Dr. Bowes, if you would please introduce our recognitions for this evening. Good evening President Whitaker, Mr. Mahan, and board. We have a great list of recognitions this evening and we'd like to begin by recognizing the Southside High School Quiz Bowl team for capturing the Arkansas Governor's Quiz Bowl Association's 7A State Championship. Southside defeated the Arkansas School for Mathematics, Science, and Arts. Southside defeated the Arkansas School for Math, Sciences, and Arts. They won 125 to 320 to claim its eighth state title. A special congratulation goes to Southside's Justin Hahn who was named the 7A State MVP. Justin also earned high school MVP honors at the at the All-Stars

Tournament, an individual competition featuring the top Quiz Bowl players from across Arkansas. This marks his second consecutive All-Stars MVP title. Justin and Northside's Cody Goodson were also awarded $1,500 in the Friends of Quiz Bowl scholarships at the Quiz Bowl finals on April 25th. Congratulations to Captain Justin Hahn, Skylar Hinnin, Claire Hassler, Ty Chandler, Henry Gilbert, Zin Li, Joshua Chung, Hugo Yu, Alfredo Nuno, River Rose, Lucas White, and Bobby Snead. Southside Quiz Bowl is coached by Josh Adams. Congratulations, go Mavs. Next, we'd like to recognize Southside High School AP psych teacher Mr. Mark Minick. He's one, Mr. Minick is one of only three teachers in the nation to receive the 2026 American Psychology Association Teachers of Psychology and Secondary Schools Charles T. 004Excellence in Teaching Awards are given to outstanding high school psychology teachers recognized for exemplary teaching, advancing the science of psychology and their commitment to academic and professional excellence. Congratulations, Mr. Minick. Last but certainly not least, we want to recognize Jennifer Steele, who is named 6A Athletic Administrator of the Year. This prestigious honor, this prestigious honor recognizes her outstanding leadership, dedication and commitment to student athletes, coaches and our athletic programs. Congratulations, Ms. Steele. This concludes our portion of the recognitions. However, we have a special recognition tonight and I'd like to invite Chief Eric Huber down to recognize a few people. Thank you, Mr. President, members of the board and Mr. Mahan. Tonight, I would like to recognize four individuals from Darby Middle School for their professionalism, awareness and commitment to student safety during a recent campus

incident. First, I'd like to recognize teachers, Ms. Jenny Jasna and Mr. Colby McGee. Please come forward. Their awareness and quick communication with school administration helped ensure the situation was addressed quickly and appropriately. In recognition of their professionalism and dedication to student safety, I am honored to award them with a civilian citations from the Fort Smith Public Schools Police Department. Next, I would like to recognize Darby Middle School Principal Colonel Jason Meharg. Please come forward. On behalf of the Fort Smith Public Schools Police Department and the Fort Smith Public Schools, I am honored to award School Resource Officer Cox with a certificate of commendation for exemplary service and commitment to the safety of our schools. Congratulations. This concludes all recognitions. Thank you. Thank you, Dr. Bowen. Thank you, Chief Hoover and Taker to all of our SRO staff in attendance tonight. We appreciate you guys. We now open the meeting for public comments. This is a designated time for community members to address the board on matters before us. We have two speakers this evening. Each speaker will

be given three minutes to speak. We welcome your input and encourage you to speak respectfully, avoiding statements about specific students or district staff members. Board members will listen to the citizens participation but will not enter into dialogue with the presenter or respond at the time of the presentation. The board may choose to discuss the issue presented at a later meeting but is under no obligation to do so. The board will now hear from those who wish to make public comments. Our first speaker this evening is Mr. Wayne Haver. Board members and Mr. Mahan, it's an honor to speak before this board. I'm here in place of Sean Carrier who's in graduation tonight at Trinity and I'm here again to support the recognition of Dr. Benio Gooden who gave Fort Smith many years of service, actually

three generations. He's the second longest serving superintendent in Arkansas, second only to Lee Kemp from Clarendon schools. Among his other many accomplishments, he was selected as one of the hundred distinguished superintendents in America. Now that's quite an honor not only for Dr. Gooden but also for the city and the district of Fort Smith. We can honor him again by renaming the service center and I don't know where this all stands. I just got a call from Sean and asked me if I would come and speak to the board about this but we can honor him again by renaming the service center the Dr. Benio Gooden service center. I know the district has many needs financially and many others would like to be willing to step forward and cover the cost of that no matter what

it is. I've been doing some fundraising for the American Legion since I retired as high school principal at Southside. I cover all the boys state kids from Sebastian and Crawford County from Mulberry in the east to Hackett in the other side and all the schools in between and generally takes about $5,000 to $6,000 to cover the $250 sponsorship for each of those students. So whatever the schools send as delegates down there we can cover. I've been doing this for about six years and have not ever not gotten the money to pay for them. While many of them could pay for themselves we don't want to single out individuals as needy or things like that but I would be willing to help take care of that and I'm sure others would too. So I would like

to recommend again that the school board approve and the naming of the service center the Benio Gooden service center and I can get people to cover all the costs that would be borne by that. So thank you very much for this opportunity to come before you again. Thank you Mr. Haver. Next we have up Christy Doody. Thank you so much for the opportunity to speak tonight. I have a student in middle school at the district and could not be happier with the education. I think this is a stellar district. It has come to my attention though that we have a teacher, I don't care names, schools any of that, but we have a teacher that is wearing meta glasses in the classroom. I'm not sure how familiar you are with meta glasses but basically it's

an AI frame. I have spoken to the principal of the school and then to another I guess the boss of the principal and have been told that because they are prescription you can take the glasses and you can put a prescription lens in them and because they are prescription glasses he is allowed to wear them in class with the promise that he will never use them to record or take still pictures of students who are obviously minors. I'm not sure that that doesn't open up a can of worms that we really want. I mean in that instance you're opening it up to human error he could accidentally be recording without even being aware that he's recording. He could be recording, oh you have to do, it has a camera here and here. This one has

a little light on it. You can basically put masking tape over it and record with no one being aware of it. I feel like we're opening up the district not only for the protection of my child but for the protection of this district. I think that there needs to be some rules in place. I get that it is a prescription that he needs his glasses to go to school but no doctor is prescribing meta glasses. That's just not a thing. They very well may be saying you need a prescription. That's fine. But we have other frames I would imagine that he could use. And without ruling there are we looking at substitutes coming in and using meta glasses? Are we looking at any of the staff? I don't know how comfortable I feel. Obviously we

