001foreign good evening everyone welcome to the March 8th meeting of the Chico Unified School District Board of Education the board will be going into closed session at this point is there anyone that would like to comment on closed session items before we adjourn to closed session hearing none I recess into closed session thank you foreign good evening I am calling to order the combined regular board meeting and workshop meeting this board meeting is being live streamed and recorded due to the spring break schedule there is only one board meeting in March the board chose to combine regular board meeting with a board meeting Workshop that is this evening tonight's schedule will include the regular board meeting combined sorry being conducted first with the board Workshop topic beginning at approximately 6 30 pm if the regular
002board meeting has not concluded by that 6 30 pm time it will resume after the board Workshop so we are set on a schedule to engage in our board workshop at 6 30 pm the board was in closed session since 4 pm no action was taken during closed session and with that we will please stand for the flag salute absolute pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice system all right I'm moving on to item number four announcements are there any announcements that the board has at this time I'm yes thank you madam president I'm not going to go in the to full detail on the announcement but I did want to make
003sure that everyone is taking notice of how many state championships in sports in our CTE programs and in other competitions that our students are engaged in throughout the district they've been very successful some are on their way to State some are on their way to National and uh so just look them up on the website or your news media and give big rounds of Applause and pats on the back to our kiddos that are just doing an amazing job along with the support from their staff thank you all right um I I will have one more item to speak on before we move to the next piece um last meeting was definitely one for the books um I am new to this position and I will say that um the last meeting got a little
004out of hand frankly and um I I would like to just encourage everybody to re-review our civility policy and understand and recognize that we do not tolerate harassment sorry harassment or bullying in this in this space and if you witness such activity um please make it be known so that we can address it immediately I am it is not something that I will tolerate 100 regardless of anybody's position or background um that is not something that that it has ever been welcomed in our room that is under my watch whether it's been in seventh grade or in this space so please just recognize that if there is ever an instance that is not conducive to a civil environment that we want to hold in this space please let that be known so that we can
005address that and move along in a in a productive professional respectful way as a community all right thank you if there's no other announcements from the board I'm going to move on to items from the floor this is item five excuse me items from the floor are for speakers who wish to address the board regarding a topic that is not currently agendized I'm the cusd Board of Education rules state that each item on the agenda in its entirety will include up to 30 minutes of public comment on each item um we have received a high volume of speaker cards for items from the floor this evening I'm at this time we will take public comment from speakers who wish to address the board for topics not agendized for this meeting and And to clarify that
006if there is an item on the agenda and you maybe accidentally because it's very confusing sometimes my experience with speaking on in other in other commissions and boards and Etc it can be confusing about signing up for public comment if you accidentally signed up for items on the floor but you want to speak on a topic that is on the agenda this evening it's very easy to just let me know hey I actually would like to speak on item 7.2 and we will move you from items on the floor to that item just to make things make sense as far as staying on topic I am so before I call the first Speaker as a reminder speakers have three minutes to address the board a a bell will ring when 30 minutes of speaking time
007remains thank you sorry 30 seconds you don't get 30 minutes sorry you don't get 30 minutes I'm sorry um 136 seconds so speaking time remains um the board can listen to public comment during items from the floor but cannot respond to any speakers during items from the floor um and also just to recognize that we do have a second items from the floor tonight at the end of the evening in case there are other items that the public wishes to address that are not on the agenda at that time at the end of the meeting so we do actually have atoms from the floor two times during our regularly scheduled meetings for that purpose because not everybody's schedule works for this time of day all right so with that and that explanation I'm going to
008call our first speaker for this evening's items from the floor topic which is Michelle Cooper um good evening and the last meeting I spoke about parental rights and against the policies in place by this board that keeps parents in the dark regarding their children that meeting opened my eyes to how dysfunctional this board is and the lack of understanding there is for what parents and the community want it was cleared from those who spoke that the majority of parents and citizens want you to change board policy number 5145.3 it was not okay for you to table this item for as long as you please and to avoid voting for change this item needs to be brought back to the agenda at the next regular meeting you've had ample time to get the information you need
009additionally and I appreciate miss dalby that you spoke about this just now but I'm still going to address this issue I was personally harassed by a member of the audience at the last meeting and those actions were clearly visible by all board members and staff yet nothing was done in fact many people were harassed by the same person and if another parent had not demanded their removal you would have let the behavior continue the public has a right to speak to this board without fear of harassment or intimidation you should have removed the offender immediately it is obvious that there is a clear lack of understanding of Robert's Rules of Order as well as the brown act by certain members of this board the allowance of this harassment was just one example speaking on items
010after a vote with a quorum present preventing a board member from bringing forth a substitute motion and trying to prevent a citizen from speaking on an item simply because they had spoken on a different item earlier in the meeting are some other examples how are parents supposed to trust that you are making the best decisions for our children's education when you cannot even be trusted to run a meeting without violating the brown Act the fact is we do not trust you it is clear by the words and actions of some on this board that you have an agenda that you're willing to put our children at risk and you've forgotten who you work for you work for the parents and the taxpayers of this District bring board policy number 5145.3 back to the next regular
011agenda and vote for a policy that gives complete transparency and informs parents about everything involving their children thank you um [Applause] next we have Sean MossMan um uh thank you so much I addressed the board back in October and this is a kind of a continuation of the same thing and it's a issue it's maybe another facet of the same issue when my daughter started school in this uh this last fall she was put in a PE class and for three weeks was unaware that she was dressing and undressing in front of a boy when she became aware of it and let me know I was incensed I was Furious I was angry I came at the next board meeting to say as much and I did so with as much uh temper as all
012with it with as much control as I can as I'm trying to now but some accommodations have been made when I found out I immediately said oh hell no that's not happening I immediately demanded that my daughter would not use that locker room does she not be docked on her grades for it recognizing she needed to work appropriate clothing for PE I went online immediately and spent a few hundred dollars on clothing that was activewear and appropriate for PE but that she could wear on PE days to school to circumvent the need for a locker room she shouldn't have to do that she shouldn't have to do that the girls and and and some accommodations been made my daughter has not used the regular locker room she's able to use another room as there are
013some other girls that do the same um which accommodation I appreciate however it's um it's not a menu item kind of like animal fries at uh in and out if you don't know to ask you're not getting any and um there's girls today Wednesday's PE day dozens of girls at Pleasant Valley High School right across the street here were violated we're compromised we're made to feel uncomfortable we're abandoned my daughter at the beginning of year she was thrown into the situation she was coerced she was tricked she was forced to take her clothes off in front of a boy violating her modesty violating her dignity violating her faith you you you individuals you individuals forced her into that situation there needs to be accommodations for the dozens and dozens and dozens of girls in this
014school district who are hurt every day I know for a fact that there are at least two PE classes at Pleasant Valley that have this situation going on right now where these girls are compromised and violated and there needs to be some accommodation some reasonable expectations privacy for these girls they're not property they're not yours they're not slaves they're not prisoners these are young women these are young men that deserve that dignity thank you that's your time [Applause] um next we have Julie Anderson Nelson good evening my name is Julie Anderson Nelson I'm a retired teacher as well as a community member and I'm here to talk about that the transparency issue and assembly bill 1266. our goal as parents and Educators is to ensure our children feel safe so they can learn we know
015that learning is challenging if you're stressed you're worried or scared for transgender youth those feelings of stress and fear are common even when we Parents try our best and do what we think is the right thing we make mistakes at the last meeting I spoke about my experience raising our youngest child who is transgender I spoke about the support we received from Chico Unified and how we work together to provide the safest School environment for her to learn to be to feel safe and comfortable like I said before Chico Unified stepped up and did not hesitate to communicate with me and my husband and listen to our questions and concerns there was no secrecy or lack of support for what our daughter needed honestly if my child went to a teacher or counselor or administrator
016to tell them about questioning their gender identity I would have a mixture of emotions and reactions I get why parents would have emotions about that but here is what I would ask myself why wouldn't my child come to me or my husband did they do they not feel safe talking with us about it or did they try and did I not hear them did I dismiss what they said about questioning their gender identity did I send a message that it was just a phase or that they were influenced by others or that their gender was their gender and that was that like I said we make mistakes we all make mistakes as parents but then I'd ask what do I do next and what would my child want and need to feel safe what's most
017important in this process when my husband and I attended a session at Chico State transgender Awareness Week the year after our daughter transitioned we spoke with many people but there was a young one there was one young woman who was transgender who was a keynote speaker a community activist and a writer and she woke me up she told me that the most important thing we could do is listen to our daughter and ask her what she needed my daughter has often questioned her safety because of others ignorance others discrimination and judgment she has had full support at home and I imagine the kids that are not sure of the support at home or a family members and or adults in their lives imagine not knowing if you would be accepted and supported by adults you
018think are there for you and this happens kids are rejected by the people in their lives they never thought would reject thank you that's your time thanks up next we have Dr Christine laistner I came to the board to speak about ab1266 anti-discrimination policy to protect trans kids we discussed at the last board meeting as you know I have a PhD in health education with a focus on human sexuality since my 30s I've identified as bisexual and before that I identified as sexually fluid all plurry sexual identities I'm now 41 years old and I've never come out to my parents I grew up in a household where I heard comments frequently such as being gay is a sin the most recent comment I heard was last year someone close to me stating that she was
019on the fence about gay marriage why would I come out to these people according to the Trevor Project 28 of all lgbtq youth report experiencing homelessness at some point studies show that 20 to 45 percent of home all homeless youth are lgbtq this is two to four times as many lgbtq that there are research shows that this is due to family rejection family is rejecting their children because of their sexual orientation or their gender identity and nationally representative survey of over a thousand lgbtq adults conducted by the Pew Institute reports that nearly 40 percent are rejected by their family members or close friends because of their sexual orientation or gender identity it is absolutely vital that these kids have a confidential place to discuss this issue with a trusted adult at school for their own
020Safety and Security if you take that away or require that counselors tell parents you will be causing harm to some of our kids I guarantee it a study from the Pew Institute reports that 34 percent report not telling their mother and 39 percent report not telling their father this is a safety choice I believe that most parents some parents many parents want what's best for their children I'm a parent but hundreds of thousands of lgbtq Youth across the country are homeless as we speak because their families rejected them some parents just straight up kick their kids out of the house and the family others are physically and emotionally abusive or neglectful protecting these kids is your job part of being trauma informed is giving the power of choice and control to the person who is
021traumatized or has the least power in this situation the kids deserve the right to choose whether or not to come out to their parents and how they need to be in control of this decision for their own autonomy and safety it is extremely important to uphold this policy regarding the idea that a teacher or a school counselor could somehow force a child to be transgender or gay is ridiculous so what research shows about sexual orientation development is that this is a process that takes years the study from the Pew Institute found that lgbtq folks have the first thought of their sexual orientation at around 10 to 13. they know for sure at 15 to 18 and then they finally tell someone at 18 to 21. these are averages this Research indicates that it's extremely unlikely
022that anyone thank you that's your time anyone up next we have Rob Berry good evening obviously the enthusiasm for talking about your parent secrecy policy has not been exhausted even though you tabled the issue and I I have reviewed all the material and I'm wondering why you would delay addressing this issue and why you would delay making a clear and concise statement about what is the basis for your policy you are not here to solve gender non-conformance issue we're not here to solve all of the emotional problems that may arise in a child who is trying to orient themselves to life grow up and mature that is the responsibility of parents and so the issue that that is before you is whether or not you are going to Grant Parents full transparency especially for those
023kids that are an escape of your policy which is the age 12 to 18. those are the kids that are at issue in this policy discussion but rather than address it and let us know what is the thinking rationale behind your policy or even clarifying what your policy is you have basically postponed the discussion and I am asking myself why would you do it well you say that you had to do it because you needed to seek legal advice but you had Paul Gantt here your attorney giving you a full presentation on all of the background he was here in attendance with you you certainly could have asked him questions about what legal concerns you may have I shared with you my own legal analysis and as you know I'm an attorney about how his
024uh presentation was irrelevant to the question at hand which is what is your policy with regard to your duty to disclose two parents everything that their kids are exposed to that have to do with their Health and Welfare that is the issue so it's not a legal issue I've also heard that well we can't talk about this because we have a pending case there is no gag order in this case and there is no legal reason why you cannot discuss your policy even if there is pending litigation you may not be advised to talk about the specifics of that particular case but you are completely free to discuss change modify do whatever you want to do with policy from this point forward and these parents behind you are concerned about what you're doing and why
025you're doing it and you have an obligation to them and to the public to disclose exactly what it is that you're thinking why are you thinking justify your decisions and make a decision in public subject to the political process that reflects your policy and the the in light of the concerns of the parents so I urge you to bring this issue back as soon as possible I think it's worthy of a special meeting I don't think that's your time wait thank you very much up next we have uh Terry Dubose good evening board thank you to everyone who came out tonight in support of parental rights in schools I'm here tonight on behalf of Congressman Doug lamalfa he could not be here tonight due to official duties in Washington D.C but he is standing with
026you supporting all parents who are exercising their right to be heard in the classroom Public School Employees have no right to exclude parents from their child's lives they have no right to keep secrets from parents regarding their child especially while broadly telling those supposed secrets to other students teachers and administrators if other students and teachers know that is the definition of public now you're just keeping it secret from parents they have no right to unilaterally change an 11 year old girl's name pronouns or tell her to change genders parents have a god-given right to make decisions for their children and protect them school districts cannot take that away this month Congress will vote on enacting a parent's Bill of Rights to prevent this dangerous malpractice from ever harming another child this bill is directly spurred
027because of your actions you are part of the national story that is infuriating parents across the country congressman lamalfa is also working on a broadly supported bill that eliminates this so-called ambiguous State policy that Chico Unified School District so drastically mishandled thank you next is Gina backs we're meeting with the sections of the Education Code was presented by Mr Grant I believe the codes were not relevant to the issue the school board is facing right now which is whether parents have the right to be informed about issues children are facing a school for example ab1216 60 66 I'm sorry ab1266 is irrelevant to the question of parental rights more policy 514 5.3 nothing in this policy deals with a school counselor right or obligation to keep information from parents it is also my understanding guidance
028issue by the CDE has no binding authority to mandate local school policies Education Code section 49602 any information of personal nature disclosed by a popular I'm sorry 12 year of age or older in the process of receiving counseling from us from a school counselor as a specified in section 49600 is confidential in this case the student was 11 years old at these at the time of the secret transition and the obligation of the district to disclose what they might know to parents is evidenced by the constant form employed by the district that requires Express written consent on the parent before school can engage in counseling service with their child a better policy might be for schools to practice encouraging students to talk to their parents about any issues affecting their mental health before parents find
029out from other sources and to help educate parents on subjects that we can hardly understand especially I'm a Hispanic I'm an immigrant all this is new for me it's not in my culture I don't understand instead of assuming all parents are unsupportive of their children schools should serve as Bridges to connect families and to improve relationship between teachers and caregivers I would like to ask the school board write a resolution to affirm the commitment of chic Unified School District to parents fundamental rights to direct their children's education and to be informed of matters affecting the emotional health of their children and to encourage Partnerships between teachers students and parents by directly communicating with and involving parents in the education of our children thank you and next is Bill marchie hi good evening board um so
030I'm here to also speak on assembly Bill 1266 and the implementation by the Chico Unified School District um so to me this issue centers upon the very Cornerstone of society which is the family deeper still this issue involves the intersection of family and the law the parents fundamental right is directing the care custody and control of their children yet is my opinion that through the so-called parental secrecy policy the district and the state are attempting to disrupt limit and even terminate those rights and by doing so are acting unethically and perhaps even illegally several federal court cases have determined that parents have the fundamental right over their children and that the government shall not interfere with this right unless and until a parent is proven unfit notice I did not say assumed unfit as many
031of the supporters of the secrecy policy which have you believe that a parent is assumed guilty or being unfit to raise their own children until proven otherwise I sent ahead an email with more Federal cases but I'll cover a few here today so uh one is 1997 in the court case Washington versus glossberg the Court ruled that the Constitution and specifically the due process clause of the 14th amendment protects the fundamental rights of parents to direct the care upbringing and the education of their children in 2000 in the case Troxel versus Granville the court again unequivocally confirms that these fundamental rights of parents when it stated that so long as a parent adequately cares for his or her children I.E is fit there will normally be no reason for the state to inject itself into
032the private Realm of the family to further question the ability of the parent to make the best decisions concerning the rearing of the parent's child therefore a failure to consider the fitness of the parents represents an unconstitutional infringement on that parent's fundamental right to make decisions concerning the care custody and control of their children in 2005 quoting court cases Yoder and Troxel which I sent ahead in an email in representative in public schools districts subjection to Children's inappropriate sexual explicit content the United States House of Representatives affirmed that the fundamental right of parents to direct the education of their children is firmly granted grounded in the nation's constitutional and traditions yet today in we see in States all across the country a confusion as to where where to land on this issue I'm not a
033lawyer I was raised by one and I have some sense so I'd like to point out that these are infringements on our rights and it's up to the school board and the district to get ahead of this before more lawsuits come and we have more litigation more unnecessary spending more disruption to in our classroom and potentially even worse thank you up next we have Eric Nelson um good evening I work for cusd as a teacher and administrator and was principal superintendent of inspired School of Arts and Sciences for eight years I have three children all of which attended cusd schools and one who attended Inspire through her high school years my mentors at Chico Unified prepared me well to work to provide the optimum educational environment for young people to ensure that they feel safe
034and comfortable at school knowing that this would maximize their learning and lead to their success they also emphasized how critical the school Family Partnership is to enhance and ensure student well-being and that same success I know that about this District I also know that they care deeply about student safety and they demonstrate that every day in their actions and I know that they are committed to the parent educator partnership this we all have in common this commitment to the well-being of the young people in our community in this context I see the solution to the recent discussion around student privacy as a both and not in either or we can work together both protect our students from discrimination and harassment and continue to partner with each other to ensure that our trust and communication lead
035to the safety and best possible outcomes for students time and time again I witness that happen in my experience as a teacher and administrator at Chico Unified and I brought that culture to inspire it is important to note that there are times when a student's privacy is a critical component to their safety particularly in cases of discrimination and harassment related to gender identity the focus of state law ab1266 is not on keeping parents from knowing but on the safety of the student this law helps to ensure student safety and provide time to work toward resolution for both students and their families it is vital that when parents have observations or concerns about their child they contact teachers counselors administrators to discuss ways forward at times communication between parents and myself involved a concern or an
