001okay bye - call to order the regular Board of Education meeting for June 17th 2020 I'd like to announce that we have a closed session prior to starting this meeting and there is nothing to report out from that meeting if you would please okay so we shall begin with our [Music] announcements does anyone here have any announcements they care to share anybody ate out there have anything they want to share the way of announcements okay not hearing any excellent our next item is like Kathy are you waving your hands I'm being yourself Kathy so I just wanted to note that Kamini had noticed given to us that Chico State Humboldt State and awarded promote leadership and teachers and school district and that was a really positive thing because differently so I hope that anyone who's
002interested in that kind of huge kudos to John Shepard Liz Metzger and Tim Kean and Kristin Bauer who did the bulk of the work on that they were outstanding it glows all right okay Thank You Kathy we have items from the floor next are we going to okay we received one item for comment and we will be showing it on the screen at the present moment for those who are watching since we will have three minutes for public comment it is going to be on the screen for three minutes okay this will be posted on the website under public comments for this agenda okay I don't have control of Americans sorry Liz we can clarify that we don't make any responses to Yes Doctor that is true we are not able to discuss or make
003comments on any items from the floor sometimes when we have people who come in person we direct those people to a staff member but that is not the case here so anyhow two more minutes to come yeah okay you sign in as well and provide any comments is that correct if you have any that you have okay already so this is a process we have to use because we are restricted as far as who can be in attendance we are hoping that by our next meeting participating our meeting in a way so for right now unless there are any further comments or people who are here we will move on to our next item that would be a negotiations update Mr Hammond just a quick [Music] okay that's great to hear preparing for the next
004school year our next item is the consent calendar is there a board member or any more fiber good like to pull an item from the consent calendar okay okay anyone else do I have a motion for the remainder of the consent calendar okay motion by I mean Robinson second by dr. Keyser we will vote on the remainder of the consent calendar and take a vote a voice vote all those in favor Tom hi Robinson I'm Griffin hi honey hi okay okay we got a mom so that has been approved so John what about seven point three point three [Music] thank you for clarifying that yeah thank you for bringing that to attention okay so we have this last item in our consent which has to do with this quote for goguardian would anyone like to
005approve to the motion to approve it some ways to approve the contract item seven point I'll second that motion a motion by doing that hubby's second by I mean Robinson all those in favor please say aye thank you okay that was the consent calendar and to our discussion and the first item is educational services this is with regards to resolution 15 18 20 is regarding racial injustice Azure resolution regarding racial injustice so the answer is this team would like to bring this resolution for to the board for discussion and action regarding the racial injustice what we've been with countries been going through and we just we have been prior again at the beginning of the year when we looked at our data and our data was telling us that we were letting some students down
006and so looking at that data led us to take action over the course of the year and Johnny has really led this particular aspect of the action with our color and our african-american characters but I'll let Tom go ahead and speak to that briefly so the last four meeting we talked a little bit about the the outreach for the different student groups that are struggling within our school system and realized that we have we have a few and to try to address everyone's needs all the time is definitely a goal of ours at the same time we wanted to hone in on some some specific the group's so as we talked before and is in the setting we do have some some relationships with chief of State University and process cultural leadership center there and
007also with a private entity down the Sacramento that's doing the same kind of work with schools in the Sacramento Unified School District with the goal of creating mentoring opportunities ideally we'd have a cascading mentoring program that would include Chico State students mentoring our high school students than would then mentor our middle school students and ideally we'd have been mentoring or elementary students so we were really focusing on after the african-american males knowing that we're also going to move into during the during 2021 building relationships with women and excellence which is the counter or the collaborative group at Chico State much like the men in Chico so the goal was to again create mentoring programs and for those specific student groups however since the civil unrest that's just been been a major focal point for much
008of our policy has again risen to the forefront we feel like me to expand that conversation so we've been reaching out she has been reaching out to different community members who we feel and influence even deeper conversations about racism bias in general with the idea that we are much more systemic and organized in our approach to identifying elements of bias in the community and the specific banner system so for example on Friday we have quite a few members of our community representing different groups and different cultures and the reason I emphasize cultures is we're it's we're not just talking at the cultures we're also talking about professional cultures for example we have an African American urban raised police officer joining us in this group so he's going to bring a perspective to this conversation about
009racism and bias that many people in that group won't be able to to represent so we appreciate our community members being involved in those conversations we have some goals of really needs not necessarily just staying in our lane but ultimately we want to deepen our awareness of bias within our system specifically when we talk about racism right before spring break which before [Music] however one of the things that we talked about we really want to be sure that we do is we don't want to perpetuate the white Caucasian influence by making policy and curricular instruction without getting direction from the group very groups that were trying to we're looking to the group that John is meeting with we're looking to you are ever in American parent group to help us look at are there policies
010that get in the way of equity are there policies that perhaps meet you racism within our system so that's the cynical look but trying to look at it from another viewpoint just then and I would like to go ahead and read the resolution oh okay you see you're just a little picture of her for the time into this project one of the things that that makes it so important to me as a white American is that as I watch and observe what's going on right now in our country I have become aware of how little I really know about racial let's see we get taught like we and the Americans in our Texas we get taught things like there was a civil war [Music] we consciously recognize ethnic racial groups making contributions [Music] we don't
011embrace that you know Cathy did you want to say something yes thank you so the context of this is that we have refraction around ethnic or racial identity including the Native American of which I have grandchildren and great-grandchildren but I think it's really valuable that we've gone through the resources that keep the state these are leaders that I have worked with very closely over my want to miss out on the awake because they were letting other kids other parents ask the questions and then they were answering them so I think one of the things we want to do as many of these sorts of things we can find that out not just our teachers but also families who are often blended identity thank you okay thank you Kathy I'm going to go ahead now and
