003time of the year where we have fairs going on Glenn County Fair is currently going on and we have the silver dollar fair right around the corner so to kick us off into that I'm going to invite Shasta principal Bruce baynard to the podium there you go good evening uh thanks for having Shasta Elementary enthusiasts here tonight um at the beginning of the school year I got a message from two of our teachers Paige Bush and Karen Armstrong saying hey there's this conference that we'd like to go to AG in the classroom and I thought well that seems awfully silly but as I thought about it and realized that if you walk out the front door of Shasta you are less in a football field away from walking into Orchards and so I said yes

004let's do it and so what started as a dream of two teachers has become a full-blown movement at Shasta we've currently raised over forty five thousand dollars for our Enthusiast program and we are looking to make a few drastic changes to what our school looks like and how we approach agriculture in as far as our social studies and our science curriculum so I'm very happy to introduce the one of the leaders of our Enthusiast program fifth grade teacher Paige Bush and some of her students friends good evening everyone thank you board members and district office staff members for having us here tonight we're excited to share a small glimpse of what we've been learning about throughout this year and how we've Incorporated again to the classroom as someone who grew up in a farming family

005studied it in college and am still actively involved in our Butte County Agricultural Community I know just how essential it is for students to have an understanding of where their food comes from and we are lucky to come from such a rich agricultural state that serves the world so with me tonight are a few of my fifth grade students to share what we've been up to I have with me Kelby wood Dane Lapp Maisie Brian Laney lap Max houdegi oh I think I butchered that sorry Nikki Roberts Audrey camborian and Audrey corolli one in five can I sorry interrupt you really quick I'm so sorry can all of you folks come up front please just stand with each other up front it's a little scary up here by yourself but it doesn't need to be

006scary but it can be but it's just nice when you're all right there thank you I couldn't see your faces okay sorry for interrupting you it's okay okay take two one in five Butte County employees have a career related to agriculture in theory that would be about six students in our class that will go into the agriculture industry careers in ag are much more than chasing cows and picking strawberries we've explored many career options in various Industries such as Aviation farming ranching food production meat processing AG mechanics and more in the fall we built scarecrows representing five different AG careers pumpkin farmer Gardener almond farmer beekeeper animal Rancher and AG mechanic and shared Butte County Agriculture information board members can you name one of the top four Commodities in Butte County that is one of

007the top four Commodities any anyone else nuts almonds Ammons let me tell you what all the top four Commodities Commodities in Butte County are walnuts almonds prunes and rice at our annual Farmer's dinner we are able to create an act easiest corner where students and families could plant seeds with the help of Chico FFA students we got to have a taste of Butte County featuring rice walnuts almonds and prunes and students got to meet kiss the Cow Dairy calf thanks to Chico State Dairy unit we've also begun to buy planter boxes that are housed outside of classrooms [Applause] so many things related to agriculture as someone who is not from a family of farmers or Ranchers it has been eye-opening to learn about where our food comes from one of my favorite things is our

008try Tuesdays where we learn about a commodity and they get to taste test it and keep a Journal Record of likes and dislikes we've tried many different things this year like passion fruit kumquats blood oranges prunes guavas and much more we teamed up with three other classes to attend a virtual field trip hosted by the dairy Council of California visiting a dairy and I made ice cream in a bag afterwards we adopted an almond tree and got to have live exams with the farmer herself and tried blanched roasted natural almonds in the fall around Halloween time we dissected Pig eyeballs learning about the different parts um a local ophthalmologist and then getting hands-on experience dissecting them with a partner earlier this month we went for an in-depth field trip to the Chico State Farm learning

009All About Meat Processing organic vegetable projects including vermiculture which is composting with worms aquaculture which is growing plants with soil and using fish to put nutrients in the water milking cows at the dairy and learning about their nutrition plants and visiting the greenhouse and propagating succulent succulents last week we attended the virtual California Farm day with ag in the classroom and 22 000 students across the state which focused on how weather affects agriculture foreign at the end of April Miss Bush and Mrs Armstrong organized an on-campus AG day we worked with eight different Community Partners each who gave a quick presentation or demonstration to students in all grades by the end of the day it was as if we had gone on eight field trips at once our class got to act act as AG

010ambassadors and help classes at each station students got bite-sized information of AG from Chico fa Horticulture students who taught us about what plants need to grow and we did a possible life cycle activity Chico FFA AG welding students who showed us why welders are important what is used for as well as letting us try on their welding leathers and helmets parsley Farms explained that Harvest process of walnuts and showed us off two pieces of a harvest equipment and left us with a walnut tasting Chico State beef unit students explained why cattle brands are important for ranchers taught us how to read different prints then we got to create our own ranch name and brand on an ear tag statista 4-H was there to talk about her animal projects and the responsibilities that go into having

011farm animals we also had an aunt also had animals that students could pet including a rabbit chickens and a baby doll sheep Chico State Dairy students were there to talk about why dairy cows are important what types of products we get from them it ended with a cheese tasting honeybee Discovery Center ladies explained all about honey and how it is made and how to tell the difference between the queen bee and the other bees they brought a glass observation Hive so that we could try and find the queen Butte County Farm Bureau was there to talk about agriculture in our County and give taste tests of rice black olives and olive oil overall we had a great day and we can't wait to host again next year with new Community Partners [Applause] we started the

012Euro harvesting the summer crop in the fall we replanted and harvested the winter crops like lettuce and chard recently in April we planted the garden so that it will be able available for our summer school program to harvest and make salsa our favorite part is trying new food straight out of the garden or bringing them back to class and creating snacks like zucchini pizza we also love to play with bugs pull weeds see what works and doesn't grow well and get our hands dirty we Harvest and share the produce in our farm stand outside our classroom where Shasta families can take home fresh fruits and veggies and students have access to new foods students like students take turn take turns daily being the bunny babysitter and make sure she has hate pellets and clean fresh

013water being fresh bedding and we love to take her out in the garden and share her with other classes we've learned about hatching chicks while candling them to see movement inside the egg hatching two last week and many more today we not only have the set in our classroom but a set hatching in the corner of the cafeteria for the whole school to be involved in the process check adoption papers have gone out to families and students will be taking them home foreign we have done two school-wide taste testing this year almonds donated by Anderson and Sons shelling company and honey sticks donated by honeybee Discovery Center teachers are provided with a slideshow of information particular to that commodity with pictures and videos then students taste and fill out worksheets to take home and share

014with their family teachers share share information that can be used for math practice problems [Applause] all right so as you can see this is just a little bit of what we've been doing as Mr B mentioned this has been a school-wide movement other teachers have jumped on board with doing try it Tuesdays or going on field trips that are AG specific it's been something very exciting and something that we hope to grow as a school-wide in general are there any questions from the board members for my students yes what's the bunny's name I didn't see it on the screen I was looking can you tell me just one more thing about Darla what does she like to eat uh what were you just speaking of the lettuce carrots right lettuce tell them about carrots um

015Darla does not like carrots it hurt they hurt her tummy any other questions yes um did you give Darla some kind of sedative before bringing her here wow this is 50 little kids chasing you all the time can we pass Darla around the board in the audience no just kidding thank you for coming in and you guys all did a great job talking and um as somebody who's also a farmer I I'm really happy that we have this going on in our schools and thank you Ms Bush for your leadership in this area I love it as well and miss fish I just want to come into you and your students for your excellent presentation communication and speech skills you guys were fabulous thank you [Applause] I also can say that I learned that prunes

016are the other commodity for Butte County I had no idea so thank you for teaching me something today um all right uh do we still have more student reports or are we moving on to superintendents we can move on to the superintendent's report uh while I typically don't need to give him a microphone I'm going to go ahead and ask Jay Marshall to step up to the mic all right I'm gonna I'm gonna ask a couple people to come up if I could get Austin Keane King and Ryan Willard to come up as you're coming up I'm we're acknowledging these two teachers from Marsh junior high on April 20th we had our community Youth Fair it was our second year in a row that we had our community Youth Fair and both of these gentlemen

017were very helpful on that Community Youth Fair Ryan is our leadership teacher at Marsh junior high school and Austin King is our band teacher at Marsh Junior High School Ryan's and his leadership students I'm set up music before the the fair started so when people were coming up and setting up they had music his leadership students also sold food and we're a big part of the cleanup afterwards so I wanted to thank Ryan for his help on that and Austin had I believe 15 band students come and they actually played four songs at the beginning of the community Youth Fair to start it off so I wanted to appreciate them coming out on us on a weekend a week I mean a weeknight to come out and help us out for that community Fair [Applause]

018come on over here thank you guys for doing that thank you thank you for coming in I have one more that um that I'm going to have come up tonight um I had to actually FIB right to her face and she actually made me look into her eye and I fibbed anyway I told her that I needed her just in case we were going to go over the 19 vendors that we had at the community fair but this young lady if I can have her come up it's Kim Hernandez where are you Kim there she is she is not going to be happy with me tomorrow all right come on are we up again this is our second year doing the community Youth Fair and Kim has done an amazing work she had 19 vendors

019to come this year in 26 last year she contacts all the vendors and we and sends out notices about what time and gets everything ready gets set up make sure everything is set up for them along with Phil Morgan thank you for your help with facilities they do a great job it's something that Mr tennis brought to us a couple years ago to see if we could bring out different things that are happening in our community that parents can get involved with so I just wanted to thank Kim Hernandez for all her hard work for the last two years of getting this fare going so thank you Kim I appreciate it sorry I look great thank you and then in closing I'd just like to point out that Diane Olson is attending her last school

020board meeting she is retiring as director of special education so a huge thank you to Diane for all the work that she's done and that concludes my report all right um number six is announcements uh this is a time when the board uh board members can make announcements regarding upcoming student events student awards School side accomplishments Etc do we have any announcements from board members this evening all right seeing none we will move on to items from the floor Adam's from the floor are for speakers who wish to address the board regarding a topic that is not currently agendized on this evening's agenda at this time we will take public comment from speakers who wish to address the board for topics not agendized for this meeting as a reminder speakers have three minutes to address

021the board a bell will ring when 30 seconds of speaking time remains so just be listening for that Bell that means you have 30 seconds to wrap up your comments and then we will say thank you for your time the board can listen to public comment but cannot respond to speakers under items from the floor because it is not an agendaized item um so we did have several speakers sign up for items from the floor this evening and I will just start at the top of the list I will read the name of the person who is up and then also who will be on deck so that you can be prepared if your name gets called next um if time remains um actually there won't be time I don't think what will remain we'll

022see how far we get with this list so up first we will hear from Sarah I'm going to name Sarah valum and up after that will be Sean Liston hi bored so nice to see you I should have brought my three minute hi I'm Sarah I've met some of you I am a teacher here at Chico Unified and I also happen to be a parent of a very floppy-haired Inspire student um I want to open with thanking this board because I don't think the job you do is very easy and you're doing it for our community plug now I'll talk about as you sit next to someone on the board that you may have differences with and sometimes that can be uncomfortable but differences actually help solidify and clarify our thinking right so you might

023think that inspires school there's somebody else they're different but actually they help us learn and grow and they're part of our neighborhood community um I loved seeing PV and Chico High I think about a block schedule because I could tell from my son's experience at Inspire that it was absolutely a wonderful way to to learn you have to go deeper into the subject because you have longer time frames I would love for Chico high and Inspire to consider some of the things that Chico high and PV to consider some of the things Inspire does like um advisory The Advisory system follows a student they get input in that class with those peers and they follow all the way through and I think we know after kovid that social emotional is really important for our teenagers

024so even though they're sort of different and they don't always feel like part of that Chico Unified Community I highly highly encourage you to go ahead and work with the facilities this group of people over here has some pretty amazing creative Innovative people Innovative has gotten money they have a grant and if your neighbor said can you hold my 8 million dollars and don't let me lose it uh you would feel bad if you dropped that eight million dollars you would go back to Safeway and say have you seen an 8 million dollar check so I really highly encourage you to encourage the leadership to look at facilities and working to make Inspire have a long-term campus and get Chico High their CTE goals thank you Phil [Applause] sorry I have a technical question really

025quick for for my guy here okay thanks for bearing with us are we ready to check it out okay um before you start the the person after you will be Carrie Jamison thank you all right thanks uh ironically I was one of the ophthalmologists that helped the fifth graders at Shasta dissect a cow's eye so glad to glad to hear that made an impact um I'm here tonight because Inspire needs and deserves a permanent home the current location was built on the blacktop at Chico high in 30 year old Portables that are falling apart the decision about where to house Inspire has been pushed off for far too long and it's time to stop avoiding the duty to provide them with a permanent campus inspires success is personal for my family the reality is that

026our son who is now a sophomore will never walk on a permanent campus but his experience with Inspire and what this school will mean to children like him in our community is why I'm here today he was supposed to be performing tonight and he asked that I not attend his performance and actually speak here because he felt this was more important our son attended a local Junior High and never felt like he fit in he was bullied by his peers for being different and those experiences left him with low self-esteem anxiety and thoughts of suicide he was sent home regularly with complaints of stomach aches and sought opportunities to stay home sick from school because of how he was treated by his peers in eighth grade he was granted special permission to stop participating in

