He is our business manager and the Superintendent Talbot Deputy Superintendent Mrs Floyd and Assistant Superintendent. Mr. Dixon, I bring you greetings o behalf of Dr. James Elmore, th vice provost for the Office of Diversity and Inclusion and th Chief Diversity officer at the Ohio State University AM. But those that don’t know my name is Lisa Gibson Danner and I’m honored to serve as the progra coordinator. I have been the program coordinator for this program for seven and a half years. I am joined today by

my executive director Dr. Sheila Thomas to present the graduating class of two thousand twenty two this year we celebrate young scholars students across the state of Ohio who will grant who have graduated or will graduate fro high school and prepare for their transition to higher education in the fall. Thank you for your continuous suppor and partnership of the Young Scholars program and for allowing us to publicly congratulate those students with you this evening we have five young scholars that participated and will be graduating that graduated on May the twenty fourth from Kansas City School District an the five scholars will attend Ohio State University. We have one that is with us this evening. But this year Ohio State awarded more than five point two million in scholarship monies to young scholars for over the next

fou years, Canton young scholars will be awarded three hundred thirty four thousand seven hundred seventy two dollars fo four years of undergraduate education. The average annual Young Scholars Scholarship is sixteen thousand two hundred fifty dollars and meets one hundred percent of students demonstrated financial need an at this time I am going to cal up Miss Deidre Robbins and her certificate the Young Scholars Program Certificate of Achievement. It recognizes tha Deidre Robbins for successfull completing the pre collegiate academic components of the Young Scholars Program signed Dr. Sheila A. Thomas, our executive director and Lisa Gibson and the program coordinator. This program has been in the city of can I thin for the thirty four years that has been in existence and so it’s just always a great time for for us this time of the year.

And I want to thank the district for their continued support the guidance counselors, the teachers, the Board of Education and most importantly for Deidre’s mothe and all the parents who have supported the program over ove the years. And so Mr. Talbot, thank you so much. And we have 12 new scholars coming in to the program. All of the middle schools are represented and so I’m looking forward to bringin those scholars in. We take the down for orientation next week and so thank you again for allowing us this opportunity t share with you. Thank you you Gibson Gibson >> thank. Moving on tonight, Treasury report Mr Gruber. >> Yes, Mr. Vice President have said the board approve items number one through five under the Treasury’s report this evening Item number one our month the April in

May monthly financial reports item number two is a permanent transfer from the general fund into the District Managed Student Activity Fund because of the existence of th negative cash balance item numbers three and four are budgetary amendments in accordance >> with the revised code section fifty seven oh five point four zero. And finally item number five is approval of the twenty twenty three temporary appropriation measure which allows us >> to legally expand the money in th fiscal twenty twenty three school year while we are working on the permanent appropriation measure. Second, open the floor for discussions Mr. President the Reznik to th Treasurer. I just I have one question and >> I apologize actually for not talking to yo earlier today and getting the answer but in the notes that you sent to us you

noted that there is a nine point four percent overall expenditure from last year last fiscal yea and I was just curious as to I mean I’m thrilled but what what’s accounting for that trying to do it from memory? Uh, I remember correctly I think to wear down in >> wages and benefits plays a portion o that. I believe I could be incorrect about that. Uh, I believe the supplies and materials were also down. Are you talking >> about from one year to the next year comparison? I think in the I didn’t print the notes out but I think in the notes says that expenditures are are >> lower overall nine point four percen than at this point last year. And so that’s and >> this is the close of the fiscal year essentially uh, well

we have one more month ago >> or OK bu it’s close. Yes. This is nine point four percent. Yes. So no >> I have a better understanding of what you’re talking about in the >> report that I said on the board when we closed the books. It is a snapshot >> of whatever month we close compared to the prior year month that we closed. So believe we’re talking about what you saw >> in the May monthly financial report because we are closed for May >> and I believe you’re statin that expenditures this fiscal year to date are nine point four percent lower than what they were from the previous fiscal year is that correct? > And so again from memory I imagine that wages and benefit are a portion of the nine poin four percent