012read the resolution whereas this Chico Unified School District Board of Education is heartbroken and frustrated by the in justices experienced by people of color in every city in our nation and is troubled by the inequalities that have plagued our nation for so long and whereas the Board of Education is committed to maintaining a safe positive school environment where all students staff parents guardians and community members are treated with respect and dignity whereas the Board of Education believes that the diversity that the district's community of students staff parents guardians and community members is integral to the success of the district's vision mission and goals whereas to bring about true and sustained change that chica Unified School District Board of Education urges the community of Chico to come together in unity and create impactful dialogue on racism
013and inequities and work toward positive transformations that address racism and inequalities whereas Chico Unified is committed to continuing to develop and deepen community relationships and partnerships through student groups specific community forums and student groups specific mentoring programs such as the men of Chico and women of excellence thereby providing our students a venue to express their perspectives on bias in the school system and identify ways to combat racism now therefore be it resolved that the Chico Unified School District Board of Education stands strongly beside our students of color staff families and community and vows to reflect upon its policies values goals and missions to ensure its commitment to all via FURTHER RESOLVED the Board of Education vows to work to proactively identify class and cultural biases as well as practices policies and institutional barriers that negatively
014student learning from Hetch away achievement gaps and impede equal access to opportunities for all students in order to eradicate institutional bias of any kind including implicit or unintentional biases and prejudices that affect student achievement and to eliminate disparities in educational outcomes under all right to sing Thank You Tommy all right we will move forward then to a discussion action item this is is this actually to be something for a vote it's more of a discussion I have to okay an update on our Co code 19 responds in the 2021 school year planning and recommendation of co-curricular and extracurricular activities summer planning so there's a few different things that we want to give you updates on just on the cover the update again we're going to be talking about possible schedules for next year we have
015some athletic do we want to bring you by so we want to so what we want to do is give you these are some of the pictures coming through different of our graduation or drive-throughs and I know some of you have seen these before begin they were very successful for how quickly that our schools headed put these on and we're very proud of what they've done alright so here's where the graduate number is from each one of our junior High's and high schools and CEOs the junior High's are pretty close between 301 and 306 to comprehensive high schools 439 at 417 then you all in ninety-three graduates this year so the wonderful thing the next thing that we are working on actually Jonathan spent a lot of time on this and I've just spent time
016on zooms and so it's Kelly we've been working with our Eastern athletically that's a league that our sports teams planned so we can have a common message in a common protocol when we can open up camps and possibly some type of practices so we're going to click on that and then so you can continue to see it but it it's come a long way over the last three weeks and we're pretty excited the fact that that we have a common message from our and just some background like Jay said we're trying to get three distinct districts coming together as part of one league to agree on you know in sportsmanship sports would like manner to agree on how we're going to approach summer activities but just to make sure I can understand this is just
017a summer conversation we're not talking about fall sports yet this is really just July 24th so in response to the California Department of Education guidelines the National Federation of high school sport guidelines some County guidelines from shasta county Tehama County and Butte County we basically synthesize those guidelines and were able to create a document that could guide a summer participation for our student athletes we're not going to go through the whole document just want to reinforce that there are opportunities within this document or for wellness checks for coaches to demonstrate in their plan and must be approved at the site level at my level and then at the senior cabinet level specifically where they're where they're going to be hosting their their participants how they're going to interact with them the safety precautions again following
018those introduced guidelines there are also some waivers that basically identify the school district and explain to parents and the students our expectations as we as we invite these kids back on our campuses our maintenance and operation folks have been instrumental in streamlining this process to be sure that who their staff are safe right the bringing these kids back on the episode it's not fair to those staff who've been working diligently extremely diligently to prepare those campuses for for next year so in a nutshell we're able to after about three weeks of working through this document were able to make it happen so we're excited in it we've noticed regionally this process has been emulated you know different districts not involved regulating this comes so it hasn't been through the coach brings it to the athletic
019director brings it to the administrator that's in charge of athletics on their campus then it goes to John the administrator on Kent State it goes to John then it goes to me and then I share it with senior cabinet so there's no surprises and we've asked some of the coaches or people that are leading this campus init some photos and some time so we can share with what it kind of looks like when they're doing their six foot distancing and going ten or less students and different groups and how that looks and so they said they will do that for you we could share with you guys the future what's really impressive in those pictures are the facilities just the standardization of those facilities so another piece to thinking about next year we know we're
020going to have some kids who may be eligible based on the code 19 distance learning in the second semester and so we added and this will be addressed later in the board agenda but we added some language to a word policy that in event and I'm not going to read it to you but basically in the event of an emergency declaration a student would be granted an additional probationary period right so then there's going to be some tracking involved there but our abs and principals feel like that's something thing I do and so things are both his kids won't eat it but we want that safety net sorry clarify that because other people may have seen as I did this blood last night which actually was featuring paradises female volleyball team so way to take
021more than a second for somebody to realize that this six high schools don't reckon if you don't comprise all the high schools that they typically play a game with each other so is there any framework of referencing which schools that might end up playing one another we have some sort of a similar agreement or we just you know three six hang together and then paradise will hang with whoever and say thanks for the orbital high schools I'm trying to get a sense of the public understands that what was on the news last night was very specific so this came about from a league perspective and since our league is the EA L that's why we group together because we wanted fairness among those that competed and we see I am fleet play but you know
022it's my party mentioned there has certainly been adaptation of this document across Buick County and talk to the dress Lexington yeah Kathy just to to put it in the 30,000 foot level of context every summer schools handle their summer activities differently right some schools have way more activities for one sport than other schools and that variety of reasons resources being number one facilities being number two he only had one gym you can only do so much for volleyball and basketball during the summer and so we feel like across the section right the next level up from the leaf each league I can't vouch for every leaf but it sounds like most leagues are having similar conversations and as you know when one school district finds out someone is getting a little bit of an extra