036observation and my role was to listen and support there are other times though though not often when students sense of not being safe comes from the home in my experience the law and policy provide time for both the student and the family to work towards resolution I have experienced parents who do not support their child's transition meaning their gender identity it was not my job to put that student in a predicament where they do not feel safe this law Works in concert with the parent education educator partnership to help students feel safe while working towards family resolution the current state law and District policy at issue are written to protect the safety and well-being of students I am grateful to the district for their commitment to this and know that when we all work together
037toward this common goal our young people will grow and flourish and have the success they deserve thank you thank you we have Nicole Nava next good evening I'm reading this letter on behalf of Karen wilhoy a chico parent who can't be here and I concur wholeheartedly with her position as much as Stonewall Alliance and their supporters want to make this a discrimination issue it is not this is about protecting all children it is about supporting the child parent connection and it's about transparency we can make this case without ever disparaging the transgender Community I have huge concerns about the qualifications of the guidance counselors who play such a pivotal role in directing and influencing children in this District especially if any of that guidance is to be done without parental knowledge or consent I work
038for this District as a speech pathologist I am required to have a master's degree to help children fix things like saying wabbit instead of rabbit or to remediate a stutter do guidance counselors have to hold that level of Education to help children decide things like whether they should change their ability to pass through puberty or have their own biological children someday these are enormous life decisions and should not be left in a room with one guidance counselor and one minor child excluding parents and guardians from these pivotal conversations is absolutely unconscionable while there are cases of parents who will make these situations more difficult or harmful the district should replace the notion of keeping secrets from parents with requiring their guidance counselors be highly trained and highly educated so that they can facilitate proper handling
039of these situations with family involvement if that is not attainable then the policy should be to refer families to outside professionals who are qualified to help in such situations we should spare no expense in getting this right leaving such important discussions in the hands of potentially unqualified staff and minor children on an elementary campus is a terrible idea it's hard to believe this notion is even on the table please get the time to get this right in addition this is me now um I would like to say that public transparency and the parent School collaboration is key you've heard and read plenty of public feedback but didn't agendize the secrecy topic for this meeting or make a decision on it or give your positions except for trustee tennis that Omission showed a lack of accountability
040given our positions secondly this board failed to create a safe environment and properly manage a situation that occurred with me and other women who spoke out against keeping secrets when we were targeted by a couple who used very visible obscene gestures and words in an attempt to intimidate and harass us which made that couple guilty of the very Behavior Stonewall believes parents would exhibit if they were told of their children's possible gender identity situation lastly at the last meeting the brown act violations appeared to occur with one trustee asking the president if she could speak on a topic and was then told the item had passed but proceeded to discuss it anyway also my rights I believe were infringed because I was almost prevented from speaking and had to really wear work hard to be
041able to have that right please revisit the brown okay that's your time that concludes our 30 minutes of public comment for items from the floor um there are an additional uh six speakers that had signed up for this and so um it is my it is my duty to move to the next item since this is our rules to maintain the 30-minute limit for public comment during one of Order each item can we suspend the rules since we know that we're going to have a lengthy meeting tonight to enable the people who signed up to speak from items from the floor to speak at this time I don't think it's realistic that we should ask them would you like to make a motion Mr I move that we suspend the rules in order to allow
042the remaining items from the floor speakers to to speak their mind since they're citizens and we're here to represent them and hear them do we have a second second all right um we'll start with you Mr tennis tennis I know Dolby I Robinson no no Robinson know on suspending yes okay konkin voting I to allow for more time yeah and I should probably apologize for a point of order we should have allowed discussion I'm super super sorry that that we didn't allow for discussion um and so so it passes and we will allow the the remaining um uh six folks to speak at this time um but just keeping in mind that we do have a 6 30 cut off time um and so if we don't finish our regular board meeting items we will

045a lot of folks here for very many different reasons that are that are all valid reasons for people to be here um so with that um the next person to speak is Arwen funk good evening so last month this governing body told parents to take a hike basically by tabling the motion that we were all here to talk about this district is accused of having a policy that hides important details about children from their parents this allegation is obviously true since that meeting last month I've read a lot of news articles and spoken with a lot of people on the two arguments against all those bad parents that I keep hearing are basically number one that if kids aren't telling you something it's basically the parent's fault which I think is a pretty gross attitude
046to have towards people that supposedly you care about you care about what they think any 12 year old babysitter can attest to the fact that kids will make things up and hide things from parents and tell stories in moments of stress or anxiety or upset or wanting attention or whatever so it's a pretty weak argument the other argument that I keep hearing is that there is no parental secrecy policy we received a notification from the district that this was the case um but that's obviously not true there were lots of people here at the last meeting that were talking about how the policy needs to remain the same because clearly it does allow the district to keep secrets from parents so the argument I guess is basically we don't keep secrets from parents but we
047do and it's okay so I think that's a pretty weak argument as well we have to have trust with the people that we elect you that are sitting up on that stage we're supposed to be able to trust you Eileen we can't trust you you told the entire room last time that you have a mess please don't address board members directly oh really okay well we heard from a board member last time a personal story about our own family where she hid a situation of of uh gender change from other family members and all I will say about that is that that does indicate that we can't trust that you would actually listen to us you've obviously got a fully formed opinion this board talks about safety all the time and safety is is not
048what we're organizing around here it's not safe to put children in a situation where they're getting diagnosis from non-medical professionals and the parents are kept out of the loop that's not safety the parents should be in the conversation they should be aware of what's going on last thing that I hear my being my beep yet okay um back to the uh the topic of the of the policy I have here a document that was provided to me by a person who wants to remain anonymous they're a uh an employee of Chico Unified School District this is a um a training module for teachers and and administrators with the school and it says quite simply protect privacy be careful not to disclose or discuss issues around being lgbtq with parents or anyone else it clearly is
049a district policy it's in writing and I have copies of this if anybody wants them thank you up next we have Loretta Ann Torres yep oops sorry Loretta and Torres sorry hold on one second do we have a problem with the microphone no okay please speak louder okay well I just get a little closer okay Loretta and Tori's the grandma and um tonight I'm going to talk about California Penal Code CBC two six one point five as it defines statutory rape it occurs when anyone has sexual relations with the person under the age of 18. it's even more egregious when the person is under 16. now why am I bringing this to your attention because the state of California reasons that any minor at this age 16 or under or 18 or under is has
050diminished capacity I repeat diminished capacity to make sexual decisions period sexual decisions of school children's gender identity must then be shared by a parent or Guardian there can be no secrets from parents in our schools shame on you for not agendizing any change to your board policy you know other people have name numbered it it's very clear you would like all of us in this room to just go away and forget about your secrecy policy it's not going away we're not going away parents want answers at this moment a federal lawsuit against this district has been filed by a parent who was not informed about her child's transition to another sex while they were only 11 years old tell me when a teacher begins calling a child by a different pronoun in the classroom how
051does it not get around to the rest of the student body yet the parent was not informed or even given of the opportunity to give their consent save this District millions of dollars make your policy clear all teachers and counselors must notify parents on any sexual matters or there's the very real possibility that others will be joining this lawsuit agendizes policy go on the record your voters want to know what your vote is on this item secondly if I have a moment I would like everyone to get everyone on this board to get this book I could not read the whole thing it will it gave me nightmares by what's going on in our country in our schools Across the Nation and at this moment at this very moment you heard tonight it's going on
052in our town please help parents and grandparents we want the best for our kids thank you next we have Debbie Jillian good evening I'm here just to speak in general and I'm here to speak to you about your curriculum childhood is a time of joy and innocence and this should be an absolute right for all our children one percent of elementary school children have gender dysphoria but you are affecting the 99 percent most kindergarten children don't know how to tie their shoes or recite their home address when they start school but instead of teaching academic Basics schools are actually promoting identity confusion emotional harm and insecurity negative impacts that last a lifetime it's no wonder that Child and Adolescent mental health issues are in a steep rise when students are taught to question their own
053identity and select from an ever-growing list of confusing options gender identity is taking precedence over student and well-being and safety it has infiltrated schools without parental consent and at the expense of academic learning you were elected by everyone in this room your undermining parents constitutional rights to control their children's education on sensitive topics Public Schools should not become a place where children are exposed to radical sexual ideology Carrie Krueger let's go [Applause] it couldn't be more clear that systemic patterns of secrecy disregard for the rights of parents and the public and lack of transparency are running rampant at Chico Unified from practices with students on campus to the way the board president runs these meetings the patterns of secrecy and disrespect is not this surprising but it is very concerning at the last meeting the
054board president stated and I'll quote there are children present and everybody does hear what everybody does say and we also have a civility clause for this space that succinctly is to please remain respectful and refrain from any sort of bullying harassment or otherwise negative comments that may hurt some other folks who may be more vulnerable than others a couple sitting up front Jeff and Samantha Shaner flipped off board members and speakers they disagreed with Jeff also verbally abused every female speaker who didn't support the parental secrecy policy the board president did nothing while this happened in Clear Sight of her she did nothing to protect those vulnerable women nothing this was stunning given her comments about civility it wasn't until Jeff said Fu udumbi after my speech when I requested intervention in public outrage ensued
055and he was finally kicked out of the meeting these board meetings are the only opportunity the public has to address their elected officials the practice of tolerating disrespect and disregard for the Public's right to address our government officials without harassment is abhorrent it's a cure It's Curious that video footage from the meeting shows the camera angle changed part way through the meeting so that viewers could no longer see the shaner's disagree disgraceful Behavior this move suggests the district was aware of the shaner's behavior and instead of standing up for the victims of bullying once again employed a pattern of secrecy and lack of transparency somebody simply changed the camera angle further expressions of the systemic patterns of secrecy lack of transparency and disregard and disrespect for parents and the public continued when the board leadership
056motioned to table the parental secrecy discussion until it could be discussed in private the board president already had the opportunity to ask questions and discuss the topic for as long as necessary with the district's attorney Mr Gantt but instead chose to remain silent and keep these discussions secret the patterns of secrecy lack of transparency and the disregard and disrespect for parents and the public with how these meetings are being run mirror what's going on in practice in Chico schools within the culture that exists among admin teachers and counselors who feel entitled to keep parents in the dark while transitioning students without their parents knowledge I am not surprised at all that this is happening given the patterns that we are seeing in these meetings but again it is very concerning [Applause] Connor wesnell hello I'm
057Connor Wenzel uh I would like to ask just uh philosophy does anyone know how many folks in this room right now identify as lgbtq what about trans or non-binary identities the answer is we don't a person won't know until they are asked by someone and that's only if they feel safe and comfortable enough to share that information or if they choose to share publicly how many people here would be willing to share with this room something private something that they've held close to themselves for at least a year something about themselves that would make them a minority of our current Society thus make their lives harder I outed myself during the last board meeting and I'll admit my heart was racing my hands were shaking and my voice quivered I'm an adult I've been outing
058myself for the past 11 12 years and I still felt that way in this room and I did it because I felt I had to many parents of lgbtq students feel that they can't come forward to speak for fear of outing their children which can then Target them for more harassment and bullying on campuses so do you think a student would want to out themselves if this is the same language they hear sentiments they've felt or seen in their home it may be unintentional or not that's not the issue the issue here is what the student feels and believes the issue of the non-discrimination harassment policy number 5145.3 isn't about secrecy it's about privacy and yes even children have the rights to privacy the Trevor Project reported that in California only 30 percent of the
059lgbtq students felt supported at home while 50 50 percent felt supported at school good work and thank you board staff admin Educators for continuing to work to reduce the 69 percent of lgbtq Youth that reported experiencing symptoms of anxiety and the 50 experiencing symptoms of depression by continuing to follow the Chico Unified School Board policy 5145.3 non-discrimination harassment as is the continued adherence to California Assembly Bill 1266 and the national family educational rights and Privacy Act FERPA you are continuing to work towards creating a safe secure and healthy environment for every student a place where students can develop their knowledge skills and competencies necessary for academic success and their personal well-being in other words you are improving lives if not saving them thank you our last speaker during this session is Benito abarco Sanchez sorry

061as if it occurred in regular order but that's not exactly what happened what happened is the chair made a motion to table Mr Lando seconded the motion Mr tennis offered a substitute motion he was interrupted mid sentence by Mr Landau called a point of order and then ruled on his own point of order incorrectly I might add that's a person who's entitled to me to make a substitute motion and inquire whether there is a second and that motion should be voted on first not second and so you essentially overrode your own rules of order in order to squash a legitimate substitute motion now the remedy for this is to undo the entire process and to repeat the vote I'm not suggesting that but what I am suggesting is that this matter come back and that
062you review your rules of order that you understand what procedure is because the public expects these orders to be conducted in regular order okay so uh this or this motion should come back Mr tennis should have an opportunity to present the motion to propose the policy changes that he wants that he's suggesting the chair should give the rest of the the board an opportunity to discuss and second I'll offer amendments friendly amendments and so forth before a vote is taken on that motion before an original motion is is gone so I would ask that the minutes be changed to reflect the fact that his motion did not fail on regular order it fold by it failed by the exercise of improper order and that you need to acknowledge that that happens so that you create

069based bargaining we had been at odds for a number of years on many issues surrounding collective bargaining it was a it was a big leap and we used a CTA trainer that was amazingly good your team bought in the cusd team bought in and within a year things had changed miraculously and you have kept your faith in keeping the interest-based bargaining tool working the way it should and I just want to say thank you from this board member for all you did to initiate change in the relationship between cusd and cuta thank you you're welcome but it it would not have happened Without You Eileen you were the driving force on that so thank you and that you pushing us that way made my life a whole lot easier I appreciate it I I was

071nearly 6 15 and so we're rolling into item 7.1.1 informational special education communication update sorry for the delay yeah I thank you to my parents for being very patient and waiting for their opportunity I want to thank you for inviting our parents representing some of our student families I have invited many parents and it was based on parents that have contacted the district attended meetings had issues or concerns with the district I contacted more than 50 people in order to get across variety of people to ensure that I had they we could address their questions concerns and attend to any of their complicated needs of their students I am pleased that several of those parents are here tonight and as a representation of the others I've spent it there are others that have submit speaker
072cards or emailed the board also these parents represent 1 792 TK through age 22 students which is 14.8 percent of our population in Chico Unified and an additional 296 zero to three year old students which brings that total up to 16.6 percent of our district population you're about to hear from their experiences directly Julia I'd like to invite Julia rogoff to the microphone hey Phil the the microphone just seems a little soft to me yeah can you bring up the volume please thank you my name is Julia rogoff I am a parent of a special education student that attends Marsh Junior High she is in your mod severe program and I've spoken here before about how wonderful it is I love I love her teacher and I love the staff there I do want to
073make a point that it is very very difficult for parents of special education students to come to these meetings and for us to stay this long it is very hard for us to have respite to have parents watch our children because it is very hard to find people to watch them so when you extend the time that you told us that we were supposed to be talking to give everybody else an opportunity instead of following the actual rules that you set forth it was very difficult for us and I think that you have to concern consider yourself consider everybody else and not just the people who might want to talk everybody should get a chance and I don't think you understand how difficult it is for us I want to address two things they asked
074us about special education experience and what we're all about and two things you hear it a lot inclusion right and it gets lost and I want to give you a specific example a couple of how I think we could do better um the middle schools have started some sports teams and I think that is wonderful and I love that they're doing that for the population and on the flyer it said all levels available but is that true because when I said I wanted my daughter to play I had to set up a special meeting with the principal did everybody else have to set up a special meeting so that their child can play is all levels in this District really all levels or is it all levels except children who have disabilities because I think
075that's what it actually is my child is in the mod severe program there are children in the severe program what would you do if they wanted to play right now you have no plan there is no plan every time you have an event every time you make a new program no thought is given to how to incorporate special education students into those activities I always say I wish we were an afterthought because we're not even there special education isn't even an afterthought to Administration or the school district most time we're not even to that level we're not even a thought I think that a line item should be but every time a school creates a new activity for typical students they need to ask themselves how do we include special education students in these programs
076and I want to call specific attention to your CTE programs at the high school level we have a problem in these programs and the problem is teachers who are discriminating against special education students and not allowing them in those programs I've worked at the high schools I'm a paraprofessional as well as a parent and I hear the teachers talking about how they don't want our students in their classes I want you to check the numbers I want you to check how many months of your students are in CTE classes I want you to check level one you may find one or two I want you to check level two CTE classes and you will find zero they are barred from these classes because of teachers and administration who are not pressuring teachers to let our
077students participate they're given a million different excuses why they can't be there I was actually told by a teacher when I was asking why mods of your students were not in your culinary CTE program that has a million dollar two million dollar facility that there is a stove a stove in the mod severe classroom that they can use are we separate but equal here because I really feel sometimes that's what we are we're not included we're not thought about and it really needs to change and I've been at this for 10 years beating this drum of inclusion and it gets tiring to have to say it over and over my daughter and children like her deserve to be included in every single activity of Life on campus and right now she's not included at all
078and I think that I would love for the board to come and really start asking these questions looking for the students where are they in campus life because you're not going to find them they're in Portables they're stuck away in the classrooms on the side of the very back of the campus they're not integrated to Everyday Life I asked a high school student hey how many times do you see monster students around campus and he was like we never see them sometimes they come into our classroom and they pick up our trash so please take a look at what's going on in special education and how we can make it better for our students and now I'm going to introduce next person okay so now we have Megan Stewart and her lovely daughter here and
079she's going to talk a little bit about her experience in special education hi hi I'm Megan Stewart this is my daughter Faith she's six years old she just started kindergarten at little Chico Creek School in January she did her first semester of kindergarten in Glenn County and preschool in Tehama County and so far this has been our best experience Faith absolutely loves her teachers Faith do you like school she's been over there squealing for about an hour now just to give you an idea of Faith's needs she has several medical conditions and disabilities she spent hundreds of days in the hospital she's used the medical helicopter five times she takes medication throughout the day and uses a feeding pump she's unable to move herself out of her room if she needs to she can't tell