that we are down and if I had to speculate I would say that supplies are lower this May than what they were in the previous >> May. OK, thank you. I was just pleasantly surprised. No problem. Any other questions o Roll Call Vote Mr. Resnick >> Mrs. Brown I Mr. Kominsky Mr. Russ I >> am moving right alon to the superintendent’s report Superintendent Talbot Mr. Vice President, before we we move into my report, I would just like to congratulate our young scholar students to to make it all the way through that program starting in middle school, keeping up the GPA in order to graduate and receive the scholarship. Tollhouse is an honor and a testament to their hard work, especially what they’ve went through as students. And we kind of mentioned that at graduation and

we like to thank Ohio Stat for that for the program and for keeping us in a program. And Dr. Brown, they’ve already stepped out but for all the work they’ve done with us, we we love the partnership. It creates opportunities for our students to get some free college and we enjoy free college. So yes, congratulations again to those students and we wish the best of luck to our new 12 students starting in middle school next year. All right. Moving on to item A. of my superintendents report I recommend the board approved s.A our division of Instructional Instructional Services Iman’s one through si which tonight includes retirements and resignations, appointments, adjustments, donations and fieldtrip >> som of second open the floor for discussion here. Roll call vote. Mr. Vice President, just before we call the roll

just t clarify, we are going to be doing the addendum separately from the addendum separately. Yep. OK, roll call vote. Who was the second I missed it? Mr Resnick I Mrs Brown. Hi Mr Kominsky. Mr. Russ. Hi Mr. Vic President. Now I recommend tha the board approve Superintendent report the Division of Instructional Services Addenda which tonight includes appointments of regular certified staff and on overnight field trip for our volleyball team seven second open the floor for discussion hearing on roll-call vote. Mr. Reznik I Mrs Brown >> I Mr Kominsky I Mr Russ Mr >> Vice President >> I at the board approved Section B Division of Business Services items one through seven which includes retirements and resignations leave of absence appointments adjustments termination layoff oh we’re going to take layoff out and then in lieu

of transportation payments >> second open for discussion hearing on Roll Call vote Mr. >> Reznik I Mrs Brown I Mr Kominsky Mr >> Russ I Mr Vice President I recommend that the board approve division >> of Business Service Addenda for tonight which includes appointments, adjustment and adjustment and layoff of secon open the floor for discussion during the roll call vote Mr Reznik I Mrs Brown stain Mr Kominsky >> All right Mr Russ moving on to new business Mr President I recommended the board approve Section C items one two three four five six an nine which includes twenty two graduates policies rate of pay changes or resolution for change orders to our Crenshaw career project and McKinley graduates some of second open the floor for discussion. Uh > just Mr President just a coupl of things

Mr Rudd first of all on number two the policies there are two policies for second second reading and thos those have been vetted by the policy committee. One is for public participation in meetings which is essentially what we’re what we’re doing now. There is a little bit of language change in that but it doesn’t it doesn’t change anything operationally and the the positive behavior intervention and support and limited use of restraint and seclusion policy was vetted by the committee and also the administration and if superintend then has anything additional to add to that? No, just >> brings our current policy in line with the change to the to the law and then uh think what Mr Dickson has to share with us about this chang order for the career tech building edition at Cranshaw i

pretty cool. So yeah. So the career tech education building that we’re building at Crensha we discovered that we needed additional storage facility fo that project and that’s what we’re bringing this change to report this evening which will cost the district no additiona dollars. There was forty thousand dollars in contingencies in this project to begin with as well as a custom floor that we’re no longer using that we received almost a ten thousand credit back for. So with those two pieces together again it’s not costing us any additional mone just to approval of the change order. Thank you. And then I had just one on the on the athletic handbook um going and going through that um I didn’t I didn’t find anything objectionable which is good. U but I also couldn’t figure out what was

