uphold the traditional partnership between teachers students and parents and legal Guardians by directly communicating with and involving parents and legal Guardians in the education programs of their children I don't think this is too much to ask we believe that this resolution is the only one that truly encompasses the language that parents in the district are searching for we ask that the resolution provided be reviewed and adopted by this school board if that means tabling this item to bring it back then that's what it takes thank you um

073do we have any further public comment at this time I have a prepared statement but I I'm going to just talk to you directly first of all Mr tennis thank you for your observations you pretty much expressed what I was going to say and thank you Miss Robinson for demonstrating exactly what it is that we have a problem with the idea that when kids show up at the schoolhouse door you suddenly assume parental responsibilities for the health and well-being of other people's children is false it's dangerous and it is destructive now with regard to language as you know some of you know anyway I'm an attorney contracts attorney one of the things that we really pay attention to is the precise meaning of language as it relates to the expected actions that are going to

074follow from the use of that language this resolution is full of what I would call ambiguous terms that can mean anything to anyone for example you say in there uh we will uphold the partnership between teachers students and parents by providing opportunities to communicate and participate in the education of their children well how generous of you to allow parents to participate in the education of their children the arrogance and the ambiguity and the control that this kind of language enables the school district is is unconscionable a clear resolution which is has no legal standing a resolution is simply a statement of intent it has no bearing on anything other than to describe what it is you intend to do a clear statement of intent is this school district commits to stay in its Lane and

075to provide a direct educational transfer of knowledge for skills important to adulthood and to leave the health well-being and mental health of their children up to the parents that is not in your lane so table this thing and start from the beginning what is your mission as a school district is it to try to assume the responsibility and obligations of a parent in all regards to a child and if there are any limits whatsoever exactly what are they what are the limits where is the line that you will not cross when it comes to the division between parental rights and the responsibilities of a school district put that in some plain simple direct language and we could support that thank you very much do we have further public comment at this time okay seeing none

076I will invite the board to make a motion I move we table this item and either present two drafts you know one based on what's been submitted and then one that looks like this and and decide at a future date which one or a combination to do I second okay we have a motion by Mr tennis in a second by remember konkin to table this item and so we are open for discussion Madam president I'm going to seek some advice I I don't think that what I'm going to say is about tabling other than pointing out that we do have other direction and I'd like to read that into the record um but I'm I'm how about if I read something in the and then you rule on the appropriateness of the sentence and then

077elaborating on because this just treats right to the issue at hand it's on the limits of parental rights and it's a decision out of a California case in the ninth circuit in 2020 and it said the Court held that parents have a right to remove their children from public schools but not to dictate school policy and there's there's more to it huh there's a good solution to the issue I don't find any problems with our resolution because it restates what we have in our lcap our legal guidance says that that we that parents do not have a right to dictate school policy they have the right to take their kids out of school they have a right to go to the classrooms and help but they do not have a right to write curriculum and

078stuff and and this this resolution doesn't get into any of the things that parents do not have a right to so I think right now we have an emotion on the floor right whether to to table table postpone it and table it and um I don't have any problem with that but bringing it back in a different form I do not support so I don't know what whether I'm saying yes to tabling or I'm looking for Direction let me reiterate my motion I think we should have two drafts one that looks just like this and another one that looks like what was submitted by our constituents and then we can have time to review them and maybe integrate them maybe there will be something in the what was what was submitted by the public that

079you might not find objectionable if added to the resolution and where I'm sitting I'm I'm looking at a quote from one public commenter that said that this is this resolution is what the district is already doing and it's true yes um and another public commenter said it's just a statement of intent um and so it's just that it's just that it's very simple as a document that states reiterates what the district is already in doing and what it intends to do and continue to do and improve upon which is relations with parents and and ensuring that parents are involved in students um success who said they thought it was it was what we were already doing yes um if you want me to be specific I was trying to just be nice about it but

080our one Funk was um quoted as saying that this is this is what the detective is already doing so why do we even why are we even bothering discussing it Rob Berry was the one that said it's just a statement of intent so I was just summarizing those two things and I I could personally be on board with not passing it at all because we are already doing it and not passing it doesn't mean that we're not we're going to suddenly stop doing these things um and so I would be I would also be probably in favor of just letting it die and not not addressing this anymore I don't know if tabling kind of effectively does the same thing except for it prolongs the conversation and it keeps bringing up this other issue which

081really to me um is it's it goes beyond the scope of this resolution because that is something that is impending little litigation and pending um legal uh things that are beyond our scope of um of what we we do have control over right now at this time yes thank you um I also think there's a kind of fundamental miscommunication going on or we're talking past each other whereas I hear staff saying we've done lots of listening we've heard lots of parents and the group of parents who have spoken tonight and at many of our most recent meetings saying no we are not being heard um I think both those things are true the staff has and we'll see in the lcap the number of meetings and surveys and the ways in which we do a

082we put a lot of effort into Gathering input from the community and from parents and there is a small committed group who doesn't think we're doing the right thing and I hear that but that doesn't necessarily perhaps mean that you speak for all parents and you are heard you're here every single meeting and we hear you and we get your email so it's not that you don't get to have the input so if there is some kind of overwhelming support for this alternate version I'm happy to be wrong that's how we learn right if we get you know signatures from a huge chunk of our family saying hey this is really what we want then by all means let's let's do that and let's find out I don't remain convinced that the draft here is

083actually going to be supported by anywhere near the majority of the parents in our district I don't think that we can keep on coming here and saying these are the parents the ones who hear with the same frustration every single time I hear you I understand that you're frustrated I if you speak for all parents then let's find some way to quantify that because again I'm happy to be wrong but until then um I agree the draft resolution we have is a statement we intend to continue to work with and gather information from parents which we do do and as a group I think we do a very good job of working very hard to grab the input from parents there are a lot of problems with the draft resolution that came from your group

084and if we do bring that back I'll be happy to address them for now though I think I am also inclined to either table this or simply move to pass no motion and move on with with our business other business okay so we have a motion to table and request to the staff to bring back at least two versions maybe that are slightly revised based on further input from parents and possibly even legal counsel as sorry Michelle Miss Cooper pointed out theirs was her version was reviewed by illegal counsel I know we run everything that we do by legal counsel um but you know I think that that's that's what we are voting on at this time because that's the motion on the floor that summarize that well enough Mr tennis except that I would

085just include the source material posted early enough so that anything that was in that could be commented on commented on and Incorporated if it was the will of the majority right so if it's not properly agendized it couldn't be incorporated into a final that being properly agenda is that doesn't make sense to me if it wasn't properly like this was properly organized what soever I mean you can't just you know create aware put this in in the the motion and let's vote on that right now because it wouldn't be properly posted um just include this Source material as as you know part of the agenda item so that it could be utilized right I do think that we do have the flexibility and I think Miss Miss daily might be saying the same thing um

086to change wording a little bit when we have a resolution on the table and and requests like we you know we vote to approve this with this paragraph removed we've done it before or with this yeah like you do with board policy if you want to make changes when you have the document in front of you you want to make changes now to that document you have the right to do that because it is it has been agendized and published so I could write aware as just just out of thin air and brand new language that no one had ever seen before and we could agree on it and vote on it as long as the topic we're on the agenda yeah however I think following your line of thought I think it would be

087great if we were going to bring back a couple of versions to be discussed to properly post those for full public input and the opportunity for the public to I appreciate that my guy's background you know there's that's one calendar out there that like if you want to have something that's really in the agenda packet you've got to have it to us by such and such a date I think that would be good if if this was in the agenda packet as background material I think it would be a good way to honor our constituents who've come to so many meetings and and if you didn't like something that I had to say you wouldn't have to vote to support it any other points of discussion well I like to make I would like to

088make a substitute motion thanks which is simply that we reaffirm here now our dedication to working with parents and community members but move to uh past no resolution at this time I'll second that motion okay um so we have a second motion on the floor um which is to um just would substitute the original motion which is to um reaffirm verbally now our commitment to continue to engage with our parents and community members um as we do and do try to continue to improve upon those practices and pass the resolution at this time is the intent to be a substitution for the original motion as in like they wouldn't come back yeah just like we've been right where we have the if this didn't pass then we would go to your original motion but if

089it passes by board majority that that eliminates the original Mission okay um is there further discussion or questions yeah I have some more comments on that um so when a lot of my colleagues some of them talk about parental involvement they're not talking about addressing the issues that are important to you they are talking about I believe in conversations that are happening within the lcat process the lcap process is just a huge just months long like I mean it's really year-long process of basically um and anyone's free to straighten me out on something but but basically every interest group every constituency within the entire District special ed I mean you name it all of the different Target groups that we're trying to you know Elevate their performance homeless and Foster at-risk youth of various kinds

090the lcap process goes deep on every single one of those those issue areas and takes in every single imaginable thing so so no I mean lcap process will not address the concerns that you have in any meaningful way at all so so if if we're saying here by vote that uh that you know the lcap is going to solve these concerns then I can tell you that that's false because it's a way to cover up substantive things that are that are really important to large groups of people and instead fill it in with a bunch of just bureaucratic just staff time and reports I would disagree um and that's it's okay to have obviously I have your opinion I would disagree that um that the L captives meet those the lcap specific meetings don't provide

091the opportunity for parents to express concerns for their students um I think it's a good a good way if if parents are engaged and are are noticed about the meetings and have a concern that they want to bring in that type of setting to to bring those our lcap has three three components it's academics which is what I think people say mean when they say the three R's which is actually RW and a right Reading Writing and arithmetic um and it also encompasses social emotional health and well-being as well as the third component which is um Behavior thank you I was getting there um and so the the concerns of our constituents here who have who have given a lot of input and have shown up to most or all board meetings especially in the

092last six months um those top that top those topics are in line with social emotional well-being and behavior and so um I would disagree with Mr tennis that that the lcap process doesn't doesn't give you a way to give input on those concerns but again that's my opinion so some other people might think differently if they see it through a different lens is there any other input or discussion all right I'm ready to vote as well um because this was a substitute motion by Mr Lando we'll start with you Mr Linda when do I tennis name Dolby I Robinson I conquer name okay it passes three to two and so the decision was to not to table but to let this resolution go we won't be revisiting this resolution in its form if something like

093this would ever come up again I'm sure we've learned from this process that there is probably a better way to to develop a resolution that that incorporates um multiple stakeholders I don't know why I just closed my agenda packet that was silly of me now I have to find my plan now I have to now I have to find my place thank you for staying for for part of our meeting and watching our Pro our process yes thank you for being here um okay I think that we move into the lcap which is item 8.1.2 unless you feel now would be a good time I was going to ask if this would be a good time for a break um or 7 30. how's anybody have any strong feelings but we're eventually gonna have to

