001so what I would like to report out is that we were in close session prior to starting this meeting we took two actions the first was by unanimous vote the board took action to deny the appeal for a complaint to be heard in person by the board we also with regard to an anticipated litigation the board voted by a vote of five to zero which was unanimous to pass a resolution to reject a claim brought pursuant to the Tort Claims Act anyone else anyone out there who is doing wish to make an announcement okay it looks like just I wanted to make clear that during this meeting there are no scheduled items from the floor and therefore if anything that was submitted to us to appear on items from the floor tonight they will not

002be heard tonight but at our next meeting where there are items from the floor on the agenda this particular meeting of all comments from the public have to pertain to the agenda okay thank you for clarifying our first item is going to be then our consent calendar are there any board members who wish to pull items from the consent calendar okay anyone Cathy here tom nope no consent item to be pulled okay may I have a motion into the remainder of the consent calendar okay motion by dr. Kaiser to approve the consent calendar second by Linda hubby we will have a individual vote all those in favor dr. Kaiser yes Tom hey I need Robinson I'm okay Griffin I that is passed unanimously okay moving on to our discussion action calendar our workshop has to

003do with the local control accountability plan and coping 19 and that would be tina tina key on the typical year this would have been the board meetings and how are L cap approved for the next year in lieu of a traditional L cap this shared CDE is asking all school districts and charters to have the board approve and Kovac 19 operations written report for the school district or the school Chico unify completed that was shared a meeting and we'd like to bring it back today it has to be approved in conjunction with a budget before it goes to the county so once that happens today after after our presentation here with it I will submit it to Jeannette Spencer and Travis Haskell and be silly it was interesting because I was rereading it today one

004thing to add it seems like so long ago that we've had the phases because this report really chronicles the process of how we served students and families and staff and in a way it seems like forever ago and then looking forward as to the next piece which that we'll talk about really been a journey so before the board approves it let's go ahead and talk about the other let's kind of pull up another this slide so you want to continue to have these coming updates for you guys there we go you go to the second slide okay so what we're doing out for today we wanted to share what we're sending basically out for survey tomorrow afternoon I'm not going to take a look at it and if you guys believe that we need to

005make any changes let it let us know but we're going to be sending a survey out to our parents that one out to our see you ta and CSEA about these different models that we're looking at we also did a video today and that's what was fantastic with that today with me we wanted to actually talk about these different models that we're looking at because we were afraid we just sent the models they win clearly understand so there'll be a link to the video explaining the models that goes along with the survey will be one for elementary parents and OB one for secondary families so the first thing that's we want you to know that these safety guidelines will be included to any model that we have that we have going forward I'll be talking

006briefly about three different models that we will be going to and all these skylights won't fit under those three models and they will also fit under the models at Ted and John we'll be sharing with you guys today so these are some of the things that maintenance and operation and the district office has been working with to make sure we have these guidelines under sanitation you can see we're talking about me that hand sanitizer dispensers that they're putting in all of our classrooms they're over three quarters of the way there I believe that they've done a good job of getting Miami hand sanitizers units place in common areas of the school grounds so we want possibly also at the entry and exit points out by sporting events that we have 42 this will have them

007out there also Marcus French is doing a very good job of giving this price for those and so we will be looking purchases also disinfecting will be completed daily on a high-volume touchpoints so we want to make sure on hand railing specimens of the schools those type of places where kids are always touching will be making sure we're cleaning those throughout the campus cleaning potent bolts ensure proper disinfection will be on going review and modification as needed dusty cooper and eric german monday did a great job of presenting what some of the models that they're looking at their custodians cleaning and it's microfibers that they can use on their floors and the desk and it's so much quicker for them and they're purchasing a washing machine so you can watch.watch those every time every night

008and they don't need to be dry so it's pretty clean operation that they hope that they're doing they're gonna be having the custodians try now correct on that kevin so we are looking at different ways so we can quickly have the rooms clean because now before we gave them 15 minutes 15 and 19 minutes to clean each room now that happened to do a little bit more in those classrooms so we're still trying to develop way so they can keep it under those timelines the personal protective equipment PPE chief identified will require connected facial covering as mandated by the state or local agencies right now the governor says in any public ages they have to have a mask on when they come so we are public agency so our students at this point we're not