don't want students wearing them because they can cheat on tests. They can do all of these things. But what I've been told is that even if you're not recording there is a lawsuit right now going on with meta because it is being outsourced to a third party. Which means that if you do take stills or if you do take pictures it is going to a foreign country for them to help better serve A.I. communities so that they can learn from. You don't always have to have the meta glasses turned on for that to happen. There have been lawsuits in Florida. There have been lawsuits not just in the teaching profession but across the board. In my profession there has already been someone. I am a hairdresser. There's been an instance of an esthetician going in

doing a wax with meta glasses on. The client has no idea she's live for the whole time. I would just ask that we put some measures in place for protections of the district and the students at the same time. Thank you so much for the opportunity to speak. Thank you Ms. Doody. Next item on the agenda is our superintendent's report. Mr. Mahan. Good evening President Whitaker and members of the board. A few items to update you on tonight in my superintendent's report. A couple of things I just want to draw your attention to in Consent Agenda 6.1, Goal 6.1. I'm recommending it's part of the Consent Agenda to delete that goal. It's around the marquee HVAC and roof cycle, replacement cycle. We are addressing roofs and HVAC now as you know because it's been very

costly in the marquee. I just want to pause that just because of some financial concerns for the future around capital which we'll talk about tonight in our bond request to make sure we address some of the failures in our buildings and the maintenance. Also 4.1, Goal, general overview of cybersecurity improvements tonight. Just want you to know we can't provide a lot of sensitive information but it's important that you hear the things that we put in place that are as a result of legislation and also get an update on what we can tell you that's not going to open us up to a danger. So it will be a very general overview of that. Also in that Consent Agenda Title I, Migrant Education, annual requirement. We do this every year. It's an annual requirement so just

something that's a reoccurring event. There's also a federal program statement of assurance that's a reoccurring event and there's a resolution for summer hiring for the month of June since there's no board meeting that we've done in the last couple of years. Marshall's on the zoom if you have any questions as far as the legal aspect of that. Be ratified at your next board meeting in July. It gives me the power to provide contracts while we're out of not having a meeting in June. Also just want to update you on noise mitigation. I was going to have the Roosevelt Group meet tonight with you, Terrin Judd, and talk about updates on that. We have recently learned the OLDC will change the grant to put verbiage that we have to keep the buildings for at least 15

years to not have to pay back any grant monies. We have no intentions of selling those but it's additional verbiage and I will bring that to you for approval upon that verbal change. He's also continuing to work once construction starts to ensure the cost stays at 10% or below what was approved because of hard costs and soft costs and he's confident he will be able to find grant money to offset those fees. And then also we've already looked at OAR. It's a 10 month process. OAR Learning Academy being the first one that we will address and it's a 10 month process from start to finish and Mr. Schaeffer and Joe have worked with that team. Dr. Moss and Mr. Solly. They're confident they can move people around during the process to be as least disruptive

as possible and there will be some disruption as you all would expect with some changes in making that building less likely to noise interruptions as a result of the 35s. So just an update there. Also a right sizing update. I believe as of today all staff at Sprattling and Carnell that have been right sides, those have all been placed in other positions and have gotten all of those fully in the right spot. And then I want to talk about listening theme tours in the spring. I told you kind of what I was hearing in the fall but when asking our staff and I believe we've done over 30 of these now, what the district is doing right is communication transparency and feedback has stood out across all audiences we've talked to. Staff support and recognition

has stood out and a focus on student learning and career readiness has kind of stood out as things were doing right. And I just want to skip over to the last one because two of those are in the last one because we do ask what do you need from superintendent and district leadership. You can see they want that continue the leadership communication transparency, continue to support teachers and staff which is in there and then also staffing and workforce capacity is something they need from us. When you look at things that are challenges to student achievement or getting your job done if it was a group that wasn't a teaching group, student attendance and behavior are some challenges that we've heard that are common as well as curriculum and learning gaps and then that staff capacity

and workforce stability. As we mentioned earlier we're having to look at recovering funding through attrition as a result of loss of enrollment so we've had to freeze some position for now even at the district level we've absorbed five positions because we just think that's the efficient thing to do and so we'll continue to look at that but we also don't want to be disruptive any of our staff or student needs so we'll continue to monitor that. And what's one thing this district can stop, start or continue? One thing to start additional student academic and behavior support. We see that especially in our younger ages today and so some additional supports. We have reminded the investment we've made at Orr Learning Academy, one of the only districts in the state that's invested in ensuring we have

some support for behavior and also stop excessive testing so we're going to get a group together to look at are we doing something systemically with the district that we need to change along those lines of creating those formal assessments while knowing we have to do formal assessments to ensure that our grade level instruction and standards are being effective but maybe we need to do less so we'll look at that and then continue communication transparency and listening was there as well as one of the things to continue to do as a district. So very pleased with what we're hearing very pleased with our staff and their openness and the discussions have been very very good. Then that moves me over to the good things in May we get to share some great things starting with Kavanaugh

we should have a slide roll up here. Kavanaugh has a little free library you see it there in the back of the photo and Kavanaugh Elementary recently recently cut the ribbon for their new little free library. The library gives students and families access free access to books anytime and helps encourage a love of reading beyond the school day. We hope it becomes a welcoming spot where the community can share stories support literacy and keep books circulating for children of all ages. Then we want to brag on the Red Shoe Club. Five years ago the Northside Red Shoe Society set a goal to raise 15,000 in five years for the local Ronald McDonald House charities. As they celebrate the end of their commitment this year we're proud to share that they surpassed their goal by raising