080me anything about her day in addition to her disability she takes medication um like I said she has a low immune system so I have to be really careful about germ exposure for her so you can imagine it can be quite nerve-wracking to leave her in anyone's care so I have to have complete confidence in her caregivers to give the right amount of medication at the right times to be prepared to um deal with an urgent situation if needed a couple of weeks ago we did have an urgent situation in the classroom while Faith was at school and I was just very um I was very impressed with how quickly a nurse drove to the school and responded and resolved the situation just like it needed to be on face first week of school I
081just really appreciated that the classroom staff and teachers they allowed me into the classroom with her for the first four days they let me teach them the way that we do things the way that the doctors have um have trained us and I just really appreciated that that they allowed me to do that and make sure that they were doing things the way that needed to be done and her whole classroom stuff has just been extremely accommodating I just from um well I'll just say that everyone that we worked with has been very competent they've worked quickly things that I begged for for months and months in other counties were literally provided the first week that we started at little Chico Creek we've had a spectacular experience and I just want you to know that
082and I feel like everyone has just worked so well together and the main thing that I love communication has been wonderful without this within the school system within the administration and everyone just seems to generally care about faith so I couldn't be more pleased with our uh the way that you guys have handled everything thank you [Applause] next we have Elaine Ward and Jessica hunt talking about their experience at special ed um so specifically I was asked to share about the sped paranites that Jessica and I had encouraged the board to implement so that sped parents could have more time to discuss those areas of concern that we had overall I feel the parents are really welcome to this idea of having these little mini groups however I feel there's still room for improvement um
083it's apparent oh let's see if it's apparent that there is still a level of mistrust and distrust I looked it up those words mean two different things but all comes down to trust there's a level of mistrust and distrust that parents feel towards a district and it shows and questions they have asked during these meetings while we were discussing a sports program to allow our students opportunities for team sports a parent essentially asked how do we know that the district will follow through with what they're saying right now who will hold them accountable again she phrased her question differently but when she was asked to repeat herself I had to restrain myself from interrupting her and interjecting by saying she wants to know if we can trust you guys to me for a parent to
084ask a question this way I feel like they've been given lip service before they have experienced the districts and they have experienced the district not following through on promises or statements made another another Improvement would be adjusting the time statistically a lot of um our families come from single parent homes so when you have a meeting at four o'clock most of those single parents are working or like Julia mentioned they have to find respite care which has been very hard for parents to have students with disabilities having it at four o'clock you're automatically disqualifying a large portion of your parent population to participate in this discussion we were told when the topic of time came up we were told that these meetings were planned in advance that's poor planning because you don't recognize the Dynamics
085of your parent population when it comes to students with disabilities finally we need to have topics or providers share information that actually apply to us as a district and a county at our last meeting we had Rao family empowerment of Northern California percent present to us while Rao is a great organization most of the information shared was only offered in Shasta County it was hard for me to see parents get excited about their Slate Program which helps with the social emotional development of autistic students children it was hard for me to see parents get excited about this program knowing it wasn't offered in Butte County we were told that uh sorry we were told that the district did not do a good job of informing Raul about the information that they should present particularly the
086IEP support that they can offer our families and again that's poor planning if you're going to have a meeting to be informational you need to make sure that the information that's being shared applies to your families that are there because then it rolls over to being a family's waste of time trying to find respite care for their child if they don't bring them to the meeting or even families adjusting their schedule to accommodate for these meetings overall these meetings are happening uh these meetings happening are a good thing conversations are happening what can make them even better though is if school board members and principals actually attended these meetings a lot of parents that have students with disabilities feel you especially as board members don't care that our students are a mere second thought to
087you don't take into consideration our students and their needs that perception needs to change you need to ask yourselves how you can make that change hello my name is Jessica hunt many of you guys know me I've been to quite a few of these meetings I am the mom of two wonderful 16 year old sophomores at PV with autism first off I'd like to say that the special education nights are really a great step in the right direction this is something I have been with Chico Unified since my boys are at Loma Vista and this is the first time that we're having these type of meetings and I think they are a work in progress and that's still a great thing because the district is actually listening to some of our input and I am
088proud to be part of that and help change that um I think that um again parent nights do need to be more about our area I understand you know what happened with the royal family Empowerment Center um I get it it happens um but that's something that we are all going to be looking at of finding people I will personally call for Northern Regional Center hey you guys want to come and do a presentation in our parent night we'd love to have you this is what we'd like to hear I think it's important that we all get involved and when I say all everybody here everybody here and everybody out there we can't do it alone I'm tired I'm tired of doing it by myself I'm tired of looking at my friends and seeing us
089all have the same looks on our face when we hear something else that has happened I'd like to go back to a situation um in particular with the board members it was around covid when we were talking about whether we were going to go full time in May and you guys had the very difficult decision of voting on that I'm happy to say that you chose to leave it the same at this time though I was telling you how wonderfully my twins did in having that half day schedule how they their reading program was increased how their math was increased and one of the board members said after I spoke that we needed to find out why there were these improvements what things were we doing that the boys got to improve not one member
090of this board reached out to me nothing so I felt really like a second class citizen like my boys don't matter I know you guys have a lot of students but all of these students are important thank you um just really quick before you bring into the next person because this is a presentation so we can't interrupt briefly um can I I just need a little clarification for my own categorization in my brain some of the meetings have been bcoe driven meetings haven't they so all of the parent meetings have been District presented the all the parent means so there's been uh in September there was a four o'clock meeting in November there's a four o'clock meeting and then uh six o'clock was our special ed students with disabilities at Academy and that one was
091at 6 pm um that was the one that was at 6 PM that had child care provided all four of them all of them have had child care we have had Child Care at every single one I do work with bcoe to bring different trainings in we've had far no other enduring presentations on new light parents to IEPs and they've they it's an eight series presentation that's been happening at PV then we do provide child care and food to that one and then with this other Workshop coming up that is going to be and I hit the sealer Thunder with Julia this group reached out to me to present I passed it on to our new CPAC committee and said would you guys like to be the ones to first present it and they're present
092at four o'clock because that's when their presenters are available they're not available any later so there are other things that impact times that we have um okay so all of this is separate from there are also bcoe special education meetings happening that are that are separate from this conversation that we're having the we I work in conjunction with them like they presented a rights law presentation okay and we together I guess I just need understanding why I'm confused about that that's all that we can address it later there are specific parent meetings and then there's specific workshops and we've also started CPAC this has grown Way Beyond and is what my vision was three years ago during covid and luckily we've been able to do it this year and if you look at the timing
093of when I had the first meeting it was actually before the board had asked for these to happen Okay so thank you we have another presenter her name is Mandy Browning and she's brand new to our district so I'm excited she decided to talk today thank you for allowing me to speak today um I'm here to talk about my son Malcolm light Julia shared I'm my family is not only new to Chico Unified but we're new to school our son is only four and he was just assessed and placed at Loma Vista he just started last week so we're one weekend so I am brand new to all of this this is my very first meeting so bear with me here if my voice quivers um well Malcolm has been going to school for a
094week and it's obviously been a very fun eventful time for him meeting his new teacher she has a rabbit I mean it doesn't get any better than that for a four-year-old he's meeting new friends and he seems to be adjusting really well given that it's only week one but as his moms my wife Danielle and I have really struggled to get to this point we've gone through several assessments that have been very stressful um and our first experience with the with school district was in the form of an IEP which for those of you in this room who've never had to participate in an IEP it's an extremely stressful situation and while I'm grateful for what we're calling team Malcolm our IEP team is extremely dedicated and really sees Malcolm for who he is and
095the assessments that the school psychologists provided from Loma Vista matched what we see at home and I was very happy to see that they saw him for who we see him as nonetheless entering into that that conversation that legally binding conversation in the format of inp as your very first experience was very stressful I know that she spoke about having IEP trainings and she mentioned this to me those are things I for sure am going to be participating in in the future I guess my experience that I want to share with the board here tonight is that as a new parent coming into having a child that's going to be entering school but then also within the realm of special needs um it's a whole other level and I'm grateful for the support of the
096the parents who've spoken here and the others who I continue to meet as I throw myself into these meetings to try and hit the ground running it is a lonely place and I encourage the um School Board here to really listen to what these families are sharing the good and the bad and really commit to making changes that can help the overall success of all students within the school district you know like I said Malcolm's four so you will be seeing us because we're very we're very active participants in this process but not all parents can be and I just encourage you that when you do get feedback to really take that to heart and try to make the changes that they need to help their kids be successful thank you thank you okay I
097also wanted to share that we do have other meetings that are LED in collaboration with parents for the district we have started is called a CPAC committee special education care education parents advisory collaboration there is a head committee a lead committee that is five parents and administration from Chico Unified primarily right now that is the special ed Administration and well all Administration and all board members are welcoming those in fact you have received by invites to the meeting on Friday and then we would love to have all of you come to that meeting I have heard from Kelly that if I space things right I can actually have every single one of you there so um I would love to have you participate in that I would love to see you at the lcap meetings
098and at the parent meeting so you can see firsthand how the structure of these meetings happen it is very open and is very collaborative and we are going to be adjusting schedules to do alternating schedules um many of the times it's based on when presenters can be available to present I'd rather have them at inconvenient time than not have them at all um I want Julia to do last part of this presentation just an invite to people to be part of the CPAC um school team one more time for me okay so I know I spoke about the CPAC like right when we were getting it started and I want to say thank you to especially Diane Olson here for embracing this idea and really running with it I mean she was she's been such
099a driving force in making sure that we make this happen and it's going to be phenomenal for this District um I really would love if there's any parents watching or if anybody here knows of parents who want to get involved with us we're looking for School site Representatives each site is going to have a CPAC site rep so that they can reach out to the administration and the other parents at their site to get more parent involvement to get our voices heard more at the school level which I think is where most of the changes get made and we really are looking for those strong collaborative voices who want to make positive change so if that's somebody that's you or you know of somebody who wants to get involved um we have about half of
100our School site reps spoken for but we we want to fill them all and next year we really want to hit the ground running and get some parent engagement activities on the books so that we need those site reps um and I just want if you have any questions we're here I accidentally skipped one person point of order for me I missed we had one presentation on the lcat meme just so that you got some information on what happened at that lcap meeting that you weren't able to attend Madam president um thank you I'd I'd like to just mention to you guys that at age two and a half I was primary caregiver to a grandchild and by the age of three that grandchild had been assessed at Loma Vista and entered innovative preschool and
101completed her whole educational process through Chico Unified and I never once missed an IEP meeting so I I do know some of the struggles that special ed parents and kids go through so you do have Advocates I think other board members have experience as well with our special education system and so if you don't see me showing up there I'm sorry that I wasn't able to make the meeting but I I have walked in your shoes and I I do understand to some extent what you're going through comment also although I'm a board member I'm also a parent of a special needs kid and he also has an IEP and I hear you guys and I know what sacrifice you're making tonight just to be here and I just want to say I I've walked
102in your shoes and I share your story and I would love to come to one of your meetings as well I want to be a an active member in that so thank you um so in regards to lcap meetings in the summer of 2020 I actually shared with Diane that I felt the importance of having lcap meeting specifically for parents that had students with disabilities why because I felt a majority of parents felt that the elk the lcat meetings that were previously happening happening did not pertain to their student and the same reason why parents that have students with disabilities don't join PTO ptso PTA because they feel what information is shared there it does not apply to their child the specialized lcap meetings have really started the hard conversations hard conversations that need to
103happen for positive growth and change within our district at the most recent lcap meeting it was shared of the high uh that our district hired 80 plus paraprofessionals which at the surface level it looks and sounds great but in an exchange I had with a fellow parent raised the question about how many more are truly needed this is where transparency needs to happen you can share the great wonderful magical things that are happening in our district but you also need to know let parents know but this is where we want to go this is what we're aiming for that's how we have growth that's how we have change uh we as a district we can't continue to just Pat ourselves on the back we really do need to publicly acknowledge to parents those difficulties that
104we are having because we as parents we see those and when we don't hear it being talked about we feel as if you are blind to the idea of what is happening in our district and we want our um and we want to make sure that our parents feel supported by the school board by District employees and especially by principals or I know I've gotten up here and shared sometimes mostly bad but I have had both good and positive experiences in the school district I've had good and both both good and bad experiences with principals very as Diane called them unique experiences but I know my experience with a particular principal has happened to other parents as well um I really encourage you as board members to attend these meetings because you get to personally
105experience and witness these joyous experiences that we share as parents that are our children are experiencing but then you also get to see those tears of Sorrow that come from parents of how much more our district needs to improve upon and how much growth that we need in our district again I know we all have busy lives when this topic was brought up when Mrs dalby made a motion for a updated discussion to happen a certain board member who I'm sure know who they are um said how long is it going to take because we have lives that's not a good way to show something I did not say that yeah you did I did not say that yeah no yes you did but I'm glad you send me the video okay I'll do that
106for you that shows your constituents that you don't care constituents that's voted for you with that have students with IEPs if you're going to directly talk to me I'm gonna directly talk to you I didn't know that yes you did if you want people to know that you care show up come to these meetings we all have busy lives I have busy lives my kids have busy lives I make lots of sacrifices to be here my family makes lots of sacrifices for me to be here saying you have a busy life not an excuse don't use that as an excuse you're going to take our time extending like Julia said more time for other people to speak don't complain about having a busy life because apparently you don't if you're going to extend the time
107so people can talk well I didn't say what you're saying I said so I'm not going to worry about it you did you said how long is this going to take because I know I'm sorry I apologize show up just let people know that you care make the sacrifices of your time to be there let parents know that you care let students know that you care many eyes are on all of you um I did have them go back to slide number two if you look at the top of slide number two there is a link in there on the parent input responses from the November meeting and then the district steps in meeting some of the needs within it and then at the last special ed Workshop I had already given you the responses

110week snowed in for our Spanish class we had a hard time with no one to help us Topete tried to help but she has a whole class and we don't have an aid in our ceramics Mrs Somerville a long time sub tries to check in with us the district says we hired 86 aides the math is about three per school for the district shout out to Mr Hightower for everyday math skills I really like my teachers that I have now and they work really hard and they need more help and Renee spageri is kind and always listens to my brother and I thank you [Applause] I'm the next speaker is Nakaya Langley and please correct me if I say your name wrong I'm really self-conscious about saying names wrong that was my second guess and
111I was like I'm gonna get it wrong okay thank you it's okay nice to meet you guys it's my first time speaking kind of excited um I am here on behalf of my son Aiden um he attends Parkview he has Down syndrome I do watch these online because that's as good as it gets while I lay with him during the time that you guys are doing these really late um he's been attending Parkview for two years unfortunately over the last few years we've had multiple incidents of him getting harmed by other students now I'm a really awesome person in letting it go because the students don't really understand there's para AIDS in there they try super hard to kind of bypass it but when you know when your kids if you have kids understand if
112they have marks on them it looks like you did it really when you take them out in public okay my son was smacked across the face had a handprint across his face for um a good 24 to 48 hours not by me by Studio obviously um so having multiple incidences unfortunately having para AIDS I think in my heart I think that we should probably have less students in the special education classrooms with the parades to protect students through you know chairs throwing Etc it's not their fault in any way shape or form it's not anybody's fault really the students are stemming or having you know an outburst it's you know Common nature for even human beings right us as myself I have outbursts too right we're human but they don't understand to calm themselves right
113they have to have a certain way to do it so if my son gets hurt on accident by being pinched or being smacked it's unfortunate but it does hurt me as a parent okay now that being said also it's a safety issue as well because you know you let your kids go to school and it's safe for them to be there right you drop them off and you're like please God nothing happened to you today our students usually are in a classroom for four years I don't know if anybody knows that but so my son is in this classroom for two years and one more year he should have been in it for four years technically so they're in a mobile all the way at the other side of the left side of the school
114um it does feel quite discriminatory the bathroom's around the corner and they can't really get to the bathroom if they have accidents Etc and it really makes it hard for everybody I just want to say I do appreciate the staff and the teachers and all their hard work that they do and they're doing their best they can they really should be getting paid more to be bit and hit and scratched but thanks for listening thank you our next speaker is Jennifer Gallagher hi I'm Jen Hasty Gallagher this is my son Christopher we are almost at the end of this process he's a senior this year and we'll be leaving probably for the adult program but what I was asked to speak I thought that I would have some Insight after such a long process through
115through this school district we started when he was three years old with Loma Vista and we are ending this year at Pleasant Valley High School um I wanted to start with the strengths of Chico Unified District or school district and I think that I should preface this with I am a former special education teacher I am a former fifth grade teacher I am a current kindergarten teacher in a different District um so definitely one of the strengths here for Chico Unified I think are your teachers and we started at Loma Vista with some fabulous teachers and um made a decision to move him to an elementary school that was not our home school where we thought he would do well he did not and being involved parents as we are um we went out into
116your other schools and chose the well what we thought again was the right place for our son and we found a little Chico Creek which was definitely I'm sorry it took until fourth grade to do that but was a was a turning point for us in in his education and actually in his life um he then went to Marsh where again he had a fabulous teacher and fabulous aides Dennis and um then went on to PV which is finally our home school um where we have another fabulous teacher um if I had to you know look at I wouldn't call them I would call areas we needed to work on for Chico Unified and I had said you know I mean here we are he's 19. we've been at this a long time I could
117go all the way back and talk about all of the issues but I thought I should probably just start thank you with um since he started high school and I just think communication has been very lacking I do know what I'm doing thank goodness I went to college for this um but you know one of the special education principles was quit let go I don't even know I was not informed I was told by another parent um our special educator education coordinator changed again I found out from a parent is that my time up yeah that's your time that's fine if you have that if you if you could scan you don't have to type but if people could scan the rest of your comments and send them to this us that would be really