009in that might change when school comes in august but right now with plenty of the fact that students and teachers will have to have some type of teepees available for them food handlers and healthcare work staff we're all require personal protective equipment to do that normally health screening we will be putting out signage is around about a pocket about six foot this is the proper social distancing also tiny if your child make sure you do a wellness check before your child comes out to our campuses if your child and another twenty four or higher please keep them at home and let us know the sign inches around we also will have students and belts will also screen themselves at home we're going to ask them to do that and we're gonna ask our parents that

010do temperature checks that'll be part of the wellness checks we also will have our temperature gauges available on our campuses also right now I believe that they're recommending for for school we have a network every teacher to have one in their classroom at this point and social distance the assignments will be in place and we're also looking right now at different things that we could possibly put in on our ground square to remind them about so this is sixty looking at those right now and again classrooms furniture and equipment we will try to arrange them that have as much social distancing as possible all right thank you and then also I absolutely understand these guidelines make sense however I'm just curious what we have ballpark on what they cost us as a district and is

011there any money coming yes thank you I should see an update on those face mask requirements for kids and any child with a hearing or speech problem they are exempt as is their teachers so that the sign language he can unimpeded the other thing was for special ed kids who find the wearing of a mask to emotion we have said they're exempt as well there's we also looked into the face shields we need Marcus French again and our purchaser found I think that she just right now that we're fine we still haven't looked but I think we're gonna go ahead and order a thousand of them there are four dollars and fifty cents apiece and cabinets again with the budget is Popkin about things that we can cover that we're also looking at these more

012disposable masks I believe they're running and give us another one forty nine cents forty nine cents each so again if you think in twelve thousand four hundred kids you know that we're supplying them another one we're looking into the fog right now we're meeting once into its different types into us they range from anywhere between $1 and $2 apiece so one of the suggestions that we were talking about in that services with an idea maybe it that first we will possibly will supply 5 baht masks that make an egg wash home you know say we're one Monday and we're another and maybe they won't believe me like they did it it's just one things you know again I heard this this morning that are expecting additional either clarification or legislation and these would be legislation

013confirm the CVE bed additional clarification and requirements in regards to expected to wear a mask the rumor again mrs. barber from sentence none at this point but that all staff would be required to when interacting with students but then students and parents would have the option of whether or not to so that's one of the things that's being bantered about at the state level right now but again you know there's a lot of money on the line and there's a lot of decisions that have to be made fairly quickly with a complete lack of information coming to us as to what will be mandated what will be required and I will say it publicly it is very frustrating and then to be assured materials like we were you know promised that would be getting personal

014protective equipment for students and staff but it's on back order so you know it's trying times as frustrating times but we will absolutely do everything we can [Music] we see some challenges with anywhere ages from market is putting them on all the way up toward seniors not wanting to put the money pretty school we're talking preschools this morning about just that was the topic that came up was putting masks on and nurses actually have some activities that Kathleen is going to do it Kathleen's you know is in touch with all appearance the incoming preschool spins and she's going to walk through some of those things the nurses are going to teach some of the teachers there the preschools those activities they're gonna walk through some social stories and any times where the kids kind of

015know what to expect and what's going to be happening with it also so I mean our preschools are off to a good start of trying to prep them what that's going to be like having more masks with the next 2-3 month the three models that we are going to be offering is social distancing is not mandated in the classroom we will offer a normal traditional learning just like we did pre coded with the safety guidelines that we've shown you to the slide before our traditional model the next one is our Oakridge academy online learning model that's just full full online where they get curriculum 6012 wood ingenuity KP 55 wonders and i ready and the district to another stunt some other curriculum so that when the name wall to meet with the teacher one day

016week to get updated to make sure that we've been already having that model for three years already so during the pandemic they were doing business as normal during that time the blended learning model we've also had four six through 12 when we will be adding it for our TK through five now it's a blended learning so on a secondary level if somebody will student wants to take two two classes that have traditional school and for an old bridge they may for reverse it they could take for a divisional school two to Oakridge some people did not because they wanted to go to work and then beyond those things available or they wanted to accelerate in math and they read they took that model elementary level if they want to go for the first couple hours

017during the day and they may be comfortable recesses of lunch and so they want to pull their kid they could give me the English and math instead of saying normally to be taught in the morning under this model they can get the rest of their enrichment and science and so that's the blender those are the three models if they say do everything you can to keep them safe without having to do this social distancing six for the partnering in the class if we get mandated by the state or local agency that we do have to do social distancing inside the classroom that's the one we've been working with our teachers and our admin and our special ed and our counselors to come up with different types of schedules for that instance I'm going to kind