027PE because of constant torment from his peers which was having a significant impact on his mental health the idea of a fresh start in high school was appealing to every one of us Inspire has changed everything for our son he started his freshman year with the same insecurities and self-doubt he still battles anxiety but thanks to extraordinary teachers and staff who build meaningful connections a smaller School environment with kids who share his love for the Arts and appreciate him for the person he is things have totally changed he no longer has regular panic attacks and he enjoys going to school he has been given opportunities to perform and his confidence and self-esteem have steadily improved he participates in several of their choir and theater programs and even joined and competed in their mock trial team

028I guess law is a different kind of theater this summer he will begin taking coursework through the Butte College concurrent enrollment program so we can free up time on his schedule to take on even more electives and he is enrolled in AP classes offered on campus we don't think this would have been possible if he attended any of the other high schools in Chico and that's not a slight on them it's what he needs he needed Inspire he needed a smaller School we're asking for Chico Unified to re-engage in discussions on a permanent campus and make this a priority on their facilities plan thank you thank you with Carrie Jamison and then Julie threet [Applause] hi my name is Carrie Jamison and I will be leaving at 6 45 to see my son at Inspire

029his last performance I'm a proud speech language pathologist serving Chico Unified School District I'm also a volunteer coach at the intermediate and high school level and a parent of children in both traditional and Charter Schools I have always loved Chico and have been very proud and grateful to the board for initially authorizing the blue Oak Charter and Inspire as well as providing thematic Hands-On learning such as Hooker Oak and schools of choice such as Rosedale those are just a few of the many choices we have in Chico and what an amazing place that we live we should all be very proud I wanted to come to the board tonight to reiterate aboard a few board initiatives and Chico Unified directives that I take very seriously in my job first of all aboard initiative to provide

030academic instruction and interventions to ensure student learning and high achievements for each and every student and I do believe that we mean every student that lives within the Chico Unified School District boundaries whether or not they attend a Chico Unified School a measure K endorsement by Tom Lando in 2016 who said students and teachers perform better in safe high quality schools whether you have children in school or not good schools are the backbone of a strong community and protect our property values and a chica unified fight expectation for all staff number one remember that the most fundamental and important relationship in the teaching learning process is that between the teacher and the student and I think we've seen that a lot with a lot of you know Shasta coming here Hooker Oak Inspire and a

031board directive District Mission demonstrate that all students are our students and they take that very seriously I think that all students in Chico are our students whether or not they attend a specific Chico Unified School a charter school a school of choice or Alternative Learning I just would really encourage us as a community to kind of change our dialogue it's not us against them I mean look at Marigold Loma Vista Pleasant Valley we have special education we have general education we have public Head Start we have Private Preschool it's all coming together to create something really wonderful same with just with Shasta I mean out tonight and talking about the Agriculture and then Chico High coming in with FFA so I just really would encourage all of us to look at this as a dialogue

032of supporting all of our students as a community and looking for creative ways that we can all support one another and I thank you very much thank you we have Julie three and then Eric Nelson uh Julie three um I'm here to advocate for the vaccine injured it's a little different topic here for tonight um I stand before you I took two modern shots January February 2021 I got brain fog I got tinnitus and I'm sitting here with five eye surgeries emergency eye surgeries later there's actually an article I'm glad there's an ophthalmologist here coveted vaccines linked to untreatable eyeball clots reveals massive study um here's my Bears report it's what they look like here's my mother's report she was a sudden cardiac event four shots of moderna and she dropped down suddenly on vacation

033last year so two of us are in Bears I implore you I will be available to any of your staff you've got a lot of students here tachycardia I'm hearing all day long I worked at the those Mass vaccination clinics at Marion Park and at the fairgrounds 200 shots an hour the first injury I saw was a Chico State track athlete sat in a chair shot an arm kids on the floor with a seizure Dr Andy Miller was there and we had to take care of the man I heard these menstrual disruptions all day long by the community college students that I worked with those nursing students we need to help this community heal the good news is there's detox strategies there's a way to get through the brain fog there's a way to address

034some of these eyeball clots I've talked to the um the uh the folks over at the um when I had two cataract surgeries and three retinal detachments I do also have the I got from the county every single one of the batches that we administered into this County so if your staff if your students if anybody's interested again I'm available look we can look up the batch numbers off your vaccine card and you can actually see how many people have died how many actual Bears reports have been entered so I've got this information we need to heal this community doesn't matter if you're black yellow red green purple what side you're on left red if you're senior if you're young this stuff is poison it's now being exposed and we need to get behind that

035we need to make sure we stop these injections and then we need to start healing your school district so thank you for your time hi we have Eric Nelson and then Sasha Anya good evening as inspires first principal superintendent I thought it would be helpful to review the for the board a brief history of inspires in partnership with cusd pursuit of their own facility in 2009 cusd approached a team of Educators led by Ron Pope to explore the possibilities of opening a Charter High School in Chico the idea was under cusd guidance to develop a charter with Educators from the district rather than deal with the possibility of a group outside of our community doing the same Inspire received a 450 000 planning Grant and they were on their way at that same time the

036district was improving facilities at CHS to include a two-story classroom building along Sacramento Avenue this opened up the Portables at CHS as a solution to a site for the school inspires current site this was intended to be a temporary housing and in the first two years cusd and Inspire explored a variety of possibilities for a fat facility a site was chosen adjacent to Chapman Elementary an architect was hired by cusd to design the site and the initial estimate for the project was four million dollars however the final cost of the project came in at 9 million putting the project to 225 percent over the original estimate while Inspire collaborated on the design for the school Inspire had no control over the management of the development of the project as a result in 2012 the district

037agreed to follow to allow Inspire to continue occupying the facilities on the chico High campus and signed a 10-year facilities use agreement outlining the terms occupancy through 2022. in 2019 Inspire worked closely with cusd RGA and King Consulting to develop a new campus plan Inspire it applied for and received an 8 million dollar State facilities Grant one that had to be matched and one that determined the school side had to be developed on cusd property and had to be managed by cusd the planning process was conducted in close collaboration with the Inspire community in May of 2020 Inspire presented a draft plan for the new campus to all stakeholders at the time RGA had developed an estimate for the total cost of the project at 16.5 million Inspire matched the 8 million dollar Grant and

038would have been able to pay for the cost of the project on Seven Acres of the Canyon View Property which by the way was offered by the district and we are thankful for that but in September 2021 Sierra West Consulting Group was enlisted to develop a final cost estimate for the project the total came back at 27.2 million a 63 percent increase over the original estimate and Beyond the capacity of inspire to fund in both cases we believe we're getting close to a solution but then cost ballooned and because Inspire was not managing the development process Inspire learned at a late date that it was not fiscally possible Inspire is committed to finding an independent site and committed to working with cusd to help make that possible discussions need to start soon because the state's

0398 million dollar Grant hangs in the balance and I really have confidence that these the people from both institutions will get together and come to a solution a win-win solution for our community so thank you for your time thank you up next is Sasha Anya and then Loretta Torres hello I see everybody um I guess the first thing I'd like to just say is that um I think we've been through a lot in this town after the whole coveted lockdown and mask mandates vaccine mandates uh anti-social distancing mandates I just feel like those who ignore history are doomed to repeat it and haven't really seen in this community the kind of Town Hall Round Table include a very inclusive moments where the community would come together and say what did we do that we shouldn't

040have done this was all a big we all know this is a big dress rehearsal experiment we none of us really know what happened why and we're looking back going well maybe that was a good idea but then now the data is coming out and saying well actually it wasn't that the the lockdown strategies and this is especially you know the case with school children and on academic campuses that they were really maybe the hardest hit both socially academically and psychologically for sure the amount of fear instilled in the children going forward the amount of trauma and that really wasn't alleviated by this what I see in the school district these kids were freaked out they were believing a lot of Hui a lot of stuff that was not substantiated in any way they were

041like well we don't really know what's going on so we're just going to do all these things that's not following the science that's following hysteria we don't ever want to be following hysteria and Madness again and I would say that it's time for roundtables at the district the school district talking to the parents not just a one-sided conversation with you know the administrators but the parents themselves get a big voice in this because this is can never ever happen again I mean we've had you know we see the data now we know the harms that happen to these kids and I really don't hear a lot of it's like well what's over let's just move on no moving on because we'll have another pandemic coming soon and we don't want to see this happen again

042so I'd say get your house in order as soon as possible and thank you for your time I appreciate it we have Loretta Torres followed by Aaron Whitney here I am again I am an 80 year old grandmother of two students in your schools I Am Not A Home of phobe I am not a transgender hater as a matter of fact it is a sin in My Religion to hate anyone but I am angry with your failure to see the dangers to your fourteen thousand students because of your continued privacy and transgender policies the parents in your school district are looking to you to protect their kids from would be predators in our schools now why do I say Predators because any adult in your school who convinces a child to keep a sexual secret

043from their parent has just opened the door to any future would-be adult Predators influencing them for example Stonewall alliance's presence on your campuses it's an organization of adults its presence has unduly influenced teachers staff and students throughout this country to keep secrets from their parents on this issue there are many socially awkward students who need to feel accepted if they find a group who accepts them such as Stonewall alliances support groups they will gravitate to that group studies are showing that diet early diagnosis of transgenderism masks many underlying mental or emotional illnesses that can go undetected until the child is an adult the real Specter of suicide appears to be when a transgender adult finds their problem has not been fixed and cannot be and never be reversed the presumption that parents can't provide a

044safe space for their kids during the confusing time of puberty is wrong and dangerous many teachers tell me that there are adequate safeguards for children who are unsafe in their homes I'm sure you're familiar with CPS and the reporting for example parents are not the enemy here although you have treated Us in this building just like the enemy during the past few weeks or months have you also I don't even want to bring up the the students the girls in the dressing rooms that are changing their clothes in front of a transgender student this may lead to the very bullying you are trying to prevent here because resentment comes from some of these particular scenarios be courageous please think about it change your secrecy and transgender policies I beg you up next is Aaron Whitney

045followed by Stacy Gertz and Kelly Huber I love Ward my name is Aaron Whitney I'm here tonight to talk about Inspire I'm the parent of a freshman Inspire I'm also on the Inspire board I'm a faculty member in the school of education at Chico State and I'm requesting that Chico Unified Administration and the board work together collaboratively with Inspire to find a new campus I intended to talk about my child's positive experience but I checked on the website there were 55 letters in addition to the public comment tonight from students parents and teachers about the value of inspire in our community and I think we agree that that there's a value to having the school in our community so I'm going to focus on next steps I just want to make sure that you're all

046aware that for this eight million dollars which is actually 16 million dollars with the match the architectural design process needs to be started by August 2023 and I just really want to make sure that everyone's aware of the urgency of this issue Inspire has been incredibly patient this year knowing that your priority the district priority was the facilities design plan for the district and so we kind of held back and have been waiting patiently for decisions to be made you know at the the level of some of the elementary schools and the needs of the campuses we also know that Chico High really needs the space and so we want to work together we really want to collaborate and brainstorm and think about ways we might be able to be creative for example could we

047possibly use and you might say oh no we can't do that but but we just want to generate ideas could we possibly use Bond dollars and the Inspire funds to build a K-12 campus on the Canyon View Property that would house both Hooker Oak and Inspire the two schools have a lot of similarities in their hands on open structure approach and as board president dalby pointed out in the May 3rd meeting these Hooker Oak students are eventually going to move into secondary school and they may be interested in an inspired type program um so in addition to providing a uni unique K-12 option to families this would free up poker Oak as interim housing while other facilities needs are addressed and alleviate the cost of renovating the Hooker Oak Property so just a thought um

048so why not host a town hall meeting with the inspired Community to brainstorm ideas maybe there are other charters in the area elementary Charters who would be interested in the conversation as well but we need to do it quickly and we know that we don't have a lot of time we know that July there's a proposition to have July off for the board which is great but we do need to start this process in August so we're coming to you with begging to hopefully come together and um and brainstorm some possible ideas thank you so much all right stay secrets and Kelly Huber followed by Becky Brown hello I'm Kelly Huber I'm with Fairway Independent Mortgage this is my friend Stacy Gertz she's with Keller Williams you guys have been talking about so many important

049things tonight we're just here to give you some really exciting news um how many of you guys were around when Calpers and calstrs was offering Educators benefits when you're buying a home right it went away like 10 years ago the owner of my company Chris Cobbs has worked really hard to let me not just read this it's worked really hard to implement back in Northern California that all California employees are eligible so that's police fire everyone in education and it's a credit of up to two thousand dollars based on loan amount so this can go towards your closing costs it can go towards buying your interest rate down and I just can't tell you how many clients are teachers and they ask isn't there a program where we get a benefit because we work in

050the schools or my husband's a fire works at fire department and I'm like to be there isn't anymore well we have it back now so anyway my friend Stacy here she's a real estate agent she's also a reading specialist and a substitute she's actually going to be here at Marigold tomorrow helping out um we left Flyers over there with all of our contact information we're much better in small groups one-on-one so just call us if you have any friends colleagues that can take advantage of this program it's really important thanks for your time thank you [Applause] all right up next we have Becky Brown and this will be the 10th speaker at this time good evening I'm Becky Brown principal superintendent of inspire School of Arts and Sciences and at the board meeting in April