121and be here at five o'clock in the morning um the the reason we're here is because the state of California has instituted a new Ed code that gonna provide some funding for transportation their goal in the beginning of this process was to provide homeschool transportation for every student throughout the state of California well they can and fell short of that so this is the compromise go ahead and go uh this new education code is 398.00.1 and it's uh part of the the process is that we need to ratify this in front of the board we've talked to go ahead and go we talked to the the parents we've talked to the students we've talked to the elementary school principals we've talked to the transit authorities because all these people are involved in this process what
122we're trying to do is we're trying to get more students on the buses and there's a new priority according to this Edco go so now um home to school transportation uh has a new criteria the board policies that we had previously were pretty close to what the Ed code was requiring for the smart special ed we're in line with everything already we provide all transportation services to all kids who've qualified through through IEP and have hit all the marks the home to school transportation we've already proprieted transportation for homeless students to the foster care students and provided free transportation for low income go what we're going to do is add because of this this new law we're going to unduplicated students and what that means is we're going to add English Learners to the people
123who can receive Transportation free we just have to add that to our application we've already got that process set the district also has to prioritize students by grade so the TK students will be the ones who received the first priority to ride the bus and through the grades all the way up so what this means is that at the beginning of the year we'll do our typical process of accepting applications for everybody filibusters as much as possible but what will probably happen is when we become saturated and no longer to accept any more applications people who were at the secondary grade level will lose their ability to ride the bus if we have an influx of elementary kids so this is something new and something we have to make sure that the board understands that
124the public understands yeah so we have to approve this before April 1st and that's why we're here today this is our last opportunity okay are there any questions so Premiere so overall this expands the number of students who do not pay for transportation correct thank you okay that's exactly what it does and it's a win in my book thank you very much yes sir it's one in my book too I'm a little concerned about the prioritization so how does that impact students who are able to to drive or maybe they maybe the the reasoning is that you know they could be we could help them have Alternative forms of transportation like um the public transportation right yeah that's part of the process we actually met with the uh the public transportation area also on the
125they agreed that wherever we're not able to provide that transportation that they would be able to try to pick that ball up okay that was yeah there's like a window there where kids still can't drive even if they're high schoolers right right now all of a sudden they don't get to ride the bus right again my vision you know just to reiterate for the board is to transport every student that goes to Chico Unified yes you know I'd like to have 75 buses and how do we do that how do we do that lots of money yeah and lots of drivers anybody want to be a school bus driver that's what I was looking for yeah where are our school bus drivers out there potential School District if anybody wants it's a Shameless plug I
126would love to train you the hours are are odd and the pay is not you know spectacular but you know it's really rewarding some yeah hours are flexible yeah yeah yeah I like your advertisement yes I'm working with you yes I appreciate it yes the bottom line is is we want to offer these students these services to all students who need it in our district which is a very broad long District that's not just Chico central no no we go all over the place to Cohasset Forest Ranch all over the place yep so um anybody out there who's semi retired and is looking for a little extra income we would love to uh come see Bob in transportation 891-3097. 130discussion no all those in favor hi hi thank you okay we're up sorry Julie good evening thank you for having us tonight and for your consideration every year in March the district updates the demographic study this data guides the planning for school facilities into the future tonight we have King Consulting here tonight to do a brief summary of the larger report that you were provided last week please welcome Rob Murray and Jamie Eisman thank you Julie and uh good evening Madam president members of the board staff I first just want to lead off before I get into all of the Glorious details of the demographics that we want to cover tonight uh just with a quick acknowledgment as Julie said we uh are fortunate enough to get to come here every year and present this
131and especially in a very dynamic demographic environment which Chico USD is it just can't overstate how important it is to have that opportunity to check in annually and as you'll see tonight spoiling uh some of my results a little bit this was a very good year to have made sure that you were checking in on some of these indicators so much for what it means in the year to year short term but really looking out ahead we are starting to see some things that are actually starting to paint a little bit different picture than what I've been up here and told you some other years for those of you who have especially been on the board a long time and heard me do this more than once or twice but that said my name is
132Rob Murray I'm the director of demographics at King Consulting I have with me here also Jamie King Eismann who is the president of keen Consulting you'll hear a little bit from her later just touching on some of the state funding opportunities that the district has taken part in and has coming up but for now I want to go ahead and give an overview of what we have with your demographic analysis and student housing report and so again you'll see some specific examples of all this and of course not everything in the report will be covered tonight in detail or even touched on it all in some cases that said if you have questions about something that you noticed in the report that I don't mention please feel free to ask but the big picture is
133Chico USD aside from the anomalous year uh during the covet pandemic when you and just about everyone else in the state had a lot of things shift around a lot of people pushed out of the district saw that year of enrollment decrease otherwise you have been growing consistently for a while but the demographics really are looking like they are changing and so now instead of it being a situation where you're demographically neutral or demographically growing and you have other factors adding on to it you're entering more of a kind of competing offsetting Trends absent anything else going on demographically we might expect you to start going down that said you still have residential development bringing new families to the district you still have Universal TK transitional kindergarten rolling out and adding students who are getting
134to enroll with you earlier than they used to be able to and those things are boosting enrollment and the net is still growth but we're seeing it slow down and so we get into some of those things in detail and the first one up really is uh in that 2014 to 2015. that is the year when you cycled into the growth pattern uh you can kind of see the bars up top there uh since 20 that 14 15 school year you had been growing very consistently you had a one-time loss of students what we have observed in your district is that those students who left tended to have left you entirely at that time but it didn't change the demographic Trends you see the last two years uh since the that that one big red
135line on that bottom chart that shows the year-to-year change are pretty consistent with a couple of years before the pandemic you're still in that growth pattern and if that's all we're looking at uh it looks like we're kind of still business as usual and that's why it's important that we dig in a little bit and the first step of that is we look at your kindergarten enrollments here and this is important because what happens every year when new groups of kindergarten students come into the district is this is really the engine that's driving what's happening with your total enrollment if you see that cohort size getting bigger or smaller then that gives potential for your total enrollment the change because if you think of it as kind of like a big snake uh where you
136have cohorts coming in or let's just call that a hose so it's a little bit less scary uh but they kind of come in one end and youth can kind of sometimes you see a bubble moving through where you have a bigger group of students that comes in you know it'll be 10 years before they hit high school but you can absolutely see it coming then it hits just like you expected it would because it's based on students whose numbers that you know because and that's kind of what's been happening again you see between 2014 15 and 2015-16 you jump from 775 to over 900 kindergartners and then you had a run of some big incoming cohorts and that's fueled that enrollment growth that you saw and I mean those kids haven't even hit high
137school yet but you see the last couple of years you've had a couple of those kindergarten cohorts getting down closer to 800 and so that opposite effect can also happen uh you know 800 kindergartners come in and they're replacing a cohort in elementary school at least that started off in the high 800s or around 900 as they move up to middle school and that's going to make your Elementary enrollment almost certain to drop you I mean you'd have to have a lot of offsetting factors just to overcome that so that's why it's important that we look at that and then before I get into a lot of the details on what's driving the enrollment projection we do want to acknowledge the residential development and specifically it's important to contextualize that we look at how many
138kids do you actually get out of homes that are built we call that a student generation rate and as you can see from this it's a lot of numbers I'm not going to necessarily go over them all in detail but we look at it by type of housing which is very important uh anytime you have a below market rate or affordable house that's going to have a higher number of students that you tend to get out of that a single family detached homes tend to have more students come out of them than attached homes or multi-family Apartments and I'm including a couple of rows for you on the bottom there that show also the last couple of years because we look we look at this every year sometimes you know we're looking at the uh
139you know we usually go back and Survey a few years of things and sometimes the same home might be surveyed from year to year but oftentimes there's new things that are built coming in and what we're seeing is single family detached housing multi-family housing is pretty consistent year to year we are seeing that some of the affordable housing that's been built recently has not been generating as many students as we saw even last year or the year before a single family attached is just been a bit more variable I think it's more last year was a little bit of an anomaly uh being higher than the multi-family that tends to be the lowest type and we're back to having that again but what this means is when we're looking at the development coming up especially
140the number of affordable housing units it's cooling off a little bit what our projection says in terms of how many students you're going to get from that now they're still again not going to read this out to you but still have a long list of projects at the city of Chico has now these aren't all the all 3500 plus units here are not necessarily all going to be built over the next few years this is very Market driven that's another reason it's important to check in on this pretty regularly but this represents hundreds of new students that are coming to you even with that little bit of cooling off from seeing that some of the most recently built units are not generating as many students as we had seen other times and you also see
141the location here very very concentrated right now in the Southeast you know still a long way to go but we also know uh Valley's edge with the the most recent uh project that is at least on the road to moving forward uh just continuing that growth to the southeast part of the city and so just being aware that even for a district with you know lots of movement of students and open enrollment it does still absolutely matter where you're seeing some of this development set to occur so that's a good segue to our spatial analysis it's just a good reminder I find a lot of with the District staff this is one of the tools that gets referenced the most often and so I just want to do a quick recap of what these matrices
142show and what some of the terms mean and this basically just gives you a one shot quick guide to who lives where and who's going to school where if you look down those columns that just shows each School boundary you can just then look across to see how many kids who live in that boundary are going to what schools if you want to look across a row that just tells you here's all the kids going to that school what boundaries do they live in across the bottom and those uh reddish colored boxes when we say in migration and out migration that's just a quick way to capture and migration is what percent of the kids who are enrolled at a school or coming in from outside of its boundary out migration is what percent of
143the kids who live in the boundary are going to another Chico USD School especially at the elementary level where you have a hooker Oak and Rosedale plus the Open Enrollment that you have in general you have a lot of that in and out migration from boundaries across the district then that net migration is just on you know it's a zero sum it's just on net uh you know every single school has people moving into and out of it but just which ones on net have more coming in than out or vice versa so I always like to explain that every year just because there's a lot of really good information in that if you know exactly what it's telling you so now that said on to our projections and again I've already mentioned talking about
144kindergarten cohorts how important it is to understand uh how the difference in size of the incoming cohorts is going to drive your enrollment Trends and the way we project ahead for kindergarten cohorts is largely driven by District births and this year the 2022 births are officially in the books that's another advantage to kind of coming in in March because we have that opportunity the California Department of Public Health only lags a couple of months getting all of those out and available but what we're seeing now is 2020 you uh we're below a thousand births for the first time in quite a while and there was a rebound in 21 but 22 were back to even lower and even that rebound last year is still uh those last three years or three of the four lowest
145years of births on record going back to 1990. so in terms of kind of demographic bellwethers this is where we're saying we are seeing demographic uh you know just there's some kind of brake pumping going on in terms of a few years ago before we started seeing these lower births it was your on a growth trajectory nothing is really indicating that you're going to do anything different until we see otherwise now we're to that point we're seeing otherwise most districts in California have been dealing with this for a long time you're just starting to see it here and of course that will be the importance of seeing if this how much of a sustained Trend this is but what this does give us that red box that you see there those are the years of
146births that you haven't seen show up as kindergarteners yet and again that includes three of your four not if not ever but at least in the last more than 30 years lowest birth totals again there's just so many kids around uh you also have Charter in private schools in your area so you don't even get all of those as kindergartners you have some that move in but there's a very strong correlation between births and looking four or five years later to kindergarten enrollment so one bit the next bit though is once you have those kindergartners in you know you look at the difference in size of cohorts of who came in and what cohort they're taking the place of essentially but you also have all the kids who were there last year who expect to
147come back again this year so this is just your high level summary this is all of your k-11 students from one year and then you go forward and you have all of the first through 12th graders the next year if you were located on a remote desert island and it was very difficult for anyone to come into or leave your school district you'd expect this to be about zero in reality lots of people leave lots of people come in every year on net uh you tend to get uh you know two to three percent growth aside from one very obvious outlier uh which we have already talked about where a lot of people left during that or you know that first year of the pandemic but otherwise and you do expect those cohorts to grow
148as they're in the system and a lot of what you're seeing here actually is the effect of that residential development that's a lot of what's driving this so as long as that continues at about the pace it has been we would also expect those cohorts once they enter to grow again and yeah about two to three percent a year on average you know some of that is yeah go ahead Miss Alby I'm just wondering um what is is there like a is it a snapshot in the year or is it average of the whole year that you're looking at that from year to year that is a great question and yes there was an official census day that is in early October every year and so we're comparing year to year on that same census
149day so that low column is actually from 2019 is before coven uh that that one would be from October of 2019 to October of 2020. so basically it's the spring of 2020 is when we had covet hit and that was that first fall when we started the school year while coven was good I guess so it is average of that 2019-20 school year is what you're saying is what we get not the October 2019 date yeah it's the October 2019 K through 11 and then you look at that what you would think would be the same students in October of 2020 who are now first to 12th graders and that year you saw about a two percent decrease and that student population I'm just trying to figure out yeah no it's it's a lot of
150numbers and math but the main thing that we're getting from this is that you are still a growth District in terms of once you have kids and families moving in and out you're netting Positive Growth usually uh but the big result of everything just showing you the projection here reflects that again I didn't mention explicitly but you still have this was the first year that transitional kindergarten eligibility expanded you still have three years of that before it effectively becomes a new grade level for all four-year-olds uh and so that's driving some you know a little bit more growth through 2025-26 after that point uh it's very modest growth but still growth uh but a lot of this is and I'll show the whole chart here which I know is a lot of numbers very hard
151to read but it's really looking across that those top two rows you see 214 transitional Kinders this year growing up and I I believe you're still a little under enrolled in that proportionally to how many kindergartners you get the next year so even as that program continues to roll out I believe you'll continue getting more as it becomes increasingly normalized that school starts for a lot of people at four years old if they want to come but if you look at the next rowdown in kindergarten again you saw from the earlier chart uh down around 800 that doesn't even reflect those two those couple of years we've had of really low births so you see as kindergarten drops off into the 700s in some years that's where again instead of enroll all of the and
152migration and students generated from Development building on top of a flat line it's kind of filling in what otherwise would have been some decreases and you're still netting what looks like it will be growth but it's really leveling out some of the far out projections that I've given you in years past had more of a steady line up and we are seeing the beginnings of uh tempering that and again this is based on some of those lower births that we've seen if that keeps happening this is still about what we think you're looking like but it would be very important uh again this is dependent on some things like continual development happening and continuing to put about the same number of new families moving into the district as you've been seeing so there's a lot
153of things that can change and then of course this as the whole reason I'm still up here now instead of patiently waiting for my turn is this is all relevant to looking at facilities so we have the facility capacities that we have been using that were developed uh you know with the facilities as you have them uh so this is just looking at that same uh just breaking it out by school with each school's individual enrollment projections and where you see it highlighted in red is where that school is has projected enrollment that exceeds was identified as its Target capacity no some of these capacities may change as other projects are contemplated and into course as you see for example in Shasta there where it's highlighted all the way across that doesn't mean you know
154the target capacity doesn't mean like uh a building capacity the fire marshal sets that's the most kids you can have no more kids than this just means that that's the level that the district has identified as the best fit for those facilities you know some of these schools have had much higher enrollments in the past than what their target capacity is now so just always important to help Define those terms but again looking at this really highlights the sites where you do have that level of enrollment that you know when compared to Target capacities stand out a little more at the intermediate and high school levels you don't have anything that really jumps out in the same way yes Ms Robinson yes thanks Rob on uh this slide Shasta has large numbers but and and
155you said it's you know what Chico Unified has set as their target capacity but isn't there also a problem with the state deciding how many students and what grade levels you can have depending on the acreage of the site that you have put the school on yeah getting into some detailed territory but yes there are CDE and the acreage of a site comes into play when you are requesting to construct new buildings sometimes with what you already have in place which is what your capacity is based on it's not directly related but it can inform the conversation of how easy it is to build more on some sites hey and then I'm actually going to invite Jamie up to give you a little overview of your state funding picture is it something else that King
156does and ultimately all of this ties in together so Jamie thanks Rob good evening president dalby members of the board superintendents daily we're so glad to be here I have one slide so I think I'm going to be like your favorite presenter tonight um not just because it's only one slide but also because I'm just here to share with you and staff and members of your community prior to jumping off in this facility master plan process what good fiscal stewards you have been with the local funding that your community has committed to you and to your facility planning process so you have actively I don't know that we have another client we work with over 100 districts in the state who has so actively pursued State funding to match with local Bond dollars truly you
157have an incredible staff who cracks that Whip and makes sure that we don't leave any money on the table on your behalf so um thank you for the opportunity to do so this is just a summary of the state funding that you've leveraged through 2022 so first state modernization funding a little over 3 30 million in new construction including the CTE projects I think at Pleasant Valley High we got you over 15 million dollars or we applied for and you received over 15 million dollars so a little over 33 million for new construction and CTE and 8.3 for a charter school application so the total funding you've received since the Inception of the program is almost 72 million dollars to match with local Bond dollars now that was since 2000 but just under the measure
158K bond that passed in November of 2016 you've received almost a little over 36 million dollars in state school facility program funding so again asking your community but also making sure that you are asking the state for every dollar you're eligible for is critical so well done in addition to that funding that you've already received we have been working hard to submit another 15.2 million dollars worth of State funding applications those are on the workload list and awaiting processing in addition to all of this funding we have ident and identified enough are 55 million dollars that you're eligible to receive for this next phase of your facility Master planning process and we will be working closely with District staff to make sure that we get those submitted so thank you so much for having us

162Chico Unified School District it was passed focusing on improvements at the then two junior high schools that we had and all of the elementary schools little Chico Creek Emma Wilson and Forest Ranch were constructed then the land for marsh Junior High School was purchased and multiple multiple projects were performed at the junior highs and elementary schools way too many to list here in 1998 measure a was passed and measure a was passed primarily its purpose was to develop a new High School site out at the where we purchased the Canyon View Property for years that it took to decide what property to purchase and get the purchase done enrollment declined severely in the whole state of California but specifically in Chico as well and that made it where it was not prudent for the district