018of have head first talk about elementary and then John talked about like Jay said if we have to go to a social custom model within the classroom they'll enter easily I've been talking a lot about doing one version B and am/pm so half the students are there if you think back to old school bird needs to kind of where it would be something in that thing where half the students are there in the morning loosely break time between cleaning whatever we can do those infants to make sure we're ready for the afternoon group or whatever the afternoon session may look like teachers mother discussion with that 70 teachers kind of chiming and kind of talking the last few weeks so what's good or not good about it teachers likely to make like they can see

019their students every day those kinds of things the other one is called trading gain schedule so half the students might come in on Monday Wednesday Friday this week the other halfs coming in Tuesday Thursday they're for a full day but they're only in they're all taking days and then the following week I'm flip-flop so out of a 10-day period the students would be in there with their teacher for five of those days and kind of a continuous alternation with those things and then teachers would be sharing the work kind of ministries at home so there is supplement for the other there would be an expectation this is the elementary model and John's going to go over some of the options and they're looking at average secondary so we're going to allow those families to survey

020advantage do an ampm versus every other day model and again these models are not anything that we're extremely happy about because again we're cutting their time in half in front of the class but it's so much better than the social distancing we had to do when we came out of their marks where they only saw them during Zumba these are see him for half the time and so if you say like a Monday they got two days where the curriculum and we're talking today when they saw him again on Wednesday you would want to spiral back to make sure that they have complete understanding of what they were supposed to learn for those two days at the beginning of their Wednesday because again they're only having 10 to 10 to 13 students in their class

021so they're able to spiral back check for understanding to make sure every day let's start the next few days lessons it's not ideal but we think and if we have to go to the assistant we already talked to Kevin Moretti and Charlie that will we'll be out of the Orion services because they also requested it from us on the first of August of first week to August above the normal days that we're doing it we will if teachers want to come to the ingenuity training just in case that they were wanting to teach the online or the elementary version we're going to be doing train down we're also going to be doing training if they had to go to this model the operatin so if they win four hours we pay them for the four

022hours their dollars for the 400 hours worth of training each day that they're reading trained or they can choose one of their teacher driven after school hustle developments that account they don't do we run any risks with the required so that's secondary okay there are all kinds of schedules floating around the internet and county offices and districts are trying to find the best way to meet the needs of their students who meet the needs of their staff so we've been trying to gauge trying to balance those two so what we've started with our three schedules that we feel will meet the needs of our students first and then try to adapt those to meeting these our staff as we get to the minutiae of what professional to thought starting in teens nutrition services prep time

023all those pieces of a schedule but we want to be sure that we have options that move our kids forward and so we have three different options the first option is the three by three block schedule in essence students would be in three classes and they would complete a year's worth of work in a semester rather than having six classes there that's a common model and the block schedules across the nation and fortunately for those schools it's going to be easier for them to implement something like this because they have the PD so that would be a challenge for us is to make sure we have staff that can do that but when we have pulled our high schools I can't speak for the middle schools but I can guarantee that at least 20% of

024both our high school staffs have worked on a block schedule it's much higher than that but I know for sure these 20 so there are some experts on site so by the end of the calendar year receiving the academic year a student would have complete courses and have all 60 credits for those courses so that in a nutshell that's that's one model yeah summer do club is good in the class sizes we couldn't have right so to get there you would need to cut your school population in half first and cut it in half again to get to the social distance and she go ahead and specifically I've done a fantastic job of working on that model so we appreciate all the work they've done so we have to you have to figure out the

025question vote for that but I think we can so moving to option two there would be a little easier to move in and out of this schedule this is a sixth period schedule with an anchor day just real quickly to go back to option one a teacher would see his or her students five times in two weeks so they see a Monday Wednesday Friday the first week and on Tuesday Thursday the second the sixth-grade schedule they have to see all their kids on Monday for really short periods of time 25 30 minutes and then Monday and Wednesday they would see after their kids and then on Tuesday and Thursday together right and there's obviously there's bail scheduled manipulations that we need to be sure I want to go really quickly to the minute issue that