023bump people are competitive right so they're going to try to figure out how they can do something similar this one make sure people understand that these are voluntary camps that these kids are are going into so we on my desk I go on the cheerleading one a football one wrestling one a basketball one and so again you know everybody's really excited to be able to but again it's the parents are still feeling uncomfortable even with these guidelines there's just voluntary doesn't hurt a child's chances of me making that team later on when those sports okay yep um question about the scheduling of summer sports it is something that I did not familiar with do do the summer activities end with enough time to leave a two week window before the beginning of the school year
024yes so the way this system has been set up these activities will cease on July 24 school doesn't start until August 17 however all sports do start on August 3rd what we felt like is stopping on July 24th would give folks a little bit larger window to Reese Anna ties areas that needed a little more Reese anat ization as we prepared for students and staff coming back so there's a stop date on July 24th with the first you know nine days giving us some time to Reese other things about the open up data if you got the Sierra Facebook live it was alright we started trying to figure out with different colleagues our community is really talking about the bit that understand what schools going to look like next year and Kelly gets quite a
025few emails asking those questions throughout the week and she does an amazing job of answering them we have to do TV interviews radio interviews newspaper interviews on these questions that are constantly long we tell them to just keep coming back for updates so we wanted to make sure again that we're following the guidelines suggested guidelines that we are giving to and if they become mandated guidelines what were the skills that would look like at that time so we are also at this time looking at what other just a lot of districts right now are putting out plans or what they're telling their parents and so some of the stuff that we're gonna said that looks pretty good so listen let's use some of the stuff that they're going forward and I know some people are
026looking at the stuff we have we have to go over it with a chem suits meeting tomorrow because they saw the Facebook blog some of that's been going on it's great we've also let me decided in my you guys know that we've been working with teachers and our Union and our classified and our administrators to come up we want we want them part of this whole thing it's gonna affect every one of them so I believe in our last one we had close to 70 participants and Arzu meaning when they came to talk about then we broke it out and on Johncock we broke them out the elementary level secondary level these guys do a great job that when they break everybody out root we had a special ed group and so they will be
027able to break out what would schedules look at that how that going to affect their programs they're obviously different from elementary to secondary just what specialness names are so it's pretty amazing during that we've had to a lot of another one on Monday we're hope to give you another update on next Wednesday on the twenty fourth meeting we want to continue to narrow it down so we can come down for some things say do you guys say what do you think of these we think we've narrowed down these choices what are you putting your thoughts on that we will also get parents involved also because we want to know as a parent what do you think and they were very involved in it basically I mean we had over 2500 views of that yeah we
028had 260 on at the time to 68 but then over the course 24 hours the wonder clear over 2500 so that's great one way with me too and we will continue those things come up Diane Wilson it's going to do a special ed one Kevin when he misses both one knows more about what the budget is gonna look like we hope in the next 12 days well how about feelings but you know we can reach out to the community to see how is that gonna affect our education - when it comes to cuts or non cuts and stuff like that so we're hoping to do another one of those and then we will follow up probably another one with Kelly and I about scheduling I wanna the next one it's kind of what this is
029how when we break meet with those our educators our teachers and our administrators these are versions of what it looks like what they're seeing so yeah if you could just stop there because so what we're trying to do is separate out the conditions for reopening from the models that would be opening and so because we would like our conditions to be all as as encompassing as possible and so we've been listing out the conditions for return to school knowing that this isn't everything we're going to have consider but as you can see there are everything ranging from the timeline that we're talking about now to how to really address positive cases what would physical distancing look like and there's three three things already that we need to be thinking about so from from a input
030perspective we're asking our staff and parents and some students to think about what are the conditions and as Jade mentioned earlier people are receiving quite a few emails about their opinions about conditions and then the models that would be in place and these conditions would apply to those models and so from the rest of the document we don't need to read the whole thing knowing that there's not a one size that fits all just a real quick scroll please so we started to categorize our options and I don't think we're in a position tonight to go through each one of these specifically but just to see that we oh we already have an online learning model you know we already have a very strong traditional model that may have those conditions applied to it and
031then the last option here is is blended learning models and so if you can scroll a little further so we have a series of ideas that range from a three by three block schedule with kids completing 30 credits of work in one semester and we and some completed schedules have am/pm shifts just so basically is you know maybe vernacular buffet of options that we can start to we can start to investigate research knowing that all of them have pros and cons they're all going and really we really would love to see a traditional type of model with safety precautions but in that's our ultimate goal we're hoping that this state allows us an account allows us to do that what we're seeing in our surveys and I'll talk about that just minute from our family
032scene really we love to have some time in traditional models will succeed Hodgins with antenna sides are stations which we have them all in portable ones in every classroom right now for that the teachers to me I'm good to do that we hope to have them in gate entries where when they come on they have to do that these also are hoping to have them in our busy type of common areas where I think our kids are going to get really used to the fact that this is going to be happening all time the Elementary's with their sinks in their classrooms and stuff like that we've ordered yeah we we ordered 800 thermometers so the the wand so we could have them at our schools and if that's what we're out we want to go
033where we're testing on those are all conversations that we will come up with to you guys gonna get down to the nitty-gritty on lines perfect Oakbridge does that very well our Oakbridge online option didn't change when we meant you know when the kids have come off the campus they continued with their model of their online instruction so there's in sampling and so that's really a second option to parents don't feel comfortable with sending their kids into that model if the state gives us open guidelines allows each district to kind of do theirs we have that model even now move down to k5 we've now just we purchased two different models it's going to be the I already toolbox and one nurse online program so those are going to be Petite Sirah eventually hit they need
034to go on mommy and that means to Dibble meet with somebody every week so I want people to understand online option still needs with their meeting with the teacher if they need to all right we'll have them out you know they need to that ambassador would need that but they go in to me if one time week and they start falling behind we usually go one for two week two days a week to three and we do have tutorial times if they start sternly an insert so I think that we do need definite the other models that we're talking about they're the ones who were kind of struggling if the mandates come in and say they have to be six feet apart you know in deposit where you can only pretend in 12 kids and