163to build a third Comprehensive High School so there was a lot of public input a lot of board meetings for several years until 2007 the board felt that they could decide to spend those dollars on the two or excuse me the comprehensive high schools and our Alternative High School so the projects that were completed there were quite substantial with those measure a bond dollars um the Performing Arts Center at Pleasant Valley High School two-story classroom buildings at both high schools construction Academy at Forest I mean I'm sorry at Fairview High School arts media entertainment CTE AG CTE bleacher Replacements Inspire School of Arts and Sciences two projects at Chico High School to name just a few and then in 2012 measure e was passed for 78 million dollars and that's when we developed our very
164first facilities master plan and we've developed phases of implementation and in the first phase we decided to start with some quick start projects some things that were badly needed for Safety and Security emergency repairs fencing exterior lighting wayfinding signage that sort of thing for safety and then massive technology improvements and Ada improvements at every School site also we moved into phase two with those dollars at the junior high schools where we modernize the facilities and added brand new science facilities and upgraded the science facilities in in the other Junior High School which brings us to measure K which was passed in 2016 for 152 million dollars 15.34 of those dollars are allocated to our local charter schools and we started on phase three of our master plan those projects you've seen at Marigold Lomb Vista
165Shasta nildao and both stadiums at Chico high school and Pleasant Valley high school and then moving into phase four projects Emma Wilson Pleasant Valley High School CTE and modernization and Chico High AG CTE projects and that brings us to where we are now go ahead Caitlin I'm referring back to the previous presentation these projects or at least some of these projects were all funded just by measured K dollars right they were also some of those other pieces the state money that that we applied for that also matched some of that absolutely every project that is tackled we also pursue every bit of State funding that we can get to supplement our local dollars okay I just wanted to bring you all up to speed on our bond history and with that I'm going to introduce
166to you Laura NAS from lionakis architects who will walk us through the master planning slides I'm just really hello everyone we're really happy to be here um Rob and Julie and ourselves have been working very closely to get us to this update today this is an informational item and there's a lot of information so um we're going to talk about what a facilities master plan is the guiding principles that we're working toward what our engagement process has been to date and then walking through at grade level first the elementary schools the junior highs high schools and then we have some questions for you about what's next so what is a master plan a facilities master plan we like to boil it down rather simply what do we have what do we want to need and
167what does it look like to get us there so we've been in the very deep dive in the what do we have and what do we want and need so that our next steps will be developing the Alternatives that we will come back and present to you as a master plan um in 2019 you had developed some guiding principles and some of those were based on the growth that Rob talked about earlier and managing some of that growth we have a slightly revised set of guiding principles to respond to the changes in the demographics and the first of those is the right sizing of schools and making sure that we're aligning those projections With Your Capacity keeping the commitments that were made in the past and in the 2019 implementation plan TK planning you've heard
168a lot about TK planning it is a growth area and one that has a significant facilities impact special education planning it was great that we were on the same agenda as they because special education planning is also a big driver in this master plan as we try to get our arms around an issue that has facilities impact and of course Safety and Security kind of underlays everything that we're doing this is the current implementation plan that was part of the 2019 master plan you can see the red line that goes vertically there that's where you were at the start of the 2019 implementation plan the red arrow is where we are now McManus is about to go to bid as the next up project and this is an opportunity or a pivot point to make
169sure and confirm and validate the assumptions for the implementation plan so you saw a lot of these numbers in Rob's presentation I want to share with you what those the red yellow and green mean in this in this piece we have looked at the projection numbers for 28.29 and identified the model Target capacity the ones in green are fairly well aligned the projections align with the capacity the ones in yellow are the ones that are 10 over their capacity or more and the ones in red are under capacity so we have room at all of those schools why that becomes important to us in facilities Master planning is as we go into modernizer renovate schools we're constantly looking for space to adjust to accommodate things like TK and special education but also to accommodate students
170as we modernize and renovate schools we wanted to share with you where we are to date on the engagement process we have had Community meetings throughout the district hosted at the two high schools and at each of the middle schools with the feeder elementary schools invited to attend those meetings we've done site walks with all the principals our engineering team has been out on every site to analyze the conditions we've also met at the district level with all of your internal departments in order to assess their needs in the master plan going forward we've had two steering committee meetings which is a group of stakeholders across the district and our core group at the cabinet level we've had three meetings so a lot of feedback has gone into this thus far you can see some
171of the engagement we've had in person in with sticky notes and all sorts of good conversations there were also surveys conducted we did student surveys at the middle and high school level through your District system you can see bathrooms that are always come to the Forefront but also playgrounds outdoor spaces comments on internet and even student acknowledgment of their concerns of Safety and Security whether it be drop-off areas or bullying which again ties back to those restrooms often at the staff level we had over 250 participants while not all schools participated we did start to see some themes one was that there was a recognition of the district's commitment to district-wide technology upgrades to playground equipment those improvements you see across the district but there were a lot of open-ended comments as you might imagine
172they were very specific to individual School sites but there were some themes around deferred maintenance leaking roofs gophers and things in the fields restroom again the restroom theme comes up and a little some questions about equity and whether my neighbor's school was getting more attention than mine and then there was a community survey as well this survey was predominantly to test the awareness of what's being done with facilities in the district there were over a thousand participants there and really wanted to see did people even know what you were doing in the district and did they know it was in conjunction with the master plan and then there was a list of things they wanted to know more about so again how we reach out and get that information out to the community as we
173move through this master plan is clearly important we do have virtual community meetings scheduled for May at the same locations with the same feeder concept some of our sites didn't have as High attendance as we had hoped and the in-person meetings and we learned during the pandemic that we could have really good success when folks don't need a babysitter or other things and allowed them to participate virtually so we're trying that in our second round to make sure that we have more eyes on the master plan so I want to start with the elementary schools as you saw from Rob's presentation that's where the initial concerns are in terms of both capacity and over capacity of schools so we address the TK planning issue we wanted to look at a decentralized model so that each
174site received TK why that's that that gateway to attract people to a school site and that cohort then in theoretically remains on site and feeds the population there there was an agreement that we would try to plan for 65 percent of your projected kindergarten enrollment or about two-thirds not capturing you're not capturing every kindergartner and we probably won't capture every transitional kindergartner so planning for 65 percent of that 24 four to one student ratio and that we're going to recognize that not only does the Department of Education require kindergarten facility standards for transitional kindergarten but there might be some small accommodations for those younger students that we need to make in those facilities we also had a good conversation on special education at the elementary level identifying the need for too mild to moderate um
175spaces at every site and identified eight Elementary School sites for the moderate severe program again trying to get our arms around that facilities planning so we do it well and we're prepared with restrooms and space and storage and things that are needed for those programs so then we go into the condition assessment this is a result of the engineering disciplines the architectural disciplines all being on site and evaluating the existing condition we've organized them from green to Red Green is we're good to go we've put McManus there because it's about to bid and and be more or less a new school the yellows they're in pretty good shape you know they need little little deferred maintenance ongoing things like that the oranges we're starting to get to that area where um we're almost going to
176spend as much to bring it up to your current District standards as a new school would be and at the red level that's an almost an absolute so you can see uh the grouping of Chapman Parkview Rosedale Sierra View it's not a coincidence that those are all the same plan they were built around the same time they're almost a prototype template school and that they all have very similar needs over time so what we've learned you can see here again the red yellow orange green has been applied to individual buildings this will help us in the generating of budgets for the school and a lot of green at the at Shasta yellow at little Chico Creek and Emma Wilson so those are not sites that we consider next up or next priority in terms of
177what we've learned to date these are the four quadruplets I guess they would be um and so they have very similar finger Wing classrooms undersized multi-purpose rooms and just aging infrastructure at every one of these four sites Chapman Parkview Rosedale and Sierra View we've categorized those four in the question mark replace or renovate what we have learned certainly in McManus but also Neil Dao and Marigold is that the time it takes to renovate an existing occupied school is to about two to two and a half times as long as if we were to build it from the ground up and so that's one option is that we can renovate in place understanding that the community has let us know that they'd like to see things moving more quickly so we also brought some options about
178how we can do it more quickly how we can do more at the same time but also more quickly one is that you can on the sites that have available land we have Park View shown here with the blue overlay can we build the school on the land while the students are occupy the existing school and then do the swap and build the fields where the existing school is we've done that successfully across the the state because most of the state's inventory is getting up to this age and seeing that need for some replacement or can we find a location that the School site can move together and stay as a school but in a new location while their school is either renovated at very high level or replaced I have a question yes I
179recall recently that we came across an issue where a project became a lot more expensive because we were doing some massive Renovations but then the state required a lot more extra testing and things like that that drove the cost of that project up and so is that what we're talking about here is like the reason why we may just consider maybe even shifting students to another site for a year and just doing the whole do-over piece because that may may actually it is in fact McManus that we our firm is working on is the example project or one of the example projects where we have some deep modernization but some also strategic replacement and the state um mandates that if you're going to spend 50 or more of the replacement value of a school and
180that's around 250 dollars a square foot right now of re of modernization that you have to do a complete seismic analysis and upgrade and that pushes that number much higher and also requires that we do an assessment and a review by DSA to approve the testing protocols there so when you package all those things together along with the extended construction time which of course time is money in the construction area that length really does become impactful on the overall budget of a school and slows down the ultimate delivery of how quickly we can do it sorry our current practices it has been option one up there renovate existing School in multiple phases over two to three years yes and we haven't done option two or three necessarily in in recent okay no and that's why
181we've brought it forward for consideration as we look to this next round of the quadruplets and Beyond what what might make it go faster for your community um and then we have citrus and Hooker Oak which are more unique schools smaller Footprints smaller schools both in that kind of historic feel that really um all all Building Systems need some improvement there as you as you know and they're not easy improvements um because of the nature of the of the building so we've identified those as replace renovate or repurpose how might we use those in a better way so one of the things we were asked to also take a look at is in addition to the Target capacity is looking at the total unduplicated students for each site and what percentage that represents of the
182student population there as well as the English language learner percentages so as we start to look at these Equity questions this can be informative for you on the board the the line items in the peach color are those projects that were those schools that fit into our either our green category that they're good to go because they're like new or the yellow category where they're very close to New so we're really pretty focused on future phases around those schools in that are listed there in Gray I'd call them the quadruplets Citrus and and Hooker Oak should I pause okay this diagram overlays your existing attendance boundary map with some I'll call them wide Circles of influence around all of the school sites in where the star is the white circle is the Hedgehog when property
183that you own of a future potential school if growth was to mandate that the red schools are those ones I mentioned are under capacity yellow over capacity Shasta and Parkview and the green is those that align capacity roughly with the projected enrollment one of the things I'd like you to point to point out to you here is the kind of density overlap of the schools in red almost competing with one another and all slightly under or more than slightly under enrolled I think that will help inform some of the discussions later but it is you look at McManus for example that is under enrolled the idea in the 2019 master plan was to draw from Shasta into a new McManus right and where we'll see where that goes and certainly Rob will do that work
184when McManus is complete but that was the intention in moving McManus into its position in the implementation plan we'll see what it does to the adjacent properties as well but this density map it does a really good job I think of showing where your capacity is not aligning with your um projected enrollments you saw this from Rob this is the in and out migration again another layer for future decision making when we talk about right sizing opportunities we take those demographic enrollment projections that Rob presented and we look at what are the ways we can take advantage of that Surplus District capacity um when we know that so many schools are under enrolled at the elementary level can we use it for some interim housing for renovation so that we're not so disruptive and we
185don't have such long length on those implementation plans is there any other need in the district for support facilities or other things that we could use some of that capacity because you have to remember your cleaning heating air conditioning all of that Surplus capacity on a School site it can also be an opportunity to remove Portables if you don't need that capacity and then certainly the discussion of a new location for inspire which is the first Domino that needs to fall for any future improvements at Chico high school and an opportunity to use the Portable Buildings that they're in currently for swing spacer interim housing while other buildings on that site were renovated so those were three areas of brainstorming for ways we could utilize and take advantage of quite frankly that Surplus capacity that
186you look to see for the long term at the elementary school level so when we look at revised capacity we are looking at model loading scenarios why you heard a lot about cohort right in the demographic projections we developed three scenarios a small at the bottom medium and large school sites that roughly align with your smallest medium and largest school sites but that maintain a consistent cohort from kindergarten through fifth grade so if you enroll as a kindergartener you've got a seat for the entire time that you're there when you go into your current School sites you'll find a lot of variability there partly because of the in and out migration but also just a pure space issue at that site so the lowest is a 320 student model the middle is a 496 student
187model in the high is a 672 student model yes just for clarification the columns from left to right grade level number of classrooms for those grades loading standard loading standard per classroom yes and then total number of students per grade level yes okay thank you and the loading standard I should mention the district has a preferred or a Target loading standard which I will say is conservative right it's 24 to 1 K through 3 28 to 145s but what that allows us to do is make sure that there's enough space with a little wiggle room for those bubbles that inevitably come through come through a School site so when we start to look at and this also includes two special education rooms per site with the acknowledgment that the mod severe program would be on
188top of any of these model loading scenarios so um when we apply those loading scenarios to the projections I'm sorry I need to interrupt you can you go back to the previous of course um so I I think I'm just not understanding maybe the the concept behind having to spread classrooms regardless of model capacity so that was a discussion we had with the special education department and the um was having two at each site and two mod severes at eight sites they identified eight sites but had some flexibility there so we were hoping to get through this process and see where our Surplus capacity might be and make some recommendations is your point that the bigger site should probably have more special education would think that math kind of yeah drives that concept and I
189think that's a fair Fair conversation we can bring forward and you'll note the TK for each site is one less than the kindergarten back to that 65 percent roughly capture rate of the incoming kindergarteners so when we take those model capacities and again when we're in the planning mode we're working in sort of theory and perfect alignment but you can see we can align most of the model capacities to roughly the capacities they have right now I'll point out one exception in a moment and what that results in is about extra seats however you want to describe that Surplus capacity that assumed Shasta at 496 and we're going to walk through an example there so when we talk about Surplus capacity we have the equivalent of at least our middle-sized school as excess capacity for
190the long what appears to be the long term so we did a couple of case studies because I don't know if you're all graphic learners but I am and so we took the new McManus site and applied our 672 student model to that and it is tough to read but that is the model for McManus that we can upon its completion house 672 students at the McManus site again with the intention to draw from some of the over capacity or near-capacity schools adjacent to it we have two scenarios for Shasta the Department of Education and Rob started to allude to this um through title V of the California code of regulations has guidelines and regulations around School site size and number of students there are always exceptions and always caveats we know San Francisco Unified
191for example probably asked to ask for exceptions all the time but we did have when we did the Shasta project we did have pushback from the Department of Education that this School site was starting to push up against and exceed the site-sized limits so we've applied what Shasta is today to this and it would be the 672 student model with one exception we don't have anywhere to add three transitional Kindergartens for this site if we move ahead and apply the mid-range the 496 student model we have some Surplus space for special programs but we have enough existing kindergartens because we have five to do three kindergartens and two transitional kindergartens this is just to show how this Capacity Analysis can really affect up and down the the graph can affect those overall numbers on the
192site this will be one of the choices that in the April board meeting I think we'll be talking asking the board for is our Shasta alternatives for example boil down to do we not add transitional kindergarten and that becomes one of the sites where we don't introduce that model so it can continue with its big population in K through through five noting that the multi-purpose is fairly undersized for that high enrollment or do we do the other do we add the TK and move that cohort through the whole K-5 reducing its overall enrollment probably the one that this most affects this site size and the transitional kindergarten Edition breathe breath are we good okay moving to the junior high schools again similar application of the yellow um the green yellow orange and red you can
193see that Marsh being the newest has a lot of green with the new facilities in yellow it's in really good shape a Bidwell is also had a number of interventions and improvements it's really the classroom Wings on that site and then Chico Junior has we call it great bones but many of the facilities on there will need deep renovation and this will be one of the tricky ones where we will need to either Hopscotch or provide some interim housing um looking at those sites trying to address some needs for physical education for their mod severe program as well as their undersized science rooms are some of the next phases that were assuming will come for Bidwell and as I mentioned at Chico Jr the single point of entry is one of their areas of concern
194they have a monitor in that front lobby so some kind of a configuration of the administration as well as modernization of those classroom wings at all of the site we saw a burst of need in the wellness area student Support Services as you might imagine and so that came up pretty thematically throughout all of the campuses and Marsh again with its recent um the recent build and its new construction is in in really good shape Chico High School the Inspire campus is shown there with the white dotted line around it as I alluded to that piece of real estate is really the part of The Dominoes that will need to fall to do any next phases at Chico Junior High one is the renovation of a specifically the front historic building those kids need to
195go somewhere those Portables might provide that opportunity and that footprint has also been a footprint in the 2019 master plan for future Performing Arts Career Technical education space expansion as a future phase or a later phase in the master plan we also met with the athletic directors and small interventions their stadiums obviously are our new relatively new but captured their feedback as well and then we had a community meeting and some of the feedback is there we had a great group of students who came from the architecture program on that site and we're very interested in helping us plan their new school so it's great having them there hopefully future employees of ours and this was the 2019 master plan and again that footprint that you see in the hatched area is where Inspire is
196now Pleasant Valley um we talked about this you see a lot of green and light yellow here and that was the Career Technical education money and the new build on that site it's in really good shape with just a couple of exempt exceptions uh Building B for example and the Athletics program again in very good shape future mat room those kinds of things a little smaller community meeting but some very engaged athletes showed up at our at our meeting and so what's changed since the 2019 master plan all those spaces in red have been renovated or re or new construction so a lot of work has been done at Pleasant Valley Fairview I mentioned the quadruplets I don't know what the five is quintuplets this is that same same plan same building same Windows same