026said that's for them to get and going back to the comment that is made we have to ensure that we're documenting extended learning minutes okay so it's not just a free-for-all that we're saying those minutes are attached to our in-person minutes who needs to document that through lesson planning through assignments that are submitted as the tickets there's all kinds of all kinds of ways to document that so that's the second model and the biggest difference between the second and third model is that we shift to an AM program and a PM program so kids would either come in to moist or they would come in the afternoon and this one is as the second model is a little easier moved in and out of the of a coded social distance environment and then on social

027distance environment so there are some benefits there so in a nutshell those are the three there all kinds of details for each of those but we're gonna go into more detail again and their last zooming in on my day with with all the teachers and it happened we had a little over 18 people participating so we had pretty big number you know real big hits very hard but we wanted to we're letting anybody who wants to come in or an administrator already ready to try this today we bring these people into yeah this before this last time that's what happened seven community so we wanted to make sure that they knew this goes so they didn't try to explain it also to those fast and we go on look at the fourth and the fifth

028column those other two options are still there yes so students will be enrolled at Oak Ridge and maybe take two or three periods so back on their campus attending did they have a preference we did pull them and then pulled into the rain elementary there's about two one they like the alternate day schedule little bit more interesting with secondary yeah secondary that the initial the highest ranking was the sixth period schedule the second highest ranking was was model option one and the third was option but they were the top two were very similar and and we've developed and further since that conversation okay so that may shift again they're looking at through also through teacher blends prep time overlap lunches I've been mentioned this but Vincent Cerro and M&M have been involved in some conversations

029too because obviously it's going to so we'll send and actually they're separated because we wanted them to know that they could choose this model unless we're mandated to go that way you say please choose one of these three models and if we're not mandated to do so if we are mandated classroom choose one of these so and so just one more quick thing the timeline this is a tentative timeline that we're scripting out where we're at we're going to continue to our money lender clock meetings with our group and if it continues to grow that's fine with us Wednesday June 24th that's what we're here today giving you guys a brief update Thursday tomorrow weeks and planning on sending the surveys out Wednesday July 8th we'll have a board meeting on them again for to

030have a long discussion about these models and then Wednesday July 15th we're hoping to come up with these are the models that we've got to send out for the survey for them but hopefully we get our parents that kind of if they were going to go because we really have to do those [Music] instructors week supplemented with some high school students John in crystal burg together a program where high school students can come in and eat some about going to give the numbers going to be near what they require you know and it is you know chasing the bouncing ball every time you think we got it you know the rules change one thing really clear is that our kids okay Oh should my second my time window sorry just just this process that we're

031just proving that's used to bring to by December 15 and then June of 2021 fingers crossed we'll get back onto a traditional all righty then on the motion all those in favor please say aye aye all righty now we'll move on to business services and this would be a discussion action I do with regards to the agreement with PG&E three parties a public road Eastman deed for a property and a public service easement deed at the intersection okay Julie are you good evening thank you okay so this is very exciting tge is working with the city of Chico and Chico State University to underground overhead utilities on border between my Sacramento Avenue and second Road is Mindy public service to evening days for two small boxes [Music] showing you the location of them our word

032asking you to authorize superintendents daily or to documents okay any questions for Julie okay we have a motion any further questions or discussion okay all those in favor then please say aye moving on the next item a discussion action this is with regards to resolution exemption of the construction of chico high school agriculture Career and Technical Education project from the city of Chico zoning ordinances we are requesting introduction of this resolution is EP 15 okay motion by dr. Keiser second by Eileen Robinson and you further question or discussion all right all those in favor please say aye passes unanimously next step discussion action notice of exemption for the high school and this document would be sent to the state fair use and then butte county two documents that the board has I'll second that motion

033by dr. Custer second by Eileen Robinson any further question or comment okay all those in favor please say aye that passes unanimously next up is an information I am regarding conception [Music] I wanted to let you know a little bit of what [Music] we held [Music] to experience [Music] the city of Chico regarding [Music] hi [Music] it's the one that has purpose where would that most Turkish room the place [Music] I'm sorry that there was a mistake that should have been a discussion action item we were going to ask liked in said if we are looking at kind of an extended schedule we want to get into actual design drawings as soon as possible so that to you as well as to a well so on your face one implementation join do see in their

034kitchen its I see twelve is that going to be the permanent my food service facilities from the campus okay then my next question I'm looking at the phase two the final implementation with the theater building what actual okay graces what is the acreage that the inspire campus is taking of not including the parking okay very good and then lastly when we get to the estimate of probable cost who who's paying for puppets on this I guess is my question site work will will that be inspired the offsite parking Road extension is that Chico unified how how is this shaking out I'm just kind of curious so I can jump in on that inspire client with the prop 51 funding and so part of this work that they're doing now is related to try and fit