051I was grateful to hear from the trustees that you recognize the value of inspire in our community and I have a deep appreciation for the extremely challenging facilities decisions in front of you I'm also grateful to the district especially Julie Kissel for the countless hours that she has put in thus far in the planning phases of our charter school facilities Grant project and I definitely express my gratitude for Kelly Staley at a time when great leaders are so needed there is no one else who could have brought this District safely through a recession catastrophic fire pandemic and the most profound political divisions in recent memory can I get amen from Charter leaders and it is in total gratitude that I'm here speaking on behalf of my school Community First I ask that the boards support

052the 80 percent of inspire students who reside in the district by ensuring that they're housed in school facilities adequate to their needs and reasonably equivalent to the other high schools in the district State of California obliges districts to provide school facilities for Charter students living within District boundaries and the calculation for this is a little bit different for high schools than it is elementary schools it includes classroom spaces and specialized classroom spaces like science labs and theaters and non-teaching spaces like libraries and sports stadiums reasonably equivalent to those enjoyed by non-charter students in the district we're not asking for all that but simply that the spaces we occupy now be upgraded to adequate secondly I ask that the boards support the development of a viable plan that would allow Inspire to leverage the 8 million

053dollars in charter school facilities Grant funds in cooperation with the district toward a facility adequate for our students the timeline for this plan is urgent as the grant requires a process of design and construction that would push the design phase to begin in August of 2023 I know the board understands that with so few resources for facilities neither the district nor Inspire can afford to risk losing this money from the state I thank you for your consideration and my Inspire folks and I look forward to further collaboration with the brilliant Julie Kissel and the facilities team and the board Representatives who serve on the facilities committee I know the power of collaborative problem solving and I have tremendous hope that by working together we can make this happen in a way that benefits all our

054students thank you thank you I have a question of clarification I have a question for the last speaker Ms Brown just clarification so are you of the understanding or the opinion that if you have not identified a School site by August of 2023 that would be this year that you will conceivably or probably or certainly lose the 8 million dollars that you have been granted I think um that's probably a question that could be explored further it would be my understanding that we would have to know where we're going to be in order to start that design process I think Julie might feel like there's a little more wiggle room and I she's the expert and I'm not but it is it's certainly urgent thank you um so we do have three more speakers signed

055up um in addition to the 10 for items on the floor I I mean if if the will of the board was to hear yes I would move that we extend the speaking time to allow the lottery speakers on second okay um so we have a motion and a second to suspend the rules and hear the additional speakers beyond our typical 30 minutes of public comment time that is um in our in our rules for each item and so we'll vote on that starting with Mr Lando Lando I Tennessee Dolby I konk and I okay with that um in this order we will hear rose rose you will have to tell me how to pronounce your last name uh Emily Carr and Juni also last name I am just getting worse and worse about being

056self-conscious about mispronouncing people's last names so there's that Rose kropelka Emily Carr and Juni Bonner G Stevens be bold Dolby thank you no I'm not Rose but I am Pat Macias and I'm president of the Inspire board so Rose couldn't make it so I'm going to be reading her letter for her while a consensus consistent supporter of the institution over the years I recently joined the Inspire School of Arts and Sciences Foundation board our commitment as a group is to help finally move forward with a suitable permanent facility as planned years ago per Proposition 39 Chico Unified does have a legal responsibility to provide its charter schools with like facilities to District campuses I dare say the 20 plus portable classrooms many years beyond their recommended useful life on a temporary location in a proposed

057District Master Plan Red Zone at an existing High School does not meet that requirement cusd staff along with the Inspire Administration and the institutions volunteers have been working very hard to identify Solutions while the district has agreed to move Inspire from the chico High location as part of a long-term master plan a decision on where it may be moved has been eluded has eluded that cus cusd board in anticipation of the promise of its own campus Inspire Administration did secure an 8 million dollar Grant to assist with the construction of a new campus facilities it has spent 750 thousand dollars of its portion of measure K funds for facility planning in addition the Inspire Foundation has been working with Community leaders and businesses to raise funds to be directed toward a better campus we acknowledge

058how difficult it is to to cut to govern an entity such as Chico Unified with almost unlimited needs and almost always limited funding as a group Inspire and its community of supporters has waited patiently for its needs to be properly addressed now we are asking that you recognize that over the last 12 years Inspire has proved to write the facilities similar to those of the district's high schools right now we are at Crossroads the 8 million dollar Grant secured by inspire has a Time requirement and much of the time has been expended while waiting for cusd to act the foundation has donors and supporters waiting in the wings to see what a project is actually going to move forward before providing additional support we desperately need a solution now the timeline for the grant is

059very strict focusing on partially building out the Canyon View project appears to many of us to be a winning proposal for most Inspire NC USD it would demonstrate the delivery of a third high school and identify a reasonable need for more funds in a future Bond measure that being said well we had a hope to be invited to work more collaboratively with cusd governs its an Administration we do have great respect for the abilities of the district's Administration and facilities and plan that works best for both of the entities for the Chic Chico community in general thank you thank you my name is Emily Carr and I'm a junior at Inspire School of Arts and Sciences I'm here to share my story at Inspire and ask you the cusd board to work together with my

060school and your District to make sure our charter school facility program Grant project moves forward even though my first year at Inspire was not normal I could tell it would be an amazing experience my freshman year was during the height of the pandemic so all our classes were on Zoom the school felt it would be optimal to have one class at a time for about a month each with this system our teachers and students got to focus on one class and build strong connections with each other it was so nice to develop these connections that carried on through the rest of my time at Inspire it really showed how much our teachers care about us with a student body of 400 students we really are a family and that's why it sets Inspire apart from

061other schools Inspire has also provided me with a way to help our environment than no other school in our area can through inspires environmental pressure inspires environmental Club precious Plastics project on our campus we collect plastic waste and turn it into new products like carabiners sunglasses and Jewelry this is just one of the many ways that Inspire offers unique experiences the cusd board is responsible for providing facilities for the 80 of us that reside in the district these facilities must be reasonably equivalent to the campuses housing other high school students in Chico we as a student body do not feel that these campus is equivalent to our friends campuses without your help we could lose the eight million dollars in grant funding that is desperately needed to provide a campus that is adequate for our

062school and programs we are so grateful for the District staff who have worked with Inspire to develop a plan for civil facilities so far we are grateful for the difficult work the cusd board has done to ensure all students in the district have facilities adequate for their learning needs I feel now is our turn to receive the campus we deserve and we urgently ask for your help and we look forward to partnering with you in the future thank you should leave this on good evening you did great my name is Juni Banerjee Stevens and I'm a psychologist and faculty at the School of Social Work at Chico State thank you for hearing all our comments tonight we really appreciate it so I'm a parent of inspire my daughter is graduating like in two weeks and

063I have this other advantage of I have twins one stayed in the school district where they started and one transferred to inspire Inspire so I always say that we have like the control and the experiment going on at our house and while comparison is the thief of Joy I do want to say that my student who went to inspire had they knocked it out of the park during the pandemic and I I couldn't say just I can't describe how powerful that was for me to watch one student one of my children Thrive and one of my children you know do quite struggle with the pandemic in that way in her online experience so um I just want to say that I'm a huge fan of Public Health researcher and Butte County Navy native Christina Bethel

064she and her colleagues found that positive childhood experiences like participating in community activities having non-parent adults who take genuine a genuine interest in them and feeling a sense of belonging in high school are the medicine that children need to protect them from the toxic stress of adversity of any kind whether that's natural disaster or Global pandemic or abuse or neglect in their homes and we have been many of us at the University have been talking about how schools like Inspire that really fortify that sense of belonging for so many of our students as Dr Liston talked about are what are going to turn our our whole County around and we you know we don't we don't want to win that award again for being having the highest adverse childhood experiences in California so despite all

065that covid-19 through it my daughter I'm happy to report that she excelled there academically she I'm in awe of the confidence that she has in her own ability to tackle any Challenge and I also know this is because she took full advantage of all that Inspire had to offer she spent countless hours working behind the scenes on inspires amazing music and theater Productions she went on a life-changing trip to Scotland for The Fringe Festival she that trip actually made her think more seriously about studying abroad which you know we were trying to convince her but I guess her school is better than we were this spring she and her inspired classmates as the last student mentioned took their precious Plastics program to the new next the next level by securing funding and truth be told

066I barely saw my student this year and I think it's because she loved Inspire so much I want to say that the magnitude of love I have for the school is equal to the magnitude of anger and sadness I have at their lack of resources if I knew if the faculty hadn't impressed me so much I may have sent my school daughter to school where they have permanent walls but it seemed like the fact he was going to fill in some of those gaps so I really do hope that all these stories tonight will help you make some decisions that you need to make in the next few weeks thank you okay um so we are moving on to the next item we're on consent calendar Madam president I'd like to um ask for a

067waiver of the rules that we might go down to item number 11 which is when board members request items for a future agenda I think it would be a courtesy to our visitors tonight to maybe consider put something on the agenda to maybe address the issues that they've raised that are so pertinent I have a second okay we have a motion and a second to um suspend the rules to move the agenda for board members agendizing an item and we have a second by member konkin and so that means it's open for a discussion friendly amendment can we uh just word it so that we also have a chance to organize items at the end in case anything else comes up so writing an additional moment definitely friendly by my Reckoning um I think that

068um the eight million dollars wait a minute there's a discussion for whether or not to to yeah so I just uh this is this is a this is a discussion for moving the the agenda item right I'm making a case in favor of of the rule waiver to move to that agenda item um the eight million dollars hanging in the balance provides a powerful motivation to uh put this item on the agenda before August I just um two lines of thought I disagree that we need to do this now and not just wait till at the end after we hear from charter school facilities updates um have another round of items from the floor if there's any more folks that want to speak during that time or on the charter school agendas update um I

069do acknowledge that we have a lot of folks here that want to hear how that's going to go and I don't want to make you wait all day so you can see kind of where I'm at in in kind of weighing this idea to split the agenda item and do part of it now and part of it later that's that's all I have to say for now any other discussion call a question that's another motion I move we call the question seconded okay um so to call I mean this is really silly um sorry I'm not this item is silly me working through the rules is in my brain is getting a little gummed up no um I'm just going to push the question I don't think that we need to have a whole vote

070to push the question I think we're ready I just wanted to make sure everybody was able to say what they wanted to say so we'll start with Mr Orlando Tennessee Dolby no Robinson no konk and I okay so now we are at um item 11 part a [Laughter] um to offer board members the opportunity to gendize an item would welcome any help from staff in framing this closed agenda item I think it would be prior to can I have a a ask a question of clarification with regard to the schedule and the eight million dollars Jacqueline Krueger Financial Guru for Chico Unified School District is it your understanding that we the community of Chico should have a plan should have identified a School site where this money could be spent or we will lose the

071money we being the community not specifically Chico Unified although I think somebody could argue that that the charter world was within the sphere of influence of Chico Unified and so therefore in a way this is kind of this is kind of our money too wrong test the eligibility rule is related to the 8 million for inspire are it has to be on a chica unified property so from that perspective that's how it's eligible to be spent so we could identify for example the Canyon View Property as the place where that money was going to be spent that's already been identified for inspire so in theory if we just gave the green light they could plan on and tell whatever regulatory government agency that that money is going to be spent on Canyon View in a

072certain time frame so I'm going to stop us here just because we're getting into discussion where really we need it's not an agendized item so the vote is whether or not to agendize the item or not okay well then I propose we talk about it in June I propose we agendized this item for June of 2023 so that we can learn all about it in particular the eight million dollars and then we can make a plan to identify a School site by August if it indeed proves to be necessary in order to save this you know all important grant money so if my understanding is that the motion is to talk about this topic in June I will second that don't have any problem supporting this because I'm sure that this is already the trajectory

073we're on so fairly certain this is how we already have the plan to meet very soon and the timeline that is already in place the conversations are already happening and have been happening for months um it's it's taken board action to drive the conversation in in more specific Direction and now we have our we already have a um a next meeting set with the district and Inspire leadership to determine what that next set of ideas to explore are so I'm seeing that it's a non-issue because I'm sure that it would be coming up in June anyway I'm in support of agendizing this item any other discussion there the part that says push um I I think there is considerable movement to move discussions and fill in all of the blanks as quickly as possible without

074any additional action from this board I don't see that there isn't that push already going on and being part of one of the Committees I I know we have meetings scheduled and I don't think we're going to be ready to bring anything public before well not public everything's public because we can talk about anything that's been talked about but to bring it back for an official presentation by June well it would be our June meeting so it would be the third week of June mm-hmm or end of June we've got both of our lcap things and the two the two June meetings yes I've been very clearly understanding that any other comments about agendizing this item okay we'll start with Mr tennis eye Dolby I Robinson no good night Amanda why okay so now can

075we uh do we have any additional board members who would like to agenda as an item while we're here all right uh moving on uh we're going to move to item eight consent calendar foreign consent calendar is a list of items that are regular things to approve and so we can ask if there's any public comment on the consent calendar I did not see any speaker cards submitted um is there anybody who would like to pull a consent item for further discussion no okay I'm doing a motion I move approval of the consent calendar second all right we have a motion from Member Robinson and a second from member tennis um the last vote was not unanimous so we will start with a voice of roll call but sorry um with member Robinson Robinson I