$20,000. Way to go everyone involved in that and for their dedication their hard work and commitment to making a difference in our community that's pretty awesome right there. Also very very proud of our Golden Apple Award winner KNWA gives a Golden Apple Award every year and they recently honored Northside High School teacher Courtney Hardcastle as this year's recipient. This recognizes teachers that goes above and beyond for their students and their community. In her nomination Miss Hardcastle was praised for her dedication and care she shows her students every day and from staying after school to help with difficult concepts and preparing students for testing to making each student feel valued by remembering birthdays with personal cards. She was described as an inspiration and a favorite among students including some who have gone on to become teachers

themselves at Northside High School and got to go to see a couple of these last week. This is always exciting our senior walks where our seniors took a walk down memory lane last week. They returned our elementary schools where their journey began in our district from familiar hallways to cheering students a special reminder of how far they've come and how bright their future is so we're very proud of that like to share that with you tonight. And of course graduation we just knocked out Northside and Southside last week class of 26 at both Northside and Southside were outstanding we're proud of our students and our graduates excited about the great things ahead for them and that's the next slide over one more slide right there and so very proud you'd like to see the excitement

on their faces as they get that diploma it's very exciting so very proud of them great events and then Foundation grants and awards celebration the Fort Smith Public Schools Foundation that's a great partner of ours recently awarded approximately 87,000 in grants and scholarships grants help fund the classroom resources enrich opportunities such as books field trips stem projects and other educational initiatives. Scholarship provide financial support for our staff pursuing continuing education and professional growth like to thank our foundation for their incredible impact and a commitment to advancing educational opportunities in Fort Smith are very influential and then our retirees and rookies we switched it up a little bit this year and went from a picnic honoring our retirees and rookies to a more formal event we celebrated the past and the future of our district at

our annual event and it was a special day to honor incredible legacy of our dedicated retirees and celebrate our rookies who have just completed their first year of service and finally it's always great to recognize our elementary school students our superintendent stars congratulations of this month's superintendent stars from Morrison Elizabeth from Park Raquel from Sprattling Esau from Sunnymead and Caden from Sutton our superintendent stars this month and this concludes my superintendent's report any questions you might have thank you all thank you Mr. Mayhem next agenda item is the consent agenda the consent agenda is voted up or down as a whole unless a board member asks to pull an item for individual consideration and I'll wait just a moment till we get that up here on the screen that way everyone can recognize what's in

the consent agenda board members anything you'd like to discuss pull for consideration conversation just a quick comment about the financial report this is probably towards uh Mr. Warren maybe in July could I get it in excel instead of the pdf is that possible financials I just can't uh I want to slice and dice it and I'm kind of a data guy so if you eat flat file power bi however you have it it'd be cool sometimes the pdfs are just kind of hard to hard to follow perfect thank you sir thank you Mr. Garner anybody else that being said I will entertain a motion to approve the consent agenda motion to approve the consent agenda as presented motion made by Ms. Craft do I have a second second second by Mr. Garner that being said

all in favor please indicate by raising with your right hand that approves with a vote of five to zero we'll now consider the approval of the 2026-2027 board of education meeting schedule Mr. Mayhem if you'll look at this it's on the screen also your handout we've proposed some dates for your monthly board meeting also we went ahead and scheduled our four work sessions in we'll have a different focal point like we did this year when we looked at transportation and child nutrition we'll do that but we went this time and went ahead and scheduled it in so you'll know which dates those are we of course try to schedule around holidays and calendar conflicts to the best of our ability but we'd like to for you to take a look at that any feedback or

suggested changes or an approval to the calendar for next year Mr. Garner yeah I'm happy to make a motion to approve calendar yeah I mean I'm I'm I appreciate I just want to make a comment I do appreciate all the work sessions being scheduled in in advance I mean those are those are items that I know that I think everyone on the board finds intriguing and just an in-depth dive into it so that said motion by Mr. Garner do I have a second second second by Ms. Lott it's been moved and seconded to adopt the board of education meeting schedule as presented any further discussion all in favor please indicate by raising your right hand and this approves with a vote of five to zero we'll now hear a presentation from our technology department giving

us an overview of cyber security updates recently presented as well and improvements for 2026 27 Mr. Mayhem so I mentioned this is goal 4.1 for me and I appreciate the great work of Vance and his entire technology crew they are very talented and they meet the needs of our district with expedit expediency or expedition and also a great focus on customer service and so we appreciate their great work Vance good evening board Mr. Mayhem like Mr. Mayhem mentioned this is an update really to address one of his performance goals which was to increase our cyber security protection kind of a brief overview this first slide is basically the three laws in Arkansas that primarily pertain to cyber security the first one act 504 its primary purpose was to mandate a cyber security policy for all

state agencies which desi is a part of once the state adopted that cyber security policy all of the subsidiaries including desi adopt that as their own policy so it's all across the board pretty much the same it also provides some standards for training for our employees and the cyber security policy itself is reviewed every two years it coincides with the regular session of the legislature five ten act five ten is a law that prevents us from disclosing information about our cyber security policy as well as cyber security incidents because we have an afro a pretty strict foia law they felt it necessary to put this in there to kind of prevent us from divulging information that might allow someone to learn something about us and use it against us in an attack act 846 is

a self-funded cyber security insurance policy which we actually took advantage of this school year it provides a hundred thousand dollars reimbursement and it's overseen by board so once you make those expenditures to either mitigate a cyber security incident or recover from one then you take those expenditures to that board and they vote on whether or not they're going to reimburse you they're very expedient it was a quick process and we did get our reimbursement for the money that we spent last school year or this school year so a couple of things here these are cyber security improvements that we've made really over the last two years leading up into this school year the first one is new firewall implementation which actually coincided with our cyber security event not to go into detail but it's a

much more restrictive firewall than we had in the past and it's also supported by the state so it actually allows us to rely on the state to help us with that firewall and not just our own team it's a good support system the other thing that we did in the last two years we implemented new antivirus protection and to explain why it's a better situation it's an mdr solution and all that means is there's a national team that actually watches our systems and when they see cyber security events that could be occurring they contact us if it's severe enough they call us or they send emails but primarily if it's severe they call us and then we can respond immediately so that's 24 7 365 something that our team probably couldn't do on our own

it's just kind of another level of support now the cyber security plan is broken into three phases phase one two and three in 2023 we began phase one and then in the following year two and then next year we'll do phase three the cyber security plan itself is based on nist standards nist nist national uh national institute for standards and technology it's kind of an overall framework for cyber security so it wasn't something that the state developed from scratch on their own they just take those nist standards and then apply them to our situation what the state did was they broke those nist standards up into three phases so that we could attack them one phase at a time year to year i've listed phase one those are what they call controls those are the