197doors the whole thing so it it fits in that orange red category the district is currently looking at some big restroom improvements there but that that building is is aging as well um so uh capturing the need for multi-purpose space a lack of a secured entry and this plan from 2019 had included physical education and culinary spaces those needs have changed but there probably is a need for a future inside Gathering space on that site we did get special education recommendations at the junior high and high school level with not a lot of change to the high school current status but a needing to add one room at the junior high level and I think Julie's in the process of looking for adult program space at Pleasant Valley as as we speak so we do
198have some discussion required before we can move ahead and I believe this is what's anticipated on some decision making for the April board meeting one is how do we address the Surplus capacity issue and what of those strategies we talked about what seems appealing to all of you in the master plan those interim housing options we talked about moving people off site or building adjacent or the long long extended construction schedule are all of those options okay and we can use them on a case-by-case basis again trying to move the program faster we talked a lot about Inspire our approach to that is it at Chico high school or does it get moved to an alternative location to start those dominoes the impacts on school size and capacity transitional kindergarten special education but also your
199required Arts and Music funding is putting pressure on school sites especially those that are using every room for um you know K through five classroom space and then um we're going to need to work on prioritization of the elementary schools in particular assuming those are still first priority to address this capacity piece and then sort of I guess the fun part is there is still money to spend out of the remaining bond funds and so do we start the next facilities master plan project in the updated facilities master plan or do we prioritize safety security those restroom upgrades and other things that might be a stop Gap to what will be ultimately a future need for a future Bond so not we're not asking that much of you today no I it's a lot I
200know but this is where we are this is really a progress update and we hope to be back and and presenting a final plan uh later this year or early in the fall thank you Laura [Applause] thank you very much that that concludes the master plan presentation for this evening and we open it up for questions and comments do we have any questions from the um from the board question technical questions or clarification from the board it's a lot of information there we go there were a couple of points where we were asked are these options okay the option to consider on a case-by-case basis um building on the the grounds of the school and and housing the students either at that same location or moving them for for a year I think that's two
201options I think we were asked whether or not to consider Inspire staying at the Chico High site and and building there are those things that we can um you know state that yes these options are are okay or not today we don't need to do that today for moving forward we can't do that today because this was information only oh of course so um I think the idea is that um we will we will have to decide as a board when we want to bring this back for Action um which I was anticipating bringing up during Adams from or board members requested to agendize but we can suspend the rules and we can make that motion now because we don't have an act this is not an action item we kind of tied our hands
202behind our background accident let's not do that now but I'm sorry um if you don't mind I would like to spend the rules in a different way and we're going to be here all night the five of us have to be could we go to public comment right now and then bring it back for us for technical question discussions things might come up from the audience and I know a lot of people have been waiting a long time long and anticipated to get to say their piece and that really might inform the discussion so so what we did do is we asked each of our schools to work with their ptas their parent population and designate a representative from each school to address the board about what they saw about their needs so we do
203have speakers from each school you know some will be very quick some will be a little bit longer but they each have up to three minutes and then we do have some speaker cards as well after that so if it's okay we could jump right into hearing from our school sites thank you um so we're going to go write an order alphabetically which means Bidwell junior is up first and I have on my list uh Mr Dave McKay the dude himself good evening uh in addition to the great information you already received um for our students easily they're focused on the restrooms that's a high point and then overall from staff and and parents we're looking at modernizing an elective building that also has a Performing Arts capacity that would also allow us to repurpose
204the current music room and expand our indoor PE area which is a big big issue with our growing school also again the emphasis on office space and room for student services and community-based counseling that Community School concept we need the place to do that stuff with our students and then our science crew I was looking at modernized science facilities to support 21st century steam classes thank you [Applause] um um representing Chapman I have Megan Walling oh yeah also disclosure if I say your name wrong please correct me that is a standing order thank you request not order sorry friend friendly requests you said my name correctly so nice job we get a lot of wailing good evening my name is Megan Walling and I appreciate this opportunity to speak with the board regarding our facility
205needs at Chapman Elementary I have been a Chapman parent since 2016 and we as a community feel that our school facilities do not reflect the great pride and love that we have for our school and its staff as a Chapman parent these past six plus years I felt on multiple occasions that our schools received the short end of the stick and has been one of the last ones to receive upgrades or improvements I'm aware that our area of Chico is not experiencing as much population growth as other areas and that our school population is almost compared is also comparatively small to other schools in the district but nevertheless our kids deserve to come to a school that they feel proud of and in which they feel safe and secure our facilities are outdated and have
206a multitude of issues when it rains water leaks into multiple classrooms and the gutters don't properly divert the water which creates huge puddles on our blacktop and Courtyard areas there are three toilets on campus to accommodate the entire staff which is not enough sharing a campus with Sherwood Montessori means that we are very short on space we have support staff crammed into every open closet portable and small area that we can use the after school program which serves one-third of our population uses an old pump room for their office we had to break down our Wellness Center a couple of years ago a space that was used by our counseling staff to host group counseling sessions help students reset or reflect work through conflicts Etc because we needed an extra classroom the counselor and counseling
207assistant are now in such small rooms that group counseling and social emotional play times are challenging moving forward we essentially want what has been given to other schools in the district because our students like all other students deserve to have a campus that is clean safe functional and beautiful we want the quality of our facilities to match the quality of our staff and student population specifically we need a multi-purpose room that can be used for activities such as PE assemblies Sports and performances these extracurricular activities are often difficult to offer to our students because of our limited available space we need more staff bathrooms and renovated student bathrooms we need a new roof and drainage systems to better handle the rain our portable buildings are way outdated and should have been removed or replaced years
208ago our classrooms were built in the 1950s and it shows we need more of them and we need them to be bigger if we're going to continue to see class sizes nearing 30 students a piece we have many diverse needs at our school and we need the physical spaces in which to meet those needs through counseling intervention special education and enrichment opportunities we need a Wellness Center not only as a counseling space But as an integral part of our PBIS system we also need a sensory room that could be used by our students in the special education program but also by students who are having a trauma-related meltdown panic attack or who just need a place to reset and calm down lastly we would like to have an enclosed area on our campus for the
209Kinder TK and preschool classrooms this will give teachers greater peace of mind and will make it easier to collaborate and support one another in conclusion I want to say that every time I come onto one of these beautiful remodeled campuses I think when's it going to be our turn our students deserve this too so I really look forward to the day when our facilities reflect the quality and pride of our school Community thank you thank you [Applause] I will say since these com these comments are not specifically public comments that the three minutes is is please keep it to three minutes but I'm not going to cut you off in your last sentence so make sure if you do go a little bit over just be respectful of everybody's time and wrap it up as
210ASAP please thank you up next we have Chico High Doug Williams thank you for having us here this evening I do want to start off it's been echoed before to to really thank the voters for passing all the school Improvement bombs obviously with with the dollars and and a lot of those Bonds were passed in difficult uh Economic Times for everybody so I think that says a lot about our community I also want to thank the board for spending all this time and deciding because when you have money it's like Mom's purse everybody comes asking for there's a lot of pressure in that and I also want to thank the district and the planning Agency for going out for additional dollars as well if they as has been shown tonight um our tree our Chic
211life facility we Echo Chapman we we see our our school as much more than a a passive container for educational processes it's it's an integral component of What's called the conditions of learning and I think the uh it reflects the respect that we have and the importance placed our students see that and and they see that reflection in our facilities um specifically I also want to point to the plan and the fact that we I know this plan changes it's like my four kids they're all going to get new basketball shoes the same month someone's going to get them new ones and someone's gonna have to wait so I think people understand that and the plan is really easy to follow Chico I alone has changed from the 14 plan to 13 million dollars spent
2122016 the plan was 38 million dollars 19 it's 37 and we haven't hit part of that so we understand this changes I just wanted to make that statement it is a plan specifically Chico I wants to thank uh the board for classrooms and our G and K buildings that were built our Lincoln Center our Lincoln gym our beautiful stadium and several Ag and other CTE classrooms tonight I would just like to specifically advocate for Remodel remodelization and upgrades already included in the 16 and 19 facilities plan for our buildings A and administration B and C classroom because these include vital office spaces which house attendance counseling Administration and student services and thank you for your time thank you um Chico Junior Pedro Caldera hello thank you school board for allowing me to speak for a
213little bit first of all uh thank everyone here particularly our community who has been supporting us for so much so so many years um Chico Juniors wish list uh update the locker rooms update the gym add some uh drinking fountains some ones that you know that that work uh create new office space uh we have a um you know we've doubled in size in the past 16 years going from 460 to around 950 students so we have additional uh support personnel and it'd be nice to have some additional office space now uh but I do want to say the following we know all of us as administrators that you know we're all vying for getting some updates to our schools and we also know that not all of us are going to get it we
214understand that what I do want to ask the school board is to consider the following the Recruitment and Retention of Tradesmen that help up keep our schools our schools are beautiful and they have a lot of charm and you know there's what I call Chico Junior my this is going to sound really wrong but she's kind of like my old lady and I want to take care of her as long as possible I don't have the skills but I do know that our awesome mno do their best to support me and I'd like to support them by asking the school board to see if we can get some additional Tradesmen thank you [Applause] first we have Kristen shalotti good evening and thank you for this opportunity to speak joining me um is our principal principal
215Shannon Payne again my name is Kristen I'm a parent of two children who attend Citrus Elementary and I I guess I want to say I too feel like I completely identified with our speaker from Chapman this evening um with many of the things that she noted as the school needing um feeling a little bit like we're Left Behind over there in sitters too as you know our school's a very old school 87 years old so obviously it's a school that you know the needs for our school are much different today than they were at the time that it was built as a parent my Maine we're not mean but High concerns are certainly with Safety and Security I had really prepared kind of a almost like a wish list to share this evening but during
216the facilities master plan presentation I I noticed several of you nodding and understanding an agreement when it was noted that citrus was at the bottom of that list of of schools or I should say maybe the top of the list for for needing needing help needing Renovations and better facilities now our school is just I I love our school I'm so proud to be a parent of citrus kids I'm so proud of everything that Shannon has done for us and I knew I was going to get emotional up here um but you know you look around and there's more places on our campus that needs help than doesn't and our children deserve a better place you know they deserve they deserve the facilities like we see here this is a beautiful school and my youngest
217had the opportunity to take to take um TK here last school year and just I was wowed and amazed in every turn when I toured the school before she started TK um and I'm so happy that the children here have this facility these facilities and have all that that the school now has to offer I wish that for citrus too I wish that for our children they deserve it we are a true neighborhood School so the kiddos that come to school you know at Citrus live down the street live around the corner many of them are walking to school biking to school because that really is the way they need to get to school we have a lot of families in our school who are you know strapped then financially the thought of them having
218to travel distance go elsewhere to go to school neighborhood schools that could just be a big burden for them so this idea of you know replace renovate or repurpose I'm concerned about the repurposed part and we can't see our kids you know be Bust or have to travel elsewhere um sorry I really started for my notes um but I hope I hope I can convey the love that we have for our school and the need that we have for for better facilities yes I've got a question of clarification thank you for your comments um I've toured Citrus and it is a great school there's a lot of love with the staff and it really was touching to see um the old building which has a lot of charming aspects to it and a lot of
219history with the mud rooms off the classrooms and all that kind of stuff do you uh think that that building in your opinion feel free to chime in Madam principle um needs to be torn down and rebuilt different opinions I mean you know one thing that for me is so special about Citrus is it it that the charm of this of this old facility this old campus this old building it's I personally would hate to see that go I I feel like there must be a way to preserve it maybe it's not the best facility for classrooms maybe it can be used in a different way but still be a school I don't know again Shannon might have different ideas but I I personally don't want to see see it go but I will say
220those mud rooms aren't mud rooms anymore they're they're offices for our counselor their rooms for children to have reading groups they're tiny spaces that are being used because literally every space within that main building is needed they're not storing cleaning equipment and school supplies their housing staff and students so you know it's it's the function of the functionality of the building is used to the max thanks Kristen I would encourage you if you didn't get to speak all of your notes to definitely scan and submit those to us just if you want us to see the rest of your thoughts thank you it was mostly my nervousness okay oh sure [Applause] um Julie okay so were there some particular issues about the building we were just talking about at Citrus regarding whether we could or
221their extra hurdles involved in re-modeling or renovating that building so similar to what we discussed with the example of McManus for this seismic upgrades Citrus is the oldest school that we have in current operation and major deep dive Renovations for citrus would trigger some very extreme seismic upgrades to that building and which would be very very costly so not to say that we couldn't do a lighter touch on the existing building to improve its condition but it would have to be very light under that 250 square foot cost that Laura was discussing earlier so I guess I'm saying is if we if we did a deep remodel on that would the that front building that is so Charming survive would have passed muster probably not okay cost wise it would it would not pencil out
222okay thank you very much sure um next up we have Emma Wilson I'm just gonna say those things instead of trying to get everybody's name right it gives me anxiety a little bit you guys they know who they are I just don't want to say Courtney's name just kidding hi I'm Christy Taylor and I'm assistant principal at Emma Wilson and I'm Courtney Conley the principal at Emma Wilson and Emma Wilson is as you saw one of the new newly newer constructed schools compared to others and we really just want to take this time to thank the board I think the district and thank the chico Community for the support of the school in the last few years we have had the addition of a TK and Kinder wing and some upgrades to the playground areas
223and again we're just very thankful for those upgrades and want to make sure that we take this time to to thank all of you in the chico Community for that and we also wanted to appreciate the fact that schools were using these schools as hard as we can and these students are out there you know really using the facilities and the teachers are really using the facilities and what I appreciate about what Julie and Laura are doing right now is really looking at where the most immediate need is in Sharing The Wealth making sure that they're they're getting to the schools that that it's their turn so we just appreciate you guys and we appreciate the fact that you're really looking at what's going on so thank you thank you we have Fairview and all
224Ed good evening and thank you for your continued support of the alternative education family every campus can make a case as to why they should receive priority with respect to facilities upgrades with such an immense immense task to determine who receives what and when and when to acknowledge the work that goes into that process all Ted students are referred to us for expulsion chronic absenteeism Credit Recovery probation smaller class sizes Etc the overarching theme is chronic absenteeism absenteeism and a disconnect from their comprehensive comprehensive programs for various reasons the bottom line is students are told they need to enroll in our programs to find success and reach their secondary goals the pressure to re-establish a sense of belonging to any campus or program falls on the shoulders shoulders of our dedicated staff just as it
225does with the wonderful staff at the referring sites the difference being our students are now generally speaking at the crossroads of their academic careers in Chico Unified and in some cases their young lives we can speculate the impact on our community of chronic absenteeism persists to the point of students dropping up we're grateful for the educational services support in all aspects and the work from mno Team to inspect and maintain our campus you already know the master plan and need to renovate and or replace all buildings on our campus with the exception of the the Cal and AFC Portables on the west side of Campus while our shop is about 10 to 11 years old it has been played with constant electrical issues since its Inception as evidenced by work orders throughout the years said
226issues have led to machines breaking down and most recently the compressor has been ruled completely inoperable staff students families and our neighbors cannot know all of the conversations we have had as a district to prioritize the needs of our students but we discuss it whenever possible to ensure they know just how much support we really have that being said the constant theme is the appearance of our campus we can theorize all day long have facilities tie into attendance staff work tires tirelessly to break down barriers to Student Success and the feedback is consistent the all-day campus needs upgraded PE facilities to ensure physical education can take place throughout the entirety of the school year and not just when the weather permits being outside whether hot cold or wet weather when outside we are tasked with
227keeping our program separated from one another primary primarilies for safety given we serve students in grades 6 through 12. or field like many others is overrun with moles and Gophers making it dangerous for more rigorous PE activities and narrowing down the options available on the former Elementary campus our students and staff see the failing Drainage Systems of our buildings with each storm and the constant issues with HVAC HVAC systems excuse me they see the deteriorating Portables of Oakdale from Roofing siding and simply exterior paint with an understanding of our position in the phases of the facilities master plan and the timelines projected we are absolutely grateful for our new HVAC systems for the NPR the upcoming Renovations for the Fairview bathrooms the pickleball court Edition and years ago we did have our screen printing program
228upgraded our students when referred only know what they what they initially see when we have the opportunity to show them until we have the opportunity to show them how much we really do care in order to do that we need to show up with an we need them to show up on the appreciation and sense of Pride for the campus when they walk in thank you for everything thank you hook her up please I'm really nervous yeah hi my name is Michelle Palmquist um I have a kindergartner at Hooker Oak and a little one starting TK next year I actually ended up at Hooker Oak by chance I am so grateful that we did our zoned neighborhood school only had one TK classroom and unfortunately it was full which landed us at Hooker Oak I
229remember being so disappointed my son wasn't going to go to school with the neighbor kids and I remember doing a drive-by with him to check it out it was cute but it was old and we were not impressed the district promised us that we just had to ride out our TK the TK year there and then would be guaranteed enrollment at our Zone school next year needless to stay we stayed and we are staying because we love it there Hooker Oak is a unique school first of all because we're a choice School meaning that no one is zoned to go to our school and our learning module is quite unique as well focusing on thematic Hands-On learning and the community approach from what I understand funds are distributed based on enrollment and although we're a
230smaller School in the district we have the opportunity to compete with schools like Chico Country Day this could bring new families back into Chico Unified School District who are looking for that Charter like feel foreign sorry the problem is it's a little hard for us to compete and show how wonderful our school is on a brief School tour when the building itself is depleted we're the second oldest school in the school district and have received very little upgrades for starters like everyone else are roof leaks there are trash cans in the hallway to catch the roof drips in classrooms where we have to move desks around the roof leaks for that day not ideal for a learning environment for children the windows in our school are original windows they're single pane they don't do a
231great job to keep the cold or the heat out and are Cooling and Heating units already struggle to keep up we don't have a designated Kinder TK building we are very lucky to have the modulars for these classes but I believe those were supposed to be a temporary solution the kindergarteners and the TK students have to leave Kinderland exit through the kindergarten playground go all the way through the big kids playground just to reach the nearest bathroom one thing about these little guys is when they have to go they kind of have to go like right now not to mention the TK kids are getting younger and younger as we prepare to take on all four-year-olds this is a pretty long distance for four-year-olds to travel unsupervised and then once they get to the bathrooms