076konk and I Orlando uh Tennessee Dolby I all right moving on to our discussion action calendar item number one 0.1 in Educational Services this is informational the annual Chico Unified School District Athletics update by Mr John Shepard all right too tall to see that thing okay we are excited and I stay weeks I've got some folks here they're going to join me in just a second they've been really patient so thank you for hanging in there with us we're going to have a conversation tonight about our annual board update regarding Athletics and before we get too far into it I just want to highlight a couple of folks here I work with Janessa smede in the HR office at Chico Unified and she saves us every day ensuring that we are holding our holding our

077accountability levels as high as they need to be we've if we go back we're going to in just a second historically back to the early 2000s when things were a little bit loose with athletic accountability we found ourselves struggling a little bit to be sure that we're in compliance and people like Janessa and Randy have done a great job in supporting us as you can see on the slide each School site Chico high in PB also have a really strong supportive team so I wanted to highlight some of those some of those folks and just thank them for all their work I want to give the board a little bit of perspective and it's going to matter when we get further into the into the presentation so as we all know we had the recession

078that hit in 2008 and at the time there's a conversation about what to do with Athletics some of you may remember that conversation a while back so in 2011 after multiple board meetings the district was able to agree to continue to pay coaching salaries and everything else would be paid through a combination of donations and general fundraising and booster support so again I'm just trying to frame this conversation as we're moving forward it's going to matter in a bit however in 2016 as resources improved a shift was um was made again in large part to Randy gilzine and a couple other folks and perspective to in addition to coaching salaries the district was able to say we'll pay for League anything you do in League any success you have in the playoffs will pay for

079that but if you want to do more than that like non-league contests and those kinds of things because we have teams going everywhere all over the nation it's a very difficult commitment to make and so a standard practice across California is for districts to pay for league and playoffs and then anything that's non-league would be fundraised by the teams so that's where we are now I just wanted to highlight where we've come so that's really exciting for our for our athletes and our coaches so exciting that we wanted to highlight some of our successes this year and I'm not going to read this whole slide to you but if you look at the Bold in the middle when we're talking about everything else this kind of puts it all in perspective 18 of 22 League

080championships 14 of 20 section championships and we have two teams that are currently competing for another two section championships so I would argue that we are our coaches and our Administration staff are achieving it extremely high levels and and just a couple of highlights here one from each school as most of us know our our Chico High boys basketball team with the furthest they've ever gone in in basketball this year they made it to the state semifinals pretty exciting and then we had a a Seventh Place finisher at the state wrestling tournament and she finished first in her League or our league and first in the section so Angelique Trueblood and then excitedly we're able to announce that Pam Jackson athletic director of Pleasant Valley High School was recognized as a California Northern section athletic

081director of the year it's pretty cool stuff the board every year is interested in participation numbers and again you know there's there's a lot of numbers up here but most importantly if you look at the the percentages there over half of our athletes excuse me half of our our students at our two high schools are participating in athletics and tangentially I want you to think about for every one of those kids there's at least one other kid that is friends with that is maybe dating one of those athletes at least one so it's it's a larger total than just what you're seeing on the slide I want to report out that for it's a it's amazing to see the smiles on the faces of our middle school students who are now participating in a district

082funded cross-country and soccer program a couple of the the highlights here and Tyler if you wouldn't mind jumping on that spreadsheet oh really small let me look at this one so as you can see our participation numbers are are really exciting I really want to point out the the number of girls participating in soccer so if all these kids at the middle school level in our opinion being prepared for what it's going to take to play at the high school level we're all constantly having conversations about you know additional Sports and what that could look like but going back to that historical perspective it is expensive and we have to make decisions about what to do with Middle School athletics all right Tyler if you want to jump back in at the bottom of the

083slide he's not here tonight um I should have considered this but Corey Jones who's currently the the groundskeeper at Bidwell with very little training in what a soccer pitch should look like you've got quite a bit of influence from our soccer coaches of course but he was more than willing to jump in and really beautify the the soccer pitches on our three middle schools I just wanted to shout out to him I doubt he's watching tonight but hopefully someone will reach out to him tomorrow I wanted to highlight tonight that our budget for athletics is embedded in the lcap this is a screenshot of the brochure that's been created so there's a highlight there and Tyler if you wouldn't mind clicking on the coach's stipends Janessa created a a spreadsheet and I asked her to

084differentiate between girls Sports and boys sports and then co-ed Sports so as you can see here we have over half a million dollars allocated through lcap to the coaching salaries all right let's jump back in Tyler there are some other operational costs when we're looking at the total of all those and that's the um that's where we get to the number that is allocated through our lcap and you're going to hear more about that in a couple of more board meetings specifically and we talked about how you know we have this allocation of funds from the district but we also have an allocation of funds through our Sports booster contributions so we thought it was important to highlight the two schools there's a little bit of discrepancy between the two because they manage their team

085sports booster accounts a little bit differently as you can see here at Chico High the sports booster contributions 119 000 this past year they've been able to raise which is pretty exciting and at PV they're looking they they raised over 57 000 but they allocated their their money to these to these items it is important to note that for example when we do the car raffle when monies come in most of those monies go back out to team booster account um account funds so the general booster account stays with with with them and then they spread it out amongst the teams thank you great question so huddle it's not an acronym huddle is a it's a program essentially for coaches and athletes to review their video and they have Team sessions where they sit maybe

086before practice or or after a game and what's really cool is most of the the schools in the in the state are members and so if we're gonna let's say Chico high is going to play Granite Bay in football next weekend they can jump on huddle and pull up four of granite Bay's football games and Scout yeah pretty exciting all right I'm excited to have some students join me come on up so I was walking up some of us have heard about athlete committed and life of an athlete and a lot of people think it's just about controlled substance use and what we wanted to do tonight and Tyler if you wouldn't mind clicking on the link there I've got some some students and representative from Butte County Public Health they're going to talk a

087little bit about the the real purpose of that athlete committed so I'm going to ask each of them to introduce themselves and they're going to describe their impacts good evening my name is Daniel I play a football wrestling in golf for the Pleasant Valley High School I am a youth coordinator for the athlete committed program The Athlete committed program has not only helped me improve as an athlete but also as a teammate student and overall as a person the athlete committed program encourages me to be the best version of myself on and off the field I've seen the athlete committed program impact my team in so many different ways such as how we conduct ourselves on and off the field this program has also helped me and myself and my teammates be more mindful about

088what we choose to consume in our daily diets athlete committed has also helped me with my decision making I stay away from drugs and alcohol because I understand the harm it can do to my body and training goals the athlete committed program has helped our school produce motivated and dedicated athletes who move on to play on the next level the athlete committed program has been a huge part of why our schools programs are so successful some highlights from the past year with the athlete committed program have been watching myself as well as my others around me try to better themselves and put forth their best efforts towards achieving the personal and team goals a personal highlight for me is the athlete committed monthly events at these events it's nice to see new faces and watch

089them socialize and compete throughout the event as a youth coordinator I have the opportunity to gain knowledge about these topics that are beneficial for student athletes I am passionate about learning and retaining the information from the modules I often find myself sharing information and concepts with my peers as a youth coordinator I have the opportunity to work on my facilitation and presentation skills thanks to the athlete committed this program has also helped me Network outside my social norms and create new friendships these skills will help me personally and professionally as I pursue my goals I am grateful for the opportunities this program has provided for me and I'm happy to be able to share my experience with you thank you [Applause] good evening my name is Peyton Durkin and I'm also a youth coordinator for

090athlete committed I play football and run track for Chico High School athlete committed it's impacted me personally in various ways as a youth coordinator I have organized fun events for my peers such as dodgeball and three on three basketball I enjoy promoting planning and hosting these events with the athlete committed team I have a new appreciation for event planners after seeing all the work that goes into these events athlete committed has helped raise my awareness when it comes to the effects of drinking and substance abuse I have learned Concepts from the athlete committed modules that help reinforce my decision to avoid drugs and alcohol at all costs alcohol could affect my ability to form at my highest capability on the field and in the classroom I share this information with my peers in weekly meetings

091at Chico High encouraging them to make good decisions when confronted with the opportunity to partake in Risky behaviors our coaches at Chico High have great expectations for all their athletes expect us to rise above the breast and be good role models for the other students athlete kubernetes also help my teammates make better decisions when it comes to their training and Recovery we focus on staying hydrated well rested and getting adequate sleep this helps us maintain our focus on the field and in the classroom my peers on campus lean into the athlete committed modules of character nutrition and Stress Management in order to compete at the highest level these Concepts have helped increase our knowledge and helped our athletic programs Elevate to new heights a personal highlight for me within the athlete committed program is that

092it has taught me to be more responsible and to stay dedicated to my craft and is giving me more valuable work experience that will transfer into my personal and professional life thank you all right Tyler if you could jump back on the presentation when I listened to students talk about athlete commitment I sometimes they're so humble and what people may not realize is they take a risk to take a risk of joining this this um this group of students trying to improve their lives at the risk of losing social connections with kids who think that they're just these straight and narrow and your your um you're you're on this pedestal and they take a risk by being a part of this program and I just want to thank them for that we also have Jenny

093Serrano from the Butte County Public Health as a representative here we just want to thank her for for the support as well thank you so looking towards the future we know that there are conversations happening in the district about how we can support athletic trainers at each high school and we're also having conversations about growing that Middle School athletic program just to keep in mind as we're having these conversations going back to that second slide about perspective and what we're going to be able to fund so just trying to tie all of this together we know how important athletic trainers can be we know how important Middle School athletics can be however we need to keep the whole District in mind as we're allocating funds because there's just a finite amount of money and we

094got one more soccer group didn't want to leave anybody out can I answer any questions all right thank you very much [Applause] thanks for presenting all right um thanks again Mr Shepard I I always have questions swimming but um yeah maybe just for a one-on-one kind of update on I keep asking about Junior High Athletics so we'll we'll keep working towards that um okay moving on to our next item which is 9.1.2 it's an informational item also for annual spring Charter School visits uh being presented by Tina King good evening board and guests for the last four years part of my job has been to work with our Charter Schools as those that we authorize here there are nine of them in our district currently and through that time I've gotten to know the charter

095leaders well and they've shared their programs with me and through through some really rough times actually these last four years so every may we do invite them to come to the board meeting here to answer any questions to introduce them to you if you haven't met them yet we typically send them out a a packet of questions updates in February and they respond to those over a month or so send them back in to us we talk about them my visit correlates with that timing and I spend some time on the site with them so you've all seen the charter reports for all nine of them they are listed in your in your board packet and at this time if I know all of you have maybe not have met all of them and they

096may not have met all of you so I would like to invite the charter leaders to come on up and introduce themselves to you right now hello I'm Michelle yesvik I'm the director of Sherwood Montessori hi my name is Steve Wright I'm the principal of a chief Charter School hello Becky Brown principal of inspire Susan dominicani director of blue Oak Charter School director of Forest Ranch Charter School jaina Gaskell executive director of the Pivot Charter Schools Travis Bennett I'm the site administrator of Pivot Charter School North Valley Kathy Dahlgren principal superintendent of Nord Country School and Allison Ward education director Nord Country School hi everybody I'm Wendy pharone I'm the executive director at Chico Country Day thank you all for being here tonight at this time if you have any questions after reading the reports

097anything that you're curious about they are ready to answer anything that you may have they've learned a lot from us over the times that I've met with them and over the years and we have done as well so they are a wealth of information and knowledge and like I said I always enjoy visiting their programs here in Chico and Nord and Forest Ranch I I'm gonna Jump Right In First and first that coordinates these reviews and I know that [Music] it it gives a board member a an opportunity to really see you know with an overview of of what's going on and the the different characteristics of our different Charters which is the whole purpose of charter schools um I I was impressed and I'm not going to single schools out but I was very

098impressed with the depth to which our Charters have taken on um expanding their own identities you you each have a different focus and a different philosophy behind how you um go about making your decisions about the the best educational delivery system which is you know what a charter is and I was very impressed with the things that you've come up with these self-reflections that I saw in this year's reports that um reflected some of the things we talked about last year at this time and um so I appreciate how dynamic dynamic our um our Charter world is within Chico Unified um I do have a question probably of you Tina we have a lot of discussion about over the years about prop 39 um and I've seen it implemented at most of your sites actually

099what exactly do you look at with timelines and and restrictions and and things that you have to go into with a a prop 39 request if a charter has made a decision to do one sure we uh we have experienced that with a couple of our Charters and the the prop 39 facilities request is is really organized by Statute and when a charter is requesting facilities from Chico Unified they do have to go through this process it starts pardon November 1st when the charter schools provide a written request to us and then every month we go back and forth with different things as far as how many students does the charter have enrolled at our Chico Unified students so that determines the allocation of spacing but in my experience all of the charters that have