phase one controls that we addressed in that year i can't go into detail about the things that we did specifically for each of those controls but i did highlight a couple of them i highlighted access control and identification and authentication now the first one access control one note here access control for us is essentially limiting access to the data that we have it also allows us to only offer the least amount of access to an employee based on their job role so it really is us controlling what people internally have access to which was important you starting out you end up with users that have too much access to them too much information and so that access control lets us review and scale that back identification authentication is primarily our login methods for our systems

as well as the authentication piece so the important things to know two things one password management our password management is much more stringent than it ever was the requirements are much more stringent than they ever were much to most people's dismay but it it seems hard to remember your passwords but there's a reason we can't make them simple the authentication piece is our implementation of multi-factor authentication so there's really not a system that we have that doesn't force you to have a second factor so your password is the first factor and then your second factor might be a text message it might be an email but some other way for you to confirm that that is you logging in you see the phase two controls i highlighted two there the first one audit and accountability

audit and accountability for us is basically tracking system events and tracking user events to make sure that if there is something nefarious on the network that's occurring we're seeing those events not that we didn't monitor things before but now that we know more of what to look at these are those are the types of things that we look at on a daily basis events that are occurring could be a login event of a user that hasn't worked here in three years and you notice that and think oh we might need to address that the configuration management piece that i highlighted essentially controlling the changes to it infrastructure and documenting those changes so what we want to do is make sure that when we make changes to say security policies or any kind of configuration of

the infrastructure that we document that as something that we that is valid that we did and if we see something happen on the network that's not part of those change logs we'll know hey that might be something nefarious that has caused that change now next year we'll begin phase three and that first item increased email security so we're trying we're employing new methods to increase email security email phishing scams number one way that people are getting cyber attacked is through phishing scams so we're going to use some third-party utilities and third-party services to monitor that closely as well as try to weed out the bad emails and then phase three of the cyber security plan you see the controls there and i've highlighted two the first one is physical and environmental protection and for us

what that looks like is making sure that we physically control the areas that sensitive infrastructure items are in might be locked doors it might be scaling back who has access to those locked doors it also includes things like battery backup protection and then the other highlighted item is risk assessment this is pretty common in industry but for us risk assessment is basically identifying and evaluating potential threats potential risks things that we're doing that may leave us open and it also allows us to do vulnerability testing or you'll hear the term pin testing which is penetration testing where we employ a third party to test try to break in and tell us where our vulnerabilities are that concludes the presentation i can answer generic questions but happy to do so if you have any appreciate you

again just be cognizant bored about asking questions that may have responses that are sensitive i just oh i'm sorry i just wanted to don't tell me any details but from our cyber security incident that we had last summer do we feel like we got everything back do we feel like we have mitigated that situation are we in a good place now like i can have a thumbs up or a thumbs down you have tell me thing but are we good did we kind of resolve that as best that we i hate to be too confident if you had asked me this prior to that event because these are things we've worked on for at least a couple of years diligently if you had asked me before that event i felt pretty confident that we were

pretty good but it only takes one shink in the armor i mean just one tiny hole i i feel like we're in a much better place than we were not so much from the protection side there's always there's always any fishing scam could get you right but what i feel more confident about today is our ability to recover than we were in the past and i try to stress this to other tech directors that there's that cliche that says it's not if but when and that's entirely true i agree with that but we have to we had to spend more time focusing on recovery because we knew it was a win we focused a lot of time on the recovery aspect so that it doesn't take us quite as long to recover as it did

the first time so you learn a lot yes we're in a much better place yes i feel like we're in a better place than even other districts around the state but i'm not going to say it's foolproof oh sure sure but you can sleep better at night sure other questions anyone else i was going to ask about like people logging into their own personal phones or like you know even the conversation earlier today would that cause a risk for cyber security the only things that we allow people to use on their phones that would intermingle really email is the the primary thing so you can check your school email account on your phone but we don't feel like that's a threat you being able to access a personal and they do access personal email accounts

on their school computer but the protections that we have on those computers would prevent their personal email from causing an attack just the same way that it we would protect their school account from causing an attack i hope that answers your question any other questions you guys have been super easy i appreciate the time we appreciate you thank you mr gregory this is an information item only so no action is required next we will consider approving a resolution to issue bonds mr mayhem i've been discussing this for a few months i know during my superintendent's report as we've been repairing a lot of damage and maintaining a lot of buildings there have been changes in insurance around roof replacements hvac replacements that have been causing us additional costs so we've got a presentation tonight about

pursuing a bond based on bond that's rolling off over the next or excuse me debt rolling off over the next three years and mr warren and mr kevin fought from stevens are here to talk you through this thank you very much i want to share with you you have in your abstract three different documents the abstract itself we have the document from stevens inc that provides financial information as well as a timeline of how a bond is issued another document is the actual well it's another set of documents from stevens that will be signed by the president and secretary upon approval as an action item tonight as well as the presentation that you have that i'll be going over it is time for us to look at issuing bonds this is how the a school

district in arkansas it provides capital project funds to be able to take one-time money for renovations new buildings things like that there are restrictions and and availability that's what the document that lists a lot of revenue from stevens ink just shows you that we do have the capacity to do that when you get down to the first question how did we arrive at this specific dollar amount is because as an administrative team we got together and looked at what our facility needs that we see and a bond issue requires you to spend it down within three years of the issue and so we have to be mindful of that you have to have enough capacity as far as people's power to actually get these things accomplished we're fortunate enough in this particular bond issue that

we're attaching a resolution that allows us to look back to some degree from this resolution and pick up some of the things that we've already been spending our funds on so that those funds can remain to some degree untouched for available other needs this is the list that we generated that said this is what we're going to focus our attention on over the next three years specifically you see a lot of roof repairs specifically as far as dollar amounts go so there is a a methodology that helped us arrive at that dollar amount it is just a schedule that a bond issue does not require you to spend exactly that amount on these projects as it gives you flexibility as as projects come about through whatever events that may may create new priorities you are

allowed to focus your attention and focus on those and so there is flexibility in there you just have to know that you do have to spend the bond issues within the three-year period of actually receiving funds the next slide specifically shows you what the impact of the debt service this is a a good size of bond issue it doesn't compare as far as dollar amounts to the millage bond issues if you remember when we increased our millage we had two specific bond issues that were part of the vision 2023 capital improvement program however before then there were periodic bond issues that the district needed and and and set forth we haven't seen one quite to the level of 15 million but we've seen a 12 million dollar bond issue in the past what this does