035impassion the actually the end of the models come in two three by three or that a and P and shifts and that kind of thing so whether we like it or not part of our role of school is when kids are at school we have the children so that parents can work and so we're trying to look at this is a big picture is what we want our economy to recover our economy drives education fun yet education allows parents to be in the workplace driving the economy it's that big cycle and so we are hearing from parents that you know I can't afford to stay home I can't afford childcare I need to be able to go back to work and you buy a child at school so those are all part of the discussions
036that we're hiding but all of us know there's lots of demands meeting all of them it's a challenge that's why we're having looking at lots of different models here I think we talked a lot about it in ed services and I think John mentioned a fourth of the faith I think we want to make sure that a smorgasbord of options out there and check so we want to have different options so families feel comfortable coming back in on the new world with these kind of guidelines and plays for this provision of the place they're comfortable without we can offer that to them but they are feeling for different health or security reasons whether their family they want a full-blown online version we can offer that but then the middle one is for kind of a
037blended model so if families are feeling there might be some reason that they are comfortably on campus a little bit of the time maybe they're half the time is what that would look like and here's how we could operate that and here's kind of the structure in the form you put that together with also so because I've been taking a lot of input from teachers and staff we're going to talk to parents coming up and get a lot of feedback from them as well I put those things together and they're all those what things we're not thinking about even to come up like Jay said we've been running different sessions and throughout the elementary one for an hour Kim hands is taking notes in there [Music] thank you yes you can get up one of
038the concerns the impact emotionally we are we already know as a district that we have some very very needy children with social and emotional deficits that are tragically not being met in any kind of an online situation so from my perspective of the board members anything we can do that keeps our targeted children [Music] yeah there's to keep our kids to me get still back to saving those kids social and he every kid a lot of drama why is everybody work why did everything get closed down you know it's it's been a lot for kids to digest so I appreciate that I mean that's actually we've been kind of putting together the parameters of what our online students and that came out very loudly their teachers so like Jay mentioned there's actually a weekly expected
039check-in whether it's in person or online not just for academic support but to check in and see how that child is doing also I could allow that referral to happen if they're you for kind of some support whether it's in-person counseling or whatever it may be also teachers are very Commons and he said we want to make sure these kids are doing okay while they're at home online things are put together one of the things that ice that I felt was missing was a student's ability to actually see and hear their teacher giving an instruction even if it's only a 10-minute dialogue on you know what the introduction of a new chapter something yeah it's gonna be on their Chromebook but they still need to see and hear that live person giving them you know
040part of the conditions because in their endings the teacher groups were working with they said teachers should be on there four times a week there any math lesson four times a week to the reading to be a lesson and it could be a partner ten minute lesson does never be an hour-and-a-half lesson so there was a built-in expectation from teachers sorry to keep hiatus and I'm going to thank Kathy I'm just shifting the last bullet on there Kathy just so you know we're opening our preschools back out July 6th we got to go ahead from licensing so Kathleen's been chomping at the bit so we're gonna open up all four preschools there are some social distancing components expected needless to say Kathleen's working out all those but we are expecting to open July 6th with
041about ten students in each one so she's kind of going through and creating the criteria right now to get those things ready to go so think about it hopefully start helping some of those childcare things and in kudos to Kevin ball tonight and John Carver because that wasn't in their plans and all the sudden a day later it was in their plans and accommodated great well one last thing too that I want to bring up his and one of the programs that they mentioned in there was to addressed this issue of what type of programs might be helpful to students and there's a with interrupted education with interrupted formal education especially to avoid furthering and deepening the the gaps [Music] one one one thing because we've already I think covered the other two bullets we
042will we've already had the one survey that we put out in May we will put out another one for our parents and one for our certificated and you do one for classified and one for classifying also again what are they considering alright what are they comfortable with traditional with safety because we want to add what traditional looks like it's not somebody just said traditional so some people thought that meant traditional with six feet Stacey or traditional with a lot of safety I think so we want to be able to list what traditional looks like what our online option I think most people know what that is we will again we want to let him know that he's still do get to see a teacher what a blended model website and just to get again a
043feeling after we get closer to doing these board meetings about giving schedules what they look like and how comfortable they're feeling and then we will do one again probably around the third week of July after our July 15th board meeting so we want to put out a survey again so we we have to really start or concreted yeah more green let you guys and this is the concrete ones we think and with your approval we really have to stop looking at staffing and budgeting and that kind of stuff and how that the schedules are going to do and how that reacts with what we've chosen so we want to be able to tell our teachers okay we've got this video for eating this may need to go to here and that one of the things
044that was said was professional development we've also been working with on Kevin ready and Charlie Schneider there any meetings with us let me see about these different schedules that were looking at so one usually is in the elementary and ones usually in the secondary and they've asked you this do professional development which we approved a week with pay the teachers for their four hours one on ingenuity that's our platform for the six to twelve online the I'm ready to a box and the wonders for elementary teachers and then we will also be doing some professional development and if we have to go back to distancing distance learning how to make that transition because before you know we have 48 hours basically you're going to distance learning so teachers are wanting more help with that but
045some teachers did it pretty well and some people struggle with it so they've asked us to put on that we will at the beginning obvious that we first week of August we will put that out so I just wanna you know we're reaching out to we might need more teachers to go to Oak Ridge so we just want to make sure that people are ready to go all right okay so one thing I did want to talk to the board about clearly we have we've got our teacher group meeting every Monday and they're going to meet again this next Monday and our hope is to bring you some solid workable options then what I would like to do is schedule again you guys again not like this part but schedule another board workshop and maybe
046during the day where the court can really looked and take an in-depth look at the options of our prepending because the court ultimately you are our policy makers you set this so the board will have to make a decision on which model is resolved in the direction that we go and July 15th really is pushing the envelope because school starts August 17th so if we can I'm looking at work with your calendars but a board meeting is an extended look at options for workshop for the reopening of school sometimes the week of July 6 7 to 8 in there that will allow us to have an in-depth discussion and lead us to making a decision what it is the model the conditions we know may vary based on what the state can the counties tell