100requested facilities from us do follow the prop 39 process um we don't have results yet tests that everybody is either currently going through or or just finish when will we see scores test results and things from our Charters as well as our own schools well they'll they'll get theirs just as we get ours and we're all probably anxiously awaiting I know Tim I'm not going to out him a little bit but he is looking every day to see if something comes through on his email but as of yet there is nothing so it is usually late spring when that happens and the charters will then have in their report for us next year what they scored on and what they've done with that data they always look at that like we do we talk a

101lot about it we did this time I know some of the charters in particular are looking at some things coming in hopefully scoring higher than some of the years past with the pandemic we've had very open conversations with that so there as anxious as as we are there was one other thing that I noticed um because it's it's an issue for Chico Unified as well and that's um our chronic absenteeism and um I think there were two that stood out as not having the significant percentage that others did I I think um Chico country day was one that was closer to Nord 10. and I I wanted a little bit more information from them on they talked about a team approach to getting and I was interested I believe we're talking about Nord and we

102all have had common experiences with our chronic absenteeism this last year and that was one thing that we all did talk about during the visits but if anybody would like to come up and see how they're tackling that I welcome you to do that and share those ideas with us as well I think you're talking about Nord as one of them with the the absenteeism you want to address that Kathy I think that was a something that we tackled our teachers worked really really hard at the independent study aspect of that so that we could keep our students on track we have kind of a whole team we support the teachers because that is a lot of work to do but then reaching out to families and making sure that they're you know that we

103offer independent study and that they're taking us up on that offer so I think that was a big factor in how we kept our numbers down in that area Chico yeah Chico Country Day you you had mentioned uh some teams that you've been working on it yeah sorry I'll just lean down um we have an attendance team as well it's led by one of our administrators Claudia trout um as well as our office managers too and we you know a couple of different things that we did really a tiered approach and then um one thing that they did I think has really helped is take a look at our attendance letters so at a certain threshold families get an attendance letter and the way that that was written maybe could be a little bit off-putting

104or maybe alienate the family a bit more and so we did a lot of work around how do we engage with families and have you know Student Success team meetings around attendance we're looking at you know there's there's a lot of research around like a variety of text messages and like how first level is kind of like informational and how much education kids miss by being absent and then it kind of becomes a little bit more personalized from there they do a great job running reports every month and then just really targeting families and finding out you know do they need bus passes do they need gas cards how do we help get them to school and support the families kind of on a human level because that's what's going on supporting families um with

105the information about the impact of even one day a month and when you put that if even just missing one day a month during your school career you've lost one full one full year of education and I don't it's not something that most people you know kind of think about and I I just really encourage not only you guys but I know you're working on but us too that um we need to get that information to parents because it's um it's crucial if you think about you know every time a lesson is missed it has to be made up and it'll either be made up away from the teacher or you know it's just so important to be there every single day so anything any of you guys can do that comes up with really

106good ideas that work pass it on to Tina thank you sure you know and speaking about that it has crossed my mind because we struggle with the same things and like I said we've talked about it a lot but I often wonder our younger families with younger kids who have come through the pandemic with us who didn't experience school and attendance and things prior to the pandemic and sicknesses or runny noses or or things like that I often wonder if if we can continue to educate folks through that that the days of sending home a student with sister already knows are behind us uh much different than it was during the pandemic so it is something we all do work on I can assure you of that any other questions for any of of my

107colleagues out here no question I just want to say thank you again I know how hard you guys work and how it can sometimes seem you know us versus them and each and every one you work so hard to serve kids who need something different and coming here and standing down there for a day and wasting anything like that um it's a lot to ask and we really appreciate they're here and appreciate all the hard work you do thank you I'm gonna piggyback off of that because I've been doing on the same kind of comment thank you all for taking the time to be here and put your faces back to the names and schools that you represent and a public commenter said it really well earlier I probably took note who it was but

108for sake of time and brevity um we all serve Chico School the students they're all our they're all our students they're all our kids and many of them go in and out of cusd schools and our charter schools and um as a now previous teacher I feel as an educator we'll say I'm a lifelong educator I feel very strongly that we're all here to do what's best for our kids by serving them and serving our community in that way so thank you for all the work you do and and your uniqueness at that each of your programs provide I know that I know that as a whole we're doing a really good job for this community and I'm proud to be part of that with you so thank you alrighty thank you all [Applause] um

109as that I was informational we will move on to item 9.2 business services this is a discussion action item sorry 9.2.1 2023 summer projects update and John Carver good evening Borden how are you this is the easy part of your evening so you just nod when I say sign the bottom line every year we have to bring to you our summer project list that is covered under the three percent monies that we have to retain for our restricted routine maintenance account and during the summer is when we try to get the bulk of this work done hopefully the whole month of July is wide open for us because we have summer school in June and early back in August so we'll be really busy in July so we just wanted to highlight most of the

110items that we're going to be working on the basketball courts at Hooker Oak School and when we say slurry seal it also gets a new basketball paint lines and everything else new in all table Replacements at Fairview and little Chico Creek I'm going to redo some of the Leaky roofs at Emma Wilson School and some also roof leak repairs in-house and on that sheet that is attached in-house means our own maintenance folks are doing that and roof leaks at the gym at Marsh the I.T Wing at Marsh Roofing I had a part view we'll do that one in-house drinking fountain installations we're we've been moving forward on those drinking fountains a few miles course with that done so far a couple of them yeah so we're using our in-house folks getting them drinking fountains installed

111and they'll all be done before school starts in August um Corridor doors replacement at Rosedale the I don't know if you've been to Rosedale but in the courtyard there's some original doors from when the school was built that is wood framed and it's very over time you know we get old and it starts breaking down so we're going to have new doors replaced for better security also we're doing new blinds window coverings at Sierra View School in the um MPR in classrooms ramps and fascia repair at Rosedale like I said age dry rot you know a lot of the exposed wood from the rains and elements need to be replaced rain gutters we found we started doing rain gutters at our sites a couple of years ago and it's really helping with roof leaks and

112dry rot so we're going to continue down that path to eventually get all of our schools and all of our buildings that have actual rain gutters we have a pigeon to term deterrent and the new e-wing at pvi we did that last year at PV in the stadium and in the new Valhalla area whenever you build anything new the pigeons in Chico just like to come take it over but we did this and it's a weird design it and it's not electricity it's not you know a water cannon or anything and it's a little puck with like a lot of glitter in it as the bird comes in it sees that glitter and flies off and Never Lands and it's been working great at the stadium and we did some netting underneath the overhang the

113outdoor seating area by in Valhalla we're redoing the locker room floors in the chico High boys locker room only the girls locker room the flooring um has been redone so many times in the past with so many different materials that the company says it's going to be a lot longer and we're going to have to wait until we can have some time to go on there and scatify the floor with a big machine to break up the concrete and pour new um let's see where we're ready we're going to do some in-house cleanup work in our training room at the courtyard Fairview has a what are they using that room for you oh it's a PE room it used to be the old library at Fairview then they turned it into a computer lab years

114ago and then we took out the computer lab and now it's a PE room bed after all those move-ins and move out and change um curriculum inside that room it's pretty wasted it needs help so we're going to get an air clean that up for him Marsh they um the old culinary lab I don't know your son went to that didn't he did he loved that program he used to have to come home and cook for Mom and Dad to get a grade hmm so we're going to get in there and repair all the counters and repaint the lab [Music] landscape improvements in-house that it's a continuous thing that we do during the year but we do a lot of try to get most of it done in July at various School sites every year

115we have to replace our playground bark and our playgrounds because it migrates out from all the kids jumping on it just crushes it so we have to keep it filled up so that we can maintain a safe environment for the kids when they're playing and the rest the last four is all in-house a new Walking path from the PV pool at Bidwell Junior to The Back Fence where we have a gate for for a pass-through lawn renovation around the library at Chico High excuse me I don't know if you've been at Chico High lately but the the way the library sits in the middle of that campus it's a magnet for the kids but the sidewalks Go a different direction than the kids want to go so everything we've done there in the past with

116receding renovating and all that it doesn't last very long because you get 20 000 steps a day so we're going to work with the site admin and do a more um desert type landscape you know like big rocks or something not grass something to be easy to take care of and not require a lot of irrigation and that's something that the kids can actually use to lean on sit on so we'll be bringing that hopefully before school starts if we can get some good cooperation out of the chico High folks um Landscaping right over here at Yale you know if you go down Manzanita you go in front of the bus stop there by the Yale parking it's just decomposed granite and nothing one of our goals that we want to do at mno is

117to do a little bit better job at Curb Appeal for all of our sites when you drive you know we see all the great stuff that Julie and her team are doing with new buildings and whatnot and then as a as a new parent maybe coming into town you see these big brand new two-story buildings and then drive by a smaller Elementary and we have not so appealing curb appeal so we're going to try harder at getting that done for us John yes ma'am I have a question I was um at PV taking a tour in the last week where we had heavy rains I mean it was kind of the end of that cycle and there was one of the overhangs out over the sidewalks there was a light fixture well it was actually

118more like a waterfall ooh that's not good right so what what's probably happening inside that overhangouts it was outside of the bee building it was outside it was outside of one of the buildings that faces the quad well luckily the water found an Escape Route if it was coming out of the light fixture and not staying up in the soffit yeah that was that's a good thing right out of the light fixture but I haven't seen the work order or anybody complain about it except Eileen but I appreciate it so and it was the B building or the sea maybe or uh one that you know are the mirror mural gym it's the building that looks out onto those murals that's the B building that's and it was at a corner so we went around

119the corner and looked up and it was like oh my God the light wasn't on was it was the light on no no okay we'll we'll check it for you any questions ah I have another question how are you going to get the um forklift out of out of the welding area it's very delicate but with a Good Wrench and somebody that knows how to use one we're going to take it piece by piece oh you're you're not I'm kidding I um I don't know well it gave me a good laugh that day when I was taking the tour and found out what had happened with that forklift being built is like you know building an airplane and forgetting that you're going to have to get it out of the we just need to make

120a bigger door and I just want to pipe in real quick to John's list through the facility master plan meetings that we had and the input that we got from staff and community and parents leaky roofs was a big concern and you saw it in all the paperwork that you received as board members so there's a big push here there's almost 650 000 that's really dedicated just to getting some of the roofs adjust this summer and there is a residual odor when we when we do a new roof and that's the reason we try to really focus it on the on the summer months versus trying to do it during the school year so I just wanted to point that out in response to the feedback that we received from from staff and community yeah

121thank you [Applause] we do need action on this board support agenda item do we have public comment not on this item okay um so for 2023 summer projects update do we have a motion sure I will move to approve the summer project list as just described second all right we have a motion from Member Lando a second from Member tennis uh we can start oh sorry discussion to start trying to start to roll through okay seeing no discussion we'll move for the vote um starting with Mr Lando Lando Robinson I konk and I all right it's unanimous it passes we'll move on to item 9.2.2 this is discussion action on shade structures uh multiple sites project approval uh presented by Julie Kissel thank you good evening I'm excited to be here tonight after almost two

122years of planning for multiple large shade structures at 10 schools and I think 14 separate shade structures asking for the project approval this evening to get started on these projects we will be working hard over the summer to get in as many as we possibly can focusing on the areas where we'll be the most disruptive to students and saving the ones that will be least disruptive to students during the school year for the fall do you have any questions Julie I yeah I didn't think I had one but I do after we spent the 1.1 million out of the foreign fund 42. how much just it rough guesstimate is still left in in that fund Jacqueline's looking oh the money cruncher is crunching okay Jim we'd have roughly about 700 000 of carryover money seven

123hundred thousand ah okay and um that's separate and apart from our three percent um rrna yes yes separate okay it's a completely different fund yes thank you okay it looks like we have no more questions so we just need some approval yes please okay thank you um and I see no public comment on this item um and so I will ask if we have a motion I move that we Grant authorization to the superintendent or designee to execute the purchase and installation for the projects and the total amount of two million nine hundred and fifty thousand dollars I'll second that motion all right we have a motion by Mr tennis and a second by member Robinson uh all those in favor signify by saying aye aye opposed it's unanimous it passes thank you thank you

124um next item 9.2.3 this is our discussion action item on school wellness policy BP 5030 and we have Vince and sorrow to present which button am I pushing forward right all right good evening thank you for the opportunity this evening to present the wellness policy to you for your approval for this evening but before that I really want to take a opportunity we have a lot of new board members to give you a little background over the time that I've been here that I can speak to in what we've done in our department and the and the programs that we participate in Chico Unified participates in school breakfast program the national school lunch program the cacfp or after school programs and also I'm sorry oh there you go and also summer feeding program I got

125here in 2011 uh 12 school year in 2011 and 12 we did 218 000 breakfasts 490 000 lunches um to date this year we're going to serve actually more than what that says on breakfast probably closer to 700 000 breakfast this year and closer to 1.2 million lunches suppers about on track and summer feeding this is always up in there depends on how the summer goes the Nutrition department our projected revenue for this year's just short of 9 million looking at about 8.3 in in expenses we do run really well really good food costs in the 33 to 39 percent range most school districts are quite a bit higher 3.2 million dollars is going to go into food costs 610 000 we spend on supplies needed to do that every day it's about 43 of