is show you if you consider fy26 as the base year you'll see in the first year because it takes a while before the the bond issue starts paying interest and so you basically get six months past so to speak before you start making interest payments and then you'll eventually start making principal and interest payments and you so you can see as far as annual debt payments will actually have less of a burden next fiscal year the following year compared to the base year you'll see that we'll have two years where we'll have to look at for cash flow of over two hundred thousand dollars after that you'll see some reductions in that flow until you get to the point where in fy32 you see some bond issues that are actually rolling off entirely because we

have currently ten ten bonds that have debt service payments and and they are staggered as far as how what their maturity rate is that's in one of the documents that was provided by stevens and so you can see that there's really to our in our opinion not significant cash flow concerns that we have on this specific bond issue not in the next year for sure the the subsequent two years and for sure beyond that and so it does still allow you the flexibility if you need to in six or seven years look at another potential bond issue to keep that cash flow even beyond that this specific bond issue has some projections and and assumptions that are based that are listed in the stevens document what the name of it is how much the actual

bond issue is for how much we expect in net proceeds when the payment dates are listed and a projected interest rate for lack of a better term those that interest rate is flux can fluctuate depending on what the market demands are at the date that we actually close the bids it is an open bid situation and in the timeline which is on the next slide but also as part of the presentation you'll see that we'll be looking at that on july 22nd that'll be the day that we see if we're close to our projected interest rates and that tells us that we should be relatively close to our debt service payments that we've captured in our projections there is i wouldn't call it risk but there is fluctuation there that has to do with market

trends because it's a full two months out from today kevin thought is with stevens inc stevens inc is our financial advisor he's here he's provided the original documents that will be getting signed he'll be back at the july meeting where we're ready to actually sign the bond documents just for fun you may see that thick book is a bond document it's now all digital and it's on a cd or or on a flash drive but back in the day we got to we got a big book like that that's actually one from one of the last reef last bond issues that we took that took place with the district and so you see that there was also the specific timeline that is listed there stevens provides support for a lot of the required items that

we have there they help us with our publications working with the board of education as well as working with bond attorneys and council to ensure that we're meeting the needs of the actual bond issuer and trustee that is collecting principal and interest payments so this is relatively new to the district except even if you don't count the bond issues that took place during vision 2023 so there might be questions that this board has and we're happy to answer them at this time thank you charles board members jr mr warner is there a reason why we would choose stevens and not another provider no there are typically two providers that are available in the state of arkansas that work with most school districts we've just had a a good relationship and partnership with stevens inc for

uh since before i was here and so we've continued that partnership without having any uh negative consequences i also that brings up a good talking point that uh even if we get less than ideal interest rates the one nice thing about it is our financial advisor also is also monitoring interest rates beyond this year because we've actually refinanced a number of our bond issues when the market showed that the interest rates were driving down and so if you believe in the cyclical nature of the economy if you think it's kind of high now we do believe that there will be another cycle where they'll be low again and we we can take advantage of the opportunities to refinance that and lower our debt service payment in fact that's what uh our last four or five

bond issues have all been refinancing taking advantage of just that so it's just mostly a partnership that we've not uh determined has uh has lost its value but we don't have a comparable on fees and interest rates with another firm no we no this is part of our agreement of monitoring and working with them especially the work that we've done with uh stevens ache and kevin fought getting to this point where we're ready to release this and because there's two in the market they're not that different as far as rights what i found talking to other school districts that's a unique uh niche industry and so and they're all working with the same council so the council fees are not going to be driven down any further as well anyone else mr warn much of

this can be above my head because this isn't uh necessarily my forte but i would i would like to believe that um this is the right thing to do yes this is the time now for uh capital project needs that we have uh this is a manageable uh amount that allows us to do the necessary things that we have in the district for the next three years and it also allows us to maintain good cash flow over the course of the next few years until we see more of the bond issues falling off i think i already know the answer to this but i'm just going to ask anyway as long as we have kind of a good tracking system of like these are the estimated costs for all of these projects and we've good

lord we've been talking about roofs since i got here and so i know this is a consistent thing that we do often but you know if any of these come in higher or lower or other things are you know deemed emergent necessary you know that we keep track of of what this bond has been issued for and the expenses related to these things yes very much so just like uh we were very we got good i got good practice with the vision 2023 of making sure that we isolate the bond issue into a segregated fund make sure that the bond payments excuse me the capital projects are lined with that and even the fact that we have the ability to go back uh 60 days prior to this resolution date allows us to also purposely

transfer some funds back into our main capital project fund which i call fund 3000 mr man also just some uh backstory we've triaged the needs across all facilities but charles made a good point early if there is an emergency that arises we would have to triage again with this set of funds to adjust according to the needs that arise so but this gets us a start we're confident we can do these things in three years as that's the other factor you have to weigh in and then at that time we have to reassess if this payback money over the last 60 days helps us get more solvent in capital budget or if we had to look at a bond in the future as well for facility maintenance anyone else that being said i will entertain

a motion to approve the resolution to issue 15 million dollars in second lien bonds as proposed do you have a motion so moved moved by miss craft is there a second second second by lennette lot it has been moved and seconded to approve the bond resolution as presented to any further discussion that said all in favor please indicate by raising your right hand it seems as if this will pass with a vote of four votes in favor one abstention excuse me hear from a presentation from the long-range facilities planning committee and consider approving the recommendations that's presented mr mayhem yeah this is the ongoing process and we have an update based on the last recommendation from our right sizing committee dr bone good evening again president whittaker mr mayhem and board i am standing here

and i will have a representative from the long-range facilities committee join me momentarily but i want to give you a little bit of background as you know we came to you earlier this year and you you approved the right sizing of both sprattling elementary and carnel elementary which leaves those two facilities vacant our long-range facilities planning committee let me see for the click sometimes our long-range facilities planning committee has had a goal a long-time goal of taking offline facilities that are our oldest facilities in the building and you'll see those listed there at the top you're going to see the parker center you'll see the roger center as well as the pea body center the department's house in those buildings are listed below and it's of note to to make sure you understand that every