047us what is the model yeah I think that was inevitable we began you know we absolutely need to be part of that and we need to dedicate enough time to but it can't just be something that's squeezed into a board meeting and we need to be fresh and we need to be you know our brains functioning fully to digest everything that is going to be discussed and decided so what I what I personally would like is if we could do this as some sort of like morning session time where we have coffee we get together we talk about all of this and we spend as much time as we need to these are these are big decisions and there's going to be a lot of parents who are really impacted and concerned about this and
048you know coming back to us with milk you know why did you do this this would be a meeting like are we going back to open session where parents well I think that day I think that you guys have been gathering a lot of the parent feedback and so yes a lot and we would get we've been reading um and also with the serving information since there's going to be more surveying that's and that's being done so gathering that kind of information I think we would have that we necessarily I would say that at some point to open it up to where with social distance we're going to try to put one out immediately after the June 24th that's with Wednesday so we can get it out oh yeah I mean it's gonna be a
049short window their parents mode we can put it on there as good in kitchen and getting say we have to show we look at important right and we've been talking about we talked about about the Facebook live as well that you know we will be sending out more service yes yeah the word of the last survey you know anybody that didn't participate complete I didn't get it right so there is no awareness of that you need to communicate was it is Michael the absolute drop-dead date for the board to make a decision as to which options will be available is July 15 and it will be do it sooner that is even better and once that is made then there are the options out prepares to begin making those decisions and registering in which our
050program they want to register it at that particular point wraps up our presentation we didn't want to exclude all the different means of transportation for our graduations so we want to ensure that equally often where all the cars that were decorated and everything from horses to limos to a truck that came through with sand in the beach our kids are 380 then they need the best the challenging time it's really proud of the parents of the kids [Music] okay okay so we have a motion our song we have promotion a second buddy by dr. Kaiser this is to approve the extracurricular cooker each other activities summer plan yes all those in favor please say aye hi okay thank you for that the next item is an information item also this is with regards to the
05119 2019-20 focus goal of the grade 11 plan for Kurt Elling instruction and assessments I'll get this started I just want you guys to try to go back Riko bit about that was her glass school when it came to an assessment we wanted to finish job 11th grade was our last one and obviously don't give us new goals for next year but this is our last assessment goal and so I'm going to just have to finish off yeah like Jay said this is taking us back to pre coverage era and so what I'm gonna do is just briefly go through what PLC the processes that be able to use to finalize our plan like the Jay said started a number of years ago at this point and I say finalized with quotation marks around it
052because it's always got to be under revision and we've got to keep looking at it make sure it's it's getting better and better each year okay since working I just want to think we do that DLC members joining us tonight because what I thank them for joining us just in case there are any questions with LC in general since Bobby connectional sorry so TLC was formed years ago at the conduit of information from the district to the sites and vice versa and to help us with with making decisions providing the teacher about perspective they have done a wonderful job and I want to thank the DLC members on this slide this is secondary DLC and in particular for tonight my purpose is the ones are with us so Thank You Stacia Wenonah chase dibala air
053loop the shade and I think cables and had it had to get off the collet Indiana hole and for joining us tonight at home they'll be available for questions normally they would be the ones talking but due to the current circumstances you got me but they're available all right so as you know over the year the LC is involved in a lot of decisions is to highlight some of what they did this year in addition to assessment plan development and revisions Cobin 19 related planning they've been huge and talking about a grading policy coming the plans that John and J just went over indispensable input always and this is you know when x is tough we need that people more so secondary lcd's math and english will meet every other week and then the big
054larger group needs together once a month the assessment schedules that we've been shown me over the past years have just continued to mature they're still linked on the district website for easy access for teachers and the teacher to do is click on it and jump into the assessment okay this is not meant for you to read but kind of more more meant for you to see the breadth of the work that's been done and the how teachers access this information so that is that is junior high and this is our high school you see math see I am one and I am too around in this column each one of those has I would say nine years well assessment then there we just kind of wrap up in a tight package so this year with
055the completion integrated map reading format they continue to revise the existing assessments that have been put in place map I am - and Massey were just rolled out this year for the first time but as well so there's work that need to be done on that they're really working towards mimicking smarter balanced test items as they build tests that we're fortunate to have the technology and access to that make that happen these assessments are short of focus oftentimes five items are given by a chapter so as teachers go through their curriculum they're missed rings of assessments moving forward we need to rock the map i integrate amount of three assessments with teacher training new the way scheduling is done many of these I am three teachers have already experienced you know item two assessments or
056I am one assessment etc so it shouldn't be that heavy overload and a focus moving forward after we'd be fine I mentioned that that's so important for assessment planning to be healthy is to continually refine otherwise we'll just kind of die on the vine being very thoughtful about the higher percentage of depth of knowledge higher level depth of knowledge skills on the im3 assessment so it would start lower at a map a and all the way up with much more complex depth of knowledge levels in the oh yeah we've talked over the last couple years of our take and more pointedly this year about our our math scores essentially flatline over the years yeah and we see that consistently amongst all race ethnicities yeah we see that across the state and other demographic of student
057groups we have made it's unfortunate really this year that we don't get to see the fruits of our labor think about it in particular in math because I do feel like we made great strides this year and I feel like we're not gonna have the measurement to really quantify that that feeling but I also agree that you know we talked about Ecklie we are going that mr. Shepherd said earlier we're have been going down that road and we will continue going down that road we recognize that that kids needed to be have equitable access to to any course that is in their best interest to take we made changes to that end we may change the English honors selection as well and I want to add like in in addition to our work with the
058community and then certainly and got into our kids on fund inequities racial inequities just a social emotional support that were able to provide now with the work that's been done over the past few years so so here it is back to the back of the slide in with regards to equitable access to higher level courses we're moving towards basically data-driven recommendations for higher level courses as opposed to teacher recommendation so there's more objective hey oldie teacher recommendation still does play a part of it but we're trying to make it as objective as possible however I need to add here because we cannot deny access just because someone doesn't get a teacher recommendation or because someone doesn't score high enough on the test we have a class them whether it's an AP class was DLC making