126the budget we spent about 720 000 this year in local products in a 200 mile radius and our labor is right around 40 percent at 3.6 million now on to the wellness policy the wellness policy oh there it was wellness policy comes from the healthy hunger free kids act of 2020. um I mean 2010 in the beginning the first year that we did it we didn't have as big of a committee we had a really small Committee just mostly nutrition folks and and a few board members when we went through it and did it and Eileen and I became very well acquainted and uh we had it and it has been in place for quite a while and it was time to up up the up the uh review it and uh time for further

127review I'm sorry this time we went through and we got more Implement more more help from from different departments implementation the monitoring piece the assessment piece that goes across the board through all the Departments not just nutrition services the wellness committee was created Kelly did a fantastic job hoarding us all together and making sure that we had all the people that we need but we had nutrition staff we had board members School administrators health professionals teachers students parents and community members that all had an input in the process of this and and the direction that we went so part of the things we must follow the federal guidelines those guidelines for the nutrition piece are set in place by the California Department of Education and the USDA they oversee in some capacity all of the

128programs that we do and set the rules and the regulations for those we have the smart snacks act the calculators the after-school parties and those things that were addressed in this and it was very helpful because in the past we had a lot of things on our wellness policy that we weren't even able to uphold and do and so when the with the parent committee it was really nice for them just to say if you can't do it then let's take it out and put in there what we actually can do so that was really helpful to have that and get that direction from the committee um some of the things the meal times are things that we have to follow specific guidelines as well having access to fresh water for everybody education program as

129you saw earlier today Shasta they had a they crushed it with a really cool education piece going and having the tasting and going out and visiting farms and whatnot so those things will continue to happen throughout the District staff training we continue to train our staff we got some funds from some grants to be able to extend that local food as we talked about we're going to continue to partner with more local farmers to continue purchasing more and more products as we can locally water promotion that happens every day at schools they talked about today with the athletic or athlete committed being hydrated and and making sure you're taking care of yourself uh physical activity recess I'm going to pause you there you're rolling right through let's talk food okay thank you um I have

130a question um where are we in the whole discussion that has been kind of off and on um about the about the concept of farm to school because I know that the state has been wanting to throw some money at our district specifically and I know that it hasn't really rolled forward and I I um I kind of am just wondering where we're at with considering a more robust Farm to school program um we do farm to school so we all of our local products that we have we've been doing that since the farm to school program with the state California State Farm to school program but it's like great Grant funded it's like lots of millions of dollars that are available for it yeah so we have participated in it we do participate in

131farm to school every day with the products that we buy locally and serve to our children but not the actual program like state funded program we do not get funding from that program currently no okay thank you we spend our own funds on local products every single day but not Grant funded program not Grant funded dollars for that okay thank you so what's it so physical education um that part was handled by ed services and working through our committee and getting that information making sure that we're meeting those those guidelines for both secondary and Elementary the family piece the handouts the district website Kelly's updates when we have updates that go in there the communication for our summer feeding programs that we have and the information that we have on our website as well Vince

132yes a question back in the beginning yes we at the time I think it was funded through Chico State where we had uh interns or people from Chico State and the Michelle Obama we're doing the the after school snacks where they were coming in and doing the fresh fruits and vegetables and stuff is that the one what they were doing was um two of the things that that it that were impressive that I observed and and stuff one was they were bringing um healthy things prepared um like the the spinach roll-ups and offering them for free to the kids to try to taste to get them to you know experiment with a different with something that didn't look like the normal food I remember that and the other thing that um that I saw working

133was the um I I don't know that the Universe never saw them actually in costumes or may have been we have them out there we have bananas and apples costumes and stuff we still have them to get them I may or may not have worn one before to to be in and do nutrition and and I know you put up the signs that gave the amount of calories and stuff you know over and around the cafeteria and that stuff was all very effective my opinion sure it was it seems as though we haven't refreshed that type of program to to talk to the kids and I know the the policy says that teachers are responsible for integrating some of the nutrition stuff but you know there's so many other things that teachers have to make

134sure they work into the lesson plans and and stuff right how are you set for personnel for training for stuff to continue to do that kind of Outreach promotion to the kiddos so when we were doing that before that was Grant funded and that was through Chico State and so those were those folks were coming in prepping and then taking those products out and doing those promotions for us um in my department currently I don't have the staff to be able to do that but we in the past have used Grant grants through Chico State and they've come through and done this do you see a possibility of any of that kind of thing returning or are we the last time that we did it there was a lot of reporting issues and and recording

135of stuff and so they went a different direction and we haven't had much since then are we are we still able to put nutritional values of the stuff we are serving are those posters we are working on we're working on actually getting digital menu boards to go up and we're working on a program that we would control from the office so as the menu changes today we would control all of them at the school sites they would get updated every day so we're working on trying to find the program that oops sorry that we can operate out of the office that we can push to the school sites thank you and thank you for the great job you know the appreciate it I can remember back when the kids were hungry until lunch because there

136wasn't a 10 o'clock food break and and being an aide in a classroom by 9 30 the only thing you heard was when is lunch right it was just and kids hungry kids don't learn nope they don't you're welcome and so questions I know you did a good job have you got your sense of taste back yet no I have not sorry to hear that that's all right nothing all right thank you very much I appreciate it question on their advice policy that's redlined in your in your pack the presentation was kind of revealed with the elements that are contained within that Wilderness policy but the actual board policy itself is what we need approval on this evening a move that we um yeah we don't we're not on a motion yet yes we have

137a couple of we have a public comment and I'm still wondering if I have I if I have staff questions um nope I don't hear anymore okay thank you um I looking at the actual like redlined board policy um I was kind of wondering about the the um the choice of ah see there it is again yeah that so it wasn't just you um the choice of wording on um a couple of paragraphs um and so for example or one that stood out to me the most was the policy about it's on page three paragraph four teachers are encouraged to find alternatives to withholding recess or other physical activities as punishment um that was I was kind of curious about um just the framework of of how that's worded um yeah that's why the part

138about recesses yeah teachers are encouraged to find alternatives to withholding racists or other physical activities as punishment it just um I don't know how it just doesn't sound like a very firm policy a Firm Stance yeah that's really loud I I can't think of a place where that happens now as a consequence when if kids are like losing recess typically they have alternative kinds of situations for them but like you're in trouble you're missing recess is something that we're working very hard to make sure is not happening consistently at schools I have a comment on that um I think that things have gotten totally out of control with discipline I have four children in the system now Ted three of whom are boys at least a couple of those boys are have been in sometimes

139actively very rambunctious in some ways Chico Unified elementary schools are a lawless environment I want to tell you where um young children boys some of whom may or may not have been related to me at one time or another have the ability to roam the halls with impunity stealing treats out of their peers backpacks and there's no mechanisms for accountability you know that might possibly include things like losing a recess going to detention you know having to pick up trash taking a lap things that when I was a kid were totally normal and I don't think that I'm worse off because I had to do those things I think I'm better off because I had that that kind of discipline and um I'm just I didn't plan to make a speech about this tonight but

140yeah I mean the only word that comes into my mind and probably is because it's sort of a word of the day is woke you know like we're too woke I'm sure there's a better characterization out there and I know that's very sort of temporal language but you know we're just too caught up in you know newfangled modern Notions of you know packing these kids in you know into some sort of you know foam padded room where where they can't ever you know be handed an empty five gallon I'm gonna bring it back around no no no I'm a board member we're in questions of clarification at this time oh no no no no yeah I'm a board member and I met with Linda hubby we had a very nice conversation and she assured me

141that I could talk for as long as I wanted on a topic like this or your questions I'm asking you to focus your your words as questions of clarifications with all due respect I am sounding off on the fact that we don't have many mechanisms for disciplining children and I don't think that teaching a kid to perform community service of picking up trash or some such thing is some sort of blight uh in fact I think that we need to do more of it so that's my thought so back to my question on this as I brought it up my question really is um is this is this formulated in a way I know that the all right it's my understanding as a young parent or a parent of a in this generation the youngest

142group um that uh consequences should be a natural consequence so I mean is this kind of formulated around that poly that concept that you know if it's a natural consequence to lose your recess because you were goofing off during recess and maybe you broke something or injured somebody that that would be a natural consequence and so this is kind of leaving it open-ended for that the word punishment is punitive right like that is um old school and is is trauma-inducing frankly um and so I guess I'm just wondering I was worried about the looseness of this statement how open is it for teachers to um to punish kids by withholding recess for something that isn't related to recess I think it was intentionally left where teachers did have discretion because exactly as you mentioned there

143are times if a child is uh you know pushing shoving behaving in a manner that puts others in danger on a playground then yes you need to you know with stay out of that for a short period of time and and I think there's a little looseness be I mean all the schools have a PBIS structure with kind of consequences laid out different things are happening with it but there's always outlier situations too where it may be appropriate to have some kind of consequence that's connected to what the behavior was and maybe consequence is a better word than punishment if that's the concern yeah I would agree with that okay thanks for clarifying and we I mean we have we do get at least one or two emails a year of a parent who says

144my child lost out on recess when they need that outlet more than anything why couldn't it have been a different consequence we hear a lot of just how much kids need the ability to go move get kind of get all those wiggles out shakes whatever you want to call it and there's a range of things that happen sometimes there's a controlled recess you're not just out there with 150 other kids they actually have a person that runs like a controlled recess you're you are stuck with person X out there playing Foursquare for the next three days because you've gotten in trouble doing other things out there so it's not that we don't want you to play in recess we just want you to be in a situation where you're not going to be having those

145problems happening and still have a chance to move and kind of get out there with the thing still okay thank you that was that was that the other one I had picked out was I brought the same kind of like that we're encouraged to but we're not really telling you you have to so yeah I was just curious about that um and then another question that I have in the policy um it's still it's probably it's not it's not nutrition related but looking at the actual policy just giving you a heads up on that Vince um that um down in sorry just scroll again I don't know where I'm at anymore sorry yeah I might have to come back to it I don't know where my brain's at um yeah we can move on sorry

146maybe I read something that sparked something else um I guess it was oh yeah it was physical education um so has there been um any thought or anything coming out about um there's a lot of updates to the PE policy in here with time and how important it is to actually be doing physical education and not really having exemptions um listed so that's that's quite a bit of an update and so I guess my question is for students who are not feeling um secure or they're experiencing bullying especially at the secondary level for with PE classes and having to dress down is a district considering like increasing privacy or Security in terms of of the requirements for dressing down I'm just kind of wondering where where we're at with the districts um in that in

147terms of facilities there are there have been thoughts we've had I mean even here at the board meetings we've heard thoughts about how facilities could be addressed it's it's going to come down to planning and come down to finances in terms of bullying like with any other bullying whether it's PE or it's any other environment they're all going to be contextual and specifically addressed and so if a instance of bullying takes place in a PE setting then it should be addressed just as if one took place you know in the quad at Yale it's all it's all contextual um the states stance on dressing down for PE has been implemented in our in our high school settings in our Junior High settings so we're compliant right now in terms of I'm dressing down can you

148can you clarify what that is for me yeah so for example the state requirement my understanding is that students need to be dressed appropriately for physical education that's extremely subjective definition what students May deem appropriate might be different than what we used we think is appropriate for physical education could it be made more objective um by saying in terms of making it in terms of safety well safety is part of the appropriateness right so with the safety would be would be the qualifier right it would make it more objective than subjective you know your shoes you have safe shoes on you have um clothing that is appropriate for the range of motion and the weather you know um but but kind of leave it at that I just am wondering it's I'm a little bit

149more removed from the classroom I've admitted that twice now today um our PE teachers still be seeing grades on whether or not students are dressing down not on the actual dressing down they're dressed they do grade them on their participation are they able to participate in the activity so if they're if they're high-heeled shoes or flip-flops preclude them from being able to participate there's an indirect consequence of not being able to get the points for that but it's not like points for dressing down as it used to be as it used to be I used to turn towels in and all that nope that's all gone okay great thanks for clarifying that for me okay uh any additional questions for clarification I think I'm the only one that probably has I don't know random things

150swimming around in my head that keep coming together in bits and pieces you actually got all mine which I appreciate all right great um okay so we do have um some public comment on wellness policy board policy 50 30. um we will hear first from Community member Julie three followed by Sasha Anya hello everyone um actually Matt I'm really glad you brought that up because I was like uh hello I I took my son out and I put him into private school so they could use a paddle he throws a rock you get a paddle there's a consequence I think we need more discipline not less and you know I think there's something to be said about wellness policy I'm so concerned about the wellness policy when you've got 2 000 kids on Specialized individuals

151education plans 20 years ago you had 200 you've had the same number of kids from 2003 to 2022. why do I have a trend line here why is there 2 000 kids on individualized education plan state disability sponsored programs you're putting Band-Aids on things you're not addressing Wellness at all this facility feels like it's turned into Enloe seriously you've got 41 psychiatrists you've got more doctors and dentists and dental sealants and all sorts of garbage coming in here you're putting chemicals into these children all over the place I think you should spend your July meeting having a root cause analysis to dig into why you need 29.6 million dollars and for these 2 000 children that are on individualized education plans it would be hell to be a teacher I talked to an elementary school