035their planned within those available dollars from the state now not only does it state money then they have to take out the loan in essence for their match which is the challenge she could unify his portion of this is really a million dollars to remember another month's bill when we asked you to take action to earmark a million dollars which would fit into the site work so in my mind that's the dollars right now the chief of unit fighting well I think it's an exciting project okay is everybody in agreement with it somewhere like yeah they were yeah okay all right sounds like everyone's in agreement so if this will be coming back to us at our next meeting Thank You Julie for bad everybody Tim everyone our next item I believe this is an

036information action item it has to do building due diligence information correct this was originally sent out as informational there was an addendum that was sent out a discussion action so I'm really here to see me to provide a final recommendation and reported due diligence related to our participants building as a reminder we are currently in a purchase sale agreement to purchase the building plus put a property next to a lot of work is going into this we work from environmental to with architect attorney capacity we met with neighbors in the area we really spent time as you determine is this the right building that would meet our needs in the future and a lot of things checked off really well for us probably one of the biggest concerns was the flood plain and we did

037do work and spend money to determine that really although there was a challenge there it was something that for our needs was not going to be prohibitive with that said the last piece of information because as a reminder we have brought to you an update of due diligence at every board meeting since April and at the last meeting we did point out that the missing piece was the cost estimate to do the infill of the current building and ultimately we also want to know what was the cost to provide the transportation yard if and when we either sold or got a land lease for the current work their property so I will just inform the board that those costs came back extremely high frankly much larger than we anticipated the initial cost estimate done by

038a Cost Estimator based on the drawings for the info was 13 million dollars and then to build a transportation yard so the challenge for me ultimately when I look at finalizing this sale is that you can argue that it's a good deal from the point of view of purchasing the light touch building the property next to it the total cost of four point eight million dollars but now we're looking at over twenty million dollars in potential cost as a final kind of build out to consolidate and move our with all of our facilities to that location so the one other piece we brought to you this information at the last board meeting related floor plan 42 is that we were really going to use dollars that were not part of our general fund and one

039of the ideas there is that you know at the end of the remaining 19 years it will receive those are felony capacity dollars it would be nice to have an asset it would benefit the district for multiple years however as you heard the last meeting the estimated revenues he brought in through that RDA or anywhere from 17 to 20 million dollars so you can see today we're really close to that almost using all of those dollars so unfortunately based on the cost being much more dramatic as far as we expected and the fact that we defined ourselves in some difficult budget times which is much different than what we faced when we started this process my recommendation is that we not move this purchase and as a reminder we had a due diligence deadline July

0406 so as a reminder pursuant to versus and sale agreement the district has a due diligence period to July 6 in which the district can terminate the agreement should determine that the purchase is not in the best interest of the district and staff has indicated a relocation and development of the site for the proposed district used is more costly than originally participated additionally given the economic and funding uncertainties due to code 19 we don't recommend that we complete at this time so specifically what my recommendation is for board action this evening is that you would approve or exercise your right to terminate the purchase and sale agreement and authorizing and cancel the escrow one other piece of this I'd like to make sure the board is informed and transparent is that it cost us money

041to go through this process as a reminder we put down a deposit $100,000 all but 100 of those dollars off is refundable so we'll receive all that $100 back from the deposit I also took a look at expenditures to date related to due diligence and not including legal fees we have currently spends just under $60,000 but I think there are additional costs that are still yet to be paid so I would say the total due diligence cost sorry that we've heard that cost those dollars do that however this it was a serious and expenditure we think we spent those dollars wisely best recommendation I wish it was different quite frankly and I will take responsibility maybe not controlling the scope of this project better to try and get a number that was realistic however I

042will tell you when I went through the process and I could not find a way to reduce the cost of this into that space for less than five million dollars and then you're talking about a cost double of what it is for the building and property itself so I think there are other options sits there accomplish our goals is a reminder our goals here we can see those are up on the idea of our services facilities and due diligence is also part of this job they get what you want but in this case thank goodness we did the due diligence and we go I mean speaking one of the other things that we have worked on holding on to our property was the oak bridge program is your plan B going to include some pretty