different from what w currently have because that’s not delineated in there. So I wanted to ask about any change that were made and um well we’ll start there. Yep. So the two big changes in athletic handbook for this coming schoo years. The first one is to align with what Ohio High School Athletic Association di last year for middle school athletics and that is the requirement change from passin of five courses to be athletic considered athletically eligible to now four. So we’re just aligning with what they did actually last year with that policy. The second big piece for us is the addition o a visitor policy including you know, parents at our events. W had several instances this yea where a parent had to be removed from unfortunately fro an athletic contest. Now we’re putting it

in writing and spelling out what our policy and procedures are going to be when that occurs. Previous to this we really didn’t have in my opinion much of a policy or procedure and now we will whic includes meeting with the athletic director and possibly high school principal or administration after such even would occur. OK, thank over on page eleven we’re talking abou the insurance and so families without insurance are encouraged to purchase such a policy >> with with the Medicaid and the circumstances Most of the students in our in our district it >> mean do we have anybody who actually has to go out and purchase insurance is that there is we offer it every year but you’re correct really nobody really takes us up on it every year. >> OK, yeah. And then the

ticket prices they’re the same as currently. Yes. And I do >> and that’s just aligning with all federal league schools. OK >> and I did have a question about whether or not tickets can still be purchased with cash at the ticket office. The will but game day at the event where we’re cashless OK, I think we need to get that out there because there’s still a lot of people in our district who don’t have banks and for whom dealing in a world you know where you need plastic money is an issue. So I mean I know that I know that it’s a day that’s coming but we need to work with people on that. That’s all I have now I agree with Mr. Resnick on the cash part because there was some misunderstandings and some

football games. So the sooner we can get that word out the better. Mr. Kaminsky, I let it pass please. Anyone else any more discussion, Harry roll roll-call vote. Mr. Resnick I this is Brown. Mr. Kaminsky. H Mr. Russ. Hi. And finally Mr. Vice President, we’re going to I’m going to recommend that th board approve item nine tonigh which is the approval of a construction management. We find it a resolution to advertise construction manager at risk for several district building projects. I’m a second. Any discussion before we vote on that? Mr. Dickson i going to present the the projects that we are going out looking for construction manager at risk for and I’m really excited about this because we talked about these projects as a part of our design for excellence and thes are some things

we’re going to really get. I’m happy that we’re going to going on these and hopefully break ground before school starts again. As Mr. Tyler mentioned, we are going to use the Kemar the construction management at ris procedure to go out for advertisement for the building of three projects that I’m going to speak to you about this evening. The first one that you see on the screen is Crenshaw. Can we scroll back u to the there you go. So on the >> rear northeast corner behin Crenshaw >> we are looking at our phase two here building after the career tech project and what we are going to build here is an entrance or atrium lobby way on the back side which will how’s our new offic space for administrators as well? We’re going to move from

downstairs where they currentl are in the front of the building to upstairs in the back side of the building and we’ll also then connect to a new almost 15000 square foot gymnasium that’ll have a main court that goes one way to sid courts. It goes this way obviously for volleyball, basketball, multiple athletic pieces and parts. There’ll be walking track around it as wel if you scroll to the next page keep going, keep going, keep going about right. That is going to give you a little mor a better look at the you know, the storage facility, the boys and girls locker room the size of the gymnasium and kind of the look and if you scroll dow just a hair more it’ll give yo the rest of the project there as well. So there’ll be >>

athletic locker rooms. I mean it says football there but tha will be designed with a divide and half so in the fall during football season it could be opened up into a large locker room during basketball season and track that can be divided by wall and space to have boys and girls locker rooms for tha as well for volleyball meeting rooms, additional obviously restroom storage facilities. And so this is going to be again phase two at Crenshaw with our design. So as I receive, you know, additional drawings and as we get closer to this, I certainly you know, we’ll bring back updates and share with you all. You know, as we move move forward and move along the next >> one we’re going to look to bring u his steam academy so it’s a steam