059recommendations so junior high continue to adjust their windows we rolled in the smarter balanced interim assessments in place of I ready for the winter time across the board second all secondary English teachers after they get an assessment they're asked to fill out a survey to provide feedback for that bill for next year's revisions ok 1885 refined protocols and we will continue to do that and also examine how to better utilize the interim test become available and more widely used and then just real quick I don't want to leave special education out because the particular Gail Olson and Dana Feingold I've kind of enjoyed high power at the secondary level well kind of led the charge and implementing the use of common goals and IEDs and leading to common assessments to measure those goals they definitely
060do new programming language live we've seen high high success rates of moving our special education students reading skills about at the elementary level they know work on a continuum of assessments they piloted that this year so students are assessed on the skills the next skills that they need to progress rather than by what grade level they're at and that we're calling that a pilot because we're also talking about doing that at the elementary level and that kind of pilot that we did with special ed it was extremely important okay I already mentioned we assessments for evaluating people's and refining the language that teachers use when they're recording the parents what doesn't a mean - a zoom in a bog moderate/severe setting versus the generalized setting and how do we progress okay then I got thrown
061out just real quickly kind of enclosing for Spanish teachers at both high schools there's an amazing group of people they are self-starters like we literally give them money to get release and put the room for them and they they come up with a Spanish one and two assessments that unfortunately did not get to be administered this year because of it but they meet them and they were common yeah Spanish Spanish one started to teach two school years ago and the Spanish to was ready and they're just stopping running that's all I have for you really I wanted to speak brief I know you've heard this on before but to make a long story short the goal have you thought that what we do need to keep refining okay so what we brought before you this
062evening is a resolution that would allow our senior classes at Chico high and Pleasant Valley High School to carry over their school class ASB funds for an additional period of six months due to Tobin 19 many of the events that will plan the end of year school would not be participate in their yearbook delivery for instance was delayed so the request came from school citement from the leadership school leadership and be it work with our auditor in autograph they have reviewed this and made one minor recommendation so is our recommendation of the board would adopt this resolution allowing Perry or ASP pension to see in class four period no longer six months to be useful to class activities specifically and noting that this is also then suspends current board policy but is not pretty impressive
063moving forward on second the motion okay any further questions by anyone about this Kevin pretty straightforward it seems okay we have a motion by dr. Kaiser a second all those in favor please say hi alright okay that resolution passes our next is an informational item on the state budget okay this is really a prep prep this for what you will receive a week from tonight and we have to completely budget as a reminder typically we have a public hearing over the budget in conjunction with the local control accountability plan and then we bring those back to you for approval anatomy the state waived the requirement for the two meetings related to the El Cap and the budget so you'll actually receive just the documentation for the budget and the El Cap next week on the
06421 however we are in a substantial amount of uncertainty related to the state budget so my intent is about eight quick slides to show you what we know today relate to the state budget that will inform the basis for our budget that you will receive on the 24th plus what we expect going forward so okay so in a typical year this is the time line January the government provides this proposal we have the tax deadline of April 15th in Maine the governor comes out with what we call the media brief eyes which is sort of Lee is the basis for the development of our local budgets what we didn't see is usually negotiations that are taking place between the Senate assembly and the governor's office with a constitutional deadline for the legislature to approve a
065budget by June 15th and then between June 15th of June 27th the budget goes before the governor to governor's office and he really has three options he can approve the state budget as presented he has line-item veto power where he can actually send the budget back to the legislature that's a typical year so the governor's may revise actually proposed to use a third of the rainy day funds because it's 10% cut to education through the local control funding formula rely heavily on cash to pearls which poses a challenge locally related to management of cash the state doesn't call it cut so or they actually do we don't and one of the key elements the governor's proposals are a trigger off that these cuts would go in place and if the federal government quieted assistance dollars
066those cuts would be triggered off and be eliminated the governor also proposed however to put money into pers and sters we do offer reduce our cost for those areas and then also some increased funding for special education the level of education funding in the 86 OSU model so that was the governor's general framework Bruce proposal I want to show you what that does but she's been unified what you will see a week from today and is fairly dramatic because if you lose nine point 1 million dollars and we have not really acted after maybe budget cuts or any other activities you will find it just cutting to the bottom line right here next year once we get into 2021 in this the year 21 22 we will not make our reserve requirement from the state
067at 3% and again that is if the governor's proposal and maybe were to go forward that's what this would look like not only do we not make the reserve requirement you can see all the different reserves as the board has put in place you can do Shari having fiduciary responsibilities you put in additional to person one time dollars we would go through all of those as well the next slide is just an example and I put it in there to note that when this first occurred we started immediately talk about a plan in which we could survive this type of pen so this is not it has not been a recommendation yet but an idea could be if we took action early enough and made some budget reduction cuts we use or millions around number
068and we were able to work with our departing units for furlough days which was one of the things that was offered to us back in 2008 you can see if you make these cuts early enough you can survive and right here we just donate our three percent all the way up to the twenty two twenty three fiscal year so the point of this being is that the sooner we react to a cut in state funding the more likely we can survive a ten percent cut but as things are for me changing dramatically the legislature did in fact approve a budget on June 15 they do use rainy day funds even some additional one five dollars they actually proposed and passed a cost-of-living adjustment in two point three one percent okay to take twelve k-12 education
069however there is an expectation of federal dollars and then there's a trigger on if those federal dollars do not come in then cuts can trigger on because the federal timeline is October correct their budget is so there is additional one five dollars for discretionary dollars for Patrick Cove in additional cash to squirtles these began with the governor proposed a hold harmless for average daily attendance which you can imagine is a lot of uncertainty for us and then does continue with the governor's putting dollars towards person stirs and helping us out reducing this cost here's what that looks like if we kept all the expenditures the same and we just simply changed that cut the governor proposed we would do substantially better in 2021 still with a positive change in fund balance and then we see