043ladies please focus those other things that we can possibly provide a larger bead space room collaboration needs to be focused around me I think we could bring a plan B within a couple of months I think try out a plan B again there's a lot of work there go into what that might cost and Julie would probably shoot me but I think probably at least at a minimum 24 months to get through some sort of planning construction and didn't really $42.00 because when we did this year we believe we'll be three million dollars in reserves and we know based on what we heard from Tom de metrio that those are deep article and continue so there is some resource there to better support that online program so I would say it's going to be at

044least 24 months but we can bring in conversation back to you so we're in good shape given the office space available I'm sure so I actually think it's a good time to have location you might be prudent to wait to see what kind of response we have and where what actually happens this year so you know I think you know having having a plan to get away from renting off-site but we're still in this unknown how many students are we talking about here kind of situation so yeah so I need a motion to terminate the agreement I'll give that to that was a motion by dr. Kaiser a second by the heavy all those in favor of terminating the agreement for the purchase please say aye okay all righty so I believe that due to

045this number six we will still load on we do not need to vote on 6 because 6 was contingent on passing 5 so I guess do we still need to take a recess to have this meeting of the financing corporation okay so we're gonna recess our regular or I'm sorry our special open up and you all right we have a motion by dr. Keiser do we have a second I'll second the motion second by nima Robinson any further discussion all those in favor please say aye I think we should do this as a roll call vote since this is a new meeting Kathy Tom okay Griffin I okay so that passes unanimously I believe since that was all of the business we needed to conduct I will adjourn that meeting and we will reenter our

046prior meeting so the next item of business for the meeting is this miss services item and this is having to do with the public hearing and discussion regarding the approval of the 2020 to 2021 original budget yes you saw most of this presentation last time to the point where I didn't even change my date okay the time line you're very aware of this basically it starts in January all the way up through 27th is when the governor has before he approves or more priests budget system the governor's may revise was dramatic as far as cuts to education the largest because ten percent cut the blue face along with the idea that if governor if the federal money showed up then basically they triggered off these cuts so the governor's idea was planned for the worst

047and if federal money comes in if it's better and if you do that in the multi-year just as a reminder we don't make our reserve requirement in fiscal year twenty one twenty two we did show that we had a plan at least early a conversation about if we had to make cuts how do we do that so the lease survives through three years we have a plan we need to get into detail and I think I would totally say believe credit and wisdom for actually holding back on moving forward with really scaring people I guess of what potential cuts could be when we just didn't know we just didn't know the legislature then approved the budget on June 15th and that Jukka teeth but it used the water rainy day at one time dollars the

048state level it actually provided more money through a cost-of-living adjustments of schools no cuts to the lcff the local control funding formula but just a different perspective the legislature said we're going to plan for the best and if things get bad then we're going to trigger on cuts come in here there was additional money for COBIT impact large increases in cash the pearls so instead of them giving our money today they would give it to us sometime in the future but there was this whole harmless as well for a ten knowing that what we experienced next year is going to be and then what wasn't there was the safety governor the reduction in persons first cost so we ran through all of that but what ultimately happened over the weekend is that they reached a

049negotiated budget the legislators and what we see now is that the local control funding formula is going to be at the same level that was in the prior year there will be no cost-of-living adjustment and they'll be no cut to the lcff there is an expectation of federal assistance at the state level however and Ursula's idea trigger on but if it triggers on it's not cuts they're just additional cash to throws so our cash position will only receive more stress and use the board I think pass trans tax rate participation notes in the past we will absolutely be bringing those to you this year I don't think that we need your trans but there will certainly be a trends in the spring one-time federal dollars for coab in 1990 this learning loss mitigation dollars that

050is included in this budget and it's allocated really on three different factors one being based on our number of students that are returned to be students with disabilities another which is the largest factor based on our supplemental and concentration percentage which really this hurts us because we only have about 49 percent of our students that are targeted students to drive supplemental classification dollars and then there is still portion of these just by your average daily attendance I don't know the exact percentages and how that piece I just know these are three years of factors that are going to drive out to the school district the whole of heartless for average daily tense is in effect and thus continue to allocate pers and sters so the state putting dollars into the system to reduce the cost