department that's impacted at the bottom of that slide worked together to make a presentation about what could be the possible uses of both carnel and sprattling elementary and they made that presentation to the long-range facilities planning committee the results of that presentation will be shared with you here tonight but again i just wanted to make clear that the directors of technology curriculum instruction athletics all of these departments work together to say okay if we're in these older facilities how could we best utilize facilities that are in better condition by taking these older facilities offline and possibly later have them available for sale next so the first first building that was available after the right sizing is carnel elementary and the curriculum and instruction team for that is currently housed at the parker center all of

the uh well they're actually partially housed at the parker center some of them are here in this facility some are also in the roger center so they worked together to try to get all curriculum instruction under one roof at carnel elementary and the next slide will show you how they propose to use the layout of that building to put all of the curriculum instruction services together in one place which allows for better collaboration and better work together and then you're not having to travel across town to try to get pieces together to work together so these are all people who support our schools in the area of curriculum and instruction they will all be housed in one space but as was mentioned earlier and will be mentioned later all of these people don't stay in

the building they serve our schools so many of them are out in the schools but they have an office space within that building where they come in for different collaboration next is fradling elementary which is the other facility that has become available and the proposal here is to move the adult education center to the spraddling elementary facility that proposal was made for a few reasons one because of the location of public transportation public transportation pulls right up to that location and many of our clients who use the adult education center rely on public education it makes it a lot easier for them to get there additionally housed in this building will be some of the pre-k services that are out there currently are housed there as parents as teachers and our children's service league which

is currently housed at the parker center will also be moved in the map will show you that this next map so how they've designed this building it gives them a lot more space than they currently have in a much more modern facility and it also allows us to move the services for the children's service league there as well as our parents as teachers program next we would take the special education department which is a part of curriculum instruction but is currently housed in building d and move them over to carnel which will be a part of the curriculum instruction which frees up space for our law enforcement and our technology department to move into building d it centralizes them into this area brings the police department back here it's a central dispatch location and it

also brings in our technology to a separate location that's more modern and gives them a lot more space to spread out and share space together and in building b we will be bringing our athletics department from the rogers center back over here in the space that curriculum instruction currently houses here in this when you first walk into the foyer in building b it's where our part of our curriculum instruction is again that piece would move with all other curriculum instruction over to carnel should this proposal be approved it would put our athletics back in a central location and a more modern facility as well see where there will be house so what would it cost on the slide you will see worst case scenario that's if we did all of these things we do not

have any intention at this point of building a parking parking space and expanding it but if we ever decided to this would be the potential cost currently the parking because everyone is not there at the same time would accommodate with the excess overflow parking at carnel in the grassy area they use that right now even as staff at carnel so if we did decide at some point to build a parking space that would be the cost data drops that's if we had to put a data drop for every single person that was moved that would be worst case scenario again that's not that's just the worst case scenario if we had to do that i've been assured by our director of technology that we won't have that worst case scenario but i like to think

you know if everything went wrong this is what we would have to do outlets same thing worst case scenario that's if we had to put an outlet in for every single person we moved we just wanted to give the committee the the largest numbers that we could just in case this did happen and then the thing that is true though is the server so there is currently a server house at the roger center regardless of what happens if we take that building offline that server was going to have to to be moved we couldn't leave it in an empty facility so wherever we decided to move that server that would be the cost of moving it i'm going to ask mr darrell stovall who is the chair of our long-range facilities planning committee to come

up and to talk to you about the recommendation his his vita is on the board there but most notably he served as our foundation board president before he abandoned us and but that's i guess he has a right to retire from that we have kept him on this committee however so mr stovall thank you for having me today i also want to recognize we've got quite a few members of our committee here and if you stand up it'd be great to be recognized but thank you i think i got a slide yeah our committee is recommending three things first move the parker center staff to carnell elementary which you saw where they would be located there at their campus the second recommendation is move the roger center staff to both carnell and to the service

center and our last recommendation is to move the adult education staff to spradlin elementary that's that's all i have if you have any questions i'm sure somebody can can help you but i just happened to be the guy that walked out of the meeting and they said you're the guy so well we appreciate your time and attendance to this um you know there's a lot of eyes and ears that go into um this recommendation and it seems as if the consensus is you know everyone's in agreement that this makes sense i mean is that am i understanding this correctly yes i think where it was unanimous that that these were the the best spots for them to go of course we just had to take the old buildings offline because we just can't spend any

more money there sure so those buildings would be sold i guess i'm sorry yes sir we would put them on the market the law requires a two-year waiting period for charter schools to have ability to purchase older buildings however there's a waiver process we use for bell point bell points on the market and then it's had some people looking at it with some interest trustee was so close to being moving through the two-year process we intend to put it on the market toward august and then we would apply for a waiver to put parker rogers and peabody on a market after i think it's a 30-day process and then that process the state notifies charter schools of the availability to make sure everybody knows it's available don't know how soon these buildings would sell or

the market would be for it but certainly we would want to the reason for the right sizing communities recommendation recommendation is that these are buildings it's just not a good investment any longer understood thank you miss lot so two things one when will we have more accurate numbers as to our projected worst-case scenario versus realistic scenario how long will it take to get that kind of currently it really the only cost that we know we would incur is that 250 000 dollar we know what we would incur that once we got all the staff in there they'll get in there and they'll be like oh we need another data drop and if they do then we'll come back and and say we'll put a data drop in but right now we the way that we've

looked at it is we could move into these buildings they're moving ready right now and we could function does that help yes and then too just so everybody listening can understand how do you pick who's on the committees and what where do you pull those committee members from when making those decisions i've been asked that in the public before so i figure this is a good time to kind of put that out there for the general great question so the the committee that made the recommendation to the long-range planning committee was just every leader that was involved in those departments they met with their staffs and then they came and made the recommendation the long-range facilities planning committee has been in place what year mr shaker since two years ago they've been in place for

two years and we had members of the community as well as members of our our district and teachers i think part of the question that would have asked me was how someone is considered for that is it just somebody that staff here recommends or do people volunteer for that kind of you know come up mr shaker because you formed the committee before me looking for a presentation so the committee was comprised of seven administrative staff six teaching staff members and 13 different community representatives i just want to get that out there for right and many of the community representatives were part of vision 2023 as well do you have additional questions what was your first question again i was going to add to that oh oh yeah that was actually that was probably a little