070out 22 23 deficit beginning because there's no increased revenue but we still have increased cost to keep the lights on that person serves wraps up again as well so if the Legislature's version we would do just fine so here's where we are today though the governor legislature really are negotiating in good faith so we are hearing that there is no animosity between the governor and the legislature they just ran out of time quite frankly so we actually do expect them to be a budget approved by both the legislature and the governor by June 30 however we are concerned about the federal assistance right and that really provides us with this idea to beat your cuts and what that could look like we don't receive those federal dollars we continue have concerns regarding the impact of
071come in whether that's the federal and state economies not doing as well or coming back student tenants as we already mentioned it will be interesting to see how that comes back for us an additional so we will combine two more than ever a 45 day update to the budget if not sooner once we have a final version and then cash management will be a challenge so you are believers board members were here in 2008 how the council rules in place we'll go back to that world and we look at tax rate offenses the patient notices one of the ways in which we can manage our cash so that's just a kind of brief look at what we're expecting and what we've seen from the state we will provide a detailed budget next week however again
072the frustrating part about that is it's based on the governor's proposal which is really worst case scenario doomsday we know we have a different proposal that's already been approved actually specifically the governor has 12 days after June 15th June 27th is the actual date but we have seen historically I'll tell you we're not alone almost every other school district is doing this and you use that governor's being realized so what you're also going to see on 24th is a resolution from Butte County Office of Education or if they ask us the passage which notes all the different impacts that we have seen related to code it and then actually ask you to note you understand you have to do shared responsibility to maintain a district that is solvent for three years and then you would
073outline cuts and timelines for those if needed and so we drafted that revised and slightly from the county have them review it again they're good but you will see that for the first time which you have not seen before because again the budget does not make any money for the what is the sense of the state as the legislature and the governor are going to actually get close enough that we would have a reasonable idea of what might happen because both of them seem to be relatively depended on the feds doing something positive and that seems very can you say we are hearing that the negotiations are going wealth or education that education has been a priority and that date budges is currently being discussed is moving towards the governor proposal actually of planning for
074the worse than us in essence and not not putting dollars in expecting the federal government bailed us out however there will be in cuts under areas not education so at this point I'm philosophical question if we are developing basically two the state gets it together by the 27th and on the 30th we already but forecast a budget with the trigger off right that's what that's what the stage is currently working for it is a trigger off budget so that if the feds jump come through with the money and stuff with our bargaining units are we also looking at maybe two scenarios and agreements that okay this is what we're agreeing to but if it goes the other way this is this is what we agreed to do if it goes the other way I know
075that we discussed the issue of furloughs with both groups so the demand because if because it's a mid-year impact anything we can do to be prepared to respond to that quickly seems to be in our best interest to survive [Music] before that worst-case scenario doesn't prepare for the worst so next one is recovery is what I'd like to introduce three people that is for the district Mickey Posada principal with ice and advisor is our payment provider Katie Dobson who is our bond counsel with Jones hall and not to report by an RTA expert Redevelopment Agency expert of Dante Puccio with a public economics and this is really being brought to you as a relay to the potential final purchase of the light-touch building and this is specifically financing to complete that purchase and many options
076there up so this is information there's no action we were asking you as a board to take we want to provide you the information on how we finance that purchase and then on the 24 we have our final update on our due diligence and then at that point if you decided and property then we would ask to take the official actions as a board and also remember as a cheaper unified corporation for finance purposes so that's generally have a lay this out and with that said I will see slide and presentation along with your presentation [Music] the estimated presented back in February when the estimated variance associated with a level structure would be about five hundred sixteen thousand with an escalating structure but maybe start a bit lower if you can let me jump in
077for the board so your reformed the purchase of the property of the building and the property is 4.8 billion we originally talked about two million dollars in additional infrastructure process kind of where we have been up to this point this represents actually three million dollars in infrastructure costs and some what is related to the availability to ongoing of revenues in fund 42 that we would use to basically service that Desmond keep you mentioned furthermore moving from a 25-year term to a 20-year term or closely aligns to the number of years we should continue to receive payments in fact 42 yes they definitely another 19 years but as a reminder this is always been viewed in art it is a short term financing tool that we can repay after three years [Music] but [Music] sure take
078questions for Mikiko Thank You anyone Tom or Cathy any questions for Mikiko online if you have any questions regarding the use of $2 and they hear me there will be a resolution on the next agenda as well they would expand our use of party a passenger dollars beyond specific area boundaries so in part of and the approvals next week and a specific resolution to do that because as a reminder redevelopment areas were created and some restrictions on spending some of those dollars because areas were part of the original agreements quite BRT tante I believe you helped write the art ease and she knows that crap well for the County Office of Ed and for the community we wrote the agreements maybe nine three for the greater Chico project area but the agreement we prepared for
079Chico unified [Music] the district decided wisdom substitute for the RDAs agreement which paid a lot less money in the district and so the it's a fight agreement but it's not nearly as financially rewarding to the district yes but we contract the district executed 1993 only covers one of the five redevelopment project areas the agreement payments are one one of the past foods that you receive there is another pass through that is actually very that you also receive by statute from that greater Chico area but neither of those pacts bruise from Greater Chico are proposed for use with this finance that's because the contractual Constitution greater Chico are restricted in a way that makes it difficult he used both agreement past rooms for the light touch site and the statutory pass throughs from greater Teatro the
080district is already using and its entirety pay down the district's 3% 15 and restricted maintenance account obligation that would otherwise be payable solely from general month so so Kevin and the superintendent have already stepped to soften the blow for whatever they happen now in state funded by already injecting 3 plus million dollars a year to reduce to free up that same amount of money in the district general fund and so those two questions are not available for Lansing there are 4 statutory and 1290 respirators that aren't available and as Kevin mentioned they have statutory geographic prescriptions but when one reads if skewers tattoos apparently one discovers but certain findings and determination by the Tobler will allow you we use the AP called tiny cracks grooves anywhere not just within say the boundaries of each of
081those four project areas which are not part of the Greater Chico project area they are the southeast Chico project area southeast Chico added area central Chico and Chico Airport which are four different pieces of dirt in the city of Chico that have their own tree called project areas and that the ad called from those four project areas that will be used to but these the financing decode is going to do and still allow you to continue to use the 2% bastards from greater Chico generate write down the cost of our RMA use the Equality of India that University to use for other purposes that security system certain other improvements at different Saudis so we appreciate very much Dante your expertise that you have provided to us on this what question I have is and if