051of percentage to schools for person services over the next couple years anyway and what was interesting we didn't see coming was actually some protection or limitations on our ability to issue layouts for certificated and classified staff but classified staff means specific areas custodial transportation and nutrition services so it doesn't mean I don't believe we can't not fill decisions but we wouldn't be able to initiate layoffs in those areas so that's really the nume impact and we were saying that we thought this would happen I knew the governor was negotiating well you have before you this evening however on the budget is a budget base on but may realize so what you are looking at this evening is worst-case scenario and I don't think in my career I have ever developed a budget less however we

052do need you to adopt it because it establishes our spending levels to start the year and we have every intention to bring a revised budget back to you with updates once we really know this budget because remember this happened over the weekend we just got yeah yesterday and today there's still a lot of trailer bills that have to move so we will be bringing you back a full budget to show you what this impact relatedness budget but I will tell you it's a lot better than this and I have every confidence that we will make all three years of our economic reserve requirement based on what we know my little commentary is it in many respects we can I don't think any of this thing for the economy if the state is to some level

053so our twenty one twenty two year may be a little more challenging okay ii am sorry that's okay second by any further discussion whenever we see our 45 days is typically what is required with major changes obviously major changes to us appreciating 45 because you just don't know we don't how many kids are going to we don't know what programs are going to show up in so what we're not doing layoffs in those areas or in okay then I just noticed to you that this was supposed to also be a public hearing okay we have motion and we have a second and I'm gonna take a roll call vote against this we just reconvene this meeting so dr. Kaiser Tom Lando Robinson I think Robinson I thank you I so that budget passes unanimously we're

054on to our next item which has to do with resolution 15 20-20 which is a fiscal solvency statement related to the 2021 original budget so our County Office of Education provides fiscal oversight for the school district and with this when the governor's may revise budget came out they saw that almost all school districts in the county were going to be a financial distress so they requested that a port that hasn't identified detail cuts to deal with the potential loss in lcff revenue adopt the resolution really noting your responsibility to make sure that the district is fiscally solvent so I will say I created a lot of the warehouses here to basically set the stage for why you're doing this and it again is probably about as useful as what you just did however I requested

055Oh second okay motion by Linda have a second by Eileen Robinson further discussion if none all those in favor say aye okay that passes unanimously the next item is also discussion action it's the twenty 2021 education protection account yes this is because portion of those dollars are curved off and we have to report how those dollars are spent the reality is we simply charge teaching staff into the educational Protection Act dollars it has a separate resource code and unrestricted resource code so we have to provide this information to you and we spend it on teacher salaries I'd like to move approval of the 2020 2021 education protection oh okay motion by the heavy second by dr. Kaiser any further discussion all those in favor please say aye hi passes unanimously the discussion action 20 2021

056original budget reserves okay okay so motion by I mean Robinson's second by dr. Kaiser any further questions or comments all those in favor please say aye all right passes unanimously we have the next item discussion action resolution 15 21-20 use of Redevelopment Agency passed through payments per ad 1290 yes I'm not going to get into the long history of redevelopment agencies but at the very short version is that redevelopment agencies were created with boundaries that were intended to remove lights and carve off property taxes to be used for that purpose when Governor Brown dissolved redevelopment agencies districts he those dollars as long as there was debt in the former RDX so for cheaper unified did you heard last board meeting or expecting those dollars to run through 20 37 38 in the 19 years if

057you pass this resolution however it allows the district to spend these dollars outside of any boundary designation and if you think about it the district serves a much larger geographic boundary you have in the city of Chico and so frankly it isn't our intent to not use these dollars wisely but it is intended to give ourselves the greatest possibly can which is allowed by law and as a reminder we use these dollars to ups that are RMA are routine strictly maintenance account and currently fund 42 which we use in twos or our security cameras for instance so what we don't want to do is have our party dollars locked into the geographic boundary and we can't do security improvements on that school because it's outside okay motion by dr. Keyser second but Eileen Robinson any

058further questions or discussion all those in favor then please say aye okay that passes unanimously next up is just informational it's the first reading of a revised board policy that has to do with Student Wellness its board policy five zero three zero and as a first reading we will not address it but you are asked to please review this because we will vote on it at our next regular meeting I believe and however the next item is a discussion action that has to do with the board policy 6145 on extra curricular and co-curricular activities we are being asked to review and pass this tonight so anyone wish to discuss this item well just to clarify we know we are going to vote on this we are not going to vote on the student on this

059we're just going to vote on this extra okay motion by the Robinsons second by dr. Keiser any further discussion seeing none we will vote all those in favor please say aye aye okay that approved that is approved unanimously [Music]