094take a break at some point okay all right well we'll write into the El Cap I said the b word I know but I didn't I wasn't like was not Affirmed I'm actually asking you to reconsider that I really want to be 100 sharp for the lcap talk and I I need to take a little break I'm a little fuzzy in the head right now thank you for understanding that yeah thank you so much foreign I don't know we're ready live all right all right we are um back from our recess we will move to our um item 8.1.2 public hearing informational draft 2023-2024 local control accountability plan also known as the lcap with that we'll open up the presentation okay we're going to bring up obviously we have Tina and Tim to come up

095here they do hours and hours to work on that 113 page 1 13 page um alcac document she cut it down from years past but they put an immense amount of time in this and and then they gave me the first two slides but basically that's one of them and here's the second one explaining what lcap is and those are my two slides and they're going to do the rest of them so the El Capas are strategic plan describing how District funds will be utilized in the California local funding formula to improve outcomes for all students so there's my two slides so I'm going to pass it off to Tina and Tim and uh see if they can do as well as I just did we'll try so the lcap is based on eight State

096priorities that the state of California has set for us you can see them there they they haven't changed over the years and by priorities it is a little bit of a misnomer I always like to clarify it's not ranking them the priority does not mean rank order of importance but rather eight important things that we are required to include in our lcap so I always like to clarify that for everybody included tonight are two things that we have to bring and again this is a public hearing we'll we'll be back next week Tim and uh I will be back for um the second part of this so most of this tonight is all informational for you the two pieces in it are the budget overview for parents and as the the lcap as well which

097you see is 2021-24 because it is a three-year document we are looking specifically into 2023 2024 this year as has been stated previously there are goals that we tie to our lcap the 2023-24 goals remain the same as last year with one edition you'll see El Capco one looks at our academic instruction and tiered interventions to ensure student learning and high achievement for each and every student goal 2 is to provide social emotional learning supports interventions to promote healthier student attitudes about themselves and others goal three looks at behavioral instruction and supports as a proactive approach to creating a safe positive climate and school culture and number four is the addition we'll talk more about in a little bit with some more depth but that is to provide additional support for the academic social emotional

098and behavioral needs of foster youth students so you see it is it Remains the spirit of the previous three goals but specifically targeted for our foster youth students all right before I start um I wanted to take a moment to thank Business Services in particular Charisse Bromley for all the work that she did on this document I would also like to thank my team Wendy quo Kate Ori and Jen McCall for working with the data that you find all over the lcap that's a that's a big job and they did a great job so to start with um looking at our overall District budget of over 210 million dollars the lcff portion of that or the lcap portion of that is around 18 million dollars so it's a relatively small percentage of our overall budget

099and what I'm going to what we're going to do tonight is take you through goal by goal um discuss expenditures as well as other actions that have been taken that are not funded through the lcap funding so goal one like Tina just mentioned is centered on academics so it's our media's goal that's ultimately what we're here to do as Educators is ensure academic success um just going going through these a lot of these seem like basic services to us now things that we expect to see at school we have bilingual AIDS here a lot of money going towards technology which includes additional instructional professionals as well as device replacement we see educational software and the the um the K-12 teachers on special assignment those are our DLC members and they're instrumental in professional development decisions

100and development of those sessions um they're instrumental in things like assessment course placement those kinds of things a question about that are those are those um focused on English or language arts and Mathematics currently our DLC is consists of counselors so we have a counselor DLC now we have English and math and then an overall DLC that includes special education oh sorry in elementary and so atosa is is it for all of those categories a full-time position or no it's a it's a point to position with the exception of the counselors the counselors don't need to have coverage to leave their campus so we pulled them twice a month roughly and they're able to leave without coverage a substitute and so the point too also applies at the elementary level correct there's not like a

101full-time in English or okay for all elementary okay we also see money going towards art music and PE at the Elementary grades the secondary counselors listed here are really are are um not the new counselors that we've added over the past couple years these are our secondary counselors that have been in the offices for many many years you can see Library staff is funded here um all-day kindergarten IPS or instructional professionals we do allocate money to the sites for intervention and instruction as well to be used at their discretion we see medically necessary and off-campus instruction here um Elementary reading specialist is a relatively new action to lcap just over the past couple years and then we see a professional development budget so one of the big big changes for us over the last couple

102years is the influx in in grant money coming from the state and grant money is different from lcap and that needs to be spent on specific um things called out in the Grant and we're held accountable to those during yearly reporting on what we're doing with those those Grant dollars um it's become really um like a huge additional funding source for us but it's tied to specific actions for example the Community Schools Grant that we received for the implementation year next year that has very very specific uses also when we meet with parents throughout the year and this year we had a lot more meetings than we ever have starting at the very beginning of the school year a lot of what parents are giving us the input they're giving us through that process um

103isn't expressed in our reaction to that but the things that we put in place isn't expressed in the lcap dollar figures or even the lcap actions at times because that funding comes from other sources so we wanted to call out um some highlights around goal one of actions that we've taken based on community feedback throughout the year that aren't included in the lcap funding because really when we have those meetings and we receive that input we look at all our money not just our lcap funds so some of the highlights here are letters training which is a reading training going gangbusters at the elementary level it kind of started with a a handful of teachers and it's grown and it's grown and it continues to grow and we're we've received excellent feedback from staff members

104people a lot of people are asking to to receive that training we're also able to continue funding our elementary Reading specialists through 25 26 with other other funds we purchased a new assessment platform this year for junior high and High School I'm not going to go item by item here but I wanted to point out that the black letters mean that there's no additional cost to the district here so existing staff is is making these things happen okay but this is this is just the highlights of academic actions that the district has taken that aren't funded through lcap sorry took a step clarify on this list the the items in blue those are all the other funding sources items okay so on this list are not any of the El Cap right the lcasm portion

105we just went through any questions or comments on goal one before we go go to gold two okay I'll turn it over to Tina Tim talked a little bit about how these additional funds have come in to help provide richness to our program already and we're really really happy for that it makes it a little tricky for us when we get to El Cap time or the lcap season as I call it to differentiate between those pots of money so follow with us with the color coding here the apricot color peachy color is really focused on our lcap funding and the blue as you've seen previously is focused on the other funding sources so as you can tell it's it's very difficult when we meet with families we wanted to show the blue because we

106wanted to show that their input has made a difference in what we've brought in with with the other types of funding so back to lcap here those nuts and bolts you can see for goal 2 which looks at social emotional supports we've included a lot of our Wellness staff in there including registered nurses counselors and then our targeted case managers of course are included in this goal here we are back to the blue that I just mentioned a moment ago you can see I once again quite a few services that are going to our students are funded from these enormous amounts of money right now that have come post coveted that are coming into us and we are leveraging them as much as we can we are planning on increasing our targeted case managers from

107uh part-time to full-time I am understanding that is still caught up in some negotiations with the Union on that part but as soon as that clears up we are ready to go ahead and put those folks in whether it is September 1st or October 15th doesn't matter we're ready to add them in any questions on goal too all right Tim okay goal three is regarding behavior supports for our students you can see here again the lcap funds used in the peach color we're funding opportunity programs at uh Cal and that says Chapman but it's really at Neil Dao it was too late to make the change when we've got that yeah we'll make that change um Reese the elementary Reset Program which is a a program where students go instead of going home for a

108suspension and you can see other other items here coaching stipends campus supervisors and Elementary and secondary project Specialists working in the student services department so a big piece to our approach to behavior next year will be that middle bullet which is the behavior intervention teams what that involves is a team of instructional paraprofessionals under the direction of product project Specialists that were mentioned on the previous slide and those teams will go in to assist teachers to deal with the most more extreme behaviors that we're seeing and the intent of those teams is to give the teacher tools and strategies to work with those students so that we're not pulling them out of class or anything we're doing all the work inside the classroom and working with the teacher to enable them to do it on

109their own when the behavior intervention team leaves any questions on goal three I just wanted to um bring us back to taking a look at where within the process the things that you've responded to were highlighted when I went through the summary of feedback um for specific educational Partners that's the overall umbrella Community meetings one and two were what I highlighted and Drew from and with each one you've highlighted academic what did the community meetings say about increasing electives at the junior highs intervention groups at the elementary and I went through and highlighted all of those things and then went back and looked at what you've highlighted for funding and even though it doesn't do this individual specific funding system I was able to tie in the feedback topics from those two meetings of everybody

110not you know not the individual groups but the everybody and and so it was good to see as a board member to see that we were in fact listening to the group's feedback I'm not going to go back to the numbers but in here you've highlighted at every meeting how many people attended I was floored I had no idea those meetings were being as heavily attended as they were but thank you to our our public and our community as well as our parents because there was a broad representation of everybody coming to the meetings and my kudos to everyone that pulled all of that input together and highlighted it in the description of what we're responding to and do your first point about what this specific input was from those Partners yes you're right A

111lot of it was highlighted at the top at the very bottom I did one of that section I did want to include those pieces that are other funding sources really specifically so people could see very clearly that their ideas were heard that they have been funded and that's at the bottom there again it's a it's a it's a tricky dance because this is lcap Central and we really have always looked at lcap money being Central but we have all this other funding and we want our folks to know that we again have listened have put movement forward with the other pieces of funding so I slipped it in there in a spot that I believe will honor that yep I see it and and on page if anybody's interested 25 is where the numbers of

112the people the date the meeting was held the group that it specifically were invited the number of people that came and and then as you said the um the topics um for you know the things that were concerns the things that needed to be um addressed and the things that were Pats in the back and hooray because people were very happy with a number of of the things that we put in place last year but they also trickled into even before pandemic so um the behavioral intervention teams to assist support staff or behavioral needs in classes to me that one topic covers such a broad range of what all of the groups were asking for including staff so thank you for delineating um those things and some there's some mention of the uh how we

113were able to add the programmatic pieces to serve students with the different pots of money as you said okay I'm done with that no problem and I do want to say as well Elaine here right sitting to my left has she's been at all of our lcat meetings and one of the things that did come out of this process was the CPAC I think Tim mentioned that a little bit earlier and um Elaine has been part of that group so she's been heavily involved in watching this process along the way yeah I I was glad to see that that it was mentioned specifically because I knew that that you had been here advocating for that and and had told us about the dates of some of those your group's meetings and yes it was reflected

114and and highlighted in in the lcap so you know again hooray for advocacy so we're going to close this up with Goal four and as I mentioned this was the new goal it is specifically looking at our foster youth achievement so all of the things that we have going on and money pushing toward do continue to support our foster youth we do rely heavily on our foster youth liaison Jamie McLaughlin who has worked over the last year two years now and continues to work with our foster youth families we host the Family engagement night meetings with them about four a year that our foster youth parents are are welcome to be at and and give us information give us background give us their needs to see how we can help improve the academic achievement of