academy if you can get your bearings there that the new facility or structure we’d like to build is actually on the football the current football field that would be o the the northwest corner of th building >> and again past the 50 the northern part of the 50 yard line for the football field >> that will be a standalone building away from the building but will still be connected with an indoor walkway after lots >> of looks drawings >> and locations. Thi is where we feel that we are best suited to build this this multipurpose building. It will be just over 9000 square feet on the floor again with a rubberized surface or a multipurpose again basketball courts going both directions volleyball pickleball there’s again all types of uses for this space and as you

scroll down you can see then the second floor is going to have an actual mezzanine about twelve hundred square feet tha can be used for classroom space, community space, concession space. You know, it’s again a multipurpose space. I think if you keep scrolling then that’s on the base floor. You’ll see there again just over 9000 square feet and it will give you a multipurpose space. What I’d like to point out with this facility is that on the south side of this facility our plan are to put two large garage doors to open up into the second half of the football field where the steam academy we want to continue to grow th agricultural program there. We’re going to put in a pond that’s a part of our greenhous now and then we’re going to pu

in crops. We’re going to put i fields. We’re going to put in our Ecolab that the students are asking for and the staff superoxide about. So I’m thrilled. I think this is goin to be a great both both of these projects are going to be a great community opportunitie for us to partner with the Ken Parks and Rec department and multiple others for usage. So super, super excited. And the last one which I actually don’ have drawings for >> is for ou our currently our bus garage our bus garage doesn’t not currently hold all of its transportation employees at on time. So between our bus drivers and our bus assistants we’re roughly one hundred and ten employees and we cannot house those folks in one time at one sitting for a professional development or an

meeting they might have in the Transportation Department. So the idea there is on the northern part of the building we are going to be able to tak off that wall and extend out about twenty five feet into th parking lot of the bus garage and add and redo their entire kind of meeting room there and offer and redesign a nice very professional space that will house all of their employees. So that’s the buska yep I did. I forgot that. So it steam academy as well. We are going to be adding bathrooms on both levels on the I keep getting m directions so we would be on the South West Wing >> closest to the new building here. Ther are currently no laboratories and so as a part of this project we’re going to add laboratories

onto the building both on both levels. So Mr. Vice President, that’s a Mr. Kominsky. Yeah, Mr. Dixon, these are the projects we talked about that we could build with the covid relief money we had. But had to use b a little over two years yet >> the money has to be expended b September of twenty four. >> I there not some sort of update on the total of that money fro where we were before? I don’t have the exact total yeah. So we initially thought there was going to be another round of not another round but that all of the money hadn’t dropped if you been paying attention I believe Senator Sharing was on ABC today talking about the second round of the state dollars. We thought that there was going to be a second

round for us that would have took ou total closer to one hundred million additional thirty million dollars when we reache out to the state to find out about that we were informed that no, that’s not going to happen. So there was our total will be right around sixty fou sixty four million and a third where we got the one hundred million dollar number is our total for all three phases of Essar it was closer to one hundred million and and so we went back and we had to rebut some things. The good thing fo us is that none of that thirty million dollars had really bee put in the projects or anythin that will change. So that was good thing for us. So we had t take some things out of the plans that that

we wanted to d and have to push those out to later date for some of the projects. Oh well thank you fo that. The last time we talked about that publicly at this meeting we were talking about somewhere around sixty million and so even though and not all of our dreams were fulfilled, we’re still talking about the same amount of money we talked to the public about time. >> Yes. We we didn’t have that th money that we thought we were going to get at that time >> s we talked about sixty million >> dollars and I thought when heard about this that we were we were coming in at less than 60 know. OK, very good. Thank you so much. And >> so just to follow along, Mr. Dixon and hi team has been

working really hard on these projects trying to to scale some of them down since we are not receiving tha that extra money to stretch it The Crenshaw project is exciting because it moves us closer to creating a community center hub there. He briefly mentioned moving the offices t the front of the building. Wha that’s going to do is down the road it will allow us to remodel the current front and create the possibility of a family resource center and tha building that will provide space for our community partners to to be located in the building and to actually reach out and work with our families and we’ll be talking more about those as a project building those throughout the community at upcoming board meetings. He also mentioned a walking track on the inside a back