bit of my fault i heard concerns about a parking lot so what's that going to cost in case we have to do it i want to make sure people know we don't anticipate that but i just i wanted to put it out there just in case after we assess don't anticipate that and also the data drops just to be real clear that these are costs that we could potentially have we don't expect to we're going to try very hard not to i think that was my charge is i didn't want to spend a lot of money on this transition other than that required funding for the the big server i was just going to make a comment i'm glad these buildings will be used and that's good yes ma'am the the work i'm most proud

of is the fact that those teams hashed it out they really worked hard to come to consensus on where they thought they would best be able to work together to serve our students as that thank you board just so everyone's aware the recommendation will read as follows considering one two and three not necessarily a you know an a la carte so to speak but the recommendation will read or the motion would read to close the parker center and relocate services to carnell close the roger center and relocate services to carnell and the service center and to close the peabody building and relocate adult ed services to spradling so any questions comments that said i will entertain a motion to approve the committee's recommendation as follows to close the parker center relocate the services to carnell

close the roger center and relocate services to carnell in the service center and to close the peabody building and relocate adult ed services to spradling is there a motion so moved so moved by miss craft is there a second second second by mr garner it has been moved and seconded to approve the committee's recommendation as presented any further discussion all in favor please indicate by raising your right hand this carries with a vote of five to zero thank you dr bone and thank you mr stovall for being here as well thank you for our next presentation we'll hear about the 2026 atlas results that were administered in april and may for grades three through ten mr mayhem yes dr mitten will come forward and do a presentation on our recent summative assessment the atlas state

assessment and show you some some trends and some data that we have as a result of the turnaround on the test scores thank you good evening president whittaker board members mr mayhan this month's student academic achievement presentation will spotlight atlas assessment data it's the data relative to proficiency there were four levels of performance and level three and level four is what we have information from the state on and i will remind us of what we have visited about previously in terms of what constitutes a letter grade for elementary and middle school achievement meaning proficiency counts as just one third of a school's letter grade the other two thirds are growth for high school there is another element included and that's or two elements graduation rate and merit indistinction so you can see the breakdown that

results in a letter grade so want to make sure that i stress while we are so very proud of the data that i will share with you it is not reflective of student growth or any other data that would be included in a report card grade the state department expects to release that information this fall lots of green hey that's great and you can see for grades three through five in particular science all green so big shout out kudos to our teachers for incorporating not only the standards in science but throughout the throughout el english arts and math middle school proficiency results let me go back for a minute one thing i do want to additionally highlight are some of the double digit gains that you see at our schools that is significant and impressive

and certainly we are gathering information miss gladden has been gathering information as to hey what'd you do what do you what do you attribute those gains to middle school same you can see some significant double digit growth and take a look at the green across both high schools this is work that we commend our teachers for and appreciate our building leadership however i do want to make sure that i reiterate it is just one piece of the puzzle if you will that results in a report card grade questions could you go back briefly just to that was it the virtual that went from zero to sorry the next slide back forward okay downer sure next one okay it went from zero to 43 was that just not measured in 25 it's a function of the

small sample size okay got it great question any other questions how would you say we would tackle our our virtual learning in a more productive way i mean i know that there's a considerable amount more green than yellow and i do find the value of in-person learning but sometimes there are circumstances that are just out of our control you know for our virtual students but what do you think that our approach is for to see those those yellows turn to greens it's continued conversation with parents guardians as well as some incentives that we are being dr hall is being creative with with regard to participation in the lessons and which will result in better performance on the assessment but certainly not unattainable pardon me but certainly not unattainable to see growth oh absolutely absolutely not

unattainable at all board members any questions we appreciate you this is an information information item only no access required thank you thank you now your information for turning to the global innovation academy charter school mr mayhem okay you'll notice the date on that's may 21st because i'm giving you a preview of the actual presentation i'll do at the arkansas department vet this thursday about the global innovation academy at bonneville school within a school this charter school will be uh be heard by the uh charter authorization panel which is a group of people that will vet it at the state level that's the next step as we move toward a process of getting approval the goal i gave you had a fall of 28 goal we're actually trying to expedite that to the fall of 27

opening uh this is the next step in that process so uh start with uh the fact that it'll be a stem charter school focused on science technology engineering and math also you'll see provide singapore math and mandarin as uh some options as well see there the logo that our communications department did a phenomenal job of branding where global connections meet local innovations you can read the vision of what this charter school would be about and what the mission will be about we've had a television telephone conversations with department that asking questions along the way as they've vetted the application process and the quest the question i get a lot is why are you pursuing a charter well there's a couple reasons because we are we'll use the singapore math as a foundational math gives an

opportunity to kind of measure that versus our traditional math that we teach it's not necessarily approved curriculum at the state level so we have to have a charter to get that approval the other thing is mandarin will be a foreign language taught within the school day following all the regulations around instructional day and time there's no room for a foreign language in elementary so we have to have a charter to do that the other reason for charter is that mandarin in singapore there may not be an arkansas licensed teacher in those areas that's readily available so we may pull from someone that has that background and teaching that that may come to us that doesn't have a credential in the state of arkansas so charters allow for some flexibility in that and finally we are

competing we have a lot of great options in this region for parents and there there is a this desire or the belief that charter schools are a better option for parents so as a district why not have our own charter school as well to be more competitive with additional options for our parents and students and this is our why and this is the why in all of our schools but specifically charter just wanted to point out some of the things that that's centered around stem and project-based learning that may look a little different at the a little different focus than every school personalized instruction which we should be seeing at every school as well as academic enhancements specialized opportunities and extracurricular resources really related to stem approach robotics our pisco curriculum which you approved last

month all hands-on based based learning there are some highlights there around the program design i'll let you read through those essentially a stem academy compete globally classrooms and labs are just going to be very common the lab would actually be a lot of the instructional time again with that hands-on approach collaborative teams with students and staff also equitable access for all of our elementary kids students up to 100 110 whatever that number may be and also for our foreign military friends we expect singapore themselves to bring 30 to 50 k5 students that would have this option and have the similar instruction around singapore math and mandarin that they would at their home and then also stem cohorts personalized instruction strong teacher student relationships and academic motivation and the other thing that we learned from the