115our foster youth so here you can see that we have some of those pieces there there's not a money piece tied to it on this slide because they are included already targeted case managers are hugely important with our foster youth families and our health professionals are as well some of the things I just mentioned there are Foster homeless coordinator Jamie the All-Star parent program which you've heard about throughout the years continuing to fund the mtss site coordinators that comes from an additional Grant those folks specifically look at academic achievement on their campuses and will specifically continue to look at Foster youth so we can help to improve this goal of ours that we're in PBIS again that increased targeted case manager my my fingers are crossed as all of ours are that that will move

116through negotiations soon counseling additions working with Local transportation agencies we're continuing to work with them we secure bus passes and do as much as we can to get kids to school and of course the community school is implementation Grant will be starting up next year any questions on goal four not specifically on Gulf Ford I I do have some questions on your goals and actions part of your uh that would now be a good time to go there sir okay um I really like the um the explanation of why the Lea has developed the goal that helps to identify and focus on the importance of the things that we're implementing like the mtss and the PBIS is it PBIS or yes you got it yep um opportunities for differentiated instruction to meet varying student abilities

117which also speaks to our special ed inclusion programs reading Pals response to interventions math Labs all of that stuff now here comes my question measuring and Reporting results page 28 of 113. the metric is down the left hand side priority for pupil achievement pupil outcomes and then if you track across um because these were three-year programs you have your your baseline from 1819 and then over on the last column it's a desired outcome for the 23-24 school year all student groups scoring yellow green or blue on the fall 2019 dashboard will increase a minimum of nine points in their average distance from standard students who score orange or red will have a growth of 19 points is that realistic that's my question you're they're already read those are the that's the severe alert alert alert

118is stating that that they're going to have a growth of 19 points so the first of all the the three points comes from the state that's what the state expects us to increase each year um for in order to close achievement gaps students scoring student group scoring lower than that need to have accelerated progress essentially so that's where those numbers came to answer your question is that possible um in particular for foster youth for example it's a small enough um cohort cohort that we see wider Swings with with smaller cohorts um and those are the groups the real small cohort groups are the ones that in Chico Unified with the exception of students with disabilities are the numbers are fairly small man make a quick comment yes thank you so much um because I know

119it's the same thing and I want to say um for that actually I always ask you guys about how we're going to measure these systems and I love that there's numbers in here and um to answer your question of course it's possible we have great teachers we have great students we can make it happen and I really really love that we're taking a big swing I mean 19 points is a lot of growth but it's totally doable and it's really exciting to say hey we're gonna re we have a real goal and a real plan to grow the kids with the most academic needs like aggressively that's awesome I just wanted thank you guys for that that's all were you going someplace else I ah question page 32 priority seven course access High School honors

120enrollment grades 9 through 12. and our our numbers are we talking just foster kids here or is this everybody page 32 would be um everybody but both the Foster and the both goal one and go forward report out all student groups just so we have a comparison oh okay okay that was that was what I wonder and on on page 33 that people achievement local indicator graduation a to G completion rate desired outcome white asian socio-economically disadvantaged in all students will increase by six percentage points over three years all other student groups will increase by 10 points over three years again does this follow what your answer to Mr Landau yes is exactly a way of accelerating the enclosing of the achievement Gap exactly love it and again I go ahead oh no I don't

121don't go away our uh pupil achievement local indicator the graduates passing an AP exam with a score of three or more again uh the 23-24 targets are aspirational shall we say but I like it I mean this is an area where um you know the the passing the AP exams were already high I know that but going through the roof with that is wonderful okay I'm done okay looking at one two and three collectively is what this slide does and kind of puts it all together here that as we know these don't work in isolation these goals one can actually argue the the importance of the goals if academic really comes first or if others come first the the actual biggest goal that we have as Tim mentioned earlier is that our students are academically

122achieving so they can move on and do the great things that they are destined to do so this looks at the whole child right here so we look at diversifying our hiring pool by attending Chico State classes our human resources department will be looking at that a special education parent advisory committee CPAC which again Elaine is a member of that group right here the focus working groups for targeted student groups including our foster Youth and bipoc families we are making plans to to include those coming up the after school program monies have come in quite hugely this year and we do have more schools having the after-school program free of charge to them and increase pardon increased health aid time is coming through to all schools at six hours and PK parent engagement resource which

123will be a support for our families coming through again so again this gives you a big broad picture of how it can how these resources can help the whole child academically social emotionally and behaviorally so to close this up here the El Cap at a glance we do have a parent and guardian a community summary which will be updated it's our two-page flyer that we've seen throughout the years can you somebody click on that for me real quick please that would be super I know it looks familiar to our board we came up with this a couple of years ago it just is a real quick snapshot two-pager English and Spanish it is on our website it is at our schools and then if we go back to the slide right down below it you'll

124see that the community report last year our board asked specifically Tina and Tim can we make this a little bit beefier than the than the two-page snapshot but certainly not anywhere near the 113 pages of scintillating reading that we all have for the lcap I know you can you can be honest we did that we found somebody that what he does as a former superintendent is he puts together the lcap in a nice concise report of about 15 pages so it's been well worth our while to work with him he will put everything in my question to him about two weeks ago was can you put in our additional monies even though it's not lcap because I didn't know how much of a rule follower he was he said I'll do whatever you need me

125to do Tina so are all of our extra funding will come into which ultimately will help our families understand these pots of monies and services better so I'm I'm very happy to work with him on that thank you for clicking on those I think the last slide our next steps you are familiar with this we post the lcap draft which is what you all have seen we post that on our website we have a public comment period through this next week and Tim and I will be back if folks do have questions we encourage them to call email ask right we you will get a response from us I love talking about the El Capas does Tim and we will be back next week yes um for the public comment period um are there multiple

126ways that the community could easily find how to provide that comment it is on our website right now I know that um Erica's got her head done she is our main controller of what comes in through our um through our communication system so it is all over the lcap if anybody's watching tonight and wants to look at it and make comment and either call us email us there's the email link right there that gets us right to it they can send it directly to us um we're happy at any point to talk to anyone who needs assistance with it pages just there's any value in um posting a button that just says comment on the healthcap here I just don't if I go here I don't see anywhere to like where it's guiding me to

127provide a public comment I believe it is on the bottom Erica I know I hate to take you away from your okay we're following her keep going keep going keep going that's the way on the bottom of what which page is it on are you on right here um so when I click that bitly it just takes me to the lcap so am I supposed to click somewhere else view lcat meetings yeah that wouldn't be intuitive to me to go there to give a comment on Yellow Cab okay she's telling us it will be changed after this meeting I believe we also did send it out in Aries communication it's go it's set and ready to go out into Aries Communications so it does go to our families if correct this meeting has to happen

128first which launches us into this next week but as families are on vacation and staff is on vacation they're probably not looking at our website daily and I'm just going to go out on a limb here and assume because Erica does such a good job of this that it'll also be a pop-up when we click on just the Chico Unified website okay sorry for getting ahead of you but you're way ahead of me already so yeah I understand I understand I think that that was kind of my the also my intent is I assume this is going to be but I just want to clarify that that's how it's going to be so people can be prompted to give a comment on the lcap um uh more or less even passively just by stumbling up

129on our website and going oh okay I can give a comment right now absolutely cool that is all we have Tim do you want to add anything no again our thanks to the team that works behind the scenes on this it's quite extensive uh but it is a lot of fun to do I will say so thank you for your attention tonight thank you all right so seeing um no additional um questions for clarification from the board from staff I'm going to open the public hearing and at this time we can take public comment and let me see my list I actually don't have anybody signed up to speak on the lcap tonight on this item but I can also invite anybody from the floor if there's anybody who didn't sign up but maybe you

130would like to speak on the IL cap I know I saw a movement okay so seeing no public comment I will close the public hearing um this item is informational only and no action is needed the lcap will be brought forward for approval next week at the June 28th meeting workshop and um between now and then folks are invited to provide public comment I would also encourage the board to send in your questions additional questions of technical clarification in case any of us still needed a little bit more time to digest some of the information between now and next week that that would be great as well all right um I will move right along we're moving into 8.2 Business Services 8.2.1 is a public hearing discussion action adoption of resolution number 1607-2-3 increasing the

131level one fee and we have Julie Kissel good evening thank you for the opportunity to speak with you tonight about this important topic um last year you may recall in May of 2022 we came forward asking for the board to adopt an increase in the level one residential developer fee um amount per square footage of residential development at that time the board did increase the fee but not all the way to the cap that was approved by the state allocation board at the time the state allocation board reviews fees across the entire State of California every two years so we have two years that we can apply the fee that is allowable up to the cap so tonight I'm here to request that we increase the developer fee per residential square foot to the allowable

132amount of 4.79 per square foot um it is part of the process that this is a public document that is shared with the public available for review and published in the newspaper for 30 days and that has occurred I have four main points that I want to make tonight and then we can open it up for questions and and comments um attached to the agenda there's a spreadsheet that shows the developer fees that were received over the last year over on the right hand side there's a column that shows um that we would have collected almost a hundred and ten thousand a hundred and nine thousand two hundred fifty eight dollars this year had we adopted the full amount that we could have applied for the last year of those fees that were collected 70

133percent of the fees were collected from developers that are out of the area they're from Texas they're from San Diego they're from Concord California what percent did you say 70 7-0 30 percent were collected from local developers or individual home builders that pulled a permit with the city or the county um a hundred and nine thousand dollars could pay for just as an example um seven to eight classrooms full of brand new furniture for our students so it is a lot of money and it could be put to very good use at our schools the allowable developer fee at the level one rate doesn't even come close to funding what is necessary to provide facility for a student that is generated from residential development it is a small amount that helps us in the implementation

134of our Master planning projects they are restricted they can only be utilized for growth that is a result of residential development we aren't finished yet with our facilities Master Plan update we'll be bringing it back to you in September but we're looking at over 600 million dollars worth of identified need in facilities in our district and the community expects the district to pursue every funding opportunity possible to provide facilities for our students with that I'll open it up for any questions that the board may have regarding the the fees um this is I want to warn you Julie I like you a lot but this is a hard ball very Hardball question um I wish Jacqueline Krueger was here but uh we saw the budget in the lcat presentation of what our current when I