232they're just a little bit frightening our staff also only has one bathroom which is located at the very front of the school the toilet's flush sometimes if you flush twice one of the Stalls doesn't have a door but a really creepy curtain we were shown this site map in our schools obviously all red and I guess we're just here tonight to ask when is it going to be our turn and when do we get to see some of these funds bring our school up to standard thanks thank you McManus good evening everyone on behalf of the McManus Learning Community I just want to say we are extremely grateful and excited for the construction that's going to start in June just along the way the process I really want to thank our students our staff our

234old stuff then tearing down it's that model and what's the scuttlebutt that you're hearing from families about about how that's going to feel genuine excitement the first phase is 14 months the removal of seven Portables our front parking lot is going to be impacted impacted as construction is going to take place um while it's the longest phase I think it's the least impactful from my opinion but again this is all brand new so I know there's going to be challenges I also want to say thank you to my colleagues from Shasta Neil Dao Marigold for kind of you know meeting with me and let me know of the upcoming challenges but I honestly don't know we're getting into this you know for the first time yeah do you think many people would be of the
235mindset that they'd rather move and go somewhere else while this is all going on and they'll just come back when the school is rebuilt I sure hope not and the McManus Community is a tight-knit community so I don't think that's going to happen okay thanks thank you that was gonna be my question so I'm little Chico Creek hello and good evening my name is Marky Hardesty I I love Mrs I'm the parent of a first grader in the special ed program at little Chico Creek and I have my notes here but something um kind of triggered a thought for me when they were discussing um the plan um there was quite a few schools with a red box under Safety and Security um and I don't know how many parents here have gotten word that
236their child has um ran into the parking lot or been out at the back gate talking to two strangers before and the back Gates short enough to where somebody could pick your kid up over the gate and that's not for lack of Staff chasing after your extremely quick six-year-old that's just a Safety and Security issue and that's a scary thing that the parent of a disabled child has to go through when your child elopes so I did just want to bring that up because Safety and Security should be a top priority for every school and for every child um but as for things specifically at little Chico Creek of course we would like some bathroom improvements and then of high importance we need a more inclusive playground a playground that is inclusive meets the needs
237of students with all abilities um so again do any of your children do any of you ever worry about how your child feels while playing on the playground at school even though my daughter loves running around at recess I still worry about how her overly sensitive body feels going down a metal slide and I'll say that again a metal slide we live in a town where it gets to be over 100 degrees outside and how she still cries because she can't do the monkey bars like her friends because of her gross motor delay or how she trips and falls over the edges in the bark around the play area meeting the sensory and physical needs of all kids can reduce over stimulation and feelings of not being good enough when they can't keep up with
238their peers equipment that triggers not only motor movement but also cognitive social emotional vestibular tactical and pro proprioceptive systems can help speak to the whole child in every child thank you for having me tonight thank you marigold we're here sorry I'm getting tired hello Ford and community I'm shawnice Heath I'm the principal here at Marigold in the Louisville Vista preschool program we are so blessed and I'd just like to take a couple minutes to share our gratitude with you before construction we had limited spaces an office with no bathroom many Portables that were falling apart after years of use and dilapidated buildings the old Loma building was of particular concern because it did not meet the needs of our preschool special education students it was a joy to work with Julie Kissel and Maria Campos
239The Architects in the construction crew through the planning and construction phases we love our renovated campus the beautiful new buildings and we feel completely spoiled to be here some highlights of post-construction are that we are now blessed with a perfectly planned functional mini campus for our preschool program increased office spaces this beautiful stage and gym and a campus that I've had many people remark feels like a junior college knit splendor thank you for doing all you can to meet the needs of our community Through the continuation of these projects and updating our schools across town if you're interested in touring our site to see the wonderful things that came from our bond money we're happy to set up a time for board and community members to walk through thank you so much thank you and

242of you have come to visit us I welcome you to come at any time but more than anything I just want to thank the board thank the community thank Julie and her team who worked endlessly for years to put together our renovation in different stages our Dragon family has most enjoyed our brand new MPR complete with a stage and kitchen facility that makes my husband who is in the restaurant business jealous so again thank you for um for thinking of Neil Dao thank you for and the bonds and our community and we are grateful for our renovation and I know that others in Chico Unified Schools are looking forward to it as well thank you um up next is Parkview she kind of spoke at the beginning and had to leave so I have taken
243note from uh staff students and families so first we want to thank you all for your continued support we are the stem school and we have received some updates over the last couple of years we had a new Kinder building added in a portable um we had an additional portable bathroom added we had an update on our playground we have a very good working relationship with Eminem to keep our facilities at at Bay when the rain comes and our leaks start we often joke that we're the stem schools so re-engineering and Reinventing is our Jam however we do have a need for as you can see our capacity is growing which is a great problem for us to be in we have increased enrollment and we have maximized every single nook and cranny that you
244can you can imagine with shared space for offices counselors TCMS adjusting that schedule before school starts some of our biggest needs come and have been voices with our sped programs they're in the Portable Buildings and they don't have a restroom within them so they do need to leave and and even though our new restroom was placed close it still is not accessible for some of the life skills that could be taking place within the classroom in addition we have a need for new water fountains the bathrooms are a constant complaint for kids they're they're dated our multi-purpose room we have outgrown we were fortunate enough to receive during covid times a lot of outdoor tables which is lovely and when weather permits that is what our kids choose to be but on these rainy days
245we have a factory in place to get kids in and out to make sure everybody has seat that is covered in addition some of the other parts that our concern is with our growth is our parking Circle so there is it's challenging to find a space if you're coming to pick up a child or um get stuck in the circle that can back up to the four the four stop signs in addition we are the stem schools so one of our biggest Visions would be to have an updated stem facility which would really be a science lab of some sort to offer and extend the opportunities for all of our students um we have an amazing parktastic community and support there and they are eager to see our our community grow and have this same
246opportunity so thank you [Applause] Pleasant Valley good evening and and thank you for allowing me to speak tonight um my name is Damon Whitaker I'm the principal of Pleasant Valley high school and um I I as well want to share so much gratitude and um thank you for all the support the school board and the district has provided Pleasant Valley High School um we we feel extremely grateful and are appreciative of all that has happened at our school over the past four years we've been the recipient of so much modernization as well as through funding through our CTE programs we have been able to build a brand new culinary state of the Arts building that houses our fire and Fork restaurant we have built remodeled our buildings for medical pathway more CTE Child Development our
247graphic arts and design and most recently our industrial Technology Building and so again we are we are so grateful for all the support and that the district and the board has shown it is greatly enhanced our School site and has helped create a positive culture on our campus I'd also like to show some appreciation gratitude for Julie and Maria again like Chris mentioned they have been so responsive and supportive and helpful throughout this whole process so thank you very much thank you next is our representative from Rosedale [Applause] [Music] hi my name is Marisol Lopez I am the assistant principal at Rosedale Marisol Lopez hi my name is Beth Bradley and I'm the parent of a first grader at Rosedale Elementary School I'd like to start by saying that I love Rosedale the teachers and
248staff are exceptional we live pretty close to the school close enough to drive by frequently and we often see teachers cars parked outside on weekends and holidays these teachers are committed to our kids each and every student on top of that my child is receiving the kind of education that I wish I had a dual immersion school when I attended Parkview Elementary in the late 80s early 90s this kind of opportunity did not exist in Chico there's always a wait list to get into Rosedale because its curriculum is highly sought after today of the six oldest schools in the district Rosedale has the highest enrollment at 546 students I truly do love the education that my child is getting at Rosedale I started volunteering in my son's classroom and quickly became appalled with the overall
249condition of the facilities with just the small footprint I covered going to and from the office to my son's class I've learned a lot over the past six months as I've dug into rosedale's building infrastructure issues my son's classroom has had a leaky ceiling since October while the ceiling come to find out there are several other classrooms in this particular wing all which have active leaks while the ceiling tiles continue to be replaced once they are bulgy and brown enough the leak the water persists this is the perfect example of what rosedale's campus is looking like the rotted beams dripping like waterfalls in the courtyard the light fixtures that no longer work the kindergarten classroom that couldn't hear the fire alarm a problem that has spanned the teacher's tenure of over 10 years it just
250got fixed two weeks ago thank goodness the doors that don't open because they're afraid the single pane glass will fall out the bathrooms that don't have heat are not insulated and when it's 30 degree morning heaven forbid you have to sit your tushy on a toilet seat and then wash your hands in freezing cold water what are we teaching our children the kindergartners that don't have bathrooms in their buildings so they have to trudge through the rain and puddles to the other kindergarten bathrooms just to try and open one of those old heavy doors that they don't have the strength to open and now they have to go back to their Maestra and whoosh accident I could go on and on here's the thing I know we're not alone of all the oldest schools all
251of the oldest schools need Renovations but the thing that sets us apart from the rest of the quadruplets thank you Laura are the facts that Rosedale has the highest enrollment at 546 all in Rosedale houses over 620 students and staff Rosedale is a title one school I'm almost finished I promised Rosedale needs to continue to attract Spanish-speaking families in order for the dual immersion to work at its best and I implore you Rosedale must be prioritized when we pass the next measure thank you so much I appreciate you Madam president I haven't got a comment um [Applause] I had a chance of two arose to Dale a couple of days ago or maybe it was just yesterday and um people like being at Rosedale they travel all the way across town to be at Rosedale
252um and you parents do a really good job being articulate for your needs which is impressive and good um in this case I can tell you from first-hand experience and seeing it firsthand the place is literally falling apart doors are literally falling off the hinges and panes of glass just truly look like they're about to come crumbling right out of the windows you know I've I've I it's a special school it's a special program and I don't mean you're special you know I mean that that you know there's something special going on there with the dual immersion but truly in this case it's falling apart yep so thank you for your report all right up next we have Shasta please um Bruce Bain our principal Shasta every day I have a joke of the day
253I've got a construction joke that I would tell you but I'm still working on it thank you uh there has been a a school at um on shasta's site longer than anywhere else in town in 1867 Webster School was a one room Schoolhouse that gave way to Shasta Union School that gave way to Shasta Elementary when I got there originally about 10 years ago there were portable classrooms older than me not that they had been on campus longer than I've been in education no they were put in before I was born and I was very happy when we were selected to go through our renovation process we went from having more portable temporary classrooms than permanent classrooms now we have 31 classrooms 19 of them are brand new and 12 are existing classrooms that have
254been updated with technology new paint and new carpeting so we appreciate all those things as you can recall from the map previously Shasta is by itself on the north side of school of the town our attendance boundary goes all the way to the Butte County border on the North side including the the properties that are being built to the west of us some of which are not in our area even though a student could literally walk three minutes from their house to get to Shasta but because of the way the boundaries are currently they go to Emma Wilson we currently have 655 students and as was mentioned earlier we have no room for TK program all of our classrooms are completely full and like some of the other elementary schools every one of our nooks
255and crannies is being used our reading Intervention Program is what is in what we lovingly call our reading garage our reading specialist is a reading mechanic she diagnoses the problems of the students when their reading abilities and she fixes them to get them back out on the road into their classrooms we don't complain we are so appreciative of everything that has been done so far but there is still a need for in improved in large multi-purpose room to house our students what has compounded that problem recently our stage that we use for our performances we were told that because of the new emissions laws we would be able to move that stage to a storage space but there would be no guarantee that we would get it back later in the spring so we are
256we have four lunches a day to accommodate our five our sixth grade levels so if and when the time comes to look at what we can do for Shasta in improved expanded multi-purpose room would be on our on the top of our list along with that with the bathrooms that go along with it Mr bainard yes I've got a question Shasta is such a popular school I mean because of growth I guess recently there's just so many people who want to be there we're adding TK now you made mention of this fact and there's no room for a TK to go I guess without sending people away or changing boundaries how do you think a families would react to going somewhere else for TK uh I can tell you how they feel they are saddened
257but they also see the light at the end of the tunnel knowing that they will have the opportunity to come to our kindergarten program we do several tours um you know every week especially this time of year and you know I don't think they totally enjoy going away but they know that they have a spot when they come back so it is not a dire necessity but I also know that every year we lose a couple of students that go to a TK at one of my colleagues wonderful schools they love it and they don't want to leave that to come to Shasta okay thanks thank you Sierra View hi my name is Melissa Kozak I'm the PTO president for Sierra View school I have a third grader that attends there and I'm also an
258employee at the school I loved it so much I decided to work there um I'm here to speak on behalf of our Sierra View families and staff we are the only school on this list of the quadruplets and and any others that do not receive any Title 1 funding with the exception of Marigold but as we can see it's already been beautifully updated the funding that our School receives comes nowhere close to covering the costs of providing an excellent environment and enrichment for our students and as a PTO we have an annual budget of over 88 thousand dollars that we have to fundraise to cover the environment of our students we literally fundraise for paper the PTO budget supports our PBIS program assemblies books curriculum online learning programs work room supplies software support and update
259school-wide teacher reimbursements scholarships for field trips homework folders planners book bags to just begin to name a few from your position as a board member you can look at our school and just see numbers enrollment numbers funding numbers Etc but for those of us that work here and send our children here with holes in the exterior walls rotting walls around all of our Portables uh peeling paint constant disrepair of our heaters and air conditioning systems um it it's this endless Money Pit that just feels like gets a repeated Band-Aid on it when it really needs a tourniquet um it feels impossible to imagine that the school would even be able to survive the amount of time it might take to get the additional funding after this last bit of money is spent it's discouraging to
260watch all these beautiful updated facilities when we are just bleeding out at these all of our quadruplet schools I know we all experienced that um despite the fact that we have little funding in the physical state of our buildings we continue to be a high performing School academically Statewide which reflects very nicely for our school board after attending the facilities planning meeting in February I know that there are many other schools that are in equal or Worse disrepair that may meet requirements for receiving the funding before CRV with our school being located in an older neighborhood and in an area of Chico that is not experiencing much development as well as the removal of the lottery to be in the academic Express program we have experienced decline enrollment it's just our hope that enrollment won't
261be the only deciding factor and consideration which a school gets chosen next we have no historical value we have no charm we are completely willing to work with you guys and tear the whole thing down which over half of our buildings need and require there is nothing nothing that we feel heartfelt about saving we will move to other buildings we will move location we will move into another area on our campus we will do whatever it takes to make this be an expedited and and financially beneficial situation for everybody thank you [Applause] cool on the contrary I would say that was very charming and compelling thank you and a good way to cap off our school school site well School site representative shares and we do have some public comment speaker cards so I am
262going to move us into the public comment session where um folks did submit speaker cards we have five on the list at this time um and so I'm just going to start at the top of the list and roll right into that at this point um so first on the list I have Beth Bradley yeah 30 win that's all right but there was a uh Lauren that signed up from Rosedale thank you [Applause] good evening my name is Lauren inaway and I have three children at Rosedale in transitional kindergarten second grade and fifth grade I recently attended the facilities meeting that was held on February 9th with a lot of other as Dale parents staff and administrators we have an Engaged community at the end of the meeting we were broken into groups by School
263site and asked to fill out Post-it notes with the prompt being if we could do one thing and it made me think about all the individual things that have gone wrong and that we've attempted to have addressed during my children's tenure at our school so when my fifth grader was in first grade the first grade Wing was notoriously leaky like all the schools you've heard from tonight we are no different um so we were super excited a couple years ago when facilities came in and offered to reseal our roof and then I was crushed because I didn't have a first grader there anymore I assumed it had been fixed um and talking to other parents to find out that the leaks continue to persist um we have doors on our site that do not operate
264properly and we've made attempts to have them fixed however we were told to do so the project would involve having to address issues with door jambs then you get into like code stuff and you got to bring that door up to code and then all the doors have to be brought up to code and then lickety-split million dollar project if not more so these are just a couple examples but these are the issues we run into again and again facilities makes an attempt to fix the issues that are wrong the fixes don't stick or we have a problem that looks like reasonable to us and they're like no it's multi-millions of dollars and the school is just not worth investing in in that way right now so circling back to the prompt from the facilities
265meeting if we could do one thing several of the sticky notes put up that evening say something to the effect of Raise It To The Ground rebuild it and for us that's not hyperbole we mean it just like some of the other schools who said here tonight we will do anything whatever it takes we want our skill our school rebuilt with Integrity with thoughtfulness and with planning some of you may be aware in our multi-purpose room several years ago we had a serious scare where one of the beams we were concerned was warping it it ended up being fixable they were able to go and reinforce it but we don't want to be backed into a corner like that again where there's an actual structural failure and then we're having a hodgepodge something together that's
266not actually going to serve our community so please we want our campus fully rebuilt in a timely fashion we want to have this done with intention and appropriate planning so that it can be functional and safe for our staff and students for decades to come thank you so much for your time [Applause] you Gina backs okay thank you um uh Elaine Ward at yesterday's lcat meeting Tim I saw him but I forget his last name he had shared yes uh he had shared how students feel about themselves and packs their education and while he was talking about social and emotional well-being for our students I feel the classroom conditions also play a role in that as well how can a student feel good about themselves and their learning environment when their classroom has a leaky
267roof or a broken heater for students with disabilities especially if they're in mod severe program they need room they need a room that meets their needs to move around and to be able to breathe and not to be on top of each other becomes a dangerous situation when a student throws furniture and there is nowhere for other students to move you to move to Parkview is a dynamic campus we have a highly involved principle that makes both parents and students feel valued all teachers do an amazing job incorporating stem into their curriculum their campus needs to reflect everything that makes it great I would also can I would also encourage the district when we're considering these facility upgrades to look in to inclusive playgrounds ADA Compliant and inclusive playgrounds are not the same non-inclusive playgrounds
268do not allow disabled and non-disabled students to engage and play together every child deserves to play not just those with able abled bodies and then when we're talking about the options of how you want to go about building and restructuring these campuses again I would encourage you to think of the impact they will have on your sped programs I had friends that their students were attending Marigold at the time in the sped program when it was going through its upgrades and they did not have a pleasant experience with their students and so I would hate to see that be a trickle effect at other schools as well thank you thank you [Applause] Mary chin [Applause] hi there my name is Mary chin and I have two kids who are students at Rosedale Elementary School I'm
269also the president of the Rosedale immersion PTA and well involved with the campus activities and student enrichment as we all know Chico Unified School District has a huge problem with the upkeep safety and structure of all of our schools many of the parents from Rosedale are here tonight to show our support and explain the awful conditions that is the Children's Learning environment I am here to share how much our school has fundraise and spent on our campus as a PTA perspective I was asked by a kindergarten parent this year as to why we have not fought before when it comes to our school facility when I attended my first PTA meeting at Rosedale in the year of 2018 one of the exciting reports was that Rosedale was soon to be renovated the following year we