in the fall we worked wit the city to to to take ownership of the park that is currently there next to Crenshaw. So we hope to develo that space again as a communit hub where we can have communities participate and walking on our outdoor track using and walking around the whole property there at Crenshaw and then in the futur being able to come inside and actually walk around that trac there again taking that facility and having it reach out and extend into the community as a community hub and space also we talked about creating more space for arts there and so if you know the Crenshaw gym has a stage that is not often used for that purpose simply because the gym is being used all the time now moving and having a gym that

i better fit for gym down the road will be able to turn that performance space into performance space and have performance space so we can continue to grow the arts. So this is an exciting first step and then again for first time creating the space that will eventually open up to their their pond and the other projects that they want for their their eco labs. Will tha allow them to continue to grow their agricultural program and also give them when when they talked about it in the kids were asked about this it creates indoor recess space fo them and we add it fourth and fifth grade. They’re and and s when it rains, you know, there’s gym classes going on i that building so they have to sit in classrooms. So now bein able to

walk them down the hal to space, that’s a multipurpos space where they could actuall have recess inside. It’s also going to help that program continue to grow. And again, our plan is that it’s a community base and there’s community space built in that we can invite the community in and they could use that fantastic facility on on the south east side again. So we’r really excited about both thes projects and hope that we’re able to find a good construction manager to help bring these to fruition. Mr. President. Mr. Resnick, I’m just a couple of just a couple of comments. I I’m I’m really pleased with with the plans both of these schools you know we were a little behind a lot of other comparable school districts and having those community resources and our middle schools

and so this wil be a huge, huge improvement fo us and for our families and I’ really happy to support and I you know, I the guys building the the the peace at >> Crenshaw when they’re out at five thirty and six o’clock in the morning banging metal around that wakes me up every day. But but the last week whe Mrs. Brown and I were at the Steam Advisory Board meeting w were we were pleased >> to fin out that students actually had input into the building there and they were the ones who cam up with the idea the garage doors. So I think, you know ou you know, just that connection was exciting as well and I think that that’s going to be great addition for for that building as well. So I’m I’m

excited to support this and I’ glad that we can and >> I just want to piggyback off what Mr. Reznik said. I’m extremely excited to get something in those two areas if I’m not mistaken. Is there there’s no community hub in the that quadrant where credentials tha correct there used >> to be a community center but it is it’ been closed for quite some tim and so it’s been our plan for the since we rolled out the design for excellence to kind of create that hub within Crenshaw. Right. That I think is going to transform those whole neighborhoods >> excited about increasing our partnership and we know that i truly takes a village and we needed to create the space to do that. So we’re excited abou that. Yes, Yep. We have a we have

a motion. We have a secon we’ve had discussion roll-call vote Mr. Resnick I Mrs. Brown Mr. Kominsky all right. Mr. Russ, I >> Mr. Vice President that concludes my superintendents report for thi evening although it does not w have one more don’t worry. We do have one more. This is just the resolution. Yes, we we did add a resolution at the beginning the meeting. So we d have one >> more. OK, Mr. President. Mr. President. Mr. President, I would like to mov that the Kansas >> City School District Board of Education adopt the resolution which you have that is captioned a resolution in opposition to th Ohio pledge to Ohio legislatio House bill three twenty two House bill three twenty seven and House Bill six sixteen second any discussion yea Mr. President. Mr. President Mr.