135first came to this board uh about I guess three years ago or so I want to say that our budget was a hundred and thirteen million dollars a year does that sound about right 130 maybe million today I saw this evening it was we're pushing over 210 million dollars a year you know and that's a big jump in three short years I mean we're loaded right I mean we got money pouring in right I mean and have since since covid and so we're scraping for another 100 this would be I thought I saw in our notes it was more in the realm of like two or three hundred thousand dollars but did I hear you just say it was a hundred and 109 109 000 that's what this is for total what week this is

136lost this is the difference that we're talking about bringing that in correct um you know in in a bucket with you know 210 million dollars we're gonna go after another hundred and four thousand dollars for a thousand dollars which is literally just a drop in the bucket of our whole all of our money so let me try to explain what has happened on um because you're right there has been a big increase in the budget but the state is now going back towards uh what used to be called categorical dollars and so the dollars that we get when they come in they're very specific as to what we can spend them on so a lot of that increase that what you're seeing we can't spend those on the facilities it's very specific it has to

137go to instruction it has to go to services for students so while it may seem like a drop in bucket as Julie mentioned about a hundred thousand does a lot for specific School sites and we heard from our schools over and over the needs that they had that range from simple painting or upgrading of restrooms and those other dollars we can't use those for that so in your opinion you know the in all my tours of elementary schools which are which are we've got some ones that really need upgrades you know one of the worst examples of a school being kind of run down was the doors fall kind of falling off the hinges at Rosedale made a big impression on me would this amount of money you know fix those doors at Rosedale it

138would certainly go very far go a long way but it wouldn't necessarily solve just that one little problem every little bit counts so I don't mean to invalidate what you're asking for I really don't um but uh you know there's the argument that that this will raise the cost of housing which is already construction is very high you know so I'm sensitive and mindful of the cost of housing as well and what impact this might have you know um I've seen some compelling analyzes of how you another five thousand dollars added onto a house or or I don't remember the exact math maybe Miss Toma we'll we'll come out with some of those numbers and I'd like to hear some of your responses to things that she's going to say but um yeah I'm mindful

139that the Chico Unified School District has a lot of money granted the money is not earmarked for the sorts of things that we need in the realm of facilities whereas this directly would be um but it seems to me that the intent and the law is to create capacity that is needed would you agree that that's sort of like that this is the idea is that as you're building new houses that presumably have kids in them you are you able to use this money to create capacity that those children will be able to study in right correct but it is not limited to new capacity it can also be utilized for renovation of extreme aging facility like you were talking about at Rosedale yeah right but it is restricted to um increased enrollment because of

140residential development either new construction or renovation of existing aging facilities and isn't it also true that we have quite a bit of capacity already at Chico Unified we do and as you saw in April and May [Music] um a lot of those facilities are in major need of renovation I want to go back to your initial question about the funding the flushness of the district and the covid ERA with the the funding of the special programs to help with learning loss and help associate social emotional issues for students facilities are funded through bonds through Redevelopment funds possibly if they help our Greater Community and developer fees general fund money is not provided for facilities where maintenance a certain percentage is required to be in the district's budget for maintenance but facility Renovations major capital projects

141are not funded with general fund at all so the dollar amount that you're seeing in the lcap none of that money trickles to facilities we have bond funds we have some Redevelopment funds and we have developer fees those are the funding sources I one I failed to mention is State Grant funds for facilities that we apply for we also have those available to us but General funds are not available for facilities projects all right thank you sure just to clarify on that last one the when we do get state grants or grants for facilities and sometimes it's from the district and right sometimes School sites go out for those grants individually for construction no that's not how PV funded some of their their latest Career and Technical education our facilities program grants okay bye that

142is limited most most of the grants that are applied for by individual School sites are for curriculum related you know teacher training those sorts of things they don't go into facilities okay so the district is pretty is that at the district level is pretty focused where on on that that great those great applications um my point that I'm actually trying to make is just that those typically require some sort of match funding that right that come from our other two categories of monies which is developer fees or Bond Bond money correct yes there's different ratios depending on the state funding whether it's modernization whether it's new construction or whether it's career in technical education 50 50 or 60 40. so the match money we are lucky in our community of Chico that our voters have

143passed measure e in 2012 and measure K in 2016. because we have those dollars in our in our pocket to match and so we're able to complete our projects and then get reimbursed by the state in the future the when you apply for the grants the state facility program we may not get those dollars back for five for six years so we're lucky in our community that we have the bond dollars to use as a match are there any other questions for Julie nope okay well this is a public hearing so I will open up the public hearing and ask for public comment at this time and we do have one uh sign up which is um can you Thomas so we will start with with Katie from Chico Builders Association okay Dad I don't

144know if you're here at the beginning but we have the three minute limit and the 30 second Bell warning correct okay thank you your chairs are not very comfortable I'm wondering if that's strategic good evening board members my name is we need that extra hundred and four thousand dollars 109. my name is Katie Tom I'm the executive director of the chico Builders Association also I want to start out and just thank you all for serving this the students and the faculty and staff of Chico Unified you've got a really tough job and as I sat here tonight and witnessed it I just want to say thank you for stepping up and serving our community it's greatly appreciated um Chico Builders Association does not dispute the need for facility upgrades that we know my kids were

145Rosedale raccoons they're 39 and 41 and that that school was a wreck then so I can't even imagine what it's like today so we don't dispute it with the need for facility improvements but the Education Code 17620 and government code governs may be used for construction and or reconstruction of school facilities to accommodate students generated because of new development according to your consultant who conducted your fee justification study there's a current capacity to house an additional 935 students it also states that projected enrollment will increase by 642 students so you will still have ample capacity to accommodate those 642 students I provided a letter to each of you earlier today with a graphic that that finds it and there's no correlation between development and enrollment it is the opinion of the chico Builders Association that

146Chico Unified cannot justify any fees because they are solely intended for impacts on facilities due to new development and I also wanted to to um also Matt with your question um about the cost of out you know of families not being able to afford housing now so you must know that anytime there's additional fees that are put on a developer that's going to get passed on to the person that's making the purchase and I'm about 95 percent certain of this statistic I'm going to give to you because I didn't come with the actual number tonight but the National Association of home builders in May of 2023 for every additional thousand dollars that's added to the cost of a home in Chico 65 people can't afford it so it's it's amazing that such a small amount

147that all of a sudden I shouldn't say families households 65 households aren't able to purchase and it's either 65 or 68 I'm airing on the side of the lower number so it is a significant amount per family and we do appreciate the fact that you only increased the fee last year by half those were unprecedented times as we were coming out of covid and there were supply chain issues and cost of lumber was through the roof which it still is very expensive but that's not really the point we want to make tonight is that we don't see that there's a Nexus between that the students are coming out of new development and causing an impact to the facilities for Chico Unified thank you um do we have additional public comment for any folks in attendance

148okay seeing none I'm going to close the hearing um this oh sorry I was about to read the wrong thing um uh do does the board have any emotions associated with this item actually before we do I have a um a I don't know if it's appropriate I have a question that I would like to ask Ms Tomah actually regarding the the graphics she's saying because I'm just trying to make sure I'm interpreting it correctly I think Matt okay thanks um the graph you set us uh reports to show and I'm sure it does total units permitted mapped against total enrollment of chica unified um and towards the end there um there's a precipitous drop in the number of units permitted as we go into the future is that simply because they haven't because Chico

149does he land to develop honestly so you're projecting close to zero new permits for development in 2829 yes that's what the city of Chico's projecting that's all thank you just want to make sure I was reading it reading this quickly yes any further questions um or I also have opened it up for a motion is there um an option to rather than um go to the full allowance that the state allows to meet somewhere in the middle in this next round or is that not a consideration it's completely at the discretion of the board right and that's that is what we did last year yeah to clarify that's what we did last year we could always do it again you could always pass again I'm asked for a motion twice now um yes member Robinson

150um thank you Mayors I I move approval of resolution number 1607-23 assessing our full allowable amount at um one okay get to the point where X does the scrolling down you can just yep resolution number 1607-2-3 increasing level one fee okay increasing the level one fee yes I'll find the amount in a minute I guess I don't know if this would be a friendly Amendment but I like the idea of going houses again or somewhere in the middle a friendly Amendment um my intent is to capture the full allowable um considering our need and our students needs and what we've lost already last year um I I I I don't consider it friendly I I'm advocating for the full amount because our need is so great I'm in a second member Robinson's motion to approve

151the the full increase this year or the remaining amount allowable which just opens us up for discussion um quiet uh so my thinking is while there are needs and are demographers have projected I don't think it's an enrollment drop it levels off but it still is increasing plus we still don't know the variable about TK so we have been in the last couple of years the last few years TK has has been made an obligation for the district to fulfill so that's increased classrooms that we need to fulfill their um additionally we have been informed that we have to provide facilities for the Arts at the elementary school which increases the need for specialized facilities that we don't necessarily currently have on top of our extreme need for improved special education housing and so I

152can't I can no longer justify um weighing the needs of some members of our community to save a few hundred dollars on their annual taxes which you know those of us who own land like we pay taxes and it sometimes does hurt when it comes up a lot but I can't I don't I cannot justify weighing that against the needs of our students at this point anymore and so um I think that this last year has been a a good um experiment to to see how these things go I do think that we saw a really decent amount of new construction this last year um I I also feel like and maybe I'm wrong and Katie can tell me I'm wrong because I won't hurt my feelings that it may be slowing down and we

153may not capture the same amount this next year that we've lost out on um even if we do increase it to the full amount I'm I I think that we may have missed a bigger window at that um so going back to what I was trying to get at is that I think it's informative to have rode this out for a year and know that you know we've lost out on a hundred and nine thousand dollars that we will not recoup like that's gone it's done um and moving forward if we are going to increase to the full amount um that we will start to um see more of those fees come in but we might see it a little at a lower rate if if there's not as many permits being pulled um and

154we our decision tonight has really no weight on that I don't believe that Us increasing developer fees tonight is going to cause folks that are pulling permits to to hesitate or slow down that process um based on inference alone really um so yeah that's my that's my reasoning for for seconding Ms Robinson's motion well I think we can just call for a vote um so uh I'll start um we're gonna do a Voice vote because I really don't remember how we voted last time and I'm not going to go back in my notes um so uh this is to approve the increase in developer fees to the full amount allowable by law Dolby I Robinson I konk and abstain sorry this one is I have not spoken yet just because I've been thinking really hard

155not because I I'm trying to give enough time for people to I appreciate that I'm not about to be here told them no I appreciate that um Lando I had some trepidation tennis name I still stand in support of our of our Builders a deal and they're going to be an important partner for us in the next year um and Beyond and I hope that we can maintain an amicable friendly relationship and know that um it it even though I jumped right on it and approved it it still hasn't been an easy thing to sit with me because of all the things we've talked about last year and this year and this is I'm more directing this at Katie um but yeah just wanted to say that out loud yeah actually now you're moving closer