charter discussions is this is a unique opportunity in the state of arkansas which personally i'm i like for our district to lead in regards to opportunities for our kids and our staff and they couldn't think of another elementary school that i have approached like this in arkansas so that's very speaks very well of our district and what we offer our our families and then the global navigation what will it provide you can see the different markers there i've already talked about all those areas but those are the things we'll focus on in little rock on thursday got a lot of support from our chamber of commerce for multiple multiple meetings with military liaisons uh co-planning with singapore education representatives you all approved the resolution last month gotten a lot of stakeholder input and higher education

and industry member mentors have been very impressed with this opportunity and so we've been actually talking about this concept for probably four years three to four years so it's not something new we're just now getting the point where it's time to get it in the position to open in the fall of 27 if at all possible and here's some stakeholder just to go back some of the feedback here's some stakeholder feedback this is 510 respondents we did this a couple of weeks ago to make sure we had this to go with the application process we've been getting quantitative feedback for several years now and there's been a lot of support but still even there you see very likely somewhat likely very high and yes it may be very high as well but that's a representative

of about 500 people and then educational model instructional approach and also the extra and co-curricular opportunities that you see on the right and talking about the mandarin language as well we intend to to offer mandarin and singapore math in the evenings at bonneville there may be some middle school or high school students that have the need for that from singapore we don't expect that numbers to be very high but we also just want to provide that resource to students that need extra help and things of that nature and then we will over the years to come look at how do we how do we offer mandarin as elective at middle school and high school for those students that go through this program that want to continue that pathway our students as well and again i've

mentioned the fact we're going to try to update this timeline but this is the original timeline of my goal okay and this is global innovation academy will foster innovation academic excellence and career readiness by combining rigorous academics with hands-on projects mentorship and real world applications the program will prepare students to lead in stem fields while building an inclusive collaborative learning community okay any questions we've probably already talked about this before but what do we have space carved out at bonneville for this will we need to do any renovations or do we have classroom space and lab space kind of ready yes we have designated an area of bonneville that's available open space there'll be some renovations as as far as some painting probably some updated furnishing and there'll be some branding with this this these

logos on the walls maybe some fighter pilots on the walls but minimal cost overall for the facility the overall cost anticipated for staffing if we were to hire all new people would be around 700 000 but we're going to push about 110 of our kids that have interest into the academy so a lot of our teachers will just relocate to the global innovation academy our instructional cost is probably going to be around the singapore instructor and the mandarin instructor what else i'm interested to hear the feedback when you're when you're down seeing our friends in little rock i'm planning to be paying attention either via zoom or in person with mr mayhem but this is something i feel like is gaining a lot of positivity and conversation and so i appreciate all the attention to

detail here also very fortunate to have general chip brown will be there speaking on behalf of this academy as well anybody else thank you all easy enough thank you mr mayhem information item only no action is required up next we will consider how to move forward with the naming of the fort smith public school service center mr mayhem okay dr bone good evening mr whittaker mr mayhem on board again so i'm back and tonight as you know we've gone through the process of establishing our committee after our community members came to us and requested that we consider a name change of the service center this was again brought to us by the community and then the committee was assigned by mr mayhem we studied everything we brought back the compliant names to you per our

policy last month you guys discussed it you had open for for comment we have additional comment this morning so it's this afternoon so it's it's on your hands now so tonight you may decide to either adopt a name by majority vote approve the name request additional information decline the nomination completely or direct us to reopen the nomination process it's in your hands now and i'm just turning it back over to you thank you dr bone the the overwhelming majority in these submissions is for one particular individual who served our community and has had much positive response to in addition to that i appreciate how this is something that came to be not from the school board but from community members and it's something that they were interested in presenting to us and if if my

memory serves me correct the entire project would be somewhere around twelve thousand dollars and i don't think that's a large sum of money i've made this my point that you know because it kind of came from a grassroots organic effort that it's shouldn't be the district's responsibility to to fund this project and mr haver spoke tonight and then even the gentleman sean who presented it right out of the gate i don't think there will be any concerns with raising money for this project should we move forward i know that that's something that much of the community is is concerned with about whether or not we should spend our dollars or it should come from the private sector donations so we essentially have four opportunities here to make a decision either to approve it request additional

information decline it or can completely direct the district to reopen the nomination process so any thoughts conversation so i did call dr gooden after our last meeting because i think the article that was published said susan craft said that we should talk to dr gooden about it so i called him and we talked for a long time and he is he is very appreciative you guys all know how he is he doesn't necessarily need it or think that it's necessary and he's very humbled by it but he's also fine with it he knows very well that naming things after people causes trouble sometimes he said but i don't i told him he's been causing trouble his whole life so what's new um right uh because that's why we love him so he was very appreciative

and and and happy about it which makes me feel better about going forward with it i think my recommendation would be if we approve the recommended name with the understanding that it would not be paid with public dollars if we can however we word that in such a way that you know and maybe that's me making a motion i don't want to stop anybody else from talking but if we make a motion to approve the recommended name and with the understanding that no public dollars would be used to pay for the name change the signage the whatnot that would be my recommendation we have legal counsel on zoom is that correct yes yep um marshall just just for my clarification purposes should we move forward this with the contingency um you know to have the

money in hand paid for elsewhere aside from the district is there a is there a time frame in our uh district procedures moving forward with this that we need to have those funds secured by no there's no time frame um i i think you've already had multiple comments from people who have committed funds i think if you if you just made the motion as susan just indicated you know you would just make it contingent upon moving forward when you had the funds and so that could be another pace that another piece of that would be not only are you is it is it contingent upon raising funds or that district funds would not be used but that the but that the renaming process would not commence until funds had been secured and we're in place

i just i just wanted to make sure that as a district we're crossing t's and dot nines the way that we need to so yeah yeah there's no yeah there's there's no deadline at all thank you board members any other questions comments concerns that's it i will entertain a motion to approve the recommendation um request additional information decline the nomination or direct the district to reopen the nomination process and obviously if we do decide to move forward any sort of capacity with any name would be contingent upon the funds being secured privately motion to rename the fort smith public school service center to the dr benny l gooden service center under the caveat that this only be paid about four by private funds and that they we move forward with this when those funds are