270were told that we got pushed down the list and we are next in line for the coming year in 2020 we were told that we are next in line to be renovated the following year we were told that Rosedale was put on hold and now for the present year that the funds have been exhausted and that we would need to wait for a new measure since being an active member of our PTA we have purchased a brand new kindergarten play structure which costs us thirty thousand dollars we have purchased a new Marquee which came to twenty thousand dollars we have purchased over ten concrete benches since I've been here for a growing student body which come to 750 each totaling seven thousand five hundred dollars we purchase air purifiers for each one of our classrooms
271during some of our smokiest school years which was about fifteen thousand dollars this year we have purchased a shed for each one of our grade levels six in total that has cost us almost twenty thousand dollars we are in the process of purchasing new trikes for our TK which come to around 640 dollars for four trikes also in our budget is a mural for eight thousand dollars in front of our school which in honesty is putting a Band-Aid a Band-Aid over a hemorrhaging wound we have on our budget proposal to purchase a sound mufflers for our NPR which from the looks of things seems to be a standard in renovations as a PTA we have tried to use our fundraise money to fix and replace old doors but we're told no by the district because
272if one door is brought up to code all the doors need to be brought up to code which could cost too much money in total in the five years that I've been a part of the Rosedale PTA we have spent over ninety three thousand dollars for for facility upgrades storage and standard daily equipment used by students to imagine that if we had the upgrade we are promised how much those funds could have benefited our Educators and student enrichment thank you [Applause] thank you and uh Jeff Blake thank you okay I'm not Jeff Blake but this is these are his words I'm here with a completely biased opinion that Rosedale I'm here with a completely biased opinion that Rosedale be at the top of the list for school Renovations admittedly beyond what was present presented at
273the master plan community meeting input meeting I don't know the current condition of the other elementary schools in Chico what I do know is that my sixth grade son was in kindergarten when we first learned that Rosedale was slated for renovations within the next two years he's since graduated from Rosedale and we've yet to see a construction crew break ground I also know that Rosedale is among the oldest schools in the district the school is not ADA Compliant several classroom doors do not work properly the encapsulation of the lead-based paint is wearing away beams are rotting away and the list goes on despite the current state of the school there are more parents that want to send their kids to Rosedale then there is room to hold these kids approximately 30 kids are turned away
274annually what this means is the uplift and expansion at Rosedale will be utilized immediately and in perpetuity it has frustrated me to hear over and over again that the reason for prioritizing other elementary schools ahead of Rosedale was due to the number of new housing developments that have popped up around those other schools yet this is the only this is only one metric that unfortunately seems to outweigh all the other factors including the health and safety of a school such as Rosedale recently I learned that McManus was currently being renovated the rationale was that was explained to me was a Field of Dreams scenario apparently the thought process was that parents will want to send their kids to McManus if the school looks better this build it and they will come scenario fall short in
275reality Neil Dao is a clear example of this Rosedale already has the students please help get them the school they deserve thank you thank you for requests on the list so with that I think I will return us to I mean it is informational only so we are not taking action on this particular item but are there any other questions or clarification that the board has or any input that the staff would like to give at this time if there are no questions I'd just like to bring out the last page of the presentation again um this is sort of the homework these are the topic the main topics that we need some resolution on for the development of the master plan so these will be coming back to the board these items of how
276to address the Surplus capacity that we're seeing at the elementary level if those housing options that we showed you are acceptable for to be applied discriminately to each campus how it best fits an approach to inspire knowing that the chico High School master plan cannot be implemented fully with Inspire on the chico high school campus and if they're not going to be there where will they be is a big question mark um it impacts on school size and capacity that transitional kindergarten issue that we're having implementing at Shasta and knowing that it's a major goal of this Master Plan update to be able to project the enrollment for special ed and and build accommodation into the full build out of our master plan to accommodate special education the way that we need to and also
277the Arts and Music that you know the new state law grant that was passed that we need to have music and arts facilities in our campuses on our elementary campuses yes elementary school campuses thank you and then the prioritization of what I'm assuming are the elementary school projects we need feedback from the board are those the priorities and then how what order will they be achieved in knowing that we recognize that we have done a lot of good with our bond dollars and our implementation the master plan as witnessed by the comments from the schools that have been addressed but recognizing that we're not getting to the schools as fast as we would like to and meeting Our obligation to the voters in our community with how we're utilizing their dollars so that's why we
278asked our Master planners to assist us with being able to expedite the projects those interim housing options will help us to be able to roll out our projects in a much more Swift manner and then what to do with the remaining bond funds so after McManus what we have left of the funds from measure e and measure K how can we best spend those do we start tackling the very next project on the list or do we take a step back and try to put in some stop Gap measures by doing restroom improvements Safety and Security improvements in in the hopes that we'll pass another bond in the future so I just wanted to review those items we will be back to the board for direction on those items in the future I have a
279question for timeline because I know one of the previous slides is that in early March there are all of those Community input meetings correct and that's to sorry May sorry thank you thank you um Mr Marshawn um those the intention of those is to have have more information at that point than what we have right now and you need guidance from us before then correct the intention of those meetings is to report back to the school sites yes we heard you and this is the the plan that the board has evaluated and this is how we're planning to move forward so it's providing that feedback yes we heard you and this is what we're going to do so it's almost like a preliminary draft of you know to get more input and then to further
280Drive our decision making correct okay thank you do you have a rough estimate of what the remaining bondos will look like after McManus 50 million dollars one five or five zero five zero thank you you guys might have said this but um round numbers was there around numbers for each of those kind of three levels thrown out there the three sort of broad Target school capacity sizes so for the cost of the large medium uh small school is there a round number for each one of those you know that it's a tough question uh to answer um the construction alone at McManus which is the largest we're expecting around 45 million dollars is the construction bid and in addition to that is the design design fees and investigation fees inspections that sort of thing so
281um looking toward the future that things will cost more you know construction costs escalate over time so you could probably say large school the largest one somewhere around 70 million dollars and then medium size Maybe 50 to 60 and small size 40 to 50. so without a bond another Bond measure what kind of cash flow would we be looking at you know on top of what we've already got in the bank for purposes of building in the next couple you know three years without a future Bond it would be very difficult to achieve the implementation of of our master plan projects period period okay do a lot of the grants that do go to facilities do they they have a match component that is what kind of they play off each other having the bond
282helps us secure those grants is that part of the absolutely full funding picture yes um although the state match is never never really equals what they say it does but new construction is to 50 50 modernization is a 60 40 Career Tech has been 50 50. so to get those dollars to go further it would be beneficial to have a new measure absolutely yes and and conversely go out for Grants but we do um this is Robinson Julie if we go out for um a bond we get our our plan and we go out for a bond in 2024 um and we could begin to draw on that bond in January of 2025 we know what that would look like right but if we go out for a bond and we're not successful we're basically
283Sitting Waiting with the ability to not do anything other than spend the 50 million to do some bathroom Renovations and some small things like that correct 50 million dollars is not a small amount we can make a lot of good improvements with that funds however we can't tackle it a whole school right yeah that's why we put this on the agenda for a decision because we would hope to be successful but the economy isn't great and it's really up to the board to evaluate the appetite of our community when it comes to when we bring it to the board for a decision and if we do not go forward with a bond measure or if we do and we are not successful we need to have a plan you know kind of a if this

286all those in favor signify by saying aye hi hi hi thank you and I'm gonna pass it off to Marie thank you hello Charisse Jacqueline and I are here to present 22-23 second interim budget to you this is the third budget that we've presented to you for 22.23 and we will be back in June to present estimated actuals these are the major themes that I'm going to show you some slides about tonight okay this is a graphic representation of our actual versus funded average daily attendance using the new three-year averaging model as you guys know the vast majority of our funding through lcff comes from average daily attendance um on the left is the actual enrollment and average daily attendance enrollment being the top bar and Ada being the bottom and then on the right
287is the funded enrollment in Ada so you can see even though our Ada dropped in the last couple of years it's a much smoother curve because of us being able to use that three-year averaging okay this slide shows our unduplicated pupil percentage numbers over five years unduplicated pupil percentage is the amount of students who are either free reduced income qualifiers Foster youth or English learners this is significant to us this year because if you get over a 55 percent district-wide on a three-year average you are qualified for concentration dollars in the lcff and so if you see at the very bottom in 2223 we did cross that threshold and so that gives us about 600 000 this year next year it's looking more like 2 million and that's um concentration dollars for our neediest student
288slides shows the spend down of our coveted dollars with the board's approval we purchase technology buses HVAC systems Furniture we also implemented student supports like additional counseling the block scheduling of both High Schools elementary Reading teachers class size reduction summer school programs after school supports we're now at the sunset of these funds so we're projecting that they'll be fully spent out next year so despite the sunset of those funds we have better news this slide shows State funding that's new and upcoming for us you guys have seen plans on some of this and more plans will be forthcoming but the good news is that some of these grants will be used to support those um you know the student supports that we put in with the kova dollar so we won't have to lose the
289counseling we won't have to lose the after-school programs things like that okay and my last slide is stirs and purrs cost increases I have a yes sure that to the grant funding um the line on Arts music instructional materials discretionary is is that the new the legislation that is it ex there's two no there's the new prop 98 legislation so that's part of it this is just a block grant like okay because when I saw the expires in 2526 wow wait a minute we're we're still looking at building to go along with the program right this is in addition okay thank you we're just going to pop in to clarify the prop 28 money that the voters of California approved in November is ongoing it's in statute so that will help fund music K-12 it
290is allocated by School site and as long as the voters don't go back and overturn that that would be ongoing money the pot of money here that's listed on this screen is really just a discretionary totally discretionary block grant okay that needs board approval prior to us spending those funds so I'm looking to come back next month with that plan for board approval but it is noted here the original allocation was close to seven million dollars yeah part of the governor's proposal in January even though it was allocated in the current year is to take back some of that money to address some of the deficit for next year so right now that is just proposed legislation and we'll know more as it gets closer to June so that hence the double asterisk there okay
291that makes more sense thank you yeah yeah okay and this final slide is the impact of stirs and purrs cost increases you guys have seen this slide a lot um so as budget people we always have to watch pros and stirs because the employer contribution rates have been rising you can see this is like a seven year span and pers rate has gone up 10 percent so we include these projections in our budget because we need to know how much of the new money we will need to set aside just to cover stores and pers costs okay so as a part of our budget we used some major assumptions while we're building these calculations one of those is cost of living adjustment that's the same it was built into the state budget so it's the
292same as when we came to you in first interim the funded average daily attendance went down just a tiny bit because of our 2324 since we are a three-year average now that's our highest Ada and that's what we're funded off of the 2324 school year Ada dropped a little bit from when we came to in first interim so the drop was 3.25 overall for that ADA the unduplicated also dropped just a tiny bit so it will it only dropped by 0.5 percent but I'll get into in a couple slides how much that affected us on the funding side of it and then the salaries and benefits reflected in the budget are as of February 1st that includes any vacancies that we plan to fill this year okay so this is a comparison that shows the
293last budget that we brought to you in December for first interim the second interim projections that we have for this most current budget that we're bringing to you tonight and then any differences so I will go over the differences in the future slides but I just wanted to make sure that you could see kind of a summary of everything the good thing is with second interim for unrestricted we still have a positive change in fund balance so we're not deficit spending this year okay so for revenues here's the differences between each of those Revenue categories as I said the unduplicated people percentage that dropped just a tiny bit so you can see that even though it only dropped by 0.5 percent that's about a 500 000 drop in our funding so the local control funding
294formula even small changes have a drastic effect on our budget sometimes and then we had a small increase in unrestricted Lottery revenue and then as far as the local Revenue increase interest rates went up in the first quarter so we got a little bit of an increase there in revenue and then our year rate went up as well let me know if you guys have any questions as I'm going through this so this is just a pie chart that shows the funding on the unrestricted side as we've told you guys pretty much every time we come most of that is funded with local control funding formula so as you can see this is just a graphic representation of that 96 of our revenue on the unrestricted side comes from local control funding formula sources yeah
295yeah I understand state revenue I understand federal revenue what is local revenue is that our local tax base local Revenue are like revenues that we get from charter schools for like Charter oversight so it's yeah just basically they break it down in categories so it's any local government or miscellaneous Revenue that we might get in for reimbursements with working with other organizations that kind of thing okay okay okay so this is the same kind of chart it just it's on the expenditure side so the biggest difference on this is on the certificated salaries that increased and that was due to certificated sub costs for sick leave so we do our best guess at first interim best projections that we can based on the information that we have and unfortunately sick leave has not dropped as
296much as we were hoping it was going to after covid I think that a lot of people are taking sick leave more often which is good because then we don't have illnesses passed throughout our staff but then you know we see it on the funding side as well the decrease in our classified salaries as well as benefits a lot of that is tied to unfilled vacancies that we were hoping we were going to be able to fill when we came to you at first interim but unfortunately it didn't happen and then the other large increase there is on the utility cost side so as we've all seen in our personal budgets utility costs just keep going up and so we see that at the district level as well okay and then this is just another
297pie chart to just give you a graphic of those different expenditures the one difference between this and the chart is we've added in the special ed contribution and the reason for that is most of that is Staffing and so we want you to see the full picture of how much we're paying for on the unrestricted side for Staffing between the special ed contribution as well as Staffing costs it's about 88 of our expenditures on the unrestricted side okay and then for transfers in these are pretty much the same as when we bring them to you every or every budget period the small increase we had was in the RDA pass-through it was about a hundred thousand dollars and then that developer fee admin support that's three percent of our developer fees that we collect over
298the course of the Year contributions to restricted programs you see special ed up there it's about 21.5 million and then routine restricted maintenance that's three percent of our total general fund that's what we're required to to contribute to that program that staff solve our maintenance and operations Department as well as you know any supplies that they need to do their job or if we have any jobs that need to be done like plumbing and our maintenance staff is working other places and sometimes we'll have to contract out so that's three percent of our total general fund expenditures that we spend there okay and then that 21st century assets that's going to be a one-time only for this year it was a prior year payroll correction that we had to do so you'll only see that
299this year and then it'll drop off for next year okay all righty and I'm going to hand it over to Jaclyn so part of the budget process is not only looking at the current year but looking at the two out years right we want to generate a planning tool to be able to make decisions going forward so you're gonna have the current year 2223 as well as 23 24 and 24 25. included in that multi-year projection or nyp we call it I have a conservative enrollment of a small decrease going forward so as the demographers spoke earlier certainly in five years we're going to see our Kinder enrollment drop but we're still kind of coming out of that covid piece and really looking at where that enrollment is um so we have a conservative look
300there so as a result we have some certificated FTE that have been reduced we do adjust first step in column we have seasoned staff they you know move columns they increase steps every year and we do look at utility inflation and insurance costs so as we build these new buildings it's great but our insurance premiums do go up as a result of that we did receive lcff concentration dollars this year we will get 2.2.2 million next year and so we'll be adding positions related to the the regulations of lcff and are actually really our lcap and our parent and Community input on that so we had positions certificated positions that were funded with coveted relief dollars specifically at Oakbridge our independent study program as well as our two Comprehensive High Schools so those will be
301moving into the general fund next year so kova dollars are going away our enrollment at Oakbridge has pretty much stabilized as far as which students and families participate in that program and then our teachers at the two Comprehensive High Schools did approve a one-year MO you with Administration to have an eight period schedule so those those Staffing costs are Incorporated in the multi-year projection as well we do estimate that there are retirements and there are savings typically from that a very seasoned teacher is at the higher end of the salary schedule you may be hiring someone in that has five or ten years so we do estimate those savings and then as of right now and I preface this the cola estimates from the state for next year 8.13 and about three and a half
302percent the following year there was only six of the eight data points that were out when this 8.13 was estimated and then the question comes in of does the state have the ability to fully fund Cola even because this is a statutory calculation so in brief summary this is what the multi-year projection looks like I would Target your eyes to the fourth line that's bold it says net increase or decrease in fund balance that's going to tell us for the current year whether we're bringing in more Revenue than expenditures or spending more than Revenue so I'm happy to say in all three years right now we have more Revenue coming in than expenditures with a very healthy as you can see in the Box a very healthy ending fund balance um because I would say
303largely because of that healthy fund balance we have a great cash flow position so cash this is cash in the bank for the last two years as well as as the current year um that I believe is going to play a pivotal role for Chico Unified going forward because one of the things the state can do when they have a deficit is do what's called a cash referral deferral it's basically checks in the mail so the state gets to count it as a cut let's say our May and June money and they'll give it to us in September October it's not really a cut for us we get the cash later but the state gets discounted as a cut it's kind of an accounting move that's been used before by the state and I would
304anticipate that that is used again so this will help us kind of weather the storm when we have those deferrals in cash so we have to self-certify as we come forward every time I'm very happy to save a positive certification that's the way Kelly likes it so we're going to try to keep going that way a swimming board approves it tonight we'll get it over to the Butte County Office of Education by March 15th per compliance of Ed code so next step so we are as you're probably aware we are actively working with our parent and Community related to the L Capital implementation and what that looks like for next year so we're looking at the program now we're Staffing for the program now for 23.24 and then in May the governor will come out
305with his revision of May revise it's going to be really tricky this year with 40 of the 58 counties not having to turn in their tax revenue until October 15th so it will be very interesting to see how he weathers that storm and then as was alluded earlier back in June with kind of an update of where we think we're going to end this year and more importantly what the budget looks like for next year so those are kind of our next steps any questions regarding the budget now or the two out years you see head shaking no just want to say thank you to all three of you for putting this together and keeping us afloat all right well this is an action item oh sorry yeah no I have a I have a
306question it's taking a long time to kind of float to the top one of the things I was listening to when the budget analyst the state was speculating that some of what the governor had proposed was not wise and they were recommending that the governor not put as much money through to the schools on an ongoing basis as he had recommended in his first budget do you know if that discussion continued in Sacramento or are you continuing today so the governor always comes out with his proposal his or her proposal in January right that is what he would like to see the state of California adopt going forward then it really becomes a negotiations piece between the legislature and his office right in the coming months typically we get tax revenue in by April 15th
307the governor then reevaluates that revenue and does a revised budget in May so there's tons of negotiations that goes on between his proposal and the May revision I think what you're alluding to is there's an exceptionally High Cola yeah from a calculation standpoint so the question becomes can the state fully fund ongoing that Cola and that's where a lot of those negotiations play into that there is a prop 98 guarantee so schools are guaranteed a certain percentage just under 40 percent of the general fund where in education that gets placed that is up for negotiations that's that is exactly what I was reading thank you all right um do we have public comment on this item uh then I will ask if there are emotions associated with this item second interim budget seconded right we