156to her line of you I just wanted to put that out there that that um this isn't trying any attempt to to hurt our local Builders um but it is really meant to meet a need for um a growing need for our students thank you um it passes three to one and one abstain you said no right okay um thank you Julie are you up again um 8.2.2 is a discussion action item for Charter Schools measure K projects request thank you our Charter School our measure K charter school committee has met again and they have brought forward two projects one at Nord Country School they have metal ramps uh entryways into their classroom buildings and they have significant holes in them so they are unsafe and need to be replaced and they're going to be

157replacing them with concrete and same place same location but with concrete and then over at Wildflower they purchased in the past some portable classroom buildings with measure K dollars and they want to refurbish them new flooring and heating and air conditioning and some new windows and so those projects are being brought forward tonight and with the recommendation that the board approved them so that they can be completed over this summer any questions no questions only that I know both of these projects personally and have walked on or in them and their good causes and much needed both so I think it's a good idea see no further questions I will open it for a public comment I will move that we what's what I'm looking for we accept these requests and fund them as requested

158second great we have a motion by Mr Lando in a second by Miss konkin um to approve um item 8.2.2 uh we'll start with you Mr Lando Amanda why tennis High oh Dolby I sorry Robinson I konk and I a little with our spaced out starting to we're starting to get a little fatigued um okay moving right along 8.2.3 discussion action California Water Service Company easement for McManus Elementary School over at McManus in the middle of North Avenue will be a connection to water that will run across campus to feed a fire hydrant for the new kindergarten wings and in order for Cal Water to service that line and that hydrant and easement is necessary so that's why we're bringing this forward this evening and we recommend approval of the easement I'm seriously into this

159one so I'd like to make the motion that we approve the the water line easement do you need to do you need to abstain for conflict of interest Cal Water is a private company and yeah I'm just I'm just teasing um I don't think we have any questions for clarification do we have any public comment on water tie-in okay we have a motion on the floor oh beat me to it all right Miss Orlando seconded um we will start with Mr tennis oh wait we all agreed yeah where are you gonna miss thanks for keeping me on track on that um for all those in favor please say aye aye opposed all right it's unanimous 8.2.4 discussion action on resolution number 1612-2-3 adopting updated pre-qualification questionnaire and uniform system of reading pursuant to public contract

160code sections 2011.5 and 2011.6 sounds complicated but it's not really very complicated um back in 2014 state law began requiring school districts K through 12 and community colleges to undergo pre-qualification process for any projects that are funded with State funding um to undergo pre-qualification process for General Contractors with an A or a B license and certain subcontractors that are doing important and high dollar work-like electrical and mechanical underground utilities those sorts of things um back in 2014 we brought a resolution forward to the board that was reviewed and approved and has been utilized over many years um we are updating the resolution and the uniform application process that the contractors go through we are required to at a minimum utilize what the department of industrial relations requires and that is what you see in front

161of you is the minimum requirement that we have according to the state law we feel that we want to encourage active competition on our construction projects so we we do not want to deny any company's opportunity to bid on our project so we we attempt to keep these requirements very minimal we we go through the pre-qualification process once a year and then we do it again uh per project for those larger projects that are over a million dollars so you have in your board packet the the questionnaire the resolution and the questionnaire there are highlighted sections in there part of the resolution is saying that the board is agreeing that those highlighted sections can be altered at the discretion of the district depending on the project so for instance McManus is 32 million dollar project

162it's it's a very large project for our area and we want to make sure that the bidders have the financial backing to perform on a project of that size and we want to make sure that their subcontractors are also reliable and stable firms so for instance we required on that project that the companies be able to bond for a certain amount to make sure that they could cover the costs of cash flowing a project so those are the types of things that we change when it's a project by project pre-qualification process so I'll open it up to any questions that you may have regarding that again it is a requirement by law that we do this qualification process we've been doing it for many years and this is just an update um Julie recently there

163was a another ruling or half a ruling on the lease lease back issue what we're doing here is making our position even more secure are we not in the the problems with the lease lease back issues that you're referring to from Fresno Unified District this process has no bearing on the points that were raised in that lawsuit okay thank you is this a process that we are required to update at a specific interval or was there something that triggered us to want to update this thank you for asking that I should have said that the dir had changed their um their their pre-qualification questionnaire and that's why we are updating it is Alison not yet nope nope nope I was just making sure that nobody has any questions still do any public comment now I

164will open it up for a motion don't read it it's really long um remember Robinson has moved approval of resolution number 1612-23 do we have a second I'll second actually um and we had a unanimous vote um on the last item so I will call for a Voice vote all those in favor hi hi it passes unanimously thank you Julie oh my gosh are your legs getting tired are you tired of standing yet do you need a stool um all right 8.2.5 discussion action resolution number 1609-2-3 change authorized signatories for the school facilities program thank you um so this resolution was required by the state funding program they want to ensure that those individuals approved by the board and as allowed to sign documents for the state facility program understand the commitment um of the

165requirements of Grants received by the district I have a feeling that there was perhaps a lawsuit where someone signed a document and then said oh I didn't realize that I had to do those things that I signed and so the state came out with new language so this is the updated language and since we were doing it we took the opportunity to in addition to Kelly Staley and Jacqueline Krueger and myself we've added Charisse Bromley as a signatory for any documents for the school facility program any questions so just for clarification this is identifying superintendents daily Jacqueline Krueger and yourself as signers and Cherise Bromley and that was my follow-up question because it's like in a separate section and cherries okay um the Jacqueline Krueger was on there previously but her title was not updated

166to assistant superintendent so it's correcting that as well okay awesome thank you seeing no further questions public comment none I'll open for a motion so moved I did say mood option and resolution 1609-23 all right it's uh the motion is by Mr Lando and seconded by Ms Robinson all those in favor hi there's some kind of a lark thank you very much thank you all right moving right along to 8.2.6 public hearing informational only to the 2023-24 original budget good evening board wait so the presentation perfect alrighty so this evening we are presenting the original budget for the 2023-24 school year um just so you guys know this is the timeline that we look at pretty much every year so every year the governor comes in January gives a preliminary budget normally we have tax

167deadline in April that did not happen this year so what we're running into is there are a lot of unknowns with the state budget with revenues we will keep our ears to the floor and let you know if any changes come the right now we're kind of in the middle of the timeline where the legislature has approved their budget and we're waiting for the legislature and the governor to finalize what will be the 23-24 final budget so there's a very good chance we will have to come back to you with a 45-day update and Marie will speak to that a little bit later okay so some major assumptions when we built our original budget part of that is local control funding formula and we base this on the governor's budget and he estimates the cost

168of living adjustment of 8.22 our funded average daily attendance last year the the cost allocation changed and so right now we're currently using the three three prior year average so we're estimating eleven thousand two one eight for our Ada unduplicated students we estimate the percentage is going to be about 56.52 and then our salaries and benefits are all the positions that we knew of as of May 23rd and that includes vacancies that we're hoping to fill this next year this also includes State funding and federal funds with grants and any of the proposed reductions along with those grants that the governor include in his mayor revise let me know if you guys have questions as I'm going okay so these two charts we started this in February when we came to with our budget so

169you can see a visual representation of our actual enrollment which is that orange graph and then the green graph shows our funded enrollment so as you can see if we have large drops the the cost allocations help us to kind of weather the storm it just it slows down the so we don't have to deal with funding Cliff issues and everything so as you can see the 2324 projection uh for our Ada for actuals is 11218 but are funded we're estimating it's going to be eleven five eight one so that comes to about 3.8 million dollars so we're very lucky that they changed that cost allocation last year and we get to average our Ada okay and this is a visual visual representation of our unduplicated percentage so those purple bar graphs that's our current

170unduplicated pupil percentage so we have the actuals through 2223 and then our projection for next year the main thing I wanted to point out with this is as you can see we had a large spike in 2021-22 but the three year average is what the state funds us off of for unduplicated people percentage so we will finally have a flip next year where our current estimate for next year of our unduplicated percentage is actually going to be a little bit lower than three year average and that's because of that large spike in 2122 so that helps us with our concentration dollars and to help support our our high needs students okay so this is all of our purse and stirs cost estimates down at the bottom there you can see the rate changes sturge has

171kind of it's leveled out so they will not be having a change um that's the estimate right now for future years for stirs purse changes a little bit and as you can see the percentage change from 22 23 to 23 24 is not that much it's actually only 1.63 percent of change but that costs us close to a million dollars so I just wanted to bring that to your attention that way you understand when we're talking about Persian stirs volatility small percentage changes that can mean large dollars okay and then this chart you guys have seen before as well this is just our list of our transfers and from other funds that's about 3.7 million dollars part of that is our RDA pass-through that goes to our routine restricted maintenance account which is our maintenance

172and operations and that's the 3.7 million up there at the top and then we have about uh 60 000 is our estimate for developer fee transfer and that's three percent of our collected fees that we're estimating for next year um contributions to restricted programs the special ed contribution we're estimating about 24.6 million right now and then the routine restricted maintenance account that's our three percent contribution of all general fund expenditures let me know if I'm going too fast guys or if you have questions okay so the local control accountability plan as Tina and Tim presented earlier yes go ahead okay I I think I may have asked it and gotten this answer already but again I just noticed that this is contributions to restricted programs for special education is that 24 million and change correct

173that's the encroachment amount yes that is not the total budget for special ed that is just our general fund contribution so it's above and beyond the state and federal dollars that we get you're welcome okay so these supplemental Services these are all listed in the lcap when Tina and Tim spoke earlier um so this list supports just the unrestricted local control funding formula supplemental and concentration dollars that we have okay and then this is our covid-19 relief funding um this next year we're hoping to spend down the last of our covid-19 relief funding Grant monies as you can see we have about 10 million dollars that we have left to spend we will continue we have some HVAC units playground equipment that we've dealt with supply chain issues and so we're still waiting for those

174to be delivered to us and then continued supports like our counselors that were implemented as a part of the covid-19 relief funding okay so if there's no questions I'm going to handle it over or hand it over all right let's look at our general fund income statement so on the left-hand column is our un restricted general fund budget um so that is our revenues from our local control funding formula that's our unrestricted dollars and we are predicting a positive 2 million change in fund balance the middle column is the restricted dollars I just want to say about this that restricted dollars are mostly self-balancing grants so um we tend to receive cash in one year and then spend the money in another year so they tend to go up and down as far as the