152teacher last month month she's got somebody that started their period in fourth grade she's got somebody that's getting dialysis treatments coming in or the diabetes or whatever it is seizure anti-seizure medication there's something underlying here wrong and you need to spend time going under the root cause instead of continuing to add on to these programs when I look at this wellness policy I mean don't even get me started on the 72 shots you're injecting into your children with these chemicals and now you want to literally talk about you know the trauma the trauma really the trauma of losing a recess what about the trauma of these girls walking into the the bathrooms and there's boys there and you're not talking about that trauma at all the trauma keeping secrets from their parents that's traumatizing enough

153when I look at this policy here and you look at the first paragraph Chico School District committed to providing a school climate that promotes and protects students health and well-being it sounds all nice until you get underneath it and you're talking about infectious diseases and health examinations and immunizations and health screenings and HIV and AIDS you're focusing on all the wrong things psychological and health counseling I don't want that anywhere near my kids I would I would be so upset by this is where you guys get into trouble family can Community involvement you believe that family and Community involvement collaboration with parents I've not heard anything about that in the past three months I've just heard all the parents coming in here berating you for keeping secrets from them I mean seriously I don't understand

154this at all you've got a um you've got this Wellness committee who's on this Wellness committee do you I would like to be on this Wellness committee add me to the wellness committee can people apply for this Wellness committee I think you're focusing on the wrong things that are to do with wellness and that is um demonstration on the wellness School assessment tool and the school health index I think would be great if parents got to see that tool thank you for your time Sasha Anya okay um Sasha Anya Chico environmental health advocacy and um briefly just because there was the talk about you know these uh events with kids getting aggressive with one another Etc you know a lot of it and I don't hear talked about enough I think it's just impulse a

155lot of impulsivity and impulse control issues that are getting harder and more and more prevalent and you know we've got kids on devices a lot um we've got a lot of new things in the mix that really hasn't been there kids not burning off steam much they're sitting and they're doing these like repetitive actions so their nervous systems are not acting in any kind of normal way that you know we'd have adapted you know over you know thousands of years and all of a sudden we're sitting in one spot where their thumbs rolling and now the classrooms all have devices for the kids which leads me into my concerns about Wireless radiation in the classrooms you've got routers everywhere and super routers and Super Booster routers and you know I have very strong concerns I

156would urge this group here to look at Environmental Health Trust you can look them up on the web and it's um etrust.org easy to find ehtrust.org Davis PhD has incredible amounts of information about the dangers of Wireless radiation classrooms there are several researchers that actually have been quite instrumental in getting a lot of pushback and getting these kids into wired situations you don't have to be Wireless you can use a phone you can use an iPad a tablet wired every desk can have a wire and they can all be plugged in you don't have to be Wireless and I think there's going to be a you know I think Wireless radiation will be the new cigarette smoking for Our Generation when it's when it comes down how dangerous it is it's in everybody's homes the

157bedrooms there's no relief and the cells don't recover in a in a sea of Wireless radiation um so I would just say do a little bit of due diligence and start and start studying and tracking and testing on an ongoing basis higher third-party analysis to come in constantly tracking and checking levels of Wireless radiation in the classrooms because if you don't check you don't know so you've got to know and the only way you know is if you check and you get wireless readings very easy to do but I don't think it's been done and if it has been done I'd like to know when and how and how I can get that information someone would like to get back to me that would be fantastic you have my telephone number it's on my comment

158you know online so let me know what's going on with wireless radiation in the classrooms thank you all right and that's the end of our public comment section sorry it was I thought you were speaking um and uh this is an action item so I can open up for a motion oh move approval of the board policy 5030 with the changes in red in honor of all of the years that Vince and I worked on these [Music] changes to try and and meet the the needs of the evolving process of trying to feed our kids and um get the appropriate exercise and physical stuff do we have a second I'd like to offer a friendly Amendment and that is there's one line in here pursuant to my earlier comments um that's in red and says

159the students shall not be required to engage in physical activity as a punishment for example students may not be singled out to run extra laps or perform other physical activities that the entire class is not engaged in as a behavioral consequence I'd like to strike that out that's for PE yeah I just feel like there's a time and a place for that can I comment on that please do um I think we need actually we need to either understand a friendly Amendment I think it's a significant um change and I don't agree it's a friendly you'll have a chance to you'll have a chance to make any comments you want as soon as we have a second on the on the table so we need a second for the original still Yes okay I'll second

160that just for the sake of getting to the debate okay thank you all right so we have a motion to approve the updated policy as is um as is drafted and uh second uh by sorry member Robinson in a second by member Lando so I'll make a substitute motion equal to what I offered to Ms Robinson can you sorry just for my sake can you specify the page and paragraph that that's in this is Page um three of ten and the paragraph is the one two three fourth paragraph down and it's the first two sentences that I would simply strike from the proposed amendments yeah right there um can ask a question of clarification from the from the from staff because a lot of times these board policies get put together in such a way

161that it's to comply with updated statutes so I guess the clarification would be is is is this something that had come up as an update needed update no it didn't come from csba these updates here so part of the wellness policies that we reevaluate every three years and so the rubric that's attached to the agenda item is really our assessment tool and so we use that to kind of help drive the conversation and so this year is our base year right this is our base Airline data and then three years from now we'll come back review the policy again and self-evaluate again to see where those improvements are so this and it doesn't reference Ed code here anything of that nature so there is flexibility to change that language I'm just looking through that assessment

162to see if there's anything in there that addresses that so every couple minutes I'll keep oh Tom already second right yeah so this is for clarification um there is a substitute motion on the on the table that has not yet been seconded which is to um strike that sentence from the updated policy um so approve the policy as is with the with that change that that sentence would be struck from or I guess two sentences right because for example would be taken out as well that's right um so so fully that the statement that says students shall not be required to engage in physical activity as punishment for example students may not be singled out to run extra laps or perform other physical activities that the entire class is not engaged in as a behavioral

163consequence um and so the the substitute motion is to strike that from this board policy and then otherwise approve as is thank you any clarifications I was looking at section four but it is physical education it's not specific to recesses specific to physical education right right one moment on that please because the section I'm seeing is Under The Heading of physical activity it's not about physical education physical education and physical activity at the toward the bottom of page two and then it picks up on page three yeah but this has ended having a physical activity not physical education that is which is its own header there's a subheading of yeah there's a subhead for physical education which covers the bottom of page two those last two paragraphs and then two paragraphs onto page three and

164the new heading it's pretty clear they did not talk about just PE that says all elementary middle and high schools are encouraged to offer extra physical activities so we're talking about all physical activity here not just within a PE context so would this include um you know prohibiting somebody from saying hey go pick up trash for 15 minutes this one does not this you say would not preclude that from happening I don't see that in this policy there are other policies where it does exist there may be okay so this one um does the dress recess addresses recess for all elementary school students but it doesn't address the question that you had about discipline For Recess Miss Conklin did you have a comment about this please I mean for discussion we need a second questions

165of clarification from staff is is just open for board members yeah to engage in discussion all right so we have a second on the substitute motion um please please feel free sorry um I guess just as a Avid renter cross-country coach I see like physical exercise and opportunities to run or um or to be physically active as a privilege so I think when we um use things like running running laps as a punishment it just in my mind creates like a negative connotation about running and I just don't think it really supports an overall wellness policy so I see I I see it as physical activity running laps those are things that are privileges you know and not to be seen as a punishment and to address Mr Lando's question if you do go down

166to section five I was looking under physical activity physical fitness but if you go down to section five there is a criteria that says uh addresses using physical activity as a reward addresses physical activity not being used as a punishment addresses physical activity not being withheld as a punishment and that's on page 22 of the PDF of the rubric under promotion and marketing oddly enough in that case if I may ask Seth where remind me where does this rubric come from it says medulla thank you it does okay so it's a requirement that we go through this rubric and assess ourselves at least once every three years is that correct yes and then we do get reviewed and audited on that and just to repeat and since it wasn't over the microphone that the assessment

167tool comes from the state yes okay thank you okay are there any other um is there any other board member discussion uh on the substitute motion okay see none um let's go ahead and do a roll call vote starting with um Mr tennis eye um it's all be no Robinson no Kong and no Lando no okay it fails and so we'll move to uh the thanks fence we'll move to the next motion which is the original motion on the table which is to approve the this policy as it is amended in red and published any other um discussion from the board um yeah and it's not the reasoning behind not use not withholding PE or not withholding physical activity as a punishment is really uh very well backed up by research I believe it's also

168promoted by all of our national medical associations as well so um I don't want to think we're being crazy Radical by doing something that almost every expert in the field agrees is a is a good idea yeah I agree I think that our trauma-informed practices that we've been you know really focusing on in the last at least seven years um lean into that quite a bit that the research is you know you don't want to use forms of punishment that is actually something that we want students to engage in in a healthy way just like member konkin said which is why I also didn't want to make that make that change on that item so um seeing no additional discussion um I will go ahead and just call the vote um starting with myself because

169I haven't started yet tonight so Dolby um I yep Robinson I konka Knight Randall I tennis may all right it passes four one thanks everyone uh I'm kind of like watching the clock I kind of feel like we should have maybe taken a break but also we're getting close to the end how's how's the how's the group feeling okay cruising okay keep let's keep cruising then got it moving right along to 9.2.4 discussion action resolution 1608-2-3 committing fund balances presented by Jacqueline Krueger yes good evening board so we in our office we are actively working to put together the original budget for next school year for 23.24 which will be presented at the next board meeting in June and in anticipation of preparing that original budget we are looking at new revenues coming in from

170the state next year with a cola of 8.22 as proposed right now through the governor's May revision what that will do is that will drastically increase our fund balance with those new dollars coming in and not all of those dollars being fully budgeted at original budget um and there is statute that says for a district our size we can't have more than 10 percent of our of a reserve essentially so I'm coming forward this evening um asking for approval of the resolution that's on your screen for 12 million dollars to be allocated in three ways two million dollars for information technology infrastructure and Associated software to make sure our Network stays safe two million dollars in transportation vehicles and then air marketing eight million dollars for compensation and acknowledgment that we are working with our

171bargaining units I do um first of all I want to be super clear that we're doing this just basically to get it on the books in a way that is compliant with the state right absolutely okay and secondly um once we make this resolution we could potentially move this money around if the need arose through another action on the board right absolutely okay yes so it does earmark the dollars they have to be spent as stated in the resolutions but the board can take action at a future meeting to reverse it change it at the through the board given that are there um how did we come up with the uh the two two and eight numbers in terms of where the where the money ended up so I'm looking at our existing ending fund

172balance the new money's coming in um to make sure that we're under 10 and we would need about 12 million dollars to do that um the 8 million compensation is a rough estimate based on our current calculations related to a formula with our bargaining units Transportation Vehicles there is new regulations that have gone into effect through the air quality management District that diesel buses will no longer be able to be purchased in the state of California after March of 24 and so we are trying to get on the front end of that because we can't do electric vehicles for a district exclusively in our district we have sports and we have outlying routes that would require diesel vehicles so we're trying to capitalize on that and lastly information technology and talking with John Vincent and

173the ed services team that is such an integral part to our educational program at this point that we need to make sure we have dollars set aside so if a server goes down that we can replace it quickly in that nature wonderful thank you so much for that was all my questions um okay we do not have any public speaker signed up for this and so if we're done asking questions to clarification I will ask for a motion I move approval of the resolution 16 oops oops 1608-23 second all right we have a motion from Member Robinson and a second from member konkin um the last of it was not unanimous so we will do another voice uh Voice vote roll call vote I'm starting with member Robinson Robinson I Dolby I I should have

174actually asked for number discussion but since nobody interrupted me I assume that it's okay all right rolling right through um so it was unanimous thank you we're moving on to item uh uh 9.3.1 this is a discussion action item about our July board meeting and um presented by a board discussion essentially I move we don't have one second discussion do we have a potential date for if we did have one when it might be thanks what is it like that you get my calendar out right 16th or something like that I forget whoops July 19th I believe yes July 19th say that again please July 19th if we were to have a July board meeting it it would be on July 19th and when is our August meeting I think that we also only have

175one in August 19th August 23rd okay August 23rd so what we're looking at is a gap of the very end of June um to August 23rd of no board meetings with the caveat that we could always call a special meeting if we needed to you know earlier in August if something came up um we always know that we have that that capability um if it was urgent but hopefully we'll be able to handle our all our business in June and give the give the District staff and especially Erica some needed uh breathing space for at least a few weeks yeah and just to be clear we'll still be working the district office will still be open it would just not be having a prepping and having a board meeting about how many hours goes into

176board meeting prep on average a lot I Erica do you want to venture I guess please it's pretty much her job it's a lot of time thank you Erica I was up for a very non-specific answer a lot okay so we have a motion in a second right it was just for clarification we would still be just doing one August or would we add a second we would still be doing one August planned but if something we always have the ability if something comes up and you know we we hit our lcap meetings in June and go oh no we really do need to revisit this in four weeks or as long out as we can but sooner than what we had originally planned we can always set a special meeting or an additional meeting