President, if we adopt >> this resolution in this evening wil join a growing list of Ohio school boards who have done so An incomplete list of those have already done so includes Columbus, Masan, Gahanna, Jefferson Birria, Cleveland Heights University Heights. We would also be joining the Stat Teachers of the Year, the faculty Congress of of Ohio, the Ohio Council for the Socia Studies, American Civil Liberties Union, the Council o American Islamic Relations, th Ohio Library Council, Ohio University’s Teacher Education Organization, the League of Women Voters, the Children’s Defense Fund, the Ohio State University Children’s Defense Fund of Ohio, the Ohio Federation Teachers and the Ohio Education Association, th Ohio Women’s Alliance and the NAACP in passing resolutions stating their opposition and publicly this is also not a complete list communicating >> our school district’s values

and needs to state legislators and the governor is one of our most important fiduciary dutie as elected board members that we do so should not be controversial at all. In fact, frankly we don’t do it enough. It should also not be controversial >> for a board t speak out to protect our teachers and administrators, our students especially the most socially vulnerable, our families and stakeholders from wrongheaded legislation that hurts our students, intimidate our teachers and steps on our constitutional right to set standards for our local school district house >> bills three twenty two and three twenty seven are very similar and onl slightly less problematic than House Bill six sixteen which i the one getting the most attention. While I think it is important to oppose all three as they are related and could be

used as amendments to other legislation all three are squarely aimed at our teachers >> and certain students make n mistake the students and families in the crosshairs of this legislation and our black and brown religious minorities and lesbian, gay, bisexual, transgender, and gender nonconforming >> all three of these bills whip up so-called problems that do not exist in reality no matter they are designed to reshape and suppress the conversation. The most dangerous part of all three of these bills is not whether or not anyone thinks these laws could be enforced. The danger is the fear that they could as much as anything these bills are meant to intimidate. They attempt to control what can be said >> in our social studies classrooms, our our classrooms, our language arts classrooms. They aimed to limit what books

can be in our libraries and what textbooks our students can use and if passed violation of >> the legally vague but also perfectly clear intended prohibitions in these bills could threaten our teachers licenses and our district stat funding early on the legislature signaled its inten to merge House bills three twenty two and three twenty seven as they are similar. But after multiple hearings in the House and state and local government committee the bill quickly lost its steam after the sponsor Representative Sarah Fowler Arthur, whose biography highlights that she was home schooled incidentally let >> it be known that her bill was all about teaching divisive concepts from multipl points of view and that included teaching of the Holocaust from the perspective of a German soldier. So immediately after that to members of the House introduce

House Bill 16 in hopes of preserving >> Paola Arthur’s intentions without preserving fouler Arthur >> 616 is substantively the same as what is commonly known as Florida’s don’t say gay bill and is Cuillo clearly known as Ohio’s don’t say gay don’t mention race bill how 616 was introduced in April >> without cosponsorship and it was not clear that the House was even interested in it until May 17t when it was assigned to the state and local government committee assignment to a committee indicates that House leadership is interested in moving it to Mr. Kominsky picked up on the danger of >> these bills when we had the presentation on the new L-A curriculum in April when he asked in regards to the diversity and equity component the extent to which the Department of Education could stop

us from using it and I’m paraphrasing a little >> and the superintendent answered that some of that stuff these bills would pass quote We woul have to >> do a review. So eve if we look no further, this alone is a reason for this Board of Education to pass thi resolution in opposition. But let’s go ahead and look furthe because the impact could be much worse. McKinley High School did the musical Memphis this year and they were spectacular by the way, Memphi is a critique of racism from our not too distant past. Should our teachers have to worry about their license bein threatened because someone and someone who might not even be of our communities says Memphi is divisive or may cause a white student to feel inherite racial guilt because that’s where these bills

go and whether or not we think any of it is enforceable, do we want our teachers under the stress of such decisions? So let’s go one more following captain’s table at Crenshaw I was admiring student artwork in th hall and the art teacher engaged me. She took me back t the art room and showed me mor fabulous student work and told me that next year she wants to teach Keith Haring specificall his sculptures >> because it’s a lesson in Shape’s. Shouldn’t >> our art teachers artists also be able to answer questions about who Keith Haring was? >> Keith Haring in addition to being one of our nation’s greatest artist, was gay man who died in nineteen kind of AIDS. His art was very political and probably divisiv to someone his most recognizable work is this

whic he did for National Coming Out day which not ironically no on could talk about in our school either. Could our teachers tal about James Baldwin or Bayard Rustin? I don’t know in the bills are purposefully vague enough that the answer could b no.