175negative to positive swing and fund balance so this does not represent a loss to the district um next um this is another look at our unrestricted fund balance you can see the net increase of 2 million down there in the middle that's what we just showed you on the previous slide this is just highlighting that included in that in that budget are a lot of items that were one time in nature that are not part of our current operations so if those were taken out our net increase and fund balance would have been closer to 5 million this is just a pie chart representation showing that the vast majority of our revenue is from the lcff of our unrestricted revenue and as you know that is derived from our average daily attendance and this is

176a snapshot of our unrestricted expenses we're in the people business um and all of the green items together are um our salaries and benefits so that represents 88 of our total unrestricted expenses all right so we're going to start talking about our multi-year projection I have some notes um okay enrollment in average daily attendance projections are based on historical Trends noting the covid-19 impact on the prior years so we are projecting a slight Ada decrease and slight decline in enrollment in the future years because of that we are also projecting a decrease of two certificated full-time employees um if those if those enrollment projections do come to fruition as always we increase the budget for step and column we account for changes in employee benefit rates inflation for utility costs and other other costs this

177year we also um budgeted a decrease in the lcap positions due to the reduction in the concentration dollars that's what Charisse was talking about earlier in the unduplicated pupil percentage slide we have that spike in 2122 and we don't really know where that's going to land then we always have retirements uh retirements always mean that the um typically the outgoing staff retire at those higher steps incoming staff are younger and they are on the lower end of the salary schedule so we have a net savings there and cola estimates from the Department of Finance projections as of May revise or 3.94 and 3.29 for the next two years and we are budgeting one Inc increase in one TK class so if you see here for our multi-year projection we are estimating positive change and fund

178balance for the next uh three years as well as for the ending this year out of five million dollar positive change in fund balance and this is before any compensation increase so this will change depending on if a compensation agreement is agreed to also Down Below in the components of fund balance you'll see that our undesignated fund balance uh goes down next year that's because Jacqueline brought to you those three things to commit for reserves that's I.T transportation and compensation this is our cash flow graph that we always bring to you you can see the Trends on this are always easy to predict the everything goes down in November then um in December we received property tax and state aid influx to cash so we go back up and then we start to decline again

179and then another property tax influx in April and the other thing about this is we have really good reserves so um we don't we won't have a cash flow issue even if we potentially have deferrals all right going forward um right now as Sheree said the governor and legislature are negotiating the budget we will have a budget approved by June 30th and at that point if there are material changes to this budget that we presented to you we'll bring it forward for a 45-day update that'll be in August and then we are uncertain about what's what's ahead for us there's the health of federal state economies the impact of delayed state tax receipts inflation supply chain issues continue to be an issue stock market volatility student attendance we before covid we were right at that

18095.5 percent you could kind of Bank on it and we're not back there yet but we are we are moving up and then this is the final year of covid-19 relief funding business services and services have been working together on continuing to provide those supports and how how those will be funded so um and then moving forward we will be back in seven days to ask for approval of this project questions well I've been looking at the um accounts of the negotiations that are going on between the legislature and the governor and also the governor's um trying out floating a balloon on what to do about housing being financed out of state dollars that may or may not materialize so I'm that makes me a little nervous because of of what's happening with you know

181with the economy and stuff but I trust that we're we've had enough experience with that kind of stuff since the crash that we're being careful am I there's a lot up in the air yes [Music] healthy Reserves okay well this is um a public hearing and so I will open the hearing and ask for a public comment seeing none I'll close the hearing and this is informational only so no action is needed at this time the 2324 budget will be brought forward next week at the 20 June 28th special board meeting and workshop you're up again with 8.2.7 public hearing informational 2324 education protection account yes so every year when we bring our budget to you a part of that is um estimating what we will receive under the education protection account or EPA these

182are not new funds they were voted on back in 2012 under prop 30 and the EPA dollars or the first funds that we receive as a part of the local control funding formula and then the state backfills the rest of it with unrestricted dollars Chico Unified spends these dollars on certificated staff expenditures and so it's a part of the budget that we just presented to you but we just have to do this disclosure to show how we're going to be spending these dollars so this is informational only as well and we'll need a public hearing on it as well I'm seeing no questions from the board I will open the hearing for public comment and we have no public comments so I'll close the hearing um and again it's informational only no action is needed

183um and this will also be brought forward for our approval next week and moving on to 8.2.8 public hearing informational 2324 original budget reserves disclosure alrighty last one for me tonight guys so once a year we are required to present a document that substantiates the need for an assigned and unassigned ending fund balance in excess of the minimum recommended Reserve amount which for district R size is three percent um as part of the 20 2023-24 original budget we are estimating a total assigned and unassigned ending fund balance of approximately 18.8 million dollars which equates to about 8.92 of our general fund expenditures included in the sending fund balance we show that the minimum Reserve amount of three percent will be about 6.3 million dollars and along with the three percent the board has taken action

184in the past to reserve an additional two percent and also set aside some one-time monies just so we can weather storms as they come up for times like this where we have no idea what the state's going to do so these reserves will help with potential cash flow issues as well if we do run into a cash deferral issue in the future so same with this one it's informational only for you tonight any technical questions from the board seeing none I'll open it for public comment seeing none I'll close and again this is informational only so no action is needed this will be brought for approval to the board next Wednesday at the June 28th special board meeting correct thank you board hmm cruising right along to 8.3 Human Resources our first item excuse me

185under Human Resources is 8.3.1 discussion action resolution number 1610-23 to allow teachers with a multiple subject credential to teach a specific subject below grade nine okay so I bring these resolutions to each year the good news is is six or seven years ago when we moved sixth graders up we had all of those security teachers move into the junior high schools to cover those we have not hired any multiple subject teachers to replace them over those years and we're down to six so of the group here you see only six of those teachers are multiple subject teaching single subject [Music] areas the rest are fine arts and I think there's a PE in there and those we have all the time for elementary and they're all multiple subjects so I bring the resolution forward we

186have to get board approval on that each year so they can teach single subjects any questions for clarification yes um sorry I'm just trying to find the text of the resolution again one moment please are these all teachers who are are any of these teachers newly moving into different subjects that they weren't teaching before because no I feel like no I feel like um what's my knowledge one of them um correct me no well quickly Fine Art yeah we have new Fine Arts teachers this year it does doesn't Ryan Willard traditionally teach social studies for the first couple of um and then he was able to transition over to just social studies and Leadership and I didn't know I actually saw his name on here I didn't know he was um going to be taking

187on signs again this year but yeah he he has done it a couple years but it's it was when he first moved over tomorrow and same with Mr Oliver I feel like I haven't seen him connected to English before I I appreciate this list is getting smaller but you know I don't in three Junior highs we were down to six um six of them that are teaching subjects other than Fine Arts I just want to make sure it continues to get smaller or not well and and I think the mission creep happen another piece that might be helpful to know for just for our knowledge or just for whatever's sake and maybe not on the resolution itself is um how many FTE they're actually doing because I'm sure that Judy Hass is not full-time Junior

188High computers and I'm sure that Ryan Willard is not full-time sixth grade science so I mean not that it's totally relevant in passing it but just to it gives us a little bit of a clear image of what teachers are working slightly outside of their fully credentialed certifications even though they're qualified still does that make sense um I would and again it says this is a guess I'm Judy Hassett she may be all computers um the reason being is if she if she has a multiple subjects credential we have to list here what she's going to be teaching yeah but she's a science teacher that's why I specifically said hers because I know she's a scientist I think she's teaching science of computers so so she's single subject yeah yeah so yeah it would be

189nice to see over time the total ftes of teachers outside there their fully credentialed area shrink and maybe because we're assisting them get fully credentialed in in those topics over time if they want to go that route or they you know go to full-time FTE in their fully credentialed area they tend not to want to to go back to school we typically losing through retirement resignation or some have gone back to elementary school yeah and um from my perspective I don't I don't feel as strongly about that at this on this particular topic I do feel a bit more strongly about it on the next item agenda item um but uh I I do recognize that a multiple subject credential at least gives many teachers a good understanding of a lot of topics and so

190being able to um hone in on a specific subject is not necessarily out of their wheelhouse and remember six or seven years ago when we transitioned the district entered into a bargain that they would go um yes the list has shrunk and I'm sure the ftes have also probably shrunk significantly correct again this is in no way impugning the teaching abilities of any of these teachers such as you know yeah we will all feel better I think when everybody is teaching exactly within their rental just because it absolutely and we have we have not hired any multiple subjects at Junior High since so I just want to give you a hard time about this every year so yeah I know we could probably replay this conversation next year it'll be Johnson and yeah right and

191just for like um you know Community transparency any any person can look up a teacher's credentials and so if they look up one of these teachers for us for science Dan Linville for example I have no idea sorry Dan um and they're like oh this is my my kids sixth grade science teacher I'm going to make sure that they're fully credential teacher and that does it come up on on the um website as um being qualified to teach science question mark what was the question if a Community member wanted to look into whether they're kids science teacher sixth grade science teacher is credentialed in science what would that show up you know when they go to look that up on this if they were to somebody were to have Savvy to want to look that

192up on the scene no and that's why we have to have a resolution to show that they took the necessary units that could require totally and I understand our approval process and that makes them approved and that it's it's all it's all well and good but for transparency sake it it may be that that Community member starts to say oh my kids teacher isn't even qualified to teach this science class and you know and then it becomes like a one-off you know sometimes it just takes one one instance for that to pop off in the public Forum I'm not saying that that's on us you know we've done our due diligence according to the state of California they are qualified if they take commissary units but there's no way for somebody to fact check that

193correct unless they go through our message that's true and although this is like a lot more just context too just kind of understanding what it is that that we're saying is happening here we're not just saying yeah just teach whatever um okay cool any other questions of clarification oh that's funny I did not okay uh and we're not in hearings anymore so that's good it's just kind of thrown off my flow um public comment seeing none I'll open it for emotion I move approval of resolution uh oh yes please from the minutes [Laughter] 1610-23. all right we have a motion from uh member Robinson and a second from Member Lando um uh we are we're already you know this last time I just appreciate the lesson on credentialing that you do always provide all right

194um assuming we were you Anonymous last time we were yeah with with all the facilities okay um voice note all those in favor please like divide by saying aye aye aye it's unanimous uh we will move on to 8.3.2 discussion action resolution number 1611-2-3 to allow a credentialed teacher to teach any single subject class based on an appropriate coursework oh sorry based on appropriate coursework so this is the flip of that this is at the secondary level where they have a single subject credential and they're teaching outside of their credential area but they still have to have 18 hours of semester coursework or nine graduate so in this one um we're only down to two one is a regular Jason alvester who is a social science teacher but also the football coach and teaches the