177I mean did we have a second I'm sorry I thought we did have a second yeah so just as we do have a public comment on this item oh great thank you um I almost rolled through sorry Julie we didn't take a break so I think some of us are getting a little antsy hahaha I think it just I think it would behoove you guys just to have a meeting I mean that's a long Gap you got a lot going on have a workshop have something in one of these big ticket items right get you this have a workshop I mean nobody else gets this time off to be honest with you you need two Americas so you need to hire two so that she doesn't so overburdened because yeah she should I'd give her

178all the time off to be honest with you but yeah I think you you got a lot going on here you can't just skip out for two months and then come back and we're slammed with all this stuff that's still happening have it on the Wi-Fi there's a lot of you know generated a lot of Buzz with what Sasha had to say have a whole Workshop just on that whole thing let's do a big let's have all these you know Wonderful I.T students from all these high schools come in here and take those little gadgets and go around the classrooms and see where these Wi-Fi devices are sending off these crazy signals that are impacting stuff that might be a fun one so at least do something but just skipping out for two months just

179sounds like the wrong move thank you okay um so you know additional public comment um I think that we are ready to vote Oh I thought we were gonna discuss yeah I had to I just to come because that I kind of mentioned on the reason why I voted no on the Inspire uh thing in June um to me that is way too soon coupled with our two lcap meetings um I know that there are deadlines but they aren't as um in my opinion drop dead deadlines as they might seem and that I think that given some more time to um have the meetings that we already have scheduled on the issues of inspire that July 19th might be a good Target for instead of June yeah it's kind of like split the difference there

180we have had a lot of long meetings lately and I am concerned about what might pile up if we don't have a July meeting that said we'll have a better idea of what's going on with the inspired situation at the end of June specifically so I would like to keep a July meeting on the books and then bring this exact same issue up at the end of June when we have a slightly better idea of whether we would be setting ourselves up for a really hard time in August we're needing a special meeting yeah I would like to table this until uh at the end of the June meeting so are you offering a substitute motion perfect yes um yeah so so one one concern on that I mean in to a agree with your

181thinking is that July is our annual organizational meeting as well where we kind of lay out our our calendar for the year and have a pretty lengthy discussion about what workshops we want to see come forward and and you know in some cases we can just plan for a few months and then revisit it and plan the rest of it if we needed to um for the sake of length of time um I think my only kind of just uh I wouldn't call it a concern just something to be aware of is that making that decision you know not until our June 28th meeting which is going to be three weeks out this would be kind of short notice I don't know how much in advance you know planning starts to go into board meetings

182and not not that it wouldn't not that it would be wasted work time but just I don't know just the the amount of pressure and stress that that starts to build I don't I don't know what that looks like inside the office so yeah we currently have the July 19th one on the books so we are currently planning for that but um if we if we're going to change the date still have it and change the date we would probably need to know that sooner rather than later because people do have conference schedules work schedules vacation schedules that go around that and without a doubt we will need Erica to be putting together the agenda and then key staff depending on the topic to be present so right now everybody's on board for July 19th

183but if there's a date change then has anybody mentioned it change did I missed that has there been a date not a date change just a just a cancellation like like we did last year a date change I mean that's another route we could go is to still have an interim meeting between the end of June and the third week of August and just move the date is also I guess a potential option correct well we have this we have also you know the state budget finalized in the 15th of June um reacting to that is sort of kind of part of the two lcap approvals because they are connected to some extent because of point of order I'm sorry would someone um can we have a quick second or not on uh The Substitute

184motion just so we can do this by the book The substitute the substitute motion was to table to and if it dies that's fine I just want to be having a discussion while there's the first half of a motion on the table I don't know somebody else figure out where we are I'm lost Tom needs a Tom needs a Tommy's a second Tommy's a second to table um Tom needs a second to his motion to table and your emotion was to table this decision until the June meeting until which June meeting the regular board meeting June 21st the 21st I'll second that motion now we can argue about it to a heart's content not really because I think that that the 21st we we should be able to see really well whether or not we

185need the July meeting and I'm leaning toward yes we need the July meeting but that's not a decision that we're making right now so okay so are we ready to vote on the motion to table this item until the June 21st meeting any other board discussion before we vote I'm respectfully going to vote no on this just because I don't I think that we should as superintendent said gif an opportunity for you know rest in the middle of summer when school's not in session I think that for purposes of planning family vacations it would be handy to know that we weren't going to have a vacation or a a meeting um we've all been working very hard and I think that we need some quote time off unquote if we can get it I also

186will say that I think that the lcat meetings in my opinion are longer than they need to be I think that we could get truncated versions of the presentations that we have during lcap season and so I think that any business we need to take care of I think there's plenty of time in the the meeting schedule without the July meeting it's just a bunch of long meetings I have a I have a question this is a Logistics question um does it make sense more sense and I this is like um putting the pressure on you right I don't know if it makes more sense to cancel that meeting the July meeting now with the caveat that there may be something that comes up that we have to put a meeting on the schedule at

187some point between the end of June and the third week of August is that more ideal of a situation or I mean if we're trying to if we're trying to take out that that chunk of time lengthen that chunk of time in the summer time to give a bit of a bit of a longer break for staff from board meeting planning and the pressures of that um or would it be better to sit on it and revisit it if we know more hoping that we know more by that June meeting so if if we're going to have a beating it would be preferable to just go ahead and have it when it is scheduled now because calendars are built around that currently it becomes very logistically challenging to put together a meeting just even getting

188the board members to all find a date where everybody's available if it's not already on the calendar okay thank you so you're saying that to to kind of tentatively plan on maybe a second August meeting would be less desirable than just going ahead and having the July meeting yes okay I feel ready to vote well sorry Mr Lena and to be clear this is on the substitute motion yes this is the substitute motion to table to the next regular board meeting Orlando Robinson no no okay so that motion fails we're going to move to the original motion which was to uh cancel the July board meeting yes okay any additional discussion on that well I'm going to vote no on canceling the July board meeting okay I've already scheduled my vacation and conferences in anticipation

189of having a July board meeting so I'm going to plan on a July board meeting same I mean our schedule as board members I hear the the the needs of staff and I understand that um but the scheduling for us is not super onerous um we have a responsibility to take up the Public's business regarding the school district and I don't think we need to be taking a month off of that any other discussion so right now there is no motion on the floor yeah there is and that motion is to have a July board meeting no the motion was to to cancel the July board meeting you ready to vote we'll start with you Mr Dennis I uh Dolby I Robinson no Kank and I land O'Neill all right looks like we're gonna call

190off the July board meeting and we're gonna fit as much business as we can in those end of June and take a breather and hopefully nothing catastrophic comes up knock on wood Dolby don't say that um and we will move on to the next item which is items from the floor so do we have public comment on items from the floor at this time thank you I should not open this last water well this is way more intimate than it usually is this is nice and I I prepared something but and I forgot to get on the idea listed on with the speaker card so I wanted to wait and kind of change my Approach and just say uh board uh Ms Conklin Ms Robinson Mr dalby Mr tennis Mr Lando it's my daughter Claire

191and the 16 year old sophomore at Pleasant Valley uh she loves going to Pleasant Valley she loves being a viking she loves living in Chico She loves being a 16 year old girl she loves it she has a driver's license and a pickup um she just she loves it she loves the Lord she's active in church she sings in choirs she's uh us sings in special groups often and uh she's just a girl she's got to give that let me have that bring up that picture in there a second ago um but she got hurt at the beginning of the school year and she got hurt bad and she got hurt by the way something was handled she she discovered after some time and you already know the story because she's made her statement and

192I know you're familiar with what she had said but she discovered there was an opposite sex classmate in the locker room with her that she'd been disrobing in front of and and you know I I don't I don't know if you're aware of what bodily autonomy is bodily autonomy says this is mine this is my person I decide what happens to my person somebody else isn't allowed to decide that I have to disrobe in front of a boy for a girl to just rub in front of a boy in fact it can be devastating to put a girl in that situation and I've talked to dozens of women I've been in positions of counseling I've been taught to women often who spent much of their young adult life from from or from childhood to much

193of their adult life feeling they didn't have control of their own person that there were expectations and obligations probably some of you women here right now know what I'm talking about and it's something they struggled with and something your husband had to help you with is something you had to finally and maybe something you still struggle with but because somebody took away that autonomy and I have by the way Claire's the youngest of my six daughters and two sons and she got a little active about this this is this this just came in during the meeting and there are hundreds of these there was a little picture of her holding signs with a friend at school saying men don't belong in the women's bathroom that's pretty much it here's the here's what she got laughing

194my a off I am I am I don't know what that means in case there is any confusion I am directly condoning trans people beatings sorry that's the end of your time the F out of straight up foreign public comment okay um so the next item is eleven point two 11 version two uh board member request to agenda as an item are there any additional items that board members would like to request at this time sorry I'm struggling with whether it's I think the discussion about the changing rooms does need to happen in public at some point regarding whether we want to continue our dressing down policy and or whether we want to as we update the facility's master plan includes some kind of different shape in the locker room that provides a little more

195privacy for individual students what exactly that motion would look like but I guess I'd like to agendize a conversation about um are dressed down policy and privacy in the locker room second all right since we can't discuss specifically unless there's questions that we want to ask from staff we can just go ahead and move into the vote um I don't I would offer a little friendly amendment to this um what's the soonest we'll be making plans concrete plans for for future facilities because maybe we could put a time frame on it like it's not going to happen in the next three months or four months so the next school up is McManus and we're starting that June 5th right those plans have already been approved they've gone through DSA Department of State Architects so it

196would be the next Elementary School which the board prioritized as Rosedale and that would be contingent on a new Bond in November of 24. do you Mr Lando have any thoughts on elementary schools I mean Lots but not regarding the particular policy so I'm thinking that uh you know secondary schools is really where this comes into play right so maybe this isn't I mean I'm I'm supportive of your and I don't know and while the locker room piece uh in terms of the facilities is important I think that we could have the conversation sooner if it were just around our dress down policy for PE Ace question of clarification could we would we be able to add to that some component of what it might take to update our secondary facilities to just increase some

197of the the Privacy without causing you know a huge upheaval of the budget so for clarification are you asking about the scope of what that would look like or the dollar value or both this is really just kind of clarifying on on Mr Lando's um motion so um what would that look like a conversation about that would we would want some information from from staff for that I'm just trying to get clarification sorry yeah and I think many of us have had conversations with with staff maybe one-on-one or small groups about how to potentially redo um do you I mean you guys have some sense of the kind of direction we're looking for in terms of um or the the potential ideas we might be looking for very clear on having a discussion about our

198policy on dressing down for PE I think we could brainstorm we're going to need help on that without a doubt but look and see what other districts have done in terms of creating private space in locker rooms yeah that's in the Chromebook for those two pieces and I think we could talk about those without having to wait for facilities like a moment to change facilities master plan so timeline wise as soon as we can so I I would like to suggest that the board consider this as a big topic and that we consider it when we set our board workshops for the upcoming school year there's been several things that have been thrown out that are big topics and that's exactly what board workshops are designed for and that would obviously be a board meeting

199so I'm going to be sending out some information on that tomorrow so about selecting our board Workshop topics so the June 21st meeting we'll be selecting workshops that would be August right it would be August August meeting okay yeah let's put it let's let's try and put it on the August agenda then I guess we'll be part of the motion does that seem reasonable how does that fit with our facilities Master Plan update stuff if we were wanting to look into allocating dollars towards you know something along the lines of privacy updates I guess I'd be unclear on that without taking a deeper dive but the high schools are 10 years out oh I know that right so I'm like we would have to be using some of the the residual funds or figuring out

200where the funding would come from to be able to do those updates sooner yeah so it might not be so much of a facility issue as more of a programmatic issue okay thank you for that so August seems reasonable to staff so I I thought we were having the discussion about board workshops discussing when those would be in August if we're going to agendaize this in August that's going to be I like to get a lot of different information so we may be saying two different things yeah well let's clarify that we would need to get together with all the people the Departments and looking at our district policy on dress codes and working together with again with our key teachers and where we'd be going with that we would want their input we don't

201want to do it in isolation and I you know yeah Services wouldn't want to say we're doing you know we'd want some collaboration with our Departments of PE Union High in high school Mr Linda so I'm just trying to figure out what the um I guess the we could change the motion so that it was just that this topic ends up on our list of board workshops and then we'll have that discussion when we do in the August meeting okay so you're like now what I'm saying is a move that we well hold on you're withdrawing your original motion yeah okay and replacing it with a motion that says we will make sure that a discussion of privacy and dressing down within the PE program is on our list of Workshop topics that we discussed

202in August okay hi I'm I'm yeah well because so this is this feels like something different sorry yeah go ahead because you might be having the same thoughts as me yeah I having it as one of the considerations in August yeah okay I absolutely will support deciding tonight that it will be one of our Workshop topics that's not what I was okay okay thank you Tom do we need an agenda item for that specifically no now we don't okay hey you guys can we talk about it in August for real like it will be on the list that I send out to you tomorrow thank you thank you okay all right process process is sometimes are really really good yes I think that we also all um recognize that this is a conversation that we

203would like to have sooner than later and to get some get something going sooner than later with a lot of things also coming down the line between now and then so great thank you um if there are no other items to agenda is at this time um is there a motion to adjourn second meetings adjourned foreign