082you could may have asked this before but I didn't write down the answer is is there any chance that this funding is going to be cut off I understand it runs through 2045 is there any mechanism that would allow for it to be cut off or decreased well under the existing rd a dissolution wall which 2012 as amended by cleanup legislation you know great bills like prop 13 or the RTA dissolution law inevitably have to agree clean up bills or given the RDA dissolution law the answer is no but [Music] obligations fiscal 1920 as year one as Mikiko said we currently project we'll continue for 19 four years that's out to 37 38 and Kevin is Mikiko would like to do a 20 year of financing so shall we say the pass-throughs would take care
083of the first 19 years but given a plan this might play this out for the full duration financing rather to use that to use the property disposition proceeds paid not for financing after a few years but then even in the worst case that let's say that for whatever reason property disposition the excess property were put on hold it's it's very likely seemingly like that the past two amounts for these four project areas I just mentioned central Chico chief lawyer for Southeast Chico and southeast Chico had an area will grow over time and will exceed the amount of debt service on the keep of problems and so one thing Kevin may want to consider he certainly I'm sure with our help we would be monitoring the situation is to the extent that the pastor is in
084the future get bigger and bigger compared to the debt service he could always Bank the excess you save up for the 20th year you know if the whole world went to heck we couldn't take until 20 years from the forecast to pay off the last year and still never touch the general fund never divert any any resources from the classroom or the staff or the needs of the students and just rely on the past on these four pass throughs to pay this thing off and still probably have a lot of extra money left in the bank in the 20 years so even though the district general fund is the ultimate premise the source of repayment is exceedingly reliable and 19 years is 45 19 years is long enough as I said to save up any
085excess if we had 20 and pay off the 20th year never touched on and stick around so we see that this all pans out [Music] we know that we appreciate him we sure do the other issue that came up was when we were talking about the budget the last time around there was some idea of that some of this RDA money could be used could be freed up to to help our budget or other budget well for cash flow yeah it all transparency Dante continues to educate me but indicating further that my interpretation of those four project areas I thought it was more restricted in use so that's why we really only used it for things that we felt benefit the city overall that's why security is one of those items however Dante points out
086there is really more flexibility we could use those for more the are I may support we currently use it for so it doesn't mean these dollars to have to specifically be used for this purpose and we could use those if the world got really bad to pay for maintenance costs so that's the full transparency that this is not the only use of these dollars is the statutory pass-through from greater Kiko and that is already in its entirety for the indirect benefit of the general fund by picking up it'll three million a year plus and increase over time so you're already using fourth of your pass-throughs help the general fund and to the extent that you know let's say that your property disposition on these other sites happens on schedule in the next three or four
087years Kevin if there's still a need to add more RMA support at that time then you could switch over the eighty 1290 passes that would no longer begin but Nancy because Mikiko would have paid it off early and as Kevin said that you could add to executory greater Kiko passengers and further support the district general fund now let me say one final comment about this however all the pastures were talking about are effectively restricted to educational facilities and it was only in 2015 that the Health and Safety Code was revised and the ED code was revised to expand the definition of the civil who include our eminent routine annual maintenance and so it's the use of the statutory classrooms from Greater Chico it is only made possible for the benefit of the general fund by
088the 2015 staff Authority redefinition facilities who include not just site acquisition and new construction and deconstruction and modernization and bird maintenance it was the previous active great definition of facilities in this area of law but also to include our RMA and that's where you get the big federal benefit from using the statutory ater Chico pass-throughs can't use the contractual pass through the greater Tico that way you can use Stampede going pass through in here any excess a default on any passes that you don't need for for the financing or other purposes could also be used for maintenance because it would fit with our facilities definition okay well thank you very much we appreciate you appreciate your your participating in this meeting it is very helpful so Kevin point out Katie Thompson is on the line
089in case I made this wrong but again but you will see if the next meeting will be the actual documents what our presidents use and the seating are examples of those but you would receive the actual documents that would represent what we talked about this evening so this is table one last PostScript if we next week you'll also receive a resolution that without that resolution there are lots of geographic restriction resolution be a default landing craft to come to your craft the unrestricted you can use almost for if you wish or any portion of them okay that we will move on to since I was just for information human resources 20 and it is two positions [Music] this point does such a success I move approval which is 1 0 discussion questions alrighty all those
090in favor please say aye passes unanimously next step the next one is resolution 15 13 - 20 honestly it's a much bigger one when koban the cogut shutdown started [Music] so these are the one position that is the campus supervisor or supervisory supervision of Endocyte hours but so Jim we've had a request that we speak louder with it no far away from the life thing is there anything else that you do here you have a question in particular about got your table clarified so effectively the 2019 2020 school years over and so we are eliminating these positions for this current year right ending June 30th but they will not be refilled for the it's in 2019 20 because we're not enjoy it so I'll second any further discussion any questions it's not all those in
091favor aye passes unanimously all right we will move on to the next this is just a first reading of a board policy that has to do with eligibility and so you will have the opportunity to read this and if you have any suggestions or concerns or comments - please let Erica know and the rest of us know at a time so we can well she doesn't if you have suggestions for changes Nelson does give them any one you have suggestions for changes please for those directly to me and okay send us any suggestions of - right now how they shall share them with John Shepherd and it will be seven ated to the rest of us and that way if there is anything major we'll have a heads up before the next okay that looks
092like all of it any items from the floor or in addition did you get anything miss Burke okay your public comments that erica has tracked any any announcements from okay you have a couple one I do all of our Kubek meetings now figuring out how to make this work and if you noticed we have new equipment and it is so much better than it was the last time so I [Music] will Erica probably work either July 6 7 or 8 and will look for some morning times for the board to start having discussions of units school options and then also the board can expect the board can expect to see for me it's that time of the year where we start thinking about workshops what would be ideas that you would like to see for
093workshops next year as well as who would like to serve on different committees so I would send in that already sounds good okay there's no part of your business you