195sports Conditioning class for his football team and then there is the one loan health health um coursework that is being taught by Rob Bard so um I know you have uh concerns about that but not not necessarily concerns I have just a couple questions um what's that theft for Rob bard for health I do not know that oh my gosh I'm sorry I was not prepared enough and I have not had the time to look at this until earlier today and it was not enough time yeah I'd have to look I'd have to look that up um with the block schedule and everything it's um you know the change in schedules it just depends and it could change between when the schedule was made and when enrollment you know happens at the beginning of the

196year is this new for Rob for us I believe it is for him um I don't recognize his name okay so the other question sorry for the chuckle I'm like getting a little antsy here um the other question I have is the the wording is um that um the following teachers are holders of a valid teaching credential and have completed 18 semester hours of course work or nine semester hours of upper division or graduate coursework in a single subject and so that doesn't tell me if Rob Bard has that much coursework in health you know he'd have to have 18 hours in health undergraduate or nine hours of postgraduate in health okay in the area that he's going to be assigned to okay because that's not clarified in the resolution it says in a single

197subject not in the single subject they will be teaching well because it could be okay it could be because there's usually multiple different areas so it has to be in the subject that they're being assigned to okay yep that's Ed code and we have to report that to CTC also okay um I'm just going to State for the record that I am not in support of teachers not teaching teachers maintaining status in a subject sorry in health for a long period of time under this under this I get the first time it sounds like first-time teacher but if if Mr Bard wanted it was going to be staying on with Chico Unified and continue teaching maybe it's 0.5 ft maybe it's 0.8 ft who knows about health right now um that I I want would

198love to explore the concept of encouraging strongly um that if you wanted to be retained for health that we would support him getting his health credential health is a little bit different PE has its own standards and is rigorous in its own ways but I'm much more comfortable with Mr alvester teaching PE as already you know a coach and in athletics anyway Health has its own set of challenges in teaching that are highly sensitive teaching some highly sensitive topics that I feel like um I feel like it would be worthwhile to invest in full credentialing for that for that position if we can't find a fully credentialed health teacher to teach Health that we could support a teacher to obtain those credentials I understand that when you're when you have a class that fluctuates freshman

199sophomore class so it fluctuates anywhere between four and five hundred students the number of sections aren't typically nice equal to ftes so you typically have at least two Health teachers at both high schools and then you have an extra class or two or maybe three in the Box schedule so um so you don't have consistency there as far as knowing from year to year how many how many uh periods you're going to need of health so you have to have an overflow and typically people are not going to go for an overflow where it's inconsistent so so we have to depend this is our this is our way to depend I mean to meet the needs because it is a required subject for for um for graduation so so it's just our the only way

200we can meet that need the principal of Doug Williams has texted me back and he believes one at the most two sections he'll be teaching next year of health and there's a second there's another healthy drill as well yeah and obviously the other one would be credentialed and health otherwise they'd be on this list if you break that off you're not going to hire a health teacher for one or two classes and then you still have to get those kids through that health class yeah but if we could nope yeah I I'm going to to to just um support member dalby's concern about the health as the subject that really needs someone who has um the depth and the bandwidth I mean we went through this four years ago when we were looking at the

201health curriculum and it's it's not an easy curriculum to cover and if you don't have um you know science teachers still teach it at the middle school level the health curriculum yes I mean it's to that standard like at in the Middle School in the middle school is our science teachers teach the health curriculum because yeah you're qualified to teach Health at the middle school level really and we still went through extra training um sorry for interrupting you no that's okay but I support your concern after what we went through with with the curriculum and what health book we were going to use at the secondary level um I just I agree with what member dalby said I think if I'm understanding what kind of this suggestion is that since we know we have this

202fluctuation it would be worth exploring if someone at the secondary level of your site was interested in going back to school if anybody is and we could help with that then we would know hey if there is Overflow in a given year this is who we turn to I because it wouldn't be that much more work for me just test fees and preparation probably a media course um personally so I I wouldn't write off that nobody wants to go back to school I mean it's once you have a single subject credential it's not a whole lot more to obtain a second credential if you already have related coursework and so what I'm what I'm guess I'm like trying to to convey is that it's not a hard no it's just uh let's let's think about

203it you know or let's explore that a little bit more and I I know that this has come up every year that that I've been on the board and I I think I think it's starting to kind of like come together a little bit more in my head about about you know what direction I want to see this in and it really is specific to to health um I I don't usually see this list contain any other concerns except for when it comes to teaching Health right and the feedback I've gotten from students and parents is that that the high school health program isn't necessarily very meaningful or rigorous so not always you know so I think that it would be worth exploring how how that does look at the high school level um luckily

204we know that the most most of the application of the health curriculum at the middle school level is Meaningful and rigorous but it's nice for them to hear it again once they get to high school so what we're finding in the Box schedule is that the kids are able to now possibly take it in the 10th grade year and not being you know to be able to just fit it in that ninth grade year like we've had you before and in order to get to their 10th grade classes that they needed so that's why the lesser amount of the sections that we need somebody else to be able to teach there Mr Williams says possibly next year it could be none other than the one health teacher that they have so that's what they're working

205on great yeah is he watching or are you messaging him I know at first I thought that I'm like no somebody sent him a message thank you thank you for for contacting Doug um all right so back to the resolution um is there any need to just change up the wording a little bit so that it does specify it's not just in a single subject but in the single subject that they are but there will be I know that it's required by law but does it certainly yeah we certainly do that okay all right any further questions public comment oh motions um 23. yep and your mic's not on but oh I think we got you thank you all right so the um uh I actually didn't hear the second half of what you said

206did you did you say with those with those okay thank you okay thank you thank you okay do we have a second sure change the language don't actually matter to me but I want to get this one done so yes seconded all right we have a motion in a second you got it you have to repeat who it was okay thanks um all those in favor all right that's unanimous okay so I changed it to um blah blah blah or graduate coursework in the single subject they will be assigned to thank you oh that's a blank page that's not where we're at today um 8.3.3 discussion action Declaration of Need for fully qualified educators okay so this is required also by the CTC Commission on teacher credentialing when we have teachers that go out in

207middle of the year and they are they become long-term Subs we have to give an estimate and we have to apply for long-term sub credential emergency credentials we may hit the number exactly we may be way off and so these are estimates that we put in each year because inevitably we have teachers that are that are out somewhere in the district so this is just something that we have to file each summer for the upcoming year to make a plan for for any potential teachers being out and move approval so all right um so yeah we're just gonna skip All the Rules of Order and assume that we don't have questions and we don't have public comment and we have a motion in a second I think on some of these you could just go

208to speak now if I ever hold your piece before we vote that's kind of where we're at anyway um all right uh all those in favor aye thank you thanks everybody thanks Matt uh it does get a little repetitive you um okay uh 8.3.4 discussion action approval of updated certificated management salary scheduled to meet Calpers reporting requirements okay so this is a little cleanup so Calpers after probably 30 or 40 Years of having this particular salary schedule informed us that we cannot include the master's degree on it because it has two different salaries for the same position so all we did was take the Master's Degree off we turned it into a stipend added it at the bottom of it and that will make prayers happy most of our certificate and staff are in stirs

209which they're fine with either or but we have a number of folks who have a six or eight that started as instructional age or in some other classified position and they have the option to stay in pers and so this is we have to change the structure of this to to make pers happy so in order to do that we have to get board approval anytime we change change the salary schedule so numbers haven't changed the the one thing that is a little different is is we took an average of What the master stipend is somewhere a little bit below 2500 somewhere a little bit above and we just kind of split it in the middle and um and called it a flat twenty five hundred dollars for a master's degree stipend so that's the

210only difference okay any questions public comment motions so moved I suck it um no discussion all those in favor aye unanimous all right thanks Jim all right moving on to 8.4 board 8.4.1 informational first reading of revised updated new board policies [Music] um Ms Daley so as you can tell there are many new board policies actually not new but revised board policies that are coming forward this is the first reading so I would encourage the board if you have any questions or suggestions for modification of the board policies please reach out and we can have those ready for our next board meeting which is where we will approve them or make modifications if if we um were to send in requests for um any changes or consideration of any changes or modifications um by like

211a certain oh where I passed this next week is we're already past the deadline so it wouldn't be able to be published you can still go ahead and send them in and we can share and make sure that everyone's aware of the proposed changes and then they would have to come forward to the board obviously to be voted on okay thank you uh Ms Robinson thank you madam president I was just going to point out that that it's it says that it's new board policies but it's also bylaws so we've got two different topics here do you want to do bylaws Slash new board policies just to make it accurate so these are there are five board bylaws that are coming forward which are all part of the board policy packet oh it is okay

212well it doesn't say so so I had two or new brand new that haven't been here before and then the others are all updated yeah okay so we're encouraged to keep reviewing those incidentity any comments that we might have um I'm so sorry for clarification um because we don't usually have back-to-back meetings one week and then again um are we going to look at these again in a week yes okay for approval yes yeah so yeah is there a time that's most convenient for you to get feedback by like should we give ourselves a deadline of Friday Monday well I would love it by tomorrow tomorrow okay it's fine we can take that feedback all the way up through Tuesday as long as we can have it put together and ready for the board by

213Wednesday okay thank you all right it's informational only so if there's no public comment or additional questions from the board we will move forward to the next item 8.4.2 discussion action Chico Unified School District governance handbook for 23 24 school year so there's several items on here that are here um so the the board if you want to talk about them tonight or take some action on them tonight you can really they're here as a reminder typically we would do these in July we do not have a July meeting so we'll be considering these items next week a week from tonight and really just a reminder for the board to look at the board governance handbook and as we go through these you'll see a common theme Here so if the board wants to take

214action on the board governance handbook tonight you can it really was here to serve it and is attached as a reminder that we do need to approve that next week isn't anybody I mean it is on here as discussion action um yes I was going to finish what I say asking I I I wanted to take action and I just to mention that I did kind of review what's in the uh the new um board bylaws to compare them to what we have in our governance handbook because there is some interaction or interplay and and I didn't see a problem with NM so I'm comfortable acting now gotcha that's what my question was going to be is if there's any particular feelings about wanting to take the next week to review the handbook and and

215you know bring it forward next week or if or if if anybody feels particularly ready to just take action now um we could we could go either way pleasure the board I I'm just trying to gauge I'm not getting any anything I'd like to wait okay I think that that's great and I I think that I wanted to kind of just allow for that so that we can kind of all say I say okay maybe we want to take an extra week because I wasn't I was reviewing nail cap in the budget and I didn't really take the time to go through the handbook too so um especially this being your first time being able to go through the handbook and see if there's any updates that you would like to suggest I'm happy to

216table it to the next meeting um it's unanimous do we want to like take a official vote on it do we need to yeah and I'm totally in the same boat I would like take the extra week to think a little more about what to do with this particular document yeah thank you um okay so moving on to um are we good are we good staff on that okay moving on to um 8.4.3 discussion action proposed 2324 board Workshop calendar topics Liaisons and board member assignments this does end up being a fun Hefty um bit of a dialogue discussion um uh and so I'm sure that I'm not ready to jump fully in on um on determining every single workshop for next year and I would also maybe say at maybe the disagreement of some

217staff that even next week as long as we propose the some more of the like through December workshops we might even be able to split it out if we if we're feeling a little tight for time and just next week think about what workshops we want to see through December and then when we come back in August finish doing our Workshop um if we need if we feel the need to split it up that way as long as we are prepared to do some of those things and you hit the nail on the head this one is important that we do get done next week just so staff can start preparing for board workshops when we come back in August you know where we hit the road running we have one board meeting and then

218the next one is a board Workshop so we need to know what that is so that we can prepare yeah so I I don't feel prepared to address even the what we want to hear at the September Workshop right now um personally and so I say we do the same and table for next next week um and come prepared at least with you know what our what our priorities would be for the workshops through December if not all the way through the year I I don't have confidence in myself to be able to put and again that pin here was exactly the same get this in front of the board so you are aware of it this is something that we're you know need to do next week and just give the board the opportunity

219to look at the items that are there by all means feel free there's still time to send us additional items that you would like to see as a workshop if they're not already listed okay Ms Robinson I thank you madam president I have a question of staff I can't remember if going over the um the test results Tim uh is it automatically a sign for September is it a workshop it's usually a special board meeting like in December it's a workshop and typically we've done it in November November November we've done it where November end of October November this year per the board uh wishes and we did all the dashboard data at the end of February but traditionally we've done a November cast score so it's an academic data okay and we only have

220one meeting in December okay thank you Tim yeah I just that's a special interest to all of us I think and so I was just asking if it if it's set or do we have to do something tonight so it sounds like we're good I think we're good yeah and I agree with you I'm not ready either I I had the the worksheet and the what months we had available and I I did not get to it either um do we is I I looked at this um but I'm not remembering I mean you know open it up again um do we know which months are the months that we are looking to fill I on that document that was yeah it's on the document there on the dates are listed and then the ones

221are already filled in that usually are typically the standing ones yeah I just didn't see it when I opened it up earlier okay I believe you thank you it's a blue and white form okay um all right so um unless there's any strong opposition we're gonna do the same and move that to next meeting um and take it from there the next item is so the next item yeah is uh the board adopted goals and expectations this one really we should not do until next week when the board adopts the lcap the lcap is our guiding document and our goals yeah but again just a reminder that at that next meeting we would be also adopting the board of goals okay thank you uh and then uh 8.4.5 and it's it is really helpful to

222like see it already in the agenda packet um so that it'll we just know it's going to come back around pretty pretty similarly next week very quickly to help to help prepare better um chica Unified School District board self-evaluation um we can push this to next week too but I do want to consider moving our self-evaluation to December um instead of having it in August uh or now or next week um to for a couple reasons one because I think it would be better to capture board members um on a on our year by year so not by the fiscal year for the school but by our um our term year um so I think it's appropriate to self-evaluate um after we've had a full year and then after we've had two full years and

223three full years and so um I would like to push that to or consider next meeting I would like to consider pushing that to December and then maybe also think on um you know if we want to um later on not next week but maybe just bring it back around um to address any types of um revisions to the approach on how we do our board self evaluation um but I just yeah I mean I think the idea has a lot of Merit and this is an action item if you just wanna move it to December right now and say well that's how we're going to do it you could just saying true oh we can wait and think about it [Laughter] um if we weren't so close to the end I mean I'm so

224sorry did anybody like terribly opposed to the idea of of what she's talking about it seems right it seems reasonable so okay so my my motion would be to um to move our board self-evaluation to be completed in December um and uh to bring back at some Future Point well in advance of that evaluation um some potential um uh what's sort I'm looking for um suggestions for changes to the way we do our self-evaluation I have ideas that I want to kind of um kind of play with a little bit if we don't get your ideas I love what you're saying I mean I love where you're going with this if we do because uh the board itself evaluation has always taken a cycle of two meetings right two four [Laughter] um this would be

225it would be it would be early it would be early in the school year it would be like I'm shooting for working on it you know through the summer and having something to to maybe bring forward to agendize um a discussion on how we do the self-evaluation exactly yeah so so what I'm saying is is that aside that's kind of a non-issue right now I'm I'm asking that we just move to do our self-evaluation in December and I guess I'm just hinting that I will probably propose some suggestions for some what happened in December I said December didn't I you said the summer and I said this I just I said the summer I said December December my mouth's getting a little bit I'm gonna work on I'm gonna work on my ideas to propose

226for okay maybe making it a little bit what I what I would hope to yeah anyway that's future future conversation um okay so that's my motion is to is to have the evaluation finalized in December December yes finalized there you go that second day we were looking for we have a motion in a second from Mr Orlando um all those in favor aye aye all right any opposed great thank you everybody so we can take that off of next week's agenda thank you Mr Lando for encouraging that I was just rolling with it um that's my motto every day it's why I still have dishes in my sink um number nine is items from the floor do we have additional public comment for items from the floor stay in your seat [Laughter] I'm just kidding

227number 10 board member request to agenda as items yes please Please Mr Orlando thanks um first of all um do you want to put something on the agenda for say August about how we conduct ourselves valuation just to have it on there so we don't forget about it I won't forget about it okay I'm not ready and that shirt you're trying more and more to Kaiser every day um secondly after our last csba um meeting uh conference I came back excited about an idea that I learned about they call the rounding basically doing community rounds and it never really went anywhere and especially after the last couple of meetings where we've had um a lot of feedback and kind of a feeling of um I don't know from my point of view at least that

228a lot of people are in kind of are only getting feedback from certain segments of the population and I'm definitely following that category as well I would like to agendize uh for our August meeting a discussion about um how that rounding procedure is done and how we could possibly Implement something like it to get the board members out to hear from diverse members of the community and get input and feedback directly from a wider group of citizens and parents I have a there was floating around why do I not have it a a form and a process to follow in order to agendize no no um so um so Mr Lando's um uh request to agenda is is a discussion discussion no no no okay so I did add that Tom because you had mentioned

229that earlier so if you look on the topics for board Workshop consideration I did put that on their parent workshops and topics specific informational nights I didn't call it surrounding because they don't have the um appropriate as long as that opens us to safely and brown compliantly have a discussion about doing that that's fine with me yeah I listed it as a potential to talk about how to do that I just want to make sure it's clear enough on the agenda that if any of our public wants to come in and talk about how we could do that they would recognize that on the agenda oh that's the meeting I want to come and tell them how to get my input yeah we'll need to clarify that on the title then given that um I'm

230happy to withdraw the motion so I think it's good to clarify I think that what I heard was something like how we can get better different types of parent feedback is already going to be on the list next week for a workshop topic so we don't need it separately because since it's on the agenda for next week we'll be able to have a discussion about how to do that regardless of whether it ends up being a workshop or not gotcha I have a question for following Brown act rules um would Mr Lando be able to forward the board more information about rounding or or send that to you all to send it to us so that I understand [Music] I can share information as part of an agenda okay I think basically what I was

231a brochure in my notes I'm happy to send any of those there if you could just round up a couple resources absolutely yeah and ever if it was part of csba then everybody should have from the agenda correct absolutely but I'll find it regardless thank you for that all right um I have an um an item to propose um so I would like to propose a discussion action item for the June 28th meeting next week to adopt a streamlined process for board members to request agenda items to be made in advance and submitted by this by the same deadline that staff has by using a board approved form the form would guide board members to identify the type of item the timing or urgency so when you would want that item to be placed on

232an agenda um uh what lcap gold items related to some rationale and how the topic or item address addresses those identified lcap goals so a one-page form um so that we can submit that and have it published so that it provides a better opportunity for the public to to provide public comment I I feel like our agendizing process um is still a little shaky and I'm not sure as brown act compliant truly and so my intent is to streamline the process and get us on the same timeline for agendizing and providing rationale for our item utilizing a a common form and submit that to staff to be included in in the agenda packet under the board member request to agenda as items so we would we would be listed as like 10.1 dalby request to

233item as discussion action and and my form that I submit would actually be attached to that for all of us to review before the the are you putting that in the form of emotion that's my yes that's my second your request um my first reaction is that sounds like a more cumbersome way of getting an agenda out of agenda would this be required yes because what if I came up with something in a meeting where I decided that I wanted to you know propose a motion an item for a future agenda I think that it would be very beneficial to be able to put that into a rationale and submit it to staff to be published with the next agenda staff will decide so stop doesn't decide you would decide I wouldn't decide who would

234decide you would submit it and it would automatically be be elevated to an agenda item I yeah and this there's um there would be there's more nuances to it that if you if we approve to agendize this that we can address those things and flush those concerns and questions out and you can always vote for no too so I wouldn't be able to say hey we need to have a discussion about this thing that came up tonight and say I think this should be on a future agenda it would provide yeah and then but then I would not do that instead I would fill out a form that would then come to us and we would vote on that my my findings and then you would decide on putting it on a future agenda that

235does not streamline without without trying to get more into what we should be discussing once if this is approved it would allow more for staff discussion and being able to fact-find before just putting it just putting it right onto an a future agenda um so really it's it's to help us follow our Brown act rules a little bit more succinctly because we end up with this discussion time which I think is violating Brown act rules there's nothing streamlined about what you're describing in fact it's the opposite of streamlining okay that's fine um so we have a motion in a second and um no because we're not up for discussion because it's not allowed discussion is not allowed under this item right now because it has not been allowed to have public comments provided yes whether

236you're going to agenda yep exactly decide whether you're going to adjust so everybody can make an action right so everybody can vote now we're not in discussion we can you can discuss next time if it and if if three of us vote to put this on next week's agenda you can vote so just want to keep people from putting things on agenda okay um Dolby I Robinson I it's just to put it on the agenda for next week it can always be voted now in the future this isn't to approve the process right now I would like to actually propose this process this is tricky for me in a couple of ways um that I think just so I'm going to vote I am just warning you all that I will probably vote against it

237when we actually get on to talking about that's fair but I'm open for the discussion thank you tennis May okay um it passes for next week's agenda item hopefully it'll be relatively quick um and uh I'll make sure that my my items get sent to you soon enough to get published or yeah okay so that everybody has a chance to look through all of it including my rationale and everything like what it's really quiet right now I can hear everything um okay um any other board members want to agenda as an item see none is there a motion to adjourn so moved all right we are done sorry about that there was no identification
